CHENNAI:A writ plea to alter the date of birth (DoB) of a Plus Two student in school documents has been rejected by the Madras High Court.If the plea is granted, then the entire qualification acquired by the student would vanish, as she would have had no locus-standi to enter Standard I based on the date of birth as July 17, 1997, Justice S Vaidyanathan said.

The judge was dismissing a writ petition from S Indhumathi praying for a directive to the authorities concerned to alter her DoB.It may be true that the petitioner was born on July 17, 1997, but for the purpose of entry into the school, her parents would have given that DoB. If the actual DoB is taken into account, then the entire qualification obtained by the petitioner will have to go, as she could not have been admitted in Standard I based on the DoB, namely July 17, the judge pointed out. To admit the petitioner into school, the DoB had been corrected as May 17, 1997 and the same continued till her completing Standard XII. The student could not say later that because her parents had given a wrong DoB and that it needs to be altered and that for the fault of her parents she should not be affected.

If such a contention is to be accepted and the DoB changed, her entire qualification itself would vanish, as she would lose the locus-standi to enter Standard I based on the DoB as July 17, the judge said.

“In view of the above, this court cannot decide the issue even based on sympathy. If such contentions are accepted, then it will give a premium for everyone to knock at the doors of the court to alter DoB,” the judge added and dismissed the plea.

CHENNAI:Holding that students cannot ask for migration from one college to another midway of studies as a matter of right on grounds other than the ones stipulated, the Madras High Court has rejected a plea from a student to do so.

A Nisshanthi moved the High Court to quash an order dated November 22, 2017 of the Dental Council of India (DCI) refusing permission to her to migrate from Mahe Institute of Dental Science, Mahe to Sri Venkateswara Dental College in Puducherry, as highly illegal and consequentially direct the council to grant permission to her for migration for the BDS-II year.

The rejection order stated that migration is permitted from a recognised dental college to another which is also recognised by DCI in the beginning of the second year BDS course only on compassionate grounds i.e. death of supporting guardian or disturbed conditions as declared by government in the college area, as per DCI norms.

Petitioner submitted that her mother was unwell and hence, her request ought to have been considered. The college where she was studying and the one were she sought admission had expressed their willingness. Moreover, there are 14 vacancies in Sri Venkateswara college and hence there cannot be any hurdle on the part of DCI to permit the migration, she said.

The judge noted that what is provided in clauses 1 to 5 with regard to migration is the procedure(s) to be followed. But with regard to the migration on compassionate grounds, the petitioner lacked the prescribed criteria. If the petitioner has not fulfilled any other conditions and if her contention is accepted that her mother is unwell, the other students may also knock at the doors of DCI after getting the no objection certificates from the college where they studied to the college they want to join, thereby creating disturbance to the functioning of the colleges and it would be a wrong signal.

As long as the BDS Course Regulations published in the gazette dated September 10, 2017, which were approved by the Centre under the Dentists Act, which are more or less similar to DCI regulations, the petitioner cannot, as a matter of right, seek for migration, the judge said.

Says FIR has only implicated the names of donors and recipients

The Madras High Court has directed the Principal Secretary (Health and Family Welfare Department) and the Directorate of Medical and Rural Health Services to renew M.R. Hospital’s licence to perform renal transplant within four weeks from the date of receipt of a copy of the order.

The hospital, following the suspension of its licence to perform renal transplantation on January 27, 2014, filed a writ petition seeking quashing of the order passed by the Directorate of Medical Services. It filed another writ petition seeking a direction to the State Appropriate Authority to process the renewal application for a period of five years.

Two of its patients, N. Chandra (recipient) and donor J. Saraswathi, and B. Jeyamani (recipient) and donor M. Devi, produced relevant documents stating that they were second degree relative donors. Since their documents were duly signed and attested by one of the relevant authorities, a notary public, the hospital forwarded it for clearance after conducting various tests and examination of medical fitness.

In its order dated July 25, the court observed that the FIR implicated only the names of the donors and recipients under Sections 420, 465, 468 and 471 of the IPC and the name of the petitioner hospital had not been shown.

ராமநாதபுரத்தில் தனது உறவுக்கார பெண்ணின் செல்போனில் ரகசிய செயலியை பதிவேற்றி அதன் மூலம் உறவுப்பெண்ணை கண்காணித்த இளைஞர் அதை வைத்து மிரட்டும்போது போலீஸிடம் சிக்கி கம்பி எண்ணுகிறார்.

ராமநாதபுரம் மாவட்டம் பனைக்குளம் அருகேயுள்ள தாமரை ஊரணியைச் சேர்ந்தவர் தினேஷ்குமார்(30). எம்.சி.ஏ. பட்டதாரி. கம்ப்யூட்டரின், செல்போன்களின் தற்போதைய நிலைத்தகவல்கள் அத்தனையும் அத்துப்படி.

இவர் சமீபத்தில் ஒரு நிகழ்ச்சியில் தனது சகோதரி முறையுள்ள உறவுப்பெண்ணை சந்தித்துள்ளார். அவரது கணவர் வெளிநாட்டில் பணியாற்றுகிறார். மனைவிக்கு புது ஆன்டராய்டு போனை அனுப்பியுள்ளார். அதை எப்படி இயக்குவது என்பது தெரியாததால் தினேஷ்குமாரை பார்த்தவுடன் சகோதரன் என்ற எண்ணத்தில் இந்தா புதுப்போன் வந்துள்ளது, அதில் வாட்ஸ் அப், பேஸ் புக் போன்ற முக்கியமான ஆப்ஸ் எல்லாம் ஏற்றிக்கொடு என்று கூறி போனை கொடுத்துள்ளார்.

போனை வாங்கிய தினேஷ்குமார் அதில் மற்ற ஆப்ஸ்களை ஏற்றும்போதே நைசாக செல்போனை கண்காணிக்கும் ஒரு செயலியையும் ஏற்றியுள்ளார். இதை அறியாத அவரது உறவுக்கார பெண் தனது போனை பயன்படுத்தியுள்ளார். ஆனால் தினேஷ்குமார் அந்த செயலி மூலம் அவரது உறவுப்பெண்ணின் அனைத்து நடவடிக்கைகளையும் ரெக்கார்ட் செய்துள்ளார்.

அவரது கணவருடன் பேசுவது, அவரது அந்தரங்க புகைப்படம், அவரது கணவருக்கு அனுப்பிய வீடியோக்கள் அனைத்தையும் தனது லேப்டாப்பில் ஏற்றிவிட்டு அதை வைத்து அந்த பெண்ணை வேறொரு நபர் போல் மிரட்டியுள்ளார். உனது அந்தரங்க புகைப்படங்கள் வீடியோக்கள் என்னிடம் உள்ளது என்று சில புகைப்படங்களை அனுப்பி தனக்கு இணங்கும்படி மிரட்டியுள்ளார்.

இதனால் மன உளைச்சல் அடைந்த அப்பெண் இதுகுறித்து தனது உறவினர்களிடம் கூற அவர்கள் கூறியபடி நடப்பதுபோல் நடிக்க சொல்லி அலோசனை கூறியுள்ளனர்.அவரும் அதே போல் நடக்க ஒரு குறிப்பிட்ட இடத்துக்கு தினேஷ் வரச்சொல்ல அங்கு அந்தப்பெண் போக பின்னாடியே ரக்சியமாக உறவினர்களும் செல்ல குறிப்பிட்ட இடத்துக்கு வரச்சொல்லிய நபரை சந்தித்த அவர்களுக்கு அதிர்ச்சி ஏற்பட்டுள்ளது.

அடப்பாவி அக்கா முறைவேண்டும், உன் புத்தி ஏன் இப்படி போக வேண்டும் என்று அடித்து தேவிபட்டினம் போலீஸில் ஒப்படைத்துள்ளனர். போலீஸார் தினேஷ்குமாரைப் பிடித்து தீவிரமாக விசாரித்தபோது அவர் திடுக்கிடும் பல தகவல்களை கூறியுள்ளார்.

தினேஷ்குமார் இதுபோன்று செல்போன் செயலிகளை பற்றி தெரிந்துக்கொண்டு அதை தனக்கு தெரிந்த பெண்கள் செல்போனில் அவர்களுக்கு தெரியாமல் ஏற்றிவிடுவார், பின்னர் அவர்களது அத்தனை புகைப்படங்கள், வீடியோக்களை அவரது லாப்டாப்பில் சேகரிப்பார். பின்னர் அவர்களை மிரட்டுவார், தனது ஆசைக்கு பயன்படுத்திக் கொள்வார்.

ஒரு கட்டத்தில் தான் செய்வது தவறு என்ற மனநிலையையும் கடந்து தனது உறவுப் பெண்களிடம் கூட அதே மனநிலையில் பார்க்க ஆரம்பித்துள்ளார். அவர்களையும் மிரட்டி தனது ஆசைக்கு இணங்க வைத்துள்ளார். அவர் வீட்டில் லேப்டாப்கள், செல்போன்கள் உள்ளிட்டவற்றை கைப்பற்றினர்.

தன்னுடைய மிரட்டலுக்கு இணங்காத பெண்களின் வீடியோக்களை ஆன்லைன் மூலம் வெளிநாடுகளில் உள்ள ஆபாச இணையதளங்களுக்கு விற்பனை செய்யும் வேலையையும் செய்துள்ளார்.

தினேஷ்குமாரிடம் அதிகம் இருந்தது உறவினர்கள் தெரிந்த பெண்களின் காட்சிகள், அவர்களது அந்தரங்க உரையாடல்களே இருந்துள்ளது. இது ஒருவகை மன நோய் இவ்வித நோயினால் பாதிக்கப்பட்டவர்கள், அதிகம் கணிணி பயன்படுத்துபவர்களாக இருந்தால் அதில் வரும் ஆபாச பக்கங்களுக்கு இரையாகி அதேபோன்ற மன நிலையில் இருப்பார்கள். இவர்களுக்கு வித்யாசம் தெரியாது என்பதுபோல் அனைத்து பெண்களையும் நெருங்கிய உறவுப்பெண்களையும் தவறான கண்ணோட்டத்துடன் பார்ப்பார்கள்.

இது எவ்வகையான மன நோய், பெண்கள் இதிலிருந்து பாதுகாப்பாக இருக்க என்ன செய்யவேண்டும், எப்படி இப்படிப்பட்ட நபர்களை கண்டறிவது என்பது குறித்த மனநல மருத்துவரின் குறிப்பை அடுத்த பதிவில் பார்ப்போம்.

கோவை கணபதி மாநகரைச் சேர்ந்த ஜெகநாதன்(48), பீளமேடு பாலரங்கநாதபுரம் ஜீவா வீதியில் தர்ஷனா என்ற பெயரில் மகளிர் தங்கும் விடுதி நடத்தி வந்தார். இங்கு பீளமேடு பகுதியைத் சேர்ந்த புனிதா (32) வார்டனாகப் பணியாற்றினார்.

இந்த விடுதியில் 150-க்கும் மேற்பட்டோர் தங்கி இருந்தனர். கடந்த மாதம் ஜெகநாதனுக்குப் பிறந்த நாள் என்று கூறி, விடுதியில் இருந்த 5 மாணவிகளை, நட்சத்திர ஹோட்டலுக்கு வார்டன் புனிதா அழைத்துச் சென்றுள்ளார்.

அங்கு மது அருந்துமாறும், வாட்ஸ்-அப் மூலம் ஜெகநாதனிடம் பேசுமாறும் அந்த மாணவிகளை புனிதா வற்புறுத்தியதாகக் கூறப்படுகிறது. வாட்ஸ்-அப் மூலம் ஜாலி
