NEW DELHI: It was around 9 pm on Tuesday night that senior BJP leader Sushma Swaraj complained of uneasiness and chest pain. She was rushed to AIIMS in the national capital and reached there at 9.30 pm.

She was immediately admitted in the emergency ward, where she was under observation by a team of specialised doctors.

“The doctors tried their best to revive her condition for more than 70 minutes and all treatment measures were taken to get her out of the critical condition. However it did not work and she breathed her last at 10.50 pm,” said official spokesperson from AIIMS.

Swaraj’s body was released from AIIMS around 12.15 am and has been taken to her residence Dhawan Deep building in Janpath Road where she shifted last month. The BJP leaders informed that the body will be kept at the party headquarters on Wednesday to pay their respects.

With Swaraj's demise, Delhi lost three former chief ministers in less than a year. Swaraj, who was the chief minister of Delhi for a brief period in 1998, passed away on Tuesday night due to cardiac arrest. Three-time CM and Congress leader Sheila Dikshit passed away in July this year due to cardiac arrest. Madan Lal Khurana, who was chief minister from 1993-96, passed away in October last year.

‘Don’t pack toys and food together’ 

FSSAI issues advisory against practice

Food Safety and Standards Authority of India (FSSAI) has issued an advisory asking all States and Union Territories to discourage the practice of packing of toys/gifts with food products for infants and small children as there are chances of contamination and risk of accidental ingestion.

It has become a common practice for manufacturers to attract sales by adding small toys/gifts inside food packets.

Several brands of chips and even chocolates come along with small toys/ gifts inside the packet. Some brands of chips packets even have tattoo stickers inside.

The advisory issued on July 22 by Shobhit Jain, FSSAI executive director (compliance division), said, “Considering the safety of public at large, there is a need to discourage food businesses from providing any toy or gift item inside the food packages, especially in case of food which is likely to be ingested directly by an infant or a small child. Such promotional free toys or gift items may be provided separately or packed separately.”

“Also, it is desirable that the colour, texture and nature of toy or gift item should not at all resemble the food product inside food package,” the advisory said.

As per Section 3(1) zz(xi) of Food Safety and Standards Act, 2006 “unsafe food” means an article of food whose nature, substance or quality is so affected as to render it injurious to health by virtue of its being misbranded or sub-standard or food containing extraneous matter.

Quoting this provision under the Act, the advisory said: “Commissioner of Food Safety of all States/UT’s are requested to make efforts for generating awareness amongst all stakeholders to discourage the practice of packing of such toys/gifts with food products for infants and small children.” Karnataka Health Commissioner Pankaj Kumar Pandey, who is also the Food Safety Commissioner, told The Hindu on Tuesday that Food Safety Officers in the State have been directed to ensure that the advisory is implemented effectively.

Opposition MPs in the Lok Sabha on Tuesday questioned the Centre’s right to alter the status quo in Jammu and Kashmir without consulting stakeholders.

They were discussing the Bill that bifurcates the State of Jammu and Kashmir into two Union Territories.

“Today you have lost the confidence and trust of 1.5 crore people. The route that you have taken to bring in the Jammu and Kashmir Reorganisation Bill, 2019 and the Jammu and Kashmir Reservation (Second Amendment) Bill, 2019 is an assault on the Constitution and neither history nor the people of Kashmir will forgive you for this,’’ said Hasnain Masoodi of Jammu & Kashmir National Conference Party, representing Anantnag.

Earlier in the day, while the Opposition demanded to know where MP Farooq Abdullah was, DMK MP Murasoli Maran said: “An MP is missing and we would like to know from the Home Minister and the Speaker about his whereabouts?’’

Members also held placards demanding to know about Mr. Abdullah.

T.R. Baalu, DMK said: “We would like to know if the government has thought this through? With your majority you will get these Bills passed but what are you going to do about the security problems of the region and the porous borders? Clearly this is a move that is good for your party and not the people of this region.”

He said with the bifurcation the government has created two municipalities. “You have broken a State into Union Territories…who does that?’’ he asked.

Congress leader of the House Adhir Ranjan Chaudhary asked how the Jammu and Kashmir issue could be considered an internal matter when so far it had been considered a bilateral issue.

Home Minister Amit Shah responded stating that Jammu and Kashmir is a part of India and this cannot be legally disputed. He also added that Mr. Abdullah isn’t under house arrest or detained and is at home of his own free will. “According to Article 370(3), the President may, by public notification, alter Article 370, provided the Constituent Assembly of the State concurs. This provision has been utilised twice by the Congress,” said Mr. Shah.

Manish Tewari of the Congress said that it was Jawaharlal Nehru’s government which had protected Jammu and Kashmir when it was under attack from Pakistan.

“According to the Indian Constitution, before altering the boundaries of any State, concurrence of the Legislative Assembly of the State is mandatory. Andhra Pradesh and Telangana bifurcation was done with complete concurrence of the State Legislative Assembly by the UPA government. What happens to the separate Constitution of Jammu and Kashmir now?” he asked.

Speaking during the discussion, Congress MP Shashi Tharoor said: “The process of consultation will be in shreds... You have changed the constitutional relationship of the people of J&K to India without consulting them. You have unleashed upon us the political equivalent of demonetisation.”

Probe on to trace the provenance of answer sheet leak

The Kerala police have recorded the statements of several members of the University College faculty as part of their investigation into the seizure of blank varsity answer sheets from Students Federation of India (SFI) leaders indicted for the near-fatal knife attack on a student, Akhil Chandran, on the campus last month.

A senior officer said here on Tuesday that the police were likely to press criminal charges once they zeroed in on the college authorities responsible for the answer paper leak. The police are attempting to find out whether any college insider had conspired with the SFI leaders and handed over the unused answer sheets to them instead of returning them to the Kerala University.

The police had questioned the current and former principals of the college and other teachers responsible for the safe custody of unused answer books.

A police raid on the house of prime suspect Shivarenjith, a campus leader of the SFI, had yielded 83 answer sheet bundles.

The police have sought the custody of Pranav, another SFI leader arrested for the attack on Akhil. They had found his admission number on several answer sheets recovered from a college room which the SFI had been using as its unit office.

BJP State president P.S. Sreedharan Pillai sought a CBI probe into the alleged malpractices in the PSC exams.

Bharatiya Janata Yuva Morcha State president K.P. Prakash Babu said his organisation would seek a CBI probe into all PSC recruitments in the past 10 years.

The scandal had shown the varsity in poor light and raised serious questions about the integrity of the examinations conducted on the SFI-dominated college campus.

A third of Vidhana Soudha Secretariat staff logs in late, blames traffic for delay

After nearly one third of the secretariat staff in the Vidhana Soudha were found to be coming late to work, the secretariat employees’ association has sought relaxation of timings by 30 minutes — citing severe traffic jams caused around the Vidhana Soudha in the morning rush hour. Employees, the association claimed, are under severe stress to reach office and that is also leading to serious health complications.

Over 900 of the about 2,500 staff members were found to be late after their biometric attendance was scrutinised since January this year, they have now been issued notices to explain the delay, sources in the secretariat said. Government employees have to report to work at 10 a.m., and are given a relaxation of 10 minutes after which the biometric attendance logs them absent.

After the issue came to light during the scrutiny, department heads were given the list of such ‘absentees’ or late comers to act upon. Failure to provide a convincing reply would mean that days on which employees were late would be treated as leave or commensurate salary would be cut, a communiqué from the Chief Secretary to the departmental heads said in the last week of July. The heads were given 15 days to complete the process.

Stunned by the notices issued to the employees, a first of its kind in recent years in such big numbers, Karnataka Government Secretariat Employees’ Association has written to Chief Secretary T.M. Vijay Bhaskar to consider their plea in extending the swipe-in time to 10.30 a.m. from 10.10 a.m. currently. The association — reiterating its commitment to time discipline — also pointed out to traffic blockades caused by VIP/VVIP movement aroundthe Vidhana Soudha for their delay.

“We will have to answer the notices. But the association has requested the Chief Secretary to consider our plea before acting against us. While the biometric attendance time is 10 a.m., employees get a relaxation till 10.10 a.m. We have sought it to be extended to 10.30 a.m., and the mandatory 7 hours 30 minutes can be calculated from the time of swiping in,” an association office-bearer told The Hindu.

According to him, many staffers travel daily from places like Mysuru, Mandya, Ramanagaram and Tumakuru districts since they cannot sustain their families here. “Even those residing in Bengaluru are staying in far-off areas as housing is affordable there.”

Across the city, traffic movement has slowed down considerably due to various infrastructure works, the association, in its memorandum said, adding that at times, biometric machines did not work. “Considerable time is spent in entering the Vidhana Soudha owing to checking at gates, considering it is a vital installation,” the memorandum added.

However, a senior official, who travels from Mysuru daily, said, “Irrespective where you travel from, discipline has to be maintained. I come from Mysuru daily and am at office by 9.45 a.m. There are people who come from Bengaluru city at 11 a.m. ever day and also leave early. How do you discipline them? There are also cases where officers may come a little late but also leave late while logging in for over seven and a half hours. All this has to be considered in the disciplinary process.” This action was expected as employees had been warned before, he added.

Mr. Bhaskar, who is in New Delhi with Chief Minister B.S. Yediyurappa, was not available for comment.

Former Union Minister Sushma Swaraj passed away here on Tuesday after suffering cardiac arrest. She was rushed to the All-India Institute of Medical Sciences, and cardio-pulmonary resuscitation was administered but doctors were unable to revive her, hospital officials said. She was declared dead at 10.50 p.m.

Just a couple of hours earlier, she had expressed happiness at the removal of special status for Jammu & Kashmir, thanking Prime Minister Narendra Modi for making it possible “in her lifetime” to see the event.

Long career

Ms. Swaraj, 67, had a long career in politics. She was known for her skilled oratory and was, at 25 years, the youngest-ever Cabinet Minister in the Haryana government led by the late Devi Lal. A lawyer by training, she was part of the legal team put together by the Opposition when socialist leader George Fernandes was arrested during the Emergency. Since she and Swaraj Kaushal, who was also involved with the Socialists, were part of the legal team and had to travel to Mumbai together, their law professor and later Chief Justice of India A.S. Anand suggested that they get married, a story later recounted by her with much relish.

While she was considered a latecomer to the BJP, having started out in the socialist ranks, she held the confidence of top leaders and was chosen by the late Prime Minister Atal Bihari Vajpayee to take on UPA chairperson Sonia Gandhi in Bellary in 1999. While she lost that election, she won hearts, narrowed the victory margin of the Congress and provided a foothold to the BJP in that area.

She was variously Information and Broadcasting, Parliamentary Affairs and Health Minister in the Vajpayee government and also served as Delhi Chief Minister in 1998, a position she lost to Sheila Dikshit who also passed away recently.

Ms. Swaraj and Ms. Gandhi tangled again in 2004, after the UPA came to power, with the former threatening to shave her head and live on berries if the latter became PM. As the Leader of the Opposition in the Lok Sabha between 2009 and 2014, however, the two did repair their relationship.

Ms. Swaraj was seen as part of the old guard of the BJP but fit in well as a responsive Minister for External Affairs, who nevertheless ceded the limelight to Prime Minister Modi in foreign policy.

A kidney transplant some years ago saw her opt out of electoral politics, and later from the Cabinet formed by Mr. Modi in his second term.

Advocate says the move was unconstitutional and illegal

A writ petition was filed in the Supreme Court on Tuesday challenging the August 5 notification of the Constitution (Application to Jammu and Kashmir) Order of 2019, which amends Article 370 of the Indian Constitution and scraps its 65-year-old predecessor — The Constitution (Application to Jammu and Kashmir) Order of May 14, 1954 — as unconstitutional, illegal and arbitrary.

The petition filed by advocate M.L. Sharma is likely to be mentioned before Justice N.V. Ramana on Wednesday. The Chief Justice of India and Justice S.A. Bobde, the second senior most judge, are sitting in a Constitution Bench in the Ayodhya title suit appeals. Justice Ramana is ranked third in seniority.

Mr. Sharma said his petition refers to how the political leaders of Jammu and Kashmir were detained/arrested before the issuance of the August 5 notification. There was no meaningful legislative or representative debate, he submitted.

By junking the 1954 Order, the notification takes away the special rights and privileges enjoyed by the residents of Kashmir. It has effectively allowed the entire provisions of the Constitution, with all its amendments, exceptions and modifications, to apply to the area of Jammu and Kashmir, the petitioner contended. The 2019 notification superseded the 1954 Order and declared that “all the provisions of the Constitution, as amended from time to time, shall apply in relation to the State of Jammu and Kashmir”.

The August 5 notification has been issued under Article 370 of the Constitution. In short, the government employed Article 370, which had once protected the 1954 Order giving special rights to the people of J&K, to scrap the more than 60-year-old Order. The government justified the notification by saying that it closes the “chasm” between residents of J&K and citizens of other parts of the country.

The August 5 notification tided over the obstacle of a non-existent ‘Constituent Assembly’ by amending the expression in the proviso to ‘Legislative Assembly’. An amendment in Article 370 should have undergone the constitutional amendment procedure envisaged under Article 368 of the Constitution, the petitioner said.

HC sets aside action against IISc. professor

Storyline: A retired lawyer has to help out three girls who have been sexually assaulted by three young men

Traditionally, the title of a Tamil mass hero film conveys very little. It would typically be the name of the lead character (as has been the case with many Rajinikanth films) or something that would describe that one outstanding quality of the hero.

When was the last time, really, that we had a lyrical title for a “mass hero”?

The remake of Hindi superhit Pink in Tamil is called Nerkonda Paarvai, something that a lyricist like Thaamarai might have come up with for a romantic song in a Gautham Menon film. But in this H. Vinoth directorial (he’s the man who gave us the riveting cop thrillerTheeran: Adhigaaram Ondru), it’s about society’s collective gaze on women.

Or it could be that piercing gaze of Bharath Subramaniam (Ajith Kumar) who does nothing but that for the first fifteen minutes into the film.

He has recently moved into a residential complex, and across the road stay Meera Krishnan (Shraddha Srinath), Famita (Abhirami Venkatachalam) and Andrea (Andrea Tariang).

The film, post an opening musical festival song, kickstarts with quite some intrigue — the three girls seem anxious, while elsewhere, three boys are driving away, with one of them severely injured in the head and bleeding.

The music keeps getting ominous even as we get hints on what happened. The girls’ landlord gets a phone call from a stranger threatening him to vacate them from the premises, and he checks on them — him ringing the doorbell almost rudely cuts into their laughter. Little do they know that that’s probably the last time they’ll share such cheerful banter.

Without actually throwing too much light on the incident in question, Nerkonda Paarvai — much like the original — sharpens its focus by concentrating on the unnerving plight of the three girls who are caught in an issue they don’t know the way out of. At first, they don’t really trust Bharath Subramaniam, but after they find out about the famous lawyer he once was, they gradually start believing in him.

The first half clearly establishes the characters, with Nerkonda Paarvai’s refusal to bow down to the star status of its leading man clearly showing. When the mass sequence arrives, it does so in typical Tamil cinema style, but the justification saves it. There is even a bike sequence that his fans will undoubtedly love — and that fight and sound will only get us ready for the real mass... inside the courtroom.

When Bharath steps in to court to argue this case, he isn’t confident. He fumbles. And he has no points when it’s time for him to speak.

It’s quite refreshing to see him fumble. Ajith’s a star, and someone who has thulped a dozen guys barely a scene ago, but inside a courtroom — an environment he’s been away from for a while — he is clearly Bharath, the once-glorious lawyer who is as impassive as the cockroach that’s crawling up one of the court benches.

The court sequences are where Ajith displays a quiet confidence, something that we haven’t quite seen in his last few projects.

In stark contrast to him is the opposition lawyer, played by news anchor Rangaraj Pandey, whose character is pretty much an extension of him on television. He is undoubtedly loud, but in a few scenes, he’s so good that we hate him.

What doesn’t work in Nerkonda Paarvai are the portions featuring Vidya Balan. While the pairing is endearing, it doesn’t quite sit with the narrative; it seems forced and feels like an afterthought. The courtroom sequence dialogues and the other girls make up for it though — both Shraddha and Abhirami get one meaty scene that they ace.

Mrs. YGP, doyen of education, passes away at 93

Mrs. Y.G. Parthasarathy was a source of inspiration for many.

Acclaimed educationist, journalist and patron of the arts, Mrs. Y.G. Parthasarathy, who founded the Padma Seshadri Bala Bhavan Group of Schools driven by her desire “to Indianise school education”, died in a city hospital on Tuesday afternoon. She was 93.

Her son Y. Gee. Mahendra, actor and theatre personality, said she was taken to the hospital on Monday after she complained of breathlessness. “She was stable and talking to us. In the afternoon, she asked for something to eat, but then just collapsed. It was a cardiac arrest,” he said.

She received several awards including the Achievement Medal for Leadership and Commitment to Excellence in Education by the U.S-based Centre for Excellence in Education, the Union government’s ‘Vayoshreshtha Samman’ award, and the Rotary Club of Madras’ Paul Harris Fellow Award. She was conferred with the Padma Shri in 2010.

Born as Rajalakshmi in the family of Diwan Bahadur T. Rangachari, Mrs. YGP, as she was popularly known, was the first woman in her family to graduate. In 1948, she married Y.G. Parthasarathy, the doyen of Tamil theatre and the founder of United Amateur Artistes, the theatre group that became the launchpad for many film personalities. The only girl in her batch of postgraduate diploma journalism class at the University of Madras, she was one of the first women in the field of journalism in Tamil Nadu.

Indian values

In 1958, she started the PSBB Group of Schools in an effort to impart education intertwined with Indian values. In an interview to The Hindu in 2001, she said her humble contribution was towards “changing the school system from a convent or an Anglo-Indian culture to an Indian one, which takes pride in Indian culture”. What started as a humble beginning in a thatched-roof set up in 1958, has now become a reputed group of schools with campuses not just in Chennai. The school also started Bharat Kalachar as its cultural wing in 1987, a unique initiative then to promote arts among students.

Mohan Rajan, chairman and medical director of Rajan Eye Care Hospital, a student who went on to be her associate for nearly five decades, said she was a source of inspiration and motivation for all. “I admired the determination and conviction she had. She started the school in 1958 with 13 students in a hut, but she had the determination to make it big and established the gold standard in education in this part of the world,” he said.

As a person who broke many gender barriers, Mrs. YGP, when she was disallowed to become the principal of PSBB school since a woman was not allowed to become the principal of a boys’ school (PSBB was a boys’ school then), did not hesitate to escalate the matter to the highest level, directly with Indira Gandhi, to get permission.

Hundreds of students, both past and present, their parents, and teachers, congregated at the Bharat Kalachar auditorium, where her mortal remains were placed, to pay their respects. Mr. Mahendra said this was telling of how many lives she had impacted. “I thought her death was a loss for my family but I now see how many more lives she made a difference to. She had a significant role to play in the formation of our drama troupe too, which had many actors like former Chief Minister Jayalalithaa and Cho Ramaswamy,” he said.

“We can never associate some people with death and there was a certain permanence about her. She will live on through the institutions she has founded and her students. She will always be remembered,” said actor Kamal Haasan.

She is survived by her sons Y. Gee. Mahendra, Y.G. Rajendra and their families. Her last rites will be performed at her T. Nagar residence and the cremation will take place at 4 p.m. at the Besant Nagar crematorium on Wednesday.

The Centre’s decisions setting new terms of engagement with Jammu and Kashmir — by reorganising it as Union Territories, ending its special status under Article 370 and 35 (A) and extending to it all the provisions of the Constitution — were endorsed by the Lok Sabha on Tuesday after a debate that lasted close to seven hours.

The Lok Sabha approved a resolution abrogating special status to Jammu and Kashmir under Article 370 of the Constitution and a Bill for splitting the State into two Union Territories. The resolution was adopted by the House with 351 members voting in its support and 72 against it, while one member abstained.

The Bill to create the Union Territories of Jammu and Kashmir and Ladakh was passed by 370 votes in favour and 70 against. Prime Minister Narendra Modi was present in the House.

The President’s declaration as passed by both Houses of Parliament that “all clauses of Article 370 shall cease to be operative in the State of Jammu and Kashmir” was notified in the Gazette of India later in the evening.

The declaration will come into effect from August 6, the notification issued within hours of the Lok Sabha passing the resolution said.

The resolution and the Bill were approved by the Rajya Sabha on Monday.

Replying to the debate, Home Minister Amit Shah assured the House that the government could restore full Statehood to Jammu and Kashmir if the situation improved and expressed its willingness to engage with the local population. “We don’t want to talk to the Hurriyat, but we are ready to speak to the people of Kashmir,” he said, adding that the security forces would not be moved out of the Valley until the situation became fully normal.

Mr. Shah also asserted that the Centre’s decision did not impact in any way India’s claim over Pakistan-occupied Kashmir, and the government would continue to press it.

Mr. Modi termed the passage of the resolution and the Bill “a momentous occasion in our Parliamentary democracy”.

Lok Sabha Speaker Om Birla adjourned the House sine die after the resolution and the Bill were passed.

‘Two-day wait for Athi Varadar darshan’

With lakhs of devotees thronging the Sri Devarajaswamy Temple daily for darshan of Athi Varadar, the Kancheepuram district administration, in consultation with the Hindu Religious and Charitable Endowments Department, has decided not to have VIP darshan on August 16 and 17.

Addressing presspersons on Tuesday, Collector P. Ponniah said that to manage the increasing number of devotees, a total of 12,000 policemen would be pressed into service. Three additional waiting halls have been provided along the general darshan queue. He said devotees should be prepared to wait for two days for darshan.

சுமார் 240 கிலோமீட்டர் தூரத்தை 2.55 மணி நேரத்தில் கடந்து உயிருக்குப் போராடிய குழந்தையை ஆம்புலன்ஸ் ஓட்டுநர் ஜாபர் அலி கொண்டு வந்து சேர்த்தார். குழந்தையை உடனே அவசர சிகிச்சை பிரிவில் சேர்த்த மருத்துவர்கள் உடனடியாகச் சிகிச்சை அளித்தனர். தற்போது அந்தக் குழந்தை குணமடைந்துள்ளது. குழந்தையின் பெற்றோர் ஆம்புலன்ஸ் ஏற்பாடு செய்த சதீஷ்குமார் மற்றும் ஆம்புலன்ஸ் ஓட்டுநர்களுக்கு மனமார்ந்த நன்றியைத் தெரிவித்தனர்.

இதுகுறித்து ஆம்புலன்ஸ் ஓட்டுநர் சதீஷ்குமார், "இந்தக் குழந்தையைத் தேனியில் இருந்து கோவை வரை கொண்டுவர அனைவரின் கூட்டு முயற்சியே காரணம். ஓட்டுநர்கள், காவல்துறையினர், பொதுமக்கள் என அனைவரின் ஒத்துழைப்பால் 2.55 மணிநேரத்தில் குழந்தையைப் பாதுகாப்பாக மருத்துவமனையில் சேர்க்க முடிந்தது. குழந்தைக்கு உடனடி சிகிச்சை கொடுக்கப்பட்டு தற்போது நலமாக உள்ளது. இந்த நிகழ்வு எங்களுக்கு மகிழ்ச்சியை ஏற்படுத்தியுள்ளது'' என்றார்.

திருவனந்தபுரத்தில் உள்ள கேரள பல்கலைக்கழகத்தில் கடந்த ஜூலை மாதம் 12-ம் தேதி எஸ்.எஃப்.ஐ. மாணவர் சங்க நிர்வாகிகளிடையே மோதல் ஏற்பட்டது. இதில் ஆற்றுகால் பகுதி எஸ் எஃப்.ஐ நிர்வாகி அகில் சந்திரன் கத்தியால் குத்தப்பட்டார். இந்த வழக்கில் பல்கலைக்கழக எஸ்.எஃப்.ஐ. தலைவர் சிவரஞ்சித், எஸ்.எஃப்.ஐ செயலாளர் நஸீர், பிரணவ் ஆகியோர் கைது செய்யப்பட்டனர். சிவரஞ்சித்தின் வீட்டில் போலீஸார் சோதனை நடத்தியதில் பல்கலைக்கழகத் தேர்வுக்கான விடைத்தாள்கள் கண்டுபிடிக்கப்பட்டன. மேலும், பல்கலைக்கழக உடற்கல்வி இயக்குநரின் சீலும் கண்டுபிடிக்கப்பட்டது.

இந்த வழக்கு குறித்து முழுமையாக விசாரணை நடத்தியதில் சிவரஞ்சித், கேரள அரசு பணியாளர் தேர்வாணையம் நடத்திய காவலர் தேர்வில் 96 மதிப்பெண் பெற்று முதலிடத்தில் இருப்பது தெரியவந்தது. அதுபோல எஸ்.எஃப்.ஐ நிர்வாகிகளில் ஒருவரான பிரணவ் 78 மதிப்பெண் பெற்றிருந்தது தெரியவந்தது. பல்கலைக்கழக விடைத்தாளில் மோசடி நடந்ததா என விசாரணை நடத்துவதற்காக ஏற்கெனவே தேர்வு நடத்தப்பட்ட விடைத்தாள்களை போலீஸ் கேட்டிருந்தது.

ஆனால், விடைதாள்கள் காணாமல் போய்விட்டதாகப் பல்கலைக்கழக நிர்வாகம் சார்பில் தெரிவிக்கப்பட்டது. இதைத் தொடர்ந்து கேரள அரசுப் பணியாளர் தேர்வாணைய தேர்வில் முறைகேடு நடந்திருக்கிறதா என்பது குறித்து சைபர் க்ரைம் போலீஸார் விசாரணை நடத்தினர். அதில் கேரள அரசுப் பணியாளர் தேர்வின்போது சிவரஞ்சித் மற்றும் பிரணவ் ஆகியோர் மொபைல்போன் பயன்படுத்தியதாகவும். அவர்களுக்கு எஸ்.எம்.எஸ் மூலம் விடைகள் வந்ததும் கண்டுபிடிக்கப்பட்டுள்ளது.


இதுகுறித்து கேரள அரசுப் பணியாளர் தேர்வாணைய தலைவர் எம்.கே.ஸ்க்கீர் கூறுகையில், ``காவலர் தேர்வில் சிவரஞ்சித் மற்றும் பிரணவ் ஆகியோர் இரண்டு மணி முதல் மூன்றேகால் மணிவரை போனில் விடைகளைப் பெற்றது விசாரணையில் தெரிய வந்துள்ளது. சிவரஞ்சித்துக்கு இரண்டு எண்களில் இருந்தும், பிரணவுக்கு மூன்று எண்களில் இருந்தும் எஸ்.எம்.எஸ் வந்துள்ளது.

கடந்த 2018-ம் ஆண்டு ஜூலை 22-ம் தேதி நடந்த இந்தக் காவலர் தேர்வில் முதல் 100 இடங்களைப் பிடித்துள்ளவர்களின் மொபைல் எண்கள் பரிசோதனைக்கு உட்படுத்தப்படும். மிகப்பெரிய அளவில் இந்த விசாரணை நடைபெற்று வருகிறது. தேர்வர்களுக்கு வெளியில் இருந்து சிலர் உதவியுள்ளதால் காவல்துறை விசாரணை கோரியுள்ளோம்" என்றார்.

செல்லத்துரை துணைவேந்தராக இருந்தபோது பேராசிரியர்கள் அலுவலர்கள் உட்பட 69 பேர் பணி நியமனம் செய்யப்பட்டதில் முறைகேடுகள் நடந்திருப்பதாகவும், இது தொடர்பாக விசாரணைக்கு உத்தரவிட வேண்டும் என்று உயர் நீதிமன்ற மதுரைக் கிளையில் வழக்கு தொடரப்பட்டது. இந்த வழக்கை விசாரித்த உயர் நீதிமன்றம், உயர் கல்வித்துறைக்கு உத்தரவிட முன்னாள் நீதிபதி அக்பர்அலி தலைமையில் விசாரணைக்குழு அமைக்கப்பட்டது.

புதிய பெட்ரோல் பங்குகள்விசாரணை ஒத்தி வைப்பு

Chennai: In wake of the rising number of monsoon-related diseases in the city, ‘Gleneagles Global Health City hospital’ has launched a 24-hour fever clinic in Chennai to help people combat the outburst of monsoon fevers like Malaria, Dengue, Typhoid, Cholera, Hepatitis (A virus) among others. The clinic will remain functional round the clock, said doctors. In the petition V. Bharani of Anna Nagar, he was holding a Current Account in M/s. Indian Bank, SIDCO Building, Guindy since 2011.

Chennai: Seven years after a nationalized bank mistakenly transferred Rs 5.08 lakh to a Chinese firm from an account of a city businessman, the District Consumer Disputes Redressal Forum, Chennai (South) directed the bank to refund amount along with a fine of Rs 25,000.

In the petition V. Bharani of Anna Nagar, he was holding a Current Account in M/s. Indian Bank, SIDCO Building, Guindy since 2011. On October 22, 2012, to his shock, the bank erroneously debited US$ 7,177.50 from his account unauthorizedly. He immediately informed the officials and met Branch Manager, who admitted the transaction happened by mistake and assured that US$ 7,177.50 would be remitted.

The bank forwarded an email dated October 25, 2012 stating that an email to Bonnie of M/s. Likey Electronics Technology Limited, China and requested to refund US$ 7177.50, the unauthorisedly debit transaction.

He said, “I even visited China for getting back the amount. However it was ended in vain”. The bank failed to remit the amount back into his account causing him mental agony. In a reply to his notice the bank manager informed him that he would settle the amount. As there was no response he filed the petition.

In reply, Branch Manager of the Bank stated that the complaint was not maintainable. The manager said Bharani is a proprietor of M/s. Allied Care Products, Anna Nagar. Based on his request on October 17. 2012, the bank transferred US$ 7177.50 from his to M/s. Likey Electronic Technology for purchase of micro SD memory cards. Hence, the amount was transferred on October 22, 2012 to the beneficiary.

Three days later, Bharani came to the bank and requested the Desk Officer to stop payment on the ground that beneficiary company was a fraudulent company. On humanitarian ground alone, the bank issued an email stating that the transaction made erroneously.

The bench comprising president M. Mony and member R. Baskarkum-aravel said considering the facts and circumstances of the case, this Forum is of the view that the Bank committed negligence and shall refund the US$ 7177.50 with compensation of Rs 15,000 for causing him mental agony with cost of Rs 10,000.

Bangalore University (BU) is all set to reintroduce its bus service after a decade.

The varsity plans to bring the service back once the Namma Metro work to the university is completed, which is expected in around six months.

K.R. Venugopal, Vice-Chancellor, Bangalore University, told The Hindu: “University bus service will be integrated with the metro. We will purchase two or three buses that will go around the campus every 15 minutes and also to the metro station at regular intervals.”

Travelling to the Jnana Bharathi campus has been a hurdle for students owing to insufficient bus services.

The university area is a prominent education hub with the National Law School of India University, and other institutions located around it.

Most students board buses from the Kempegowda bus station to the university.

But they said that owing to insufficient or irregular services, many of them have been forced to rely on the metro service up to Nayandahalli or private transport.

University officials said that B. Thimme Gowda, former Vice-Chancellor, had written to the BMTC requesting an increase in the number of bus services to the university, but it had not been done till date.

Milana Neela, a second year M.Sc electronics media student, who travels from Tumakuru to BU, said it is a long wait to find a bus from Goraguntepalya to the university.

“I start at 7.30 a.m., board a bus from Tumakuru to Goraguntepalya, which is 70 km away and is a two-hour journey. Once I reach Goraguntepalya, I have to wait another 15 to 30 minutes to find a bus that goes to Kengeri, where I can get down near the university quarters.”

There have also been cases where students from other districts have dropped out owing to transport issues.

Shivaranjini decided to drop out after one semester of her M.Sc course. Coming from a village in Kolar, on a working day, she used to start her day around 7 a.m. and it took her three to four hours to reach the university. “I had to travel from my village to Kolar, where I had to take a bus to Majestic, and from there to the university. The travel used to be long and I would be drained out by the time I reached. Sometimes, when I found it difficult to find a bus, I had been late to class causing me to miss half an hour or so of a lecture,” she recalled.

Unavailability or shortage of transport is also a safety concern for students who stay back on campus for lab activities and other events.

BMTC officials maintained that there are 38 bus schedules passing through Bangalore University.

Merger of quota seats for medical admissions challenged

The Bench of the Madras High Court on Monday ordered notice to the State government on a petition challenging the merger of surrendered vacant medical seats under the all-India quota with those of the State quota in NEET counselling for medical admissions.

Justice R. Suresh Kumar ordered notice to the State government for clarification on the issue. The court was hearing a petition filed by R. Deekshita of Madurai, who contended that the surrender and merger of vacant seats would affect the communal roster for the allotment of seats.

However, the court dismissed an earlier writ petition filed by the same petitioner, seeking a direction to allot the surrendered seats under the all-India quota only to those candidates who had applied under this quota.

The court dismissed the petition, taking into account the fact that the candidate was not eligible to be selected under the all-India quota.

The Supreme Court on Monday asked the Tamil Nadu and Karnataka governments to reply to a petition seeking that they implement the 10% quota for economically weaker sections (EWS), in addition to the existing reservation.

A Bench of Justices S.A. Bobde and B.R. Gavai issued notice to both the States on the plea claiming that all the other State governments have implemented the 103rd Constitutional Amendment Act, 2019, which granted 10% reservation to the EWS category in government jobs and educational institutions.

“Neither Tamil Nadu nor Karnataka have implemented or enforced the Constitutional Amendment Act, 2019 till date,” the plea said.

The petition filed by advocate G.S. Mani sought that the two States make special provisions for its implementation.

It said the EWS reservation be implemented without disturbing the already existing quota benefits to the population belonging to the Scheduled Castes (SC), Scheduled Tribes (ST), Backward Classes (BC) and the Most Backward Classes (MBC).

The plea said Tamil Nadu had granted 69% quota to SCs, STs, BCs and MBCs whereas the percentage of reservation in Karnataka was 70. The petition also said that some of the regional parties in Tamil Nadu were strongly opposing the 10% EWS quota for some political reasons.

It said the ceiling of 50% reservation for SC, ST and BC was nowhere prescribed in the Constitution.

Managing biomedical waste: TNPCB cracks the whip
All stakeholders asked to apply for consent from board

The Tamil Nadu Pollution Control Board has directed all stakeholders in the State to immediately apply and obtain consent of the Board for management of biomedical waste.

In a statement, the TNPCB said, “All stakeholders in Tamil Nadu shall immediately apply and obtain consent of the Tamil Nadu Pollution Control Board under the Water (P & CP) Act, 1974, as amended and the Air (P & CP) Act, 1981 as amended along with authorisation under the Biomedical Waste Management Rules, 2016 as amended. Non-bedded occupiers shall apply and obtain one-time authorisation under Biomedical Waste Management Rules, 2016 without delay”.

The National Green Tribunal had warned States that environmental compensation will be imposed if the orders regarding management of biomedical wastes are not complied with.

The TNPCB said the Ministry of Environment, Forest & Climate Change had in 2016 notified the rules regarding collection, receipt, storage, transport, treatment, disposal or handling of biomedical waste. Under Rule 10, “....every occupier or operator handling biomedical waste, irrespective of the quantity, shall make an application in Form II to the prescribed authority, i.e. State Pollution Control Board and Pollution Control Committee, as the case may be, for grant of authorisation and the prescribed authority shall grant the provisional authorisation in Form III and the validity of such authorisation for bedded healthcare facility and operator of a common facility shall be synchronised with the validity of the consents....”, the TNPCB said.

With over three lakh devotees thronging the Sri Devarajaswamy temple to worship Athi Varadar on Monday, the Kancheepuram district administration asked a section of devotees to wait for darshan today.

“This was done keeping the safety of devotees in mind. The police asked those who had not entered the temple or queues to stay overnight,” Collector P. Ponniah said.

The Athi Varadar festival began at the temple on July 1 after the idol of Athi Varadar was brought out of the Ananthasaras tank after 40 years.

The idol would be kept for darshan till August 17.

With only 12 more days left for the festival to conclude, more and more devotees are thronging the town. A section of devotees had demanded that the idol remain in the temple.

Roads choked

Sources said that both the Wallajah-Oragadam and Sriperumbudur roads leading to the temple town choked with traffic for over an hour towards the evening.

Interior roads in temple town too were packed and both pedestrian and vehicular movement was restricted.

Ramanujan, a resident of South Mada Street, said they were not able to come out of their homes on Monday. “The traffic was just unimaginable and worse than last week. Ours is a small town and this is just an invasion happening upon us,” he said.

The crowd was so bad that even those in the VIP queue took over five hours to have darshan.

However, since the weather turned pleasant after noon and it began drizzling, there were no issues, explained a source in the temple administration.

A fatal legal error, says P. Chidambaram

Senior Congress leader P. Chidambaram on Monday said the government cannot modify Article 370 by using another provision of Article 370. By doing so it made a “fatal legal error” and it would discover this in due course.

The Rajya Sabha passed a resolution moved by Home Minister Amit Shah that would repeal the provisions under Article 370 of the Constitution, which granted a special status to Jammu and Kashmir.

“How can Article 370 be modified using Article 370?... I know it was your manifesto promise...but in repealing Article 370, you are unleashing forces which you cannot control,” he said.

While introducing the resolution earlier in the day, Mr. Shah had said, “Under Article 370(3), there is a provision that the President, on recommendation of Parliament, has the power to amend or cease the implementation of Article 370, through a public notification.” He later clarified to Mr. Chidambaram that the said provision has to be read with Article 371 D (Special provisions with respect to the State of Andhra Pradesh.)

Mr. Chidambaram appealed to the government not to “dismember the State” and warned it had committed a “cardinal blunder.”

“Momentarily you may think you have scored a victory...drum beats on streets may force you to think that you have corrected a so-called injustice but history will prove you.... Future generations will realise what a grave mistake this House is making today. This will be a catastrophic blunder,” he said.

He said the State was being reduced to the state of municipal administrations and instead of protecting the rights of the States, the Rajya Sabha was passing Bills which were on the concurrent list.

Leader of the Opposition Ghulam Nabi Azad said the State’s head, considered India’s crown, has been “chopped off” and it was a “matter of shame” that the Centre had reduced the State to a non-entity with Lt. Governor’s rule.

“The way an atom bomb explodes, such an explosion took place in the House today when the Home Minister arrived,” Mr. Azad said in the Upper House. He dared the government to bring a Bill to convert Gujarat into a Union Territory, saying it should not take things lightly, and accused the Centre of muzzling the State’s history while being “drunk” with power.

Tiruchi Siva (DMK) termed the move unconstitutional as the Constitution says that only the Assembly should decide on such crucial issues.

Ending Jammu and Kashmir’s special status in the Indian Union, the BJP government extended all provisions of the Constitution to the State in one go, downsized the State into two Union Territories and allowed all citizens to buy property and vote in the State.

Leading the charge, Home Minister Amit Shah piloted two special resolutions and a Bill creating the Union Territories of Jammu and Kashmir and Ladakh through the Rajya Sabha on Monday. While the Union Territory of Jammu and Kashmir will have a legislature, the one in Ladakh will not.

The first resolution informed the House that the President had used his powers under Article 370 to fundamentally alter the provision, extending all Central laws, instruments and treaties to Kashmir. However, the drastically altered Article 370 will remain on the statute book.

The government’s surgical strike on the State’s autonomy came as telephone and Internet services in the Valley were suspended, former Chief Ministers Omar Abdullah and Mehbooba Mufti remained under arrest and thousands of additional Central security personnel were deployed.

Mr. Shah said that if the Union Territory model worked well, the government would consider giving Jammu and Kashmir the status of a State again and “no constitutional amendment would be required”. Prime Minister Narendra Modi was present during the proceedings.

Mr. Shah said the Resolution for Repeal of Article 370 of the Constitution of India “would pass every legal scrutiny” and he was aware that an “NGO brigade”, supported by some parties, would challenge it.

Slamming the Congress, Mr. Shah said, “It was your policy that has killed so many people, more than 41,000, since 1988. Why aren’t youth in Rajasthan, Gujarat or Odisha misguided? Because there is no Article 370 in these States.”

Dismissing concerns that there would be “bloodshed” in the Valley, Mr. Shah said this was a “new experiment” and everyone should support it. “Terrorism cannot end in the State till Article 370 or 35A continue. They are an obstacle to development. We want to embrace the Kashmiri youth. The move will bring development, tourism and industries to the State. These opportunities till now were controlled by only three families,” he said.

Governor Satya Pal Malik on Monday night reviewed the security situation with top officials in Jammu and emphasised the need for constant vigil to deal with any eventuality. The Army’s Northern Command chief Lt. Gen. Ranbir Singh met the Governor and briefed him about the security situation.

Reacting to the developments, U.S. State Department spokesperson Morgan Ortagus said, “We call on all parties to maintain peace and stability along the LoC.”

THIRUVANTHAPURAM: IAS officer Sriram Venkataraman has been placed under suspension by Chief Secretary Tom Jose on Monday.

The suspension comes after Sriram was sent to 14-day judicial custody in connection with the death of Kerala-based journalist KM Basheer in a late-night road accident. The officer, who was alleged to be driving the car involved in the accident, was initially said to be under the influence of alcohol.

In the chemical examiner's report handed over to the police, though, it has been mentioned that no alcohol was found in the blood sample. This was expected as, in a glaring lapse on the part of investigators, the blood samples were taken only nine hours after the accident.

It is under the Central Civil Services (Classification, Control and Appeal) Rules, 1965 that the Venkataraman has been suspended. As per the Rules, if the period of detention of an officer exceeds 48 hours, and unless he is already under suspension, he will be deemed to be under suspension from the date of detention until further orders.


Sriram, who was shifted to Thiruvananthapuram Medical College Hospital from KIMS Hospital, is currently admitted to the multidisciplinary ICU.

The medical board that convened on Monday concluded that though the officer had no grave injuries he is suffering from mental trauma.

CHENNAI: A division bench of the Madras High Court has directed the secretaries of the State Health department and Tamil Nadu Pollution Control Board to make periodical inspections once in two months, of all the medical institutions to check the implementation of bio-medical waste management Rules, 1989, as amended in 2016.


The bench of Justices S Manikumar and Subramonium Prasad gave the direction on Monday, when a PIL petition from Dr J Umarani, who worked as a professor in Madras Medical College and Kilpauk Medical College, came up for hearing on Monday.

To overcome the shortage of Travel Ticket Examiners (TTEs), the railway will soon engage the ticket-selling clerks for the duties of the TTEs. The move comes as e-booking has become very popular in recent years that the requirement of the ticket counters has come down much.

Around 65 per cent of the railway tickets are now booked through Indian Railways Catering and Tourism Corporation (IRCTC). Official sources said the booking of the paper tickets has dropped by 50 percent in the last few years and hence the requirement of the clerks in the ticket counters too. On the other hand, there is a shortage of TTEs who man the running trains. To address this, the
Ministry of Railways last December approved engaging commercial clerks for ticket checking duties.

The railway board has now started the works for creating unified cadre merging Travel Ticket Examiners, Commercial Clerks and Enquiry-cum-Reservation Clerks (ECRC) posts. The apex body of the national transporter directed the zonal railways to suggest training module for the unified cadre in each zone. Nearly 25,000 employees are expected to be brought under the unified cadre in Southern railways.


“The move eliminates the work burden of TTEs and also ensure that all the night trains are manned by railways staff,” explained a senior official.

Besides this, railways have also taken slew of measures to shut the ticket counters. To encourage the usage of automatic ticket vending machines (ATVM), the railway decided to engage facilitators to support the travellers.

“So far, retired railway staffs had been engaged as facilitators for selling unreserved tickets at ATVM’s. Now the retired railway staffs family members also to be engaged as a facilitator. One person from every retired railway employee’s will be engaged on a commission basis. Intensive campaign for promoting UTS mobile application also being taken up” added the official sources

According to official records of railways, 15.35 lakhs berth/seats available for booking per day, out of which 3.32 lakhs tickets earmarked for tatkal and premium tatkal quota.

Madurai govt hospital generates Rs 10 lakh water bill for May

MADURAI: Tapping fresher resources to augment its shrinking revenue, the city Corporation recently sent a missive to the authorities of the Government Rajaji Hospital (GRH), directing them to pay Rs 9.77 lakh ‘water charges’ for the supply made using tankers in May last.

What baffled the officials at the GRH was the fact that this was the first such bill presented by the Corporation in seven-eight years they have been sourcing water through tankers from the civic body. While Corporation Commissioner S Visakan said the move was aimed at revenue generation, a hospital staff, on condition of anonymity, said charging a premium for the basic need of a hospital, which caters to around 8,000 patients a day, could cripple the public healthcare system. The staff questioned the rationale behind the sudden imposition of charge when such a practice is not followed in other government hospitals in the State.

In the letter dated July 22, the City Engineer of Madurai Corporation wrote to the hospital management, urging it to pay Rs 9,77,600 as ‘water charges’ for the supply of 1,222 loads (priced at ‘800 per load) between May 1 and May 31. The hospital authorities after receiving the letter last week wondered why the fresh imposition was being made for May alone and why were they billed for 1,222 loads when the hospital received 1,240 loads in May.


As things stood till before the receipt of the missive, sources said that the GRH had been paying Rs 1-Rs 1.5 lakh annually to the Corporation (March every year) from the annual funds amounting to Rs 4.5 lakh allocated by the Directorate of Medical Education. The payments had been made under the head ‘water tax’ and not ‘water charges’.

This water tax had been for the pipeline supply. “At this rate, the government hospital would have to pay Rs 1.17 crore a year as ‘water charges’ when even the sophisticated equipment cost only lakhs” a source said.

However, the Corporation Commissioner’s rationale was: “While all other departments pay for the water supplied in tankers by the Corporation, which suffers from fund crunch, the GRH and the Madurai Bench of Madras High Court receive for free. As a first step, charges have been imposed on the hospital to generate revenue and hold it accountable for water leakage and wastage on the premises.”
