Government told not to use playgrounds in educational institutions for other purposes

CHENNAI: The Madras High Court has directed the State government not to use playgrounds in schools, colleges and universities for any purpose other than education. The academic atmosphere has to be maintained and should not be vitiated, Justice N Kirubakaran said.

The judge, however, permitted the government to hold an exhibition on the grounds of Chikkanna Government Arts College in Tirupur, as the petitioner has moved the High Court at the eleventh hour, leaving no time for the organisers to shift the venue.

The judge was disposing of a writ petition filed on December 1 by Kathirvel seeking to restrain the authorities from conducting an exhibition for 45 days in the open space, earmarked for playground in the college, to propagate the achievements and schemes of the government.

Advocate-General Vijay Narayan submitted that arrangements had been made for two weeks for conducting the exhibition from December 2. There cannot be any order restraining the authorities at the last minute, he added.

The judge said though the contention of the petitioner was true that the academic atmosphere in educational institutions should not be disturbed, a perusal of the records showed that on November 23 itself, it was published in newspapers that arrangements had been made for conducting the exhibition and the ‘pandhal’ put up and the expo was ready to be inaugurated. “If the petitioner had approached this court in time, the result could have been different,” the judge said and permitted the exhibition subject to certain conditions.

The exhibition should commence at 5 pm and there should not be any use of loudspeakers before that. Proper traffic arrangements should be made so that parking of vehicles can be regulated. Slogans should not be raised inside the campus. After the exhibition, the playground has to be levelled and restored to its original position. If any tree has been cut, 25 trees have to be planted by the government for every single tree cut down. Since there are two grounds available in the institution and one playground was not in usable condition, the authorities shall make it usable within a month from the conclusion of the exhibition, the judge added.

‘Nothing wrong in functioning of 2 petrol stations within one km’

Chennai: Holding that there was no rule that a petrol bunk cannot be located within one km from the other, the first bench of the Madras High Court has permitted the location of an outlet in Kaniyamadi village in Vellore district. The bench made the observation while dismissing a PIL petition from Rajagurusenathipathy last week. “It seems that the petition has been prompted by some ulterior motive. Possibly, the petitioner has been set up by some rival petroleum retail outlet owner, whose business is likely to be affected. In any case, no public interest is disclosed in the petition,” the judge said.

Chennai: Despite Tamil Nadu facing frequent polls over the past two years, Chennai corporation officials who did election duty are yet to get incentives and other payments. The demand for immediate disbursement of incentives rose again after officials were forced to work again in the RK Nagar by-election. A revenue official attached to Greater Chennai Corporation said that incentives for those who worked during the 2016 assembly election, is yet to be disbursed. “Payments for cancelled RK Nagar by-election is also pending,” the official said.

When the Election Commission engages in poll related work, it seeks the help of officials from local bodies. “We need manpower. We hire workers on temporary basis. They are waiting for their payment. We also spent from our pocket to conduct awareness campaigns and electoral roll purification work. Those reimbursements are also pending,” the official rued.

Election Department officials said that files regarding disbursement of incentives are being processed and the incentives would be given soon. “Officials who work during elections should keep proper invoices and vouchers to claim reimbursements. Some officials who do not have proper bills suffer as we are not able to provide payments,” a department official said.

Chennai: Public and builders planning to visit the corporation zone offices for building assessment and other trade licences would do well to wait until December 24 for revenue officials to return from RK Nagar poll duty. As part of its election work, the city corporation has, for the first time, posted all its revenue officials in Chennai to RK Nagar.

“Each assistant revenue official (ARO) has been given 15 polling booths to supervise. Earlier a team of licence surveyors and tax collectors, who are subordinates to AROs, were deployed for the purpose, but now seniors are deployed to ensure that a fool proof polling system is in place”, an ARO said.



One of the election officials said that a total of 300 EVMs have been kept in the strong room after verification by senior poll officials for the 256 polling booths.

For each control unit, 4 ballot units would be attached. In all, 1,200 ballot units are to be used and the role of ARO starts from supervising the polling stations and to ensure free fair and fair polls on December 21, the official said.

The EVMs would be checked and verified again in front of the poll observers and the functions of polling machines would be explained to representatives of candidates before transporting them to polling booths.

Aadhaar link may be made compulsory for lawyers to check credentials, says HC

Chennai: Saying that days are not far off when advocates have to link Aadhaar to certificates of lawyers in order to verify their credentials, Madras high court has refused to relax its recent order mandating that they affix their photographs on vakkalats.

Justice S Vaidyanathan, rejecting requests made by Madras Bar Association and Madras High Court Advocates Association to modify his November 6 order, said: "All courts, including this court and the Supreme Court, are interested in the welfare of genuine advocates. If the Bar is going to stand on technicalities and protect fraudulent advocates, this court cannot be a party to it, more particularly with regard to the fate of the litigants."

He said the court was more concerned about moral values in the advocate profession, than the legality of any issue, particularly, in the context of fraudulent lawyers. "It is to be remembered that law profession is already under severe criticism and due to the illegal activities of lawyers in this state, the reputation of the profession is getting diminished among the public," Justice Vaidyanathan said.

On November 6, he he held affixing of photographs by advocates in vakkalats mandatory, and said it must be affixed on anticipatory and other bail application forms of an affidavit. By doing so, misrepresentation and cross-filing of bail application could be averted, apart from easily verifying the genuineness of advocates appearing before the courts, the order justified.

Reiterating the seriousness of the issue, the judge said: "If a doctor commits mistake, his patient will go six feet beneath the earth, whereas if an advocate commits mistake, his client will go six feet above the earth (death sentence by hanging)."

No non-academic event in schools and colleges, rules HC

Clamping a blanket ban on private programmes on educational institution campuses, Justice N Kirubakaran said: "Any educational institution should be allowed to function as it is, without any interference from the government. The academic atmosphere has to be maintained and should not be vitiated. If the government intends to conduct any exhibition to demonstrate their achievement or whatever it may be, the same can be done anywhere else, except in educational institutions."

Making it clear educational institutions are only for imparting education, the judge said, "No other activity should be undertaken either temporarily or permanently in them."

'Do not use loudspeakers before 5pm'

The judge added, "Only the programmeswith regard to education and incidental programmes could be undertaken in the temple of learning." Justice Kirubakaran was passing the orders on a plea moved by Kathirvel of Students Federation of India (SFI) seeking to restrain the authorities from conducting a government exhibition for 45days in theopen space earmarked for play ground on Chikkanna Government Arts College campusin Tirupur.

VijayNarayan submitted that arrangements had been made already for conducting the exhibition and hence there cannot be any order restraining it. Considering the submissions, the judge permitted the government to conduct the exhibition with certain conditions, including, prohibition touseloudspeakers before 5 pm, and ban against sloganeering insidethecampus.

ஒகி புயலில் சிக்கி மாயமானவர்களின் கதி என்ன? என்பது தெரியாத நிலையில், கடலில் மிதக்கும் உடல்களை பார்த்து மீனவர்கள் கண்ணீர் வடிக்கின்றனர். மீட்புப் பணிகளை விரைவுபடுத்த வேண்டும் என்றும் கோரிக்கை விடுத்துள்ளனர்.

கன்னியாகுமரி மாவட்டத்தில் இருந்து கடலுக்கு மீன்பிடிக்க சென்ற மீனவர்கள் கடந்த 30-ந் தேதி தாக்கிய ‘ஒகி’ புயலில் சிக்கினார்கள். இதில் பெரும்பாலானவர்கள் மாயமானார்கள். இதேபோல் கேரள மாநிலத்தில் இருந்து மீன்பிடிக்க சென்ற மீனவர்களும் காணாமல் போனார்கள்.

இதுவரை 268 தமிழக மீனவர்கள் உள்பட 672 மீனவர்கள் மீட்கப்பட்டு இருப்பதாக கடலோர காவல் படையினர் தெரிவித்தனர். கடலில் காணாமல்போன மீனவர்களின் எண்ணிக்கை 65 என்று தமிழக அரசு தரப்பில் தெரிவிக்கப்பட்டது. ஆனால் மீனவர்கள் தரப்பில் 1,013 மீனவர்களை காணவில்லை என்றும், உடனடியாக தேடுதல் வேட்டையை மேலும் தீவிரப்படுத்த வேண்டும் என்றும் வேண்டுகோள் விடுக்கப்பட்டது. இந்த கோரிக்கையை வலியுறுத்தி கன்னியாகுமரி மற்றும் சென்னையில் மீனவர்கள் போராட்டத்தில் ஈடுபட்டனர்.

இதற்கிடையே வருவாய் நிர்வாக ஆணையர் சத்தியகோபால் நேற்றுமுன்தினம் நிருபர்களிடம் கூறும்போது, “582 மீனவர்கள் இதுவரை கரை திரும்பவில்லை. காணாமல்போன மீனவர்களை தேடும் பணியில் கடற்படை, விமானப் படை, கடலோர காவல் படையினர் ஈடுபட்டு வருகின்றனர். வெளிமாநில கடற்கரைகளில் ஒதுங்கியுள்ள சுமார் 2 ஆயிரம் மீனவர்களை அழைத்துவர தமிழக மூத்த ஐ.ஏ.எஸ். அதிகாரிகள் சென்றுள்ளனர்” என்று தெரிவித்தார்.

‘ஒகி’ புயல் வீசியபோது அரபிக்கடலில் மீன்பிடித்துக் கொண்டிருந்த தமிழக, கேரள மீனவர்களின் படகுகள் அதில் சிக்கி நிலைகுலைந்தது. சில படகுகள் கடலில் மூழ்கிப்போனதாக மீனவர்கள் தெரிவிக்கின்றனர். அதில் இருந்த மீனவர்களின் நிலையும் என்னவென்று தெரியவில்லை. திசை மாறிய படகுகள் தத்தளித்தபடி குஜராத், மராட்டியம், கோவா, கர்நாடகா ஆகிய பகுதிகளில் உள்ள கடற்கரையோரம் ஒதுங்கியது. அதில் இருந்த மீனவர்களும் அங்கே தஞ்சம் அடைந்தனர். அந்த மீனவர்களை அழைத்துவர தமிழக அரசு நடவடிக்கை எடுத்துவருவதாக கூறப்பட்டாலும், கர்நாடக மாநில கரையோரம் ஒதுங்கிய மீனவர்கள் பலர் அவர்களாகவே திரும்பி வந்துவிட்டனர்.

புயல் பாதிப்பு குறித்து கன்னியாகுமரி மாவட்டம் குளச்சலை சேர்ந்த மீனவர் நிக்சன் ‘தினத்தந்தி’ நிருபரிடம் கூறியதாவது:-

நாங்கள் நவம்பர் 21-ந் தேதி கேரளா மாநிலம் கோழிக்கோடு அருகேயுள்ள தேப்பூர் மீன்பிடி துறைமுகத்தில் இருந்து விசைப்படகில் மீன்பிடிக்க சென்றோம். எங்கள் படகில் மொத்தம் 18 பேர் இருந்தோம். கோவாவுக்கு மேற்கே நடுக்கடலில் நாங்கள் மீன்பிடித்துக் கொண்டிருந்தோம்.

அப்போது, கர்நாடகாவில் இருந்து படகில் மீன்பிடிக்க வந்த மீனவர்கள் எங்களிடம் புயல் குறித்து கடலோர காவல் படையினர் எச்சரிக்கை செய்ததாக தெரிவித்தனர். உடனே நாங்களும் திரும்பி சென்றுவிடலாம் என்று புறப்பட்டோம். ஆனால் புயல் தாக்குதலில் சிக்கி கர்நாடக மாநிலத்தில் கரை ஒதுங்கினோம்.

தமிழக அரசு எங்களுக்கு எந்த உதவியும் செய்யவில்லை. நாங்களாகவே அங்கிருந்து திரும்பி வந்துவிட்டோம். ஆழ்கடலில் மீன்பிடிக்க சென்ற பல மீனவர்களை இன்னும் காணவில்லை. பல பேரின் உடல்கள் கடலில் ஆங்காங்கே மிதப்பதாக மீனவர்கள் கண்ணீருடன் வந்து எங்களிடம் சொன்னார்கள். அந்த உடல்களை கூட மீட்க எந்த நடவடிக்கையும் எடுக்கப்படவில்லை. மீனவர்களே சிறிய படகில் சென்று ஒவ்வொரு உடலாக பிளாஸ்டிக் பையில் கட்டி எடுத்து வருகிறார்கள்.

கேரள கடல் பகுதியில் அங்குள்ள மீனவர்களை கப்பலில் ஏற்றிக்கொண்டு, காணாமல்போன மீனவர்களை கடற்படையினர் தேடிவருகின்றனர். ஆனால் தமிழகத்தில் அதுபோன்ற நிலை இல்லை. லட்சத்தீவில் 20 விசைப் படகுகள் கரை ஒதுங்கியிருப்பதாக கடலோர காவல் படை தெரிவித்துள்ளது. ஆனால் அங்குள்ள மீனவர்கள் இன்னும் மீட்கப்படவில்லை. உடனடியாக அவர்களை மீட்க நடவடிக்கை எடுக்க வேண்டும்.

இவ்வாறு அவர் கூறினார்.

அந்தவகையில் செல்போன் எண் தவிர பிற சேவைகள் மற்றும் திட்டங்களுடன் ஆதாரை இணைப்பதற்கான காலக்கெடுவை டிசம்பர் 31-ந் தேதியில் இருந்து அடுத்த ஆண்டு (2018) மார்ச் 31-ந் தேதி என நீட்டித்து நேற்று முன்தினம் சுப்ரீம் கோர்ட்டில் மத்திய அரசு தகவல் தெரிவித்தது.


இந்நிலையில் செல்போன் எண்ணுடன் ஆதார் எண்ணை இணைக்க ஓடிபி மூலம் இணைக்கும் வசதி வருகிற ஜனவரி 1ம் தேதி முதல் நடைமுறைக்கு வருகிறது. ஓடிபி முறையில் வாடிக்கையாளர்கள் ஐவிஆர் எஸ்க்கு தங்கள் செல்போனில் இருந்து கால் செய்து, அதில் உள்ள மொழிகளை தேர்வு செய்ய வேண்டும். அதன் பின்னர் ஆதார் எண் இணைப்பதற்கான எண்ணை அழுத்தினால், உடனடியாக வாடிக்கையாளரிடம் ஆதார் எண் கேட்கப்படும்.

புதிய ஓய்வூதியத் திட்டத்தை தமிழக அரசு ரத்து செய்யாவிட்டால் தொடர் போராட்டங்கள் நடத்தப்படும் என்று தமிழ்நாடு ஆசிரியர் சங்கங்கள் மற்றும் அரசு ஊழியர் சங்கங்களின் கூட்டு நடவடிக்கைக் குழு (ஜாக்டோ-ஜியோ) அமைப்பின் ஒருங்கிணைப்பாளர் எம்.சுப்பிரமணியன் கூறினார்.

ஜாக்டோ-ஜியோ அமைப்பின் உயர்மட்டக் குழுக் கூட்டம் மதுரையில் வெள்ளிக்கிழமை நடைபெற்றது. இதைத்தொடர்ந்து அவர் செய்தியாளர்களிடம் கூறியது: வேலைநிறுத்தப் போராட்டங்களில் ஈடுபட்ட ஜாக்டோ-ஜியோ உறுப்பினர்கள் மீது நடவடிக்கை எடுக்கக்கூடாது என்று சென்னை உயர்நீதிமன்ற மதுரைக் கிளை உத்தரவிட்டிருந்தது. இருப்பினும் போராட்டத்தில் ஈடுபட்ட சில ஊழியர்கள் மீது பணியிடை நீக்க நடவடிக்கை எடுக்கப்பட்டுள்ளது.

Chennai: A manager with a private bank was kidnapped by a four-member gang outside his branch in Triplicane over an alleged financial deal on Thursday evening. Police arrested two persons on charges of kidnap and rescued the 36-year-old bank manager.

This is the third instance of kidnap in the city in the last one week. Police sources said that S. Muruganandam, manager of IndusInd bank was standing outside his branch when he was approached by a gang. Police identified the quartet as Mohammed Kasim (33), Sherif, Dilli Babu and Askar. As they were talking, an autorickshaw pulled up and the manager was bundled up into the vehicle. However, hearing the man’s cries, public rushed to his aid and alerted the police. With the help of public, a police team intercepted the auto and managed to rescue the bank manager. Two of the suspects were detained by the police.

Police investigations revealed that a businessman from Triplicane, Mohammed, had approached the bank manager to facilitate an illegal transaction worth Rs 6 crore, for which the manager had allegedly demanded a commission of Rs 65 lakh. While the commission amount was allegedly paid, the manager failed to fulfil his end of the deal following which the businessman sought the help of a rowdy, Kutty of Mamallapuram, police sources said.

Kutty’s men plotted the kidnap when they were caught. Police are enquiring Mohammed and Sheriff while hunt is on for Dilli babu and Askar. Further investigations are on with the bank manager about the commission amount. On December 6, five persons were arrested for kidnapping a short film maker from Ambattur for a sour financial deal and a day earlier, three were arrested for kidnapping a businessman for the same reason in MKB Nagar.

Advocate can’t become a tyrant himself: Madras High Court

This court has devised this mechanism only to give an opportunity to the accused to avoid the ignominy of serving the sentence of imprisonment.

Chennai: Restoring an order of the trial court, which convicted and sentenced an advocate to one year RI in a cheque bounce case, Madras High Court has said the society expects an advocate to be its guardian against state tyranny and not become a tyrant himself.

“In my opinion, whenever the news of an advocate getting involved in an offence appears in public domain, I squirm and shudder inside and slip into bouts of depression and despondency at the sorry state of affairs, because it was this noble profession that has catapulted me to this exalted position under the Constitution of India. Every such episode would bring down the esteem of the Bar in the eyes of the public and that would also have a cascading effect on the Bench,” said Justice P.N. Prakash while allowing an appeal from the complainant A.N. Chandru.

Pointing out that the cheque bounce case is compoundable, the judge suspended the sentence till January 15, 2018. By which time, if the accused deposits Rs 75,000 towards compensation and Rs 1 lakh towards exemplary costs to the credit of the case, the Magistrate may compound the offence and disburse the sum to the complainant. This court has devised this mechanism only to give an opportunity to the accused to avoid the ignominy of serving the sentence of imprisonment. In the event of the accused not depositing Rs 1.75 lakh on or before January 15, 2018, the trial court shall commit him to prison, the judge added.

The issue relates to a complaint filed by Chandru alleging that advocate K. Jayasankar had borrowed Rs 50,000 from him on June 15, 2005 by executing a promissory note agreeing to repay the amount with interest. He also issued a cheque for Rs 60,000 towards the discharge of the loan. When the cheque was presented, it was returned for insufficient funds. Since, there was no response from the advocate for the legal notice issued by him, he approached the court.

The District Munsif-cum-Judicial Magistrate-I, Walajahpet convicted Jayasankar and sentenced him to undergo one year RI and to pay a compensation of Rs 75,000 to the complainant. Aggrieved, Jayasankar preferred an appeal and the II Additional District and Sessions Court, Ranipet acquitted him on the short ground that the service of notice on the accused was improper. Challenging the same, Chandru preferred the present appeal.

Puducherry: A seven-member CBI team conducted a search at the Indira Gandhi Government Medical College and Postgraduate Institute in the Union territory of Puducherry on Friday following allegation of malpractice in the admission of students under Non-Resident Indian quota among others.

The investigation agency also received complaints of corruption in the purchase of sophisticated expensive equipment, besides in recruitment of paramedical staff members in the hospital. The team, which reached Puducherry on Friday morning, conducted search operations until late in the evening. They searched the establishment wing of the government medical college and also the chamber of senior officials and reportedly seized some documents.

Some forums in Puducherry had lodged complaints with the investigation agency alleging that the society that manages the government medical college hospital denied seats to meritorious NRI students and offered seats to undeserving students, but belonging to the same category, and who remitted the fees in Indian currencies, thereby violating the rules and regulations. The forums also accused the society of indulging in corrupt practices while purchasing expensive equipment and in recruiting paramedical staff members and workers.

It might be recalled that in March, three patients – Suseela, 73, Amsa, 55 and Ganesan, 50 – all hailing from Puducherry, who were undergoing dialysis at the government medical college hospital, died following a sudden power outage. The issue rocked the territory with several forums accusing the society of purchasing substandard equipment, laboratory reagents and accessories and engaging untrained staff members to extend life-saving treatment procedures.

The investigation agency had earlier searched the premises of deemed universities and private medical colleges and seized several incriminating documents in September. The agency registered cases against six government officials and seven representatives of the deemed universities and private medical colleges on charges of denying postgraduate medical seats to 93 eligible students selected through the Centralized Admission Committee (Centac) and illegally admitting 96 ineligible students, who were not allotted seats by Centac.

However, 12 of the booked moved the Madras high court and got a stay on the investigation. The court also later granted anticipatory bail to all the 13 booked by the investigation agency. A couple of days ago, the Medical Council of India (MCI) directed the Puducherry government and three private medical colleges in the Union territory of Puducherry to discharge (remove from the rolls of the institution) 161students, who have been admitted to MBBS course for the academic year 2017-18 violating the regulations.

சில பிரபலங்களுக்குத் தங்களை மதிக்காத, ஒரு பொருட்டாகக் கருதாத சாமானியர்களைக் கண்டால் அத்தனை பிடிப்பதில்லை. சாமானியர்கள் என்றாலே பிரபலங்களைக் கண்டதும் உன்னைப்பிடி, என்னைப்பிடி என போட்டி போட்டிக் கொண்டு பறந்து வந்து மேலே விழுந்து புரளாத குறையாக இணைந்து ஃபோட்டோ எடுக்கவும், ஆட்டோகிராஃப் வாங்கவும் மட்டுமே பிறவி எடுத்த ஜென்மங்கள் எனக்கருதக் கூடிய மகானுபாவர்கள் திரையுலகிலும், அரசியல் களத்திலும் சிலர் உண்டு. அதிலும் எம்ஜிஆரைக் கண்டால் அவருக்கிருந்த புகழுக்கு அன்று அவரை ஒருமுறை நேரில் கண்டு விட மாட்டோமா? அவர் பார்வை வளையத்துக்குள் விழுந்து விட மாட்டோமா? அவருடன் ஒரு வார்த்தை பேசி விட மாட்டோமா? என்று தவித்தவர்களும், துடித்தவர்களும் அனேகர் இருந்த அந்தக் காலகட்டத்தில் எம்ஜிஆரை ஒரு பொருட்டாகக் கருதாது, தான் செய்யும் தொழிலே தனக்கு தெய்வம் எனக் கருதி அவருடன் ஒருமுறை பயணிக்க வாய்த்த ஒரு சிறந்த போலீஸ்காரரைப் பற்றி இன்று காணலாம்.

ஒரு கார்த்திகை மாத கருக்கிருட்டு! செங்கல்பட்டிலிருந்து படப்பிடிப்பை முடித்துக் கொண்டு எம்.ஜி.ஆர் நடுநிசி 12 மணி வாக்கில் காரில் வந்து கொண்டிருந்தார்.

கண்விழித்தவாறே எம்.ஜி.ஆர் வந்து கொண்டிருந்தபொழுது, வழியில் போலீஸ் உடையில் நின்ற ஒருவரைப் பார்க்கிறார். எம்.ஜி.ஆரின் கார் அவரைக் கடந்து செல்கின்ற போது ஆள் நடமாட்டமே இல்லாத அர்த்த ராத்திரியில், அந்தப் போலீஸ்காரர் பஸ்ஸுக்காக காத்து நிற்பதைப் புரிந்து கொள்கிறார்.

உடனே டிரைவரிடம் காரை நிறுத்தச் சொல்கிறார். கார் பின்னோக்கி வருகிறது. போலீஸ்காரர் அருகில் காரை நிறுத்தி கதவைத் திறந்து “ஏறுங்கள், எங்கே போக வேண்டும், என்கிறார்.

பரவாயில்லை நான் பஸ்ஸிலேயே வந்துவிடுகிறேன், என்கிறார் அந்தப் போலீஸ்காரர்.

நேரம் ஆகிவிட்டது இந்த ரூட்டில் இனி பஸ் கிடையாது, ஏறிக் கொள்ளுங்கள் என்று எம்.ஜி.ஆர் வலுக்கட்டாயம் செய்ய, போலீஸ்காரர் வேண்டா வெறுப்பாக ஏறுகிறார்.

லைட்டைப் போட்டு ”சாப்பிட்டீங்களா? என்று கேட்டுக் கொண்டே சீட்டுக்குப் பின்னால் இருந்த பிஸ்கட் பழங்களை எடுத்துக் கொடுக்கிறார்.

‘இப்படி ஓசியில் பயணம் செய்வதே எனக்கு உடன்பாடில்லை. என்னை உண்ணச் சொல்லி வேறு இழிவு படுத்தாதீர்கள்’ என்று போலீஸ்காரர் மறுக்கிறார். இந்த சாதாரண போலீஸ்காரரின் நேர்மை எம்.ஜி.ஆரை சிலிர்க்க வைத்துவிட்டது.

அரை மணிநேரம் கார் சென்று கொண்டிருந்தது. எம்.ஜி.ஆரைப் பற்றி போலீஸ்காரர் பொருட்படுத்தாமல் வந்ததே எம்.ஜி.ஆருக்கு அந்த போலீஸ்காரர் மீது மரியாதை கூடுதலாகியது.

‘நான் எம்.ஜி.ஆர்’

‘கேள்விபட்டிருக்கிறேன்.’

எம்.ஜி.ஆருக்கு ஆச்சர்யம்.

‘என் படங்களைப் பார்த்திருக்கிறீர்களா?’

‘நான் சினிமாவே பார்ப்பதில்லை.’ (கார் சப்தம் தவிர வேறு சப்தம் இல்லை.)

போலீஸ்காரர் தனது வீட்டிற்கு அரை கிலோமீட்டர் தூரத்துக்கு முன்பே காரை நிறுத்தச் சொல்லி ‘இங்கேயே இறங்கிக் கொள்கிறேன்’ என்கிறார்.

‘ஏன்? நீங்கள் குறிப்பிட்ட விலாசம் இன்னும் அரை கிலோமீட்டர் தூரம் இருக்கிறதே?’

‘சாதாரண போலீஸ் உத்தியோகத்தில் இருக்கும் நான் காரில் இறங்கினால், என் வீட்டிற்கு அருகில் உள்ளவர்கள் என்னைத் தவறாக நினைத்துக் கொள்வார்கள். இதுவரை நான் யார் காரிலும் ஓசியில் பயணம் செய்ததில்லை. நீங்கள் இவ்வளவு தூரம் உதவி செய்ததற்கு நன்றி‘ என்கிறார்.

எம்.ஜி.ஆர் அவர் எந்த ஸ்டேசனில் பணிபுரிகிறார் என்பதை மட்டும் கேட்டுக் கொண்டு கிளம்புகிறார்.

அடுத்த நாள் செங்கல்பட்டு போலீஸ் ஸ்டேஷனுக்கு போன் செய்து நான் எம்.ஜி.ஆர் பேசுகிறேன் என்கிறார். இரவு சந்தித்த போலீஸ் பற்றி விசாரிக்கிறார்.

டி.எஸ்.பி சொல்கிறார், நீங்கள் குறிப்பிடும் அவர் இன்று விடுப்பில் இருக்கிறார். அவர் கையூட்டு வாங்கதவர். கடமை தவறாதவர். காவல் துறையின் நேர்மைக்கு இவரே, இலக்கணம், வெற்றிலை பாக்கு, பீடி, சிகரெட் போன்ற லாகிரி வஸ்து, நாடகம், சினிமா போன்ற பொழுது போக்கு அம்சங்களெல்லாம் இவர் அறியாதவர்! கல்யாண வயதில் உள்ள மூன்று பெண்களைக் கரை சேர்க்க முடியாமல் கஷ்டத்தில் இருக்கிறார் என்ற செய்தி சொல்லப்படுகிறது.

“அவரை என் தோட்டத்திற்கு வரச் சொல்லுங்கள்’ என்கிறார்.

மறுநாள் அந்தப் போலீஸ்காரரை ராமாவரம் தோட்டத்திற்கு வரவழைத்து அவரது பெண்களின் திருமணத்திற்குச் சில உதவிகள் செய்கிறார்.

Over a month after Punjab government withdrew the essentiality certificate from the Chintpurni Medical College, Pathankot, owned by Bharatiya Janata Party (BJP) leader Swaran Salaria, on November 3, students are yet to be shifted to other government medical colleges as promised.

To take up the issue, over 90 students and their parents protested outside the headquarters of the Medical Council of India (MCI) in New Delhi on Monday, demanding early shifting of students to other colleges.

Members of their delegation also met officials of the health ministry, the MC and the oversight committee that the Supreme Court has formed in the case. The Punjab government says it has sent a proposal for approval to the MCI to shift all 249 students that took admission over various years. Sources said the Punjab government had also sent a reminder to the MCI.

What is the issue?

The college started admissions in 2011, in spite of the fact that the medical education regulator, the Medical Council of India (MCI), did not grant it the mandatory approvals. The 2011 batch of 150 students had earlier moved the Punjab and Haryana high court and have since been shifted to other colleges, students of 2014 and 2016 batches face a bleak future. On April 26, 2016, these students moved the high court seeking to shift to other colleges in the state claiming that their institute is “short of infrastructure”

On September 8 this year, the Punjab and Haryana high court had directed the state government to shift all students of 2014 batch of Chintpurni Medical College to other medical colleges across the state within two months.

File is now with the oversight committee

Even as state government sources had claimed, in the first week of November, that the process of shifting of students would be completed within a fortnight, nothing has moved since. “After the essentiality certificate of the college was withdrawn, students have been sitting at home since November 1. Their pre-final exams are pending,” said Dr Sushil Garg, member of Parents Welfare Association of the college, formed to take up the students’ cause.

He added, “We want that the oversight committee must consider our case on priority and give its approval order to the state government and the MCI for early shifting of students.”

MCI secretary Dr Reena Nayyar said, “We considered the proposal of the Punjab government in our executive committee and sent it to the oversight committee. As soon as we receive comments from the oversight committee, the matter will be communicated to the health ministry.” Dr Sanjay Srivastav, secretary, oversight committee, said, “We have received the reports on Friday and will consider it in the coming days.”

'மொபைல் போன் எண், வங்கிக் கணக்கு போன்றவற்றுடன், ஆதார் எண்ணை இணைக்க வேண்டும். 'பல்வேறு சமூக நலத் திட்டங்கள், மானியங்கள் பெறுவதற்கும் ஆதார் குறிப்பிடுவது கட்டாயம்' என்பது போன்ற மத்திய அரசின் உத்தரவுகளை எதிர்த்து, உச்ச நீதிமன்றத்தில் பல வழக்குகள் தொடரப்பட்டுள்ளன.

Salem: Just recovering from a scary dengue sweep, this time it was ironically the turn of nurses to turn 'patients' at the Mohan Kumaramangalam government hospital in Salem. A good number of a group of 50 trainee-nurses of the government hospital turned in-patients on Thursday, with symptoms of vomiting and giddiness after they had taken dinner at the hostel mess, sources said.

About 300 trainee-nurses are staying in the hostel attached to the Salem government hospital. But 50 of the nurses suddenly took ill after they had taken dinner at the hostel mess late on Wednesday evening. Even as some of them suffered from diarrhea, a few hours after the meal, the affected nurses were all rushed to the government hospital early today.

As the health condition of 13 nurses worsened due to continuous vomiting, they were admitted as in-patients and are being treated. Nurses alleged that food poisoning in the hostel dinner possibly caused the illness and based on their complaint, officials have begun an inquiry with the hostel authorities.

Chennai: The District Consumer Disputes Redressal Forum, Chennai (North) has directed a private hospital to pay compensation of Rs 2.05 lakh to a woman for issuing her husband's medical records 10 months after his death following treatment in the hospital. In the petition, R. Mahalakshmi of Indira Nagar, Chrompet submitted that her husband V. Ravichandran and his brother met with an accident on July 4, 2010, near Vellappan Chavadi. Immediately, he was rushed to Vee Care Hospital, Thirumangalam, Anna Nagar. Ravichandran had swelling on his right knee and was unable to walk. He had no external injuries, no bleeding or any grievous injuries and he was very much conscious.

However, the hospital informed that immediate surgery was necessary. The surgeons performed operation and fixed a plate on his right leg. He was under the post-operative care in the hospital. Suddenly doctors informed that July 8, 2010 at 5.pm that he must be shifted to ICU for further treatment and an hour later they declared that he was dead.

She alleged that the hospital failed to provide proper medical care to him during the post-operative period and they allowed Ravichandran to develop fat embolism. The hospital was negligent in the procedures right from making entry in the accident register, obtaining the consent, post-surgical treatment procedures adopted by him.

Besides this, the hospital had not provided the medical records to her, even after repeated request. After a long struggle the hospital provided the documents to her. Later, she issued notice and filed this complaint claiming compensation for causing her mental agony and hardship.

In its reply, the managing director of Vee Care Hospital, denied the allegation and said that after surgery her husband was shifted to post-operative ward and his vital parameters were normal. Fat embolism would develop in the case of bone fracture and it happens only in some cases.

On July 8, 2010, he complained of chest pain breathlessness and collapsed around 5.45 p.m. He did not respond to resuscitation and he was declared dead at 6.30 p.m. The best treatment was provided to him and he died on account of cardiac arrest arising out of fat embolism. The hospital had not committed any negligence and deficiency in service and sought to dismiss the complaint with costs.

The bench comprising president K. Jayabalan and member M.Uyirroli Kannan said the hospital had not committed negligence in treatment accorded to Ravichandran. But, hospital furnished medical documents to her after a long struggle. Hence, the hospital committed deficiency in service for not furnishing the documents required by her immediately. The documents were furnished to her ten months after his death. The bench directed the hospital to pay Rs 2.05 lakh to her for providing the documents belatedly.

Bar council: 39,000 lawyers in Tamil Nadu may lose practice, vote

CHENNAI: In the biggest ever attempt to purify its rolls, the Bar Council of Tamil Nadu and Puducherry has announced that more than 39,000 lawyers would be suspended from practice as they were yet to complete their enrolment verification process and pay subscription fee for the advocates welfare fund. These lawyers will also become ineligible to contest or vote in any Bar council election, it said.

Advocate-General Vijay Narayan, who is chairman of the special committee of the council, said: "More than 30,000 lawyers had not subjected themselves to scrutiny; 9,000 advocates who have enrolled before April 1, 1993 have failed to pay their subscription fee for welfare scheme." 'Of 86K lawyers enrolled with council, only 56K submitted certificates for verification'

Notices have been issued to all those lawyers to pay their subscription and arrears with a token fine to avoid suspension, advocate-general Vijay Narayan said.

This apart, he added that efforts have been taken to cleanse the electoral rolls with dedicated committees comprising of designated senior advocates.

Though the Supreme Court had directed the state Bar councils to publish the electoral list by November 30 and hold the elections by December 31, a plea has been made by the council to provide more time.

Narayan also said that out of 86,000 lawyers enrolled with the council, as many as 56,000 submitted their certificates for verification, whereas the remaining 30,000 had not bothered to subject themselves for scrutiny.

The chairman also pointed out that 152 lawyers who have failed to clear the All India Bar Examination have been suspended and out of the 400 criminal cases pending against advocates as many as 56 cases have been referred to the newly created disciplinary committees for quick disposal.

Already, Bar Council of Tamil Nadu and Puducherry has issued prohibitory orders against a total of 742 advocates, as they had obtained a law degree without the mandatory requirement of a foundation degree. The decision was made under Rule 5 of the Legal Education Rules, 2008 and in the light of the order passed by Madras high court on October 25.

MCI yet againraps pvt medical colleges again, directs pvt med colleges in Pondy to oust 161 students admitted flouting norms

Puducherry: The Medical Council of India (MCI) has directed three private medical colleges in the Union Territory of Puducherry to remove from the rolls of the institution 161 students who were admitted to the MBBS course for the academic year 2017-18 in violation of regulations.

The MCI directed Sri Manakula Vinayagar Medical College and Hospital to discharge 41 students, Sri Venkateswara Medical College, Hospital and Research Institute to discharge 94 students and Pondicherry Institute of Medical Sciences to discharge 26 students.

The council said the colleges admitted these students in violation of the Graduate Medical Education (GME) Regulations, 1997. The council added that the names of these students did not appear on the list provided to it by the centralised admission committee (Centac).

However, the Puducherry government maintained that the council has erroneously recommended the discharge of 56 students of Sri Venkateswara Institute.

"These 56 students were duly sponsored by Centac, Puducherry. We have taken up the matter with the council to withdraw the action against the 56 students," director (health and family welfare services) K V Raman said.

He added that the government has asked Sri Venkateswara Institute not to discharge the 56 until further orders or recommendations from the council.

Meanwhile, the Puducherry government has directed the three medical colleges to immediately discharge the remaining 105 students and submit compliance reports.

The government has also sent the communication to the registrars of Pondicherry University and Tamil Nadu State Medical Council for necessary action.

The MCI had on September 7 directed the Puducherry government to discharge 778 students admitted into the MBBS course for the academic year 2016-17 in four deemed universities and three private medical colleges for failing to adhere to the prescribed norms in the admission process.

The students, however, moved the Madras high court and sought an interim stay on the MCI's direction and thereafter, they were able to appear for their first year examinations.

“எப்போது அழைத்தாலும் ‘வேலைப் பளு’, ‘வேலைப் பளு’ என்றே சொல்வான். இரண்டு ஆண்டுகளுக்கு முன்னர், என் தந்தையின் இறுதிச் சடங்குக்காக வீட்டுக்கு வந்தவன், தொடர்ந்து தூங்கிக்கொண்டே இருந்தான். தொடர்ந்து 37 மணி நேரம் வேலை பார்க்க வேண்டிய சூழலில் அவனும் அவனது சக ஊழியர்களும் இருப்பது தெரியவந்தது” என்கிறார் மிஷியோ நிஷிகாகி.

தொடர்ந்து உடல் நலக்குறைவு ஏற்பட, அதிகப்படியான மருந்துகளை உட்கொண்டதால் இரண்டு ஆண்டுகளில் மரணமடைந்தான் நவோயா. ஜப்பான் ஊழியர்களில் ஐந்தில் ஒரு பகுதியினர் கடும் பணிச்சுமை காரணமாக இறக்கும் சூழல் இருப்பதாக அந்நாட்டு அரசே தெரிவித்திருக்கிறது. வலிப்பு, மாரடைப்பு, மன அழுத்தம் தாங்காமல் தற்கொலை என்று ஆண்டுதோறும் நூற்றுக்கணக்கானோர் இறக்கிறார்கள் என்கிறது, கடும் பணிச்சுமை காரணமாக ஊழியர்கள் மரணமடைவது தொடர்பாக ஜப்பான் அரசு கடந்த ஆண்டு வெளியிட்ட வெள்ளை அறிக்கை. இப்படியான மரணங்களுக்கு ஜப்பானில் ‘கரோஷி’ என்று பெயர்.

1969-ல் ஜப்பான் நாளிதழ் ஒன்றின் சிப்பம் கட்டும் பிரிவில் வேலை செய்த 29 வயதான ஒரு ஊழியர் அதிகப்படியான வேலை காரணமாக உயிரிழந்தது தான் அதிகாரபூர்வமாக ‘கரோஷி’யின் முதல் கணக்கு. 1970-களில் இதுபோன்ற மரணங்கள் அதிகரிக்கத் தொடங்கியதும், இந்த வார்த்தை ஜப்பானியர்கள் மத்தியில் பரவலாகப் புழங்கத் தொடங்கியது.

சில ஆண்டுகளுக்கு முன்னர் ஜப்பானின் பிரபல விளம்பர நிறுவனமான ‘டென்ஷு’வில் 100 மணி நேரத்துக்கும் அதிகமாகத் தொடர்ந்து வேலை செய்த இளம் பெண் மஸ்துரி தகாஹஷி மாடியிலிருந்து குதித்துத் தற்கொலை செய்துகொண்ட பிறகு ‘கரோஷி’ தொடர்பாக சர்வதேச அளவில் விவாதங்கள் எழுந்தன. அந்நிறுவனத்தின் இணையதளப் பிரிவில் வேலை செய்த மஸ்தூரி, தொடர்ந்து பல மணி நேரம் வேலை பார்க்க வேண்டிய சூழல் குறித்து, அவ்வப்போது சமூக வலைதளத்தில் பதிவுசெய்தார்.


உழைப்பின் வரலாறு

ஜப்பானியர்கள் உழைப்புக்குப் பெயர் பெற்றவர்கள். அங்குள்ள பணிச் சூழல் மிகவும் கண்டிப்பானது. அவர்களே வகுத்துக்கொண்ட நியதி அது. கூடுதல் நேரம் ஒதுக்கி, கடுமையாக உழைத்தால்தான் முதலாளிகளின் அபிமானத்தைப் பெற முடியும். அதை வைத்துதான் பணி நிரந்தரம், சம்பள உயர்வு எல்லாம். முதலாளிகள், மேலதிகாரிகள் மீது பெரும் மரியாதை யும் நன்றியும் கொண்டவர்களாகவே ஜப்பானியர்கள் இருக்கிறார்கள். ‘எனக்கு வேலை கொடுத்ததற்குக் காலம் முழுவதும் நன்றியுடன் இருப்பேன்’ என்பதுதான் ஜப்பானியர்களின் இயல்பான மனநிலை. முதலாளியோ மேலதிகாரியோ அலுவலகத்திலிருந்து கிளம்புவதற்கு முன்னர் ஊழியர்கள் கிளம்புவது என்பது அவர்களைப் பொறுத்தவரை அவமதிப்புக்குரிய விஷயம்.

1920-களில் சர்வதேச நிறுவனங்களுடன் போட்டியிடுவதற்காக ஜப்பானிய நிறுவனங்கள் கடும் முயற்சியில் ஈடுபட்ட சமயத்தில், அந்நாட்டில் வேலைவாய்ப்புகள் கணிசமாக அதிகரித்தன. இரண்டாம் உலகப் போருக் குப் பின்னர் கடுமையாகப் பாதிக்கப்பட்டிருந்த ஜப்பான் பொருளாதாரம் அரசு மற்றும் பெருநிறுவனங்களின் கடும் முயற்சியால் படிப்படியாக மீட்டெடுக்கப்பட்டது. 1950-களில் அப்போதைய பிரதமர் ஷிகேரு யோஷிடா ஜப்பான் பொருளாதாரத்தை மீட்டெடுப்பதே தனது லட்சியம் என்று அறிவித்தவர்.

பெருநிறுவனங்களை அழைத்துப் பேசிய அவர், இரண்டு விஷயங்களை முன்வைத்தார். அதன்படி நிறுவனங்கள், தொழிலாளர்களுக்கு நிரந்தர வேலை கொடுக்க வேண்டும். பதிலுக்குத் தொழிலாளர்கள் தங்கள் நிறுவனங்களுக்கு முழு விசுவாசம் காட்ட வேண்டும். ஜப்பானில் தொழிற்சங்கங்கள் வீரியத்துடன் இயங்கிவந்த காலகட்டம் அது. தொழிலாளர்களின் உரிமை தொடர்பாக சற்று உறுதியாகவே நின்றன தொழிற்சங்கங்கள்.

அரசும் பெருநிறுவனங்களும் சற்று இறங்கிவந்து அவற்றுடன் பேச்சுவார்த்தை நடத்தின. அதன்படி, தொழிலாளர்களுக்குப் பணி நிரந்தரம் வழங்கப்படும்; ஆனால், குறைந்த சம்பளம்தான் வழங்க முடியும் என்று இரு தரப்பும் பேசி முடித்துக்கொண்டன. சிறிய நிறுவனங்களில் பணிப் பாதுகாப்புச் சூழலும் இல்லை. போதிய சம்பளமும் இல்லை.

இந்தச் சூழலே 1970 வரை நீடித்தது. 1980-களில் ஜப்பான் பொருளாதாரத்தில் ஏற்பட்ட துரித வளர்ச்சிக் குப் பின்னர், சம்பளம் கணிசமாக உயர்ந்தது. ஆனால், வேலை நேரம் சராசரி யாக ஒரு நாளைக்கு 12 மணி நேரத்துக்கு மேல் எனும் நிலையில் பெரிய மாற்றம் வரவில்லை. தனியார் நிறுவனங்களில் மட்டுமல்ல, அரசு அலுவலகங்களிலும் இந்தப் பிரச்சினை உண்டு.

கண்டுகொள்ளாத உலகம்

உண்மையில், கடும் பணிச்சுமையால் உயிரிழப்பு கள் ஏற்படுவதைத் தடுக்கும் முயற்சிகள் அரசுத் தரப்பிலிருந்தும் எடுக்கப்படுகின்றன. ஒரு வாரத்துக்கு 40 மணி நேரத்துக்கு மேல் ஊழியர்களிடம் வேலை வாங்குவதை ஜப்பான் சட்டங்கள் அனுமதிக்கவில்லை. அதேசமயம், வேலை நேரம் தொடர்பாக இறுதி முடிவு எடுக்கும் வாய்ப்பையும் ஜப்பான் சட்டங்கள் வழங்குகின்றன. அதன்படி, ஊழியர்களின் பணி நேரத்தை நீட்டிக்க விரும்பினால், ஒரு நிறுவனம் அதற்கான அனுமதியை அரசிடம் பெற வேண்டும். நிறுவன முதலாளிகள், ஊழியர்கள், தொழிற்சங்கங்கப் பிரதிநிதிகள் தங்களுக்குள் பேசி சிறப்பு ஒப்பந்தங்கள் உருவாக்கிக்கொள்ளலாம்.

ஊழியர்களிடம் அதிகம் வேலை வாங்கிக்கொள்ள வேண்டும் என்று உள்ளூர நினைத்தாலும், வேலை நேரம் போக யாரும் அலுவலகத்தில் இருக்கக் கூடாது என்று வேண்டா வெறுப்பாகப் பல நிறுவனங்கள் அறிவித்திருக்கின்றன. அலுவலக நேரம் முடிந்தும் கிளம்பாமல் இருப்பவர்களை அன்புடன் பேசி வெளியேற்றும்படி மேலதிகாரிகளுக்கு உத்தரவிட்டிருக்கின்றன. சில அலுவலகங்களில் வேலை நேரம் முடிந்ததும் மின்விளக்குகள் அணைக்கப்பட்டுவிடுகின்றன.

சில நிறுவனங்களில், காலை உணவு இலவசமாக வழங்கப்படுகிறது. அதாவது, முந்தைய நாள் மாலையே நேரத்தோடு வீட்டுக்குச் சென்றுவிடுங்கள் என்று மறைமுகமாக உணர்த்தும் விதமாக! ஆனால், இதெல்லாம் உண்மையில் பெரிய அளவில் கைகொடுக்கவில்லை என்பதுதான் துயரம்.

இதற்கெல்லாம் முக்கியக் காரணம், பல நிறுவனங்களில் ஊழியர்களுக்குப் பணிப் பாதுகாப்பு இல்லை என்பதுதான். ஒரு காலத்தில் சொற்ப சம்பளத்துக்காக நீண்ட நேரம் உழைத்தாலும் நிரந்தர வேலை எனும் நம்பிக்கை இருந்தது. இன்றைக்கு அந்தச் சூழலும் இல்லை. குறிப்பாக, புதிதாக வேலைக்குச் சேருகின்றவர்கள் தங்களை நிரூபிக்கவும், வேலையைத் தக்கவைத்துக்கொள்ளவும் தங்கள் உயிரையே பணயம் வைக்க நேர்கிறது என்பதுதான் இன்றைய நிலை.

ஜப்பான் அளவுக்கு மோசம் இல்லையென்றாலும், இந்தியா உள்ளிட்ட பல நாடுகளிலும் இந்தப் பிரச்சினை உண்டு. தன் மகனைப் பறிகொடுத்த மிஷியோ நிஷிகாகியைப் போல் பலரும் தங்கள் ஆதங்கத்தை வெளிப்படுத்திக்கொண்டே இருக்கிறார்கள். காது கொடுக்க நேரமோ மனமோ இன்றி வேகமாக ஓடிக்கொண்டிருக்கிறது உலகம்!

பதின்பருவத் தற்கொலைகள்: தடுக்க என்ன வழி?

 பள்ளி மாணவன் தற்கொலை, மாணவிகள் கூட்டாகத் தற்கொலை போன்ற செய்திகள் சமீபத்தில் பெரும் அதிர்வலைகளை எழுப்பியிருக்கின்றன. தற்கொலைகள் அதிகரிப்பதற்கு இதுதான் காரணம் என ஒரே ஒரு விஷயத்தை மட்டும் சுட்டிக்காட்ட முடியாது. எல்லா தற்கொலைகளும் ஒன்றுபோலவே நடைபெறுவதில்லை. மனிதர்கள் ஒரு சமூக விலங்குகள். மனிதர்களின் அகமும் சமூகம் என்னும் புறமும் கொண்டுள்ள உறவுகளில் ஏற்படும் சிக்கல்கள் கைமீறும் நிலையில், மனது தற்கொலைக்கு முடிவெடுக்கிறது.

சில தற்கொலைகளில் அகக் காரணிகளின் பங்கு அதிகமாக இருக்கும். தீவிர மனநோய்கள், குறிப்பாக மூளையில் ஏற்படும் ரசாயனக் குறைபாடுகளால் வரும் மனநோய்களால் நிகழலாம். உதாரணமாக, மனச்சிதைவு நோயில் சிலருக்குக் காதினில் யாரோ இறந்துபோகக் கட்டளையிடுவதுபோல் தோன்றும். சில தற்கொலைகளில் புறக் காரணிகளின் பங்கு அதிகமாக இருக்கும். உதாரணமாக, விவசாயம் பொய்த்துப் போவதால் விவசாயிகள் தற்கொலை செய்துகொள்வது.

பதின்மவயதுப் பிரச்சினைகள்

சமீபகாலத்தில் அதிகரிக்கும் பதின்மவயது மாணவத் தற்கொலைகளில் அக மற்றும் புறக் காரணி கள் பின்னிப் பிணைந்திருப்பதை உணர முடிகிறது. மாணவர்களின் மனநிலையைத் தாண்டி, பெற்றோர்கள், ஆசிரியர்கள், சமூகம், கல்வி முறை, ஊடகங்கள் எனப் பல பரிமாணங்களும் கோணங்களும் உள்ள பிரச்சினை இது.

தற்போதைய இளம் தலைமுறையினரிடம் சில ஆளுமைக் கோளாறுகள் இருக்கவே செய்கின்றன. குறிப்பாக, ஈகோ எனப்படும் தன்னைப் பற்றிய முனைப்பு அதிகமாகவே காணப்படுகிறது என்பதைப் பதிவுசெய்ய வேண்டியிருக்கிறது. கூட்டுக் குடும்பங்களில் வேறு பல பிரச்சினைகள் இருந்தாலும் குழந்தைகளைப் பொறுத்தவரை பகிர்ந்துகொள்ளல் இருந்தது. பொருட்களை மட்டுமல்ல உணர்வுகளையும் பகிர்ந்துகொள்ள கூட்டுக் கும்பத்தில் வழியிருந்தது.

இப்போது பலரும் ஒரு குழந்தையுடன் நிறுத்திவிடுவதால் குழந்தைகளுக்குக் கிடைக்கும் கவனம் அதிகமாகி ஈகோ பெரிதாக வளர்கிறது. தன்னையும் தனது தேவைகளையும் பூர்த்திசெய்யவே எல்லோரும் உள்ளனர் என்ற குறுகிய பார்வை தோன்றுகிறது. அதனால், தன்னை யாரும் ஒன்றுமே சொல்லிவிடக் கூடாது என்ற எண்ணம் வளர்கிறது. முகம்திரிந்து நோக்கினால்கூட வாடிவிடும் அனிச்சமலர் போல் ஒரு சுடு சொல்கூட அவர்களை வாடச்செய்துவிடுகிறது.

மேலும், கல்வி முறையால் ஏற்பட்டிருக்கும் சுமையை இறக்குவதற்கும் இறுக்கத்தைக் குறைப்பதற்கும் எந்தவித ஆக்கபூர்வமான பொழுதுபோக்குகளும் குறைவு. மன அழுத்தத்தைக் குறைக்கும் உடற்பயிற்சி, விளையாட்டுகள் போன்றவை அறவே இல்லை என்றே சொல்லலாம். குறிப்பாக, பெண் குழந்தைகள் நிலைமை இன்னும் மோசம். வெளியே சென்று விளையாடுவதற்குப் பெற்றோர்கள் அனுமதிப்பது இல்லை என்பது மிக முக்கியமான பிரச்சினை. சமீபத்தில் மாணவியரே அதிகம் தற்கொலை செய்துகொண்டதை இதனுடன் தொடர்புபடுத்திப் பார்க்க வேண்டும். அவர்களைப் பொறுத்தவரை விளையாட்டு என்பது ‘ஆங்க்ரி பேர்ட்ஸ்’, ‘கேண்டி கிரஷ்’ போன்ற செல்பேசி விளையாட்டுகள்தான்.


பெற்றோர்களின் கடமை

தனியார்மயம், உலகமயமாக்கலால் போட்டிமய மான சூழலில் பெற்றோர்கள் மிகையான எதிர்பார்ப்பு களை வைத்துக்கொண்டு மன அழுத்தத்துக்கு ஆளாவதுடன், குழந்தைகளிடமும் அழுத்தத்தை உருவாக்கிவிடுகிறார்கள். பிற மாணவர்களுடன் ஒப்பிட்டு விமர்சிப்பதும் அதிகம் நடக்கிறது. குழந்தைகள் தனித்தன்மை கொண்ட ஆளுமைகள் என்று பார்ப்பதில்லை.

குழந்தைகளின் தனித்தன்மை மிளிரும் வகையில் நேர்மை, துணிச்சல், பொறுமை, பொறுப்புணர்வு, விடாமுயற்சி போன்ற ஆளுமைப் பண்புகளை வளர்ப்பதற்கு வழிகாட்டியாகவும் முன்மாதிரியாகவும் இருப்பது பெற்றோரின் கடமை. இந்தப் பண்புகள் குழந்தைகளின் எதிர்காலத்தைக் கட்டமைப்பதில் பெரிய அளவில் உதவும். உங்கள் குழந்தைகளுக்குச் சில விஷயங்களில் திறமை இருக்கலாம். ஆனால், ஆர்வம் இருக்க வேண்டும். ஆர்வமும் திறமையும் உழைப்பும் சேர்ந்தாலே முழுமையானதாக இருக்கும். உடற்பயிற்சி, விளையாட்டுக்களுக்கு முக்கியத்துவம் கொடுக்க வேண்டும். தேர்வுகள் நடக்கும்போது நாள் முழுவதும் படித்துக்கொண்டேயிருக்க வேண்டும் என்று அழுத்தம் கொடுக்கக் கூடாது.

முன்பெல்லாம் ‘கண்ணை மட்டும் விட்டுவிட்டு எல்லா இடத்திலேயும் அடிங்க சார்!’ எனப் பெற்றோர் கள் ஆசிரியர்களிடம் கூறுவார்கள். அது போன்ற உடல்ரீதியான துன்புறுத்தலை அறிவுள்ள யாரும் ஆதரிக்க மாட்டார்கள். அதேசமயம், கொஞ்சம் கடுமையான சொற்களைக்கூடத் தாங்கிக்கொள்ளாமல் போகும் அளவுக்குக் குழந்தைகளை உருவாக்காதீர்கள்.

சுடுசொற்களை, ஏமாற்றத்தை, வலிகளைத் தாங்கிக்கொள்ள குழந்தைகளைத் தயார் செய்வது பெற்றோர்களின் கடமை. வெற்றி அடையக் கற்றுக் கொடுப்பது முக்கியம்தான் என்றாலும், தோல்விகளை எதிர்கொண்டு முன்னேறி வரவும் கற்றுத்தர வேண்டும். தவறுகளை யாரேனும் சுட்டிக்காட்டினால் உணர்ச்சிவசப்படாமல் ஒப்புக்கொள்ளக் குழந்தைகளுக்குக் கற்றுத் தரவேண்டும். யாரேனும் சீண்டினால் பயந்துபோகாமல் போராடக் கற்றுக்கொடுக்க வேண்டும்.


ஆசிரியர்களின் பொறுப்பு

குழந்தைகளின் எதிர்காலத்தை நிர்ணயிக்கும் மிகப் பெரிய பொறுப்பு ஆசிரியர்களுக்கு உண்டு. பள்ளிக்கூடம் என்பது மதிப்பெண்கள் எடுக்கக்கூடியவர்களை உற்பத்திசெய்யும் தொழிற்சாலைகள் அல்ல. விளையாட்டுப் பாட வகுப்புகளில் பிற பாடங்களை நடத்துவது தவிர்க்கப்பட வேண்டும். ஒவ்வொரு குழந்தைக்கும் ஒவ்வொரு வகையான திறமையும் வேகமும் இருக்கும். ஒரே வயது என்ற ஒரே அடிப்படை யில் வகுப்பில் இருக்கும் எல்லாக் குழந்தைகளும் ஒரே மாதிரி இருப்பார்கள் என்று கருதுவது தவறு.

மூளை வளர்ச்சிக் குறைபாடு, அதீத துறுதுறுப்பு (ஹைப்பர் ஆக்டிவிட்டி) , கற்றல் குறைபாடு (டிஸ்லெக்சியா), ஆட்டிசம் என்று குழந்தைகளிடம் காணப்படும் பாதிப்புகளைப் பற்றி பெரும்பாலான ஆசிரியர்கள் அறிந்திருப்பதில்லை. இந்தக் குழந்தைகளையும் மற்ற குழந்தைகள்போல் மதிப்பெண் இயந்திரமாக மாற்ற நினைப்பது தவறு. மேலும், இக்காலப் பதின்வயதினர் எளிதில் உணர்ச்சிவசப்படுபவர்களாக இருப்பதால், தவறுகளைச் சுட்டிக்காட்டும்போது மிகுந்த கவனம் தேவை. புண்படுத்தாத வார்த்தைகளைப் பயன்படுத்துவது, குழந்தைகளிடம் ஆக்கபூர்வமான மாற்றத்தை ஏற்படுத்தும். தவறான செயலை மட்டும் கண்டிக்க வேண்டும்.

தற்கொலைகள் தொடர்பான செய்திகளைக் கையாள்வதில் ஊடகங்களுக்குப் பெரிய பங்குள்ளது. ஒரு நிகழ்வின் பின்புலம், நிகழ்ந்ததாகச் சொல்லப்படும் குற்றங்களின் நம்பகத்தன்மை, நாம் கொடுக்கும் காட்சி, செய்திகளின் தாக்கங்கள் என்னவென்னவாக இருக்கும் என்றெல்லாம் பொறுப்புணர்வோடு ஊடகங் கள் இருக்க வேண்டும். இதுபோன்ற சம்பவங்கள் மீண்டும் நடக்காமல் இருக்க ஆக்கபூர்வமான வழிமுறைகளை ஆராய வேண்டும். பரபரப்புக்காக மிகைப்படுத்தப்படும் செய்திகள் சமூகத்தில் எதிர்மறையான விளைவுகளை ஏற்படுத்துவதைக் கணக்கில்கொள்ள வேண்டும். குழந்தைகள்தான் எதிர்காலத்தில் உலகின் போக்கைத் தீர்மானிப்பவர்கள் என்பதை அனைத்துத் தரப்பினரும் உணர்ந்துகொண்டால் இதுபோன்ற பிரச்சினைகளைப் பெருமளவில் குறைக்கலாம்!

‘Hospitals will not hire us if we don’t have Council’s backing’

With the Indian Nursing Council (INC) removing the list of State nursing colleges from its website, fear has resurfaced among students who are once again anxious about job prospects outside Karnataka.

“Most of us studying in Karnataka are from other States. We want to go back to our home town for work. Many of us will also look for jobs abroad. Hospitals will not hire us if we do not have the backing of INC,” a nursing student told The Hindu .

On November 15, 2017, the Indian Nursing Council published a list of nursing colleges operational in States across the country.

However, it failed to include even a single college in Karnataka. This is the second time that the INC has removed its list of colleges from Karnataka from its website.

The first time this was done was in May 2017, following which nursing colleges approached the court.

The controversy began after the State government in December 2016 issued orders that the approval of INC was not required for nursing colleges in Karnataka. The order stated that approvals by the Karnataka Nursing College and the Rajiv Gandhi University of Health Sciences (RGUHS) would suffice for colleges to run. It was following this that the INC removed a list of 257 colleges from its website.

A management member of the nursing college said that the differences between the State government and INC had led to the situation. “Both of them should amicably settle the issue in order to protect the interests of lakhs of students,” he said.

Another college principal pointed out that the INC was restrained from the publishing list of nursing institutes recognised by the Supreme Court. “Why are only colleges from Karnataka removed and not others,” she asked.

When contacted, INC authorities said that they had removed the list of colleges from Karnataka as the jurisdiction of these colleges is under the purview of the State government.

MCI debates holding NEET twice a year

Chennai: Is it possible to have two National Eligibility cum Entrace Test (NEET) sessions a year? The Medical Council of India is discussing the possibility of having two exams a year so that it can ensure it doesn't deny aspirants a chance after just one exam, MCI vice-president Dr C V Bhirmanandam said here on Wednesday.

In 2016, the Supreme Court made mandatory a common entrance examination for all medical admissions — undergraduate and postgraduate — across the country. Only central government institutions such as the All India Institute of Medical Sciences (AIIMS) and PGI Chandigarh were exempted from taking the common entrance.

In 2017, all students in the open category who were admitted to medical college across the country had cleared NEET with a score of at least 131 marks out of 720. Those admitted under the reserved category scored at least 107 marks. "Some say that it is unfair to give students only one chance. Even board exams conducted by centres and states have supplementary tests. They have to wait for another year before they can attempt it the second time," he said.

In 2017, only 32,570 of the 83,859 candidates who wrote the exam in Tamil Nadu qualified, giving the state an overall pass percentage of 38.84%. While experts say the scores are likely to improve in the coming years as the syllabus improves and schools prepare students better, they wantr students to be given at least two tests a year. "More than students, it is the universities who push for this," said a vice-chancellor of a private university, who did not wish to be named. "We lost at least 15 BDS students this year, and the situation was worse in government colleges where the fee is low. Several dental and engineering seats are vacant because students in the second and third year of their courses quit after they cleared NEET," he said.

MCI officials say they may not be able to guarantee that students won't leave another course because NEET allows students up to the age of 25 to appear for it for students in the open category and up to 30 years for those in the reserved category. "As of now, we don't know if we should have it before the September 30 deadline for admission or after six months. If we do it after six months, colleges will have to apply for additional intake. This may require additional staff and infrastructure," he said.

பொருளை ஈட்ட வேண்டும் எனில் நல்லதொரு பணியையோ, தொழிலையோ தேட வேண்டும். நல்ல ஒரு பணியைப் பெறுவதற்கு நமது தகுதியை வளர்க்கும் கல்வி வேண்டும். ஆனால் செல்வம் என்ற ஒன்றை நோக்கித்தான் நாம் அனைவருமே இயங்கிக் கொண்டிருக்கிறோம் என்பதுதான் உண்மை. இன்றைய இளைஞர்களுக்கும், சிறுவர்களுக்கும் பணத்தின் அருமை தெரிவதில்லை. பணத்தைச் செலவழிக்கும் விதமும் தெரியவில்லை. கடையில் பணம் கொடுத்து பொருள்கள் வாங்கிய பின்னர், தாங்கள் கொடுத்த பணத்தின் மீதம் எவ்வளவு பெறப்பட்டுள்ளது என்பதை எத்தனை நபர்கள் கணக்கிட்டுச் சரிபார்க்கின்றனர்?

ஒரு திரையரங்கில் செலவு செய்கின்ற பணத்தையோ அல்லது ஒரு வணிக வளாகத்தில் குடும்பத்துடன் சென்று செலவழிக்கின்ற தொகையோ அதை நாம் ஈட்டுவதற்கு எவ்வளவு கஷ்டப்பட்டு உழைக்கிறோம் என்பதை உணர்கிறார்களா? அல்லது அந்த வருமானத்தை ஈட்டுவதற்குரிய தகுதியைப் பெறுவதற்கு எவ்வளவு முயற்சிகள் செய்தோம் என்பதை நினைத்துப் பார்க்கிறார்களா?

உஙஐ என்ற முறையை வணிக உலகில் அறிமுகப்படுத்திய பின்புதான் ஒவ்வொரு நிறுவனத்திற்கும் வாடிக்கையாளர்கள் எண்ணிக்கை உயர்ந்துள்ளது. உஙஐ என்பது எளிய மாதத்தவணை என்று பொருள்படும். அதாவது எவ்வளவு விலை உயர்ந்த பொருள்களாக இருந்தாலும் அதற்கு ஒரு குறைந்த முன்பணம் மட்டும் செலுத்திவிட்டு அந்தப் பொருளை நாம் உடமையாக்கிக் கொள்ள முடியும். பின்பு மீதம் உள்ள தொகையை வட்டி கணக்கிட்டு அதை அசலுடன் கூட்டிய பின் அதை சம மாதத் தவணைகளாகப் பிரிக்கும் பொழுது செலுத்த வேண்டிய தொகை மிகவும் எளிதாகத் தெரியும்.
அதிலும் பணம் செலுத்த வேண்டிய மாதங்களின் எண்ணிக்கையின் கால அளவை அதிகரித்தால், செலுத்த வேண்டிய பணம் இன்னும் குறைவாகத் தெரியும். ஆனால், அதற்கான வட்டி பல மடங்கு கூடிவிடும் என்பதை நம்மில் பலர் அறிந்திருப்பதில்லை.

நாம் வாங்கும் பொருள் நமக்கு அவசியம்தானா? என்று யாரும் சிந்திப்பதில்லை. தேவையற்ற பொருளை வாங்குவதற்காக தனது எதிர்காலத்தை அடகு வைத்துவிட்டு மகிழ்ச்சியையும் நிம்மதியையும் தொலைத்துவிட்டு நிற்கின்றனர். சிற்சில சூழ்நிலைகளில் அவசியமற்ற பொருளை வாங்க நினைத்து, அதற்காக அவசியமான பொருளைக் கூட விற்க நேரிடுகிறது.

மிகப் பெரிய செலவு செய்து உங்கள் பிள்ளைகளைப் படிப்பதற்கு அனுப்புகிறீர்களே, அந்த நிறுவனத்தின் தரத்தை என்றாவது தெரிந்துகொள்ள முயற்சி செய்திருக்கிறீர்களா? அல்லது இந்தப் படிப்பை உங்கள் பிள்ளைகள் படித்தால்தான் உங்களை இந்தச் சமுதாயம் மதிக்கும் என்பதற்காகக் குறிப்பட்ட பாடப் பிரிவில் சேர்த்தீர்களே, அந்தப் பாடப் பிரிவுக்குரிய வேலை வாய்ப்பு குறித்து என்றுமே சிந்துத்துப் பார்த்து இருக்க மாட்டீர்கள்.

அந்தச் செலவு செய்வதற்குப் பதிலாக அதற்கான பலனை வேறு குறைவான செலவுகளில் பெறுவதற்குண்டான வழிகளைக் கற்றுத் தரவேண்டும். அவர்களுக்குச் சிந்திக்கும் தன்மையையும், மாற்று வழிகளைத் தேர்ந்தெடுக்கும் தன்மையையும் பயிற்றுவிக்க வேண்டும்.

வங்கிகளுக்கான குறுகிய கால கடன் வட்டி விகிதம் (ரெப்போ ரேட்) , வங்கிகளிடமிருந்து ரிசர்வ் வங்கி பெறும் கடன்களுக்கான வட்டி விகிதம் (ரிவர்ஸ் ரெப்போ ரேட்) ஆகியவற்றில் மாற்றமில்லை என்று ரிசர்வ் வங்கி அறிவித்துள்ளது. இதேபோல, நிகழ் நிதியாண்டில் பொருளாதார வளர்ச்சி விகிதம் 6.7 சதவீதமாக இருக்கும் என்றும் ரிசர்வ் வங்கி மதிப்பிட்டுள்ளது.
ரிசர்வ் வங்கி கவர்னர் உர்ஜித் படேல் தலைமையில் புதன்கிழமை நடைபெற்ற நிதிக் கொள்கை கூட்டத்தில் மேற்கண்ட முடிவுகள் எடுக்கப்பட்டன.

மதுரை: தமிழகத்தில் அரசு மருத்துவ கல்லுாரிகள் உட்பட 16 கல்லுாரிகளில் நர்சிங் உதவியாளர் பட்டய படிப்புக்கான வகுப்புகள் நடக்கிறது. ஆண்டுதோறும் 1000 பேர் டிப்ளமோ முடித்து செல்கின்றனர். இவர்கள் ஒரு ஆண்டு படிப்பின் போதே, அரசு மருத்துவமனைகளில் நர்ஸ்களுக்கு உதவியாளராக கூடுதல் பயிற்சியும் எடுக்கின்றனர்.

திருச்சியில் இருந்து காலை, 7:10 மணிக்கு புறப்படும் மயிலாடுதுறை பயணியர் ரயில், தஞ்சாவூருக்கு காலை, 8:20க்கும், கும்பகோணத்துக்கு, 9:30க்கும், மயிலாடுதுறைக்கு, 10:00 மணிக்கும் செல்ல வேண்டும்.

அவதி : பூதலுார் பகுதியில் இருந்து பள்ளிக்கு செல்லும் நுாற்றுக்கணக்கான மாணவர்கள், தினமும் இந்த ரயிலில் வருகின்றனர். சில மாதங்களாக இந்த ரயில், தஞ்சாவூருக்கு காலை, 9:00 மணிக்கு வருவதால், மாணவர்கள், குறித்த நேரத்தில் பள்ளிக்கு செல்ல முடியாமல் அவதிப்படுகின்றனர். தஞ்சாவூரில் இருந்து திருச்சிக்கு, உழவன் விரைவு ரயில், பராமரிப்புக்காக இந்த நேரத்தில் இயக்கப்படுவதால், மயிலாடுதுறை பயணியர் ரயிலை, சோழகம்பட்டியில் நிறுத்தி விடுகின்றனர். இதனால், கும்பகோணம், மயிலாடுதுறை செல்லும் அனைத்து தரப்பினரும், இந்த ரயில் தினமும் தாமதம் ஆவதால், அவதிக்குள்ளாகி வருகின்றனர்.
இந்நிலையில், தஞ்சாவூர் ரயில் நிலையத்துக்கு, திருச்சி கோட்ட மேலாளர் உதயகுமார் ரெட்டி நேற்று காலை ஆய்வுக்கு வந்தார்.

அவரிடம், ரயில் பயணியர், 'மயிலாடுதுறை ரயில் தாமதமாக வருவதால் ஏற்படும் அவஸ்தைகளை குறிப்பிட்டு, அதை குறித்த நேரத்தில் இயக்க வேண்டும்' என்றனர்.
