TT player moves HC seeking MBBS seat in sports quota

A 19-year-old table tennis player from Palani in Dindigul district, who has won medals in district and divisional level competitions, has approached the Madurai bench of the Madras high court seeking its intervention to get her MBBS admission in any of the government colleges in the state.

N Cheral Yazhini, who completed Class 12 in 2016, had written the national eligibility cum entrance test (NEET) this year and scored 163 marks. Contending that there has been no transparency on how the directorate of medical education selected eligible candidates under sports quota, the petitioner sought the court’s help. She claimed that those who scored lesser marks than her under the sports quota scoring system for admission to MBBS/BDS courses in the state had been included in the list, but not her.

The petition said she has been participating in zonal, district and divisional level table tennis tournaments since 2012 until she finished school in 2016. In the four years that she played the sport, she secured seven gold medals in district-level tournaments and two silver and two bronze medals in divisional-level tournaments. “It is my ambition to become a doctor. Hence, though I completed school in 2016, I waited for two years to join MBBS without joining any other course,” the petitioner stated.

After passing NEET this year, the petitioner was awaiting the list of sports quota candidates.

The directorate of medical education had put up a list of candidates eligible under the sports quota for counselling on its website on June 30. However, much to her chagrin, her name was missing from the list.

The girl, in her petition, said that according to the admission prospectus published by the DME, she had secured 465 marks based on marks allotted for individual medals in district and divisional tournaments.

Claiming that the list had only 44 eligible candidates, some of whom scored less than her, the petitioner sought the court’s intervention to declare the list as illegal. Justice M S Ramesh admitted the petition and sought a response from the concerned authorities.

‘NEET has ensured level playing field for students from all boards’
Controversies involving NEET have been neverending. It is now drawing flak because students with negative marks in a subject have also managed to get admission. It is the faulty implementation of the exam that is to blame, says Medical Council of India vice-president Dr C V Bhirmanandham , who was part of the team that recommended introduction of NEET two years ago. In an interview with Pushpa Narayan , he says though there is room for improvement in NEET it has ensured meritorious students are not left out and forced states to revamp the school curriculum

It’s been two years since NEET has been implemented. Do you think it has improved the quality of students in medical education?

NEET was brought in to ensure meritorious students get into medical colleges. It has brought a level playing field for students from all boards. It has also made states to rethink the quality of school education they provide. States are now revising syllabus and improving teaching quality. Unfortunately, we are seeing drawbacks during implementation. One of the biggest criticisms is that students who scored negative marks in one or two of the subjects tested for NEET have got admission this year. Most of these admissions are in deemed universities. This happened because in online counselling the student with the highest rank locks the seat. Many students who scraped through NEET got admissions. There is a discussion now whether we should have a minimum mark for each of the subjects. There were also errors in the paper. Students should be evaluated properly. They should also be allotted seats carefully. For instance, instead of counselling for deemed universities along with all-India quota (AIQ) in government colleges, the directorate general of health services can do AIQ seats first. Students with high marks should be given the option to get into deemed universities first.

If students with poor marks enter college won’t it affect the quality of doctors?

The course offers rigorous training with a year’s internship. We monitor course content and ensure students are taught everything they need to study. Nevertheless, it is important to have an exit exam before they are allowed to register themselves as doctors. This will ensure the quality and standards of medical colleges in government and private sector. It is mandatory in most countries. The exam is a part of the National Medical Commission Bill and will be made mandatory once the bill is passed. It took us five years to implement NEET across the country. Exit exam may face similar hurdles, but like NEET it will soon be inevitable.

Isn’t the high fee structure in deemed universities one of the reasons why some meritorious students are kept out?

Yes. Fee structure in some universities is very high. And most students who enter these colleges must be willing to pay up to ₹1 crore towards course fee. Some of these students may not have high ranks. But I think we should accept it the way it is because medical education in many universities across the world is expensive. The overheads such as salaries for senior professors in private sector are high.

Do you think such institutions have no scope to reduce fees?

Of course they do. They can increase bed charges and cost of treatment for patients who opt for private and luxury rooms to subsidise education. They can also offer scholarships to meritorious students. This way, students with high marks, who can’t afford high fee, can study medicine in those colleges. But these can’t be forced on the colleges. They have autonomy to fix fee and they must be judicious.

Why can’t MCI allow government colleges like the Madras Medical College to triple their MBBS seats?

That’s not as simple as it sounds. The government will have to triple their faculty requirements. They will need more doctors, nurses and other paramedical staff to run these colleges. The reason students prefer government colleges is not just because the fee is low, but because the teaching quality is high. With 250 students in one classroom, it’s already crowded.

Bank told to pay customer ₹25k for holding pension

The district consumer redressal forum of Madurai has slapped a fine of ₹25,000 on State Bank of India, KK Nagar branch, Madurai, as compensation to a retired central government employee for holding his pension for five months in 2013.

The petitioner U Ramu of Iyer Bungalow in Madurai is a retired employee of the commercial taxes department. He approached the consumer forum seeking compensation of ₹2 lakh after the bank officials held his pension amount as he delayed paying the education loan of his daughter.

In February 2013, Ramu attempted to withdraw money from an ATM, but the machine response was ‘unable to process’.

Ramu found that the bank authorities were holding his pension amount due to delay in repayment of the education loan his daughter took in September 2011.

The bank authorities, in their counter petition, cited the same reason for ‘holding’ the pension amount. “They had promised to repay the amount within three months,” the bank authorities said in their counter.

However, the Madurai bench of the Madras high court which heard the petition asked the bank authorities to end the hold-up.

Ramu did not receive pension from February 2013 until July 2013. After hearing both the sides and also taking into account the HC ruling on the same issue, the district consumer forum ruled in favour of the pensioner. The bench comprising members C Packialakshmi, M Maraikamalai and V Balasundarakumar directed the bank authorities to compensate ₹25,000 to the retired government staffer for the mental agony caused to him.

At least 22 men including security guards, elevator operators and plumbers at an apartment complex in Purasawalkam here sexually assaulted a 12-year-old girl with a hearing disorder for more than seven months, police said on Monday.

Investigators apprehended 18 suspects on Monday, arresting six later in the day and detaining 12. They are searching for others involved in the horrific crime in the heart of the city.

The perpetrators sedated the Class VII girl with injections, drug-laced soft drinks and a powder that they made her sniff before sexually assaulting her and videographed themselves in the act, an investigating officer said.

They blackmailed the child into silence for a prolonged period with the threat of releasing the videos and by menacing her with violence, he said. “This continued till the girl on Saturday told her older sister, a college student on a visit home from Delhi, about the trauma she was going through,” officer said. “The sister informed their parents, who filed a complaint with the Ayanavaram all women police.”

The girl told police that Ravi Kumar, 66, an elevator operator in the largely unoccupied 300-flat complex, first sexually assaulted her. Three days later he brought two men reeking of alcohol from outside the complex who videotaped themselves raping her. Other men soon joined in, sexually assaulting the child repeatedly.

‘Mother thought girl was playing with friends in the building complex’

“Ravi would lead away the child as soon as she alighted from her school van to the basement, public washrooms, the terrace and gym, where he and his accomplices raped her,” the officer said. “Many of the flats were vacant, so the suspects had little hindrance while committing the crime.”

The suspects were all employees FOCUS, a security firm, and UK Facility Services. “The girl’s father was away at work through most of the day,” the officer said. “Her mother, a homemaker, did not think anything was amiss when the girl came home late. She assumed that her daughter was playing with friends in the complex.”

The girl’s parents took her to Kilpauk Medical College and Hospital for treatment on Sunday. After examining and speaking to the girl, doctors at the hospital found that several men had raped her.

Police on Monday had her statement recorded in a mahila court after detaining 18 suspects and charging them under the Protection of Children from Sexual Offences (Pocso) Act. “We have sent seized syringes and an empty soft drink bottle to the forensics laboratory to determine what drugs they used,” the officer said, adding they had also sent seized condoms for tests.

Police formally arrested Ravi Kumar, the main accused; security guards Abhishek, 23, Sugumaran, 60, and Prakash, 58; a plumber, Suresh, 32; and a housekeeping employee, Rajasekar, 40.

“We have detained 12 others and are likely to arrest them on Tuesday, after a magistrate records their confessions,” the officer said, naming these suspects as security guards Murugesh, 54, Palani, 40, and Umapathy, 42; elevator operators Paramasivam, 60, Dheenadayalan, 50, Srinivasan, 45, and Babu, 36; plumbers Jaiganesh, 23, Raja, 32, and Surya, 23, an electrician, Jayaraman, 26; and a gardener, Gunasekar, 55.

DMK moves HC seeking DVAC probe against OPS

DMK has approached the Madras high court seeking direction to the Directorate of Vigilance and Anti-Corruption (DVAC) to register a case and investigate the complaint made by the party alleging amassment of assets and wealth disproportionate to the known source of income of deputy chief minister O Panneerselvam.

Moving the plea on behalf of the DMK, its organising secretary R S Bharathi submitted that he had made a complaint to the DVAC on March 10 seeking probe into the assets amassed by Panneerselvam in his name and in the name of his benamis and family members.

“Panneerselvam has gained unlawfully and has amassed wealth and invested the same in companies and properties either in his name or in the name of his benamis. He has thus rendered himself liable under the Income Tax Act, Representation of the People Act, Indian Penal Code, Prohibition of Benami Transactions Act, Prevention of Money Laundering Act, and Prevention of Corruption Act,” Bharathi added.

Alleging that till date the DVAC has not acted upon his complaint, the petitioner said the high court had already made it clear that when a complaint was given against a public servant the DVAC had to inquire.

Referring to the declaration made by Panneerselvam before the election commission in 2014-15 that he had an income of ₹5.80 lakh, the petitioner said in the same period he had bought a car worth ₹17.85 lakh. The petition filed in the high court is likely to be heard by Justice P N Prakash on Tuesday.

Tamil Nadu has decided to exempt itself from NEET-2018 for admission to AYUSH courses and, instead, follow single window counselling for admission based on Class 12 marks alone this year.

The decision was taken after health minister C Vijaya Baskar and senior health officials met Chief Minister Edappadi L Palaniswami at the secretariat on Monday. Unlike the Medical Council of India (MCI), which amended the Medical Council of India Act to make NEET as the sole mode of admission, the Indian council sent mere notifications saying NEET was mandatory. No amendment was made to the Indian Council of Medical Act, officials said. “We will go by the conventional method admission based on the Tamil Nadu Admission in Professional Educational Institutions Act, 2006 for admissions this year,” said minister Vijaya Baskar.

The department of Indian medicine will start issuing prospectus for admission by the end of the week, said Indian Medicine commissioner Dr K Senthil Raj. The admission will be done by the selection committee attached to the directorate of Indian Medicine and Homeopathy based on merit in class we and 69% rule of reservation.

The Tamil Nadu Dr MGR Medical University has a list of 32 colleges of Indian medicine but for this year 23 colleges have permission to admit students with 1,460 seats. This includes 390 seats in six government colleges – two in Siddha with 160 seats, and one each in homeopathy (50 seats), Ayurveda (60 seats), Unani (60 seats) and Yoga and Naturopathy (60 seats). Some private self-financing colleges that were charging up to ₹45,000 as fee have made representation to the government and the fee fixation committee seeking increase in fee structure.

HC summons banker who denied education loan

A State Bank of India SBI manager who had denied education loan to a deserving candidate on flimsy grounds is in trouble, as the Madras high court has directed him to appear in court in person on July 23 and explain RBI guidelines governing education loans.

The SBI Thalaignayiru branch manager should show the rules which stipulated that students with less than 60% of marks could not apply for the loan, said a division bench of Justice Huluvadi G Ramesh and Justice M Dhandapani, warning the manager that if he was unable to produce the suo motu contempt proceedings would be initiated against the banker. The student, A Deepike, has sought Rs 10 lakh as compensation from the bank and the manager for having rejected her loan application on the ground that her father was a loan defaulter. Pointing out that her father not a loan defaulter and that the bank officials made a factually incorrect statement to the court, the girl said they had damaged his reputation.

According to petitioner, she had completed higher secondary examination in 2016-2017 and joined B Sc (nursing) course in Karthikeyan College, Anthananpettai, Nagapattinam. Thereafter, she approached the bank seeking educational loan of Rs 3.4 lakh.

Though the application was accompanied by relevant documents, the bank rejected it on the ground that nursing course did not come under IBA Educational Loan Scheme and that her father was a defaulter.

Challenging the refusal, the petitioner approached the high court. Dismissing her plea, a single judge of the court held that the bank was right in rejecting her application on the ground that her father was a defaulter.

Aggrieved, the petitioner has moved the present appeal, clarifying that her father was not a loan defaulter.

CBSE moves SC against Madras HC order on NEET

The Central Board of Secondary Education (CBSE) on Monday moved the Supreme Court challenging the Madras high court order directing it to award compensatory marks to students who wrote NEET (National Eligibility cum Entrance Test) in Tamil.

Last week, the HC had ordered CBSE to grant 196 marks — four marks each for 49 “erroneous” questions — in the Tamil version of this year’s NEET and directed the board to revise the merit list. The NEET results were published in the first week of June and the counselling process is underway. In Tamil Nadu, about 1.07 lakh candidates took the test across 170 centres in 10 cities and any revision in the merit list would affect thousands of students who have already taken admission in various medical colleges.

Challenging the verdict, the CBSE contended that the HC erred in passing the order and urged the apex court to immediately stay its operation as it would alter the entire admission process in medical colleges. The petition was filed by advocate Tara Chandra Sharma and the board submitted that the most appropriate answer was decided by experts and marks were awarded based on that.

There were 180 questions with total marks of 720 in the NEET. The HC had said the students who took the exam for admission to medical and dental colleges in Tamil should be suitably compensated to provide a level playing ground.

VIRUDHUNAGAR: CB-CID sleuths, on Friday, filed an 1160-page charge sheet in the Nirmala Devi case, at the Virudhunagar Judicial Magistrate II Court here. It may be recalled that a telephone conversation by the assistant professor, Nirmala Devi, from Devanga Arts College in Aruppukottai, seeking sexual favours from some girl students on behalf of higher officials, took the State by storm. On April 16, police arrested Nirmala Devi. The case was later transferred to the CB-CID.

A team led by CB-CID SP Rajeswari and including DSPs M Muthusankaralingam, Hajitha and Karuppiah and nine inspectors started their investigation on April 19. Based on the confession statement of Nirmala Devi, the CB-CID officials arrested Karuppiah, a post-doctorate student of Madurai Kamaraj University (MKU), and V Murugan, an assistant professor at MKU’s department of management studies.

The CB-CID officials held inquiries with MKU officials, the teaching and non-teaching staff and the students of Devanga Arts and Science College, and their statements were documented.

Nirmala Devi, Murugan and Karuppiah were remanded in judicial custody. They approached the judicial court as well as the high court seeking bail, but the court rejected their plea. Nirmala Devi was taken to Chennai for a voice test, as per an order of the Madurai Bench of the Madras High Court, and the forensic department confirmed that the voice in the audio was that of Nirmala Devi.

CHENNAI: Even as the land survey for the Chennai-Salem Express Highway project is progressing, the National Highways Authority of India (NHAI) has commenced the preliminary work for the Thanjavur-Madurai greenfield project recently.

According to officials, the project involves developing a new road between Thanjavur and Karaikudi via Pudukottai for about 95 to 100 km and widening the existing 46-km two-lane road from Karaikudi to Melur into four lanes under the Bharatmala Pariyojana - I.
Currently, the distance between Thanjavur and Madurai via Tiruchy by road is about 190 km and 176 km via Manamadurai-Thanjavur road (two-lane State highway). The greenfield project is expected to reduce the travel distance by 15 to 20 km, according to sources privy to this discussion. “The alignment of the proposed project is being studied. Widening of existing state highways is not feasible as agriculture land would get affected. The greenfield alignment is being planned, which requires least amount of agriculture land,” said a NHAI official.

The Union Ministry of Road Transport and Highways has already accorded approval in principle, and a preliminary report is being prepared to seek the final approval for the project.

The proposed road will also be an access-controlled road and the vehicular underpass will be provided for every 2.5 km en route. “Similar to the Chennai-Salem express highway, the road would get closed on both ends so as to maintain the 100-to-120 km speed,” added the official sources.

To widen the 46-km stretch of the Karaikudi-Melur (located about 26 km from Madurai) two-lane road into four lanes at ` 767.57 crore, the NHAI recently invited bids.

The Thanjavur-Karaikudi-Melur-Madurai road is expected to decongest the NH 45 as it would create an alternative routes to Madurai, Tiruneveli, Ramanathapuram from Chennai. The four-lane work between Vikkiravandi and Thanjavur has been in progress.

On completion of the Vikkiravandi-Thanajavur four-lane works, commuters from Chennai can reach Madurai via Vikkiravandi-Thanjavur-Karaikudi-Melur-Madurai. In addition to this, commuters can also have another route to the southern parts of Tamil Nadu via Mahabalipuram, Puducherry, Sirkazhi, Mayiladuthurai, Kumbakonam and Thanjavur.

Currently, the Chennai-Mahabalipuram section has four lanes, while the widening work between Mahabalipuram and Puducherry is to be taken soon. The Puducherry-Cuddalore- Sirkazhi section has two lanes and is being proposed to be widened as part of the Villupuram-Nagapattinam four-lane project. The Sirkazhi-Mayiladuthurai-Kumabakonam stretch will also be widened.

CHENNAI: Vivid posters with the image of the late actor-turned-Chief Minister MG Ramachandran (MGR), 100-odd rare and vintage images of the ‘Makkal Thilagam’, his iconic fur cap, glass, watch and his Mark 4 Ambassador car bearing the registration number ‘MGR 4777’ on display, all part of MGR Centenary celebrations, World MGR Peravai Delegates conference, were our initial observations as we entered Vels University in Pallavaram.

Thousands of delegates and MGR followers from across the world had gathered. Raju, an avid MGR ‘devotee’, clad in a vivid yellow pant-shirt and a bright red hat, announced, “MGR is my oxygen!” Talking about his love for his ‘Deivam’ (god) he said, “For all special occasions, I dress like him. It’s his Centenary celebration. We will love him forever.” A 60-something Kannappan caught our eyes. “I have been dressing like ‘thalaivar’ for close to 30 years now. From the fur cap, and dress to the black glass, I make sure everything is perfect. Initially, look-alikes were looked at with awe, now there are too many. So, it’s become a trivial affair,” he sighed.

Addressing the audience, Saidai Duraisamy said, “This is a special occasion where MGR’s followers from across the globe have come together to celebrate the doyen. He gave so much to the society and we are forever indebted to him.” Concurring, Ishari K Ganesh, founder Chairman and Chancellor of Vels University shared, “MGR was not just a politician… he was a great politician and statesman. He has contributed a lot to the upliftment of the underprivileged and it’s heartwarming that we are here to remember it all.”

The chief guest of the event, Governor of Tamil Nadu, Banwarilal Purohit gushed with praises and good words of the late CM. “The generosity of MGR knew no bounds. He was like Karnan,” he said. A display of traditional performing arts and the launch of the trailer of the MGR’s animation movie ‘Kizhakku Africavil Raju’, were also held.

CHENNAI: Commuters in parts of North Chennai often get misguided with the buses operated on different routes with the same bus numbers. Particularly, people who live in and around Perambur, Periyar Nagar, Kumaran Nagar and Madhvaram are the worst affected.

The 29C was assigned to one of the vintage routes of Chennai city, which connects Perambur with Besant Nagar.

Four years ago, a few services of 29C were extended to Thiruvanmiyur, renumbered as 29C Extn. Later, the extended route was converted into regular service. However, the MTC has retained 29C for the Perambur-Thiruvanmiyur route as well.

Presently, about 50 services of buses bearing the 29C Extn run across the city on five different routes — Periyar Nagar-Besant Nagar, Mathur MMDA-Thiruvanmiyur, Madhavaram-Thiruvanmiyur, Srinivasa Nagar-Besant Nagar and Thiru.Vi.Ka Nagar-Thiruvanmiyur.

“I boarded the 29C Extn bus at Mylapore to go to Thiru.Vi.Ka Nagar. I was told that the bus was going to Periyar Nagar only after it reached Mandhaveli. So, I got down there and got another bus to reach my home,” said S Krishnan, a retired school teacher, who is also a regular bus commuter. Similarly, confusion is prevailing among the bus commuters who regularly board buses 38C, 29D, 29A Extn and 23C.

While a few buses with the number 29D run from Vivekananda House upto Moolakadai, some services run upto MMDA Mathur. Similarly, 38C bus has also two routes - Thiru Vi Ka Nagar - Anna Square and Thiru Vi Ka Nagar-V House.

The drivers and conductors say they are also frequently in confrontation with the commuters over the bus routes. Particularly, the 23C (Ayanavaram-Besant Nagar) bus gets commuters who want to go to Thiruvanmiyur every day. “At least a minimum of 10 commuters board at Besant Nagar-bound 23C bus to reach Thiruvanmiyur. We de-board them at the Adyar depot, even though we don’t have a stoppage,” said a conductor.

When contacted, MTC officials said that many routes were extended to nearby areas with the same numbers so as to cater for more commuters.

“We did not receive many complaints over the issues involving bus numbers. As for the 29C and 23C, changing the bus number suddenly on the highly demanded routes may lead to confusion among regular commuters. We will look into the issue,” said the official.

Chief Minister Edappadi K. Palaniswami showered encomiums on the former Chief Minister K. Kamaraj hailing him as a visionary leader who laid the foundation for education in Tamil Nadu.

Speaking at the ‘Kalvi Tiruvizha,’ organised by Nadar Mahajana Sangam here on Sunday to mark the 116th birth anniversary of the late leader, he said it was Kamraj who introduced the noon-meal scheme in schools to improve enrolment and ensure that the children did not go hungry. He said the scheme was upgraded subsequently by late Chief Ministers M.G. Ramachandran and Jayalalithaa. He added that the scheme became a model for the country.

He credited Kamaraj for bringing tremendous progress in education, agriculture, industry and irrigation projects, which were vital for a State’s development. He said that he was not only a great administrator but also a seasoned politician who earned the moniker ‘king maker’ for his crucial role in handling the leadership crisis in the Congress after Jawaharlal Nehru’s death.

He said that the successive AIADMK governments were following the footsteps of Kamaraj in providing importance to the education sector. “The present government has brought a number of reforms in the School Education Department.”

Stating that the State government had brought several infrastructure projects in Virudhunagar, he said that a Government dental college announced for southern district will come up in Virudhunagar district.

The Chief Minister conferred Lifetime Achievement Awards constituted by the Nadar Mahajana Sangam on former Speaker of Tamil Nadu Legislative Assembly and veteran AIADMK leader P.H. Pandian, Gandhi Peravai founder and veteran Congress leader Kumari Ananthan and Tamizhar Desiya Iyakkam president Pazha Nedumaran. The award to Pazha Nedumaran was received by another person on his behalf since he did not come for the function.

G. Karikkolraj, general secretary, Nadar Mahajana Sangam, presented a set of demands to the Chief Minister including closing down all the TASMAC-run liquor shops every year on the birth anniversary of Kamaraj and representation for the Nadar community in the appointment of Vice-Chancellors.

DVAC to set up hi-tech interrogation room

‘To adhere to guidelines issued bySC and NHRC for interrogation’

The Directorate of Vigilance and Anti-Corruption (DVAC) will establish a hi-tech interrogation room to examine suspects, victims and witnesses.Equipped with advanced electronic communication devices, including voice and video recording, the facility will be on par with the ones in the Central Bureau of Investigation (CBI) and National Investigation Agency (NIA) headquarters.

According to officials, the facility, which was part of announcements in the recent Assembly Session for the State’s anti-corruption wing, will be essential to not only give a more conducive atmosphere but also to comply with the Supreme Court and National Human Rights Commission (NHRC) interrogation guidelines.

Evolving methodology

“Though statements given by the accused while in custody may not be admissible evidence in the court of law, the information provided by the suspects will be on record and help in getting leads to investigate the case. ,” a police officer said.

The facility is expected to be operational in six months. It will have concealed wiring. Senior officers will have the option to monitor the proceedings live from wherever they are through a laptop or mobile phone. Additionally, the DVAC will get a Cyber-lab and three detachments in Tiruvallur, Tiruvarur and Perambalur.

“The method of investigation has changed over the years. Now, premium investigation agencies follow systematic methods like issuing questionnaires to suspects or confronting them with indisputable evidence. Proper planning is done before commencing investigation. ” he added.

Parent continues his fight for transparency in medical fees

His daughter chose another course, but he is still seeking answers

A parent has been running from official to official hoping to bring transparency in the fee structure of self-financing medical colleges.

Kantesh Kumar Singh’s woes began on August 29, 2017, when his daughter was allotted a seat in a self-financing college in Kancheepuram district.

The college told him to pay Rs. 7.10 lakh, instead of the Rs. 3.85 lakh stipulated by the government.

His queries on why the fee was almost double of what was mentioned in the university-issued prospectus did not get him satisfactory answers.

He then flagged the issue to the Directorate of Medical Education and later the Health Secretary, but it had no effect. He then approached the Fee Fixation Committee, which provided him with the government order on the break-up of fees charged. Mr. Singh took up the issue again with the DME and the Health Secretary, who directed the DME to constitute a committee.

Mr. Singh’s daughter, a CBSE student, qualified in NEET in 2016 with 383 marks, and in 2017 she scored 338 marks. Unhappy with the college’s response to their queries, she chose not to join it. But Mr. Singh decided to seek answers from the university.

His persistence paid off when the committee provided him with a copy of the Government Order on the fee fixation committee proceedings.

Five-hour inquiry

In November 2017, the DME’s office informed him to accompany the inquiry committee to the college. A five-hour inquiry was held on November 14 and a report was submitted.

Despite his repeated requests and through RTI, the DME did not provide the complainant with a copy of the report. He also wrote to the Governor-Chancellor’s office about his travails and is awaiting a response.

Last Thursday, he finally met the committee’s chairman, who told him to bring his daughter as she was a major, Mr. Singh said. “I told him as her father I have been the victim and I have filed the complaint, where is the need for me to bring my daughter,” he asked. “My daughter has chosen a different path. She is studying biotechnology and wants to pursue research. But in the interest of others like her I would like to ensure that the report of the inquiry is made public,” he said.

His demands are: there should be no ambiguity in the fee structure details in the university prospectus; it should contain a break-up of the fee as mentioned in the G.O., and a centralised grievance system for students and parents should be constituted.

HC: Ill-treated parents can take back son’s assets

Elderly parents can take back a share in their property given to a son as a gift if he fails to look after them or harasses them, the Bombay high court has ruled.

Citing the special law for the maintenance of senior citizens, a division bench of justices Ranjit More and Anuja Prabhudesai upheld a tribunal’s order that had cancelled a gift deed given by an Andheri resident by which he had granted 50% share in his flat to his son. “The gift deed was made at the request of the son and his wife. It is implied that the elderly father as well his second wife would be looked after by them after transfer of 50% share in the flat,” said the judges. “The son and his wife were willing to look after the father, but were unwilling to do so in respect of the second wife,” the court said.

Maintenance Act has provisions to protect elderly

The court said, “In the above circumstances, we do not find any error in the order (cancelling the gift deed), therefore, we are not inclined to entertain this petition.” It then dismissed the petition filed by the son.

The Maintenance and Welfare of Parents and Senior Citizens Act, 2007 has provisions that protect parents and elderly persons who have signed away their property or assets to a person so that they would be taken care of, but are then left destitute. If a senior citizen has signed an agreement after 2007 to transfer his or her share in the property, for example through a gift deed on the condition that their basic needs would be taken care of, but the person refuses to honour the agreement, then a maintenance tribunal is empowered to quash the agreement.

In the present case, the senior citizen’s first wife died in 2014. Last year, when he wanted to remarry, his son and daughter-in-law requested that a share of the Andheri flat should be transferred to them. To buy peace in the family, he transferred 50% share in the flat to his son in May 2014. Subsequently, the son and daughterin-law started insulting the elderly man’s second wife. According to the father, he and his second wife were forced to leave the Andheri flat and reside in another apartment on rent. The father then approached the maintenance tribunal, which cancelled the gift deed.

The son challenged the tribunal’s order. He said that he was willing to allow his father to stay in the flat, but would not permit his stepmother. The HC dismissed the petition pointing to the provisions of the law.

With no cut-off for individual subjects — physics, chemistry and biology — in the NEET exam, at least 400 students with single-digit marks in physics and chemistry and 110 students with zero or negative marks have been admitted for MBBS in 2017, mostly in private colleges. This raises a question. If getting zero in these subjects doesn’t make a person ineligible for admission, why bother to test in that subject at all?

Interestingly, the original notification to adopt a common test had stipulated that students should score at least 50% in individual subjects. However, the subsequent notification, which brought in the percentile system, dropped the stipulation on marks in individual subjects. TOI analysed the subject marks of 1,990 students who got admitted to MBBS with NEET scores of less than 150 out of 720 in 2017. We found 530 with single-digit marks, zero or less in physics or chemistry or even both.

Out of 530, 507 were in private medical colleges. The average tuition fees paid by them was about ₹17 lakh per annum showing how rich students with abysmal NEET marks have been able to buy their way into medical colleges.



Meritorious students had to give up seats for rich ones

NEET, promising a merit-based selection, was meant to prevent exactly this.

About half of these students are in deemed universities which would be free to conduct their own final MBBS examination. Once cleared, these exams would allow their students to register and practise as doctors.

NEET was first mooted in a December 2010 gazette notification of the Medical Council of India (MCI), then administered by the government appointed Board of Governors. The notification specified that eligibility for the MBBS course would be by obtaining at least 50% of marks (or 40% in the case of reserved categories) in “each paper of NEET”. However, a subsequent MCI notification in February 2012 not only changed the eligibility criteria from 50% and 40% to 50th and 40th percentile, but also did away with minimum marks in each paper. When the Supreme Court in 2016 reversed its earlier order to pave the way for NEET to be implemented, it effectively revived this notification.

Dr KK Talwar who headed the BoG in 2012 explained to TOI that faced with stiff resistance to NEET from state governments, the focus then was on finding a way to get NEET accepted. “If the NEET results over the years show that the percentile cut off is too low, or that minimum marks need to be fixed for individual subjects, there is nothing stopping the MCI from making necessary amendments,” said Dr Talwar. The MCI when asked why it had not moved to bring in the necessary amendment to stop this dilution of merit remained non-committal.

With the current system, over 6.5 lakh students qualified for about 60,000 seats in 2017. With half the seats being in private colleges where fees are steep, meritorious students had to give up seats allotted to them and rich students with much lower marks, including those with zero and negative marks, could get these seats.

Thus, over 2,000 students with ranks in the 4 lakh to 5 lakh range, 1,150 in the 5 lakh to 6 lakh range and almost 380 with ranks below 6 lakh got MBBS admission in 2017.

பெங்களூரு வான்பரப்பில் இரு விமானங்கள் மோதுவது தவிர்ப்பு: 328 பயணிகளின் உயிரை காப்பாற்றிய எச்சரிக்கை அலாரம்

பெங்களூரு வான்பரப்பில் 328 பயணிகளுடன் பறந்த இரு விமானங்கள் நேருக்கு நேர் மோதுவது கடைசி நேரத்தில் தவிர்க்கப்பட்டது.

கடந்த செவ்வாய்க்கிழமை கோவையில் இருந்து 162 பயணிகளுடன் இண்டிகோ விமானம் ஹைதராபாத் நோக்கி சென்றது. இதே போல பெங்களூருவில் இருந்து கொச்சிக்கு 166 பயணிகளுடன் மற்றொரு இண்டிகோ விமானமும் கிளம்பியது.

இரு விமானங்களும் பெங்களூரு வான்பரப்பில் நேருக்கு நேராக வந்துள்ளன. அப்போது சுமார் 200 அடி இடைவெளி உயரத்தில் அவை பறந்துள்ளன. இரண்டுக்கும் இடையிலான தொலைவு 8 கி.மீ. ஆக இருந்துள்ளது. அந்த நேரத்தில் இரு விமானங்களிலும் பொருத்தப்பட்டிருந்த விமான மோதல் தடுப்பு சாதனம் (டிசிஏஎஸ்) அபாய அலாரத்தை எழுப்பியது. விமானிகள் அதிர்ச்சியில் உறைந்தனர்.

உடனடியாக சுதாரித்துக் கொண்ட விமான கட்டுப்பாட்டு அறை அதிகாரிகள், கோவை- ஹைதராபாத் பயணிகள் விமானத்தை 36,000 அடி உயரத்திலும் பெங்களூரு கொச்சி விமானத்தை 28,000 அடி உயரத்திலும் பறக்க உத்தரவிட்டனர். இரு விமானங்களும் நடுவானில் மேலும் கீழுமாக இடம் மாறியதால் பெரும் விபத்து தவிர்க்கப்பட்டது.

பொதுவாக இந்திய பயணிகள் விமானம் மணிக்கு 750 முதல் 850 கி.மீ. வேகத்தில் பறக்கக்கூடியவை. சிறிது தாமதித்து இருந்தால் நடுவானில் விமானங்கள் மோதி பெரும் உயிரிழப்பு ஏற்பட்டிருக்கும் என்று நிபுணர்கள் தெரிவித்துள்ளனர்.

ஹைதராபாத், கொச்சி விமான நிலையங்களில் விமானங்கள் பத்திரமாக தரையிறங்கின. ஆனால் திடீரென ஒரு விமானம் மேலேயும் மற்றொரு விமானம் கீழேயும் இறங்கியதால் சில பயணிகளுக்கு லேசான பாதிப்பு ஏற்பட்டது. சிகிச்சைக்குப் பிறகு அவர்கள் வீடு திரும்பினர்.

வானில் இரு விமானங்களும் மோதும் வகையில் ஒரே உயரத்தில் நேருக்கு நேர் பறந்ததற்கான காரணம் இன்னும் கண்டுபிடிக்கப்படவில்லை. டிசிஏஎஸ் எச்சரிக்கை அலாரத்தால் பெரும் விபத்து தவிர்க்கப்பட்டது.

சுவை தேடி: கம கமக்கும் வடகறி

அண்ணா சமாதி, எல்.ஐ.சி பில்டிங், லைட் ஹவுஸ், சென்ட்ரல் ஸ்டேஷன்… இந்த வரிசையில் சென்னைக்குப் பேர் வாங்கித் தரும் இன்னொரு பெருமை சைதாப்பேட்டை வடகறி.

பலரும் நினைத்துக்கொண்டிருப்பதுபோல வடகறி மெயின் அயிட்டம் இல்லை. இதுவொரு தொடுகறி (சைடு டிஷ்). பக்க வாத்தியம், பக்கா வாத்தியமான கதைதான் வடகறியுடையது!

சென்னையின் அடையாளமான நடுத்தர, சிறிய உணவுக் கடைகளின் காலை நேரத்தை வடகறி மணக்க வைக்கிறது. பல இடங்களில் கிடைத்தாலும் இதற்குப் பாடல் பெற்ற தலம் என்னவோ சைதாப்பேட்டைதான்!

வடகறியின் கூட்டணி

மாரிமுத்து என்பவரால் சாதாரண ஓட்டு வீட்டில் இந்த ஓட்டல் ஆரம்பிக்கப்பட்டது. இன்று அவருடைய மகன்கள் கிருஷ்ணமூர்த்தி, குமரனின் கைங்கர்யத்தால் உயர்ந்த கட்டிடமாக நிமிர்ந்து நிற்கிறது ‘வடகறி புகழ்’ மாரி ஓட்டல்.

குமரனின் வார்த்தைகளிலும் வடகறி மணக்கிறது. “எங்கப்பா காலத்துல முதன்முதலா வடகறி செஞ்சு விற்க ஆரம்பிச்சப்போ, முதல்நாள் மீந்துபோன வடை, பஜ்ஜி, போண்டா எல்லாத்தையும் ஊற வெச்சு தயாரிக்கிறாங்கன்னு அரசல்புரசலா பேசிக்கிட்டாங்க. முதல் நாள் போட்ட போண்டாவோ, வடையோ ஊசிப் போயிடும், பூசனம் பூத்துடும். அதை வெச்சி வடகறி தயாரிச்சா, நிச்சயம் ஃபுட் பாய்ஸன் ஆகிடும். எழுபது வருஷமா சக்சஸ்ஃபுல்லா வடகறி விற்கிறதுக்குக் காரணமே, நாங்க தினமும் புதுசா வடகறி தயாரிக்கிறதுதான். இதுக்குன்னு மாஸ்டர்கள் வெச்சிருக்கோம். எங்களால ஒரு லெவலுக்கு மேலே தயாரிக்க முடியலை. அவ்வளவு தேவை இருக்கு. எங்க வடகறியோட ருசிக்கு அடிமையானவங்க பலரும் இருக்காங்க. நடிகர் - இயக்குநர் பாண்டியராஜன் சாரெல்லாம்கூட எங்களோட கஸ்டமர்தான்” என்கிறார் பெருமிதமாக.

தனித்து நின்று ஜெயிக்கும் அளவுக்கு வடகறி பெயர் பெற்றிருந்தாலும், தோசை, இட்லி, பரோட்டாவுடன் கூட்டணி சேரும்போதுதான் பெரும்பான்மை வாக்குகளை நிச்சயம் அள்ளும்.

எப்படிச் செய்வது?

பட்டாணி மாவுடன் கொஞ்சம் கடலை மாவைக் கலந்து வைத்துக்கொள்கிறார்கள். அதைச் சுத்தமான எண்ணெயில் பக்கோடா மாதிரி பொரித்து எடுத்து, ஆறவைக்கிறார்கள். நன்றாக ஆறிய பக்கோடா கொஞ்ச நேரம் தண்ணீரில் ஊற வைக்கப்படுகிறது. இதற்கிடையில் மிளகாய், இஞ்சி, பூண்டு, கறிவேப்பிலை, லவங்கம் ஆகியவற்றை அரைத்துத் தாளித்துக்கொள்கிறார்கள். ஊறிய பக்கோடாவையும் அரைத்த தாளிகையையும் ஒன்றாகக் கலந்து கொதிக்கவிட்டால் வடகறி கமகமக்க ஆரம்பித்துவிடுகிறது. அதற்கு முன்பாகவே கூடிவிடுகிறது, வடகறி ருசிகர் கூட்டம்.

பைட்டு பைட்டாகக் குறையும் ஞாபகம்!

சில நாட்களுக்கு முன்பு மருத்துவ மாணவர்கள் சிலரிடம், அவர்களது செல்போன் எண்ணைத் தவிர எத்தனை பேரின் எண்களை எதையும் பார்க்காமல் மனப்பாடமாகக் கூறமுடியும் என்று கேட்டேன். ஆச்சரியம் என்னவென்றால், நான்கில் மூன்று பகுதியினரால் சராசரியாக ஐந்து செல்போன் எண்களுக்கு மேல் சொல்ல முடியவில்லை, அவர்களது பெற்றோர்களின் எண்கள் உட்பட!

டிஜிட்டல் காலத்துக்கு முன்பு நாம் சிலரைப் பற்றி ‘விரல் நுனியில் தகவல்களை வைத்திருப்பார்’ என்று சொல்லக் கேட்டிருப்போம். ஆனால் இப்போது விரல் நுனியைக்கொண்டு தொடுதிரையைத் தொடாமல் பலரால் பல தகவல்களை நினைவுகூர முடிவதில்லை. வாங்க வேண்டிய மளிகைப் பொருட்கள், நெருக்கமானவர்களின் பிறந்த நாட்கள், இரண்டும் இரண்டும் நான்கு என்பது போன்ற சிறிய கணக்குகள், நம் வாழ்க்கையின் இனிய தருணங்கள் போன்ற பலவற்றை ‘வாட்ஸ் ஆப்’, மொபைல் கேமரா, செல்போன் கால்குலேட்டர் போன்ற டிஜிட்டல் சாதனங்கள், ஃபேஸ்புக், ட்விட்டர் போன்ற சமூக வலைதளங்கள் மூலமாகத்தான் இன்று பெரும்பாலானவர்களால் நினைவில் வைத்துக்கொள்ள முடிகிறது.




குறையும் நினைவாற்றல்

இப்படி நம் மூளை கொண்டிருந்த ஞாபகசக்தி, கவனம் கொள்ளல், உணர்வுபூர்வமான நினைவுகள் போன்ற பெரும்பாலான வேலைகளுக்கு இன்று நாம் ஸ்மார்ட்போன்களையே சார்ந்திருக்கிறோம். இதைத்தான் ஜெர்மானிய மனநல மருத்துவரான மான்பிரட் ஸ்பிட்சர், ‘வயதானவர்களுக்கு மூளைநரம்பு தேய்மானத்தால் ஏற்படும் டிமென்ஷியா (Dementia) என்ற ஞாபக மறதி நோய்க்கு ஒப்பாக, அதிக அளவில் ஸ்மார்ட்போன்கள், இணையதளங்களைப் பயன்படுத்தும் இளம் வயதினர் கவனக்குறைவு, எளிதில் உணர்ச்சிவசப்படுதல், ஞாபகசக்திக் குறைபாடு போன்றவற்றால் பாதிக்கப்படும் ஆபத்து உள்ளது’ என தனது ஆய்வுக்கட்டுரையில் தெளிவுபடுத்தியுள்ளார். இதற்கு அவர் ‘டிஜிட்டல் டிமென்ஷியா’ (Digital Dementia) என்று பெயரிட்டிருப்பது சர்ச்சைகளை ஏற்படுத்தியிருந்தாலும், அவர் குறிப்பிட்டிருக்கும் ஆபத்து ஸ்மார்ட்போன் பயன்பாட்டில் விழிப்புணர்வுடன் இருக்கவேண்டிய அவசியத்தை உணர்த்தியுள்ளது.


இணையதளம், ஸ்மார்ட்போன்களைச் சார்ந்துள்ளதால், விவரங்களை மனப்பாடம் செய்வதைவிட, கூகுள் போன்றவற்றில் தேடித் தெரிந்துகொள்ளவே நாம் விரும்புகிறோம். எது எளிதானதோ அதையே நம் மனமும் விரும்புவதில், ஆச்சரியம் இல்லை. இதனால் மூளை நரம்புகளின் தேடிப் பார்க்க உதவும் திறன் மேம்படும். ஆனால் நினைவாற்றலில் வைத்துக்கொள்ளும் திறன் குறைய வாய்ப்புள்ளது. வகுப்பில் சொல்லிக்கொடுக்கப்படும் ஒரு பாடத்தை ஒரு மாணவனால் ஞாபகம் வைத்துக்கொள்ள முடியவில்லை என்றால், அவனுக்கு ஞாபக மறதி என்று சொல்லிவிட முடியாது. அவன் கவனம் இல்லாமல் இருந்தால் அந்தப் பாடம் நினைவாற்றலை அடையக்கூட முடியாது.

அன்றாட வேலைகள், கல்வித் தேவைகளுக்காக ஸ்மார்ட்போன்களை அதிகம் சார்ந்திருப்பதால் கவனக்குறைவு ஏற்பட்டு, கருத்துகளை ஞாபகத்தில் பதியவைக்கும் திறன் பாதிக்கப்படும். யாரேனும் ஒருவர் ஒரு தகவலைக் கேட்டால், ‘இருங்கள் தேடிப் பார்த்துச் சொல்கிறேன்’ என்று நம் கைகள் தானாகவே கூகுளைப் புரட்டிப் பார்ப்பது நமது நினைவாற்றலில் இருந்து பதிவுகளை மீட்டெடுக்கும் திறனைப் பாதிக்கிறது.

இளையோருக்கான பிரச்சினை

இதில் அதிக ஆபத்தைச் சந்திப்பது குழந்தைகள்தான். கவனம், தகவல்களைப் பதிவேற்றம் செய்தல், மீட்டெடுத்தல் போன்றவற்றில் மூளைக்கு வேலை கொடுப்பதைப் பொறுத்தே குழந்தைகளின் மூளையின் உயர் அறிவாற்றல் (Cognition) வளர்ச்சி சீராக இருக்கும். அதிலும் சமூகப் பழக்கவழக்கங்கள், துரிதமாகச் செயல்பட உதவும் நினைவாற்றல் ஆகியவை வளரக் காரணமான ‘ஃபிராண்டல்’ பகுதி என்ற மூளையின் முன்பகுதியின் வளர்ச்சி மிக முக்கியமானது. ஸ்மார்ட்போன்களைச் சார்ந்திருப்பது குழந்தைகளின் இந்த வளர்ச்சியைப் பாதிக்கும்.

இந்தப் பருவத்தில் அடையவேண்டிய அறிவாற்றல் வளர்ச்சியை, காலம் கடந்தபின் எவ்வளவு முயற்சித்தாலும் மீட்டெடுப்பது கடினம். ஸ்மார்ட்போனைச் சார்ந்து வளர்வதால் ஏற்படும் ‘டிஜிட்டல் டிமென்ஷியா’ என்பது முழுக்க முழுக்க இளவயதினரின் பிரச்சினையாகவே மாறும் சூழல் வெகு தூரத்தில் இல்லை. வருங்காலத் தலைமுறையினர் எல்லா விஷயங்களையும் தெரிந்தவர்கள்போல் தோன்றினாலும், மின்னணுக் கருவிகள் இல்லாவிட்டால் எதுவும் தெரியாதவர்களாகவே தோன்றும் நிலை உருவாகும்.

அதிகரிக்கும் பழைய வீடு வாங்கும் போக்கு

கடந்த சில ஆண்டுகளாக ரியல் எஸ்டேட் தொழில் மந்தமாக நடந்துவருகிறது. 2000-ன் தொடக்க காலகட்டத்தில் ரியல் எஸ்டேட் துறை வளரத் தொடங்கியது. அந்த நேரத்தில் முதலீடுசெய்த தொகை ஐந்தாறு வருடத்துக்குள் இரட்டிப்பானது. உதாரணமாக, சூளைமேடு பகுதியில் ரூ. 5 லட்சம் இருந்த அடுக்குமாடிக் குடியிருப்பின் விலை இன்றைக்கு நடுத்தர மக்கள் வாங்க முடியாத அளவுக்குப் பத்து மடங்குக்கு மேல் அதிகரித்துள்ளது.

ஆனால், கடந்த நான்கைந்து ஆண்டுகளாக வீட்டு விலை அதன் உச்சத்தில் அப்படியே நின்றுவிட்டது. அதே நேரம் வீழ்ச்சியடையவில்லை. பத்து மடங்காக உயர்ந்த தொகை அதற்கு மேல் ஏறவில்லை. அதற்குக் கீழும் இறங்கவில்லை. ஐடி துறையைக் குறிவைத்து ஓ.எம்.ஆர். சாலைப் பகுதியில் விரைவாக வளர்ந்த தென் சென்னை ரியல் எஸ்டேட்டும் இப்போது வீழ்ச்சியடைந்திருக்கிறது. அந்தப் பகுதியில் கட்டி முடிக்கப்பட்ட பல வீடுகள் இன்னும் விற்கப்படாமல் இருக்கின்றன. ஆனால், விலையைக் குறைக்கவும் கட்டுநர்கள் தயாராக இல்லை.

இந்தக் கட்டத்தில் புதிய ரியல் எஸ்டேட் மையங்களாகப் பூந்தமல்லி, திருவேற்காடு, ஆவடி போன்ற மேற்குச் சென்னைப் பகுதிகளும் ஊரப்பாக்கம், பொத்தேரி, கூடுவாஞ்சேரி போன்ற தென் சென்னைப் பகுதிகளும் உருவாகிவருகின்றன. இந்தப் பகுதிகளில் நடுத்தர மக்கள் வாங்குவதற்கு ஏற்ற விலையில் வீடுகள் கிடைக்கின்றன. ஆனால், இந்தப் பகுதி நகரத்திலிருந்து தொலைவில் இருப்பதால் நகரத்துக்குள் வேலை பார்க்கும் மக்களுக்கு இங்கு வந்துபோவது சிரமம். அதே நேரம் அந்தப் பகுதிகளில் உள்ளவர்களுக்கு இது சாதகமாகவும் இருக்கும்.

இந்த இடத்தில்தான் நகரத்துக்குள் இருக்கும் பழைய வீடுகளை வாங்கும் ஆர்வம் நடுத்தர மக்கள் மத்தியில் உருவாகிவருகிறது. மேலும் நகருக்கு வெளியே தொலைவில் வாங்கும் வீட்டின் விலையிலேயே பழைய வீடு கிடைக்கும் வாய்ப்பு உள்ளது. உதாரணமாக, கூடுவாஞ்சேரிப் பகுதியில் ரூ. 25 லட்சம் முதல் இரு படுக்கையறை வீடுகள் கிடைக்கின்றன. அதைவிடக் கூடுதலாக இரண்டு மூன்று லட்சங்கள் செலவழித்தால் குரோம்பேட்டை, பல்லாவரம் பகுதியில் இரு படுக்கையறை வசதி கொண்ட பழைய வீட்டை வாங்க முடியும்.

பழைய வீட்டை மதிப்பிடுவது எப்படி?

அந்த வீடு அமைந்துள்ள பகுதி, கட்டிடத்தின் ஆயுள், பராமரிப்பு, கட்டிய நிறுவனத்தின் தரம் இவையெல்லாம் பழைய வீட்டை மதிப்பிடுவதில் முக்கியமான அம்சங்கள். இவை எல்லாம் சிறப்பாக இருக்கும்பட்சத்தில் வீட்டை வாங்கப் பரிசீலிக்கலாம். பொதுவாக, அந்தப் பகுதியின் சந்தை மதிப்பிலிருந்து 20 சதவீதம் முதல் 45 சதவீதம் வரை கட்டிடத்தின் ஆயுளைப் பொறுத்து வீட்டைக் குறைத்து வாங்க வாய்ப்புள்ளது. வீடு கட்டப்பட்டு 20 ஆண்டுகளுக்கும் மேல் இருந்தால் மதிப்பு இதைவிடவும் குறைவாகக் கிடைக்க வாய்ப்புள்ளது. ஆனால், அப்படியான வீடுகளை வாங்கும்போது கவனித்து வாங்க வேண்டும். வீடு பழுதடைந்திருக்கலாம். வீட்டைச் சரிசெய்ய அதிகம் செலவிட வேண்டியிருக்கும். மேலும் 15 ஆண்டுகளுக்கு மேற்பட்ட வீடுகளுக்கு வங்கிகள் பெரும்பாலும் கடன் தர முன்வருவதில்லை.

பிஹார் மாநிலத்தில் இரவில் காதலி வீட்டுக்கு சென்ற காதலனுக்கு திருமண யோகம்

பிஹார் மாநிலத்தில் உள்ள ஒரு வீட்டில் இரவில் ரகசியமாக நுழைந்த ஒருவரை திருடன் என நினைத்து பிடித்து வைத்தனர். ஆனால் அந்த வீட்டில் உள்ள தனது காதலியைப் பார்க்கவே அவர் அங்கு சென்றது தெரியவந்ததால் இருவருக்கும் திருமணம் செய்து வைத்தனர்.

ரோடாஸ் மாவட்டம் மஹாராஜ் கஞ்ச் கிராமத்தைச் சேர்ந்த விஷால் சிங் (எ) தேஜு ராணுவத்தில் எழுத்தராக பணிபுரிந்து வருகிறார். இவரும் பக்கத்து ஊரில் (பராதி) உள்ள அவரது உறவினர் பிகாரி யாதவின் மகள் லட்சுமி குமாரியும் கடந்த 5 ஆண்டுகளாக காதலித்து வந்துள்ளனர்.

இந்நிலையில் விடுப்பில் சொந்த ஊருக்கு வந்திருந்த விஷால், கடந்த 11-ம் தேதி இரவு தனது காதலியின் வீட்டில் ரகசியமாக நுழைந்துள்ளார். அப்போது தரை தளத்தில் உள்ள அறையில் குமாரி மட்டும் இருந்துள்ளார். மற்றவர்கள் முதல் மாடியில் தூங்கிக் கொண்டிருந்தனர். எனினும் விஷால் நுழைந்ததைப் பார்த்துவிட்ட ஒருவர், திருடன் நுழைந்துவிட்டதாக கூச்சலிட்டார்.

இதையடுத்து அக்கம்பக்கத்தினர் ஒன்று கூடி விஷாலை பிடித்து அடிக்க முற்பட்டனர். அப்போது வேறு வழியின்றி விஷாலும் குமாரியும் காதலை ஒப்புக் கொண்டனர். எனினும், விஷாலை ஒரு அறையில் வைத்து பூட்டிவிட்டு அவரது குடும்பத்தினருக்கும் போலீஸாருக்கும் தகவல் கொடுத்தனர். விஷாலின் தாத்தாவும் முன்னாள் பஞ்சாயத்து தலைவருமான பஞ்சு யாதவ் மற்றும் போலீஸார் அங்கு விரைந்து வந்தனர்.

இதனிடையே, இரண்டு ஊர்களைச் சேர்ந்தவர்களின் கூட்டத்துக்கு ஏற்பாடு செய்யப்பட்டது. அதில் இந்த விவகாரம் குறித்து ஆலோசிக்கப்பட்டது. விஷாலும், குமாரியும் ஒரே சமூகத்தைச் சேர்ந்தவர்கள் என்பதால் அவர்களுக்கு திருமணம் செய்துவைக்க இரு வீட்டாரும் ஒப்புக் கொண்டனர். இதையடுத்து, 12-ம் தேதி இருவருக்கும் இந்து முறைப்படி திருமணம் செய்துவைக்கப்பட்டது.

போலீஸ் வாழ்த்து புகாரின் பேரில் சம்பவ இடத்துக்கு வந்த போலீஸ் அதிகாரி பிரமோத் குமார் சிங் கூறும்போது, “விஷாலுக்கும் குமாரிக்கும் திருமணம் செய்து

வைக்க இரு வீட்டாரும் ஒப்புக்கொண்ட நிலையில், அவர்களை வாழ்த்துவதைத் தவிர எங்களுக்கு வேறு வழியில்லை” என்றார்.

அபுதாபியில் இருந்து சவப்பெட்டி அனுப்பியதில் குளறுபடி தமிழகத்தைச் சேர்ந்தவரின் சடலம்: கேரள குடும்பத்திடம் ஒப்படைப்பு

அபுதாபியில் இறந்த கேரளாவைச் சேர்ந்தவரின் உடலுக்குப் பதிலாக தமிழகத்தைச் சேர்ந்த ஒருவரின் உடலை மாற்றி அனுப்பிய சம்பவம் ஐக்கிய அரபு அமீரக யுஏஇ நாட்டில் நடந்துள்ளது.

கேரள மாநிலம் வயநாடு மாவட்டத்தைச் சேர்ந்தவர் நிதின் ஒத்தோயோத் கொட்டாரன் (29). இவர் யுஏஇ நாட்டின் தலைநகர் அபுதாபியில் பணிபுரிந்து வந்தார். இந்த நிலையில் இவர் கடந்த 5-ம் தேதி இறந்தார். இதேபோல அபுதாபியில் பணிபுரிந்து வந்த தமிழகத்தைச் சேர்ந்த காமாட்சி கிருஷ்ணன் (39) என்பவர் ஜூலை 7-ம் தேதி இறந்தார். இருவரது இறப்புக்கான காரணம் தெரியவில்லை.

இந்த நிலையில் நிதின் இறந்த விவரம், அவரது குடும்பத்தாருக்கு தெரிவிக்கப்பட்டு, அவரது உடலும் அனுப்பி வைக்கப்படும் என்றுஅபுதாபியில் அவர் பணி செய்து வந்த நிறுவனம் உறுதி அளித்திருந்தது. இந்த நிலையில் அவரது உடல் அடங்கிய சவப்பெட்டி அவரது வீட்டுக்கு நேற்று முன்தினம் வந்தது. சவப்பெட்டியைத் திறந்து பார்த்தபோது அது நிதினின் உடல் இல்லை என்பதும் தமிழகத்தைச் சேர்ந்த காமாட்சி கிருஷ்ணனின் உடல் என்பதும் நிதின் குடும்பத்தாருக்கு தெரியவந்தது.

இதையடுத்து நிதின் குடும்பத்தார், அபுதாபியிலுள்ள நிதின் பணியாற்றிய நிறுவனத்தாரைத் தொடர்புகொண்டனர். அப்போதுதான் நிதின் உடலுக்குப் பதிலாக காமாட்சி கிருஷ்ணன் உடல் கேரளாவுக்கு சென்ற விஷயம் அபுதாபி நிறுவனத்துக்கு தெரியவந்தது.

இதுகுறித்து நிதின் உறவினர் ஒருவர் கூறியதாவது: நிதின் இறந்து ஒரு வாரமான நிலையில் அவரது உடலுக்காகக் காத்திருந்தோம். ஆனால் வேறு ஒருவரின் உடலை அவர்கள் அனுப்பி வைத்துள்ளனர். தற்போது காமாட்சி கிருஷ்ணனின் உடல் அருகிலுள்ள அரசு மருத்துவமனை பிணவறையில் வைக்கப்பட்டுள்ளது. நிதின் உடல் வருவதற்காகக் காத்திருக்கிறோம். இவ்வாறு அவர் கூறினார்.

இதுகுறித்து இந்திய தூதரக அதிகாரி ஒருவர் கூறும்போது, “இந்த தவறு எப்படி நடந்தது என்று தெரியவில்லை. உடல் மாறிய விவகாரம் துரதிருஷ்டவசமானது. நிதின் உடலைக் கொண்டு வருவதற்கான ஏற்பாடுகளைச் செய்து வருகிறோம்.

இதேபோல காமாட்சி கிருஷ்ணன் குடும்பத்தாருடனும் பேசி வருகிறோம். தூதரக நடவடிக்கைகள் நிறைவடைந்ததும், கேரளாவில் வைக்கப்பட்டுள்ள காமாட்சி கிருஷ்ணன் உடல் அவரது குடும்பத்தாரிடம் ஒப்படைக்கப்படும். நிதின் உடலும் அபுதாபியிலிருந்து கொண்டு வரப்படும்” என்றார்.

இதுகுறித்து அபுதாபியிலுள்ள ஏர் இந்தியா நிறுவன மேலாளர் ரஞ்சன் தத்தா கூறும்போது, “நிதின் உடல், ஏர் இந்தியாவின் கோழிக்கோடு செல்லும் விமானத்தில் ஏற்றப்பட்டிருக்கவேண்டும். அதே நேரத்தில் காமாட்சி கிருஷ்ணன் உடல் சென்னை செல்லும் விமானத்தில் ஏற்றப்பட்டிருக்க வேண்டும். உடல்களுடன் அவர்களது உறவினர் ஒருவரும் வந்திருந்தனர். ஆனால் மனிதத் தவறால் இதுபோன்ற தவறு நிகழ்ந்து விட்டது. கோழிக்கோடு விமானத்தில் நிதின் உடலுக்குப் பதிலாக காமாட்சி கிருஷ்ணனின் உடல் ஏற்றப்பட்டுவிட்டது. சம்பந்தப்பட்ட அதிகாரிகளிடமிருந்து அனுமதிக்காகக் காத்திருக்கிறோம்” என்றார்.

சமீபத்திய செய்திகளில் அடிபடும் ஃபார்மலின் ரசாயனம், மீன்களை மட்டும் உறைய வைக்கவில்லை. மக்களையும் அச்சத்தில் உறைய வைத்துள்ளது. பிணங்களைப் பதப்படுத்தும் ஃபார்மலினைப் பயன்படுத்தி மீன்களையும் பதப்படுத்துவதாக எழுந்துள்ள விவகாரம் தமிழகம் மற்றும் கேரளத்தின் பல ஆயிரம் கோடி ரூபாய் மீன் வர்த்தகத்தை மொத்தமாக பதம் பார்த்துள்ளது!

தமிழகத்தில் பல்வேறு நகரங்களில் மீன்களைப் பறிமுதல் செய்துவருகிறார்கள். கேரளாவிலும் டன் கணக்கில் மீன்கள் பறிமுதல் செய்யப்பட்டுள்ளன. சர்ச்சை வெளியான ஒரு வாரத்தில் சென்னையில் மட்டுமே சுமார் ஆயிரம் கோடி ரூபாய் அளவுக்கு உள்நாட்டு, வெளிநாட்டு மீன் வர்த்தகம் அடிவாங்கியிருக்கிறது என்கிறார்கள்.

குஜராத், மகாராஷ்டிரம், கர்நாடகம், ஆந்திரம், கேரளம், மேற்கு வங்கம், தமிழகம் இவையே இந்தியாவின் முக்கியமான மீன் கேந்திரங்கள். நாட்டின் ஒரு ஆண்டுக்கான மொத்த மீன் தேவை சுமார் 1.15 கோடி மெட்ரிக் டன். இதில் 60 சதவீதத்தை இந்த மாநிலங்கள் பூர்த்தியாக்குகின்றன. இவை ஒன்றுக்கு ஒன்று நெருங்கிய தொடர்புகொண்டவை. மும்பையின் மாலாடா, போர்பந்தரின் லட்டி பஜார், காக்கிநாடாவின் ராமன்யாபேட்டா, மாட்லாபேலயம், விசாகப்பட்டினத்தின் கஜுவாகா, பெங்களூருவின் ரூசல், சென்னையின் சிந்தாதிரிப்பேட்டை என நாட்டின் முக்கியமான பெரிய மீன் சந்தைகள் இந்த மையங்களை வலைப்பின்னல்களாக இணைக்கின்றன. பங்குச்சந்தைபோலதான் இதுவும். சந்தை விலையின் ஏற்றஇறக்கங்களுக்கு ஏற்ப, கடலில் நீந்தும் மீன்களின் வேகத்தைக் காட்டிலும் இந்த வலைப்பின்னல் வழியாக வரும் மீன்களின் வேகம் மிக அதிகம். உள்நாடு மட்டுமின்றி, அமெரிக்கா, ஐரோப்பா, வளைகுடா என உலகம் முழுவதும் நீளுகின்றது இந்த வலைப்பின்னல்.


எங்கே நடக்கிறது தவறு?

வெகு வேகமாக ஏறியிறங்கும் சந்தை நிலவரத்துக்கும் காரணம் இருக்கிறது. இந்தியக் கடலின் மீன் வள வங்கியைப் பொறுத்தவரை மீன் விளைச்சல் எங்கே, எப்படி இருக்கும் என்பதற்கெல்லாம் அறிவியல் பூர்வமான தரவுகள் எதுவும் இல்லை. மீனவர்களின் பட்டறிவு அனுபவத்திலேயே கணிக்கிறார்கள். ஆனால், பருவ நிலையின் பன்மடங்கு மாற்றங்கள், சுற்றுச்சூழல் கேடுகளால் கடலின் சூழல் தலைகீழாக மாறிவிட்டது. அவர்களாலும் சரியாகக் கணிக்க இயலவில்லை. நாட்டிலேயே அபரிமிதமான மீன் வளங்களைக் கொண்ட கன்னியாகுமரியின் மணப்பாடு - விழிஞ்சம் இடையிலான குமரி மீன் வள வங்கிப் பரப்பு, குஜராத்தின் கத்தியவார் மீன் வள வங்கிப் பரப்பு இங்கெல்லாம் பாரம்பரிய மீனவர்களின் கணிப்புகள் தாறுமாறாகத் தவறிவருகின்றன. ராமநாதபுரத்தின் கீழக்கரை - மன்னார் வளைகுடா பள்ளத்தாக்கு, பாக் ஜலசந்தி நீரணை, புதுச்சேரியின் பரங்கிப்பேட்டை - கடலூர் பள்ளத்தாக்கு, மரக்காணம் பள்ளத்தாக்கு, சதுரங்கப்பட்டினம் பள்ளத்தாக்கு இவையெல்லாம் தமிழகத்தில் பிரபலமான மீன்பாடு மையங்கள்.

சுமார் 10 ஆண்டுகளுக்கு முன்பு வரை இன்ன மீன் வகையறா இந்தப் பரப்புக்கு வரும் என்று சொல்லி வைத்து மீன்களை அள்ளிவந்த மீனவர்கள் உண்டு. எல்லாம் பழம்பெருமையாகிவிட்டது. தமிழகத்தின் மீன்பாடு இப்போது கணிசமாகக் குறைந்துவிட்டது. வருவதிலும் கணிசமான பகுதி ஏற்றுமதியாகிவிடுகிறது.

ஃபார்மலின் நுழைவது எங்கே?

இங்கேதான் தொடங்குகிறது தவறு. நட்சத்திர ஹோட்டல் தொடங்கி பன்னாட்டு நிறுவனங்கள், நடுத்தர, சிறிய ஹோட்டல்கள் வரை டன் கணக்கில் மீன் தேவை ஏற்படுகிறது. அதேசமயம் மீன் வர்த்தகத்தைப் பொறுத்தவரை எப்போதுமே இப்படிப் பற்றாக்குறையாக இருக்கும் என்று சொல்ல முடியாது. திடீரென்று ஒருநாள் தமிழக மீன்பாடு கொட்டித்தீர்க்கும். மீதத்தை வைத்துக்கொண்டு திணறுவார்கள் வியாபாரிகள். மற்றுமொருநாள் மும்பை மீன் சந்தையில் மீன்கள் குவிந்துவிடும். ஒருநாள் எங்குமே மீன்பாடு இருக்காது. இங்குதான் ஃபார்மலின் நுழைகிறது.

சமீபத்தில் ‘தி இந்து’ ஆங்கில நாளிதழ் நடத்திய ஆய்வில் காசிமேடு, நீலாங்கரை, வேளச்சேரி, சிந்தாதிரிப்பேட்டை மீன் சந்தைகளில் வாங்கிய 17 வகை மீன்களில் சிந்தாதிரிப்பேட்டையில் வாங்கிய 11 வகை மீன்களிலும், காசிமேட்டின் மூன்று வகை மீன்களிலும் ஃபார்மலின் இருப்பது உறுதிபடுத்தப்பட்டிருக்கிறது. இதனால், பக்கத்து வீட்டு அக்கா தொடங்கி வெளிநாட்டு நிறுவனங்கள் வரை மீன் வாங்க இப்போது தயங்குகிறார்கள்.

சென்னையின் மீன் வியாபாரி ஒருவர் கூறுகையில், “ஆந்திரம் மற்றும் வட மாநிலங்களிலிருந்து மொத்தமாகச் சென்னைக்கு வரும் மீன்களில் ஒருபகுதி, சிந்தாதிரிப்பேட்டைக்கும் மற்றொரு பகுதி வானகரத்துக்கும் செல்கிறது. இதில்தான் ஃபார்மலின் கலப்பு வருகிறது என்பது பலரது சந்தேகம். சிலசமயம் வஞ்சிரம், பாறை, வவ்வால் உள்ளிட்ட விலை உயர்ந்த மீன்களைப் பாதி விலைக்கு விற்பார்கள். கேட்டால், மீன் வரத்து அதிகம் என்பார்கள். இது பொய். விசாகப்பட்டினம், குஜராத் இங்கெல்லாம் அடிக்கடி ஏற்றுமதி ஆர்டர்கள் ரத்தாவதுண்டு. அந்த சமயங்களில் ஃபார்மலின் தெளித்து இங்கே தள்ளிவிட்டுவிடுவார்கள். அவைதான் விலை மலிவாக பளபளவென மின்னுகின்றன. விலை குறைவாக விற்கப்படும் இந்த வகை மீன்களை வாங்காமல் இருப்பதே நல்லது” என்கிறார்.

மீன் வளத்துறை அமைச்சர் ஜெயக்குமாரிடம் பேசினோம். “தமிழகம் முழுவதும் விரிவான ஆய்வுக்கு உத்தரவிடப்பட்டுள்ளது. நடவடிக்கைகள் வேகமாக எடுக்கப்பட்டுவருகின்றன. பலஇடங்களில் மீன்கள் ஆய்வுக்கு அனுப்பப்பட்டுள்ளன. மிகப் பெரிய அளவில் நடவடிக்கை இருக்கும். மற்றபடி மக்கள் வதந்திகளை நம்ப வேண்டாம்” என்றார்!

CHENNAI: Union Minister of Human Resource Development (MHRD) Prakash Javadekar last Saturday announced that NEET and IIT-JEE will be held twice a year in a fully computerised manner. However, experts opine that the new format will further privatise education and demean the value of school education system.

The Joint Entrance Examination (Mains) [JEE-Mains] and the National Eligibility-cum- Entrance Test (NEET) will now be conducted twice a year instead of just once. Students can take JEE in January and April and NEET in February and May and the best of two scores will be considered, he announced.

The two tests would be equated using psychometric methods, standardisation techniques and best of the equated scores would be used for the admissions. Such a set-up will improve transparency of the exam process.

With this move, aspirants don’t have to wait a year to take these exams again for improvement. Students can either take the exam during their schooling or right after, to enter college the next year. Students who can wait for a year, do not have to stay put till next summer to write the exams.

Several central exams to enter National Defence or Naval Academy already follow a similar pattern. However, what sets JEE and NEET apart is that the number of aspirants who take the exam are much higher. About 25 lakh students across the country took these exams in 2018.

Given that the number of seats for both medicine and engineering at prestigious institutions- are low, the exams are one that is of high stake for students. Having these exams twice would undermine the value of school education, opined educationalist Prince Gajendrababu.

Although students can write the exams just once, most aspirants will end-up taking it twice. The first set of exams, will coincide with students’ practical and model exams.

Integrated programmes to coach students for competitive exams became so rampant in Tamil Nadu, that the State government had recently issued a circular warning schools not to tie-up with private parties to engage in coaching for competitive exams. Schools often demand fees much higher the sum proposed by the fee determination committee in return for integrated training.

In a circular sent to all Chief Educational Officers of districts, it has been warned that schools which do not fall in line would have to face penal action including withdrawal of recognition. “Violation of these rules by private schools would invite stringent penal action under the stipulations of Tamilnadu Recognised Private Schools (Regulation Act) 1973,” said S Kannappan, Director of Matriculation schools.

A report by MHRD in 2016 estimated that a revenue of nearly `24,000 crores per year is being involved in private coaching classes. The figure is still a rough under-statement as students who go to coaching centres, get trained for more than a year.

The report by MHRD pointed to three main concerns: “The first is philosophical (yet important). The purpose of education is refinement of the mind not passing an entrance examination. The second concerns the fact that ‘all work and no play’ makes a Plus two grade student a dull individual with less involvement in activities other than studies. The third is that students are forced to waste much time commuting in order to avail themselves of the benefit of ‘good’ coaching.

When reporters asked Javadekar if the computer-based tests will put rural students at a disadvantage, he defended saying that students who take these exams already have exposure to computers.

CHENNAI: The T Nagar Residents’ Welfare Association has raised concerns over the new Chennai Silks building which is coming up on Usman Road. The association has alleged that the management has not displayed the planning permission and floor plans at the construction site, an association release said.

Citing the recommendations of Justice R Regupathi Commission, which was constituted after the Moulivakkam building collapse, the association has demanded that CMDA closely monitor the construction. (A big portion of the original silk showroom building crashed following a fire last year.)

The commission made out a strong case for an onsite CMDA officer to monitor progress of the construction and ensuring rules are not violated. Irrespective of whether CMDA has taken the suggestions or not, the association says it is supposed to regularly check if the construction is done according to the permission plans.

In view of the fact that this building will be frequented by shoppers, public safety and security becomes all the more essential, the release said. When Express contacted a CMDA official, he said the display of planning permissions and floor plans could be ensured with the help of Greater Chennai Corporation.

“It is the Public Works Department’s structural engineering department which is supposed to conduct checks as construction progresses,” said a top CMDA official, when asked whether the CMDA has been conducting regular site checks.

“We are just a planning and development body. We cannot check every high rise coming up in the city,” he said.
