சிறப்புப் பேருந்து நிலையங்களுக்குச் செல்ல 24 மணி நேரமும் இணைப்புப் பேருந்துகள்

சென்னை: பொங்கல் திருநாளை முன்னிட்டு அமைக்கப்பட்ட சிறப்பு பேருந்து நிலையங்களுக்கு சென்றிட ஏதுவாக மாநகர் போக்குவரத்துக் கழகத்தின் சார்பில் 24 மணி நேரமும் கூடுதலாக 250 சிறப்பு இணைப்புப் பேருந்துகள் இயக்கப்படுகின்றன.

இது குறித்து மாநகரப் போக்குவரத்துக் கழகம் அறிக்கை வெளியிட்டுள்ளது.

அதில், வரும் பொங்கல் திருநாளை முன்னிட்டு, பொது மக்கள் தங்கள் சொந்த ஊர்களுக்குச் செல்ல வசதியாக இயக்கப்படும் சிறப்பு பேருந்துகளுக்கான பயணச்சீட்டு சிறப்பு முன்பதிவு செயலறைகளை போக்குவரத்துத்துறை அமைச்சர் எம்.ஆர். விஜயபாஸ்கர் கடந்த 09.01.2019 அன்று கோயம்பேடு பேருந்து நிலையத்தில் துவக்கி வைத்தார்கள்.

சென்னையிலிருந்து 11, 12, 13 மற்றும் 14.01.2019 ஆகிய தேதிகளில் இயக்கப்பட உள்ள 14,263 பேருந்துகளில் 11ஆம் தேதி 3,529 பேருந்துகளும், 12ஆம் தேதி 3,741 பேருந்துகளும், 13ஆம் தேதி 3,411 பேருந்துகளும், 14ஆம் தேதி 3,582 பேருந்துகளும் பல்வேறு பகுதிகளுக்கு இயக்கப்படுகின்றன. மேலும் பல்வேறு மாவட்டங்களிலிருந்து 10,445 பேருந்துகள் என ஆக மொத்தம் 24,708 பேருந்துகள் இயக்கப்படுகின்றன.

சென்னை மாநகரின் பல்வேறு பகுதிகளிலிருந்து மேற்குறிப்பிட்ட பேருந்து நிலையங்கள்/பகுதிக்கு மாநகர பேருந்துகள் ஏற்கனவே இயக்கப்பட்டு வருகின்றன. எனினும் வரும் பொங்கல் திருநாளை முன்னிட்டு வெளியூர் பயணிகள் மேற்குறிப்பிட்டுள்ள பேருந்து நிலையங்களுக்கு எளிதாக சென்று வெளிமாவட்ட நீண்ட தூர பேருந்துகளை பயன்படுத்திக்கொள்ள ஏதுவாக, மாநகர போக்குவரத்துக் கழகம் கூடுதலாக 250 சிறப்பு இணைப்பு பேருந்துகள் இன்று முதல் பின்வருமாறு 12.01.2019, 13.01.2019, 14.01.2019 ஆகிய 4 நாட்களில் 24 மணி நேரமும் இயக்கப்படுகிறது. மேலும் வழிதவறிய பயணிகள் உரிய பேருந்து நிலையங்களுக்கு  ன்றடைந்திடும் வகையிலும் பேருந்துகள் ஏற்பாடு செய்யப்பட்டுள்ளது.

மேலும், பயணிகள் தங்களது புகார்களை அல்லது கருத்துகளை தெரிவித்திட ஏதுவாக, கட்டணமில்லா தொலைபேசி சேவை எண் 18004256151 என்ற தொலைபேசி எண்ணை தொடர்பு கொள்ளும்படி கேட்டுக் கொள்ளப்படுகிறது என்று அறிக்கையில் தெரிவிக்கப்பட்டுள்ளது.

சர்க்கரை அட்டைக்கும் ரூ.1,000 பொங்கல் பரிசு வழங்க அனுமதி

சர்க்கரை மட்டும் பெறும் குடும்ப அட்டைதாரர்களுக்கும் பொங்கல் பரிசுத் தொகுப்புடன் ரூ.1000 வழங்க அனுமதியளித்து உயர்நீதிமன்றம் உத்தரவிட்டுள்ளது.

தமிழகத்தில் உள்ள அனைத்து குடும்ப அட்டைதாரர்களுக்கும் பச்சரிசி, சர்க்கரை உள்ளிட்ட பொங்கல் பரிசுத்தொகுப்புடன் ரூ.1000 வழங்கும் தமிழக அரசின் அரசாணையை ரத்து செய்யக் கோரி கோவையைச் சேர்ந்த டேனியல் ஜேசுதாஸ் தொடர்ந்த பொதுநல வழக்கை விசாரித்த உயர்நீதிமன்றம், பொங்கல் பரிசுத் தொகுப்புடன் அனைத்து குடும்ப அட்டைதாரர்களுக்கும் ரூ.1000 வழங்க தடை விதித்து உத்தரவிட்டது.

இந்த நிலையில் சென்னை உயர்நீதிமன்றத்தில், தமிழக கூட்டுறவு உணவு மற்றும் நுகர்வோர் பாதுகாப்புத் துறை முதன்மைச் செயலாளர் தயானந்த் கட்டாரியா தாக்கல் செய்த மனுவில், தமிழகத்தைப் பொருத்தவரை 5 வகையான குடும்ப அட்டைகள் உள்ளன. அதன்படி முன்னுரிமை உடையவர்-அரிசி பெறுபவர், முன்னுரிமை உடையவர் -அந்தியோதயா அன்னயோஜனா திட்டத்தின் கீழ் அரிசி பெறுபவர், முன்னுரிமை அற்றவர்- அரிசி பெறுபவர், முன்னுரிமை அற்றவர்-சர்க்கரை மட்டும் பெறுபவர், எந்தப் பொருளும் வேண்டாதோர் ஆகியவை உள்ளன. இதில் சர்க்கரை மட்டும் பெறுபவர்கள் 10 லட்சத்து 11 ஆயிரத்து 330 பேர் உள்ளனர்.

இவர்களில் கடந்த ஜனவரி 9-ஆம் தேதி வரை, 4 லட்சத்து 12 ஆயிரத்து 558 குடும்ப அட்டைதாரர்கள் பொங்கல் பரிசுத் தொகையான ரூ.1000-ஐ பெற்றுள்ளனர். இதே பிரிவில் இருந்து பரிசுத் தொகையைப் பெறாதவர்கள் வேதனையில் உள்ளனர். எனவே இவர்களுக்கு ரூ.1000 வழங்க அனுமதிக்க வேண்டும். இதற்கு ஏற்ற வகையில் கடந்த ஜனவரி 9-ஆம் தேதி பிறப்பித்த உத்தரவை மாற்றி அமைக்க உத்தரவிட வேண்டும் எனக் கோரியிருந்தார்.
இந்த மனு நீதிபதிகள் எம்.சத்தியநாராயணன் மற்றும் பி.ராஜமாணிக்கம் ஆகியோர் அடங்கிய அமர்வு முன் விசாரணைக்கு வந்தது. அப்போது அரசுத் தரப்பில் அரசு தலைமை வழக்குரைஞர் விஜய் நாராயண், கூடுதல் அரசு வழக்குரைஞர் மனோகர் ஆகியோர் ஆஜராகி, சர்க்கரை மட்டும் பெறும் குடும்ப அட்டைதாரர்களும் வறுமைக் கோட்டுக்கு கீழ் உள்ளவர்கள்தான். இவர்கள் அரிசி வேண்டாம் எனக்கூறி சர்க்கரை உள்ளிட்ட பொருள்களை வாங்குகின்றனர். இவர்களில் 40 சதவீதம் பேருக்கு இந்த பொங்கல் பரிசுத்தொகை வழங்கப்பட்டு விட்டது. எனவே எஞ்சியவர்களுக்கு இந்த தொகையை வழங்க அனுமதிக்க வேண்டும் என்றனர். அப்போது மனுதாரர் தரப்பில் ஆஜரான வழக்குரைஞர், இந்த தொகை யாரைச் சென்றடைய வேண்டுமோ அவர்களுக்கு மட்டுமே வழங்க வேண்டும் என்றார்.
இதனையடுத்து வழக்கை விசாரித்த நீதிபதிகள், மத்திய அரசு திட்டத்தின் கீழ் பொதுமக்கள் அனைவருக்கும் வங்கிக் கணக்கு உள்ள நிலையில் இந்த 1000 ரூபாயை நேரடியாக வங்கிக் கணக்கில் செலுத்தலாமே, இந்தத் தொகைக்காக நியாய விலைக்கடைகளில் பொதுமக்கள் 8 முதல் 10 மணி நேரம் வரை நீண்ட வரிசையில் காத்திருக்க வைக்கிறீர்கள், ரூ.1000 கிடைக்காவிட்டால் தேர்தலில் வாக்களிக்க மாட்டேன் என்ற நிலையை உருவாக்கியது யார், ஓர் இலவச திட்டத்தை அறிவிக்கும் முன்பாக பயனாளிகள் யார் என்பதை முடிவு செய்து சரியாக திட்டமிட வேண்டும். மேலும் நியாய விலைக்கடைகளில் வழங்கப்படும் ரேஷன் அரிசி ஆந்திரம் மற்றும் கேரளம் உள்ளிட்ட மாநிலங்களுக்கு கடத்தப்படுகிறது. இந்த அரிசியை இலவசமாக வழங்குவதற்கு பதிலாக குறைந்தபட்ச விலை நிர்ணயிக்கலாமே, முன்னாள் முதல்வர் அண்ணாவே ரூபாய்க்கு ஒருபடி அரிசி என்று தான் அறிவித்தார். இன்னும் எத்தனைக் காலத்துக்குத்தான் இலவசங்கள், இனிவரும் காலங்களில் இலவசங்கள் வழங்கமாட்டோம் என முடிவெடுங்கள் என கருத்து தெரிவித்தனர்.

மேலும் தற்போது அனைத்து குடும்ப அட்டைதாரர்களுக்கும் பாகுபாடு இல்லாமல் 90 சதவீதம் பேருக்கு ரூ.1000 பரிசுத்தொகை விநியோகிக்கப்பட்டு விட்டது. இதுதொடர்பாக தடை பிறப்பித்தும் எந்தப் பயனும் இல்லை.
எனவே, எதிர்காலங்களில் இலவச அரிசி வழங்குவதையும் தவிர்க்க அரசு முன்வர வேண்டும். அப்போதுதான் அதில் நடக்கும் முறைகேடுகளுக்கு முற்றுப்புள்ளி வைக்க முடியும். சர்க்கரை மட்டுமே பெறும் குடும்ப அட்டைதாரர்கள் பலருக்கு பணம் கொடுத்து விட்டதாகவும், எஞ்சியவர்களுக்கு பணம் செல்லவில்லை என்ற அரசின் கோரிக்கையை கருத்தில் கொள்ள முடியாது. ஆனால், அவர்களும் வறுமைக் கோட்டுக்கு கீழ் உள்ளவர்கள்தான் என்ற அரசுத் தரப்பு வாதத்தைக் கருத்தில் கொள்ள வேண்டியுள்ளது. எனவே, பொங்கல் பரிசுத்தொகை ரூ.1000-ஐ சர்க்கரை மட்டும் பெறும் குடும்ப அட்டைதாரர்களுக்கும் வழங்கிக் கொள்ள உத்தரவிட்டு, அதற்கேற்ற வகையில் உயர்நீதிமன்றம் பிறப்பித்த உத்தரவு மாற்றியமைக்கப்படுவதாக நீதிபதிகள் பிறப்பித்த உத்தரவில் குறிப்பிட்டுள்ளனர்.

கற்றல் என்னும் பெருங்குணம்!

நம்மில் பெருவாரியானோர் கல்வி கற்பதே, ஒரு வேலையில் சேர வேண்டும் என்ற நோக்கத்தோடுதான். பலருக்குக் கல்வி என்பது ஆரம்பப் பள்ளியில் தொடங்கி, ஏதோ ஒரு வேலை கிடைத்தவுடன் நிறைவுபெற்று விடுகிறது.
ஒரு நிறுவனத்தில் வேலையில் சேர்ந்த பின்னர், அவர்களது திறன் மேம்பாடு குறித்து அந்த நிறுவனங்கள் அக்கறை எடுத்துக் கொள்ளும்; காரணம், நேற்றைய தொழில் நுணுக்கங்களை இன்று பயன்படுத்தினால் நாளைய சந்தையில் நிலைத்திருக்க இயலாது எனப் பெரும் மாற்றங்கள் இடைவிடாது நிகழ்வதுதான்.

எனவே, தொழில் நிறுவனங்கள் தங்களது ஊழியர்கள் தொழில்நுணுக்கம் மற்றும் மேலாண்மைத் திறனை இடைவிடாது வளர்த்துக் கொள்வதை, இடைவிடாக்கற்றல் என்னும் தொடர் நிகழ்வு மூலம் செயல்படுத்துகின்றன. புதிய தொழில்நுட்பங்கள், உற்பத்தித்திறன் வளர்ச்சி, தர மேம்பாடு ஆகியனவற்றை இடைவிடாது மேற்கொள்ள நிறுவனத்தின் ஒவ்வொருவரையும், மாற்றங்களுக்கும்-குறிப்பாக கற்றல் என்ற தொடர் நிகழ்வுக்கும் உட்படுத்தும்.

நிறுவனங்களுக்குப் பொருந்தும் இந்தச் செயல்முறை ஒரு நாட்டுக்கும் தனி மனிதனுக்கும் பொருந்தும். தனி மனிதனுக்கு கற்றல் என்பது ஒரு இடைவிடாத செயலாகும்போது என்ன பலன்களைத் தரும்? முதலாவதாக வீண் பொழுதுபோக்கு, வெட்டிப் பேச்சு, அக்கம்பக்கம் சச்சரவு, சூதாட்டம், அதீத தொலைக்காட்சி, குடிப்பழக்கம் ஆகிய தீங்குகளைத் தவிர்த்து நல்ல சூழலை ஏற்படுத்தும்.

குறிப்பாக, பணி ஓய்வு பெற்றவர்கள் தங்களது மனதை இலகுவாகவும், மூளையைச் சுறுசுறுப்பாகவும் வைத்துக்கொள்ள உதவும். பலர் பணிபுரியும் காலத்தில், பொருள் சேர்க்க ஓய்வு ஒழிச்சலின்றி அலைந்தவர்கள், பணி ஓய்வுக்குப் பின்னர் ஒருவித மனக்குழப்ப நிலைக்கு ஆளாவதைப் பார்த்திருப்போம்; இவர்கள் இந்த நிலையில் சிக்காதிருக்க கற்றல் என்னும் பழக்கம் உதவும்.

இந்தியாவில் 60 வயது கடந்த சுமார் 35 லட்சம் பேர் மனஅழுத்தம் சார்ந்த பிரச்னையால் பாதிக்கப்பட்டிருப்பதை நோக்கும்போது, இதன் முக்கியத்துவம் விளங்கும்.

அறுபது வயதுக்குப் பின்னர் புதிதாக ஒரு துறையைத் தேர்ந்தெடுப்பது - கற்றல் என்ற பழக்கத்தைத் தொடங்குவது எளிதான ஒன்றல்ல. எனவே, இதனை இளமையிலேயே தொடங்குவதுதான் நல்ல பலன் தரும்.
எனவே, ஒருவர் இளமையிலேயே இசை, ஓவியம், இலக்கியம், சரித்திரம் குறித்துத் தெரிந்துகொள்வதுடன், வேறு ஏதாவது ஒரு துறையில் தங்களது அறிவைப் பெருக்கிக் கொள்வதே பெரும் பலனளிக்கும் .
ஏராளமான, அருமையான விஷயங்களை உலகம் தன்னுள் பொதித்து வைத்திருக்கிறது. அவற்றில் சிலவற்றையாவது கற்பதற்கும் ரசிப்பதற்கும்கூட ஒருவரின் ஆயுட்காலம் போதாது.
வளர்ந்த நாடுகள் இடைவிடாத கற்றலை, வாழ்நாள் கல்வியாக எல்லா வயதினருக்குமான முறைசாரா கல்வியாக, தேர்வுகளற்ற ஒன்றாக வழங்குகிறது.

நிர்வாகம், கல்வி, மருத்துவம், சட்டம், கலை, இலக்கியம் உள்ளிட்ட பல்வேறு துறையைச் சார்ந்த விற்பன்னர்கள் பங்களிக்கவும் - பங்கேற்பவர்கள் தங்களது அனுபவத்தினைப் பிறரோடு பகிர்ந்து கொள்ளவும், வாரம் சில மணி நேரங்கள் கொண்ட வகுப்புகள் நடத்தப்படுகின்றன.
இங்கு நம்மிடையே அத்தகைய வசதிகள் இல்லாவிடினும்கூட, தங்களுக்குப் பிடித்தமான துறை சார்ந்த பத்திரிகைகள், கணினி நூல்கள் வாசிப்பது பெரும் பயனளிக்கும்.

மதிப்பது ஆகியவை தனி மனிதனின் கற்றலின் வெளிப்பாடுதான்.
இடையறாது கற்கும் ஒருவன், நாட்டின் பிரஜை என்ற இடத்திலிருந்து நல்ல குடிமகன் என்ற இடத்துக்கு உயருகிறான்.
அடுத்ததாக ஒரு நாடு என்ற அளவில், தொழில்நுட்ப மாற்றங்களுக்கு ஏற்ப நிறுவனங்கள் மாற்றிக் கொள்ளுவதைப் போன்று, இயற்கையில் நிகழும் மாற்றங்களுக்கு நாளைய பேரிடர்களுக்கு, புவி வெப்பமயத்துக்கு, கடல் மட்ட உயர்வுக்கு எனப் பல விஷயங்களுக்கு ஏற்ப அதனைத் தயார் செய்துகொள்ள வேண்டும்.

இதற்காக ஒரு நாடு பிற நாடுகளின் வெற்றி தோல்விகளில் இருந்து பாடம் கற்றுக் கொள்ளலாம்.

மேலும், கற்றல் என்ற தனிமனிதனின் பெருங்குணம் ஒரு நாட்டின் பொதுகுணமாகும்போது, அந்த மக்களின் கல்வித் தரம்-பண்பாடு மற்றும் பொருளாதார வளர்ச்சியினையும் உயர்த்தும். அங்கு ஓர் இணக்கமான, பிணக்கற்ற அமைதியான சூழல் நிலவும்; பல்வேறு மொழி-இன- மத மக்கள் நிறைந்த நாடுகளுக்கு இது மிக அவசியமான ஒன்று.

New Antyodaya Express remains only on railway timetable

Passengers disappointed as date of commencement of the new service is yet to be notified

Months after the Southern Railway announced in its new timetable released in August 2018 , a daily Antyodaya Express train from Tambaram to Sengottai via main line mentioning its timings and coach composition, the delay in the announcement of the date of its introduction and stoppages has disappointed travellers.

Passengers of the delta region covering important stations such as Mayiladuthurai, Kumbakonam and Thanjavur falling on the main line route have sought early operation of the Antyodaya Express which would provide them with another direct service to Chennai besides linking some southern destinations.

Heeding public demand, the railway administration in its annual timetable revision released in November 2017 announced the introduction of the new Antyodaya Express train from Tambaram to Sengottai.

But, it merely stated then that the date of commencement of the new service would be notified later.

Later, the Southern Railway operated special day-time trains from Tambaram to Sengottai via Mayiladuthurai and Kumbakonam for few days.

However, the services were stopped apparently due to prolonged line block put in place in the Mayiladuthurai - Thanjavur section, claim passengers.

On a couple of occasions, the special train was diverted midway via Vriddhachalam without any prior announcement causing huge disappointing to passengers waiting enroute.

Then the Southern Railway in its new timetable released in August 2018 announced the introduction of a new Tambaram - Sengottai Antyodaya Express train via main line section.

The train numbers and coach composition were mentioned in both directions in the timetable as per which the train would leave Tambaram at 7 a.m. to reach Sengotttai at 10.30 p.m.

In the return direction, the train was scheduled to leave Sengottai at 6 a.m. and arrive at Tambaram at 10.15 p.m.

However, the 2018 Railway timetable said that the date of its introduction and stoppages would be "notified later".

With no word yet from the railway administration over the commencement of the new service, passengers in the delta region want its immediate introduction with stoppages provided in the November 2017 timetable.

“It is indeed disappointing that the railway administration has yet to spell out the date of the introduction of the new service after making an announcement nearly five months ago”, says V. Sathyanarayanan, secretary, All Trade and Industries Association, Kumbakonam.

The special train operated between Tambaram and Sengottai for few days failed to attract good patronage due to inordinate delay en route with no prior proper announcements to passengers, claim travellers.

Ever since the main line section was converted to broad gauge, passengers have been consistently demanding restoration of all trains that were operated when it was a metre gauge including the Chennai Egmore - Sengottai fast passenger.

Repeated representations were made and a memorandum submitted to the then Railway Minister Suresh Prabhu during his maiden visit to Kumbakonam in March 2017 also seeking the restoration of the once highly patronised Chennai - Sengottai fast passenger, said A. Giri, advisor, Thanjavur District Rail Users Association.

It was after this meeting with the Railway Minister that the announcement for the new Antyodaya Express came through, he added.

Elaborate security arrangements in Salem to tackle festival rush

CCTV cameras, public address systems set up in New Bus Stand area

The police have made elaborate security arrangements in the city in view of the heavy festival rush. As many as 17 closed circuit television (CCTV) cameras and 17 public address systems were installed in and around Dr. M.G.R Central Bus Terminal (New Bus Stand) here on Friday.

City Police Commissioner K. Shankar inaugurated the temporary control room established at the bus stand and the LED screens set up to disseminate awareness message to the public. The cameras and public address systems were installed from Ramalinga Junction to New Bus Stand and are connected to the control room. Apart from this, seven CCTV cammeras and seven public address systems were installed at Kondalampatti junction.

Senior police officials said that in addition to the 13 cameras on the bus stand premises, 17 cameras were installed now. “These 30 cameras will help the police regulate traffic and monitor persons involving in crime activities”, they added.

Mr. Shankar said that the cameras would help in monitoring criminals and also prevent crime. He said that additional police personnel, armed reserve personnel, home guards were posted for duty during the Pongal holidays so that people can move without any fear. Special teams have been formed to monitor persons released from the prison, he added. He also distributed awareness pamphlets to the public.

The Madurai Bench of the Madras High Court on Friday asked the State to reply by January 28 if it was ready to implement the deliberations of the working group that had met on October 18 to decide the demands put forth by the Tamil Nadu Government Doctors’ Association (TNGDA).

A Division Bench of Justices K. K. Sasidharan and P. D. Audikesavalu sought a response from the State and adjourned the case for further hearing on January 28. The doctors had earlier proposed to go on an indefinite strike from December 8 demanding pay parity with Central government doctors and other State doctors.

In an earlier submission, the State had informed the court that it was awaiting the report of the one-man commission appointed to look into the grievances of TNGDA.

The court was hearing a public interest litigation petition filed by S. Mohamed Yunnis Raja of Madurai, who sought a direction to restrain the TNGDA from going ahead with its proposed strike.

He said that it would be the patients who would suffer ultimately from lack of treatment. The TNGDA has since deferred the strike.

The Madras High Court on Friday relaxed an order it passed on Wednesday imposing restrictions on the distribution of Rs. 1,000 as Pongal cash gift to ration cardholders.

The relaxation will permit disbursal of the money to around 10 lakh ration cardholders who purchase sugar in lieu of rice, apart from the more than 1.85 crore cardholders who are already eligible for the benefit.

The cash gift would be denied only to around 40,000 people who possess ration cards only as a proof of identity and not for purchasing any commodity through the Public Distribution System (PDS).

A Division Bench of Justices M. Sathyanarayanan and P. Rajamanickam relaxed their previous order at the request of Advocate General Vijay Narayan and Additional Government Pleader E. Manohar.

Since it was represented by the law officers that many middle class and Below Poverty Line families had been purchasing sugar in lieu of rice from PDS shops and that the government had already disbursed the cash gift to 4,12,588 out of 10,11,330 cardholders who purchase sugar, the judges permitted disbursal of the money to the remaining 5,98,742 cardholders too. The relaxation petition had been filed by Food Secretary Dayanand Kataria.

‘Not much difference’

Explaining the issue in detail, the Advocate General told the court that there was not much of a difference between the over 90 lakh Non Priority Household ration cardholders who purchase all commodities, including rice, and the 10 lakh NPHH cardholders, who also purchase all commodities but choose to buy additional sugar instead of rice. He also explained the reason why some people had chosen to purchase sugar in lieu of rice.

“In 2015-16, there was a lot of pressure on rice. We (the State) did not have enough rice to give to all. So, we said we will give additional sugar instead of rice, and so, a lot of people took that option,” he said. Since Wednesday’s order permits grant of cash gift to those who purchase rice and denies it to those who buy sugar instead of rice, it would cause a lot of disappointment among the people,” he said.

Mr. Justice Sathyanarayana said the government had ended up creating an impression that cash gifts were being given in view of the upcoming elections. He recalled that he had seen a woman on television screaming that her entire family would boycott the elections if the cash gift was not given to her. “Rightly or wrongly, this is the impression you have created,” he said.

காங்கிரசை பொறுத்தமட்டில், கடந்த மாதம் அண்ணா அறிவாலயத்தில் கலைஞர் சிலையை சோனியாகாந்தி திறந்து வைத்தபோது நடந்த கூட்டத்தில் காங்கிரஸ் தலைமையிலான எதிர்க்கட்சிகள் கூட்டணியில், ‘பிரதமர் வேட்பாளர் ராகுல்காந்திதான்’ என்று இந்தியாவிலேயே முதல்முறையாக தி.மு.க. தலைவர் மு.க.ஸ்டாலின் அவரது பெயரை முன்மொழிந்தார். மேலும், பா.ஜ.க.வுடன், தி.மு.க. ஒருபோதும் கூட்டணி அமைக்காது என்று நேற்று மு.க.ஸ்டாலின் ஆணித்தரமாக அறிவித்து விட்டார்.

இந்தநிலையில், பா.ஜ.க. கூட்டணியில் எந்தெந்த கட்சிகள் சேரும் என்ற கேள்விக்கு இதுவரையில் விடைதெரியாமல் இருந்தநிலையில், பூர்வாங்கமாக ஒரு பதிலை பிரதமர் நரேந்திரமோடி நேற்றுமுன்தினம் அரக்கோணம், கடலூர், தர்மபுரி, ஈரோடு, கிருஷ்ணகிரி ஆகிய நாடாளுமன்ற தொகுதி வாக்குச்சாவடி பொறுப்பாளர்களுடன் வீடியோ கான்பரன்சிங் மூலம் பேசும்போது கோடிட்டு காட்டி விட்டார். அப்போது, வாக்குச்சாவடி பொறுப்பாளர்களில் ஒருவர், ‘தமிழகத்தில் அ.தி.மு.க.வுடன், ரஜினிகாந்துடன் பா.ஜ.க. கூட்டணி அமைக்கப் போகிறது, தி.மு.க.வுடன் கூட்டணி அமைக்கப்போகிறது என்றெல்லாம் வதந்திகள் பரப்பப்படுகின்றன, இதை தெளிவுபடுத்த வேண்டும்’ என்று கேட்டார்.

இதற்கு பதில் அளித்த நரேந்திரமோடி தமிழகத்தை பொறுத்தவரையில், வாஜ்பாய் காட்டிய வழியில் பா.ஜ.க. கூட்டணி அமைக்கும். பழைய நண்பர்கள் மீது அன்புகொண்டு இருக்கிறோம். அவர்களை இணைத்துக்கொள்ள தயாராக இருக்கிறோம். அவர்களுக்காக நமது கூட்டணி கதவுகள் திறந்தே இருக்கும். வாஜ்பாய் 20 ஆண்டுகளுக்கு முன்பு தமிழ்நாட்டில் வலுவான கூட்டணியை அமைத்திருந்தார் என்று போகப்போகும் பாதையை அந்தக்கூட்டத்தில் காட்டிவிட்டார். இதில் என்ன குழப்பம் என்றால், வாஜ்பாய் 2 வழிகளை காட்டியிருக்கிறார். 1998 நாடாளுமன்ற தேர்தலில் அ.தி.மு.க., பா.ம.க., ம.தி.மு.க., சுப்பிரமணியசுவாமி ஜனதா கட்சி, வாழப்பாடி ராமமூர்த்தியின் தமிழக ராஜீவ் காங்கிரஸ் கட்சியுடன் கூட்டணி அமைத்திருந்தது. 1999–ல் அப்படியே மாறியது. தி.மு.க., பா.ம.க., ம.தி.மு.க., திருநாவுக்கரசர் தொடங்கிய எம்.ஜி.ஆர். அ.தி.மு.க., தமிழக ராஜீவ் காங்கிரஸ் கட்சி ஆகிய கட்சிகளுடன் கூட்டணி அமைத்து போட்டியிட்டது. அந்த கூட்டணி தமிழகத்தில் 26 இடங்களில் வெற்றி பெற்றிருந்தது. கூட்டணி கட்சிகளை மந்திரி சபையிலும் வாஜ்பாய் சேர்த்தார். 5 ஆண்டுகள் முழுமையாக ஆட்சியும் நடத்தினார். ரஜினிகாந்தை பொறுத்தமட்டில், இப்போது நாடாளுமன்ற தேர்தலுக்கு முன்பு கட்சி தொடங்க முடியாது. ஏனெனில், இன்று கட்சியை தொடங்கும் முடிவை அறிவித்து தேர்தல் ஆணையத்தில் விண்ணப்பித்தாலும், பதிவு செய்ய 4 மாதங்கள் ஆகும். எனவே, இந்த தேர்தலில் நிச்சயமாக ரஜினிகாந்துடன் கூட்டணி அமைக்க முடியாது. அவர் ஆதரவு தெரிவிப்பாரா?, இல்லையா? என்பது தேர்தல் நேரத்தில்தான் தெரியும். ஆக, இப்போது தி.மு.க., அ.தி.மு.க. தவிர, அந்த இரு கூட்டணிகளிலும் பா.ஜ.க.வோடு இருந்த கட்சிகள் என்றால் ம.தி.மு.க.வும், பா.ம.க.வும்தான் இருக்கிறது. ம.தி.மு.க., பா.ஜ.க.வுடன் கூட்டணி வைக்கவே வைக்காது என்று வைகோ உறுதிபட தெரிவித்து விட்டார். பா.ம.க.வின் நிலை மட்டும் தெரியவில்லை. பழைய கூட்டணிகளில் மீதமுள்ள நண்பர்கள் என்றால் அ.தி.மு.க.வும், பா.ம.க.வும்தான். பா.ஜ.க. கூட்டணியில் அ.தி.மு.க.வும், பா.ம.க.வும் சேருமா? என்பதுதான் இப்போதைய எதிர்பார்ப்பாகும்.

Cabinet go ahead to re-issue ordinance to allow panel run scam-tainted MCI

The Union Cabinet Thursday approved re-issuance of an ordinance to allow a committee to run the scam-tainted Medical Council of India, sources said.

A bill to convert an earlier ordinance into law is pending Parliament's approval.

While the National Medical Commission (NMC) Bill 2017 that seeks to overhaul the medical education system in India and replace MCI is yet to be passed by Parliament, the term of MCI's elected body members ends shortly.

To overcome the situation, the government had recently issued an ordinance to supersede MCI and give its powers to a board of governors (BoG).

The BoG will continue to perform till a council is constituted in line with the provisions of the MCI Act in one year.

Amid allegations of corruption against MCI office-bearers and probes into opaque accreditation to medical colleges, the Supreme Court had in May 2016 directed the government to set up an oversight committee with the authority to oversee all statutory functions of MCI till the new legislation comes in.

Chennai: The Madras high court relaxed its restriction on distributing Pongal festival cash gift of Rs 1,000 to a section of ration card-holders on Friday. Two days ago, the court restricted distribution of the cash gift to only ration card holders belonging to below poverty line and low-income group only.

When the matter came up for hearing on Friday, a division bench of Justice M. Sathyanarayanan and P. Rajamanickam modified its interim order passed on December 9 and permitted the state to extend the cash gift to sugar card-holders also.

Advocate-general Vijay Narayan on Friday submitted that most of the families in NPHH-S category (Non Priority House Hold only for Sugar) also belonged to economically weaker background. And number of such families cannot be arrived at this juncture as the economic indices are not available, as the government is issuing the family cards on the basis of residential proof only. Of 10,11,330 NPHH-S card holders as on Thursday, 4,12,558 card holders have received the gift. The balance card holders under this category, most of whom are also from below poverty line category, are affected and are highly disappointed by non-receipt of the benefit.

The bench said “Since a responsible officer has submitted through a sworn affidavit that those with non-priority household only for sugar (NPHH-S) cards also fall under the below poverty line category, we are permitting the government to distribute the to balance 5,98,772 falling under this category.”

Chennai: Municipal authorities in Tiruchengode in the district sealed a four-storied building following a Madras High court order, but their action drew the ire of traders, including those of computer services stores in the complex as the officials downed the shutters and locked them before they could remove their goods from shops.

The High court on a petition had directed the municipality to seal the four-storied building on S.S.T. Road in Tiruchengode as the construction was allegedly an encroachment on a piece of land belonging to three persons - Rajagopal, Sankaranarayanan and Veeramani.

Complying with the High Court’s orders, the authorities sealed the building floor-by-floor, on Thursday, but those whose shops were housed in that complex could not remove their goods before this took place. This left a lot of the owners irate.

This reportedly led to heated argument between the shop owners and the municipal staff, but the latter brooked no interference.

The firmness with which the officials sealed the building sparked tension in the area, but no damage was done reportedly.

CHENNAI: The Centre has ensured passage of a Constitutional Amendment Bill to provide 10 per cent reservation for economically weaker sections among the general category in both Houses of Parliament.

In Tamil Nadu, hailed as the birthplace of social justice, four decades ago, late Chief Minister MG Ramachandran (MGR) attempted to bring in an economic criterion for reservation for Backward Classes (BCs). MGR further declared that certain percentage of reservation would be provided to poor among the forward communities. However, he backed down after the AIADMK’s virtual rout in the Lok Sabha polls of 1980.

The MGR government issued an order (G.O.Ms.1156), dated July 2, 1979, fixing `9,000 as the annual income ceiling for BCs to get the benefits of reservation. To justify the G.O, the government cited the recommendations of the Backward Classes Commission, under the Chairmanship of AN Sattanathan, submitted in 1970. Then general secretary of Dravidar Kazhagam K Veeramani (now president) and late DMK president M Karunanidhi immediately opposed the move and, with many other leaders, spearheaded protests against it.

They argued that the order was unconstitutional and unreasonable, and said, “The Constitution clearly defines the beneficiaries as socially and educationally BCs. Introducing an economic element will be a wrong remedy to a malady which is essentially social.”


An unyielding MGR categorically stated that the government would not go back on its order fixing parental income as the criterion for concessions for BCs. He argued that the order would not, in any way, affect the 31 per cent of seats reserved for BC students. Quoting official figures, he said that in the preceding years, BC students, in addition to the reserved quota, obtained 29 per cent more seats in the open quota, thus getting a total of 60 per cent of seats in professional colleges.

MGR also said the order would benefit the poorer among the BCs, such as the children of dhobies, barbers, stone-masons, small farmers, cart-pullers and cycle-rickshaw pullers, whereas only the affluent had enjoyed the concessions till then. A month after the controversial G.O was issued, MGR, speaking at the valedictory function of the birth centenary celebrations of social reformer Periyar EV Ramasamy at Pudukottai on August 5, 1979, dropped another bombshell: His government would provide reservation for the poor among the forward communities.

This further fuelled the opposition to the `9,000 G.O, as MGR had made this announcement at a function celebrating Periyar, who strove for social justice throughout his life. Veeramani and Karunanidhi as well as leaders of other parties vehemently opposed the move.

Taking serious note of this second announcement, Karunanidhi termed it a ‘dangerous proposal’. “Reserving a certain percentage for poor among the forward communities... would reduce the opportunities for BCs/MBCs/SCs/STs in the open quota. So, the chief minister should give up his proposal immediately,” he said. When reporters pointed out that the Constitution specified backwardness in society only as “socially and educationally backward and not as economically backward”, MGR shot back: “The time has come for taking into account the economic backwardness also for providing reservation.”

Recalling this period, Veeramani told Express that people were shocked. “DK and DMK conducted protest meetings and took out processions throughout Tamil Nadu. The copies of the GO were publicly burnt and the ashes were sent to the authorities on November 26, 1979,” he recalled. Responding to the bundles of ashes being sent to the government, then Minister VR Nedunchezhiyan, No 2 in MGR’s cabinet, said, “Well, we will use this ash for our croton plants in the Secretariat.” In response, Veeramani told Nedunchezhiyan: “I thought MGR made you a minister. Now, it is clear for what job he had engaged you (maintaining garden).”

Meanwhile, Parliament was dissolved and Lok Sabha elections were held in 1980, the AIADMK winning only two seats. This came as rude shock to MGR. Many of his cabinet colleagues told him that the primary reason for this debacle was the G.O. Subsequently, MGR convened an all-party meeting on January 19, 1980 — which was boycotted by the DMK.

“I had prepared a question-and-answer type of memorandum, wherein I had answered all questions raised by MGR on introducing economic criterion for providing reservation. My representation alone lasted over an hour in the all-party meeting. MGR listened to my views attentively,” Veeramani recalled.
Two days later, MGR agreed to withdraw the controversial G.O. Another G.O was issued on January 21, 1980 announcing this, seven months after the original GO had been issued.

More reservation

Veeramani pointed out that after the debacle in 1980 Lok Sabha elections, MGR went a step ahead and raised the reservation quota for BCs from 31 per cent to 50 per cent to assuage their feelings. The forward communities moved the SC against this. The court directed the State to appoint an independent body to study the grounds for raising the proportion of the reservation. MADURAI: The Madurai Bench ordered a stay on the State-wide transfer counselling proposed to be conducted by the Department of Medical and Rural Health Services for the post of nurses (regular time scale).

The counselling, which was scheduled to be held at the Government Kilpauk Medical College in Chennai on Friday was stayed following a petition filed by R Karthick, Secretary of Tamil Nadu Health Employees Welfare Association, challenging the notification issued by the department for the counselling.

The petitioner submitted that as per the notification, the candidates should have at least one year experience and produce a service certificate in order to attend the counselling. However, the impugned notification was published without giving sufficient time to the candidates to get such a certificate. Justice R Subramanian, ordered a stay on the counselling until further orders.

CHENNAI: The Enforcement Directorate has attached shares and four immovable properties worth   Rs 50.02 crore, belonging to R Subramanian, the promoter and managing director of Subiksha Trading Services, who was arrested by the Enforcement Directorate for money laundering under the Prevention of Money Laundering Act (PMLA).

Subramanian, whose retail chain of stores with the brand name of ‘Subiksha’, sells products in fast moving commercial goods (FMCG), pharma, groceries, fruits, vegetables, apart from seasonal retail business and telecom products, was arrested after he was charge-sheeted earlier in a bank fraud case by the Central Bureau of Investigation, (Bank Security & Fraud Cell), Bangalore, in 2013, for defrauding Bank of Baroda, Corporate Financial Services Branch in Chennai, to the tune of Rs 77 crore.

During the course of the Enforcement Directorate investigation, it came to light that the Economic Offence Wing (EOW), Chennai, had also registered a Criminal Case under The Tamil Nadu Protection of Interests of Depositors Act against the accused R Subramanian, for non-refund of depositors’ money and interest, approximately around Rs 150 crore, by Vishwapriya Financial Services Limited wherein, R Subramanian was the Managing Director of the Company.


It was also found that R Subramanian and Subhiksha Trading Services Limited, has defaulted the loan amount to the tune of Rs 890 crore (approximately, including interest), from a consortium of bankers and the cases are pending before the Debt Recovery Appellate Tribunal, Chennai.

Immovable properties worth Rs 9.47 crore had earlier been attached by the Directorate. This includes the attachment of immovable properties worth Rs 4.55 crore in Neelankarai in Marakanam in 2002 and Rs 4.92 crore properties in Vepery. Therefore, the properties so far attached under the provisions of PMLA, amount to Rs 59.49 crore, said P Manikkavel, joint director of Enforcement Directorate.

CHENNAI: For Pongal this year, prices of sugarcane and vegetables are likely to go up as supplies are dwindling and traders forecast that the minimum price of tomato could be above Rs 50 a kg, depending upon the availability.

Traders told Express that sugarcane had started arriving at the Koyambedu market with a bundle costing around Rs 350 to Rs 400. “We are getting only 10 to 15 trucks in the last two days and the arrivals may go up tomorrow,” said trader Sadagopan.

He said the prices are likely to go up since the tender price for space being allocated to sell sugarcane has gone up from Rs 10 lakh to Rs 10.5 lakh. However, he refused to speculate how much the price would rise.

Sugarcane is considered as an indispensable part of Pongal and every Tamil household has sugarcane as part of celebrations. Interestingly, the prices of vegetables which are used for Pongal could also rise. Koyambedu Vegetable, Fruit and Flower Merchants Association president Thiagarajan said that the availability of tomatoes would depend on the supply.


“We used to get 70 trucks but now only 45 trucks are supplying tomatoes,” he said. Abdul Qader, Koyambedu Vegetable Wholesale Merchants Association, told Express that vegetable prices were already spiralling with ladies finger, which was selling a week earlier at Rs 20 to Rs 50 per kg, having gone up to Rs 50 per kg and it would be hardly surprising if it went beyond Rs 50 during the Pongal festival. He foretold that the minimum price of any vegetable would be Rs 30 per kg and above.

Lower acreage for tomato cultivation in Tamil Nadu and cold weather in key regions of Andhra Pradesh and Karnataka have hit supply in the state, pushing up prices. In Chennai, the hybrid ‘navin’ variety hit a high of ₹60 per kg in retail markets on Friday, while the local variety cost ₹50 per kg.

Several hotels in Chennai have come up with solutions that includes cutting down on tomato use. “We are restricting the use of tomatoes as much as possible and alternatively using tamarind... We are ensuring that customers are not affected in any way,” said M Ravi, who runs the Vasantha Bhavan chain of vegetarian restaurants and is Chennai Hoteliers Association president.

The situation is the same across the state, with Cyclone Gaja that ravaged Dindigul district, a major tomato hub, being cited as a reason for short supply. Around this time last year, wholesale tomato prices in places like Madurai hovered around ₹5 per kg.

At the Koyambedu wholesale market in Chennai, there has been a 50% drop in number of trucks bringing in tomatoes, mainly from Andhra Pradesh and Karnataka. “A 15 kg box of tomatoes sold for ₹250-₹260 four days ago and crossed ₹500; higher quality tomatoes even sold for ₹550- ₹600 per box on Friday,” said Bhuvaneshwaran, a wholesale trader.

“A huge drop in tomato cultivation in TN has forced traders from Dindigul and nearby districts to look for supplies from AP and Karnataka, adding to the woes,” says Ravi S, another wholesaler.

For Madurai region, this is when local markets get large supplies, mostly from Dindigul. “Horticultural crops on 5,600 hectares were damaged by Cyclone Gaja. Though tomato crops were not damaged, there was heavy flower drop, affecting supply,” said Dindigul deputy director of Horticulture, K Srinivasan.

In Coimbatore region, the unusually cold weather has taken a toll on cultivation, spiking prices from ₹30 per kg a fortnight ago to ₹60 now. While bad weather forced reduction in acreage of tomato cultivation, the yield from cultivated crops too dropped. “I used to harvest 15 tonnes per acre. This season, I managed only seven tonnes,” said S Ganesan of Thalavadi in Erode district. Farmers who used to raise tomato crop on more than 600 acres, this season cut it down to 250 acres.

“It’s a seasonal phenomenon, when tomato suffers damage during extreme cold. But, we have not seen any alarming damage or fall in yield in Coimbatore,” said M Chinnadurai, Centre for Agricultural and Rural Development Studies, TNAU.

DVAC books ex-Teynampet ACP for taking bribe from undertrials

The Directorate of Vigilance and Anti-Corruption (DVAC) has booked a corruption case against CS Muthalagu, former assistant commissioner of police (ACP), Teynampet range, for allegedly taking bribes from undertrials to fix cases.

Muthalagu was in the news in May after audio clips of him discussing a bribe of ₹5 lakh to let off an accused in an abduction case had gone viral on social media. He was later shunted out to vacancy reserve.

The DVAC conducted a preliminary inquiry and based on its findings filed a case against him on Tuesday. Investigations revealed that based on intelligence tip-offs, Muthalagu had rounded up criminals in a private hotel in Teynampet and registered a case. The DVAC said notorious gangster Rocket Raja and four others, including brothers Sundar and Prakash, were sent to prison. The brothers were involved in a case which was transferred to the Central Crime Branch. While Prakash got arrested, Sundar absconded and got anticipatory bail later.

The DVAC said Muthalagu met all the accused separately and contacted Prakash on his mobile phone. He directed Prakash to call him on WhatsApp and demanded ₹20 lakh for letting off Prakash and his brother. Their conversations revealed that Prakash haggled and brought down the bribe amount to ₹5 lakh.

Unknown to the ACP, Prakash had recorded the call and burnt it on CDs. These discussions were held between February and May 2018.

On May 7, Muthalagu arrested Prakash, Sundar and Rocket Raja. The DVAC probe revealed that Muthalagu had already received upto ₹3.5 lakh from Sundar when he was absconding, through his advocate in connection with another case. The DVAC also obtained permission from home secretary Niranjan Mardi on December 3 before filing the case against the ACP. A voice analysis test was also done on the CDs, the DVAC said.

A citation, signed by Anil Kakodkar, renowned atomic energy scientist and RA Mashelkar, founding patron of NTC,and other eminent academicians was presented to Viswanathan during the ceremony.

Docs remove bone-eating tumour from teen’s leg

Last February, doctors told a teenager from Bangladesh that a tumour was eating into his leg. On Friday, the 19-year-old walked into the press conference with a slight limp and a big smile. His surgeons had saved his leg and tests showed he did not have cancer.

Rifat Ibane Iqbal had a cricket ballsized tumour — desmoplastic fibroma was rare, fibrous and benign — that was aggressively eating into his bones. “He had terrible pain in his left leg and was not able to walk. He came to us after visiting several other hospitals. All of them had suggested amputation. But during our initial screening we realised the tumour did not seem cancerous,” senior consultant orthopaedic surgeon Dr Kosygan. Less than 10 cases of desmoplastic fibroma in the leg had been documented in medical literature. “We did not have literature to lean on. So we decided to take it step by step. In a four-hour surgery, we removed a cricket ball sized tumour. Nearly 25% of the ankle bone was destroyed,” he said.

Although doctors debated radiation post-surgery, they decided to give him

medicine to help the bone grow and let surgical wounds heal in a conventional way. “His wounds have healed very well,”, said plastic surgeon Dr Kannan Prema.

Her colleague and vascular surgeon Dr K Shashibhushan said medical literature spoke of 15% chances of tumour recurrence. “We will be monitoring him closely at least once every five or six months,” he said. But Iqbal is happy to get back to academics. “I have been away from college for a long time. I want to get back to my BBA course,” he said.

HC clears govt’s ₹1,000 cash gift for ‘sugar card’ holders

Two days after restricting distribution of Rs1,000 Pongal cash gift to ration card holders belonging to below poverty line, low and middle-income group only, the Madras high court modified its order on Friday and permitted the state to extend the gift to ‘sugar card’ holders also.

“Since a responsible officer has submitted through a sworn affidavit that those with non-priority household only for sugar (NPHH-S) cards also fall under the below poverty line category, we are permitting the government to distribute the cash gift to balance 5,98,772 falling under this category,” a division bench of Justice M Sathyanarayanan and Justice P Rajamanickam said.

The bench passed the order while allowing a modification application moved by the Tamil Nadu government.

When the plea came up for hearing, advocate-general Vijay Narayan submitted that most of the families in NPHH-S category also belonged to economically weaker background.

“The number of such families cannot be arrived at this juncture as the economic indices are not available. Out of 10,11,330 NPHH-S card holders, as on Thursday, 4,12,558 card-holders have received the gift. The balance card holders under this category, most of whom are also from below poverty line category, are adversely affected and are highly disappointed by non-receipt of the benefit,” Narayan said.

விழுப்புரம் மாவட்டம் பிரிக்கப்பட்டு கள்ளக்குறிச்சியைத் தலைமையிடமாகக் கொண்டு புதிய மாவட்டம் அறிவிக்கப்பட்டிருக்கிறது. தமிழகத்தில் உள்ள மொத்த மாவட்டங்களின் எண்ணிக்கை இதனால் 33-ஆக உயர்கிறது. சட்டப்பேரவையில் ஆளுநர் உரைக்கு நன்றி தெரிவிக்கும் தீர்மானத்தின் மீதான விவாதத்திற்குப் பதில் அளிக்கும்போது முதல்வர் எடப்பாடி கே. பழனிசாமி இந்த அறிவிப்பை வெளியிட்டிருக்கிறார்.
மக்கள்தொகைப் பெருக்கமும், கிராமப்புற வளர்ச்சியின் தேவையும், மாநிலங்களும் மாவட்டங்களும் பிரிக்கப்பட வேண்டிய கட்டாயத்தை ஏற்படுத்துகின்றன. முந்தைய தென்னாற்க்காடு கடலூர், விழுப்புரம் என்று 1993-இல் இரண்டாகப் பிரிக்கப்பட்டு பிறகுதான் இரண்டு மாவட்டங்களுமே ஓரளவு வளர்ச்சியைப் பெற்றன. 

இப்போதைய விழுப்புரம் மாவட்டம் என்பது மயிலம், திண்டிவனம், வடலூர், வானூர், செஞ்சி, விழுப்புரம், விக்கிரவாண்டி, திருக்கோவிலூர், உளுந்தூர்பேட்டை, ரிஷிவந்தியம், சங்கராபுரம், கள்ளக்குறிச்சி ஆகிய 12 சட்டப்பேரவைத் தொகுதிகளை உள்ளடக்கிய தமிழகத்தின் மிகப்பெரிய மாவட்டமாகத் திகழ்கிறது. இந்த மாவட்டம் இரண்டாகப் பிரிக்கப்பட வேண்டும் என்கிற கோரிக்கை நீண்ட நாள்களாகவே இருந்து வந்தது.
1993-ஆம் ஆண்டு செப்டம்பர் 31-ஆம் தேதி உருவாக்கப்பட்ட விழுப்புரம் மாவட்டம் 7,217 ச.கி.மீ. பரப்புடன் 34,58,873 மக்கள்தொகையுடன் நான்கு வருவாய்க் கோட்டங்கள், ஒன்பது தாலுகாக்கள், மூன்று நகராட்சிகள், 14 பேரூராட்சிகள், 22 ஊராட்சி ஒன்றியங்கள், 1,099 ஊராட்சிகள் ஆகியவற்றை உள்ளடக்கிய மிகப்பெரிய மாவட்டமாக இருந்தும்கூட, பெரிய அளவில் வளர்ச்சி அடையாத மாவட்டமாகவே தொடர்ந்து வருகிறது என்பதால், இந்த மாவட்டம் இரண்டாகப் பிரிக்கப்படுவதை வரவேற்காமல் இருக்க முடியவில்லை. 

கள்ளக்குறிச்சியைத் தலைமையிடமாகக் கொண்டு மாவட்டம் அமைக்கப்பட வேண்டும் என்கிற கோரிக்கை கடந்த இருபது ஆண்டுகளுக்கும் மேலாக எழுப்பப்பட்டு வருகிறது. எழுத்தறிவின்மை, வேலையில்லாத் திண்டாட்டம், கள்ளச் சாராய வணிகம், மருத்துவ வசதி இல்லாமை, பெரும்பாலான இடங்களில் முறையான சாலைப் போக்குவரத்து இல்லாமல் இருப்பது என்று தமிழகத்தின் புறக்கணிக்கப்பட்ட பகுதியாக வரலாற்றுச் சிறப்பு மிக்க இந்தப் பகுதி தொடர்ந்து வருகிறது.
இந்த மாவட்டத்திலுள்ள கல்வராயன் மலைப் பகுதி கிராமங்கள் விழுப்புரத்திலிருந்து 150 கி.மீ. தொலைவில் இருக்கின்றன. அங்கே இருக்கும் 30 கிராமங்களில், வெள்ளிமலைக்கு மட்டும்தான் சாலை வசதி இருக்கிறது. அதற்கும்கூட, தினந்தோறும் நான்கு முறை சிற்றுந்துகள் மட்டும்தான் விடப்படுகின்றன. கள்ளக்குறிச்சியை அடுத்த கல்வராயன் மலைப் பகுதி, இந்தியா விடுதலை பெற்று 63 ஆண்டுகள் கழிந்த பிறகுதான் மின்சார வசதியைப் பெற்றது எனும்போது, எந்த அளவுக்கு புறக்கணிக்கப்பட்டதாக விழுப்புரம் மாவட்டத்தின் இந்தப் பகுதி தொடர்கிறது என்பதை நாம் புரிந்து கொள்ளலாம்.

இப்போது அறிவிக்கப்பட்டிருக்கும் புதிய மாவட்டத்தில் கள்ளக்குறிச்சி, சங்கராபுரம், உளுந்தூர்பேட்டை, திருக்கோவிலூர், ரிஷிவந்தியம் ஆகிய ஐந்து கிராமப்புறத் தொகுதிகள் சேர்க்கப்படும் என்று எதிர்பார்க்கப்படுகிறது. பெரும்பாலும் வளர்ச்சி அடையாத பிற்ப்பட்ட கிராமங்களை உள்ளடக்கிய இந்தப் பகுதிகளில் மிகக் குறைந்த அளவில்தான் அரசுப் பள்ளிகளும், கல்லூரிகளும் இருக்கின்றன. தனியார் கல்வி நிறுவனங்களைச் சார்ந்துதான் இந்தப் பகுதியிலுள்ள மக்கள் வாழ வேண்டிய கட்டாயம் காணப்படுகிறது. 

கள்ளக்குறிச்சியைத் தலைமையிடமாகக் கொண்டு புதிய மாவட்டம் உருவாகும்போது, மாநில அரசின் கொள்கைப்படி இங்கே தொழிற்பயிற்சி நிலையம், தொழிற் பயிற்சிக் கல்லூரி, கலை - அறிவியல் கல்லூரி, பொறியியல் கல்லூரி, மருத்துவக் கல்லூரி ஆகியவை அரசால் ஏற்படுத்தப்படும் என்பதால் இந்தப் பகுதியின் வளர்ச்சிக்கு அவை பெரிய அளவில் உதவும். 

இப்போது புதிதாக உருவாகி இருக்கும் கள்ளக்குறிச்சி மாவட்டம், சங்க காலத்தில் மலையமான் மன்னர்களின் ஆட்சிக்குட்பட்ட பகுதியாக இருந்தது. சேதிரையன் என்கிற பட்டத்துடன் இந்தப் பகுதியை ஆண்டவர்களில், கடையேழு வள்ளல்களில் ஒருவரான மலையமான் திருமுடிக்காரியும் ஒருவர் என்பது குறிப்பிடத்தக்கது.

மலையமான் அரசர்களின் காலத்தில் வெளியிடப்பட்ட செப்பு நாணயங்கள் இந்தப் பகுதியிலிருந்து கிடைத்திருக்கின்றன. முதலாம் ராஜராஜ சோழனின் தாயாரான வானவன் மகாதேவி மலையமான் குடும்பத்தைச் சேர்ந்தவர் என்பதிலிருந்து இந்தப் பகுதியின் தொன்மையை அறியலாம். சங்கப் புலவர்களில் முதன்மை முக்கியத்துவம் பெறும் குறிப்பிடத்தக்க ஒருவரான கபிலர் வாழ்ந்த பூமி இது. 

வரலாற்றுப் புகழ் பெற்ற இந்தப் பகுதி சங்கப் புலவர்களால் பாடப்பட்ட பகுதி. கடையேழு வள்ளல்களின் வரலாற்றுப் பதிவுள்ள பகுதி. இப்போது புறக்கணிக்கப்பட்ட பகுதியாக பின்தங்கியிருக்கும் இந்தப் பகுதிகள் கள்ளக்குறிச்சியைத் தலைமையிடமாகக் கொண்டு மாவட்டம் ஆவதன் மூலம், இழந்த வரலாற்றுப் பெருமையை மீட்டெடுக்கும் வாய்ப்பு கிட்டியிருக்கிறது.

கடந்த சட்டப்பேரவைத் தேர்தலின்போதே கள்ளக்குறிச்சியைத் தலைமையிடமாகக் கொண்டு புதிய மாவட்டம் ஏற்படுத்தப்படும் என்று முன்னாள் முதல்வர் ஜெயலலிதா அதிமுகவின் தேர்தல் வாக்குறுதியில் குறிப்பிட்டிருந்தார். அதை இப்போது எடப்பாடி பழனிசாமி அரசு நிறைவேற்றியிருக்கிறது. இதன் மூலம் புதிய மாவட்டத்தில் தொழிற்சாலைகள் ஏற்படுத்தப்பட்டு இளைஞர்களுக்கு வேலைவாய்ப்பும், விவசாய மேம்பாட்டுக்கான திட்டங்களின் மூலம் கிராமப்புற வேளாண் இடருக்குத் தீர்வும் காணப்படுமேயானால், அவை இன்றைய அரசின் சாதனைகளாக வரலாற்றில் நினைவுகூரப்படும்.
நீண்ட நாள் கோரிக்கை, நீண்ட நாள் தேவை நிறைவேறி இருக்கிறது.

இணையதளத்தில் மின்னஞ்சல் மூலம் தகவல்கள், வாழ்த்துகளைப் பரிமாறிக் கொள்வோரும், குறுஞ்செய்தி முறையில் தகவல் பரிமாற்றம் செய்வோரும், உள்நாட்டிலும், வெளிநாடுகளிலும் வசிக்கும் நண்பர்களையும், உறவினர்களையும் முகம் பார்த்து முகம் பேசி வாழ்த்துகளைத் தெரிவித்தும்தான் வருகின்றனர்.

சர்க்கரை ரேஷன் அட்டைதாரர்களுக்கும் பொங்கல் பரிசு ரூ.1,000 வழங்க அனுமதி கேட்டு சென்னை ஐகோர்ட்டில் தமிழக அரசு மனு தாக்கல் செய்துள்ளது. இந்த மனு இன்று விசாரணைக்கு வரும் என்று எதிர்பார்க்கப்படுகிறது.

பொங்கல் பண்டிகையை முன்னிட்டு அனைத்து ரேஷன் அட்டைதாரர்களுக்கும் பச்சரிசி, சர்க்கரை, ஏலக்காய் உள்ளிட்ட பொருட்களுடன் ரூ.1,000 பரிசும் வழங்க தமிழக அரசு ஆணை பிறப்பித்தது. இதை எதிர்த்து தொடரப்பட்ட வழக்கை விசாரித்த ஐகோர்ட்டு நீதிபதிகள் எம்.சத்தியநாராயணன், பி.ராஜமாணிக்கம் ஆகியோர் வசதிபடைத்தவர்களுக்கு ரூ.1,000 பரிசு வழங்க தடை விதித்தனர்.

அதாவது சர்க்கரை ரேஷன் அட்டைதாரர்களுக்கும், எந்த பொருளும் வாங்காத ரேஷன் அட்டைதாரர்களுக்கும் ரொக்கப்பரிசு வழங்கக்கூடாது என்று ஐகோர்ட்டு உத்தரவிட்டது.

நீதிபதிகள் எம்.சத்தியநாராயணன், பி.ராஜமாணிக்கம் ஆகியோர் முன்பு அ.தி.மு.க. வக்கீல் பாலசுப்பிரமணியம் ஆஜராகி, தடை உத்தரவை மாற்றியமைக்கக்கோரி வழக்கு தொடர உள்ளதாக கோரிக்கை விடுத்தார். அதனை நீதிபதிகள் ஏற்கவில்லை. இதையடுத்து பிற்பகலில் நீதிபதிகள் முன்பு கூடுதல் அரசு பிளடர் மனோகர் ஆஜராகி, ‘சர்க்கரை ரேஷன் அட்டைதாரர்களுக்கு ரூ.1,000 பரிசு வழங்க அனுமதிக்க வேண்டும் என்று அரசு மனு தாக்கல் செய்ய உள்ளது. அந்த மனுவை உடனே விசாரணைக்கு ஏற்க வேண்டும்’ என்று கோரிக்கை விடுத்தார்.

அதற்கு நீதிபதிகள், வழக்கை உடனே விசாரணைக்கு ஏற்கமுடியாது. வழக்கு தொடர்ந்தால், வரிசைப்படி விசாரணைக்கு ஏற்கப்படும் என்றனர்.

இதையடுத்து தடை உத்தரவை மாற்றியமைக்கக்கோரி உணவு மற்றும் நுகர்வோர் பாதுகாப்பு துறை முதன்மை செயலாளர் தயானந்த் கட்டாரியா சென்னை ஐகோர்ட்டில் மனு தாக்கல் செய்தார். அந்த மனுவில் கூறியிருப்பதாவது:-

ரேஷன் கடைகளில் எந்த பொருளும் வாங்காதவர்களுக்கும், சர்க்கரை வாங்குபவர்களுக்கும் பொங்கல் பரிசாக ரூ.1,000 வழங்க தடை விதித்து ஐகோர்ட்டு கடந்த 9-ந் தேதி உத்தரவிட்டது. இதில் சர்க்கரை வாங்கும் ரேஷன் அட்டைதாரர்களுக்கு இந்த ரொக்கப்பரிசு வழங்க அனுமதிக்க வேண்டும்.

பொது வினியோக திட்டத்தில் வறுமைக்கோட்டிற்கு கீழ் உள்ளவர்கள் மீது சிறப்பு கவனம் செலுத்தப்படுகிறது. ரேஷன் அட்டைகள் வழங்கும்போது அதை யாரும் தவறாக பயன்படுத்திவிட கூடாது என்பதில் அரசு கூடுதல் கவனத்துடன் செயல்படுகிறது.

இவ்வாறு வறுமைக்கோட்டிற்கு கீழ் உள்ள குடும்பத்தினர், நடுத்தர வருமானம் ஈட்டும் குடும்பத்தினர், வசதிபடைத்த குடும்பத்தினர் என்று 3 வகையில் பிரித்து ரேஷன் அட்டைகள் வழங்கப்பட்டுள்ளன. சர்க்கரை ரேஷன் அட்டைதாரர்கள் பொருளாதாரத்தில் பின்தங்கிய குடும்பத்தினர். இவர்கள் மொத்தம் 10 லட்சத்து 11 ஆயிரத்து 330 உள்ளனர். இவர்களில் கடந்த 9-ந் தேதி வரை 4 லட்சத்து 12 ஆயிரத்து 558 ரேஷன் அட்டைதாரர்கள் பொங்கல் பரிசான ரூ.1,000 வாங்கிச் சென்றுவிட்டனர்.

இதனால் பொங்கல் ரொக்கப்பரிசு வாங்காத மீதமுள்ளவர்கள் மிகுந்த மனவருத்தத்தில் உள்ளனர். அவர்கள் பொருளாதாரத்தில் பின்தங்கியவர்கள் என்பதால் பொங்கல் பரிசான ரூ.1,000-த்தை அவர்களுக்கும் வழங்க அனுமதிக்க வேண்டும். இதற்கு ஏற்ப 9-ந் தேதி ஐகோர்ட்டு பிறப்பித்த தடை உத்தரவை மாற்றியமைக்க வேண்டும்.

இவ்வாறு அதில் கூறப்பட்டுள்ளது.

இந்த வழக்கு இன்று (வெள்ளிக்கிழமை) விசாரணைக்கு வரும் என்று எதிர்பார்க்கப் படுகிறது.

CHENNAI: The division bench of the Madras High Court, which on Wednesday restricted the Pongal gift of payment of Rs, 1,000 to families of below poverty of line (BPL) alone, on Thursday rejected a plea to re-consider it.

While passing interim orders on a PIL from advocate Daniel Jesudoss of Coimbatore, the bench of Justices M Sathyanarayanan and P Rajamanickam has ordered the restriction on Wednesday. The court had observed that the distribution of money to all irrespective of economic status is non-productive use of public funds.

Today, when the judges resumed their work, AIADMK advocate R Balasubramanian made a mention, requesting them to reconsider their order. He argued that the petitioner has no locus-standi to prefer the PIL petition. Moreover, payment of Rs, 1,000 was halfway through, he pointed out.

UGC committee to review MPhil, PhD regulations

COIMBATORE: The University Grants Commission (UGC) has constituted a high level committee headed by Indian Institute of Science’s (Bengaluru) former director P Balram to review the MPhil and PhD regulations. The committee will also review the UGC’s quality mandate relating to promotion of research in higher education institutions, Minister of State (Human Resource Development) Satya Pal Singh said in a written reply in the Lok Sabha on Monday.

It was in 2016 that the UGC introduced a new regulation called Minimum Standards and Procedure for Award of MPhil and PhD Degrees, which superseded the 2009 regulation. The 2016 regulation prescribed 55 percentage marks in masters degree for MPhil admission and 55 percentage mark in MPhil for PhD admission. It gave a relaxation of five percentage marks for SC, ST, OBC (non-creamy layer) candidates and for people with disabilities (PwD). While the minimum duration for MPhil is one years, for PhD it is three years. Similarly, the maximum duration for MPhil is two years and for PhD, six years. Any full time regular professor with at least five research publications in referred journal and any full time regular associate or assistant professor with PhD and at least two research publications in referred journal can be recognised as research supervisor (MPhil or PhD guide).

A professor can guide three MPhil and eight PhD scholars at any given point of time. Similarly, an associate professor can guide two MPhil and six PhD, while an assistant professor can guide one MPhil and four PhD scholar at a time. The regulation barred higher education institutions from offering both MPhil and PhD programmes under the distance education mode.

Commenting on the formation of committee to review MPhil and PhD regulation, Association of University Teachers (AUT) former general secretary C Pichandy claimed that this would lead to more confusion. Given that the regulation was introduced only in 2016, only now have many universities adopted the norms and standardised the programmes. There were a few more universities who were yet to adopt the regulation. A review now would only cause confusion, he said. It remains to be seen if this was being done in alignment with UGC’s plan to make PhD as entry qualification for teaching positions in colleges and universities from 2021, he added.

CHENNAI : Don’t have the time to spare your Hyundai car for service or repairs? Kun Hyundai has now introduced a ‘doorstep service’ that includes mini services and repair jobs that will be a boon for customers. Kun Hyundai is the only dealership that has reserved six motorcycles at a time for the purpose of this doorstep service.


Hyundai Motors India Limited (HMIL) felt that such services would help customers keep their cars fit. The idea has been executed by the dealership with bikes that have a box attached on the rear side. This box contains hand tools like a pedal pump, jack, dry wash kit and spares. It also has side racks for carrying fresh and used engine oil.

The doorstep service vehicles were flagged off at Kun Hyundai’s 3S facility at Shollinganallur on Wednesday by Pratap Raghuvanshi, group head (service), HMIL and Nagesh, zonal parts and service head, HMIL SRO1, along with the top management of Kun Hyundai.

“Kun is one of the biggest dealers for Hyundai Motors India and is known for its reliability and transparency for 20 years,” said a senior spokesperson of the dealership. “Kun has its state-of-the-art service facilities located in Shollinganallur, Ambattur Industrial Estate, Kattupakkam, Anna Salai, Arumbakkam, Adyar, Kottivakkam and Pallikaranai in Chennai besides dealerships in Hyderabad, Nellore and Puducherry. We will have one of these bikes stationed at each of the nine dealership branches in the city and will expand to Andhra Pradesh and Puducherry soon.”

Varsities can no longer recruit faculty members

A four-member Medical Council of India (MCI) team began its two-day inspection of Tirunelveli Medical College Hospital (TVMCH) in Palayamkottai on Wednesday to check whether the facilities available were adequate for providing quality medical education to 250 students every year.

The team, headed by Chandrakant from Nagpur, visited all the departments of the 52-year-old hospital and inspected the facilities at outpatients and inpatients sections.

They also interacted with Dean S.M. Kannan and heads of various departments to understand the hospital’s role in providing medical assistance to poor patients from Tirunelveli, Thoothukudi and Kanniyakumari districts.

Based on the team’s report, the MCI will decide on increasing the number of students to be admitted to the college from 150 to 250.

As the TVMCH has augmented its infrastructure over the past few years and introduced new departments to provide quality healthcare to poor patients, the Centre sanctioned Rs. 120 crore for establishing a super-speciality block, for which the State government has released its contribution of Rs. 30 crore.

The facility is likely to be inaugurated through videoconferencing when Prime Minister Narendra Modi visits Madurai later this month to lay the foundation stone for All India Institute of Medical Sciences.

Similarly, a four-member MCI team began its inspection of Madurai Medical College. The team, led by G.V. Prakash from Tirupati, inspected works taking place in the college, including establishment of an academic block, newly constructed hostels and administrative block.

The MCI team members, who interacted with Dean (in-charge) S. Shanmugasundaram, checked whether the facilities available would be sufficient to provide quality education to 250 students. They also assessed the faculty strength and enquired with some of the heads of departments about the treatment provided at the hospital and patient inflow.

Dr. Shanmugasundaram told them that they had recently laid the foundation stone for the construction of a bigger lecture hall and an academic block to house six non-clinical departments at a total cost of Rs. 37 crore. He also said work was on to construct new hostel blocks for men and women.
