UGC asks varsities to launch anti-spitting campaigns

Coimbatore: The University Grants Commission (UGC) has decided to involve students in spreading awareness among the public against spitting in public places. Calling it as a social problem, in a letter to the vice chancellors of various universities across the nation, Mr Rajnish Jain, secretary of the UGC stated that the government of India has initiated the campaign with the aim of increasing awareness about the prevalent problem of spitting in public. The letter pointed that spitting in public is a sickening sight and the practice is responsible for spreading of several communicable diseases including ailments like tuberculosis (TB).

Stating it was a common sight to witness people spitting in public spaces, he urged the youth to play an active role in spreading awareness in order to bring to an end to the social problem. Mr Jain suggested that activities like rallies and campaigns in this direction can be initiated by students of universities and affiliated colleges. National Service Scheme (NSS) wing of the educational institutions can take up the initiative. In his letter, Mr Jain recommended that colleges and universities put up posters on themes of ill-effects of tobacco consumption among other subjects inside their respective campus.

When DC contacted the heads and management of a few higher educational institutions in and around the textile city, a majority of them stated that they are awaiting the new academic year to begin after which a plan of action will be designed and implemented on these lines.

As per the heavy rainfall warning issued by RMC on Saturday, Chennai is likely to expect rains in northern parts of the city till Monday. 


The air circulation off South Tamil Nadu coast is to bring scattered rains to interior parts of the state.

Chennai: Though interior parts of Tamil Nadu have received good rainfall during last few days, Chennai remained dry. However, regional meteorological centre forecasts isolated light rainfall over Chennai in next 48 hours due to a cyclonic circulation over south Arabian Sea. Meanwhile, rains in interior districts of Tamil Nadu are to reduce.

As per the heavy rainfall warning issued by RMC on Saturday, Chennai is likely to expect rains in northern parts of the city till Monday.

“Heavy rains are unlikely in the first week of June, but light spells of rain are expected as the monsoon hits Tamil Nadu. The temperature is expected to decline subsequently. With party cloudy sky condition, maximum and minimum temperatures are likely to be around 36 degree Celsius and 28 degree Celsius in Chennai,” said S. Balachandran, director, area cyclone warning centre.

The air circulation off South Tamil Nadu coast is to bring scattered rains to interior parts of the state. However, pre-monsoon rains are expected to be concentrated over Southeast Arabian Sea, bringing more rains to parts of Kerala, thereby reducing the amount of rainfall over interior parts of Tamil Nadu.

“IMD is expecting onset of mosnoon on May 29 but early monsoon onset with heavy rains is expected in southern districts in next 24 hours,” said weather blogger Pradeep John.

CHENNAI: Over one-third of the unfilled PG medical seats under management quota in the deemed medical universities are in Tamil Nadu. The Medical Council Committee, functioning under the Union Health Ministry’s Directorate General of Health Services, has surrendered over 150 PG medical degree and diploma seats to various private medical universities in Tamil Nadu. The committee usually conducts the single-window admission counselling for all management seats of PG medical courses in deemed universities across the country.

Even after a mop-up round of counselling, over 450 seats across the country remained unfilled and over 150 were in Tamil Nadu. The private universities are now free to admit students on their own, before the deadline of May 31.

“Non-clinical PG seats were not filled even after the mop-up round (of the counselling). Because there is no scope in these courses,” a Directorate General of Health Services official told Express.“Also across India, over 200 non-resident Indian (NRI) seats were not filled. This is because of the huge fee that the private medical colleges charge. Per annum, Rs 40 lakh fee is collected for each NRI seat and many cannot afford it. These colleges should reduce the fee,” the official added. The official said that the percentile was further reduced, but still, there were no takers for many of the courses.

வங்கி கிளைகள் திறப்பு பணிச்சுமை அதிகரிப்பு

Fire at Chitlapakkam dumpyard

A fire was reported in a dumpyard in Chitlapakkam on Sunday.

According to fire service officials, two fire tenders from Tambaram reached the spot to put out the fire.

Thick smoke, which engulfed the neighbourhood, considerably reduced visibility, the officials said. Fire accidents have been reported earlier too in the dump.

Flight veers off runway

The SriLankan Airlines flight UL 165 from Colombo, which touched down at the Kochi International Airport at 3.44 p.m. on Sunday deviated from its designated path on the runway by about a metre on account of strong cross winds.

The aeroplane was brought back to its scheduled path and the 248 passengers disembarked safely. There have been no injuries. Airport sources said the runway was closed for about 50 minutes on account of the incident. The incident resulted in the return journey of the aircraft from Kochi  to Colombo being delayed.

BU seeks review of GO on retirement age of Principals

Should the retirement age of principals of self-financing colleges be 62 or 65 – this is the question that appears to be on top of the minds of Bharathiar University administrators. At the last Syndicate meeting, held at the University on May 18, this question cropped.

Sources, who attended the meeting, said a few members raised the issue notwithstanding the fact that the Department of Higher Education in its Government Order 325 dated August 18, 2003 had categorically stated that the retirement age of principals in self-financing colleges should be only 62 years.

When Bharathiar University passed a resolution to relax the age limit to 65 years by way of a Syndicate meeting resolution in September 2017, Department Secretary Sunil Paliwal had written to the University Registrar on March 24, 2018, asking the University to stick to the GO.

The sources said that for the second time, a few members raised the issue in the latest syndicate meeting because relaxing the retirement age by three years helped principals of five self-financing colleges continue in their post and one among those was in the Syndicate as well.

They pointed out that the Madras High Court had not once but twice upheld the GO and all other State universities had enforced it. Therefore it was wrong on the part of Bharathiar University to seek relaxation of the age limit.

Representatives of managements of self-financed colleges say that even in the present set up, faculty and principals of State Government-run and government-aided colleges, on retirement, land as principals of self-financed institutions, thus affecting the prospects of faculty who had risen through the ranks in such colleges. They add that even 62 years as retirement age is not agreeable to certain sections of the academic community because in government-run and government-aided colleges, the retirement age is 58 years. To put a lid on the controversy, the Department of Higher Education should bring about a uniformity in the retirement age.

Head of the Principals’ Association of colleges under Bharathiar University K. Karunakaran says that the Association will take a call on the issue after its general body meeting, scheduled for May 29. As of now, it wants the University to stick to 62 years as retirement age.

Sources in the Vice-Chancellor committee of the University say that the Syndicatehas decided to write to the government again seeking clarification and relaxation, if possible.

Pharmacy courses a big hit with students

Educators have welcomed the trend, saying graduates get placed in the country and many go abroad for higher education. An attraction to students is the Pharm D course — the Doctor of Pharmacy, which, private institutions say, is well received by students.

A few years ago the Pharmacy Council of India approved of Pharm D. The six-year degree course includes one-year of internship. T. Ilango, Registrar of the Tamil Nadu Pharmacy Council, said the course had been approved by the Pharmacy Council of India and is on a par with those offered by the U.S. and Europe.

Dean of SRM College of Pharmacy K.S. Lakshmi said the Pharm D course is a PG programme that orients students to the clinical setting unlike the four-year B Pharm or M Pharm, after which students go into the pharmaceutical industry or get involved in quality control or get absorbed in the drug manufacturing industry.

“It helps, especially when we increasingly have patients coming with two or three diseases and their drug dosage must be carefully monitored,” she said.

At Sri Ramachandra University, all the 150 who graduated since 2013 have been placed, said D. Chamundeeswari, Principal of the University’s Pharmacy College.

The huge burden of lifestyle-induced diseases call for qualified patient educators to train patients in taking the right dose of medicine or administering insulin, she said.

Though private institutions are enthusiastic about the new course, no government college in the State has launched it. “It is only when the graduates’ capability is established will the government take it up. With advancement in gene-based therapy, there must be a professional who can understand, knows the drug and disease and the intricacies of treatment. We have a model in other countries. In India, with we need these professionals,” said T.K. Ravi, Principal of Sri Ramakrishna Institute of Paramedical Sciences, which runs the course.

The next time a former legislator is in the State capital, he/she can stay close to the sitting legislators’ hostel by hiring a pad at the newly constructed 10-storey facility at the Omandurar Government Estate here. The lodging facility for former MLAs was inaugurated by Assembly Speaker P. Dhanapal here on Sunday.

The hostel with a reception, dining area, 60 rooms, eight rooms for guests from other States and a 250-seat auditorium, is spread over 76,721 sq. ft. and is situated just adjacent to the MLAs’ Hostel on the campus with entry from Swami Sivananda Salai.

Constructed at a cost of Rs. 39.63 crore, the hostel has ample parking space. The hostel is available for former MLAs for limited days in a month at a nominal fare, officials said.

On the occasion, Chief Minister Edappadi K. Palaniswami also inaugurated a facility for the general public to know the proceedings of the Assembly online.

Deputy Chief Minister O. Panneerselvam inaugurated another facility that enables the former MLAs to reserve rooms online. Senior Ministers, Deputy Speaker Pollachi V. Jayaraman, Chief Government Whip S. Rajendran, MPs, MLAs and former legislators were present. Chief Secretary Girija Vaidyanathan, Assembly Secretary K. Srinivasan and senior officials were also present.

Ranchi: Union minister of state for health Ashwini Kumar Choubey, who was in Jharkhand in view of the Prime Minister's visit, said on Friday that Medical Council of India (MCI) was holding up recognition of as many as 13 new medical colleges, of which three were in Jharkhand, but hoped chief minister Raghubar Das would raise the matter with Narendra Modi.

"Owing to oath of secrecy I am not supposed to speak at length on this issue. I can only say that MCI has submitted a report to the Union health ministry about 13 medical colleges that do not fulfil criteria to start courses," Choubey said, but admitted that sometimes MCI acted in haste, even though it was a statutory body set up to ensure uniform and high standards of medical education.

Choubey did not name the proposed medical colleges in Jharkhand. But it was clear he was referring to the newly opened colleges in Palamau, Dumka and Hazaribagh where the state government was keen to begin MBBS courses from the next academic session.

"We are taking legal opinion on the MCI report. But I have suggested to the MCI that colleges with 70 per cent basic infrastructure in place could be granted recognition so that classes can begin," he said.

 Choubey said on Thursday evening he discussed the issue of medical colleges with state health minister Ramchandra Chandrvanshi and chief minister Raghubar Das at length. "I believe the issue of recognition will be sorted out. Possibly, the chief minister will raise this matter with the Prime Minister," he said.

The state government had approved the establishment of medical colleges in three districts last year and had approved funds worth Rs 485 crore for Dumka, Rs 509 crore for Hazaribagh and Rs 471 crore for Palamau.

Choubey also appreciated the Jharkhand government's efforts to improve the state's health indicators.

"Health services in Jharkhand will improve further after the construction of AIIMS in Deoghar, among the projects the Prime Minister initiated on Friday. An Rs 441crore airport will also come-up in Deoghar. AIIMS in Deoghar will benefit the people of Bihar and Bengal also," he said.

Choubey said 250 public medicine centres would be opened in Jharkhand for people to get generic medicines at concessional rates.

"It has been seen that doctors don't prefer generic medicines. The government has appealed them to prescribe generic medicines. Medicine companies have also been asked to fix a reasonable rate of medicines or else they will be dealt with according to law," he said.

Irish people paid homage on Sunday to an Indian immigrant woman whose death inspired a historic vote to repeal Ireland’s strict abortion laws while the Catholic Church rued the outcome saying it showed indifference to its teachings. In a referendum on Friday, the once deeply Catholic nation voted to scrap a prohibition on abortion by a margin of two-to-one.

The vote overturns a law which, for decades, has forced over 3,000 women to travel to Britain each year for terminations that they could not legally have in their own country. “Yes” campaigners had argued that with pills now being bought illegally online abortion was already a reality in Ireland.

Hundreds of people on Sunday continued to leave flowers and candles at a mural in Dublin of Savita Halappanaar, the 31-year-old Indian whose death in 2012 from a septic miscarriage after being refused a termination spurred lawmakers into action.

Katy Gaffney, a 24-year-old baker who travelled to Dublin from Berlin to vote, stood silently in front of the memorial crying. “I am relieved but devastated that it had to come to this,” she said. Otherspinned messages to the wall. One read: “I’m so sorry this happened to you before the country woke up. My vote was for you.” Another: “I’m sorry we let you down. It won’t be in vain.” The campaign was defined by women publicly sharing their experiences of going abroad for procedures, a key reason why all but one of Ireland’s 40 constituencies voted “Yes”.

The government of PM Leo Varadkar, who campaigned to repeal the laws, will begin drafting legislation in the coming week to allow abortions with no restriction up to 12 weeks into a pregnancy by the end of the year. Many lawmakers who campaigned for a “No” vote said they would not try to block the bill.

The outcome was a new milestone for the country of 4.8 million. French President Emmanuel Macron tweeted that “Ireland has once again made history.” He called the vote an essential symbol for women’s freedom.

In Britain, Prime Minister Theresa May faces a showdown with ministers and lawmakers in her Conservative party after refusing to back reform of highly restrictive abortion laws in the British province of Northern Ireland which has a 500km border with Ireland. In Ireland though, the once all-powerful Catholic Church, which has seen its public influence collapse since the 1980s after a string of child sex abuse scandals, took a back seat throughout the referendum campaign.

In churches across the country on Sunday there was only regret at the outcome.

Trying to have a baby? Eating fish might help.

Researchers interviewed 501 couples who were trying to get pregnant without medical assistance. All kept diaries on their diet and other health and behavioural habits, including fish consumption and frequency of sexual intercourse. They followed the pairs for a year or until pregnancy.

They found that men who had two or more four-ounce servings of fish a week had a 47% shorter time to pregnancy, and women a 60% shorter time, than those who ate one or fewer servings a week.

Partners who ate fish also had sexual intercourse, on average, 22% more frequently, but the association of eating fish with pregnancy persisted even after controlling for frequency of lovemaking.

By 12 months, 92% of couples who ate fish twice a week or more were pregnant, compared with 79% among those who ate less.

The study, in the Journal of Clinical Endocrinology & Metabolism, controlled for age, education level, smoking, alcohol intake, physical activity and other factors. The mechanism remains unclear.

“Seafood may help in semen quality, ovulation and other markers,” said the lead author, Audrey J Gaskins, a research associate at Harvard. “Or maybe these couples are the ones spending more time together. But if it’s fish that’s bringing them together, that’s still causal, although through a behavioural pathway, not a biological one.

“Women have been scared off fish because of the concerns about mercury, but there are low levels of contaminants in the seafood we commonly eat — canned tuna, salmon, shrimp and other shellfish.” NYT NEWS SERVICE

Manju Devi stands tall in her fraternity, being the first woman porter of the North-West Railways, in a profession that is considered a male bastion. She has been the sole breadwinner for her three teenage children. She lost her husband 10 years ago.

After overcoming family disputes and psychological hurdles and encouraged by her mother Mohini, Devi acquired her deceased husband Mahadev’s porter licence no. 15 and took to the demanding task of hauling luggage of passengers at the Jaipur Railway Station.

Authorities initially told her there were no women porters and hence it would be difficult for her. But she persisted and eventually given the badge number, she had said.

It took her a while to get a grasp of the realities of her job and the challenge included designing her own uniform. Now, clad in a red kurta and black salwar, she sets out every day to work in multiple shifts, to make ends meet for her family.

Devi was among 112 women who were felicitated by the ministry of women and child development, besides former beauty queens — Aishwarya Rai and Nicole Faria — mountaineer Bachendri Pal, Anshu Jamsenpa, missile woman Tessy Thomas and private detective Rajani Pandit.

She was among a gathering of 90 women achievers from different backgrounds at Rashtrapati Bhavan on January 20, this year and President Ram Nath Kovind had said that he got “emotional” on hearing her story.

“I weighed 30 kg and the passengers’ luggage was also 30 kg but it was nowhere to the burden of feeding three children,” Devi narrates in jest. PTI

“Our daughter’s soulis nowconsoled,”the parents of a woman who died of complications in 2012 after being denied abortion by doctorsin Irelandsaidon Sunday, a day after the country voted to repeal its stringent abortion laws in a landmark referendum.

“It is a landslide opinion in favour of repeal of the abortion laws that has supported our cause,” Savita’s father Andanappa Yalagi said.

One of the key cases influencing the debate on abortion in Ireland was that of dentist Savita Praveen Halappanavar, who died of sepsis in the Galway University hospital after being denied an abortion during a protracted miscarriage in 2012.

The 31-year-old woman’s deathhadtriggered a massive debate in that country over the issue of life-saving abortions.

Hailing the result of the referendum, Akkamahadevi, Savita’s mother said, “It is also a win for Kitty Holland who took up the mission and created awareness among the Irish people on the unnatural law.”

Too much screen time is taking a toll on kids’ health

A few years ago, my partner and I were looking for a centrally located hotel in Manhattan that wouldn’t cost us the world. Travel websites directed us to one right in the middle of the city with just one con — a noisy lobby as it was a popular night stay option for school trips. Ah! Kids screaming across hallways is no disturbance for us Indians, so we promptly booked it.

The next day we walked into a hotel lobby packed with more than 100 school kids and a handful of teachers. As I walked towards the elevators, I felt something amiss. And then it struck me — there was no noise. There were 100-odd kids but they weren’t talking to each other, much less screaming or running around. They were all slouching on various chairs and sofas, or against the wall, backs rounded, heads down and eyes zeroed in on their phone screens.

Back home we have all seen that parents of kids, even as young as 18 months, are walking into flights, restaurants or even our homes

with the iPads in hand. It’s like parents are under constant pressure to ensure that their children are not bored. And nothing like a phone, iPad or tab to overstimulate the bored child. Well, research is constantly saying that boredom is critical for a child and, in fact, essential for creativity to blossom. But then I am no expert on that subject so let me focus on what I do for a living — weight loss.

The problem with screen time is that it comes with sitting which we all know by now is an independent risk factor for developing lifestyle diseases. And when obesity strikes, it rarely asks if you were playing Fortnite, learning a new language on your gadget or just watching Peppa Pig. In that sense it is democratic, if you are watching, you are sitting, and if you are sitting, obesity is coming.

I.family was a major research project on health, food and lifestyle of European families for over five years and focused on children and obesity. They found a positive correlation between screen time, consumption of sugar-sweetened beverages (packaged juices, colas, etc) and anthropometry (incidences of overweight and obese kids) across the EU region. One of the reasons for this are the blurred lines between entertainment and advertisements that our kids consume on the gadgets. These findings resonate with the reality across the globe, especially in our part of the world.

A recent study has also shown that the incidence of non-alchoholic fatty liver disease (NAFLD) in Indian kids is rising. This is essentially a lifestyle disease but left unattended, it could lead to liver damage similar to that seen in alcoholics. The standard advice for this is to reduce junk food, especially that loaded with sugar, and to exercise. But when it comes to kids, we have to work at understanding the driving factors and how gadgets influence both consumption of junk food and sedentary behavior.

The fact that a lot of school work is now done on laptops and tabs makes it even more important that parents lay down strict rules for screen time — be it gaming, social media or anything else. It’s easier said than done and we often tend to give in to pester power, a child’s ability to demand the gadget and throw a tantrum until the demand is met. For all parents, who feel helpless against this universal force, science is saying what your grandmom always knew — saying NO to kids for gadgets and the resulting junk food demand protects them from cardio-metabolic risks in the future.

What keeps Virudhunagar students ahead of the curve

A national survey names Virudhunagar among 115 ‘backward aspiration districts’ which need to be developed by 2020. But when it comes to school education, the district south of Madurai has been a leader for more than two decades.

This year Virudhunagar topped the state by registering a pass percentage of 97.05% in the state board Class XII examinations and ranking third with a pass percentage of 98.29% in the SSLC examination. Educationalists attribute the stellar performance to role of the nadar and devanga chettiar communities in spreading the value of good education in the district, the proactive role of the districts' alumni and motivational teachers.

In the early 1900s, when a handful of entrepreneurs started ventures in the district, Virudhunagar became the hub of oil factories, Sattur of food products and Sivakasi of fireworks. A majority of the employers and employees belonged to the nadar community. The employers established schools, managed by Nadar Uravinmura to ensure better education and jobs for the wards of their employees.

“Employers felt that developing the community was a must and education was the tool,” says S Vinayaga Moorthy, secretary and correspondent of the 111-year-old BPV Matriculation Higher Secondary School in Palayampatti. The school which had 80 students in Class X registered 100% pass in SSLC examination.

Alumni of schools in the district play a vital role in motivating students and lending monetary support to their alma mater.

Many students of BPV Matriculation Higher Secondary School, for instance, have settled abroad, yet never fail to visit their alma mater when they are in India. “Old students are a part and parcel of the school’s development, and Nadar Uravinmurai spends a lot of its community fund on education,’’ says Balakrishnan, an alumnus of the school who worked in the US.

In the 1950s when then chief minister K Kamaraj opened more than 6,000 schools in the state and initiated the free noon meal scheme in schools, the government extended support to schools run by these two communities. Though teachers are no more recruited exclusively from these communities, the appointed ones continue the tradition of bringing out the best in students.

P B Prince Gajendra Babu, general secretary, State Platform for Common School System, says the working class views education as a solution to better their situation. This section is a driving force behind many parents in the district sending their wards to school. “Also, unlike Chennai, children in Virudhunagar do not have many distractions like malls and cinema halls. Children in a place like Chennai are brought up to face cutthroat competition. But one who overworks and sees a competitor in everyone cannot perform well. Virudhunagar has fewer private schools that propound such cutthroat competition. Government schools here have teachers who are motivated to teach students without exerting unnecessary pressure on them,” he says.

“Teachers should be given due credit for taking slow learners under their wings and helping them perform better. Also, the education department holds regular reviews to monitor the progress of all students. These factors contribute towards good results,” says R Mohan, headmaster of Chathirareddiarpatti Higher Secondary School in Virudhunagar.

Raja Mohan, a teacher in Aruppukottai, says that there are 129 schools in the Aruppukottai educational district, including areas like Reddiarpatti, Sattur and Thiruchuzhi. Almost 60 are government schools and 40 government-aided schools run by the two communities. Some of the aided schools were established in 1920. These schools offer free education to children from very poor backgrounds. “Parents also feel comfortable to send their children to schools run by their communities,” he said.

All the 162 girls who wrote the plus two examinations this year at the Thangammal Periyasamy Municipal Girls Higher Secondary School passed. I Sumitra, a topper with 1123 out of 1200 marks, wants to be a chartered accountant. V K Jayashree, the school’s headmistress, says although the school is situated in Virudhunagar town, children from remote villages come here to study. “The district administration and the education department closely monitor the functioning of the schools."

Half-ticket? Height can’t be the only yardstick, conductors told

Taking a ‘tall’ child with you in a government moffusil bus? Ensure that you carry the child’s birth certificate. Without age proof, conductors will charge full fare for the ticket even if the child is eligible for the half-fare concession.

With increasing losses in revenue, various state transport corporations last week reiterated to conductors not to consider only the earlier yardstick — a height of 130cm — while giving a child the discount if they fail to provide a birth certificate as age proof.

As per Tamil Nadu Motor Vehicle Rules, children between the ages of three and 12 must only be charged half the fare in all government buses expect those which are operated as town or metropolitan services.

If they are unable to produce birth certificate as proof, the conductor should check the height of the child and collect half the fare only if the height of the child does not exceed 130cm, an official said. Markings at the entrance of the bus and on the grille behind the driver’s seat allow conductors to check a passenger’s height.

Passengers complain that conductors do not accept ID proof such as Aadhaar and ration card as proof. “It is unfair to reject ID proof issued by various government agencies. It is practically impossible for all passengers to carry birth certificates with them,” said consumer rights’ activist K Kathirmathiyon.

Based on a complaint he made a few years ago, transport corporations made it mandatory for buses to paint or fix a board inside the bus explaining the rules. However, this is seldom followed.

There have been several instances in which conductors denied a seat to these children asking parents to seat them on their laps instead.

In response, Khadar Ibrahim from SDPI transport union said, “Ticket checkers penalise us if we do not adhere to these rules strictly.”

The inspections have increased after after a bus fare hike in January led to a drop in passengers and revenue. Ytansport corporations now insist that conductors be strict as far as age proof is concerned, Ibrahim said.

Pozhichalur cries for sewage network

More than 30,000 residents of Pozhichalur, located around 24km from the city, are at risk of health hazards posed by polluted ponds in the area. With no proper sewerage system, illegal connections drain sewage into ponds and on to the streets, creating breeding grounds for mosquitoes.

A village panchayat in Kancheepuram, Pozhichalur has close to 10,000 houses. Though metrowater mooted a proposal 10 years ago to provide sewerage connections, the plan has since been abandoned. Instead the panchayat has been urging residents to build soak pits.

“Most of us have soak pits that are cleaned once in 10 days to six months by private trucks. Sewage lines were recently laid in a part of Cowl Bazaar, I don’t see the difficulty in providing us the same facility. We have been pleading for years now,” said Sindhu Kumaran, a resident. Some residents argue that in a burgeoning suburb, sewerage lines are a necessity and soak pits are expensive to maintain.

Previously used for washing and bathing, a pond adjoining a temple in Kalliamman Nagar is now reduced to a drainage pit. Illegal sewage lines from households drain into the water body and the neighbourhood suffers because of the stench and mosquitoes. “There is no trace of the pond on Kaliamman Koil Street which has turned into a dump yard. Sewage flows onto the streets and into the adjoining land,” said Kalpana Sivakumar of JJ Nagar.

According to a 2006-07 policy note of municipal administration and water supply department, a report was to be made about providing sewerage facilities to municipalities’ town and village panchayats, including Pozhichalur. “When we raised the issue, we were told the state had decided not to have sewage networks in village panchayats. The residents were told to use the soak pit system, although not many houses follow that,” said Shankaran, panchayat secretary. The block development officer Venkat Raghavan said notices had been issued to residents. “I hope to discuss this issue with the MLA. It would also be helpful if residents took a signed petition to him. We requested residents to use soak pits, if they violate, we will have to take action.”

A metrowater official said they did not have plans to provide sewage connections. “The panchayat should approach us, only then can we start planning.” Both residents and authorities are to blame, believes Arun Krishnamurthy, an environmental activist. “We need to have a plan to integrate citizen participation towards conserving water bodies. Civic sensitisation followed by a strict vigil to maintain rules is the need of the hour.”

JAIPUR: Health department is hopeful that the child sex ratio (0-6 years) in the state will increase to 940 girls per 1000 boys in the 2021 census. It was 888 girls per 1000 boys in 2011 census.
In a meeting held at State Institute of Health & Family Welfare (SIHFW) of pre-conception pre-natal diagnostic technique (PCPNDT) supervisory board, health minister Kalicharan Saraf said that sex ratio at birth (SRB) is constantly increasing in Rajasthan. He said that it was 938 in 2016-17 but in 2017-18 it has increased to 950, which is a good sign. He said that in decoy operations conducted in the state, they have arrested 276 accused including 170 doctors for their alleged involvement in sex selection activities. Out of 276, the courts have convicted 203 accused.

Besides, he pointed out that the state government has increased surveillance of sonography centres in the state. There are 2,968 sonography machines which are registered under PCPNDT Act. In comparison to last year from January to May, more inspections have been conducted in the corresponding period this year. Last year from January to May, 923 inspections were conducted and now in 2018 in the same period, 1214 inspections have been conducted.

விழுப்புரம் மாவட்டம், மேல்மலையனூரில் கடந்த 23-ம் தேதியிலிருந்து வருவாய்த் துறையின் ஆண்டுத் தணிக்கை (ஜமாபந்தி) நடைபெற்று வருகின்றது. அதில் வருவாய்த் துறையின் தீர்வாய அலுவலரும், மாவட்ட ஆட்சியருமான சுப்பிரமணியன் தலைமை தாங்கி பொதுமக்களிடம் கோரிக்கைகளைப் பெற்று வருகிறார். அதன்படி நேற்று அந்த நிகழ்வை முடித்துவிட்டு மதியம் அங்கிருந்து கிளம்பிய அவர் விழுப்புரம் நோக்கிச் சென்றுகொண்டிருந்தார். 3.30 மணியளவில் அவரது கார் விழுப்புரம்-செஞ்சி சாலையில் அழகாபுரி என்ற கிராமத்தைக் கடந்து கொண்டிருந்தது. அப்போது அவரது காருக்கு முன்னால் சென்று கொண்டிருந்த மினி லாரி ஒன்று திடீரென்று நிலை தடுமாறி, அங்கே சாலையோரம் நின்று கொண்டிருந்த அழகம்மாள் (67) என்ற மூதாட்டி மீது மோதியது.

அதில் தலை, கை, கால் உள்ளிட்ட இடங்களில் பலத்த காயமடைந்த அந்த மூதாட்டி உயிருக்குப் போராடினார். பின்னால் வந்து கொண்டிருந்த மாவட்ட ஆட்சியர் சுப்பிரமணியன் அந்தச் சம்பவத்தைப் பார்த்தவுடன் தனது ஓட்டுநரிடம் காரை நிறுத்துமாறு கூறி இறங்கினார். உடனே அங்கிருந்தவர்கள் 108 ஆம்புலன்சை போன் செய்து வரவழைக்க முயற்சி செய்தனர். ஆனால், அதுவரை காத்துக் கொண்டிருப்பது மூதாட்டியின் உயிருக்கு ஆபத்து என்று சொன்ன மாவட்ட ஆட்சியர், பொதுமக்கள் உதவியுடன் அந்த மூதாட்டியை தனது காரில் ஏற்றிய கலெக்டர் சுப்பிரமணியன் சிகிச்சைக்காக முண்டியம்பாக்கம் அரசு மருத்துமனைக்கு அனுப்பி வைத்தார். அதோடு நிற்காமல் அரசு மருத்துவமனை நிலைய மருத்துவ அதிகாரியான மருத்துவர் புகழேந்தியைத் தொடர்புகொண்டு, மூதாட்டிக்குத் தேவையான சிகிச்சைகளை செய்து காப்பாற்றும்படி கூறினார். அதன்படி அந்த மூதாட்டி அவசர சிகிச்சைப் பிரிவில் அனுமதிக்கப்பட்டு சிகிச்சை பெற்ற நிலையில், நேற்று இரவு மேல் சிகிச்சைக்காக புதுச்சேரி ஜிப்மர் மருத்துவமனையில் அனுப்பி வைக்கப்பட்டிருக்கிறார். தகுந்த நேரத்தில் மூதாட்டியை மீட்டு மருத்துவமனைக்கு அனுப்பிய மாவட்ட ஆட்சியர் சுப்பிரமணியனுக்கு பாராட்டுக்கள் குவிந்து வருகின்றது.

சென்னையில் உள்ள மகன் வீட்டுக்கு மனைவியுடன் சென்ற அரசு அதிகாரி வீட்டில் 54 சவரன் நகை, 5 லட்சம் ரூபாய், வெள்ளிப் பொருள்கள் கொள்ளையடிக்கப்பட்டுள்ளன.

சென்னை தாம்பரத்தை அடுத்த கவுரிவாக்கம், சந்தானம்மாள் நகரைச் சேர்ந்தவர் சீனிவாசன். சுற்றுலாத்துறையில் அதிகாரியாக பணியாற்றி ஓய்வு பெற்றவர். இவரின் மனைவி ஜெயந்தி. இவர்களின் மகன் வீடு ஆதம்பாக்கத்தில் உள்ளது. கடந்த சில தினங்களுக்கு முன்பு மகனின் வீட்டுக்கு சீனிவாசனும் அவரின் மனைவியும் சென்றனர். பிறகு நேற்றிரவு அவர்கள் வீடு திரும்பினர். முன்பக்க கதவைத் திறந்து உள்ளே சென்றவர்களுக்கு கடும் அதிர்ச்சி காத்திருந்தது. பீரோவிலிருந்த 54 சவரன் நகைகள், ரூ.5 லட்சம் ரூபாய், வெள்ளி பொருள்கள் ஆகியவை கொள்ளைப் போயிருந்தது.

இதுகுறித்து ஜெயந்தி, சேலையூர் போலீஸ் நிலையத்தில் புகார் கொடுத்தார். அதன்பேரில் போலீஸார் சம்பவ இடத்துக்குச் சென்று விசாரித்தனர். பின்பக்க கதவை உடைத்து உள்ளே நுழைந்த கொள்ளையர்கள், கைவரிசைக் காட்டியிருந்தது தெரியவந்தது. சம்பவ இடத்தில் பதிவாகியிருந்த கைரேகைகளை நிபுணர்கள் பதிவு செய்தனர். மோப்ப நாயும் வரவழைக்கப்பட்டது. வீட்டைச் சுற்றி ஓடிய மோப்ப நாய் யாரையும் பிடிக்கவில்லை.

இதுகுறித்து போலீஸார் கூறுகையில், ``பூட்டிய வீட்டை நோட்டமிட்டு கொள்ளையர்கள் நகை, பணம், வெள்ளி பொருள்களைக் கொள்ளையடித்துள்ளனர். பின்பக்கமாகத்தான் வீட்டுக்குள் நுழைந்துள்ளனர். அந்தப் பகுதியில் உள்ள சி.சி.டி.வி. கேமரா பதிவுகளை ஆய்வு செய்துவருகிறோம். கொள்ளையர்களை தீவிரமாக தேடி வருகிறோம்" என்றனர்.

துபாயில் திருமணம் முடிந்த 15 நிமிடத்தில் மனைவியை விவாகரத்து செய்திருக்கிறார் மணமகன். `அனைவர் முன்னிலையில் மாமனார் என்னை அவமதித்துவிட்டார்' எனக் காரணம் கூறியிருக்கிறார் மணமகன்.

துபாய் ஊடகங்கள் இன்று வெளியிட்டுள்ள செய்தியில், ` மணமகன் ஒருவர் திருமணம் செய்துகொள்வதற்காக மணமகளை வலைவீசித் தேடியுள்ளார். இந்நிலையில், பெண் ஒருவரைத் தேர்வு செய்த அவர் அப்பெண்ணின் தந்தையிடம் சென்று, ' 18 லட்சம் ரூபாய் தருகிறேன். உங்கள் பெண்ணை திருமணம் செய்து வையுங்கள்' எனக் கோரிக்கை விடுத்துள்ளார். இந்தக் கோரிக்கையை ஏற்ற அப்பெண்ணின் தந்தை திருமணத்துக்கு முன்னதாக பணத்தை தரும்படி கேட்டுள்ளார்.

இதற்கு மணமகன் சம்மதம் தெரிவிக்கவே, ஒன்பது லட்ச ரூபாயை முன்பணமாகக் கொடுத்துள்ளார். அதன்பின், திருமண ஏற்பாடுகள் தடபுடலாக நடந்தன. நண்பர்கள், உறவினர்கள் என அனைவர் முன்னிலையில் இன்று திருமணம் நடந்து முடிந்தது. திருமணம் முடிந்த அடுத்த நொடியில், மணமகன் தருவதாகக் கூறிய மீதிப் பணத்தை பெண்ணின் தந்தை கேட்டுள்ளார். இதனால், இருவரும் கடும் வாக்குவாதத்தில் ஈடுபட்டனர். மாமனாரின் இந்தச் செயலால் மனமுடைந்த மணமகன், 'அனைவர் முன்னிலையிலும் உனது தந்தை என்னை அவமதித்துவிட்டார். அதனால் உன்னுடன் வாழமுடியாது' எனக் கூறிவிட்டு, `தலாக்' முறைப்படி அப்பெண்ணை விவாகரத்து செய்துள்ளார்.

காடுவெட்டி குரு... அதிரடிப் பேச்சு, அசராத நம்பிக்கை ஆகிய குணநலன்களைக் கொண்டவர் குரு. அவருடைய இறப்பு பாட்டாளி மக்கள் கட்சிக்கு மிகப்பெரும் பின்னடைவு என்பதில் மாற்றுக்கருத்திலை. பா.ம.க-வில் முன்னணித் தலைவராகவும் மாநில வன்னியர் சங்கத் தலைவராகவும் இருந்துவந்தார். கடந்த இரண்டு மாத காலமாக உடல்நலக்குறைவால் சென்னையில் உள்ள தனியார் மருத்துவமனையில் சிகிச்சை பெற்று வந்தார். நேற்றிரவு சிகிச்சை பலனின்றி உயிரிழந்தார்.

அரியலூர் மாவட்டம் ஜெயங்கொண்டம் அருகேயுள்ள காடுவெட்டி என்னும் கிராமத்தில் ஜெகநாதன் - கல்யாணியம்மாள் தம்பதிக்கு மகனாக பிறந்தவர் குருநாதன் என்று அழைக்கப்படும் குரு. சொந்த ஊரான காடுவெட்டியை தன் பெயருடன் இணைத்துக்கொண்டதால் 'காடுவெட்டி குரு' என்று பெயர் வந்தது. இவருக்கு மனைவி லதா, விருதாம்பிகை மற்றும் கனல் அரசன் என்ற இரண்டு குழந்தைகள் உள்ளனர். 1986-இல் காடுவெட்டியில் தி.மு.க-வின் கிளைச் செயலாளராக இருந்தவர் குரு, தங்கள் பகுதியில் வன்னியர்களுக்கு தி.மு.க.வில் முக்கியத்துவம் கொடுக்கப்படவில்லை என்பதாலும், வன்னியர் சங்கத்தை விரிவுபடுத்துவதற்காகவும் எம்.கே.ராஜேந்திரன், வீரபோக.மதியழகன் ஆகியோர் குருவை, பா.ம.க. நிறுவனர் ராமதாஸ் தலைமையில் வன்னியர் சங்கத்தில் இணைத்தனர். அவர், ராமதாஸின் நெருங்கிய உறவினரும்கூட. படிப்படியாக செயற்குழு உறுப்பினர், ஒருங்கிணைந்த திருச்சி மாவட்டச் செயலாளர் பதவி வகித்து பா.ம.க-வில் வளர்ந்தார்.

பின்பு வன்னியர் சங்கத் தலைவராகப் பதவியேற்றார். 2001-இல் அரியலூர் மாவட்டம், ஆண்டிமடம் சட்டமன்றத் தொகுதியிலும், 2011-இல் ஜெயங்கொண்டம் சட்டமன்றத் தொகுதியிலும் போட்டியிட்டு வெற்றிபெற்று சட்டசபை உறுப்பினராக இருந்தவர். இரண்டுமுறை குண்டர் சட்டத்தின் கீழ் சிறையில் அடைக்கப்பட்டவர். இவர், பங்கேற்கும் கூட்டங்களில் மிகுந்த உணர்ச்சிப் பெருக்குடன் பேசுவதால், 'வன்னிய இளைஞர்களிடையே வன்முறையைத் தூண்டும் வகையில் பேசிவருகிறார்' என்று தெரிவித்து அவர் மீது பல வழக்குகள் பதிவு செய்யப்பட்டுள்ளன.

29.12.1995-ம் ஆண்டில் அம்பலவர் கட்டளையில் நடைபெற்ற பொதுக்கூட்டத்தில் அப்போதைய முதல்வர் ஜெயலலிதா குறித்து அவதூறாகப் பேசினார் என்று கூறி, விக்கிரமங்கலம் போலீஸாரால் வழக்கு பதியப்பட்டது. 27.8.1997-ம் ஆண்டு ஜெயங்கொண்டம் அண்ணா சிலை அருகே நடைபெற்ற பொதுக்கூட்டத்தில் உஞ்சினி சடையன் இறப்பில் வெங்கடேசன், ராமசந்திரன் ஆகியோர் மீது போடப்பட்ட குண்டர் சட்டத்தில் போலீஸாரின் செயல்பாடுகளைக் கண்டித்துப் பேசியதாக குரு மீது வழக்கு பதிவு செய்யப்பட்டது. அதேபோல் 20.1.2005-ம் ஆண்டு தா.பழூரில் நடைபெற்ற பொதுக்கூட்டத்தில் புதிய வீராணம் திட்டத்துக்கு எதிராகப் பேசியதாக போலீஸார் வழக்கு பதிவு செய்தனர். 6.1.2006 அன்று ஜெயங்கொண்டத்தில் நடைபெற்ற உண்ணாவிரதப் போராட்டத்தில் "வெள்ளம்பாதித்த பகுதிகளில் நிவாரண உதவிகள் சரிவர வழங்கப்படவில்லை" என அரசை குற்றம்சாட்டியதுடன், "உரிய நிவாரணம் வழங்காவிட்டால் ஜெயங்கொண்டம் வட்டாட்சியர் அலுவலகத்தை கொளுத்தி விடுவேன்" என்று கூறியதாக போலீஸார் வழக்கு பதிவு செய்தனர்.

21.6.2006-ம் ஆண்டு மேலூர் கிராமத்தில் அனல் மின்திட்டத்துக்கு அளவிடச் சென்ற அதிகாரிகளை வழிமறித்து, மாட்டுவண்டிகளைக் கொண்டு சாலையை மறித்ததுடன், ஏக்கருக்கு ரூ.5 லட்சம் வழங்க வேண்டுமென பொதுமக்களைத் தூண்டியதாக ஜெயங்கொண்டம் போலீஸாரால் வழக்கு பதிவு செய்யப்பட்டது. 6.1.2008 அன்று பா.ம.க. மாவட்ட செயற்குழுக் கூட்டத்தில் மத்திய அமைச்சர் ஆ. ராசா, தி.மு.க எம்.எல்.ஏ. சிவசங்கர் ஆகியோரைத் தரக்குறைவாகப் பேசியதாக அரியலூர் போலீஸார் குரு மீது வழக்கு பதிவு செய்தனர். 10.3.2008 அன்று முன்னாள் பா.ம.க. மாநில மகளிரணிச் செயலாளர் செல்வி, மேடையில் குரு இருக்கும்போதே அவரைப் பற்றி பேசியதால் செல்வியின் வீட்டில் பெட்ரோல் குண்டு வீசியதாக குரு உள்ளிட்ட 5 பேர் மீது உடையார்பாளையம் போலீஸார் வழக்கு பதிவு செய்தனர். இந்த வழக்கு தொடர்பாக ஜெயங்கொண்டம் நீதிமன்றத்துக்கு 7.7.2008 அன்று குரு உள்ளிட்ட 5 பேர் அழைத்துச் செல்லப்பட்டபோது, பா.ம.க-வினர் தடுத்ததால் தடியடி நடைபெற்றது. இதில் பலர் காயமடைந்தனர். இந்த நிகழ்வு பெரிய அளவில் பேசப்பட்டது.

28.7.2010 அன்று அரியலூரில் வன்னியர்களுக்கு இடஒதுக்கீடு வழங்கக்கோரி நடைபெற்ற பொதுக்கூட்டத்தில் ஒதுக்கீடு வழங்காவிட்டால், தமிழகத்தில் பேருந்து மற்றும் ரயில்கள் ஓடாது என்றும் அனைத்தையும் கொளுத்துவோம் என்றும் மிரட்டல் விடும்வகையில் பேசியதாக அரியலூர் போலீஸார் குரு மீது வழக்கு பதிவு செய்தனர். 5.7.2008 அன்று குணசேகரன் வழக்கில் குரு கைது செய்யப்பட்டார். 15.7.2008 அன்று தேசியப் பாதுகாப்புச் சட்டத்தின் கீழ் குரு கைது செய்யப்பட்டதற்கான நகல் வழங்கப்பட்டது.

26.11.2008 அன்று ஜெ.குரு மீதான தேசிய பாதுகாப்புச் சட்டம் விலக்கப்பட்டது. 30.11.2008 அன்று திருச்சி மத்திய சிறையிலிருந்து குரு விடுதலை செய்யப்பட்டார். வன்னியர்களுக்காக தன்னுடைய வாழ்க்கையை அர்ப்பணித்த குரு, தன் தந்தையைக் கொலைசெய்த மாமாவின் தலையை வெட்டி, காளி கோயிலில் உள்ள சூலத்தில் குத்திவைத்தார். இதுதான் இவர் மீதான தனிப்பட்ட வழக்கு. அதேபோல் ஆண்டிமடம் காவல் நிலையத்தில் குற்றவாளி என குருவின் புகைப்படம் ஒட்டப்பட்டிருந்தது. இதுதொடர்பாக கட்சி நிர்வாகிகள் குருவிடம் கேட்டபோது, "என்னுடைய மக்களுக்காக போராட்டத்தில் இறங்கியிருக்கிறேன். என்னை குற்றவாளியாக மட்டும் அல்ல, துப்பாக்கியால் சுட்டுக்கொன்றாலும் என் மக்களுக்காக ஏற்றுக்கொள்வேன்" என்று உணர்ச்சி பொங்கப் பேசினார்.

தன் மக்களுக்காக வாழ்க்கையை அர்ப்பணித்த குருவின் இறப்பு, அவர் சார்ந்த சமூகத்தைச் சேர்ந்த மக்களை மீளாத் துயரில் ஆழ்த்தியுள்ளது.

ஸ்டெர்லைட்டுக்கு எதிரான தூத்துக்குடி போராட்டத்தில் துப்பாக்கிச் சூடு நடந்ததைக் கண்டித்து சமூக ஆர்வலர் ட்ராஃபிக் ராமசாமி சென்னையில் இன்று ஒருநாள் உண்ணாவிரதம் இருந்து வருகிறார்.




அப்போது செய்தியாளர்களிடம் பேசிய ட்ராஃபிக் ராமசாமி, ``தூத்துக்குடியில் சட்ட விரோதமாக துப்பாக்கிச் சூடு நடைபெற்றுள்ளது. எடப்பாடி பழனிசாமி போன்றோர் நரேந்திர மோடியின் கைக்கூலிகளாக வேலை செய்கிறார்கள். எடப்பாடி பழனிசாமி, ஓ.பி.எஸ் உள்ளிட்ட எந்த அமைச்சருக்கும் தூத்துக்குடி பக்கம் தலைகாட்ட தைரியமில்லை. இவர்களெல்லாம் மக்களைக் காப்பாற்றுவதாக பொய் கூறிவருகின்றனர். இதனைக் கண்டித்து இன்று ஒருநாள் உண்ணாவிரதம் இருந்து வருகிறேன். ஒருவாரகாலத்துக்குள் இந்த ஆட்சியைக் கலைக்க வேண்டும். 10 பேரைச் சுட்டுக்கொன்றாலே ஆட்சியைக் கலைக்க வேண்டும் எனச் சட்டம் இருக்கிறது. அதனை அமல்படுத்த வேண்டும் என திங்கள்கிழமை வழக்கு போடவுள்ளேன்.

பி.ஜே.பி. தலைமையிலான தேசிய ஜனநாயகக் கூட்டணி அரசு பதவியேற்று நான்காண்டுகள் நிறைவடைந்துள்ள நிலையில், பிரதமர் மோடி யாராலும் முடியாததை முடித்துக் காட்டுபவர் என்று பெருமித்துடன் மார்தட்டுகிறார்கள் பி.ஜே.பி-யினர். ஆனால், முக்கியமான பல பிரச்னைகளில் மோடி வாயே திறப்பதில்லை என்கிறார்கள் எதிர்க்கட்சியினர்.

ஆம்... பிரதமர் மெளனம் காக்கும் விஷயங்கள் ஒன்றிரண்டு அல்ல; தமிழகம் உள்பட ஒட்டுமொத்த இந்தியாவிலும் நடக்கும் ஏராளமான பிரச்னைகளுக்கும் எந்தக் கருத்தையும் தெரிவிக்காமல் வாய்மூடியே இருந்துள்ளார் என்று குற்றம்சாட்டுகிறார்கள் எதிர்க்கட்சியினர்.

``காவிரி மேலாண்மை வாரியத்தை உடனடியாக அமைக்க வேண்டும் என்று மத்திய அரசுக்கு உச்ச நீதிமன்றம் உத்தரவிட்டதுடன், அதற்கு காலக்கெடுவையும் விதித்தது. காவிரிப் பிரச்னை தீவிரமடைந்து தமிழகத்தில் எதிர்க்கட்சிகளும், விவசாயிகளும் கண்டனப் போராட்டங்களில் ஈடுபட்டனர். காவிரிப் பிரச்னை தீவிரம் அடைந்திருந்த சமயத்தில் சென்னைக்கு அருகே ராணுவக் கண்காட்சியைத் திறந்துவைக்க பிரதமர் மோடி வந்தார். அவருக்கு எதிராகக் கறுப்புக் கொடி போராட்டம் மற்றும் கறுப்புப் பலூன்கள் பறக்கவிடப்பட்டு எதிர்க்கட்சியினர் தங்களுடைய கண்டனத்தைப் பதிவுசெய்தனர். ஆனால், மோடியோ காவிரிப் பிரச்னை தொடர்பாக எந்தக் கருத்தையும் தெரிவிக்காமல் மௌனம் காத்தார். இப்போதுவரை காவிரி விவகாரத்தில் மௌனியாகவே உள்ளார்.

உத்தரப்பிரதேச மாநிலம் உன்னாவ் என்ற இடத்தில் நடந்த சிறுமியின் பாலியல் வன்கொடுமையும், காஷ்மீர் மாநிலத்தில் ஒரு சிறுமியை விஷமிகள் சிலர் பாலியல் வன்கொடுமை செய்து கொலைசெய்யப்பட்ட கொடூரத்தையும் அறிந்து ஒட்டுமொத்த இந்திய மக்களும் அதிர்ச்சிக்குள்ளானார்கள். இந்தச் சம்பவங்கள் குறித்து நீண்ட நாள்கள்வரை வாய் திறக்காமல் இருந்ததுடன், கடும் விமர்சனங்களுக்குப் பின்னர் 'குற்றம் செய்தவர்கள் யாரும் தப்பிக்க முடியாது; இந்திய மகள்களுக்கு முழுமையான நீதி நிச்சயம் கிடைக்கும்' என்று ஒற்றை வரியில் தெரிவித்தார்.



தற்போது தூத்துக்குடியில் ஸ்டெர்லைட் ஆலைக்கு எதிராகப் போராடிய பொதுமக்கள் 13 பேர் போலீஸாரால் கண்மூடித்தனமாகச் சுட்டுக்கொல்லப்பட்டுள்ளனர். இந்த விவகாரத்திலும் இதுவரை பிரதமர் வாய்திறக்கவில்லை.

15 நாள்களுக்கு ஒருமுறை விலையேற்றம் என்ற நிலைமாறி, அன்றாடம் பெட்ரோலியப் பொருள்களின் விலையை எண்ணெய் நிறுவனங்கள் நிர்ணயித்துக் கொள்ளலாம் என்று மாற்றியமைத்த பின்னர், பெட்ரோல், டீசலின் விலையானது தினமும் ஒரு ரூபாய், இரண்டு ரூபாய் உயர்ந்துகொண்டே வருகிறது. வரலாறுகாணாத அளவில், சென்னையில் ஒரு லிட்டர் பெட்ரோல் 81 ரூபாயைத் தாண்டிவிட்டது. பெட்ரோல், டீசல் விலை உயர்ந்து கொண்டிருப்பது பற்றியும் பிரதமர் மோடி எந்தக் கருத்தையும் சொல்லவில்லை.

In yet another case of a jewellery major purportedly defrauding banks, Bhoopesh Kumar Jain, the Managing Director of Kanishk Gold Private Limited(KGPL) was arrested on charges of money laundering on Monday. The Chennai-based jeweller has been remanded in judicial custody till June 8.

Here are five things you must know about the issue:

The primary allegation against the popular jewellery chain is of defrauding a consortium of 14 private and nationalised banks by reportedly falsifying records in order to display an increased working capital. In January this year, State Bank of India filed a complaint with the CBI that the jewellery chain was guilty of forgery, cheating and criminal conspiracy to the tune of Rs 824.15 crores.

Loans to the jewellery maker began in 2007 when it began operations. By 2012, the company entered into a consortium agreement with a combine of private and nationalised banks. KGPL was reportedly granted a metal gold loan using which it would buy bullions from nominated banks or from the open market.

As early as May 2017, the banks' investigation revealed that the stocks against which credit was obtained by KGPL- goods and input materials- were non-existent with operations having come to a virtual halt.

In March 2018, the CBI raided the properties of KGPL and its questioned its promoters Bhoopesh Kumar Jain and his wife Neeta Jain. According to a statement by the Enforcement Directorate, Jain was arrested over suspicions that he may attempt to manipulate facts in his favour. In its statement on Friday, the Enforcement Directorate also pointed out, “He has neither cooperated with the investigation nor has he revealed any true or factual information so far.”

In April, assets worth Rs 48 crore belonging to KGPL were frozen by the Enforcement Directorate under the Prevention of Money Laundering Act in addition to attaching the jewellery maker's plant and production machinery worth Rs 143 crore.

“I have been struggling for six years, I was praying for this change,” says Anadanappa Yalagi, a retired engineer from Karnataka’s Belagavi district as results of a historic vote that changed Ireland’s constitution were announced.

An overwhelming number of people had voted yes to legalise abortion in Ireland and to repeal the Eighth Amendment of the Irish constitution. The Eighth Amendment that was introduced in 1983 treated the life of a mother and unborn child as equal, and till 2013 did not allow abortions even if the mother’s life was at risk.

But after decades of struggle, Ireland has finally booted out the law, with 66.4% voting for legalising abortions, while 33.6% voted against it.

It was the death of 31-year-old Savita Halappanavar, which triggered the massive citizens’ movement in Ireland, resulting in this landmark decision.

What happened to Savita Halappanavar

On October 21, 2012, Savita, a dentist by profession from Belagavi, was 17 weeks pregnant with her first child. She and her husband were ecstatic over the pregnancy but their dreams came crashing down when she was admitted to the University Hospital Galway after she complained of severe back pain.



Within hours, medical staff at the hospital had suggested to Savita that a miscarriage was inevitable. When Savita sought an abortion, she was refused as a foetal heartbeat could be heard. The doctors suggested that the pregnancy must end naturally as abortion was illegal in the Catholic country.

Savita’s condition deteriorated immediately. The doctors had informed her family that the risk of infection was high as the foetal membranes had ruptured; the Halappanavars asked whether it was possible to medically induce the miscarriage.

According to The Guardian, a consultant later recalled saying: “Under Irish law, if there’s no evidence of risk to the life of the mother, our hands are tied as long there’s a foetal heart [beat].” No intervention took place at this stage as well.

On the morning of October 24, 2012, Savita was diagnosed with infection and she later went into septic shock. Although the medical team had decided to medically induce an abortion, it was too late. Savita miscarried and was subsequently admitted to intensive care, where she died on October 28, 2012.

The aftermath

When the news of Savita’s death broke, thousands of people held candlelit vigils and protests across Ireland. Thousands of women took part in protests demanding that women be allowed to have access to legal abortions.

Savita was held as the tragic example of the Irish law and the protestors had said that the country had failed to protect women,

Pro-choice campaigners, and over 100 organisations including human rights, feminist and pro-choice organisations, trade unions, health organisations, NGOs and community organisations had joined hands for the movement to repeal the 8th Amendment.



In 2017, tens of thousands took to the streets of Dublin for the annual ‘March for Choice’. Those who were pro-life claimed that Savita’s death was being distorted by those with an agenda to liberalise Ireland’s laws. The Catholic bishops of Ireland were dead set against changing the legal structure.

Now, over five years after her death, Savita’s father says that his wish has been fulfilled. For Andanappa, the historic vote is personal. “I knew it in my bones that the people of Ireland would vote yes and repeal the 8th amendment. It was because of this law that my daughter died. Everyone knew she was going to die. There was time to save her. And yet no one could help because of one single law,” Andanappa tells TNM.

Andanappa says he grieves for his daughter more on this day than ever before. “I am a father. I can only hope that this law was not there when my daughter was crying out for help. I hope no other father has to feel the way I do. I miss her every single day. I am happy that a change has been brought in and if Savita was the face for this change, then I am sure that she is happy where ever she is now,” Andanappa says, as he breaks down.



For over five years, Andanappa has helped pro-choice activists in Ireland in their campaign to repeal the 8th Amendment. He has sent video messages all the way from India, asking people to repeal this draconian law.

“Although, I have never gone to Ireland to campaign for the cause after my daughter passed away, activists have been in touch with me through video calls, WhatsApp and many other platforms. They ask me to make video messages, appealing to the people to change this law. We have struggled for so many years now. I am happy that the people of Ireland remembered my daughter while voting for change,” he adds.

How Savita’s death changed abortion laws in Ireland

The new law enacted in 2013

The rigid Irish laws on abortion was amended in 2013. Although the new Protection of Life During Pregnancy Act did not completely legalise abortion, it was however, allowed under certain conditions.

This amendment legalised abortion when doctors determined that the pregnant woman’s life is in danger or if the woman is at a risk of committing suicide. However, the law also introduces a penalty of 14 years imprisonment in case of unlawful abortion.

This happened after an inquiry into Savita’s death had revealed that she would not have died if it had been legally possible to terminate the pregnancy earlier.

An investigation commissioned by the Health Service Executive, had found there had been an over-emphasis on the need not to intervene until the foetal heart had stopped. The commission had recommended necessary constitutional changes in the abortion law.

The UN recommends a referendum in 2015

The United Nations Committee on Economic, Social and Cultural Rights had recommended that a referendum on abortion be held in Ireland.

The UN had said that in cases of rape and incest and risk of a woman’s health due to the pregnancy and the lack of clarity on what constitutes as risk were serious concerns in the 2013 law.

The committee had also stated that a revision of the 2013 Protection of Life During Pregnancy Act was necessary.

The 2017 Citizens’ Assembly votes

The Citizens' Assembly voted to recommend the unrestricted access to women regarding abortions. The Citizens’ Assembly voted 64% in favour of having no restrictions on abortions in early pregnancy.



However, anti-abortion activists and pro-choice campaigners demanded more clarity and the Irish government decided to hold a referendum in 2018.

Frustrated at non-payment of bills for dialysis treatment, Canacona doc assaults the Director with a metal rod
PANJIM: In an incident that shocked the medical community in the State, and underlined the frustration of a doctor who is a victim of delayed release of payment for kidney dialysis treatment, Dr Venkatesh R allegedly attacked the Director of Health Services, Dr Sanjeev Dalvi, in the latter’s office on Thursday afternoon.

According to Panjim police, Dalvi was allegedly attacked by Venkatesh whom the Directorate of Health Services has outsourced a kidney dialysis facility at Canacona. “Dr Venkatesh R entered the cabin of the Director and hit him with a blunt weapon,” Panjim police inspector Siddhanth Shirodkar said. 

Dalvi was carrying out routine work in his office chamber when Venkatesh barged in with an alleged intention to assault the director, as he was armed with a metal rod, the weapon used to attack Dalvi. How the rod went unnoticed by the staff is being probed by the police. 

It is learnt that the duo initially had a verbal duel over non-payment of Rs 52 lakh, after which Venkatesh assaulted Dalvi. The bill was raised by the alleged accused for treatment he has been carrying out. 

Witnesses said Dalvi raised an alarm following which staff ran to his rescue and locked the accused in the gent’s toilet.
“Dr Dalvi shouted for help. We rushed to him and saw Dr (Venkatesh) was holding by his (victim) neck. Dr Dalvi was bleeding from his head and his shoulder was also injured,” a witness told reporters after the attack.

“We took the accused and locked him in the gent’s toilet but he broke open the door and jumped from the first floor. He also sustained a fracture,” said the witness. 

Police on arriving at the Department, took the accused to the police station and later shifted him to Goa Medical College and Hospital (GMC). Doctors on examining him found a fracture. Speaking to reporters while being given first aid, Venkatesh alleged that the DHS Director was not releasing the payment and that it was the latter who first attacked him in the cabin. 

Dalvi, who was bleeding, was also shifted to GMC. Both - the victim and alleged accused - were being treated in the hospital till late Thursday night. 

While the accused has been arrested under different sections of the Indian Penal Code, the police have not been able to place him in lock up as GMC has not declared him fit. 

The accused has been booked under Sections 324 (causing hurt or injuries by dangerous weapons), 341 (wrongful restraint), 353 (assault or criminal force to deter a public servants from discharge of his duty) and 504 (intentional insult with intention to provoke breach of peace) of the Indian Penal Code.
