இனி பேருந்துக் கட்டணம் அடிக்கடி உயர வாய்ப்புள்ளது என தமிழக அரசு சூசகமாக தெரிவித்துள்ளது.

தமிழக அரசியலில் பேருந்துக் கட்டண உயர்வு கொள்கை முடிவாக இதுவரை இருந்துவந்துள்ளது. பேருந்துக் கட்டண உயர்வு என்பது மிகுந்த போராட்டத்திற்கிடையே நடக்கும். சாதாரண மக்களை பாதிக்கும் பிரச்சினை என்பதால் பேருந்துக் கட்டண உயர்வு விவகாரத்தில் அரசியல் கட்சிகள் யோசித்து முடிவெடுத்து வந்தனர்.

ஜெயலலிதா தான் முதல்வராக பொறுப்பேற்றவுடன் ஆறு மாதத்தில் பேருந்துக் கட்டணத்தை உயர்த்தினார். இதனால் ஏற்பட்ட வாக்குவாதத்தில் ஜெயலலிதாவுக்கும் விஜயகாந்துக்கும் நேரடி மோதல் ஏற்பட்டது. இதன் விளைவு அதிமுக தேமுதிக கூட்டணி முறிந்தது.

அதன் பின்னர் ஜெயலலிதா இரண்டாவது முறை ஆட்சிக்கு வரும் வரை பேருந்துக் கட்டணத்தை உயர்த்தவில்லை. ஆனால் தற்போது தமிழக அரசு பேருந்துக் கட்டணத்தை பெரிய அளவில் உயர்த்தியுள்ளது. ஜெயலலிதா இரண்டு முறை கட்டண உயர்வு ஏற்ற வேண்டிய சந்தர்ப்பத்தில் உயர்த்தவில்லை. காரணம் அது அரசின் கொள்கை முடிவாக இருந்தது.

ஆனால் தற்போது தமிழக அரசு பேருந்துக் கட்டணத்தை உயர்த்தியதோடல்லாமல் கூடுதலாக சில விஷயங்களை அறிக்கையில் தெரிவித்துள்ளனர். இனி பேருந்துக்கட்டணம் என்பது கொள்கை முடிவுகளை தாண்டி அடிக்கடி உயரும் என சூசகமாக அறிக்கையில் தெரிவித்துள்ளனர்.

இது குறித்து தமிழக அரசு வெளியிட்ட செய்திக்குறிப்பில், ''எதிர்காலத்தில் எரிபொருள் மற்றும் கிரீஸ் எண்ணெய் விலை ஏற்றங்கள், இயக்கச் செலவுகள், பழுது நீக்கும் செலவுகள் மற்றும் பராமரிப்பு செலவுகளில் ஏற்படும் மாற்றங்கள், பணியாளர்களுக்கான ஊதிய உயர்வு போன்றவற்றை உள்ளடக்கிய அளவீட்டு குறியீட்டின் அடிப்படையில், அரசு உயர் அதிகாரிகளைக் கொண்ட குழுவினால் பேருந்துக் கட்டணம் மாற்றியமைக்கப்படும்.

மாற்றியமைக்கப்பட்ட புதிய பேருந்துக் கட்டணம், தனியார் பேருந்துகளுக்கும் பொருந்தும்'' என்று தெரிவிக்கப்பட்டுள்ளது.

இதன் மூலம் கட்டண உயர்வு இனி அடிக்கடி கால இடைவெளியில் இருக்கும், இதே போல் தனியார் பேருந்து கட்டணமும் இதையொட்டி உயர வாய்ப்புள்ளது.

ஆண்டாள் சர்ச்சை; வைரமுத்து மீது போலீஸ் வழக்கு: உயர் நீதிமன்றம் தடை

ஆண்டாள் குறித்து சர்ச்சைக்குரிய கருத்து தெரிவித்ததாக கவிஞர் வைரமுத்துவிற்கு எதிராக சென்னை கொளத்தூர் காவல் நிலையத்தில் பதியப்பட்ட வழக்கு விசாரணைக்கு தடை விதித்து உயர் நீதிமன்றம் உத்தரவிட்டது.

ஆண்டாள் பற்றி சர்ச்சைக்குரிய கட்டுரை எழுதியதாக கவிஞர் வைரமுத்து மீது பல்வேறு காவல் நிலையங்களில் புகார் அளிக்கப்பட்டது. சென்னை கொளத்தூர் காவல் நிலையத்திலும் வழக்குப் பதிவு செய்யப்பட்டது.

தனியார் நாளிதழில் கடந்த 8-ம் தேதி தமிழை ஆண்டாள் என்ற தலைப்பில் கவிஞர் வைரமுத்து கட்டுரை எழுதியுள்ளார். அதில் ஆண்டாள் குறித்து கருத்துக்களை பதிவு செய்திருந்தார். இதனையடுத்து வைரமுத்து கருத்துக்கு எதிராக இந்து அமைப்பினர் போராட்டத்தில் ஈடுபட்டனர். கவிஞர் வைரமுத்து மீது பல்வேறு காவல் நிலையங்களில் புகார் அளிக்கப்பட்டது. அதன் பேரில் வழக்கும் பதிவு செய்யபட்டது.

வைரமுத்து கட்டுரை குறித்து சமுதாய நல்லிணக்க பேரவையைச் சேர்ந்த முருகானந்தம் என்பவர் சென்னை கொளத்தூர் காவல் நிலையத்தில் புகார் அளித்தார். இந்தப் புகாரின் பேரில் வைரமுத்து மீது 3 பிரிவுகளில் வழக்கு பதிவு செய்யப்பட்டது. தமக்கு எதிராகப் பதிவு செய்யப்பட்ட வழக்கு விசாரணைக்கு தடை விதிக்கவும் வழக்கை ரத்து செய்யவும் கோரி வைரமுத்து உயர்நீதிமன்றத்தில் மனு தாக்கல் செய்தார்.

அந்த மனுவில், ஆண்டாள் குறித்த கருத்து தன்னுடைய கருத்து அல்ல எனவும், அமெரிக்க எழுத்தாளர் கருத்தை தாம் சுட்டிகாட்டி இருந்தேன். கடவுள் ஆண்டாள் குறித்துதான் எந்த தவறான கருத்துகளையும் குறிப்பிடவில்லை மத உணர்வுகளை புண்படுத்தும் விதமாகவோ அல்லது கலாச்சார சீர்கேடுகளை ஏற்படுத்தும் விதத்திலோ அல்லது அது போன்ற நோக்கிலும் நான் அந்த கருத்து தெரிவிக்கவில்லை.

எனது கருத்தை முழுமையாக அறியாமல் புகார் மீது காவல் துறை வழக்குப் பதிவு செய்துள்ளது. எனவே எனக்கு எதிரான வழக்கு விசாரணைக்கு தடை விதிக்கவும் வழக்கை ரத்து செய்யவும் உத்தரவிட வேண்டும் என மனுவில் கோரியிருந்தார்.

இந்த மனு உயர் நீதிமன்ற நீதிபதி எம்.எஸ். ரமேஷ் முன் விசாரணைக்கு வந்தது, அப்போது வைரமுத்து சார்பில் ஆஜரான வழக்கறிஞர் எந்த விதமான கருத்தையும் மனுதரார் தெரிவிக்காத நிலையில் அவருக்கு எதிராகப் பதிவு செய்யப்பட்ட வழக்கை ரத்து செய்ய வேண்டும் என தெரிவித்தார்.

நீதிமன்றத்தில் தனியார் நாளிதழில் வைரமுத்து எழுதிய கட்டுரை படிக்கப்பட்டது. அப்போது கருத்து தெரிவித்த நீதிபதி, ''இதில் வைரமுத்து மேற்கோள் காட்டிச் சொல்கிறார். இதை எப்படி அவரது வார்த்தை என்று எடுத்துக்கொள்ள முடியும், இதில் அவர் மீது குற்றவியல் வழக்கு தொடர என்ன முகாந்திரம் உள்ளது.

எனக்குத் தெரிந்து வைரமுத்து ஆண்டாள் பற்றி கூறிய கருத்தில் தவறு இருப்பதாகத் தெரியவில்லை'' என்றார். மேலும், நீதிபதி வழக்கை மதியம் 2.15 மணிக்கு ஒத்திவைத்தார். வழக்கு மீண்டும் மதியம் விசாரணை தொடங்கியது.

காவல்துறை சார்பில் ஆஜரான வழக்கறிஞர், மனு தொடர்பாக தங்கள் தரப்பில் பதில் மனு தாக்கல் செய்யவுள்ளதாகவும், வழக்கு ரத்து செய்ய வேண்டும் என்ற கோரிக்கையை எதிர்ப்பதாக தெரிவித்தார்.

அப்போது நீதிபதி செய்தித்தாளில் வெளிவந்த கருத்து மனுதரார் கருத்து என்று எப்படி கூற முடியும். அவர் சில குறிப்புகளை சுட்டிக்காட்டியுள்ளார் இதற்கு எப்படி மனுதரார் மீது கிரிமினல் வழக்கு பதிவு செய்ய முடியும் என கேள்வி எழுப்பினார்.

பின்னர் அனைத்து தரப்பு வாதங்களுக்கு பிறகு உத்தரவிட்ட நீதபதி ரமேஷ், சென்னை கொளத்தூர் காவல் நிலையத்தில் பதிவு செய்யப்பட்ட வழக்கு விசாரணைக்கு தடை விதிப்பதாகவும், மனு தொடர்பாக காவல் ஆய்வாளர் பதில் அளிக்க உத்தரவிட்ட நீதபதி வழக்கின் அடுத்த விசாரணை பிப்ரவரி 16-ம் தேதிக்கு தள்ளிவைத்தார்.

அம்மா இருசக்கர வாகனத் திட்டம்: வரும் 22 முதல் விண்ணப்பங்கள்- ஆதார்-ஓட்டுநர் உரிமம் அவசியம்

தமிழக அரசின் அம்மா இருசக்கர வாகனத் திட்டத்தின் கீழ், மானியம் பெறுவதற்கான விண்ணப்பங்கள் வரும் 22-ஆம் தேதி முதல் விநியோகம் செய்யப்பட உள்ளன.

பூர்த்தி செய்யப்பட்ட விண்ணப்பங்களை அளிக்கும் போது ஆதார் மற்றும் ஓட்டுநர் உரிம விவரங்களைத் தெரிவிப்பது கட்டாயம் எனவும் அறிவிக்கப்பட்டுள்ளது. அம்மா இருசக்கர வாகனத் திட்டத்துக்கான வழிகாட்டு நெறிமுறைகளை தமிழக அரசு வெளியிட்டுள்ளது. அதன் விவரம்:
 
அம்மா இருசக்கர வாகனத் திட்டத்தின் கீழ், இருசக்கர வாகனம் பெறுவதற்கான மானியம் அளிக்கப்பட உள்ளது. அதன்படி ரூ.25 ஆயிரம் அல்லது வாகனத்தின் விலையில் 50 சதவீதம் ஆகியவற்றில் எது குறைவோ அது வழங்கப்படும். இத்திட்டத்தின் கீழ், வாடிக்கையாளர்களே தங்களது வாகனத்தைத் தேர்வு செய்யலாம். மேலும், வாகனத்தைப் பெற ரிசர்வ் வங்கியால் அதிகாரம் அளிக்கப்பட்ட வங்கிகளிடம் இருந்து கடன் பெறலாம். 125 சி.சி. திறன் வரையிலான வாகனத்தை மட்டுமே வாங்க வேண்டும்.

பணிபுரியும் மகளிர்: இருசக்கர வாகனத் திட்டமானது, பணிபுரியும் மகளிருக்கு மட்டுமே அளிக்கப்படும். அமைப்பு மற்றும் அமைப்புசாரா நிறுவனங்களில் பதிவு செய்த பெண்கள், வர்த்தக நிறுவனங்களில் பணியாற்றுவோர், சுயமாகத் தொழில் செய்யும் பெண்கள், அரசு உதவி பெறும் நிறுவனங்கள், தனியார் நிறுவனங்கள், அரசுத் திட்டங்களில் பணியாற்றுவோர், மாவட்ட கற்றல் மையம், கிராம வறுமை ஒழிப்புக் குழுக்கள் ஆகியவற்றில் பணியாற்றுவோர் இந்தத் திட்டத்தின் கீழ், இருசக்கர வாகனங்களைப் பெற விண்ணப்பிக்கலாம்.
வயது என்ன?: இருசக்கர வாகனத் திட்டத்தின் கீழ், மானியம் பெற 18 வயது முதல் 40 வயது வரையில் ஓட்டுநர் உரிமம் வைத்துள்ளவர்கள் விண்ணப்பிக்க வேண்டும். அவர்களது ஆண்டு வருமான அளவு ரூ.2.5 லட்சத்தைத் தாண்டக் கூடாது. மிகவும் பின்தங்கிய பகுதிகள், மலைப் பகுதிகள், கைவிடப்பட்ட, கணவனை இழந்தோர், மாற்றுத் திறனாளிகள், 35 வயதைத் தாண்டிய திருமணம் ஆகாத பெண்களுக்கு இந்தத் திட்டத்தின் கீழ் முன்னுரிமை அளிக்கப்படும்.

விண்ணப்பங்கள் கிடைக்குமிடம்: விண்ணப்பங்களுக்கு எந்த கட்டணமும் இல்லை. அவற்றை இலவசமாகப் பெற்றுக் கொள்ளலாம். கோட்ட அலுவலகங்கள், நகர்ப்புற உள்ளாட்சி அலுவலகங்கள், ஆட்சியர் அலுவலகங்களில் விண்ணப்பங்கள் கிடைக்கும்.
சென்னை போன்ற மிகப்பெரிய மாநகராட்சிகள், நகராட்சிகளில் விண்ணப்பங்களை விநியோகிக்கக் கூடுதலாக கவுன்ட்டர்கள் திறக்கப்படும். காலை 10 மணியில் இருந்து மாலை 5 மணி வரை விண்ணப்பங்கள் அளிக்கப்படும்.

விண்ணப்பங்களை வரும் 22-ஆம் தேதி முதல் பெற்றுக் கொள்ளலாம். விண்ணப்பங்களை சமர்ப்பிக்க பிப். 5 கடைசி நாளாகும். மாவட்ட அளவிலான கள ஆய்வுப் பணிகள் பிப்.15-க்குள் முடிக்கப்படும்.
தேர்வு செய்யக் குழு:பயனாளிகளைத் தேர்வு செய்ய மாவட்ட அளவில் இரண்டு குழுக்கள் அமைக்கப்பட்டுள்ளன. அதாவது, கிராப்புறம் மற்றும் நகர்ப்புறம் என்ற அளவில் அமைக்கப்பட்டுள்ள இரண்டு குழுக்களுக்கும் மாவட்ட ஆட்சியரே தலைவராக இருப்பார்.

'எனக்கு ரொம்ப 'போர்' அடிக்கிறது' என்று கூறுபவர்கள் ஒன்று, வாசிப்பில் ஆர்வம் இல்லாதவர்களாக இருக்க வேண்டும், அல்லது முயற்சி செய்யவும், கடுமையாக உழைக்கவும் தயாராக இல்லாதவர்களாக இருக்க வேண்டும். இப்படிப் பட்டவர்களுத்தான் 'போர்' அடிக்கும்.உழைக்க வேண்டும், சாதிக்க வேண்டும், லட்சியத்தை எட்ட வேண்டும் என்னும் எண்ணம் கொண்டவர் எப்போதும் ஏதாவது ஒரு பணியில் தம்மை ஈடுபடுத்திக் கொண்டே இருப்பர். படிப்பார்வம் உள்ளவர்களுக்கு 'போர்' அடிப்பது என்ற பேச்சுக்கே இடமில்லை!
   'போர்' அடிக்கிறது என்றால், எதிலும் மனம் ஈடுபாடு கொள்ளாமல், எந்த வேலையும் செய்ய விருப்பமில்லாமல் இருக்கும்போதுதான் இந்தச் சொல் வெளிப்படும். நம்மை ஏதாவது ஒரு பணியில் எப்போதும் ஈடுபடுத்திக்கொண்டே இருக்க வேண்டும். 'ஓடிக் கொண்டிருப்பது கடிகாரம் மட்டுமல்ல உன் வாழ்க்கையும்தான்' என்று நம் வாழ்வை துரிதப்படுத்தினார் சுவாமி விவேகானந்தர். மகாகவி பாரதியோ, 'கடிகாரம் ஓடும் முன் ஓடு' என்றார்.

வெற்றியாளர், சாதனையாளர் போன்றோரின் வாழ்க்கைப் பாதையைத் திரும்பிப் பார்த்தோமானால், அவர்கள் அனைவருமே கடின உழைப்பாளியாக, ஆர்வம் உள்ளவர்களாக, தொடர் முயற்சி உள்ளவர்களாக, ஒரு நொடிப் பொழுதைக்கூட வீணடிக்காதவர்களாகப் பலருக்கும் பயன் தரக்கூடிய பல நல்ல-சிறந்த செயல்களைச் செய்பவர்களாக இருந்திருக்கின்றனர்.

போர் அடிக்கிறது என்று கூறுபவர்கள், நினைப்பவர்கள், ஒன்றை மட்டும் நினைவில் வைத்துக்கொள்ள வேண்டும். இது அறிவியல் தொழில்நுட்பம் அதீத வளர்ச்சி காணும் காலம். இன்றைக்கு இணையதளத்தைப் பயன்படுத்தாதவர்களே இல்லை என்று கூறும் அளவுக்கு எல்லோருக்கும் ஓரளவு கணினி பயிற்சியும், இணையதளப் பயிற்சியும் இருக்கிறது. பெரியவர்களைவிட சிறுவர்களே இதையெல்லாம் விரைவாகக் கற்றுத் தேர்ந்து வருகின்றனர்.

இணையதளத்தில் ஏதாவது ஒரு சொல்லையோ இல்லை பாடலையோ, ஒரு தகவலையோ தட்டச்சு செய்தால் நூலகத்துக்குப் போகாமலேயே இருந்த இடத்திலேயே தகவல் கிடைக்கிறது. இப்படி நாம் தேடும் எந்தவொன்றையும் நமக்கு உடனே பயன்படும்படி பலர் தரவுகளைத் தொகுத்திருப்பதால்தான் நாம் உட்கார்ந்த இடத்தில் இருந்துகொண்டே கதை, கட்டுரை, சிறுகதை, நாவல், ஆன்மிகம், ஜோதிடம், விளையாட்டு, உலகச் செய்திகள், திரைச் செய்திகள், பாடல்கள், தோத்திரங்கள் எனப் பலவற்றைப் பார்க்கவும் கேட்கவும் முடிகிறது; உடனுக்குடன் படியெடுக்கவும் முடிகிறது.

அதிலும், 'பிளாக்' என்று ஆங்கிலத்தில் கூறப்படும் வலைப்பூ, தனிநபர் பதிவேற்றம் செய்வதற்குரியது. தனிநபரால் தொடங்கப்பட்ட இத்தகைய வலைப்பூக்களில்தான் ஆழமான, அற்புதமான, ஆழங்காற்பட்ட வரலாற்றுத் தகவல்கள், ஆய்வுக் கட்டுரைகள், ஆன்மிகச் செய்திகள் பலவும் கொட்டிக் கிடக்கின்றன. இது முகநூல் அக்கப்போர் ரகம் அல்ல.

பஸ் கட்டணம் உயர்வு ஏன்?

தமிழகத்தில், எட்டு போக்குவரத்துக் கழகங்கள் மற்றும் தனியார் பஸ் நிறுவனங்கள், பொதுமக்களுக்கு போக்குவரத்து சேவைகளை வழங்கி வருகின்றன.

The reptile surfaced when a passenger tried to shift his baggage under lower berth

Passengers in an air-conditioned coach of Coimbatore-Chennai Central Cheran Superfast Express were in for a horrific experience minutes before the train reached its destination early on Thursday.
A long snake surfaced from beneath a berth in B-3 Three-Tier AC compartment of Train No.12674 when one of the passengers tried to move his baggage. The terrified passengers ran helter skelter on seeing the reptile on board.

“We all hurriedly took our belongings and moved to the end of the coach. As the attendants tried to locate the snake, the train rolled into the platform. It appeared to be a venomous snake,” B. Bhuvana of Coimbatore said. Since it is an AC coach, it looks like the snake had been there in the compartment when the train left Coimbatore on Wednesday night, she said.

The snake was found under a lower berth and it swiftly moved to the side lower berth nearby as passengers raised an alarm.
“I informed a policeman after getting down from the train at Chennai Central. He went in to check...we don’t know what happened after that,” Dr Bhuvana said.

Divisional Railway Manager, Chennai Division, Naveen Gulati, told The Hindu that the snake was removed from the train . How the reptile managed to enter the coach is under investigation, he said.

The rakes of Cheran Express are maintained both at Chennai and Coimbatore.

 Bank denies customer loan citing poor credit score

 It transpired his account details got mixed up with that of a person with poor credit history

R.Ramesh Babu, a resident of Avadi, was denied a loan from ICICI bank a month ago and the reason cited was poor credit score (a metric used by banks to study the track record and credit worthiness of an individual). Mr. Babu was shocked as he has always been repaying his loans on time.

Credit scores and credit reports are prepared by four credit bureau companies in India — CRIF High Mark Credit Information Services Pvt. Ltd, Equifax Credit Information Services Pvt. Ltd, Experian Credit Information Co. of India Pvt. Ltd and Transunion Cibil Ltd.

Based on algorithms

These firms source data from banks and assign a score in the range of 300 to 900, which reflects the credit worthiness of an individual and help bank in deciding on giving a loan. The scores are assigned based on algorithms used by each of these firms.

“I had applied for a mortgage loan from ICICI bank and was shocked to learn that I had a poor credit score. When I sought the CIBIL report online, I learnt that another person’s e-mail id and account details were tagged to my account. That person had a poor credit history on loans totalling nearly Rs. 13 lakh, which was linked to my account,” Mr. Babu said.

The last one month has been strenuous for him as he is been checking with CIBIL and various banks to rectify the error. “Banks like HDFC and Citi bank took my complaints and agreed that I was not the defaulter. When I raised the dispute with CIBIL, I was informed that it would take 30 working days to process the dispute. The CIBIL’s customer care said they update customers details based on the data provided by the banks and redirected me to the banks,” Mr. Babu said.

He also filed a complaint with police and is mulling further action. CIBIL declined to comment for the story.

Wake-up call

Experts said such incidents are wake-up calls for customers to cross check the accuracy of their credit score data and get it corrected.
“Usually this kind of mix-up happens when names sound similar. A customer needs to find out where the error happened, whether at the bank’s end or at the credit bureau end. He can access the report from other three rating bureau and see if the details are correct. Based on it he can raise the issue with the bank or the rating bureau digitally. If the issue does not get resolved, he can approach the banking ombudsman,” Harsh Roongta, investment adviser, said.
He suggested that customers take one credit report being made available free in a year and check the accuracy of the data.

 Postal department operations to go fully online in a few months

 Core System Integrator Project to help improve efficiency of services

In an effort to be more customer-friendly, post offices will soon go entirely online to facilitate access to speedy and reliable services across the State.

At present, most counter operations, including booking of Speed Post, is being done manually and updated online later. Once the Core System Integrator (CSI) project is in place, customers will have access to real time update of their articles booked from the time of booking to delivery. They can begin to track the articles within minutes of booking.

Rollout in Vellore

To be rolled out in Vellore division next week, the project is being implemented with the help of Tata Consultancy Services under the department’s IT modernisation programme. Officials of the Postal Department said this will improve tracking of articles, reduce duplication of work and prepare staff members of the volume to be delivered. This would also mean less paperwork in post offices.
On an average, nearly 32.41 crore articles, including registered posts, speed posts and articles are being handled in post offices across the State in a year. Of this, nearly 4.6 crore mails and articles are handled in Chennai post offices alone in a year.

R. Anand, Postmaster General, Chennai City Region, said the project will integrate all operations from customer transactions, human resource functions to accounting. This will enable allocation of manpower according to the volume of mails to be tackled.

Bulk booking

“We plan to implement the project in division-wise post offices. Those 45 offices falling under Vellore division would be integrated in the IT infrastructure project. Customers who book articles in bulk may even schedule pick up or delivery of mails through the system,” he said.

The CSI project will help avoid time lag in updating information and also help mail delivery without any delay.
There are nearly 2,833 post offices, including sub post-offices, across the State. Of this, nearly 600 post offices are located in the Chennai city region.

Once the urban post offices are covered, the project would be extended to nearly 9,300 branch post offices in rural areas of the State.

Raises questions about violation of SC orders and insurance regulator’s norms

Despite the government extending the deadline for linking Aadhaar to various services to March 31, 2018, many insurance companies are insisting that customers part with their Aadhaar details for accessing their services.

Principal among such insurers is the Life Insurance Corporation of India (LIC), whose newly designed web portal requires mandatory registration of policy holders’ Aadhaar details to even access their own policy pages. It also seems to be the first instance of its kind when access to a web page is denied for want of Aadhaar details.

If a customer doesn’t update his or her Aadhaar number upon signing in, they will not be able to move to their policy page to access their payment history, policy documents or any other details on the LIC’s website. LIC’s insistence on Aadhaar to even access the policy page on its website violates the spirit of both the Supreme Court’s orders and the insurance regulator’s circular on the deadline, say legal experts. “This is worse than a paywall. It is an act of coercion,” said a leading lawyer who didn’t wish to be identified. The Prevention of Money Laundering (Seventh Amendment) Rules, 2017, extending the Aadhaar deadline to the end of March, was notified on December 13. Following this, the Insurance Regulatory and Development Authority (IRDA) issued a notification to that effect.

Users complain

Several people who spoke to The Hindu said they were unable to log on to their own profile page to access their insurance premium records on LIC’s website without linking their policies with their Aadhaar numbers.

Policy-holder Prasanto K. Roy said since he had to download his policy receipts, he had no other way out but to submit his Aadhaar number to access his account. R. Steve Wilfred too faced the same issue. “It was my mom’s LIC account. The Aadhaar and PAN details are not updated with LIC. But my sister did update her account to pay the premium,” Mr. Wilfred said.

When the issue was raised by The Hindu with a top official at LIC on Tuesday , the official said he needed to consult with superiors on the issue and would revert in a day. A day later no reply was received. An email to IRDA Chairman on Tuesday did not elicit a reply till the time of going to press.

Some other insurance companies are also turning a blind eye to the norm, claim many citizens who have faced such hurdles of late. This is not limited to life insurance, but is also seen among holders of health, motor and travel insurance policies as well.

சென்னை; தமிழகத்தில் அரசுப் பேருந்துகளின் கட்டணம் உயர்கிறது. பேருந்து கட்டணம் உயர்த்தப்படுவதாக தமிழக அரசு அறிவித்துள்ளது. வெளியூர் பேருந்துகளில் கட்டணம் 20 சதவீதம் உயர்த்தப்படுகிறது. சாதாரண பேருந்துகளில் 10 கி.மீ வரை ரூ.5 ஆக உள்ள கட்டணம் ரூ.6 ஆகிறது. 30 கி.மீ வரை ரூ.17 ஆக உள்ள விரைவுப் பேருந்து கட்டணம் ரூ.24 ஆக உயருகிறது. குளிர்சாதன பேருந்தில் 30 கி.மீ-க்கான கட்டணம் ரூ.27-லிருந்து ரூ.42-ஆக உயர்த்தப்படுகிறது. அதிநவீன சொகுசுப் பேருந்தில் 30 கி.மீ-க்கு ரூ.21-லிருந்து ரூ.33-ஆக உயர்த்தப்பட்டுள்ளது. மாநகரப் பேருந்துகளில் இனி குறைந்தபட்ச கட்டணம் ரூ.5-ஆக நிர்ணயிக்கப்பட்டுள்ளது.

மாநகரப் பேருந்தில் 20-வது நிலைக்கு கட்டணம் ரூ.12லிருந்து ரூ.19 ஆகிறது. அதே போல 28 நிலைகள் கொண்ட தொலைவிற்கு பேருந்து கட்டணம் ரூ.14-லிருந்து ரூ.23-ஆக உயர்த்தப்பட்டுள்ளது. அதி சொகுசு இடைநில்லா பேருந்து கட்டணம் 30 கி.மீ-க்கு ரூ.18லிருந்து ரூ.27-ஆக உயர்கிறது. வோல்வோ பேருந்தில் கட்டணம் 30 கி.மீக்கு ரூ.33-லிருந்து ரூ.51-அக உயர்கிறத. இந்த கட்டண உயர்வு நாளை முதல் அமலுக்கு வரும் என அரசு அறிவித்துள்ளது.

காரைக்கால்: மூத்த குடிமக்கள், 8 வயதிற்கு கீழ் உள்ளவர்களுக்கு பாஸ்போர்ட் கட்டணம் 10 சதவீதம் குறைக்கப்படும் என மத்திய வெளியுறவுத் துறை அமைச்சர் சுஷ்மா ஸ்வராஜ் கூறியுள்ளார். காரைக்காலில் பாஸ்போர்ட் சேவை மையத்தை திறந்து வைத்த பின் பேசிய அவர், பாஸ்போர்ட் சேவையில் உலகில் மூன்றாவது நாடாக இந்தியா உள்ளது என்றார். 50 கி.மீ தொலைவில் உள்ள தபால் நிலையங்களில் பாஸ்போர்ட் சேவை மையம் அமைக்க நடவடிக்கை எடுக்கப்படும் என்றார். அனைவருக்கும் பாஸ்போர்ட் எளிதாக கிடைக்க மத்திய அரசு முயற்சிப்பதாக கூறினார்.

சேலம் மாவட்டம், நாம் தமிழர் கட்சியின் மேட்டூர் தொகுதி பொறுப்பாளராக இருப்பவர், தீபக். இவரும் அவருடைய தோழி அன்பரசியும் சேர்ந்து ரூ.16,000 கட்டினால் 40 நாள்களில் 1 பவுன் கொடுக்கப்படும். 5 பவுனுக்கான பணத்தைக் கொடுத்தால், 1 பவுன் கூடுதலாக  வழங்கப்படும் என பொதுமக்களிடம் ஆசை வார்த்தைகளை அள்ளிவிட்டு, பல லட்சம் மோசடி செய்திருக்கிறார்கள்.

“இன்றைக்குக் குழந்தையின்மைப் பிரச்னை அதிகரித்திருக்கிறது. ஒருகாலத்தில். குழந்தையின்மைக்குப் பெண்களே காரணம் என்று
அவர்கள்மீது பழிபோட்டார்கள். உண்மையில் இந்தக் குறைபாட்டுக்கு ஆண், பெண் இருபாலருமே காரணமாக இருக்கிறார்கள். முதலில் ஆண்களுக்கு இந்தக் குறைபாடு ஏன் ஏற்படுகிறது என்று பார்ப்போம்.

உணவைப் பொறுத்த வரை அசைவ உணவு ஆண்மைக்கு வலு சேர்க்கக்கூடியது. இன்றைக்கோ, கோழிக்கறி சாப்பிடும் ஆண்களுக்கு ஆண் தன்மையே பறிபோகும் நிலை ஏற்பட்டிருக்கிறது. கறிக்கோழிகளின் செல்களை வேகமாக வளர வைக்க, அதன் எடையை அதிகரிக்க ஈஸ்ட்ரோஜென் ஊசி போடுகிறார்கள். ஈஸ்ட்ரோஜென் என்பது பெண்மைக்கான ஹார்மோன்; அந்த ஹார்மோனை ஊசி மூலம் செலுத்தி வளர்ந்த கோழியைச் சாப்பிட்டால் என்னவாகும்? மேலும் அந்தக் கோழிக்கு முழுமையான பெண்மைத் தன்மையும் கிடையாது. அந்தக் கோழியால் முட்டை போட முடியாது. கறிக்காக மட்டுமே வளர்க்கப்படும் அந்தக் கோழியைச் சாப்பிடும் ஆண், பெண் இருவருக்கும் இதனால் பிரச்னையே ஏற்படும்.

பொதுவாக, எந்த உணவு ஊட்டம் அளிக்கும் என்றப் புரிதல் இல்லாமலேயே நாம் கண்டதையும் சாப்பிடுகிறோம். காய்கறிகளில் விதையுள்ள வெண்டை, முருங்கை போன்றவற்றைச் சாப்பிட்டால் வீரியம் கூடும். நாமோ பெரும்பாலும் விதையில்லாத உருளைக்கிழங்கு, கேரட், முட்டைக்கோஸ், காலிஃப்ளவர் போன்றவற்றையே அதிகமாகச் சாப்பிடுகிறோம். இதனால் விந்தணு உற்பத்தியாவதில் சிக்கல் ஏற்படுகிறது.



‘எண்ணெய் கொலஸ்ட்ரால் நிறைந்தது, அதிகம் சேர்த்துக்கொள்ள வேண்டாம்’ என்று சொல்கிறார்கள். இன்றைக்கு வந்திருக்கும் ரீபைண்டு ஆயில், பாமாயில் போன்றவற்றில் கொலஸ்ட்ரால் மட்டுமல்ல.. நம் உடல்நலத்துக்கு கேடு விளைவிக்கக்கூடிய பல காரணிகள் இருக்கின்றன. ஆனால், எள்ளில் இருந்து எடுக்கப்படும் நல்லெண்ணெய், தேங்காயில் இருந்து எடுக்கப்படும் தேங்காய் எண்ணெய், கடலையில் இருந்து எடுக்கப்படும் கடலை எண்ணெய் போன்றவை நம் உடல்நலனுக்கு நல்லவை. இந்த எண்ணெய்கள் விந்து உற்பத்திக்கும் உதவக்கூடியவை.

இன்றைக்கு நெய் ஆகாத பொருளாகிவிட்டது. உண்மையில் நெய் பிறப்பு உறுப்பிலுள்ள ரத்தக்குழாய்களில் உள்ள வலிமையைக் கூட்டக்கூடியது. குழந்தைப் பருவத்தில் நிலாவைக்காட்டி பருப்புடன் நெய் சேர்த்து ஊட்டுவார்கள். அந்த அம்மாக்களையெல்லாம் பால் பவுடர்களை ஊட்டவைத்துவிட்டன பன்னாட்டு நிறுவனங்கள்.

நமது தட்பவெப்பநிலைக்கு ஏற்ற உடை வேட்டி. அதை அணிந்தால் காற்றோட்டமான சூழலில் இருக்கலாம். விதைப்பை தளர்ச்சியாக இருக்கும்படியான உள்ளாடைகளை அணிவதே நம் தமிழர் மரபு. ஆனால் இன்றைக்கு, பேன்ட் அணிகிறோம். காட்டன் பேன்ட் போட்டால்கூட பரவாயில்லை. இடுப்பை இறுக்கும் ஜீன்ஸ் பேன்ட்டுகளையே அதிகம் பயன்படுத்துகிறோம். வேலைச்சூழல் காரணமாக நீண்ட நேரம் நாற்காலியில் அமர்ந்திருப்பது, ஏ.சி-யில் அமர்வதால் உள் உறுப்புகள் சூடாகிவிடும். இதையெல்லாம் பல மருத்துவர்கள் கணக்கில் எடுத்துக்கொள்ளாமல் `டெஸ்டோஸ்டீரான் (Testosterone) குறைந்துவிட்டது’ என்று மிக எளிதாகச் சொல்லிவிட்டு சிகிச்சை எடுக்கச் சொல்லிவிடுவார்கள்.

சூரிய ஒளி உடம்பில்பட்டாலே டெஸ்டோஸ்டீரான் அதிகரிக்க வாய்ப்பு உண்டு. ஆனால் முழுக்கை சட்டை அணிந்து, கூலிங் கிளாஸ் போட்டுக்கொண்டு செல்வது, சூரியஒளி புகாத இருட்டறையில் நாள் முழுக்க இருப்பதே பெரும்பாலான ஆண்களின் பழக்கமாகிவிட்டது. எண்ணெய்க் குளியல் எடுக்காததும் குழந்தையின்மைக்கு ஒரு காரணம்தான். அதிகச் சூடுள்ள உடலில் உயிரணுக்கள் நிலைத்து நிற்காது. எண்ணெய்க் குளியல் உடல் சூட்டை சமநிலைப்படுத்தி உயிரணுக்கள் வாழும் சூழலை ஏற்படுத்திக் கொடுக்கும்.

ஆண்மைக் கோளாறுகளைச் சரிசெய்ய ஜாதிக்காய், அமுக்கரா சூரணம் போன்ற ஏராளமான மருந்துகள் உள்ளன. ஆனால், சமூக மாற்றம் வராமல் மருந்துகளை மட்டும் சாப்பிட்டுப் பயனில்லை. ஒட்டுமொத்தமாக நம் பாரம்பர்யத்தை மீட்டெடுத்தால்தான் எல்லோரும் நலமாக வாழ முடியும்.

பெண்களைப் பொறுத்த வரை அவர்களின் வளர்ப்பு முறையிலேயே மாற்றங்களைக் கொண்டுவர வேண்டும். பருவமடைந்த பெண்களுக்கு பூப்புனித நீராட்டு விழா நடத்துவதை ஒரு கலாசார விழாவாகவே கொண்டாடினார்கள். அதில் ஆழமான அறிவியல் உண்டு. மஞ்சள் கிழங்கை அரைத்து தலையில் ஊற்றும்போது அது அவர்களுக்கு ஓர் கவசமாக இருக்கும். அதனாலேயே தெய்வங்களுக்கு மஞ்சள் அபிஷேகம் செய்வது இன்றைக்கும் வழக்கத்தில் உள்ளது. ஆனால் இன்றைக்கு மஞ்சளை சமையலுக்கு மட்டுமே பயன்படுத்துகிறோம்.
சமையலுக்கு பயன்படுத்துவதுபோல குளியலுக்கென உள்ள மஞ்சளைப் பயன்படுத்தினால் தோலில் ஏற்படும் பாதிப்புகளைச் சரி செய்யலாம். தோல், மஞ்சளில் உள்ள மருத்துவத் தன்மையை உள்வாங்கிக்கொண்டு பெண்மை தன்மையை மேம்படுத்தும்.

பருவமடைந்த பெண்களுக்கு உளுந்தங்களி, நல்லெண்ணெய் சேர்த்துக் கொடுப்பார்கள். கார் அரிசிப் புட்டும், நல்லெண்ணெயில் உளுந்தவடை செய்து கொடுப்பதும் வழக்கமாக இருந்திருக்கிறது. நலுங்கு வைப்பதும் அந்தக் காலத்தில் வழக்கில் இருந்தது. வெட்டிவேர், சந்தனம், கோரைக்கிழங்கு போன்றவை சேர்ந்த நலுங்கு மாவைப் பூசி மேலே சொன்ன உணவுகளை உண்ணக் கொடுப்பதன் மூலம் பெண்கள் நல்ல உடல் வளம் பெறுவார்கள். இது தமிழர் கலாசாரத்தில் ஒன்றாகவே இருந்திருக்கிறது.

சிறப்பு உணவுகளாக கற்றாழை லேகியம் கொடுப்பார்கள். கற்றாழைக்கு `குமரி’ என்ற பெயரும் உண்டு. அந்த அளவுக்குப் பெயரிலேயே குமரியைக் கொண்ட கற்றாழையைப் பூப்பெய்திய பெண்களுக்குக் கொடுப்பதால் அது மாதவிடாய் பூப்பு அழற்சியை ஒழுங்குபடுத்தும். இது மெட்டபாலிசத்தைச் சரிசெய்யும். சர்க்கரைநோய், மூலம், கர்ப்பப்பை நீர்க்கட்டிகள் ஏற்படாமல் தடுக்கும்.

இன்றைக்கு வளரிளம் பெண்களுக்கு சிவப்பணுக்கள் குறைவாக உள்ளன. மாதவிடாயின்போது அதிக ரத்தப்போக்கு, 15 நாள்கள் இடைவெளியில் மாதவிடாய் ஆவது, நீண்டநாள் மாதவிடாய் வராமல் இருப்பது போன்ற குறைபாடுகள் காணப்படுகின்றன. இதுபோன்ற குறைபாடுகள் வராமலிருக்க எள், உளுந்து போன்றவற்றில் சாதம் செய்து சாப்பிடுவது, கீரைகளை அதிகம் சாப்பிடுவது, மாதுளம்பழத்தை சாப்பிடவேண்டியது அவசியம். இவை மாதவிடாய் சுழற்சி உண்டாக பெரிதும் உதவும்.



பெண்களுக்கு ஏற்படும் உடல்சூட்டால் வெள்ளைப்படுதல் ஏற்படும். இந்த வெள்ளைப்படுதலாலும் கருத்தரிப்பதில் சிக்கல் ஏற்படலாம். பெண்களின் பிறப்புறுப்பில் கிருமித்தொற்று காரணமாக விந்தணுக்கள் உயிரிழக்க வாய்ப்பு உண்டு. இதுபோன்ற சூழலில் சாதாரண படிகாரத்தைப் பொடியாக்கி, தண்ணீரில் கரைத்துக் கழுவினால், கிருமிகள் அழிக்கப்பட்டுவிடும். இப்போதெல்லாம் தரமற்ற, ரசாயனம் பூசப்பட்ட நாப்கின்களை பயன்படுத்துவதால் பெண்களுக்கு பிறப்புறுப்பில் நோய்க்கிருமிகள் உண்டாகி பாதிப்பு ஏற்படுகிறது.

நமது தட்பவெப்பநிலைக்கு ஏற்ற உடைகளைப் பெண்கள் அணிய வேண்டும் என்று நம் பாரம்பர்ய தமிழர் கலாசாரத்தில் சொல்லிக்கொடுக்கப்பட்டது. தாவணி, புடவை உடுத்துவது இடுப்புப் பகுதியில் உள்ள வெப்பநிலையைச் சமநிலைப்படுத்தி உடலை ஆரோக்கியமாக வைத்திருக்க உதவும். கர்ப்பப்பையின் தசைகள் லகுவாக சம்மணம் போட்டு தரையில் அமர்வது, பாண்டி ஆட்டம் ஆடுவது போன்ற விளையாட்டுகள் உதவும். எண்ணெய்க் குளியல், காய்கறிகள், பழங்கள், மோர், இளநீர் போன்ற இயற்கை பானங்களை அதிகம் அருந்த வேண்டும். சிலர் `சீஸ்' சாப்பிடுகிறார்கள். அது நம் பெண்களுக்கு ஆகாது. அதற்குப் பதில் நெய் சாப்பிடலாம்.



குழந்தைப்பேறு என்பது இயற்கையான நல்ல உடல்நலம், மனநலத்துடன் நடக்கவேண்டிய ஒன்று. ஆனால் இன்றைக்கு அது வியாபாரமாகிவிட்டது. கர்ப்பப்பையில் வளரவேண்டிய குழந்தையை குடுவையில் வளர்க்கிறார்கள். டெஸ்ட் டியூப் பேபி முறையில் குழந்தையைப் பெற்றெடுக்கிறார்கள். எது எதற்கெல்லாமோ வங்கி தொடங்கியவர்கள் இன்றைக்கு விந்தணுவுக்கு வங்கி தொடங்கும் அவலம் நேர்ந்திருக்கிறது. இயற்கை முறைப்படி வாழ்ந்தால், இயற்கையாக, எந்தச் சிரமமும் இல்லாமல் குழந்தை பெறலாம்'' என்கிறார் மருத்துவர் வேலாயுதம்.

தமிழகத்தில் பேருந்துக் கட்டணம் உயர்த்தப்பட்டுள்ளது. மாநகரப் பேருந்துகளில் குறைந்தபட்ச டிக்கெட் விலை ரூ.3-லிருந்து ரூ.5 ஆக உயர்கிறது. இதற்கான அறிவிப்பை தமிழக அரசு வெளியிட்டுள்ளது. புதிய கட்டண உயர்வு நாளை (20-ம் தேதி) முதல் அமலுக்கு வருகிறது.

இந்தப் பணியில் சேர்பவர்களுக்கு தொகுப்பு ஊதியமாக மாதம் ரூ.5000 வழங்கப்படும். ஓராண்டுக்குப் பின்னர் ஊதியம் மாற்றியமைக்கப்படும்.

கோவையில் இருந்து சென்னை வந்த ரயிலில் பாம்பு; பதறி ஓடிய பயணிகள்

கோவையில் இருந்து சென்னை வந்த ரயிலில் ஏசி வசதி கொண்ட பெட்டியில் படுக்கையின் கீழ் பதுங்கியிருந்த பாம்பால் அதில் பயணித்த பயணிகள் பீதி அடைந்தனர்.

கடந்த வியாழனன்று கோவை - சென்னை சென்ட்ரல் இடையேயான சேரன் சூப்பர்பாஸ்ட் எக்ஸ்பிரஸ் ரயில் (12674) வழக்கம்போல் சென்னையை நோக்கி வந்து கொண்டிருந்தது.


ரயில் சென்னை சென்ட்ரல் நிலையத்தை அடையவிருந்தபோது பி-3 ஏசி பெட்டியில் பயணி ஒருவர் அவரது உடைமைகளை எடுக்க முயன்றார். அப்போது படுக்கையின் கீழ் பாம்பு ஒன்று நெளிந்து கொண்டிருந்ததைக் கண்ட அவர் அலறி அடித்துக் கொண்டு ஓடினார். அவரது அலறல் சத்தம் கேட்டு மற்ற பயணிகளும் அங்குமிங்கும் ஓடத் தொடங்கினர்.

சம்பவ இடத்திலிருந்த டாக்டர் புவனா கூறும்போது, "அந்த் பாம்பு நீளமாக இருந்தது. விஷப் பாம்பு போலவே தெரிந்தது. பயணிகள் போலீஸுக்கு தகவல் கொடுத்த நிலையில், அவர்கள் வருவதற்குள் சென்ட்ரல் ரயில் நிலையம் வந்துவிட்டது.

பயணிகள் அனைவரும் தங்களது பொருட்களை எடுத்துக் கொண்டு அவசர அவசரமாக வெளியேறிவிட்டனர். நான் இறங்கியதும் அங்கிருந்த ரயில்வே போலீஸிடம் புகார் கொடுத்துவிட்டு புறப்பட்டேன். அதன் பின்னர் என்ன நடந்தது என்பது எனக்குத் தெரியாது" என்றார்.

இது குறித்து சென்னை பிரிவு டிவிஷனல் ரயில்வே மேலாளரிடம் வினவியபோது, "ரயில் பெட்டியில் பாம்பு இருந்தது. அதை அப்புறப்படுத்திவிட்டோம். ஆனால், அந்த பாம்பு எப்படி ஏசி ரயில் பெட்டிக்குள் வந்தது குறித்து ஆராய்ந்து வருகிறோம்" என்றார்.

இரு குழந்தைகள் பெற்றுக்கொள்ள அனுமதித்தும் சீனாவில் பிறப்பு விகிதம் குறைந்தது

குடும்பத்திற்கு இரண்டு குழந்தைகளை சீன அரசு அனுமதித்தும் அந்நாட்டில் பிறப்பு விகிதம் குறைந்துள்ளதாக தேசிய புள்ளியியல் துறை தெரிவித்துள்ளது.

இதுகுறித்து தேசிய புள்ளியியல் துறை கூறியிருப்பது, "சீனாவில் பிறப்பு விகிதம் கடந்த ஆண்டு ஒரு கோடியே 72 லட்சமாக உள்ளது. இது 2016-ம் ஆண்டை விட 18 லட்சம் குறைவு (2016-ல் சீனாவில் பிறப்பு விகிதம் 1 கோடியே 90 லட்சம்)" என்று கூறப்பட்டுள்ளது.

சீனாவில் மக்கள் தொகையைக் கட்டுப்படுத்த 1970-களில் ஒரு குடும்பம், ஒரு குழந்தை சட்டத்தை அந்த நாட்டு அரசு அமல்படுத்தியது. இதன்படி கடந்த 42 ஆண்டுகளில் 40 கோடி பிறப்புகள் தடுக்கப்பட்டுள்ளன.
குடும்பத்திற்கு இரண்டு குழந்தைகளை சீன அரசு அனுமதித்தும் அந்நாட்டில் பிறப்பு விகிதம் குறைந்துள்ளதாக தேசிய புள்ளியியல் துறை தெரிவித்துள்ளது.

இந்தச் சட்டத்தில் சில விதிவிலக்குகளும் அளிக்கப்பட்டிருந்தன. மிகக் குறைந்த எண்ணிக்கையில் வாழும் பழங்குடி மக்களுக்கு இந்தச் சட்டம் பொருந்தாது.

கிராமங்களில் வாழும் பெற்றோருக்கு முதல் குழந்தை பெண் குழந்தையாகப் பிறந்தால் அவர்கள் 2-வது குழந்தை பெற்றுக் கொள்ள அனுமதி அளிக்கப்பட்டது. மேலும் தம்பதியர் இருவரும் அவர்களின் பெற்றோருக்கு ஒரே குழந்தை என்றால் அவர்களும் 2-வது குழந்தை பெற்றுக்கொள்ள அனுமதிக்கப்பட்டது.

ஒரு குழந்தை திட்டத்தால் சீனாவில் முதியோர்களின் எண்ணிக்கை கணிசமாக அதிகரித்தது. 2012 முதல் தொழிலாளர் பற்றாக்குறை சதவீதம் உயர்ந்தது. இந்த நிலையில் கடந்த 2015 ஆம் ஆண்டு சீனாவில் குடும்பத்திற்கு இரண்டு குழந்தைகள் அனுமதிக்கப்பட்டது குறிப்பிடத்தக்கது.

CHENNAI: The Velachery Vijayanagar bus stand is gasping for space after a portion of it has been demolished by the state highways department to construct a double-decker bridge.The terminus, which has been squeezed, suffered a blow when Metropolitan Transport Corporation (MTC) also dropped a proposal to shift it to Velachery MRTS railway station owing to administrative constraints.

Aiming to reduce traffic congestion during peak hours on the Tambaram- Velachery main road and Velachery - Taramani link road, in 2013 the state highways department proposed to build two bridges at Vijayanagar junction connecting Taramani link road and Velachery bypass road and Velachery - Tambaram road at a cost of Rs 90 crore.

A 640 metre-long two-lane flyover was to connect Velachery Bypass Road (100 feet road) with Velachery - Tambaram main road near Velachery MRTS station and the second flyover was to link Taramani link road with Velachery Bypass road.After a delay of three years, construction work for the first bridge was started in 2015 and the second bridge in 2016.

To erect pillars for the bridge that connects Taramani link road with Velachery bypass road, the state highways department demolished a portion of roof of Vijayanagar bus terminus a week ago. A pillar also was erected at the entrance of bus terminus.Since then, buses from Velachery bypass road and Tambaram - Velachery road enter the bus stand negotiating a narrow road, thus increasing traffic snarls during office hours. Bus commuters are also forced to stand in the scorching sun.

The bus terminus connects most areas of Southern Chennai, including Tambaram, Medavakkam, Ponmar, Kelambakkam, Madipakkam, Pallikaranai, Kilkattalai and Chromepet, Sholiganallur and Perungudi. It handles about 50,000 commuters a day.A section of bus commuters fears that if the bus terminus continues to function without adequate space, it will worsen vehicular movement.

They say buses from Tambaram and Medavakkam have smooth passage up to Pallikaranai and later they get caught up in traffic jam from MRTS station to Vijayanagar bus stand. During office hours, buses get piled up on Taramani link road, Velachery bypass road and Tambaram road up to two to three km.

“It takes nearly 45 minutes to an hour to reach the terminus from Pallikaranai. MTC should shift a few buses to nearby places to reduce traffic congestion,” said S Shanmugam, a retired school teacher and resident of Erikkarai street, Velachery.

Another commuter of Velachery, K Krishnamurthy, a banker, said about 20 MTC buses are getting parked in Velachery - Taramani link road and bypass roads throughout the day occupying the congested roads.

“Buses are already choking vehicular movement. The bridges will ease traffic congestion only if buses are taken off the roads,” he added.

Earlier, MTC had plans to shift the bus terminus to Velachery MRTS station and it was dropped later owing to issues pertaining to land acquisition and other administrative constraints.“As of now, the construction works are being done without any disruption to bus operations. The bus terminus will continue to function in the same location and buses parked on Taramani link and Velachery main road,” said an official.A senior official of state highways department said 50 percent of the works have been completed for the second flyover and plans are on to open it for traffic by the middle of this year.

CHENNAI: The proposed new mofussil bus terminus at Kelambakkam for south-bound buses is expected to cost the exchequer Rs 985 crore, according to official sources.The conceptual master plan proposal which was submitted before the steering committee earlier in January had estimated the total capital expenditure and operational expenditure at Rs 985 crore. Of this, the project cost works out to Rs 325 crore, while operational expenditure would be Rs 660 crore. This includes the cost of building of main terminal which is estimated at Rs 175 crore.

The project is proposed to be taken up in two phases. Under the first phase, a commercial centre will be developed along with the bus terminus and once the work is completed, the second phase of the commercial centre will be taken up along with an additional commercial centre.The total revenue to be generated through the bus terminus is estimated at Rs 1,020 crore.

This comes even as the technical committee of the Chennai Metropolitan Development Authority, which has approved the 66-acre plan for the bus terminus earlier, suggested the Build-Operate-Transfer (BOT) model for the new terminus. It was also suggested that the Tamil Nadu Road Development Corporation can take over the project on a cost-sharing basis.Sources pointed out the poor maintenance of the Koyambedu bus terminus, which is being directly administered by the Chennai Metropolitan Development Authority, and hoped that the BOT model, though it may lead to a small user fee, would offer better facilities to passengers. However, it is for the government to decide, sources added.

Under the first phase, the commercial area, which will come up in 8.79 acres, will include malls with food court, multiplexes and a hotel.Meanwhile, the consultant has suggested laying of 21.6-metre carriageway road connecting the bus terminus through the forest area linking Vandalur to the Kelambakkam Road.

The proposal also suggests building a flyover linking the Urapakkam Railway Station with the proposed bus terminus to have a regular shuttle service between the terminus and the railway station. There is also a suggestion to build a 300-metre one-way walkator to ferry the passengers from Urapakkam railway station to the proposed Kelambakkam terminus as well as a 225-metre long pedestrian network linking the station.

However, the biggest challenge before the proposed terminus is to overcome the legal issues pending before the Supreme Court. Once the terminus is ready with the expansion of the National Highway along the stretch and proposed development of lands belonging to Arulmigu Nadeeswarar Temple at Nandhiavaram village in Guduvanchery, the topography will undergo a change.

Police investigations have confirmed that M. Narendran was made to do 'duck walk' as part of a punishment for coming late for school.

Chennai: Police on Thursday arrested the principal and physical education teacher of Don Bosco higher secondary school, Perambur, in connection with a class 10 student's death, who swooned on the school premises on Wednesday. 

Police investigations have confirmed that teenager M. Narendran (15) was made to do 'duck walk' as part of a punishment for coming late for school.

Thiru Vi Ka Nagar police had registered a case under section 174 CrPC (suspicious death) after it was initially reported that the boy swooned during prayer meeting. There were no external injuries on his body.

Narendran had come late to school by over half an hour after which PE teacher Jay Singh had given him corporal punishment along with a few others. It is then that Narendran had collapsed on the ground after which he was moved to a hospital nearby, where he was declared brought dead.

The boy’s parents were informed by a few of his classmates that Narendran was made to do duck walk after which the parents filed a police complaint. On Thursday, police perused CCTV footage from the school, which confirmed that the boy was meted out corporal punishment.

Based on the available evidence, police arrested school principal Arul Lourdusamy and physical education teacher Jay Singh on Thursday. They were booked under section 304 (a) of IPC (causing death due to negligence), said a senior police officer.

As the news of the boy’s death spread, parents and kin of the boy staged a protest outside the school on Thursday. The school management had declared a holiday on Thursday.

A day after a school boy died, school authorities and teachers have maintained that M. Narendran (15) had collapsed during the prayer meeting.

However, probe by the district educational authorities and police at the school on Thursday showed that the boy had indeed collapsed during the corporal punishment by the physical education teacher and the same was captured on the CCTV camera.

In a preliminary inquiry, teachers and management of Don Bosco Higher Secondary School in Thiru. Vi.Ka. Nagar had maintained that the boy swooned at the prayer meeting. On Thursday, officials including Chief Educational Officer Manoharan went to the school and analysed the CCTV footage.

“It has revealed that Jai Singh had given corporal punishment for the class 10 student Narendran for coming late. Along with some other students he was asked to do 'duck walk’ which he did for some distance and then collapsed,” an official involved with the inquiry told this paper.

The officials immediately suspended physical education teacher Jai Singh.

The district education officials said they will also initiate action against the headmaster.

“We have given instruction umpteen times not to give any corporal punishment to students inside the classrooms and the school campus. Yet some schools are still practising it. We will reissue the circular again directing the schools to do away the practice,” an official said.

Chennai: The District Consumer Disputes Redressal Forum, Chennai (North), directed an insurance firm to pay Rs 8.29 lakh as compensation to a woman paralysed following surgery at a private hospital.

The forum directed the firm to indemnify the surgeon’s professional negligence.

In the petition, U. Sujatha of Purasawalkam, submitted that she had consulted Dr P. Varalakshmi of Narayana Hospital, Purasawalkam, on January 19, 2011.

Sujatha was expected to deliver a baby on August 30, 2011. She was admitted to Narayana Hospital on August 18, 2011, and developed labour pain. Without obtaining consent from Sujatha and her family members, Dr P.Varalakshmi performed surgery (lower segment cesarian section) and delivered a female baby at 9.50 am. The hospital staff manipulated the report, changing the elective to emergency surgery.

Sujatha was discharged from the hospital on August 22, 2011. In the discharge summary, the hospital advised her to take iron and calcium tablets for three months. At the time of discharge she was having hypertension. The hospital did not prescribe suitable drugs to control it. The hospital prescribed her drugs unsafe for a lactating woman. Sujatha sustained brain damage, which paralysed her permanently.

She was transferred to Apollo Hospital, Chennai for further treatment at much cost. She was discharged from Apollo on September 22, 2011. The petitioner stated that she cannot survive without a helper. Narayana Hospital staff gave her reports only after intervention by senior police officers.

In their reply, Narayana Hospital management denied deficiency in service. Dr P.Varalakshmi stated that due to threat of rupture, emergency LSCS was done. Consent from Sujatha and her mother was obtained for surgery.

M/s Oriental Insurance Company Limited stated that the firm had issued professional indemnity policy to Dr.P.Varalakshmi to cover her individual professional negligence. The insurer was liable only to the extent of professional negligence by Dr Varalakshmi. Sujatha’s medical records were not signed by Dr Varalakshmi.

The bench comprising president K.Jayabalan and member M.Uyirroli Kannan held that Dr Varalakshmi committed deficiency in service. However, Narayana Hospital, had not committed any deficiency.

The insurance firm was ordered to pay Rs 8,24,471 to the petitioner and to indemnify Dr Varalakshmi’s negligence. The bench also directed Dr Varalakshmi to pay Rs 5,000 to the petitioner.

Madras HC reprieve for conductor dismissed over 30 paise

 Madras HC not only upheld the Labour court order but also directed the management of Metropolitan Transport Corporation to pay 50 per cent wage arrears from the date of the award till his superannuation.

 

Chennai: A conductor, dismissed from service for shortage of 30 paise in a day’s collection during inspection, got reprieve from Madras high court as it upheld an earlier favourable labour court order.

Madras HC not only upheld the Labour court order but also directed the management of Metropolitan Transport Corporation to pay 50 per cent wage arrears from the date of the award till his superannuation.

Justice R.Suresh Kumar gave the directive while dismissing the petition filed by MTC (Chennai Division-I), challenging the award passed by the Labour court dated February 11, 2002.
M.K. Dananjayan was appointed as a conductor on August 1, 1986. On August 3, 1993, while he was in duty, a sudden inspection was undertaken, where the team found shortage of 30 paise in collection.

After holding enquiry, he was dismissed from service. He approached the labour court, which directed the management to reinstate him in service and pay 30 per cent back wages. Aggrieved, the management filed this petition in 2002 and obtained an interim stay.

Finding that the petition was pending over 15 years, Justice Suresh Kumar took up the matter and though there was no representation on behalf of the conductor, after hearing the counsel for MTC, passed the current order.

The judge said the labour court has concluded that as per the standing orders which were in vogue in the management, if the shortage was Rs 20, the same can be permissible. Here in the case on hand, the alleged shortage was only 30 paise. On perusal of the award, especially the reasoning given by the labour court in its finding to reach the conclusion, this court was of the view that the finding of the labour court, was neither perverse nor lack of support with any materials, the judge added. The judge said if at all the conductor was guilty of any shortage of amount, which was lesser than `20, even according to the standing orders of the management, no action needs to be taken against such erring employee.

Coimbatore: 3 private hospital doctors booked for ‘careless surgery’

COIMBATORE: In a shocking development, city police have lodged complaint against three doctors of a private hospital here after they allegedly left pieces of cotton and gauze inside the body of a four-year-old boy during a kidney surgery.

Police said that Vinodkumar, 38, an engineer of Dindigul in a petition to the city police commissioner K. Periaiah recently, sought action against three doctors of a private hospital near Ram Nagar here, who performed a kidney operation on his son Vishnu, and carelessly left cotton and gauze pieces inside after the surgery, leading to serious health problems for the boy.

While Vinodh took his son to the same hospital after a couple of weeks as the boy was unwell, struggled to urinate and a distended stomach, doctors took a scan but failed to acknowledge their carelessness and procedural lapse during the surgery.

Responding to Vinodh’s complaint, the commissioner directed the Kattoor police to take immediate action.

A case was lodged against the three doctors Dharmendhra, Vinodh and Kannadasan under section IPC 337 (causing hurt to any person by doing any action so rashly or negligently as to endanger human life). 

Doctors say surgery is better than wearing slings in treating shoulder dislocation

CHENNAI: When an 18-year-old swimmer came to the emergency room with a dislocated shoulder and MRIs revealed a torn ligaments and displaced bones, orthopedician Dr Ram Chidambaram suggested an immediate surgery, although a traditional approach would have meant complete rest with hands in a sling. 

Dr Chidambaram said that without surgery there was a 90% chance of recurrence of shoulder dislocation in the swimmer. He was also at risk of early onset of arthritis.

"A keyhole surgery will solve the problem once for all. We use just three sutures to anchor the bones and repair the ligaments. These sutures are at least 15 times stronger than stainless steel," said Dr Chidambaram, director of MIOT centre for sports medicine, shoulder and upper limb surgery.

Surgery is a preferred treatment not just for this teenaged swimmer, but for most patients -- young and old - says Dr Chidambaram.

"When there is pain and damage to the bone or muscles we must choose scalpel over sling. The outcomes have been very good. We have done a complete shoulder replacement on an 84-year-old woman and she can rotate her shoulders to 180 degrees," he said.

In the next couple of days, a team of doctors, in association with Indo-German Orthopedic Foundation, will speak to surgeons in the city on why they must not hesitate to use their scalpels. "It's high time we gave the upper limb its due," said hospital chairman Mallika Mohandoss.

"In most developed countries patients go in for surgeries to regain normal movements as soon as they suffer injuries. But people here adjust their range of activity and accept disability just to avoid surgery. The idea of a conference came because we have turned a new leaf in many patients who have remained disabled for long," she said.

Orthopedicans, however, say delayed surgeries can be complicated and expensive. At the meeting, doctors from countries such Germany, Belgium and the Netherlands will discuss shoulder problems. Over 600 participants -- orthopaedic surgeons, physiotherapist and postgraduates - will attend the conference, which will be held on the hospital's Ramapuram campus.

Andal is like my mother, I will never disrespect her’

Tamil writer and film lyricist Vairamuthu finds himself in the thick of a controversy over his reference to Hindu deity Andal as a 'dasi' in an essay he wrote earlier this month. What began as a demand for him to apologise has now snowballed into a larger controversy, with several Hindu religious sects joining in to give it a Hindutva political colour. Amidst the raging controversy, D Govardan of TOI spoke to Vairamuthu: 

How did you land yourself in such a controversy?
Tamil language is over 3,000 years old. I have been researching and recording the contributions of great stalwarts to Tamil literature, from Tholkaappiar to the recent Bharathiyar and Pudhumai Pitthan. I want to present all the works of these stalwarts in one book since the tech savvy millennial generation is not only moving away from Tamil, but also from the habit of reading. So far, I have written about 13 greats from Thiruvalluvar and Kambhar to Vallalar and Bharathiyar. For Naayanmaars, I considered Appar and I chose Andal to represent Alwars.
Andal's Tamil is something that I have lived and breathed for 40 years. I have looked at Andal from the eyes of a society and also a religion and in the context of the period she lived. I have gone far into her Tamil much more than a Vaishnavite. I not only celebrate her Tamil, but also her being the first voice for women's empowerment.
But, wasn't it your essay and narration on Andal that landed you in trouble?
I narrated the essay for about 35-40 minutes and it was well received. I cited several examples from works of others to drive home my appreciation for Andal and what she stood for. In the end, I quoted a research paper, which described Andal as a 'devadasi who lived and died in Srirangam Temple'. The reference was only used as someone who gave herself to god and who was created to serve god. Fearing that the reference itself may be misconstrued in the present day context, I elaborated further stating that devotees may not understand immediately and if they understand the context, they will accept that. My fear came from the use of the word 'dasi'. I only meant it in the rightful meaning and used it only as a passing reference to highlight empowerment of women. My fears came true, when someone misconstrued 'dasi' as 'vesi' and it has come to this. The source has not been questioned nor accepted. If the source is not wrong, how come the reference alone is wrong?
But, only you are under attack?
I did not use the reference even in the minutest extent to denigrate her. Just as my mother breast-fed me, Andal fed me with her Tamil and made me what I am today. How will I denigrate my mother? This is research work and writing and not everyone can understand. If I say that, they will again misunderstand me. I do not know - whether due to political compulsion or for something else, the whole thing has been distorted deliberately.

They are asking you to apologise?

I have expressed regret. The Tamil Writers collectively questioned me for doing that, when what I had spoken is the truth. When that is the case, what more should I do? If I wanted to defame her, will I go and deliver my speech in her birth place. I wanted to appreciate her literary contribution through my Tamil learning. In fact, this is the first time a rationalist has appreciated Andal's work to such a great extent. I have been truthful to my work and I have justice on my side.
