New Delhi: Her love knew no boundaries. She was even willing to sell one of her kidneys so that she could marry her man.

The 21-year-old woman, a resident of Bihar who had been divorced once, came all the way to Delhi to sell her kidney to pay the Rs 1.8 lakh to her boyfriend had demanded to marry her.

When she reached a hospital in the national capital, the doctors called the 181-Women Helpline Number and informed the police, suspecting her to be involved with a racket dealing in illegal kidney trade.

A DCW team reached the hospital and heard her ordeal. She told the team that she used to live with her parents in Bihar after her divorce. There she befriended a neighbour.

But as her parents were against their marriage, she left their home and went to Moradabad in Uttar Pradesh in the hope that the man, who worked in the district, would marry her.

He would, he said, if she paid him. That was when she came to Delhi and decided to sell one of her kidneys at a government hospital.

A commission member counselled her and suggested she file a complaint with the police against the man.

The woman refused to do so and went back to Bihar with her parents.

The DCW has forwarded the details of her case to the Bihar Women Commission with a request to assist her in taking criminal action against the man.

Chennai: A 27-year-old engineering graduate jumped to death from the food court on the third floor of the Forum Vijaya mall in Vadapalani on Tuesday afternoon, leaving Deepavali shoppers in jitters. He was talking with a woman friend and on a whim leapt from a height of about 40 feet, police said.

The deceased was identified as T. Yuvaraj (27), a native of Vellore. He had been staying at his relative’s house in Saligramam for the past two years and working as a tutor in institutes.

On Tuesday, around 11 am, Yuvaraj had met a woman friend, a native of Dindigul who works at an IT company in Coimbatore, at the mall. She had come to the city with her parents, police disclosed.

Police investigations revealed that the two of them were having lunch at the food court around 2.45 pm when Yuvaraj ran from their table and jumped. Police said that Yuvaraj fell head-on into the ground floor and sustained grievous head injuries. Mall staff and shoppers rushed to the man’s aid and moved him to a private hospital near the mall. However, Yuvaraj succumbed to his injuries.

Adi Dravidar welfare directorate buys steam boilers for twice the market rate

CHENNAI: Why buy kitchen equipment for almost double the market price? The answer is perhaps best known to the Adi Dravidar welfare directorate, which apparently procured steam boilers for government hostels for ‘hygienic’ cooking for around RS 5 lakh a piece when the product with the same specifications was available in the market for half the cost.Government documents accessed by Express show that the directorate had been purchasing steam boilers, which help cooking nutritiously better food, since 2013 at a rate ranging between RS 4.6 lakh and RS 5 lakh. But their market price is just RS 2.5 lakh.

When Express posed as a buyer and sought quotations for steam boilers with the same specification with some well-known companies in the segment, the maximum price was RS 2.5 lakh with some quoting an even lower rate, GST included. A back-of-the-envelope calculation suggests the government could have saved as much as RS 10.60 crore had it taken the trouble of checking out the prevailing market rates.

For his part, Director of Adi Dravidar Welfare S Siva Shanmugaraja said all purchases were made after strictly following the Tender Transperancy Act. The purchases were made based on the lowest amount quoted by eligible companies during the tenders, he said. But there were no clear answers as to how the tender process resulted in government buying the product for double the market price. 

According to an employee of a leading firm in Coimbatore, “After an 18 per cent GST, the 250 kg-capacity steam boiler would cost around RS 2.35 lakh plus a maximum of RS 30,000 for installation.” 

Since 2013, the directorate had purchased 330 boilers. A few district administrations also locally issued tenders and purchased 200 boilers for the hostels

Wage disparity fuels resentment among Tamil Nadu government employees

COIMBATORE: Implementing the recommendations of pay commissions has always been a tightrope walk for State governments. On one hand, governments have to ensure that the revision does not fall foul of public perception, while on the other, the pay hike needs to have a palliative effect on civil servants. The recent protests that ended with the State government giving its nod for implementing the Seventh Pay Commission (SPC) recommendations failed to cut ice with government employees, who claim that their main demand for parity with Central government staff has gone largely unresolved.

A case in point is the disparity in salary hike. While the compensation of the Central government employees was raised by 24.95 per cent, their State counterparts received a 20 per cent hike, giving wider currency to the seething discontent. PK Elamaran, State president of Tamil Nadu Teachers Association, finds fault with the Sixth Pay Commission recommendations for the disparity. “We used to get pay equal to Central government employees till the Sixth Pay Commission recommendations were implemented. There were quite a few anomalies in the recommendations, leading to disparity.”

Though the State took the initiative of setting right the anomalies by forming a one-man commission under the then industries secretary Rajiv Ranjan, the 80-odd orders passed by the government on the panel’s recommendation bad been insufficient to bridge the gap, he pointed out.One of the victims of the Sixth Pay Commission recommedations were secondary grade teachers. A Mayavan, State co-ordinator of JACTTO-GEO, says that while the State government sanctioned RS 2,800 as grade pay for secondary grade teachers, it was `4,200 for the Central government teachers. “We were counting on the anomaly to be rectified with the Seventh PC. However, the gap only widened,” Mayavan says. 

While the quantum of work undertaken by State and Central government employees has remained more or less the same, the gap in pay has been increasing, says S Kumar, Coimbatore district secretary of JACTO-GEO. “While the minimum wage of a government employee in the State has been raised to `15,700 from `6,100, it pales in comparison to the `21,000 set by the Central government.” 

The government claims that the new wage structure is 2.57 times the existing salary. However, in reality, it is just 2.57 times of the basic pay and not the entire package, said JACTTO-GEO members, explaining the maths behind the wordplay. Questioning the rationale behind the MLAs hiking their own salaries while pushing the government employees to streets for their rights, K Kanagaraj, State committee member of the CPM, pointed out the disparity in take-home salary existing among State government employees as well. “While those in the higher echelons of power draw salary in lakhs, those in the lower strata got only a few thousands,” he added. JACTTO-GEO members now hope that their grievances would be redressed when the Madras High Court takes up their case on October 23.

Another issue that has got the employees’ goat is the spike in liquor price. Coming close on the heels of government nod to SPC recommendations, the hike in liquor price to cushion the additional burden on State coffers is embarassing, say a cross-section of the members. R Mutharasan, State secretary of CPI, said that increasing liquor price was one of the many attempts to shore up government’s revenue.

Now, doctors to get patients’ test results online

THIRUVANANTHAPURAM: Granting the long- pending demand of the patients seeking treatment at the Thiruvananthapuram Medical College a new system to provide all medical reports online to the doctors was launched here. HDS Lab, X-ray, CT and MRI scan results will be made available on the computer of the doctors in the wards real time.

Simultaneously a message will be sent to the mobile phones of the bystanders.  As it is in the initial stages of implementation, once the message alert is received, the same has to be intimated to the doctor. The results can be accessed by using the bill number or name of the patient.

The facility will help the doctors avoid loss of time and start treating the patient without delay. Moreover, as part of the green protocol, films could be avoided. On a daily basis 2,500 patients approach the Central lab and 1,500 people at the HDS lab for blood tests.  While 600 people conduct X-ray tests, 200  undergo CT Scanning and 40 undergo MRI scanning. As these facilities are at various places, the bystanders have to go in search of these reports leaving the patient alone. 

The new facility has been put in place in view of the widespread complaints from the bystanders. The facility is already available in the casualty wing. Earlier, there had been a facility to bring the results to the lab using around 40 lab technician trainees.

The High-tech facility was introduced following the joint efforts of Medical Superintendent  Dr M S Sharmmad and Deputy Superintendent Santhosh Kumar. New software was installed and networking was done in the medical college. Now, a new app is being developed to bring the results in the phone of the respective doctors. More labs will be linked with the network to reduce the stress of the bystanders.

சென்னை குடும்ப நல நீதிமன்றத்தில் இளம்பெண் ஒருவர் மனு தாக்கல் செய்திருந்தார். அதில், 'நான், குமார் என்பவருடன் வழக்குரைஞர் ஒருவரின் அலுவலகத்துக்குச் சென்றிருந்தேன். அங்கு என்னிடம் சில ஆவணங்களில் கையெழுத்து பெறப்பட்டது. பின்னர் வழக்குரைஞர் முன்னிலையில் எனக்கும், குமார் என்பவருக்கும் திருமணம் நடந்ததாகக் கூறி, அதை சார் பதிவாளர் அலுவலகத்தில் பதிவு செய்துள்ளனர். இந்த திருமண பதிவை ரத்து செய்ய வேண்டும்' என அந்த மனுவில் கோரியிருந்தார். இந்த வழக்கை விசாரித்த குடும்ப நல நீதிமன்றம், மனுவைத் தள்ளுபடி செய்தது. இதனை எதிர்த்து அந்தப் பெண், சென்னை உயர்நீதிமன்றத்தில் மேல்முறையீட்டு மனுவைத் தாக்கல் செய்தார்.
இந்த மனு நீதிபதிகள் ஏ.செல்வம், பொன்.கலையரசன் ஆகியோர் அடங்கிய அமர்வு முன் விசாரணைக்கு வந்தது. குமார் தரப்பில் ஆஜரான வழக்குரைஞர், இந்து திருமண சட்டப்படி இரண்டு நபர்கள் முன்பு ஒரு ஆணும், பெண்ணும் சீர்திருத்த முறைப்படி திருமணம் செய்து கொண்டால் அது செல்லுபடியாகும். அந்த இரண்டு நபர்கள் உறவினர்கள், நண்பர்கள் வேறு சிலராகவும் இருக்கலாம் என்று சட்டம் கூறுகிறது. எனவே, மனுதாரரின் கோரிக்கையை நிராகரிக்க வேண்டும் என வாதிட்டார்.
இதனைத் தொடர்ந்து நீதிபதிகள் பிறப்பித்த உத்தரவில், இந்த வழக்கில் கீழமை நீதிமன்றத்தில் நடந்த குறுக்கு விசாரணையின் போது மனுதாரர் அளித்த பதிலுக்கு நேரெதிரான பதிலை உயர்நீதிமன்றத்தில் தாக்கல் செய்துள்ள மேல்முறையீட்டு மனுவில் கூறியுள்ளதால் இந்த மனு தள்ளுபடி செய்யப்படுகிறது. வழக்குரைஞர் முன் நடைபெறும் திருமணங்கள் செல்லுபடியாகும் என்று கூறி உத்தரவிட்டனர்.

KSOU moves court for UGC recognition

BENGALURU: Following no positive response from the UGC for eight months, the Karnataka State Open University (KSOU) has finally moved the high court, seeking directions to the UGC to grant recognition to the varsity for the academic year 2017-18 with regard to the in-house courses/programmes offered by it directly.During the hearing, the counsel of the UGC submitted that application for the academic year 2018-19 is being considered. “However, with regard to the issue of recognition retrospectively for 2016-17 or and 2017-18, the fixed time schedule has lapsed. Hence the UGC may have difficulty  in processing or granting permission,” he submitted.

In counter, varsity’s counsel submitted that the application for the academic year 2017-18 has been pending since February, 2017, and the delay has been occasioned by the UGC. After hearing the arguments, Justice G Narendar directed the UGC to submit the statement of objections by October 31. In its petition, KSOU contended that there is no dispute that the varsity is offering two- tier system of distance education since 2011.

It is also not in dispute that the UGC has only observed illegalities and irregularities in admission by academic collaborative system of education, and certainly no violations are found in Direct System of Distance Education (in-house admissions). Though no violation was reported in its report, the UGC still did not continue recognition to all the courses and degrees, the petition added.“Whenever some illegalities are found in the system, they are removed by taking appropriate measures. No purpose would be served by closing down the entire system, the varsity pleaded.

RTI exposes university claims over diploma

CHENNAI: An inquiry by the Tamil Nadu State Information Commission (TNSIC) into a second appeal filed after an RTI application to Madurai Kamaraj University (MKU) has revealed that a post-graduate diploma course in environmental sanitation science offered by an affiliated institute has not been recognised by the government as being equivalent to `PG diploma in sanitary inspector'.

The recognition is necessary because the diploma is mandatory for appointment of sanitary inspectors in the government service, the inquiry by TNSIC has revealed.

The fee for the one-year course is `45,000, but due to lack of government approval, students have been forced to move high court, TNSIC noted. It has asked the registrar to examine if the institute offering this course comes under the category of `franchise institution' which has been banned by UGC.

The case came up after the applicant, MP Gopinath, filed RTIs with MKU seeking information relating to Water Sanitation and Hygiene (WASH) institute, Kodaikanal, affiliated to MKU. He had sought details about the recognition accorded to the PG diploma course in Environmental Sanitation Science offered by the institute, which was advertised as being equivalent to `PG diploma in Sanitary Inspector' course offered by Gandhigram Rural University.

The applicant was unhappy with the details provided in the RTI and approached the commission.

The documents provided by the university to TNSIC states that the institute was started in 2010-11, but wrote to the university in November 2012 that `students passing out from the institute were not able to get government jobs in the absence of `Certification of Equivalence.' In 2013, the certificate was issued by the registrar of MKU, TNSIC notes in its order on October 5. However, the board of studies asked the vice-chancellor to address the government.

MKU has sent a letter, while the WASH institute has sent two letters to the municipal administration department pressing for the equivalence certificate in 2014, TNSIC noted in its order.

"It is possible that the students were not aware that the government approval was necessary. They may have been misguided by the equivalence certificate issued by the registrar, which would have only facilitated further admissions. The WASH institute has published on its website an assurance that the course has been certified by the Madurai Kamaraj University," the info commissioner said in the order.

A writ petition has also been filed by the alumni of WASH institute with the Madras high court seeking a declaration that the course is equivalent to the diploma required for the post of sanitary inspectors. It was disposed by the high court, with a direction to the competent authorities to take appropriate steps.

TNSIC has directed MKU to provide copies of all correspondences within the university pertaining to the case to the RTI applicant free of cost.

கோவை மாநகராட்சிப் பகுதியில் மீட்கப்படும் ஆதரவற்ற, மனநலம் குன்றியவர்களுக்கு ஆதரவளித்து வருகிறது ஈரநெஞ்சம் அறக்கட்டளை. மாநகராட்சி உதவியுடன் ஆர்.எஸ்.புரத்தில் நடத்தப்படும் காப்பகத்தில் மீட்கப்பட்ட ஏராளமானோர் பராமரிக்கப்படுகின்றனர். இந்த சேவையின் ஒருபகுதியாக, ஆதரவற்றோரையும் தீபாவளிப் பண்டிகை கொண்டாட வைத்து வருகின்றனர் ஈரநெஞ்சம் அமைப்பினர். 6-வது ஆண்டாக இம்முறை கோவையில் சாலையோரங்களில் தங்கியிருக்கும் ஆதரவற்றோரை தீபாவளிக்கு தயார்படுத்தி அசத்தியுள்ளனர் இந்த அமைப்பினர். கோவை அரசு மருத்துவமனை சுற்றுவட்டாரத்தில் உள்ள ஆதரவற்ற முதியவர்கள் சுமார் 50-க்கும் மேற்பட்டோரை மீட்டு அவர்களுக்கு முடிதிருத்தி, குளிக்க வைத்து, புத்தாடை அணிவித்து சிறப்பித்தனர். அத்துடன் மற்றவர்களைப் போல இவர்களும் தீபாவளியை கொண்டாட வேண்டுமென்ற நோக்கத்தில் அவர்களுக்கு இனிப்புகளையும் வழங்கினர்.

இது குறித்து ஈரநெஞ்சம் அறக்கட்டளை நிர்வாகி பி.மகேந்திரன் கூறும்போது, ‘அனைவரும் ஒன்றுகூடி கொண்டாடும் மகிழ்ச்சியான பண்டிகை. ஆனால் ஆதரவற்றவர்களுக்கு மட்டும் அந்த மகிழ்ச்சி கிடைப்பதில்லை. யாரும் அவர்களைக் கண்டுகொள்வதில்லை. ஆதரவற்றோருக்கு இருக்கும் ஏக்கம் மிகப்பெரியது. ஆனால் நாம் செய்யும் சிறிய உதவி அதை பூர்த்தி செய்துவிடும். அதை மனதில் வைத்துதான் ஆண்டுதோறும் உதவி செய்து வருகிறோம். மற்றவர்களைப் போல தங்களாலும் பண்டிகையன்று புத்தாடை உடுத்தி கொண்டாட முடிகிறது என்ற நம்பிக்கையே அவர்களுக்கு புத்துணர்வை தரும். இதுமட்டுமல்ல, கோவை அரசு மருத்துவமனையில் பிறந்த குழந்தைகள் 100 பேருக்கு புத்தாடை வழங்கியுள்ளோம்’ என்றார்.

ஆதரவற்றோருக்காக மனமுவந்து பணிவிடைகள் செய்த தன்னார்வலர்களை மக்கள் நெகிழ்ச்சியோடு பாராட்டிச் சென்றனர்.

திண்டுக்கல்லில் பலி 41 : திண்டுக்கல் மாவட்ட அளவில் 'டெங்கு' மற்றும் காய்ச்சல் பாதிப்புக்கு 41 பேர் வரை இறந்துள்ளனர். பலநுாறு பேர் தினமும் காய்ச்சல் பாதிப்புக்கு அரசு மருத்துவமனைகளுக்கு வருகின்றனர். மாவட்டம் முழுவதும் பரவலாக காய்ச்சல் இருந்தாலும், கடந்த சில மாதங்களுக்கு முன்பே பழநி, அ.கலையம்புத்துார், தொப்பம்பட்டி, ஆயக்குடி பகுதியில் இதுவரை 23 பேர் இறந்துள்ளனர். தினமும் 200 பேராவது அரசு மருத்துவ மனைக்கு சிகிச்சை பெற வருகின்றனர். திண்டுக்கல் நகரில் டெங்கு காய்ச்சல் பாதிப்புக்கு 7 பேருக்கு மேல் இறந்துள்ளனர். இதேபோல நத்தம், சாணார்பட்டி பகுதியில் 3 பேர், வேடசந்துார் பகுதியில் 4 பேர், அம்மையநாயக்கனுார், வெள்ளோடு பகுதியில் 3 பேர் என மொத்தம் மாவட்ட அளவில் 41 பேர் வரை இறந்துள்ளனர்.சுகாதார துறை துணை இயக்குனர் ஜெகவீரபாண்டியன் கூறுகையில், ''வைரஸ் காய்ச்சல் மட்டுமின்றி வேறு உடல் நலக் குறைவாலும் பலர் இறந்துள்ளனர். இருப்பினும் 
சுகாதார துறை சார்பில் விழிப்புணர்வு, நிலவேம்பு கஷாயம் வழங்குதல், பாதிப்பு பகுதியில் முகாமிட்டு நடவடிக்கை என தீவிரமாக இயங்கி வருகிறோம்'' என்றார். திண்டுக்கல் மாவட்ட அரசு தலைமை மருத்துவமனையில், காய்ச்சல் பாதிப்புக்கு தனி வார்டு ஏற்படுத்தியுள்ளனர்.

தேனியில் எப்படி : தேனி மாவட்டம் தேவதானப்பட்டியைச் சேர்ந்த காவியா 6, ராதாஸ்ரீ ,7, அழகேஸ்வரி,12, சம்பத் குமார்,7, ஆகியோர் காய்ச்சலால் அடுத்தடுத்து பலியாயினர். ஆனால் அவர்களுக்கு 'டெங்கு' பாதிப்பில்லை; பல்வேறு காரணங்களால் இறந்ததாக டாக்டர்கள் 
தெரிவித்தனர். கடந்த வாரம் போடியை சேர்ந்த 8 மாத கர்ப்பிணி ராஜேஸ்வரி,29, 'டெங்கு'வால் இறந்தார். அதனை தேனி அரசு மருத்துவக்கல்லுாரி மருத்துவமனை நிர்வாகம் ஒப்புக் கொண்டது. தனியார் மருத்துவமனையில் 'டெங்கு'வால் பலர் அனுமதிக்கப்பட்டுள்ளனர்.
தேனி அரசு மருத்துவக்கல்லுாரி மருத்துவமனை முதல்வர் திருநாவுக்கரசு கூறியதாவது: இங்கு 'டெங்கு' சிறப்பு வார்டு ஏற்கனவே துவங்கப்பட்டுள்ளது. சிறப்பு ரத்த வங்கி ஏற்படுத்தப்பட்டுள்ளது. 'டெங்கு'வை உறுதிப்படுத்த எலிசா ரீடர் மற்றும் தொடர் பரிசோதனைகள் நடத்தப்பட்டு வருகிறது.கடந்த மாதம் காய்ச்சலால் பாதிக்கப்பட்ட 250 குழந்தைகள் உள்ளிட்ட 550 பேருக்கு சிகிச்சை அளிக்கப்பட்டது. 'டெங்கு' சிறப்பு வார்டில் தற்போது 60 பேர் சிகிச்சை பெற்றுவருகின்றனர். அதில் 2 பேருக்கு மட்டுமே பாசிட்டிவ் உள்ளது,''என்றார்.

ராமநாதபுரத்தில் பலி 5 : ராமநாதபுரம் மாவட்டத்தில் டெங்குவால் இதுவரை ஐந்து பேர் பலியாகி உள்ளனர். ஆனால், டெங்கு பாதித்து ஒருவர் மட்டுமே இறந்ததாக மாவட்ட நிர்வாகம் 
தெரிவித்துள்ளது.தனியார் மருத்துவமனையில் காய்ச்சல் பாதித்து இறந்தவர்களை இந்த பட்டியலில் சேர்க்க அதிகாரிகள் மறுக்கின்றனர்.ராமநாதபுரம், பரமக்குடி அரசு தலைமை மருத்துவமனைகளில் 24 மணி நேர காய்ச்சல் சிறப்பு வார்டுகளில் 38 பேர் டெங்கு காய்ச்சலுக்கும், 180 பேர் வைரஸ் காய்ச்சலுக்கும் சிகிச்சை பெறுவதாக, கலெக்டர் நடராஜன் தெரிவித்தார்.
மாவட்டத்தில் 663 டாக்டர்கள், சுகாதார பணியாளர்கள் டெங்கு தடுப்பு நடவடிக்கையில் உள்ளனர். உள்ளாட்சி துாய்மைக்காவலர்கள் 1834 பேர், உள்ளாட்சி சுகாதார பணியாளர்கள் 1,667 பேர் வீடு வீடாக சோதனை செய்கின்றனர். 30 படுக்கைகள் கொண்ட 11 ஆரம்ப சுகாதார நிலையங்களில் 24 மணி நேர காய்ச்சல் சிகிச்சை பிரிவு துவக்கப்பட்டுள்ளது.

சிவகங்கையில் பலி 9 : சிவகங்கை மாவட்டம் முழுவதும் டெங்கு காய்ச்சலுக்கு இதுவரை கல்லுாரி மாணவி, சிறுவர்கள் உட்பட 9 பேர் பலியாகியுள்ளனர். மாவட்டத்தில் காரைக்குடி, இளையான்குடி மானாமதுரை பகுதிகளில் இருந்து தினமும் 100 முதல் 130 பேர் வரை காய்ச்சலால் பாதிக்கப்பட்டு, சிவகங்கை அரசு மருத்துவமனைக்கு சிகிச்சைக்கு வருகின்றனர். 
கடந்த அக்., 1 முதல் 15 தேதி வரை 1500 க்கும் அதிகமானவர்கள் காய்ச்சலுக்காக புறநோயாளிகள் பிரிவிலும், அவசர சிகிச்சைப்பிரிவிலும் சிகிச்சை பெற்றுள்ளனர்.டெங்கு பாதிப்பில் தமிழகத்தில் சிவகங்கை மாவட்டம் 27 வது இடத்தில் இருப்பதாக சுகாதாரத்துறை அதிகாரிகள் தெரிவித்துள்ளனர். டெங்கு காய்ச்சல் தடுப்பு பணிகள் குறித்த தகவல்கள், சுத்தம் செய்யப்பட வேண்டிய இடங்கள், அசுத்தமான குடிநீர் வினியோகம் குறித்த புகார்களை தெரிவிக்க கலெக்டர் அலுவலகத்தில் 24 மணி நேரமும் இயங்கும் இலவச தொலைபேசி கட்டுப்பாட்டு அறை எண் 1077 யை தொடர்பு கொண்டு புகார் தெரிவிக்கலாம் என கலெக்டர் லதா அறிவித்துள்ளார்.

வேகமில்லாத டாக்டர்கள் : செல்லுார் மற்றும் நரிமேடு பகுதியில் கொசுக்கள் அதிகம். கொசுக்கடியால் தீவிர காய்ச்சல் வந்து தட்டணுக்கள் அளவு 8 ஆயிரமாக குறைந்தது. அரசு 
மருத்துவமனையில் மருந்து, மாத்திரைகள் தருகின்றனர். டாக்டர்கள் வேகமாகவும், முறையாகவும் சிகிச்சை அளிப்பதில்லை. டெங்கு சிறப்பு வார்டு சுத்தமாக உள்ளது. ஆனால், கழிப்பிடம் துர்நாற்றம் வீசுகிறது.

ஆறுதல் தரும் விருதுநகர் : விருதுநகர் மாவட்டத்தில் ராஜபாளையம் சிவகாசி, விருதுநகர் உள்ளிட்ட பகுதிகளில் 2014ல் டெங்கு காய்ச்சல் பரவியது. இதில் 32பேர் பரிதாபமாக உயிரிழந்தனர். தற்போது மற்ற மாவட்டங்களுடன் ஒப்பிடுகையில் இங்கு டெங்கு பாதிப்பு குறைவு தான் என்றாலும் ஏடிஸ் கொசுக்களின் உற்பத்தி ஜோராக உள்ளது. 
இந்தாண்டு காய்ச்சலால் ஆகஸ்டில் 560, செப்டம்பரில் 750 பேர் சிகிச்சை பெற்றாலும் கடந்த இரு மாதங்களில் 19 பேருக்கு டெங்குக்கான அறிகுறிகள் கண்டுபிடிக்கப்பட்டது. அவர்களும் தீவிர சிகிச்சைக்கு பின் முழுமையான குணமாகினர். டெங்குவால் பாதிக்கப்பட்டவர்களுக்கும் முறையான சிகிச்சை உள்ளதால் இதுவரை இறப்புகள் இல்லை. ராஜபாளையம் டெங்கு பாதிப்புக்கு பின் டெங்கு உட்பட மற்ற காய்ச்சலை கண்டுபிடிக்க தேவையான 
மருத்துவ உபகரணங்கள் மருத்துவமனைகளில் தயார் நிலையில் உள்ளன.ரத்தத் தட்டணு எண்ணிக்கை கண்டறியும் 23 புதிய செல் கவுண்டர் கருவிகள் மருத்துவமனைகள், ஆரம்ப சுகாதார நிலையங்களுக்கு வழங்கப்பட்டுள்ளது. இக்கருவியின் மூலம் காய்ச்சல் கண்ட நோயாளிகளுக்கு முப்பது விநாடிக்குள் ரத்த அணுக்களின் அளவை அறிந்து உடனடியாக உரிய சிகிச்சை அளிப்பதற்கான வசதிகள் உருவாக்கப்பட்டுள்ளது.

தனியார் மருத்துவமனைகளுக்கு தடை : காய்ச்சல் நோயாளிகளுக்கு 'டெங்கு' பாதிப்புள்ளதா என கண்டறிய 'கார்டு டெஸ்ட்', 'எலிசா டெஸ்ட்' என இருவகை பரிசோதனைகள் நடத்தப்படுகின்றன. இதில் ஆரம்ப கட்ட பரிசோதனையான 'கார்டு டெஸ்ட்'டில் ரத்தத்தில் உயிரணுக்குள் குறிப்பிட்ட அளவை விடகுறைவாக இருந்தால் 'டெங்கு' அறிகுறி என தனியார் மருத்துவ மனைகள் தெரிவிக்கின்றன. இதற்கு தமிழக அரசு தடை விதித்துள்ளது.
'கார்டு டெஸ்ட்' முடிவின்படி சிகிச்சை அளித்தும் காய்ச்சல் குணமடையாவிட்டால், 5 நாட்களுக்கு பிறகு எடுக்கப்படும் 'எலிசா டெஸ்ட்' முடிவை வைத்து தான் 'டெங்கு' என உறுதிப்படுத்த வேண்டும் என தமிழக அரசு அனைத்து அரசு மற்றும் தனியார் மருத்துவ
மனைகளுக்கு உத்தரவிடப்பட்டுள்ளது. ஆனால், அரசு மருத்துவமனைகளில் 'கார்டு டெஸ்ட்'க்கு பிறகு 3 அல்லது 4 நாட்கள் சிகிச்சை பெற்று, ஓரளவிற்கு குணமடைந்ததும், 'எலிசா டெஸ்ட்' எடுக்காமல் பலர் யாரிடமும் சொல்லாமல் மருத்துவமனைகளில் இருந்து சென்று

டெங்கு அறிகுறி என்ன : டாக்டர் சங்குமணி அரசு மருத்துவமனை மதுரை:
காய்ச்சல் வந்த 3 நாட்களுக்கு பின் டெங்கு இருப்பதற்கான அறிகுறி ரத்த பரிசோதனையில் தெரியவரும். காய்ச்சல் 10 நாட்கள் நீடிக்கும். குளிர் காய்ச்சலோடு உடல், தலை, கழுத்து, கண்ணின் உள்பகுதி மற்றும் மூட்டுகளில் வலி ஏற்படும். வாந்தி, வயிற்றுப்போக்கு தொடர்ந்து நிலவும். ரத்தத்தில் தட்டணுக்கள் அளவு குறைந்தால் உடலில் பொட்டு வைத்தார் போல் 
சிவப்பு நிற புள்ளி போன்று ஏற்படும். மூக்கு, பல் ஈறுகளில் ரத்த கசிவு ஏற்படும். 
வயிற்றில் ரத்தகசிவு இருந்தால் கருப்பு நிறத்தில் மலம் வெளியேறும். இதுவே டெங்கு முற்றியதற்கான அறிகுறிகளாகும். இதற்கு பின் மூச்சு முட்டல், இருதயம் வலித்தால் டெங்கு 
தீவிர மடைந்துவிடும். காய்ச்சல் தென்பட்டவுடன் டாக்டர்களிடம் சிகிச்சை பெறவேண்டும்.

சிவகங்கை: சிவகங்கை அருகே ஒக்கூரில் குடிநீருக்கு தட்டுப்பாடு நிலவுவதால் ஒரு குடம் 10 ரூபாய்க்கு வாங்கி பயன்படுத்துகின்றனர். ஒக்கூரில் 4 ஆயிரத்திற்கும் மேற்பட்டோர் வசிக்கின்றனர். அவர்களுக்கு மேல்நிலை நீர்த்தேக்க தொட்டி மூலம் குடிநீர் வினியோகம் செய்யப்பட்டு வருகிறது. இதற்காக 6 'போர்வெல்' அமைக்கப்பட்டுள்ளன. மேலும் தண்ணீர் உவர்ப்பாக இருப்பதால் குடிக்க, சமைக்க முடியாது. மற்ற உபயோகத்திற்கு மட்டுமே பயன்படுத்தி வருகின்றனர்.
'போர்வெல்களை' முறையாக பராமரிக்காததால் தண்ணீர் தட்டுப்பாடு ஏற்பட்டது. இதனால் சில தெருக்களில் பல மாதங்களாக தண்ணீர் வினியோகம் இல்லை. மேலும் அக்கிராமத்தில் ஐ.ஜி.எப்.எப்., திட்டத்தில் 2015-16 ல் 7 லட்சம் ரூபாயில் சுத்திகரிக்கப்பட்ட குடிநீர் நிலையம் அமைக்கப்பட்டு, தண்ணீர் வழங்கப்பட்டு வந்தது. ஆரம்பக் கட்டத்தில் சுத்திகரிக்கப்பட்ட குடிநீர் குடம் 2 ரூபாய் வீதம், ஒரு குடும்பத்திற்கு 2 குடங்கள் வழங்கப்பட்டன. காலப்போக்கில் 2 நாட்களுக்கு ஒருமுறை ஒரு குடம் மட்டுமே வழங்கப்பட்டது. பெண்கள் பல மணி நேரம் காத்திருந்து தண்ணீர் பிடித்து சென்றனர். முறையாக பராமரிக்காததால் மூன்று மாதங்களுக்கு முன் சுத்திகரிப்பு இயந்திரம் பழுதடைந்தது. இதனால் தனியாரிடம் ஒரு குடம் 10 ரூபாய்க்கு வாங்கி பயன்படுத்தி வருகின்றனர். 

கிராமமக்கள் கூறியதாவது: ஊராட்சி நிர்வாகத்திடம் முறையிட்டும் சுத்திகரிப்பு இயந்திரத்தை பழுதுபார்க்கவில்லை. மேலும் உவர்ப்பு நீரும் சரியாக வருவதில்லை. இதனால் தண்ணீருக்கே மாதந்தோறும் ஆயிரம் ரூபாய் வரை செலவழிக்க வேண்டியுள்ளது. குடிநீர் பிரச்னையை தீர்க்க அதிகாரிகள் நடவடிக்கை எடுக்க வேண்டும், என்றனர்.

நாகர்கோவில்: விரைவில் வெளியாக உள்ள புதிய ரயில்வே கால அட்டவணையில் அனந்தபுரி ரயிலை சூப்பர் பாஸ்ட் ரயிலாக அறிவிக்க வேண்டும் என்றும் தென்மாவட்ட பயணிகள் விரும்புகின்றனர்.

திருவனந்தபுரம்-- சென்னை அனந்தபுரி ரயில் 2002-ம் ஆண்டு பட்ஜெட்டில் வாரத்துக்கு ஆறு நாள் ரயிலாக அறிவித்து இயக்கப்பட்டது. 2005 ரயில் பட்ஜெட்டில் தினசரி ரயிலாக மாற்றி இன்று வரை தினசரி ரயிலாக இயக்கப்பட்டு வருகிறது. இந்த ரயில் 12 லட்சம் மக்கள் தொகை கொண்ட கல்குளம் மற்றும் விளவன்கோடு தாலுகா மக்கள் நேரடியாக சென்னை செல்ல பயன்படுகிறது. தென் மாவட்ட மக்களுக்கும் இந்த ரயில் பயன்படுகிறது. குமரி மாவட்டத்திலிருந்து சென்னைக்கு இரண்டு இரவு நேர தினசரி ரயில்கள் மட்டுமே உள்ளன. கன்னியாகுமரி எக்ஸ்பிரஸ் ரயிலில் முன்பதிவு இருக்கைகள் கிடைப்பது சிரமம். இதனால் மாவட்டத்தில் உள்ள பெருவாரியான பயணிகள் அடுத்த தேர்வாக அனந்தபுரி எக்ஸ்பிரஸ் ரயிலையே நம்பி உள்ளனர். 
இந்த ரயில் மட்டுமே குமரி மாவட்டத்தில் அனைத்து முக்கிய ரயில் நிலையங்களை சென்னையுடன் இணைக்கிறது. தினசரி ரயிலாக மாற்றப்பட்ட பின், எத்தனையோ ரயில் கால அட்டவணைகள் வெளியிடப்பட்டும் இந்த ரயிலில் மட்டும் எந்த மாற்றமும் ஏற்படவில்லை. 
நாகர்கோவில்- சென்னை , சென்னை- நாகர்கோவில் இடையே இந்த ரயில் குறைந்த பட்சம் ஒரு மணி நேரம் தாமதமாகவே வருகிறது. இதனால் இதில் பயணம் செய்பவவர்களக்கு அரை நாள் அல்லது ஒரு நாள் விரயமாகிறது.
இந்த ரயிலை சூப்பர் பாஸ்ட் ரயிலாக மாற்ற வேண்டும் என்று குமரி மாவட்ட பயணிகள் கோரிக்கை விடுத்து வரும் நிலையில், கொல்லம் வரை நீட்டிக்க திருவனந்தபுரம் கோட்ட அதிகாரிகள் முயற்சித்து வருகின்றனர். 
இதன் மூலம் குமரி மாவட்டததுக்கான ஒதுக்கீடு குறையும் நிலை ஏற்பட்டடுள்ளது. இதை கைவிட்டு அனந்தபுரி ரயிலை சூப்பர் பாஸ்ட் ரயிலாக மாற்ற வேண்டும் என்று குமரி மாவட்டம் உள்ளிட்ட தென் மாவட்ட மக்கள் விரும்புகின்றனர்.

திருப்பதி ரயில் நிலையத்திற்கு தினமும் 30 - 40 ஆயிரம் பக்தர்கள் வருகின்றனர். விசேஷ நாட்களில் இந்த எண்ணிக்கை, 60 - 70 ஆயிரம் ஆக உயரும்.திருப்பதி ரயில் நிலையத்தில் இருந்து வெளியே வர, 4 பாதைகள் உள்ளன.

ரயில் நிலைய முன்பதிவு அலுவலகம் எதிரே மற்றும் விஷ்ணு நிவாசத்திற்கு செல்லும் மேம்பாலம் அருகே, ஆந்திர மாநில சாலை போக்குவரத்து கழகம் டிக்கெட் முன்பதிவு மையங்கள் உள்ளன.ஆனால், ரயில் நிலைய

தலைமை நுழைவு வாயில் அருகே, ஆந்திர மாநில சாலை போக்குவரத்து கழக, ஆர்.டி.சி., டிக்கெட் முன்பதிவு மையம் இல்லை.இதனால், இவ் வழியாக வெளியே வரும் பக்தர்கள் திருமலை, திருச்சானுார், சீனிவாசமங்காபுரம் உள்ளிட்ட இடங்களுக்கு செல்ல தனியார்வாகனங்களை நாட வேண்டிய நிலைக்கு தள்ளப்பட்டுள்ளனர்.

தனியார் வாகன ஓட்டிகள், ரயில் நிலைய வாயில் களில் நின்று கொண்டு பயணிகளை ஏமாற்றி, அதிக கட்டணத்தில் தங்கள் வாகனங்களில் ஏற்றி செல்கின்றனர்.இதை தடுக்க, ரயில் நிலையம் எதிரே, ஆர்.டி.சி., டிக்கெட் முன்பதிவு மையம் ஏற்படுத்த ரயில்வே நிர்வாகம் கடந்த, ஆறு மாதங்களுக்கு முன் இடம் ஒதுக்கியது. ஆயினும், ஆர்.டி.சி., அதிகாரிகள் மற்றும் ரயில் நிலைய அதிகாரிகள் இடையே சரியான ஒத்துழைப்பு இல்லாத காரணத்தால், இப்பகுதியில் இதுவரை முன்பதிவு மையம் ஏற்படுத்தப்படவில்லை.

இதனால் கடந்த, 3 மாதங்களுக்கு முன் தினமும், 60 - 70 சர்வீஸ்களை இயக்கி வந்த, ஆர்.டி.சி., தற்போது, 10 முதல், 15 சர்வீஸ்களை மட்டுமே இயக்குகிறது. ஆர்.டி.சி.,க்கு அதிக வருமானம் ஈட்டி தருவது,

திருமலைக்கு செல்லும் சர்வீஸ்கள் மட்டுமே. இந்நிலையில், அதிகாரிகளின் அலட்சியத்தால் பக்தர்கள் குறைந்த துாரம் உள்ள இடத்திற்கு செல்லவும், தனியார் வாகனங்களில் அதிக கட்டணம் செலுத்த வேண்டிய நிலையில் உள்ளனர்.

அதனால், ஆர்.டி.சி., ரயில்வே அதிகாரிகளின் அலட்சிய போக்கு பக்தர்களுக்கு திண்டாட்ட மாக மாறி உள்ளது. எனவே, உடனடி யாக சம்மந்தப்பட்ட அதிகாரிகள் விரைந்து இதற்கு நடவடிக்கை எடுக்க வேண்டும் என, பக்தர்கள் வேண்டுகோள் விடுத்துள்ளனர்.

Chennai: The District Consumer Dispute Redressal Forum, Chennai (South) directed a private engineering college to refund Rs 1.65 lakh to a girl student, who discontinued the MCA course three days after admission in 2015.

In the petition, G.K.V. Sankar Narayanan of Nemili near Vellore submitted that his daughter was admitted in MCA course under the lateral entry in SSN College of Engineering, Kalavakkam, Chennai. He paid Rs 36,000 towards tuition fees and Rs 1.54 lakh for facilities including transport, books, identity card and digital library fees on August 3, 2015.

She joined the college hostel on August 10, 2015 and left the institution in three days. She vacated the hostel after she developed home-sickness. Immediately, he approached the institution to return her certificates. After returning the certificates, the staff also assured him that the fees would be refunded. As they failed to respond, he sent notice to the institution on November 7, 2015, seeking a refund of Rs 1.90 lakh paid by him.

In the petition he sought direction to the principal and President, SSN Trust, Mylapore to pay a compensation of Rs 1.25 lakh for causing them mental agony.
In its reply, the college management stated that the educational institution was not providing any kind of service. And, education was not a commodity.

Therefore, only when institution refuses to impart education to the student it would be termed as deficiency of service. The girl student left the course for her personal reasons and hence the institution had not committed any deficiency in service. The petition is liable to be dismissed, the management said.

The bench comprising President B. Ramalingam, members K. Amala and
T. Paul Rajasekaran directed the management to refund Rs 1.65 lakh to the petitioner.

Tamil Nadu transport department earns Rs 8 crore for special bus services

Chennai: The transport department of Tamil Nadu has nearly collected a whopping 8 crore in the first week of special bus ticket reservations.

“From October 13-17, a total of 1,42,880 tickets have been booked, of which 81,730 are from Chennai, collecting a total of Rs 4.80 crore. As many as 81,363 return tickets have been booked throughout the State and 77,607 to Chennai, raking up the moolah to Rs 2.73 crore (totally Rs 7.53 crore),” according to the official press statement.

Also, the transport minister, M.R. Vijayabhaskar on Monday inspected the operations of the department.

This Deepavali season, the Tamil Nadu transport department operated a total of 4,820 special buses that departures from 5 temporary bus terminals including Anna Nagar West, Tambaram new bus terminus (MEPZ), Poonamallee, CMBT and Saidapet Court terminus.

Hyderabad: A city-based passenger travelling aboard a Jet Airways flight had a bitter experience when he found an insect in the food that he was served.

Krishna Mohan Nyayapati, who was travelling from Hyderabad to Mumbai by Jet Airways Flight 9W 7081/S2 4460 on Monday, ordered a meal and was horrified to find an insect in his biryani.

“It is with great anguish and pain that I bring to your notice the horrible standards of hygiene that the staff of Jet Airways maintain while serving passengers. During the course of my lunch, I was shocked to find a dead fly in the biryani served to me. I am not sure how an airline which boasts of international standards can be so careless and maintain such unhygienic conditions while serving passengers food,” Mr Nyayapati said.

He said that he had lodged a complaint with in-flight attendant Rylan John. “I was surprised that there was no formal format or book for the filing of a complaint. The attendant just noted down my complaint on a piece of paper. Upon reaching Mumbai, I immediately sent Jet Airways a formal complaint by email. So far I have not received any reply apart from an acknowledgement from them,” he said.

The staff of Jet Airways in Hyderabad refused to comment on the issue.

Andhra Pradesh govt’s financial position goes from bad to worse

In the next six months’ period, the AP government will be left with a balance of only Rs 6,000 crore to meet its funds requirements.



HYDERABAD: AP government’s financial position has gone from bad to worse. The state government has taken more than Rs 14,000 crore as hand loans (ways and means advance) in the second quarter in the current financial year.

Generally, state governments take ways and means advances in the last quarter of a financial year, but the AP government has taken an advance in the second quarter itself.

The state government has taken advances almost equal to market borrowings — Rs 16,000 crore against the Central Government’s approval of Rs 23,000 crore for the present financial year. The government is struggling to mobilise revenues to meet the state’s requirements, with expenditures over shooting the annual Budget by leaps and bounds. To meet the fund requirement, the state government is going for ways and means advances along with market borrowings.

For the current financial year, the Central Government has allowed the state government to contain market borrowings to the extent of Rs 22,132 crore against the state government’s estimates of Rs 26,820 crore in the Budget. By the end of second quarter itself the state government had borrowed Rs 16,000 crore. In the next six months’ period, the AP government will be left with a balance of only Rs 6,000 crore to meet its funds requirements.

DVAC books case against Corporation official

Money and gold coins seized from the office of Assistant Commissioner (Accounts)

The Directorate of Vigilance and Anti Corruption (DVAC) has registered a case against Assistant Commissioner (Accounts) of Tiruchi City Corporation following seizure of unaccounted money and gold coins from his office here on Monday.

The investigating agency has also booked a case under the Prevention of Corruption Act against four other staff serving in the office of the Assistant Commissioner (Accounts).

The action against Assistant Commissioner Prabhu Kumar Joseph followed a surprise check conducted by a DVAC team along with District Inspection Cell in his office here on Monday evening. The checks which lasted over six hours was carried out based on information that bribe was allegedly being demanded and obtained for disbursement of cheques to contractors for having carried out various works.

During the course of the checks, the DVAC team seized Rs. 1.36 lakh unaccounted cash and 32 gold coins totally weighing 42 grams from the Assistant Commissioner’s office situated within the Tiruchi Corporation main office.

DVAC sources said the case booked against Assistant Commissioner Prabhu Kumar Joseph and the other four staff was under section 102 of the Criminal Procedure Code and under sections 13 (ii) read with 13 (i) (d) of the Prevention of Corruption Act. The sources, however, said no arrest was made.
