Coronavirus: Tamil Nadu govt seeks public donation to combat Covid-19

CHENNAI: The Tamil Nadu government on Friday requested the public, companies, non-government organisations and donors to contribute to the chief minister’s public relief fund to combat Covid-19. All such contributions are entitled to 100% income tax exemption under Section 80G of the Income Tax Act.

“At this stage, it is not encouraged to present the contributions in person or government officials. However, names of donors/companies who contribute more than Rs 10 lakh will be published in newspapers. Receipts will be sent for all contributions,” an official release said, detailing the requirement of financial resources to handle the cases expected in huge numbers.

The release said hospitals with isolation wards and quarantine centres would have to be set up, and beds, ventilators, medicines, testing equipment and disinfectants would have to provided. There is also a need to prepare the private hospitals to offer free treatment to the patients. Agriculture, construction and workers of several unorganised sectors are losing their daily wage, and there is a need to offer food to poor and destitute.

The contributions received from non-resident Indians or foreigners are exempted under Section 50 of Foreign Contribution (Regulation) Act, 2010, the release said.

Contributions can be made by internet banking/debit/credit card and get receipts from https://ereceipt.tn.gov.in/cmprf/cmprf.html. It can also be done directly to the designated savings bank account of public relief fund to Indian Overseas Bank, Secretariat Branch, Chennai 600 009, Tamil Nadu India. The SB account number is 117201000000070 and IFS code - IOBA0001172 and CMPRF PAN – AAAGC0038F.

Contributors, who remit the amount online, should provide details like name, amount, bank and branch, date of remittance, transaction reference number, address for communication and email address for official receipt to avail IT exemption.

Foreigners can avail swift code – IOBAINBB001 Indian Overseas Bank, Central Office, Chennai.

Contributions can also be made by cheque/demand draft drawn in favour of ‘Chief minister’s public relief fund’ and addressed to the deputy secretary and treasurer, CM’s public relief fund, finance department, government of Tamil Nadu, Secretariat, Chennai – 600 009, Tamil Nadu, India. Covid-19 in Tamil Nadu: Pensioners get time till Sept to submit life certificates

CHENNAI: In the backdrop of Covid-19 spread and peak summer season, the Tamil Nadu government on Thursday modified its earlier order, directing the government pensioners and family pensioners to submit life certificates any time during in July, August and September for annual mustering instead of April, May and June to the pension disbursing officer concerned.

“If any pensioner including family pensioner fails to do so, the pension disbursing authority shall call for the personal appearance in October and pension/family pension will be stopped from November onwards for those pensioners including family pensioners, who neither appear directly for mustering nor furnish life certificate,” an order issued by the finance department said.

The move comes in the wake of requests from the Tamil Nadu Retired Officials’ Association (TNROA) and the commissioner of treasuries and accounts to change the time for mustering to avoid the spreading of coronavirus in the present scenario and also to avoid peak summer season.

It is mandatory for the state government pensioners, including family pensioners, to furnish life certificate, non-employment certificate and non-remarriage/non-marriage certificate to the government during April, May and June every year. If they don’t furnish on or before June 30, the pension disbursing officer will call for annual mustering of the pensioners/family pensioners during July.

If the pensioners neither produce the certificates nor appear for annual mustering, the pension officer will stop the payment of pension/family pension with effect from August and pension will resume only on submission of certificates or appearance in person before the officer concerned.

In a representation to the chief minister, Tamil government all department pensioners’ association president N L Sridharan said, “The state government has already imposed prohibitory orders. Since the virus infect easily the senior citizens, the annual mustering will have to be put off.”

Covid-19: Tamil Nadu allows Swiggy, Zomato, other apps to home deliver cooked food

CHENNAI: The Tamil Nadu government has allowed Swiggy, Zomato, Uber Eats and other apps to home deliver cooked food. The services of these food aggregator apps were suspended in the wake of Covid-19. But now delivery of food by these aggregators can happen from 7am to 9.30am, noon to 2.30pm and 6pm to 9pm.

Persons delivering food have been told to get an ID card from police through their respective firms. Food aggregators should ensure that delivery persons’ health is monitored every day.

The move aimed at ensuring food was available for elderly and those who can’t cook.

Coronavirus Update: Medical Council Of India Issues Advisory On Suspension Of MBBS Classes By MD Bureau

New Delhi: With the Modi Government announcing a complete lockdown across the country, and most of the states implementing strict curfew on people movement, several medical colleges have now written to the Medical Council of India (MCI) questioning on the suspension of MBBS classes. Responding to the same, the MCI has issued an advisory to the principal/dean of all medical colleges "Board of Governors in Super-session of Medical Council of India has received several requests for seeking clarification regarding suspension of classes for undergraduate teaching. 

All Government/Private Medical Colleges are advised to strictly follow various advisories issued by the Ministry of Health & Family Welfare, State/UT Govts. and Universities regarding closure of educational institutions/suspension of classes and measures to be taken regarding preventive, quarantine, isolation, detection and treatment etc. for CoViD 19 cases," the advisory has clearly noted. 

Besides the halt to classes of medical students, the process of PG medical admission has also been put to a complete standstill. The Medical Counselling Committee (MCC) incharge of conducting AIQ counselling for NEET PG 2020 and NEET MDS 2020 has directed all the state counselling authorities to halt the PG medical admission process amidst the coronavirus (COVID 19) outbreak till further orders. 

The MCC has clearly stated, "As you are aware that in view of ongoing COVID- 19 outbreak and in compliance with the advisory issued by the Ministry of Health and Family Welfare, Government of India, the All India counseling has been postponed till further orders. 

As per the MCI Gazette and as per the Hon'ble Supreme Court directions the counseling runs in tandem with the State Counselling. Since the All India counseling has been postponed till further orders, it is advised to State Counselling authorities to postpone their State counseling as well so that the Hon'ble Supreme Court orders can be complied with and also the students and their parents are not exposed inadvertently to any Corona positive person." PG Medical, Dental, AYUSH Theory Exams Of May 2020 Postponed By RGUHS

Bengaluru: Through a recent circular, the Rajiv Gandhi University of Health Sciences, Karnataka (RGUHS) has informed about the postponement of PG Medical, Dental and AYUSH Theory Examination of May 2020. Due to the present situation of COVID 19 in the state, Theory examinations of PG Medical, Dental and AYUSH scheduled in May 2020 are postponed indefinitely, stated the notice issued by Varsity Registrar Dr Lingegowda KB, adding that the next date of examination for the above courses along with Fee Notification and Time table will be intimated later. The same will be made available in the RGUHS website. 

The Principals of the institutions and the exam going students shall perceive our website regularly. All the concerned students with this circular are informed to join hands with the appropriate authorities to fight against the cause. Earlier, the varsity had issued a circular suspending all classes till 31st March 2020. In a letter to all Principles/Deans/Directors of all institutions affiliated to RGUHS, Karnataka, Banglore laid down the instructions /guidelines that are issued to the affiliated institutions of RGUHS for implementation at the institutional level. 

However with the recently announced 21 days lockdown, further details are awaited from the RGUHS.

”வாங்க சும்மா வெளியில போயிட்டு வரலாம்!” -தூத்துக்குடியில் தந்தையால் 2 குழந்தைகளுக்கு நேர்ந்த சோகம்

தூத்துக்குடியில், கடன் பிரச்னையால் இரண்டு பெண் குழந்தைகளை வெளியில் அழைத்துச்செல்வது போல அழைத்துச்சென்று, அப்பாவே கிணற்றில் தள்ளி கொன்ற கொடூரச் சம்பவம் சோகத்தையும் அதிர்ச்சியையும் ஏற்படுத்தியுள்ளது.

தூத்துக்குடி மாவட்டம் கோவில்பட்டி அருகில் உள்ள இலுப்பையூரணி ஊராட்சிக்கு உட்பட்ட தாமஸ்நகரைச் சேர்ந்தவர் தேவிகுமார் (வயது 39). இவர், இரண்டு சக்கர, நான்கு சக்கர வாகனங்களின் இடைத்தரகராக இருந்துவருகிறார். இவரது மனைவி மகாலட்சுமி (வயது 32). இவர்களுக்கு 5-ம் வகுப்பு படித்து வரும் ஷைனி ஜெயசத்யா (வயது 11) மற்றும் 3-ம் வகுப்பு படித்து வரும் ஜெசிகாராணி (வயது 9) ஆகிய இரண்டு மகள்கள் உள்ளனர். தேவிகுமாருக்கு கடன் பிரச்னை இருந்துவந்துள்ளதாகச் சொல்லப்படுகிறது.

குழந்தைகளை தேடும் பணியில் தீயணைப்புத் துறையினர்

இதனால், கடந்த சில நாள்களாகவே மனமுடைந்த நிலையில் இருந்த தேவிகுமார், தனது இரு மகள்களை பைக்கில் அழைத்துச் சென்று கோவில்பட்டி - சாத்தூர் செல்லும் சாலையில் உள்ள ஒரு கிணற்றுக்குள் தள்ளிவிட்டுள்ளார். சிறிது நேரத்திற்குப் பிறகு தேவிகுமார், தனது வீட்டருகே உள்ள நண்பருக்குப் போன் செய்து, ”கடன் தொல்லை தாங்க முடியல. ரெண்டு பிள்ளைகளையும் கிணத்துல தள்ளிவிட்டுட்டேன். தப்பு பண்ணிட்டேண்டா” என்று சொல்லி அழுது புலம்பிவிட்டு போன் இணைப்பைத் துண்டித்துவிட்டாராம்.

அந்த நண்பர் கிழக்கு காவல் நிலையத்துக்கு அளித்த தகவலின் அடிப்படையில், கோவில்பட்டி தீயணைப்பு நிலைய அலுவலர் அருள்ராஜ் தலைமையிலான வீரர்கள் சுமார் 4 மணி நேரம் போராடி கிணற்றிலிருந்து 2 குழந்தைகளின் உடல்களையும் மீட்டனர். இதுகுறித்து கிழக்கு காவல் நிலைய போலீஸார் வழக்குப்பதிவு செய்து தேவி குமாரை கைதுசெய்து விசாரித்துவருகின்றனர்.

குழந்தையின் சடலத்தை மீட்ட தீயணைப்பு வீரர்

இதுகுறித்து போலீஸாரின் விசாரணையில் கூறிய தேவிகுமார், “இரண்டு சக்கர, நான்கு சக்கர வாகனங்களுக்கான டிரைவிங் லைசென்ஸ் வாங்கித் தரும் இடைத்தரகராக இருந்துவருகிறேன். பலர் இதுபோன்ற வேலைகளை முடித்துத் தரச்சொல்லி பணம் கொடுத்தார்கள். ஆனால், இதில் சில வேலைகள்தான் முடிந்தன. பல வேலைகளை முடிக்க முடியவில்லை. இதனால், அவரவர்கள் தாங்கள் கொடுத்த பணத்தை திருப்பிக் கேட்டனர்.

ஒருசிலர் என் வீட்டுக்கே வந்து சத்தம் போட்டுச் சென்றனர். அக்கம்பக்கது வீட்டார் முன்னிலையில் என்னை அவதூறாகப் பேசிச் சென்றதால் எனக்கு அவமானம் ஏற்பட்டது. ஏற்கெனவே வேலையை முடித்துக்கொடுத்த சிலர் எனக்குப் பணம் தரவில்லை. அவர்களிடமும் கேட்டுப்பார்த்தேன், இல்லை என்றே கூறினர். பலரிடம் கடனுக்குப் பணம் கேட்டும் கிடைக்கவில்லை. உறவினர்களும் கையை விரித்த நிலையில், என்ன செய்வதென்றே தெரியலை.

குழந்தையின் சடலத்தை மீட்ட தீயணைப்பு வீரர்

படுத்தால் தூக்கமும் வரவில்லை. அதனால்தான், குழந்தைகளுடன் தற்கொலை செய்துகொள்ளலாம் என்ற எண்ணத்தில், வீட்டில் விளையாடிக்கொண்டிருந்த இரண்டு பெண் பிள்ளைகளையும் “வாங்கடா ... பைக்ல சும்மா வெளியில ஒரு ரவுண்டு போயிட்டு வரலாம்”னு சொல்லிக் கூப்பிட்டேன். ”சரி டாடி”ன்னு சந்தோஷமா வந்தாங்க. சாத்தூர் ரோட்டுல உள்ள கிணத்துப் பக்கம் வண்டியை நிறுத்தினேன். முதல் மகள் ஷைனியை தூக்கி கிணத்துக்குள் போட்டேன். அதைப் பார்த்து ஓட முயன்ற ஜெசிகாவையும் தூக்கிப்போட்டேன்.

பிறகு, அங்கிருந்து பைக்கை எடுத்துக்கொண்டு கிளம்பி, கொஞ்ச தூரம் போனதும் வண்டியை நிறுத்திட்டு, தீயணைப்புத் துறையில் வேலைபார்க்கும் என்னோட நண்பர் ஒருவருக்கு போன் செய்து நடந்ததைச் சொல்லி அழுதேன். பிறகு, என் குழந்தைகளைச் சடலமாக மீட்கப்பட்டனர். ஒன்றரை லட்சம் கடன் பிரச்னைக்காக என்னோட ரெண்டு செல்லங்களை அநியாயமா கொன்னுட்டேனே...” என்று சொல்லி அழுதுள்ளார்.

கைது செய்யப்பட்ட தேவிகுமார்

தேவிகுமார், தன் குழந்தைகளைத் தள்ளிய கிணறு உள்ள பகுதி, போக்குவரத்து அதிகமுள்ள மெயின் பகுதி. தற்போது, கொரோனா முன்னெச்சரிக்கையால் பிறப்பிக்கப்பட்டுள்ள ஊரடங்கு உத்தரவால் சாலையில் ஆள் நடமாட்டமில்லாமல்போனது. கடன் பிரச்னைக்காக தந்தையே தன் இரண்டு பெண் குழந்தைகளையும் கிணற்றில் தள்ளி கொலை செய்துள்ள சம்பவம் அப்பகுதியில் சோகத்தை ஏற்படுத்தியுள்ளது.

இதுகுறித்து அவர் கூறுகையில், ``கொரோனா வைரஸ் பரவலைத் தடுக்க திருவண்ணாமலை மாவட்டம் முழுவதும் பல்வேறு நடவடிக்கைகளை எடுத்து வருகிறோம். அரசு வழங்கும் நிவாரணத்தைப் பெறுவதற்காகக் கிராமத்தில் உள்ள மக்கள் ஒன்று கூடிவிடுவார்கள். அந்தச் சமயத்தில் அவர்களைக் கட்டுப்படுத்த முடியாத சூழல் ஏற்படுவதற்கான வாய்ப்புகள் அதிக அளவில் உள்ளது. இதைக் கருத்தில் கொண்டு இந்த ஏற்பாட்டைச் செய்யவுள்ளோம். ஒவ்வொரு நியாய விலைக் கடைகளின் கீழ் 300 முதல் 1,000 வரையிலான குடும்ப அட்டைதாரர்கள் மட்டுமே இருப்பார்கள்.

அதனால், அந்தந்த நியாயவிலைக்கடை பணியாளர்களை வைத்து மிக விரைவாக நிவாரணத் தொகையைக் கொடுத்துவிடலாம்.
