UGC comes out with new guidelines for Yoga Day

KOLHAPUR: The University Grants Commission (UGC) has issued additional guidelines on the International Yoga Day celebrations on June 21 in universities and colleges across the country.

In the new guidelines issued on May 14, the UGC has suggested that the event may be carried out with live demonstration by Yoga practitioners. It added that willing students and faculties of the universities may practice Yoga as shown by the practitioners. The other students/faculties may, however, observe the same.

The second suggestion is that the best participant of the day's Yoga session may be awarded prize and certificates in a function to be organised on June 21, followed by organising yoga exhibition on yogic postures, for which the banners may be displayed for awareness in the campus. An online essay competition too has been advised for the occasion.

UGC secretary Jaspal Sandhu stated that apart from the letter dated April 17 regarding observance of International Yoga day on June 21, it is further desired to adopt the activities during the celebration.

The UGC has asked all universities under its jurisdiction to celebrate June 21 as the Yoga Day at the campus as well as the colleges in it. In a letter on April 17, it stated that the United Nations General Assembly had passed the resolution to celebrate June 21 as the International Yoga Day, which has been given practical nature in the country.

"The idea for declaring an International Day of Yoga at the United Nations was formally proposed by the PM Narendra Modi in his maiden address to UN. The union government has decided to give practical effect to the resolution by ensuring that the first International Day of Yoga is commemorated in a befitting manner on June 21," it stated.

Further, it asked the universities and colleges to observe the Yoga Day and advised to ensure that the promotional films and other information, education and communication should be distributed on that specified day.

MCI for renewal of permission for college

The Medical Council of India (MCI) has recommended renewal of permission to the Indira Gandhi Government Medical College and Research Institute (IGMC&RI) to admit students for the academic year 2015-16.

A top Government official said that MCI had recommended renewal of permission to the Union Health Ministry. A communication to this effect was received by the Government on Monday.

It may be recalled that the council had earlier refused to grant renewal of permission even after it carried out an inspection. The MCI, while denying permission had cited inadequate teaching and non-teaching staff in the college.

However, the Government gave an undertaking and assured that all deficiencies would be rectified in time.

High Court refrains from prosecuting 71-year-old

The Madras High Court Bench here has refrained from prosecuting a 71-year-old former government servant, for having used a fake promissory note to file a cheque bounce case against a woman, after he apologised to the court and pleaded for leniency since he was a heart patient.

Justice S. Nagamuthu accepted the submission of P. Krishnamoorthy of Tiruchi that he was willing to pay a cost of Rs. 2,500 for having wasted the time of the court by preferring an appeal against the woman’s acquittal from the case filed on the basis of the fake document.

Pay cost to school

The judge directed the appellant to pay the money to the Government Girls’ Higher Secondary School for Visually Challenged at Puthur in Tiruchi district and directed the school management to utilise the money for stitching school uniforms and supplying them to the needy students.

“The said amount shall be exhausted in full for the said purpose and after having utilised the same for the said purpose in full, a report should be submitted to the Registrar (Judicial) of this Court. The Registry shall list this matter on June 4 for recording compliance,” the judge ordered.

Recalling the history of the case, he said that the appellant had filed the cheque bounce case before a judicial magistrate court in Tiruchi in 2008, contending that the accused woman had borrowed Rs. 6 lakh from him in 2005 at an annual interest rate of 24 per cent.

She had reportedly issued a cheque to him for Rs. 9.5 lakh in 2008. But when he presented the cheque in the bank, it got returned on the ground that the account was closed long back.

Hence, he chose to prosecute the woman on the strength of a promissory note reportedly executed by her.

However, the woman took a defence that the complainant had misused a cheque issued by her with respect to another loan which was discharged much earlier.

She disputed the genuineness of her signature on the promissory note and examined a handwriting expert to prove her claim.

The Magistrate accepted the contention and acquitted her from the case on February 23 this year and hence the present appeal.

Concurring with the view taken by the Magistrate, Mr. Justice Nagamuthu said that there was nothing on record to prove the genuineness of the promissory note.

He added that the appellant was liable to be prosecuted under Section 195 (fabricating false evidence) of the Indian Penal Code but he desisted from subjecting him to such an enquiry since the appellant apologised and pleaded for mercy.

Health condition can be ground for seeking transfer: HC

When an employee pleads that he had underwent two heart surgeries and seeks a transfer, it could be considered as a ground for transfer, the Madras High Court has observed, adding that the genuineness of the request and the availability of vacancies and all other relevant issues have to be gone into by the authorities.

Disposing off a petition by Food Safety Officer B. Edward Vedanayagam, Justice D. Hariparanthaman said: “When an employee pleads that he underwent two heart surgeries, the same could be considered as a ground for transfer. However, the genuineness of the request, the availability of vacancies in the said place and all other relevant issues have to be gone into..”

The judge set aside a G.O. rejecting the request for transfer and further remitted the matter relating to the Health Department officials, who shall take into account the materials produced and pass orders on merits and in accordance with law within six weeks.

The petitioner, working as Food Safety Officer in Tamil Nadu Food Safety and Drugs Administration (TNFSDA) in Tiruvallur, sought for a transfer to Chennai citing health reasons.

After his request was rejected by the Health Department contending that seniority of officials was yet to be fixed, he moved the High Court in November last seeking direction to the officials to consider his representation.

The department had considered his representation but rejected his request and hence the petitioner preferred this petition.

During the hearing of the case, the judge said that the High Court’s earlier order to fix seniority has not been complied with.

“The framing of rules and fixing of seniority has nothing to do with the request for transfer. It was absolutely the discretion of the Commissioner, TNFSDA, to accept or reject the request of the petitioner for transfer based on various exigencies and on administrative reasons.”

On hearing both sides, the judge said officials cannot reject the transfer on the ground that seniority was yet to be fixed.

The petitioner’s request has to be considered based on the materials provided by him and the authorities were at liberty to pass orders on merits and in accordance with law.

Maharashtra: Ethics to be introduced in state's MBBS syllabus

In addition to teaching how to treat patients, Maharashtra University of Health Sciences (MUHS) will incorporateethics as a part of the MBBS syllabus in the upcoming academic year (2015-16). The university has allotted marks to exam questions on the subject, which students will learn in the first semester.

The MUHS is an umbrella institute of all the medical colleges in Maharashtra. Its aim is to ensure proper and systematic instruction, teaching, training and research in modern medicine and the Indian system of medicine in Maharashtra, and to have balanced growth in the medical sciences. There are 40 medical colleges affiliated with MUHS.As part of the ethics module, pupils will learn values and principles of medical-related ethical issues, opinion on social policy, maintenance of physician records, patient-physician relationship, professional rights and responsibilities, confidentiality, advertising, media relations, life sciences and associated technologies.

Ahead of the academic year, MUHS has organised a three-day-long teacher's training programme, from May 25 to 28. Four teachers from each college are expected to attend this workshop, which will be conducted by 10 experts from UNESCO.

Dr Arun Jamkar, vice-chancellor, MUHS, said: "This subject will ensure students get lessons on ethical practices in the field of medicine. Every teacher will get trained annually on this module. Ours will be the first university in India to introduce ethics as a subject for MBBS students in the first semester itself."

He also said that through this, they hope to improve the quality of medical education, the end goal of which is to help provide people with healthy lives. "We have dedicated some marks to this subject so that students will take this module seriously," he added.

Dr Avinash Supe, dean, KEM hospital, said: "Educating doctors about the specifics of ethical medical practices is the need of the hour. This decision is a welcome move, as ethics play an important role in the field of medicine."

UGC issues guidelines to enhance students’ security

In a bid to enhance the security of students on and off the campus, the University Grants Commission (UGC) has issued guidelines for all higher educational institutions (HEI). The guidelines include erecting unscalable walls around hostels, installing CCTVs, biometric attendance and recognition devices for students and faculty and emergency measures for students in case of any eventualities. According to the guidelines, these measures need to be implemented as soon as possible to ensure a secure and friendly environment for students. Officials from the University of Mumbai said that they would implement the guidelines as soon as they get the requisite clearances from the authorities.

According to the preamble of the UGC guidelines, it is the prime concern of educational administrators to ensure that students are safeguarded against attacks, threats and accidents. The guidelines mention steps needed to be taken to achieve that by implementing the guidelines in their entirety or after making changes suited to the HEI.

One of the major points regarding the security of students living in hostels on or off the campus of HEI mentions the appointment of at least one female security officer to frisk female visitors to hostels. Providing identity cards that should be compulsorily worn by students and staff at all times and highlighting helpline numbers against ragging, sexual harassment, accidents and calamities at most frequently visited spots on the campus are among the most prominent guidelines.

Mridul Nile, in-charge director, department of students welfare (DSW) said that while affiliated colleges have been asked to implement the guidelines as soon as possible, the university would also be doing so in a phased manner. “Some of the guidelines will take time to implement. The DSW has already prepared the proposals for the same and forwarded them to the concerned university authorities,” said Mr Nile.

Tirumangalam flyover to be ready in 2 months

CHENNAI: The Tirumangalam flyover project, after being more than four years in the making, is finally expected to be completed within the next two months.

Officials from the highways department, which is executing the 60 crore project, said the flyover being built on Inner Ring Road will soar over the junction of Anna Nagar 2nd Avenue and Mogappair Road. Once opened, it is expected to ease the commuting woes of for residents in the western parts of the city like Koyambedu, Ambattur, Red Hills and Avadi. About 19 crore has gone towards land acquisition.

Almost 85% of the work is over. "All the piling work has been completed. Ramp work (the starting and ending sections of the flyover) is in progress," said an official from the metro wing of the state highways department. "We will complete it by end of July," he added.

While the process of floating tenders began in 2010, construction began in 2011. The initial deadline was March 2013 but the project faced several hurdles, including problems related to land acquisition and shifting of underground utilities. "At least now, the roads have been set right. Hope the authorities finish the project before the monsoon sets in," said K Santhosh of Anna Nagar.

The other big work in the area — the three flyover project in Anna Nagar — is expected to take another year to finish. "Pace of work has increased and will be completed by next June," said an engineer. The project on Poonamallee High Road involves three flyovers going past two high-density junctions and is aimed at reducing congestion at the junction with Nelson Manickam Road and at Anna Arch on the arterial stretch.

The delay in land acquisition for the two projects — as well as two other flyovers — was one of the reasons why the highways department decided to start construction only after the issue of acquiring land was resolved. Flyovers in Porur and Moolakadi have also been delayed due to delay in construction. "Contractors began complaining that the delay was increasing the cost of the project due the increase in price of material like steel and cement," said an engineer.

New road comes as a boon to Old Pallavaram residents

CHENNAI: Residents of Old Pallavaram will now have easy access to Pallavaram and other parts of the city with the construction of a 1km-long T-shaped road nearing completion. Those living at Krishnanagar, Jayalakshmi Nagar, Subramani Nagar and Anbu Nagar have welcomed the move for which they have waited for years.

Old Pallavaram municipality councillor M Chandrakesavan said those residing in these areas had to take circuitous routes to reach the city. The absence of a direct road also meant the burial ground was 2km away. That distance will also come down considerably, Chandrakesavan said. A new bus terminus is also being planned, the councillor said.

Residents said the new road, to be completed within a week, will give water tankers easy access to the areas. Compactor trucks too can enter Old Pallavaram regularly and clean garbage bins, they said.

"The areas were neglected for decades. But this new road will make it easier for residents to travel. This should have been done decades ago," said M Praveen Kumar of Jayalakshmi Nagar.

M Ramkumar of old Pallavaram said, "Earlier garbage trucks had to take a 10-kilometre detour to enter Jayalakshmi Nagar. But now there will be faster movement of vehicles."

The cost of the road will be known once the Pallavaram municipality officials carry out a final measurement.

Huge Government Cavity in TN Dental Colleges

CHENNAI:There is a pressing need to set up dental colleges in the government sector in Tamil Nadu, as there is only one government dental college as opposed to 29 private institutions that charge lakhs of rupees for every seat, according to senior members of the Indian Dental Council.



The lone Government Dental College in Chennai has only 100 seats for UG and 40 for masters, of which 15 per cent seats are reserved for all-India quota candidates. This shortage of seats is forcing many students, who narrowly miss MBBS, to enrol in private institutions. For many who can’t afford that as well, their dream of a career in the medical field gets shattered.

“There are several private institutions that do not follow the fee structure fixed by the fees fixation committee constituted by the government,” said Major V Murali, Legal Convenor, Indian Dental Association, Tamil Nadu Branch.

“They charge tuition fees even for students who get through government quota,” Major Murali added.

There are 29 private dental colleges in Tamil Nadu, of which 18 are affiliated to the Tamil Nadu Dr MGR Medical University, while the rest are deemed universities.

According to Murali, the dental sector has not been given equal prominence as medicine. The authorities should take

measures to appoint dentists at the Public Health Centre level for quality service in rural regions, where people are dependent on private doctors who charge a substantial fee.

Instead of plainly stating that there was no scope for dentists, the health department should take initiatives to enhance the field, he said.

Echoing his view, KSGA Nasser, former principal of the Government Dental College said that setting up of new dental colleges had been a long-pending demand.

“When there are 20 medical college in the State, why not at least two dental colleges?” Nasser asked.

There are eight speciality departments in the only government college, which could be enhanced so that quality dental care can be provided to people who cannot afford private clinics, he added.

An official with the State Health Department claimed that there was less job opportunities for dentists.

“It is a policy decision of the government, which has to analyse the scope and demand before deciding to set up more dental colleges,” the official added.

May 18 2015 : The Times of India (Chennai) CBSE wants court order for change in name, date of birth

Prime Minister Narendra Modi might be insisting on minimum government, maximum governance but the Central Board of Secondary Education (CBSE) believes in just the opposite.

In a decision that has put thousands of students and parents in a spot, CBSE has issued an order that change of name surname of candidates will be done only if the change has been granted by a court of law and notified in the government gazette before the publication of the results of the candidate.

The order issued on February 16 also said no correction in date of birth shall be made after one year of the date of issue of the qualifying certificates. Also, all applications for correction in date of birth will have to be submitted to the CBSE chairman.

Earlier, changes in name surname or date of birth could be done by affidavit followed by advertisement in newspapers.

The CBSE order also said that “as a matter of due diligence and administrative propriety , all such decisions on the file since October 1, 2014 should be suspended on `as is where is' basis and reviewed“. This has caused a backlog that threatens to become big after Class 10 and 12 results. In Delhi alone, some 400 applications have been pending.

Many parents outside Delhi are unaware of the new order and have made applications in regional offices. “My child has to go abroad later this year for higher education. In courts it is not easy to get quick hearing and early resolution,“ a parent said.

A senior CBSE official said, “There are atleast 400 cases pending since February . Previously , affidavits and newspaper advertisements used to suffice.The new order, instead of simplifying the process, has made it complex. Now, students and parents are running from pillar to post as they have to get name changed for higher studies.“

பிளஸ் 2 மாணவர்கள் திங்கள்கிழமை (மே18) முதல் தங்களது தாற்காலிக மதிப்பெண் சான்றிதழ்களை இணையதளத்திலிருந்து பதிவிறக்கம் செய்து கொள்ளலாம் என அரசுத் தேர்வுகள் இயக்ககம் அறிவித்துள்ளது.
தமிழகத்தில் பிளஸ் 2 தேர்வு முடித்த மாணவர்களுக்கு மே 14-ஆம் தேதி முதல் பள்ளி தலைமை ஆசிரியர்களால் இணையதளத்தில் இருந்து பதிவிறக்கம் செய்யப்பட்டு, தாற்காலிக மதிப்பெண் சான்றிதழ்கள் வழங்கப்பட்டு வருகின்றன.
இந்த மதிப்பெண் சான்றிதழ் 90 நாள்களுக்குச் செல்லத்தக்கதாக இருக்கும்.
இது தவிர தனித் தேர்வர்களும் தாங்கள் தேர்வு எழுதிய மையத்தின் தலைமை ஆசிரியர்களிடமிருந்து தாற்காலிக மதிப்பெண் சான்றிதழ்களைப் பெற்றுக் கொள்ளலாம்.
மேலும், தேவைப்படும்போது மாணவர்களே தங்களுக்கான தாற்காலிக மதிப்பெண் சான்றிதழ்களை இணையதளத்திலிருந்து நேரடியாகப் பதிவிறக்கம் செய்துகொள்ளவும் ஏற்பாடு செய்யப்பட்டுள்ளது.

வெளிநாடு வாழ் இந்திய மாணவர்கள், வளைகுடா நாடுகளில் பணிபுரிபவர்களின் குழந்தைகள், வெளிநாட்டினர் ஆகியோரிடமிருந்து பொறியியல் சேர்க்கைக்கான விண்ணப்பங்களை அண்ணா பல்கலைக்கழகம் வரவேற்றுள்ளது.
அண்ணா பல்கலைக்கழக பொறியியல் துறைகளில் குறிப்பிட்ட சதவீதம் வெளிநாடு வாழ் இந்தியர்களுக்கும், வெளிநாட்டினருக்கும் ஒதுக்கீடு செய்யப்படுகிறது.
இதுதொடர்பாக அண்ணா பல்கலைக்கழகம் வெளியிட்டுள்ள அறிவிப்பு:
வெளிநாட்டு மாணவர்களுக்கான பொறியியல் சேர்க்கை கலந்தாய்வு ஜூலை 8-ஆம் தேதி நடத்தப்பட உள்ளது. வெளிநாடு வாழ் இந்திய மாணவர்களுக்கும், வளைகுடா நாடுகளில் பணிபுரிபவர்களின் குழந்தைகளுக்குமான பொறியியல் கலந்தாய்வு ஜூலை 9-ஆம் தேதி நடத்தப்பட உள்ளது.
இந்த ஒதுக்கீடுகளில் சேர விரும்புபவர்கள் ஜூன் 20-ஆம் தேதிக்குள் விண்ணப்பங்களைச் சமர்ப்பிக்க வேண்டும். விண்ணப்பத்தை ஆன்-லைனிலேயே பூர்த்தி செய்து, பதிவிறக்கம் செய்து விண்ணப்பக் கட்டணத்துக்கான வரைவோலையுடன் சேர்த்து விண்ணப்பிக்க வேண்டும்.
விண்ணப்பக் கட்டணம் ரூ. 12,700 ஆகும். கட்டணத்தை "இயக்குநர், சர்வதேச விவகாரங்களுக்கான மையம், அண்ணா பல்கலைக்கழகம், சென்னை - 25' என்ற பெயரில் நியூயார்க்கில் செலுத்தத்தக்க வரைவோலையாக எடுக்க வேண்டும். பூர்த்தி செய்த விண்ணப்பத்தை "இயக்குநர், சேர்க்கை மையம், அண்ணா பல்கலைக்கழகம், சென்னை- 600 025' என்ற முகவரிக்கு அனுப்ப வேண்டும். இவர்களுக்கான படிப்புக் கட்டணம் ஆண்டுக்கு ரூ. 4.75 லட்சமாகும்.
தொழில் நிறுவன கூட்டமைப்பு ஒதுக்கீடு: இதுபோல் தொழில் நிறுவன கூட்டமைப்பு ஒதுக்கீட்டின் கீழான பொறியியல் சேர்க்கைக்கான விண்ணப்பங்களையும் பல்கலைக்கழகம் வரவேற்றுள்ளது. மொத்த சேர்க்கை இடங்களில் 5 சதவீதம் இதற்கு ஒதுக்கீடு செய்யப்படுகிறது.
இந்த ஒதுக்கீட்டின் கீழ் சேர்வதற்கான விண்ணப்பத்தை பல்கலைக்கழக பதிவாளர் அலுவலகத்தில் ரூ. 500-க்கான வரைவோலையைச் செலுத்திப் பெற்றுக் கொள்ளலாம். ஜூன் 8-ஆம் தேதி வரை விண்ணப்பம் விநியோகிக்கப்படும். பூர்த்தி செய்த விண்ணப்பத்தைச் சமர்ப்பிக்க ஜூன் 10 கடைசித் தேதியாகும்.

யார் யார் பெயரிலோ, எந்தெந்த நாட்டிலோ அரசியல்வாதிகள் மறைத்து வைத்திருக்கும் சொத்துக்களை எல் லாம் பிடுங்கினால் உலகத்திலேயே இந்தியாவே பணக்கார நாடு. ஒரு ரூபாய் கூட மக்களிடத்தில் வரி விதிக்காமல் 50 ஆண்டுகள் சிறந்த ஆட்சியை நடத்தலாம். அரசியலில் வெற்றிபெற்றவர்கள் மட்டு மில்லை; தோற்றவர்களும் வளமாக வாழ்ந்து கொண்டிருக்கும் நாடு நம் நாடுதான். ஆனால், மக்களாட்சி மலர்ந்து மக்களுக்குக் கிடைத்ததெல்லாம் நோய் களும் ஒவ்வொருவரின் தலையிலும் கடன் சுமைகளும்தான்.

எவ்வாறு கட்சித் தொடங்குவது? எவ் வாறு மக்களைத் திரட்டுவது? எவ்வாறு தலைவனாக உருவெடுப்பது? எவ்வாறு மக்கள் பணத்தை கொள்ளையடிப்பது? அதன் மூலம் காவல்துறை, சட்டத் துறை, நீதித் துறையை வளைப்பது? பின், இந்த பணத்தைக் கொண்டு எவ்வாறு மக்களை விலைக்கு வாங்குவது என்பதெல்லாம் அறிந்த அரசியல்வாதிகள், நம் நாட்டைத் தவிர வேறெங்கிலும் இல்லை.

மக்களை மேம்படுத்த உருவான ஜனநாயகம் எனும் மக்களாட்சி, இந்த 67 ஆண்டுகளில் கண்டதெல்லாம் மக்களின் அடிப்படை வசதியான கழிப்பிடம் கூடம் 63 கோடி மக்களுக்கு இல்லாமல் வைத்திருப்பதுதான்!

தன்னலவாதிகள் அரசியலுக்குள் நுழைந்ததால், அரசியல் என்பது ஒரு தொண்டாக இருந்ததுபோய், வெறும் தொழிலாக மாறிப் போனது. பிழைப்பு வாதிகள் செய்யும் அரசியல் தொழிலுக்கு, தொண்டர்கள் எனும் பெயரில் அதே போன்ற பிழைப்புவாதிகளே தேவைப்படு கிறார்கள். அரசியல்வாதிகள் எப்படியெப் படியோ பணம் சம்பாதிப்பதையும், அப்படி சம்பாதிப்பது தண்டனைக்கு உள்ளாவது இல்லையென்பதையும் பார்க்கும் தொண்டனும், தானும் அதே வழியில் சம்பாதிக்க, அதே அரசியலை பயன்படுத்துகிறான்.

எந்தத் தொழிலில் இன்று இழப்பு வந்தாலும் அரசியல் தொழில் மட்டும் வருமானம் தரும் தொழிலாக பரிணாமம் பெற்றிருக்கிறது.

தங்களின் குழப்ப நிலையால் முடிவெ டுக்கத் தெரியாமல், ஒவ்வொரு முறை யும் எதிர்காலத்தில் எந்த முன்னேற்றத் தையும் காணாத கட்சிகளில் மாறி மாறி சேர்ந்து, குடும்பத்தை கவனிக்காமல் சொத்துக்களை இழந்து, குடிகாரர்களாக மாறி கடைநிலைத் தொண்டனாக செத் துப் போகிறவர்களின் பட்டியலும் இதில் ஏராளம்.

கட்சித் தலைவர்களின் பகை உணர்ச்சி களுக்குள் சிக்கிக் கொண்டு அவர்கள் அடிக்கடி எடுக்கும் தவறான முடிவுகளால் வாழ்க்கை திசைமாறி எதிர்காலத்தை இழந்து நிற்பவர்களும் ஏராளம். இப்படிப் பட்ட பிழைப்புவாதிகள் மற்றவர்களிடம் தாவிவிடக் கூடாது என்பதற்காகவே அவ்வப்போது சுறுசுறுப்பை ஏற்றி ஆர்ப்பாட்டங்களும், போராட்டங்களும் பொதுக்குழுக் கூட்டங்களும், கட்சி மாநாடுகளும் நடத்தப்படுகின்றன.

இதுமட்டுமின்றி யாராவது இறந் தாலோ, குற்றம் உறுதி செய்யப்பட்டு பத வியை இழந்தாலோ, இடைத் தேர்தல் வந்தாலோ… அது பெரும் கொண் டாட்டமாகிவிடுகிறது. தேர்தலுக் குத் தயாராகும் காலங்களில் இருந்தே பிரியாணிப் பொட்டலங்களுக் கும், மதுவுக்கும், செலவுக்குப் பணத்துக் கும் குறைவிருக்காது. போதை ஊசி ஏற்றப்பட்டதுபோல் தலைவரின் புகழ் பாடி வளர்பவர்கள் அவர்களை கடவு ளுக்கு இணையாகப் பார்க்கிறார்கள். ஊழல்வாதிகளாகவும், குற்றவாளி களாகவும் சொல்லப்படுவதை அவர் களால் ஏற்றுக்கொள்ள முடியாமல் நாக்கை அறுத்து, மொட்டையடித்து, சிலவேளைகளில் பலர் உயிரையும் மாய்த்துக் கொண்டுவிடுகிறார்கள்.

அரசியல் நமக்கான இடமில்லை என படித்தவர்களெல்லாம் விலகிப் போய் விடுகிறார்கள். நேர்மையானவர்கள் பழி வாங்கப்படுவதையும், கொலை செய்யப் படுவதையும் கண்டு, வாக்களிப்பது மட்டுமே தங்களின் கடமை என மக்களும் இருந்துவிடுகிறார்கள்.

‘நேர்மையான என் தலைவன் பின் னால்தான் என் வாழ்க்கை’ என தன் கட்சிக்காகவே தன்னை அர்ப்பணித்துக் கொண்ட என் அண்ணன், இரவு பகலாக அந்தக் கட்சிக்காகவே உழைத்தார். குறுக்கு வழியில் போகப் பிடிக்காமல் தன் சொத்துக்களை எல்லாம் இழந்து, குடும்பத்தைக்கூட கவனிக்காமல் ஏழை யாகவே மாண்டு போனார். அவரின் மகன் ஒருவன் அரசு மதுபானக் கடையில் பணியாளனாக மது ஊற்றிக் கொடுத்துக் கொண்டிருக்கிறான். மற்றொருவன் வரப் போகும் தேர்தலுக்காக அதே கட்சிக்காக ஊர்ப் பகுதியில் எல்லா சுவர்களிலும் பெயரெழுதி இடம்பிடித்துக் கொண்டிருக்கிறான். நாட்டின் எந்த மூலைக்கு பயணித்தாலும் இவ்வாறான தொண்டர்களால் வரையப்பட்ட கட்சித் தலைவர்கள் மக்களைப் பார்த்து சிரித் துக் கொண்டேயிருக்கிறார்கள். எதற் காக இப்படி சிரிக்கிறார்கள் என எனக் குத் தெரியவில்லை. உங்களையெல் லாம் நோயாளிகளாக, தன்மானம் இழந்த வர்களாக, குடிகாரர்களாக, சிந்தித்து வாக்களிக்கத் தெரியாதவர்களாக, பணம் வாங்கிக் கொண்டு வாக்களிப்பவர்களாக தொடர்ந்து வைத்துக் கொண்டிருக் கிறோமே என்பதற்கான சிரிப்பாக இருக் குமோ? நீங்கள்தான் சொல்ல வேண்டும்!

தனியார் மருத்துவக் கல்லூரிகளில் எம்பிபிஎஸ் கல்விக் கட்டணம் ரூ.70 ஆயிரம் வரை உயர்வு - பிடிஎஸ் படிப்புக்கு ரூ.15 ஆயிரம் அதிகரிப்பு

தனியார் மருத்துவக் கல்லூரிகளில் எம்பிபிஎஸ் படிப்புக்கான கல்விக் கட்டணம் ரூ.20 ஆயிரத்தில் இருந்து ரூ.70 ஆயிரம் வரை உயர்த்தப்பட்டுள்ளது. தனியார் பல் மருத்துவக் கல்லூரிகளில் பிடிஎஸ் படிப்புக்கான கல்வி கட்டணம் ரூ.15 ஆயிரம் அதிகரிக்கப்பட்டுள்ளது.

தமிழகத்தில் சென்னை மருத்துவக் கல்லூரி, அரசு ஸ்டான்லி மருத்துவக் கல்லூரி, கீழ்ப்பாக்கம் அரசு மருத்துவக் கல்லூரி உட்பட 19 அரசு மருத்துவக் கல்லூரிகள் உள்ளன. இந்த கல்லூரிகளில் மொத்தம் 2,555 எம்பிபிஎஸ் இடங்கள் உள்ளன. இவற்றில் 383 இடங்கள் (15%), அகில இந்திய ஒதுக்கீட்டுக்காக மத்திய அரசுக்கு ஒதுக்கப்படுகின்றன. எஞ்சிய 2,172 இடங்கள் (85%) மாநில அரசு ஒதுக்கீட்டில் உள்ளன.

சென்னையில் உள்ள தமிழ்நாடு அரசு பல் மருத்துவக் கல்லூரியில் 100 பிடிஎஸ் இடங்கள் உள்ளன. இவற்றில் 15 இடங்கள் அகில இந்திய ஒதுக்கீட்டுக்கு போக, 85 இடங்கள் மாநில அரசு ஒதுக்கீட்டுக்கு உள்ளன. இவை தவிர, இந்திய மருத்துவ கவுன்சில் (எம்சிஐ) அனுமதியைப் பொறுத்து தனியார் (சுயநிதி) மருத்துவ, பல் மருத்துவக் கல்லூரிகள் மூலம் 1,000-க்கும் மேற்பட்ட எம்பிபிஎஸ், பிடிஎஸ் இடங்கள் மாநில அரசுக்கு கிடைக்க வாய்ப்பு உள்ளது.

2015-16ம் கல்வி ஆண்டுக்கான எம்பிபிஎஸ், பிடிஎஸ் விண்ணப்ப விநியோகம் கடந்த 11-ம் தேதி தொடங்கியது. வரும் 28-ம் தேதி வரை விண்ணப்ப விற்பனை நடக்கும். பூர்த்தி செய்யப்பட்ட விண்ணப்பங்களை 29-ம் தேதி மாலை 5 மணிக்குள் சமர்ப்பிக்க வேண்டும். தரவரிசைப் பட்டியல் ஜூன் 12-ல் வெளியிடப்பட உள்ளது. எம்பிபிஎஸ், பிடிஎஸ் படிப்புக்கான முதல்கட்ட கவுன்சலிங்கை ஜூன் 19 முதல் 25-ம் தேதி வரை நடத்த மருத்துவக் கல்வி இயக்ககம் (டிஎம்இ) திட்டமிட்டுள்ளது.

ரூ.3 லட்சம் வரை

இந்நிலையில் தனியார் மருத்துவக் கல்லூரிகள், தனியார் பல் மருத்துவக் கல்லூரிகளில் மாணவ, மாணவிகளிடம் வசூலிக்கவேண்டிய கல்விக் கட்டணத்தை கட்டண நிர்ணயக்குழு நிர்ணயித்துள்ளது. அதன்படி, தனியார் மருத்துவக் கல்லூரிகளில் கட்டணம் குறைந்த பட்சம் ரூ.2.50 லட்சத்தில் இருந்து அதிகபட்சம் ரூ.3 லட்சம் வரையும், தனியார் பல் மருத்துவக் கல்லூரிகளில் கட்டணம் ரூ.1.30 லட்சமாகவும் நிர்ணயிக்கப்பட் டுள்ளது.

கடந்த ஆண்டைவிட இந்த ஆண்டு தனியார் மருத்துவக் கல்லூரிகளில் எம்பிபிஎஸ் படிப்புக்கான கட்டணம் ரூ.20 ஆயிரம் முதல் ரூ.70 ஆயிரம் வரையும், தனியார் பல் மருத்துவக் கல்லூரிகளில் பிடிஎஸ் படிப்புக்கான கட்டணம் ரூ.15 ஆயிரமும் உயர்த்தப்பட்டுள்ளது.

அரசுக் கல்லூரியைவிட 20 மடங்கு அதிகம்

அரசு மருத்துவக் கல்லூரிகளில் எம்பிபிஎஸ் படிப்புக்கு கட்டணம் ரூ.13,600 என நிர்ணயிக்கப்பட்டுள்ளது. தனியார் மருத்துவக் கல்லூரிகளில் நிர்ணயிக்கப்பட்டுள்ள கட்டணம் இதைவிட 20 மடங்கு அதிகம். சென்னையில் உள்ள தமிழ்நாடு அரசு பல் மருத்துவக் கல்லூரியில் பிடிஎஸ் படிப்புக்கு ரூ.11,600 கட்டணமாக நிர்ணயிக்கப்பட்டுள்ளது.

கடந்த1995-ம் ஆண்டு ஏப்ரல் 1 அன்று சுப்பிரமணியன் சுவாமி ஆளுநர் சென்னா ரெட்டியிடம் அனுமதிபெற்று ஜெயலலிதாவுக்கு எதிராக வழக்கு தொடுக்கப்போவதாக அனைவருக்கும் அதிர்ச்சி கொடுத்தார். அந்த அதிர்ச்சியின் அலைகள் 20 ஆண்டுகள் கடந்தும் இந்திய அரசியலில் அதிர்ந்துக் கொண்டிருக்கிறது.

இந்த வழக்குக்கு வலு சேர்க்க‌ தமிழக லஞ்ச ஒழிப்புத்துறை கைப்பற்றிய ஆவணங்கள், திரட்டிய ஆதாரங்கள், சமர்ப்பித்த விசாரணை அறிக்கைகள், இதை ஆட்சேபிக்க ஜெயலலிதா தரப்பு குவித்த ஆவணங்கள், அரசு தரப்பும், திமுக தரப்பும் சேர்த்த ஆவணங்களை எல்லாம் ஒரே இடத்தில் சேர்த்தால் கடல் போல காட்சியளிக்கும். இதில் சிக்கித் தவித்த ஜெயலலிதா,சசிகலா, சுதாகரன், இளவரசியை மீட்க இந்தியாவில் இருக்கும் எல்லா பெரிய வழக்கறிஞர்களும் வாதம் புரிந்தார்கள்.

சென்னை, கர்நாடக உயர்நீதி மன்றங்களிலும், உச்சநீதிமன்றத் திலும் மேல்முறையீடு செய்த போது நாட்டின் மிக மூத்த நீதிபதி கள் எல்லாம் வரிசையாக விசாரித் தார்கள். இந்திய நீதித்துறை வரலாற்றில் இத்தனை பெரிய வழக்கறிஞர்களும், பெரிய நீதிபதிகளும் விசாரித்த‌ ஒரே வழக்கு அநேகமாக இதுவாக தான் இருக்கும் என்கிறார்கள் சட்டத்துறை வல்லுநர்கள்.

தாமாக முன்வந்த தத்து

2014-ம் ஆண்டு செப்டம்பர் 27 அன்று நீதிமன்றத்தில் ஆஜராவதற் காக பரப்பன அக்ரஹாராவுக்கு வந்த அப்போதைய தமிழக முதல்வர் ஜெயலலிதாவை நீதிபதி குன்ஹா நேராக சிறைக்கு அனுப்பு கிறார். சூட்டோடு சூடாக ஜாமீன் கோரி ஜெயலலிதா தாக்கல் செய்த மனுவை கர்நாடக உயர்நீதிமன்ற நீதிபதி சந்திரசேகரா ஆணித்தரமான காரணங்களைச் சொல்லி தள்ளுபடி செய்கிறார்.

உடனே ஜெயலலிதா உச்சநீதிமன்றத்தில் மேல்முறையீடு செய்த போது, அதனை விசாரிக்க பல மூத்த நீதிபதிகள் தயங்கினர். யாரும் விசாரிக்க முன்வரவில்லை என்பதால் தலைமை நீதிபதி ஹெச்.எல்.தத்து தானே விசாரிக்க முன்வந்தார். அக்டோபர் 18-ம் தேதி ஜெயலலிதாவின் ஜாமீன் மனுவை 65-வது வழக்காக விசாரணைக்கு எடுத்துக்கொண்டார்.

ஜெயலலிதாவுக்கு ஜாமீன் வழங்கி, 2 மாதங்களுக்குள் கர்நாடக உயர்நீதிமன்றத்தில் ஆவணங்களை தாக்கல் செய்து 3 மாதங்களுக்குள் மேல்முறையீட்டு வழக்கை முடிக்க வேண்டும். இதை விசாரிக்க சிறப்பு நீதிபதி நியமிக்கப்பட்டு, கர்நாடக உயர் நீதிமன்ற‌த்தில் சிறப்பு அமர்வும் அமைக்கப்படும் என படிப்படியாக வழிக்காட்டுதல்களை வழங்கினார். ஏராளமான வழிகாட்டுதல்களை வழங்கிய தத்து அரசு வழக்கறிஞர் நியமனம் பற்றியும் அப்போதே கூறியிருந்தால் பவானிசிங் பிரச் சினையே எழுந்திருக்காது. விசா ரிக்கவும், தீர்ப்பு வழங்கவும் காலக் கெடுவே விதிக்கப்பட்டிருக்காது.

ஜெயலலிதாவுக்கு ஜாமீன் வழங்க காட்டிய வேகம், மேல்முறை யீட்டை முடிக்க காட்டிய சுறுசுறுப்பு, தீர்ப்பை வெளியிட தத்து காட்டிய விறுவிறுப்பு எல்லாமே இப்போது விமர்சனத்துக்கு உள்ளாகிறது.

நம்பிக்கை பெற்ற நரிமன்

சிறையில் அடைக்கப்பட்டிருந்த ஜெயலிதாவுக்கு ஜாமீன் வாங்கித் தருவதற்காக 92 வயதான மூத்த வழக்கறிஞர் ராம் ஜெத்மலானி 2 முறை வாதாடினார். 21 நாட்கள் ஆன பிறகும் திறக்கப்படாமல் இருந்த பரப்பன அக்ரஹாரா சிறை கதவுகளை திறந்தவர் ஃபாலி எஸ்.நரிமன்.'' நரிமன் எனது குரு என்பதற்காக ஜெயலலிதாவின் ஜாமீனை எதிர்க்கவில்லை' என்று சுப்பிரமணியன் சுவாமி அப்போது சொன்னார்.

காவிரி வழக்கில் தமிழக அரசுக்கு எதிராகவும், சென்னை உயர் நீதிமன்றத்தில் திமுக தரப்பிலும் ஆஜரான 89 வயதான ஃபாலி எஸ்.நரிமன் தான் ஜெயலலிதாவின் தற் போதைய சட்ட ஆலோசகர். அவ ருடைய வழிகாட்டுதலின் பேரில் தான் ஜாமீன் காலத்தில் ஜெய லலிதா வீட்டைவிட்டு வெளியே வரவில்லை. விடுதலைத் தீர்ப்பு சர்ச்சைக்கு உள்ளாகி இருந்த போதும், இன்னும் சில தினங் களில் ஜெயலலிதா கோட்டைக்கு போவதும்கூட இவரது ஆலோ சனையின் பேரில் தான்.

பவானிசிங்கை நீக்கக் கோரி திமுக தரப்பு உச்சநீதிமன்றத்தில் மேல்முறையீடு செய்த போது ஜெயலலிதா தரப்பில் களமிறங்கிய நரிமன் கடுமையாக வாதிட்டார். அந்த மனுவில் வெற்றி திமுக பக்கம் திரும்பினாலும், 'புதிய‌ அரசு வழக்கறிஞர் நியமித்தால், உடனே எழுத்துப்பூர்வ வாதம் தாக்கல் செய்ய வேண்டும்' என்று அழுத்தம் கொடுத்தது நரிமன் தான். இதன் அடிப்படையில் தான் தீபக் மிஸ்ரா தலைமையிலான அமர்வு, 'அரசு தரப்பு ஒரே நாளில் 50 பக்கங்களுக்குள் எழுத்துப்பூர்வ வாதத்தை தாக்கல் செய்ய வேண்டும்' என உத்தரவிட்டது.

நாட்டின் மிக முக்கிய குற்றவியல் வழக்கறிஞரான எல்.நாகேஸ்வர ராவ் உச்சநீதிமன்றத்திலும், பல் வேறு மாநில உயர்நீதிமன்ற‌ங்களி லும் வாதாடியுள்ளவர். ஓரிரு தெலுங்கு படங்களில் தலைகாட்டி யுள்ளார். மூன்று முறை கூடுதல் சொலிசிட்டர் ஜெனரல் பொறுப்பை வகித்துள்ள எல்.நாகேஸ்வர ராவ் கர்நாடக உயர்நீதிமன்றத்தில் ஜெயலலிதாவுக்காக 9 நாட்கள் இறுதிவாதம் செய்தார். சுமார் 40 மணி நேரம் அடைமழைப் போல கொட்டித் தீர்த்த இவரது வாதத்தைக் கண்ட அனைவரும் மலைத்துப் போயினர்.

நீதிபதி குன்ஹா கட்டிட மதிப் பீட்டில் காட்டிய 20 சதவீத தள்ளுபடி, ஐதராபாத் திராட்சைத் தோட்ட வருமான‌த்தில் ஏற்றுக்கொண்ட தன்னிச்சையான வருமானம், சுதாகரனின் திருமணத்துக்கு பந்தல் போட்டதில் போட்ட கணக்கு, நகை மதிப்பீட்டில் சேதா ரத்தை கழித்தது என தனது தீர்ப்பில் தெரிவித்த, திருப்பங் களை ஏற்படுத்தும் நுணுக்கமான விஷயங்களை நாகேஸ்வர ராவ் மிகச் சரியாக கண்டுபிடித்தார். மார்பிள் விலை, மின்சார ஒயர் விலை என குன்ஹாவின் மதிப்பீடு களைப் பற்றி ஆராய்ந்தால் புதிய வழக்கே தொடுக்கலாம் என போட்டு உடைத்தார்.

ஜெயலலிதாவை விடுவித்த 919 பக்க தீர்ப்பில் நாகேஸ்வர ராவ் முன் வைத்த வாதத்தின் 90 சதவீத அம்சங்களை நீதிபதி குமாரசாமி அப்படியே எதிரொலித்து இருக் கிறார். பொது ஊழியர் வருமானத் துக்கு அதிகமாக சொத்துக்குவிப்ப தில் உள்ள விகிதாச்சாரம், கூட்டு சதியை நிரூபிக்க தேவையான ஆதாரங்கள் , பினாமி சட்டத்துக்கு வலுச்சேர்க்க தேவையான நேரடி பண பரிவர்த்தனைகள் குறித்து நாகேஸ்வர ராவ் எழுப்பிய கேள்வி களை குமாரசாமி அப்படியே அரசு தரப்பு பக்கம் திருப்பி விட்டுள்ளார்.

ஜெயலலிதாவை விடுவிக்க காரணமாக இருந்த கிருஷ்ணானந்த் அக்னிஹோத்ரி வழக்கு, (வருமான அதிகமான சொத்து மதிப்பு 10 சதவீதத்துக்கு அதிகமாக இருக்க வேண்டும் என்றும்), பொது ஊழியரின் வருமானத்துக்கு அதிகமான சொத்து தொடர்பாக 1989-ல் ஆந்திர அரசு வெளியிட்ட சுற்ற றிக்கை (வருமானத்துக்கு அதிக மான சொத்து மதிப்பு 20 சதவீதம் வரை கூடுதலாக இருந்தால் அனு மதிக்கலாம்) ஆகியவற்றை குமாரசாமியின் கவனத்துக்கு கொண்டு வந்தவர் நாகேஸ்வர ராவ். அந்த வாதத்தை அடிப்படை யாக வைத்தே நீதிபதி குமாரசாமி ஜெயலலிதாவை விடுதலை செய் தார் என்பதால் ஜூனியர் வழக் கறிஞர்கள் மத்தியில் நாகேஸ்வர ராவ் 'ஹீரோ'வாக மாறியுள்ளார்.

இட்லிக் கடை அல்ல தொழிற்சாலை

இட்லிக் கடைகளைப் பார்த்திருப்பீர்கள். சென்னை மறை மலை நகரில் தீபக்ராஜும் அவருடைய சகோதரர்களும் இட்லித் தொழிற்சாலையே நடத்திக் கொண்டிருக்கிறார்கள். இங்குத் தினமும் 15,000 இட்லிகள் தயாராகிக் கொண்டிருக்கின்றன.

சென்னையைச் சேர்ந்த பாஸ்கர், அவருடைய தம்பிகள் ரமேஷ், தீபக்ராஜ் மூவரும் ஆறு வருடங்களுக்கு முன்பு கரூரில் ஜவுளி ஏற்றுமதித் தொழில் செய்துகொண்டி ருந்தார்கள். ஓரளவுக்கு வருமானம் இருந்தாலும் திருப்தி இல்லாமல் நாட்களை நகர்த்திக்கொண்டிருந்தனர்.

அப்போது கேட்டரிங் சர்வீஸில் ஈடுபட்டிருந்த இவர்களுடைய சித்தி சித்ரா சென்னையில் ரசாயனம் கலந்த இட்லிதான் கிடைக்கிறது. வீட்டுப் பக்குவத்துடன் இட்லி வார்த்துக் கொடுத்தால் வாங்குவதற்கு ஆட்கள் இருக்கிறார்கள் எனச் சொல்லியிருக்கிறார்.

குடும்ப இட்லி

“சித்தி இப்படிச் சொன்னதுமே நானும் பாஸ்கர் அண்ணனும் மறைமலை நகரில் சின்னதா ஒரு இட்லி ஸ்டாலை ஆரம்பித்தோம். மல்லிகை பூவா இட்லி வார்ப்பதில் அம்மா சகுந்தலா திறமைசாலி. அவர் கைப்பக்குவத்தில் தயாரான இட்லிகளைத் மக்கள் விரும்பி வாங்க ஆரம்பித்தார்கள். ஆரம்பத்தில் ஒரு நாளைக்கு 200 இட்லிகளைத் தயாரித்தோம். இன்னொரு அண்ணன் ரமேஷும் எங்களோடு சேர்ந்துகொண்டார்.

அப்பா நாராயணசாமிக்கு ஆடிட்டிங் அனுபவம் இருந்ததால் கணக்கு வழக்குகளைப் பார்த்துக்கொண்டார். கூடுதல் உதவிக்கு எங்களோடு என் மனைவியும் அண்ணிமார்களும் கைகோத்தார்கள்.” என்கிறார் தீபக்ராஜ். இப்படித்தான் தினமும் 15 ஆயிரம் இட்லிகளைத் தயாரிக்கும் 'Barade Fluffies' என்ற இட்லித் தொழிற் சாலை உருவாகியது. இப்போது இவர்களது இட்லித் தொழிற்சாலையில் 12 பெண்கள் உள்பட மொத்தம் 15 பணியாளர்கள் வேலைச் செய்கிறார்கள்.

ஸ்டார் ஓட்டல் முதல் தள்ளு வண்டி வரை

40 கிராம் எடை அளவுள்ள ஒரு இட்லியை ரூ.3.50-க்கு இவர்கள் தருகிறார்கள். ஆயிரம் இட்லிகளுக்கு மேல் ஆர்டர் என்றால் மூன்று ரூபாய்க்கே தருகிறார்கள். சென்னைக்குள் ஸ்டார் ஓட்டல்கள் முதல் தள்ளுவண்டி வரைக்கும் இவர்களது இட்லி சப்ளை ஆகிறது. இவர்களது இட்லியை அவரவர் தகுதிக்கேற்ப கூடுதல் விலை வைத்து விற்றுக் காசாக்குகிறார்கள். கார்ப்பரேட் நிறுவனங்கள் தங்களது கேண்டீனுக்கு இந்தத் தொழிற் சாலையில் தினமும் ஆயிரக்கணக்கில் இட்லிகளைக் கொள்முதல் செய்கின்றன. இட்லிக்குத் தேவையான சட்னி, சாம்பார் வகைகளை மட்டும் அவரவர்கள் தயாரித்துக் கொள்கிறார்கள்.

“குஷ்பு இட்லி என்ற பெயரில் இட்லி உப்பலாக வர வேண்டும் என்பதற்காக மாவில் சோடா மற்றும் ஆமணக்கு விதைகளைப் போடுகிறார்கள். ஆனால், நாங்கள் எந்த கெமிக்கலும் பயன்படுத்து வதில்லை என்பதால் எங்களது இட்லியைக் கைக் குழந்தைக்குக்கூட அச்சமில்லாமல் கொடுக்கலாம். கைபடாமல் இருந்தால் மூன்று நாட்கள் வரை எங்கள் இட்லிகெடாது. குழந்தைகளுக்காக இட்லி வாங்க வருபவர் களுக்கு எங்கள் தொழிற்சாலையில் இட்லி இலவசம். தள்ளுவண்டியில் டிபன் விற்பவர்களுக்கு முன்னுரிமை கொடுத்து இட்லி சப்ளை செய்கிறோம்.

காலை, மாலை, நடுநிசி ஆகிய மூன்று வேளைகளில் எங்கள் தொழிற்சாலையிலிருந்து இட்லி சப்ளை செய்கிறோம். இதற்காகத் தினமும் 12 மணி நேரம் உழைக்கிறோம். எங்களால் ஒரு மணி நேரத்தில் 2,500 இட்லி தயாரிக்க முடியும். இப்போது தினமும் 200 கிலோ அளவுக்குத் தோசைமாவும் சப்ளை பண்ண ஆரம்பித்திருக்கிறோம்.

தினமும் ஒரு லட்சம் இட்லிகளைத் தயாரிக்க வேண்டும். எங்களது இட்லிகளை வெளிநாடுகளுக்கு ஏற்றுமதி செய்ய வேண்டும். இந்த இரண்டு இலக்குகளையும் எண்ணத்தில் கொண்டு வேகமாகப் பயணித்துக் கொண்டிருக்கிறோம்” என்கிறார் தீபக் ராஜின் அண்ணன் பாஸ்கர்.

HRD ministry's moves leave NAAC headless

After a quiet exit of Delhi University Vice Chancellor Dinesh Singh from the position of Chairman NAAC, its director Professor AN Rai too has had a mid-term unceremonial exit, leaving the council headless.

Both Singh and Rai were appointed by the previous UPA government. Singh was asked to step down as Chairman NAAC after his relations with the HRD ministerSmriti Irani ran through rough weather over Delhi university’s controversial four-year undergraduate course. “Singh was asked to move out quietly. He resigned from the post in the later half of the previous year,” informed a UGC functionary.Differences with Singh also happened as Singh had failed to deliver. “It was made to understand the Singh would help NAAC set up an office in Delhi. Singh was to provide space to NAAC on the Delhi university campus and would get Delhi University and its colleges accredited from NAAC,” added the official. Singh, however, failed on both counts. The position of chairman NAAC continues to remain vacant, ever since Singh’s exit.

UGC’s vice chairman Prof H Devaraja has currently been made the acting chairman of NAAC. In the meeting of the UGC in the last week of April, UGC chairman Dr Ved Prakash apprised the members of the exit of NAAC director AN Rai. Rai had resigned on April 21. “The position of NAAC director lying vacant was not placed on the agenda. In fact the chairman mentioned it in his address,” said UGC member MM Ansari, who was a part of the meeting.

In an interim arrangement UGC secretary Prof Jaspal Singh Sandhu has been as director NAAC. Rai is a professor at North Eastern Hill University Shillong. His appointment in 2012 by the UPA government was also marred with controversies. “While the chairman is an honorary post, the director is responsible for the day to day functioning of NAAC. The position should be filled in soon,” said Rai. The UGC has now advertised for the post of director. No such advertisement has been announced so far for the position of chairman.

NAAC works as an autonomous body established by the University Grants Commission (UGC). It accesses and accredits institution of higher education across the country.

Madras HC lets professor to fly abroad, says it’s a fundamental right

CHENNAI: Five months after Green Peace activist Priya Parameshwaran Pillai was offloaded from a London-bound flight, and three months after the Delhi high court chided the Centre for disallowing the campaigner to travel abroad, the Madras high court recalled the incident and extended similar legal remedy to a woman professor in Chennai.

Justice D Hariparanthaman, who had already stayed the disciplinary proceedings against assistant professor of Stella Mary's College, Ordetta Hanna Mendoza, granted deemed permission for her to travel to the US saying, "The crux of the impugned order is that since she is facing departmental proceedings, she cannot travel abroad. As stated earlier, even a criminal has a right to go abroad and, as such, a professor cannot be prevented from travelling abroad citing pending departmental proceedings as a reason, that too during summer vacation."

Mendoza, an associate professor of Botany in the college, was issued a charge memo for being 'strict' with students during a practical examination. When she submitted a request asking the college to forward her application for permission to travel abroad, the college did not oblige. When she gave a reminder, the application was rejected on the ground that since she was facing an inquiry she could not be allowed to travel abroad.

In the last week of April, Justice Hariparanthaman granted her an interim relief asking the college to forward the application to the director of collegiate education for appropriate orders. Later, the college moved the court to vacate the interim orders, saying it was the college and not the director which is the competent authority to grant permission. Noting that she was required to be in college for administrative work related to admission of students, college counsel Gordon Swaminath said she had not sought permission from the college to go abroad and that she had only wanted the college to forward her request. "The college is not a forwarding authority and the director has no authority to give permission to travel abroad," he said.

Rejecting the submissions, Justice Hariparanthaman referred to Maneka Gandhi's case of 1978 vintage, wherein she was asked to surrender her passport without being given any reasons nor being given any opportunity to explain. A seven-judge bench of the Supreme Court quashed the order saying freedom to travel is part of his personal liberty, that the refusal of a passport amounts to a deprivation of that liberty.

In Pillai's case in March this year, the Delhi high court said the right to travel abroad is a fundamental right under Article 21 of the Constitution, and the right to expression includes the right to travel abroad to express unpopular opinion.

Madras high court, in E V Perumal Samy Reddy case, said right to travel is a fundamental right available even to a person involved in a criminal case. Kerala nursing student gets MBBS degree

Reforms introduced in Calicut University to speed up the issuance of degree certificates have embarrassed the university with hundreds of certificates being returned for correction.

While some B.Com. students were given BBA degrees, a nursing student got MBBS degree. There are several cases of BA students getting B.Sc. and B.Com. degrees and vice versa. Mistakes in names and subjects are aplenty.

Officials point out that it is first time in the history of the university that such a huge number of degree certificates are returned for correction.

The mistakes have been apparently ascribed to the digitisation reforms, which eliminate several points of checking and cross-checking.

Earlier, the certificate prepared by the section concerned used to be sent to the hologram section, from where it would be sent back for another round of checking.

The certificate was checked by several officials, including the Controller of Examinations, before the Vice Chancellor signed on it.

The signed certificate used to be checked again by the section concerned before it was sent to the dispatch section.

But the reforms have done away with all those gates of checking. The certificate prepared by the section concerned is today sent to the hologram section, from where it goes online to the Vice Chancellor’s office.

The certificate is printed there after placing the VC’s digital signature on it, and sent directly to the students.

University authorities admit that some mistakes have happened, but it saved a lot of time and energy. But, according to employees and teachers on the campus, the time and the energy the university has saved could not salvage the damage it did to its reputation.

MUHS to introduce pharmacology course

NASHIK: The Maharashtra University of Health Science (MUHS) has decided to introduce pharmacology course from the coming academic year for the doctors belonging to Unani, homeopathy and other disciplines willing to practice allopathy.

During the assembly session last year, the state government had given approval to the course, which is aimed to benefit 60,000 homeopathy doctors in Maharashtra.

Arun Jamkar, vice-chancellor of the university, told TOI that non-allopathy doctors will have to undergo the full-time course for a span of a year. The course — certificate course in modern pharmacology — would act as a bridge between allopathy and homeopathy, he said.
"The course has been chalked out as per the instructions of the state government. A detailed syllabus is being finalised which would have systematic modules," Jamkar said.
He said a committee of experts from all the fields of medicine has been roped in for the task. "The experts have worked on the subjects that need to be taught and other required additional aspects. For example, the diagnostic methods in homeopathy are different from that of allopathy. Hence, work on such things needs to be done. Besides, the committee has also taken up a short-term course adapted by the Medical Council of India (MCI) for forming the course," he said.

The vice-chancellor said the course would be made available in all the government colleges. After completing the course, the doctors would become eligible to practice crosspathy anywhere in the state. Moreover, they would be able to prescribe 40-50 allopathy medicines to the patients, Jamkar said.

"The course would cover basic competency in all the faculties. Notices have been sent to the colleges concerned in the state in this regard," he said.

Jamkar said the Government Medical College and Hospital (GMCH) in Miraj and Shri Bhausaheb Hire Government Medical College (SBHGMC) in Dhule have also expressed interest in introducing the course in their institutes.

Tuition fee structure for MBBS, BDS courses revised... ANDHRA PRADESH

The State government has revised with immediate effect the tuition fee structure for MBBS/BDS courses in unaided minority and non-minority medical and dental professional institutions in the State.

According to government orders issued in this regard on Friday, the tuition fee for MBBS course for ‘A’ category seats in both private, unaided minority and non-minority medical colleges has been fixed at Rs.10,000 per annum and Rs.11,00,000 for ‘B’ category seats.

For ‘C’ category (NRI), it should not exceed five times maximum chargeable fee to ‘B’ category students per annum.

For undergraduate dental courses in private, unaided minority and non-minority dental colleges, the fee has been fixed at Rs.10,000 per annum for ‘A’ category, Rs.4,50,000 for ‘B’ category and not exceeding five times maximum chargeable fee to ‘B’ category students.

The tuition fee is payable annually for four academic years and there will be a five per cent increment in tuition fee per year to offset inflation.

Students who were admitted into the course prior to 2015 will continue to pay every year the same annual fee as had existed at the time of their admissions till they complete the course.

Consensual arrangement

Vijayawada Special Correspondent adds: In pursuance of the Supreme Court judgment a “consensual arrangement” has been arrived at in adopting the admission policy and seat matrix for the quota of competent authority and EAMCET ranking based on management seats, NRI and NRI sponsored seats in unaided non-minority medical, dental colleges in the State.

The Health Medical and Family Welfare Department in an order issued on Friday listed several amendments to the Andhra Pradesh Educational Institutions (Regulations of Admission and Prohibition of Capitation Fee) Act, 1983 (A.P. Act No.5 of 1983) and the Regulation of Admission into Under Graduate Medical and Dental Professional Courses) Rules, 2007.

The G.O. listed several amendments to Regulation of Admission Rules 4, 5 and 6.

According to the amendments 50 per cent of the seats in Category ‘A’ would be filled through counselling by the committee constituted by the competent authority as per merit from the candidates who qualified in EAMCET held by the State. Similarly the seats for Category ‘B’ and ‘C’ have also been amended. There are similar amendments in Rule 5 and 6 also.

CU does it again: Nursing grad awarded MBBS degree

KOZHIKODE: There are no limits to the surprises that Calicut University can pull off. Its recent 'reforms' in the process of issuing degree certificates have resulted in miracles such as students of BSc Nursing becoming MBBS graduates and BBA undergraduates left holding BCom degrees.

Then there are many instances of names in degree certificates misspelt to the annoyance of students. V V Georgekutty, controller of examinations, admitted to the snafu but said subjects in degree certificates got mixed up due to a glitch in the software supplied by C-DIT.

"In all the cases, the copy of the certificate which was verified by the examination wing had correct details. Errors crept in when the original was printed," he said. He, however, played down the number of such instances to two or three per month.

Sources blamed the certificate fiasco on doing away with the two-stage verification of the original certificate by Pareeksha Bhavan. The second layer of verification after the vice-chancellor signs the certificate is no longer there, said an examination wing official.

The Association of Calicut University Teachers said these instances have put the credibility and the statutory existence of the varsity under a cloud.

"The removal of multi-layer safeguards in the name of speeding up the issuance of certificates has compromised the verification process. We suspect that it could be even exploited to commit serious malpractices in issuing degree certificates. The government should institute a high-level probe into the incident," said Dr. P Sivadasan, secretary, ACT.

Officers warned for receiving Modi in shades, casuals

The Raman Singh government has hauled up two IAS officers for not wearing formal dress while receiving Prime Minister Narendra Modi during his one-day visit to Chhattisgarh on May 9.

Bastar district magistrate Amit Kataria sported Ray-Ban sunglasses and wore two different shirts (bright blue and white and blue pin-stripes) at the time of receiving and seeing off Modi while Dantewada DM K C Devsenapati wore a white shirt. Special secretary, general administration, DD Singh issued a stern warning in separate letters to both on Wednesday .

Retired senior bureaucrats told TOI that there was no specific dress code in the service rules for officers but wearing formals was a convention. They added that it would be impractical to restrain an officer from wearing shades while attending an event in mid-day sun.

The warning sent to the Bastar DM said: “It came to the notice of the government that you did not wear a formal dress and wore sunglasses while receiving the Prime Minister.“

The Chhattisgarh special secretary said the conduct of the two DMs violated the All India Services (Conduct) Rules, 1968 which stipulates: “Every member of the service shall at all times maintain absolute integrity and devotion to duty and shall do nothing which is unbecoming of a member of the Service.“

Raman Singh said no further action was necessary as the officers had been warned. While ambiguous on dress code, the All India Services (Conduct) Rules require a civil servant to show “courtesy and consideration“ to an MPMLA and “rise from their seats while receiving them in their office“.

“However, as per convention, any officer receiving the Prime Minister, President or Vice-President, at his place of posting or a pub ic function, should be dressed in a formal attire which may be a bandhgala or a western suit worn with a tie,“ said N Gopalaswam who has served as CEC and Union home secretary.

He added that forma dress is also the convention when a bureaucrat calls on his concerned minister for the first time after joining a new posting.

“Wearing formals while receiving dignitaries is also part of our induction train ing, as the trainee officers are required to dress up in bandhgalas or formal suits when the President visits the Academy,“ said a former secretary with the department of personnel.

As for sunglasses, a former bureaucrat said: “Usually, when a DM makes a field visit to a place where labour ers are toiling in the sun without any eye protection, the officer may avoid wearing sunglasses out of concern.“

Plea to conduct admission counselling to Siddha courses

Students of Government Siddha Medical College here have appealed to the Commissioner of Indian Medicine and Homeopathy to conduct the counselling for admission to the Siddha medical colleges without delay. In a memorandum submitted to the Commissioner of Indian Medicine and Homeopathy, the students of Government Siddha Medical College have said good number of students, who have scored high marks in the Plus Two examinations, were keen on joining Government Siddha Medical Colleges with the Siddha formulations without side-effects becoming so popular among people.

While counselling for MBBS, engineering, veterinary and agriculture courses are conducted within a couple of weeks from the date of declaration of results, counselling for Siddha courses is conducted only after four months, which triggers a sense of fear among the aspirants. Some of them, who actually wanted to become Siddha doctors, have unwillingly joined other courses due to fear of losing the chance of joining other institutions.

“Though the Siddha students have submitted similar petitions in the past, no action has been taken to conduct the counselling immediately after completing the admission for MBBS or BDS courses. Hence, considering the welfare of the students and Indian medicine system, the officials should take steps for conducting the counselling without any delay,” the petitioners said.

‘Sanctioning medical leave is the prerogative of administrative authorities’

The issue of sanctioning or rejecting leave, including those availed on medical grounds, is completely within the domain of administrative authorities concerned and, therefore, courts cannot interfere in such matters, the Madras High Court Bench here has said.

Justice S. Vaidyanthan made the observation while dismissing a writ petition filed by a Tamil Nadu State Transport Corporation (TNSTC) Checking Inspector whose application for extension of medical leave was rejected despite having sufficient number of leave days to his credit.

“I am of the opinion that this court cannot sit over the decision of an administrative authority in matters relating to approval of leave or rejection of leave. It is for the management to arrive at a decision in this regard taking into account the administrative contingencies,” the judge said.

He went on to state: “The decision being within the domain of the respondents, the court would not ordinarily substitute its own opinion. It is incumbent on the petitioner to convince the authority concerned while applying leave on health ground or at the time of joining duty.”

Further, holding that the petitioner was not entitled to file a writ petition challenging the refusal of his superior to sanction medical leave, the judge said that the Checking Inspector could either attempt to convince the officer once again or raise an industrial dispute through the employee’s union.

In his affidavit, the petitioner, serving at the Sattur branch of TNSTC in Virudhunagar district, had said that he initially applied for 15 days of medical leave on August 4 last year along with a medical certificate issued by the Chief Civil Surgeon in the Srivilliputtur Municipality.

Subsequently, on August 19, he forwarded one more application seeking extension of leave. However, the Branch Manager rejected both applications and directed him to meet the General Manager of the region for not reporting to duty from August 4 to September 9 and hence the present writ petition.

HC: settle terminal benefits to teacher

The Madras High Court Bench here has directed School Education Department and the Accountant General to take immediate steps to settle terminal benefits of a school teacher who had become medically invalid to hold the post after an open skull surgery.

Disposing of a writ petition filed by the teacher’s husband who claimed that she was in a vegetative state, Justice S. Vaidyanathan said: “The Government Advocate… has agreed that the wife of the petitioner is one foot to the graveyard and that the benefits if any should be settled to her.” He directed the School Education Department to forward necessary proposal for releasing the terminal benefits to the Accountant General who, in turn, was ordered to pass appropriate orders and release the money within 10 days from the date of receipt of the proposal.

In his affidavit, the writ petitioner I. Yesudhas said that his wife T. Alphonse was serving as a teacher in a Government Higher Secondary School at Nattalam in Vilavancode taluk of Kanyakumari district when she suffered from hypertension and underwent carniectomy, a neurosurgical procedure.

She also underwent a tracheal surgery and remained bedridden since then. The doctors declared her medically invalid for any kind of government service and hence an application was made to allow her to retire from service on account of invalidation owing to health disorder.

Claiming that the officials concerned did not pass any order on the application, the petitioner had approached the court seeking a direction to the officials to grant all service benefits, including monthly pension, along with interest at the rate of 24 per cent per annum.

Mahamaham works may gain pace

With the verdict in the Jayalalithaa’s appeal against conviction in the disproportionate assets case behind, the stage is set for fast-tracking the infrastructure development and renovation works related to the conduct of the Mahamaham festival in February next.

Works estimated to cost Rs. 350 crore are to be undertaken in the run up to the grand event that falls once in 12 years. So far, several works costing Rs.180 crore are under various stages of completion to cater to the demands of the estimated 75 lakh pilgrims expected to converge this time in Kumbakonam.

A perceptible sluggishness crept in after the unseating of Ms. Jayalalithaa as Chief Minister about seven months ago. Though senior State officials did come on inspection tours to Kumbakonam to monitor the progress of works, the pep was palpably missing.

All that has now changed with the Thanjavur district administration shifting gears to complete all infrastructure and development works, renovation of important shrines and related administrative toning up well ahead of the Mahamaham festival.

Among the important works to be carried out by the Hindu Religious and Charitable Endowments Department in Kumbakonam and its neighbourhood are renovation of 12 Saiva shrines connected to the main Teerthavari ritual at the Mahamaham tank at a cost of Rs. 4.31 crore, renovation of five major Vainava shrines at a cost of Rs. 2.65 crore, renovation of 52 temples around Kumbakonam at a cost of Rs. 3.76 crore, renovation of Mahamaham tank at Rs. 75 lakh, Potramarai tank at Rs. 21.30 lakh, Varaha Perumal tank at Rs. 60 lakh, repairing of Adhi Kumbeswarar temple chariots at Rs. 60 lakh, and Sarangapani temple car at a cost of Rs. 20 lakh.

The Municipal Administration and Water Supply Department through the Kumbakonam Municipality has drawn up plans to undertake Rs.45.63-crore worth works, including construction of a new bridge across the River Cauvery at Melacauvery costing Rs. 8 crore, while the Tangedco has submitted plans for Rs. 78.76 crore worth works and the Highways Department has worked out proposals for Rs. 51.35-crore worth works.

HC upholds sweepers’ claim to Junior Assistant post

Observing that a person cannot be denied appointment as Junior Assistant because he expressed his willingness to work as a sweeper, the Madras High Court has set aside Government Orders and directed the authorities that he shall be appointed to the post if there was a vacancy in the future.

Petitioners C.R. Murugan and V. Babu, who were appointed as sweepers in the Tamil Nadu Motor Vehicle Maintenance Department on compassionate grounds in 2008, had said that they would not claim appointment to the post of Junior Assistant on compassionate basis.

Since their representation to department officials seeking appointment as Junior Assistants in December last year were rejected, they had moved the High Court seeking to quash the Government Orders.

The Special Government Pleader, V. Jayaprakash Narayanan, submitted that they had expressed their willingness to work as sweepers on compassionate grounds and wouldn’t claim appointment to the post of Junior Assistants and that was the only reason to reject their representations.

Senior counsel for the petitioner, M. Kalyanasundaram, contended that the petitioners couldn’t be denied appointment whenever it arose, especially when they possessed the required qualification.

On hearing both sides in both the cases, Justice D. Hariparanthaman set aside the two G.O.s in separate orders and said that they shall be appointed as Junior Assistants. “However, it is made clear that the petitioner’s claim should be considered, after considering the claim of petitioners who are in the waiting list prior to the petitioner,” the judge said.

Finally, CMCH Gets MCI Nod To Continue MBBS Course

COIMBATORE: Following an appeal by the State government, the Medical Council of India (MCI), has finally agreed to continue recognition for Coimbatore Medical College Hospital (CMCH) for the existing 150 MBBS seats for the approaching academic year.

CMCH Dean, A Edwin Joe said that MCI’s executive committee which met on Wednesday, decided to accept the compliance report submitted by the college this March to continue the recognition.

Earlier, the MCI had recommended to the Centre to discontinue recognition for CMCH to offer MBBS degree for the academic year 2015-16.

In response to the hospital’s request to increase the undergraduate strength from 150 to 250, a four-member MCI team inspected the institution in January. The assessors report was submitted to the executive committee of the council for consideration.

The committee had pointed out 20 deficiencies, and reasons to reject the proposal to increase the number of seats. In addition to this, the recognition for awarding 150 UG seats was also not supported in the committee’s report.

The Ministry of Health and Family Welfare had sought a personal hearing with the college Dean Edwin Joe. Following this, the dean submitted the arguments on behalf of the Tamil Nadu Directorate of Medical Education on March 13. The MOH had taken up the justification and sent a letter to the MCI.

In the compliance report, it was mentioned that even though the hospital lacked the infrastructure demanded for 250 seats, there was no deficiency preventing MCI from giving permission for the existing 150 seats except for staff shortage (13 per cent).

Clarifying on this, the Dean told Express that during the day of inspection more than four per cent staff were on leave and according to MCI norms less than 10 per cent staff shortage was permissible for 150 seats.

Once the other deficiencies pointed out by MCI are rectified with the help of State and Central Government funds, we will approach for increase in MBBS admissions, he added.

The college management also said that CMCH was added to the list of medical institutions for All India Online UG Counselling’ 15 and 15 percent of its MBBS seats (22) were handed over to MOH and the remaining seats would be filled by the State.

மதுரை: மதுரை விமான நிலையத்தில் நெரிசலை தவிர்க்க வெளிநாடு, உள்நாடு பயணிகளுக்கு தனித்தனி நுழைவு பாதைகள் அமைக்க விமான போக்குவரத்து ஆணையம் நடவடிக்கை எடுக்க வேண்டும்.
மதுரையிலிருந்து சர்வதேச விமானங்களை இயக்க ஏதுவாக ரூ.135 கோடியில் அமைக்கப்பட்ட டெர்மினல் 2011ல் பயன்பாட்டிற்கு வந்தது. தற்போது கொழும்பு, துபாய்க்கும், சென்னை, மும்பை உட்பட நாட்டின் பிற பகுதிகளுக்கும் விமானங்கள் இயக்கப்படுகின்றன.

கொழும்புக்கு ஒரு நாளைக்கு இரண்டு, துபாய்க்கு ஒரு விமானம் இயங்குகிறது. தென் மாவட்டத்தினர் ஏராளமானோர் துபாய் உட்பட மேற்கு ஆசியா நாடுகளில் பணிபுரிகின்றனர். மதுரையிலிருந்து துபாய்க்கு விமானம் இயக்கப்பட்டதற்கு பிறகு, தினமும் சராசரியாக 150 பேர் சென்று வருகின்றனர். கொழும்பு செல்லும் பயணிகளின் எண்ணிக்கையும் அதே அளவு உள்ளது.
மதுரை விமான நிலையத்திற்கு தினமும் ஆயிரத்து 200க்கும் மேற்பட்ட பயணிகள் வந்து செல்கின்றனர். ஆனால் வெளிநாட்டு பயணிகள் மற்றும் உள்நாட்டு பயணிகளுக்கு செல்ல தனித்தனி பாதைகள் இல்லை. வெளிநாட்டு மற்றும் உள்நாட்டு பயணிகள் ஒரே வரிசையில் நிற்க வேண்டியுள்ளது. இதனால் காலதாமதமாவதுடன் நீண்ட நேரம் நிற்க வேண்டியுள்ளதால்,
பயணிகள் அவதிக்குள்ளாகின்றனர். வெளிநாட்டிற்கு செல்லும் பயணிகள் செல்வதற்கு என்று உள்ள தனிப்பாதையை செயல்பாட்டிற்கு கொண்டு வர வேண்டும். இடவசதியின்மை, விமான நிறுவனங்களில் ஊழியர்கள் இல்லாதது போன்றவற்றை இதற்கு காரணங்களாக அதிகாரிகள் தெரிவிக்கின்றனர்.

பயணிகள் விமான நிலையத்திலிருந்து நேரடியாக விமானத்தில் ஏறி அமரும் வகையில் மூன்று ஏரோ பிரிட்ஜ்கள் உள்ளன. அவற்றையும் விரைந்து பயன்பாட்டிற்கு கொண்டு வர வேண்டும்.

VC shares varsity’s vision over high tea

MANGALURU: To commemorate the end of the academic year, K Byrappa, vice-chancellor of Mangalore University, hosted a high tea for the varsity's staff on Wednesday. Such a ceremony was celebrated for the first time in the 35-year-old university.

The VC's invitation came as a surprise to many. A simple note was circulated by registrar P S Yadapadithaya. It said: "As the academic year 2014-15 is coming to an end, honourable VC would like to thank you for your unstinted support in the success of all activities and programmes of the university. You are cordially invited for a high tea hosted by the VC on May 13 at 11.30am."

K Chinappa Gowda, faculty, department of Kannada, said, "We have had VCs in the past who have reviewed the standing of the departments at the end of each academic year. But that was more at an individual level." Echoing this sentiment, Jogan Shankar, a senior faculty, from the department of sociology said, "This is a rare gesture on the part of the VC to invite the stakeholders for high tea and share his vision for the university's development with us."

True to the spirit of the note, Byrappa said, "This is a thanksgiving high tea for projecting our university in a big way. The last five months has seen the number of academic activities increase enormously in the campus, which has become more vibrant. It has given the university a greater visibility in the eyes of the public and the stakeholders."

Thanking the faculty, Byrappa said that it is this support that has propelled the university further. He lauded the heads of various chairs for being active in their respective domains. B Narayana, registrar (evaluation), was present.

Mangalore University restricts intake of foreign students to 100

MANGALURU: Mangalore University's ambitious plan to attract more foreign students has hit an infrastructure roadblock. With its proposed international students' hostel at least year away from becoming a reality, the varsity plans to restrict their intake to 100 students.

The university is faced with the prospect of having to accommodate more foreign students who have applied for post-graduate and PhD programmes. Despite having initiated the plan to attract foreign students in the middle of academic year 2014-15, the university could attract just 19 foreign students - two for post-graduate programmes and the rest for doctoral research. But for the forthcoming academic year, 2015-16, the university has received more than 530 applications. The deluge of applications has set the university thinking on where to accommodate them.

Acknowledging this, vice-chancellor K Byrappa on Thursday said: "While the high number of applications is a vindication of the quality of education that the university offers, we need to have the facility in place for these students." The issue will be addressed once the international students' hostel is constructed on the sprawling Mangalagangothri campus.

Ravishankar Rao, director, International Students' Centre, said the university has for now accommodated the 19 foreign students in a floor of its refurbished Nethravathi guest house. "The surge in applications will be a logistical challenge for us," Rao admitted. The vice-chancellor is seized of the matter. "Applications have come in from Asian and African countries, and even from neighbouring Nepal."

The vice-chancellor said: "We will accommodate the new foreign students in a refurbished wing of the Souparnika hostel for boys. Likewise, women foreign students will be put up in a refurbished wing of the working women's hostel on the campus. The shortfall in accommodation for local students will be met by extending the existing boys' hostel."

An international students' hostel will encourage foreign students to consider studying at Mangalore University. "While PG students will get the hostel facility for two years of their stay on the campus, we are thinking of restricting this period to three years for PhD students. From the fourth year, the students can find accommodation on their own," Byrappa said. This is the norm followed in universities in the West so as not to inconvenience newcomers.

Wrong entry during e-payment puts Rs15L in another’s credit

MADURAI: The next time when you are making an e-payment, check twice for the payment code as there is a possibility it may go wrong. This is what happened to one M/s Sundaram Industries Limited, a manufacturer of rubber products functioning on Usilampatti Road, Kochadai, Madurai which had to undergo the hassles of running behind court over a wrong entry.

The company is an assesse under the department of Central Excise, Madurai division. On November 6, last year while making payment of Rs 15 lakh towards excise duty through e-payment, the company wrongly mentioned its assessee code as AABCS5320JXM001 instead of AABCS5320HXM001, wherein one letter viz., "J" had been wrongly mentioned instead of "H".

It resulted in the wrong entry of credit from the account of a different assessee (M/s Suri Impex, Gurgoan). Immediately after coming to know about it, the company effected another payment the next day to an extent of the same amount along with interest. Thereafter, the petitioner company sought refund of the payment made on November 6.

As it was not done so, the company authorised by its signatory filed a case before the high court bench seeking direction to the central excise to refund the amount.

During hearing, the central excise told the court that during the course of process of the petitioner's refund application, a letter was addressed to the assistant commissioner (AC) of Central Excise, Gurgoan, on January 1, last to confirm the payments said to have been made by the petitioner under the wrong code belonging to M/s Suri Impex.

The assistant commissioner certified that M/s Suri Impex had applied for surrender of registration and there are no dues pending against it at present. In the meantime, M/s Suri Impex also said that it had no objection in refunding Rs 15 lakh to the petitioners.

The petitioner also submitted a letter of State Bank of India certifying that the payment has wrongly been made. The petitioner also furnished an indemnity bond undertaking to indemnify the loss on account of the department sanctioning refund of Rs 15 lakh to them.

Following it, justice S Vaidyanathan passed order disposing the petition. "Admittedly, while making e-payment, the petitioner company has wrongly mentioned its assessee code. Apart from that, the petitioner has made the payment twice. In view of the above said position, the petitioner is entitled to get refund of the payment wrongly made on November 6. Therefore, the respondent (central excise) is directed to refund the said amount to the petitioner's company," the judge said.

MCI recommends 100 seats for new college in Chennai

The Medical Council of India has recommended to the Central government that the new medical college coming up on the Omandurar Estate be permitted to add 100 seats this academic year.

With this, the number of seats available in government medical colleges under single window counselling is expected to go up to 2,655.

Of these, 85 seats will be allotted to students in the State and 15 seats will be reserved for All India Quota.

C. Bhirmanandham, MCI vice-president, said the inspection team was satisfied with the facilities in the college and had recommended that it be permitted to admit students for the 2015-2016 academic year.

He said all government medical colleges are slated to receive permission to admit students.

Airtel launches 4G trails in Chennai

Airtel mobile users in Chennai can now upgrade to 4G at 3G prices as the company has launched 4G trials in the city.

With the current 3G prepaid recharges or postpaid plans, users may be able to access the same quota of data at 4G speed, according to a press release.

Airtel customers with 4G mobile phones can avail this offer at Airtel’s retail touch points across Chennai and upgrade to a 4G SIM, the release said.

Users who have a 4G or LTE enabled handset and a 4G compatible SIM may have to just get into a 3G (postpaid) or 3G recharge, to receive 4G data. If a 4G SIM is inserted into a 3G handset, it will receive 3G network.

Some of the 4G compatible handsets include iPhone, Samsung A series, Redmi 2, Lenovo and One Plus.

Also, as part of a tie-up between Samsung India and Airtel, Samsung retail stores will facilitate 4G SIM swap for people opting to buy 4G mobiles. In addition, Samsung will also offer Airtel 4G SIMs with the handsets, the release said.

Airtel’s 4G services are currently available across India in Chennai, Bengaluru, Pune, Chandigarh and Amritsar.
