MBBS fees already Rs. 50,000: Colleges

While Medical Education Minister D.K. Shivakumar said that the government intends to increase the annual tuition fee for MBBS course from Rs. 17,000 to Rs. 50,000 from the coming academic year, college authorities and students point out that they have already paid Rs. 50,000 as tuition fees for the 2018-2019 academic year.

In an order issued on June 26, 2018, the Department of Medical Education had stated that the tuition fee in government medical colleges would be increased from Rs. 16,700 to Rs. 50,000, and government dental colleges from Rs. 14,400 to Rs. 40,000.

Besides this, the students would also have to pay university fees, hostel fees and mess fees annually.

“The fee for government medical colleges is already Rs. 50,000 and we have even collected tuition fee from students who have enrolled for the 2018-2019 academic year,” an official from the Karnataka Examinations Authority confirmed.

The KEA conducts counselling for all medical and dental seats across the State.

Sources in the Medical Education Department also pointed out that the Minister had indicated that the fees for PG medical courses would be hiked and that the hike in MBBS was already implemented for this academic year.

“The fees in government colleges in Karnataka is one of the lowest in the country. The previous fee hike was more than a decade ago. So, in order to improve infrastructure facilities in government colleges, we have decided to hike the fees in the range of 5 to 10% annually,” a source said.

The Admission Overseeing Committee (AOC) has directed two medical colleges in Bengaluru to refund the excess fees they had collected, along with 6% interest.

The committee also stated that if they fail to do so, the Rajiv Gandhi University of Health Sciences (RGUHS) should make necessary recommendations to the Medical Council of India for withdrawal of recognition and affiliation.

The institutes — Rajarajeswari Medical College & Hospital and East Point College of Medical Sciences & Research Centre — had allegedly collected excess money from students under various sub-heads, including fees for use of swimming pool, air-conditioning, gym and smart classes.

The students, who had complained to the committee, are currently in the second year.

“While the students paid excess fees when they were in the first year without questioning the management, they have now realised that it is illegal and have complained to us,” said B. Manohar, chairman of the AOC. Last week, the committee wrote to the government recommending initiating action against these colleges.

While Rajarajeswari Medical College & Hospital allegedly asked government quota students to pay an additional fee of Rs. 48,800 while students in the institutional quota were asked to pay Rs. 1.48 lakh.

Students of East Point College of Medical Sciences & Research Centre were allegedly made to pay Rs. 80,900 if they were chosen under the government quota and Rs. 91,800 under the institutional quota.

Despite conducting several hearings, the colleges did not relent, said sources in the committee.

“Students and parents are eagerly waiting for the colleges to waive off the excess fees, but the management is not entertaining their concerns,” a source said. Rajarajeswari Medical College & Hospital authorities said that the matter is sub-judice and that students had already approached a court as well.

A representative of East Point College of Medical Sciences & Research Centre said that they would soon comply with the order of the committee.

VC calls for networking of educational institutions

Gujarat University Vice-Chancellor Himanshu Pandya on Wednesday appealed to principals and heads of colleges and universities to promote networking among educational institutions as it would mutually benefit the institutions and the student community towards growth.

Speaking at the inaugural session of a principals conference organised by Confederation of Indian Industry (CII) here, he said a number of agencies were present at the national level to rank institutions on different parameters. There might be a number of questions revolving around the ranking such as whether it really helped institutions and students. But the ranking might bring in competition and enhance performance.

Hence, in a robust environment, it would be more beneficial for institutions to network and jointly submit proposals to UGC and Ministry of Human Resources & Development, which had plenty of funds to provide, he pointed out.

Dr. Pandya urged educational institutions to come together and devise degree programmes, be it within the country or with institutions in abroad.

By allowing students to pursue a dual degree, the students would not only get the much required exposure, but also understand about the changing trends and the requirements. There was no harm in introducing new syllabus by the educational institutions. Students should prepare depending on the need of society and not the other way round, he emphasised.

Former Madras University Vice-Chancellor S.P. Thiagarajan, in his address, correlated how the industrial revolutions in the past triggered educational institutions to prepare students. In a rapidly developing society, curricula might be designed as per the learners’ ability. With technology around in aplenty, the best among them shall be put to use. For transforming the students in a new age era, teachers should also transform themselves, he underlined and summed up that good teachers were sole reasons for extraordinary students.

CII’s Tamil Nadu Education Panel convenor Hari K. Thiagarajan, in his address, said there were 622 engineering colleges and 1,318 arts and science colleges in Tamil Nadu. However, taking a glance at the NIRF ranking showed that only 20 engineering colleges and 28 arts/science colleges were among the top 100 in the country. Every year, a whopping 1.1 lakh students graduated from these colleges in the State, but only 30% (35,000) of them were employable, he noted.

The institutions should focus on basics and look for the requirements ofi ndustry, which might help more students to get jobs.

Earlier, CII Madurai zone chairman S. Rajamohan welcomed the gathering.

Now, book a cab through Metro app

Like Ola and Uber, Chennai Metro will soon offer its commuters a facility to book a ride through its mobile app, for travelling to areas around stations.

According to officials of Chennai Metro Rail Limited (CMRL), they have tied up with a firm to offer the service. “The (firm’s) icon for this service will be created in the Chennai Metro Rail mobile app and when commuters touch the icon, it will direct them to the firm’s vehicle booking page and they can hire a car. The vehicle will pick them up from a station and drop off at their respective destination, which should be within 5 km in and around the station,” an official said. This facility should be in place in a month, he added.

Officials said, the prices will be nominal and fixed in the range of Rs. 15-Rs. 20. Also, a commuter can book a cab by calling the Chennai Metro Rail helpline 18604251515.

Doctors cannot claim immunity from POCSO Act, says HC

Doctors cannot claim complete immunity from being prosecuted under the Protection of Children from Sexual Offences (POCSO) Act of 2012 and attempt to get discharged from such cases without facing a full fledged trial and proving their innocence, the Madras High Court has held.

Justice V. Parthiban passed the ruling while dismissing a criminal revision petition filed by urologist P. Rajendiran of Puducherry who had been accused of having sexually misbehaved with a 13-year-old girl, studying in Class IX, in the guise of physically examining her for the complaint of stomach ache.

The petitioner’s counsel had relied upon ‘A Manual on Clinical Surgery (Special Investigations and Differential Diagnosis)’ to drive home his point that when abdominal findings were not sufficient to account for symptoms a patient was complaining of, doctors could think of extra abdominal causes and examine the chest and chest wall.

Charges levelled

However, unimpressed with such submissions, the judge said, the charge levelled against the petitioner by the prosecution and the defence taken by him to prove his innocence had to be necessarily tested in the form of trial by adducing evidence in order to find out truthfulness or veracity of the charges framed against him.

“If the case of the petitioner is to be accepted that the medical practitioners need to be protected under all circumstances under Section 41 of POCSO Act, it would mean that no medical practitioner can ever be prosecuted and convicted even if there is involvement in POCSO offence.

“Such scenario would not have been the intention of the Parliament while enacting the law. After all, the objective of the POCSO Act is to protect the children from the perpetrators of sexual assault and the objectives of the Act have to be given effect to and such objectives cannot stand stymied at the threshold by discharging the person like the petitioner,” the judge concluded.

Iranian Consul General to India Mohammad Haghbin Ghomi on Wednesday met Chief Minister Edappadi K. Palaniswami and conveyed the grievances of two convicts, both Iranian citizens, lodged in Puzhal central prison in Chennai.

The diplomat, who met the inmates Mosavi Masood and Mohammad Zaffrani convicted in a Narcotic Drugs and Psychotropic Substances (NDPS) Act case at the prison on Tuesday, said they were denied A-Class facilities and not even allowed to purchase food of their choice at the jail canteen.

The prison authorities did not post the letters written by the two convicts to the Iran Consulate officials seeking their intervention, Mr. Ghomi alleged.

“The Chief Minister assured us that he will look into the matter. The two Iran nationals are complaining that they are being denied A-class facilities they are legally entitled to. They are not allowed to buy food in canteen using their money...their letters to the Iranian Consulate are also stopped from being posted,” Syed Hyder, Public Relations Officer to the Consul General told The Hindu on Wednesday.

He said the convicts had also expressed concern that they were not allowed to stitch their uniform as prescribed by the jail manual by purchasing cloth outside. “We have requested the Tamil Nadu government to look into the matter on humanitarian grounds,” he said.

On March 23, 2013, the Narcotics Control Bureau (NCB) busted a clandestine laboratory that was manufacturing methamphetamine in Sivaganga district and detained the two Iranian nationals who were running it.

A large quantity of the drug was seized.

The two foreigners and three others were convicted and sentenced to 20 years imprisonment by a trial court in Pudukottai district early this year.

Bengaluru doc did 682 sex-change operations

A woman doctor from Bengaluru has allegedly performed 682 sex-change operations in Bengaluru over the past three years. According to Mandya police investigating the racket unearthed recently, the doctor is yet to be arrested as she fell unconscious during questioning and is now recovering.

Police are searching for her accomplices, including a transgender who would bring young boys for the operation.

Mandya SP Shiva Prakash Devaraju confirmed that as per preliminary information gleaned from the doctor, she performed 682 operations and charged around Rs 1.25 lakh for each.

According to KR pet police, in February, the grandmother of a 16-year-old boy and resident of the town, complained to them that her grandson was missing. In October, a few locals saw him at KR Pet Circle. He was dressed like a woman. Immediately, they alerted the family and police.

Police said eight persons have been arrested so far. Among them are three transgenders, three who underwent the sex-change operation and two who had sex with the boy who went missing and later found.

Probe ordered as man digs grave for mother still alive

A 68-year-old woman from Thirunnavaya has moved the state women’s commission against her son who built a grave for her following a property dispute. The commission, which held a sitting in Malappuram on Tuesday, has ordered a probe and sought reports from police and Thirunnavaya grama panchayat on the complaint.

The widowed woman -- Mannuparambil Pathumma of Kodakkallu, Thirunnavaya – has two sons and four daughters. She is staying with her younger son Kunhu, and her elder son, Siddhiq, had prepared the sixfoot grave in the adjacent plot two months ago. He had also arranged for stones to be put on the grave and put up a banner announcing that the grave was meant for his mother.

Siddhiq, an engineer with a public sector company in Ernakulam, told TOI that he had prepared the grave in protest against his mother and brother who had been unjust in the division of property. “It was not meant to defame her; I had done it as an act of protest, he said.

A neighbour and relative said the dispute over property among the brothers was quite old and Siddiq was unhappy over his mother’s recent decision to give around ten cents to Kunhu who works abroad. TNN

UK may remove cap on skilled migrants, Indians to benefit

An unlimited number of highly skilled workers from India will be able to migrate to the UK after Brexit in proposals that mark the biggest overhaul of Britain’s immigration system in 40 years.

UK home secretary Sajid Javid published on Wednesday a much-delayed white paper setting out a new immigration system based on skills and talent, which would be nation-neutral. It announces the complete removal of a cap on the number of work visas issued — the current cap is 20,700 a year — and ends the requirement for resident labour market tests by UK employers in which businesses have to advertise positions to UK workers first.

Javid, the son of a Pakistani immigrant bus driver, said the proposals were “the biggest change to our immigration system in a generation”, ending the current dual system of admitting only highly skilled workers from outside the EU, and workers of all skill levels from the EU.

“We are taking a skills-based approach to ensure we can attract the brightest and best migrants to the UK,” he said, adding the measures would boost productivity and wages, and the economy.

The new skilled work visa route, which will be open to non-EU and EU citizens alike, will have an annual salary threshold in the region of £30,000 and require sponsorship from an employer, as tier 2 visas do.

Rules will benefit int’l students in UK

But there will be no resident market labour test and the new skilled route will include workers with intermediate level skills, such as A level, not just graduates. Those who come through this route will be able to bring dependants, extend their stay and switch to other routes and settle permanently.

The rules also extend the length of time that international students can stay in Britain to work after their degrees end, from four months to six months if they have a bachelor’s or master’s, and to 12 months if they have a PhD. But this falls short of the demand for a return to the two-year post-work study visa which Indian student bodies in the UK have been calling for.

After Javid outlined the proposals in the House of Commons, MPs raised concerns about the future supply of workers in agriculture, tourism, construction, and care provision, many of whom come from the EU but whose salaries do not meet the skilled route threshold.

The system will remain flexible as those on lower salaries may be excluded from the threshold if they are shortage occupations, and the home office was not ruling out sectoral labour schemes such as for seasonal agricultural work, Javid said.

The white paper also announces a new short-term workers scheme which will allow workers in lowerskilled jobs that do not meet the salary threshold of the skilled route to come to the UK for 12 months. They can switch employers during that period as no sponsorship will be required. However, they will not be able to extend it and it is unclear if Indians will be able to use this route. The white paper states: “This new route will only be available to nationals of specified countries, for example those low-risk countries with whom the UK negotiates an agreement concerning the supply of labour, including returns arrangements.”

The home office refused to comment. Employers will be responsible for checking prospective employees have a visa. This route does not entitle anyone to access public funds or rights to extend a stay, switch to other routes, bring dependants or lead to permanent settlement.

Get birth certificates on discharge at GHs from Jan 1

From January 1, parents need not apply for birth certificates for their newborn. While mothers giving births at the government hospitals will be given birth certificates on the day of discharge along with their discharge summary, those delivering at private hospitals will be able to download them from government website within 21 days, said director of public health Dr K Kolandaisamy, who is also the registrar of births and deaths in the state.

In Chennai, however, parents can download their children’s birth certificates from civic agency’s website. Since July 2009, all primary health centers in the state have been handing out birth certificates free of cost at the time of discharge and the health inspectors of the areas were posted as birth registrars.

Since September this year, the facility was extended at all state-run maternity hospitals, non-taluk hospitals, taluk and district headquarters hospitals, medical college hospitals and ESI hospitals as per orders issued by the Supreme Court. This will be implemented on town panchayats, municipalities and corporation limits. “At least 60% of all deliveries in the state happen at public hospitals. There were some initial problems, but things have smoothened now,” he said. “While parents who have decided names for their children can record it on their webpages, other will be able to add names through online facility within one year. The purpose is to make the process easy for people,” he said.

Since registration of pregnancy is mandatory, all pregnant women in the state are given special identification numbers with which birth certificates are issued. “The state already has most details including name of mother, father and their residential addresses. The hospitals will have to update the place and date of birth,” said a senior official.

Greater Chennai Corporation, which has a successful online birth registration programme, is helping the state develop process for the entire state.

The civic agency is also developing mobile applications that will enable corrections in names dates and address in the application. The state will soon extend the facility of taking a hard copy of birth certificate from the private hospitals by end of 2019, officials said.

Vijay Sethupathy’s ‘Seethakaathi’ in court over its title

A day before Vijay Sethupathi-starrer ‘Seethakaathi’ is to be released, an advocate approached the Madras high court disputing the film’s title.

The film, directed by Balaji Tharaneetharan, is based on the life of Syed Abdul Kadhir alias Seethakaathi, a philanthropist with a passion for Tamil literature.

The petitioner, AMD Mohamed Salih Hussain, approached the court on Wednesday seeking to restrain the makers of the movie from releasing it, as the present title would affect the sentiments of Tamil Muslims.

“Movies have great impact on school children and college students. The makers of the movie have depicted Seethakaathi as a drama artist who appears in romantic and violent scenes, giving a completely different perspective to children who watch the movie. My intention is not to stall the movie but only to change the title,” Hussain said.

Hussain said he too was from Keelakarai, Seethakaathi’s home town, and belongs to the same Tamil Muslim community. He submitted that the Tamil classic ‘Seeraapuranam’ written by poet Umarupulavar would not have been possible without the help of ‘Vallal’ Seethakaathi.

Seethakaathi had generously distributed food grains, utility products for farming, boats, and houses throughout his life. His generosity had been scripted on rock and tablets unearthed by the state archaeological department, the petitioner added.

Pointing out that Seethakaathi’s life story had been added to the Tamil school syllabus, the petitioner contended that such a person should not be depicted in bad light.

North Chennai’s ‘2-rupee doctor’, Jayachandran, breathes his last

A pall of gloom descended over Old Washermenpet on Wednesday as North Chennai lost its ‘Erandu Rubai Doctor’ (Two Rupee Doctor).

Dr S Jayachandran, who became the beloved of residents of the predominantly working class neighbourhood, charging a paltry consulting fee for decades, had been ailing for a few months. “He breathed his last at 5.30am,” said R D Ramesh, a close relative. He was 71 and is survived by his wife and their three children.

Born at Vadapattinam near Koovathur in 1947, Jayachandran moved to Chennai when he was 15. After completing MBBS at Madras Medical College, he began practice at Ullagaram near Madipakkam and a clinic in Kasimedu before moving to Old Washermenpet in the 1970s, said Thooyamurthy, his long-time friend. “The physician used to charge only ₹2 from each patient and continued to collect the same fee till 1998. Later, he revised it to ₹5 and then to ₹10,” he said.

He would serve the poor through the day. “People would begin queuing up at his clinic since 4.30am. On an average, he treated about 250 patients everyday, sometimes offering medicines free,” said Thooyamurthy.

In his trademark safari suit, the doctor was a familiar sight at medical camps in different parts of North Chennai. Dr Jayachandran also doubled up as an activist, highlighting the poor infrastructure in North Chennai. “He was the convenor of North Chennai Rail Passengers Rights Tribune that played a major role in getting the government’s OK for the extension of metrorail from Washermenpet to Thiruvottiyur,” said A T B Bose, a member of the tribune.

Recalling Dr Jayachandran’s contributions towards the demand for converting the heritage Royapuram Railway Station into a terminal, Bose said that his demise was a major loss for the needy. “His connect with the poor people was huge. People from lower economic backgrounds in this locality largely depended on him for medical services,” Bose said.

DMK president M K Stalin was among those who condoled Jayachandran’s death. “The death of ‘People’s Doctor’ Dr Jayachandran is a great loss to the residents of North Chennai,” the leader of the opposition in the state assembly tweeted.

Thefinal riteswouldbe performed at Kasimedu on Thursday, his family sources said.

Medically incorrect to say Jaya died on Dec 4: AIIMS doctor

It would be medically incorrect to say former chief minister J Jayalalithaa died on December 4, she died on December 5 as is in the medical records, Dr V Devagourou, cardiothoracic and vascular surgeon from the All India Institute of Medical Sciences (AIIMS), told theJustice AArumughaswamy commission on Wednesday.

The doctor made this statement in response to a question raised by Raja Senthoor Pandian, counselfor VK Sasikala,Jayalalithaa’s close aide. He was also examined by Apollo counsel Maimoona Badsha.

Dr Devagourou told the commission that he been involved in 25 ECMO procedures and that he had personally checked on the night of December 5, 2016 that there was no improvement in Jayalalithaa’s condition. Only after that, with consultation with the Apollo team of doctors, was she declared dead.

When he reached on December 5, Jayalalithaa’s body temperature was brought back to normal (she was kept at a lower temperature to preserve brain function) and he switched on and off the pacemaker to check for signs of life, which was the normal procedure, sources quotedhim assaying.Normally a patient is kept on ECMO for 24 hours, he said.

He also clarified on the cardio-pulmonary resuscitation (CPR) and sternotomy procedure done on Jayalalithaa after she suffered a cardiac arrest on December 4 evening stating that the normal procedure was to do it in tandem, sources said.

In a related development, Apollo Hospitals moved a petition before the commission a day after Jayalalithaa’s hospital bill summary was ‘leaked’. Citing media reports, Apollo prayed for maintaining confidentiality of the documents.

'PiP' வசதி கடந்த ஜனவரி மாதம் ஐஒஸ் இயங்குதளத்திற்கான வாட்ஸ்அப் செயலிக்கு கொடுக்கப்பட்டது. ஆண்ட்ராய்டில் இந்த வசதி ஏற்கெனவே கடந்த அக்டோபர் மாதத்தில் பீட்டா பயனாளர்களுக்கு வழங்கப்பட்டிருந்தது, தற்போது அனைவருக்கும் தரப்பட்டுள்ளது.

Since 2012, 54-year-old Loganathan, an accountant from Tamil Nadu’s Namakkal district, has been suffering from intense bouts of headaches accompanied by a sharp pain in the right ear. This would then be followed by a fluid discharge from his right ear. “Sometimes, the cotton ball in my ear would soak up all the fluid and some would even drip onto my shirt. I wondered where all this water came from,” says Loganathan.

Loganathan, who met with a road accident in Erode in 2010, escaped with a head injury and a few months after the accident, he underwent surgery for tympanomastoidectomy (surgery to treat infections) in his right ear. This could perhaps have been the reason behind his intermittent ear pain and fluid discharge from the ear, opine doctors.

In 2012, when Loganathan reported his condition to his doctors in Erode, he was given ear-drops to “dissolve” the mass in his external ear.

In 2017, Loganathan’s ear pain and headaches intensified and this time, he had to deal with a constant, pulsating sound that he kept ringing in his right ear. “The sound would just not stop. It felt like I was living with two hearts - one in my chest and the other in my ear,” he shares.

After much deliberation, Loganathan was referred to ENT specialist doctor K Krishnakumar, who works at the Apollo in Chennai, where he underwent another surgery recently. Dr Krishnakumar found that the mass in his ear was actually a part of his brain.

Speaking at a press conference, Dr K Krishnakumar said, “I found that the fluid that kept oozing out through a hole in his ear was the cerebrospinal fluid, the pink mass on the external ear was a part of his brain and the pulsating sound was actually the brain’s pulse.”

Fungus Cerebri, as this rare phenomenon is called, is an unusual term, given that there is no connection with the clinically defined fungus. This actually refers to the brain herniating into the ear, which occurs when a part of the brain is squeezed across structures in the skull and as a result, high pressure builds up within the skull.

Dr Joy Varghese, Neurosurgeon at Apollo, who operated Loganathan shares that the condition could have worsened and caused severe complications if was not treated immediately.

“The cerebrospinal fluid (CSF) that surrounds the brain matter was the fluid that was dripping through his ear. Also, the pink and insensitive mass that was filling his external auditory canal was actually a portion of the temporal lobe. This could have caused severe infections in the brain if left unchecked. He was highly fortunate that he did not develop any complications,” he shares.

After the surgery on November 26, which lasted up to eight hours, Loganathan was closely monitored for post-op complications.

Dr Joy clarifies that the mass, which was removed from his ear, would not cause any brain damage to the patient.

“In this case, the protrusion was a part of the temporal lobe, which is responsible for memory and emotions. The removal of this would not have affected the patient because it was such a small area and it had scars,” he tells us.

Dr Joy also remarks that this could have been the first of its kind surgery in the country. “We checked available records of similar instances but while it is common for such prolapses in the middle lobe, cases of such a mass in the external lobe are extremely rare,” he shares.

The doctors also stressed how unwise it would be to introduce an object such as cotton buds or Q tips, usually meant to clean the ear, especially since the ear is an extremely sensitive and tender body part. Its proximity to the brain and the thickness of its walls make it one of the most delicate body parts and any minor accident could pose danger to the brain.

Guv’s flip-flop hands NU convocation embarrassment

Nagpur: A flip-flop from chancellor CH Vidyasagar Rao’s office led to an embarrassing position for Nagpur University (NU) regarding its chief guest for the convocation scheduled on January 19.

After inviting director of prestigious IIM Ahmedabad Errol D’Souza as the chief guest of the 106 th ceremony, the NU administration suffered an ignominy of writing to him on not being able to accommodate him for the event. NU assured him to invite for some other important function in near future while apologizing him citing “date problem with the governor”.

Admitting to the flip-flop, vice-chancellor SP Kane said that it happened due to delay in communication from Rao’s office. “When IIM director was fixed as the chief guest, the chancellor’s office asked us to advance the date to January 18, which we accepted. However, that date was not suitable for D’Souza. Afterwards, the chancellor’s office again informed me that it would be suitable for Rao to attend the ceremony on January 19. Hence, this (flip-flop) happened,” he told TOI from abroad.

According to NU officials, the governor was supposed to attend some function with Union railway minister Piyush Goyal in Gadchiroli on January 18, which was cancelled. So, the chancellor granted his consent to attend the convocation on same day, which forced NU to advance the date by a day and write to D’Souza to change his schedule.

NU officials also wrote to Goyal on becoming the chief guest for the function, but he denied after keeping NU waiting for a long time. They claimed that it was precisely the reason NU decided to drop D’Souza as the chief guest to accommodate the minister.

Earlier, an official from IIM director’s office also confirmed to TOI that D’Souza was not attending the convocation as Kane himself had emailed to him on “clashing of dates with the governor” and accommodating him during the next function. D’Souza couldn’t be contacted for comments as he was on a vacation at Goa, as per IIM PRO Deepak Bhat.

Officials said that NU was in a quandary on the convocation’s chief guest now. They said both acting VC Murlidhar Chandekar and pro-VC Pramod Yeole met Union transport minister Nitin Gadkari a couple of times at his home for finalizing the chief guest, but no names were finalized till Tuesday. Both avoiding talking to TOI.

On Monday, Kane diverted all queries on the issue to Chandekar and Yeole. However, both remained elusive and refused to respond.

Chandekar, who is at his home turf in Amravati for its convocation on December 20, did not respond to TOI’s calls on Monday and Tuesday. Yeole on other hand, didn’t reply to numerous SMSs by TOI and even kept this scribe waiting outside his office for a long time.

On Monday, Yeole told TOI that he was unaware of any such development and assured to probe into the episode and revert, just to ignore all calls later.

Discrepancies in PG certification: MMC issues notices to 48 doctors suspected to have submitted fake documents

At least 48 doctors have been issued showcause notices over the past one month after a manual inquiry into records of each of their post-graduate certification showed discrepancies — from fake certificates to records showing they never appeared for the final medical exams.

The 48 doctors have been asked to submit verification of their PG diploma or fellowship from the College of Physicians and Surgeons (CPS) to the Maharashtra Medical Council (MMC).

The fresh notices from the MMC follow notices served in 2017 to 58 doctors and in 2016 to 20 doctors. According to a police officer from Agripada police station, a first information report against 77 doctors was filed in October.

“We have recorded statements of 50 of them. The inquiry is underway. Some gave cash for getting admissions to the CPS course, a few gave larger sums to get certification without appearing for exams,” the officer said. A chargesheet in the case is pending.

In the latest case, the 48 doctors are suspected to have submitted forged certificates of CPS courses by bribing former CPS fellow Dr Snehal Nyati. Every year, 500 doctors get certification of CPS diplomas and fellowships.

According to the police, Nyati, the main accused, is alleged to have taken bribe ranging from Rs 25,000 to Rs 7 lakh for providing forged post-graduate diploma certificates of CPS courses in various specialisations — from gynaecology to orthopaedics. In 2016, the MMC initiated an inquiry into records dating back to 2014, of doctors who had registered CPS post-graduation certification, on suspicion of malpractices.

Since 2014, as many as 77 have allegedly submitted forged documents, apart from the fresh 48 cases found this year.

Earlier this year, 50 were barred from practising for a year, seven from practicing medicine for five years, and 20 were suspended. Nyati, a paediatrician, was practicing in Rajawadi hospital, the police officer said. He got a CPS degree  before 2002. According to MMC officials, several of the 77 found guilty of bribing Nyati had failed the CPS exams. A few had not even appeared for the test.

“Most of the doctors practise in semi-urban and rural areas across Maharashtra,” said Dr Shivkumar Utture, the president at MMC, adding that an FIR will only be filed once responses from each doctor comes. “It is under process,” Utture said.

The first FIR was filed in Bhoiwada police station in which Nyati, an Andheri resident, got bail. On October 6, another FIR was registered by Agripada police naming 77 doctors. Nyati was arrested on November 10. He is in judicial custody now.

2018-ம் வருடத்தை எப்படிப் பார்க்கிறீர்கள்? உங்கள் நடிப்பு வாழ்க்கையில் மிகவும் உபயோகமான வருடமாக இருந்துள்ளது இல்லையா?

மொத்தமாகச் சொல்லிவிட முடியாது. இந்த வருடம்தான் பண ரீதியாக மிகப்பெரிய பின்னடைவைச் சந்தித்தேன். காரணங்கள் என்னவென்றே சரியாகத் தெரியாமல் ரூ. 11 கோடி இழந்தேன்.

‘சீதக்காதி’ உங்களது 25-வது படம். உங்கள் நடிப்பு வாழ்க்கையில் இது எவ்வளவு முக்கியமான தருணமாக இருக்கிறது?

நமது தொழில், நமது பங்கு குறித்து அதிகமாக சந்தோஷப்பட்டால் நாம் மாறிவிடுவோம் என நான் நினைக்கிறேன். எனது அடுத்த படத்தை ரசிகர்கள் எதிர்பார்க்கிறார்கள் என்ற நிலையில் நான் இருப்பதே எனக்குப் பெரும் மகிழ்ச்சி. அதிலும் ‘சீதக்காதி’ போன்ற ஒரு படம் எனக்கு 25-வது படமக இருப்பதும் சந்தோஷம். ஆனால், நடிப்பு எளிதான வேலை அல்ல. அதை எளிமையாக மக்களுக்குக் கொண்டு செல்வதென்பது மிகப்பெரிய சவால்.

படத்தில் நீங்கள் வருவது வெறும் 40 நிமிடங்கள்தான். அது உங்களுக்குப் பரவாயில்லையா?

அந்த 40 நிமிடங்கள்தான் இந்தப் படம். அது ஆழமாக இருக்கும். அதன் தாக்கம்தான் மீதிப் படம். படத்தின் கரு கமர்சியலாக இருக்கும். ஆனால், வழக்கமாக சினிமாவில் பார்த்துப் பழக்கப்பட்டதைப் போல இருக்காது.


ப்ராஸ்தடிக் மேக்கப் போட்டு நடித்திருக்கிறீர்கள். அந்த அனுபவம் எப்படி இருந்தது?

ஆரம்பத்தில் மிகவும் போர் அடித்தது. அதன் பின் மேக்கப் கலைஞர்களுடன் நண்பனாகிவிட்டேன். அந்த மேக்கப் பிடிக்க ஆரம்பித்துவிட்டது. முதல்முறையாக நான் என்னைக் கண்ணாடியில் பார்த்தபோது, என்னை நானே தொட்டுக் கொண்டேன். ஒரு வயதான நபரைத் தொடுவது போல உணர முடிந்தது.

நகைச்சுவையால்தான் தமிழ் நாடகங்கள் பிரபலமாகியுள்ளன. அங்கிருந்து நடிகர்கள் சின்னத்திரை அல்லது வெள்ளித்திரைக்கு செல்கின்றனர். மேடை நடிப்பு அனுபவம் எவ்வளவு தூரம் ஒரு நடிகருக்கு உபயோகமானதாக இருக்கும்?

ஒவ்வொரு கலை வடிவமும் ஒரு அனுபவம். நீங்கள் அதிலிருந்து என்ன கவனித்து, என்ன கற்கிறீர்கள் என்பதைப் பொறுத்தே உபயோகம் எல்லாம். ஒத்திகைக்குப் போவது, மேக்கப் போட்டுக் கொள்வது என ஒரு மேடையில் கதாபாத்திரத்துக்காகத் தயாராகும் செயல்முறை என்பது மகிழ்ச்சியானது. ரசிகர்களிடல் இருந்து உடனடியாக எதிர்வினை வரும். ஒரு திரைப்பட நடிகராக நிறைய டேக் வாங்கி, அதில் ஒரு டேக்கில் நன்றாக நடித்திருந்தால் கூட அது காலம் கடந்து நிற்கும். ஆனால், மேடை நடிகர்கள் ஒவ்வொரு முறையும், எந்தவொரு தவறும் செய்யாமல், உற்சாகம் இழக்காமல் நடிக்க வேண்டும்.

விதவிதமான கதாபாத்திரங்களில் நடிப்பதுதான் உங்கள் தனித்தன்மை என்று மக்கள் நினைக்கிறார்கள். உங்கள் தேர்வு எவ்வளவு தூரம் திட்டமிட்டு நடக்கிறது?

நான் நடித்த எந்தப் படத்தையும் நான் எழுதவோ, இயக்கவோ இல்லை எனும்போது, நான் எப்படி அவை நன்றாக வந்ததற்கான பாராட்டைப் பெற்றுக்கொள்ள முடியும். எதுவும் திட்டமிடப்பட்டதல்ல. இந்த உலகம் நமக்கு தேர்வுகளைக் கொடுக்கிறது. நமது அனுபவத்தில் பெற்ற அறிவை வைத்து, அதிலிருந்து நாம் தேர்ந்தெடுக்கிறோம்.

ஒரு நடிகராக, எப்போதும் சினிமாவைப் பற்றிதான் நினைத்துக் கொண்டிருப்பீர்களா?

ஒருகட்டத்துக்குப் பிறகு எல்லோருமே அவர்கள் தொழிலோடு ஒன்றிவிடுவார்கள் என நான் நினைக்கிறேன். நடித்து முடித்த பிறகு மானிட்டர் பார்க்கும் பழக்கம் எனக்குக் கிடையாது. நான் எனது ஆடை வடிமைப்பாளரைப் பார்க்கச் சொல்லி, அவரிடம் கேட்டுத் தெரிந்து கொள்வேன். சில நேரங்களில், அது நன்றாக வந்திருக்கிறது என்று அவர் சொன்னாலும் கூட, அதில் நான் நன்றாக நடித்திருக்கிறேனா என்பதை இரவில் தூங்கும்போது நினைத்துப் பார்ப்பேன்.


‘பேட்ட’ படத்தில் ரஜினிகாந்துக்கு வில்லனாக நடித்திருக்கிறீர்கள். அவருக்கு எதிராக நடித்த அனுபவம் எப்படி இருந்தது?

ரஜினி போன்ற பெரிய நடிகருக்கு எதிராக வில்லனாக நடிக்கும்போது, நாம் வேகமாக இருக்க வேண்டும். அவர் என்ன செய்கிறார் என்பதைப் புரிந்து கொண்டு, அதற்கு ஏற்றார்போல நடிக்க வேண்டும். அவருடன் நடிப்பது என்பது நடிப்புக்கான வகுப்பில் கற்றது போல இருந்தது.

பாலிவுட்டில் அற்புதமாக நடித்து வரும் நவாஸுதீன் சித்திக்குடன் ‘பேட்ட’ படத்தில் நடித்த அனுபவம்?

அவர், தனது தொழிலை மதிக்கும் ஒரு உண்மையான மனிதர். எந்தப் படத்திலும் முழு மனதுடன் நடித்தால், அது ரசிகர்களின் மனதைத் தொடும் என்பதை அவர் ஆழமாக நம்புகிறார்.

திடீரென்று ஒருநாள் கண்விழித்துப் பார்க்கும்போது, நீங்கள் பழையபடி கூத்துப்பட்டறையில் கணக்காளராக இருந்தால், யாரும் உங்களை அடையளம் கண்டு கொள்ளவில்லை என்றால் என்ன செய்வீர்கள்?

நான் நடிகனாவேனா என்பதே எனக்குத் தெரியாது. ஆனால், கண்டிப்பாக நினைத்தபடி இரண்டு படுக்கையறை கொண்ட வீட்டை வாங்கி, மனைவி மற்றும் குழந்தைகளோடு திருப்தியாக வாழ்ந்திருப்பேன்.

நான் அதில் நடித்து முடித்ததும், ஒட்டுமொத்தப் படக்குழுவும் கைதட்டினர். அது எனக்குப் பெரும் மகிழ்ச்சியைத் தந்தது. ஏனென்றால், என்னால் நடிக்க முடியும் என்று நான் உணர்ந்தது அன்றுதான்.

நான் நடிப்பதால்தான் அந்தக் குழுவில் இயக்குநரில் ஆரம்பித்து லைட்மேன் வரை வேலைசெய்ய முடிகிறது என்பதை எனக்கு நானே பலமுறை சொல்லிக்கொண்டேன்” எனப் பதில் அளித்தார் விஜய் சேதுபதி.

Chennai: Appalled over the closure of 87 FIRs due to non-filing of chargesheet from the year 2006 to 2014 in Tirupur district, the Madras high court has called for an explanation from the then judicial magistrate, Avinasi, for closing all the 87 FIRs and directed the Superintendent of Police, Tirupur and Inspector of Police, Uthukuli police station to appear before the court on January 4, 2019, and file a comprehensive report as to why investigation had not been done and who was responsible for non-filing of the charge sheet within the limitation period.

Justice M.V.Muralidaran gave the directive while passing interim orders on a civil miscellaneous appeal filed by Safire Print Lab Knits and Woven Fabric, Tirupur against the order of the Commissioner for Employee’s Compensation/Deputy Commissioner of Labour, Coonoor, awarding a compensation of ` 3.94 lakh to the legal heirs of the deceased K. Sasikumar.

It was the stand of the legal heirs of the deceased that, during the course of employment of the deceased with the appellant company, he sustained injuries and he was taken to TMF Hospital, Tirupur, where it was alleged that wrong treatment was given to the deceased. A complaint was lodged by the brother of the deceased against the said hospital and FIR was registered on February 17, 2010. During the pendency of the criminal case, they filed a claim petition before the Commissioner of Labour, who awarded the compensation.

When the appeal came up for hearing on December 6, to ascertain the status of the criminal case, the judge directed the Inspector of Police, Uthukuli police station to file a report along with relevant documents.

Accordingly, when the case came up for hearing on Tuesday, Additional public prosecutor produced a letter dated June 8, 2016 of the Judicial Magistrate, Avinasi, addressed to the Inspector of Police, Uthukuli police station, informing him about closure of FIR for non-filing of charge sheet.

After perusing the letter, the judge said on a perusal of the closure report of the JM, this court finds that the FIRs closed pertain to the year 2006 to 2014. No reasoning was given in the said letter about the closure of FIRs by the JM, Avinasi.

Since the case involved in this matter was serious in nature, this court, directed the Public Prosecutor A. Natarajan, Additional advocate general Arvindh Pandian and the Registrar (Judicial) to be present. Accordingly, they appeared immediately. AAG was requested to inform the SP, Tirupur, to take suitable action against the police officers concerned for non-filing of the charge sheet in time and it was hereby directed that Independent reports in all the 87 cases may be filed as to why investigation had not been done and who was responsible for non-filing of the charge sheet within the limitation period, the judge added.

The judge said, “There is no iota of information in the letter addressed by the Judicial Magistrate to the police authorities as why all the 87 cases have been closed at a stroke of a pen. If 87 cases are closed due to non-filing of the charge sheet within the statutory period, it only goes to show the failure on the part of the police authorities in taking immediate action against the erring persons. This is certainly an act which needs probe. CHENNAI: Now Aadhaar registration for children under the age of five in Tamil Nadu can be done from the comforts of their home itself with the state government launching a Rs 13.61 crore scheme for door-step enrolment.

The scheme, containing laptop computers and biometric machines among others, would help in the collection of biometric data of the children from their residences for the issuance of the 12-digit unique identity number.

Chief Minister K Palaniswami formally launched the scheme Monday by giving away seven Aadhaar kits containing the machines to officials of the Social Welfare Department.

Besides, camps will be held in villages to benefit pregnant and lactating women residents seeking Aadhaar, an official release said Tuesday.


The new initiative will also enable Anganwadi workers to be involved in the Aadhaar registration work, it said.

A total of 1,302 kits will be set up in 434 child development scheme offices across the state as part of the scheme, the release said adding.

The scheme was being implemented at a cost of Rs 13.61 crore, the release added.

Man hacks mother to death

In full public glare, a 77-year-old woman was hacked to death by her son on an MTC bus in Tambaram on Tuesday for not giving a share in family property. Her daughter was inflicted with serious injuries on her head.

Police said the victim was identified as Muthamma, 77, a native of Kayarampakkam village near Guduvanchery.

On Tuesday, she and her daughter were on the way to visit Muthamma’s other daughter. At 6.30 p.m, Devarajan arrived there and indiscriminately attacked his mother with a billhook and inflicted severe injuries on his sister who tried to prevent him. Devarajan has been arrested.

Action against doctor for performing illegal abortions

The District Legal Services Authority (DLSA), Tiruvannamalai, has initiated action against a doctor for performing illegal abortions in Polur. The authority has directed the police to file a case and arrest her.

Principal District Judge G. Mahizhenthi, who is the chairman of DLSA, conducted a surprise check at the clinic run by Suganthi, a MBBS graduate, in Polur, on Tuesday.

This was following a complaint from a 27-year-old woman, who alleged that her lover had forced her to undergo abortion three times at the clinic and cheated her after promising to marry her.

The complaint was forwarded to the Taluk Legal Services Committee, Polur.

Unqualified staff

“Though she was a qualified person with a MBBS degree, she did not hold a Diploma in Gynaecology and Obstetrics. There were no records of patients treated or prescriptions. There were four to five persons, who were engaged as staff but were unqualified,” said K. Rajmohan, sub-judge and secretary of DLSA.

The statement of the complainant was recorded. As the surprise inspection found that the complaint was true, the DLSA directed the police to register a case against the doctor and remand her, he added.

Trial run of escalators held at Thanjavur station

Rail passengers boarding at Thanjavur junction can soon start using escalators as installation work is over.

A trial run of two escalators provided at the railway station was conducted on Monday ahead of its formal commissioning. Set up at a cost of Rs. 2.41 crore, one escalator has been installed on platform 1, while the other connects platforms 2 and 3. The junction is an important station falling under the limits of Tiruchi Railway Division.

The escalators have been provided as part of efforts to improve passenger amenities at the railway station which falls on the main line section. Frequented by several tourists, the junction is the second major station in the division after Tiruchi to be provided with escalator. At Tiruchi junction, the facility was created under the Member of Parliament Local Area Development Scheme.

According to a senior railway official, provision has been made for operating the escalators in upward and downward directions. However, it will be operated in the upward direction to begin with. Civil works such as laying of tiles have reached an advanced stage and expected to be completed before this month. The entire facility is expected to be thrown open to passengers soon.

Several trains, including Chennai-bound Cholan Express, Mayiladuthurai-bound Jan Shatabdhi Express and Chennai-bound Rameswaram Express, have stoppages at the junction, while Chennai-bound Uzhavan Express originates at the station.

Heavy fog that hung over Tiruchi city on Tuesday morning led to diversion of some flights at the international airport here.

A Tiruchi-bound Air Asia flight from Kuala Lumpur with 152 passengers on board was diverted to Kochi. The flight was scheduled to land at Tiruchi airport at 8.55 a.m, when it was diverted to Kochi.

The flight later arrived at Tiruchi at 10.55 a.m., said airport sources.

Indigo and Alliance Air flights from Chennai returned to Chennai due to poor visibility.

Pondicherry University will hold a two-day conference of Vice-Chancellors of Universities from the Southern states organised by the Association of Indian Universities (AIU) from December 19.

Addressing a joint press conference, Prof. Furqan Qamar, secretary general of AIU and Prof. Gurmeet Singh, Vice-Chancellor of Pondicherry University, said that as many 68 Vice-Chancellors from various universities across Tamil Nadu, Kerala, Karnataka and Andhra Pradesh would take part in the conference on the theme Technological Innovation in Higher Education for Building Knowledge Society. Puducherry Lieutenant Governor Kiran Bedi will inaugurate the conference on Wednesday.

Prof. Sandeep Sancheti, president of AIU and Vice-Chancellor of SRM Institute of Science and Technology will preside over the conference.

Mr. Singh said that the conference would have specific themes for discussion.

Specific themes

This includes Transformation in Higher Education through Technological Innovations: Recent Trends and Future Scope for a Knowledge Society, Creating Workforce for Tomorrow: Need to Exploit Industry- Community Collaborations and Sustainable Development Goals for Social Development: Higher Education as a Key Actor.

The meet will also deliberate on a plethora of issues keeping in view the global trends, national preparedness and regional requirements, he said.

Mr. Furqan Qamar said the VCs would also be deliberating the challenges faced by universities and the best practices to enable universities to learn from one another.

The conference will be kind of an Open House and the VCs could choose to discuss various topics.

Tourists give Taj tomb a miss post ticket hike

A week after the Archeological Survey of India (ASI) introduced a separate ticket of ₹200 for entry into the main mausoleum of Taj Mahal, the number of tourists entering it has seen a 35-40% fall – from 10,000 visitors a day earlier to just 6,000 now.

According to the officials, only 6,000-6,700 tourists are now visiting the main mausoleum daily. The main mausoleum of the 17th century world heritage site consists of artistic replicas of the graves of Mughal emperor Shah Jahan and his wife Mumtaz Mahal.

WIN-WIN SITUATION

Before the introduction of the separate ticket, the number of tourists to the Mughal-era building used to be all most twice, ranging between 12,000 and 18,000 every day.

Tourists, who only buy the ₹50 entry ticket, can now move around the Taj, including visiting its rear side where the Yamuna flows. For entering the main mausoleum, the tourists have to shell out an extra ₹200, which many are not doing now.

However, the decline in the number of tourists to the main mausoleum has made ASI officials happy, as the main motive behind the introduction of a separate entry ticket was to limit the footfall. “It is a winwin both for our conversation efforts as well as revenue generation,” said superintending archeologist, ASI (Agra circle), Vasant K Swarankar.

Swarankar added that it is good for tourists, too, as they don’t have to stand in the long queue for the mausoleum and they can easily move around due to the lesser crowds there. He said that the ASI has also arranged a ticket window inside the monument, for buying tickets for entering the main mausoleum. According to experts, the huge flow of visitors is causing irreversible damages to the marble floors, walls and foundations.

படங்களிலும் சரி வெளியிலும் சரி அடித்தட்டு மக்களின் பக்கம் நின்று பேசுகிறீர்கள். இன்றைய மத்திய அரசின் மதவாத ஆதரவுப் போக்கை துணிச்சலுடன் எதிர்க்கிறீர்கள். நீட், நெடுவாசல், ஸ்டெர்லைட் என்று அனைத்துப் போராட்டங்களிலும் மக்கள் பக்கம் நிற்கிறீர்கள். இவற்றால்தான் இளைஞர்கள் உங்களை அண்ணனாகப் பாவிக்கிறார்கள்.

தோற்றம் முக்கியமல்ல

அடுத்ததாக உங்கள் மீது வைக்கப்படும் விமர்சனம் நீங்கள் அதிகப் படங்களில் நடிப்பதால் மாதம் ஒருமுறை நீங்கள் நடித்த படம் ஒன்றாவது வெளியாகிவிடுகிறது என்பது. சினிமா பற்றிய உங்கள் அணுகுமுறையைப் புரிந்துகொண்டவர்கள் இதைக் கிண்டலடிக்க மாட்டார்கள். முன்னணி நட்சத்திரம் ஆகிவிட்டாலும் ‘பாக்ஸ் ஆஃபீஸ் கிங்’ என்ற அந்தஸ்தை நோக்கிச் செல்லாமல் தொடர்ந்து சின்ன பட்ஜெட் படங்கள் பல நடிகர்களைக் கொண்ட படங்கள், குறைந்த நேரம் மட்டும் வந்துபோகும் கதாபாத்திரங்களில் நடிக்கிறீர்கள். ஒரு படத்தின் திரைநேரத்தின் பெரும்பான்மைப் பகுதியை நாயகனே ஆக்கிரமித்துக்கொள்ளும் பார்வை உங்களிடம் இல்லை. உங்களைத் தேடி வரும் கதை உங்களுக்குப் பிடித்திருந்தால் அதைத் தவிர்க்க உங்களுக்கு மனதில்லை. இவை எல்லாம்தானே உங்களை அதிக படங்களில் நடிக்க வைக்கிறது. இதை உண்மையான ரசிகன் கொண்டாடத்தான் முடியுமே தவிர கிண்டலடிக்க முடியாது. இருந்தாலும் ஒன்று. நிறைய படங்கள் நடிக்கும்போது வசூல் ரீதியாகவும் விமர்சன ரீதியாகவும் தோல்வியடையும் படங்களினால் ஏற்படும் ஆபத்து அதிகரித்துவிடும். அப்படிப்பட்ட படங்களில நீங்கள் அதிகம் தென்படுவதாகத் தோன்றிவிட்டால் ரசிகர்களுக்கு சலிப்பு ஏற்பட்டுவிடக் கூடும். எனவே கதைத் தேர்வில் இன்னும் அதிக கவனம் செலுத்த வேண்டும் என்று ஒரு ரசிகனாக கேட்டுக்கொள்கிறேன்.

கெத்து காட்டுங்க சார்

இன்னொரு விஷயம். நீங்கள் எல்லா விதமான படங்களிலும் நடிக்கிறீர்கள். எந்த இமேஜ் வட்டத்துக்குள்ளும் சிக்கிக்கொள்ளவில்லை ஹீரோயிஸம் பற்றி அதிக அக்கறை காட்டுவதில்லை என்பதெல்லாம் சரிதான். ஆனால் வெத்து ஹீரோயிஸம்தான் தவறே தவிர கெத்தான வேடங்களில் நடிப்பதில் தவறில்லை., ‘சூது கவ்வும்’, ‘நானும் ரவுடிதான்’, ‘ஜுங்கா’ போன்ற படங்களில் நீங்கள் தாதா அல்லது ரவுடியாக நடித்தாலும் அவற்றிலும் உங்கள் கதாபாத்திரம் மொக்கை வாங்குவது போன்ற காட்சிகள் இருக்கின்றன. இப்படிப்பட்ட படங்களில் அந்த அளவுக்கு யதார்த்தத்துக்கு நெருக்கமாக இருக்க வேண்டியதில்லை என்று தோன்றுகிறது.

குறிப்பாக ‘ஜிகர்தண்டா’ படத்தில் ஒரு கெஸ்ட் ரோல் செய்திருப்பீர்கள். அந்தப் படத்தில் நீங்கள் வந்துபோகும் தருணங்கள் ‘கெத்தான ஆள்’என்பதற்கு திரைப்பட உதாரணமாக இருந்தீர்கள். அதைப்போலவே ஒரு முழுநீளப் படத்தில் நீங்கள் நடிக்க வேண்டும் என்று ரசிகர்களாகிய நாங்கள் ஆசைப்படுகிறோம். அப்படிப்பட்ட படங்களிலும் உங்களைப் பார்க்க வேண்டும் என்ற ஆசை மட்டுமல்ல அதுபோன்ற கதைகள், கதாபாத்திரங்கள் உங்களது இமேஜை உயர்த்தும். ரஜினிக்கு ஒரு ‘பாட்ஷா’, விஜய்க்கு ஒரு ‘கில்லி’ மாதிரி உங்களுக்கு அடுத்த கட்டத்துக்குக் கொண்டு செல்லும் ஒரு மாஸ் படம் அமைய வேண்டும். அந்தக் கட்டத்துக்கு சென்றாலும் நீங்கள் எல்லா வகையான படங்களிலும் நடிப்பதை நிறுத்திவிட மாட்டீர்கள் என்ற நம்பிக்கையுடன் தான் இதைக் கேட்கிறேன்.

சுகமான சுமைகள் தேவை

குறிப்பிட்ட சில பணிகளைச் செய்பவர்களுக்கு, அவர்களின் பணிச்சூழல், பயன்படுத்தப்படும் பொருட்கள் போன்றவை அவர்களுக்கு உடல்நலக் கேட்டை, பக்க விளைவுகளை ஏற்படுத்தும். ரசாயனக் கூடங்கள், சுரங்கங்கள் ஆகியவற்றில் பணிபுரிவோருக்கு, தோல், நுரையீரல் சார்ந்த நோய்களும், தொடர்ந்து பல மணி நேரம் நின்றுகொண்டே பணி செய்பவர்களுக்கு மூட்டுப் பிரச்னைகளும் வரக்கூடிய வாய்ப்பு அதிகம்.

இவை தொழில்சார் நோய்கள் எனப்படும். தொழிலாளர்களுக்கு ஏற்படும் இத்தகைய பாதிப்புகளை நம்மால் புரிந்து கொள்ள முடியும். ஆனால், பட்டாம்பூச்சிகளாய் பறந்து திரியும் பள்ளி மாணவ மாணவிகளுக்கும் அவர்களது கல்விச் சுமை சார்ந்த விஷயங்கள் பாதிப்புகளை ஏற்படுத்தும் என்பது வருத்தமான விஷயம்.

முப்பது ஆண்டுகளுக்கு முன்னர் இருந்த கல்விச் சூழல், கல்வித் திட்டம் , பள்ளியில் மாணவர்களின் லேசான மனநிலை இவையெல்லாம் மாறி, தற்போது அவர்கள் பெரும் மன அழுத்தத்துக்கு உள்ளாகின்றனர்.ஆரம்ப வகுப்புகளிலிருந்தே மனரீதியான அழுத்தம், பெற்றோர் -ஆசிரியர் என இருபுறமிருந்தும் தரப்படுகிறது. இவை தவிர, அவர்கள் நாள்தோறும் சுமக்கும் புத்தக மூட்டை அவர்களை உடல் ரீதியாகவும் பாதிக்கின்றது.
மேலை நாடுகள், மாணவர்கள் சுமக்கும் புத்தகங்களின் எடை, பைகளின் அமைப்பு, அவை மாணவர்கள் மீது ஏற்படுத்தும் பாதிப்பு குறித்த ஆய்வுகளை ஐம்பது ஆண்டுகளுக்கு முன்னரே தொடங்கி விட்டன.
அந்த ஆய்வுகள், மாணவர்கள் அதிக எடையுள்ள புத்தகச் சுமையை சுமப்பதால் , தோள்பட்டை மற்றும் கழுத்துப்பகுதிகளில் தசைப் பிடிப்பு, முதுகு வலி மற்றும் அவை சார்ந்த பிரச்னைகள், சுமையைத் தூக்கிச் செல்லும்போது தடுக்கி விழுவதற்கான சாத்தியம், அதனால் ஏற்படும் காயங்கள் ஆகியவற்றுக்கான வாய்ப்புகள் அதிகம் என கண்டறிந்தது.
தொடர்ந்து பல ஆண்டுகள் தனது உடல் அமைப்புக்கும், சக்திக்கும் ஒவ்வாத சுமையைத் தூக்குவதால், நாளடைவில் அது அவர்களின் நிற்றல்- நடத்தல் போன்றவற்றைக்கூட பாதிக்கக்கூடும் என்றும் கண்டறியப்பட்டது .
இந்த ஆய்வின் அடிப்படையில், மாணவர்களின் புத்தகப் பைகளின் எடை, அவர்களின் உடல் எடையில் பத்து சதவீதத்துக்கு மிகாமல் இருக்க வேண்டும் என்ற நெறிமுறை மேலை நாடுகளில் பல ஆண்டுகளுக்கு முன்பே நடைமுறைக்கு வந்து விட்டது.

இந்தியாவில், தனியார் பள்ளிகள் ஆதிக்கம் செலுத்தத் தொடங்கிய பின்னர், புத்தகச்சுமை மேலும் மேலும் அதிகரித்து வருகிறதே தவிர, குறையவில்லை. இந்நிலையில், சமூக ஆர்வலர்கள் சிலர் தொடுத்த வழக்கின் அடிப்படியில் மஹாராஷ்டிர மாநில உயர் நீதிமன்றம், மாணவர்கள் சுமக்கும் புத்தகங்கள் அவர்களது எடையில் பத்து சதவீதத்துக்கும் குறைவாக இருப்பதனை கல்வித் துறை உறுதி செய்ய வேண்டுமென்று கூறியிருந்தது.

தெலங்கானா மாநிலம், மாணவர்களின் புத்தகச் சுமை குறித்து தெளிவான நெறிமுறைகளை வகுத்திருக்கிறது. இந்நெறிமுறைகளை பிற மாநிலங்களில் உள்ள சிபிஎஸ்இ பள்ளிகளும் கடைப்பிடிக்க வேண்டும் என்று மத்திய மனிதவள மேம்பாட்டுத் துறை சமீபத்தில் அறிவுறுத்தி இருக்கிறது.
இச்சூழலில் தமிழ்நாட்டிலும், மாணவர்களின் புத்தகச்சுமை குறித்து, கருத்தினையும் தீர்ப்பினையும் உயர்நீதிமன்றம் சமீபத்தில் வழங்கியிருக்கிறது . இத்தீர்ப்பு, பெற்றோருக்கும் மாணவர்களுக்கும் ஆறுதல் தருவதாக இருப்பினும், இதன் முழுப்பயன், இத்தீர்ப்பினை அரசு சரிவர நடைமுறைப்படுத்துவதிலேதான் இருக்கிறது.

உயர்நீதிமன்றம், மாணவர்களின் புத்தகப்பை எடை, அதிகபட்சம் ஐந்து கிலோவிற்குள் இருக்க வேண்டும் என்று அறிவுறுத்தி, புத்தகச்சுமை குறித்த வழிமுறைகளைத் தெளிவாக இயற்றுமாறு அரசுக்கு வலியுறுத்தி உள்ளது. இவை உடனடியாக செய்யப்படவேண்டும்.

இது ஒருபுறமிருக்க, சில மாதங்களுக்கு முன்னர், தமிழக அரசு மாணவர்களுக்கான இலவசப் புத்தகப்பைகள் வழங்குவதற்கான ஏற்பாடுகளைச் செய்தது. அதில், முதல் வகுப்பிலிருந்து பனிரெண்டாம் வகுப்பு வரையிலான மாணவர்களுக்கு, குறைந்தபட்சம் பத்து கிலோவிலிருந்து அதிகபட்சம் இருபது கிலோ வரை சுமப்பதற்கு ஏற்ப இருக்கவேண்டும் என்று நிர்ணயம் செய்திருப்பது நெருடலான விஷயமாகும். இது, அதிகபட்ச எடை ஐந்து கிலோ என்ற வழிமுறைக்கு முரண்பட்டதாகும். அரசு இதனைக் கருத்தில் கொண்டு உடனே சரிசெய்ய முன்வர வேண்டும்.
அரசுப் பள்ளிகளுக்கு எளிய குடும்பத்துக் குழந்தைகள் வருவதை உறுதி செய்வதற்கும், முக்கியமாக சிறார்களின் ஆரோக்கியத்தை மேம்படுத்துவதற்கும் தமிழக அரசு பெரும் பொருளினை சத்துணவு திட்டத்துக்காக செலவிடுகிறது.

ஆனால், அத்திட்டத்தின் மூலம் பள்ளிக்கு வரும் மாணவர்களுக்கு, பெரும் புத்தக மூட்டையை சுமப்பதனால், நேரெதிர் விளைவான ஆரோக்கியக் குறைவுதான் ஏற்படும். 

புத்தக மூட்டை பிரச்னைக்கான தீர்வு, புத்தகப் பைகளின் அளவிலோ, புத்தகங்களின் எடையிலோ மட்டுமல்லாது, தினசரி பாட அட்டவணை போன்றவற்றையும் கொண்டிருக்கிறது. அவையும் நிர்ணயிக்கப்பட்டு நடைமுறைப்படுத்தப்படவேண்டும்.

அரசு, கண்காணிப்புக் குழுக்களை ஏற்படுத்தி, பள்ளி நிர்வாகம், பெற்றோர் -ஆசிரியர் சங்கம் ஆகியவற்றின் ஒருங்கிணைப்போடு ,தொடர் ஆய்வுகளை மேற்கொள்ள வேண்டும். அவை வெளிப்படைத்தன்மை மிக்கதாக இருந்தால்தான் நல்ல பலன் கிட்டும். 

நம் மாணவர்கள் பள்ளிக்குச் சென்று வருவது அவர்களுக்கு மகிழ்ச்சியானதாக இருக்க வேண்டும் என்பது மட்டுமல்ல, அது பெரும் சுமையாக மாறிவிடாமலும் இருக்க வேண்டும்.
