With the tailwind of victory over BJP in the Hindi heartland, Congress president Rahul Gandhi resumed his campaign-style attack on Prime Minister Narendra Modi by saying that there was a popular perception of his being “corrupt”, adding that the opposition would defeat the BJP in 2019 elections.

Addressing the media at the party headquarters, an elated Rahul said the results were a “clear message” to the Modi government that people were not happy with its performance and it was time for a change.

He added the opposition was strongly united and will fight together in 2019 polls.

Rahul said Modi had squandered the massive mandate of 2014 by refusing to listen to the “heartbeat of the country” and claimed the future of the country’s youngsters was under a cloud.

Flanked by party veterans Ahmed Patel and Anand Sharma, Rahul Gandhi slammed BJP and Modi for being “arrogant”, citing “Congress mukt” slogan as evidence. He said among the many things he has learnt since 2014 is “humility”.

“The BJP has a certain ideology and we will fight against it. We have won this election, we will also win in 2019. However, we do not want to get rid of anyone, ‘hum kisi ko mukt nahi karna chahte’,” he said.

He said besides corruption, people were unhappy with the PM’s decisions like demonetization and those pertaining to farmers and youth.

Thanking voters and party workers, he said, “It’s now time for change. We are going to provide these three states with a vision for overall development.”

In his book, ‘Of Counsel: The Challenges of the Modi-Jaitley Economy’, former chief economic adviser Arvind Subramanian talks about the political puzzle of demonetization turning out to be an electoral vote catcher in the short-term despite the hardship it imposed on people of the country.

Two years on, as shortterm turns into mediumterm, the electoral puzzle may be unravelling. The middle class and the man on the street, who had fully backed PM Modi’s move to scrap ₹500 and ₹1,000 notes, which accounted for nearly 86% of the currency in circulation, are now unsure if the desired goals — from expanding the tax base and reducing black money to promoting digital transactions and checking the circulation of fake notes — have been achieved.

While the government points to a jump in incometax collections and a bigger base to argue that more Indians are now in the tax net than pre-November 2016, Opposition parties never tire of mocking the Modi administration by pointing out that over 99% of scrapped notes were deposited with banks.

This may have been dismissed as a political statement a few months ago but in the just concluded elections, the anti-demonetization sentiment was all pervasive. In Rajasthan, people were themselves raising the issue without even a prod.

Sensing the growing resentment, Ashok Gehlot, a frontrunner for the chief minister’s post in Rajasthan, never shied away from raising the issue at Congress’ public meetings. His party chief Rahul Gandhi had in any case taken the view that demonetisation was an antipoor move that only benefited Modi’s friends in the business community.

Students at a city college protested on campus on Tuesday after an 18-yearold reportedly died of a cardiac arrest during a sports day event on Monday evening.

Police said the victim, J Mahima of Selaiyur, was pursuing her first year undergraduate course in chemistry at Madras Christian College in Tambaram. The Selaiyur police registered a case of unnatural death. An investigating officer said they took a complaint from the deceased girl’s parents after students alleged foul play. “Preliminary autopsy report suggested that the girl died of cardiac arrest,” the officer said.

Mahima was among the 100 students who participated in the ‘Sports for All’ event organised by the college on Monday. After an initial warm-up, students were allowed to choose a sport of their interest and Mahima signed up for a basketball session. Students, who were present, said Mahima collapsed during a game. She was rushed to a nearby private hospital, where she was declared brought dead.

Her fellow students protested on the college premises on Tuesday claiming that they were forced to attend the event, introduced last year by principal R W Alexander Jesudasan. Some said Mahima had sought an exemption from participating in the event, saying she was anaemic. “But the trainers did not listen to her and (told) her to run harder to recover soon,” a student said on condition of anonymity.

The college, however, said the event was not mandatory and Mahima had failed to inform the trainers that she was unwell. The college and some of Mahima’s friends said the victim had no history of chronic illness and regularly played badminton.

“This training is a part of their (students’) curriculum and students, who informed (us of) their unwillingness to participate in this programme, were exempt and not forced to take it up,” the college said in its response to TOI’s query. Two credit points are awarded to students who undergo the 120-hour training.

On Tuesday evening, principal Jesudasan met a select group of students and expressed the college management’s willingness to make changes to the curriculum making the training optional. He reportedly said the changes would be made once the College Union Society, the recognised student body, submits it request.

“We have spoken to the college principal and he has assured not to compel students in such events in the future,” the police officer said.

Zomato tapes packs after TN delivery exec eats customers’ food

In a damage-control measure, Zomato on Monday night issued a statement that it would introduce tamperproof tapes to seal food delivery boxes after a video of one of its agent gorging on customers’ food in Madurai went viral.

The video, which was shared widely on Facebook and Twitter, shows a Zomato food delivery boy eating from each packet he was to deliver. He then repackages them and puts them back in his delivery bag.

Hundreds commented on the shared video. Customers, who had earlier complained to Zomato that they got lesser quantity of food than promised on the menu, squarely blamed the delivery agents for it.

While some felt delivery agents were to be pitied more than blamed because of being severely underpaid, others said they would think twice before ordering online. “The Zomato delivery chap eating from various orders is depressing. This is what happens when you make people who can’t afford a square meal, keep handling mountains of food. All food deliveries should offer 1-2 square meals a day for their delivery people. It’s only fair. Great CSR,” tweeted columnist Rajyasree Sen.

Facing harsh criticism from users, the Bengalurubased food tech company said, “Last night, we came across a video of a delivery executive in a Zomato t-shirt, carrying a Zomato delivery bag, eating food out of boxed orders and replacing each one after resealing them, back into the delivery bag. The video suggests that he consumed some of the food meant for delivery to users, on his way to the drop points. We want our users, restaurant partners and all stakeholders to know that we take these kinds of reports extremely seriously.”

Zomato says agent taken off platform

Zomato said that it has found that the agent is from Madurai in Tamil Nadu and has been taken off the platform.

Zomato said, “We would like to reiterate that given our multiple communication channels with users, who expect the highest standards from Zomato and highlight the smallest of deviations to us as soon as they receive their orders, this is a highly unusual and a rare case. We take this very seriously and will soon introduce tamper-proof tapes, and other precautionary measures to ensure we add an extra layer of safeguard against such behaviour.”

மருத்துவர்கள்தான் அவசரச் சிகிச்சை செய்வார்கள் என்பது நம் எல்லோருக்கும் தெரியும். ஆனால் மருத்துவர்களுக்கும் மருத்துவ உலகத்துக்கும் அவசரச் சிகிச்சை தேவைப்படும் நிலை இன்றைக்கு ஏற்பட்டுள்ளது. இது அதிகம் கவனத்தில் எடுத்துக்கொள்ளப்படாத ஒரு நோய். அரசியல்வாதி என்றாலே ஊழல் செய்பவர்கள் என்ற நம்பிக்கை ஸ்திரமானதுபோல, மருத்துவர்கள் என்றாலே பணம் பிடுங்குபவர்கள் என்ற கருத்து மக்களிடையே அதிகரித்துவருகிறது. இந்தக் கருத்தைப் பொறாமையால் தோன்றியதாகச் சொல்ல முடியாது. இதை நிஜமாக்குவதற்குப் பல காரணங்களும் இருக்கின்றன. மருத்துவர்களுக்கும் அதில் முக்கியப் பங்கு உண்டு என்பதை மறுக்க முடியாத நிலையில் இருக்கிறோம்.

உறுதிமொழி என்ன சொல்கிறது?

எல்லா மருத்துவக் கல்லூரிகளிலும் முதல் ஆண்டின்போது ‘ஹிப்போகிரேட்டஸ் உறுதிமொழி’ எந்த இடத்தில் எழுதிப் போடப்பட்டிருக்கும் என்பது எல்லாப் பயிற்சி மருத்துவர்களுக்கும் தெரிந்திருக்கும். ஆனால், அதில் என்ன எழுதியிருக்கும் என்ற கேள்விக்கு விடை தெரிந்தவர்கள் மிகவும் சொற்பம்தான். ஏனென்றால், மனிதனுக்குச் சிகிச்சையளிப்பதைக் கற்றுக்கொண்டதைவிட, நோய்க்குச் சிகிச்சை அளிப்பதையே நம்மில் பெரும்பாலானோர் கற்றுக்கொண்டுள்ளோம். இரண்டுக்கும் அப்படி என்ன பெரிய வித்தியாசம்? ஒரு மனிதரைச் சிகிச்சை அளிப்பது என்பது அவனை மதிப்பதில் இருந்து தொடங்குகிறது. அவரது வலியையும் உணர்வுகளையும் புரிந்துகொள்ளவும் உதவுகிறது. இதில் நோய் அறிகுறிகளைத் தீர்ப்பது, நோய்க்குச் சிகிச்சையளிப்பது என்பதும் தானாகவே உள்ளடங்கிவிடுகிறது, தனித்துத் துருத்திக்கொண்டு இருப்பதில்லை.

இடைவெளி விழுந்த உறவு

“உங்கள் வயலில் விளைச்சல் எப்படி?” என்று விவசாயியிடமும், “பிளஸ் டூ எழுதிய உங்கள் மகள் எத்தனை மதிப்பெண்கள் வாங்கியிருக்கிறாள்? அடுத்து என்ன படிக்கப் போகிறாள்?” என்று ஒரு பெற்றோரிடமும், “பணி நிறைவு பெற்ற பின் நேரம் எப்படிப் போகிறது?” என்று ஓய்வுபெற்ற ஊழியரிடமும் கேட்கும் மருத்துவர்களை மக்கள் இன்னமும் கொண்டாடத்தான் செய்கிறார்கள். அது சிகிச்சைக்கு நேரடி சம்பந்தமில்லை என்று நம்புகிறோம். ஆனால், தியேட்டர் டிக்கெட் கவுண்டரில் டிக்கெட் கொடுப்பவர் சொல்வதைப்போல ‘எத்தனை வேணும்?’ என்று கேட்டுவிட்டு மருந்துச் சீட்டை நீட்டும் தொழில் அல்ல மருத்துவம். கடைக்காரர்-வாடிக்கையாளர் உறவு என்பது வேறு, மருத்துவர்-நோயாளி உறவு என்பது நிச்சயம் வேறு.

நோயாளி உருவாக்கம்

நோயாளிகள் விவரிக்கும் நோய் அறிகுறிகளுக்கு அந்தந்த உறுப்பு சம்பந்தப்பட்ட நோயின் பெயரைக் கூறி நோய்த்தன்மைக்கு உள்ளாக்கிவிடுவது, மருத்துவ உலகைத் தாக்கியிருக்கும் மிகப் பெரிய வியாதியாக உருவெடுத்திருக்கிறது. வயிற்று வலித்துவிட்டாலே ‘அல்சராக இருக்கும்’ என்றும், கழுத்து வலியுடன் வந்தால் ‘தண்டுவட ஜவ்வு விலகியிருக்கும்’ என்றும், கோபப்படுகிறார் என்றாலே ‘பிரெஷராக இருக்கும்’ என்றும் எல்லோரையும் நோய் பீடித்தவராக மாற்றாமல் இருப்பது நிச்சயம் மருத்துவர்களின் கைகளிலும் உள்ளது. 40 வயது நிரம்பிய எல்லோரையும், நாளை எனக்கு என்ன நடக்குமோ என்று கத்திமேல் நடக்க வைக்கும் நெருக்கடியை மனதில் ஏற்ற வேண்டிய இடமல்ல மருத்துவமனை என்பதை எப்போது உணரப் போகிறோம்?

மனம் விட்டுப் பேசுங்கள்

‘நான் மருத்துவர், நோயைக் கண்டறிந்துவிட்டேன், மருந்து கொடுப்பேன், நீ சாப்பிட வேண்டும்’ என்ற மனநிலையிலிருந்து மருத்துவர்கள் விடுபடவேண்டிய கட்டாயம் ஏற்பட்டுள்ளது. நோய்க்கு அளிக்கப்படும் சிகிச்சை நோயாளிக்குமானதே தவிர, நோய்க்காக மட்டுமல்ல.

புகழ்பெற்ற ஆக்ஸ்போர்டு மனநல மருத்துவப் புத்தகம் பின்வருமாறு கூறுகிறது: ‘ஒருவரை உடல் அளவில் தொடர்ந்து நோயாளியாகவோ, மனநோயாளியாகவோ மாற்றுவதில் நேரடியாகவோ மறைமுகமாகவோ மருத்துவர்களும் பங்குவகிக்கின்றனர். அதீத எச்சரிக்கைகள் மூலமாகவோ, தெளிவான விளக்கங்கள் மற்றும் ஆற்றுப்படுத்துதலை மருத்துவர் கொடுக்காததன் மூலமாகவோ இது நடக்கிறது’ என்பதே அது.

எந்தச் சிகிச்சை வெல்லும்?

நோய் அறிகுறிகளுக்குச் சிகிச்சை அளித்து நோயை நீக்கி விடுவது மட்டுமே ஒரு மருத்துவருக்கு முழு வெற்றியைத் தந்துவிடுவதில்லை. நோயால் பாதிக்கப்பட்டவரின் வாழ்க்கைத் தரத்தை நோயுற்ற நிலையிலிருந்து எந்த அளவுக்கு உயர்த்தி இருக்கிறோம் என்பதைப் பொறுத்தே வெற்றி தீர்மானிக்கப்படுகிறது. உடைந்த எலும்புகளை ஒட்ட வைப்பது அல்ல, ஒட்டவைக்கப்பட்ட எலும்புகளால் ஒரு நபர் எந்த அளவுக்குத் தன் அடிப்படைத் தேவைகளைப் பூர்த்தி செய்துகொள்ள முடிகிறது என்பதுதான் ஒரு சிகிச்சையின் வெற்றி. இல்லாவிட்டால் ‘அறுவைசிகிச்சை வெற்றி, நோயாளி மரணம்’ என்ற கதையே தொடரும்.

உடல்நோய் தரும் மனநோய்

‘எல்லாப் பரிசோதனைகளிலும் எந்தக் கோளாறும் இல்லை. மருத்துவரும் ஒன்றும் இல்லை என்று சொல்லிவிட்டார். ஆனால், எனக்கு இன்னும் நோய் அறிகுறிகள் ஏன் இருக்கின்றன?’ என்ற விடையளிக்க முடியாத கேள்விகளுடன் தினமும் பலர் மனநோயாளிகளைப்போல் மாறிவருகின்றனர். மனதுக்கும் உடலுக்கும் சம்பந்தமே இல்லை என்பதுபோல மருத்துவ உலகம் மாறிவருவதுதான் இதற்கு முக்கியமான காரணம்.

ஹிப்போகிரேட்டஸ் உறுதிமொழியில் வரும் ‘Primum non nocere’ என்ற லத்தீன் வரிகளுக்கு ‘நோயாளிக்கு எந்தத் தீங்கும் செய்யாதிருப்பதே முதன்மையானது’ என்று அர்த்தம். ‘உதவி செய்யாவிட்டாலும் உபத்திரவம் செய்யாதே’ என்று சொல்வார்கள் இல்லையா, அதுபோன்றதுதான் இதுவும். மருத்துவ மாணவர்களுக்கு இந்த அம்சத்தைப் பாடமாகச் சொல்லிக்கொடுப்பதைவிட வாழ்க்கைக் கல்வியாக நடைமுறையில் செயல்படுத்திக் காட்ட வேண்டும். இனி வரும் தலைமுறைகளிலாவது மருத்துவர்-நோயாளி இடைவெளி குறைய வேண்டும்.

சென்னை பைபாஸ் சாலையில் சமூக விரோத மற்றும் குற்றச்செயல்கள் தொடர்வதாக அப்பகுதி மக்கள் தெரிவித்தனர். இச்சாலையில் கடந்த 2016 ஜனவரி முதல் 2017 ஜூலை வரை 195 விபத்துக்கள் ஏற்பட்டுள்ளன, 53 பேர் உயிரிழந்துள்ளனர்.


இதனால் விபத்துப்பகுதிகள் எனக் கண்டறியப்பட்ட 15 இடங்களில் மின் விளக்குகள் பொருத்த நடவடிக்கை எடுக்கப்பட்டு வருவதாக தேசிய நெடுஞ்சாலை ஆணையம் தெரிவித்துள்ளது. ஆனால் இங்கு சமூக விரோத செயல்கள் தொடருவதால் அது இச்சாலை முழுவதும் நீட்டிக்கப்பட வேண்டும் என அப்பகுதி மக்கள் தெரிவித்துள்ளனர்.

இதுதொடர்பாக அவர்கள் மேலும் கூறுகையில், இந்த 32 கி.மீ. சாலையில் குறிப்பாக போரூர் பகுதியில் நள்ளிரவில் அதிகளவில் குற்றச்செயல்களும், சமூக விரோத செயல்களும் நடைபெறுகின்றன. இது கடந்த 4 ஆண்டுகளாக தொடர்கிறது என்றனர்.

சாதனை படைக்குமா பாஜக? 5 மாநில பேரவைத் தேர்தலில் பதிவான வாக்குகள் எண்ணிக்கை தொடங்கியது

மத்தியப் பிரதேசம், ராஜஸ்தான், சத்தீஸ்கர், தெலங்கானா, மிஸோரம் ஆகிய 5 மாநில சட்டப் பேரவைத் தேர்தலில் பதிவான வாக்குகள் எண்ணிக்கை தொடங்கியது. முதல் கட்டமாக தபால் வாக்குகள் எண்ணப்பட்ட வருகின்றன.


5 மாநிலங்களின் தேர்தல் முடிவுகள் அடுத்த ஆண்டு நடைபெறவுள்ள மக்களவைத் தேர்தலுக்கு முன்னோட்டமாக பார்க்கப்படுவதால், இந்த தேர்தல் முடிவுகள் தேசிய அளவில் மிகுந்த ஆவலுடன் எதிர்பார்க்கப்படுகிறது.

இதில் மத்தியப் பிரதேசம், ராஜஸ்தான், சத்தீஸ்கர் ஆகிய மாநிலங்களில் பாஜக ஆட்சியில் உள்ளது. மிஸோரம் மாநிலத்தில் காங்கிரஸும், தெலங்கானாவில் தெலங்கானா ராஷ்டிர சமிதி கட்சியும் ஆட்சியில் உள்ளன. இன்று காலை சரியாக 8 மணிக்கு வாக்கு எண்ணிக்கை தொடங்கியது. முதல் கட்டமாக தபால் வாக்குகள் எண்ணப்பட்டு வருகின்றன. அடுத்த கட்டமாக பொதுமக்கள் வாக்குகள் ஒவ்வொரு சுற்றாக எண்ணப்பட்டு முடிவுகள் அறிவிக்கப்பட உள்ளன. எனவே, வாக்கு எண்ணிக்கை தொடங்கிய ஒரு சில மணி நேரத்திலேயே முன்னிலை நிலவரங்கள் தெரியவரும் என எதிர்பார்க்கப்படுகிறது.

பாஜக, காங்கிரஸ் மட்டுமின்றி பல்வேறு பிராந்தியக் கட்சிகளுக்கும் இத்தேர்தல் முடிவுகள் மிகவும் முக்கியமானதாக கருதப்படுகிறது. ஏனெனில், தேர்தல் முடிவுகளுக்கு ஏற்பவே அடுத்த ஆண்டு நடைபெறும் மக்களவைத் தேர்தல் கூட்டணிகள் அமையும். வாக்கு எண்ணிக்கையை முன்னிட்டு 5 மாநிலங்களிலும் அதற்கான மையங்களில் விரிவான பாதுகாப்பு ஏற்பாடுகளை தேர்தல் ஆணையம் மேற்கொண்டுள்ளது.

5 மாநிலங்களில் மொத்தம் 1 லட்சத்து 74 ஆயிரத்து 724 மின்னணு வாக்குப் பதிவு இயந்திரங்கள் பயன்படுத்தப்பட்டுள்ளன. 5 மாநிலங்களிலும் சேர்த்து 679 தொகுதிகளில் மொத்தம் 8,500-க்கும் மேற்பட்ட வேட்பாளர்கள் போட்டியிட்டனர். ராஜஸ்தானில் மட்டும் வேட்பாளர் ஒருவர் இறந்ததால் ஒரு தொகுதியில் தேர்தல் நடைபெறவில்லை.

மத்தியப் பிரதேசம், சத்தீஸ்கரில் பாஜக வெற்றி பெற்றால் அந்த மாநிலத்தில் தொடர்ந்து 4-ஆவது முறையாக ஆட்சியைப் பிடித்து அக்கட்சி சாதனை படைக்கும். ராஜஸ்தானில் கடந்த சில தேர்தல்களில் பாஜகவும், காங்கிரஸும் மாறி மாறி ஆட்சியைப் பிடித்து வருகின்றன. இந்த மூன்று மாநிலங்களும் பாஜகவுக்கு மிகவும் முக்கியமானவையாகும்.

ஏனெனில், கடந்த 2014 மக்களவைத் தேர்தலில் இந்த மூன்று மாநிலங்களில் உள்ள 65 தொகுதிகளில் 62 இடங்களை பாஜக கைப்பற்றியிருந்தது. வடகிழக்கில் காங்கிரஸ் கட்சி ஆட்சியில் உள்ள ஒரே மாநிலம் மிஸோரம் மட்டும்தான். எனவே, அங்கு ஆட்சியைத் தக்கவைக்க வேண்டியது காங்கிரஸுக்கு முக்கியமாகும். தெலங்கானாவில், ஆளும் தெலங்கானா ராஷ்டிர சமிதி அதிக தொகுதிகளில் வெற்றி பெற வாய்ப்புள்ளதாக வாக்குக் கணிப்புகளில் கூறப்பட்டுள்ளது. அந்த மாநிலத்தில் காங்கிரஸ்-தெலுங்கு தேசம்- இந்திய கம்யூனிஸ்ட்-தெலங்கானா ஜன சமிதி ஆகிய கட்சிகள் கூட்டணி அமைத்து தேர்தலை எதிர்கொண்டன. பாஜக மூன்றாவது போட்டியாளராக களமிறங்கியது. தேவை ஏற்பட்டால் தெலங்கானா ராஷ்டிர சமிதிக்கு ஆதரவு அளிப்போம் என்று அந்த மாநில பாஜக ஏற்கெனவே அறிவித்துவிட்டது. எனவே, அங்கு பாஜக வெற்றிபெற வாய்ப்பில்லை என்பதை அவர்களே உறுதிப்படுத்திவிட்டனர்.
