திருவாரூர் மாவட்டம் குடவாசல் அருகே உள்ள திருப்பாம்புரத்தில் வண்டுசேர்குழலி, சேஷபுரீஸ்வரர் கோவில் உள்ளது. ராகு-கேது தலமான இக்கோவிலில் ஆதிசேஷன், நாக வம்சத்திற்கு ஏற்பட்ட சாபத்தை போக்கிட சிவராத்திரி நாளன்று 3-ம் சாமத்தில் இறைவனை பூஜித்து சாப விமோசனம் அடைந்ததாக கூறப்படுகிறது.

அதேபோன்று ராகுவும், கேதுவும் சிவனை இதயத்தில் வைத்து ஏகசரீரமாக இருந்து வழிபட்டதால் இத்தலம் ராகு-கேது பரிகார தலமாக கருதப்படுகிறது.

இப்படி பல்வேறு சிறப்புகளை கொண்ட இத்தலத்தில் நேற்று மதியம் 2.02 மணிக்கு ராகு பகவான் கடக ராசியில் இருந்து மிதுன ராசிக்கும், கேது பகவான் மகர ராசியில் இருந்து தனுசு ராசிக்கும் இடப்பெயர்ச்சி அடைந்தனர். இதையொட்டி காலை 10 மணிக்கு சிறப்பு யாகசாலை பூஜை, விக்னேஸ்வர பூஜை, மகாலட்சுமி பூஜை நடந்தது.

மதியம் 1.30 மணியளவில் திரவியம், சந்தனம், தேன், பன்னீர், பஞ்சாமிர்தம், 1008 லிட்டர் பால் அபிஷேகம் நடந்தது. இதனைதொடர்ந்து சரியாக 2.02 மணிக்கு தீபாராதனை காட்டப்பட்டது.

விழாவில் தஞ்சாவூர் இந்து சமய அறிநிலையத்துறை இணை ஆணையர் தென்னரசு, திருவாரூர் உதவி ஆணையர் கிருஷ்ணன், ஒன்றியக்குழு முன்னாள் துணைத்தலைவர் எஸ்.ராஜேந்திரன், முன்னாள் மாவட்ட ஊராட்சிக்குழு உறுப்பினர் டி.ராஜேந்திரன், நன்னிலம் துணை போலீஸ் சூப்பிரண்டு அருண் மற்றும் திரளான பக்தர்கள் கலந்து கொண்டு சாமி தரிசனம் செய்தனர்.

விவசாய வளர்ச்சிக்கு வெகுகாலமாகவே மத்திய–மாநில அரசுகளின் ஆதரவுகரம் நீட்டப்படவில்லை என்ற நிலையில், இப்போது நாடாளுமன்ற தேர்தல் வருகிற சூழ்நிலையில், மத்திய அரசாங்கம் சிறுகுறு விவசாயிகளுக்கு ஆண்டுக்கு ரூ.6ஆயிரம் அதாவது, ரூ.2 ஆயிரம் வீதம் 3 தவணைகளில் அவர்கள் வங்கிக்கணக்கிலேயே செலுத்தப்படும் என்று அறிவித்திருக்கிறது.

விவசாயிகள் கடனிலும், விளைச்சல் இல்லாத சூழ்நிலையிலும், விளைச்சல் இருந்தால் விளைபொருட்களுக்கு உரியவிலை கிடைக்காத நிலையிலும், பெரும் இன்னலுக்குள்ளாகி வாழ்ந்துகொண்டிருக்கும் நேரத்தில், ஒன்றுமே இல்லாததற்கு, இது ஏதோ ஓரளவிற்கு உதவும் என்றவகையில் விவசாயிகள் மகிழ்ச்சி அடைந்துகொண்டிருந்தனர். ஆனால், இந்தத்திட்டம் அறிவிக்கப்பட்ட ஒருசில நாட்களிலேயே எல்லா சிறு, குறு விவசாயிகளும் இந்தத்திட்டத்தின் பயனை அடையமாட்டார்கள். நிறையப்பிரிவில் விவசாயிகளுக்கு இந்தத்திட்டத்தின் பலன் போய்ச்சேராது என்று அறிவித்திருக்கிறார்கள்.

வருமானவரி கட்டுபவர்கள் இந்த ரூ.6 ஆயிரத்தை பெறத்தகுதிபடைத்தவர்கள் அல்ல. அரசியல் அமைப்புப்படி பதவி வகிக்கும் கவர்னர்கள், தேர்தல் ஆணையர்கள் மற்றும் மத்திய–மாநில அரசுகளில் பணிபுரிபவர்கள், பொதுத்துறை நிறுவனங்கள், தன்னாட்சி நிறுவனங்கள், உள்ளாட்சி அமைப்புகள் ஆகியவற்றில் பணிபுரியும் ஊழியர்கள் மற்றும் ஓய்வுபெற்றுள்ள ஊழியர்கள் இந்தத்தொகையை பெறமுடியாது. முன்னாள், இந்நாள் எம்.பி.க்கள், எம்.எல்.ஏ.க்கள் மற்றும் உள்ளாட்சி அமைப்புகளின் தலைவர்கள் ஆகியோரது குடும்பங்கள் இந்தத்தொகையை பெறமுடியாது. டாக்டர்கள், என்ஜினீயர்கள், வக்கீல்கள், கட்டுமான வல்லுனர்கள் போன்ற தொழிலில் உள்ளவர்கள் மற்றும் மாதம் ரூ.10 ஆயிரம் அல்லது அதற்கு அதிகமாக ஓய்வூதியம் பெறுபவர்கள் ஆகியோருக்கும் இந்த உதவித்தொகை கிடையாது என்று அறிவித்திருந்தார்கள். ரூ.10 ஆயிரம் மாதபென்‌ஷன் வாங்குகிறவர்களுக்குக்கூட இந்த உதவித்தொகை கிடைக்காது என்றால், யாருக்குத்தான் கிடைக்கும் என்று எல்லோரும் குழம்பிக்கொண்டிருந்த நிலையில், ரிசர்வ் வங்கி கடந்த 2010–ம் ஆண்டு முதல், அடமானம் இல்லாமல் சிறுகுறு விவசாயிகளுக்கு ரூ.1 லட்சம் வங்கிக்கடன் கிடைத்த வரம்பை, ரூ.1 லட்சத்து 60 ஆயிரமாக உயர்த்தியது. ரிசர்வ் வங்கி இதில் எந்தவிலக்கும் அளிக்கவில்லை. சிறுகுறு விவசாயிகள் என்று மட்டும் அறிவித்துள்ளது.

விவசாயத்தை பொறுத்தமட்டில், சிறு விவசாயிகள் என்றாலும் சரி, பெரிய விவசாயிகள் என்றாலும் சரி, இயற்கை இடர்பாட்டிலோ, விளைபொருட்களுக்கு விலை கிடைக்காவிட்டாலோ, எல்லோருமே ஒன்றுபோல பாதிக்கப்படுவார்கள். எனவே, அரசுகள் உதவிக்கரம் நீட்டும்போது பாகுபாடு பார்க்காமல் எல்லோருக்கும் வழங்கவேண்டும். இது ஒட்டுமொத்த விவசாயிகளின் பொதுவான கோரிக்கையாக இருக்கிறது. இந்தநிலையில், சட்டசபையில் முதல்–அமைச்சர் எடப்பாடி பழனிசாமி, 110–வது விதியின் கீழ் தமிழ்நாட்டில் கிராமப்புறங்களில் வாழும் 35 லட்சம் ஏழை குடும்பங்களும், நகர்ப்புறங்களில் வாழும் 25 லட்சம் ஏழை குடும்பங்களும், ஆகமொத்தம் வறுமைக்கோட்டுக்கு கீழ் வாழும் 60 லட்சம் ஏழை குடும்பங்கள் இந்தஆண்டு தமிழ்நாடு அரசின் சிறப்பு நிதிஉதவியாக தலா ரூ.2 ஆயிரம் நிதிஉதவியை பெறும் திட்டத்தை வெளியிட்டுள்ளார். முதல்–அமைச்சர் எடப்பாடி பழனிசாமி வெளியிட்டுள்ள இந்த அறிவிப்பு, கஜா புயலின் தாக்கத்தாலும், பருவமழை பொய்த்தல் காரணமாக தற்போது நிலவும் வறட்சியினாலும் பாதிக்கப்பட்டுள்ள ஏழை மக்களுக்கு நிச்சயமாக மகிழ்ச்சியை அளிக்கும். ஆக, மத்திய அரசாங்க திட்டத்தின்கீழ் ரூ.2 ஆயிரமும், மாநில அரசு திட்டத்தின் கீழ் ரூ.2 ஆயிரமும் வறுமைக்கோட்டுக்கு கீழே உள்ளவர்களுக்கு கிடைக்கப்போகிறது என்பது நிச்சயமாக நல்ல செய்திதான்.

Chennai: The Madras University has landed in a bizarre crisis. The Income-Tax department has slapped a notice on the cash-strapped varsity demanding tax payment of Rs 68 lakh while labelling it as a ‘private’ university after finding that it has generated more revenue than the grants/aid it got from the Tamil Nadu Government.

It has been a catch-22 situation for the 161-year-old state institution, hailed as the “Mother of all universities” in the southern peninsula, as the government has chopped drastically its grants towards staff salaries, citing violations of norms in the recruitment by earlier administrations. This led to the overall grants/aid from the state government to drop below the revenue it generated through receipt of various fees from students and affiliated institutions.

This has now brought on the I-T bombshell, the notice announcing a whopping Rs 68 lakh tax liability and worse still, the label of ‘private’ university for the world famous teaching and research institution. The I-T department has stated that the Madras University should be treated as a private varsity because the total grant received by it (from the government) was less than 50 per cent of the revenue it generated (from students and affiliated institutions). The university has referred the crisis to taxation and audit experts for help.

“This is a bizarre situation caused by the drastic cut in the grants provided to the university by both the Central and State Governments over the years. The total expenditure jumped to Rs 150 crore after the implementation of the sixth pay commission. The state government must give Rs 56 crore as salary grant, but this was cut down by Rs 20 crore citing violations of previous administrations in appointing the non-teaching staff”, said a university source, adding that the State government has sanctioned only Rs 36 crore to the university.

The university which is in the grip of a financial crisis is currently looking at ways to tide over the situation by increasing affiliation and distance education course fees. It would find this I-T notice a heavy blow on its brittle back, a worried professor said, adding, "This has come as a big shock to us all since all public institutions are exempt from paying income-tax".

Another senior faculty member pointed out that the Annamalai University had appointed faculty members and non-teaching staff "violating all the
rules", yet the state government took it over and gave it a special grant of `250 crore. The government also gave the Anna University a special grant of `100 crore.

“But the Madras University, known as the mother of all universities, is not given any special grant,” said the senior professor, pointing out that if the government made such a special grant for the Madras University, it   would come out of its financial crisis and also wriggle out of the tax notice.

“Our university did not receive even a single paragraph objecting to any of the financial procedures in the local fund audit report in the last two years. The present administration under Vice-Chancellor P.Duraisamy is following all the rules in every aspect. The university must not be punished for past mistakes”, said a senior administrator.

Senior professors contacted by DC urged the State to grant ‘one-time pardon’ for the past violations and thereafter sanction full grant with special financial assistance to the university to assist it out of its current financial crisis.

The school education department has suspended the teachers whoever got arrested during the agitations.

Fearing the transfer and disciplinary actions, most of the teachers returned to work before the strike was officially called off on January 30.


Chennai: In view of upcoming board exams, the school education department on Wednesday has revoked the suspension of over 1,100 teachers who have participated in the recent strike.

Pressing for several demands including to continue with the old pension scheme, the teachers and government employees under the banner of Joint Action Council for Tamil Nadu Teachers Organisations and Government Employees Organisations (Jactto-Geo) resorted to indefinite strike from January 22.

The school education department has suspended the teachers whoever got arrested during the agitations.

Fearing the transfer and disciplinary actions, most of the teachers returned to work before the strike was officially called off on January 30.

However, the suspended teachers could not resume working and the representatives held talks with the government to revoke the suspension.

"Due to the upcoming board exams to classes 10 and 12, the chief educational officers should revoke the suspension of the arrested teachers. They should be allowed to resume work with pending disciplinary action against them," said V.C. Rameswaramurugan in a circular to chief educational officers on Wednesday.

Over 550 teachers from school education directorate were suspended during the strike.

The elementary education directorate has informed the district educational officers that if the teachers post still vacant they should be allowed to resume their work in the same schools.

Earlier, the department has warned that they would not be allowed to work in the same department if they don't return to work by January 28.

The district officials have put 577 teachers from primary and middle schools under suspension for getting arrested during the protests.

NEW DELHI: In violation of the basic principles of democracy, the Union government exceeded its expenditure by Rs 99,610 crore without parliamentary approval in the financial year 2017-18, said Comptroller and Auditor General (CAG) in a report.

“Audit of the Appropriation Accounts revealed failure of the accounting authorities from the highest to lowest levels to enforce accountability, resulting in violation of the principles enunciated above, leading to an excess expenditure of Rs 99,610 crore over Parliamentary authorisation during 2017-18,” said the report.

The report, Financial Audit of the Accounts of Union Government, was tabled during the ongoing Budget Session of Parliament on Tuesday, the last session of Lok Sabha before the general elections in April-May.

“Such excess expenditure over grants approved by Parliament are in violation of the will of the Parliament and the basic principle of democracy that not a rupee can be spent without the approval of the Parliament, and therefore, must be viewed seriously,” the report further observed.

The CAG also observed that during 2017-18, the entire cash supplementary remained unutilised in 18 cases across 15 grants. In 11 such cases involving cash supplementary of Rs 11,017 crore, actual expenditure was even less than the original provisions.

The report also highlighted that contrary to the procedure, Rs 94,036 crore collected under secondary and higher education cess was retained in the Consolidated Fund of India, instead of in the fund that has been created for this purpose.

The Ministry of Finance spent Rs 1,157 crore on various heads during FY 2017-18 without obtaining prior approval of the Parliament, the CAG report said. Excess expenditure aggregating Rs 1,156.80 crore was incurred during FY 2017-18 without obtaining prior approval of the Parliament, it said.

The Public Accounts Committee (PAC) too, in its 83rd report, had taken a serious view on the cases of augmentation of provisions of the object heads ‘grants-in-aid’ and ‘subsidies’.

The PAC noted that these serious lapses are a pointer towards faulty budget estimations and deficient observances of financial rules by the ministries/departments concerned.
