சிங்கப்பூரில் இருந்து அதிநவீன பைக்குகளில் சாகசப் பயணம் மேற்கொண்டுள்ள தமிழர்கள்.

சிங்கப்பூரில் இருந்து பைக் மூலம் சாகசப் பயணம் மேற்கொண்டுள்ள மூன்று தமிழர்கள் சர்வதேச சுற்றுலா நகரமான மாமல்லபுரத்திற்கு திங்கள்கிழமை வந்தனர். 

சிங்கப்பூரில் உள்ள ஒரு தனியார் நிறுவனத்தில் பணிபுரிந்து வரும் தமிழர்களான அருணகிரி, பன்னீர்செல்வம், பாலசந்தர் ஆகிய 3 பேரும் கடந்த மார்ச் 21ஆம் தேதி அதிக திறன் கொண்டு தயாரிக்கப்பட்ட ராட்சத பைக்குகளில் சாலை வழியாக தங்களின் சாகசப் பயணத்தைத் தொடங்கினர். அவர்கள் சிங்கப்பூரில் தொடங்கி இலங்கை, மலேசியா, மியான்மர், தாய்லாந்து, நேபாளம் வழியாக இந்தியாவிற்கு வந்தனர்.
நம் நாட்டின் 16 மாநிலங்ககளில் நெடுஞ்சாலை வழியாகப் பயணம் மேற்கொண்ட இந்த 3 பேரும் கேரள மாநிலத்தில் இருந்து ஞாயிற்றுக்கிழமை புறப்பட்டு தமிழகத்திற்கு வந்தனர். மாமல்லபுரம் நகருக்கு திங்கள்கிழமை வந்தனர். தங்கள் பயணம் குறித்து அவர்கள் கூறியது:

சிங்கப்பூரில் இருந்து மார்ச் மாதம் 21-ஆம் தேதி எங்களின் சாகசப் பயணத்தைத் தொடங்கினோம். பைக்கில் வரும்போது சில நாடுகளில் கடல் வழியாகச் செல்ல வேண்டியிருந்தது. இதனால் அந்தந்த நாடுகளில் உரிய அனுமதி பெற்று கப்பலில் சென்று, பின்னர் பைக்கில் பயணம் தொடர்ந்தோம். இதுவரை நாங்கள் 17 ஆயிரம் கி.மீ. தூரத்தை அதிநவீன கருவிகள் பொருத்திய ராட்சத பைக்குகளில் கடந்துள்ளது பெருமிதம் அளிக்கிறது என்று அவர்கள் தெரிவித்தனர்.

இந்த மூன்று பேரும் மாமல்லபுரம் நகரில் திங்கள்கிழமை முழுவதும் வலம் வந்தனர். ஆங்காங்கே தங்கள் பைக்குகளை நிறுத்திவிட்டு சிற்பங்களைக் கண்டு ரசித்தனர். அப்போது நகரவாசிகளும், சுற்றுலாப் பயணிகளும் இந்த மூவரின் பைக்குகளையும் வேடிக்கை பார்த்தனர். 

அதன் பின் மூவரும் செவ்வாய்க்கிழமை காலையில் பயணத்தைத் தொடங்கி சென்னைக்கு புறப்பட்டனர். அங்கு செவ்வாய்க்கிழமை இரவு தங்கி விட்டு மீண்டும் பயணம் தொடங்கவிருப்பதாக அவர்கள் தெரிவித்தனர்.

முதுநிலை மருத்துவ படிப்பு 66 இடங்கள் நிரம்பின

கோவை : முதுநிலை மருத்துவ படிப்பில், 66 இடங்கள் நிரம்பின; 71 இடங்களுக்கான கவுன்சிலிங் இன்று நடக்கிறது.தமிழகத்தில், அரசு மருத்துவ கல்லுாரிகளில், எம்.டி., - எம்.எஸ்., பட்ட மேற்படிப்புகளுக்கு, 1,761 இடங்கள் உள்ளன. இதில், அகில இந்திய ஒதுக்கீட்டுக்கு, 849 இடங்கள் போக, மீதமுள்ள, 912 இடங்கள் மற்றும் தனியார் மருத்துவ கல்லுாரியில், மாநில அரசு ஒதுக்கீட்டில் உள்ள, 181 என, மொத்தம், 1,093 இடங்களுக்கான, இரண்டு கட்ட கவுன்சிலிங் நடந்து முடிந்துள்ளது.இதில், 'நான் கிளினிக்கல்' எனப்படும் மயக்கவியல், உடற்கூறியல் போன்ற படிப்புக்கான, 137 இடங்கள் நிரம்பாமல் இருந்தன.

இந்த இடங்களை நிரப்ப, 'மாப் - அப்' எனும், சிறப்பு கவுன்சிலிங், சென்னை, ஓமந்துாரார் அரசு பல்நோக்கு மருத்துவமனையில், நேற்று துவங்கியது.இதில், 2,711 மாணவர்களுக்கு, அழைப்பு விடுக்கப்பட்டிருந்தது; 859 பேர் பங்கேற்றனர். 66 பேர் இடங்கள் பெற்றனர். அரசு மருத்துவ கல்லுாரியில், 19 இடங்கள், தனியார் மருத்துவ கல்லுாரிகளில், 52 இடங்கள் நிரம்பாமல் உள்ளன. இன்றும் கவுன்சிலிங் நடக்கிறது.

Chennai’s Guindy Industrial Estate to face a 7-hour power cut on Wednesday

The press release from TANGEDCO stated that the power will be restored if maintenance work is completed early.

Some parts of Chennai including Guindy will be facing a power cut from 9am to 4pm on Wednesday (May 8).

In a press release, the Tamil Nadu Generation and Distribution Corporation (TANGEDCO) said that power supply will be interrupted due to maintenance work scheduled on Wednesday. It also stated that power supply will be restored in these areas if the maintenance work is completed early.

The list of areas which will face power-cuts on Wednesday are:

Sothuperumbedu area:

Sothuperumbedu, Karanodai, Athur, Devaneri, Solavaram [Entire], Sirunium, Angadu, Orakadu, Budur, Gnayeru, Nerkundram and from Arumanthai to Vichur.

Guindy area:

Guindy Industrial Estate, Ambal nagar, Ekkattuthangal, Kalaimakal Nagar part, Anna Salai part, Labour colony, Sundar Nagar, JN Salai, Balaji Nagar and Poonamallee Salai.

Tamil Nadu depends on thermal power from October to April every year to meet the demand in the state. Between May and September, the state is powered by wind power at night and by solar power in the daytime.

TANGEDCO topped the list of state-owned power distribution companies that imported coal in the financial year 2018-19. According to reports, the quantity of coal imported by TANGEDCO till December 2018 stood at 21.15 lakh tonnes while the figure for the corresponding period in the previous years was 11.07 lakh tonnes.

‘Implement 3% DA instalment’

The Confederation of All Bharat Senior Citizens and Pensioners Associations (ABMKPK) has appealed to the Tamil Nadu government to implement the 3% DA instalment as announced by the Central government to its staff, to serving State employees and pensioners with effect from January 1, 2019. In a statement, A. Saminathan, president, ABMKPK, said the DA had been implemented for IAS officers alone in the State.

COIMBATORE: The University Grants Commission (UGC) has asked higher education institutions to implement the order of the Central Information Commission to charge only Rs 2 per page for photocopies of answer sheets. While the rule will result in students paying only Rs 60-80 per paper, universities in the State charge nearly Rs 300-1,000 for the same.


While Anna University and Bharathiar University charge Rs 300 per paper, Tamil Nadu Dr MGR Medical University has been found to collect Rs 1,000. If the paper were to contain Section A and B or Paper I and II, the fees were to be paid separately for each. It was to address this that the CIC ordered all universities, included deemed universities and examining bodies to stick to Rs 2-per -page charging system.

It tasked the Ministry of Human Resource Development with making the system mandatory for examining bodies and directed UGC to insist on implementation in universities. Welcoming the move, Association of University Teacher former general secretary C Pichandy said that students should not be charged enormously for copies of answer sheets.

Expect delays on Chennai - Jolarpettai section trains upto 3 hours from May 9 to 12

CHENNAI: To facilitate engineering between Vinnamangalam and Gudiyatham, trains operated in Jolarpettai- Chennai section will be delayed by 60 minutes to three hours from May 9 to 12.

May 9 

A release said, KSR Bengaluru - Chennai AC Double Decker Express will be stopped at Vinnamangalam for about 80 minutes, while Alappuzha - Dhanbad Express will be regulated at Vaniyambadi for 70 minutes. Similarly, KSR Bengaluru - Chennai Brindavan Express and Mysuru - Chennai Shatabdi Express will stop at Jolarpettai for 80 and 25 minutes respectively

May 10 

KSR Bengaluru - Chennai AC Double Decker Express to be stopped at Ambur for 80 minutes and Alappuzha - Dhanbad Express to be regulated at Vinnamangalam for 65 minutes.
KSR Bengaluru -Chennai Brindavan Express to be halted at Vaniyambadi for 60 minutes and Mysuru - Chennai Shatabdi Express to be stopped at Jolarpettai for 25 minutes.

KSR Bengaluru - Arakkonam Passenger partially cancelled between Jolarpettai - Arakkonam. The train will run from KSR Bengaluru to Jolarpettai only. This train will run as passenger special from Jolarpettai to Arakkonam after cancellation of Line Block.

Mysuru - Dharbanga Bagmati Express to be stopped at Ambur for 190 minutes. 

KSR Bengaluru - Kakinada port Seshadri Express and Howrah - Yesvantpur Duronto Express to be delayed at Vinnamangalam for 95 and 200 minutes respectively. 

Chennai - Mangalore Central West Coast Express will be stopped at Valathoor for 100 minutes and Hyderabad - Kochuveli special fare special will be made to halt in Katpadi - Jolarpettai section during a suitable time.

Self-financing colleges seek ample representation in BU syndicate

The association of self-financing college managements has moved the Madras high court seeking ‘adequate representation’ for its members in the syndicate of Bharathiar University (BU).

Justice Pushpa Sathyanarayana, before whom the petition from Association of Self Financing Arts, Science and Management Colleges of Tamil Nadu came up for admission recently, issued the notices and directed the authorities, including the higher education department, to file their responses by June

12. As per Clause II of Section 24 of Bharathiyar University Act, two members selected by principals of affiliated colleges from among themselves and two members elected by teachers of affiliated colleges, other than principals, will be senate members of the university. A university professor for every 10 head of departments (HoDs) are nominated as members of syndicate by the chancellor on the recommendation of the vicechancellor.

It was the submission of the managements that at the time of enactment there were only 22 colleges and 10 departments under the university. Bharathiar University now has 39 departments on its campus. While there are 220 teachers, only 3,298 students are studying in the university. Whereas there are 122 affiliated colleges with 15,000 teachers for a student strength of 2 lakh. For such a huge number, there are only two principals and teachers each permitted in the university decision-making bodies. The number has remained static from the date of inception of the university, they said. Stating that as on date there are 90 self-financing colleges and 16 aided colleges having self-financing courses, the petitioner-association said there was no representation for secretaries of these affiliated self-financing colleges in the syndicate. Private self-financing colleges affiliated to the university are not provided with any representation in the syndicate, the petitioner-association said, adding that genuine grievances of affiliated colleges could not even be raised before the syndicate for redressal. Claiming that private self-financing colleges are discriminated against, and not given opportunity for representation in the syndicate, the petitioner prayed foradequate representation proportionate to the number of colleges affiliated to the university.

Chennai doctors resort to crowd sourcing to raise funds, save life of 3-yr-old

Almost every organ in the three-year-old boy failed and his family members told doctors that they did not have money for an emergency liver transplant. But the doctors weren’t ready to give up — they used high-end machines and medication to treat the kid with a ₹12lakh fund they had crowdsourced.

In April, Radhesh developed high fever. His sugar level rose and he was unconscious. He was referred to Apollo Children’s Hospital. Doctors said he would require a liver transplant.

His father Varadarajan, who runs a transport company, told doctors he had just ₹1 lakh. “We told doctors we couldn’t afford ₹20 lakh for a liver,” he said. But doctors promised to help.

For initial treatment, they used money left behind from the crowdsourced fund for other children and also put out messages on social media to raise funds for the boy.

In a few hours, his liver condition worsened and he slipped into coma. Scans showed he had a swollen brain and kidney failure. “He had no urine output and his blood clotting mechanisms failed. We feared he would die waiting for an organ,” said chief of paediatric ICU Dr Suchitra Ranjit. By then the doctors had made the diagnosis – it was fulminant liver failure. It led to build-up of toxins in the liver. The condition causes brain swelling, affects heart, kidneys, pancreas, lungs and bone marrow besides inducing infections and disables body’ ability to clot blood. Senior liver transplant surgeons recommended immediate transplant. Doctors screened at least three living and two cadaveric donors for liver, but none of them suited Radhesh.

Things changed on the sixth day. “His liver, which was totally damaged, began to recover. His brain swelling decreased and kidney function improved,” said Dr Ranjit. He recovered consciousness in the next two days and on the ninth day, he was weaned off life supports. The hospital, meanwhile, managed to crowdsource money to foot the entire bill. “We told family he doesn’t need a liver transplant. His organs are working well,” she said.

When Radhesh came for a review on Tuesday, he told reporters he was excited about starting school. “I will grow up to be a cricketer,” he said.

TN gets permission for new medical college in Karur with 150 MBBS seats

Tamil Nadu will establish a new medical college and hospital in Karur and begin MBBS admissions for 150 seats for the 2019 academic year. The Centre on Tuesday told state health secretary Beela Rajesh that permission to set up the government college in Karur district had been granted.

The state got 100 additional seats for the medical college in Tirunelveli and is awaiting permission to add 95 seats to Madurai Medical College. Last year, Tamil Nadu had 2,900 MBBS seats in 22 government medical colleges.

The MCI, which had completed two rounds of inspection on its campus, has asked for an undertaking from the government for rectification of minor deficiencies in a couple of months.

“For the first two years, the medical college will use the 340-bed district headquarters hospital as teaching facility. We are now building a 1,000-bed unitary campus on the 20-acre land. By the third year, students will use 800 of these beds for learning,” said Karur medical college dean Dr Rosy Vennila.

The state has taken a policy decision to increase the number of medical colleges or add additional seats to existing colleges every year. Proposals for new medical colleges are pending in Perambalur, Ooty and Ramanathapuram and pressure has been building for new colleges in Tiruvallur and Kancheepuram. “All new colleges now have150 seats. We are trying to increase the number of MBBS seats to 250 in all existing medical colleges,” said director of medical education Dr A Edwin Joe.

Though the construction of the college building progressed quickly in the last year, it was marred by political controversies and court battles. There was a tussle between AIADMK leaders M R Vijayabaskar and V Senthil Balaji over the construction site. In April 2017, Krishnarayapuram legislator M Geetha sought permission from the district collector to hold a protest against Aravakurichi MLA V Senthil Balaji. Geetha,whois party presidium chairman of Karur, condemned Balaji’s “vested interest” in insisting that the Karur medical college be built in Kuppuchipalayam. She wanted the college to be constructed in Gandhigramam. After a court battle, construction of the college began in Gandhigram.

Meanwhile, at least four private medical colleges had applied for licences. The state had issued no-objection certificates to two self-financing medical colleges including the Kovai Medical Centre in Coimbatore.

At least two more collges that were debarred from admitting students are also likely to be given approval for admission in 2019.

நீட் தேர்வு: தீர்வுதான் என்ன?

தமிழகத் தேர்தல் களத்தை நீட் தேர்வு பிரச்னை சூடேற்றியது. மாநில உரிமைகளுக்கு எதிரான, பாரபட்சமான நீட் தேர்வு ரத்து செய்யப்படும். மாநிலங்களே தேர்வை நடத்தி, மருத்துவக் கல்லூரிகளில் மாணவர் சேர்க்கையை நடத்த நடவடிக்கை எடுக்கப்படும் என தேர்தல் அறிக்கையில் காங்கிரஸ் கட்சி கூறியது. நீட் தேர்வு ரத்து செய்யப்படும் என்றது திமுக. பாஜக மீண்டும் ஆட்சிக்கு வந்தால் நீட் தேர்வு தொடரும் என மத்திய அமைச்சர் பியூஷ் கோயல் உறுதிபடக் கூறியுள்ளார்.

நீட் தேர்வை எழுதும் திறனை தமிழக மாணவர்கள் பெறும் வரை அந்தத் தேர்விலிருந்து விலக்கு கோரப்படும் என அதிமுக உறுதி அளித்துள்ளது. அதிமுகவின் இந்த வாக்குறுதி, நீட் தேர்விலிருந்து நிரந்தர விலக்குப் பெறுவதற்காக சட்டப்பேரவையில் ஒருமனதாக நிறைவேற்றப்பட்ட மசோதாக்களுக்கு முரணானது. நிரந்தர விலக்கு நிலையிலிருந்து தற்காலிக விலக்கு நிலைக்கு அதிமுக வந்துள்ளது.

ஏழை மாணவர்களுக்கும், மாநில பாடத் திட்டத்தில், தமிழ் வழியில் பயிலும் மாணவர்களுக்கும், கிராமப்புற மாணவர்களுக்கும் நீட் தேர்வு எதிராக உள்ளது. அரசு, அரசு உதவி பெறும் பள்ளிகள், உள்ளாட்சி அமைப்புகளின் பள்ளிகளில் பயிலும் மாணவர்கள் மருத்துவப் படிப்புகளில் சேர நீட் தேர்வு தடையாக உள்ளது. உதாரணமாக, நீட் தேர்வு மூலம் மாணவர் சேர்க்கை நடைபெற்ற 2017-இல் அரசுப் பள்ளி மாணவர்கள் இருவரும், 2018-இல் நால்வரும் மட்டுமே அரசு மருத்துவக் கல்லூரிகளில் சேர முடிந்தது. அதாவது, தமிழக அரசின் 2,247 எம்.பி.பி.எஸ். இடங்களில் வெறும் 4 இடங்களை மட்டுமே அரசுப் பள்ளி மாணவர்கள் பெற்றனர். 

நீட் தேர்வு இல்லாத 2016-ஆம் ஆண்டு அரசுப் பள்ளி மாணவர்கள் 30 பேர், அரசு மருத்துவக் கல்லூரிகளில் எம்.பி.பி.எஸ். படிப்பில் சேர்ந்தனர்.
மத்திய பாடத் திட்ட மாணவர்களுக்கு நீட் தேர்வு சாதகமாக உள்ளது. நீட் தேர்வுக்கு முன்னர், மத்திய பாடத் திட்டத்தில் படித்த மாணவர்கள் 2013-ஆம் ஆண்டில் 1,642 பேரும், 2014-இல் 789 பேரும், 2015-இல் 1,276 பேரும் தமிழக அரசு ஒதுக்கீட்டு எம்.பி.பி.எஸ். இடங்களில் சேர விண்ணப்பித்தனர். அவர்களில் ஒருவருக்குக்கூட இடம் கிடைக்கவில்லை.ஆனால், நீட் தேர்வு மூலம் மாணவர் சேர்க்கை நடைபெற்ற 2017-ஆம் ஆண்டு, தமிழக அரசின் ஒதுக்கீட்டிற்கான 3,534 இடங்களில், மத்திய பாடத் திட்ட மாணவர்கள் 1,220 பேர் இடம்பெற்றனர் என்பது இதை உறுதிப்படுத்துகிறது.

சமூக நீதி, இட ஒதுக்கீடு, மாநில உரிமைகள், தாய்மொழி வழிக் கல்விக்கு நீட் தேர்வு எதிரானதாகும். அரசு மருத்துவர்களுக்கும் நீட் தேர்வு பாதிப்பை உருவாக்குகிறது. இந்த ஆண்டு மொத்த முதுநிலை மருத்துவ இடங்களில் 32 சதவீதத்தை மட்டுமே அரசு மருத்துவர்கள் பெற்றுள்ளனர்.

நீட் தேர்வில் ஏராளமான முறைகேடுகள் நடைபெறுகின்றன. சென்ற ஆண்டு தமிழ் மொழி வினாத்தாளில் 44 வினாக்கள் தவறாக மொழியாக்கம் செய்யப்பட்டிருந்தன. அதற்கு முந்தைய ஆண்டு தமிழ் மொழி வினாத்தாளில் வினாக்களே மாறியிருந்தன. நாடு முழுவதும் ஒரே தகுதித் தேர்வு எனக் கூறிவிட்டு ,வெவ்வேறு மொழிகளில் வெவ்வேறு வினாக்களை இடம்பெறச் செய்தது தவறாகும். சில மொழிகளில் வினாக்களை எளிமையாகவும், வேறு சிலவற்றில் கடினமாகவும் அமைத்தது பாரபட்சமானதாகும். வெவ்வேறு வினாக்களில் தேர்வை நடத்திவிட்டு , ஒரே தரவரிசைப் பட்டியலை வெளியிடுவது நியாயமல்ல.

தேர்வு மையங்களை ஒதுக்குவதிலும் பாரபட்சம் காட்டப்பட்டது. தமிழக மாணவர்கள் வேறு மாநிலங்களுக்கு அலைக்கழிக்கப்பட்டார்கள். இயற்கைப் பேரிடர் ஏற்பட்டபோதுகூட தேர்வுகளைத் தள்ளிவைக்கவில்லை. இவை தமிழக மாணவர்களைப் பாதித்தது. இந்த ஆண்டும் கடைசி நேரத்தில் மாணவர்களின் தேர்வு மையங்களை மாற்றியதால் குழப்பம் ஏற்பட்டுள்ளது. எனவே, இது போன்ற காரணங்களால் நீட் தேர்விலிருந்து தமிழக அரசின் மருத்துவ ஒதுக்கீட்டு எம்.பி.பி.எஸ். இடங்களுக்கு விலக்குப் பெற வேண்டும்.
நீட் தேர்வுக்குப் பதிலாக, தமிழக அரசே தனது பாடத்திட்டத்தில் நுழைவுத் தேர்வை நடத்தி மருத்துவ மாணவர் சேர்க்கையை நடத்த வேண்டும். வரும் காலத்தில் பிளஸ் 2 தேர்வு மதிப்பெண் அடிப்படையில் மருத்துவ மாணவர் சேர்க்கையை நடத்தத் திட்டமிடுவது சரியல்ல. இது பல்வேறு பிரச்னைகளை உருவாக்குகின்றன. உடல்நலப் பிரச்னைகள், விபத்துகள், வீட்டில் நடைபெறும் திடீர் துயர நிகழ்வுகள் போன்ற பல்வேறு காரணங்களால் பிளஸ் 2 இறுதித் தேர்வை சரியாக எழுத முடியாமல் போனவர்கள் பாதிப்புக்குள்ளாகின்றனர்.

உயர் கல்வியில் சேர ஒரு வாய்ப்பு மட்டுமே வழங்குதல் மாணவர்களின் உரிமையைப் பறித்துவிடுகிறது. நுழைவுத் தேர்வு அடிப்படையிலான மாணவர் சேர்க்கை மட்டுமே முதல் முயற்சியில் இடம் கிடைக்காவிட்டாலும், அடுத்த சில முறை போட்டியிட்டு மருத்துவப் படிப்புக்கான இடத்தைப் பெறுவதற்கான வாய்ப்பை வழங்கும். இது மாணவர்களின் மன அழுத்தத்தையும் குறைக்கும்.

உயர் கல்வி மாணவர் சேர்க்கையில், இதுபோன்ற வாய்ப்புகளை மறுப்பது, ஒரே முயற்சியோடு கதவை மூடிவிடுவது தவறான நடைமுறையாகும். மேலும், பிளஸ் 2 தேர்வு ஒரு தகுதித் தேர்வு ஆகும். ஒரு தகுதித் தேர்வையே உயர் கல்வி இடத்தைப் பெறுவதற்கான போட்டித் தேர்வாக மாற்றுவது சரியல்ல. தனி நபர் விருப்பம் சார்ந்து மதிப்பெண் வழங்கும் ஒரு தேர்வை, மருத்துவக் கல்வி போன்ற முக்கியத்துவம் வாய்ந்த படிப்புகளுக்கான போட்டித் தேர்வாக மாற்றுவது நியாயமல்ல.

தமிழகத்தில் நுழைவுத் தேர்வை ரத்து செய்தது பெரிய பலனை அளித்தது என்றும் சொல்லிவிட முடியாது. 2009 -10 முதல் 2016-17 வரை பிளஸ் 2 தேர்வு மதிப்பெண் அடிப்படையில்தான் மாணவர் சேர்க்கை நடந்தது. அந்தக் காலகட்டத்தில், தமிழக அரசின் ஒட்டுமொத்த 29,225 எம்.பி.பி.எஸ். இடங்களுக்கு நடைபெற்ற மாணவர் சேர்க்கையில் அரசுப் பள்ளி மாணவர்கள் 278 பேர் மட்டுமே சேர்ந்தனர். நுழைவுத் தேர்வு இருந்த காலகட்டத்தில் அரசுப் பள்ளி மாணவர்கள் அதிக அளவில், 20 முதல் 30 சதவீத எம்.பி.பி.எஸ் இடங்களில் சேர்ந்தனர். எனவே, நீட் தேர்விலிருந்து விலக்கைப் பெற்று, தமிழக அரசே தனி நுழைவுத் தேர்வை நடத்த வேண்டும். அந்தத் தேர்வு மதிப்பெண் அடிப்படையிலான தரவரிசைப் பட்டியல் மூலம் மாணவர் சேர்க்கையை நடத்த வேண்டும்.

அரசுப் பள்ளி மாணவர்கள், அரசு உதவி பெறும் பள்ளி மாணவர்கள் மற்றும் உள்ளாட்சி அமைப்புகளின் பள்ளி மாணவர்களுக்கு, அரசு மருத்துவக் கல்லூரிகளில் தனி இட ஒதுக்கீடு வழங்க வேண்டும். இதுதான் ஏழை மாணவர்களுக்கும், கிராமப்புற மாணவர்களுக்கும் மருத்துவக் கல்வியில் சேரும் வாய்ப்பை உறுதிப்படுத்தும். இதை விடுத்து, நுழைவுத் தேர்வையே மத்திய அரசு நடத்தக் கூடாது என்ற கருத்து சரியல்ல. அத்தகைய வாதம் தனியார் மருத்துவக் கல்லூரிகள், நிகர்நிலை மருத்துவ பல்கலைக்கழகங்களின் முறைகேடான மாணவர் சேர்க்கைக்கே உதவும்.
நீட் நுழைவுத் தேர்வு அல்லது அதைப் போன்று மத்திய அரசு நடத்தும் தேர்வின் மூலம் மட்டுமே தனியார் மருத்துவக் கல்லூரிகளின் நிர்வாக ஒதுக்கீட்டு இடங்களுக்கும், தனியார் நிகர்நிலை மருத்துவப் பல்கலைக்கழக இடங்களுக்கும் மாணவர் சேர்க்கையை நடத்த வேண்டும். மாணவர் சேர்க்கையை தனியார் மருத்துவக் கல்வி நிறுவனங்கள் நேரடியாக நடத்த எந்தக் காரணம் கொண்டும் அனுமதிக்கக் கூடாது. இதுவே, மாணவர் சேர்க்கை முறைகேட்டைத் தடுக்க உதவும்.

மத்திய அரசு நடத்தும் நுழைவுத் தேர்வின் மூலம், அகில இந்தியத் தொகுப்பு இடங்களுக்கும், ராணுவ மருத்துவக் கல்லூரி, எய்ம்ஸ், ஜிப்மர் உள்ளிட்ட அனைத்து மத்திய அரசின் கல்வி நிறுவனங்களுக்கும் மாணவர் சேர்க்கையை நடத்த வேண்டும். இது ஏராளமான நுழைவுத் தேர்வுகளை எழுதும் சுமையிலிருந்து மாணவர்களை விடுவிக்கும். இந்த நுழைவுத் தேர்வுக்கும் தமிழக மாணவர்களை பயிற்றுவிக்க வேண்டும். இதன் மூலம், தமிழக அரசின் மருத்துவ இடங்களைத் தவிர நாடு முழுவதும் உள்ள 25 ஆயிரத்திற்கும் மேற்பட்ட இடங்களிலும் தமிழக மாணவர்கள் சேர முடியும்.
நிகர்நிலை மருத்துவ இடங்களுக்கான கல்விக் கட்டணத்தை மத்திய அரசு நிர்ணயிக்க வேண்டும்.அவற்றின் 50 சதவீத இடங்களை அந்த நிறுவனங்கள் இடம் பெற்றுள்ள மாநில அரசுகளின் ஒதுக்கீட்டுக்கு வழங்க வேண்டும். ஆண்டு வருமானம் ரூ.8 லட்சத்துக்கும் குறைவாக உள்ள குடும்பங்களைச் சேர்ந்த மாணவர்கள் தனியார் கல்லூரிகளில் பயின்றால், அவர்களின் கட்டணத்தை அரசே ஏற்க வேண்டும். வட்டியில்லாத கல்விக் கடன் வழங்க வேண்டும். 

அரசுகளே கூடுதல் மருத்துவ இடங்களை உருவாக்கி போட்டியைக் குறைக்க வேண்டும். இத்தகைய நடவடிக்கைகளே மருத்துவக் கல்லூரிகளின் வாயில்களை ஏழை மாணவர்களுக்கும் திறந்திடச் செய்யும். சமூக நீதியை முழுமைப்படுத்தும். நீட் தேர்வு விலக்கு மட்டுமே சமூக நீதியை முழுமைப்படுத்தி விடாது.

அட்சய திரிதியை வழிபாடு:

'அட்சய' என்றால் 'குறைவில்லாதது' என்பது பொருள். குறைவில்லாத செல்வம் பெற இன்று லட்சுமி, குபேரரை வழிபட வேண்டும். விளக்கிற்கு சந்தனம், குங்குமம் இட்டு பூக்களால் அலங்கரித்து ஐந்து முகங்களையும் ஏற்றி வழிபட்டால் அன்பு, மனஉறுதி, நிதானம், சகிப்புத்தன்மை, சமயோசிதம் ஆகிய நற்பண்புகள் உண்டாகும். இன்று அன்னதானம் செய்ய லட்சுமி கடாட்சம் உண்டாகும்.

சென்னை : சித்தா மருத்துவ படிப்புகளுக்கு 'நீட்' தேர்வு விவகாரத்தில் தமிழக அரசு காலம் கடத்துவதால் இந்த படிப்புகளில் இந்த ஆண்டும் மாணவர் சேர்க்கை பாதிக்கும் சூழல் ஏற்பட்டுள்ளது.நாடு முழுவதும் எம்.பி.பி.எஸ். - பி.டி.எஸ். போன்ற அலோபதி மருத்துவ மாணவர் சேர்க்கை 'நீட்' நுழைவு தேர்வு அடிப்படையில் நடக்கிறது.அதேபோல சித்தா, யோகா, ஆயுர்வேதா, ஓமியோபதி, இயற்கை மருத்துவம் உள்ளிட்ட இந்திய மருத்துவ முறை படிப்புகளுக்கான மாணவர் சேர்க்கையும் 2018 - 19ம் கல்வியாண்டு முதல் நீட் நுழைவு தேர்வு அடிப்படையில் நடைபெறும் என மத்திய ஆயுஷ் அமைச்சகம் அறிவித்தது.

இதுகுறித்து அனைத்து மாநிலங்களுக்கும் மத்திய ஆயுஷ் அமைச்சகம் சுற்றறிக்கை அனுப்பியது.மாணவர் சேர்க்கைஇதற்கிடையில் இந்திய மருத்துவ கவுன்சில் சட்டம் 1970ல் 'பிளஸ் 2 மதிப்பெண் அடிப்படையில் இந்திய மருத்துவ முறை மாணவர் சேர்க்கை நடத்தலாம்' என கூறப்பட்டுள்ளது.இந்த சட்டத்தின்படி கடந்த கல்வியாண்டுக்கான மாணவர் சேர்க்கை பிளஸ் 2 மதிப்பெண் அடிப்படையில் நடந்தது. காலதாமதமான அறிவிப்பு மற்றும் மாணவர் சேர்க்கை குறைவு காரணமாக அரசு மற்றும் தனியார் கல்லுாரி களில் 40 சதவீத மருத்துவ இடங்கள் காலியாகஇருந்தன. இந்நிலையில் மத்திய அரசின் ஆயுஷ் அமைச்சகம் 'இயற்கை மருத்துவம் மற்றும் யோகா மருத்துவ படிப்புகளுக்கு நீட் தேர்வு தேவையில்லை.'

ஆனால் சித்தா ஹோமியோபதி ஆயுர்வேதா யுனானி படிப்புகளுக்கு நீட் தேர்வு அடிப்படையில் தான் மாணவர் சேர்க்கை நடத்தப்பட வேண்டும்' என சுற்றறிக்கை அனுப்பியுள்ளது. மொத்தமுள்ள 393 இடங்களில் இயற்கை மருத்துவம் மற்றும் யோகா மருத்துவ படிப்பில் 60 இடங்கள் உள்ளன.மீதமுள்ள 333இடங்களுக்கு நீட் தேர்வு என பிப்ரவரி மாதமேமத்திய அரசு அறிவித்து உள்ளது.காலதாமதம்இதில் தமிழக அரசின் நிலைப்பாடு என்ன என்பதில் தொடர்ந்து குழப்பம் நீடிக்கிறது. நேற்று முன்தினம் நடந்த நீட் தேர்வில் தமிழகத்தில் 1.34 லட்சம் பேர் தேர்வு எழுதினர். இதில் பெரும்பாலானோர் அலோபதி மருத்துவம் படிக்க நீட் தேர்வுஎழுதியுள்ளனர்.

சித்தா படிக்க விரும்பும் மாணவர்களுக்குநீட் உண்டா இல்லையா என்பது தெரியாததால் பலர் விண்ணப்பிக்கவில்லை.தொடரும் குழப்பங்களுக்கு தமிழக அரசு பதிலளிக்காமல் தேர்தல் நடத்தை விதியை காரணம் காட்டி காலதாமதத்தை ஏற்படுத்தி வருகிறது.தமிழக சுகாதாரத் துறை செயலர் பீயூலா ராஜேஷ் கூறுகையில் ''சித்தா மருத்துவ படிப்புக்கு நீட் தேர்வு உண்டா இல்லையா என்பது அரசின் கொள்கை தொடர்பானது.''தற்போது தேர்தல் நடத்தை விதிகள் அமலில் உள்ளதால் அது பற்றி கூற முடியாது'' என்றார்.

மதுரையிலிருந்து ஷீரடிக்கு சுற்றுலா சிறப்பு ரயில்

மதுரை : மருத்துவப் படிப்பில் சேர தகுதி குறித்து மாணவருக்கு அரசு இரு முரண்பட்ட சான்று அளித்துள்ளதால், புதிதாக 'மெடிக்கல் போர்டு' அமைத்து, பரிசோதித்து முடிவெடுக்க உயர்நீதிமன்றம் மதுரைக் கிளை உத்தரவிட்டுள்ளது.மதுரை அருண்குமார் தாக்கல் செய்த மனு: மருத்துவப் படிப்பில் சேர 2018 ல் 'நீட்' தேர்வு எழுதினேன். மாற்றுத்திறனாளிகளுக்குரிய ஒதுக்கீட்டின் கீழ் அரசுக் கல்லுாரியில் எம்.பி.பி.எஸ்., படிக்க இடம் ஒதுக்க வேண்டும் மருத்துவப் படிப்பிற்கு தகுதியற்றவர் என மதுரை அரசு மருத்துவமனையின் மாவட்ட மருத்துவக்குழு தலைவர் (மெடிக்கல் போர்டு) 2018 ஜூன் 19 எனக்கு சான்றளித்தார். அதை ரத்து செய்ய வேண்டும்.

'நீட்' எழுத முடியாத 500 மாணவர்களுக்கு மீண்டும் வாய்ப்பு

பெங்களூரு: கர்நாடகாவில், ரயில் தாமதத்தால் 'நீட்' தேர்வை எழுத முடியாத மாணவர்களுக்கு மே 20ம் தேதி தேர்வு நடத்தப்படும் என மத்திய அமைச்சர் பிரகாஷ் ஜவடேகர் தெரிவித்துள்ளார்.

மருத்துவ படிப்புக்கான தகுதி மற்றும் நுழைவுத் தேர்வான 'நீட்' நேற்று(மே 5) நடந்தது. கர்நாடக மாநிலம், ஹூப்பள்ளி நகரில் இருந்து மைசூரு செல்லும் ஹம்பி எக்ஸ்பிரஸ், தினமும் மாலை 6:20 மணிக்கு ஹூப்பள்ளியில் புறப்படும். மறுநாள் காலை 6:10 மணிக்கு, பெங்களூரை அடையும். இந்த ரயிலில், நேற்று முன்தினம் மாலை, 500க்கும் மேற்பட்ட மாணவர்கள் பயணம் செய்தனர். அவர்கள் அனைவருக்கும், நேற்று நடந்த, 'நீட்' தேர்வுக்கு, பெங்களூரு கல்லுாரிகளில் மையம் ஒதுக்கப்பட்டு இருந்தது.

நாடு முழுவதும் நேற்று முன்தினம் ‘நீட்‘ தேர்வு நடந்தது. இந்த தேர்வை எழுதுவதற்காக தர்மபுரி மாவட்டம் பச்சனாம்பட்டியை சேர்ந்த 2 மாணவிகள் சேலத்துக்கு தங்களது பெற்றோருடன் வந்தனர்.

பஸ் மூலம் சேலம் புதிய பஸ் நிலையத்துக்கு வந்த அவர்கள் அங்கு தனது கைப்பைகளை கீழே வைத்துவிட்டு அமர்ந்திருந்தனர். அப்போது அவர்களுடைய கைப்பைகளை மர்ம ஆசாமி நைசாக திருடி விட்டார். இந்த பைகளில் தான் மாணவிகளின் ‘ஹால் டிக்கெட்‘ மற்றும் ஆதார் அட்டை உள்ளிட்டவை இருந்ததால் அந்த மாணவிகள் கடும் அதிர்ச்சி அடைந்தனர்.

இதையடுத்து ஒரு மாணவியின் தந்தை வெங்கடேசன் (வயது 49) இதுகுறித்து பள்ளப்பட்டி போலீஸ் நிலையத்தில் புகார் கொடுத்தார். இதையடுத்து உடனடியாக பஸ்நிலையத்தில் பொருத்தப்பட்டிருக்கும் கண்காணிப்பு கேமராக்களை போலீசார் ஆய்வு செய்தனர். அப்போது மாணவிகளின் கைப்பைகளுடன் திருப்பூர் பஸ் நிற்கும் இடத்தில் அந்த ஆசாமி நின்று கொண்டிருந்தார்.

இதையடுத்து அவரை பிடித்து போலீசார் விசாரணை நடத்தினர். இதில் அவர் சேலம் செவ்வாய்பேட்டையை சேர்ந்த தினேஷ்குமார்(26) என்பதும், எம்.பி.ஏ. பட்டதாரி என்பதும் தெரியவந்தது. இதையடுத்து அவரை போலீசார் கைது செய்தனர். மேலும் அவரிடம் இருந்து கைப்பைகளை பறிமுதல் செய்து மாணவிகளிடம் ஒப்படைத்தனர்.

இதில் துரிதமாக செயல்பட்டு 30 நிமிடங்களிலேயே ஹால் டிக்கெட்டை மீட்டு கொடுத்து தேர்வு எழுத உதவிய போலீஸ் சப்-இன்ஸ்பெக்டர் அயூப்கானுக்கு மாணவிகள் கண்ணீர் மல்க நன்றி கூறினர். மேலும் போலீஸ் சப்-இன்ஸ்பெக்டரை, மாநகர போலீஸ் கமிஷனர் சங்கரும் பாராட்டி பரிசு வழங்கினார்.

கடந்த 2 ஆண்டுகளாக நீட்தேர்வை மத்தியசெகண்டரி கல்விவாரியம் (சி.பி.எஸ்.இ.) நடத்தியது. இந்த ஆண்டு தேசிய தேர்வுகள் முகமை இந்தத்தேர்வை நடத்தியது. அரசியல் ரீதியாக நீட்தேர்வு வேண்டாம் என்று தமிழ்நாட்டில் சொன்னாலும், இந்த ஆண்டு நீட்தேர்வுக்காக விண்ணப்பித்த மாணவர்கள் எண்ணிக்கையை பார்த்தால், அகில இந்தியாவிலேயே முதல் இடத்தில் மராட்டியமும், 2-வது இடத்தில் உத்தரபிரதேசமும், 3-வது இடத்தில் தமிழ்நாடும் இருக்கிறது. இந்தியா முழுவதும் நீட்தேர்வு எழுத 15 லட்சத்து 19 ஆயிரம் மாணவர்கள் பதிவு செய்திருந்தனர். இதில் தமிழ்நாட்டிலிருந்து மட்டும் 14 நகரங்களிலுள்ள 188 மையங்களில் 1,34,711 மாணவர்கள் பதிவு செய்திருந்தனர். இதில் 1 லட்சத்து 25 ஆயிரத்திற்கும் மேற்பட்ட மாணவர்கள் நீட்தேர்வை எழுதியிருக்கிறார்கள்.

தமிழ், ஆங்கிலம், இந்தி, தெலுங்கு, கன்னடம், குஜராத்தி, மராத்தி, ஒடியா, அசாமி, வங்காளம், உருது ஆகிய 11 மொழிகளில் இந்தத்தேர்வு நடந்தது. தமிழ்நாட்டில் மாணவர்கள் 3-வது ஆண்டாக இந்தத்தேர்வை எழுதினார்கள். கடந்த ஆண்டைப்போல் இல்லாமல், இந்தமுறை தமிழ்நாட்டிலிருந்து விண்ணப்பம் செய்த மாணவர்கள் அனைவரும் தமிழ்நாட்டிலேயே தேர்வு எழுத அனுமதிக்கப்பட்டிருந்தனர். நீட்தேர்வு ஞாயிற்றுக்கிழமை பிற்பகல் 2 மணியிலிருந்து 5 மணிவரை நடந்தது. ஆனால், 12 மணிக்கே மாணவர்கள் வந்துவிடவேண்டும் என்று கூறப்பட்டது. இந்தத்தேர்வு எழுத மையங்களுக்குள் அனுமதிக்கப்படும் முன்பு மாணவர்களுக்கும், மாணவிகளுக்கும் மிகக்கடுமையான சோதனைகள் நடந்தன.

முழுக்கை சட்டை அணிந்து வந்தவர்களின் சட்டை அரை கையளவிற்கு வெட்டியபிறகுதான் உள்ளே அனுமதிக்கப்பட்டனர். காலில் ஷூக்கள், ஹைஹீல் செருப்புகள் அணிய அனுமதியில்லை. மணிபர்ஸ், பெல்ட், கைக்கடிகாரம், செல்போன் என்று எதையுமே கொண்டுபோக அனுமதிக்கவில்லை. மாணவிகளை பொறுத்தமட்டில், கம்மல், மூக்குத்தி, கொலுசு, தலையில் மாட்டப்பட்டிருந்த கிளிப், ஹேர்பேண்ட், ரப்பர்பேண்ட் என எல்லாவற்றையும் கழட்டிக்கொடுக்கவேண்டிய நிலை ஏற்பட்டதால், மாணவிகள் தலைவிரி கோலமாக சென்று தேர்வு எழுதும்நிலை ஏற்பட்டது. காதுகளுக்குள் டார்ச்லைட் அடித்தும் சோதனை நடத்தப்பட்டது. பல மாணவ-மாணவிகள் கைகளில் கட்டப்பட்டிருந்த மதரீதியிலான கயிறுகளும் அகற்றப்பட்டன. எல்லாவற்றுக்கும் மேலான கொடுமை மாணவிகள் அணிந்த துப்பட்டாவையும் கழற்றி வைத்துவிட்டு போக சொல்லிவிட்டார்கள்.

மாணவர்களோடு சேர்ந்து தேர்வுமையத்தில் உட்காரவேண்டிய பல மாணவிகள் துப்பட்டாவை கழற்ற சொல்லிவிட்டதால் கூனி குறுகி அவமானத்துடன் உள்ளே செல்லவேண்டிய நிலை ஏற்பட்டது. மாணவர்கள் மகிழ்ச்சியுடனும், தெளிவான மனதுடனும் தேர்வு எழுத சென்றால்தான் அவர்களால் தேர்வில் முழுகவனமும் செலுத்தமுடியும். ஆனால், நீட்தேர்வு மையங்களில் மாணவர்களுக்கு தேவையற்ற கட்டுப்பாடுகளுடன் உள்ளே அனுப்பியதால் மனஅழுத்தத்துடனே செல்லவேண்டிய கட்டாயம் ஏற்பட்டது. சிவில் சர்வீசஸ் தேர்வு நடக்கிறது, பல்கலைக்கழக தேர்வுகள் நடக்கிறது, எத்தனையோ நுழைவுத்தேர்வுகள் நடக்கின்றன.

எங்கும் இல்லாத கட்டுப்பாடு நீட்தேர்வுக்கு மட்டும் ஏன் இப்படி தேவையில்லாமல் விதிக்கப்படுகிறது? என்பதுதான் மாணவர்களின் கேள்வி. இனிவரும் ஆண்டுகளிலாவது மாணவர்களுக்கு இவ்வளவு தேவையற்ற கட்டுப்பாடுகள் இல்லாமல், மற்ற தேர்வுகளுக்கு இருக்கும் கட்டுப்பாடுகளை மட்டும் விதித்து தேர்வுஎழுத அனுமதிக்கவேண்டும்.

Muslims fast each day for the entire month of Ramzan, abstaining from food and water from dawn to dusk.

It means more than 14 hours without food, water, cigarettes or any other consumable item.

Hyderabad: The holy month of fasting, ‘Ramzan’, has begun with the nightly prayers called ‘Taraweeh’ in almost all the mosques of the twin cities. The first Tarawih prayer marks the beginning of the holy month.

Muslims fast each day for the entire month of Ramzan, abstaining from food and water from dawn to dusk. It means more than 14 hours without food, water, cigarettes or any other consumable item.

They must also abstain from sex, gossip and cursing during the fasting period and are encouraged to focus on meditative acts like additional prayers, reading the Quran and charity.

In Ramzan, a special prayer is offered after the fifth-time prayer called ‘Taraweeh’. In the Taraweeh, the Imam leads the prayer reciting verses and chapters of the holy Quran in sequence. It usually consists of 20 rakats while a school of thought performs only 8 rakats.

In the historic Macca Masjid, Khateeb Moulana Hafiz Rizwan Qureshi led the Taraweeh prayer.

Retired judge D Hariparanthaman to hold TNVA elections

CHENNAI: The Madras High Court has appointed Justice D Hariparanthaman, a retired judge of the High Court, as the officer to conduct an election to the TN Volleyball Association (TNVA) for the next four-year term 2019-2023.

Justice R Suresh Kumar made the appointment while passing further interim orders on a writ petition from the Virudhunagar District Volleyball Association and other applications filed by the connected parties, on April 24 last.

The election officer shall make efforts to finalise the list of electoral rolls as per the by-laws of the Association and approve the list and publish it within a month. Thereafter, he shall draw up a schedule for holding election and within the schedule, the election shall be completed. The election officer shall be at liberty to appoint one or two assistant election officer to assist him in completing the task entrusted to him.

He shall have every right to have access to all records pertaining to the association and the TNVA shall render all assistance to him.

At any rate, the election process shall be completed within three months on the election officer assuming office. The judge also constituted a panel for selection of players from the State for the 21st Youth National Volley Ball Championship beginning on June 2.

This committee will take charge of the selection process by calling the eligible players throughout the State through various districts fora and clubs concerned with the game of volley ball and after inviting the eligible players, the selection process can go on under the supervision of these committee members.

VELLORE: With the aim of bringing down mortality and ensure treatment within the golden hour for victims of accidents and emergencies, government doctors and nurses are being given a short duration training on life-saving techniques.

A total of 300 doctors and nurses serving with the government district headquarters hospitals, taluk hospitals and medical colleges located in Vellore, Tiruvannamalai, Krishnagiri and Villupuram districts will be undergoing the training organised by the regional training centre (RTC) of Tamil Nadu Accident and Emergency Initiative (TAEI) emergency department at the Government Vellore Medical College (GVMC) at Adukkamparai.

Dr R Shanthimalar, dean of GVMC, inaugurated the training for the first batch on Monday. Each batch will consist of 2 doctors and 3 nurses for a period of five days. “As part of the TAEI, we are giving the training to all the doctors of district headquarters hospitals, taluk hospitals and medical college hospitals in Vellore, Tiruvannamalai, Villupuram and Krishnagiri districts,” said Dr R Srikanth, deputy superintendent of TAEI emergency department and Head of Surgery department.

The focus of the training is how to save the precious lives of people who need emergency care in times of crisis. “We focus on giving golden hour treatment to people suffer grievous injuries in accidents, poison consumption, bitten by venomous insects, reptiles, stroke and children care,” he said.


The doctors trained at emergency care can treat the patients at their respective hospitals without referring to other speciality hospitals, thereby mortality rate can be reduced.

Various methods are being adopted to train the doctors and nurses on attending to people need emergency treatment, for example, mannequins are used for teaching them on airway and breathing difficulties.

According to Dr Srikanth, the TAEI emergency department at GVMC was launched in February this year and it was made a regional training centre as well. The TAEI emergency department is dealing with about 200 cases every day.

TIRUNELVELI : The authorities of Directorate of Medical Education said that the MCI had given its approval to Tirunelveli Medical College for 100 more MBBS seats.


TVMC, which presently has 150 seats, will become the third medical college to have 250 seats in the State after Madras Medical College (MMC) and Stanley Medical College (SMC).

“The letter approving the increase in the number of seats in TVMC has been signed by the secretary-level officials of Union Ministry of Health and Family Welfare,” said an official.

BENGALURU: The train delays which saw the debacle of hundreds of National Eligibility and Entrance Test (NEET) aspirants missing the Sunday scheduled test in Bengaluru, has led to demands from political quarters demanding a re-test to allow these students to take the exam on a fresh date. The South Western Railway, too, has decided to recommend a re-exam for the hundreds of students who missed out on the exam due to delayed arrival of the Hubballi-KSR Bengaluru-Mysuru Express by over seven hours to Bengaluru.

Chief Public Relations Officer, E Vijaya, said the letter will be faxed on Monday morning to the Union Human Resources Development Ministry. "We tried calling officials in the HRD Ministry but could not get through as it was a Sunday. We will send the letter on Monday," she said.

A similar step had been taken by the Hubballi Division of SWR last year in connection with an exam of the Karnakata Police and the recommendation was accepted, she added. Many students on board the Hampi Express had in desperation tweeted to the Railway Minister requesting help. Chief Minister Kumaraswamy and former Chief Minister Siddaramaiah too had tweeted about the plight of the aspirants.

The Bengaluru division had alerted on May 1 through the media that the Hampi Express would be diverted from May 3 to May 9. “The train should have reached Yeshwantpur at 7.40 am and KSR Railway station at 8.10 am,” a senior official said. However, it reached Yeshwantpur at 2.20 pm and KSR at 2.36 pm. The train had a two-hour delayed start at Hubbali junction and left at 8.20 pm. “This was done because of Train no. 16592 arrived late by two hours and 55 minutes,” said Chief Public Relations Officer E Vijaya.


Not The First Such Case

This is not the first time when students missed the exam due to the delayed train. Delayed arrival of the Kohlapur-KSR Bengaluru-Rani Chennamma Express on August 4, 2018, had also resulted in many students losing out on State Police Recruitment Board exams.

CHENNAI: With each passing year, the demand for the commerce stream at the undergraduate level is rising, said officials of the University of Madras. This year also, University of Madras is flooded with applications from its affiliated colleges, seeking permission to start new sections in Commerce.

“We will soon grant approval to 42 colleges and 6 stand-alone institutions for starting 81 new undergraduate sections. Interestingly, out of the 81 new sections, at least 46 will be for B.Com course,” said vice-chancellor of University of Madras, P Duraisamy. The figure speaks volumes about the rising demand of the commerce course as almost 56 per cent of the new courses will be opened in commerce stream.

The vice-chancellor said that in the last few years, the demand for commerce course at the undergraduate level is rising significantly. He said University of Madras has 136 affiliated colleges, which includes 12 stand-alone institutions and 23 autonomous colleges. “In 2018-19 academic year, the total intake capacity at the undergraduate level in these colleges was 56,702, out of which B.Com was 25,888. Still, this year, we have received applications from our affiliated colleges to start new sections in the commerce stream. This shows that the demand for commerce is rising with each passing year,” said Duraisamy.


According to experts, increasing job opportunities in the finance, banking and management sector have attracted students towards commerce course.“Earlier, there was a notion among parents and students that science could only ensure for them good and well-paid jobs. But the scenario in engineering colleges and lack of adequate jobs for engineering graduates, has forced people to look at other courses like commerce,” said a faculty of a city college.

Duraisamy also seconded the opinion. “Nowadays, there are plenty of job opportunities available in accounts, finance and marketing sector, which is encouraging students to study commerce. Besides, the students opting for MBA courses also prefer to study B.Com,” said Duraisamy. The vice-chancellor said after inspecting the necessary infrastructure in the affiliated colleges, the approval will be granted to them for the 2019-20 academic year.

CHENNAI: The Special Task Force (STF), which was set up to address issues pertaining to encroachments, unauthorized construction and enforcement of provisions of Second Master Plan in the Chennai Metropolitan Area (CMA), is likely to initiate action against 2,068 multi-storied buildings whose regularisation applications were rejected as they failed to comply with fire safety norms.

It is learnt from Chennai Corporation sources that of the 2068 multi-storied building cases, notices were issued by GCC to 1,454 cases while the Chennai Metropolitan Development Authority issued notices to 614 cases.

It is learnt that action will be initiated against commercial and hospital buildings after analyzing the violations pertaining to floors, usage and intensity of violations. Sources said that the committee will find out whether the violations could be regularized under the Tamil Nadu Combined Development and Building Regulations.


It is learnt that those buildings wherein planning permission was issued after 2007 but wherein Completion Certificate was not applied, could be under the scanner as the committee is planning to initiate action against these buildings.

This comes after the Special Task force held its meeting last month. When Express contacted a top housing department official, he said,“We will carry out our mandate as per the Government Order.”

This comes after Union Ministry of Housing and Urban Affairs asked the State to take necessary steps after Supreme Court suggested to the Union government to issue an advisory to all states to constitute a Special Task force so that civic facilities are improved and inconvenience caused to residents of cities and other metropolitan cities is reduced.

‘Pay arrears in four equal instalments’

In a relief to teachers who retired from universities in the State before January 1, 2006, the Karnataka High Court has held that they are eligible for revision in pension with retrospective effect as per the revised UGC pay scale. The court has directed the State government to pay the pension arrears in four equal instalments beginning from June 1, 2019.

Justice R. Devdas passed the order while allowing the petitions filed by K. Gopala, retired professor of Mysore University, the Karnataka State Universities and Colleges Retired Teachers’ Association, and several others.

The court quashed the Government Order of July 24, 2015, rejecting the recommendations of the Karnataka State Higher Education Council, which had asked the State to grant pension based on revised UGC pay scale for teaching staff who retired before January 1, 2006. The State had issued an order on December 24, 2009, giving effect to the revised pay scale with effect from January 1, 2006.

The revised pay was introduced based on the Union government’s communication asking States to adopt the new scheme stipulating revised pay structure, service conditions and educational qualification of teachers, librarians and physical education directors of universities.

“The State failed to point out that the fixing of cut-off date was inherently permissible under a specific provision of law. No justifiable reason or rationale in fixing the cut-off date is provided by the State. The artificial classification by fixing a cut-off date is nothing but creating a class within a class, which is not permissible. The artificial classification sought to be made by the State does not satisfy the test of Article 14.” the court observed.

Quoting the apex court’s verdicts on pension benefits, the High Court said when retired employees are covered under a regular pension scheme, they form a separate class and they cannot be discriminated inter se, and any revision in the pay scale/pension is only a change brought about in the scheme and cannot be construed as a separate scheme.

On the State’s claim that it would be a financial burden if the new pay scale is revised for pensioners retrospectively, the court said that no factual evidence or information was provided by the State on financial burden or incapacity.

“The State of Karnataka has been the front runner in the field of education and show cases itself as progressive and a model State in all spheres. It is, therefore, unacceptable that the State lags behind by feigning financial incapacity,” the court observed.

Expressing concern over more than 600 students being unable to write NEET which has resulted in their future hanging in balance, All India Democratic Students Organisation (AIDSO) has urged the Union government to give another opportunity to these students to write the examination.

N. Pramod, president of State AIDSO, in a press release, said that 600 students from North Karnataka could not appear for NEET due to the delayed arrival of Hampi Express and also due to a last-minute shifting of an exam venue in Bengaluru which has become a matter of grave concern for students. Citing reports that the Union government was contemplating fixing another date for conducting NEET for students of States that were hit by cyclone Fani, he demanded that students who could not write the exam in Bengaluru on Sunday, that too for no fault of theirs, should be given another chance by conducting NEET on the same date to be announced for students in States hit by the cyclone.

Comparing the entrance exams conducted by the State earlier, which was going on smoothly, he said that after National Testing Agency (NTA) began conducting the exams, it had given room for one confusion or the other, apart from exhibiting its un-preparedness.

Under these circumstances, the students who were deprived of an opportunity to write NEET exam on Sunday should be given another chance not only in the interest of justice but also keeping in view their future, he reiterated.

A Class 12 Commerce stream student from a government school in Namakkal district with high marks was denied a seat in B.Com at a few city colleges as he had not studied mathematics.

The student has met the same fate in several other colleges in Coimbatore and Madurai.

Vice-Chancellor of Madras University P. Duraisamy said autonomous colleges cite University Grants Communication regulations relating to their freedom to decide the eligibility norms and curriculum.

“We give them freedom to follow their own curriculum but they have to follow eligibility norms prescribed by the government. We issue the degrees to students. The government can ask them to follow the G.O. since many colleges are receiving grants from the government,” he said.

AUT President N. Pasupathy, however, said colleges can admit students based on the eligibility criteria prescribed by the Directorate of College Education.

“A college cannot impose eligibility norms. The Directorate prescribes the norms for all colleges. Autonomous colleges cannot impose eligibility norms. Violation of the DCE proceedings could invite action from the University and the directorate,” he added.
