பனி மூட்டம்.. கண் அயர்ந்த டிரைவரால் நெல்லையில் விபத்து - அதிகாலையில் 6 பேர் பலியான சோகம்!

நெல்லை மாவட்டம் கங்கைகொண்டான் அருகே இரு அரசுப் பேருந்துகளும் ஒரு வேனும் அடுத்தடுத்து மோதிக்கொண்ட விபத்தில் 6 பேர் பலியானார்கள். 16 பேர் காயங்களுடன் அரசு மருத்துவமனையில் அனுமதிக்கப்பட்டுள்ளனர். பனிமூட்டம் மற்றும் வேன் டிரைவர் தூங்கியதால் இந்த சாலை விபத்து நடந்துள்ளது.



நெல்லை மாவட்டத்தில் கடந்த சில தினங்களாக பனி அதிகமாகப் பெய்து வருகிறது. குறிப்பாக அதிகாலை நேரங்களில் சாலையே தெரியாத அளவுக்குக் கடுமையான பனி மூட்டம் அதிகமாக இருப்பதால் இரு சக்கர வாகனங்கள் உள்ளிட்ட அனைத்து வாகனங்களும் முகப்பு விளக்கை ஒளிர விட்டபடியே செல்ல வேண்டிய நிலை உள்ளது. இன்று அதிகாலை முதலாகவே லேசாகச் சாரல் மழை பெய்து வருவதால் சாலைகளில் அருகில் இருக்கும் நபரைக் கூடத் தெரியாத அளவுக்கு பனிமூட்டமாக உள்ளது.


இந்த நிலையில், காரைக்குடியில் இருந்து திருச்செந்தூருக்கு பக்திப் பயணமாக ஒரு குடும்பத்தினர் வேனில் சென்றுள்ளனர். அவர்கள் சென்ற வேனை ஓட்டிச் சென்ற டிரைவருக்கு பனிமூட்டம் மற்றும் மழை ஆகியவற்றின் காரணமாக வேனை ஓட்ட இயலவில்லை. அதோடு, வேன் டிரைவர் லேசாகக் கண் அயர்ந்ததால் நான்கு வழிச்சாலையின் ஒருமுனையில் இருந்து வேன் மறுமுனைக்குச் சென்றிருக்கிறது.


அப்போது மதுரையில் இருந்து நாகர்கோவில் நோக்கிச் சென்றுகொண்டிருந்த அரசுப் பேருந்து நிலை தடுமாறியுள்ளது. தத்தளித்தபடியே சாலையில் ஓடிய வேன் மீது மோதிவிடாமல் இருப்பதற்காக பேருந்தைக் கட்டுப்படுத்த ஓட்டுநர் முயன்றபோது சாலையோரத்தில் இருந்த தடுப்பில் மோதியிருக்கிறது. அதனால் அதிருப்தி அடைந்த அரசுப் பேருந்தின் ஓட்டுநர், வேன் டிரைவரை மறித்து வாய்த்தகறாறு செய்திருக்கிறார். பின்னர் இருவருக்கும் சமரசம் ஏற்பட்டு மீண்டும் வாகனங்களை எடுத்திருக்கிறார்கள்.

அரசுப் பேருந்து ஓட்டுநர் தனது பேருந்தைப் பின்னால் எடுத்து வேனுக்கு முன்பாகச் செல்ல முயன்றுள்ளார். அப்போது பின்னால் இருந்து வேகமாக வந்துகொண்டிருந்த மதுரை-நெல்லை அரசுப் பேருந்து ஓட்டுநருக்கு அருகில் வந்த பின்னரே சாலையில் ஒரு பேருந்து நிற்பதே தெரியவந்துள்ளது. அதனால், இரு பேருந்துகளும் மோதிக்கொண்டன. இந்த விபத்து காரணமாக இரு பேருந்துகளுக்குள்ளும் இருந்த பயணிகள் தூக்கி வீசப்பட்டுள்ளனர். ஒரு சிலர் வாகன இடிபாடுகளில் சிக்கினார்கள். இந்த கோர விபத்து காரணமாக சம்பவ இடத்திலேயே 4 பேர் பரிதாபமாக உயிரிழந்தனர்.

இந்தச் சம்பவம் பற்றி அறிந்ததும் ஆம்புலன்ஸ்கள் விரைந்து சென்றன. இடிபாடுகளில் சிக்கியவர்களை மீட்டு நெல்லை அரசு மருத்துவமனைக்குக் கொண்டு வந்தனர். ஆனால், மருத்துவமனைக்கு வரும் வழியிலேயே 2 பேர் உயிரிழந்தனர். பலத்த காயங்களுடன் 16 பேர் அரசு மருத்துவமனையில் அனுமதிக்கப்பட்டு சிகிச்சை பெற்று வருகின்றனர். அவர்களில் இருவரது நிலைமை மோசமாக இருப்பதாக மருத்துவர்கள் தெரிவித்தனர். அதனால் பலி எண்ணிக்கை உயரக்கூடும் என அஞ்சப்படுகிறது. இந்த விபத்து குறித்து கங்கைகொண்டான் காவல்துறையினர் வழக்குப் பதிவு செய்து விசாரணை நடத்தி வருகிறார்கள்.

சென்னை மெரினா கடற்கரையில் 16 வயதுச் சிறுமியும் 13 வயதுச் சிறுமியும் குதிரை சவாரியில் ஈடுபட்டுள்ளனர். அப்போது 13 வயதுச் சிறுமிக்கு பாலியல் தொல்லை கொடுக்கப்பட்டதாக போலீஸில் புகார் கொடுக்கப்பட்டுள்ளது.

சென்னை முகப்பேறு பகுதியைச் சேர்ந்தவர்கள் 16 வயது, 13 வயது சிறுமிகள். இவர்கள் இருவரும் தோழிகள். கடந்த சில தினங்களுக்கு முன், மெரினா கடற்கரைக்கு வந்துள்ளனர். அப்போது குதிரைச் சவாரி செய்துள்ளனர். 13 வயதுச் சிறுமி குதிரை சவாரி செய்தபோது அவரை சில மணி நேரம் காணவில்லை. அதன்பிறகு கடற்கரைக்கு வந்த அந்தச் சிறுமி மிகவும் சோர்ந்து காணப்பட்டார்.

இதையடுத்து இருவரும் அவரவர் வீட்டுக்குச் சென்றனர். 13 வயதுச் சிறுமிக்கு திடீரென உடல்நலக்குறைவு ஏற்பட்டது. உடனடியாக அவரை அரசு மருத்துவமனைக்கு அழைத்துச் சென்றனர். சிறுமியை பரிசோதித்த டாக்டர்கள் அதிர்ச்சியடைந்தனர். அவரின் பெற்றோரிடம், உங்கள் மகள் பாலியல் வன்கொடுமை செய்யப்பட்டதற்கான அறிகுறிகள் உள்ளன என்று கூறியுள்ளனர். இதனால் பெற்றோரும் அதிர்ச்சியடைந்தனர். 13 வயதுச் சிறுமியிடம் என்ன நடந்தது என்று பெற்றோர் கேட்டபோது அவர் மெரினாவில் குதிரை சவாரியின் போது நடந்த விவரங்களைத் தெரிவித்தார். அதோடு குதிரை சவாரிகாரர், தன்னை வீட்டுக்கு அழைத்துச் சென்றதையும் கூறினார்.



இதையடுத்து அரசு மருத்துவமனையிலிருந்து திருமங்கலம் அனைத்து மகளிர் போலீஸ் நிலையத்துக்குத் தகவல் தெரிவிக்கப்பட்டது. உடனடியாக மகளிர் போலீஸார் அரசு மருத்துவமனைக்கு விரைந்து வந்து சிறுமியிடம் விசாரித்தனர். விசாரணையில் குதிரை சவாரி அண்ணன் தன்னை வீட்டுக்கு அழைத்துச் சென்று பாலியல் தொல்லை கொடுத்த தகவலை வாக்குமூலமாகக் கூறினார். இதனால் திருமங்கலம் போலீஸார் சிறுமிக்கு பாலியல் தொல்லை கொடுத்தவர் யார் என்று விசாரித்தனர்.

மெரினா கடற்கரையில் இந்தச் சம்பவம் நடந்ததால் திருமங்கலம் மகளிர் போலீஸ் நிலையத்திலிருந்து இந்த வழக்கு திருவல்லிக்கேணி போலீஸ் நிலையத்துக்கு மாற்றப்பட்டது. மயிலாப்பூர் உதவி கமிஷனர் உக்கரபாண்டி சிறுமிக்கு பாலியல் தொல்லை கொடுத்தவர் யாரென்று மெரினாவில் விசாரித்தார். பாதிக்கப்பட்ட சிறுமியும், அவருடன் வந்த 16 வயதுச் சிறுமி கொடுத்த தகவல் அடிப்படையில் சிறுமிக்கு பாலியல் தொல்லை கொடுத்த செல்வத்தைப் போலீஸார் பிடித்தனர். அவரிடம் விசாரித்தபோது 13 வயதுச் சிறுமியை அழைத்து வந்த 16 வயதுச் சிறுமிக்கும் குதிரை சவாரி ஓட்டும் செல்வத்துக்கும் ஏற்கெனவே பழக்கம் இருந்ததும் தெரிந்தது. இதனால்தான் குதிரை சவாரிக்காரரை நம்பி 13 வயதுச் சிறுமி சென்றுள்ளார். மேலும் 13 வயதுச் சிறுமி சற்று மனநலம் பாதிக்கப்பட்டவர். இதனால் அவரால் தனக்கு நேர்ந்த கொடுமைகளை வெளியில் சொல்லாமல் இருந்துள்ளார். மருத்துவமனைக்குச் சென்றபிறகுதான் சிறுமிக்கு நிகழ்ந்த கொடூரம் வெளியில் தெரிந்துள்ளது.

இதுகுறித்து போலீஸார் கூறுகையில், ``13 வயதுச் சிறுமியின் எதிர்காலம் கருதி அவரின் விவரங்களைச் சொல்ல முடியாது. கைது செய்யப்பட்ட குதிரை சவாரி ஓட்டுபவரான செல்வத்தை கைது செய்துள்ளோம். பாதிக்கப்பட்ட சிறுமிக்கு மருத்துவப் பரிசோதனை நடத்தியுள்ளோம். தொடர்ந்து அவருடன் வந்த 16 வயதுச் சிறுமியிடமும் விசாரணை நடத்தி தகவல்களைச் சேகரித்துள்ளோம். பாதிக்கப்பட்ட 13 வயதுச் சிறுமிக்குத் தொடர்ந்து சிகிச்சை அளிக்கப்பட்டுவருகிறது" என்றனர். பொதுமக்கள் அதிகம் கூடும் மெரினா கடற்கரையில் குதிரை சவாரிக்குச் சென்ற சிறுமிக்கு நேர்ந்த கொடுமை அதிர்ச்சியை ஏற்படுத்தியுள்ளது.

Cabinet approves establishment of two new AIIMS at Tamil Nadu & Telangana under Pradhan MantriSwasthya Suraksha Yojana

          The Union Cabinet chaired by Prime Minister Shri Narendra Modi today has approved establishment of two new All India Institute of Medical Sciences (AIIMS) at Madurai, Tamil Nadu at a cost of Rs 1,264 crore and Bibinagar, Telangana at a cost of Rs 1,028 crore.  The AIIMS will be set up under Pradhan MantriSwasthya Suraksha Yojana (PMSSY).

The Union Cabinet has also given its approval for creation of one post of Director in the basic pay of Rs 2,25,000/- (fixed) plus NPA (however pay + NPA would not exceed Rs 2,37,500/-) for each of the above two AIIMS.

Benefits:

•   Each new AIIMS will add 100 UG (MBBS) seats and 60 B.Sc. (Nursing) seats.

•   Each new AIIMS will have 15-20 Super Specialty Departments.

•   Each new AIIMS will add around 750 hospital beds.

•  As per data of current functional AIIMS, it is expected that each new AIIMS would cater to around 1500 Outdoor patients per day and around 1000 Indoor patients per month.

Details of project:    

Establishment of new AIIMS involves creation of Hospital, Teaching Block for medical & nursing courses, residential complex and allied facilities/services, broadly on the pattern of AIIMS, New Delhi and other six new AIIMS taken up under Phase-I of PMSSY. The objective is to establish the new AIIMS as Institutions of National Importance for providing quality tertiary healthcare, medical education, nursing education and research in the Region.

The proposed institution shall have a hospital with capacity of 750 beds which will include Emergency / Trauma Beds, AYUSH Beds, Private Beds and ICU Speciality and Super Speciality beds. In addition, there will be a Medical College, AYUSH Block, Auditorium, Night Shelter, Guest House, Hostels and residential facilities. The establishment of the new AIIMS will create capital assets for which requisite specialized manpower will be created, based on the pattern of the six new AIIMS, for their maintenance and upkeep. The recurring cost on these Institutions shall be met through Grant-in-Aid to them from Plan Budget Head of PMSSY of Ministry of Health and Family Welfare.

The timeframe for establishment of the new AIIMS Tamil Nadu and AIIMS Telangana will be 45 months, broadly comprising a pre-construction phase of 10 months, a construction phase of 32 months and stabilization/commissioning phase of 3 months.Cost of construction and running of the new AIIMS would be met by the Central Government under PMSSY.

Impact:

Setting up of new AIIMS would not only transform health education and training but also address the shortfall of health care professionals in the region. The establishment of new AIIMS will serve the dual purpose of providing super speciality health care to the population while also help create a large pool of doctors and other health workers in this region that can be available for primary and secondary level institutions / facilities being created under National Health Mission (NHM). Construction of new AIIMS is fully funded by the Central Government. The Operations & Maintenance expenses on new AIIMS are also fully borne by the Central Government.

Employment Generation:     

Setting up new AIIMS in the states will lead to employment generation for nearly 3000 people in various faculty & non faculty posts in each of the AIIMS. Further, indirect employment generation will take place due to facilities & services like shopping centre, canteens, etc. coming in the vicinity of new AIIMS.

The construction activity involved for creation of the physical infrastructure for the various new AIIMS is also expected to generate substantial employment in the construction phase as well.

Background:

The Pradhan MantriSwasthya Suraksha Yojana (PMSSY), a Central Sector Scheme, aims at correcting the imbalances in the availability of affordable tertiary healthcare facilities in different parts of the country in general, and augmenting facilities for quality medical education in the under-served States in particular.

The AIIMS in Tamil Nadu was announced in the Budget Speech of  Finance Minister in 2015-16 and Ministry of Finance conveyed its in-principle approval for establishment of AIIMS in Telangana in April, 2018.

UGC revamps grievance redressal regulations in higher educational institutions

CHENNAI: Higher education institutions in the State and across the country will soon have a strict and speedy complaint redressal system, as University Grants Commission (UGC) has revamped its grievance redressal regulations.

The new regulations, once implemented, will make it mandatory for them to resolve complaints by students within 15 days of receiving them. The latest draft of UGC (Grievance Redressal) Regulations 2018 has now been put online for feedback from the public.

According to the existing system which follows UGC (Grievance Redressal) Regulations 2012, all higher education institutes are required to appoint an ombudsman for redressing grievances of students. But, according to complaints received by UGC, most institutes either do not have an ombudsman or if they have, they are appointed against the eligibility criteria.


“No university has an ombudsman as mandated by UGC. However, most of them have their own grievance redressal cells,” said Mangat Sharma, principal secretary, Higher Education Department. He said the State government has approached the Vice-Chancellors of reputed universities to formulate feedback, that will be submitted through the State government.

“We have our own grievance redressal unit. There are different committees, each that handle sexual harassment, ragging and other kinds of issues. We also have a dean of students and dean of faculty, in order to channelise grievances,” said a senior official from Anna University. He, however, refused to comment on the varsity’s stance on the draft regulations.

However, much to the relief of higher education institutions, UGC has done away with the most controversial aspect of the regulation that the ombudsman has to be a retired district judge or above in rank. The latest draft policy advocates that this person now can be a retired VC or registrar or a faculty with 10 years of experience as professor. The norms also say there would be four-level grievance redressal panels.

Students can use the regulations to flag a variety of issues, including irregularity in admission process, non-publication of prospectus or furnishing false, misleading information in prospectus, withholding certificates and documents of students, demanding money in excess of what is prescribed in prospectus, non-payment or delayed payment of scholarship, breach of reservation policy, delay in conducting examination or publishing result and unfair evaluation practices.

In case of non-compliance of the regulation, UGC can withdraw 12B status, withhold any grant allotted to the institutions, declare the institution ineligible for consideration for any assistance, inform the general public declaring that the institution does not possess the minimum standards for redress of grievances, and recommend for withdrawal of affiliation.

Schools tell students not to bring plastic bottles, tiffin boxes

Plastic manufacturers say the move is unwarranted

With the ban on single-use plastic proposed by Tamil Nadu government coming into force from New Year, some schools in Madurai district have gone a step ahead to ban even plastic water bottles, and lunch boxes, which are not in the list of banned items.

While the schools are projecting this as a move towards a plastic-free environment, entrepreneurs involved in manufacturing of these products have termed it an unwarranted move that would result in loss of employment to large number of people.

A government-aided school in Kamarajar Salai, for instance, had specifically asked all its students to buy only copper bottles instead of plastic bottles.

“The copper bottles are quite expensive, ranging from Rs. 200 to Rs. 500. All the students were asked not to bring plastic bottles from last month as they wanted to declare the campus plastic-free,” said the parent of a student.

Acknowledging that the school had asked all students not to bring plastic bottles and lunch boxes, R. Kanmani, Correspondent and Senior Principal, Dolphin Matriculation Higher Secondary School, said the initiative was part of proactive steps being taken by the school to discourage use of plastics and to become environment-friendly.

“Every year, we introduce one new measure. This year, we have done this,” she said.

Condemning such initiatives being taken by certain schools, A. Gajendran, past secretary, Tamil Nadu Plastic Manufacturers’ Association, said the move was unnecessary as the polypropylene used in plastic bottles and lunch boxes were thick and food-grade.

“They are completely safe and can even be used in microwave ovens. Banning these items in schools, where it is used in large numbers, will result in loss of jobs. It will also be a burden on parents, who have to opt for expensive alternatives,” he said.

Clarifying that plastic bottles and lunch boxes are not part of the items to be banned from January 1, Rajendra Ratnoo, Commissioner for Disaster Management and one of the three nodal officers appointed by the State government to effectively implement the ban, said that such initiatives by schools could be recommendatory but not mandatory in nature.

Search on for headmaster booked under POCSO Act

He misbehaved with girls; officials find letter signed by ‘all students’ in suggestion box

The Tiruvallur police are on the lookout for a government school headmaster after filing a case against him under the POCSO Act for sexually abusing girl students inside the school a few weeks ago.

The school is located in a village in the Uthukottai police station limits and has over 300 students, both boys and girls, studying in standards VI to X. Bhaskar was the headmaster of the school.

A few days ago, one of the students approached her teacher and complained that the headmaster was misbehaving with her. She was asked to report the same to her mother.

“The girl told her mother that she wanted to drop out of the school due to the headmaster’s behaviour,” said an official from the Social Defence Department.

A complaint about a similar incident in the school was received by the Child Helpline 1098. “The district child protection unit officials went to the school and checked the suggestion box in the school. They found a complaint letter signed - all students,” the official said.

With the help of the letter, the officials knew that the headmaster had misbehaved with the girls while they arranged the record books in the almirah. “There is no separate room for the headmaster. A few cupboards serve as a partition between the classroom and the headmaster’s cabin,” he said.

A complaint was filed with the police on Saturday. “This incident happened a few weeks ago, but the girls did not reveal it immediately out of fear. We registered an FIR and a search is on for the head master who is absconding,” said a senior police officer.

Headmaster suspended

Meanwhile, the School Education Department has suspended the headmaster.

An official with the department said that after they received a complaint from the district child protection unit, the education department officials conducted an inquiry and suspended the headmaster on Friday.

“He has been working in the school for the past two years. He came to the school on a promotion. This is the first such allegation against him,” the official said.

This incident happened a few weeks ago, but the girls did not reveal it immediately out of fear. We have registered a First Information Report

₹800 bribe lands I-T official in jail for 2 years

: A senior tax assistant is paying a heavy price for demanding and accepting a bribe of ₹800 to clear an application for income tax refund in 2013.

After a five-year trial, special CBI judge MG Deshpande recently sentenced the accused Santoshkumar Sharma to two years’ imprisonment and levied a fine of ₹12,000 under the Prevention of Corruption Act. The court said the bribe amount had no bearing on the sentence. Sharma was earlier in police custody and was out on bail. He had also faced departmental action and was under suspension.

On August 6, 2013, a Nalasopara resident registered a complaint with the CBI. According to the complaint, he had submitted his I-T returns on July 31, 2012 and sought a refund of ₹9,000 deducted as TDS from his salary.

Since the amount was not refunded, the complainant said he approached the Income Tax office at Lalbaug and filed an application on June 14, 2013.

He further stated after a few days, he visited the office to pursue his application when he met the accused. The complainant alleged the accused demanded ₹1,000, but he had no money at that time. He further stated after a few days, he again went to the I-T office and the accused persisted with his demand.

On July 19, 2013, the complainant met the accused’s superior officer and apprised her of the bribe demand. He said the officer told him she would look into the matter as the accused was on leave. Frustrated, the accused approached the CBI.

The investigating agency then verified the complaint by recording a conversation between the complainant and the accused, where the latter asked him to come to the office. Two days later, the accused accepted the bribe amount and immediately released the refund amount to the complainant by logging into the system. On the complainant’s request, the accused returned ₹200. The accused was immediately arrested and the money was found in his pocket which provided clinching evidence.

Five more VC posts to fall vacant soon, focus shifts to search panels

 The search for a new vicechancellor (V-C) will begin in five more universities in the state soon, in addition to Madurai Kamaraj University (MKU) and Bharathiar University, Coimbatore, which are already without heads.

Given the allegations levelled against the search panel formed to appoint a vice-chancellor for the Tamil University, Thanjavur, experts and teachers want the soon-to-be-constituted panels to be more vigilant while shortlisting names for the posts.

According to norms, search panels consist of three members — nominated by the government, university syndicate (executive body) and senate (governing body of academic professionals). The government is yet to appoint its nominee to the panel to shortlist names for the post of V-C of BU, which fell vacant after the arrest of Ganapathi in February 2018 in connection with a bribery case.

As far as MKU is concerned, 196 have applied for the V-C post, which has been vacant since June. P P Chellathurai's appointment as V-C was set aside by the Madurai Bench of the Madras high court on the grounds that the selection rules were violated.

The vacancies have had an adverse impact on the functioning of the universities, particularly affecting academics, according to educationists. In the absence of a V-C, a committee headed by the state higher education secretary is formed to run the university.

It is primarily the duty of the V-C to demand grants or additional funds required for settling bills or meeting unforeseen expenditures. Without a V-C, the committee is able to just ‘manage’ the administration.

Distance education centres usually help universities get revenue. But the recent UGC direction allowed only four universities to conduct select courses in distance education mode has not the others.

To make proper representations on such issues to the government, universities need V-Cs. Committees can run only day-to-day affairs, not take policy decisions or promote research.

Even to conduct a convocation ceremony to distribute degree certificates to students, a person of authority is required. There have been instances where such events were postponed because there was no V-C.As far as the five universities are concerned, the VCs are at the fag end of their three-year tenure. The search panels, instead of just looking at the applicants’ bio-data highlighting their academic performance, should check their administrative experience and integrity, in order to curb corruption, say educationists.CR Ravi, a retired principal, said that it was high time the selection and appointment of V-Cs was made more transparent. Universities should not be used as cash cows. It is to be remembered, he said, that a former Anna University V-V, a fomer Chairman of IIT Kanpur and a present panel member of the search committee in MKU had verified that ₹50 crores was paid to a Minister, he added.

Lone Chennai-Salem flight cashes in as demand soars

The daily flight between Chennai and Salem launched under the Udan scheme is getting popular almost six months after launch. The 72-seat flight has an average seat occupancy rate of 78%, but its fares continue to remain high.

The flight offers same day return between Chennai and Salem. However, with only one airline operating the route, monopoly has led to an increase in fare during weekends and festive holidays. One way ticket from Chennai to Salem was sold at ₹7,000 for travel on December 22 and ₹4,000 on December 23.

The starting fare for travel on Monday is ₹4,699 and hovers between ₹2,599 and ₹3,700 for the rest of the days. The fare is lower than last week because Friday and Saturday were the popular days for travel for Christmas weekend The fare shoots up once 50% of the seats, which have a fare cap of ₹2,500, is sold out. The rest of the seats can be sold at market rate. Fare is in the range of ₹2,000 to ₹3,000 if booked 10 days in advance.

High seat occupancy shows that the flight is a success, said AAI. Despite the demand, other airlines have not showed interest to operate flights on the route. The idea behind Udan is to open up an unserved or under-served airport with subsidies so airlines will be encouraged to operate more flights. Udan flights to other towns like Thanjavur, Vellore and Neyveli are yet to take off.

Basheer Ahmed, of Metro Travels said, “There is demand for travel on the route from businessmen, families including wedding guests. People who come down from Mumbai and Delhi use the flight to reach Salem quicker. Demand during festivals trigger oneway fares to peak to ₹10,000.”

An airline official said selling tickets at high rates or without a cap may not work in the long run, especially when it is a short route, that can be covered by road in less than five hours.

Nevertheless, AAI considers Salem a success story for Udan scheme. “With more than 78% of Passenger Load Factor (PLF), the 50 min Salem-Chennai-Salem route is boosting industrial development of the region. Thanks to Udan’s affordable pricing, now local businessmen can expand their business & migrant workers can stay connected with families,” said a tweet by AAI headquarters. AAI also said, airports of tier 2 & tier 3 cities have seen a rise in domestic passenger share by more than 3% between financial year 2014 and financial year 2019.

அயனாவரம் பகுதியில் வங்கி ஏடிஎம் இயந்திரத்தில் கேட்பாரற்று கிடந்த பணம் ரூ.59,800/- நேர்மையான முறையில் காவல் நிலையத்தில் ஒப்படைத்து உரியவரிடம் ஒப்படைக்க உதவிய நபரை சென்னை காவல் ஆணையாளர் நேரில் அழைத்து பாராட்டினார்.

சென்னை கே.கே.நகர் 103வது தெரு, 14-வது செக்டரில் வசித்து வரும் செந்தில் (45). இவர் தனியார் நிறுவனத்தில் வேலை செய்து வருகிறார். செந்தில் நேற்று மதியம் சுமார் 2 மணி அளவில் பணம் செலுத்துவதற்காக, அயனாவரம், கொன்னூர் நெடுஞ்சாலை, சயானி பேருந்து நிறுத்தம் அருகிலுள்ள பாரத ஸ்டேட் வங்கியின் ஏடிஎம் சென்டருக்கு சென்றுள்ளார்.

பணத்தை செலுத்துவதற்காக அங்கிருந்த ஏடிஎம் இயந்திரம் அருகே சென்றபோது அந்த எந்திரத்திலிருந்து 2000 ரூபாய், 500 ரூபாய் தாள்கள் வெளி வந்துள்ளது. இதைப்பார்த்து அதிர்ச்சியடைந்த அவர் அந்தப்பணத்தை சேகரித்து எண்ணிப்பார்த்தபோது அதில் ரூ.59,800 ரொக்கப்பணம் இருந்துள்ளது.

சுற்றுமுற்றும் பணம் போட்ட யாராவது இருக்கிறார்களா என பார்த்துள்ளார். ஆனால் யாரும் இல்லை. உடனடியாக செந்தில் அந்தப் பணத்தை எடுத்துக் கொண்டு அயனாவரம் காவல் நிலையத்திற்கு சென்று விபரத்தைக்கூறி ஒப்படைத்துள்ளார். பணத்தை கைப்பற்றிய போலீஸார் விசாரணை நடத்தினர். ஆய்வாளர் தளவாய்சாமி தலைமையிலான போலீஸார் சம்பவ இடத்திற்கு சென்று விசாரணை நடத்தினர்.

விசாரணையில் அயனாவரம், கொன்னூர் நெடுஞ்சாலையைச் சேர்ந்த சுகுமார் (49) என்பவர் தனது உறவினருக்கு பணம் செலுத்துவதற்காக 59,800 ரூபாய் ரொக்கப் பணத்தை ஏடிஎம் இயந்திரத்தில் வைத்து முழுமையாக ஆபரேட் செய்யாமல் விட்டுச் சென்றது தெரியவந்தது.

இதையடுத்து மேற்படி பணத்தை தவறவிட்டுச் சென்ற சுகுமாரை அழைத்து, விசாரணை செய்த போலீஸார், வங்கி நிர்வாகத்தினரிடம் அதை உறுதி செய்தபின்னர் மேற்படி பணத்தை சுகுமாரிடம் ஒப்படைத்தனர்.

ஏடிஎம் இயந்திரத்தில் வாடிக்கையாளர் தவறுதலாக விட்டுச்சென்ற பணம் ரூ.59,800/-ஐ நேர்மையான முறையில் காவல் நிலையத்தில் ஒப்படைத்து, உரியவரிடம் ஒப்படைக்க உதவிய தனியார் நிறுவன ஊழியர் செந்திலின் நேர்மையை அறிந்த, சென்னை காவல் ஆணையாளர் ஏ.கே.விஸ்வநாதன், செந்திலை இன்று நேரில் அழைத்து பாராட்டி வெகுமதி வழங்கினார்.

பிளாஸ்டிக் தடையை மீறுவோ ருக்கு மாநிலம் முழுவதும் ஒரே சீரான தண்டனையை நிர்ணயிப் பது தொடர்பாக அரசு ஆலோ சித்து வருவதாக தகவல் வெளி யாகியுள்ளது.

தமிழக அரசு ஏற்கெனவே அறி வித்தபடி, ஒருமுறை பயன்படுத்தி தூக்கி எறியப்படும் பிளாஸ்டிக் பொருட்களை பயன்படுத்தவும், வைத்திருக்கவும், உற்பத்தி செய்ய வும் விதிக்கப்பட்ட தடையானது, ஜனவரி 1-ம் தேதி முதல் அமலுக்கு வர உள்ளது.

இந்த தடையை மீறுவோருக் கான தண்டனை விவரங்கள் இன்னும் அறிவிக்கப்படவில்லை.

மத்திய அரசு உருவாக்கியுள்ள, பிளாஸ்டிக் மேலாண்மை விதிகள் 2016-ஐ பின்பற்றி தமிழக அரசு ‘பிளாஸ்டிக் மேலாண்மை விதிகள் 2016’-ஐ வெளியிட்டுள்ளது. அதில் விதிகளை மீறுவோருக்கு, அந்தந்த உள்ளாட்சி அமைப்புகளில், பிளாஸ் டிக் மேலாண்மை தொடர்பாக உருவாக்கப்படும் துணை விதி களில் குறிப்பிட்டுள்ளவாறு தண் டனை விதிக்கலாம் என குறிப் பிடப்பட்டுள்ளது.

மகாராஷ்டிர மாநிலத்தில் கடந்த ஜூன் மாதம் பிளாஸ்டிக் மீதான தடை அமலுக்கு வந்தது. அங்கு பிளாஸ்டிக் தடையை முதல் முறையாக மீறுவோருக்கு ரூ.5 ஆயிரம், 2-வது முறை ரூ.10 ஆயிரம், 3-வது முறை ரூ.25 ஆயிரம் மற்றும் 3 மாதம் சிறை தண்டனை விதிக்கப்படும் என்று அறிவிக்கப்பட்டது. மேலும் முதல் முறை விதிக்கப்பட்ட அபராதத்தை செலுத்த தவறும்பட் சத்தில், அவர்கள் மீது நீதிமன் றத்தில் வழக்கு தொடரவும் உத்தரவிடப்பட்டுள்ளது.

இது தொடர்பாக அம்மாநிலத் திலுள்ள மாவட்ட ஆட்சியர்கள் மற்றும் உள்ளாட்சி அதிகாரிகள் ஆகியோரின் பரிந்துரைகளைப் பெற்று தண்டனை விவரங்கள் முடிவு செய்யப்பட்டுள்ளன.

தமிழகத்தில் இதுவரை மாநக ராட்சி மற்றும் நகராட்சி அதிகாரி கள், மாவட்ட ஆட்சியர்கள் ஆகியோ ரிடம் அரசு சார்பில் தண்டனை தொடர்பாக கருத்துகள் எதுவும் கோரப்படவில்லை என கூறப் படுகிறது.

தண்டனை விவரங்கள் தொடர் பாக நகர்ப்புற உள்ளாட்சி அதி காரிகள் கூறும்போது, “அந்தந்த உள்ளாட்சிகள் தனித்தனியாக தண்டனை விவரங்களை உருவாக் கினால் வேறுபாடுகள் வரும் என்பதால், மாநிலம் முழுமைக்கும் ஒரே சீரான தண்டனை விவரங்களை உருவாக்கும் பணியில் அரசு ஈடுபட்டு வருகிறது.

31-ம் தேதிக்குள் தண்டனை விவரங்கள் அறிவிக்கப்படலாம். ஒருவேளை அரசு அறிவிக்கா விட்டால், தடை செய்யப்பட்ட பிளாஸ்டிக் பொருட்களை பறிமுதல் செய்யும் பணிகளை ஜனவரி 1-ம் தேதி முதல் உள்ளாட்சி அமைப்புகள் மேற்கொள்ளும்” என்றனர்.

சென்னையில் ஆலோசனை

மாசுக்கட்டுப்பாட்டு வாரிய அதி காரிகள் கூறும்போது, “பிளாஸ் டிக் தடையை முறையாக அமல்படுத்துவது, அதற்கான தண்டனை விவரங்களை முடிவு செய்வது தொடர்பான ஆலோ சனைக் கூட்டம் சென்னையில் 26-ம் தேதி நடைபெறுகிறது. அதில் முக்கிய துறைகளின் தலைமை அதிகாரிகள், மாவட்ட ஆட்சியர்கள் உள்ளிட்டோர் பங்கேற்க உள்ளனர். அதில் இறுதி முடிவு எடுக்கப்படும்” என்றனர்.

CHENNAI: Chief Minister Edappadi K. Palaniswami on Saturday announced the Pongal gift bag to about 1.8 crore family ration cardholders in the state.

Each gift hamper will contain one kg raw rice, one kg sugar, two feet long sugarcane, 20 grams cashew, 20 grams raisins and 5 grams cardamom. This Pongal gift bag, will be given through the fair price shop, he informed.

Overtime wages if you’ve worked over 8 hrs: Madras high court

Chennai: Pointing out that the issue raised by a worker is a disputed question of fact, which cannot be gone into by the court, the Madras high court has dismissed a petition from a worker, claiming payment of overtime wages from the management.

Justice S.Vaidyanathan dismissed the petition filed by M.K.Thiyagarajan, which sought to quash an order of the Chief General Manager -HR of Tamil Nadu Newsprint and Papers Limited, Karur district.

According to petitioner, during the services rendered by him in the year 2009 to 2013, the management extracted half an hour per day, contrary to the regular working hours followed in all the management and establishment. Hence, there was a discrimination, unreasonableness and irrational in the service condition applied to him, which comes to 4,935 working hours, which was equivalent to 616.5 working days, excluding the service period of 2009 to 2013.

Therefore, he claimed extra wages for the extra work extracted from him. But, the management passed an order declining the claim for extra wages.The judge said it was no doubt true that the petitioner has got a right to agitate his relief before the Industrial Forum in view of the fact that the petitioner was a workman as per section 2 (s) of the Industrial Disputes Act and therefore, this court was not inclined to grant the relief sought for by the petitioner.

The Supreme Court, while negativing the similar plea of overtime wages for work done less than eight hours a day, in the case of Philips India Ltd.,vs Labour Court, held that an employee cannot claim overtime wages for work done beyond seven hours and less than eight hours a day and overtime wages was payable only if a person works beyond eight hours a day.

Hence, it was crystal clear that even if the prescribed hours of work was reduced to 7 and half hours a day, he cannot demand wages, as if he has worked for overtime, when the wages payable for eight hours. Even assuming that a wrong has been committed by the management with regard to the grant of payment to another employee, this court was not inclined to commit another wrong. Here petitioner would not be entitled to overtime wages.

HYDERABAD: After reports of faculty members in several engineering colleges working with dubious credentials created ripples, another shocking revelation has come to light that a particular engineering college in the city has been flouting norms brazenly by showing the same faculty members from its branches in Hyderabad in Vijayawada owned by the same management.

As many as 20 professors and assistant professors of the two colleges — DRK-IST, DRK-CET of Hyderabad — were shown as faculty members of the DJR-CET college in Vijayawada. While the former are affiliated to JNTU-Hyderabad, the latter is affiliated to JNTU-Kakinada.

According to All India Private Colleges Employees Union (AIPCEU) the ‘duplicate faculty’ were paraded before the AICTE special panel that made a surprise inspection on Friday.

According to the people in the know of things at the college, teachers were packed in a bus in the wee hours of Friday and taken to Vijayawada.

“Their phones were switched off and we were not been able to get in touch with the teachers throughout the day until the inspection was over in the evening. Teachers told us that they didn’t have a say in the entire process and were forced into it to save their jobs, “ said KM Karthik, founder of AIPCEU. Meanwhile, DJR-CET management has denied the allegations which it said was stemming from “vested interests of a disgruntled former employee.” Vijay Prasad, vice principal, told Express that it was impossible to edit option of the faculty for inspection at any time except during the time the AICTE allows colleges to update the details.

“Right now the options are closed. And we had applied for inspection in December 2017. For inspection for 2019-20 academic year the application has not been opened and since all the details of the faculty were uploaded on AICTE and the university website along with their Aadhar details, there is no chance of any fudging,” Prasad stated.

He, however, agreed that 4-5 faculty members from other Hyderabad branches were sent to the DJR-CET to take care of the paperwork and aid in other activities since the original staff of the college would be busy with invigilation and other works during the inspection.

RGUHS all set to go for live streaming of exams

The live streaming of the examinations from all the centres across the state will be directly monitored from the University premises in Bengaluru.

BENGALURU: To bring the malpractice rate down to zero during medical courses examinations, Rajiv Gandhi University of Health Sciences (RGUHS), Bengaluru has decided to go for live web-based streaming of the examinations. This will be the first time any university has adopted the same in Karnataka.

The live streaming of the examinations from all the centres across the state will be directly monitored from the University premises in Bengaluru. The proposal is going to be placed before the next syndicate meeting for approval.

Dr MK Ramesh, registrar evaluation of the university said, “Despite taking all necessary steps, cases of malpractice have not come down. We are getting cases of malpractice recorded during every exam, both at the MBBS and MD levels.”

“To curb the malpractice cases completely, we have decided to introduce web streaming of examinations for both undergraduate and postgraduate examinations. Web streaming will be used for the first time during May 2019 postgraduate examinations. Once the proposal gets Syndicate nod, we will issue circulars to colleges,” added Dr Ramesh.

The university will ask medical colleges to install CCTV cameras at each of the exam hall.The footage will be recorded and preserved at least for six months.

However, the university will not provide any financial assistance to colleges to install CCTV cameras for the purpose of web streaming. If any college refuses to do so, it won’t be allotted an exam centre on its campus.

Medical courses see annual examinations and as per the data available from the university, at least 5-6 cases of malpractices are reported from various centres every year. During RGUHS medical exams held a few years ago, an MD student was caught while copying using a bluetooth device stitched inside his shirt collar.

Come January 1, 2019, Tamil Nadu’s dream of becoming plastic-free, at least partly, will be put to litmus test. Keeping this in view, the state government has released a list of items that have been banned.


On World Environment Day this year, the Tamil Nadu government had announced a ban of non-biodegradable and single-use plastic and had recommended the use of environmental-friendly products.

The State House Select Committee had also recommended the restricted use of plastic for daily-use products such as milk, curd, oil and medicines.

MADURAI: For the first time in history of the Madurai Kamaraj University, the vice-chancellor (V-C) search committee will be interviewing ten candidates, shortlisted from 196 candidates, who had applied for the V-C post.


After former V-C P P Chellathurai's appointment was set aside by the Court, as per the UGC guideline, former V-C of the Indira Gandhi National Open University Nageshwar Rao was selected as governor nominee, former V-C of Anna University M Anandakrishnan as senate nominee and former V-C of Gandhigram Rural Institute D K Oza as syndicate nominee. They would be suggesting three names for the V-C post.

Recently, the search committee invited applications for the V-C post, and 196 candidates applied; their names were published on MKU website. Now, the search committee shortlisted 10 candidates, and called them for interview on December 29, as against directly selecting candidates based on their applications.

The shortlisted candidates were asked to make a 10-minute power point presentation comprising 10 slides about themselves, and other slides describing their vision about MKU. They were also asked to bring documents mentioned in their application.

Speaking to Express, secretary of Save MKU R Murali welcomed search committee's initiative to publish the candidates' names, and urged it to publish names of the shortlisted candidates as well on the website.

Saying that a few shortlisted candidates faced charge memos due to allegations, he urged the search committee to suggest three persons based on their academic experience and not familiarity, along with maintaining transparency in the selection procedure.

We’re now saddled with landfills, climate change, plastic oceans, water shortage, pollution, microbeads that fish are eating, microfibres that humans are inhaling, and the chemicals used for colours and scents that we are all exposed to. Businesses must redesign their products and processes. But as consumers, we can choose to live a life that is free of plastics and toxicity. Here's the second ready reckoner to help you along this journey to break free from plastic and say plastics gotta go.

TIPS TO REDUCE PLASTIC IN PERSONAL CARE PRODUCTS

Read the product label and avoid anything with polyethylene in it.

Use bamboo toothbrushes and earbuds/swabs.

Look for tooth powder and ditch the paste tube.

Use a bar soap instead of liquid soap. Look for bar soaps the come with no or paper packaging.

Use shave soap instead of shaving cream in a can or tube. Try wooden or bamboo combs and hair brushes made from natural bristles. Bring back your steel reusable razor with stainless steel blades. Switch to reusable sanitary products.

HOW TO COMPLETELY AVOID PLASTIC IN PERSONAL CARE PRODUCTS

Look out for shampoo bars. You can also learn to make one at home or buy from someone who makes them.

Deodorant also comes in glass and paper packaging. Better still, make your own chemical and plastic-free deodorant from baking soda. Just add a few drops of essential oil and use with cotton.

Try hair salves, gels and pomades that come in tins or glass jars.

You can also make your own lip balms and lotions. Check out online or join a class near you.

Look into plastic-free sunscreen options.

Buy toilet paper without plastic wrapping or in cardboard boxes.

There are natural dental floss that come in refillable containers. Look out for those coated with natural wax rather than microcrystalline wax, which is petroleum-based.

TIPS TO REDUCE PLASTIC DURING TRAVEL

Carry your own plastic-free cosmetics and toiletries. Avoid using the ones in hotels as they are usually packed in small plastic containers that are destined for landfills.

Bring your own water bottle, cutlery and travel mug. Even on the plane! Airlines are among the worst polluting industry, so do your bit to reduce plastic waste. Make your own snacks, so you do not have to buy packaged food.

Carry your own headphones.

Refuse the mini bar! Shop for food and drinks locally. Even if you cannot avoid snacking, at least, you can ensure that you don't leave a ton of plastic behind.

WHY DO WE NEED TO ELIMINATE PLASTICS IN PERSONAL CARE PRODUCTS?

Many personal care products, such as toothpaste and facewash, contain microbeads that are sometimes inadvertently ingested during use. They also cannot be filtered. So, they are released into the oceans.

Diapers, pads and wet wipes are made of polypropylene and contain lots of harmful chemicals. When flushed, they amass in the sewerage system and cause blockages and sewage backups.

Many personal care products are designed to come in small quantities that need frequent restocking. The packaging is also meant to convey quantity and quality. Unfortunately, all this heads to landfills and the ocean once they are used.

Plastics are held together with chemicals called plasticiser. Two of them are cause for grave concern: bisphenol-A (known as BPA) and phthalates. BPA and phthalates can be found in detergents, shampoo, soaps, and hair sprays. These plasticisers are classified under the umbrella of ‘endocrine disrupting compounds, which means that they can block the action of our natural hormone system’. They can also exacerbate conditions such as diabetes, which causes kidney damage, and are associated with increased cancer risk, early sexual maturation, decreased male fertility and aggressive behaviour.

Check if the products contain — polyethylene, polypropylene or polystyrene? The presence of these ingredients would classify this product as one that you DO NOT BUY.

Second check — conduct an additional investigation. Look out for ingredients such as PET (polyethylene terephthalate), PMMA (polymethyl methacrylate), PTFE (polytetrafluroethylene) and nylon.

TIPS TO REDUCE PLASTIC FROM YOUR CLOSET AND ACCESSORIES

Avoid synthetic materials with names like: polyester, acrylic, lycra, spandex, nylon. In other words, plastic fabric. And all synthetic fabrics create microfibre pollution when laundered.

Buy shoes and slippers made from natural rubber, rather than plastic.

Alter and modify your clothes and shoes at your local tailor and cobbler.

Switch to bags and shoes made of cotton, bamboo or leather. Look out for wooden watches made from 100% recycled timber, including Indian rosewood, mahogany, coffee tree and teak.

Look cool in handcrafted wooden sunglasses from sustainable materials, including FSC-certified wood, cottonbased acetate, and repurposed skateboard decks.

If you use makeup, buy products free of glitter and minimal petroleum-based oils. Buy pressed makeup that comes in bamboo palettes or seed paper, which can be planted in your garden!

Look for brushes made from recycled aluminium, bamboo and other natural fibres.

Check out reusable cloth balls for your plastic-free makeup routine. They can be tossed into your washing machine without fear of releasing microfibres in to the water.

Support brands that use packaging made of 100% tree-free paper, cotton and bamboo. Bamboo is renewable, one of the fastest growing plants in the world, and versatile.

21 years after acquittal, HC convicts rape case accused
Trial Court Ruled Act Consensual, Had Got Age Wrong

Twenty-one years after he was acquitted of the charge of raping an 11-year-old girl, a Nashik resident was convicted by the Bombay high court on Saturday.

A division bench of Justices Indrajit Mahanty and Vishwas Jadhav overturned a 1997 trial court order acquitting Macchindra Sonawane (who was 19 at the time of the incident and is now 41), and held him guilty of rape and sentenced him to seven years’ imprisonment. The bench refused a plea to show the accused leniency over the two-decade delay and directed Sonawane to pay Rs 1 lakh compensation to the survivor. Sonawane has been given a month to surrender.

The high court said the sessions court had erred and acted in a “casual or cavalier manner”. It had freed the accused relying on an x-ray ossification test of the survivor that estimated her age as 14. Taking into consideration the 2-3-year margin of error, it determined that the survivor’s age was 16, which was the age of consent at that time.

The HC asked the legal services authority to trace the survivor and help her get compensation under the Maharashtra government scheme. “Even though the incident took place in 1996, we remain with the fervent hope and confidence that protecting the confidence of the common man in the institution entrusted with the administration of justice is reaffirmed,” said the bench.

On December 1, 1996, the survivor, who was alone at her home in Nashik, visited Sonwane’s shop for medicine for her headache. Sonawane forcibly dragged her into his room, raped her and threw her out of his house. The suvivor’s family found her outside the house in bloodstained clothes and took her to a hospital where it was confirmed that she suffered forcible sexual intercourse.

Police arrested the accused for rape. In 1997, a sessions court acquitted him. The trial court concluded that the incident was consensual saying there were no injuries to show that the survivor had put up resistance and her story that she had gone to get medicines was not believable. The trial court relied on an x-ray ossification test of the survivor that estimated her age as 14, took into consideration the two- to three-year margin of error, and concluded in favour of the accused, after determining that the survivor’s age was 16. Prior to 2013, 16 was the age of sexual consent in India, now it is 18.

Additional public prosecutor Mankunwar Deshmukh, while arguing the state’s appeal against the acquittal, said the trial court had erred in determining the survivor’s age. The prosecutor pointed out from the evidence that the survivor had not yet hit puberty and had not even started menstruating. Further, her physical features as well as lack of development of sexual characteristics revealed that she was below 14.

The high court agreed and said the trial court had mechanically determined the age and had wrongly given the benefit of “plus-two, minus-two years” principle to the accused who had committed a heinous crime. Since the survivor was held to be a minor and consent was immaterial, the high court still dealt with the issue of consent.

“The absence of any injury on her body cannot lead to a conclusion that she had given her consent and all that it indicates is that she did not put up resistance. Lack of any resistance or absence of injury on the body of the victim are of no consequence vis-à-vis the issue of consent,” said the bench.

It can only facilitate good environment for units making alternatives to plastics

Taking exception to the demand from companies manufacturing single use plastics that they should be provided suitable alternative arrangements by the State government for banning the use of such items from January 1, 2019, Rajendra Ratnoo, Commissioner of Disaster Management, said that it was not the duty of government to do so.

Speaking at a regional-level awareness conference on the ban, he said it was not the government that asked the companies to open plastic manufacturing units.

However, he highlighted that what the State government will instead do is to facilitate a business environment where companies manufacturing alternatives to plastics and recycling of plastic waste can thrive.

“The ban on single use plastic companies may affect a few big companies. The ban will, however, help a large number of small scale and cottage units,” he added.

He suggested that the companies making banned plastic items can try moving to recycling of waste and other related activities.

Shambhu Kallolikar, Principal Secretary, Environment and Forests Department, said that though 14 single use plastic items are getting banned from January 1, 2019, these items contributed only 5 to 6% of the total plastic items in use.

Stating that the change was already being witnessed with the use of these items getting reduced to a considerable extent, he expressed hope that use would be stopped from January 1, 2019.

K.C. Karuppannan, Minister for Environment, said that the proposed ban on plastic was part of a series of measures implemented by the AIADMK government to safeguard the environment.

Cooperation Minister ‘Sellur’ K. Raju and Revenue Minister R.B. Udhayakumar also spoke.

Collectors from Madurai, Pudukottai, Dindigul, Theni, and Sivaganga spoke on the measures being taken in their districts to ensure that the ban would be successfully implemented from next month.

அவ்வப்போது கட்டுமான பணியை மேற்பார்வையிட பொறியாளர் எஸ்.கே.நாயர் வருவார். அப்போதெல்லாம் கட்டுமான பணியிடத்தில் எழும் பெரும் சத்தத்தை பொருட்படுத்தாமல், யாரையும் கவனிக்காமல் தண்ணீரை பாய்த்தபடி எனது பாடல் வரி ஒலித்துக் கொண்டிருக்கும். மேற்பொறியாளர் என்னை பார்த்து என்ன படித்திருக்கிறாய் என்றார். எட்டாம் வகுப்பு என்றேன். அவர் அலுவலக சிப்பாந்தியாக பணியில் சேர்த்த அழைத்து கொண்டு சென்றுவிட்டார். அங்கு பாட முடியாத என்ற ஒரே வருத்தம் மட்டுமே மிஞ்சியிருந்தது.

கடலூர் மாவட்டம் நெய்வேலி டவுன்ஷிப் பகுதியில் என்எல்சி ஊழியர்கள் வசிக்கும் பகுதியைச் சேர்ந்த பெண்கள், மாலை நேரத்தில் நடைபயிற்சி செல்வது வழக்கம். அந்த வகையில் கடந்த 2007 முதல் 2010 வரை வெவ்வேறு தினங்களில் நெய்வேலி வட்டம் 12 மற்றும் 20 பகுதிகளில் நடைபயிற்சி மேற்கொண்டிருந்த பெண்களிடம் பைக்கில் வந்த மர்ம நபர்கள் செயின் பறிப்பில் ஈடுபட்டனர். இது தொடர்பாக தனலட்சுமி, ஜானகி, மணிபாலா, சித்ரா உள்ளிட்ட பாதிக்கப்பட்ட பெண்கள், நெய்வேலி டவுன்ஷிப் காவல் நிலையத்தில் புகார் அளித்திருந்தனர்.

இப்புகாரின் அடிப்படையில் 10 செயின் பறிப்பு சம்பவங்கள் தொடர்பாக நெய்வேலி மாற்றுகுடியிருப்பைச் சேர்ந்த செந்தில்குமார் (33), வட்டம் 4-ஐ சேர்ந்த வசந்தராஜா (35) ஆகிய இருவரையும் போலீஸார் கைது செய்தனர். இது தொடர்பான வழக்கு விசாரணை நெய்வேலி சார்பு நீதிமன்றத்தில் நடைபெற்று வந்த நிலையில், பண்ருட்டி நீதிமன்றத்துக்கு மாற்றப்பட்டது. பண்ருட்டி குற்றவியல் நீதிமன்ற நடுவர் கணேஷ் முன்னிலையில் வழக்கு விசாரணை நடைபெற்று, நேற்று தீர்ப்பு வழங்கப்பட்டது.

அதன்படி ஒவ்வொரு வழக்கிலும் தலா 2 ஆண்டுகள் வீதம் 10 வழக்குகளிலும் இருவருக்கும் தலா 20 ஆண்டு சிறை தண்டனையும், ஒவ்வொரு வழக்கில் தலா ரூ.1,500 வீதம் 10 வழக்குகளுக்கு ரூ.15 ஆயிரம் அபராதம் விதித்து தீர்ப்பளிக்கப்பட்டது. அரசு தரப்பு வழக்க றிஞராக தேவசுந்தரி ஆஜரானார். தீர்ப்பைத் தொடர்ந்து செயின் பறிப்பு கொள்ளையர்கள் இருவரும் சிறையில் அடைக்கப்பட்டனர்.

சொமாட்டோ சம்பவம் எல்லோருக்கும் தெரிந்திருக்கும். தங்கள் செல்பேசி செயலி மூலம் ஆர்டர் செய்யும் வாடிக்கையாளர்களுக்கு உணவகத்திலிருந்து உணவை வாங்கிச் சென்று கொடுக்கும் நிறுவனம் இது. அப்படி வாடிக்கையாளருக்குக் கொடுக்கச் சென்ற உணவில் கொஞ்சத்தை அதைக் கொண்டுசென்ற ஊழியர் எடுத்துச் சாப்பிட்டார். இதை ஒருவர் படம் எடுத்து, சமூக வலைதளங்களில் பகிர, விளைவாக அந்த ஊழியர் பணிநீக்கம் செய்யப்பட்டார்.

இது, ஒரு பிரபல சென்னை உணவகத்தில், 25 ஆண்டுகளுக்கு முன் நடைபெற்ற ஒரு சம்பவத்துடன் ஒப்பீடு செய்யத் தூண்டுகிறது. 1990-களில் எழும்பூர் ஓட்டல் ஒன்றில் நடந்த ஒரு சம்பவம். சிக்கன் 65 விரும்பி ஆர்டர் செய்தவருக்கு சர்வர் கொண்டுவந்து வைத்த தட்டைக் கண்டதும் அதிர்ச்சி. வழக்கமாக ஆறு துண்டுகள் இருக்கும். அன்று ஒன்று குறைவாக இருந்தது.

அடிக்கடி வந்து விரும்பி உண்பவர்போலும். எண்ணிக்கை குறைவது சந்தேகத்தை எழுப்ப, கல்லாவுக்குச் செய்தி போகிறது. மேலாளருக்குச் செய்தி செல்ல, அதை எடுத்துச் சென்ற சர்வர் விசாரிக்கப்படுகிறார். ஒரு துண்டு எடுத்துச் சாப்பிட்டதாக ஊழியர் ஒப்புக்கொள்ள, அவரைப் பணியிலிருந்து நீக்கப் பரிந்துரைக்கிறார் மேலாளர். இரவு உணவக அதிபர் வருகிறார். தவறு செய்த ஊழியர் அவர் முன் நிறுத்தப்படுகிறார். பெரியவர் “உண்மைதானா?” என்று கேட்க, ஊழியர் “பசித்தது, எடுத்துச் சாப்பிட்டுவிட்டேன், தவறுதான்” என்று கண்ணில் நீர் வழிய ஒப்புக்கொள்கிறார். மேலும் சில கேள்விகள், ஊழியரின் வறுமை நிலை புரிகிறது. அவர் சம்பளத்தை மட்டுமே நம்பி ஊரில் குடும்பம் இருக்கிறது என்பதையும் உணர்கிறார் உணவக அதிபர்.

மேலாளரிடம் திரும்பி, “பசியோடு இவர் ஏன் வேலை செய்ய வேண்டும்? கஸ்டமர்களைக் கவனித்தால் மட்டும் போதாது, ஊழியர்கள் நேரத்துக்கு நன்கு சாப்பிட்டார்களா என்பதையும் மேனேஜர் பொறுப்பாகப் பார்க்க வேண்டும்” என்று அறிவுரை சொல்லிவிட்டு, அடுத்தொன்றைச் செய்கிறார். “இனி நேரத்துக்குச் சாப்பிட்டுவிட்டு வேலை செய்யுங்கள், இதுபோன்ற தவறு இனி நிகழக் கூடாது” என்று அறிவுறுத்திவிட்டு, அவருக்குச் சம்பளத்தையும் கொஞ்சம் உயர்த்துகிறார். வேலை போகப்போகிறது என்று பயந்திருந்த ஊழியருக்கு இன்ப அதிர்ச்சி. நிறுவனரின் மறைவுக்குப் பின்னரும் அந்த ஊழியர் ஓட்டலில் தொடர்ந்து பணியாற்றினார் என்கிறார்கள்.

கடும் போட்டியில் சந்தையைப் பிடிப்பதே முதன்மையாகவும், லாபம் மட்டுமே குறிக்கோளாகவும், நிரந்தர ஊழியர்களைத் தவிர்த்து காண்ட்ராக்ட் தொழிலாளர்களை அடிமைகளாகக் கருதும் எண்ணற்ற கார்ப்பரேட் நிறுவனங்களில், இன்று மனிதர்கள் வெறும் எண்ணிக்கையாக ஆகிவிட்ட நிலையில், மனிதாபிமானம் காணாமல்போகின்றது. இதில் மிகக் குறைந்த விலையில் அனைத்தையும் எதிர்பார்க்கும் வாடிக்கையாளர்களும் குற்றவாளிகளே!

சென்னை ஈஞ்சம்பாக்கம் பகுதியை சேர்ந்தவர் கணேசன் (வயது 60). தனியார் நிறுவனத்தில் பணிபுரிந்து வருகிறார். நேற்று காலை கேளம்பாக்கம்-வண்டலூர் சாலை புதுப்பாக்கம் அருகே மோட்டார் சைக்கிளில் சென்று கொண்டிருந்தார்.

அப்போது அவருக்கு பின்னால் வந்த அடையாளம் தெரியாத கார் மோட்டார் சைக்கிள் மீது மோதிவிட்டு சென்றதாக கூறப்படுகிறது. இதில் கணேசன் படுகாயம் அடைந்தார். காரை பின்தொடர்ந்து வந்த பஸ் விபத்துக்குள்ளான மோட்டார் சைக்கிள் மீது மோதியது. இதில் மோட்டார் சைக்கிள் நொறுங்கியது. படுகாயம் அடைந்த கணேசனை பொதுமக்கள் மீட்டு கேளம்பாக்கத்தில் உள்ள தனியார் ஆஸ்பத்திரியில் அனுமதித்தனர்.

விபத்து காரணமாக கேளம்பாக்கம்-வண்டலூர் சாலையில் ஒரு மணி நேரம் போக்குவரத்து பாதிக்கப்பட்டது. இது குறித்து கேளம்பாக்கம் போலீசார் விசாரணை நடத்தி வருகின்றனர்.

சென்னை ராஜீவ்காந்தி அரசு பொது மருத்துவமனையில் நேற்று அந்த மருத்துவமனையின் ‘டீன்’ டாக்டர் ஜெயந்தி நிருபர்களுக்கு பேட்டியளித்தார். அப்போது அவர் கூறியதாவது:-

ராஜீவ்காந்தி பொது மருத்துவமனையில் 62 கண்காணிப்பு கேமராக்கள் பொருத்தப்பட்டு செயல்பட்டு வருகிறது. இந்த நிலையில் தற்போது ராஜீவ்காந்தி அரசு பொது மருத்துவமனையில் லஞ்சம், ஊழல் மற்றும் திருட்டு சம்பவங்களை தடுக்கும் வகையில் கூடுதலாக 125 நவீன கண்காணிப்பு கேமராக்கள் பொருத்தப்பட்டுள்ளன. இதன் மூலம் மருத்துவமனை வளாகம் முழுவதும் கண்காணிப்பில் இருக்கும்.

21 கேமராக்கள் மருத்துவமனை வெளி வளாகத்திலும், 104 கேமராக்கள் மருத்துவமனை கட்டிடங்களிலும் வைக்கப்பட்டுள்ளன. வெளி வளாகத்தில் பொருத்தப்பட்டுள்ள கேமராக்கள் 280 மீட்டர் வரை பார்க்கக்கூடிய திறன் உடையதாகும். இந்த கண்காணிப்பு கேமராக்கள் இரவு நேரங்களிலும் தெளிவாக படம் பிடிக்கும் வசதிகள் கொண்ட நவீன வகை கேமராக்கள் ஆகும்.

புதிய குழு

ராஜீவ்காந்தி அரசு பொது மருத்துவமனையில் லஞ்சம் மற்றும் ஊழலை தடுக்கும் வகையில் தினமும் 2 பேராசிரியர்கள் கொண்ட குழு அமைக்கப்பட உள்ளது. இந்த குழு தினமும் மருத்துவமனையின் அனைத்து வார்டுகளையும் ஆய்வு மேற்கொண்டு அவர்களது அறிக்கையை கொடுக்கும். அந்த அறிக்கையின் அடிப்படையில் தக்க நடவடிக்கை எடுக்கப்படும்.

தனியார் ஒப்பந்த ஊழியர்கள் மீது கொடுக்கப்பட்ட புகார்களின் அடிப்படையில் 5 பேர் மீது நடவடிக்கை எடுக்கப்பட்டு உள்ளது. மேலும் ராஜீவ்காந்தி அரசு பொது மருத்துவமனையில் கடந்த சில நாட்களுக்கு முன்பு லஞ்ச ஒழிப்பு அதிகாரிகள் ஆய்வு மேற்கொண்டனர். லஞ்ச ஒழிப்பு அதிகாரிகளிடம் இருந்து உரிய அறிக்கை வந்தவுடன், அந்த அறிக்கையின் பேரில் ஊழியர்கள் மீது தக்க நடவடிக்கை எடுக்கப்படும்.

தகவல் பலகை

மருத்துவமனை வளாகத்தில் உள்ள மைதானத்தில் புதிதாக வண்டிகள் நிறுத்த வசதிகள் செய்யப்பட்டுள்ளது. சென்டிரல் ரெயில் நிலையத்துக்கு செல்பவர்கள் மருத்துவமனை வளாகத்தில் தங்கள் வண்டிகளை நிறுத்தி விட்டு செல்கின்றனர். இதனால் இந்த புதிய வாகன நிறுத்த ஏற்பாடுகள் செய்யப்பட்டு இருக்கிறது.

மேலும் பிரேத பரிசோதனை நிலையத்தில் தான் அதிக புகார்கள் வருகிறது. இதனால் அங்கு தனி தகவல் பலகை வைக்கப்பட்டு, இறந்தவர்கள் விவரங்கள் உள்ளிட்ட தகவல்கள் அங்கு எழுதிவைக்க ஏற்பாடு செய்யப்பட்டுள்ளது. மேலும் ராஜீவ்காந்தி அரசு பொது மருத்துவமனை பிரேத பரிசோதனை நிலையத்தில் லஞ்சம் கேட்டால் பொது மக்கள் 8939642648 என்ற எண்ணில் எஸ்.எம்.எஸ்(குறுந்தகவல்) மூலமாகவோ அல்லது மருத்துவமனை நிலைய அதிகாரியிடம் புகார் கொடுக்கலாம்.

இவ்வாறு அவர் கூறினார்.

பேட்டியின்போது ராஜீவ்காந்தி அரசு பொது மருத்துவமனை கண்காணிப்பாளர் டாக்டர் நாராயணசாமி மற்றும் மருத்துவமனை நிலைய அதிகாரி டாக்டர் இளங்கோ ஆகியோர் உடனிருந்தனர்.

On account of his intervention, in the last few days, the officers have uploaded documents in the CCTNS platform in around 80 cases.

Chennai: Noticing the failure of the police in uploading the documents relating to Motor Accident Claims cases in the CCTNS online platform, the Madras high court has observed that if there is any failure in future, the court will have no option but to direct the CBCID to investigate into the allegation and prosecute the police officer and others who were in league with him.

Passing interim orders in the case relating to bogus motor accident claims, Justice P.N.Prakash said Vijayaraghavan, counsel for Cholamandalam Insurance company, invited the attention of this court with regard to around 100 cases in which MCOP claims have been filed with hard copies of documents prior to them being uploaded in the CCTNS platform. This is undoubtedly in clear violation of the circulars issued by the DGP and Additional Commissioner of police directing the investigating officers to upload the relevant documents in the CCTNS platform. “It is obvious to this court that the police officers are in league with some vested interest and are handing over hard copies of documents to a chosen few, for them to capture the victims and file MCOPs. In the opinion of this court, the act of such investigating officers, undoubtedly, will fall within the ambit of “misconduct” as defined under the Prevention of Corruption Act, for which, Police investigation can be ordered”, the judge added.

The judge said however, on instruction Government advocate P.Kritika Kamal pleaded that ulterior motives cannot be attributed to all the investigating officers and most of them, out of sheer force of habit, must have parted company of the documents to the victims before uploading them in the CCTNS platform. She also submitted that there were some technical snags in the network which were a stumbling block for uploading the documents in the CCTNS platform. She also submitted that pursuant to the orders of the court , R.Sudhakar, Joint commissioner of Police has held a conference of investigating officers and has exhorted them to follow the directions of the Supreme court and this court and the orders of DGP and ACOP and has warned them all of serious action. On account of his intervention, in the last few days, the officers have uploaded documents in the CCTNS platform in around 80 cases.

“This court is constrained to observe, at this juncture, that if this court stumbles upon any deviation in the future, this court will have no option but to direct the CBCID to investigate into the allegations and prosecute the police officer and others who were in league with him”, the judge added.

The judge also granted time till January 15, 2019 to the state government to scrutinize the Delhi rules and in consultation with the State Crime Records Bureau, bring forth necessary amendment to the Tamil Nadu Motor Vehicle Accident Claims Tribunal Rules to make the CCTNS platform workable.
