Vyapam scam: Medical college dean found dead

M.P. Chief Minister refuses to seek CBI probe.

The Vyapam scam claimed another victim on Sunday with Arun Sharma, Dean of the Jabalpur-based Netaji Subhas Chandra Bose Medical College, being found dead in a Delhi hotel. He was said to be compiling a list of students who gained admission illegally.

Notwithstanding pressure over the growing number of unexplained deaths of accused persons and witnesses, Madhya Pradesh Chief Minister Shivraj Singh Chouhan insisted on Sunday that he could not recommend a CBI inquiry into the case.

‘Not above judiciary’

“My government is not above the judiciary. When the High Court has refused a CBI inquiry, how can we order it?” the Chief Minister said.

Mr. Chouhan said a special investigation team was probing the scam under the supervision of the Madhya Pradesh High Court and ordering an investigation by any other agency was the prerogative of the court.

He insisted that no other case in the country had been investigated as closely as Vyapam had been till date.

“The moment the HC decided to monitor it, that very day the State government’s role ended in the scam. When the probe is being carried out under court monitoring, the State government cannot be above the court or the Supreme Court,” he said.

In the latest deaths associated with the scam, Akshay Singh, a TV reporter from Delhi, had a sudden heart attack on Saturday while reporting on the scam. He had just concluded an interview with the parents of one of the accused who died in suspicious circumstances in 2012.

On Sunday morning, Dr. Arun Sharma was found dead in Uppal Hotel in Delhi. His death comes exactly a year after his predecessor, D.K. Sakalley, died of burns at home. Both were said to be compiling a list of students who had gained admission illegally.

The police said that there were no visible injuries on Dr. Sharma’s body and that prima facie it appeared to be a natural death. In Bhopal, the speculation was that it was a case of suicide.

Chouhan agrees to send Singh’s viscera to AIIMS for forensic tests

As the repercussions of the growing number of unexplained deaths related to the Vyapam scam grow, Mr. Chouhan agreed on Sunday to send the viscera samples of journalist Akshay Singh to the All India Institute of Medical Sciences (AIIMS) for examination.

Mr. Chouhan was responding to a request from the India Today group whose journalist Singh died in mysterious circumstances on Saturday while reporting on the scam.

Mr. Chouhan now seems to be facing pressure from within his party. On Saturday, his closest rival in Madhya Pradesh, Kailash Vijayvargiya, conducted a large rally in Bhopal apparently to celebrate his appointment as BJP national secretary. Party insiders however, read it as a show of strength and a subtle attempt to increase the pressure on the Chief Minister.

Mr Chouhan, who addressed a press conference on Sunday, said that every death in the case was unfortunate and all of them should be probed. He said he had written to the special investigation team monitoring the probe to look into the sudden death of the journalist. He said, however, that his State government had no role in the investigation in the Vyapam scam since the High Court started monitoring the probe.

இரண்டாம் ஆண்டு, மூன்றாம் ஆண்டு மாணவர்கள் சிலர் குழுகுழுவாக பிரிந்து அந்த மாணவர்களை தனித்தனியாக அணுகினார்கள்.

‘நாங்களும் புதிய மாணவராய் இந்த கல்லூரிக்குள் அடியெடுத்துவைத்தபோது, இப்படித்தான் நட்புக்காக ஏங்கினோம். எங்களுக்கு நண்பர்களை ஒருங்கிணைத்து தரவும், வழிகாட்டவும் யாரும் முன்வரவில்லை. அதனால் ரொம்ப கஷ்டப்பட்டோம். நாங்கள்பட்ட அதே கஷ்டத்தை நீங்களும் அனுபவிக்கக்கூடாது என்பதற்காக, ‘பர்ஸ்ட் டே பார்ட்டி’ ஒன்று ‘அரேன்ஞ்’ பண்ணியிருக்கோம். நீங்க பணம் எதுவும் தரவேண்டாம். நட்புக்காக எல்லா செலவுகளையும் நாங்களே செய்கிறோம். அந்த பார்ட்டியில் புதிதாக சேர்ந்திருக்கும் மாணவர்கள் நிறைய பேர் கலந்துகொள்வார்கள். ஒருவருக்கொருவர் மனம்விட்டுப் பேசி உங்களுக்கு பிடித்த நண்பர்களை தேர்ந்தெடுத்துக்கொள்ளலாம்..’ என்றனர்.

பெரும்பாலான மாணவர்கள் அதற்கு இசைவு தெரிவித்தனர். ‘எந்த இடத்தில் எப்போது பார்ட்டி?’ என்று கேட்டனர்.

‘நாங்க சவுகரியமான இடத்தை தேடிக்கொண்டிருக்கிறோம். இரண்டொரு நாளில் முடிவு செய்ததும் தகவல் தருவோம். உங்கள் செல்போன் நம்பரை மட்டும் தாருங்கள்’ என்று கேட்டு வாங்கிக்கொண்டார்கள்.

அடுத்த நாளே புதிய மாணவர்களுக்கு தகவல் போனது. அடுத்து வந்த லீவு நாளில், குறிப்பிட்ட ஓட்டல் ஒன்றில் குறிப்பிட்ட நேரத்தில் கூடும்படி கூறினார்கள்.

நாற்பது மாணவர்கள் அந்த ஓட்டல் முன்னால் திரண்டனர். அங்கு தயாராக நின்றிருந்த பஸ் ஒன்றில் அவர்கள் ஏற்றப்பட்டு, நகரின் ஒதுக்குப்புற பகுதியில் உள்ள அரங்கம் ஒன்றில் இறக்கப்பட்டனர். சுவையான உணவுகள் அவர்களுக்கு வழங்கப்பட்டது.

நேரம் சென்றுகொண்டிருந்தது. இரவு வந்தது. நடனமும், இசையும் அங்கு அரங்கேறியது. மாணவர்கள் அவைகளை ரசித்தபடியே ஒருவருக்கொருவர் அறிமுகமாகிக்கொண்டார்கள். அவர்கள் போதும் போதும் என்று சொல்லும் அளவுக்கு விதவிதமான உணவுகள் வந்துகொண்டிருந்தது.

‘இவ்வளவு சிறப்பாக பார்ட்டியை நடத்துகிறார்கள். விலை உயர்ந்த உணவுகளை அள்ளி வழங்கிக்கொண்டிருக்கிறார்கள். இதை எல்லாம் அவர்களால் சும்மா எப்படி தரமுடிகிறது?’ என்று யோசிக்கும் நிலையில் பெரும்பாலான மாணவர்கள் இல்லை.

ஆட்டமும், பாட்டமும் அமர்களப்பட்டுக்கொண்டிருந்தபோது, ஒருவர் அங்கிருந்த மேடையில் தோன்றினார். நட்பின் பெருமையை விளக்கிப்பேசினார். பின்பு, ‘நட்பை ஏற்றுக்கொள்ளும் அளவுக்கு நாம் முதலில் நம்மை பக்குவப்படுத்திக்கொள்ளவேண்டும். அதற்காக நம்மையே நாம் அறிய வேண்டும். நம்மை அறிந்தால்தான் நம்மால் குழுவோடு இணைய முடியும்’ என்று பொடிவைத்து பேசினார்.

அதன்பின்பு நேரம் செல்லச் செல்ல உள்ளே மதுவும், சில வகை போதை பொருட்களும் கொண்டு வரப்பட்டன. பரிமாறப்பட்டன.

மறுநாள் காலையில் பஸ்சில் ஏற அவர்களால் முடியவில்லை. அரை மயக்கத்தில் இருந்தார்கள். அந்த மயக்கம் தங்களுக்கு தொடர்ந்து தேவை என்ற நிலைக்கும் அவர்களில் பலர் வந்துவிட்டார்கள். முதலில் ‘ஓசி’ என்றாலும் பின்பு இதற்கு மிகப்பெரிய விலையை கொடுக்கவேண்டியதிருக்கும் என்பது அந்த மாணவர்களுக்கு புரியவில்லை.

Deadly sting: Hospital workers seen removing, selling organs from bodies

MEERUT: In a shocking scam, a sting operation done by a team of anti-corruption activists has revealed that workers in some Uttar Pradesh hospitals who assist doctors in conducting post-mortems have been removing organs from human bodies and selling them to tantrikswho use them for black magic. A liver went for Rs 5,000. But a heart could go up to as much as Rs 20,000. TOI has procured videos of the sting operation.

Meerut district magistrate Pankaj Yadav on Saturday said he has sent a report to the government and sought a probe into the incident while CMO Ramesh Chandra said instructions have gone out "that no human body should be opened or closed for post mortem without the presence of police".

In the video, a worker at the post-mortem house is seen explaining the rates to a man who pretends to be a potential buyer. He then says: "Liver from a fresh body costs Rs 5,100 while that of a body that's few days old can be purchased for Rs 2,000." The worker goes on to claim that he recently sold the organ of a police official who died in an accident in Meerut on June 22 for Rs 5,100.

According to the worker, these organs are mostly procured by tantriks who perform black magic. "Generally, liver is the most sought-after organ but a few tantriks also look for other organs like heart," said Kapil Patiyal, one of the team members who conducted the sting.

District hospital authorities said they had no idea how long this scam had been running. Chandra said, "It is quite unfortunate that such an inhuman activity is taking place here. We have issued strict instructions that no human body must be opened or closed for post-mortem without the presence of police and doctors."

Superintendent of police (city) Om Prakash added, "This is the first time we have heard something of this kind. It is not only unethical but illegal as well. There is a whole procedure and consents are taken when an organ is removed from a body. And most of the time, it is done for transplantation. The matter is still under investigation by civic authorities. We will act only once a case is filed in the matter."

Vaigai Express to get high-end loco from July 6

MADURAI: The Madurai railway division has announced that one of its premium trains, the Madurai - Chennai Egmore Vaigai Express would be hauled by Indian Railways' most powerful passenger locomotive, WAP-7, on a permanent basis. While the train would get the 6120 horsepower loco from Chennai Egmore on July 6, the first service from Madurai will begin from July 7, officials from the Southern Railway electrical department said.

They said the locomotive benefits loco pilots and railways in general. Not only does it enable smooth acceleration and deceleration, but is also equipped with more power and regeneration capacity, which can help the railways operate more trains on the section without incurring additional cost on power. More automation features help loco pilots to operate the train without complexity, they said. "Overall, the locomotive benefits all stake holders," said an official.

Divisional railway manager, Sunil Kumar Garg said a request has been placed for more advanced locomotives for operation of trains. "We are getting WAP-7 for Vaigai first and a request has been placed with the headquarters to allot more such locomotives for the division," he said. A total of 22 loco pilots are required to operate express and mails when these locos are assigned and the personnel are given training to operate them, officials said.

The locomotive's goods variant, WAG-9 has been hauling freight trains in the division from May. The steep gradient between Kalpattichathiram and Ayyampalayam for a stretch of 32 km has come as a boon for the division as these locomotives regenerate good amount of electricity.

High court directs that seats be provided to accused during trial

CHENNAI: Why should people accused in criminal cases not be allowed to sit in court halls during trial, the Madras high court has asked.

"We see no reason why, if there are benches vacant, even the accused who come to the court cannot be seated there," said the first bench comprising Chief Justice Sanjay Kishan Kaul and Justice T S Sivagnanam, in an apparent bid to make the court experience easier for not only witnesses, but also the accused.

The judges then directed the court's registrar-general to look into the issue and make available seating facilities for accused in the criminal and trial courts.

"We find it difficult to accept that any court would deliberately make a woman or an expectant mother to stand in the court," they observed, adding that if a person is of advanced age or if any expectant mother even in the witness box that person can be seated, if required. "The purpose is to record the testimony and not to cause pain or physical inconvenience," they said.

In this regard, the judges cited the 33-year old judgment of the Supreme Court in the Avatar Singh and others Vs State of Madhya Pradesh (1982) case which said: "We are unable to understand how any court in our country can at all insist that the accused shall keep on standing during the trial, particularly when the trial is long and arduous. We hope that all the high courts in India take appropriate steps, if they have not already done so, to provide in their respective criminal manuals required under Section 477(1) of the CrPC, that the accused shall be permitted to sit down during the trial unless it becomes necessary for the accused to stand up for any specific purpose as for example for the purpose of identification."

Reiterating the need to follow the dictum laid down by the Supreme Court, the first bench said the high court's registrar-general should issue necessary direction/office order in the matter.

The judgment has come at a time when trial courts are making witnesses and suspects go through highly forgettable court experiences, said former special public prosecutor for human rights court V Kannadasan. "In most trial courts, accused and those who come to courts for surrender or recall of warrants are made to squat on the floor, and no one is allowed to enter with chappals on. Accused are herded into the box with folded hands and bowed heads," he said.

The issue of providing seats to witnesses and accused came up for court's consideration when a PIL filed by A Jaiganesh of Satta Panchayat Iyakkam came up for hearing. Seeking a direction to all judicial and quasi-iudicial forums in Tamil Nadu to re-arrange their paraphernalia in such a way as to treat victims, witnesses and suspects with dignity by offering them a seat, the PIL submitted that citizens arraigned as accused and summoned by criminal courts are denied a seat and forced to stand for hours.

It also cited the case of the arrest of RTI activist Siva Elango, who was detained for taking a seat during a hearing at Tamil Nadu State Information Commission. Assailing the "mindset" of judicial and quasi-judicial authorities and the treatment meted out to Siva Elango, the PIL claimed that the then chief information commissioner had told protesting RTI activists that he was a retired chief secretary of a state and hence others should remain standing during hearings.

Relegating victims, witnesses and suspects in criminal and civil trials to the far-end of court halls and herding them like cattle is unfair, the PIL said.

Chhattisgarh government’s no fee refund policy for MBBS seats cause anxiety among aspirants

Chhattisgarh government's latest policy of "no refund" of fee to MBBS students, who have taken admission in medical colleges through the state's PMT, is causing anxious moments to many parents as the All-India Pre-Medical Test (AIPMT), which was cancelled by the apex court due to fraud and cheating, is being re-conducted on July 25, which coincides with the second session of counselling for the seats in the state.

According to officials, Chhattisgarh's new PMT Admission Rules 2015 clearly state that of no fee would be refunded to students once admission is granted to them. The first counselling session for filling up 82 % of the available 805 MBBS seats in the state has already been held and the second session is scheduled for July 25.

Talking to TOI, a concerned parent said he would stand to loose the Rs 3.8 lakhs deposited for his son's admission in Chandulal Chandrakar Medical College, in case he clears his AIPMT exam and gets admission in a better college. He suggested that the state government should delay the counselling and the admission process till the declaration of the AIPMT results.

"What would happen if I go ahead with the PMT counselling and pay the fee to secure my seat here, but later also clear the AIPMT," said a student, requesting anonymity. He said he had checked with the admission cell and they had clearly told him that no fee would be refunded.

When contacted Director medical education, Pratap Singh, confirmed that the fee will not be refunded once a student gets admission in any of the college during counselling. He said if any student clears AIPMT and chooses Chhattisgarh then he would have to first surrender his or her seat of state quota of that college and then take admission under AIPMT quota with full fee.

Officials said earlier, the government used to permit refund of fee after 10% deduction as administrative charges. However, new rules do not permit this. Incidentally the first year's fee in government colleges is Rs 29000 and in private colleges (state quota) is Rs 3.80 lakhs.

Another AIPMT aspirant, Prafful, (name changed) said, "It has become really difficult for us. We have to make preparations for the AIPMT again and at the same time schedule our counselling at medical colleges". He said many parent have written to the MCI and health ministry to postpone the counselling in medical colleges.

Appreciating the decision of the Supreme Court, a professor in a medical college said, "It is good that the SC has given an early deadline of August 17 to the CBSE for declaring result. This would ensure that the session is not delayed".

Fill vacancies without loss of time in the interest of students: court

Whenever a post fell vacant following the resignation, retirement or death of a serving teaching faculty, the college management shall fill the post by a qualified teacher without loss of time in the interest of the students, the Madras High Court has observed.

Passing a common order on a batch of petitions, Justice D. Hariparanthaman recalled the court’s interference in the action of some educational institutions which had refused to approve the appointment of teachers, since “that action would ultimately affect the poor students who will seek admission in various courses in aided colleges, wherein no fee or nominal fee is collected.”

Several petitioners working in Scott Christian College at Nagercoil had moved the court seeking to direct the Director of Collegiate Education to approve their appointment as assistant professors in various departments of the college in the existing vacancies with monetary and all other service benefits on the similarly placed persons.

The Director of Collegiate Education had issued a proceeding on April 4 to the Registrar of Manonmaniam Sundaranar University stating that it should not grant approval for the qualification unless the authorities concerned sanctioned the grant and hence the petition.

The judge directed the Collegiate Education officials to grant approval to the appointment of the petitioners within four weeks as they were appointed against the regular vacancies.

‘Cannot deny VRS for already punished employee’

A government servant, who had already faced disciplinary proceedings initiated by the department, cannot be disqualified from opting for voluntary retirement from service, the Madras High Court has held.

Passing orders on a petition by R. Lakshmi of Motor Vehicles Maintenance Department, Justice D. Hariparanthaman said that Rule 56 (3) (e) of the Fundamental Rules placed restriction for going on voluntary retirement only if disciplinary proceeding was contemplated or pending.

The petitioner, who had put in over 37 years of service, had on April 20 sought permission to go on voluntary retirement which was rejected by the authorities and hence the petition.

The Additional Government Pleader submitted that the petitioner’s increment was stopped for three years with cumulative effect from 2005 and the same was considered her disqualification to opt for voluntary retirement.

The judge said that a person seeking voluntary retirement shall be allowed to retire voluntarily unless there was any disqualification, and quashed a Government Order rejecting her application seeking voluntary retirement.

Further, the court directed officials to relieve her from service by July 31.

Denial of subsistence allowance is deprival of livelihood, says HC

Describing that denial of subsistence allowance amounted to deprival of an employee’s livelihood, the Madras High Court has observed that the management of a cooperative society cannot deny payment of the allowance to a suspended employee on the ground that it was incurring loss.

In a recent order, Justice D. Hariparanthaman said, “If the society is running at loss, it can very well close its business. The alleged loss incurred by the management cannot be a ground to deny the payment of subsistence allowance.”

Petitioner G. Mohanan sought a direction to the authorities to disburse the subsistence allowance to him for the period under suspension from November 26, 2012 to May 31, 2015 to the tune of Rs. 8.99 lakh for every succeeding month.

Counsel appearing for the co-operative society said that though it was willing to pay the allowance, it sought six months to pay the arrears of subsistence allowance.

The judge said, “I am not inclined to give the time sought for. Denial of subsistence allowance amounts to deprival of livelihood and is violative of Article 21 of the Constitution.”

The judge further directed the president of Meyyur Primary Agricultural Co Operative Society at Uthukottai in Tiruvallur district to pay arrears of subsistence allowance to the petitioner within four weeks and continue to pay the allowance every month till the completion of disciplinary proceedings.

Annual increments come 14 years after retirement

Almost 14 years after he retired, a 73-year-old man is all set to receive the annual increments which he was supposed to have been paid during his 39-year service in the Highways Department. An order to this effect has been passed by the Madras High Court.

Justice D. Hariparanthaman directed the Chief Engineer of the Highways Department and the Director of Rural Development Department to take appropriate action for getting annual increments for petitioner K. Velappan for his entire service within 12 weeks and he shall be paid the arrears accordingly.

The petitioner joined the Department as Road Inspector on November 15, 1961 and his service was regularised from January 14, 1965. However, he was not sanctioned annual increments from the day he joined service to December 21, 1988 in view of the delay in the orders of regularisation issued to him.

Till the day he retired from service as Junior Engineer on August 31, 2000, he was not sanctioned even a single increment except the minimum scale of pay in the respective posts.

Even after 14 years of retirement, the petitioner was being paid a sum of Rs. 2,750 as provision pension.

மதிய உணவு நேரத்தில், சிவாஜி இருக்கும் நேரம் பார்த்து, ராதாவின் இம்பாலா கார் அங்கு வந்து நின்றது. அதில், நிறைய வைக்கோல் கட்டுகள் ஏற்றப்பட்டிருந்தன.
'கணேசா... பாத்தியா இம்பாலா காரை....' என்றார் ராதா.
'என்னண்ணே... வைக்கோல் கட்டெல்லாம் ஏத்திக்கிட்டு...' என்றார் சிவாஜி.
'அது என்ன வெறும் தகரம் தானே... தோட்டத்துக்கு வைக்கோல் ஏத்திட்டுப் போக, வண்டி கிடைக்கலன்னு சொன்னான் வேலையாள். சரி... இம்பாலால ஏத்திக்கோன்னு சொல்லிட்டேன். வைக்கோலை நாம வேற எதுல போட முடியும்... இம்பாலால தான் போட முடியும்...' என்றார்.
ஒருநாள், ஒப்பனையாளர் கஜபதியை அழைத்து, கையில் பணத்தைக் கொடுத்து, 'இளங்கோவனைத் தெரியுமா?' என்று கேட்டார் ராதா.
'நல்லா தெரியும்ண்ணே...' என்றார் கஜபதி.
'அப்படியா... சரி அந்தப் பணத்தைக் குடு...' என்று கஜபதியிடம் இருந்து பணத்தை வாங்கி, தன் டிரைவரிடம் கொடுத்து, இளங்கோவனிடம் கொடுக்கச் சொல்லி அனுப்பினார்.
கஜபதிக்கு ஒரு மாதிரி ஆகி விட்டது. அவரின் முகம் மாறுவதைக் கண்ட ராதா, 'என்னய்யா ஒரு மாதிரி இருக்க?' என்றார்.
'இல்லண்ணே... நான் கொடுத்துட மாட்டேனா... அவ்வளவு நம்பிக்கை இல்லையா...' என்றார் கஜபதி.
'இளங்கோவன் எவ்வளவு பெரிய வசனகர்த்தா. கொடி கட்டிப் பறந்தவரு. செட்டுல வசனத்துல ஒரு வார்த்தை மாத்துறதுன்னாக் கூட, அவரைத் தேடிப் போய் அனுமதி வாங்கித் தான் மாத்துவாங்க.
'அவரு ஒஹோன்னு இருக்கறப்போ நீ பாத்துருக்க; அவரை நல்லாத் தெரியும்ன்னு வேற சொல்லுற. இப்ப அவரு நிலைம சரியில்ல; அவர் வீட்டை ஜப்தி செய்யப் போறாங்களாம். நீ போய் பணம் கொடுக்குறப்போ என்ன நினைப்பாரு... 'நம்ம நிலைம இப்படி ஆயிருச்சே'ன்னு வருத்தப்படு வாருல்ல... அதான் தெரியாதவங்க மூலம் கொடுத்தேன். அவரு அவமரியாதையா நினைக்கக் கூடாதுல்ல...' என்று தெளிவுபடுத்தினார்.
பொதுவாகவே ராதா ஏராளமான தர்ம காரியங்கள் செய்வார்; கேட்டவர்களுக்கு எல்லாம் இயன்ற அளவு உதவுவார். எந்த உதவியையுமே வெளியில் தெரியாமல் செய்ய வேண்டுமென்று நினைப்பார்.
'மாசத்துல ரெண்டு நாள் மட்டும் ப்ரீயா விட்டுரு; மத்தபடி சினிமாவுக்கு கால்ஷீட் கொடுத்துரு...' என்று கஜபதியிடம் சொல்வார்.
ஒரு நாளைக்கு மூன்று கால்ஷீட் கொடுத்து, இரவு, பகலாக நடித்து வந்த நேரத்திலும், மாதத்தில் இரண்டு நாட்களாவது, நாடக மேடையில் நடித்தால் தான், ராதாவுக்கு நிம்மதியாக இருக்கும்.
'அந்த தேதியில நாடகம் இருக்கே... அன்னிக்கு வேண்டாமே...' என்பார். நாடகத்துக்காக ஒதுக்கிய நேரத்தில், எக்காரணம் கொண்டும், சினிமாவுக்கு கால்ஷீட் தர மாட்டார்.
தன்னை நம்பியிருந்த தன் நாடகக் குழுவினருக்கு செய்யும் சிறு உதவியாக அதை நினைத்தார் ராதா. அவ்வப்போது அவரைத் தேடி, நாடகக் குழு ஆட்கள் உதவி கேட்டு வருவர்.

DCI wants faculty report every 3 mths

To put an end to the fly-by-night faculty system, the Dental Council of India (DCI) has shot off a circular asking colleges to submit a report on its teaching staff once every three months. Till now, the colleges would send a report annually, just before the DCI inspection. Officials felt that many colleges were 'arranging' the faculty members during inspection and once the colleges got the requisite approvals, the faculty went absconding.

In the latest circular, the DCI officials say, "It has come to the notice of the council that dental colleges, after their recognition of BDS/MDS degrees, are removing their teaching staff abruptly leading to vacant staff positions for considerable time, thereby depriving the students and lowering the teaching standards.

The colleges are hereby directed to maintain full permanent staff strength and infrastructural facility throughout the academic session. All colleges are directed to forward the entire staff position every three months to the council failing which strict action will be initiated as per Dentist Act and regulation."

Mirror had earlier reported how the Medical Council of India (MCI) and DCI inspection teams were duped by many private medical and dental colleges with fictitious staff. MCI is now going in for radio frequency identification cards (RFIDs) for all staff.

தமிழ்த் திரைப்படங்களில் ஜெமினி கணேசனுக்கு வாய்த்த சில நல்ல திரைப்படங்களில் ஜெமினி ஸ்டூடியோ தயாரித்த ‘வாழ்க்கைப் படகு’ முக்கியமானது. 1965-ம் ஆண்டில் வெளியான இப்படத்தில் ஜெமினி கணேசன், முத்துராமன், ரங்காராவ், டி.எஸ். பாலையா, நாகேஷ், மனோகர், பாலாஜி போன்ற நட்சத்திரப் பட்டாளத்துடன், அனைவருக்கும் ஈடுகொடுக்க வேண்டிய நிலையில் தேவிகா சவாலான கதாபாத்திரம் ஏற்று நடித்த படம். வேப்பத்தூர் கிட்டு இப்படத்தின் கருவை ஒரு ஃபிரெஞ்ச் நாவலிலிருந்து பெற்றார். இப்படம் 1962-ம் ஆண்டு ‘ஜிந்தகி’ என்ற பெயரில் இந்தியில் இதே ஜெமினி ஸ்டூடியோவால் தயாரிக்கப்பட்டது. இதன் பிறகு மூன்று ஆண்டுகளுக்குப் பிறகு தமிழில் ‘வாழ்க்கைப் படகு’ ஆனது.

இந்திய மனங்களில் உறைந்துபோன ‘கற்பு’ என்னும் கருத்தாடல் முக்கியமான சிக்கல். இந்திய மனம் ‘காதல்’ என்பதை ஒரு ஆணுக்கும் ஒரு பெண்ணுக்கும் மட்டுமே உரித்தானதாகப் பார்க்கிறது. ஒரு பெண்ணின் திருமண வாழ்க்கை என்பது இன்னொரு ஆண்மகனுடன் உள்ள எல்லாத் தொடர்புகளிலிருந்தும் துண்டித்துக்கொண்டு நிற்பதாகும். குடும்ப அமைதியின் ரகசியம் இங்குதான் அடங்கியுள்ளது. இதைப் பேணி நடக்கும் பெண் கற்புக்கரசியாகிறாள். இங்கு சிறிதளவு ஐயம் ஏற்பட்டாலும் அது குடும்ப வாழ்க்கையைச் சீரழித்துவிடுகிறது. இந்தப் பிடிமானத்தை அடிப்படையாக வைத்துத் திரைக்கதையாக்கப்பட்ட படம்தான் ‘வாழ்க்கைப் படகு’.

நடிகை எனும் அடையாளம்

வேலை தேடி அலைகிற சீதா (தேவிகா), தனக்கு வேலை கிடைத்திருப்பதாக அம்மாவிடம் சொல்லும் காட்சியில்தான் படம் தொடங்குகிறது. சீதா அந்த வேலை குறித்து அம்மாவிடம் சொல்லும்போது மிகவும் மகிழ்ச்சியுடனும் திருப்தியடைந்தவளாகவுமே சொல்கிறாள்; ஆனால் அம்மாவோ திகைக்கிறார். காரணம், கிடைக்கிற வேலை நாடக நிறுவனத்தில்; அதுவும் நடிகையாக!

இந்த ஆரம்ப முரண் மிகவும் கவனிக்கத் தக்கது. அது மாறிவரும் இந்தியப் பெண் மனத்தின் சிந்தனை முறை. இளம் பெண்ணான சீதா தான் நடிகையாவதில் பழைய கோட்பாடுகளை மனதில் கொள்ளவில்லை; அவளைப் பொறுத்த அளவில் அதுவும் ஒரு வேலைதான் அரசுப் பணி போல அல்லது ஒரு நிறுவன ஊழியர்போல.ஆனால் பழமை மனம் கொண்ட அம்மா நாடக வேலை என்றதுமே துணுக்குற்றுவிடுகிறாள்.

சீதாவைக் காதலிக்கும் ராஜன் (ஜெமினி கணேசன்) ஜமீன்தார் ராவ் பகதூரின் (ரங்காராவ்) மகன். அவனுடைய காதலைத் தன் அதிகார அந்தஸ்தின் பொருட்டாக மட்டுமல்லாமல், அவள் ஒரு நடிகை என்ற நிலையிலும் ராவ் பகதூரால் ஏற்றுக்கொள்ள முடியவில்லை. சீதாவின் மனநிலையைத் தெளிவாகப் புரிந்துகொண்ட பின் ராவ் பகதூர் ஒரு நிபந்தனையின் கீழ் தன் மருமகளாகச் சீதாவை ஏற்கிறார்.

திருமணத்தின் பின் நாடக இயக்குநர் கோபாலை எந்தக் காரணம் கொண்டும் சந்திக்கவோ பேசவோ கூடாது. சீதாவுக்கு ஏற்கெனவே அது ஒரு பிரச்சினையாக இல்லாததாலும், கோபால் ஒரு சிறந்த மனிதன் என்பதாலும் அவள் அந்த நிபந்தனையை ஏற்றுக்கொள்கிறாள். எது நிபந்தனையாகிறதோ, அதுதான் பல துயரங்களையும் சோதனைகளையும் குடும்பத்துக்குள் கொண்டுவருகிறது.

ஏற்கெனவே ஒரு நடிகையின் மீது சமூகத்துக்கு (ஜமீன்தாருக்கும்) இருக்கும் வற்றாத அந்த உள்ளுறைந்த ஐயம் தன்னை மறுபடியும் ஆங்காரமாக நிலைநிறுத்தப் பார்க்கிறது. இதனால் சீதாவின் வாழ்க்கை, கடலில் சிக்கிய துடுப்பில்லாத படகாக ஆகிறது. இந்தச் சிக்கல்களிலிருந்து மீண்டு வருவதில் உள்ள சுழற்சிகள் நம் மனநிலைக்கு ஒத்தடம் கொடுத்து சமன்செய்கின்றன.

கண்ணதாசனின் பங்களிப்பு

இந்தப் படத்தின் பாடலாசிரியரான கண்ணதாசன் கிட்டத்தட்ட ஒரு வசனகர்த்தாவுக்கான பங்கையும் எடுத்துக்கொள்கிறார். கதையை நேர்க்கோட்டிலிருந்து பிறழ்ந்துவிடாமல் கொண்டுசெல்லும் பணி அவருக்கு உரித்தானதாகும். கதாநாயகிக்குச் சாதகமான மனநிலையை ரசிகர்களுக்கு உருவாக்குவதில் அவரின் கைவண்ணம் மிளிர்ந்திருக்கிறது.

கண்ணதாசன் தனிப்பட்ட முறையில் இந்திய ஆன்மிகப் பக்குவத்தைப் பெற்றவர்; கற்பு நிலை அவருக்கு உயிரானது. மனங்களின் தூய்மையையும் விரும்புகிறவர். ஆனால் ஒரு பெண்ணின் கற்புக்கு எப்போதும் சவால் விடுகின்ற நாடகக் கலையையும், அதில் நடிக்கும் பெண்ணையும் சமூகம் எந்த விதமாகப் பார்க்கும் என நன்றாகப் புரிந்துகொண்டு, பழமை மனங்களுக்கு நியாய உணர்வைப் போதிப்பதைப் போல பாடல்களை எழுதியிருக்கிறார். ஒரு பாடலில்..

“காதலித்தல் பாவமென்றால் கண்களே பாவமன்றோ

கண்களே பாவமென்றால் பெண்மையே பாவமன்றோ, பெண்மையே பாவமென்றால் மன்னவனின் தாய் யாரோ?”

என்று நாயகி உருகும்போது அந்த மனநிலைக்கு ஏற்ற உணர்வுகள் ரசிகர்களுக்குள் ஆழமாய் உட்புகுந்து கதையை மேலும் வலுப்படுத்த உதவியிருக்கின்றன.

பொதுவாக, ஜெமினி ஸ்டூடியோ தயாரிப்பு என்றால் பிரம்மாண்டமும் கதையம்சமும் கூடிய படங்கள் என்கிற எண்ணம் நமக்கு வரும். ஆனால் ‘வாழ்க்கைப் படகு’ பிரம்மாண்டமான படம் அல்ல; கதையம்சத்தில் கூடுதல் கவனம் செலுத்தி எடுக்கப்பட்டதை உணரலாம். எனினும் பிரம்மாண்டம் என்பதைக் காட்டாமல் போய்விடக் கூடாது என்பதாலோ என்னவோ ஒரு நிலநடுக்கக் காட்சியில் சற்றே சிரத்தை எடுத்துத் தங்களின் முத்திரையையும் பதித்திருப்பார்கள். இதை அந்தக் காலத்தில் வியந்து எழுதிய பத்திரிகைகளும் உண்டு. அந்த நிலநடுக்கம்தான் ராஜனுக்கும் சீதாவுக்கும் ராவ் பகதூருக்கும் நேரிடவிருந்த கவுரவப் பங்கத்தைச் சரிசெய்து காப்பாற்றுகிறது.

High court sets aside order denying employment on compassionate ground

MADURAI: The Madras high court Madurai bench on Thursday ruled that the government could not deny employment on compassion ground for the elder son after keeping the application pending for several years till the younger son got the government employment on the basis of merit.

Justice S Vaidhyanathan, allowing a petition by M Ramkumar said the government order that if any of the family members of the deceased was employed, the case of compassionate appointment to another member of the family would not be considered would not apply in the case of the petitioner.

The judge pointed out that petitioner's father, who was working as an assistant in the Government Higher Secondary School at Meemisal in Pudukottai district, died in 1998.

The petitioner's mother applied for compassion ground appointment as per rules in 2000.

After 12 years, the petitioner's brother got employment as secondary grade teacher on merit on September 10, 2012.

Thereafter, on June 13, 2013 the district education officer of Pudukottai had rejected the application on the ground that the petitioner's younger brother had received employment.

"The government order may be applicable if any of the legal heirs of the deceased was already in employment. If the respondent had accommodated the compassion ground employment earlier (before his younger brother got on merit), the petitioner would have the employment," the judge said.

"Not taking a decision immediately and postponing the request for compassionate ground appointment and thereby depriving the claim of the petitioner cannot be accepted," the judge further said.

The judge set aside the order of the DEO denying employment for the petitioner and directed the government to consider his case, within two months.

Keep the change, use metro card for MTC buses soon

CHENNAI: In a few months you will be able to use the Chennai Metro Rail Limited (CMRL) card to travel on Metropolitan Transport Corporation (MTC) buses too.

Taking the first step towards seamless integration of transport in the city, metro rail and MTC have worked out the formalities. "We have been working on this for two years, and we have now signed an MoU (memorandum of understanding) with MTC. Trial runs are now going on and the system will be functional very soon," CMRL MD Pankaj Bhansal told TOI.

CMRL gave MTC the technical specifications for the new electronic ticketing machines (ETMs) that the corporation started buying early last year. Now all buses have handheld ETMs that are compatible with the CMRL travel card. "Technically, nothing stops us from allowing CMRL's travel card in our buses now. We just have to sort out some payment modalities," said an MTC official.

CMRL officials are confident that these issues will be sorted out within three months. For commuters, it means not worrying about carrying change and not standing in queues. "I travel from Tidel Park to KK Nagar, for which I can use both metro and MTC. A common card would be great," said V Kripa, a resident of KK Nagar.

For many urban planners, this is the first step towards a 'conductor-free' bus ride. "Conductors can be used for other purposes- administrative and at bus depots. However, the management is too scared of unions," said an urban expert who did not want to be named.

In some countries, ticketing machines are fixed on poles near the bus door. "In Chennai, this cannot be done as we need a conductor to control the crowd, if not to issue tickets. Also, some people would not tap the card if no one is around to ask them," said the MTC official.

Now MTC is busy changing the batteries of ETMs. "Earlier batteries could last only eight hours and this was not enough. We are now replacing them with batteries that can last up to 16 hours," said the official.

Doctors call off strike after govt hikes stipend

MUMBAI: Resident doctors' stir across Maharashtra ended on Friday after the state government raised their stipend and assured better security arrangements. Patients, though, suffered in all public hospitals as many were referred to private hospitals and discharged abruptly; surgeries were also cancelled.

The Maharashtra Association of Resident Doctors (MARD) called off the strike after education minister Vinod Tawde assured that their stipend will be increased by Rs 5,000, with effect from August, from Rs 43,000 at present.

The state has also promised the post-graduate students that a concrete proposal regarding installation of CCTV cameras in strategic locations such as casualty and ICUs will be moved shortly. The Directorate of Medical Education and Research (DMER) also issued a circular saying the proposal for an annual fee hike in medical colleges to Rs 66,000 from Rs 40,000 will be cancelled and a fresh plan to revert to the old structure will be prepared.

The DMER has also issued a circular saying a doctor will be accompanied by a Class I officer when going to a police station to lodge a complaint against assault by any patient or relative. MARD will have a say in where the CCTV cameras will be installed on campuses.

The BMC on Friday claimed that senior doctors managed to treat nearly 5,000 patients in KEM, Sion and Nair hospitals. Soliha Kalam (11), though, was turned away despite her complaints of discomfort in her eye. She had narrowly escaped with a gash under her eye when the ceiling fan hit her face last Sunday. Her eye has been watering incessantly. "Doctors asked us to come back after the strike is over," her mother Farida said. The number of deliveries also fell drastically to six in all these hospitals that carry out over 70 deliveries on any normal day.

Meanwhile, a PIL was filed against the doctor's strike before the Bombay high court, which posted the matter for hearing on July 6, 2015.

Gujarat HC stays admission in NRI quota in medical courses as per new law

AHMEDABAD: Gujarat high court has stayed the new rules made by the state government for admission on the NRI quota in medical courses because they not only give preferential treatment to candidates of Gujarat domicile, but also discriminate against students from other states.

By staying the admission under NRI quota as per the amended law, the high court has permitted to give admission as per old rules. The HC intervened in response to a petition filed by a student Kolasani Sai Yaswant Reddy from Andhra Pradesh, who complained that in the name of preferential treatment to local students, the new provisions give a go-bye to merit. Even if a student from other state has secured more percentage, he will lose admission under the NRI quota to a Gujarati student with less marks.

While issuing notice to the government, Acting Chief Justice V M Sahai commented, "The secretaries make policies to please their bosses and do not bother to see whether they are in accordance with law." The court has kept further hearing on July 23, and asked the government to file reply to court notice within two weeks.

In May, the state government issued notification and made changes in Gujarat Professional Medical Educational Courses (Regulation of Admission and Payment Fees) (Amendment), 2015. By providing new provision to the sub clause (i) of clause (4) of sub rule C of Rule 7 of the lawsthe state government has denied admission to the students coming from states other than Gujarat. This is in violation of provisions of Article 14 of the Constitution, the petition said.

Take Cab, Enjoy Movie, Drink on the House: Ola and Uber's New Offers

CHENNAI: Discounts on tariffs seem to have become too mundane for the warring giants of the cab industry. The battle to woo Chennai's customers has now veered to uncharted territory.
Ola and Uber both announced new offers on Friday. The one has promised free drinks in a few Chennai pubs and the other a chance to watch the latest Terminator movie. All you have to do is take their cabs.

Most opening the Ola mobile app for a cab on Friday found a psychedelic pop-up on their screen - "OLA NIGHTS! Free Drinks at your favourite bars. #ChaloNiklo". The 'Know More' button listed three pubs in Chennai city where taking an Ola would get customers free drinks. All you had to do was flash your ride invoice to the bartender. US101 in T Nagar, Slounge at Lemon Tree Hotel in Guindy and Savera's BAY146 have all joined hands with Ola to provide free drinks - through a 'buy one get one free' from July 3 to July 12.

This isn't the first time Ola has targeted the wilder Chennai crowd. Last New Year's Eve, Ola asked people not to drink and drive. For the drive, take an Ola. "This New Year, take the pledge to never Drink and Drive. Party all night and call Olacabs. #IPledgeToNeverDrinkAndDrive #PartyWithOlacabs" tweeted the cab company.

Ola's rival Uber seems to have taken another path. On the same day that Ola announced free drinks, Uber made what was a much better offer - at least to any Arnold Schwarzenegger fan.
The cab company is offering its customers an opportunity to watch Terminator Genisys at Escape Cinemas on July 4.

"Open the Uber app anytime between 2:30 pm and 3:30 pm Saturday, July 4 and slide over to the SPIUBER option. For `450, you and your friend will get chauffeured to Frame at Escape, Express Avenue to watch Terminator Genisys. Show your SPIUBER trip receipt at the entrance," said Uber.
The strategy, of both Ola and Uber, seems to be working - if getting the attention of the younger crowd is the objective, according to persons that Express spoke to.

"We are planning to try the Uber offer, and if we don't get lucky enough to land the tickets, we would to take an Ola to one of the three pubs," said Shruti and Rakhi.

69 candidates forfeit admission to medical colleges

Chennai: About 69 candidates who were among those provisionally selected for the government MBBS\self-financing MBBS\government BDS colleges at the end of the first phase of counselling that concluded on June 25 (to fill up 2,257 seats) failed to obtain their allotment orders on Thursday.

Though the Directorate of Medical Examination (DME) had informed that the candidates who had not received the allotment orders after 5 pm of June 28 could obtain the same from the Selection Committee, DME, Kilpauk, from June 29 to July 02, about 69 candidates had not turned up to receive the orders.

“They have not communicated any reason. Today was the last day to receive the allotment orders from the Selection Committee and as they had failed to obtain the orders they would forfeit admission to the colleges,” said Dr Usha Sadhasivam, secretary, selection committee. These seats will be filled up during the second phase of counselling, she said when contacted.

Fearing action, over 1,400 schoolteachers resign

PATNA: Over 1,400 primary schoolteachers have resigned till date apprehending legal action for allegedly taking the job on fake educational certificates. "We expect more teachers to resign by July 9, the deadline set for doing so to escape punishment," said Vinodanand Jha, OSD to principal secretary, education department, on Thursday.

The resignations follow the Patna high court directive to the state government on Monday last week to ask the schoolteachers having fake or invalid certificates to resign within a week of the public notice to be published within two days. Hearing a PIL, the court had also observed that teachers who continued in service with fake certificates even after the deadline shall be liable to punishment and recovery of the salary paid to them.

A division bench comprising Chief Justice L Narasimha Reddy and Justice Sudhir Singh had also observed, "We are amazed at the statement of education minister who himself made a public announcement that appointments have been made on fake/invalid certificates. But such teachers still continue in service."

The same bench on May 18, 2015, had ordered a vigilance probe into such appointments. The vigilance probe officials had said nearly 3 lakh teachers' certificates needed verification.

"Over 1,400 teachers have resigned from service. More resignations are expected. The final figure will be known only after July 9," said education department spokesperson Amit Kumar.

Education department sources also said there was a provision for mass amnesty if teachers with fake/invalid certificates resigned on their own. However, FIRs would be lodged against those found guilty and the government would move for recovery of salary and other benefits given to them.

The state has over 3.5 lakh primary schoolteachers and the PILs allege that a large number of them had fake educational certificates. The state government, following the HC order, has already asked the vigilance department to probe the educational qualifications of the teachers. The vigilance bureau has deputed eight DSPs and 38 inspectors for the purpose.

HC slams officials for taking 27 years to complete disciplinary proceedings

The Madras High Court Bench here has criticised a few higher officials in the Agriculture Department for having taken 13 years to issue charge memos to three of its employees and 27 years to impose punishment for having allegedly not properly nurtured coconut saplings procured and planted in the financial year 1984-85.

Justices S. Manikumar and G. Chockalingam said: “We only wish to observe that ‘might’ should not think that it is always right. The officer who had imposed the punishment ought to have considered that if he was in the same situation, of a ‘Damocles Sword,’ hanging over his head, for 27 years, what would have been his case, to be put forth?”

The observations were made while dismissing, by a common judgment, a batch of three writ appeals filed jointly by Principal Secretary, Agriculture Department and Commissioner of Agriculture challenging a judgment passed by a single judge of the High Court on April 22, 2014 in favour of the three Agricultural Officers M. Sampath, M. Premkumar and P. Palanichamy.

The judges agreed with the employees’ counsel S. Visvalingam that “non consideration of the petitioners for promotion to higher posts, on account of pendency of disciplinary proceedings, for a long period of 27 years itself, is a penalty, and hardship caused to them. The government has indirectly inflicted a punishment of postponement of the promotion of the writ petitioners.”

Writing the judgment for the Division Bench, Mr. Justice Manikumar pointed out that the three employees had been issued with charge memos only in 1998 and imposed with a punishment of withholding of annual increment for 18 months with cumulative effect only in 2011.

The inordinate delay in initiating as well as concluding the disciplinary proceedings had not been explained satisfactorily.

ESIC Medical College denied permission to admit students

The Central government-run Employees’ State Insurance Corporation Medical College in K.K. Nagar has been denied permission this year to admit students.

This means aspiring medical students stand to lose 400 seats across the country. In Tamil Nadu, 65 seats have been lost this year.

The ESIC Medical College was launched in 2013 and has since admitted two batches of 100 students each. But last December when the Medical Council of India came for inspection it had found several deficiencies and had advised the college to rectify them, failing which, it would lose permission, the inspection team said.

Students went on strike

When the students realised that the ESIC was not making efforts to rectify the deficiencies they went on strike demanding assurance that their colleges would continue to run. In March, Union Labour Minister Bandaru Dattatreya had said that all the four medical colleges currently operational would be run and the State government also said that the seat matrix from the previous years would be followed.

However, last week, the MCI website notified that all the four ESIC medical colleges in the country were not permitted to admit students.

Sources in the State Health Department said the college had rectified the deficiencies but the MCI had to abide by a Supreme Court order that no inspection can be done after May 15. ESIC college officials, however, refused to comment on it.

Coimbatore ESIC college

Meanwhile, indications are that the Coimbatore ESIC College, proposed earlier, may come up in the near future as the State government has evinced interest in running the college.

Ola Cabs cuts prices

Unethical competition,other taxi operators say

With Ola Cabs announcing a fare reduction in its mini-car and sedan category in Chennai on Wednesday, commuters seem happy.

However, some call-taxi operators in the city claim it is unethical competition. According to an Ola spokesperson, the fares have been reduced from Rs.12 a km to Rs.10 in the mini-car category and from Rs.16 to Rs.12 in the sedan category. The base fare has also been reduced from Rs.120 for the first 5 km to Rs.99 for the first 4 km. Base fare in the mini-car category is Rs.99 for the first 5 km.

“Chennai currently has over 13,000 cars in the mini-car, sedan, and prime categories. Nearly 99 per cent of the bookings are done through the mobile application.

Due to the fare reduction, more customers will book cabs through Ola’s mobile app and due to this, drivers will benefit as the get paid trips everyday,” the spokesperson added.

K. Mohan, a resident of Nanganallur who uses call taxis regularly, said that customers like him will benefit a lot now that the prices are slashed. “The quality of service has to be improved. Some drivers do not come on time,” he said.

C. Ambikapathi, president of the Tamil Nadu Call Taxi Owners’ Association, said he had filed a case against Ola in the Competition Commission of India in New Delhi for ‘predatory pricing’ and ‘unfair trade practices.’

“We do not charge differently during peak hours. Ola is providing incentives to drivers and is keeping the charges very low. This is not healthy competition. They are cheating commuters by manipulating the software,” he added.

ரூ. 200 கோடியில் செவிலியர் மேம்பாட்டு ஆய்வு மையம்

இதனால், சர்வதேசத் தரம் கொண்ட பன்திறன் மருத்துவமனைகளில் பணிபுரிவதற்கேற்ப செவிலியர்களின் செயல் திறன், ஆய்வுத் திறன் மேம்படுத்தப்பட வேண்டும். இந்தியாவில் இதர மாநிலங்களில் செயல்பட்டு வரும் செவிலியர் கவுன்சிலை ஒப்பிடும்போது, தமிழ்நாடு நர்சிங் கவுன்சில் முதலிடத்தைப் பெற்று, இதர மாநிலங்களுக்கு வழிகாட்டியாகத் திகழ்கிறது என்றார்.

Eight among 21 fake universities in UP

NEW DELHI: University Grants Commission on Wednesday released a list of 21 fake universities, eight of them in Uttar Pradesh.

Most of these fake universities have been in the list for years but UGC and HRD ministry have not been able to shut them down. UGC says it has no power to close any university. "Our job is to inform children and parents in the admission session," one official said.

UGC said these universities flout section 22(1) of the UGC Act under which a university should be established by a central, state act or have deemed status under section 3 of the Act. Section 23 of the UGC Act prohibits use of word 'university' by any institution other than those set up under provisions of section 22.

In the fake list, seven are in Delhi with such names as Varanaseya Sanskrit Vishwavidyalaya, Commercial University Ltd., United Nations University, Vocational University, ADR-Centric Juridical University, Indian Institution of Science and Engineering.

In UP names of universities are equally imaginative, ranging from Gandhi Hindi Vidyapith (Allahabad), National University of Electro Complex Homeopathy (Kanpur), Netaji Subhash Chandra Bose (Open University), Aligarh and others. In case of one fake university - Bhartiya Shiksha Parishad (Lucknow) - the matter is subjudice.

Bihar, Karnataka, Tamil Nadu, Maharashtra, Madhya Pradesh and West Bengal have one fake university each. While Bihar has Maithili University (Darbhanga), Maharashtra has Raja Arabic University (Nagpur) and MP has one called Keserwani Vidyapith, Jabalpur

Sanskrit University in Tiruchi fake, says UGC

A Sanskrit ‘University’ functioning in Putur, Tiruchi, has been listed among the fake universities in the country by the University Grants Commission on its website.

The institution is among the 21 universities across the country listed as fake and not entitled to confer degrees.

According to a circular issued by the UGC on Wednesday, under the University Grants Commission Act, 1956 under section 22(1), only a university established by a Central, State/provincial Act or an institution deemed to be university under section 3 or an institution especially empowered by an Act of Parliament to confer UGC specified degrees under section 22 (3) of the Act can be called university.

The UGC, has, on its website cautioned that there are as many as 21 such fake universities across the country.
