`பிரதான் மந்திரி வாய வந்தனா யோஜனா' ஓய்வூதியத் திட்டத்தின் முதலீட்டு வரம்பை, தற்போதைய அளவான ரூ.7.5 லட்சத்திலிருந்து 15 லட்சமாக அதிகரித்து மத்திய அமைச்சரவை ஒப்புதல் வழங்கியுள்ளது. மேலும், இந்தத் திட்டத்தில் மேற்கொள்ளப்படும் முதலீட்டுக்கு 8 சதவிகித உறுதியான வட்டி வழங்கப்படும் என்றும் தெரிவிக்கப்பட்டுள்ளது. கடந்த பிப்ரவரி மாதம் முதல் தேதி தாக்கல் செய்யப்பட்ட மத்திய பட்ஜெட்டில் மூத்த குடிமக்களுக்கான பிரதான் மந்திரி வாய வந்தனா யோஜனா திட்டத்தில் முதலீடு வரம்பு உயர்த்தப்படும் என அறிவிக்கப்பட்டிருந்தது. இதை தொடர்ந்து இந்த முடிவு மேற்கொள்ளப்பட்டுள்ளது. 

தற்போது வங்கி மற்றும் தபால் நிலையங்களில் மூத்த குடிமக்களுக்காகச் செயல்படுத்தப்படும் சேமிப்புத் திட்டங்களில் முதலீட்டு வரம்பு 15 லட்சம் ரூபாயாக உள்ளது. தற்போது, இதற்கு இணையாக பிரதான் மந்திரி வாய வந்தனா யோஜனா ஓய்வூதியத் திட்டத்திலும் முதலீட்டு வரம்பு 15 லட்சம் ரூபாயாக அதிகரிக்கப்பட்டுள்ளது என்பது குறிப்பிடத்தக்கது. மேலும், பிரதான் மந்திரி வாய வந்தனா யோஜனா ஓய்வூதியத் திட்டத்தின் கால அளவும் 2020-ம் ஆண்டு மார்ச் 31-ம் தேதி வரையில் நீடிக்கப்பட்டுள்ளது. இந்தத் திட்டம் கடந்த ஆண்டு மே மாதம் தொடங்கப்பட்டது. இதுவரை 2.20 லட்சம் மூத்த குடிமக்கள், இந்தத் திட்டத்தின் மூலம் பயனடைந்துள்ளனர். 

60 வயதை எட்டிய மூத்த குடிமக்களுக்காக எல்.ஐ.சி-யால் செயல்படுத்தப்படும் இந்தத் திட்டத்தில், ஒருவர் 15 லட்சம் ரூபாய் முதலீடு செய்தால், 10 ஆண்டுகளுக்கு மாதம்தோறும் 10,000 ரூபாய் ஓய்வூதியமாகக் கிடைக்கும்.  மூத்த குடிமக்கள் 7.50 லட்சம் ரூபாய் முதலீடு செய்தால் மாதம்தோறும் 5,000 ரூபாய் ஓய்வூதியம் பத்து ஆண்டுகளுக்குக் கிடைக்கும். இந்தத் திட்டத்தில் செய்யப்படும் முதலீட்டுக்கு வருமானவரி விலக்கு இல்லை. இந்தத் திட்டத்தில் முதலீடு செய்துள்ள மூத்த குடிமக்கள் பத்து ஆண்டுகளுக்கு முன்பு இறந்துவிட்டால், அவரின் பயனாளிக்கு அவர் எந்தத் தொகைக்கு பாலிசி எடுத்துள்ளாரோ அந்தத் தொகை வழங்கப்படும். 

இந்த ஓய்வூதியத் திட்டத்தில் முதலீடு செய்யும் மூத்த குடிமக்கள்,  ஓய்வூதியத்தை மாதம்தோறும், கால் ஆண்டுக்கு ஒருமுறை  அல்லது அரை ஆண்டுக்கு ஒருமுறை பெற்றுக்கொள்ளவும் வசதி உள்ளது. பாலிசி முடிவடையும் காலத்துக்கு முன்பாக கணவன் அல்லது மனைவிக்கு உடல் நலன் மிகவும் பாதிக்கப்பட்டு விலக நேரிட்டால், பாலிசி எடுத்த தொகையிலிருந்து 98 சதவிகிதம் திருப்பி அளிக்கப்படும். இதில் 8 சதவிகிதம் உறுதியான வட்டி வழங்கப்படும். மேலும், இதில் முதலீடு செய்தால் 75 சதவிகிதக் கடனும் பெறலாம். இந்தக் கடனுக்கான தொகை, பாலிசி தொகை மூலம் பெறப்படும். 

வங்கி, தபால் நிலையச் சேமிப்புத் திட்டங்கள் 

வங்கிகள் மற்றும் தபால் நிலையங்கள், மூத்த குடிமக்களுக்காகச் சிறப்பு சேமிப்புத் திட்டங்களை வைத்துள்ளன. இந்தச் சேமிப்பு திட்டக் கணக்குகள் அங்கீகாரம் பெற்ற வங்கி தபால் நிலையங்களில் தொடங்க முடியும். இந்தச் சேமிப்புத் திட்டத்தில் ஐந்து ஆண்டுகளுக்கு முதலீடு செய்யும் மூத்த குடிமக்களுக்கு 8.3 சதவிகிதம் வட்டி வழங்கப்படுகிறது. 60 வயதுடைய மூத்த குடிமக்கள் ஒன்றுக்கும் மேற்பட்ட சேமிப்புத் திட்டங்களில் முதலீடு செய்ய முடியும். மேலும், 15 லட்சம் ரூபாய் வரை முதலீடு செய்யலாம். வி.ஆர்.எஸ் பெற்ற 55 வயது முதல் 60 வயதுடைய மூத்த குடிமக்களும் இந்தச் சேமிப்புத் திட்டத்தில் முதலீடு செய்யலாம். ஆனால், அவர்களின் ஓய்வு பலன்கள் கிடைத்த ஒரு மாதத்துக்குள்ளாகவும், அவர்களின் முதலீடு ஓய்வு பலன்களைவிட அதிகமாகவும் இருக்கக் கூடாது

வங்கி மற்றும் தபால் நிலையங்களில் செய்யப்படும் மூத்த குடிமக்கள் செய்யும் முதலீடுகள் வருமான வரிச் சட்டம 1961, பிரிவு 80சி-யின் கீழ் விலக்கு அளிக்கப்படுகிறது. மேலும், சேமிப்புக் கணக்கு தொடங்கும்போதே அல்லது தொடங்கிய பிறகோ வாரிசுதாரரை நியமிக்கும் வசதியும் உள்ளது. இந்தச் சேமிப்புத் திட்டத்தின் கீழ் ஒருவர் எத்தனை கணக்குகளும் தொடங்கலாம். ஆனால், முதலீட்டுத்தொகை முதலீட்டு வரம்புக்குள் இருக்க வேண்டும். ஜாயின்ட் அக்கவுன்ட், மனைவி உடன் சேர்ந்துதான் தொடங்க முடியும். இந்தத் திட்டம் முதிர்வடைந்த பிறகு மேலும் மூன்று ஆண்டுகளுக்குக் காலநீடிப்பு செய்யும் வசதி உள்ளது. இதற்கு, இந்தச் சேமிப்புத் திட்டம் தொடங்கி ஓர் ஆண்டு நிறைவடைந்தவுடன் விண்ணப்பிக்க வேண்டும்.

Officials say there would be no pre-qualifying exams like CET, IELTS for admissions in universities in Russia. 


This is being done with the intention to support their eligibility to pursue bachelor/post graduate programs.

Chennai: The 19th edition of the Russian Education Fair is all set to be held on May 19 and 20 in association with Study Abroad - The authorised Indian Representative for Russian Universities.

The fair would be open from 10 am to 5 pm on both the days and the management has also said that there would be spot admissions along with the free entry.

This is being done with the intention to support their eligibility to pursue bachelor/post graduate programs.

Officials say there would be no pre-qualifying exams like CET, IELTS for admissions in universities in Russia. However, MCI as a special case for the year 2018 has exempted students from writing Neet who had been admitted in medical courses overseas.

"India and Russia share a strong bilateral relationship for ages. Pacts in fields such as space research, engineering, technology, bio-chemistry, medicine etc. require a large number of well-trained personnel. Indian students receiving higher education in Russia will be best choices as their exposure to both the worlds will be a good basis for supporting each other and growing bilaterally," said Mikhail J. Gorbatov, Vice-Consul (Cultural), Consulate General of the Russian Federation in South India.

There is no excitement on the face of Mahalakshmi, the topper of Mahakavi Bharathiyar Higher Secondary School at Pakkam in Tiruvallur district. Despite scoring 1,141/1,200 and 198/200 in both accountancy and commerce, there was no twinkle in her eye, on the day the Class 12 Board exam results were announced.
Maybe the lack of excitement is because this slender 17-year-old with long plaited hair knows only two ‘acceptable’ options are ahead of her - either marry a much-older, barely educated relative or study in a nondescript college near her house in Pattabiram.
 
Mahalakshmi says she doesn’t know what she wants to become. “I just want to study and hopefully pass on what I learn,” she said, clarifying that she didn’t mean to say she wants to become a teacher.

With her mother unable to do daily wage work because of regular bouts of fits and her father having to travel to the city to find work as a construction worker, it seems like Mahalakshmi has shut out some words from her life.

When I mentioned colleges such as ‘Ethiraj’, ‘Stella’ and ‘WCC’, her eyes lit up but she said nothing. Even with the Sevalaya organisation which runs the school offering to cover her college costs, Mahalakshmi’s mother Vimala is apprehensive. A few of Mahalakshmi’s teachers feel that she is forced to mask her confidence. “She looks down a lot but when you talk to her, she booms with confidence and once the conversation ends she goes back to being timid,” said one of her teachers.

TIRUCHY: The intention of the State government of distributing laptops free of cost to higher secondary students to make them tech-savvy is coming a cropper as several students are selling them allegedly to pay college fees. As a result, computer sales and service centres in the city are making a killing selling these laptops at exorbitant prices. A visit to Singarathoppu, the one-stop-shop for all goods, allows one to understand how many students have sold their laptops. Not all students resort to this to meet college and travel expenses. There are a few who sold laptops to splurge on consumer goods or nights out.

A shop owner in the locality requesting anonymity said, “We have a laptop ready for sale. A college student approached us seeking money to pay fees for the next semester. We are helping him get some money by selling his laptop.” The laptop is being sold for Rs 8,000 and the shop owner said the price cannot be reduced as they have to give three-fourths of the money to the student. “People approach us with free laptops in exchange of money. What can we do?” the shop owner said. Though selling free laptops is illegal, the trade is flourishing.

A shop in Thillai Nagar had laptops of both old and new versions distributed by the government. The price is fixed as per the system configuration. “We deal with all laptop varieties. People usually come searching for laptops as they are affordable and have good specifications. Older versions of laptops are sold for Rs 7,000 and new ones for Rs 11,000,” the shop owner said. Students from Thogamalai and Allithurai could be spotted at the shops to sell their laptops. The headmaster of a government school admitted that once students receive laptops from the School Education department, most of them sell them off. “There is a slight delay in distributing laptops to students. Thus, the Class XII pass out gets the laptop only after entering college. By that time, they would have bought a gadget for their studies. The reason for selling laptops could be to make extra money to help meet expenses,” he said.

An official with the district education office said 90 per cent of students do not sell the laptops. “To stop other students from selling the government-issued laptops, we could instruct all city-based computer service centres to not accept them. We could also warn them that if they violate this rule, they would be penalised," said the official.

COIMBATORE: Tamil Nadu Agricultural University retired professor, who has opposed Vice-Chancellor K Ramasamy’s continuation in the post past 70 years of age, has now filed a contempt petition against the Chancellor and Government after no order has been passed even after the two weeks time given by the High Court. Retired professor of Bioenergy in TNAU P Venkatachalam has filed a writ petition praying that V-C K Ramasamy should not be allowed to continue in the post past 70 years of age.

In its order, the High Court has said that there is no age limit prescribed under the State rules. In such an event, the age limit prescribed by the UGC under the regulations are to be followed. Chancellor of the University and State government are directed to consider the representation submitted by the petitioner on March 27 and pass orders on merits and in accordance with law, within a period of two weeks from the date of receipt of a copy of this order.

As per the Court’s direction, Venkatachalam has submitted his representation to the Governor and Agricultural Secretary on April 25. “Since no order was passed on my representation even after two weeks time given by the HC, I have filed a contempt petition against the Chancellor and government,” Venkatachalam said. The petition is likely to come up for hearing after summer vacation.

Venkatachalam said, “ICAR Model Act for Agricultural Universities in India says: The Vice-Chancellor shall hold office for a term of five years or until he attains the age of 70 years. In October 2016, National Agricultural Education Accreditation Board put on hold accreditation to TNAU, till University addresses some of the issues and submit its satisfactory compliance report. One of the issues raised by the Board is that ICAR Model Act (2009) is not being fully implemented in the University as all officers including Registrar, Comptroller, Directors, Deans and Librarian are only ‘in charge’ and that too for a period of three years.”

If ICAR Model Act was violated on V-C’s maximum age, the Board will not give accreditation for TNAU, he added.Ramasamy was appointed for the second term in November 2015 and would continue till November 16, 2018. Ramasamy crossed 70 on April 30 and UGC regulation stated that a V-C shall not hold office beyond the age of 70. In July 2012, State government raised the retirement age of V-Cs of nine State universities under the aegis of Higher Education department from the earlier 65 years to 70 years.
Earlier, Association of Self-Finance Agricultural Colleges (ASFAC) also filed PIL seeking to fix 70 years as the upper age limit to hold the post of V-C of TNAU.

NAMAKKAL: Following the implementation of National Eligibility-cum-Entrance Test for medical courses, the enrolment of students in matriculation schools in Namakkal district – once famous for preparing students to score high marks in the class XII board exams –had dropped in the last two years.
Namakkal was known nation-wide for its high standard of education.

Joining one of its schools was no mean feat. Schools cherry-picked students with a score of over 490 in their class X board exams. That was why parents from across the country flocked to the district in the hopes that their children would score top marks in the board exams, particularly class XII. Many families temporarily moved to Namakkal in the summer months and stayed in rented houses just to ensure their kid’s admission.

Though government had ordered schools to not admit students before the publication of board exam results, many private schools had already started the admission process because of the enormous demand. It was amidst this situation that the Centre implemented NEET last academic year. With this move, admission for class XI in the district’s schools dropped. Now, scoring top marks in board exams was no longer relevant. With several new schools having been opened across the districts, parents were hesitating to send the children away to a distant district for higher education.

“According to the current status, as many as 22,511 students, who wrote the class XI board exam this year, will appear for Class XII board exam in 2019. This number could also come down” Chief Education Officer (CEO) P Usha predicted.

Downward spiral

According to School Education Department (SED), while a total of 29,643 students wrote the class XII board exam in district in 2017, this year only 26,343 students appeared here. The number had been 27,294 in 2016, 31,020 in 2015 and 31,527 in 2014. “Apart from NEET, students also opt for polytechnic after class X. That is why enrolment has reduced,” said Chief Education Officer P Usha.

சிவகங்கை மாவட்டத்தில் 15,917 பேர் தேர்வு எழுதியதில் 15,216 பேர் தேர்ச்சி பெற்றுள்ளனர். 6,976 மாணவர்கள் தேர்வு எழுதி 6,558 பேர் தேர்ச்சி பெற்றுள்ளனர்.



மாணவர்கள் தேர்ச்சி சதவிகிதம் 94.01 ஆகும். மாணவிகள் 8,941 பேர் தேர்வெழுதி 8,658 பேர் தேர்ச்சி பெற்றுள்ளனர். மாணவிகள் 96.83 சதவிகிதம் தேர்ச்சி பெற்றுள்ளனர். சிவகங்கை கல்வி மாவட்டத்தைப் பொறுத்தவரை சென்ற கல்வி ஆண்டைவிட இது குறைவான தேர்ச்சி ஆகும்.

சிவகங்கை சாம்பவிகா மேல்நிலைப்பள்ளி மாணவர் ஆகாஷ் ராஜாலிங்கம் 1179 மதிப்பெண் எடுத்து மாவட்ட அளவில் முதலிடம் பெற்றுள்ளார். இதே பள்ளி மாணவி சுகிபிரபா 1160 மதிப்பெண்ணும், மாணவர் பாலமுருகன் 1151 மதிப்பெண்ணும் எடுத்துள்ளனர். சாம்பவிகா பள்ளியில் 332 மாணவர்கள் தேர்வு எழுதியதில் அனைவரும் தேர்ச்சி பெற்றுள்ளனர். மாவட்ட அளவில் முதன்மை பெற்ற மாணவ, மாணவிகளை சாம்பவிகா மேல்நிலைப்பள்ளி தாளாளர் சேகர் பாராட்டினார். இதேபோல் சிவகங்கை ஆக்ஸ்போர்ட் மெட்ரிக் பள்ளியின் மாணவி ஆயிசா 1172 மதிப்பெண்ணும், யமுனாஸ்ரீ 1162 மதிப்பெண்ணும் எடுத்துள்ளனர். ஸ்ரீரேஸ்மி 1162 மதிப்பெண்கள் எடுத்துள்ளார். இப்பள்ளி மாணவர்கள் 100 சதவிகிதம் தேர்ச்சி பெற்றுள்ளனர்.

 

மாவட்டத்தில் 63 அரசுப் பள்ளி உட்படப 148 பள்ளிகள் 95.60 சதவிகிதம் தேர்ச்சி பெற்றுள்ளன. 63 அரசு மேல்நிலைப்பள்ளிகளில் 6014 பேர் மாணவர்கள் தேர்வு எழுதியதில், 5604 பேர் தேர்ச்சி பெற்றுள்ளனர். இதன் சதவிகிதம் 93.18 ஆகும். அரசுப்பள்ளிகள் 64-ல் 14 பள்ளிகள் 100 சதவிகிதம் தேர்ச்சி பெற்றுள்ளன. அரசு உதவி பெறும் பள்ளிகள் 36-ல் 11 , 48 சுயநிதிப்பள்ளிகளில்29 பள்ளிகள் ஆக மொத்தம் 148 பள்ளிகளில் 54 பள்ளிகளில் மாணவர்கள் 100 சதம் தேர்ச்சி பெற்றுள்ளனர்.
