CHENNAI: Past issues of an employee can be recorded in the relevant files only if the present charges are proven, the High Court said while quashing the termination of a Tamil Nadu State Transport Corporation bus driver.

Justice S Vaidyanathan gave the ruling, while disposing of an appeal from the management of the TNSTC (Villupuram) in Kancheepuram. The TNSTC had challenged an order of the Special Joint Commissioner of Labour in Teynampet, which quashed the TNSTC's order for terminating services of bus driver R Bakthavatsalam for causing a fatal accident.

The judge stressed that the Labour Commissioner had come to the conclusion that there was no evidence to support the charges against the driver. It had been contended by the Corporation that employee had caused two other accidents and suffered punishment.

"Past records can be looked into, provided present charge is proved. As the present charge is not proved, there is no need to look into the past records at all," the judge said and ordered Bakthavatsalam’s reinstatement from August 16.

தாம்பரம் அருகே மாடம்பாக்கத்தில் உள்ள பழமை வாய்ந்த தேனுபுரீஸ்வரர் கோயிலுக்கு பெண் ஒருவர் ஓதுவார் பணிக்கு நியமிக்கப்பட்டுள்ளார். இந்த நிகழ்வு பெண்களிடையே பெரும் வரவேற்பைப் பெற்றுள்ளது.

தமிழக கோயில்களில் ‘அன்னைதமிழில் அர்ச்சனை திட்டம்’ தொடங்கப்பட்டுள்ள நிலையில் அனைத்து சாதியினரும் அர்ச்சகராகும் திட்டத்தை முதல்வர் ஸ்டாலின் நேற்று முன்தினம் தொடங்கி வைத்தார். 58 பேருக்கு அர்ச்சகர்களாக பணி ஆணை வழங்கப்பட்டது. இதில் கரூர் மாவட்டத்தை சேர்ந்த கோபிநாத் என்பவரது மனைவி சுகாஞ்சனா என்ற பெண், ஓதுவாராக நியமிக்கப்பட்டுள்ளார்.

இவர் தற்போது தாம்பரம் சேலையூரில் வசித்து வருகிறார். இவரது கணவர் கோபிநாத் டிசைனிங் இன்ஜினியராக பணி புரிந்துவருகிறார். ஒரு பெண் குழந்தை உள்ளது. தற்போது இவர் இந்துசமய அறநிலையத் துறையின்கட்டுப்பாட்டில் உள்ள மாடம்பாக்கம் தேனுபுரீஸ்வரர் கோயிலுக்கு ஓதுவாராக நியமிக்கப்பட்டுள்ளார்.

சிறுவயதில் பாடல்களை நன்றாக பாடுவார் என்பதால் இவரது பெற்றோர் கரூர் மாவட்ட அரசு இசைப் பள்ளியில் சேர்த்துள்ளனர். பள்ளியில் பாடல்களை சிறப்பாக பாடி பயிற்சியை சிறப்பாக முடித்துள்ளார். தமிழகத்தில் முதன்முறையாக பெண் ஓதுவாராக இவர் நியமிக்கப்பட்டுள்ள நிலையில் பலரும் பாராட்டுகளை தெரிவித்து வருகின்றனர்.

நேற்று முதல் பணியில் சேர்ந்த சுகாஞ்சனா காலையில் பஞ்ச புராணம், தேவாரம், திருவிசைப்பா, திருப்பல்லாண்டு, பெரியபுராணப் பாடல்களை பாடினார். இதைத் தொடர்ந்து மாலையும் பூஜைகள் முடிந்த பிறகு பாடல்களைப் பாடி பக்தர்களை பக்தியில் ஆழ்த்தினார். பெண் ஒருவர் ஓதுவாராக மாடம்பாக்கம் கோயிலில் நியமிக்கப்பட்டுள்ள செய்தி வேகமாகப் பரவியது. இதனால் ஏராளமான பக்தர்கள் இவர் பாடுவதைக் கேட்டு பக்திப் பரவசம் அடைந்து செல்கின்றனர்.

இதுகுறித்து சுகாஞ்சனா கூறும்போது, "கரூரில் அரசு இசைப் பள்ளியில் பயிற்சி பெற்றுஒரு பள்ளியில் இசை ஆசிரியராக பணிபுரிந்து வந்தேன். சமீபத்தில் பத்திரிகைகளில் விளம்பரத்தைக் கண்டு ஓதுவார் பணிக்கு விண்ணப்பித்தேன்; பணி ஆணையை பெற்றுள்ளேன். எனக்கு வாய்ப்பளித்த தமிழக அரசுக்கு நன்றியை தெரிவித்துக்கொள்கிறேன். இந்த பணி எனக்கு மிகுந்த மகிழ்ச்சியை ஏற்படுத்தியுள்ளது. இதன்மூலம் இறைவன் முன்பு பாடல்களைப் பாடும் வாய்ப்பு கிடைத்துள்ளது.

ஒரு வீட்டில் பெண் படித்து இருந்தால் அந்த குடும்பமே முன்னேறும் என்பார்கள். அதுபோல் பெண் பக்தி நெறியில் சிறந்து இருந்தால், அந்த குடும்பத்தினரும் பக்தி நெறியில் வளருவார்கள். இதனால் சமுதாயத்தில் நல்ல அந்தஸ்து கிடைக்கும். வாய்ப்பு கிடைக்கும் போது குழந்தைகளுக்கு இறை பாடல்கள் பாட பயிற்சி அளிப்பேன்" என்றார்.

சென்னை-'சென்னைக்கு வெளியில் உள்ள பகுதிகளில், 26 ஆயிரத்து 909 சதுர அடி வரையிலான தளபரப்பு உடைய கட்டடங்களுக்கு, உள்ளூர் அளவிலேயே ஒப்புதல் வழங்கலாம்' என, நகர், ஊரமைப்பு துறையான டி.டி.சி.பி., உத்தரவிட்டுள்ளது.

ஒப்புதல்சென்னை பெருநகருக்கு வெளியில் உள்ள பகுதிகளில், கட்டுமான திட்ட அனுமதி வழங்கும் பொறுப்பு, டி.டி.சி.பி.,யிடம் உள்ளது. இதில், பொது கட்டட விதிகளின் அமலாக்கத்துக்காக, சில அதிகார பகிர்வுகளை டி.டி.சி.பி., வழங்கியது.இதன்படி, அதிக உயர மில்லாத கட்டடங்களுக்கு உள்ளூர் நிலையில் ஒப்புதல் வழங்க அனுமதிக்கப்பட்டது. ஆனால், இந்த நடைமுறை பின்னர் மாற்றப்பட்டது.இந்நிலையில், டி.டி.சி.பி., இயக்குனர் சரவணவேல்ராஜ் பிறப்பித்துள்ள உத்தரவு:அதிக உயரமில்லாத கட்டடங்கள் வகையில், 26 ஆயிரத்து 909 சதுர அடி வரையிலான தளபரப்பு உள்ள கட்டடங்களுக்கு, கள அலுவலர் நிலையிலேயே ஒப்புதல் வழங்கலாம்.இது, 18.3 மீட்டருக்கு மிகாத உயரம் உள்ள குடியிருப்பு, வணிக, நிறுவன கட்டடங்களுக்கு பொருந்தும்.

இதே போல சிட்கோ, சிப்காட் தொழிற்பேட்டைகளில் உள்ள மனைகளில், 29 ஆயிரத்து 909 சதுர அடி வரையிலான தளபரப்பில் உள்ள 18.3 மீட்டர் உயர கட்டடங்களுக்கு, மாவட்ட அலுவலர்கள் ஒப்புதல் வழங்கலாம்.நகர பகுதியில் 5ஏக்கர் வரையும்; ஊரக பகுதிகளில் 10 ஏக்கர் வரையிலான மனைப்பிரிவு திட்டங்களுக்கு தலைமையகத்தில் தான் ஒப்புதல் பெற வேண்டும். ஆனால், இந்த வரையறையில், குடும்பத்துக்குள் பங்கு பிரிப்பது, சொந்த உபயோக மனைப்பிரிப்புக்கு, மாவட்ட அலுவலர் ஒப்புதல் வழங்கலாம். இந்த புதிய அதிகார பகிர்வு நடைமுறைகளை, உடனடியாக அமல்படுத்த வேண்டும்.இவ்வாறு அதில் குறிப்பிடப்பட்டு உள்ளது.

சென்னை:ஆயிரம் ஆண்டுகள் பழமை வாய்ந்த தேனுபுரீஸ்வரர் கோயிலில் முதல் முறையாக பெண் ஓதுவார் நியமிக்கப்பட்டுள்ளார்.

தமிழகத்தில் 'அனைத்து ஜாதியினரும் அர்ச்சகர் ஆகலாம்' என்ற திட்டத்தின் கீழ் ஹிந்து சமய அறநிலையத்துறை கட்டுப்பாட்டிலுள்ள கோயில்களில் காலிப்பணியிடங்கள் நிரப்பப்படுகிறது. இதில் செங்கல்பட்டு மாவட்டம் மாடம்பாக்கம் பகுதியில் உள்ள ஆயிரம் ஆண்டுகள் பழமை வாய்ந்த தேனுபுரீஸ்வரர் கோயிலில் முதல் பெண் ஓதுவாராக சுஹாஞ்சனா 28 என்பவர் நியமிக்கப்பட்டுள்ளார்.

கரூர் மாவட்டம் வேலாயுதம்பாளையம் பகுதியில் பிறந்து வளர்ந்த சுஹாஞ்சனா 2019 செப்டம்பரில் சென்னை கிண்டியில் டிசைன் இன்ஜினியராக வேலை செய்யும் கோபிநாத் 31 என்பவரை திருமணம் செய்தார். சேலையூர் பகுதியில் வசித்து வரும் இவர் தேவாரம், திருவாசகம் இரண்டையும் கற்றுத் தேர்ந்தவர்.இந்நிலையில் சுஹாஞ்சனா நேற்று தன் பணியைத் துவங்கினார். அவர் மந்திரம் ஓதும் வீடியோ பரவி வருகிறது.

The Tamil Nadu Pollution Control Board has been adjudged the second best board in the country.

New Delhi-based Centre for Science and Environment (CSE), which ranked State Pollution Control Boards (SPCBSs)/ Pollution Control Committees (PCCs) based on public disclosure, studied them for 18 parameters over a period of one year.

Lab infrastructure and accreditation, latest technical publications, show cause and closure notices, public hearing, waste management and action plan for pollution control were some of the important criteria used for ranking the boards.

TNPCB chairman A V Venkatachalam told TOI that the CSE collected the data for its study from two sources. The first is website of state PCBs/ PCCs and the annual reports of each board. The organisation, which collected the last of its data in June this year, in its report said: “We have carried out this study based on the list of indicators and rating criteria.”

It further said that the rationale of this scoring methodology was to give more weightage to statutory indicators which must be available in public domain like information on board of members, number of board meetings, directions, consent information, compliance status of industry, inspection, accounts and financial details and manpower details.”

The SPCB/PCC website is an important source for the dissemination of information among various stakeholders and the people. A good website keeps all the information under the relevant heading for easy navigation so that anyone can easily access environmental information available on the SPCB website, whenever required.

Every state board must establish a laboratory to enable the board to perform its functions efficiently under the Water and Air Acts. It is also important that all SPCBs/PCCs share at least basic information about their laboratory on their websites like number of laboratories in the state, accreditation of lab, parameters which can be analysed in lab and contact details.

Of 34 SPCBs/PCCs, those in Tamil Nadu, Goa, Himachal Pradesh, West Bengal, Kerala, Madhya Pradesh and Mizoram provided a significant amount of information on laboratory infrastructure and accreditation of their laboratories, the report said.

The TNPCB has been taking all proactive measures to improve its functioning. Soon more new projects including an early warning system will be launched, Venkatachalam said.

Fight back discrimination and overcome hurdles. That was the message from Grace Banu to her community after receiving the state’s best transgender award from chief minister M K Stalin on the 75th Independence Day on Sunday.

“The transgender community is facing discrimination in everyday life. Though the government is extending welfare schemes, the lack of awareness and support is undoing it. Several transgenders are trying to come up in life, but several systemic hurdles deny them opportunities,” the 30-year-old engineering graduate from Tuticorin told TOI.

Grace was pivotal in the passing of the court order that allowed transgenders to appear in the TNPSC examination.

The CM presented Dr Kalpana Chawla Award for courage and daring enterprise to Dr P Shanmuga Priya, a medical officer in Annuppanadi primary health centre in Madurai, posthumously. “It would have been a joyous occasion if my wife had been alive,” said P Shanmugam, Shanmugha Priya’s husband, who received the award. The government had conferred the award “in appreciation of her brave, courageous and selfless service” during the pandemic.

Dr Shanmuga Priya, who was pregnant, tested positive for Covid-19 on May 1 and succumbed on May 8.

Veteran Communist leader and freedom fighter N Sakaraiah was honoured with Thagaisal Thamizhar Award for his contribution to society. The CM called on the veteran leader at his residence on Saturday and presented the award.

Prof M Lakshmanan of the department of Non-linear Dynamics, school of Physics, Bharathidasan University, Trichy, has been awarded Dr A P J Abdul Kalam Award for single-handedly forming an active research group of young scientists of international standard in non-linear dynamics.

The CM also presented the Covid warrior medal to 33 frontline workers from six departments for their service during the pandemic.

Bharat Biotech is working on a combination of Covaxin followed by a nasal vaccine that if administered can act as a booster dose, according to its chairman and managing director Dr Krishna Ella. While Covaxin was found to be significantly effective against the Delta variant, the Centre will take the final call on whether there is a need for a third dose of Covaxin to enhance the immune response, Ella said at the TIMES NOW India at 75: The Freedom Summit.

The company expects significant data on the combination in the next two months which can then drive the future course of action based on regulatory approvals and policy decision regarding booster shots.

“We are working on a combination of Covaxin followed by nasal, so that Covaxin primes the system of innate immunity and then the boost by the nasal which produces three immune responses – the IGG, the IGA and then mucosal immunity. All three immunities are powerful and can protect a person from getting infected,” Ella said. According to Ella, if the nasal vaccine works out well, production capacity is also likely to double. At present, Bharat Biotech is supplying around 2 crore to 2.5 crore doses of Covaxin per month, which is projected to increase to around 5.8 crore doses over the next few months.
