சென்னையை அடுத்த தாம்பரம் அருகே உள்ள பெருங்களத்தூர் பேரூராட்சி அலுவலகத்தின் பின்புறம் அண்ணா மறுமலர்ச்சி திட்டத்தில் கட்டப்பட்ட அரசு கட்டிடம் உள்ளது. இந்த கட்டிடத்தில் சுமார் 4 ஆண்டுகளாக தமிழக அரசின் விலையில்லா மிக்சி, கிரைண்டர், மின்விசிறிகள் வருவாய்துறையினரால் பாதுகாப்பாக வைக்கப்பட்டு, அவ்வப்போது பயனாளிகளுக்கு வினியோகம் செய்யப்பட்டு வருகிறது.

கடந்த பல மாதங்களாக விலையில்லா பொருட்கள் வினியோகம் செய்யப்படாததால் ஆயிரக்கணக்கான மிக்சி, கிரைண்டர், மின்விசிறிகள் அங்கு வைக்கப்பட்டிருந்தது. இந்நிலையில் நேற்று மதியம் 3 மணிக்கு அந்த பொருட்கள் வைக்கப்பட்டிருந்த அறைகளில் இருந்து திடீரென தீப்பிடித்து புகை வந்தது. சிறிது நேரத்தில் மிக்சி, கிரைண்டர், மின்விசிறிகள் எரியத்தொடங்கின. இதனால் அந்த பகுதி முழுவதும் புகை மண்டலமாக காணப்பட்டது.

தீ விபத்து பற்றிய தகவல் கிடைத்தவுடன் தாம்பரம் தீயணைப்பு படையினர் விரைந்து சென்று தீயை அணைத்தனர். 3 தீயணைப்பு வண்டிகள் மற்றும் ஏராளமான தண்ணீர் லாரிகளில் தண்ணீர் கொண்டுவரப்பட்டு சுமார் 3 மணி நேரம் போராடி தீயை அணைத்தனர். இந்த தீவிபத்தில் சுமார் 4,500 மிக்சி, கிரைண்டர், மின்விசிறிகள் எரிந்து நாசமாயின.

தாசில்தார் சுப்புலட்சுமி கூறுகையில், ‘‘சட்டமன்ற தேர்தலுக்கு முன்பு வரை விலையில்லா பொருட்கள் வினியோகிக்கப்பட்டன. தேர்தலுக்கு பிறகு வினியோகம் செய்யப்படாத பொருட்கள் இங்கு வைக்கப்பட்டிருந்தது. பொருட்கள் இருந்த கட்டிடத்தில் மின் இணைப்பு கிடையாது. தீ விபத்துக்கு என்ன காரணம் என தெரியவில்லை. இதுதொடர்பாக கிராம நிர்வாக அலுவலர் வெங்கடேசன் பீர்க்கன்காரணை போலீசில் புகார் செய்துள்ளார். விபத்திற்கான காரணத்தை போலீசார் கண்டுபிடிக்க வேண்டும்’’ என்றார்.

பல லட்சம் மதிப்புள்ள பொருட்கள் தாம்பரம் மற்றும் பல்லாவரம் பகுதிகளில் அரசு கட்டிடங்களில் பாதுகாப்பற்ற முறையில் வைக்கப்பட்டுள்ளது. நகராட்சி பள்ளிகளிலும் பல அறைகளில் இதுபோன்று பொருட்கள் வைக்கப்பட்டுள்ளது. கடந்த ஆண்டு சேலையூர் பகுதியில் உள்ள நகராட்சி பள்ளியில் இதேபோல தீ விபத்து ஏற்பட்டு பல லட்சம் மதிப்புள்ள மிக்சி, கிரைண்டர், மின்விசிறிகள் வீணாக எரிந்து சாம்பலானது.

இந்நிலையில் பெருங்களத்தூர் பகுதியில் 2–வது முறையாக தீ விபத்து ஏற்பட்டு விலையில்லா பொருட்கள் வீணாகி உள்ளன. இதுவரை விலையில்லா பொருட்கள் பெறாதவர்களுக்கு இனியாவது வழங்க தமிழக அரசு நடவடிக்கை எடுக்க வேண்டும் என பொதுமக்கள் கோரிக்கை விடுத்துள்ளனர்.

இந்த சோதனையில் கோடிக்கணக்கான பணம் மற்றும் நகைகள் மற்றும் சொத்து ஆவணங்கள் பறிமுதல் செய்யப்பட்டன.

Rajasthan HC: Docs responsible, compensate strike victims

 JAIPUR: The Rajasthan High Court on Thursday asked the state government how it plans to compensate the families of 30 dead patients and the general public who suffered during the recent statewide agitation by in-service doctors. The court also asked the government to make doctors accountable for the strike, which led to a huge medical and healthcare crisis in the state.

The single bench of Justice Sanjeev Prakash Sharma's direction followed a petition by Dr Kusum Sanghi, whose application seeking voluntary retirement from service was rejected by the health department on the grounds that the general public requires medical care.

Dr Kusum is currently working as additional director in the medical and health department.

The court noted that the strike by medical officers had resulted in the death of 30 people, according to the admission by medical and health minister Kalicharan Saraf himself.

At a recent meeting in Sikar, the minister had put the blame of 30 deaths on the doctors' strike, though he officially denied any deaths. The strike was called off after certain demands relating to pay and allowances were accepted by the state.

However, the court asked who will compensate the public, who were at the receiving end due to the strike, and the families of the dead for the absence of medical facilities. "Redress the grievance of the general public as death of 30 persons need to the compensated and compensation must be granted by the state by putting accountability on the doctors," the court said.

The court directed advocate general Narpatmal Lodha, "to submit an affidavit on the behalf of the state as to how they propose to grant compensation to unattended patients who suffered during the strike period by putting accountability on the doctors".

The Joint Action Committee of all government doctors’ associations of Tamil Nadu (JAC-GDA) submitted a memorandum to the government for correcting the anomalies and requesting for pay and promotions on par with Union Government doctors. The committee submitted a detailed

memorandum to the health secretary on Monday. The committee has representation from Tamil Nadu Government Doctors’ Association, Tamil Nadu Medical Officers’ Association, Government Doctors’ Association, and Civil Surgeons’ Association.

The memorandum said that various schemes of Union and State Governments such as maternal and child healthcare, tuberculosis and leprosy control programmes, immunisation programmes, communicable and non-communicable disease control and epidemic control are done because of hard work and commitment of government doctors of Tamil Nadu. Moreover, the maternal and infant mortality rates have come down drastically because of their efforts. Also, college teachers and doctors in other States get the salary equal or above the salary paid to Central government doctors. Sources with JAC-GDA said that the committee discussed the issues with the health secretary, who has assured to look into them. JAC-GDA has decided to create an awareness among its members in Madurai, Cuddalore, Coimbatore, Tirunelveli, and Dharmapuri in the coming days.

PG Medical students stage protest

Service postgraduate students of medicine staged a protest at the Directorate of Medical Education on Monday, following a protest on Friday at the Health and Family Welfare Training Centre in Egmore where counselling for the appointment of assistant professors to medical colleges was in progress, a PG student said.

The postgraduates submitted a letter to the Director of Medical Education detailing their demands. They wanted counselling for service PGs for postings to be conducted before the Medical Recruitment Board’s written recruitment; direct walk-in interviews for general/speciality postings to be abolished; all temporarily appointed candidates’ posts to be showed as vacancies during the counselling for service PGs.

Later on Monday, the service PG students met the Health Secretary too, one of them said. Director of Medical Education A. Edwin Joe said he would try and accommodate the service PG candidates.

AICTE boon: Tech courses, degrees of Institution of Engineers restored

The All India Council for Technical Education (AICTE) has restored its recognition about five years after the Human Resource Development (HRD) Ministry withdrew recognition and equivalence of the programmes offered by these professional bodies, following complaints of irregularities.

Degrees and diplomas in engineering and technology granted by various professional bodies, including the Institution of Engineers (India), to thousands of students till May 31, 2013, are valid "for all purpose" ranging from employment in the government sector and higher education.

The All India Council for Technical Education (AICTE) has restored its recognition about five years after the Human Resource Development (HRD) Ministry withdrew recognition and equivalence of the programmes offered by these professional bodies, following complaints of irregularities.

"All those students who were enrolled with these institutions with permanent recognition up to May 31, 2013, stand recognized," an AICTE official said.

The decision to restore recognition and equivalence of the degree and diploma courses conducted by these professional bodies was taken at a recent "emergent meeting" of the Council.

"The matter was reviewed and it was decided at the meeting to recognize equivalence, for all purposes including higher education and employment, of the technical courses conducted by the professional bodies and institutions which were duly recognized by HRD Ministry with permanent recognition up to May 31, 2013," the official added.

The AICTE's decision would bring cheer to thousands of students whose future had been at stake since the HRD Ministry de-recognised the technical programmes conducted by the Institution of Engineers (India), Institution of Civil Engineers, Institute of Mechanical Engineers (India), Institution of Surveyors, College of Military Engineering, Aeronautical Society of India and others in December 2012.

Later, the Ministry directed the AICTE to conduct a review of the programmes offered by these professional bodies and take a decision on restoring their recognition.

However, the AICTE sat on the file.

In April this year, the technical education regulator initiated a move to decide the fate of the technical programmes and degrees awarded by these professional bodies to May 31, 2013

"The matter came to our notice after we received representations from some of these professional bodies. We decided to conduct a review of their courses and resolve this long-pending issue," a senior official of the council told DH.

Chennai: Setting a new example, food safety commissioner P. Amudha on Monday  ordered  the closure of a restaurant operating inside the Periyar government bus terminus at Mamandur, near Chengalpet.

The move by the top official has received good response from bus passengers and commuters now want a similar action across state targeting private restaurants located inside government bus stands.
The emergency prohibition order by P. Amudha said that the Thanthai Periyar Unavagam located inside Tamil Nadu State Transport Corporation Bus Terminus Mamandur, Kancheepuram, is functioning in unhygienic condition causing health risk to consumers.

Further, inspection by the designated officer found that health risk has been identified for food consumers and public visiting the restaurant. Under the powers delegated in section 43(2) of the food safety department and standards Act 2006, the commissioner of food safety hereby prohibit the functioning of the unavagam in TNSTC bus terminus with immediate effect until further orders, the order copy read.

“There is a nexus between the state transport department crew and the hoteliers and this enables passengers to settle for substandard food during travel,” said a transport department insider who is also a trade union leader with CITU. The government and the trade unions also keep silent on the issue as restaurants are located inside government bus stands and a few transport employees with vested interest do stop the bus at selected eat-outs so that the crew is “well taken care,” said the union leader.

Usually the food safety department does not target hotels and canteens located inside government properties particularly bus stands and most these food outlets enjoy the support of local politicians.
There are at least more than 300 such food outlets operated inside government bus terminus and this is the first time that the food safety department has targeted a hotel inside government bus terminus and this act has to be  encouraged, added the transport department insider.

Registration department is most corrupt in Tamil Nadu, says Madras HC

Even the latest raid conducted in the registration offices, a month ago, yielded huge sums of corrupt money, says Justice N.Kirubakaran.

Chennai: “It is within the public knowledge that the registration department is one of the most corrupt departments in the state and without bribe money, nothing will move and people who had the experience of visiting the registration office, would say”, said the Madras high court while posing 10 queries to be answered by the state government and the DGP.
“Even the latest raid conducted in the registration offices, a month ago, yielded huge sums of corrupt money. When the purchasing power of people has gone up and the salary got increased, people tend to purchase properties and that is the reason why number of registrations in the sub-registrar’s office has increased.

Since a number of documents are being registered in all the -registrar offices, each and every day, it is necessary for the DVAC to keep vigil on those offices to prevent demand of “bribe money” for registration. If this sorry state of affairs is in existence, one can expect the quantum of money which will have to be paid by the parties concerned to the officials in the name of “gifts” in the offices of registrars where the documents in respect of immoveable properties would be registered in large numbers”, said Justice N.Kirubakaran and posed the 10 queries.

Passing interim orders on a petition filed by T.Boopathy, Justice Kirubakaran said in this case, five documents have been submitted as early as on August 23, 2016, and August 26, 2016, for registration before the sub-registrar, Pammal, and for more than one year, nothing has been heard of by the petitioner. Even during the lifetime of petitioner’s grandfather, he had filed a petition, seeking release of documents. At least, after the filing of the petition, authorities should have been prompt enough to release the documents. However, nothing has been done and no communication has been sent giving the reasons as to why the documents have been retained or withheld without registration, which the authorities have to explain, the judge added.

The judge said if the case projected before this court was to be believed, then the situation prevailing in registrar’s offices in TN, was very difficult to be appreciated. It was stated that since CCTV cameras have been installed to oversee the functioning in such offices, third parties have been employed to collect corrupt money for registering documents. Only with a view to restrict or minimize corruption, if any, the novel idea of installation of CCTV cameras was implemented in the registration offices. But, that attempt seems to have been successfully frustrated by this kind of employment of third party people otherwise called as “middlemen” or “touts” to collect corrupt money for registering documents. N.Suresh, counsel for the petitioner, would submit that in almost all the registration departments, this menace was prevalent. “Therefore, this court impleads the state of TN, represented by its secretary, commercial taxes and registration department and the DGP as respondents in the petition”, the judge added.

Pointing out the list of persons and the details of gifts submitted by the counsel for the petitioner, the judge said if the list was to be believed, a person cannot register a document, without payment of Rs 1 lakh as bribe money for registering a one ground plot. Though the people are under the mistaken impression that our country has not advanced, they will change their opinion after seeing this scientific way of corruption. These corrupt practices would only go to show that, all was not well with the registration departments, if the allegations made by the petitioners were true, the judge added.

Court poses 10 queries to department secy, DGP 

Justice N.Kirubakaran of the Madras high court has directed the state of TN represented by its secretary, commercial taxes and registration department and the DGP to answer 10 queries relating to alleged corruption prevailing in the registration offices in the state.

The ten queries are :
 
Q Whether the authorities are aware that the registrars and other officials of registration departments are employing third parties to collect money over and above the amount payable for registration of documents?.
Q Is there any inspection or raid made by the higher officials in this regard so far?

Q If raids have been conducted, then how many such raids have been conducted for the past 10 years?
Q Whether any money had been seized during such raids and if so, details to be furnished for the past 10 years with regard to the quantum of seized money?
Q How many cases have been registered under Prevention of Corruption Act and how many persons have been arrested?

Q If any departmental action has been taken against the erring officials and what is the result of the departmental action, so taken, pursuant to seizure of corrupt money?

Q If third parties have been employed for collecting money, what are the steps taken by the authorities to do away with such illegal system of collecting money, including arrest of those “touts”?.

Q Whether the registrars are filing their assets every year to the authorities concerned and whether any officer has been charged for having been in possession of disproportionate wealth during service?.

Q Whey not the registration department install digital login system so that only the officials/staff working in the said departments could enter the office so that third parties could be prevented from having access into the office?

Q When there is a decision of this court that three weeks’ time would be the maximum time limit either for registering or returning the document, why the sub-registrar, Pammal, has retained the documents of the petitioner for more than one year?.

Govt Royapettah hospital gets new paediatric block

Chennai: The government Royapettah hospital got a new two-floor 10,340 square feet paediatric block  after its inauguration by health minister C. Vijayabaskar on Monday. The new block proposed three years ago has been built at the cost of Rs 2 crore.

“The paediatric block now offers critical care facility along with 54 bed general ward. It  also has a six-bed intensive care unit, six-bed infant care ward, a breastfeeding room for new mothers and also an isolation ward to prevent spread of infectious diseases like chicken pox and various types of fever,” said Dr Anand Pratap, regional medical officer, Government Royapettah Hospital.

The new block is not only equipped with screening equipment but also has radiology department a 24/7 clinical laboratory to carry out clinical tests for children within the premises.

“The paediatric block at the hospital was functioning in a separate block in the old building but this new paediatric block will  extend effective treatment and provide critical care to children brought to the hospital. This will also help to reduce the cases of infant mortality in the state,” said a senior official from the health department.

Beware! Mobile firms may be misusing Aadhaar

Following a direction of the Supreme Court making it mandatory for people to link their mobile numbers with Aadhaar.

Hyderabad: Mobile operators, who have got payment bank licence from the Reserve Bank of India (RBI), have been accused of opening m-wallet or payment bank accounts for  their customers without their knowledge. Some customers, who had visited mobile customer service centre for linking their mobile numbers with Aadhaar, claim to have received messages about activation of m-wallet/payment bank account without them downloading the app or providing their consent.
Following a direction of the Supreme Court making it mandatory for people to link their mobile numbers with Aadhaar, telecom companies have  been bombarding with reminder messages about the Aadhaar linkage. While basic m-wallet doesn’t require KYC compliance, an RBI official  claimed that banks will be penalised if any account was found to be without KYC compliance.

“Payment banks are not exempted from this rule. In a few circumstances, KYC is not required for transfering an amount below Rs 15,000. But, without knowledge of customers, opening an account is against the norms of the RBI,” he said. Some customers, whom this newspaper had spoken to, believe that the staff of the customer service centre are sharing the Aadhaar details of customers — submitted for mobile-Aadhaar linkage — for activating the M-Wallet app and in some cases payment bank accounts, without express consent of the customers.

S. Siddharth Mohan, a techie from AS Rao Nagar, said he got a message soon after providing the biometric authentication, stating that his M-Wallet app of the mobile service provider has been activated and he could send money, recharge phones, pay bills etc., through the app by depositing some money in it. “How did they create my account without my requesting it?” he asked.  “Immediately I went to the same outlet where I had provided biometric authentication and questioned the operator. They raised a complaint ticket and closed my m-wallet account,” he explained.

J.V. Ramana, who owns a retail store in Uppal, said that he has not submitted his Aadhaar details to the mobile provider but he is frequently receives messages insisting to download the pre-activated m-wallet app. “I use m-Banking app frequently for my business and have a few third-party payment apps like Paytm. We have a family CUG (Closed User Group) with the same mobile operator. Surprisingly, the operator is sending messages to only me, leaving out the 12 CUG numbers. I doubt if the telecom firm is monitoring my m-banking transactions, he said.

• Mobile operators are creating Payment Bank Accounts of customers without their knowledge
• As per the guidelines of the RBI, the mobile operator can create an account only after receiving KYC from customers for fund transfers above Rs15,000. Customer must provide PAN details to the M-wallet app to transfer funds up to Rs 1 lakh.
• In cases of pre-activated M-wallet apps, raise the issue with your concerned customer service centre or mobile operator outlet.
• To avoid such practices by mobile operators, customers should be careful while providing biometric authentication.
• Mobile operators who have online/offline stores are luring customers with gift vouchers and cash back offers after activating M-wallet app account without their knowledge.

Action sought against officials who filed ‘false affidavits’ in land case

Madurai: A public interest litigation has been filed before the Madurai bench of the Madras high court seeking action against former and present collector and police officials of Madurai district alleging that they had filed false affidavits before the court on a land issue.

One K G Sakthimai from Madurai has filed the case against former collectors U Sagayam and L Subramanian, present collector K Veera Raghava Rao, additional personal assistant to collector (lands), Madurai south tahsildar, former SP of Madurai Vijendra Bidari and district crime branch inspector (land graphic) Muthupandi.

According to her, a group of people sought land for construction of houses from the district authorities. As they did not consider it, a case was filed at the high court bench in Madurai. The court on September 8 2011 directed to consider the request in eight months.

However, authorities failed to obey the court order, and a contempt was filed before the court. When the contempt was pending, Sagayam on January 26, 2012 issued pattas to 17 people by assigning a land in Nilaiyur, based on which the contempt was disposed.

Later, when the people given pattas went to construct houses in the said place in Nilaiyur, another group of people objected to it. The issue was taken to Thirunagar police who in turn claimed that the land allotted to them was already given to SC people.

A complaint was given to the district crime branch police who registered a case. Then SP instructed his subordinates not to proceed on the complaint as his wife was working as project officer in the district.

This led to filing of another case in the high court bench, during which the officials filed a false counter. When it was taken to the notice of the court, it ordered action against those who filed false versions before the court. But, there was no action on it.

Two quacks practising allopathy arrested in Erode district

 ERODE: Police arrested two quacks who were practising allopathic medicine near Andhiyur here on Wednesday.

Police said P Saravanan, 37, of Kokkarayanpet in Namakkal district, was practicing as an allopath doctor for more than 10 years near Andhiyur. "He had completed Class 10 and joined in a medical shop as salesman. With that experience, he started a clinic at Muniyappampalayam about 10 years ago," police added.

After being tipped, joint director of health services for Erode district Dr P Kanakachalakumar searched the clinic with a police team. They caught Saravanan treating patients. "He was prescribing allopathic medicines and injections to patients," said a police officer.

On questioning, Saravanan confessed that he was practising modern medicine without qualification. Saravanan was arrested by the police.

In another case, the team caught N Srinivasan, 55, a registered homoeopathy medical practitioner, practising allopathic medicine at Kelavani village near Andhiyur. After confession, police arrested him too.

Duped by govt librarian, man sets self on fire

Namakkal: A 50-year-old man attempted to set himself ablaze at the house of a government librarian, who took from him Rs 11 lakh by promising a government job for his brother's son, at Pallipalayam here on Saturday morning. He was admitted to the government hospital in Erode with 60% burns. Doctors said his condition was critical.

Meanwhile, the librarian has gone into hiding. The police have launched a manhunt for the culprit.

The victim was identified as K Thangaraj, 50, of Odapalli near Pallipalayam. According to the Pallipalayam police, he had been working with a vehicle puncture shop located in the same village.

"Thangaraj had given Rs 11 lakh to P Kalyani, 45, a librarian at the Pallipalayam government library, to secure a government job for his brother's son Arunvel in 2016. But she failed to get Arunvel a job as promised. Subsequently, Thangaraj asked Kalyani to return the money. But she refused," the police said. On Saturday morning, Thangaraj met Kalyani at her house and a heated argument broke out between the two. Suddenly, Thangaraj doused himself with kerosene and set himself on fire.

People in the vicinity immediately doused the fire by pouring water and applying mud on him. Later, they put him on banana leaves. When alerted, the Pallipalayam police reached the spot and took him to the government hospital in Erode, where his condition is said to be critical.

Medico sex harassment case awaits police probe

CHENNAI: An enquiry into a sexual harassment complaint filed by a medical intern against an assistant professor at the government Villupuram medical college and hospital has remained inconclusive.

The committee, which conducted a probe on November 8 and 9, submitted the report in this regard to the directorate of medical education on Monday. The directorate of medical education sources revealed that it has decided to wait for an inquiry by the Villupuram district police.

The girl's father said they have not received any information from the college authorities on Monday.

"My daughter, my wife and I appeared for the inquiry on November 8. My daughter narrated the sequences of events to the inquiry committee. The committee also sought the presence of my brother-in-law, who is working in the same college. My daughter spoke about the harassment first to him and later to my wife. The committee also questioned students for two days," said the girl's father.

The retired government employee said he will fight at any cost to prove the sexual harassment charges against the assistant professor. "Thirty-two students have pledged their support and sought an inquiry. The hospital authorities have launched attempts to isolate my daughter from other students threatening that their future will be at stake if they extend support . My daughter had applied long leave and is currently at home," he said.

He said he will seek a copy of the inquiry report to decide on the further course of action. "There are people, whom I don't wish to name, openly declaring that we are wasting our time and energy," he said.

Earlier this month, a medical intern filed a complaint against an assistant professor for harassing her during her duty hours. The complaint accusing the assistant professor of "unwanted deliberate touch" was sent to the Tamil Nadu Dr MGR Medical University vice-chancellor Dr V Geethalakshmi with a copy to the director of medical education Dr Edwin Joe and college dean Dr M Vanithamani. Signatures of 32 batch mates, who claimed to have either known of or witnessed the incident which happened on October 22 was attached to the complaint. While the assistant professor, who has been named in the complaint dated October 25, continues to work in the same college, the medico has been shifted to another unit under another faculty.

CHENNAI: Days after he drew criticisms for holding review meetings with officials in Coimbatore and sweeping a road in Tirupur, the office of Tamil Nadu governor Banwarilal Purohit strongly denied that he had any political agenda.

In a Raj Bhavan release, the governor's principal secretary Ramesh Chand Meena said the governor meeting officials did not in any way violate the Constitution and he would continue to do so for the well-being of Tamil Nadu people.

Soon after the governor met officials on his tour of the western districts, opposition parties DMK, Congress, PMK and the Left kicked up a storm, saying his actions set a wrong precedent and that it went against state autonomy. They accused him of acting as an agent of the Centre to rule the state by default.

"[A] few critics felt that the governor had a political agenda and that he was acting at the behest of the Centre, given the current political context in which Tamil Nadu is finding itself now. This part of the criticism is absolutely wrong and based on the figment of imagination," said the secretary.

The purpose of the meeting with officials was to seek first-hand inputs about various welfare and developmental schemes and programmes and their implementation, he said. "Certain sections of the society found this effort as something that has to be welcomed, while others found the action as not in conformity with constitutional provisions and conventions," he said.

The statement said the governor was sure about the legality and correctness of his action. The governor sought legal opinion from one of the leading experts to have a proper examination of his action, the secretary said. "Equipped with that detailed opinion, Thiru Purohit asserts that none of his actions in seeking a meeting with the district officials in Coimbatore amounts to any illegality or unconstitutionality," said the secretary.

He said there was no attempt to short-circuit the official channels or force a meeting. "Everything was done according to the norms and the meeting gave the governor a good idea of the statutes of various welfare and developmental schemes and programmes in Coimbatore district," he said.

The secretary said even when Purohit was Assam governor, he had conducted several meetings in the state and won everybody's appreciation. "While conducting such meetings, the governor violated any law or the Constitution. These meetings helped him in getting first-hand knowledge of the developmental needs and problems faced by people at the grassroots level. This helped him reflect the same to the Centre and thereby enabling him to avail more funds to fulfill the needs of the people," said the secretary.

The governor is said to continue similar such efforts in Tamil Nadu to fulfil his responsibilities as envisaged in the oath taken to devote himself in the service and well-being of the people of Tamil Nadu, he added.

"At no place does the Constitution stop the governor from seeking any such meetings. The purpose in seeking such meetings is not to subvert the authority of the state government, but to support their efforts in good governance," he said, adding that the governor "prays to the Almighty that Tamil Nadu reached pinnacle of the glory in the times to come".

நவம்பர் 21 2017, 03:00 AM மத்திய அரசாங்கமும், மாநில அரசுகளும் ஆண்டுதோறும் பட்ஜெட்டுகளை தாக்கல்செய்து பொதுமக்களுக்கான திட்டங்களை நிறைவேற்றி வருகிறது. இதில், பெருமளவு தொகை மானியங்கள், உதவித்தொகைகளுக்காக சென்றுவிடுவதால் வளர்ச்சித்திட்டங்கள் சரிவர நிறைவேற்றப்பட முடியாத சூழ்நிலை உள்ளது. இந்த ஆண்டு தாக்கல் செய்யப்பட்ட மத்திய அரசாங்கத்தின் பட்ஜெட்டில், மானியங்களுக்காக ரூ.2 லட்சத்து 72 ஆயிரத்து 276 கோடி ஒதுக்கப்பட்டுள்ளது. தமிழக அரசை எடுத்துக்கொண்டாலும், மொத்த பட்ஜெட்டில் வருவாய் கணக்கு செலவுகள் தொகை ரூ.1 லட்சத்து 75 ஆயிரத்து 293 கோடியில் மானியம் மற்றும் உதவித்தொகைகளுக்காக மட்டும் ரூ.72 ஆயிரத்து 616 கோடி ஒதுக்கப்பட்டுள்ளது. இந்தநிலையில், தினமும் 2 கோடியே 30 லட்சம் பயணிகள் ரெயிலில் பயணம் செய்துகொண்டு இருக்கிறார்கள். இவர்களுக்காக ரெயில்வே செலவழிக்கும் தொகையில் 57 சதவீதம்தான் டிக்கெட் தொகையாக வசூலிக்கப்படுகிறது. இதுபோல, புறநகர் ரெயில்களில் ஒவ்வொரு பயணிக்கும் ஆகும் செலவில் 37 சதவீதம்தான் டிக்கெட் தொகையாக கிடைக்கிறது.

பயணிகள் போக்குவரத்தில் மட்டும் ரெயில்வேயில் ஆண்டுக்கு ரூ.34 ஆயிரம் கோடி இழப்பு ஏற்படுகிறது. இந்த இழப்பை சரிகட்ட ரெயில்வே நிர்வாகம் பல்வேறு முயற்சிகளை எடுத்து வருகிறது. ரெயில் பயணிகளில் 55 இனங்களில் ரெயில் டிக்கெட்டுகளுக்கு சலுகை கட்டணம் நிர்ணயிக்கப்பட்டுள்ளது. அதில் ஒன்று மூத்த குடிமக்களுக்கு அளிக்கப்படும் டிக்கெட் சலுகை ஆகும். 58 வயதுக்கு மேற்பட்ட பெண் பயணிகளுக்கு மூத்த குடிமக்கள் என்றவகையில், 50 சதவீத கட்டண சலுகையும், 60 வயதுக்கு மேற்பட்ட ஆண் பயணிகளுக்கு 40 சதவீத கட்டண சலுகையும் வழங்கப்படுகிறது. அனைத்து வகுப்பு பயணிகளுக்கும் இந்த சலுகைகள் வழங்கப்படுகின்றன. மூத்த குடிமக்களுக்கு வழங்கப்படும் சலுகைகளுக்காக மட்டும் ரெயில்வே நிர்வாகத்துக்கு ஆண்டுக்கு ரூ.1,300 கோடி செலவாகிறது. இந்தநிலையில், பரிதாபாத்தைச் சேர்ந்த அவதார் கேர் என்பவர் கடந்த ஜூன் மாதத்தில் ஜம்மு ராஜதானி எக்ஸ்பிரஸ் ரெயிலில் பயணம் செய்துவிட்டு வந்தவுடன், ரெயில்வே நிர்வாகத்துக்கு ஒரு கடிதம் எழுதினார். ‘நான் ரெயிலில் பயணம் செய்வதற்கு ஆகும் செலவில் 43 சதவீதம் பணத்தை வரிகட்டும் சாதாரண பொதுமக்கள் ஏற்கிறார்கள் என்று கேள்விப்பட்டு வேதனை அடைந்தேன். எனக்கு சலுகை கட்டணம் வேண்டாம். நானும், எனது மனைவியும் பயணம் செய்தவகையில் சலுகை கட்டணமாக தந்த தொகை 950 ரூபாயை திருப்பி அனுப்புகிறோம். இனி ஒருபோதும் சலுகை கட்டணத்தில் பயணம் செய்யமாட்டோம்’ என்று கூறி இந்த தொகைக்கான ‘செக்’கை அனுப்பியவுடன், அப்போது ரெயில்வே மந்திரியாக சுரேஷ்பிரபு இவ்வாறு சலுகை கட்டணம் வேண்டாம் என்று சொல்பவர்கள் தாங்களாகவே முன்வந்து சலுகை கட்டணத்தில் முழுதொகையையோ அல்லது பாதித்தொகையையோ விட்டுக்கொடுக்கலாம் என்ற ஒரு திட்டத்தை கொண்டுவந்தார்.

கடந்த ஜூலை மாதம் 22–ந்தேதி இந்தத்திட்டம் தொடங்கியது. அக்டோபர் 20 வரை ஒரு கோடியே 69 லட்சம் மூத்த குடிமக்கள் பயணம் செய்திருக்கிறார்கள். இதில் 4 லட்சத்து 4 ஆயிரம் மூத்த குடிமக்கள் தாங்களாகவே முன்வந்து ‘எங்களுக்கு மானியம் வேண்டாம், முழுத்தொகையையும் கட்டி பயணம் செய்கிறோம்’ என்று மானியத்தொகையை விட்டுக்கொடுத்த வகையிலும், 4 லட்சத்து 56 ஆயிரம் பேர் 50 சதவீதத்தை விட்டுக்கொடுத்த வகையிலும், ரூ.200 கோடி ரெயில்வே நிர்வாகத்திற்கு கூடுதல் வருமானமாக கிடைத்துள்ளது. இவர்கள் அனைவரும் சமுதாய கடமையை உணர்ந்து மானியம் வேண்டாம் என்ற சொன்னவகையில் பாராட்டுக்குரியவர்கள். இவர்கள் காட்டிய எடுத்துக்காட்டை அரசாங்கம், மற்ற மானியத்திட்டங்களிலும் செயல்படுத்த வேண்டும். இதுபோன்று மானியம் வேண்டாம் என்று சொல்பவர்களுக்கு அந்தத்திட்டத்தில் பணச்சலுகைகளை தவிர வேறுபல சலுகைகளை செய்து கவுரவப்படுத்தலாம். எங்களுக்கு தகுதி இருக்கிறது, மானியம் வேண்டாம் என்று சொல்பவர்கள் நிச்சயமாக பாராட்டுக்குரியவர்கள்.

Chennai: Nurses protest over long-pending transfer issue

Chennai: Government nurses working under Director of Medical Services (DMS) remain agitated over various issues related to transfer counselling, minimum wages and confirmation of contract relating to the extension of services. Transfer counselling is an issue of confusion among nurses due to non-transparency in the system, and nurses staged a protest with regard to the same last year also. The nurses allege that they were not informed about the number of vacancies as there is no public portal or a website to inform on counselling.

“It is difficult for us to attend counselling at a short notice because some of us have to travel from Madurai, Tiruchy and other far off places. If we are denied transfers due to lack of vacancies, the number of vacancies should be informed prior. We raised the same issue last year also, but authorities did not make any arrangements to resolve the problem,” said R. Chitra, a nurse from Thoothukudi.

She added that even though mutual transfers are allowed, it is not being practised properly by the DMS. This has been a long-pending woe of the government hospital nurses, but authorities have not acted upon the request, said Dr G.R. Ravindranath, convener, Doctors’ Association for Social Equality.

The Nurses’ Joint Action Committee had put forward its demand in support of the implementation of universal minimum wages for nurses in all the hospitals in the State in August, but nurses complain of insufficient pay.

“We should be paid a mi-nimum wage of Rs 20,000 at a hospital with less than 50 beds, while hospitals with less than 200 beds should pay a wage of Rs 34,800 to nurses along with similar allowances as private hospital nurses. But our demands have never been considered by the authorities,” said N. Lekha, a member of Nurses’ Joint Action Committee.

When contacted senior officials at DMS, officials said that the issues related to transfer counselling and confirmation of services will be discussed on Wednesday. However, transfer counselling has been conducted as per the regulations and issues related to regular counselling can be discussed.

Tamil Nadu: New government hospital to be functional from next year

Chennai: The new government general hospital along with Tamil Nadu Government Multi Super Speciality Hospital in Omandurar will be open to public by next year, hospital authorities told DC on Saturday. The new 600-bedded facility comprising seven new blocks will have various departments including general medicine, surgery, orthopedics, ENT, ophthalmology, dermatologists, psychiatry, physical medicine and rehabilitation, thoracic medicine and pediatrics.

Sources say that all the screening equipment will be made available at the radio-diagnosis department that will be separately set up on the premises. A central laboratory is also planned in the general hospital, so that diagnostic services are carried at the hospital, without sending the samples to research institutes.

Operation theaters, intensive care units and recovery wards with other super specialty services will function in the building adjacent to the Omandurar medical college. The new government hospital shall provide for the need of trauma care facility in the locality.

Medicos from the Omandurar Medical College shall be deployed at the hospital. Hospital authorities have said that four blocks of the hospital have been completed, while other three are under construction. The new hospital will be open to the public by June next year probably, said hospital authorities.

Chennai: Security and staff attached to Tamil Nadu Veterinary and Animal Sciences University (Tanuvas) are now on a different task. They are removing defamatory posters put up by students association, which alleges large-scale corruption in the university and demands action. On one side the university staff peel off the posters, but on the other side, mischief-mongers are putting up the posters in different parts of Chennai. The posters have come up in Vepery, Madhavaram, Egmore and Chepauk where various government offices and Tanuvas offices are located.

The posters allege that vice-chancellor S. Thilagar and estate officer S. Kuppusamy are involved in corrupt practices and they have urged the state to intervene and investigate the matter. The anonymous posters also warned that the university would be besieged if there were no investigations.

As a ripple effect, the staff associated with the office of vice-chancellor were seen interacting with students and staff at the Madras Veterinary College hostel seeking information about the posters. The faculty members also warned the veterinary students that they would face action if found involved in such defamatory acts.

It may be noted that the state and the Tanuvas were on a collision course with the government restricting the recruitment of staff in Tanuvas. The state intervention through the department secretary came in the wake of widespread allegations that large-scale corruption is involved in the ‘hurried’ recruitment process that was completed in the past two months.

Vice Chancellor Thilagar is due to retire in the mid of December as his three-year term ends. It is also rumoured that there are vested interests operating behind the defamatory acts to thwart the attempt by incumbent VC eyeing for another fresh term and also install his favourite faculties at senior levels. Besides Thilagar, Dr S. Geethalakshmi, vice-chancellor of Dr MGR Medical University was also under a cloud and her office and residence were raided by the income tax department early April and an investigation is still pending.

Air France told to pay Rs 1.07 lakh for losing bag

Chennai: The District Consumer Dispute Redressal Forum, Chennai (South) directed the Air France to pay a compensation of Rs 1 lakh to family members of a woman passenger for missing her bag while she flew from the USA to Chennai nine years ago. The Forum's compensation, however, comes after her death.

In the petition, S. Deenadayalan of Manali had submitted that his wife D. Amsaveni (now deceased) travelled on Air France flight from Detroit Metro, USA to Paris on December 7, 2008 and reached Chennai on December 9, 2008 at 12.30 am. While travelling she took two bags and one with tag No. NW 379192 was found missing.

He stated that the value of missing articles amounts to $1540 equivalent to Rs 77, 000. Even after repeated requests, the airline failed to take steps. In the petition, Deenadayalan sought a refund of Rs 77,000 towards the value of the missing articles and a compensation of Rs 3 lakh from M/s. Air France, Pantheon Road, Egmore, and M/s. Air France, Anna International Airport, Chennai for causing mental agony and deficiency in service.

In its reply, M/s. Air France submitted that complainants made an exaggerated claim and inflated the value of the articles allegedly carried in the luggage. Amsaveni was carrying prohibited items in the baggage and she had not made any declaration of the articles at the time of checking in the baggage. Hence, the airline cannot be held liable for the loss of such prohibited items as per the General Carriage Act. She failed to provide any bills/ invoice or any other supporting documents to substantiate the value of the articles and thus the baggage.

However, on discovering that the baggage was untraceable, M/s. Air France, Pantheon Road, Egmore, as a measure of goodwill, estimated the weight of the baggage to be 6 kg on the basis of the contents as declared by the complainant herself and accordingly offered her a compensation of `7,525 on the basis of 17 Special drawing rights per kg. This was higher than the industry standard of US $20 per kg.

 She refused to accept the compensation. The airline had not committed any deficiency in service and sought dismissal of the petition. The bench, comprising president M. Mony and members K. Amala and Dr T. Paul Rajasekaran, said admittedly the baggage was duly checked in and if any prohibited items found in baggage or if any undeclared items found in baggage the airline can very well reject the baggage. The bench said considering the facts and circumstances, M/s. Air France, Pantheon Road, Egmore, and M/s. Air France, Anna International Airport, Chennai are jointly liable to pay a sum of Rs 77,000 and a compensation of Rs 30,000 for causing mental agony.

Former headmaster donates Rs 5L to Harvard Tamil Chair

Madurai: An 83-year-old retired headmaster in Madurai district has contributed Rs 5 lakh towards establishing the Sangam Professorship in Tamil Studies in Harvard University.

The retired headmaster, Ko Ramasamy, has always wanted to do something for the society. When he recently read about the efforts of the Tamil diaspora throughout the world for the noble cause, he contacted the people concerned and expressed his desire to donate.

A team from the Federation of Tamil North American Association (FeTNA), one of the organisations campaigning for the cause, reached the donor's doorsteps at Harveypatti near Tirupparankundram on Sunday. The team was led by FeTNA joint secretary Caldwell Velnambi.

Ramasamy said he had come to know about the cause through a journal run by the Tamil Nadu Teachers' Federation. Ramasamy is not an affluent man but he wanted to do his best towards the cause.

"As the children of mother Tamil, we should contribute towards establishing the Tamil chair in Harvard. It is a duty of Tamils, and I have done mine. Others also should come forward in the same way. I am looking forward to see the chair by the Pongal festival," he said Ramasamy said.

This was not first time Ramasamy has made such a donation. A few years ago he donated Rs 30 lakh towards Periyar Maniammai University in Vallam.

Earlier, the Tamil Nadu government sanctioned Rs 10 crore for the cause. Recently, actor Kamal Haasan donated Rs 20 lakh.

After complaints of corruption, DVAC raids Udumalpet sub-registrar office, seizes Rs 59,000

TIRUPUR: Following persistent complaints of corruption, sleuths from the district unit of the Directorate of Vigilance and Anti-Corruption (DVAC) raided the Udumalpet sub-registrar office and seized Rs 59000 unaccounted cash on Wednesday. Sub-registrar Vasundra Devi and head clerk Gowri have been booked on corruption charges. An inquiry is on.

"Like many sub-registrar offices, the Udumalpet office too was seriously afflicted with corruption. In registering the documents, the authorities were giving priority to those which fetch them bribes," said S Sivasankar, a document writer who works near the office.

Many people would have registered their properties by showing rates lower than the government guideline value. Such documents would come under 47 A (3) of the Registration Act and the properties should not be allowed for title transfer. But the authorities were illegally allowing sale of such properties.

Moreover, while the state government had directed the registration department to adopt online application system in order to improve transparency, the authorities here were causing needless delay in accepting the online applications, to get illegal gratification. The situation never improved despite various representations, said Sivasankar.

N Ravichandran, Tirupur deputy superintendent of DVAC, told TOI: "We received complaints that the authorities in the Udumalpet sub-registrar office were demanding bribes for services like registering the documents, providing encumbrance certificates, and also while returning the registered documents. So we conducted the raid for four and a half hours last night."

The DVAC seized Rs59000 from various points in the office as the authorities could not provide proper accounts for it. The sleuths also took away many documents which had come for registration on Wednesday for further investigation, said a source.

Though an FIR was registered against sub-registrar Vasundra Devi and head clerk Gowri, they will be arrested only after the charges are verified.
