NIRF ranking 2019 HIGHLIGHTS: President of India, Ram Nath Kovind has announced the National Institutional Ranking Framework (NIRF) India Rankings 2019 on April 8, 2019. This year, Indian Institute of Technology, Madras topped the overall ranking.

The rankings were announced under nine categories – Overall, Universities, Engineering, Colleges, Management, Pharmacy, Medical, Architecture, and Law.

The ranking is done on the basis of teaching, learning and resources, research and professional practices, graduation outcomes, outreach and inclusivity, and perception.

Last year, Indian Institute of Science, Bangalore topped the list followed by Jawaharlal Nehru University (JNU), New Delhi, Banaras Hindu University (BHU), Varanasi. Anna University, Chennai secured rank 4, while University of Hyderabad clinched the fifth spot, and Jadavpur University hold the sixth position.

Top 25 engineering colleges in India

Besides holding number one position in the overall institutes' category, the Indian Institute of Technology-Madras has again bagged the top position in the engineering college category. President Ram Nath Kovind has today announced the National Institutional Ranking Framework (NIRF) at New Delhi.

In the overall category, The Indian Institute of Science (IISc), Bangalore, and IIT-Delhi ranked second and third in the list respectively. Of the top 10 institutes, seven are IITs.

NIRF ranking 2019 HIGHLIGHTS: Last year, the HRD Ministry released the ranking on April 3, 2018. Overall, the best institute was IISc and the Indian Institute of Technology, Madras (IIT-M) was adjudged the best engineering college while the Indian Institute of Management-Ahmedabad (IIM-A) the best management institution. The Madras High Court slammed the project, its pre-feasibility report and the unconvincing arguments put forth by the NHAI on controversial Rs 10,000 crore Chennai-Salem expressway.

In a big blow to the Edappadi Palaniswami-led AIADMK government in Tamil Nadu, the Madras High Court quashed land acquisition proceedings for the controversial Rs 10,000 crore Chennai-Salem expressway proposed last year. On Monday, a Bench of Justices TS Sivagnanam and V Bhavani Subbaroyan of the Madras High Court provided a point-by-point takedown of the claims made by the state government and the National Highways Authority of India which had pushed for the project, from early last year.

In a 117-page verdict, the court disagreed with the stand of the government to mutate revenue records and transfer government lands, even prior to the issuance of notification under the Land Acquisition Act. Accordingly, the court ordered the reversal of all mutated land records and communications issued to landowners within a period of two weeks.

The ‘Chennai-Salem Greenfield Corridor’, under the Bharatmala Pariyojana, was proposed by the state government with the aim to cut down travel time between Chennai and Salem. Its sudden proposal, and prompt approval by the central government in February last year had raised eyebrows. Soon, the 277.30 km highway became mired in controversy with farmers and residents in the villages along the highway protesting against the loss of their agricultural land.

Pointing out the flaw in the argument of the NHAI, the court said that the benefits of the project were illusory. “It is hard to believe that a small businessman in Vandavasi or Polur would stand benefited on account of this express way, where the traffic is zipping in speeds over 120 kms and to reach the small towns and villages, one has to travel several kilometres to take a spur and drive back to these small towns. Therefore, the projection made by NHAI, as to the benefits of the project highway appears to be illusory. The financial consequences were not analysed by the Consultant and the prejudice, which will be caused to the common man using any of the existing roads was never factored by the respondents." said the court.

‘Scrap the report’

Tearing into the pre-feasibility report prepared for the project which contained references to unconnected places like China and Bengaluru, the court pointed out that it was essentially a “cut and paste” job. “Presumably, the person who prepared the report had earlier prepared similar reports and some of the materials which according to him would have been “stock” materials which were “cut & pasted” from earlier report. Even if that had been done, before the Consultant/their authorized signatory affixes their seal and signature, utmost care should have been taken to ensure that the report contains details concerning the project.” said the court, unconvinced by the arguments of the NHAI.

Soon as the pre-feasibility report for the project was made public, social and environmental activists had pointed out that that standard procedures for appraisal and approval for projects this size may have been bypassed in favour of a hurried clearance. Scrapping the report, the court observed, “We may not agree with the contention of the learned counsel for the petitioner that the report is plagiarized, but what is evident is that there has been non-application of mind and presumably, the report was required to be prepared within a short period for reasons best known.”

With the project consultant's admission that Google Maps was relied on for preparing the report, the court said, "This will go to show that the entire length of the proposed alignment has not been physically verified or visited. Sample surveys are stated to have been conducted. It is not clear as to whether personnel were deputed for collecting the data of PCUs or the data available in the toll plazas were collated."

“In any event, given the distance to which the proposed highway is to be formed and considering the terrain in which it is proposed to be formed, consultant could not have made any justifiable study to reflect the true picture within less than 60 days.” the court added, opining that more thorough study was required.

Toll collection

As per the between the toll operator and the NHAI, if a new road affects the collection of tolls then the agreement is liable to be extended for a period up to 50% to 100% of its original period. "Therefore, the existing toll operators on the three toll roads will continue to collect toll far beyond their original period, which will ultimately affect the travelling public. The NHAI has stated that the road is an access control road to mean that the road is accessible only at designated spots which appears to be in four to six places between Chennai and Salem,” said the court.

‘Doesn’t matter if some farmers are okay’

While the furore over the Chennai Salem Expressway witnessed a number of protests, detention of journalists and arrests of activists, the government had maintained that some residents and farmers in the areas were willing to be a part of the project. Rejecting this contention, the court said that it was “not concerned with those people who are willing to run the risk and it is up to them to seek sane advice.” It said, “We are more concerned about the innocent people who are not aware of their rights, all that they know is that they will not be able to survive without their agricultural lands. The nature of attachment to the land is inseparable. Therefore, to understand the impact of the project vis-a-vis the object with which NHAI is said to have conceived the project, it is essential that the people who are likely to be affected, if not all, at least few of them should be heard in the matter.”

Gitam to offer new BSc (blended) course from 2019-20

HYDERABAD: The Gitam deemed-to-be-university has launched a new bachelor of science (blended) from the academic year 2019-20.

According to a press release issued by Gitam on Wednesday, the new course will be offered in collaboration with the University of Melbourne (UoM), Australia. "This innovative new curriculum integrates four major disciplines of science (chemistry, physics, mathematics and biology) into a common curriculum for all students for two years followed by a strategic but diverse choice of major streams in the third year," read a press release issued by Gitam.

The UoM will recognise the B.Sc (blended) and graduates will be eligible to apply for postgraduate Science programs at the UoM on an equivalent basis. A delegation from the UoM visited Gitam following which they concluded that the new programme will be offered after it is approved by the board of studies.

இந்த ஞாயிற்றுக்கிழமை காலை அந்தச் சிறுமி பட்டாம்பூச்சிகளைத் துரத்தியபடி ஓடியிருக்கலாம். நண்பர்களுடன் கண்ணாமூச்சி விளையாடியிருக்கலாம். அம்மாவிடம் செல்லமாகச் சண்டையிட்டுச் சிரித்திருக்கலாம். ஆனால், அவள் பெண்ணாகப் பிறந்ததாலேயே இதுபோன்ற குழந்தைப் பருவத்தின் எந்தவொரு மகிழ்ச்சிக்கும் இந்தச் சமூகம் அனுமதிக்கவில்லை. கோவை துடியலூரைச் சேர்ந்த அந்த ஏழு வயதுச் சிறுமி, சொல்லொணாத் துயரத்துக்கு ஆளாக்கப்பட்டு உயிரோடு சிதைக்கப்பட்டு இன்று நினைவாக மட்டுமே மிஞ்சியிருக்கிறாள்.

பெண் குழந்தைகள் மீதான வன்முறையும் அதைத் தொடரும் படுகொலையும் நிகழும்போதெல்லாம் பதற்றப்படுகிறோம். குற்றவாளிகள் தண்டிக்கப்பட வேண்டும் எனக் கோபப்படுகிறோம். பெண் குழந்தைகள் இருக்கிற வீடுகளில் அச்சத்துடன் இது பற்றி விவாதிக்கிறோம். பாலினச் சமத்துவத்துடன் குழந்தைகள் வளர்க்கப்படுவதன் அவசியம் குறித்துப் பேசுகிறோம்.

ஆபத்து நேரத்தில் எப்படித் தங்களைத் தற்காத்துக்கொள்வது அல்லது அந்த இடத்திலிருந்து எப்படித் தப்பிப்பது எனக் குழந்தைகளுக்குக் குருவி தலையில் பனங்காயைப் போல் அறிவுரைகள் வழங்குகிறோம். ஆனால், குழந்தைகள் மீதான வன்முறை நாளுக்கு நாள் புதுப்புது வடிவத்தில் வளர்ந்து நம்மைக் கலங்ககடிக்கவே செய்கிறது. குழந்தைகளை எங்கேயும் அனுப்பாமல் வீட்டுக்குள்ளேயே பூட்டித்தான் வைக்க வேண்டுமா என்கிற தாய்மார்களின் புலம்பலையும் கேட்க முடிகிறது. ஆனால், வீட்டுக்குள்ளேயே நிகழ்த்தப்படுகிற குழந்தைகள் மீதான வன்முறையை எப்படிக் களைவது?

தேசிய குற்றவியல் ஆவணக் காப்பகத்தின் கணக்குப்படி 2006-ல் ஆயிரங்களில் இருந்த குழந்தைகள் மீதான குற்றங்களின் எண்ணிக்கை,
2016-ல் லட்சங்களைத் தாண்டிவிட்டது. பத்து ஆண்டுகளில் 500 சதவீத அளவுக்குக் குற்றங்கள் அதிகரித்திருப்பது நாம் என்ன மாதிரியான ‘பண்பட்ட நாகரிக’ சமூகத்தில் வாழ்கிறோம் என்பதை உணர்த்துகிறது.

குழந்தைகளுக்கு எதிரான குற்றங்களில் கடத்தலுக்கு அடுத்தபடியாக முக்கிய இடத்தை வகிப்பவை குழந்தைகள் மீதான பாலியல் குற்றங்களே. குழந்தைகளின் பாதுகாப்பை உறுதிசெய்ய வேண்டிய பொறுப்பும் கடமையும் குடும்ப அமைப்புக்குத்தான் இருக்கிறது. ஆனால், குடும்ப உறுப்பினராலோ உறவினராலோ அல்லது நன்கு அறிமுகமான நபராலோ தான் பெரும்பாலான குழந்தைகள் வன்முறைக்கு ஆளாக்கப்படும் நிலையில் குடும்ப அமைப்புகூடக் குழந்தைகளுக்குப் பாதுகாப்பு இல்லையா என்ற கேள்வி எழுகிறது.

கட்டற்ற பாலியல் காட்சிகள்

உலக மயமாக்கலுக்குப் பிறகு நம் உள்ளங்கைகளுக்குள் வந்தமர்ந்துவிட்ட தொழில்நுட்பத்துக்கும் அதிகரித்துவரும் குழந்தைகள் மீதான வன்முறைக்கும் தொடர்பு இருக்கிறது. கட்டற்ற இணைய வெளியும் அதில் கொட்டிக் கிடக்கிற பாலியல் வீடியோக்களும் மனித மனங்களில் புதைந்துகிடக்கிற வக்கிரத்தைத் தூண்டிவிடுகின்றன. திரைக்கும் நமக்கும் உள்ள இடைவெளிக்கும்கூட இதில் முக்கியப் பங்கு இருக்கிறது என்று உளவியலாளர்கள் சொல்கிறார்கள்.

செல்போனை மிக அருகில் வைத்துப் பார்க்கிறபோது அவை மூளைக்குள் ஏற்படுத்துகிற மாற்றங்கள் வீரியமானவை. திரைப்படங்கள், காட்சி ஊடகங்கள் என அனைத்திலும் பெண்களின் உடல்கள் காட்சிப்படுத்தப்படுகின்றன. தாராளமயமாக்கலில் ஒரு புறம் எல்லாமே எல்லைமீறிக் காணக் கிடைக்க இன்னொரு புறம் அவற்றைக் கையாளத் தெரியாமல் கூட்டம் பெருகிவருகிறது. நாள் முழுக்க இதுபோன்ற காட்சிகளைப் பார்க்கும் நிலையில் பக்குவப்பட்ட, உணர்வைக் கையாளத் தெரிந்த ஆண் கண்ணியம் காக்கிறான். அப்படியில்லாதவனோ கைக்குக் கிடைக்கிற குழந்தைகளைத் தன் வக்கிரத்துக்கு இரையாக்குகிறான்.


பெண்கள் மீதான பாலியல் வன்முறைக்கு அவர்களின் உடையையும் செயல்பாட்டையும் காரணம் காட்டித் தப்பித்துக்கொள்கிறவர்கள் குழந்தைகள் விஷயத்தில் எதைக் காரணமாக்குவார்கள்? பாலியல் வல்லுறவுக்கான காரணங்கள் எனக் குறிப்பிட்டுச் சமூக வலைத்தளங்களில் பரவிய வரைபடம் இந்தக் கேள்விக்குப் பதிலாக அமையும். குட்டைப் பாவாடை, ஆண்களோடு சகஜமாகப் பேசுவது, தனியாக நடந்து செல்வது, இரவு நேரம் எனக் காரணங்களை அடுக்கிவிட்டு வல்லுறவில் ஈடுபட்ட ஆண்தான் பாலியல் வன்முறைக்கு ஒரே காரணம் என்பதாக அது அமைந்திருந்தது.

சட்டங்களால் தடுக்க முடியாதா?

தவறு நிகழ்ந்த பிறகு குற்றவாளிக்குத் தண்டனையளித்து அதன் மூலம் குற்றங்களைத் தடுப்பதைத்தான் சட்டங்கள் செய்யும். தவறு செய்தால் தண்டனை கிடைக்கும் என்ற அச்சமே பிறரைத் தவறு செய்ய விடாமல் காக்கும். ஆனால், தவறு செய்துவிட்டுத் தண்டனையிலிருந்து தப்பித்துவிடலாம் என்ற எண்ணத்தில்தான் இங்கே பலரும் குற்றமிழைக்கிறார்கள்.

அனைத்துவிதமான பாகுபாடுகளோடு செயல்படும் காவல்துறையே பெரும்பாலான குற்றவாளிகளுக்கு அந்தத் துணிச்சலைத் தருகிறது. ஊடகங்களின் வெளிச்சத்துக்கு வருகிற வழக்குகளில் மட்டும் துரித நடவடிக்கையை எடுக்கிற காவல்துறை, மற்ற வழக்குகளில் அதே வேகத்தைக் காட்டுவதில்லை.

விரைந்து கிடைக்க வேண்டும் நீதி

விசாரணை, வழக்கு என அலைக்கழிக்கப்படுவோம் என்பதற்காகவே வீட்டில் திருடுபோனால்கூடச் சிலர் புகார் தரத் தயங்குவார்கள். சட்டம் ஒழுங்கை அமல்படுத்தும் துறையின் மீது நம் மக்களுக்கு இருக்கும் அவநம்பிக்கையின் வெளிப்பாடே இது. இப்படியொரு சூழலில் குழந்தைகளை எதற்கு அலைக்கழிக்க வேண்டும் என்றே பெரும்பாலானோர் குழந்தைகள் மீதான பாலியல் வன்முறை குறித்த குற்றத்தைக் காவல் துறையின் கவனத்துக்குக் கொண்டுசெல்வதில்லை.

பொதுவாகக் குழந்தைகள் மீதான பாலியல் வழக்குகளை விசாரிக்கத் தனி நீதி மன்றம் அமைக்க வேண்டும். தமிழகத்தில் மகிளா நீதி மன்றங்களே குழந்தைகளுக்கான சிறப்பு நீதி மன்றங்களாகவும் செயல்படுகின்றன. “குழந்தைகள் மீதான பாலியல் குற்றங்களை விசாரிக்கக் காவல் துறையில் சிறப்புக் குழு இருக்க வேண்டும்.

ஆனால், மற்ற வழக்குகளை விசாரிக்கும் காவலர்களே இவற்றையும் கையாள்கிறார்கள். அதனாலேயே இதுபோன்ற வழக்குகளில் நீதி கிடைப்பது தாமதமாகிறது. காவல்துறை எந்தச் சார்பும் இல்லாமல் நேர்மையாக விசாரணை நடத்துகிறதா என்பதை அனைவரும் அறிவர்” என்கிறார் வழக்கறிஞர் அஜிதா.

ஏற்கெனவே உடலாலும் மனத்தாலும் பாதிக்கப் பட்டிருக்கும் குழந்தைகளை மேலும் துன்புறுத்தக் கூடாது என்பதற்காகத்தான் சில நெறிமுறைகளை ‘போக்ஸோ’ சட்டம் முன்வைக்கிறது. விசாரணை அதிகாரிகள் அந்த நெறிமுறைகளைச் சரிவரக் கடைப்பிடிக்கிறார்களா என்பதும் சந்தேகமே. அவர்களுக்கு இது குறித்துப் பயிற்சி நடந்தபடியே இருப்பதாகச் சொல்கிறார்கள். ஆனால், விசாரணை நடப்பதையும் வழக்குகள் நிறைவடைவதையும் பார்த்தால் அப்படி எதுவும் நடப்பதுபோல் தெரியவில்லை. ‘போக்ஸோ’ சட்டப் பிரிவின் கீழ் பதிவாகும் வழக்குகளில் சொற்ப வழக்குகளே நீதிமன்றத்தை அடைந்திருக்கின்றன என்பதே விசாரணையின் வேகத்தைச் சொல்கிறது.

சட்டத்தின் துணையோடு சமூக மாற்றமும் அவசியம் என்கிறார் அஜிதா. “குழந்தைகள் மீதான பாலியல் குற்றங்களை வெளியே சொல்லத் தயங்கும் மனநிலையை மக்கள் மாற்றிக்கொள்ள வேண்டும். இது குறித்த விழிப்புணர்வை ஏற்படுத்துவதில் ஊடகங்களுக்கு முக்கியப் பங்குண்டு. பத்து, இருபது ஆண்டுகளுக்கு முன்பு திருநங்கைகள் நடத்தப்பட்டதற்கும் இன்று அந்த அணுகுமுறை மாறியிருப்பதற்கும் மக்களிடையே அதிகரித்த விழிப்புணர்வே காரணம். அப்படியொரு விழிப்புணர்வு குழந்தைகள் மீதான குற்றங்களிலும் தேவைப்படுகிறது.

அனைத்தையும்விட அரசின் பங்கு இதில் அத்தியாவசியமானது. இப்படியான விழிப்புணர்வை ஏற்படுத்தவும் குழந்தைகள் மீதான குற்றங்களைக் குறைக்கவும் அரசு பட்ஜெட்டில் எவ்வளவு ஒதுக்குகிறது, அந்தப் பணம் சரியான வகையில்தான் செலவு செய்யப்படுகிறதா என்பதும் கேள்விக்குறியே. இதில் நடைபெறும் ஊழல் என்பது ஊழல் மட்டுமல்ல. அது சமத்துவமின்மைக்கும் சாதியத்துக்கும் அதிகாரத்துக்கும் ஆதரவானது; பெண்களுக்கும் குழந்தைகளுக்கும் எதிரானது” என்கிறார் அஜிதா.

குற்றவாளிகளை அம்பலப்படுத்துவோம்

குழந்தைகள் மீது நிகழ்த்தப்படும் வல்லுறவு, கொலை போன்றவை மட்டுமே வன்முறையல்ல. குழந்தைகளை விரும்பத்தகாத முறையில் தொடுவது, பேசுவது, பாலியல் படங்களை அவர்களுக்குக் காட்டுவது, குழந்தைகளின் முன்னால் ஆடைகளைக் களைவது உள்ளிட்ட பாலியல் தொடர்புடைய பல செயல்களும் பாலியல்ரீதியான வன்முறையே.

பயத்தின் காரணமாக இவற்றைப் பெரும்பாலான குழந்தைகள் வெளியே சொல்வதில்லை. தனக்கு எது நடந்தாலும் அதைத் தயக்கமின்றி வீட்டில் சொல்லக்கூடிய சூழலை நாம் ஏற்படுத்தியிருக்கிறோமா என்று நம்மைப் பரிசீலனை செய்துகொள்ள வேண்டியதும் அவசியம். நாம் சொன்னால் வீட்டில் நிச்சயம் நம்புவார்கள் என்ற உறுதியைக் குழந்தைக்கு ஏற்படுத்தித்தர வேண்டியதும் நம் பொறுப்பே.

சிறு வயதில் பாலியல் சீண்டலுக்குள்ளாகும் பெண்கள் வளர்ந்த பிறகும் ஆளுமைச் சிக்கலுக்குள்ளாவதையும் மூன்று பெண்களில் இருவர் சிறு வயதில் நேரடியாகவோ மறைமுகமாகவோ பாலியல்ரீதியான துன்புறுத்தலை அனுபவித்தவர்கள் என்பதையும் நாம் பிரித்துப் பார்க்க முடியாது. சமூகத்தின் சரிபாதி அங்கமான பெண்களைப் பாலியல் சீண்டல் குறித்த அச்சத்துடனோ அருவருப்புடனோ வாழ நிர்பந்திப்பது ஆரோக்கிய சமூகத்துக்கான அடையாளமல்ல.

குழந்தைகள் மீது நிகழ்த்தப்படும் பாலியல் குற்றங்களை அடையாளப்படுத்தி, குற்றவாளிகளை அம்பலப்படுத்துவது; அவர்களுக்குக் காலம் தாழ்த்தாமல் கடுமையான தண்டனையைப் பெற்றுத்தருவது; இதுபோன்ற வன்முறைகள் குறித்த விழிப்புணர்வைச் சமூகத்தில் ஏற்படுத்துவது போன்றவற்றின் மூலம் குழந்தைகள் மீதான வன்முறையை ஓரளவு தடுக்க முடியும். அனைத்துக்கும் மேலாக அறமும் சுய ஒழுக்கமும் வீட்டு ஆண்கள் ஒவ்வொருவரிடமும் இருக்கிறதா என்பதையும் பெண்கள் உறுதிப்படுத்திக்கொள்ள வேண்டும்.

ஏழை மக்களின் கல்வி உரிமையைப் பறிக்கும் வகையில் நீட் தேர்வு உள்ளதாக உயர்நீதிமன்ற ஓய்வு பெற்ற நீதிபதி அரி பரந்தாமன் கூறினார்.
தமிழ்நாடு நல்வாழ்வு இயக்கம் மற்றும் மக்கள் நல்வாழ்வுக்கான மருத்துவர் சங்கம் சார்பில் பாரதி புத்தகாலயம் பதிப்பித்துள்ள நீட் அபாயம் நீங்கிவிட்டதா? என்னும் நூல் வெளியீட்டு விழா, சென்னைத் தேனாம்பேட்டையில் உள்ள இந்திய சுவிசேஷ லூத்தரன் சபையில் மருத்துவர் சி.எஸ்.ரெக்ஸ் சற்குணம் தலைமையில் வெள்ளிக்கிழமை நடைபெற்றது.

இந்த விழாவில் சிறப்பு விருந்தினராக கலந்து கொண்டு நூலை வெளியிட்டு நீதிபதி அரிபரந்தாமன் பேசியது: நீட் தேர்வினால் உருவாகும் மருத்துவர்கள் தற்போதுள்ள மருத்துவர்களைப் போல் சேவை மனப்பான்மையோடு இருக்க மாட்டார்கள். நீட் தேர்வுக்கான பயிற்சி மையங்கள் மூலம் கல்வி வணிகமாக்கப்படுகிறது. கல்வியைத் தனியாரிடம் ஒப்படைத்ததற்கும் நீட் தேர்வைக் கொண்டு வருவதற்கும் நெருங்கிய தொடர்பு உள்ளது. ஏழை மாணவர்கள் கல்வியில் சாதிப்பதை முறியடிக்கவே கல்வி தனியார் மயமானது. தனியாருக்குக் கல்வியை ஒப்படைத்து வழங்கிய நீதிமன்றத் தீர்ப்பே என்னை மிகவும் பாதித்த தீர்ப்பு. கல்வியை அரசு முழுவதுமாக கையில் எடுத்தாலே நீட் தேர்வுக்கான அவசியம் இருக்காது.
நீட் சாதாரண மக்களின் கல்வியையும், மாநில உரிமையையும் பறிக்கிறது. ஏழைக்குழந்தைகள் அரசுப் பள்ளியில் படிப்பதில்லை. பள்ளிக் கல்விக்குத் தனியார் நிறுவனங்களைத் தேடும் பெற்றோர், உயர்கல்விக்கு அரசுக் கல்லூரிகளை நாடுகின்றனர் என்றார் அவர். விழாவில் மருத்துவர்கள் எஸ்.காசி, ஜே.அமலோர்பவநாதன், ஆர்.பி.சண்முகம் உள்ளிட்டோர் கலந்து கொண்டனர்.

ஐஏஎஸ் தேர்வில் தமிழகத்தில் முதலிடம் பெற்ற மதுராந்தகம் மாணவர்

 ஐஏஎஸ் தேர்வில் அகில இந்திய அளவில் 23-ஆவது இடத்தையும், தமிழக அளவில் முதலிடத்தையும் பெற்று மதுராந்தகம் மாணவர் ரிஷப் சாதனை படைத்துள்ளார்.

காஞ்சிபுரம் மாவட்டம், மதுராந்தகம் நகரில் அடகுக் கடை நடத்தி வருபவர் தேஹ்ராஜ் ஜெயின். இவரது மகன் ரிஷப் (26). இவர் ஐஏஎஸ் தேர்வு எழுதி இருந்தார். அதில் இந்திய அளவில் 23-ஆவது இடத்தையும், தமிழக அளவில் முதலிடத்தையும் பெற்றார்.

இதைத் தொடர்ந்து, ஞாயிற்றுக்கிழமை மதுராந்தகம் வந்த அவருக்கு பொதுமக்கள் சார்பில் நகராட்சி அலுவலகம் அருகே வரவேற்பு அளிக்கப்பட்டது. இதில், ரிஷப் படித்த விவேகானந்தா வித்யாலயா மெட்ரிக் மேல்நிலைப்பள்ளி தாளாளர் லோகராஜ், வில்வராயநல்லூர் சுபம் கல்வி நிறுவனங்களின் தாளாளர் எஸ்.டி.மனோகர் குமார், நகர ஜெயின் சங்கத்தினர், வர்த்தக சங்கத்தினர் ஆகியோர் கலந்துகொண்டு ரிஷபுக்கு மாலை அணிவித்து மரியாதை செய்து, மேளதாளம் முழங்க, ஊர்வலமாக அழைத்து வந்தனர்.

நான் இப்பகுதியில் உள்ள விவேகானந்தா பள்ளியில் ஆரம்பக் கல்வியும், திண்டிவனம் மான்போர்டு மெட்ரிக் பள்ளியில் மேல்நிலைக் கல்வியும், பெருங்குடி எம்.என்.எம். பொறியியல் கல்லூரியில் பட்டப்படிப்பும் படித்தேன்.
அதைத் தொடர்ந்து, சென்னை சங்கர் ஐஏஎஸ் அகாதெமியில் சேர்ந்து சிவில் சர்வீஸ் தேர்வுகளை எழுதப் பயிற்சி பெற்றேன். கிராமப்பகுதி மாணவர்களும் சிவில் சர்வீஸ் தேர்வுகளை எழுதவேண்டும். அவர்கள் அதில் தேர்ச்சி பெற்று சமூகத்துக்குத் தொண்டாற்றவேண்டும். சமூக நலனில் அக்கறையுடைய எனக்கு, இந்திய மக்களுக்காகப் பணியாற்ற வாய்ப்பு கிடைத்திருப்பது மகிழ்ச்சி அளிக்கிறது என்றார் அவர்.

கடந்த வாரம் காங்கிரஸ் கட்சியுடன் தொடர்புடைய 687 போலி முகநூல் கணக்குகள், முகநூல் நிறுவனத்தால் முடக்கப்பட்டிருக்கின்றன. அதற்குக் காரணம், பல்வேறு பெயர்களில் முகநூல் கணக்குகள் தொடங்கப்பட்டு அதன் மூலம் தவறான செய்திகளைப் பரப்பிக் கொண்டிருக்கிறார்கள் என்பதுதான். இதேபோல காங்கிரஸ் மட்டுமல்லாமல் ஏனைய அரசியல் கட்சிகளும் பல்வேறு தனிநபர்கள், நிறுவனங்களும்கூட முகநூல் கணக்குகளை ஏற்படுத்தி அதன் மூலம் பரப்புரைகள் செய்து வருகின்றன. விமர்சனத்துக்குரிய பதிவுகளையும் வதந்திகளையும் பரப்புவதற்குப் பயன்படுத்துகின்றன. முகநூலையும், கட்செவி அஞ்சலையும் எந்த அளவுக்குத் தவறாகப் பயன்படுத்த முடியும் என்பதற்கு பொள்ளாச்சி சம்பவம் சமீபத்திய எடுத்துக்காட்டு.

இத்தகைய பரிவர்த்தனைகள் தற்போது மூழ்கும் அபாயத்தில் உள்ள பிற தனியார் தமிழக வங்கிகளுக்கும் இதே போன்ற பரிவர்த்தனைகளில் ஈடுபடக்கூடிய எதிர்பார்ப்புகளை உண்டாக்கலாம் என்று கருதப்படுகிறது.

லஷ்மிவிலாஸ் வங்கியைத் தத்தெடுத்திருக்கும் மும்பை வர்த்தக நிறுவனம் எது தெரியுமா? அதன் பணக்கார மும்பை பெற்றோர் ‘இந்தியா புல்ஸ் ஹவுஸிங் ஃபினான்ஸ் நிறுவனம்’. தற்போது இந்தியா புல்ஸ் நிறுவனத்துடன் இணைந்த பின் ‘இந்தியாபுல்ஸ் லஷ்மி விலாஸ் வங்கி’ என்ற பெயரில் பெயர் மாற்றம் பெற்றுள்ள இந்த வங்கியின் ஒருங்கிணைந்த கடன் தொகை தற்போது 1.23 லட்சம் கோடி ரூபாய்கள்.

கடந்த ஒரு வருட காலமாகவே வாராக்கடன் தொகைகளால் திணறிக் கொண்டிருந்த லஷ்மி விலாஸ் வங்கியின் நெருக்கடி இந்த இணைப்பின் வாயிலாக ஒரு முடிவுக்கு வந்துள்ளது. கடந்த ஒருவருட காலமாகவே லஷ்மி விலாஸ் வங்கியின் மூலதன விகிதம் 7.57% மாகச் சரிந்து 2018 ஆம் ஆண்டின் இறுதி முதல் கடந்த மூன்று மாத காலமாக 9.67% ல் வந்து நின்றது. கடந்த ஐந்து காலாண்டுகளிலும் வங்கியின் லாபவிகிதம் கடும் சரிவிலேயே இருந்து வந்தது. தற்போது இந்தியாபுல்ஸ் ஹவுஸிங் ஃபினான்ஸ் நிறுவனத்துடன் இணைக்கப்பட்ட வகையில் இந்த வங்கியின் தலைமையகம் மும்பைக்கு மாற்றப்பட உள்ளதாகவும் இந்தியா புல்ஸ் ஹவுஸிங் ஃபினான்ஸ் நிறுவனத்தின் தற்போதைய நிர்வாக இயக்குனராக சமீர் கெலாட் இப்புதிய நிறுவனத்துக்கும் நிர்வாக இயக்குனராகத் தொடர்வார் என்று தகவல்.

அரசு மருத்துவர்கள் ஓய்வு பெறும் வயதை 60 -லிருந்து 62ஆக உயர்த்தியது கோவா அரசு.

இதுதொடர்பாக தொழிலாளர் துறை ஆணையர் ஜயந்த் தாரி கூறியதாவது:
தொழிலாளர் துறை அண்மையில் உத்தரவு ஒன்றை வெளியிட்டது. அதில், அரசு மருத்துவர்கள் ஓய்வு பெறும் வயதை 62ஆக உயர்த்துவதாக தெரிவிக்கப்பட்டிருந்தது. இஎஸ்ஐ மருத்துவமனை, கோவா மருத்துவக் கல்லூரி மருத்துவமனை ஆகியவற்றில் மருத்துவர்களாக இருப்பவர்கள் இதன்மூலம் பலனடைவார்கள் என்றார் அவர்.

துணை முதல்வர் மனோகர் அஜ்காவன்கரின் சகோதரரும், மருத்துவருமான ஸ்ரீகாந்தும் இதன்மூலம் பலனடைவதாக ஊடகங்களில் செய்தி வெளியானது.
இதுகுறித்து கோவா அரசு ஊழியர்கள் சங்கத் தலைவர் பிரசாந்த் தேவிதாஸ் கூறுகையில், "ஊடகங்களில் வெளியான செய்தியை கவனத்தில் எடுத்துக் கொண்டோம். இதுதொடர்பான விவரங்களை கோரியுள்ளோம். ஓய்வு பெறும் வயதை உயர்த்துவதை எதிர்க்கிறோம்' என்றார்.

ஸ்ரீகாந்தை செய்தியாளர்களால் தொடர்பு கொள்ள முடியவில்லை. துணை முதல்வர் அஜ்காவன்கங் கூறுகையில், "சட்டப்படிதான் மருத்துவர்களின் ஓய்வு வயது உயர்த்தப்பட்டது' என்றார்.

சென்னை சென்ட்ரல் ரயில் நிலையத்துக்கு எம்.ஜி.ஆர். பெயர் சூட்டப்பட்டதற்கான அரசாணை வெளியிடப்பட்ட மறு நாளே பயணச் சீட்டுகளிலும் புதிய பெயர் அச்சிட்டு வழங்கப்படுகின்றது.
சென்னை சென்ட்ரல் ரயில் நிலையத்துக்கு முன்னாள் முதல்வர் எம்.ஜி.ஆர். பெயர் சூட்டப்படும் என்று சென்னையில் நடந்த பொதுக் கூட்டத்தில் பிரதமர் மோடி அறிவித்தார். இதையடுத்து, "புரட்சித் தலைவர் டாக்டர் எம்.ஜி.ஆர். சென்ட்ரல் ரயில் நிலையம்' என பெயர் மாற்றி சனிக்கிழமை அரசாணை வெளியிட்டது. பெயர் மாற்ற விவரம் அரசிதழிலும் வெளியிடப்பட்டது.
இந்நிலையில் அரசாணை வெளியிட்ட அடுத்த நாளே பயணச் சீட்டுகளிலும் சென்ட்ரல் ரயில் நிலையத்தின் பெயர் மாற்றப்பட்டு எம்.ஜி.ஆர். பெயரைக் குறிக்கும் வகையில் "எம்ஜிஆர் சென்னை சிடிஆர்' என அச்சிடப்பட்டு வழங்கப்படுகிறது.

திமுக முதன்முறையாகத் தேர்தல் களம் கண்ட 1957-இல், கார்டு அரையணா, கவர் ஓரணா, பட்டாளச் செலவு குறைந்தால் என விளம்பரப்படுத்தியவர்கள் திமுக-வினர். 1952-57 எனும் முதலாவது ஐந்தாண்டுத் திட்டத்துக்கான மொத்த மதிப்பீடு ரூ.2,500 கோடி. அதில் ராணுவத்துக்கான ஒதுக்கீடு ரூ.200 கோடி. திமுக ஆட்சிக்கு வந்தால் ராணுவத்துக்கான ஒதுக்கீட்டைக் குறைத்து அதன் வழியாக அஞ்சலட்டை மூன்று பைசாவுக்கும் அஞ்சலுறை ஆறு பைசாவுக்கும் கிடைக்கச் செய்வோம் என்பதுதான் திமுக எழுப்பிய முழக்கத்தின் பொருள்.

மாநிலக் கட்சியான திமுக, தமிழகத்தின் மக்களவைத் தொகுதிகள் என அனைத்தையும் கைப்பற்றினாலும் மத்திய அரசின் அதிகாரத்துக்குரிய ராணுவச் செலவு, அஞ்சலட்டை, அஞ்சலுறை ஆகியவற்றின் விலையைக் குறைக்க முடியுமா எனச் சிந்திக்கத் தெரியாதவர்களாகத் தமிழக வாக்காளர்களை எடை போட்ட கட்சிதான் திமுக.
1967 தேர்தல் அறிக்கையில் ரூபாய்க்கு மூன்று படி அரிசி என்னும் வண்ணமயமான வாக்குறுதியை திமுக-வினர் வழங்கினர். மக்களும் அதை நம்பி வாக்களித்தனர். தேர்தல் முடிந்து ஆட்சியைக் கைப்பற்றியோர் மூன்று படி லட்சியம்; ஒரு படி நிச்சயம் எனக் கூறி தாங்கள் அளித்த வாக்குறுதியைச் செல்லாததாக்கி விட்டார்கள்.

அறுபதாண்டுகளுக்குப் பிறகும் அதே மனப்பான்மையில்தான் இன்றைய திமுக தலைமையும் இருக்கிறது. தற்போது நடைபெறவிருக்கும் மக்களவைத் தேர்தலுக்கான அ.தி.மு.க தேர்தல் அறிக்கையில் கல்வியைப் பொதுப் பட்டியலிலிருந்து மாநிலப் பட்டியலுக்கு மாற்ற வேண்டுமென அதிமுக தொடர்ந்து வலியுறுத்தும் எனவும், இந்திய நாட்டின் அலுவல் மொழிகளில் ஒன்றாகத் தமிழையும் அறிவித்திட வேண்டுமென மத்திய அரசை அ.தி.மு.க வலியுறுத்தும் எனவும் குறிப்பிடப்பட்டுள்ளது. திமுக தேர்தல் அறிக்கையில், மத்தியில் இணை ஆட்சிமொழியாக தமிழை அங்கீகரிக்கத் தேவையான சட்டத்திருத்தங்கள் செய்யப்படும் எனவும் கல்வி மீண்டும் மாநிலப் பட்டியலுக்குக் கொண்டு வரப்படும் எனவுமாக அமைந்திருக்கிறது.
ஆனால், அகில இந்தியாவுக்குமான காங்கிரஸ் கட்சியின் தேர்தல் அறிக்கையில் பள்ளிக் கல்வியை மாநிலப் பட்டியலுக்குக் கொண்டுவர நடவடிக்கை எடுக்கப்படும் என்று மட்டுமே குறிப்பிடப்பட்டிருக்கிறது. பாஜகவின் நிலைப்பாடு தெரியவில்லை. திமுக, அதிமுக இரண்டும் ஏற்கெனவே மத்தியில் ஆளும் கூட்டணி அரசில் இடம்பெற்றிருந்த காலங்களில் மேற்கொண்ட முயற்சி என்ன? ஒரே ஒரு முறையாவது இவை பற்றிய தீர்மானங்களை நாடாளுமன்றத்தில் முன்மொழிந்து, அவை தொடர்பான விவாதங்கள் நடைபெறச் செய்திருக்கிறார்களா? தமிழை மட்டும் மத்திய இணை ஆட்சி மொழியாக்க திராவிடச் சகோதரர்களே உடன்படமாட்டார்கள். மற்றவர்கள் எப்படி ஒப்புக்கொள்வார்கள்?
இதிலே கொடுமை என்னவென்றால், தமிழகத்தில் அனைத்து நிலைகளிலும் தமிழை பயிற்று மொழியாக்குதல் குறித்து இரண்டு கட்சிகளின் தேர்தல் அறிக்கைகளிலும் ஒரு வார்த்தைகூட இல்லை. தமிழ்நாட்டில் மழலையர் வகுப்பு முதல் பல்கலைக்கழகம் வரையும் ஆங்கிலப் பயிற்று மொழியை வலுப்படுத்திக் கொண்டு மத்தியில் தமிழை ஆட்சிமொழியாக்குவோம் என்பது போலித்தனத்தின் உச்சம். உதட்டளவு உத்தரவாதம்.

மூன்று படியும் விலைவாசிக் குறைப்பும் சாத்தியப்படாது என்பது மக்களுக்குத் தெளிவாகிவிட்டதால், இலவசமாக தொலைக்காட்சி, மிக்ஸி, கிரைண்டர், எரிவாயு அடுப்பு எனப் பட்டியல் நீள்கிறது. அத்துடன் கடன் தள்ளுபடியும் சேர்ந்து கொண்டது. தற்போது ரொக்கப் பணம் என்பதும் சேர்ந்து கொள்கிறது. சட்டப்படி லஞ்சம் வாங்குதல் மட்டுமல்ல, லஞ்சம் கொடுப்பதும் குற்றமாகும். பணமோ, பொருளோ கொடுத்து வாக்கு கேட்பதும் குற்றம்.
எங்களுக்கு வாக்களித்து வெற்றி பெறச் செய்தால் இன்னின்ன பொருள்கள் இலவசமாகத் தருவோம். இவ்வளவு பணம் தருவோம் என்பது லஞ்சம் ஆகாதது எப்படி? சொந்தப் பணத்தைக் கொடுப்பது லஞ்சம். அரசுப் பணத்தைக் கொடுப்பது லஞ்சமில்லை என்பது என்ன நியாயம்? மக்கள் கொடுக்கும் வரிப் பணத்தை மக்களுக்காகச் செலவிடுதல் முறைதானே எனலாம். பசியோடிருக்கும் ஒருவனுக்கு உண்பதற்கான மீனைக் கொடுப்பதை விடவும் அவனுக்கு மீன்பிடிக்கும் தொழிலைக் கற்றுக் கொடுப்பது மேலானது என்பது ஜப்பானியப் பழமொழி. விவசாயத்தை லாபகரமாக்கும் வகையில் விவசாய இடுபொருள்கள் நியாயமான விலையில் கிடைக்கச் செய்தல், விவசாய விளைபொருள்களுக்கு லாபகரமான விலை கிடைக்கச் செய்தல் வாழ்வாதாரமாகும். வருவாய்க்கு வழியின்றித் தவிக்கும் எளியோர்க்கு வேலைவாய்ப்புகளை உருவாக்குதல் என்பவற்றால் மக்கள் தமது சுய வருமானத்தில் வாழும்படியாகச் செய்தலே லஞ்சமல்லாத ஆக்கப்பூர்வமான மக்கள்நலப் பணியாகும்.

அதற்கு மாறாக, எங்களுக்கு வாக்களித்து ஆட்சியில் அமர்த்தினால் அரசு செலவில் இன்னின்ன பொருள்களை வழங்குவோம். இவ்வளவு பணமாகவும் தருவோம் எனல் லஞ்சமாகாது என்பது சட்டபூர்வமான மோசடியன்றி வேறல்ல. இதைவிடவும் மோசமான ஒன்றை முன்னாள் முதல்வர் கருணாநிதி தொடங்கி வைத்தார். அது தற்போது அனைத்திந்தியப் பெருநோயாகப் பரவியிருக்கிறது. அதாவது, அனைத்து விவசாயிகளின் அனைத்துக் கடன்களையும் தள்ளுபடி செய்தல் ஆகும். வாங்கிய கடனைத் திருப்பிச் செலுத்துதல் என்பது மனிதனின் அடிப்படையான நாணயத் தன்மையாகும். அந்த நாணயத் தன்மையை அழிப்பதன் மூலம் ஒருவரை மனிதத்தன்மையற்றவனாக்குதலை மக்கள்நல அரசே செய்யலாமா?
கடனைத் தள்ளுபடி செய்யலாம். கனமழை, வெள்ளம், வறட்சி என ஏதேனுமொரு காரணத்தால் விவசாயம் பாதிக்கப்பட்டால், பாதிக்கப்பட்டோருக்கு பாதிப்புக்கேற்ற அளவில் இழப்பீடு வழங்கலாம். இழப்பீடு என்னும் முறையில் அவர்களின் கடன்களைத் தள்ளுபடி செய்யலாம். அதை விடுத்து, அனைத்து விவசாயிகளுக்கும் அனைத்துக் கடன்களும் தள்ளுபடி என்பது ஒட்டுமொத்த சமூக மனப்பான்மையைச் சீரழித்தலன்றி வேறல்ல.

விவசாயமல்லாத வேறு காரணங்களுக்காக, அதாவது வீடு கட்டுதல், திருமணம் செய்தல், சுய தொழில் தொடங்குதல் என்னும் முறையில் வாங்கிய கடனைத் திருப்பிச் செலுத்த முடியாமல் அவதிப்படுவோருக்கு என்ன வழி? இன்னொன்று, அனைத்து விவசாயிகளுக்கும் அனைத்துக் கடன்களும் தள்ளுபடி என்பதால், கடன் தள்ளுபடியை எதிர்பார்த்து விவசாயத்தின் பெயரால் அரசு வங்கியில் குறைவான வட்டிக்குக் கடன் வாங்கி, அதனைக் கூடுதல் வட்டிக்கு விடுதல் வேறு வகையில் கூடுதல் வருவாய்க்கான தொழில் செய்தல் என்றிருப்போர்க்கும் கடன் தள்ளுபடியாதல் என்ன நியாயம்? குறைவான வட்டிக்குக் கடன் வாங்கி, அது கொண்டு கூடுதல் வருவாய் ஈட்டுதல் தவறல்ல. அவர்களுக்கும் கடன் தள்ளுபடியாதல் என்ன நியாயம் என்பதே கேள்வி.

இப்படியாக அவசியமற்ற இலவசங்களுக்கும் கடன் தள்ளுபடிக்குமான செலவு எவ்வாறு ஈடுகட்டப்படுகிறது? டாஸ்மாக் வியாபாரத்தின் வழி ஈடுகட்டப்படுகிறது. அரசின் மதுபான விற்பனை காரணமாக சம்பாதிக்கின்ற ஆண்கள் மட்டுமல்ல, சம்பாத்தியம் இல்லாத ஆண்கள், சிறுவர் என அனைவரும் குடிகாரர்களாகிறார்கள். அதன் விளைவுதான், நாளுக்கு நாள் அதிகரிக்கும் கொலை, கொள்ளை, வழிப்பறி, பாலியல் கொடுமை முதலிய குற்றச் செயல்கள் ஆகும். குற்றச் செயல்கள் அதிகரித்து வருவது கவலை அளிக்கிறது.

இலவசங்கள், கடன் தள்ளுபடி எனவும், அவற்றுக்காக மதுவிற்பனை என்பதும், அதன் விளைவாகக் கூடுதலாகின்ற குற்றச் செயல்கள் எனவும் ஒட்டுமொத்த சமூகச் சீரழிவுக்கும் வழி வகுத்தவர்கள் யார்? அவர்களை மீண்டும் தலையெடுக்க விடலாமா என்பது பற்றி நிதானமாகச் சிந்தித்துச் செயல்பட வேண்டிய நேரமிது. குறிப்பாக, இலவசங்களை எண்ணி பெண்கள் மயங்காமல், வருங்கால தலைமுறையினர் நன்மக்களாக வாழ வேண்டிய அவசியத்தை மனதில் கொண்டு செயல்பட வேண்டிய நேரமிது. நல்ல சமயம் இது. நழுவ விடலாமா? கட்டுரையாளர்:

விழுப்புரம் : விழுப்புரத்தில், நேற்று நடந்த தபால் ஓட்டுகள் பதிவின்போது, 'ஓட்டுகளை இங்கேயே, இப்போதே போட வேண்டும்' என, தேர்தல் அலுவலர்கள் வற்புறுத்தியதால், அரசு அலுவலர்கள், கடும்வாக்குவாதத்தில் ஈடுபட்டு, ஓட்டுச் சீட்டுகளுடன் வெளியேறினர். விழுப்புரம் லோக்சபா தொகுதியில், தேர்தல் பணியில் ஈடுபட்டுள்ள ஆசிரியர்கள் மற்றும் அரசு ஊழியர்களுக்கு, இரண்டாம் கட்ட பயிற்சி, விழுப்புரம் அரசு மாதிரி மகளிர் மேல்நிலைப் பள்ளியில், நேற்று காலை துவங்கியது.எச்சரிக்கைபயிற்சியில் பங்கேற்ற வர்களுக்கு, பிற்பகல், 3:௦௦ மணிக்கு, சட்டசபை தொகுதிகள் வாரியாக, தபால் ஓட்டுப்பதிவுக்கு ஏற்பாடு செய்யப்பட்டிருந்தது. தபால் ஓட்டு சீட்டு களை பெற்ற, பெரும்பாலான அரசு ஊழியர்களும், ஆசிரியர்களும் வெளியேறினர்.

இதையறிந்த உதவி தேர்தல் நடத்தும் அலுவலரான, ஆர்.டி.ஓ., குமர வேல், ''தபால் ஓட்டு களை இங்கேயே, இப்போதே போட வேண்டும். வெளியே கொண்டு செல்லக்கூடாது. மீறி எடுத்துச் சென்றால், ஒழுங்கு நடவடிக்கை எடுக்கப்படும்,'' என, எச்சரித்தார்.ஆசிரியர்கள் மற்றும் அரசு ஊழியர்கள், 'தபால் ஓட்டுகளை அவரவர் பகுதியில், அவரவர் விருப்பத்திற்கு பதிவு செய்வது தான் வழக்கம். தபால் ஓட்டுகளை, எங்கள் பகுதிகளில் பதிவு செய்து கொள்கிறோம்.'தபால் ஓட்டு போட, புதிய விதிமுறைகளை விதிக்கிறீர்கள். அதற்கு கட்டுப்பட மாட்டோம்' எனக் கூறி, ஓட்டு சீட்டு களுடன் வெளியேற முயன்றனர்.உரிமை மீறல்ஆர்.டி.ஓ., குமரவேல், ''தபால் ஓட்டுக்கான படிவங்களை பெற்ற யாரும், அதை வெளியே எடுத்துச் செல்லக்கூடாது. தபால் ஓட்டுப்பதிவுக்கான அனைத்து ஏற்பாடுகளும் இங்கு தயாராக உள்ளது.''நீங்கள் படிவம் பெற்றது அனைத்தும், கேமராவில் பதிவு செய்யப்பட்டுள்ளது.

மீறி செயல்பட்டால், உங்கள் மீது தேர்தல் ஆணையம் மூலமாக, ஒழுங்கு நடவடிக்கை எடுக்கப்படும்,'' என, மீண்டும் எச்சரித்தார்.'தபால் ஓட்டு போடுவது எங்கள் உரிமை. ஓட்டு எண்ணிக்கைக்கான முதல் நாள் வரை, எங்களின் ஓட்டுகளை பதிவு செய்ய, அவகாசம் உள்ள நிலையில், தபால் ஓட்டுகளை இப்போதே பதிவு செய்ய வேண்டும் என, வற்புறுத்துவது உரிமை மீறலாகும்' எனக் கூறி, வாக்குவாதத்தில் ஈடுபட்டனர்.பின், தபால் ஓட்டு போடும் பணி துவங்கிய நிலையில், கட்டுப்பாடு ஏதுமின்றி, கும்பல், கும்பலாக உள்ளே நுழைவதும், வெளிப்படையாகவே, அனைவரும் ஓட்டுகளை பதிவு செய்வதுமாக இருந்தனர்.அவர்களை ஒழுங்குபடுத்த, போதிய போலீஸ் பாதுகாப்போ, ஓட்டுப்பதிவிற்கான வழிகாட்டுதலோ இல்லாமல் இருந்தது. கடுப்பான ஆசிரியர்கள், அரசு அலுவலர்கள் பலர், தபால் ஓட்டு படிவங்களோடு வெளியேறினர்.கள்ளக்குறிச்சி கலாட்டாகள்ளக்குறிச்சி லோக்சபா தொகுதிக்கு உட்பட்ட கள்ளக்குறிச்சி - தனி, சட்டசபை தொகுதியில், 1,602 பேர், தேர்தல் பணியில் ஈடுபடுகின்றனர்.இவர்களுக்கான தபால் ஓட்டுப்பதிவு முகாம், ஏ.கே.டி., பள்ளி வளாகத்தில், நேற்று மதியம் நடந்தது.தேர்தல் நடத்தும் உதவி அலுவலர் ஸ்ரீகாந்த் தலைமையில், ஓட்டுப்பதிவு ஏற்பாடுகள் நடந்தன. தேர்தல் பணியில் ஈடுபட்டுள்ள, 1,602 அரசு ஊழியர்களில், 792 பேருக்கு மட்டுமே தபால் ஓட்டுச்சீட்டு வந்துள்ளதாகவும், மற்ற, 810 பேர், 13ம் தேதி வந்து ஓட்டுச்சீட்டு பெற்று, தபால் ஓட்டு போடலாம் எனவும் அறிவிக்கப்பட்டது.

இதனால், ஆத்திரமடைந்த ஊழியர்கள், ஓட்டுப்பதிவு மைய வளாகத்தை முற்றுகையிட்டு, அதிகாரிகளிடம் வாக்குவாதத்தில் ஈடுபட்டனர்.அனுமதி தரவில்லைஅப்போது, அரசு ஊழியர்கள் மற்றும் ஆசிரியர்களின் ஓட்டுகளை திட்டமிட்டு புறக்கணிக்கிறீர்கள். 100 சதவீத ஓட்டுப்பதிவை வலியுறுத்தி, விழிப்புணர்வு நிகழ்ச்சிகளை நடத்தி வந்த அரசு ஊழியர்களுக்கு, ஓட்டு போட அனுமதி தரவில்லை.'மூன்று தேர்தல்களாக, இதே நிலை நீடிக்கிறது' எனக் கூறி, வாக்குவாதத்தில் ஈடுபட்டனர்.அவர்களை, தேர்தல் அதிகாரிகள் சமாதானம் செய்தனர்.மாலை, 3:00 மணிக்கு பின், லோக்சபா தேர்தலில் போட்டியிடும் பிரதான கட்சிகள் மற்றும் சுயேச்சை வேட்பாளர்களின் பிரதிநிதிகள் முன்னிலையில், ஓட்டுச்சீட்டு கிடைக்கப் பெற்ற அரசு ஊழியர்கள், தபால் ஓட்டுகளை பதிவு செய்தனர்.

Chennai: Justice T.Raja of Madras High court has appealed to students to come up with new technology and newer steps to help society and younger generation.

Addressing the University Day and Annual Sports Day function held at VIT, Vellore on Saturday, he spoke about how Nalanda University provided high quality education to all students including those from foreign countries and VIT also imparting high quality education to students from India and abroad.

The Judge appreciated VIT management for providing conducive atmosphere with excellent infrastructure for students to get good quality education. “After visiting this university and seeing its infrastructure it gives immense pleasure that I visited one of the top universities in the world,” he said.

VIT Chancellor Dr. G. Viswanathan urged Government to provide free quality education to all children in the country. About 40 countries offers higher education free to students, of which countries like Norway, Sweden, Germany, France offer free education to foreign students also. “It may not be possible for us to provide free education to foreign students, but we must be able to give free education to our own children. We have suggested that if it is not possible immediately let us begin with free education to girls now; later, we can expand to others also,” he said. The chancellor also said that Education Promotion Society of India (EPSI), in which he is the President, made a request to all political parties to give needed importance to education.

Pointing out that any welfare state should spend enough money on social infrastructure, mainly on education and health, as education improves not only family but also society and the country, the chancellor said that Central Government should spend at least six per cent of the GDP on education, but only four per cent of GDP is now spent for education.

He said, “the new government at the Centre should allocate six per cent of GDP expenditure to higher education and increase it by one per cent every year as we need to cover all the students so that they get school education as well as higher education and I hope it will happen”, he said. The VIT has provided scholarships of `16.07 crore to students by various scholarships this year.

Dr. Sekar Viswanathan, vice-president, VIT, said students learn a lot outside the classroom at VIT and it has been an active campus. As many as 2,142 students got scholarships worth `90 lakh at the function.

Dr. Sandhya Pentareddy, executive director, Dr.Anand A.Samuel, vice chancellor, Dr. S. Narayanan,pro VC, Dr K.Sathiyanarayanan, registrar, VIT also took part. Sanjay.V received the Chancellor’s gold medal and best outgoing student award, and Ms. Amala Kaviya bagged the chancellor’s special award.

Annual refresher course training made mandatory for varsity teachers

NEW DELHI: Teachers in universities will now have to undergo mandatory refresher course training every year, starting this year, passing which will be compulsory.

Officials in the University Grants Commission said that the move was part of measures taken to upgrade the quality of education being imparted in Indian universities.

“The refresher courses have been designed so that the teachers keep abreast with the latest in their field, and what new teaching methodology do they need to incorporate for the betterment of students,” a senior UGC official said.

The courses will be subject-specific and will be updated every year.

“At the end of the course, teachers will be required to appear in a test to assess how much have they learned through the course,” the official added.

Based on their score, the teachers will be graded from A to F, where A will be given to teachers scoring over 85 per cent and F to those scoring less than 50 per cent.

“Those who are graded F will be considered as having failed the test and will be made to repeat the refresher course,” another UGC official told this newspaper.

The higher education department of the Union Human Resources Development Ministry has taken a slew of measures for upgrading the quality of education across institutes of higher education.

The regulator of technical institutes—All India Council of Technical Education—too, starting 2019, is making refresher training courses for teachers in engineering, management and other technical institutes mandatory.

Attending these courses will be taken into account in the academic performance indicators of the teachers, AICTE sources said.

The UGC has been taking action to ensure quality education. Recently, it prohibited imparting distance degree programmes in agriculture.

The decision was taken by the higher education regulator on the ground that a degree programme in agriculture is technical in nature as it requires practicals or laboratory courses. The Union agriculture ministry had referred the matter to the commission.

Opposing the move to hand over the operation and maintenance of Mangaluru International Airport to a private company, the Chief Minister asked why it should be done when the airport is not operating under loss.

Research must be promoted in colleges

The college and university ecosystem must be leveraged for promoting research and to bring a better connect between science and society, said Kiran Mazumdar Shaw, CMD, Biocon.

“We have inadvertently promoted research only in dedicated institutes and have not leveraged the university and college system. This research culture is missing at university level. The approach towards research driven education system must start early than just confining it to our research centres as that will bring a better connect between science and society,” said Shaw at the Annual India Symposium – ‘Science and Society’ held by the Lakshmi Mittal and Family South Asia Institute (LMSAI) at Harvard University in collaboration with the Office of the Principal Scientific Advisor to the Government of India and NITI Aayog.

Mazumdar said that “our premier research institutions have not yet optimally delivered.” She stressed on bringing in more investment into the science and technology sector and scaling up the centres of excellence to promote the scientific ecosystem.

“Investing in the sector is a given to secure the future. Presently, there is only 1% of GDP is invested science, technology and research,” she said.

UAE’s education ministry eases equivalency criteria for Indian degrees

In a relief to the Indian nationals seeking jobs in Gulf countries, the Ministry of Education of the United Arab Emirates (UAE) has released an official statement raising no objection to make Indian degrees equivalent to UAE degrees to pursue a job in UAE. “The Ministry of Education of the United Arab Emirates has come to know that the word “external” in the mark sheet reflects the method of evaluation and not a place of study and notifies that it has no objection to equivalence those degrees that meet all other certificate equivalency criteria,” stated the official statement. After reviewing the ‘Action Plan for Academic and Administrative Reforms’ issued by the University Grant Commission, the Embassy of India, Abu Dhabi informed Indian community in UAE that the ministry will evaluate the job applications that were previously rejected on the grounds of eligibility criteria.

“The applications that were rejected previously, will be reviewed and equivalency letters would be issued after meeting all other certificate equivalency conditions,” read the statement. Due to rejection of multiple applications by the Ministry of Education, UAE, the embassy has requested the Indian aspirants to co-operate as revision of applications may take time.

After successive scams rocked the examination and evaluation of mark sheets in Anna University, the premier engineering institution of the state is planning to introduce online evaluation of answer scripts.

The university will soon send a team of professors to Visvesvaraya Technological University (VTU) in Belgaum to study its online evaluation and question delivery method.

“The technology-based examination system needs to be done in different stages. In the first step, the delivery of question papers will be made online without physically transporting them to the exam centres. It would prevent question paper leaks,” said M K Surappa, vice-chancellor of Anna University.

As per the existing process in VTU, coded question papers are made available just 30 minutes before the commencement of examinations at exam centres. The invigilators must take printouts and issue the question papers to the students.

After the examination, the answer scripts would be scanned for online evaluation. “The faculty members can go through the answer sheets on screen. When the answers are matched with the answer keys, they can award marks. Marks would be automatically added by the computer reducing errors in totalling marks,” the VC said.

Very often, students apply for revaluation for errors in totalling marks. It would make the revaluation process also easier. “During the revaluation, we would ask someone else to evaluate the answer scripts. This process will speed up evaluation process and results could be declared much faster compared to the existing methods,” a professor said.

To prevent malpractice, answer sheets are likely to be coded to prevent students from tracing or chasing them.

Univ had recently nixed degrees of 130 students

“We hope this would significantly reduce the exam malpractices,” Mr.Surappa said.

Recently, the university has cancelled the degrees and exam results of 130 students for involving in exam malpractices. It also terminated 37 temporary staff for colluding with agents or middlemen to help the students with bulk arrears.

After the examinations, the staff had taken out the answer sheets from the bundle and handed over it to the students to write the exams outside the exam halls. Later, filled in answer sheets were inserted into the bundles. In some cases, the students wrote on the same answer scripts modifying the page numbers.

சேலம் சூரமங்கலத்தில் வசித்தவர் சித்தாரா (25). இவருக்கு திருமணமாகி ஒரு பெண் குழந்தை உள்ளது. இந்நிலையில் கணவருடன் ஏற்பட்ட கருத்துவேறுபாடு ஏற்பட்டு விவாகரத்துப் பெற்று தனியாக வாழ்ந்து வந்துள்ளார்.

தனியாக வாழ்ந்து வந்த சித்தாராவுக்கும் அதே ஊரைச்சேர்ந்த இனாமுல்லா (54) என்பவருக்கும் கடந்த 4 ஆண்டுகளுக்கு முன் பழக்கம் ஏற்பட்டுள்ளது. பழக்கம் தவறான உறவாக மாறியுள்ளது.

  இதனிடையே வருமானத்திற்காக சூரமங்கலம் சுப்பிரமணியன் நகரில் உள்ள ஒரு ஐஸ்கிரீம் கடையில் கடந்த 7 மாதத்துக்கு முன் சித்தாரா வேலைக்குச் சேர்ந்துள்ளார். தொடர்ந்து அங்கேயே வேலை செய்து வந்துள்ளார்.

சித்தாராவுக்கும் இனாமுல்லாவுக்கும் ஏற்பட்ட பழக்கம் அரசல்புரசலாக அவர்கள் உறவினர்களுக்கு தெரியவர கடந்த மாதம் ஜமாத்தை கூட்டி இரு வீட்டாரையும் வைத்து பஞ்சாயத்து பேசியுள்ளனர்.

இனி இருவரும் தங்கள் பழக்கத்தை கைவிடவேண்டும் என ஜமாத்தார் பேச்சு வார்த்தையில் முடிவெடுக்கப்பட்டது. அதை ஏற்று சித்தாரா இனாமுல்லாவுடன் பேசுவதை நிறுத்தினார். ஆனால் இனாமுல்லாவால் அவரை மறக்க முடியவில்லை. இதையடுத்து அவர் சித்தாராவுடன் பேச முயற்சிக்க அவர் சுத்தமாக அவரை தவிர்த்துவிட்டார்.

இதனால் ஆத்திரத்தில் இருந்த இனாமுல்லா ஒரு முடிவுடன் சித்தாரா வேலை செய்யும் ஐஸ்கிரீம் கடைக்கு சென்றுள்ளார். கடையில் யாருமில்லாத நிலையில் சித்தாராவுடன் வாக்குவாதத்தில் ஈடுபட்டுள்ளார். ஆனால் சித்தாரா இனியும் தான் அவமானப்பட விரும்பவில்லை ஜமாத் முடிவு என மறுத்ததாக தெரிகிறது. இதனால் ஏற்பட்ட வாக்குவாதத்தில் ஆத்திரமடைந்த இனாமுல்லா மறைத்து வைத்திருந்த கத்தியை எடுத்து சித்தாரா கழுத்தை அறுத்து கொலை செய்தார்.

பின்னர் அங்கேயே கயிற்றில் தூக்கிட்டு அவரும் தற்கொலை செய்துக்கொண்டார். கடைக்குள் இந்த சம்பவம் நடக்கும்போது யாரும் இல்லாததால் இரண்டு மரணங்களையும் யாராலும் தடுக்க முடியவில்லை. பின்னர் கடைக்கு வந்த வாடிக்கையாளர்கள் ரத்த வெள்ளத்தில் சித்தாரா கிடப்பதையும், தூக்கில் இனாமுல்லா தொங்குவதையும் பார்த்து அதிர்ச்சி அடைந்து சூரமங்கலம் போலீஸுக்கு தகவல் அளித்துள்ளனர்.

சம்பவ இடத்திற்கு வந்த போலீஸார் இருவர் பிணத்தையும் கைப்பற்றி பிரேத பரிசோதனைக்காக சேலம் அரசு மருத்துவமனைக்கு அனுப்பி வைத்தனர்.

இனாமுல்லா கைப்பட எழுதிய 11 பக்க கடிதத்தையும் போலீஸார் கைப்பற்றினர். கொலையும் செய்துவிட்டு 11 பக்க கடிதமும் எழுத வாய்ப்பில்லை. ஆகவே அவர் முன்னரே ஒரு முடிவுக்கு வந்து கடிதம் எழுதி வைத்துவிட்டு பின்னர் கடைக்கு வந்து கொலை செய்துவிட்டு தற்கொலை செய்திருக்கலாம் என போலீஸார் கருதுகின்றனர்.

ஒரு தகவலை அடுத்தவருக்குச் சொல்லிவிடவேண்டும் என்கிற வேட்கையும், எது வந்தாலும் அதை நம்பும் மனோபாவமும் பலருக்கும் உண்டு. எதையாவது வாட்ஸ் அப்பில் பேசி அதைப் பரப்பி விடவேண்டும் என்கிற நவீன ‘ஆன்லைன் மனநோயாளிகள்’ சமீப காலமாக அதிகரித்து வருகின்றனர்.

  இவர்கள் எதையாவது பேசுவார்கள். அதைப் பதிவு செய்து 10 குழுக்களுக்கு அனுப்பி வைப்பார்கள். அதைப் படிக்கும் பலரும் அதன் பின்னணி குறித்து ஆராயாமல் அப்படியே காப்பி செய்து அடுத்து பல குரூப்களில் பேஸ்ட் செய்துவிட்டு அவரது வேலையை பார்க்கப் போய்விடுவர்.

இன்னும் சிலர் உண்மையான இந்தியனாக இருந்தால், உண்மையான தமிழனாக இருந்தால், பெண்ணைப் பெற்ற தகப்பனாக இருந்தால் என மிரட்டியே மெசேஜை அடுத்த குரூப்களுக்கு ஷேர் செய்யச் சொல்வார்கள். இவர்களுக்கெல்லாம் பின்விளைவு காரணமாக ஏற்படும் துன்பங்கள் பற்றித் தெரியாது.

சமீபத்தில் வாட்ஸ் அப் மற்றும் சமூக வலைதளங்களில் பரவும் ஒரு புகைப்படம் மற்றும் அதனுடன் இணைந்துள்ள வாய்ஸ் மெசேஜ் போலீஸாரைத் திடுக்கிட வைத்துள்ளது. தங்கள் மனம்போன போக்கில் வாய்ஸ் மெசேஜைப் பதிவு செய்து அனுப்பியுள்ளனர்.

அதில், ''ஹாய் ஃப்ரண்ட்ஸ். இந்தப் படத்தில் உள்ளவரை போலீஸார் பிடித்துள்ளனர். இவர்களைப் போல் 400 இளைஞர்கள் வடமாநிலங்களிலிருந்து தமிழ்நாட்டுக்கு வந்துள்ளனர். இவர்கள் குழந்தைகளைக் கடத்துபவர்கள்.இவர்களில் 10 பேரை போலீஸார் பிடித்துவிட்டனர். ஆனாலும் 390 பேர் உள்ளனர் என போலீஸாரிடம் சவால் விட்டுள்ளனர்'' என்று பேசி அனுப்பியுள்ளனர்.

இவ்வாறு வாட்ஸ் அப்பில் பேசிய ஒரு தகவலும் உண்மையில்லை. அந்தப் படத்தில் இருப்பது சில மாதங்களுக்கு முன் ஏடிஎம் திருட்டில் கைதான ஒரு கொள்ளையன். பேசியவருக்கும் அதுபற்றி கவலை இல்லை. அவர்கள் ஒருவித மனநோய் பாதித்ததுபோல் பதிவு செய்யும் மெசேஜ்கள் வாட்ஸ் அப்பில் உலா வருவதால் என்ன நடக்கிறது?

நம் கண்ணில் படும் அப்பாவி வடமாநில இளைஞர்கள் எல்லோரும் பிள்ளை பிடிப்பவர்களாகத் தெரிகிறார்கள். மொழி ஒரு பிரச்சினை, கும்பல் சேர்ந்தவுடன் தாக்கினால் தப்பில்லை என்கிற குழு மனப்பான்மையில் தாக்குவது. சில இடங்களில் மன நோயாளிகளைப் பிடித்து தாக்கிக் கொல்வது நடக்கிறது.

இதுபோன்ற மெசேஜ்களால் பாதிக்கப்பட்டு கொல்லப்பட்ட அப்பாவிகள் விவரம் ஒரு பார்வை:

* கடந்த ஆண்டு மே மாதம் பழவேற்காடு, புலிகேட்டில் தங்குமிடமின்றி பாலத்தின் மீது படுத்துத் தூங்கிக் கொண்டிருந்த 45 வயது ஆணை அடித்து உதைத்து அந்தப் பாலத்தில் தொங்கவிட்டனர். இது தொடர்பாக 16 பேரை போலீஸார் கைது செய்தனர்.

* பல்லாவரத்தைச் சேர்ந்தவர் ருக்குமணி என்ற 65 வயது மூதாட்டி. இவர் மலேசியாவிலிருந்து வந்த தமது உறவினர்களுடன் திருவண்ணாமலை மாவட்டம் போளூர், அத்திமூர் முத்துமாரியம்மன் கோயிலுக்கு காரில் வந்தார். அப்போது காரை நிறுத்தி ஒரு நபரிடம் வழிகேட்க அவர் வழி சொன்னார். கார் கிளம்பும்போது அங்கு விளையாடிக்கொண்டிருந்த அந்த நபரின் மகளைல் கொஞ்சிய மூதாட்டி ருக்மணி மலேசிய சாக்லெட்டைக் கொடுத்தார்.

அவ்வளவுதான் பிள்ளை பிடிக்கும் கும்பல் என கிராமத்தார் துரத்தினர். காரை மடக்கி, கவிழ்த்து, அதில் வந்தவர்களை ஊரே கூடி அடித்து உதைத்தனர். அதில் ருக்மணி (65) கொல்லப்பட்டார். படுகாயமடைந்த அவரது மகன் சில மாதம் தொடர் சிகிச்சை பலனளிக்காமல் உயிரிழந்தார்.

* வேலூரை அடுத்த சிங்கிரிகோயில் என்ற இடத்தில் கடந்த ஆண்டு மே மாதம் 9-ம் தேதி அன்று மாலையில் சாலையில் நடந்த சென்ற 30 வயது மதிக்கத்தக்க ஒரு வட-இந்திய இளைஞரை, குழந்தையைக் கடத்த வந்தவர் என நினைத்து, அடித்து உதைத்ததில் அவர் உயிரிழந்தார்.

* கடலூர் மாவட்டம் வேப்பூர் அருகே உள்ள காட்டுமயிலூர் கிராமத்தில் அதேநாளில் சுற்றித்திரிந்த வடமாநிலப் பெண் ஒருவரை, குழந்தை கடத்தல் கும்பலைச் சேர்ந்தவர் என கருதி கிராம மக்கள் தாக்கினர்.

போலீஸார் வந்து மீட்டு மனநலக் காப்பகத்தில் அனுமதித்த வட மாநிலத்தவர் மீது மனதின் அடி ஆழத்தில் உள்ள கோபத்தால் அவர்களுக்கு எதிராக வாட்ஸ்-அப தகவல்களை தவறாகப் பரப்புவதால் இவ்வாறான தாக்குதல்கள் நடக்கின்றன என போலீஸ் தரப்பில் தெரிவிக்கின்றனர்.

இந்நிலையில் மீண்டும் இதுபோன்ற வாட்ஸ் அப் மெசேஜ்கள் மறுபடியும் தலை தூக்கத் துவங்கியுள்ளது. பொதுமக்கள் செய்யவேண்டியது முதலில் இதுபோன்ற தகவலை தாங்கள் இருக்கும் வாட்ஸ் அப் குரூப்பில் பதிவு செய்யும் நபரை அதன் உண்மைத்தன்மையைக்கேட்க வேண்டும். காப்பி பேஸ்ட் செய்வதைக் கண்டிக்க வேண்டும். மற்றவர்களையும் இதை ஷேர் செய்யாதீர்கள் என தடுக்கவேண்டும் என போலீஸ் தரப்பில் தெரிவிக்கின்றனர்.

மீறி இதுபோன்ற தவறான தகவல்களை போட்டோவுடன் போட்டு வாய்ஸ் மெசேஜ் போட்டு பதற்றத்தை பரப்பும் மெசேஜை பரப்பினால் கடும் நடவடிக்கை எடுக்கப்படும் என போலீஸார் எச்சரிக்கின்றனர்.

முன்புபோல் இல்லை. வாட்ஸ் அப்பில் ஒரு தவறான மெசேஜை யார் அனுப்பினார் என்பதைக் கண்டுபிடிக்கும் டெக்னாலஜி வந்துவிட்டது. போலி மெசேஜ்களைப் பரப்பும் நபர்கள் கவனத்தில் வைக்கவும்.

  சிதம்பரம்:அண்ணாமலை பல்கலைக்கழகத்தில், குடிபோதையில் பாடம் நடத்திய, உதவி பேராசிரியர்கள் இருவர், 'சஸ்பெண்ட்' செய்யப்பட்டனர்.கடலுார் மாவட்டம், சிதம்பரம் அண்ணாமலை பல்கலைக்கழக தமிழ் துறை, உதவி பேராசிரியர்கள், அன்பு, 40; மணி, 38. இருவரும் பணி நேரத்தில், குடிபோதையில் வருவதாக புகார் எழுந்தது.

இந்நிலையில், நேற்று முன்தினம், போதையில் மாணவர்களுக்கு பாடம் நடத்தியுள்ளனர். இது குறித்து, பல்கலைக்கழக நிர்வாகத்திற்கு தொலைபேசி மூலம் புகார் தெரிவிக்கப்பட்டுள்ளது. அதன்படி, தமிழ் துறையில் இரு பேராசிரியர்களையும் அழைத்து, பல்கலைக்கழக நிர்வாகம் விசாரித்துள்ளது.அப்போது, இருவரும் குடிபோதையில் இருந்தது தெரியவந்தது.

விருதுநகர் மாவட்டத்தில் நகர்ப்புறங்களும், கிராமப்புறங்களும் குடிநீர் தேவைக்கு பெரும்பாலும் நிலத்தடி நீர் ஆதாரத்தையே நம்பி உள்ளன. தாமிரபரணி கூட்டுக்குடிநீர் திட்டம், வைகை குடிநீர் திட்டம் போன்ற குடிநீர் திட்டங்கள் பயன்பாட்டில் இருந்து வந்த போதிலும் கடும் கோடை காரணமாக இந்த திட்டங்கள் மூலம் கிடைக்கும் குடிநீரின் அளவு வெகுவாக குறைந்து விட்டது. இதனால் குடிநீர் பிரச்சினை மிக கடுமையாகி வருகிறது. மாவட்டத்தின் பல பகுதிகளில் குடிநீர் கேட்டு பொதுமக்கள் உள்ளாட்சி அமைப்பு அலுவலகங்களை முற்றுகையிட தொடங்கி விட்டனர்.

 விருதுநகர் அருகே ரோசல்பட்டி பகுதியில் குடிநீர் வினியோகத்திற்கான பிரதான குழாய் உடைந்து விட்டதால் கடந்த ஒரு மாத காலமாக அப்பகுதியில் குடிநீர் வினியோகம் இல்லை. விருதுநகர் நகராட்சி பகுதியிலும் குடிநீர் வினியோக இடைவெளி நாட்கள் அதிகப்படுத்தப்படுகிறது. அருப்புக்கோட்டையில் பல பகுதிகளில் குடிநீர் வினியோகம் சீராக இல்லாத காரணத்தால் அப்பகுதி மக்கள் நகராட்சி அலுவலகத்தை முற்றுகையிட்டனர்.

காரியாபட்டி பகுதியிலும் குடிநீர் கேட்டு கிராம மக்கள் யூனியன் அலுவலகத்தில் முற்றுகை போராட்டம் நடத்தி உள்ளனர். உள்ளாட்சி அமைப்புகளில் தேர்ந்தெடுக்கப்பட்ட மக்கள் பிரதிநிதிகள் இல்லாத நிலையில் அதிகாரிகளே அடிப்படை பிரச்சினையான குடிநீர் பிரச்சினையை சமாளிக்க வேண்டிய நிலையில் உள்ளனர். தேர்தல் காரணமாக குடிநீர் பிரச்சினையை தீர்க்க கோரி மாவட்ட மக்கள் கலெக்டர் அலுவலகத்தில் முறையிட முடியாத நிலை ஏற்பட்டுள்ளது.

கிராம பஞ்சாயத்துகளில் நிதிப்பற்றாக்குறை காரணமாக நீர் ஆதார வறட்சி, மின் மோட்டார் பழுது, குடிநீர் குழாய் உடைப்பு போன்ற பிரச்சினைகளையும் சீரமைக்க முடியாத நிலையில் பஞ்சாயத்து செயலர்கள் பிரச்சினையை தீர்க்க முடியாமல் திணறும் நிலை ஏற்பட்டுள்ளது. இவற்றை கண்காணிக்க வேண்டிய யூனியன் அதிகாரிகள் தேர்தல் பணியில் உள்ளதால் அடிப்படை பிரச்சினையான குடிநீர் பிரச்சினையை தீர்க்க நடவடிக்கை எடுக்க முடியாத நிலை நீடிக்கிறது.

எனவே மாவட்ட நிர்வாகம் முக்கிய தேர்தல் பணி இருந்தாலும் மாவட்டம் முழுவதும் கடுமையாகி வரும் குடிநீர் பிரச்சினையை தீர்க்க அரசிடம் இருந்து தேவையான நிதி உதவி பெற்று கோடைகால குடிநீர் பிரச்சினையை சமாளிக்க உரிய நடவடிக்கை எடுக்க வேண்டும் என்று கோரப்பட்டுள்ளது.

இல்லையேல் குடிநீர் பிரச்சினையே மாவட்டத்தின் பல பகுதிகளில் தேர்தல் புறக்கணிப்பு அறிவிப்புக்கு காரணமாகிவிடும்.

எய்ம்ஸ் மருத்துவக்கல்லூரியில் முதுநிலை படிப்பில் சேருவதற்கான நுழைவு தேர்வு நேற்று நடைபெற்றது. இந்த தேர்வை கம்ப்யூட்டர் மூலமாக எழுத வேண்டும். இதற்கான தேர்வு மையம் குன்றத்தூரில் உள்ள தனியார் கல்லூரியில் அமைக்கப்பட்டு இருந்தது.

தேர்வு எழுதுவதற்காக பல்வேறு மாநிலங்களில் இருந்து 200-க்கும் மேற்பட்ட மருத்துவ மாணவர்கள் மற்றும் டாக்டர்கள் தேர்வுக்கு வந்திருந்தனர். ஆனால் நீண்ட நேரம் ஆகியும் நுழைவுத் தேர்வு தொடங்கவில்லை. ‘சர்வர்’ கோளாறு காரணமாக தேர்வு எழுத முடியாமல் போனது. இதனையடுத்து அந்த தேர்வு ரத்து செய்யப்பட்டது. இதனை கண்டித்து தேர்வு மையம் முன்பு டாக்டர்கள், மருத்துவ மாணவர்கள் ஆர்ப்பாட்டத்தில் ஈடுபட்டனர். பின்னர் கோஷங்கள் எழுப்பினார்கள் இதுகுறித்து பாதிக்கப்பட்டவர்கள் கூறியதாவது:-

இந்த தேர்வுக்காக பல்வேறு மாநிலங்களில் இருந்து விமானம் மற்றும் பஸ் மூலமாக வந்துள்ளோம். காலை 10 மணிக்கு தேர்வு தொடங்கி 11 மணிக்கு முடியும். ஆனால் இங்கு எங்களை சோதனை செய்து உள்ளே அனுப்புவதற்கான ‘பயோ மெட்ரிக் சிஸ்டம்’ கூட சரியாக வைக்கவில்லை. அதற்கே காலதாமதம் ஏற்பட்டது. கேட்டால் ‘சர்வர்’ சரியில்லை என்று தெரிவித்தனர். பின்னர் வேறு தேர்வு மையத்திற்கு அழைத்து செல்வதாக கூறி விட்டு நீண்ட நேரம் எங்களை காக்க வைத்தனர்.

ஆனால் அதற்கும் ஏற்பாடு செய்யவில்லை. இதனால் நாங்கள் தேர்வு எழுத முடியாத நிலை ஏற்பட்டு விட்டது. மற்ற இடங்களில் எல்லாம் தேர்வு நடந்து முடிந்து விட்டது. தற்போது எங்களுக்கு வேறு ஒரு நாளில் மீண்டும் தேர்வு நடக்கும் என்று தெரிவிக்கின்றனர். ஆனால் ஒட்டுமொத்த தேர்வையும் ரத்து செய்து விட்டு மீண்டும் அனைவருக்கும் தேர்வு நடத்த வேண்டும். இவ்வாறு அவர்கள் தெரிவித்தனர்.

Chennai: Stating that the Central and State governments are expected to allot more funds and provide more facilities to the Siddha Doctors, especially, to the students for doing research, the Madras high court has posed 9 queries to be answered by the central and state governments.

A division bench comprising Justices N.Kirubakaran and S.S.Sundar posed the 9 queries while passing interim orders on a Public Interest Litigation.

The bench said Siddha system is a neglected child both by the Central and State governments, whereas Ayurvedam is developed by Central government and by other state governments. Siddha has its origin from Tamil Nadu. Since the governments have not shown any interest by allotting funds, there is no   considerable research made in the Siddha field. Unless researches are made, there is no question of any   development and popularity for Siddha. After much effort, the central government was compelled to establish a National Siddha Institute at Tambaram, Chennai, which is functioning now successfully, the bench added.

The bench said the Tamil Nadu government should take all the steps to see that more funds were allotted and researches were made for the development of Siddha medicines.

The Siddha medicines have to be popularized by the government in appropriate manner. It was also brought to the notice of this court by way of a PIL that even the Siddha Medical College Hospital at Palayamkottai, Tirunelveli district was not having sufficient facilities even for running as a college. When that being he position, there was no possibility of any scope for researches, the bench added.

Suo motu impleading the Union government in the case, the bench posted to April 22, further hearing of the case.

Number of PG medical seats in Tamil Nadu likely to cross 2000

Seats increase as Medical Council of India increases associate professor-student ratio.

CHENNAI: The Medical Council of India's Board of Governors has increased the associate professor-student ratio from 1:1 to 1:3 for postgraduate PG courses in all medical colleges from the 2020-21 academic year.

Consequently, with the amendment to the Postgraduate Medical Education Regulations, 2000, the total number of PG medical seats in the State is likely to increase to over 2,000 which will be up for grab from the next academic year.

In its notification sent to the State Health Department on Thursday, the MCI asked the State to apply for the increase of seats under this amendment before May 15.

Non-governmental medical colleges, which have been running for at least 15 years with a post-graduate programme for 10 years, and have had their post-graduate licence valid for five years renewed at least once, can also apply for increasing the number of seats under the amendment.

Earlier, the associate professor-student ratio was 1:1. Now, the MCI Board of Governors has increased it to 1:3, that is, three students for one associate professor. "Now, we have 1,758 medical seats. Using this opportunity, we are planning to seek as many additional PG seats as possible, maybe, a maximum of over 200 seats. If these are sanctioned, the total number of PG seats might cross 2,000," Dr A Edwin Joe, Director of Medical Education, told Express.

It may be noted that Tamil Nadu has the highest number of government PG medical seats in the country. "The communication came at the time when we all are set to ask for additional 158 PG medical seats for 2020-21. So, now we will prepare to meet MCI norms for sanction of these seats and approach them as it has also extended time for applying," Dr Edwin Joe added.

The officials said they were planning to write to the Health department to get the Election Commission's permission to conduct promotion and transfer counselling for associate professors. The counselling has for stopped after model code of conduct has come into effort.

Not only this, the MCI Board of Governors has also revised beds facility. "According to MCI norms, one unit of a particular department should have 40 beds. Beds in Intensive Cardiac Care Unit (IICU), Intensive Care Unit (ICU), Surgical Intensive Care Unit (SICU), Neonatal Intensive Care Unit (NICU) and Paediatric Intensive Care Unit (PICU) were excluded. But, now the Board has revised norms to include these beds also," said the official sources.

CHENNAI: Additional Chief Metropolitan Magistrate, Economic Offences-II, S Malarmathi, on Friday issued non-bailable warrants against Dr AM Arun and his wife Meera Arun of Vasan Eye Care group for their failure to appear in an income tax returns case.

According to the Special Public Prosecutor for Income Tax Department, M Sheela, the NBWs were issued because the duo failed to appear before the court despite receipt of summons pertaining to a case for not filing I-T returns for 2014-15 financial year.

Section 276CC of Income Tax Act provides that if a person wilfully fails to furnish in due time the return of income, he shall be punishable with imprisonment for a term, as specified therein, with a fine. There are various income tax cases pertaining to Vasan Group and its managing director Arun pending before the Economic Offences Court.


In 2014-15, the individuals did not file their I-T returns and during a search by the department across the State in important branches of Vasan Eye Care on December 1, 2015, the accused admitted that they had taxable income for more than Rs 2.44 crore, the prosecution submitted.

The Income Tax department then served them notices and filed a case at the Additional CMM Court, Economic Offences-II. The court issued summons to the duo to appear before the court on Friday. However, as the two failed to appear, NBWs were issued against them. The case was adjourned to May 6.

Around 20 students painted the paediatric ward

CHENNAI: Four hours, every day, for three months — this was the effort put into the wall paintings at Stanley Medical College, Washermanpet by the Visual Communications students of MOP Vaishnav College for Women.

Around 15 to 20 students from the department, as part of the Pagir social service initiative introduced by Lalithaa Balakrishnan, principal, MOP Vaishnav College for Women painted the paediatric ward of the medical college. The students covered around 1,000 sq ft of the ground floor with visuals of animals, cartoon characters, and messages for young patients.

“We came up with the concept and had our reference pictures ready. We went to the medical college after our college hours and on the weekends, when the hospital working hours were over. We also wrote messages for the children — to eat healthily and wash hands,” said Medha Vishwakarma, a third-year student and project coordinator.


During the process, the students interacted with parents and children. “Kids usually don’t like going to the doctor because they don’t like the ambience. They want something relatable, and this is something they are comfortable with,” said Shilpa Venkatesh, another third-year Visual Communication student who took part in the project. The walls of the waiting room area, emergency rooms and outpatient departments were all painted.

The college funded the projects after the students were approached by Stanley Medical College. “These children come with a lot of pain and pressure. These wall paintings are informative and comforting. Creating rapport with the children is easier now, and they don’t associate hospitals with syringes and blood anymore,” said Dr Manoj Kumar, assistant professor of paediatrics, Stanley Medical College.

According to S Jaishree, head, department of Visual Communications, MOP, this experience has helped her students as well. “Visual Communication is all about effectively communicating through images, and the students have done the same using their skills. They have done it to the fullest of their capacity, and it took planning and systematic execution on the students’ part,” she said.
