Murder accused seeks bail to repay PNB crop loan

: The Punjab National Bank, which is reeling under ₹11,400-crore fraud by diamond merchant Nirav Modi and his uncle Mehul Choksi, has got a sincere borrower, that too in a prisoner.

Bijalbhai Dabhi, incarcerated in a murder case for last four years in a sub-jail in Limbdi, about 100km from here, has obtained temporary bail from Gujarat high court on Thursday to repay the crop loan of ₹80,000 to PNB his family had taken last year.

The 55-year-old prisoner applied for bail before a Surendranagar district court earlier this year after his family received a notice from the bank asking for repayment of the amount. But he did not get bail from the district court and he knocked on the HC's door.

According to Dabhi’s advocate Hardik Kothari, Dabhi was imprisoned in January 2014 in connection with a murder case. He is an undertrial prisoner. In 2017, his family in Moti Morsal village in Surendranagar district obtained a crop loan from PNB, and they received a notice for repayment of ₹80,000 from the bank. Dabhi requested the lower court to release him on bail for 30 days so that he could make financial arrangement to repay the debt.

The district court denied bail to Dabhi on prosecution’s argument that there are other family members who could take care of the issue.

When the issue came before the HC, Justice A Y Kogje inquired whether the prisoner was punctual in returning to jail in time whenever he was granted temporary bail in the past. The answer was in affirmative.

The HC ordered jail authorities on Thursday to release Dabhi on bail for seven days on furnishing a personal bond of ₹5,000.

ED moves court against Nirav Modi, kin

Mumbai: The Enforcement Directorate moved the special Prevention of Money Laundering Act court on Friday seeking cognisance of the chargesheet submitted in the Rs 6,500 crore money laundering case involving businessman Nirav Modi. Additionally, the agency sought issuance of non-bailable warrants against Modi, his brother, father, sister and brother-in-law, among others. Special judge M S Azmi is likely to pronounce the order on Tuesday.

ED counsel Hiten Venegaonkar told the court that 14 individuals and 15 companies have been named in the document submitted last month. He said while three accused — Punjab National Bank retired deputy manager Gokulnath Shetty, Modi-owned Firestar Diamonds vice-president Shyamsunder Wadhwa, and the authorised signatory for Nirav Modi’s firms, Hemant Bhatt, were in custody in the case. The Madras high court order on capping tuition fees for MBBS courses in deemed universities at ₹13 lakh a year could be a double whammy for medical aspirants in Tamil Nadu. They may lose many seats to higher ranked students from other states or end up paying an illegal capitation fee during admission.

Since 2017, NEET-based admission to the eight deemed universities in TN is being done by the New Delhi-based Directorate General of Health Services through centralised online counselling. After two rounds of counselling and mop-up, vacant seats are returned to the varsities. These seats have to be filled on merit as per the rank list provided by the directorate.

Educational consultants have warned students and parents that all deemed varsities would jack up the “illegal” capitation fee. The environment, they said, was fertile as 13,000 more students have cleared NEET compared to 2017 without much increase in the actual number of seats.

“With costs going down, students from other states may seek admission in TN and the number of seats returned to the varsity will be lower than last year. We are already asking parents to reserve seats with a ₹5 lakh advance. Soon, capitation will go up to at least ₹15 lakh,” said one of the brokers who promised admission in at least three deemed universities in Chennai.

Another broker, who identified himself as Prasad of Church Street in Bengaluru, said there was a high demand for admission in TN varsities among students from other states. “So far, cost has been high in Tamil Nadu. Many students who enquired wanted to know if the tuition fee would come down,” he said.

Most deemed universities said the ₹13 lakh fee was too low to run the institution. “We charge ₹20 lakh per year because the overheads for a medical college are huge. We have 250 beds and every day we treat at least 4,000 patients for free. We can’t increase charges for patients who pay. Where do we cut cost to make for the reduction in tuition fee?” said Ramachandra Medical College and Research Institute dean Dr S Anandan.

A consortium of deemed universities would meet in New Delhi to decide on the next course of action, he said. The colleges may have to move the Supreme Court.

Institutions like SRM Medical College have put out public notices warning students and parents against fake webpages and illegal agents. “The official website of SRM University www.srmuniv.ac.in is the only website for admissions. Also admissions.india@srmuniv.ac.in is the official email ID for any communications related to admission,” it said.

But for parents, the travails have just begun. “NEET has made it difficult for us to plan for admissions. When admissions were based on Class XII results, we knew if our children would make it to government or selffinancing colleges, or deemed university. Today, we don’t even know where we stand,” said S Rajaraman, father of an MBBS aspirant. “It’s good the court reduced the fee. But we hope there is a system in place to ensure there is no capitation,” he said.

Bringing down fee for MBBS courses at deemed universities is a welcome step, but the judiciary should ensure the state and Centre put a system in place to prevent institutions from collecting capitation or overlook students with merit. While NEET was brought in to ensure students across boards have a level-playing field, deemed universities were given autonomy over fee fixation. Consequently, the cost of an MBBS course in TN went up to ₹1 crore. This year, when Directorate General of Health Services returns vacant seats to universities, it should ask them to submit detailed reports to the Medical Council of India, UGC and the Union health ministry. A fee-and-admission committee under a retired judge should monitor the admission process.

The cost of medical courses offered in deemed universities of Tamil Nadu is set to come down by at least ₹50 lakh, with the Madras high court fixing ₹13 lakh as the annual fee for these institutions.

The order is an interim measure till a final decision is taken by the fee fixation committee. However, since the ongoing rate is anywhere between ₹21 lakh and ₹22.5 lakh per annum, the overall saving for parents is expected to be about ₹50 lakh for five years. A similar fee cap exists in Kerala and for PG medical courses in Puducherry.

“It appears to us that fees varying between ₹25 lakh and ₹35 lakh per annum is prima facie high and the fee committee constituted by UGC ought to make an in-depth study and recommend the fees to be collected by institutions. Needless to mention that fees shall be regulated and streamlined considering all relevant factors. The UGC undertakes to constitute a committee forthwith in any case by June 30. The fee committee shall positively submit its report/recommendation within a period of six weeks,” said the first bench of Chief Justice Indira Banerjee and Justice P T Asha on Friday. The bench made the decision after it was informed by the University Grants Commission (UGC) that the panel had earlier fixed ₹11.5 lakh as the fee for management quota seats in colleges under deemed universities.

Students may now be admitted subject to payment of ₹13 lakh on the condition that they would have to pay the balance if the sum fixed by the fee committee is higher. If the fee determined is lower, the students will be entitled for a refund, the bench said in the interim order.

Higher capitation fee in state likely

Since 13,000 more students have cleared NEET compared to last year and the total number of seats in the state is almost the same as last year, the order on fee cap in deemed universities could turn out to be a double whammy for TN medical aspirants as they may lose seats to higher ranked students from other states or end up paying illegal capitation fee. Annual med fee in K’taka is ₹6.83 lakh

The Fee Regulatory Committee of Karnataka has capped the maximum annual fee for a first-year Indian student of an undergraduate MBBS course in a private medical college in Karnataka at ₹6.83 lakh a year, and for a dental course at ₹4.63 lakh. The committee has allowed a maximum of 8% increase over the previous year’s fee.

‘Deemed univs offering med courses only to amass wealth’

The bench passed the order on a PIL moved by Jawaharlal Shanmugam charging that deemed universities concealed and falsified financials, and wanting the court to interfere and fix the fee structure for medical courses offered by deemed universities.

Deemed universities offering medical courses were operating with the sole intention of amassing wealth through unfair means, he alleged, adding that profiteering had become their sole objective.

“For the purpose of calculating tuition fee, the entire income of the medical college and its teaching hospital should be taken into consideration. Mere expenses alone should not be considered. Income tax department was aware of the concealment and falsification of financials of deemed universities, and the fact that what the deemed universities had revealed would not be the true picture,” Shanmugam claimed.

Though a few private medical colleges offered high quality education at an affordable cost, it had largely become a tool to establish a big empire and expand into diverse business activities, keeping the deemed university as the driving force. The exorbitant tuition fees charged went against the very principle and objective of running a charitable educational institution, he added.

Pointing out that the very objective of NEET-based admission itself was being defeated, he said, “The real merit-based admission even through NEET would have no meaning if the fee structure is not regulated.”

  சென்னையில் வீட்டைவிட்டு வெளியே வந்து மீண்டும் திரும்பும்போது வழிப்பறி நபர்களிடம் சிக்காமல் வருவோமா? என பொதுமக்கள் நினைக்கும் அளவுக்கு வழிப்பறி, கத்தியால் வெட்டுவது போன்றவை அதிகரித்து வருகிறது.

சென்னையில் பெண்கள் மட்டுமல்ல ஆண்களும் வெளியே தைரியமாக நடமாட முடியாத நிலை உருவாகி வருகிறது. முன்பெல்லாம் பயந்து, பயந்து வழிப்பறி செய்தவர்கள் தற்போது துணிச்சலுடன் பொதுமக்களை கத்தியை காட்டி மிரட்டி மறுத்தால் கத்தியால் வெட்டி காயப்படுத்திவிட்டு வழிப்பறி செய்து தப்பித்து செல்கின்றனர்.

போலீஸார் வாகன சோதனை, ரோந்து என சென்றாலும் இவர்கள் ஆட்டம் நிற்கவில்லை. சென்னையில் நடந்துச் சென்றால் ஆட்டோவில் தூக்கிச் சென்று வழிப்பறி செய்வது, தனியாக வந்தால் கத்தியால் வெட்டி மோட்டார் சைக்கிளையே பறித்து செல்வது போன்ற வழிப்பறிகளும் அதிகரித்து வருகிறது.

இவைகள் பெண்களுக்கு எதிராக அல்ல ஆண்களுக்கே நடக்கிறது. இரண்டு பைக்குகளில் 4 அல்லது 6 பேர் கும்பல் வருகிறது தனியே நிற்பவர்களை கத்தியை காட்டி மிரட்டி பணம் நகைகளை பறித்துச் செல்கின்றனர். நாளுக்கு நாள் அதிகரித்து வரும் இதுபோன்ற சம்பவங்களால் பொதுமக்கள் அச்சத்துடன் செல்லும் நிலை ஏற்பட்டுள்ளது.

நேற்று ஒரு நாளில் சென்னையில் 5 வழிப்பறிகள் விதவிதமாக நடந்துள்ளது.

சம்பவம்-1 தாம்பரத்தைச் சேர்ந்தவர் மணிகண்டபிரபு(24). இவர் ஆர்.ஏ.புரம் மூப்பனார் பாலம் அருகே தனது இரு சக்கர வாகனத்தில் சென்றுக்கொண்டிருந்தார். அப்போது அவரை வழிமறித்த மூன்று பேர், மிக அவசரம் ஒருவருக்கு போன் செய்ய வேண்டும் எனக் கூறி செல்போனைக் கேட்டு கெஞ்சியுள்ளனர். அவர் யோசிக்கும் போதே, திடீரென ஒருவர் கத்தியைக் காட்டியுள்ளார். அவரிடமிருந்த ரூ.4 ஆயிரம் ரொக்கப் பணத்தையும், செல்போனையும் பறித்து அந்த கும்பல் தப்ப முயன்றுள்ளனர்.

அப்போது மணிகண்டபிரபு கூச்சலிடவே பொதுமக்கள் ஓடி வந்து தப்பி ஓட முயன்ற இருவரை பிடித்தனர். கத்தியை காட்டி மிரட்டிய நபர் ரூ.4000 ரொக்கப்பணத்துடன் தப்பித்து ஓடிவிட்டார். பிடிபட்டவர்களை அபிராமபுரம் போலீசில் பொதுமக்கள் ஒப்படைத்தனர். அவர்கள் இருவரும் ஆயிரம் விளக்கு பகுதி பேகம் சாகிப் தெருவைச் சேர்ந்த அப்பாஸ்(26), விக்கி(எ) விக்னேஸ்வரன்(23) என்பது தெரிய வந்தது. அவர்களிடம் போலீஸார் விசாரணை நடத்தி வருகின்றனர்.

சம்பவம்-2 மந்தைவெளியைச் சேர்ந்தவர் கனகராஜ்(38). காய்கறி வியாபாரியான இவர் அதிகாலை காய்கறி வாங்க தனது இருசக்கர வாகனத்தில் சென்று கொண்டிருந்தார். அவரை நோட்டமிட்ட மர்மநபர்கள் இருவர் தங்களது இருசக்கர வாகனத்தில் அவரை பின் தொடர்ந்து சென்றுள்ளனர். ஆர்.கே சாலை மேம்பாலத்தில் ஆளரவம் இல்லாத இடத்தில் கனகராஜை மறித்த அவர்கள் முகவரி கேட்பது போல் நடித்துள்ளனர்.

கனகராஜ் வண்டியை நிறுத்தி விலாசம் சொல்லும்போது திடீரென கத்தியைக் காட்டி மிரட்டி அவரிடமிருந்த ரூ.17 ஆயிரம் ரொக்கப்பணம் மற்றும் செல்போனை பறித்து தப்பிச் சென்றனர். இருவரும் அடையாளம் தெரியாத வகையில் முகத்தில் வர்ணம் பூசி இருந்ததாகவும், தலை முடியை கலரிங் செய்திருந்ததாகவும் கனகராஜ் போலீஸில் தெரிவித்துள்ளார். இது குறித்து மயிலாப்பூர் போலீசார் விசாரணை நடத்தி வருகின்றனர்.

சம்பவம்-3 வியாசர்பாடியை சேர்ந்தவர் ஜாகிர் அகமது(26), போரூரில் பிரபல ஐடி நிறுவனத்தில் பணியாற்றுகிறார். இவர் தனது இருசக்கர வாகனத்தில் வியாசர்பாடியில் உள்ள வீட்டுக்கு சென்று கொண்டிருந்தார். அப்போது வேப்பேரி அருகே அவரை வழிமறித்த மர்ம நபர்கள் கத்தியைக் காட்டி மிரட்டி அவரிடமிருந்த லாப்டாப், செல்போன் , கழுத்திலிருந்த செயின், பணம் முதலியவற்றை பறித்துச் சென்றனர். இது தொடர்பாக வேப்பேரி காவல் நிலையத்தில் ஜாகிர் அகமது புகார் கொடுத்துள்ளார்.

சம்பவம்-4 அண்ணா நகரைச் சேர்ந்த கார்த்திகேயன் அரசுப் பேருந்து ஓட்டுநராக பணியாற்றுகிறார். இன்று அதிகாலை அமைந்தகரை என்.எஸ்.கே சாலை அருகே நடந்துச்சென்றபோது மர்ம நபர்கள் அவரை கத்தியை காட்டி மிரட்டி அவர் அணிந்திருந்த தங்க நகைகளை பறித்துச் செல்ல முயன்றுள்ளனர். கார்த்திகேயன் கூச்சலிட்டதால், கோபமடைந்த அவர்கள் கத்தியால் அவரது கையில் அறுத்து விட்டு தப்பிச் சென்றனர்.

சம்பவம்-5 யானைக்கவுனி பி.கே.ஜி கார்டனில் வசிக்கும் ப்ரமோத்(25) என்ற இளைஞர் என்பவர் மதியம் 1 மணி அளவில் கிருஷ்ணப்பா டேங்க் தெருவில் உள்ள அம்மன் கோவிலுக்கு சென்று விட்டு வீட்டுக்கு திரும்பிக் கொண்டிருந்துள்ளார். அப்போது பின்னால் ஆக்டிவா இரு சக்கர வாகனத்தில் வந்த இரண்டு பேர் ப்ரமோதின் பக்கத்தில் வரும்போது பின்னால் அமர்ந்திருந்த நபர் திடீரென ப்ரமோதின் சட்டைப் பாக்கெட்டில் இருந்த விலை உயர்ந்த செல்போனை பறித்து தப்ப முயன்றுள்ளார்.

இதைப்பார்த்த ப்ரமோத் அந்த நபரை பிடித்து இழுக்க அவர் நிலை தடுமாறி கீழே விழுந்தார். இதைப்பார்த்த கூட்டாளி ஆக்டிவாவில் வேகமாக தப்பிச் சென்றுவிட்டார். கீழே விழுந்த வழிப்பறி நபரை அக்கம் பக்கம் இருந்தவர்கள் பிடித்து யானைக்கவுனி காவல் நிலையத்தில் ஒப்படைத்தனர்.

பிடிபட்டவர் பெயர் ராஜேஷ்(18) என்பதும் வியாசர்பாடி முல்லை நகரைச்சேர்ந்தவர் என்பதும் தெரியவந்தது. தப்பி ஓடியவர் பெயர் முருகன்(19) என்பதும் அதே பகுதியை சேர்ந்தவர் என்பதும் தெரியவந்தது. தப்பி ஓடிய நபரை போலீஸார் தேடி வருகிறார்கள்.

தற்போது வழிப்பறி நபர்கள் அதிகரித்து வருவதும் சென்னை முழுதும் மோட்டார் சைக்கிளில் சுற்றியே இவர்கள் வழிப்பறியில் ஈடுபடுவதும், பலரிடமும் கத்தி போன்ற ஆயுதங்கள் இருப்பதும் குறிப்பிடத்தக்கது. இவர்கள் பயன்படுத்துவது பெரும்பாலானவை திருட்டு மோட்டார் சைக்கிள்களே.

ஆகவே போலீஸார் தீவிர வாகன சோதனை நடத்தி முறையாக ஆவணங்களை வைத்திருப்பவர்களை தொல்லைப்படுத்தாமல் வழிப்பறி நபர்களை பிடிப்பதற்காக வாகன சோதனை என்ற நோக்கத்துடன் சோதனை நடத்தினால் கட்டாயம் வழிப்பறி நபர்கள் சிக்குவார்கள். பொதுமக்களும் அச்சமின்றி நடமாடலாம்.

‘காலா’ படத்தின் டிக்கெட்டுகளை விற்க முடியாததால் பணத்தை திருப்பி கேட்ட கும்பல் அதனால் ஏற்பட்ட தகராறில் விநியோகஸ்தரை கடத்தியது. 5 பேரை கைது செய்த போலீஸார் விநியோகஸ்தரை மீட்டனர்.

‘காலா’ திரைப்படம் மதுரையில் விநியோகம் செய்யும் பொறுப்பை எஸ்.கே. பிலிம்ஸ் செல்வராஜ் என்பவர் வாங்கியுள்ளார். இவரிடம் இரண்டு நாட்களுக்கு முன் மதுரை பிபீ குளத்தைச் சேர்ந்த அஜித், விக்னேஷ் ஆகியோர் அணுகி கோல்டன் ரீகல் தியேட்டரில் ‘காலா’ படத்தின் முதல் காட்சிக்கான 500 டிக்கெட்டுகளை வாங்கியுள்ளனர்.

  500 டிக்கெட்டுகளை ரூ.3 லட்சத்து 80 ஆயிரம் ரூபாய்க்கு வாங்கியுள்ளனர். எதிர்பார்த்த அளவுக்கு டிக்கெட் விற்கவில்லை. இதனால் விற்காத மீதி டிக்கெட்டுகளை எடுத்துக்கொண்டு நேற்றிரவு செல்வராஜை சந்தித்துத்துள்ளனர். விற்காத டிக்கெட்டுகளை பெற்றுக் கொண்டு பணத்தை திருப்பித் தருமாறு கேட்டுள்ளனர்.

டிக்கெட் விற்றது விற்றதுதான், ஒரு டிக்கெட்டை வாங்கிய விலையைவிட பல மடங்கு விற்றிருந்தால் என்னிடமா வந்து லாபப்பணத்தை தருவீர்கள். இப்ப டிக்கெட் விற்கவில்லை என்றதும் என்னிடம் வந்து பணம் கேட்டால் எப்படி என்று செல்வராஜ் கேட்டுள்ளார். இதில் ஏற்பட்ட வாக்குவாதத்தில் அஜித், விக்னேஷ் மற்றும் அவர்களுடன் வந்த 3 பேர் சேர்ந்து செல்வராஜை தங்களது சொகுசு காரில் கடத்திச் சென்றனர்.

இதைப்பார்த்த செல்வராஜின் நண்பர், அங்கிருந்த போலீஸாரிடம் தகவல் சொல்ல உடனடியாக ரோந்துப்பணியிலிருந்த போலீஸார் உஷார்படுத்தப்பட்டு, சில கிலோ மீட்டர் தொலைவில் அவுட்போஸ்ட் என்ற இடத்தில் வேகமாக வந்த சொகுசு காரை தடுத்து நிறுத்திய போலீஸார், செல்வராஜை மீட்டனர்.

அஜித், விக்னேஷ் உள்ளிட்ட 5 பேரையும் போலீஸார் கைது செய்தனர். செல்வராஜை கடத்திய சொகுசு காரும் பறிமுதல் செய்யப்பட்டது. இதையடுத்து போலீஸார் மாட்டுத்தாவணி அருகே அவர்கள் தங்கியிருந்த விடுதி அறையை சோதனையிட்டனர். அப்போது விடுதி அறையில் 2 மூட்டைகளில் ஜெராக்ஸ் எடுக்கப்பட்ட போலி ரூபாய் நோட்டுகள் இருந்துள்ளது. அவர்கள் கள்ள நோட்டு கும்பலா என்கிற ரீதியில் போலீஸார் விசாரணை நடத்தி வருகின்றனர்.

நிகர்நிலை கல்லூரிகளில் ரூ.13 லட்சம் கட்டணம்: ஐகோர்ட்

சென்னை : நிகர்நிலை பல்கலைகள் நடத்தும் மருத்துவ கல்லுாரிகளில், 13 லட்சம் ரூபாயை இடைக்கால கட்டணமாக பெற்று, மாணவர்களை சேர்க்கும்படி, சென்னை உயர் நீதிமன்றம் உத்தரவிட்டுள்ளது.

சென்னை, திருவான்மியூரைச் சேர்ந்த, சமூக ஆர்வலரான, ஜவஹர்லால் சண்முகம் தாக்கல் செய்த மனு: நிகர்நிலை பல்கலைகள் நடத்தும் மருத்துவ கல்லுாரிகளில், கணிசமான கட்டணம் வசூலிக்கப்படுகிறது. இதை கட்டுப்படுத்த, அரசு துறைகள் தவறி விட்டன. 'நீட்' தேர்வு அறிமுகப்படுத்திய பின், தனியார் மருத்துவ கல்லுாரிகள் பல, கல்வி கட்டணத்தை உயர்த்தி விட்டன. இதனால், பொருளாதாரத்தில் பின்தங்கியவர்கள், நடுத்தர வர்க்கத்தினர், அதிக மதிப்பெண்கள் பெற்றும், தனியார் கல்லுாரிகளில் சேர்வதில் பிரச்னை உள்ளது.

மாநில அரசு நியமித்துள்ள, கல்வி கட்டண நிர்ணய குழு, நிகர்நிலை பல்கலைகளின் கீழ் இயங்கும் கல்லுாரிகளுக்கு, கட்டணம் எதையும் நிர்ணயிப்பதில்லை. அதனால், நிகர்நிலை பல்கலைகள், அவர்கள் விருப்பப்படி கட்டணத்தை நிர்ணயித்து கொள்கின்றன. எனவே, நிகர்நிலை பல்கலைகள் நடத்தும் மருத்துவ வகுப்புகளுக்கு, கல்வி கட்டணம் நிர்ணயிக்கும்படி, தமிழக அரசுக்கு உத்தரவிட வேண்டும். இவ்வாறு மனுவில் கூறப்பட்டுள்ளது.
