Medical college scam: Former Orissa HC judge I M Qudussi moves court for probe into leakage of tapes

NEW DELHI:  Former Orissa High Court judge I M Quddusi, who is on bail after his arrest last year in connection with a medical college graft case, today moved a city court seeking a probe into the leakage of transcripts of telephone conversation between him and two other accused persons in the media.

Taking note, Special Judge Manoj Jain sought response from the CBI by January 22 on the plea which alleged that the document was confidential and was not even supplied to the accused but given to people outside the probe agency.

The application, filed on Quddusi's behalf by advocate Vijay Aggarwal, said this gave rise to "grave suspicion and apprehension of interference of third parties into the investigation of the present matter".

Some major dailies had given out details of the purported transcript of the alleged conversation between three persons including Quddusi, claiming that their phones were tapped by the CBI.
The reports had spoken of conversations between Quddusi, a middleman and B P Yadav, owner of UP-based medical college, Prasad Education Trust.

Quddusi's plea said that "monitoring of the investigation is essential to find out as to whether the alleged conversations and PE report has been leaked by someone within the CBI or they have been stolen, which is essential so as to ensure that it does not become a 'Trial by Media' and ensure that administration of justice is not compromised by interference by third parties in the investigation of the matter." It also said the possibility of tampering of the documents leaked "cannot be ruled out, for which also inquiry is required to be conducted." Quddusi was arrested last year on the charges of graft along with other accused persons but was later granted bail by a Delhi court.

Relax, NEET to factor in State board syllabi too

NEW DELHI: In what could bring relief to lakhs of aspiring medical practitioners in the country, the Centre has decided to take into consideration the syllabi of all State boards while framing examination papers for the National Eligibility cum Entrance Test (NEET) from this year.

Some experts, however, said it would be difficult to base the question papers on multiple syllabi.

Till last year, NEET exam papers were based on the Central Board of Secondary Education (CBSE) syllabus, which left State board students at a great disadvantage as there is a significant difference in the syllabi for Physics, Chemistry and Biology in many states.

“Today we had a special meeting (on NEET) and we have decided that we will take into account curricula of all State boards while framing the question paper for NEET so that students of State boards are not at any disadvantage from this year,” Union Human Resources Development Minister Prakash Javadekar told The New Indian Express in an interview.

“This problem should be resolved now and states should have no reason to complain anymore. Students of any State board will now not be at a disadvantage when it comes to NEET,” Javadekar said.
NEET-UG 2018, the test for admission into all MBBS and BDS courses in all government and private colleges — except All-India Institute of Medical Sciences (AIIMS) and Jawaharlal Institute of Postgraduate Medical Education and Research — is expected to be held in the first week of May.

EXPERTS have, however, said it would be difficult to base the National Eligibility cum Entrance Test (NEET) question papers on multiple syllabi.“So close to the final publication of the examination schedule and syllabus, I do not know how much the government can do. Also, it won’t be an easy task to base examination papers on so many curricula. I hope this does not lead to further confusion in the minds of students,” said a member of the Medical Council of India.

In an interview, Union Minister for HRD Prakash Javadekar said that following a SC direction last year, the examination will be held in Urdu as well for the first time from this year. This is in addition to 10 languages it is already being held in - Hindi, English, Assamese, Bengali, Gujarati, Marathi, Tamil, Telugu, Oriya and Kannada.The SC, while hearing a petition filed by Student Islamic Organisation of India, had asked Centre to include Urdu as a medium from the 2018-19 session.

The CBSE has been conducting NEET, which replaced the All-India Pre Medical Test and many State pre-medical examinations since 2013.Sources in the CBSE said the official notification for NEET 2018 is expected by the last week of this month when the syllabus, exam date and other details will be released.

There were massive anti-NEET protests in Tamil Nadu last year after the State was denied the exemption it got the previous year.
A 17-year-old Dalit medical aspirant Anitha, who had got 98 per cent in the State Class XII boards but failed to crack NEET, had committed suicide, triggering an uproar across TN. Ever since, hundreds of coaching classes, both government-run and private, have sprung up in the State to make students NEET-ready.

It was in 2006 that the TN government abolished the entrance exam and granted admission to medical and engineering courses based on the Class XII State board marks, saying it allowed students from villages and small towns to pursue higher education. Around 12 lakh students across India had appeared for NEET last year for about 63,000 MBBS and BDS seats.

Kanpur: The Uttar Pradesh Police on Wednesday seized demonetised currency notes estimated to be worth Rs 100 crore in Kanpur.

However, the counting is on to ascertain the exact amount of money.

The cash was in Rs 500 and Rs 1,000 notes, which were demonetised by the government in November 2016.

The raid was conducted in Kanpur's Seesamau pocket.

"We received information of the presence of demonetised currency worth crores at a person's residential premises in Kanpur. A raid was conducted by teams of the Reserve Bank of India (RBI) and Income Tax (I-T) department officials. A final amount has not been ascertained as search and counting is underway. We are interrogating the people involved," AK Meena, Senior Superintendent of Police (SSP) said.

The police refused to disclose details about the accused involved.

Chennai: Actor Rajinikanth has said that he would be ready to contest the Tamil Nadu assembly election even if it was held six months from now. He also wished success to fellow actor and long-time friend Kamal Haasan on his plans to launch a political party.

“We will be ready,” Rajinikanth told reporters outside his residence on Wednesday, when asked about whether he and his yet-to-belaunched party will be ready to face elections if they were held in the next few months. On Kamal Haasan’s plan for a state-wide tour from February 21after naming his party, Rajinikanth wished him success but remained non-committal on whether the two actors, who are taking the political plunge around the same time, will work together. “Only time can tell,” Rajinikanth said, when asked whether the political parties of the two actors would work together.

It may be recalled that actor Kamal Haasan, on Tuesday night, revealed his plans to undertake a state-wide tour from February 21, to understand people’s problems and issues affecting them, starting it from his birthplace Ramanathapuram in south Tamil Nadu. In the first phase of the tour, he will also cover and interact with people in Madurai, Dindigul and Sivaganga districts.

“At the commencement of the journey, I intend to announce the name of my political party along with the guiding principles we intend to live by,” Kamal Haasan had said in the statement. “Finally, let’s question mediocrity and raise the bar on governance and welfare for the people of Tamil Nadu. This journey is intended towards that goal,” he added.

“Rajinikanth is for spiritual politics. Mine will be rationalist politics,” actor Kamal Haasan told reporters late on Wednesday evening, after participating in a film function in Chennai.

Tamil writers rally behind Vairamuthu as protests spread

Chennai:A group of 17 Tamil writers, including Prabhanjan, Sa Kandhasamy and Su Venkatesan, have come out in support of lyricist Vairamuthu, who is under attack over the past ten days for his alleged reference to a Hindu deity Andal as a ‘devadasi’ in an essay he wrote for a Tamil daily earlier this month.

Though Vairamuthu had tendered an apology, leaders of Hindu outfits including Hindu Munnani’s Rama Gopalan, Hindu Makkal Katchi president Arjun Sampath and BJP national secretary H Raja had demanded a written apology from the lyricist. Early this week, several thousand brahmins assembled near the State Guest House at Chepauk to protest against Vairamuthu for casting aspersions on Andal.

Recalling his contribution to Tamil literature, the writers highlighted the fact that Vairamuthu has been consistently recording the works of stalwarts from the past to strengthen Tamil as a language and its literature. “His essay ‘Thamizhai Andal’ (One who ruled Tamil) was in line with that. By attributing to him something that he has not said, attempts are being made by vested interests to disrupt the cordial atmosphere in the state,” the writers collectively said in a statement on Wednesday. They said people were attacking him without reading the essay in which he highlighted Andal’s contributions to Tamil. Even while quoting from a research paper, Vairamuthu mentioned that even rationalists and nonbelievers should study Andal’s Tamil.

“He has already apologised for the reference though he has not done anything wrong. We have to condemn attempts by divisive forces to sensationalise the issue by instigating orchestrated protests,” the writers said.

Protests against Vairamuthu seem to be spreading fast across the state. On Wednesday, the Jeer of Manavala Maamuni, based in Virudhunagar, began an indefinite fast saying an apology from Vairamuthu was yet to come. Hindu protesters raised slogans against the lyricist near a government office in Coimbatore. Cases have also been filed against him in Chennai and Rajapalayam.

Disease not a death warrant and is mostly treatable, point out experts

New Delhi: Cancer is not a death warrant. It is a treatable disease, mostly. People still dread getting it in India because treatment costs a bomb in private facilities and the ones run by government are woefully short of manpower and infrastructure.

This scenario has to change to outsmart cancer, experts said on Wednesday in a roundtable discussion organised by TOI in New Delhi.

Dr Ramesh Sarin, senior consultant and clinical coordinator at Apollo Cancer Institute, said spreading awareness about preventable causes is one step government and civil society must take. 70% of cancers (40% tobacco-related, 20% infection-related and 10% others) are caused by preventable risk factors, said ex-dean of AIIMS Dr P K Julka. “Those at high risk, due to family history or ageing, should undergo periodic screening for early detection. This will help reduce mortality,” he added.

Tata Memorial Hospital in Mumbai and AIIMS in Delhi are flooded with patients from across India. Experts underlined the need to equip regional public hospitals with facilities.

“Treatment in private sector costs a lot and adds to patients’ woes. Government facilities are free but few,” said Dr Sudeep Gupta, deputy director of Advanced Centre for Treatment, Research and Education in Cancer (ACTREC), one of the premier cancer research centres of Tata Memorial Hospital.

Antony Jacob, CEO of Apollo Munich Health Insurance, said wider coverage of insurance schemes can help reduce financial implications. “Only 25% of people are covered under any scheme,” he said. According to Sheila Nair, director general, Indian Cancer Society, cancer must be made a notifiable disease. “It will help us get realistic data on disease prevalence and infrastructure needed,” she said.

Every day, 1,500 people die of cancer in India, making it the 2nd most common cause of death after cardiovascular disease. 2,000 new cancer cases are detected daily, according to National Institute of Cancer Prevention and Research.

Rumana Hamied, CEO, Cipla Foundation and Harmala Gupta, founder president, Cancer Care India, said palliative care has to start from day of diagnosis. “It should be an integral part of cancer care,” Gupta said. Ashok Kumar Kakkar, senior managing director for Varian Medical Systems, stressed the need to share success stories of cancer survivors.

Edu doyens push for MGR policies to spur growth

Chennai: Prominent leaders and some of the biggest names in the higher education sector of Tamil Nadu, came together on Wednesday and batted for MGR’s policies to be followed by the governments, to further educational and economic growth. Several government and private institutions’ leaders had gathered at the Vellore Institute of Technology’s Chennai campus, to celebrate the 101st birth anniversary of former chief minister and late film icon M G Ramachandran.

Stating that Tamil Nadu was the leader in higher education today, especially in private sector because of the foundation laid by MGR, founder-chancellor of VIT University G Viswanathan, urged the state and central governments to follow his policies and pitched for the privatisation of institutions to promote growth.

The chancellor was speaking during the unveiling of a bronze MGR statue, of 7.9ft height and weighing 360kg, in the campus. The chancellor recalled the invaluable contributions of MGR to Tamil Nadu, such as the midday meal scheme and the setting up of self-financing colleges in 1984.

“Unless we follow MGR’s policies, we will not be able to make much progress. We are lagging behind many countries like China and Korea, who once had per capita income similar to that of India. Unless we strengthen higher education, the desired economic development is not possible,” Viswanathan said.

Quoting figures from the last census, the chancellor said that among the 14crore students eligible to pursue higher education, only 3.5crore children had access to higher education through 40,000 colleges and 800 universities. “Rest of the children are waiting outside the gates of educational institutions. If this has to be made possible, it can be done only through privatisation of institutions,” he said.

He expressed the hope that the Kasturi Rangan Committee looking into the National Education Policy, would get into these details and suggest various means in which private sector can play a role to improve access to higher education.

Paramasivum Pillay Vyapoory, Vice President of Mauritius, who unveiled the MGR statue, said there is a lot of emphasis on education for social progress and is seeking to develop Mauritius as an education hub for Indian Ocean and Africa region. He also invited higher educational institutions in the state to open branches in the Mauritius, and also to provide seats for students from the Republic of Mauritius to study in Tamil Nadu.

City developer slapped with ₹5 lakh fine for failure to hand over apartment

Chennai: The Tamil Nadu Consumers Disputes Redressal Commission has directed a city-based developer to return ₹56.46lakh and pay a compensation of ₹5lakh to a buyer for failing to handover an apartment. The presiding judicial member of the commission, K Baskaran, has ordered Jeayam Shelters Private Limited to return the money with 12% interest.

The order is passed on a complaint filed by S Ravindran and his wife Mangalam Ravindran from Kodambakkam that they have paid a sum of ₹56.46lakh for a flat at Vandalur. As per the construction agreement entered on May 13, 2011, the developer should complete the construction and handover the flat within 12months including a grace period of three months.

 Having come to the conclusion that the developer could not complete the project and obtain the completion certificate, the complainants sent a notice to the builder informing him about exiting from the project.

In the order, which was delivered in December but the order copy was dispatched last week, the judicial member said the developer had to handover the flat on May 12, 2012 as per the promised date. It is on record that even up to the date of filing of the complaint (May 27, 2015), the developer could not complete the construction, he added. "The complainant has prayed for direction to the developer to repay ₹56,46,106, which was paid by them to the developer together with interest at the rate of 12% from the date of payment till realisation and a sum of ₹5 lakh towards compensation for the mental agony and hardship suffered by them and ₹10,000 towards cost of complaint. We hold that complainants are entitled to get the same,” the judicial member.

Delay in thesis evaluation hits asst professors

Vellore: Several assistant and associate professors of colleges affiliated to Thiruvalluvar University (TU) have been waiting for more than two years for their M Phil/Ph D degrees after submitting their theses.

According to Association of University Teachers (AUT) and the Tamil Nadu Government Colleges Teachers’ Association, the university has failed to adhere to the norms laid down by the UGC.

 The UGC had notified the ‘University Grants Commission (Minimum Standards and Procedure for Award of M Phil/Ph D Degrees) Regulations 2016’ in the gazette of India on July 5, 2016, which say that institutions should develop appropriate methods so as to complete the entire process of evaluation of M.Phil dissertation/Ph.D thesis within a period of six months from the date of submission of the dissertation or thesis.

University officials have been delaying the process of evaluation of the thesis for 18 months to 36 months. Several candidates have been waiting for nearly four years, according to members of the AUT.

“I submitted my thesis in mid-2014. Until today, the university has not processed its evaluation. When we approach the controller of examinations, he simply replies that it is being processed,” said a professor of Cheyyar Arignar Anna Government Arts College in Tiruvannamalai district.

“We are losing financially and academically by not getting our degree within the stipulated period,” said a maths assistant professor, who submitted her thesis in mid-2014. Eight other candidates who submitted their theses with her were also facing the same problem.

Controller of examinations (in-charge), B Senthil Kumar, said that there is no delay on the university’s part in awarding degrees. The delay is due to the response on the reports from the international or national level examiners. Vice-chancellor of varsity K Murugan also denied the charges and said that there is no such delay.

Univ on course for accreditation from central body

Trichy: Preparations for the third cycle of accreditation to Bharathidasan University from the National Assessment and Accreditation Council (NAAC) have been put on fast track. Newly-appointed vice-chancellor P Manishankar said he would visit each department to monitor the progress starting Thursday.

Accreditation to the Bharathidasan University (BDU) with ‘A’ Grade by the NAAC had expired in September last year. A steering committee will oversee the process in the third cycle with the accreditation lasting for five years.

The Internal Quality Assurance Cell (IQAC) started preparations based on the new set of guidelines from September 2017. However, the process had slowed down in the absence of a vice-chancellor.

The format of the data required had been sent to each department, Manishankar said, adding, “Data has to be collected under seven major criteria from all departments and submitted to the NAAC online. The main idea is to assess the ground reality in each department which would help us in planning.”

As per the new guidelines, data from the last five years pertaining to the performance of the university has been sought. Since it has to be submitted mostly in numeric and tabular form, it has to be filed online as part of the assessment.

Director of IQAC S Rajasekar said, “We are expediting the process to try and apply in the next cycle which falls in April/May. While scoring above three in the four-point scale is our target, NAAC accreditation becomes crucial to claim strategic funding from the University Grants Commission.”

TN medico pursuing PG found dead in Delhi home

New Delhi: A 24-year-old Tamil Nadu doctor pursuing a postgraduate course in medicine at GTB Hospital here was found dead outside his room at a rented house in Dilshad Garden. Police found three insulin syringes in the room and have detained his roommates for questioning. An inquest under Section 174 CrPC has been initiated.

S Sharath Prabhu of Tiruppur joined the postgraduate course at University Medical College in May last year after completing his MBBS from Coimbatore Medical College.

The incident was reported at 10am when Prabhu’s room mate Arvind, a postgraduate student from Chennai, found him lying face down near the washbasin outside their room with a syringe lying next to him.

He informed their other roommate Karthikeya about the incident and took Prabhu to GTB hospital where he was declared dead on arrival. “We were informed by the hospital authorities after which an investigation was initiated. We have lifted some evidences from the room and are probing into all angles. The cause of death can be ascertained after the autopsy,” said Nupur Prasad, DCP, (Shahdara).

Police recovered two more syringes from the room, beside Prabhu’s bed. Arvind and Karthikeya told the officers that Prabhu had dinner with them around 11pm, after which he went to bed . They said that he was talking to someone on phone before going to sleep. Arvind and Karthikeya are being questioned further.

Police are also probing whether he had an argument with someone, due to which he may have committed suicide. Officers, however, said that the possibility of foul play has not been ruled out since Prabhu had an injury on his forehead and an injection mark on his right hand. Some vials were also recovered from the room.

The body has been sent for postmortem at GTB hospital and would be handed over to his parents on Thursday.

“My son spoke to me on Tuesday night around 9pm, during which he did not seem upset. He was a topper in the district. We suspect a foul play in the incident,” said Prabhu’s father Selvamani, who reached Delhi on Wednesday evening.

திமுகவுக்கு மாற்று ஸ்தாபன காங்கிரஸ் என்பதை எம்.ஜி.ஆர். முடித்து வைக்கப்போவதை காமராஜர் தொடக்கத்திலேயே புரிந்துகொண்டார். திமுகவினரும் எம்.ஜி.ஆரைக் குறைத்தே மதிப்பிட்டனர். கருணாநிதி யின் மாநில சுயாட்சித் தீர்மானம், தலைமைப் பண்புகளைச் சகித்துக்கொள்ள முடியாத இந்திரா காங்கிரஸ் ஆட்சி, திமுகவை வீழ்த்தும் ஒரு கருவியாக எம்.ஜி.ஆரைப் பயன்படுத்திக்கொண்டது. அவர் கேட்டபடி சர்க்காரியா விசாரணை கமிஷன் அமைத்தது. சாட்சி சொல்ல எம்.ஜி.ஆர். வரவில்லை என்பது தனிக் கதை. எம்.ஜி.ஆரின் மக்கள் செல்வாக்காலும் வீழ்த்த முடியாத கருணாநிதி அரசை இந்திரா அரசு கலைத்தது. அவசர நிலை திமுகவை வதைத்தது. மத்திய அரசை என்றும் பகைத்துக்கொள்ளக் கூடாது என்ற முடிவுக்கு அப்போது எம்.ஜி.ஆர். வந்திருப்பார் என்றே சொல்லலாம்.

இரட்டைச் சவாரி

1977 நாடாளுமன்றத் தேர்தலில் இந்திரா காங்கிரஸோடு களம் கண்டு வென்றவர், சட்ட மன்றத் தேர்தலில் தனியாகவே நின்றார். அதிமுக, இந்திரா காங்கிரஸ், ஜனதா, திமுக என்று நான்முனைப் போட்டியாக இருந்த அந்தத் தேர்தலில் 30.4 % வாக்குகள் பெற்று ஆட்சிக்கு வந்திருந்தது அதிமுக. இனி தமிழகத்தில் போட்டி என்பது திராவிட இயக்கங்களுக்கு மத்தியில்தான் என்று எம்.ஜி.ஆர். ஒரு புதிய வரலாற்றைப் படைத்திருந்தார். முதலமைச்சர் - எதிர்க்கட்சித் தலைவர் என்ற புதிய எம்.ஜி.ஆர். - கருணாநிதி உறவில் கனிவு, கசப்பு, கண்ணியம் அனைத்தும் சேர்ந்தே இருந்தன.

‘என்ன தவறு செய்தேன்?’

திமுகவும், இந்திரா காங்கிரஸும் 1980 நாடாளுமன்றத் தேர்தலில் கைகோத்தன. அதிமுகவுக்குக் கிடைத்தது இரண்டே இடங்கள்தான். எம்.ஜி.ஆரின் அரசியல் வாழ்க்கை முடிந்தது என்றே நாஞ்சில் மனோகரன் உட்பட பலரும் எண்ணினர். 1980 பிப்ரவரி 17 அன்று அவரது ஆட்சி கலைக்கப்பட்டபோது “நான் என்ன தவறு செய்தேன்?” என்று மக்களிடம் கேட்டார். மக்களும் அதை ஏற்றுக்கொண்டனர். திமுக - இந்திரா காங்கிரஸ் கூட்டணி வலிமையை அவர் தனியாகவே, பெரிய அளவு நிதி இன்றியும் சந்தித்தார். அதிமுக 38.8% வாக்குகள் பெற்றுச் சாதனை புரிந்தது.
எம்.ஜி.ஆரின் நடவடிக்கைகளில் சில மாற்றங்கள் ஏற்பட்டன. மது ஆலை அதிபர்கள் புதிய நண்பர்களாய் மாறினர். முதல் ஆட்சியின்போதே கப்பல் பேர ஊழல், பஸ் தடங்கள் ஊழல் என்று திமுக குற்றம்சாட்டியிருந்தது. இம்முறை எரி சாராய ஊழல், எங்கும் எதிலும் ஊழல் என்று திமுக சுட்டிக்காட்டியது. எம்.ஜி.ஆர். இரண்டு விசாரணை கமிஷன்கள் அமைக்க.. மத்திய அரசு ரே கமிஷன் அமைத்தது. ஊழல் என்று சொல்லி ஆட்சிக்கு வந்தவர், இன்று அவரே ஊழல்வாதி என்று குற்றம்சாட்டப்பட்டிருந்தார். எனினும், மக்கள் கடைசி வரை அவர் நேர்மையானவர் என்றே நம்பினர்.

 கிருஷ்ணா நதி நீர் ஒப்பந்தம், அதிக உரிமைகள் கோரி - தென்னக மாநில முதல்வர்கள் மாநாடு, பொதுத் தொகுப்பிலிருந்து அரிசிக்காக உண்ணாவிரதம் போன்றவை முக்கிய நிகழ்வுகள்.

எம்.ஜி.ஆரின் இரண்டாம் ஆட்சி இலவசங்களுக்கு வித்திட்டது. 1982-ல் ரூ.100 கோடி செலவில் அவர் கொண்டுவந்த சத்துணவு அவரை உச்சத்தில் கொண்டு நிறுத்தியது. எம்.ஜி.ஆர். தமிழகத்தை ஒரு நலத்திட்ட மாநிலமாகவும், ஊரக வளர்ச்சியில் அக்கறை உள்ளதாகவும் மாற்றினார். 1982-ல் கட்சிக்குக் கைகொடுக்க ஜெயலலிதாவைக் கொண்டுவந்திருந்தார் எம்.ஜி.ஆர். ஜெயலலிதாவுக்குத் தரப்பட்ட அதீத மரியாதை மூத்த தலைவர்களைக் காயப்படுத்தியது. 1984 நவம்பர் எம்.ஜி.ஆர். உடல்நிலை கவலைக்கிடமாக ஆனது. கட்சியும் ஆர்.எம்.வீ., ஜெயலலிதா அணிகள் என்று இரண்டாகப் பிரிந்திருந்தது.

திராவிட இயக்கக் கோட்டை

‘நானும் பிரார்த்தனை செய்கிறேன்’ என்று கருணாநிதி நண்பருக்காக இயற்கையை இறைஞ்சினார். இந்திரா காந்தி சுடப்பட்டு இறந்திருந்த பின்னணியிலும், எம்.ஜி.ஆர். நோய்வாய்ப்பட்டு அமெரிக்க மருத்துவமனையில் இருந்த பின்னணியிலும் நடந்த 1984 பொதுத் தேர்தலில் எம்.ஜி.ஆர். வென்றார். ‘சாவுக்கும் நோவுக்கும் ஓட்டு’ என்றார் கருணாநிதி.
எம்.ஜி.ஆரின் மூன்றாவது ஆட்சி 1985-ல் தொடங்கியது. உட்கட்சி சண்டை, ஈழப் பிரச்சினை, பேச முடியாத எம்.ஜி.ஆர். என்று நடந்தது நிர்வாகம். இம்முறை சட்ட மேலவை கலைப்பு, இந்தி எதிர்ப்புக்கு அரசியல் சட்டத்தைக் கொளுத்தியதற்காக திமுக சட்டமன்ற உறுப்பினர்கள் பதவி பறிப்பு என்று ஒரு குறுகிய அரசியல் போக்கையே எம்.ஜி.ஆர். கொண்டிருந்தார். எனினும், இந்த மண்ணை ஒரு திராவிட இயக்கக் கோட்டையாக மாற்றியதில் எம்.ஜி.ஆரின் பங்கு யாராலும் மறக்கவோ மறைக்கவோ முடியாதது!

புதன்கிழமை மாலை அணிவித்து மரியாதை செலுத்தினர்.
சென்னை கிண்டியில் உள்ள டாக்டர் எம்.ஜி.ஆர். மருத்துவப் பல்கலைக்கழக வளாகத்தில் உள்ள எம்.ஜி.ஆர்.சிலைக்கு எடப்பாடி பழனிசாமியும், ஓ.பன்னீர்செல்வமும் மலர் தூவி அஞ்சலி செலுத்தினர். இந்த நிகழ்ச்சியில் அமைச்சர்களும் பங்கேற்றனர்.

அதிமுக அலுவலகம்: ராயப்பேட்டையில் அதிமுக அலுவலகத்திலும் எம்ஜிஆர் பிறந்த நாள் விழா கொண்டாடப்பட்டது. அதிமுக அலுவலக வளாகத்தில் உள்ள எம்ஜிஆர் சிலைக்கு முதல்வரும், துணை முதல்வரும் மாலை அணிவித்து மரியாதை செலுத்தினர் தொண்டர்களுக்கு இனிப்புகளையும் வழங்கினர்.

நிதி உதவி: எம்ஜிஆர் கட்சி தொடங்கிய பிறகு 1973-இல் திண்டுக்கல்லில் நடைபெற்ற மக்களவை இடைத்தேர்தலில் அதிமுக முதல்முறையாக போட்டியிட்டது. அப்போது கட்சி பணியில் ஈடுபட்டிருந்த திண்டுக்கல்லைச் சேர்ந்த ஆறுமுகம் படுகொலை செய்யப்பட்டார். ஆறுமுகத்தின் மனைவி சுந்தரி தனது வீட்டுக் கடனை மீட்டு, வங்கி ஏலத்திலிருந்து மீட்டுத் தருமாறு கோரியிருந்தார். இதனையேற்று அவருக்கு கடன் தொகையான ரூ.4.80 லட்சத்தை அதிமுக சார்பில் முதல்வரும் துணை முதல்வரும் வழங்கினர்.
ஆர்.கே.நகர் இடைத்தேர்தலின்போது மாரடைப்பால் உயிரிழந்த திருநெல்வேலியைச் சேர்ந்த ரவிக்குமாரின் குடும்பத்துக்கு ரூ.2 லட்சத்துக்கான காசோலையையும் வழங்கினர். இந்த நிகழ்ச்சியல் அமைச்சர்களும், முக்கிய நிர்வாகிகளும் பங்கேற்றனர்.

கடந்த வருடம், உலகையே திரும்பிப்பார்க்க வைத்தது ஜல்லிக்கட்டுக்கான உரிமைப் போராட்டம். அந்த உரிமையை மீட்டெடுத்த பிறகு, படு உற்சாகமாக தமிழகம் முழுக்க ஜல்லிக்கட்டு விழா களைகட்டியது. புது ரத்தம் பாய்ச்சியதுபோல தமிழகமே ஆர்த்தெழுந்தது. அப்போது, ஜல்லிக்கட்டு நடக்காத ஊர்களிலும் நடந்தது.

புதுக்கோட்டை மாவட்டத்தில், தமிழகத்திலேயே முதல் ஜல்லிக்கட்டு ராபூசல் என்ற கிராமத்தில் நடந்தது. அதிகமான ஜல்லிக்கட்டு நடக்கும் மாவட்டம் என்ற பெருமையை புதுக்கோட்டை தக்கவைத்துக்கொண்டது.கடந்த வருடம், 67 போட்டிகள் நடந்திருக்கிறது. இந்த வருடமும் தமிழ்நாட்டிலேயே முதல் ஜல்லிக்கட்டு நிகழ்ச்சியைக் கடந்த 2-ம் தேதியன்று நடத்தி முடித்ததும் புதுக்கோட்டை மாவட்டம் தான். இப்படியான புதுக்கோட்டை, இந்த வருடம் ஜல்லிக்கட்டு நடத்துவதில் தட்டுத்தடுமாறிக்கொண்டிருக்கிறது. அங்கொன்றும் இங்கொன்றுமாக போட்டிகள் நடந்துகொண்டிருந்தாலும், அதிக அளவில் ஜல்லிக்கட்டை நடத்தும் மாவட்டம் என்ற பெருமையை இழந்துவிடும் நிலைமையில் இருக்கிறது புதுக்கோட்டை மாவட்டம்.

'இந்த மாவட்டம்தான் என்றில்லை, தமிழ்நாடு முழுவதும் இப்போது அதுதான் நிலைமை' என்கிறார்கள், போட்டியைப் பல வருடங்களாக நடத்திவரும் அதன் ஒருங்கிணைப்பாளர்கள். 'ஏன் என்ன பிரச்னை?' என்று நாம் கேட்டதற்கு, அவர்கள் கூறிய விளக்கம் கவலை தரக்கூடியது.
'ஜல்லிக்கட்டு நடத்துவதற்கான செலவு அதிகமாகியுள்ளது.குறைந்தபட்சம் 3 லட்ச ரூபாயிலிருந்து 5 லட்சம் வரை செலவாகிறது. முன்னாடி எல்லாம் அவ்வளவு செலவுக்கே வேலை இருக்காது. எப்போது அரசு வழிகாட்டுதல் நடைமுறைப்படிதான் ஜல்லிக்கட்டு நடத்த வேண்டும் என்று சொல்லப்பட்டதோ, அப்பவே செலவுகள் எகிறிடுச்சு. வாடிவாசல்அமைப்பு, மேடை, பாதுகாப்புத் தடுப்புகள், தேங்காய் நார், மாடு பிடி வீரர்களுக்கான சீருடை, சிறப்பு விருந்தினர்கள், ஊர் முக்கியஸ்தர்களுக்கு மரியாதைசெலுத்த துண்டு, உணவு, மாடுபிடி வீரர்களுக்கும் மாட்டின் உரிமையாளர்களுக்கும் தரவேண்டிய பரிசுகள் என அதிக பட்சமாக 5 லட்சம் தேவைப்படுகிறது. அவ்வளவு தொகை செலவுசெய்து ஜல்லிக்கட்டை நடத்த வேண்டுமா? என்ற யோசனை இப்போது எல்லா ஊர்களிலும் பரவிவிட்டது. அரசின் வழிகாட்டு முறைகள் இல்லாதபோது, அதிகபட்சம் ஒரு லட்ச ரூபாய்க்குள் போட்டியை நடத்திவிடமுடியும். தெருவில் நிற்கும் நான்கு மாட்டு வண்டிகளை இழுத்துப்போட்டால் வாடிவாசல் தயாராகிவிடும். இப்போது அப்படி இல்லை' என்கிறார்கள். 'மதுரை பாலமேடு, அவனியாபுரம், அலங்காநல்லூர் இங்கெல்லாம் வெற்றிகரமாக ஜல்லிக்கட்டு நடந்திருக்கிறதே?' என்று கேட்டோம். அதற்கு அவர்கள் விரக்தியாகவே பதில் சொன்னார்கள்.

'நெஞ்சமுண்டு நேர்மையுண்டு ஓடு ராஜா' என்று இளைஞர்களுக்கு உற்சாக உரம் போடுவார். கிராமம் முழுக்க அன்றைக்கு எம்.ஜி.ஆரின் குரலாக டி.எம்.சௌந்தர்ராஜன் குரல் ஒலித்துக்கொண்டே இருக்கும். விவரம் அறிந்தவர்களுக்குத்தான் அது டி.எம்.எஸ். குரல். ஆனால்,கோடிக்கணக்கான மக்களுக்கு இன்றைக்கும் அது எம்.ஜி.ஆரின் குரல்தான். சினிமா பாடல்கள்மூலம் வாழ்வியலை சாமானியர்களுக்குக் கற்றுத்தந்தவர் எம்ஜிஆர். அதனால்தான், அவரை தங்களது மூச்சுக்காற்றாகக் கருதிய பாமர மக்கள் அவருக்கு, 'வாத்தியார்' என்று செல்லப் பெயர் சூட்டினார்கள்.

Passengers want Tiruchi-Karur train to be made permanent

Passengers have welcomed the extension of the Tiruchi – Karur – Tiruchi DEMU passenger trains to Salem from Januay 11 to January 17 to clear the rush during the Pongal season.
They have urged the Salem Railway Division to make it a regular service.

The 76833 Tiruchi – Karur passenger departs Tiruchi at 9.35 a.m. and arrives at Karur at 11.35 a.m.

The train will depart Karur at 11.40 a.m., Vangal 11.49 a.m.; Mohanur 11.59 a.m.; Laddivadi 12.13 p.m.; Namakkal 12.24 p.m.; Kalangani 12.37 p.m.; Rasipuram 12.44 p.m.; Puduchattiram 12.54 p.m.; Mallur 1.06 p.m. and will reach Salem at 1.25 p.m., a release here has said.

The 76834 will depart from Salem at 1.30 p.m.; Mallur 1.44 p.m.; Puduchattiram 1.57 p.m.; Rasipuram 2.07 p.m.; Kalangani 2.15 p.m.; Namakkal 2.28 p.m.; Laddivadi 2.37 p.m.; Mohanur 2.49 p.m.; Vangal 3 p.m. and will reach Karur Junction at 3.20 p.m. From Karur the train will depart at 3.30 p.m. and will reach Tiruchi at 5.35 p.m.

Welcoming the decision of the railways to extend the trains up to Salem, K. Murugan, member, Mohanur Rail Commuters Welfare Association, said that the train will immensely benefit the rural people.

He said that passengers of the western and the central districts have been demanding a direct train from Salem to Tiruchi / Thanjavur via Namakkal and Karur.

At present, the Mayiladuthurai – Mysore Express is the only regular train operated in the Tiruchi – Karur – Namakkal – Salem route, which arrives at Namakkal and Salem in the night.
At a time when commuters were asking for more trains in the Salem – Namakkal – Tirchi section, the railways have abruptly cancelled the Salem – Karur passenger train introduced at the behest of M. Thambidurai, Lok Sabha Deputy Speaker.
The absence of a direct train service between the headquarters of two railway divisions – Salem and Tiruchi is posing much hardship to senior citizens, women and the sick, said 80-year-old B. S. Barkathullah, a former bank manager of Suramangalam in the city, who frequents Tiruchi.

The Salem Railway Division should take steps to concede the long pending demand of the people by regularising the extended train, he said.

Road dug up in 500 locations

Be it DMK or AIADMK, they have one thing in common. When in power, they bend rules and inconvenience the public.

On Tuesday, when Chief Minister Edappadi K. Palaniswami and his deputy O. Panneerselvam were in the city enroute to Alanganallur to inaugurate the jallikattu, a stretch between Circuit House on Alagarkoil Road and Oomachikulam Road turned chaotic in the morning.
While the traffic police were strict in disciplining the daily road users, they remained mute spectators when vehicles displaying party flags were driven in a rash and negligent manner. By stopping the vehicles of ordinary commuters, much ahead of the VVIPs’ convoy leaving the Circuit House, people were put to untold hardships.

As the VVIP vehicles approached the New Natham Road intersection, jubilant cadre, who had put up two big cutouts of the CM and Deputy CM in front of the camp offices of the SP and the DCP (Law and Order), forcefully stopped them to enable the tow leaders have a glimpse of their cutouts.
Although baffled by the height of the cutouts, the duo lauded the efforts of the cadre, an MLA who was part of the VVIP convoy told The Hindu .

Asked about the inconvenience caused to road users, the MLA, however, responded that it was wrong to say so. “It is a form of expressing our joy when our party high command visits the city. Even when the DMK was in power, the cadre put up cutouts of M.K. Alagiri on his birthday,” the MLA recalled.
A former CPI(M) MLA said both EPS and OPS stood taller in the cutouts than their leader Jayalalithaa.

A Corporation engineer said the AIADMK had not sought permission for putting up the cutouts. They dug up holes in 500 locations starting from Paravai to New Natham Road, via Vilangudi, Fatima College, Sellur, Goripalayam, Tallakulam and Narayanapuram. The medians were used to display party flags, all in violation of rules.

When contacted, Minister for Cooperation Sellur K. Raju said only the media was interested in blowing it out of proportion.

Pongal liquor sale at all-time high this year in Chennai

When compared to the last year Pongal sale, beer sales increased by ten per cent, but the hard liquor sale dipped by two to three per cent. 


Liquor worth Rs 127 crore was sold on Pongal and Bhogi recorded a sale of of Rs 92 crore. 

Chennai: The annual Pongal liquor sale revenue reached an all-time high this year with the liquor outlets making a total sale of Rs 219 crore and this, according to Tasmac official sources, is a Rs 15 crore surplus sale but the volumes of liquor bottle had gone down by two to five per cent.

When compared to the last year Pongal sale, beer sales increased by ten per cent, but the hard liquor sale dipped by two to three per cent.

Liquor worth Rs 127 crore was sold on Pongal and Bhogi recorded a sale of of Rs 92 crore. Last Pongal, sales were around Rs 204 crore. While the volumes had reduced this year in comparison to last year, the turnaround was achieved due to the recent price revision. The income surged by seven per cent, Tasmac sources said.

North Chennai recorded a 10 per cent dip in sales due to closure of 35 outlets and the sale of liquor in Southern and northern districts were also high during Pongal.

Suburban areas in Kancheepuram and Tiruvallur also recorded good sales. Tambaram, Poonamallee, Avadi and Ambattur, which serves as the gateway to Chennai recorded brisk sales throughout the Pongal holidays, sources said.Meanwhile, city police on Tuesday launched a hunt for a trio who were illegally selling liquor on Tiruvallur Day.

According to the police, three members in Shenoy Nagar were selling liquor on the dry day. A team raided apartment in Jothiammal Nagar and 912 liquor bottles were seized from the building, police sources said.

புதுதில்லி: கடன் சுமையில் சிக்கி தவிக்கும் ஏர் இந்தியாவின் பங்குகளை நான்காக பிரித்து விற்பனை செய்ய முடிவு செய்துள்ளதாக மத்திய இணை அமைச்சர் ஜெய்ந்த் சின்ஹா தெரிவித்தார்.

பொதுத்துறை விமான சேவை நிறுவனமான ஏர் இந்தியா நிறுவனத்துக்கு 140 விமானங்கள் உள்ளன. அவை 41 சர்வதேச நகரங்களையும், 72 உள்நாட்டு நகரங்களையும் இணைக்கிறது. மொத்த உள்நாட்டு சந்தையில் 14 சதவீத சந்தையை ஏர் இந்தியா நிறுவனமே வைத்திருக்கிறது. இந்நிலையில், ரூ.52 ஆயிரம் கோடிக்கு அதிகமான அளவுக்கு கடன் சுமையில் சிக்கி நஷ்டத்தில் இயங்கி வருகிறது. அதனால், அந்நிறுவனத்தை தனியாரிடம் விற்க மத்திய அரசு முடிவு செய்துள்ளது. இதன்படி, கடந்த 2017-ஆம் ஆண்டு ஜூன் மாதம் ஏர் இந்தியா நிறுவனத்தில் உள்ள மத்திய அரசின் 51 சதவீத பங்குகளை விற்க மத்திய அமைச்சகம் அனுமதி அளித்தது

விற்பதற்கு முன் பணியாளர்களைக் குறைக்கும் முகமாக ஓய்வுக்குப் பின்னும் பணியாற்றி வந்த, தொழில்நுட்ப பிரிவில் இல்லாத, 400 ஒப்பந்த தொழிலாளர்கள் ஜனவரி 5-ஆம் தேதி பணியிலிருந்து நீக்கப்பட்டனர்.

இந்நிலையில், ஏர் இந்தியா இந்தியாவை விற்பது குறித்து பேசியுள்ள மத்திய இணை அமைச்சர் ஜெய்ந்த் சின்ஹா, ரூ.52 ஆயிரம் கோடிக்கும் அதிமான கடன் சுமை உள்ளதால், ஏர் இந்தியாவில் அரசின் பங்குகள் விற்கப்பட உள்ளன. அதனை நான்கு பிரித்து ஏர் இந்தியாவின் பங்குகள் விற்பனை செய்யப்படும். இந்த ஆண்டுக்குள் விற்பனை செய்யப்பட்டுவிடும்.

மேலும் தேசிய விமான சேவை நிறுவனமான ஏர் இந்தியா மற்றும் ஏர் இந்தியா எக்ஸ்பிரஸ் ஆகியவை ஒரே நிறுவனமாக விற்கப்படும்
என்று தெரிவித்தார்.

UP govt fixes toll rates for Agra-Lucknow Expressway

The Uttar Pradesh government has fixed toll rates for the Agra-Lucknow Expressway to be implemented from midnight of January 19.

A state government spokesperson today said that toll tax will be implemented from midnight of January 19, 2018.

"The rates have been fixed at Rs 570 for car, jeep, van or light motor vehicles; Rs 905 for light commercial vehicle or mini bus; Rs 1,815 for bus and truck; Rs 2,785 for heavy construction work machine and multi-axle vehicle (3 to 6) and Rs 3,575 for over-sized vehicle (7 and above axles).

The length of Agra-Lucknow Expressway is 302 kilometres.

Over 4 lakh central government posts vacant as on March 2016: Report

NEW DELHI: Over 4 lakh posts were lying vacant across various central government departments as on March 1, 2016, according to a finance ministry report.

Although the number of vacancies in the central government civilian jobs came down from over 6 lakhs as on March 1, 2013, to 4.21 lakh as on March 1, 2014. However, the number of job vacancies remained more or less at the same level in subsequent years as it was in 2014, the report suggested.

As on March 1, 2016, the total number of vacant posts were 15,284 in group A; 26,310 in group B (gazetted); and 49,740 in group B (non-gazetted). There were as many as 3,21,418 vacancies in group C (non-gazetted).

The total number of job vacancies stood at 4,12,752, said the report on 'Pay and Allowances of Central Government Civilian Employees for 2016-17.'

Out of total 36,33,935 sanctioned posts, the government has filled up 32,21,183 positions and 4,12,752 remained vacant, which works out to be 11.36 per cent of the overall sanctioned posts.

Digital signboards to provide bus info at MTC depots

Chennai: Digital signboards displaying arrival, departure and other detailsof MTCbuses may soon make commuting a bit easier.

The passenger information systems proposed by Chennai Smart City Limited (CSCL) will be initially installed in 10 depots — Adyar, Vadapalani, T Nagar, CMBT, Saidapet, Tambaram, Broadway, Tiruvottiyur, Tondiarpet and Anna Nagar (West) — which are some of the busiest in the city. The information boards will be integrated with the corporation’s proposed ‘command and control centre’ project.

“Now there is a lack of accurate information regarding arrival time of buses, route numbers and destination. Information desks at depots are short-staffedor absent. Thisleads to confusion among commuters,” said a CSCL official. “The digital signboards will display all the information that a commuter needs.”

With more MTC buses getting GPS devices, information about arrival and departure timings would get more accurate, the official said.

Whilethedepotschosen for installation are tentative, the project is likely to be expanded to all depots, covering the entire MTC operations in the city and its extended areas. The cost estimate is being worked out as the detailed project report is being prepared.

Haj subsidy ends, funds to go into minority education

New Delhi: In keeping with Supreme Court orders and its own political plank, the Modi government will no longer provide subsidy to Haj pilgrims and has pledged that funds saved will be used for the education of minorities, particularly girl children.

“There will be no subsidy for Haj from this year,” minority affairs minister Mukhtar Abbas Naqvi told the media on Tuesday during an interaction at the BJP headquarters and said that the move is part of an effort to “empower minorities without appeasement”.

BJP has argued that the subsidy, essentially for air travel, is a demonstrative sop for Muslims and a diversion of funds that could be better utilised. Significantly, the decision did not evoke a protest from Congress, which maintained it has no objections to end the subsidy as long as the funds were utilised for minority welfare. BJP functionaries, however, emphasised that Congress had shown no urgency to act on the matter when in office after the SC ruled in 2012 that the subsidy be eliminated in 10 years.


Govt’s Haj subsidy was an eyewash: Muslim leaders

While subsidies have been dismantled, a record number of 1.75 lakh Muslims will go on the Haj pilgrimage this year, Naqvi said and claimed that this will be the highest since Independence.

The government will invest what it saves for minority education. It had spent over ₹250 crore last year on subsidising the travel to Saudi Arabia, he said. Restrictions on pilgrims having to take flights from their place of stay or nearest airports have been relaxed and this will lead to cheaper air travel, Naqvi said.

The decision to end the subsidy for Haj pilgrims follows a 2012 Supreme Court order to do away with the subsidy, long sought by BJP. Following the order, the subsidy was gradually rolled back and has now ended.

Some Muslim leaders said the subsidy was an eyewash. “The subsidy was not given to those going on Haj but it was for Air India that is running in losses,” All India Muslim Personal Law Board general secretary Maulana Wali Rahmani told PTI in Lucknow.

“In normal days, tickets for Saudi Arabia come for ₹32,000 but during Haj, Air India used to charge ₹65,000 to ₹1 lakh from those going for Haj. The fare will be less without subsidy,” he said.

All India Shia Personal Law Board chairman Yasoob Abbas, on the other hand, told PTI the board favoured subsidy on Haj as he said it benefited the poor.

ASER Study Says 24.6% High School Kids Able To Subtract, 95.3% Access Phones

A mere 24.6% of high school students aged 14-18 years are able to carry out subtraction, while only 47% can solve division problems and 28.4% are able to recognise numbers (10-99), as per the findings of the Annual Status of Education Report (ASER) released on Tuesday based on a survey in rural Madurai.

In contrast, students dabbling with the digital world was significantly higher with 95.3% frequently using mobile phones, and 63% spending time on computers. Only 27% said they had never had access to computers.

This year’s study picked one district in each state for an indicative survey sample. In Tamil Nadu, it was conducted among 1,044 youths in 925 households in 60 villages of Madurai. The age category was expanded from 3-15 years to 14-18 years for the first time.

Reading levels too were found to be poor, with more than 25% unable to read a sentence in English and about 17% not able to read a Class II text in Tamil. “For this level of students, these figures are very disappointing. Many of them are unable to even do basic arithmetic,” said Oliver B of Pratham, the NGO which carried out field work for the survey.

Worse, only 68.9% were able to name the country’s capital, while 79% could name their own state. In fact, more than 6% were unable to recognise the map of the country, while 58.8% only identified their own state on a national map.

Madura College (self-finance courses) principal Dr K M Rajasekaran said the findings were not surprising. “Mobile phones have become a nuisance among students and 90 % of them use them not in a constructive manner. For instance, an android mobile can be used to browse for information, read newspapers and look out for study material, but few do that. They use it for social networking chats, meme creation and watching movies and songs,” said Rajasekaran, who is based in Madurai city.

Some academicians felt there was little interest in textbooks and lessons, as mobile phone penetration increased. It is perhaps time for teachers too to find ways to engage them in classrooms using technology, said Ramachandran, who was part of the ASER survey team.

Others felt technology could have adverse effects. Fr A Susaimanickam, head master, St Claret Higher Second ary School, Karumathur, Madurai, said dependence on technology had affected memory power, with very few students barely able to remember tables of mathematics or able to do mental mathematics.

இந்தியாவில்தான் மிக அதிக அளவில் சினிமா நடிகர்கள் நேரடி அரசியலில் இறங்கியது தெரியவருகிறது. இது வரையில் 48 பேரும், ரஜினி-49-ஆவது, கமல் இறங்கினால் 50 பேர் சினிமா துறையிலிருந்து அரசியலுக்கு வந்திருப்பதாக அரசியல் ஆய்வாளர்கள் தெரிவிக்கின்றனர்.

சினிமா நடிகர்கள் அரசியலில் நுழைந்து பிரபலமடைவதற்கான அடிப்படைக் காரணங்களை ஆராய்ந்த ராபர்ட் தாம்ப்சன் எனும் பேராசிரியர், 24 மணி நேர தொலைக்காட்சிகளில் தோன்றி பார்வையாளர்களைக் கவரும் வகையில் பேசி வரும் ஓர் அரசியல்வாதியும், சினிமா, நாடகங்களில் தோன்றி மக்களைக் கவரும் நடிகரும் ஒரே மாதிரியானவர்களே” எனக் கூறியுள்ளார். அமெரிக்காவின் சைரக்யூஸ் பல்கலைக்கழகத்தில் சினிமா மற்றும் தொலைக்காட்சி பற்றிய ஆராய்ச்சிகளில் ஈடுபட்டுள்ள இந்தப் பேராசிரியர் மேலும் கூறுவது கவனிக்கத்தக்கது.

சினிமா நடிகர்கள் தங்கள் அரசியலைத் துவங்கும்போதே இவர்களுக்கு எதிரான அரசியல்வாதிகளை விடவும் சிறப்பான வகையில் அரசியல் களத்தில் உதிக்கும் நிலைமையில் இருப்பார்கள் எனக் கூறுகிறார் இவர். நிறைய பணத்தையும், நேரத்தையும் செலவு செய்து அரசியலில் வளர்ந்து நிற்கும் பல தலைவர்களையும் மக்கள் மன்றத்தில் எளிதாக இந்த நடிகர்கள் ஓரந்தள்ளிவிடுவார்களாம்.

இது போன்ற புதிய அரசியல்வாதிகளான நடிகர்கள் தேர்தலில் தேர்ந்தெடுக்கப்படுவது, வாக்காளர்களின் புத்திசாலித்தனமில்லாத நடத்தை என்பதை ஏற்றுக்கொள்ள முடியாது. ஒப்பீட்டளவில், தேர்தலில் போட்டியிடும் பழைய அரசியல்வாதிகள், ஊழல்வாதிகளாகவும், நிர்வாகத் திறமையற்றவர்களாகவும் இருப்பதாக வாக்காளர்கள் கருதுவது முக்கியமான காரணங்களாகின்றன எனக் கூறுகிறார் பேராசிரியர் தாம்ப்சன்.
அரவிந்த் ராஜகோபால், அமெரிக்காவின் நியூயார்க் பல்கலைக்கழகத்தின் ஊடகவியல் துறையில் பேராசிரியராக இருப்பவர். புகழ்பெற்ற ஜெர்மானிய சமூகவியல் ஆராய்ச்சியாளர் மேக்ஸ் வீபர். இவர்கள் இருவரும் சேர்ந்து கூறியது கவனிக்கத்தக்கது: 'நவீன சமூக வளர்ச்சியில் நிர்வாகமும் ஆட்சி முறையும் மக்களின் சுதந்திரத்தையும் வளர்ச்சியையும் மிக அதிக அளவில் தங்கள் கட்டுப்பாட்டுக்குள் கொண்டு வர முயற்சிக்கும் கால கட்டத்தில், மிக அதிக அளவில் மக்களைக் கவர்ந்த தலைவர்கள் பொது வாழ்வில் உருவாகி அரசியல் செய்வது வரவேற்கத்தக்கது' என இவர்கள் கூறுகிறார்கள்.
இதுபோன்ற தத்துவங்கள் ஒருபுறம் இருக்க, அரசியலில் புகுந்து வெற்றி பெற்று ஆட்சியைப் பிடித்த நடிகர்களில் உலகமே போற்றும் வகையில் பணிசெய்த அமெரிக்க அதிபரும், மிக அதிக அளவில் ஊழல் செய்து மணிலாவின் சிறையில் வாடிய பிலிப்பின்ஸ் நாட்டின் அதிபரான ஜோசப் எஸ்ட்ராடாவும் நம்மால் கவனிக்கத்தக்கவர்கள்.

பிலிப்பின்ஸின் எஸ்ட்ராடா ஒரு நடுத்தர தாய், தந்தையருக்கு 1937-ஆம் ஆண்டில் பிறந்த 10 குழந்தைகளுள் ஒருவர். அவரது இயற்பெயர் ஜோசப் எஜர்சிட்டோ. பள்ளி மாணவனாக இருந்தபோது ஒரு சக மாணவனுடன் அடிதடி சண்டையில் ஈடுபட்டதால் பள்ளியிலிருந்து வெளியேற்றப்பட்டார். பின் வேறு பள்ளிகளில் சேர்ந்து படித்து, தனது கல்லூரிப் படிப்பை மேபுவா பொறியியல் கல்லூரியில் தொடர்ந்தார். அங்கேயும் பாதியிலேயே வெளியேற்றப்பட்டார்.

தனது 17-ஆவது வயதில் முதன்முதலாக ஒரு திரைப் படத்தில் நடித்தார். இவரது தந்தைக்கு இவர் சினிமா நடிகராகியது பிடிக்கவில்லை. ஒரு பொறியாளராக ஆகியிருக்க வேண்டும் என அறிவுறுத்தினார். தந்தைக்குப் பிடிக்காத சினிமா துறை என்பதால் அவரது பெயரான எஜர்சிட்டோவை ஒதுக்கிவிட்டு தனது முதல் படத்தில் தனக்கு இடப்பட்ட பெயரான எஸ்ட்ராடா என்று மாற்றிக் கொண்ட இவர் ஜோசப் எஸ்ட்ராடா என அழைக்கப்பட்டார்.
130 திரைப்படங்களில் நடித்து பிரபலமான எஸ்ட்ராடா, அரசியலில் புகுந்து 1967-ஆம் ஆண்டில், தனது 30-ஆவது வயதில் சேன்ஜுயான் நகர மேயரானார். பின் பல அரசியல் மாற்றங்கள் பிலிப்பின்ஸ் நாட்டில் ஏற்பட்டு, ஜனநாயகம் முழுவீச்சில் 1986-இல் உருவானது. 1987-ஆம் ஆண்டில் செனட் உறுப்பினராகத் தேர்ந்தெடுக்கப்பட்டார் எஸ்ட்ராடா. இது நம் நாட்டின் எம்.பி. பதவிக்கு ஈடானது.

ஐந்து ஆண்டுகளுக்குப் பின், 1992-ஆம் ஆண்டு துணை அதிபராகத் தேர்வு செய்யப்பட்டார். 1998-இல் நடந்த தேர்தலில் பெருவாரியான வாக்குகளைப் பெற்று பிலிப்பின்ஸ் நாட்டின் அதிபரானார் இந்த நடிகர்.

1987-ஆம் ஆண்டில் செனட் உறுப்பினராக இருந்தபோது இவரது சொத்து மதிப்பு, பிலிப்பின்ஸின் 23 லட்சம் பெசோ (ரூ.29 லட்சத்து 21 ஆயிரம்). 1999-ஆம் ஆண்டு இவரது சொத்து மதிப்பு 3 கோடியே 58 லட்சம் பெசோ (ரூ.4 கோடியே, 54 லட்சத்து 66,000) ஆக உயர்ந்து நின்றது. இவருக்கு 60 வியாபார நிறுவனங்களில் பங்குகள் இருந்தன எனவும் அவற்றில் இவருக்கான பண முதலீடு 80 கோடி பெசோக்கள் (ரூபாய் 101 கோடியே 6 லட்சம்) என்பதையும், அதை எல்லாம் தனது சொத்துப் பட்டியலில் அரசுக்கு அவர் தெரிவிக்கவில்லை எனவும் பத்திரிகையாளர்களின் புலன் விசாரணை மையம் என்ற பொதுநல அமைப்பு வெளியிட்டது. 20 வீடுகள் இவருக்கு இருந்தன.

இந்த விவரங்கள் எல்லாவற்றையும் இவரோடு இருந்த சிலரே வெளியிட்டதைத் தொடர்ந்து இவர் மீது நம்பிக்கை இல்லாத் தீர்மானம் கொண்டுவரப்பட்டது. எல்லா உண்மைகளும் பொதுவெளியில் வெளிவந்ததைத் தொடர்ந்து மக்கள் எதிர்ப்பு கடுமையாகிப் பெரிய போராட்டமாக மாறியது. இதனால், 2001-ஆம் ஆண்டு ஜனவரி 20-ஆம் தேதி தனது அதிபர் பதவியை எஸ்ட்ராடா ராஜிநாமா செய்தார்.
இவர் கைது செய்யப்பட்டு, அடுத்த 6 ஆண்டுகள் தன் மீதுள்ள வழக்குகளை எதிர்கொண்டார். இவர் குற்றவாளி என 2007-ஆம் ஆண்டு தீர்ப்பளிக்கப்பட்டது. இவர் தனது அதிபர் பதவியை ராஜிநாமா செய்து, தன் கீழ்ப்பணியாற்றிய துணை ஜனாதிபதியாக இருந்த குளோரியா அரோயோ எனும் பெண்ணை அதிபராகப் பிரகடனம் செய்து பதவியில் அமர்த்தியிருந்தார்.
அந்தப் பெண் அதிபர் 2007-ஆம் ஆண்டில் எஸ்ட்ராடாவை குற்றச் செயல்களிலிருந்து விடுதலை செய்து உத்தரவிட்டார். அந்த நாட்டின் சட்டப்படி இது ஏற்றுக்கொள்ளப்பட்ட நடைமுறை!

நடிகராக இருந்து மக்களின் பேராதரவுடன் அதிபராக உருவாகி வலம் வந்த எஸ்ட்ராடாவிற்கு சோய் என்ற மனைவி மற்றும் லார்னி, கோமஸ், ஓசோரியோ, மெலெண்ட்ரஸ், மேரி ரோவேனா எனும் பிற துணைவியரும் உண்டு. தனது மனைவியுடன் ஒரு குழந்தையும், பிற துணைவியருடன் 4 குழந்தைகளும் இவருக்கு உண்டு. இந்நடைமுறைகள் அந்நாட்டில் ஏற்றுக்கொள்ளப்பட்டவை.

அடுத்து, நடிகராக இருந்து, அரசியலில் புகுந்து அமெரிக்காவின் கலிபோர்னியா மாகாணத்தின் ஆளுநராக 1967-ஆம் ஆண்டு முதல் 1975-ஆம் ஆண்டு வரை பதவி வகித்தவர் ரொனால்ட் ரீகன். 1981-ஆம் ஆண்டு, தனது 70-ஆவது வயதில் அமெரிக்க அதிபராகத் தேர்ந்தெடுக்கப்பட்டார்.

தனி வாழ்க்கையிலும் மிகச்சிறந்த ஒழுக்கமான மனிதராக இருந்தார் ரீகன். நான்ஸி டேவிஸ் என்ற நடிகையை 1952-ஆம் ஆண்டு மணந்தார் ரீகன். அவர்களுக்கு இரண்டு குழந்தைகள் பிறந்தன. இந்த திருமணத்துக்கு முன்னர் ஜேன் வையேன் எனும் நடிகையை 1940-ஆம் ஆண்டு திருமணம் செய்து, 9 ஆண்டுகள் மணவாழ்க்கைக்குப் பிறகு விவாகரத்து செய்தார்.

மருத்துவக் கல்வி இடங்கள் போதிய அளவில் இல்லை: குடியரசுத் தலைவர் கவலை

தில்லியில் செவ்வாய்க்கிழமை நடைபெற்ற எய்ம்ஸ் மருத்துவக் கல்லூரி பட்டமளிப்பு விழாவில் சிறப்பிடம் பெற்ற மாணவிக்கு பதக்கம் வழங்கி கெளரவித்த குடியரசுத் தலைவர் ராம்நாத் கோவிந்த்.

இளநிலை மற்றும் முதுநிலை மருத்துவப் படிப்புகளுக்கான இடங்கள் போதிய அளவில் இல்லை என்று குடியரசுத் தலைவர் ராம்நாத் கோவிந்த் கவலை தெரிவித்துள்ளார்.

மேலும், நாட்டின் மக்கள் தொகைக்கும், மருத்துவர்களின் எண்ணிக்கைக்கும் நடுவே மிகப் பெரிய வித்தியாசம் இருப்பதாகவும் அவர் கூறியுள்ளார்.

மக்கள்தொகையின் அடிப்படையில் பார்த்தால் மருத்துவக் கல்லூரி இடங்கள் போதுமானதாக இல்லை. மருத்துவப் படிப்புகளுக்காக விண்ணப்பிக்கும் பலருக்கு வாய்ப்பு கிடைப்பதும் இல்லை. இதன் விளைவாக அவர்களில் பலர் வெளிநாடுகளில் மருத்துவக் கல்வி பயிலச் செல்கின்றனர். இத்தகைய சூழல் நீடிப்பதை நியாயப்படுத்த இயலாது. இப்பிரச்னைக்கு உடனடியாக தீர்வு காண வேண்டியது அவசியம். மருத்துவ சேவையாற்ற விரும்பும் இளைஞர்களுக்கு புதிய வாய்ப்புகளை உருவாக்கித் தரவேண்டிய தேவை எழுந்துள்ளது.
இது ஒருபுறமிருக்க, மக்களுக்கு தரமான மருத்துவ சேவைகள் கிடைப்பது மற்றொரு முக்கிய பிரச்னையாக உள்ளது. போதிய மருத்துவர்கள் இல்லாததே அதற்கு முக்கியக் காரணமாகக் கருதப்படுகிறது. தற்போதைய சூழலில் மருத்துவர்களிடம் அளவுக்கு அதிகமான பொறுப்புகள் சுமத்தப்பட்டுள்ளன. அதன் தொடர்ச்சியாக அவர்களுக்கு சில உதவிகள் தேவைப்படுவதையும் என்னால் உணர முடிகிறது. அதாவது, கூடுதல் எண்ணிக்கையிலான மருத்துவர்களை உருவாக்கி, பணிச்சுமையைக் குறைக்க வேண்டும் என்பதே அவர்களது எதிர்பார்ப்பாக உள்ளது. இந்த விவகாரத்துக்கு உரிய தீர்வு காண வேண்டியுள்ளது.
