Govt appoints board to supersede Medical Council of India

The government on Wednesday superseded the Medical Council of India appointing a board of governors to take over the council's powers and functions pending passage of the National Medical Commission Bill that seeks to replace the MCI with a freshly constituted regulatory body.

Following an ordinance that empowered the government, the health ministry issued a notification asking the president, vice-president and other members of the MCI to vacate their offices immediately. The notification also stated that until a new council was reconstituted, a board would be constituted to take over the functioning of the MCI. The NMC Bill is pending in Parliament.

The new board consists of the members of the earlier oversight committee appointed by the ministry following a Supreme Court order and two fresh names, Dr Balram Bhargava, the director general of the Indian Council for Medical Research, and Dr S Venkatesh, the director general of health services (DGHS). Of the earlier OC members, Niti Aayog member Dr Vinod Paul will be the board chairperson, while directors of AIIMS-Delhi, PGIMER Chandigarh and the National Institute of Mental Health& Neuro Sciences (NIMHANS) Bangalore, Dr Randeep Guleria, Dr Jagat Ram, Dr BN Gangadhar respectively, as well as Dr Nikhil Tandon, professor in AIIMS, will be members. Dr Sanjay Shrivastava, former deputy director general of health servces has been appointed secretary general to the board.

The oversight committee had resigned earlier this month. While the stated reason was that their one-year tenure had ended, sources had told TOI that committee was also unhappy with the lack of cooperation from the MCI.

Interestingly, after the NMC Bill could not be taken up in the monsoon session of Parliament that ended on August 10, the health ministry wrote to states and universities to start the process of electing new MCI members as the tenure of 80 of the 103 council members would end in November or December. When the tenure of the current MCI ended on November 4 last year, it had been given an extension of one year.

Briefing the media on Wednesday, finance minister Arun Jaitley said that since the term of the elected body of the MCI was ending shortly, a need was felt to run it by a committee of eminent persons. Thus an ordinance to enable this was cleared by the cabinet on Wednesday morning and subsequently signed by President Ram Nath Kovind.

With the ordinance being promulgated, secretary general Dr Shrivastava along with local police and an SDM reached the MCI office in Dwarka to seal the premises and asked the staff to vacate the building taking their personal belongings with them. They were told that only those specifically asked to do so need to come to office from now on.

The MCI had been superseded through an ordinance in May 2010 as well after then president Dr Ketan Desai was arrested in April 2009 on bribery charges. The board constituted at the time was supposed to be only for a year as the government planned to bring in the National Council for Human Resources in Health Bill within that time to subsume MCI and all other regulatory bodies related to health. However, a year later, the bill had not been cleared by the cabinet and hence the term of the board was extended by one year at a time by amending the ordinance till the MCI was reconstituted with people nominated by central and state governments constituting almost 50% of the council on November 6, 2013 as per provisions contained in the IMC (Amendment) Second Ordinance 2013. The proposed Bill remained on paper.

பாலிசிதாரர் சர்க்கரை நோயால் இறந்தாலும், அவரது குடும்பத்துக்கு எல்.ஐ.சி நிறுவனம் ரூ.5 லட்சம் காப்பீட்டுத் தொகையை வழங்க வேண்டும் என தேசிய குறைதீர்ப்பு ஆணையம் உத்தரவிட்டுள்ளது.



எல்.ஐ.சி நிறுவனத்துக்கு எதிராக தேசிய குறைதீர்ப்பு ஆணைத்தில் சண்டிகரைச் சேர்ந்த நீலம் சோப்ரா என்பவர் தொடர்ந்த வழக்கில் அவருக்கு சாதகமாகத் தீர்ப்பு வந்துள்ளது. சர்க்கரை நோயால் அவதிப்பட்டுவந்த நீலம் சோப்ராவின் கணவர், கடந்த 2003-ம் ஆண்டு காப்பீட்டுத் தொகை பெறுவதற்காக விண்ணப்பித்துள்ளார். அவரது கோரிக்கை நிராகரிக்கப்பட்டுள்ளது. 2004-ம் ஆண்டு, அவர் மாரடைப்பால் இறந்துவிட்டார். கணவரின் மரணத்தையடுத்து, காப்பீடு தொகையைப் பெறுவதற்காக விண்ணப்பித்துள்ளார். ஆனால், அவரது இன்சூரன்ஸ் காலாவதியாகிவிட்டது எனக் கூறி, எல்.ஐ.சி நிறுவனம் மறுத்துவிட்டது.

இதுதொடர்பாக நீலம் சோப்ரா, தேசிய குறைதீர்ப்பு ஆணையத்தில் முறையிட்டார். இதை விசாரித்த ஆணையம், மாரடைப்பால் உயிரிழந்த நீலம் சோப்ராவின் கணவருக்கு அவரது இறப்புக்கு 5 மாதங்களுக்கு முன்புதான் இந்தப் பிரச்னை இருந்துள்ளது. அவர் காப்பீடுக்காக விண்ணப்பித்தபோது இந்தப் பிரச்னைகள் இல்லை. 2003-ம் ஆண்டு காப்பீடு கோரும்போது, சர்க்கரை நோய் கட்டுக்குள் இருந்தது தெளிவாக உள்ளது. அதனால், காப்பீட்டாளர் தனக்கு இருந்த நோய்குறித்த விவரங்களை மறைத்துவிட்டார் எனக் கூற காப்பீடு நிறுவனத்துக்கு உரிமை இல்லை.

பாலிசிதாரர், தனக்கு இருக்கும் நோய்குறித்த விவரங்களை மறைத்திருந்தாலும், அது இறப்புக்குக் காரணமாக அமையாது. இறப்புக்கு நேரடியான தொடர்பு இல்லாதபோது, அதைவைத்து காப்பீட்டுத் தொகை கேட்க முடியாது என நிறுவனம் கூறுவதை ஏற்க முடியாது என்று முற்றிலும் மறுக்கக் கூடாது. எனவே, இறந்தவரின் குடும்பத்துக்கு ரூ.5 லட்சம் காப்பீட்டுத் தொகை வழங்க வேண்டும்; ஈட்டுத் தொகையாக ரூ.25,000 வழங்க வேண்டும் என உத்தரவிட்டுள்ளது. மேலும், நீதிமன்றச் செலவு ரூ.5,000 ஆகியவற்றை 45 நாள்களுக்குள் சண்டிகர் கிளையில் செலுத்த வேண்டும் என தீர்ப்பில் தெரிவிக்கப்பட்டுள்ளது.

பதற்றமான சூழ்நிலையில் இன்று காலை சபரிமலைக்குச் சென்ற பெண் பத்திரிகையாளர் சுஹாசினி ராஜ், பாதி வழியில் திரும்பியுள்ளார்.

கேரள மாநில சபரிமலையில் அனைத்து வயது பெண்கள் செல்ல உச்ச நீதிமன்றம் அனுமதி அளித்தது. இந்நிலையில் மாதாந்திர பூஜைக்காக நேற்று கோயில்நடை திறக்கப்பட்டது. இதனையடுத்து நேற்று சில பெண்கள் சபரிமலை செல்ல வந்தனர். ஆனால் போராட்டக்காரர்களின் எதிர்ப்பு காரணமாக அவர்கள் திரும்பிச் சென்றனர். இந்நிலையில் இன்று பக்தர்கள் அமைப்புகள் இன்று முழு அடைப்பு போராட்டத்துக்கு அழைப்பு விடுத்துள்ளனர். அத்தன்காரணமாக மாநிலத்தில் பல இடங்களில் பதற்றமான சூழலே நிலவுகிறது.

இந்நிலையில் இன்று காலை லக்னோவைச் சேர்ந்த சுஹாசினி ராஜ் என்றப் பெண் பத்திரிகையாளர்சபரிமலை சென்றுள்ளார். ஆனால் பக்தர்கள் எதிர்ப்பு காரணமாக அவர் திரும்பி செல்லும் முடிவை எடுத்தார். அவருக்கு போலீஸார் பாதுகாப்பு வழங்கியுள்ளனர். இது தொடர்பாக கருத்து தெரிவித்த சுஹாசினி ராஜ், ``சபரிமலைக்குப் பெண்கள் செல்லலாம் என்ற தீர்ப்பு வெளியான காரணத்தால் வந்தேன். நான் செய்தி சேகரிக்கவே இங்கு வந்தேன். அதிகாலையில் மலை அடிவாரத்தில் யாரும் இல்லை. அதனால் எளிதாக உள்ளே வந்துவிட்டேன். ஆனால் பாதியில் பக்தர்கள் எதிர்ப்பு தெரிவித்தனர். இதனால் அங்கிருந்த போலீஸாரிடம், நான் ஒரு பத்திரிக்கையாளர். மேலே செல்ல எனக்குப் பாதுகாப்பு வேண்டும் என்று கேட்டேன். அவர்களும் எனது பாதுகாப்புக்காக உடன் வந்தனர். வழியில் போலீஸாருக்கும் பக்தர்களுக்கும் வாக்குவாதம் ஏற்பட்டது. அதனால் பதற்றமான சூழல் உருவானது. பக்தர்கள் மனதைப் புண்படுத்த விரும்பவில்லை. அதனாலே திரும்பிச் செல்லும் முடிவை எடுத்தேன். மீண்டும் செல்லும் எண்ணமில்லை” என்று தெரிவித்தார்.

சுஹாசினி ராஜ், அப்பாச்சிமேடு செல்லும் வரையில் பெரிதாக சிக்கல் ஏற்படவில்லை. அப்பாச்சி மேடு பகுதியில் சில பக்தர்கள் GoBack என்று கோஷம் எழுப்ப, அதன் பின்னர் மற்ற பக்தர்களும் சேர்ந்து கொண்டனர். இதனால் அங்குப் பதற்றம் உருவானது. இதனால் அவர் போலீஸ் பாதுகாப்பை நாடியுள்ளார். பக்தர்கள் சிலர் அவருக்கு பாதுகாப்பு வழங்கிய போலீஸாரின் கால்களைத் தொட்டு, `சுஹாசினியை மேல செல்ல அனுமதிக்க வேண்டாம்' என்று கேட்டுக்கொண்டனர். மரகூட்டம் என்னும் இடத்தில் பிரச்னை அதிகமாகவே, அவர் கீழே செல்லும் முடிவை எடுத்தார். தற்போது போலீஸ் பாதுகாப்புடன் அவர் பம்பை அழைத்துவரப்பட்டுள்ளார்.

ராமநாதபுரம் மாவட்டம், சாயல்குடி அருகே நடந்த அரசுப் பேருந்து - கார் விபத்து சம்பவத்தில் 3 வாலிபர்கள் பரிதாபமாக உயிரிழந்தனர். காயமடைந்த 7 பேர் ராமநாதபுரம் அரசு மருத்துவமனையில் அனுமதிக்கப்பட்டுள்ளனர்.



ராமநாதபுரத்தில் இருந்து தூத்துக்குடி சென்ற அரசுப் பேருந்தும் சிவகாசியிலிருந்து ராமநாதபுரம் வந்த காரும் சாயல்குடி அருகே கீழச்செல்வனூர் காவல் நிலையம் அருகே இன்று காலை நேருக்கு நேர் மோதிக் கொண்டது. இதில் கீழக்கரை அருகே உள்ள மாயாகுளம் பாரதி நகரைச் சேர்ந்த அருண் (20), உமய பாலா (18), விஜயராஜ் (18 ) ஆகியோர் சம்பவ இடத்திலேயே உயிரிழந்தனர்.இந்த விபத்தில் கீழக்கரை மாயாகுளம் நவீன், உமயகணேஷ் , புவனேஸ்வரன் , கிருஷ்ணகுமார் , கமல்ராஜ் , வேல் முனியாண்டி, மோகன் மற்றும் அரசுப் பேருந்து ஓட்டுநர் கிருஷ்ணன் ஆகியோர் படுகாயம் அடைந்தனர்.




காயமடைந்தவர்கள் விரைவாக மீட்கப்பட்டு 108 ஆம்புலன்ஸ் மூலம் ராமநாதபுரம் அரசு மருத்துவமனைக்கு கொண்டு வரப்பட்டனர். படுகாயமடைந்த கிருஷ்ணன் உட்பட 5 பேர் ராமநாதபுரம் அரசு மருத்துவமனையில் சிகிச்சை பெற்று வருகின்றனர். லேசான காயமடைந்த 3 பேர் முதலுதவிக்குப் பின் வீடு திரும்பினர். உயிரிழந்தவர்களின் உடல்கள் கடலாடி அரசு மருத்துவமனையில் பிரேதப் பரிசோதனைக்காக வைக்கப்பட்டுள்ளது. சிவகாசியில் இருந்து பட்டாசுகள் வாங்கித் திரும்பியபோது இந்த விபத்து நடந்துள்ளதாகக் கூறப்படுகிறது. விபத்துக்கான காரணம் குறித்து கீழச் செல்வனூர் காவல்துறை விசாரணை நடத்தி வருகின்றனர். தீபாவளி பண்டிகைக்காக பட்டாசு வாங்கிவிட்டு திரும்பியபோது இளைஞர்கள் மூன்று பேர் இந்தக் கோர விபத்தில் பலியான சம்பவம் மாயாகுளம் கிராமத்தை சோகத்தில் ஆழ்த்தியுள்ளது.

நிலத்தடி நீர்வளம் குறைந்துவிட்ட பகுதிகளில் எடுக்கக் கூடாது. உரிமம் பெறாதவர்கள் நிலத்தடி நீர் எடுக்கக் கூடாது. வணிக நோக்கில் எடுக்கப்படும் நிலத்தடி நீருக்கு விலை நிர்ணயம் செய்ய வேண்டும். அதற்கான ஆலோசனைக் கூட்டங்கள் நடத்தி முடிவு செய்ய வேண்டும்.

சென்னை நிலைகுலைய வேண்டுமா, அதன் இயக்கம் ஸ்தம்பிக்க வேண்டுமா?

கடந்த ஜூலை மாதம் 26-ம் தேதி சென்னை உயர் நீதிமன்றம் ஓர் உத்தரவு பிறப்பித்தது. அது தமிழகத்தின் நிலத்தடி நீர்வளம் குறைந்துகொண்டே வருவதையும் அதனால் எதிர்காலத்தில் ஏற்படப்போகு மிகப்பெரிய தண்ணீர் பிரச்னையையும் கருத்தில்கொண்டு வழங்கப்பட்ட உத்தரவு. அதை எதிர்த்து தமிழக தனியார் தண்ணீர் லாரி உரிமையாளர்கள் வேலைநிறுத்தம் செய்துவருகின்றனர். தொலைநோக்கு சிந்தனையுடன் பிறப்பிக்கப்பட்ட இந்த உத்தரவை எதிர்ப்பது ஏன்? அதைப் புரிந்துகொள்ள முதலில் அந்த உத்தரவின் சாராம்சம் என்னவென்பதைப் பார்ப்போம்.

நிலத்தடி நீர்வளம் குறைந்துவிட்ட பகுதிகளில் எடுக்கக் கூடாது. உரிமம் பெறாதவர்கள் நிலத்தடி நீர் எடுக்கக் கூடாது. வணிக நோக்கில் எடுக்கப்படும் நிலத்தடி நீருக்கு விலை நிர்ணயம் செய்ய வேண்டும். அதற்கான ஆலோசனைக் கூட்டங்கள் நடத்தி முடிவு செய்ய வேண்டும். அதுபோக, நிலத்தடி நீர் எடுக்க உரிமம் கோரும் இடத்தில் அதன் நிலத்தடி நீர்வளத்தை ஆய்வுசெய்த பிறகே உரிமம் வழங்க வேண்டும். நிலத்தடி நீரை உறிஞ்சுவதற்கு முன் அது எடுக்கப்படும் அளவைக் கணக்கிடுவதற்கு மீட்டர்கள் பொருத்த வேண்டும். அதைப் பொருத்திவிட்டார்களா என்பதை உறுதி செய்த பிறகே உரிமம் வழங்க வேண்டும், செய்யாதவர்களுக்கு நிலத்தடி நீர் எடுப்பதற்கான உரிமம் வழங்கக் கூடாது.

இவையெல்லாம் நீர்வளம் குறைவான பகுதிகளில் எடுக்கப்படும் நீர்நிலைகளில் எடுத்தால் அது கிரிமினல் குற்றமாகக் கருதப்படும். அதற்கு 378, 379 ஆகிய பிரிவுகளில் வழக்கு பதிவுசெய்து திருட்டாகக் கருதி நடவடிக்கை எடுக்க வேண்டும். அந்த மாதிரியான நடவடிக்கைகளில் யாரேனும் ஈடுபட்டால் அவர்களது உரிமம் நிரந்தரமாக ரத்து செய்யப்பட வேண்டும். அவ்வாறு நடக்காமல் தடுப்பதற்குத் தனி கண்காணிப்புக் குழு அமைத்து தொடர்ச்சியான கண்காணிப்புகளை மேற்கொள்ள வேண்டும். இதை உடனடியாக அமல்படுத்துமாறு உயர் நீதிமன்ற நீதிபதி S.M.சுப்பிரமணியம் அனைத்து மாவட்ட ஆட்சியர்களையும் வலியுறுத்தினார்.



தமிழகத்தின் மற்ற பகுதிகளைவிட மிக அதிகமாக நிலத்தடி நீரைச் சார்ந்திருக்கிறது சென்னை மாநகராட்சி. அதை விநியோகிக்கும் தண்ணீர் லாரி உரிமையாளர்கள் உயர் நீதிமன்றத்தின் இந்தத் தீர்ப்பை எதிர்த்து இன்று மூன்றாவது நாளாக வேலைநிறுத்தத்தில் ஈடுபட்டு வருகின்றனர். இதனால் நீர் தேவைக்கு அவர்களையே நம்பியிருக்கும் அடுக்குமாடிக் குடியிருப்புகள், ஐ.டி நிறுவனங்கள், ஷாப்பிங் மால்கள் இன்று தண்ணீர் பற்றாக்குறைக்கு ஆளாகியுள்ளனர். ஞாயிறு அன்று விநியோகிக்கப்பட்ட தண்ணீர் இரண்டு நாள்களுக்குத் தாக்குப்பிடித்தது. அதுவும் இன்று தீர்ந்துபோகவே சென்னை முழுவதும் தண்ணீர் பஞ்சம் தலைதூக்கத் தொடங்கியுள்ளது. பழைய மாமல்லபுரம் சாலையிலிருக்கும் பன்னாட்டு நிறுவனங்கள், குடியிருப்புகள் அவற்றின் நீச்சல் குளங்கள் போன்ற அனைத்துக்குமே அவர்கள் தண்ணீர் லாரிகளைத்தான் நம்பியிருந்தார்கள். இந்த வேலைநிறுத்தம் அவர்களைப் பாதிக்கின்றன. அண்ணா சாலையிலிருக்கும் எக்ஸ்பிரஸ் அவென்யு 'பராமரிப்பு காரணங்களுக்காக' என்று கூறி மூடப்பட்டிருந்தது. அது தண்ணீர் பற்றாக்குறையால்தான் மூடப்பட்டுவிட்டதாகத் தகவல்கள் வெளியாகிக்கொண்டிருக்கின்றன.

தண்ணீர் லாரி உரிமையாளர்களின் வேலைநிறுத்தத்தால் நம் அனைவருக்கும் ஞாபகம் வருவது இந்த மாதிரியான பிரச்னைகள்தாம். அதையும் தாண்டிய மோசமான சிக்கல்கள் இந்தச் சென்னையில் ஏற்பட்டுக்கொண்டிருக்கின்றன. அதுவும் முதல் நாளிலிருந்தே. சென்னை மாநகரம் பல்வேறு அடுக்குமாடிக் குடியிருப்புகளையும் பன்னாட்டு நிறுவனங்களும், வில்லாக்களும் மட்டுமே கொண்டதல்ல. 1,279 நகர்ப்புறக் குடிசைப்பகுதிகள் இங்குள்ளன. 70 லட்சம் பேர் மக்கள் தொகையுள்ள சென்னையின் 16 லட்சம் மக்கள் அந்த 1,279 குடிசைப் பகுதிகளில்தான் வாழ்கிறார்கள். அதிலும் ஐஸ்ஹவுஸ், பேசின் பிரிட்ஜ், வியாசர்பாடி போன்ற பகுதியில் வாழும் பெரும்பான்மை மக்கள் தங்கள் அன்றாட நீர்த் தேவைக்கே தண்ணீர் லாரிகளைத்தான் நம்பியிருக்கிறார்கள். ஒருநாள் தண்ணீர் லாரி வரவில்லையென்றாலும் அவர்கள் அருகிலிருக்கும் அடுக்குமாடிக் குடியிருப்புவாசிகளிடம் தண்ணீர்கேட்டுக் குடங்களை ஏந்தி நிற்க வேண்டிய அவலநிலை. ஏனென்றால் அவர்களுக்கென்று தனித்த நீர்விநியோக வசதிகளை இன்னமும் அரசு அமைத்துக்கொடுக்கவில்லை. தண்ணீர் லாரி வேலைநிறுத்தத்தால் அதிகம் பாதிக்கப்படப்போவது இவர்கள்தாம். அதிகம் கவனிக்கப்பட வேண்டியவர்களும், உதவித் தேவைப்படுபவர்களும்கூட மால்களோ, ஐ.டி நிறுவனங்களோ இல்லை இவர்கள்தாம்.



"378, 379 போன்ற வழக்குகளில் நிலத்தடி நீர் எடுப்பதைத் திருட்டாகக் கருதி நடவடிக்கை எடுக்க வேண்டுமென்று நீதிமன்றம் உத்தரவிட்டுள்ளது. மக்களுக்குத் தண்ணீர் பற்றாக்குறை ஏற்பட்டுவிடக் கூடாதென்பதற்காகக் குறைந்த கட்டணத்தில் இதைச் சேவையாக செய்துவருகிறோம். சென்னை நிர்வாகத்திடம் வெறும் 800 லாரிகளே இருக்கின்றன. அதை வைத்துக்கொண்டு மொத்த நகரத்துக்கும் விநியோகிக்க முடியுமா? மொத்தம் 4,500 லாரிகள் மூலம் நீர் விநியோகம் செய்துவருகிறோம். நீரே இல்லாத நிலத்தில் யாராவது தண்ணீர் எடுப்பார்களா? நாங்கள் எடுப்பதெல்லாம் நகரத்துக்கு வெளியே வீடுகளே இல்லாத இடத்திலிருக்கும் நீர்நிலைகளிலும் விவசாயக் கிணறுகளிலும்தான். நாங்கள் நீதிமன்றத்தை எதிர்க்கவில்லை. அவர்கள் வார்த்தைக்குக் கட்டுப்பட்டு நிலத்தடி நீர் எடுக்காமல் வேலையை நிறுத்திவிட்டோம் அவ்வளவே" என்கிறார் எஸ்.எஸ்.டி.எம் தண்ணீர் லாரி நிறுவன உரிமையாளர் செல்வகுமார்.

"மக்களின் குடிநீர் தேவைக்காகத்தானே நாங்கள் உழைத்துக்கொண்டிருக்கிறோம். நிலத்தடி நீர் எடுக்கக் கூடாதென்றால் மக்களின் குடிநீர்த் தேவையைப் பூர்த்திசெய்ய வேறு திட்டத்தை அரசாங்கம் முன்வைக்கிறது. இப்போதுகூட நாங்கள் யாரையும் எதிர்க்கவில்லை. நீதிமன்றத்தை மதித்து நிலத்தடி நீர் எடுப்பதை நிறுத்திவிட்டோம் அவ்வளவுதான்" என்கிறார் தமிழ்நாடு கேன் தண்ணீர் உற்பத்தியாளர்கள் சங்கத் தலைவர் முரளி. அனைத்து உரிமையாளர்களும் இந்த வேலை நிறுத்தத்தில் ஈடுபடவில்லை. சிலர் நீதிமன்றத்தில் மேல்முறையீடு செய்து சட்டபூர்வமாக இதை முன்னெடுக்க முடிவுசெய்துள்ளனர்.



சென்னையின் நீர் விநியோகத்தில் தண்ணீர் லாரிகளும், மினரல் வாட்டர் கேன்களுமே ஆதிக்கம் செய்கின்றன. அவர்கள் இல்லையென்றால் இங்கு தண்ணீர் பற்றாக்குறை பல விளைவுகளுக்கு வழிவகுக்கின்றன. அதுகுறித்து பூவுலகு சுந்தர்ராஜனிடம் பேசினோம், "தண்ணீரை அடிப்படை உரிமையாகப் பார்க்காமல் விற்பனைப் பண்டமாகப் பார்த்ததன் விளைவுதான் தற்சமயம் நடைபெறும் 'டேங்கர் லாரிகளின்' வேலைநிறுத்தம். காலநிலை மாற்றத்தோடு நம்மை அச்சுறுத்தும் இன்னொரு விஷயம் "நிலத்தடிநீர் பேரிடர்". தற்சமயம், நம்முடைய விவசாயத்துக்குத் தேவைப்படும் நீரில் 70% பூர்த்திசெய்வது நிலத்தடி நீர் ஆதாரங்கள், தொழிற்சாலைகளுக்குத் தேவையான நீரின் அளவில் 90% பூர்த்திசெய்வதும் நிலத்தடி நீரே. அதே நேரம் நம்முடைய குடிநீர் ஆதாரங்களும் அழிக்கப்பட்டதன் விளைவாக இப்போது நமக்குத் தேவையான குடிநீருக்கு 30% நிலத்தடி நீரைத்தான் நம்பியுள்ளோம். தமிழ்நாட்டில் ஏற்பட்ட தொழிற்புரட்சி அதிகமான தொழிற்சாலைகளை இந்நிலத்தில் காலூன்ற வைத்தது, அதன் தேவையில் 90% நீர் பூமிக்கடியில் இருந்து உறிஞ்சப்பட்டது, இது கடந்த பல பத்தாண்டுகளில் ஏற்பட்ட விளைவு. நாம் நிலத்தடிநீர் பேரிடரை சந்தித்துக்கொண்டிருக்கிறோம் என்பது முற்றிலும் உண்மை. இன்றில்லாவிட்டாலும் நாளை அந்த உண்மை நமக்கு முகத்தில் அறையும், அப்போது காலம் கடந்திருக்கும்."

தண்ணீர் என்பது அடிப்படை உரிமை. அதை வியாபாரம் செய்ய யாருக்கும் உரிமை கிடையாது. ஆனால், இன்று தண்ணீர் வியாபாரம் பொதுமக்களை அச்சுறுத்தும் வகையில் வளர்ந்து நிற்கிறது. அரசாங்க நிர்வாகத்தால் அதைச் செய்ய முடியாததே இதற்குக் காரணம். நம் நகரக் கட்டமைப்புகள் நீண்டகாலத் தேவைகளுக்குத் தகுந்தவாறு கட்டமைக்கப்படவில்லை. நிலையான வளர்ச்சியின் முதல்படி அனைவருக்கும் தண்ணீர் விநியோகம் முறையாகக் கிடைப்பதே. அதைக்கூடச் செய்ய முடியாமல் தனியார்களை நம்ப வேண்டிய நிலையில்தான் நம் நகரக் கட்டமைப்புத் திட்டங்களைத் தீட்டியுள்ளார்கள். நகரங்கள் மீண்டும் திட்டமிடப்பட வேண்டும். அவை மறுசீரமைத்துக் கட்டமைக்கப்பட வேண்டும்.

இது குறித்து நிலத்தடி நீர் ஆய்வாளர் சரவணனிடம் பேசும்போது, "20 வருடங்களுக்கு முன்பு ஒருவர் தண்ணீர் பாட்டில் வாங்கினால் அது ஒரு கௌரவத்தின் குறியீடாக இருந்தது. ஆனால் இன்று தண்ணீர் பாட்டில் தேவைக்குரிய ஒரு விஷயமாக மாற்றப்பட்டுவிட்டது. அரசின் அலட்சியத் தன்மையே இதற்குக் காரணம். சொல்லப்போனால் அரசுதான் இந்தத் தண்ணீர் மாஃபியாவை வளரவிட்டது. தண்ணீர் என்பது ஒவ்வொரு குடிமகனுடைய அடிப்படைத் தேவை. அரசுதான் அதைக் கொடுக்க வேண்டும். சென்னையைப் பொறுத்தவரையில் நிறைய இடங்களில் நிலத்தடி நீரே கிடையாது. ஆனால், சென்னையில்தான் தொடர்ந்து வளர்ச்சி முகாம்கள் (Development Zone) அமைக்கப்படுகின்றன. நிலத்தடி நீரை எங்கு எடுக்க வேண்டும் எங்கு எடுக்கக் கூடாது என்ற விதிமுறைகளை அரசு வகுத்திருந்தாலும் அதைச் செயல்படுத்துவதற்கோ சட்டவிரோதமாகத் தண்ணீர் எடுக்கும்போது அதைத் தடுப்பதற்கோ முறையான அளவீடோ கண்காணிப்புக் குழுவோ அரசிடம் இல்லை. அத்தகைய குழுவை அமைக்கச் சொல்லித்தான் உயர் நீதிமன்றம் கூறியுள்ளது. ஐ.டி நிறுவனங்கள் அனைத்தும் டேங்கர் லாரி தண்ணீரைத்தான் ஆதாரமாகக் கொண்டு இயங்கி வருகின்றன. இந்த வேலைநிறுத்தம் தொடர்ந்தால் அனைத்து நிறுவனங்களையும் மூட வேண்டி வரும். தண்ணீரை வணிகமயமாக்கிவிட்டோம். அதை மாற்ற வேறு வழியில்லை. ஆனால், அவற்றில் சில ஒழுங்குமுறைகளையாவது செய்வதுதான் தொலைநோக்குடைய ஒரு செயலாக இருக்கும். இதை டேங்கர் லாரி உரிமையாளர்களுக்கும் அரசு எடுத்துச் சொல்லி புரிய வைக்க வேண்டும்" என்றார்.

அரசு இனியாவது அதைப் புரிந்துகொண்டு, மக்களின் அடிப்படை உரிமை இடையூறின்றி அவர்களுக்குக் கிடைக்க வழிசெய்யுமா?

உலக மூட்டுவலி (Arthritis) தினம் ஆண்டுதோறும் அக்டோபர் 12-ம் நாள் கொண்டாடப்பட்டு வருகிறது. இதன் தொடர்ச்சியாக ஆர்தரிடிஸ் சிகிச்சை நிபுணர் ஜாகீர் உசேனிடம் பேசினோம்.

முதுமை மூட்டுவலி (OsteoArthritis) என்றால் என்ன?

வயதாக வயதாக மூட்டுகளில் தேய்மானம் ஏற்பட்டு குருத்தெலும்பு பாதிக்கப்படும். இதில் எலும்பு மூட்டுகள் உரசுவதால் கடுமையான வலி ஏற்படும்.

யாருக்கெல்லாம் வரும்?

1. இப்போதைய மருத்துவ முறையால் மனிதர்களின் ஆயுட்காலம் அதிகரித்துள்ளது. இதனால் வயதானவர்கள் எண்ணிக்கை உயர்ந்துள்ளது. அவர்களுக்கு மூட்டு தேய்மானம் அதிகமாக ஏற்படும்.

2. அதிகமான உடற்பருமன் உடையவர்களுக்கும் இந்தப் பிரச்சினை ஏற்படுகிறது.

3. இவர்கள் தவிர்த்து மரபியல் வழியாகவும் மூட்டு தேய்மானம் உண்டாகும்.

என்ன உணவுகளை உண்ண வேண்டும் / தவிர்க்க வேண்டும்?

உடற்பருமன் அதிகமாக உள்ளவர்கள், எடையைக் குறைத்தால், பருமன் குறைவது காரணமாக வலி குறையும்.

கால்சியம் நிறைந்த சரிவிகித உணவுகளை எடுத்துக்கொள்ள வேண்டும். பால், தயிர், காலிஃபிளவர், மீன் ஆகியவற்றில் கால்சியம் அதிகம் இருக்கிறது.

இந்தியாவில் சுமார் 18 கோடி பேர் மூட்டு வலியால் பாதிக்கப்பட்டுள்ளனர். ஒப்பீட்டளவில் இதில் முழங்கால் மூட்டுத் தேய்மானத்தால் அவதிப்படுவோர் அதிகமாக உள்ளனர்.

இவர்களுக்கான சிகிச்சை, அவர்களுக்கு ஏற்பட்டுள்ள தேய்மானத்தைப் பொறுத்து மாறும்.

இந்த சிகிச்சை முறையில் சிறு துவாரம் வழியாக முழங்கால் மூட்டில் எங்கு தேய்மானம் இருக்கிறது என்பது கண்டறியப்படுகிறது. அந்த இடத்தில் உள்ள தேய்ந்துபோன குருத்தெலும்பு மற்றும் துகள்கள் நீக்கப்படுகின்றன.

பின் நோயாளியின் இடுப்பெலும்பில் இருந்து சுமார் 50 மில்லி எலும்பு மஜ்ஜை எடுக்கப்படுகிறது. அதில் இருந்து ஸ்டெம்செல் பிரித்தெடுக்கப்பட்டு, தனித்துவமான ஜெல் ஒன்றுடன் சேர்க்கப்படுகிறது. இதை சேதமடைந்த மூட்டு எலும்பில் ஒட்டுவதன் மூலம், அது இறுகிவிடுகிறது.

இந்த சிகிச்சை மூலம் அடுத்த 4- 5 மாதங்களில் தேய்மானம் அடைந்த பகுதியில் புதிய குருத்தெலும்பு வளர்ந்து, வலி நிவாரணம் ஏற்படும்.

இந்த நவீன ஸ்டெம்செல் லேசர் சிகிச்சை ஒரு மணி நேரத்தில் முடிந்துவிடும். இதன்மூலம் அடுத்த நாளே நடக்கமுடியும். வெளிநாடுகளில் மேற்கொள்ளப்பட்டு வந்த சிகிச்சை இந்தியாவில் தற்போது பிரபலமாகி வருகிறது. இங்கு சென்னையில் டோஷ் மருத்துவனை(TOSH – Trauma & Orthopaedic Speciality Hospital) இந்த சிகிச்சையை வெற்றிகரமாக மேற்கொண்டு வருகிறது’’ என்று ஜாகீர் உசேன் தெரிவித்தார்.

கோவில் நடை திறக்கப்பட்டது : பெண்களை தடுத்ததால் மோதல்-போலீஸ் தடியடி போர்க்களமானது சபரிமலை - ஏராளமானவர்கள் கைது



சபரிமலைக்கு சென்ற பெண்களை தடுத்து நிறுத்தியதால் மோதல் ஏற்பட்டது. போலீசார் தடியடி நடத்தினர். இதைத் தொடர்ந்து 144 தடை உத்தரவு பிறப்பிக்கப்பட்டது.

கேரளாவில் உள்ள சபரிமலை அய்யப்பன் கோவிலுக்கு அனைத்து வயது பெண்களும் சென்று வழிபாடு நடத்தலாம் என்று சுப்ரீம் கோர்ட்டின் அரசியல் சாசன அமர்வு தீர்ப்பு கூறியது.

இந்த தீர்ப்பை அமல்படுத்துவோம் என கேரளாவை ஆளும் மார்க்சிஸ்ட் கம்யூனிஸ்டு அறிவித்தது. கோவிலை நிர்வகித்து வரும் திருவிதாங்கூர் தேவஸ்தான போர்டும் அனைத்து வயது பெண்களும் சபரிமலை அய்யப்பன் கோவிலில் சாமி தரிசனம் செய்ய அனுமதிக்கப்படுவார்கள். யாரும் தடுத்து நிறுத்தப்படமாட்டார்கள் என்று அறிவித்தது.

சுப்ரீம் கோர்ட்டின் தீர்ப்பு மற்றும் கேரள அரசின் நிலைப்பாட்டுக்கு எதிராக நாடு முழுவதும் போராட்டங்கள் வெடித்துள்ளன. 10 முதல் 50 வயதுக்கு உட்பட்ட பெண்கள் சபரிமலைக்கு செல்வதை அனுமதிக்கமாட்டோம் என்று போராட்டம் நடத்தியவர்கள் கூறினார்கள்.

இந்த நிலையில் ஐப்பசி மாத பூஜைக்காக சபரிமலை அய்யப்பன் கோவில் நடை நேற்று மாலை 5 மணிக்கு திறக்கப்பட்டது. வருகிற 22-ந்தேதி வரை நடை திறந்திருக்கும்.

இதனால் முதல் நாளே 10-50 வயதுக்கு உட்பட்ட பெண்கள் அதிக அளவில் வரலாம் என்று எதிர்பார்க்கப்பட்டது. அதேபோல் நேற்று அதிகாலையில் இருந்தே சபரிமலைக்கு செல்லும் மலை அடிவாரமான நிலக்கல்லுக்கு இளம் பெண்கள் பல்வேறு வாகனங்களில் வரத் தொடங்கினர்.

இதனால் அங்கு பாதுகாப்புக்கு போலீசார் குவிக்கப்பட்டனர். இதேபோல் பம்பை மற்றும் சபரிமலை செல்லும் மலைப்பாதை நுழைவிடங்களிலும் போலீசார் நிறுத்தப்பட்டனர்.

நிலக்கல்லில் ஏற்கனவே சபரிமலை ஆச்சார சம்ரக்‌ஷணா சமிதி, அய்யப்ப தர்மசேனா மற்றும் பல்வேறு இந்து அமைப்புகளைச் சேர்ந்த ஆர்ப்பாட்டக்காரர்கள் குவிந்து இருந்தனர். நேற்றுமுன்தினம் நள்ளிரவில் இருந்தே கூடாரம் அமைத்து நிலக்கல் அடிவாரத்தில் தங்கினர். வழி நெடுக சாலையில் போலீசார் வைத்திருந்த தடுப்புகளை அகற்றிவிட்டு அய்யப்ப பக்தர்கள் நிலக்கல்லில் குவிந்தனர்.

நேற்று அதிகாலை 4.15 மணி அளவில் அப்பகுதிக்கு வந்த அனைத்து வாகனங்களையும் அவர்கள் தடுத்து நிறுத்தி சோதனையில் ஈடுபட்டனர். இளம் பெண்களை சபரிமலைக்கு செல்ல விடாமல் இறக்கிவிட்டனர்.

இதேபோல் செய்தி சேகரிக்கவும், படம் பிடிக்கவும் சென்ற பத்திரிகை மற்றும் டி.வி. சேனல் செய்தியாளர் களையும் அய்யப்ப பக்தர்கள் அனுமதிக்கவில்லை. அவர்களை முற்றுகையிட்டு தாக்கி வெளியேற்றினர். கேரள அரசு பஸ்சில் வந்த ஆங்கில இணையதளத்தின் பெண் நிருபரையும் கீழே இறக்கிவிட்டனர்.

ரிபப்ளிக் டி.வி.யின் பூஜா பிரசன்னா, நியூஸ் மினிட் செய்தியாளர் சரிதா எஸ்.பாலன், என்.டி.டி.வி. நிருபர் ஸ்னேகா மேரி கோஷி, கேமரா மேன் எஸ்.பி. பாபு, சி.என்.என்.-நியூஸ் 18 மற்றும் ஆஜ்தக் டி.வி. செய்தியாளர்கள் மற்றும் மலையாள செய்தி சேனல்களின் சில நிருபர்களும் அய்யப்ப பக்தர்களால் தாக்கப்பட்டனர்.

அப்போது குறைந்த அளவிலான போலீசாரே அங்கு பாதுகாப்பு பணியில் ஈடுபட்டிருந்தனர்.

பெண் பக்தர்களையும் செய்தியாளர்களையும் செல்ல விடாமல் தொடர்ந்து வாகனங்கள் தடுத்து நிறுத்தப்பட்டதால் ஆர்ப்பாட்டக்காரர்களுக்கும், போலீசாருக்கும் இடையே கடும் மோதல் தள்ளுமுள்ளு ஏற்பட்டது. அப்போது போலீஸ் வாகனங்கள் மீது ஆர்ப்பாட்டக்காரர்கள் சரமாரி கல்வீசி தாக்குதல் நடத்தினர். இதனால் அப்பகுதியே போர்க்களம் போல காட்சி அளித்தது.

இதையடுத்து வாகனங்களை தடுத்து நிறுத்திய அய்யப்ப பக்தர்களை போலீசார் தடியடி நடத்தி அங்கிருந்து விரட்டியடித்தனர். மேலும், அவர்கள் அமைத்து இருந்த கூடாரங்களையும் அகற்றி வீசியெறிந்தனர். இதையடுத்து, நாலாபுறமும் சிதறி ஓடிய அய்யப்ப பக்தர்கள் அப்பகுதியில் இருந்த காட்டுக்குள் தஞ்சம் புகுந்தனர். போலீஸ் தடியடியில் நூற்றுக்கணக்கான ஆர்ப்பாட்டகாரர்களும், கல்வீச்சில் ஏராளமான போலீசாரும் காயம் அடைந்தனர்.

இதனால் அங்கு பெரும் பரபரப்பு ஏற்பட்டது. இதைத் தொடர்ந்து நிலக்கல்லில் பாதுகாப்பு அளிக்க 100 பெண் போலீசார் உள்பட மேலும் 500 போலீசார் குவிக்கப்பட்டனர். பின்னர் நிலக்கல் பகுதி முழுவதும் போலீஸ் கட்டுப்பாட்டுக்குள் கொண்டு வரப்பட்டது.

இதன் பின்னர் செய்தியாளர்கள் கூடுதல் போலீஸ் பாதுகாப்புடன் மீண்டும் நிலக்கல் திரும்பினர்.

சபரிமலை சுற்று வட்டாரப்பகுதியில் பதற்றமான சூழல் நிலவி வருவதால், அங்கு குற்றவியல் நடைமுறைச்சட்டம் பிரிவு 144-ன் கீழ் தடை உத்தரவு பிறப்பிக்கப்பட்டுள்ளது.

இந்த தடை உத்தரவானது, இலவங்கல், நிலக்கல், பம்பை, சன்னிதானம் ஆகிய பகுதிகளில் 22-ந் தேதி வரை அமலில் இருக்கும்.

மேலும், சபரிமலையின் 30 கி.மீ. சுற்றளவு பகுதியில் எந்த ஒரு போராட்டம் நடத்தவும் போலீசார் தடை உத்தரவு பிறப்பித்துள்ளனர்.

மாநில போலீஸ் டி.ஜி.பி. லோக்நாத் பெஹரா, இதுபற்றி கூறுகையில், “சட்டத்தை யார் கையில் எடுத்துக் கொண்டாலும் அவர்கள் மீது கடும் நடவடிக்கை எடுக்கப்படும். வாகனங்களை தடுத்து நிறுத்தும் பக்தர்கள் கைது செய்யப்படுவதுடன் அவர்கள் மீது வழக்கும் பதிவு செய்யப்படும்” என்று எச்சரித்தார்.

அதேநேரம் சபரிமலை கோவில் தந்திரி குடும்பத்தைச் சேர்ந்த ராகுல் ஈஸ்வரர் என்பவர் தனது 90 வயது பாட்டி மற்றும் 100 அய்யப்ப பக்தர்களுடன் பல்வேறு வாகனங்களில் நிலக்கல் சென்றார். அவர்களால் சட்டம், ஒழுங்கு பாதிக்கப்படும் நிலை உருவாகும் என்று கருதிய போலீசார் அவர்களை வழியிலேயே இறக்கிவிட்டனர்.

இந்த நிலையில், ஆலப்புழா மாவட்டம் அருத்துங்கல் என்ற இடத்தைச் சேர்ந்த லிபி என்ற பெண் சபரிமலை செல்வதற்காக பத்தனம் திட்டா நகர பஸ்நிலையத்துக்கு வந்தார். பஸ்சில் ஏற முயன்ற அவரை அய்யப்ப பக்தர்கள் முற்றுகையிட்டு கோஷங்களை எழுப்பினர். இதனால் அங்கிருந்து போலீசார் அந்த இளம் பெண்ணை பாதுகாப்பாக மீட்டுச் சென்றனர்.

போலீசாரின் விசாரணையில் லிபி கிறிஸ்தவ பெண் என்பதும், நாத்திக கொள்கையில் ஈடுபாடு கொண்டவர் என்பதும் தெரிய வந்தது. மேலும் 41 நாள் விரதம் மேற்கொள்ளாமல் சபரிமலை செல்வதாக அவர் கூறியதால் பிரச்சினை ஏற்படலாம் என்று கருதிய போலீசார் லிபியை வேறொரு பகுதியில் கொண்டு போய்விட்டு அறிவுறுத்தி அனுப்பி வைத்தனர்.

இதற்கிடையே நேற்று முன்தினம் இரவு சென்னையைச் சேர்ந்த 40 வயது பஞ்சவர்ணம் என்ற பெண் மற்றும் இதழியல் துறை மாணவிகள் சிலர் கேரள அரசு பஸ்சில் நிலக்கல் சென்றனர். அவர்களை சபரிமலை ஆச்சார சம்ரக்‌ஷணா சமிதியினர் பஸ்சில் இருந்து இறக்கிவிட்டனர்.

சிறிதுநேரம் கழித்து பஞ்சவர்ணம் தனது கணவருடன் மீண்டும் நிலக்கல்லுக்கு வந்தார். அப்போதும் அவர்கள் இருவரையும் அய்யப்ப பக்தர்கள் தடுத்து நிறுத்தினர். பின்னர் இருவரும் பத்தனம் திட்டாவுக்கு திருப்பி அனுப்பி வைக்கப்பட்டனர்.

அதேநேரம், அய்யப்ப பக்தர்கள் பலர் நிலக்கல்லில் காந்திய வழியில் அமைதி போராட்டத்திலும் ஈடுபட்டனர். அவர்கள் சாலையில் அமர்ந்து அய்யப்ப சரண கோஷங்களை எழுப்பினர். இந்த தர்ணா போராட்டத்தில் காங்கிரசாரும் கலந்து கொண்டனர்.

சபரிமலை அய்யப்பன் கோவிலுக்கு அனைத்து வயது பெண்களையும் அனுமதிப்பதற்கு சபரிமலை பகுதியில் வசிக்கும் பழங்குடியின மக்கள் கடும் எதிர்ப்பு தெரிவித்து உள்ளனர்.

பல நூறு ஆண்டுகாலமாக மேற்கொள்ளப்படும் சம்பிரதாயத்தை மாநில அரசும், திருவிதாங்கூர் தேவஸ்தான போர்டும் அழிக்க முயற்சிக்கின்றன என்று அவர்கள் குற்றம் சாட்டினர்.

பம்பையில் உள்ள விநாயகர் கோவிலில் இருந்து சபரிமலை அய்யப்பன் கோவிலுக்கு செல்லும் பாதையில் பந்தளம் மகாராஜா குடும்ப கட்டிடம் முன்பு சரண கோஷ போராட்டம் நடந்தது. போராட்டத்தில் சபரிமலை அய்யப்பன் கோவில் தந்திரி ராகுல் ஈஸ்வரர், அவருடைய தாயார் மல்லிகா நம்பூதிரி, பாட்டி தேவகி மகேஸ்வரரூ கண்டருரூ, முன்னாள் தேவசம் போர்டு தலைவர் பிரையார் கோபால கிருஷ்ணன், இந்து பார்லிமெண்ட் அமைப்பை சேர்ந்த ஹரிநாராயணன், மற்றும் பந்தளம் மன்னர் குடும்பத்தை சேர்ந்தவர்கள் கலந்து கொண்டனர்.

போராட்டத்தில் பத்தனம்திட்டா மாவட்டத்தின் பல்வேறு பகுதிகளை சேர்ந்த அய்யப்ப பக்தர்கள், வெளி மாவட்டங்களை சேர்ந்த அய்யப்ப பக்தர்கள் கலந்து கொண்டனர். இந்த போராட்டம் சுமார் 2 மணி நேரத்துக்கு மேல் நடந்தது. போராட்டத்தில் கலந்து கொண்ட மன்னர் குடும்பத்தைச் சேர்ந்தவர்கள் உள்பட 24 பேரை கைது செய்து போலீஸ் நிலையம் அழைத்து சென்றனர்.

ஆனால் அதே இடத்தில் பா.ஜனதா கட்சி நிர்வாகிகள் சுரேந்திரன், ரமேஷ், சோபா உள்பட ஏராளமானோர் அமர்ந்து சரண கோஷம் எழுப்பியபடி போராட்டத்தை தொடர்ந்தனர். போராட்டத்தில் ஈடுபட்டவர்களை போலீசார் கைது செய்ய முயன்றனர்.

அப்போது, போராட்டக்காரர்கள் போலீசார் மீது கல்வீசி தாக்கினர். இதில் போலீஸ்காரர்கள் பிரவீன், ராகுல்ராஜ் மற்றும் போராட்டத்தில் ஈடுபட்ட கொச்சியை சேர்ந்த சரோஜம் மற்றும் ராஜேஷ் ஆகிய 2 பேர் என 4 பேர் காயம் அடைந்தனர். மேலும் 2 போலீஸ் வாகனங்கள் கல்வீசி உடைக்கப்பட்டது. காயம் அடைந்தவர்கள் அருகில் இருந்த ஆஸ்பத்திரியில் சிகிச்சைக்காக சேர்க்கப்பட்டனர். போராட்டத்தில் ஈடுபட்டவர்களை போலீசார் லேசான தடியடி நடத்தி கலைத்தனர்.

இந்தநிலையில் கேரள மாநிலம் தேவசம் போர்டு மந்திரி கடகம்பள்ளி சுரேந்திரன் தலைமையில் சபரிமலை சன்னிதானத்தில் அனைத்து துறை அதிகாரிகள் ஆலோசனை கூட்டம் நடந்தது. இதில் 9 பெண் அதிகாரிகளுக்கு அழைப்பு விடுக்கப்பட்டிருந்தது.

நேற்றைய கூட்டத்தில் 50 வயதுக்கு மேற்பட்ட 4 பெண் அதிகாரிகள் மட்டுமே கலந்து கொண்டனர். மற்ற பெண் அதிகாரிகளுக்கு பதிலாக அந்த துறையின் வேறு ஆண் அதிகாரிகள் கலந்து கொண்டனர்.

#MeToo in Nellai: Tahsildar accused of sexually harassing woman staff.

Unable to bear the sexual harassment, Saranya lodged a complaint with Tirunelveli district revenue officer P Muthuramalingam a few weeks ago.

Tirunelveli: Gross negligence on the part of the Tirunelveli district administration to set up an internal complaints committee (ICC) at the district collector’s office to handle complaints of sexual harassment by women employees, made a single mother lose her job when she openly spoke against her superior officer, a tahsildar, for misbehaving with her.

M Saranya (25), mother of two children, is separated from her husband with whom a divorce case is pending. She has been working as a temporary employee in the disaster management department at the Tirunelveli district collector’s office since 2015.

Saranya said she was subjected to dowry harassment at the hands of her husband and in-laws and attempted self-immolation to escape from their torture. She was saved, but became disabled in the suicide attempt and got the job on compassionate grounds three years ago.

Her woes, however, did not end as she had to face sexual harassment from her immediate superior officer, the tahsildar of the disaster management department. “He made me to stay in the evenings after regular office hours and behaved in an uncivilized manner,” complained Saranya, who added that the tahsildar even compelled her to come to the office on weekends when “he touched me inappropriately and made sexual remarks”.

Unable to bear the sexual harassment, Saranya lodged a complaint with Tirunelveli district revenue officer P Muthuramalingam a few weeks ago. However, as it did not work out, Saranya approached district collector Shilpa Prabakar Satish, hoping that she too being a woman, would help her out. “I failed as the district collector told me that she could do nothing in the issue,” regretted Saranya, who added that the collector directed her to the city police commissioner.

“My complaint to the city police commissioner also was in vain, and hence as a last resort, I sought the help of the All India Democratic Women’s Association (AIDWA, affiliated to the CPI-M),” said Saranya.

The result, however, was detrimental and another person was appointed in her place in the disaster management department at the Tirunelveli district collector’s office.

Now, The AIDWA has taken up the issue, said Tirunelveli district secretary of the women’s body, P Karpagam, who met the district collector on Tuesday and represented the issue.

“We have sent complaint petitions to the Chief Minister’s cell,” said the AIDWA district secretary, adding, “Saranya’s problem is not an isolated incident. Many such women employees in government and private establishments in the district are undergoing harassment and are unable to fight it out.”

Kar pagam charged the Tirunelveli district administration with defiance of the Sexual Harassment at the work place (Prevention, Prohibition and Redressal) Act, 2013, by not constituting the internal complaints committee (ICC) for women employees to lodge their complaints about sexual exploitation by higher officials.

It is the statutory responsibility of the district collector as the head of the district collector’s office premises to display conspicuously the penal consequences of indulging in acts that may constitute sexual harassment and the  composition of the internal complaints committee. “But nowhere in the collectorate premises could we see such a display,” said Karpagam, adding, AIDWA would pursue the issue until Saranya got justice.

Courier firm to pay client Rs 20,000 as compensation

Chennai: The District Consumer Disputes Redressal Forum, Chennai (South), directed a popular courier firm to pay a compensation of Rs 20,000 to a guitarist for inordinate delay in delivering a courier containing a ticket for an international rock concert in Bengaluru, seven years back. He wished to attend the concert of 'Metallica', a famous rock band from USA.

In the petition, Manoj Sreekumar, Thiruvanmiyur, a guitarist, submitted that he planned to attend 'Rock in India', a music event performed by world famous American rock band 'Metallica' at Bengaluru on October 30, 2011. He had booked a ticket through a website and paid Rs 2,750 for the concert and Rs 75 towards courier charges.

On October 15, 2011, DTDC Courier & Cargo Limited, Bengaluru, shipped the ticket to him.

But, the ticket had not reached him even five days after it was dispatched from Bengaluru. Despite repeated enquiries, the courier firm did not give him a proper reply.

The courier had neither reached him nor it was returned to the sender. Hence, Manoj was constrained to issue notice to the courier firm.

Manoj Sreekumar, said he was residing in Thiruvanmiyur, Chennai, for the past 25 years and there was no chance of returning the consignment. However, in the track report, it was mentioned that the consignment was delivered a month after the concert was over on November 30, 2011. He sought a compensation of Rs 1.50 lakh for causing him mental agony and for deficiency in service.

In its response, the management of DTDC Courier & Cargo Limited, denied the allegation and stated that the person who booked the consignment did not disclose the materials or documents kept inside the cover. The firm never assured that the consignment would reach him within any prescribed time. If the address of the consignee / consignor is incomplete or insufficient, the firm cannot be held responsible for non-delivery. Hence, the complaint is liable to be dismissed, the management said.

The bench comprising president M. Mony and member K. Amala said the consignment was delivered after a delay of 45-days, and it reached the customer only on November 30, 2011. The firm had not explained the reason for such inordinate delay.

The firm had not stated how and where the consignment was locked for such a long period of 45 days, which proved that the firm committed deficiency in service.

Hence, this forum is of the considered view that DTDC Courier shall pay Rs 15,000 towards compensation in addition to cost of `5,000, the bench said.

Chennai: The Madras high court has directed the Tamil Nadu Agriculture University in Coimbatore, to declare five days a week system to permanent mazdoors.

“However, it is open to the University to extract work from these mazdoors on need basis in declared holidays, Saturdays and Sundays.

However, in lieu thereof, all these mazdoors/employees shall be permitted to avail compensatory leave as allowable to other employees”, said Justice R.Suresh Kumar.

Passing orders on a petition from Tamil Nadu Agriculture University Worker’s Union, the judge quashed a circular issued by the University in 2003, making it compulsory to the mazdoors, who are permanent in nature also to work 6 days per week.

The judge said the aforesaid system of 5 days a week shall immediately be adopted by the University and accordingly their compensatory leave shall also be regulated and be permitted. "It is made clear that the system of 5 days a week or six days a week working days, compensatory holidays etc., will no way be made applicable to casual employees/daily rated wage employees, who are not getting wages on monthly basis by way of time scale of pay. In so far as such kind of casual and daily rated wages employees, they shall be paid with the daily rated wage based on the minimum wage to be fixed by the university on par with the government rate made from time to time", the judge added.

The judge said certainly there was some force in the submissions made by Abdul Saleem, the standing counsel for the University. As the working days were concerned, the principle of 5 days work or 6 days work, whatever may be, could not be made applicable to the daily rated wages employees or casual employees.

However, the mazdoors whose services were permanent in nature and whose services were to be treated on par with last grade government servants or whose services were already regularized and for whose service they have already granted time scale of pay, definitely they should be treated on par with permanent employees, in respect of these service conditions, especially the working days and leave availability of these employees, the judge added.

Chennai: A team of students of Vellore Institute of Technology will present an innovative solution to ocean acidification issue at the prestigious competition scheduled to be held in the US this month.

Ocean acidification is caused by the increase of carbon dioxide. Due to the absorption carbon dioxide, chemical reactions occur in the seas which in turn lead to many other issues like coral reef degradation and affect the metabolism of fish and other aquatic life.

The team along with their primary investigator R.Siva, head, department of biotechnology at VIT is developing a genetically engineered bacterium that can stabilise pH of the ocean. "Once these modified bacteria are introduced into the ocean waters, it can neutralize this growing acidity and hence reduce the oceans' acidic nature and bring it back to its normal state," VIT team said in a release.

The team has got the sponsor of Rs10 lakh from the department of biotechnology (DBT) after getting selected through Indian Biological Engineering Competition. They will present their proposal at the International Genetically Engineered Machine (iGEM) competition scheduled to be held in the last week of October in MIT, Boston.

Apart from the laboratory work, the team has taken the initiative to speak to local and international experts in the field and attended conferences to understand the problem in-depth. They have also taken the initiative to spread awareness about this by conducting a beach clean-up and collaborating with other teams participating in iGEM.

NEW DELHI: Reeling under the weight of non-performing assets, Dena Bank is set to receive a Rs 4,100 crore infusion from the government ahead of its merger with Bank of Baroda and Vijaya Bank.

“While the process of the merger is on, the government is ensuring that the financial health of the merger remains sound. We are considering the infusion of capital to the tune of Rs 4,100 crore in Dena Bank, which will help clean its loan book along with other measures (it) is already taking,” a senior government official told TNIE.

As on June 30, the gross NPA ratio of Dena Bank stood at 22.69 per cent and net NPA ratio at 11.04 per cent. The bank had reported a loss of Rs 721.71 crore on a total income of Rs 2,410 crore during the first quarter of this fiscal. The Bank has been put under prompt corrective action by the RBI.


This capital infusion has been on the agenda of the government for a while. In July, the Centre had infused Rs 2,820 crore into Punjab National Bank, Rs 2,550 crore into Corporation Bank, Rs 2,160 crore into Indian Overseas Bank, Rs 2,020 crore into Andhra Bank and Rs 1,800 crore into Allahabad Bank.

Maharashtra man orders mobile phone from online site, gets brick instead

AURANGABAD: A man here in Maharashtra has filed a complaint against a leading online retailer for allegedly sending him a piece of brick instead of a mobile handset that he ordered, police said Wednesday.

Gajanan Kharat, a resident of HUDCO area here, told the police that on October 9, he placed an order for a mobile phone on the shopping site and also paid Rs 9,134 for it, Harsul police station inspector Manish Kalyankar said.

Kharat subsequently received a message from the e-commerce company that the product would be delivered in a week's time.

The man received a packet from the retailer last Sunday.


However, when he opened it, he allegedly found a piece of brick inside it instead of the mobile handset, Kalyankar said.

The man then called up the courier delivery man, who told him that their responsibility was only to deliver the parcel and not to see what was inside it, he said.

Kharat lodged a complaint Tuesday against the e-commerce company at the Harsul police station here.

The police official said they have registered a case under IPC sections pertaining to cheating and are probing it.

CHENNAI: Nobody can escape the investigation into the sex scandal allegedly involving assistant professor Nirmala Devi, Higher Education Minister KP Anbalagan said on Tuesday.

Speaking to reporters on the sidelines of the 11th convocation of Tamil Nadu Open University, he said “Nobody can interfere with the investigation and nobody can escape it,” he said when he was asked if Governor Banwarilal Purohit’s recent statement denying any link between him and his office and the assistant professor will impact the probe.

He added that the probe was going on in full swing and that the government is keen that appropriate punishment should be given to anyone involved in the scandal. “Investigation is nearing its end. We will soon get more information on the scandal,” he said.

Purohit, M Bhaskaran, Vice-Chancellor of TNOU and MS Swaminathan, founder of MS Swaminathan Research Foundation, were also present at the convocation.

CHENNAI: Eight years after completion of gauge conversion works, electrification of the 192-km Villupuram-Thanjavur main line and the 38.5-km Mayiladuthurai-Tiruvarur branch line has commenced recently.

The Rail Vikas Nigam Limited (RVNL), an engineering wing of the Railways, has been entrusted with the task of completing the electrification of the 230.5-km stretch at the cost of `329 crore.While the Chennai has electrified double lines to southern Tamil Nadu (Chennai-Madurai) and western Tamil Nadu (Chennai-Coimbatore), the 192-km Villupuram-Cuddalore Port-Mayiladuthurai- Thanjavur single line provides connectivity of delta region with Chennai.

The section passes through smaller towns and pilgrimage stations including Thirupadripuliyur, Cuddalore Port, Chidambaram, Sirkazhi, Vaitheeswaran Koil, Papanasam, Aduturai and Kumbakonam. It serves as an alternative route for Chennai-Tiruchy-Madurai chord line.


“As part of electrification, civil works to form earthen embankment from Cuddalore to Villupuram have started. Electrical poles have also been planted wherever possible. During the first phase, the 46-km Villupuram-Cuddalore Port is planned to be completed by December 2019,” a senior official from RVNL told Express.

As part of electrification works, four electrical substations will be built each at Cuddalore Port, Kollidam, Mayiladuthurai and Sundaraperumalkoil. “There are about 24 block stations to be developed. The track passes through 44 stations and four major junctions. Fourteen rail overbridges and 12 foot overbridges will also be built and 40 inter-locked level-crossing gates will be set up,” added the official.

The electrification would enable the Railways to operate trains with electrical locos to various destinations in the delta region without loco reversal at Villupuram.“Presently, electrical locos of all daily express trains are operated via mainline, getting detached and diesel locos attached at Villupuram. Once, the electrification is completed, the trains can be speeded up by 30 minutes. In addition, the electrification would also reduce the operational cost of the Railways,” said a Southern Railway official.

Presently, nine daily expresses including Chennai-Tiruchy Cholan Express, Chennai-Mannargudi Mannai Express, Chennai-Thanjavur Uzhavan Express, Chennai-Tiruchendur Express, Chennai-Rameswaram Boatmail Express and Chennai-Karaikkal Kamban Express are operated via main line. Besides, six weekly trains are operated through non-electrified single line. According to official records, track utilisation between Villupuram and Thanjavur has exceeded 130 per cent.

HRD order on fee refund and original certificates hailed in Tamil Nadu academic circle

COIMBATORE: The two latest instructions from the Ministry of Human Resource Development -- to make original certificates unnecessary during college applications, and complete refund of the fee for students who withdrew admission 15 days before the last date of submission of application -- has evoked a positive response from the academic and student communities.

Appreciating the decision, academicians wanted the government to take steps to ensure that private institutions complied with the norm.

Union minister Prakash Javadekar, last week, announced that no student will be required to submit any original academic and personal certificates at the time of submission of admission form. He said that the students would also be eligible for a refund of fee from the institution if they withdrew their admission from the programme; the amount of refund was fixed depending on the time of withdrawal.


It was for the students’ benefit that the University Grants Commission Notification on Refund of Fees and Non Retention of Original Certificates was being brought out, for the students faced several problems during admission, due to the coercive and profiteering practices of educational institutions, he remarked.

To help students make an informed choice during admission, MHRD directed higher education institutions to disclose information regarding the status of institutions, its affiliation, accreditation status, physical assets and amenities, course-wise sanctioned intake of students, various types of fees payable for different programmes, total fees payable for an entire programme, last date of admission, details of faculty, members of governing bodies and minutes of the meeting of bodies, sources of income, financial situation and any other information about its functioning, on their website and prospectus.

Welcoming the move, P Uchimakali, national vice president of Students Federation of India, said, “If a student discontinues the course, many colleges in Tamil Nadu ask them to pay full fee for the three or four-year programme. Only after receiving the fee do they return the certificates. This practice is being followed in schools too. Hence, this decision of the MHRD and UGC is a welcome one.” Uchimakali also stressed the need to ensure private institutions followed the rules.

Marks changed after revaluation, Bangalore University students demand refund

Officials of the university said there was a practice at the university to refund 50% of the fees paid for revaluation as per old regulations in case marks have changed.

BENGALURU: The students of Bangalore University are demanding a refund of fees paid for re-valuation as their marks have been modified after re-valuation. Most of the universities including Visvesvaraya Technological University (VTU) Belagavi, Pre University Education department and Karnataka Secondary Education Examination Board (KSEEB) have the policy of refunding the fees if the marks are changed after the revaluation.

Now students of Bangalore University are demanding for the same and saying it is their money that was paid for no mistake of theirs. “We understand university not paying us back the money in case of marks not changing after re-valuation. But when marks are changed and it is proved that it was a mistake on the part of the evaluator, why do we have to pay for it?” question the students.

BU charges Rs 1,200 for photocopy and revaluation per subject. “If the examination department fails to consider our request (refunding the amounts), we will meet the Vice Chancellor,” the students said.
“I had applied for re-valuation in three papers in which I had failed. After revaluation, I have got more than 35 marks which is the minimum marks that we require to pass the subject. But, the university has not refunded my money. I had secured less marks not because of my performance, it was because of evaluators mistake,” said a student.

Officials of the university said there was a practice at the university to refund 50% of the fees paid for revaluation as per old regulations in case marks have changed. “As students are not claiming it, the authorities are not bothered and it has to be placed before Syndicate,” mentioned a senior BU official.

Many city areas inundated leading to flooding and traffic chaos

The city turned into a virtual Venice on Wednesday, when heavy rain lashed many parts, leading to issues of flooding, water stagnation, and traffic chaos. The same weather will continue for the next 24 hours, caution the weatherman.

The showers which had begun on Tuesday evening continued in several spells throughout the day on Wednesday too. A few areas saw early morning showers, which spread to other parts by evening, with slight respite during noon.

Several locations experienced heavy inundation, with roads turning into virtual streams. In areas such as Hitech City, Punjagutta, Ameerpet, Jubilee Hills and Gachibowli, roads resembled canals with heavy water flow, which obstructed vehicular traffic. Holiday on account of Durgashtami came as a blessing in disguise, as the situation would have been worse had it been a working day.

As per the information from Begumpet weather station, the city received 34 millimetres of rain on Wednesday by 7 p.m. According to the data shared by GHMC, the rainfall varied between nil to over 60 millimetres across the city.

The highest rainfall in the city was 62.3 millimetres, recorded at Asifnagar, of Mehdipatnam circle, since 8.30 a.m. The highest received up to 8.30 a.m., however, was recorded at Madhapur, at 123.8 millimetres, followed by 86.5 millimetres at Jubilee Hills.

Officials from the Meteorology Department attributed the rains to the low pressure trough formed by strong Easterly winds, aided by the humidity from Bay of Bengal. The situation will prevail on Thursday too, they said.

Power outages

Many localities in the city faced power outages on Wednesday. Telangana State Southern Power Distribution Company Ltd (TSSPDCL) officials, however, said most complaints were resolved within 15 to 90 minutes. However, there was no power power cut, the authorities said.“Power outages could be the result of transmission problems. But we did not cut power to any locality,” said Supervising Engineering, SCADA, S. Kamesh.

No young woman makes it to shrine on first day after lifting of ban by SC

The police cane-charged protesters on Wednesday as the Sabarimala temple opened for the first time since the Supreme Court verdict allowing entry to women of all ages to the hill shrine.

As many as 13 policemen and 200 protesters from Hindu fringe outfits were injured in the incidents.

Nilackal, the base camp situated 20 km from Pampa, witnessed unruly scenes as a mob, allegedly linked to Sangh Parivar outfits, tried to block entry of women of menstrual age and hurled stones at them.

From Nilackal, pilgrims have to take State-run buses to reach Pampa, from where it is a 5-km trek to the Ayyappa temple.

Till reports last came in, no woman devotee from the 10-50 age group had made it to the shrine.

The police resorted to cane-charge four times at Nilackal and once at Pampa to handle the stone-throwing mob. Women journalists were heckled, their equipment snatched and vehicles smashed, and young women devotees turned back as activists, including of Sabarimala Samrakshana Samithi, besieged the road leading to the temple.

At one point, the police threw stones back at the protesters in Nilackal.

Chaos and mayhem reigned on the Nilackal- Pampa road since Tuesday, as activists fought pitched battles with the police.

The Pathanamthitta district authoriies promulgated prohibitory orders under section 144 CrPC banning assembly of four or more people in strife-torn Pamba and Nilackal.

HC confirms divorce granted to couple

Says matrimonial bond was beyond repair

In matrimonial cases, where hearts united, the law had no role to play. But when they refused to unite, the court had no option but to proceed as per law, observed the Madurai Bench of the Madras High Court while confirming the divorce granted to a couple by a lower court.

The court was hearing the case of a woman from Virudhunagar, who appealed against a lower court’s order that granted divorce between her and her husband in a suit filed by him after irreconcilable differences crept into their relationship.

The couple who got married in 2010 started living separately within two months of marriage following differences. After a change of heart, the woman wanted to get back to her husband. However, the man refused to continue the relationship and filed the suit for divorce.

Justice J. Nisha Banu, in her order, observed that the matrimonial bond was beyond repair. Though the woman had a change of heart, the man had simply refused to continue their relationship. The court said though it dealt with the case cautiously and looked at the possibility of uniting the couple, it could not compel them to live together. Taking it as a clear case of irretrievable breakdown of marriage, the court confirmed the divorce of the couple.

Now, Madurai airport has e-visa facility

Two foreign nationals with e-visa arrived on first day

The much sought-after e-visa facility at Madurai airport became a reality on Wednesday. In the absence of the facility, many foreign tourists arriving here with e-visa have been sent back to the airports from where they arrived. Madurai becomes the 26th airport in the country to get this facility.

Airport Director V.V. Rao and officials from Immigration, National Informatics Centre and Central Industrial Security Force were present during the commissioning of the facility. On the first day, two foreign nationals with e-visa arrived at the airport.

A statement from Mr. Rao said services of e-visa involved complete online application for which no facilitation was required by any intermediary/agent. Applicants could avail themselves of the services by visiting Government of India websiteindianvisaonline. gov.inand for any clarification on e-visa could send email toindiavoa@ gov.in

The statement said e-visa was issued to those on tour, business visit or for medical treatment, and 3-visa could be availed for a maximum of three times in a calendar year. Applications must be made online athttps://indianvisaonline. gov.in/evisa/ tvoa.html

Applicants of the eligible countries could apply online a minimum of four days in advance with a window of 120 days. Their passport had to be valid for at least six months. Additional documents might be required depending on the type of e-visa required. Applicants should have a copy of the ETA with them when they arrived in India, and they had to present it at the airport immigration counter.

They had to pay the fee online using their debit or credit card.

They would receive an Application ID and the ETA would be sent via email within three or five days. It could be viewed athttps://indianvisaonline. gov.in/visa/StatusEnquiryto make sure that it showed “granted” before their travel, the statement added.

Affiliation fee to go up

The University of Madras is considering an amendment to its statute regarding affiliation fee for courses offered by affiliated colleges.

The issue was one of the 20 points of discussion that was tabled at the Syndicate meeting held on Wednesday.

The university currently charges an affiliation fee from each college for each course that is offered. It collects Rs. 25,000 as a one-time course affiliation fee. The university sends its officials for inspection of the facilities and infrastructure in the college and charges a fee. The Local Fund Audit had, earlier this year, raised objections to the one-time collection and had advised the varsity to inspect the college every year and charge the affiliation fee.

“We collect only one time but the Local Fund Audit has said that we should have collected every year. To avoid audit objection we are bringing amendments to the statutes to collect affiliation fee for first year and continuation of affiliation fee in the second and third year for undergraduate programmes and the second year for postgraduate programmes,” said a member.

The affiliation fee will be levied for each batch, the member said.

“We will go for inspection to the college when the first batch moves to the second year and inspect the institution again. In the case of undergraduate courses the continuous affiliation inspection would be for three years in a row and in the case of postgraduate courses it would be for two years. Thus a college will pay Rs. 75,000 for a UG course and Rs. 50,000 for a PG course towards affiliation,” the member explained.

Health ministry to create a corpus of senior faculty to assist MCI Board of Governors

The Union health ministry is creating a group of expert faculty from government colleges to provide technical assistance to the Board of Governors (BoG) that superseded the Medical Council of India (MCI), particularly in assessing colleges for registration or renewal of licences, a senior ministry official said.

Creating a separate and independent corpus for college assessment aims at ensuring complete transparency, in the wake of controversies about a strong nexus between the MCI and private medical colleges over issue of licences. Amid corruption charges, the government dissolved the MCI last month.

Apart from helping with college assessment, the expert faculty will also help the BoG with its routine functioning. Health ministry officials are making calls to deans of government medical colleges across the country to shortlist at least a couple of senior faculty members, who are well-versed with the functioning of the medical regulator.

“To maintain complete transparency, there will be a corpus of experienced faculty that will help not only in assessing the applications from colleges but also with day-to-day technical operations to replace the now defunct undergraduate and post graduate committees,” said a senior health ministry official, requesting anonymity as the person is not authorized to speak to media.

“The ministry will provide technical assistance to the BoG, at least to begin with, as we have the required expertise. The cadre that we are trying to create will be senior faculty with good track record in terms of honesty and integrity.”

To ensure transparency, the ministry plans to have a roster system in place.

“The roster will be a secret till the last minute, so that no one is aware who will sit for which college’s assessment. This way, medical colleges will not be able to directly approach committee members, and chances of corrupt practices will go down sharply,” the official said.

The committee members will make recommendations to the BoG that is the ultimate deciding authority on anything related to medical education in the country.

“We are open to receiving suggestions from experts, and these committees can be chaired by members of the board. It is not a bad idea as there have been advisory committees earlier also. We will soon plan the structure and number of committees,” said Dr VK Paul, member, Niti Aayog, who heads the BoG.

Alagappa University reaches another milestone

Alagappa University has won the 20th place in the British Quaequarelli Symonds (QS) India University Ranking – 2019 and placed at the 104th position at QS BRICS ranking of Universities 2019.

Quaequarelli Symonds (QS) is the ranking agency assessing the world educational institutions across the globe and ranking the institutions on the basis of their academic performance. BRICS Universities denoted institutions of higher learning and research in Brazil, Russia, India, China and South Africa.

About 9,000 institutions were assessed for BRICS ranking and Alagappa University got the 104th position, Professor N. Rajendran, University Vice Chancellor said on Tuesday. Only 75 Universities were shortlisted for QS India ranking and among these institutions Alagappa University secured the 20th place, he said.

The university was the foremost Arts and Science University in Tamil Nadu to obtain this place. Prof. Rajendran said the British agency Quaequarelli Symonds has assessed the performance of the Alagappa University on the parameters such as academic reputation, employer reputation, faculty student ratio, international students, faculty staff with Ph.D, papers per faculty and citations per paper.

“This is the first time QS India University Ranking has been done,” Prof. Rajendran, who received the certificate at a special function in New Delhi on Monday, said. The certificate was presented by Rajiv Kumar, Vice-Chairman, NITI Aayog, and Jason Newman, vice-president of Quaequarelli Symonds.

He said the University has secured an overall score of 42.4 and attributed the good performance to the hard work put in by the syndicate members, faculty, officials, administrative staff, students and other stakeholders. “This is an honour and academic milestone for the University,” he said.

Suspension of student sparks a row

She organised meeting to honour Bhagat Singh without approval, says college

The suspension of a student by the Government Arts College, Coimbatore, for “obstructing peace in the campus and holding a meeting without the principal’s permission” has snowballed into a controversy with the suspended student alleging that her democratic rights had been curtailed.

The trouble began on September 28 when S. Malathi, a first-year M.A. History student, approached the principal K. Chitra seeking permission to conduct a function in honour of freedom fighter Bhagat Singh later in the afternoon.

Ms. Chitra reportedly told Ms. Malathi that since the time was too short, the latter should get the concurrence of her head of the department for holding a function at the department level. The college usually required a day or two to process such approvals for functions.

Ms. Malathi said based on the principal’s instructions, she met her tutor, a faculty member named Senthurapandian, as the head of the department was not available on that day. And, as Mr. Senthurapandian expressed his helplessness over the issue, she and a few of her friends went ahead by mobilising students from across the departments and holding a meeting at the college ground.

At the end of the function, Ms. Malathi said she asked the students who had gathered to narrate their grievances, as a day or two earlier Ms. Chitra had asked her to form a committee of students to redress grievances.

The students used the occasion to complain about the poor quality of food at the college canteen, unhygienic toilets, lack of safe drinking water and a few other issues. When Ms. Malathi went to meet the principal after recording the grievances, she was told that she had been suspended.

Principal Ms. Chitra said the college suspended Ms. Malathi because she had mobilised students during class hours without permission, and a couple of days before the incident — perhaps on September 25 or 26 — had instigated students who were complaining about lack of basic amenities in the campus.

Legal challenge

A few faculty in the know of the developments said the college officially held functions as per State government orders, and if students wanted to hold special events, they would have to get the principal’s permission. In this case, the student concerned, Ms. Malathi, did not have the permission but went ahead and convened a meeting.

The faculty argued that if the students were to defy the protocol and hold meeting in honour of one leader or another, it would open the floodgates, leading to loss of class hours and disruption of peace in the campus.

Ms. Malathi, however, argued that the denial of permission to hold the September 28 meeting and the consequent suspension were against her democratic rights as a student. “As a student, I’ve every right to hold any political activity in the campus and seeking the principal’s permission is only a mere formality. In fact, I don’t admit to having done anything wrong.”

She also said that she would legally face her suspension, depending on the college’s further course of action. Meanwhile, the college had convened its disciplinary committee on October 22, which will conduct an inquiry into the incident.

The Students Uprising Movement for Social Welfare, of which Ms. Malathi is a member, has sought immediate revocation of the suspension and urged the college to provide basic amenities to the college students and those who reside in its hostels.

City-based firm reaches out to the underprivileged, to sponsor one wedding a month

A wedding for a meagre Rs. 1? As fantastic as it sounds, a Chennai-based wedding planner has launched the “1 Rupee Wedding Campaign,” to help underprivileged couples in Tamil Nadu who cannot afford a grand wedding.

“For the underprivileged, the dream of having a fancy wedding is unattainable. So we thought why not conduct one such wedding every month? Ideally, we wanted to do this for free, but we did not want the couple to feel like they were not spending anything,” said Sharath, CEO and founder of My Grand Wedding Private Limited — the firm that conceptualised the idea.

“For applying, one should be economically poor and either the bride or the groom should have a job earning anywhere between Rs. 5,000 to Rs. 10,000. We are particular about one of them having a job, because we want the couple to be financially sound enough to take care of themselves post the marriage,” Mr. Sharath said.

ID verification

A valid ID and address proof is mandatory and the company will then conduct a verification process.

“Caste and community is not a constraint. To start with, we want to limit this campaign to Tamil Nadu,” he added.

“We intend to market this campaign through multiple formats so that it reaches the right audience. We have also formed a committee within the company to shortlist a couple every month,” Mr. Sharath said.

The first Rs. 1 wedding will happen in December.

On offer

Services offered by the “1 Rupee Wedding Campaign” include dresses for the bride and the groom, photography for the wedding album, marriage video, a car with decorations and breakfast in place for at least 50 guests attending the wedding.

The function will take place at Wedding Street on Old Mahabalipuram Road.

On average, a small wedding with 300 guests would cost anywhere between Rs. 3 lakh (a simple temple wedding followed by food) to Rs. 7 lakh (at a small hall that costs Rs. 50,000 per day), depending on what the family wants to spend on, said wedding planners in Chennai.

Rajini Mandram members asked to gear up for ‘Tiruchi event’

Nearly 10 months after actor Rajinikanth declared his intention to take the political plunge, members of the Rajini Makkal Mandram have been informally asked to gear up for the likely launch of his political party on December 12 — his birthday. The message has been passed on by word of mouth after a week-long consultative meeting of the district units of the Mandram, held between October 5 and 11. However, there has been no official word from the actor.

Sources in the Rajini Makkal Mandram said they were looking at mobilising at least 10 lakh members for the event. During last week’s consultation, district secretaries were informally asked about the number of people they could mobilise for the party’s launch. The venue could be Tiruchi.

“We were asked details like how many members we would be able to mobilise and the number of cars that would come from our district. We were told that there might be an ‘event,’” said a Chennai-based district secretary.

Mr. Rajinikanth announced his political entry on December 31 last year and had initiated the streamlining of his formal and informal fan clubs, integrating them into the Rajini Makkal Mandram. Since then, the Mandram has been focussing on enrolling new members.

However, certain comments made by Mr. Rajinikanth on the anti-Sterlite protests and the subsequent police firing — he had said Tamil Nadu would become a graveyard if people were to protest over everything — and his decision to act in more films seem to have confused his fans and the public at large with regard to his strategy.

Will he, won’t he?

“People are asking if he would really start a political party because he is still acting in movies,” said a Rajini fan and an office-bearer of the Rajini Mandram.

“There is still no clarity on what the proposed party would stand for. We have never had any internal discussions on the party’s philosophy,” said a district secretary.

Besides, some high-profile office-bearers were removed recently, and long-time fans are complaining about being sidelined. Against this backdrop, the current organising secretaries — Dr. Ilavarasan and Stalin (hailing from Thoothukudi) — seem to be calling the shots.

“Though we are great fans, many of us joined the Mandram thinking this would be a viable alternative to the existing political parties. We are disappointed. Hopefully, Rajinikanth will take control before the slide becomes irreversible,” a functionary said.
