Several engineering colleges have sacked many faculty members due to Covid-19 and Anna University has tightened rules to prevent colleges from showing fake faculty members for getting affiliation from the university. Along with Aadhaar and PAN card, it has made it mandatory for colleges to give All India Council for Technical Education's (AICTE) unique ID for each faculty member while seeking affiliation.

The 10-digit ID number has been allotted to more than five lakh faculty members in nearly 11,000 institutions across the country. “The database will not accept the ID number for more than one faculty member. Further, each ID will have a photo, name, department and college name,” an official from Anna University said.

If the admissions are poor, the colleges will hire temporary faculty members during the inspection by the universities. Some used to show the same faculty member in different colleges. To avoid such practices, the university made Aadhaar card and PAN number mandatory.

The university has invited online applications for affiliation for the year 2021-22. Of 537 engineering colleges and stand alone colleges in the state, there are around 60,000 faculty members working last year.

Due to the pandemic, the colleges could not pay their faculty members and many sacked senior faculty members. The university has also received some complaints from the faculty members about non-payment of salary and job loss from the faculty members. Professors from engineering colleges said it is not possible for colleges with poor admissions to maintain a faculty-student ratio as they sent away many faculty members.

"The faculty-students ratio calculated not by the enrollment but by the sanctioned strength. So, the colleges should maintain the same faculty members even if there are no admissions. It leads to some colleges hiring temporary faculty members," a professor from an engineering college said.

Some principals felt that the move would reduce the fake faculty members to an extent.

“The unique ID number would minimise fake faculty members but it cannot completely eradicate it as there are many postgraduates and engineers who lost jobs and might be used during inspection,” said M A Maluk Mohammed, director and correspondent of MAM College of Engineering and Technology in Trichy. “Colleges need quality faculty members to improve admissions,” he added.

Another principal said there are more recommendations to hire faculty members than for admissions this year due to job loss.

“Earlier, we used to have recommendations for admissions. With only a few colleges hiring, we received hundreds of applications and many recommendations for faculty positions,” a principal of a city engineering college said.

MUMBAI: Final-year undergraduate exams for health science courses, including MBBS, has been rescheduled by the Maharashtra University of Health Sciences (MUHS). Around 10,000 students take these exams, which will now be held from March 8, instead of February 24. Exams to the first, second, and third years of the programme will, however, commence from March 23, as per the earlier schedule.

Ajit Pathak, controller of examinations, MUHS, said that there have been several requests from final-year students seeking a postponement of the exams. "The exams for lower classes, also given by repeaters, just got over on January 15 and the results are being announced now. Many students who are now eligible to appear for final year exams after clearing the lower exams, have asked for more time for preparation," he said.

HYDERABAD: The Kaloji Narayana University of Health Sciences (KNRUHS) is set to conduct MBBS exams in March-April, 2021.

According to a notification issued by the university, MBBS first year students, who have been admitted during the academic years 2016-17, 2017-18 and 2018-2019 into the medical colleges affiliated to KNRUHS in Telangana are eligible to appear for MBBS first year (old regulations) examinations scheduled to be held from March 23, 2021.

Similarly, students whose admissions are approved by the KNRUHS during the academic year 2016-17 are eligible to appear third MBBS part – II examinations from April 6, 2021. The practical/clinical and viva examination dates will be declared later.

“Candidates who are having 75 percent of attendance and scored 35 percent of marks in internal assessment examinations are eligible to appear for the examinations,” read the notification.

The examination will be held between 10 am to 12.30 pm. Students have to pay an examination fee of Rs 600 per subject, Rs 300 towards marks memo and Rs 350 processing fee.

Surat: Top brass of the Veer Narmad South Gujarat University (VNSGU) has been forced to do a volte-face after the Gujarat governor ordered the varsity to hold its forthcoming annual convocation offline.

The university had extended an invitation to the state governor for the 52nd convocation which it had decided to organise online. The convocation is scheduled on February 26.

By virtue of his post, governor Acharya Devvrat is chancellor of all state universities except M S University and presides over annual convocation ceremonies. But the reply that the university received from governor’s office has left the officials in a quandary.

VNSGU had invited Amitabh Kant, CEO of NITI Aayog as chief guest for the online convocation ceremony but in the changed circumstances it remains to be seen whether Kant remains physically present. Like some other state universities, Kant can also address the ceremony virtually.

“Considering, government guidelines and other limitations due to the global pandemic, we had earlier decided in favour of online convocation. But since it is an order from the governor office, we will hold it offline now,” said a senior university official, “we have already started preparing for it.”

The highest academic ceremony is likely to be held at VNSGU’s convention hall which has a seating capacity of 1,200 persons. Owing to the pandemic, the university may allow only 600 persons inside the hall.

“The seating arrangement will be done maintaining social distancing for students and the senators. Convocation is a lifetime memory for any student and they will be happy,” said Hemali Desai, in-charge vice-chancellor of VNSGU.

அகில உலக (பன்னாட்டு) விஞ்ஞானிகள் மாநாடு முன்பு மும்பையில் நடந்தபோது, உலகெங்குமிருந்து மும்பையில் கூடிய விஞ்ஞானிகள் அதிர்ந்துபோகும் அளவுக்கு, ‘‘விநாயகர் காலத்தில் பிளாஸ்டிக் சர்ஜரி தெரிந்திருந்தது என்பதற்கு ஆதாரம் விநாயக புராணம்‘’ என்பது போன்ற அபத்தமான கருத்துகளை பிரதமர் கூறக் கேட்டனர்.

நோபல் பரிசு பெற்று இன்று இங்கிலாந்திலும், அமெரிக்காவிலும் உள்ள வெங்கட் ராமகிருஷ்ணன், இந்த மாதிரி அபத்தமான கருத்துகளைக் கேட்க இனி இந்தியா பக்கமே வரமாட்டேன் என்று வேதனையோடு கூறினார். இதைவிட மகாவெட்கக் கேடு வேறு என்ன?

மதச்சார்பற்ற (Secular) கொள்கையான இந்திய அரசியல் சட்டம் வகுக்கும் நெறிமுறைக்கே அது முற்றிலும் எதிரானது என்றாலும்கூட, ‘‘பசு மாட்டுச் சாணமும், அதன் கோமியமும் கரோனா தொற்றிலிருந்து 800 பேரை குணப்படுத்தி இருக்கிறது. பசு மாடுகள் கொல்லப்படுவதால்தான் பூமி அதிர்வுகள் ஏற்படுகின்றன.

போபால் விஷ வாயுவால் தாக்கப்பட்டபோது, பசு மாட்டுச் சாணம் பூசப்பட்ட வீடுகளில் இருந்தவர்களை அந்த மாட்டுச் சாணம் விஷவாயுவை முறியடித்துப் பாதுகாத்தது. பசு மாட்டின் பால் வெளிர் மஞ்சள் நிறத்தில் இருப்பதற்குக் காரணம், அதில் தங்கத்தின் துகள்கள் கலந்திருக்கின்றன.’’

மோடி அரசு இலக்கு நிர்ணயித்திருக்கும் 5 டிரில்லியன் பொருளாதாரத்தில் பசு மாடு முக்கிய பங்காளருமாம், ‘மாட்டிலிருந்து கிடைக்கும் சாணம், கோமியம் உள்ளிட்ட 5 பொருள்கள் ‘புனித’மானவை. இவை இதயத்திற்கு மருந்தாகும். ரத்தத்தைச் சுத்திகரித்து, வாத, பித்த, கப தோஷங்களைச் சரிப்படுத்தும்.

எல்லா நோய்களையும் குணப்படுத்தும் பசுவின் சாணத்தில் செல்வம் அளிக்கக்கூடிய மகாலட்சுமி உறைகிறாள்’’ என்றெல்லாம் தேர்விற்கான பாடத்திட்டத்தில் எழுதி வைக்கப்பட்டிருக்கிறது. இதைப் படித்து இனிமேல் நம் மாணவர்கள் விஞ்ஞானிகளாக மலர இருக்கிறார்களாம். இது மட்டுமா? இன்னும் படியுங்கள்

பசுவின் நிறத்திற்கேற்ப அதன் சாணத்தின் மருத்துவ குணம் மாறுமாம். ‘‘சொரியாசிஸ் முதல் பக்கவாதம் வரை அனைத்து வியாதிகளையும் இந்த சாணம் சரி செய்துவிடும்‘’ என்றும் எழுதப்பட்டுள்ளது.

பாலின் சிறப்பு, ஊட்டச்சத்து பற்றிச் சொல்லும்போது, பசுவுக்கு ஓர் உயர் அந்தஸ்து - அறிவியல் ரீதியாக என்பதைவிட, இந்துத்துவா கருத்தியல் அடிப்படையில் (கோமாதா குலமாதா) அதே நேரத்தில் எருமை மாட்டிற்கு அதே அளவுக்கு முக்கியத்துவம் தராத நிலைக்கு எது அடிப்படை?

இதற்கு முன் இந்திய விஞ்ஞானிகள் அமைப்பு, இந்த கோமியம், பசு மாட்டு சாணம் நோய் தீர்க்கும் என்ற புரட்டைக் கேள்விக்குள்ளாக்கியதை அறவே புறந்தள்ளி, அலட்சியப்படுத்திவிட்டு, இதைப் பல்கலைக்கழக மானியக் குழுவே பாடத் திட்டமாக்கி, தேர்வுக்குரியதாக்கி மாணவர்கள் மூளையை இப்படிக் காயப்படுத்தலாமா?

அந்த சக்தி இருக்கிறது என்பதை உலக அறிவியல் ஆய்வு ஏடுகளின் ஆராய்ச்சியாளர்களாக எழுதும், சோதனைகளில் ஈடுபடும் அறிவியலாளர்கள் - விஞ்ஞானிகள் ஏற்கிறார்களா?

இந்திய அரசியல் சட்டத்தின் அடிப்படைக் கடமைகளின் 51-ஏ(எச்) பிரிவு, அறிவியல் மனப்பான்மையை ஒவ்வொரு குடிமகனுக்கும் பரப்ப வேண்டுமெனக் கட்டளையிட்டுள்ளது. அதைப் பரப்பும் லட்சணமா இது? பரப்பாவிட்டாலும்கூட பரவாயில்லை, நேர்மாறான அபத்த மூடநம்பிக்கைச் சேற்றை இளம் மாணவர் மூளையில் அப்பலாமா? வெட்கம், வேதனை”.

மதுரையில் உள்ள அனைத்துக் கல்லூரி வளாகங்களிலும் மரங்கள் அடர்த்தியாகவும், பசுமையாகவும் அமைந்துள்ளதால் அவை, பறவைகளை அதிகளவு ஈர்த்து வருகின்றன.

இந்த ஆண்டு நடந்த பறவைகள் கணக்கெடுப்பில் மதுரை கல்லூரி வளாகங்களில் பல புதிய பறவை இனங்கள் கண்டயறிப்பட்டுள்ளன.

ஆண்டுதோறும் இந்தியா முழுவதும் கல்லூரி மற்றும் பள்ளி வளாகத்தில் பறவை கணக்கெடுப்பு நடக்கும். இந்த ஆண்டு இந்த நிகழ்ச்சி, பிப்ரவரி 12 முதல் 15 வரை மதுரையில் அமெரிக்கன் கல்லூரி, ஸ்ரீமீனாட்சி அரசினர் பெண்கள் கல்லூரி, யாதவர் கல்லூரி, சவுராஸ்டிரா கல்லூரி மற்றும் வெள்ளைச்சாமி நாடார் கல்லூரி உள்ளிட்ட அனைத்து அரசு மற்றும் அரசு உதவிபெறும் கல்லூரிகளிலும் நடைபெற்றது.

கடந்த ஆண்டு உலக அளவில் ஒரு லட்சத்திற்கு மேற்பட்டோர் இந்த நிகழ்ச்சியில் கலந்து கொண்டனர். இந்திய அளவில் இந்த நிகழ்வு மூலம், பல புதிய பறவை இனங்கள் கண்டறியப்பட்டது குறிப்பிடத்தக்கது.

இதுகுறித்து அமெரிக்கன் கல்லூரி விலங்கியல்துறை உதவிப்பேராசிரியர் ராஜேஷ் கூறுகையில், ‘‘இந்த ஆண்டு கல்லூரி வளாகங்களில் நடந்த பறவைகள் கணக்கெடுப்பில் மாணவர்கள், பொதுமக்கள் மற்றும் பழைய மாணவர்களும் ஆர்வமாகக் கலந்து கொண்டனர்.

அமெரிக்கன் கல்லூரி பசுமைச் சங்கம் மற்றும் விலங்கியல் துறை சார்பாக நடைபெற்ற இந்நிகழ்வில் 20 பறவை சிற்றினங்கள் இருப்பது கல்லூரி வளாகத்தில் கணக்கெடுக்கப்பட்டது.

அதில் முக்கியமாக பழுப்பு ஈ பிடிப்பான், புள்ளி ஆந்தை, வல்லூறு, செம்மார்பு குக்குறுப்பான், இரட்டை வால் குருவி, ஏழு சகோதரிகள் (தவிட்டு குருவி), மரங்கொத்தி, பனை உழவாரன் போன்ற இனங்களைக் கண்டறிந்தனர்.

யாதவர் கல்லூரியில் 40க்கும் மேற்பட்ட விலங்கியல்துறை மாணவர்கள் தங்களின் துறைத்தலைவர் மதியழகன், பேராசிரியர் ராஜ்குமார் மற்றும் பிற பேராசிரியர்களின் துணையோடு கல்லூரி வளாகத்தில் பறவைகளைக் கணக்கெடுத்தனர்.

இதில், சுடலைக் குயில், பச்சை பஞ்சுருட்டான், உண்ணிக் கொக்கு, சாம்பல் நாரை, கொண்டலாத்தி, வண்ணாத்தி குருவி போன்ற 36 சிற்றினங்களை கணக்கிட்டனர்.

வெள்ளைச்சாமி நாடார் கல்லூரியின் விலங்கியல் துறை பறவை கணக்கெடுப்பில் பல புதிய பறவை இனங்கள் கண்டறியப்பட்டுள்ளன, ’’ என்றார்.

பறவை கணக்கெடுப்பால் என்ன பயன்?

ராஜேஷ் மேலும் கூறுகையில், ‘‘உலகம் முழுவதும் உள்ள பறவைகளை ஒரே நேரத்தில் ஒவ்வோர் ஆண்டும் கணக்கிடுவதால் பறவைகளின் எண்ணிக்கையில் ஏற்படும் மாற்றங்களை கண்காணிக்க முடியும். ஓரிடத்தில் அவற்றின் எண்ணிக்கையில் ஏற்படும் ஏற்றத்தாழ்வுகளை வைத்து அதற்கான காரணங்களைக் கண்டறியவும் முடியும்.

இது போன்ற நீண்ட காலத் திட்டங்களின் முடிவுகள் பறவைகளின் பாதுகாப்பிற்கு இன்றியமையாதது. உதாரணமாக பூமிவெப்பமடைவதால் (Global Warming) எந்த அளவிற்கு பறவைகள் பாதிப்படைகின்றன என்பன போன்ற கேள்விகளுக்கு விடையறிய முடியும்.

பல்லுயிர்ப் பாதுகாப்பிற்கு இத்தகைய நீண்ட கால ஆராய்ச்சி முடிவுகள் பேருதவியாக இருக்கும். இந்த ஆராய்ச்சி முடிவுகளுக்கு ஏற்றவாறு நாம் உயிரினங்களின் வாழிடங்களுக்கு தகுந்த பாதுகாப்பு நடவடிக்கைகள் எடுக்க முடியும்.

இதன் மூலம் நாம் வாழும் இப்பூமியின் சூழலில் ஏற்படும் பல்வேறு மாற்றங்களை அறிந்து கொள்ள முடியும். உதாரணமாக வலசை வரும் பறவைகளை ஓரு குறிப்பிட்ட இடத்திற்கு வந்து சேரும் நாட்களை ஆண்டாண்டு காலமாக கண்காணித்து வருவதன் மூலம் புறச்சூழலில் ஏற்படும் காலநிலை மாற்றங்களை (climate change) கணிக்க முடியும்’’ என்றார்.

தேர்வுகள் பற்றிய கலந்துரையாடலை நடத்தப் பிரதமர் மோடி 9- 12ஆம் வகுப்பு மாணவர்களை மார்ச் மாதம் சந்திக்கிறார். இது தொடர்பாக நடைபெற உள்ள போட்டிக்கு மாணவர்கள் இன்று முதல் விண்ணப்பிக்கலாம்.

பரிக்‌ஷா பே சார்ச்சா என்ற பெயரில் 2018-ம் ஆண்டில் இருந்து மாணவர்கள், ஆசிரியர்கள், பெற்றோருடன் பிரதமர் மோடி கலந்துரையாடி வருகிறார். தேர்வுகள், அவை அளிக்கும் அழுத்தம் உள்ளிட்டவை குறித்து இந்தக் கலந்துரையாடலில் விவாதிக்கப்படும். 4-வது ஆண்டாக இந்தக் கலந்துரையாடல் நடைபெற உள்ளது.

வழக்கமாக இதற்கு 9 முதல் 12-ம் வகுப்பு வரை படிக்கும் மாணவர்களுக்கு ஒரு போட்டி நடத்தப்படும். அதில் வெற்றி பெறும் மாணவர்கள், பிரதமர் மோடியுடன் நேரடியாகப் பேசலாம். தேர்வுகள் குறித்தும் அது சம்பந்தமான உளவியல் பிரச்சினைகள் குறித்தும் பிரதமருடன் கலந்துரையாடலாம். அவர்களுக்கு சான்றிதழும் பரிக்‌ஷா பே சார்ச்சா உபகரணமும் வழங்கப்படும்.

கடந்த ஆண்டு இந்த நிகழ்வில் கலந்துகொள்ள சுமார் 2.6 லட்சம் மாணவர்கள் விண்ணப்பித்தனர். அதில் தமிழகத்தைச் சேர்ந்த 66 பேர் உட்பட நாடு முழுவதும் 2,000 மாணவர்கள் வெற்றி பெற்று, பிரதமருடன் பேசினர். முதன்முறையாக 50 மாற்றுத்திறனாளி மாணவர்களும் பங்கேற்றனர்.

இந்நிலையில், இந்த ஆண்டு தேர்வு குறித்த அழுத்தம் மற்றும் பதற்றத்தைப் போக்கும் வகையில் மாணவர்களுடன் பிரதமர் மோடி மார்ச் மாதம் கலந்துரையாட உள்ளார். இந்தத் தகவலை மத்தியக் கல்வி அமைச்சர் ரமேஷ் பொக்ரியால் தெரிவித்துள்ளார். எனினும் தேதி இதுவரை அறிவிக்கப்படவில்லை.

'போக்சோ' எனப்படும் குழந்தைகளுக்கு எதிரான பாலியல் வன்முறை தடுப்பு சட்டத்தின் கீழ், ஒரு வழக்கில், மும்பை உயர் நீதிமன்றத்தின் நாக்பூர் கிளை நீதிபதி புஷ்பா கணேதிவாலா, கடந்த மாதம் தீர்ப்பு அளித்தார். After a Congress candidate was disqualified for not having a toilet, the nomination of an independent candidate Krishnakumar Arya (38),who had filed his nomination from Shahpur ward in Ahmedabad Municipal Corporation, was rejected as he had failed to pay property tax before filing his nomination.

During the scrutiny of the forms, the BJP candidates and leaders took objection to the candidature of Arya and submitted that Arya has not paid his property tax and has defaulted. Also, it was submitted that Arya who is a resident of Lakhajini Chali near Shahpur Darwaza, also does not have a toilet.

Arya claimed that he had a toilet at his residence and he asked the returning officer to form a five-member team and check at his residence. “The objection was then dropped, but later the BJP pressed for the charges that I have not paid my property tax and hence when I realised that the tax was due, I did not press further. I had forgotten to pay the corporation taxes which were nearing Rs 8000,” he said. Officials said that as per the election rules, the candidate cannot have any due of the government or the body for which he is contesting the elections for. “If any person has any due his candidature can be rejected.”

A mahila court in Tamil Nadu’s Pudukottai district has awarded triple death sentence to a 34-yearold man for sodomising a 17-year-old mentally ill boy in Keeranur of Pudukottai in December 2019.

The convict, a Gujarat native, was working as a daily wager in a stone crusher unit, close to his house. According to police, the man took the victim, who was his neighbour, to an isolated location on his motorcycle where he sodomised him and inserted plant stems into his anus resulting in internal injuries.

The boy was admitted to Pudukottai government medical college hospital after the assault. However, his condition deteriorated, and he died due to multiple organ failure, 18 days after the assault.

The accused was arrested the same day and was detained under Goondas Act. The police filed chargesheet in February last year after which the trial began at the mahila court. The accused was booked under Section 5(k), 5(i) and 5(j) of POCSO Act, and Sections 363 (abduction) and 302 (murder) of IPC.

Pronouncing the verdict on Thursday, district judge R Sathya awarded triple death sentence in all the three sections of the Pocso act besides imposing a fine of Rs 30,000 under the IPC sections.

While a compensation of Rs 6 lakh was announced for the victim’s family, the court directed the state government to give Rs 3 lakh additionally. In a similar conviction on December 29 last year, the court had awarded triple death sentence to a 25-year-old man for rape and murder of a 7-year-old girl.

Tamil Nadu vaccinated 20,440 people on Thursday, including 6,086 healthcare workers who returned for the second dose. This took the vaccine recipient tally in the state to 3,29,583.

Meanwhile, public health authorities added 457 fresh cases and discharged 470 patients from the Covid registry. At the end of the day, there were 4,173 people still under treatment. The case tally moved to 8,46,937 and the death toll reached12,444.

From the 662 vaccination centres, the state had the capacity to vaccinate 90,759 people. The state vaccinated 14,813 healthcare providers, 3,500 frontline workers and 2,127 police. According to the directorate of public health, 2.6 lakh healthcare providers out of 5.20 lakh people registered with Cowin portal have received the vaccine so far. Beside this, 36,914 frontline workers and 24,766 policemen are registered with the portal. “Tamil Nadu made a slow start but we are vaccinating close to 20,000 every day now,” said health secretary J Radhakrishnan. “We have sought permission to start vaccinations for the elderly as early as possible, along with politicians irrespective of parties, press/media and judiciary as they come under risk category,” he said. Earlier, former health minister Dr H V Hande took the second dose of the vaccine.

In the last few days, the state has been seeing an isolated cluster of cases from different parts of the state, most of which are from gatherings such as marriage or funerals, he said. “We don’t want to see a repeat of what is happening in countries like Brazil. There has been an increase in cases in Maharashtra. Kerala is still reporting a high number of cases. We can’t afford to ignore masks or social distancing,” he added.

The state was screening passengers from the UK, South Africa or Brazil.

The Madras high court on Thursday reserved orders on a batch of pleas challenging the decision of Anna University in suspending M Tech biotechnology and M Tech computational biology courses for the current academic year.

The courses were suspended due to differences with the Centre in implementing reservation for admission to the courses.

Concluding the final hearing, Justice B Pugalendhi said he will pass orders by February19. The petitioners said the Centre’s insistence that the university follow only 49.5% reservation and not the state’s 69% quota policy in admission is arbitrary.

Since the courses are sponsored by the Centre, it wanted the university to follow 49.5% reservation. But the state government insisted that the institute implement its 69% reservation. On February12, the All India Council of Technical Education informed the court that the courses cannot be conducted this year as the cutoff date set by the Supreme Court for admission expired on December 31, 2020.

Making it clear that resorting to a hunger strike as protest does not amount to attempt to suicide inviting punishment under Section 309 of IPC, the Madras high court has quashed criminal proceedings initiated against a Sri Lankan refugee lodged in a special camp.

“The mere fact that the petitioner has protested by sitting on hunger strike will not attract the offence under Section 309 of IPC. Even if the material available on record are taken as it is, it does not constitute an offence under Section 309 of IPC,” Justice Anand Venkatesh said.

The issue pertains to a plea moved by P Chandrakumar seeking to quash criminal proceedings initiated against him for attempt to commit suicide. According to the prosecution, he was detained at the Special Camp, Poonamallee, where he resorted to hunger strike for eight days.

Therefore, the jurisdictional police registered an FIR for offence under Section 309.

Allowing the plea, the court said the Poonamalee court, which kept the proceedings pending, should have taken cognizance within a period of one year since the offence itself is punishable for a maximum period of one year. However, the trial court has taken cognizance after nearly three years without assigning any reasons, which is barred by CrPC.

“In view of the above, no useful purpose will be served in keeping the proceedings pending. Therefore, the proceedings in on the file Judicial Magistrate No.II, Poonamallee, is hereby quashed,” the court said.

Going to bed early can indicate an underlying heart ailment while going to bed late can trigger a series of metabolic diseases and lifestyle disorders, according to a study.

There was a 9% increase in incidence of heart ailments among those sleeping before 10pm, compared to those who went to bed between 10pm and midnight, scientists wrote in medical journal Sleep Medicine, after screening 5,633 deaths and 4,346 deaths from more than 21 countries. Among people who sleep past midnight, the incidence increases by nearly 10%.

“We know sleeping six to eight hours is important. This study shows sleeping at the right time matters too,” said senior diabetologist Dr V Mohan, who was a part of the study. “We saw a Ushaped association between bedtime and medical events. The incidence was lower when the sleep time was between 10pm and midnight. The score went up for people in both early and late bedtime groups. While it may not be very different for those who slept at 9pm or 1am, the graph showed that those who slept after 3am or before 7pm were more likely to have health problems,” he said.

Canada-based scientist Dr Salim Yusuf from McMaster University, Hamilton, who is also the corresponding author of the study, concluded that “those going to bed between 10pm and 12am experienced the lowest incidence of events, while early or late bedtimes were associated with a modest detrimental effect on health, suggesting that early or late bedtimes could be an indicator or risk of adverse health outcomes”.

Experts say sleeping early or late tampers with circadian rhythms. These rhythms are 24-hour cycles that are part of the body’s internal clock, running in the background to carry out essential functions. Different systems of the body follow circadian rhythms that are synchronized with a master clock in the brain. This master clock is directly influenced by environmental cues, such as day and night. This rhythm promotes consistent and restorative sleep. But when this circadian rhythm is thrown off, it can create significant sleeping problems. “While sleeping late can trigger a series of diseases including heart attacks and death, sleeping early is an indication of an underlying disease. A person who has hyperthyroidism, diabetes or obesity usually tends to sleep more,” Mohan said.

The study found that early sleepers were slightly older, less educated, more likely to be women, lived in rural areas, slept more, smoked and drank less, consumed less energy and had a lower BMI. People with hypertension were more in this group compared to late sleepers, but there were fewer people with diabetes or depression.

While an individual may not have complete control over time of sleep, doctors say the body can be trained to follow the rhythm with exposure to natural light, exercise, low intake of stimulants like caffeine. The key message is it’s important to consult a doctor if you are hitting the bed too early, sleeping for more than eight hours or waking up early.

Supreme Court has on Wednesday dismissed the plea by the Association of Diplomate of National Board Doctors challenging the National Board of Examination's notice that extended training of the DNB candidates by 3 months due to Covid19. The plea argued that the decision is prejudicial to the career of the students who helped the Nation fight the Covid-19 pandemic.

A division Bench of Justice Nageswara Rao and Justice Ravindra Bhat heard the plea that contended that the National Board of examination, not being a statutory body did not have the right to issue the notification, and is bound to follow directions of National Medical Commission.

During the hearing today, Advocate Tanmaya Mehta appearing on behalf of the petitioner association that it is a pan India issue, a question of vires, and the Court should interfere.

"Why should we interfere when half of it is over. Just finish your training. The court doesn't have any judicially manageable standards here." the Bench observed.

Adv Mehta submitted that NBE being a non-statutory body cannot interfere in this manner. He added that it is also a case of over classification as many hospitals and trainings have continued. There has also been discrimination within the same class as several other DNB students were allowed to continue the training.

The plea was filed by Advocates Puneet Yadav, Sourabh Gupta and Aakarsh Kamra from Samaya Law Chambers, on behalf of the petitioners.

The petitioner in this case is a duly registered society with doctors presently pursuing 3rd/Final years of DNB courses throughout the country in various institutions as members. The members of and were to appear in the forthcoming practical and theory examination and their training is extended by 3 months period by the Impugned Notification.

The subject matter of the petition is a notice issued by the NBE on 18th January 2021 whereby the training of the DNB candidates was extended by 3 months whose scheduled tenure is ending in 2021. The training period was extended by 3 months for the following courses:

The plea alleged that the impugned notification is totally arbitrary and unreasonable as the training of DNB trainees had not been adversely impacted during the lockdown in COVID-19 and they continued with the academic and practical requirement even during the ongoing pandemic.

According to the petitioner NBE is bound to follow the PGME Guidelines of 2000 and the directions of the National Medical Commission, a statutory body formulated under the National Medical Commission Act, 2019. The impugned notification was issued with no suitable reasoning and without consultation with student bodies, faculties or hospitals.

"As per circulars dated 15.03.2020 and 24.03.2020, the ministry of Home Affairs clarify that there would be no discontinuance of work in hospitals or treatment of patients therein, during the currency of the COVID-19 pandemic, or imposition of lockdown by the Government in connection therewith." - the plea read.

The plea submitted that no such extension has been directed in the case of MD/MS postgraduates trainees which is an equivalent course to the DNB trainees and some universities have gone ahead and promoted the MD/MS junior residents to Senior Residents irrespective of exam status on the basis of completion of 3 years of training. The 2017 batch of NBE trainees have received the training completion certificate without any extension and therefore there has been disparity between the two batches of students.

The petitioner submitted that there are hundreds of students who have bonds to clear for which they have been assigned post by state agencies. Such an arbitrary extension would result in the loss of entire year and cause irreparable harm to the academic and professional life of many individuals. The students will loose out on opportunities for fellowships, jobs and career prospects. Also, the candidates who were stuck during lockdown at their hometown and are already serving an extension for the said time are now being subjected to 3 months more extension.

The petitioner further argued the training obtained for the COVID-19 treatment was also made part of the academic schedule by the Hospital and Institutions under the NBE and was being treated as part of the curriculum and therefore it cannot be said that the time spent in treating the Covid-19 patients was not part of the training of the candidates.

MADURAI: A month after the Covid-19 inoculation drive was kicked off in Tamil Nadu, the beneficiaries will now be allowed to choose between the two vaccines, Covishield and Covaxin.Making this statement while speaking exclusively to Express, the Principal Secretary to the Department of Health and Family Welfare, Dr J Radhakrishnan, said, “Since two vaccines have been granted approval and are in stock, the government has decided to make them both available in all the districts, leaving it to the beneficiaries to choose between the two. The decision was taken following requests for Covaxin from districts that earlier did not offer it. Some who preferred Covaxin over Covishield said that they had to travel far to take the jab at one of the six districts initially.”

This is the first time the beneficiaries have been given a choice. On January 13, after the inoculation drive began, Director of Public Health, Dr T S Selvavinayagam, had said, “Beneficiaries cannot choose between Covishield and Covaxin. They can only get what is available at the time of the vaccination drive in the site.”

The Covid-19 vaccine, Covaxin, which was administered at only six vaccination session sites across Tamil Nadu until last week, will now be available at government medical college hospitals in several districts in a phased manner. The State had received its first consignment of 20,000 doses of Covaxin, developed indigenously by Bharat Biotech, on January 13, in addition to 5,36,500 doses of Covishield, developed jointly by Oxford University and AstraZeneca, that were flown down to Chennai from Pune on January 12.

At the time when the Covid-19 immunisation drive was kick-started in the State on January 16, Covishield was administered at 160 vaccination session sites (healthcare facilities), while Covaxin was given at only six vaccination sites.But from January 28, the health department added more number of session sites to the list of centres giving Covishield in all the districts. Eventually, taluk hospitals and Primary Healthcare Centres also became vaccine centres. As on Wednesday, Covishield vaccine is being offered at 646 session sites across the State.

However, the availability of Covaxin was restricted to only six government medical colleges till February 15, according to data released by the Directorate of Public Health and Preventive Medicine. On February 16 (Tuesday), the number of session sites administering Covaxin was stepped up to 16, making the vaccine available at 10 other medical college hospitals across the State, the data showed. On Wednesday, the number of session sites for Covaxin climbed further to 22, revealed the data.

A directive, dated February 12, issued by the Director of Public Health and Preventive Medicine, Dr TS Selvavinayagam, states that 1,71,920 doses of Covaxin have been allotted for distribution to all the 10 Regional Vaccine Stores (RVS), from where the vaccine vials would be further dispatched to several districts across Tamil Nadu.Accordingly, 25 more districts have now been allocated for administering Covaxin, in addition to the existing six districts.

Multiple sources in the state health department said that Covaxin, which is yet to complete phase 3 clinical trial, is being introduced with caution across the State. In line with this, the vaccine is administered only at tertiary healthcare centres - government medical college hospitals or district headquarters hospitals that are well-equipped to treat a beneficiary if he/she experiences any adverse effects following immunisation (AEFI).

In Madurai district, Covaxin was introduced in the district on February 15 (Monday) with four healthcare workers taking the jab on day one in the session site at Government Rajaji Hospital (GRH). On the second day, 18 healthcare workers received the shot on day two at GRH. On Wednesday, 40 healthcare workers took the jab at GRH and 20 healthcare workers took the jab at the Usilampatti district headquarters hospital. Thus, a total of 82 healthcare workers in the district opted to be inoculated with Covaxin so far. The district received 10,000 doses of Covaxin, said the District Immunisation Officer Dr KV Arjun Kumar.

Why prefer Covaxin over Covishield?

When asked why they preferred Covaxin, some of the doctors and medical students said that Covaxin uses inactivated virus. Commenting on this, public health expert Dr K Kolandaswamy said that by incorporating a new technique in biotechnology, Covishield uses a chimpanzee viral vector that is incapable of replication, based on a weakened adenovirus that causes infections in chimpanzees. “On the other hand, Covaxin is an inactivated vaccine that uses the dead virus which causes the infection,” he added.

CHENNAI: Doctors at the Promed Hospital successfully treated a 73-year-old man, who had 100 per cent blockage in all three major heart vessels. According to a statement from the hospital, Dr Arun Kalyanasundaram, chief cardiologist, treated the patient using the Chronic Total Occlusion Percutaneous Coronary Intervention technique. The patient who is a diabetic was also on dialysis apart from having hypertension and elevated cholesterol. Due to this, a bypass could was not feasible.

Diagnosis and tests revealed he had total blockage in all three major coronary vessels, a rare condition.

Dr Kalyanasundaram, said, “The successful CTO PCI is a proof that any blockage can be opened despite complexity of the procedure. This should give hope for patients with similar conditions, and who have been told that they have no choice.” He added both antegrade and retrograde techniques were utilised to help clear blockages and the patient was normal in a couple of days.

The search committees for the selection of Vice-Chancellors in 10 State Universities, which were appointed by the State government, have concluded their meetings. On Wednesday, the search committee meetings of Palamuru University, Potti Sreeramulu Telugu University and Jawaharlal Nehru Architecture and Fine Arts University (JNA&FAU) was held to shortlist three names each for appointment as VCs to the universities.

Earlier, committee meetings of Osmania University, Kakatiya University, Telangana University, Satavahana University, Mahatma Gandhi University, JNTU-H, and Dr. BR Ambedkar Open University were also held.

The State government received a total of 973 applications from interested individuals for appointment of V-Cs in the 10 universities.

According to the process, the search committee for each university, after scrutinizing applications, will propose three names to the State government, which, in turn, will send the three names to the Governor, who is also the Chancellor of the State universities. From these three names, the Governor approves one for the appointment to the V-C.

“With completion of search committee meetings, major process has been completed. The appointment of the V-Cs is expected shortly,” an official said.

They said the searches were conducted at the houses of medical college owners and employees and that of a minister’s driver in Bengaluru, Mangaluru and Davanagere. The raided colleges were located in Rajajinagar and Chikkabanavara.

Officials said the raids happened in the backdrop of complaints that the colleges were illegally demanding exorbitant money for admission. More educational institutions will be searched, they said. TNN

The Mathura district jail has started preparations to hang a woman for the first time in independent India.

Shabnam Ali, 38, was convicted of killing seven members of her family — her mother, father, two brothers, sister-in-law, cousin and 10-month-old nephew — by serving them milk laced with sedatives and then slitting their throats.

Shabnam, 25 then with a double MA, wanted to marry Saleem, a class VI dropout, but her family did not want her to. Both were sentenced to death in 2010 by the sessions court in Amroha in UP, where they are from. Over the next11 years, Shabnam went to the Allahabad high court, the Supreme Court, the President and then the Supreme Court (SC) again. In January last year, her review petition was dismissed by the SC. However, she has notexhausted all judicial remedies. Though her lawyer told TOI that they have not been informed about a death warrant being issued in the one year since, at the Mathura district jail, the only one in the country where women can be hanged, preparations are afoot.

“We have not received any death warrant but have started preparing … Last year in February, the executioner, Pawan Jallad, had inspected the hanging house and said that there was a problem with the structure of the gallows. We are fixing that now. We have also just ordered two hanging ropes from Bihar’s Buxar central jail,” Mathura senior jail superintendent Shailendra Maitrey told TOI on Wednesday. Built 150 years ago, the gallows has never been used in independent India. Step-sisters Renuka Shinde and Seema Gavit have been on death row for kidnapping 13 children and killing at least five of them. A woman from Lucknow, Ramshri, had been sentenced to death in1998 but it was commuted to life imprisonment after she gave birth to a child in prison. So, the hanging house, with creaking structures and covered in overgrowth with decades of disuse, would take a while to set in order.

The Madras high court summoned the joint commissioner of the Hindu Religious and Charitable Endowments department incharge of Srirangam temple for having failed to implement an order.

The first bench of Chief Justice Sanjib Banerjee and Justice Senthilkumar Ramamoorthy, observing that the officer may have to face contempt of court proceeding, directed the officer to appear before the court on February18 to explain why the court’s order was not complied with.

On January 6, the bench directed the officer to constitute a committee comprising religious leaders and department officers to conduct Urchavams in Sriranganathaswamy temple. The court also directed the department to file a status report in six weeks.

When the plea came up for hearing on Wednesday, the petitioner informed the court that the committee had not been constituted citing Covid-19. Recording the same, the bench passed the interim order.

The issue pertains to a plea moved by Rangarajan Narasimhan alleging that religious functions and rites at Trichy Srirangam Temple are not conducted as per shastras, but as per the whims and fancies of department officials.

Therefore, he wanted the court to direct the state government to constitute a committee comprising religious heads to decide the manner in which such functions are to be conducted. To this, the court observed when the government imposes certain restrictions to protect the life and health of public, the same must be adhered to. However, if such religious functions can be performed with minimal participation of the public, the same can be done while following the Covid-19 protocol, the court added.
