Body exhumed after seven years

The CB-CID police, in the presence of revenue officials, on Friday exhumed the body of farm labourer R. Mannaar, which was allegedly buried by a farm owner and his family after the labourer got electrocuted seven years ago in an illegal electric fence erected around the farm.

Farm labourer R. Mannaar, 32, of Devipattinam under Sivagiri police station limits, who went to a sugarcane field close to his village for work on January 7, 2012, did not return home.

When his wife Mary and other relatives searched for him, they could not get any information about Mannaar for several days.

As her complaint with the Sivagiri police did not yield any information about her husband, Ms. Mary filed a case in the Madurai Bench of Madras High Court in September 2018 seeking direction to transfer the case for investigation by the CB-CID.

Since her prayer was allowed, the CB-CID began the investigation five months ago and found that Mannaar, who got electrocuted on accidentally coming in contact with a live electric fence erected in the adjoining farm owned by Panneer of the same area on the fateful day, was buried inside Panneer’s farm with the help of his wife P. Pappa and son-in-law Balagurunathan, 36. Panneer had erected electric fence around the farm to check invasion of wild animals into his farm situated on the lap of the Western Ghats.

The CB-CID team, led by Deputy Superintendent of Police Anilkumar and Inspector of Police Ulagarani, arrested Pappa and Balagurunathan as Panneer died last year.

Against this backdrop, the Mannaar’s skeleton was exhumed on Friday by the CB-CID team in the presence of revenue officials.

As the accused could not exactly locate the spot where they had buried the body seven years ago, it took little over seven hours for the CB-CID team to retrieve the skeleton.

“The skull will be sent for superimposing to establish the identity of the victim while DNA mapping will be done with the help of the bones,” said Mr. Anilkumar.

Two medicos, their fathers seek bail

Two medical students, Rahul and Praveen, and their parents Davis and A.K.S. Saravanan, who have been figuring in the NEET impersonation case have filed bail applications before a fast track court, as the Judicial Magistrate was on leave on Friday.

In connection with the case, seven persons have been arrested and remanded in judicial custody.

Meanwhile, Udit Surya’s anticipatory bail application filed in the Madurai Bench of the Madras High Court was treated as a bail application, and the court wanted to know from the CB-CID if the continued detention of the student was required. The hearing was adjourned to October 14.

CB-CID sleuths are on the hunt for suspected agents based in Bengaluru and Kerala, who had allegedly facilitated impersonators for the students, after taking large sums of money from them.

Court impleads NTA, MHRD and Union Health Ministry as parties to case

Unable to fathom why the National Testing Agency (NTA) failed to put in place an effective system to prevent illegalities such as impersonation in the National Eligibility-cum-Entrance Test (NEET), the Madras High Court on Friday suspected that the illegality of clearing the test through proxies would have happened across the country and not just in Tamil Nadu. In the State so far, five students and their parents are under scrutiny.

A Division Bench of Justices N. Kirubakaran and P. Velmurugan suo motu impleaded the NTA, Union Ministry of Human Resource Development and the Union Ministry of Health and Family Welfare as respondents to a writ appeal and sought to know whether such impersonation in NEET had happened in any other State.

When Abdul Saleem, standing counsel for the Selection Committee in the Directorate of Medical Education, pointed out that so far, two MBBS students in the State had been found to have gained admission in government medical colleges apart from three more, who had joined private colleges, the judges said there appeared to be more than what meets the eye.

“These things could not have happened without the active connivance of the government as well as college officials. How could you not have a system in place for verifying the credentials of those who had applied for the test and those who come to write it? ,” the senior judge in the Bench said.

He recalled that it was to avoid such malpractices he had been persuading the authorities to insist upon submission of Aadhaar card details. “If you had verified the details through Aadhaar, such impersonation would not have happened and so many medical seats would not have gone waste and given away in a platter to undeserving candidates,” the judge said.

He added that at least in the future a reliable monitoring mechanism should be put in place. Replying to it, Mr. Saleem said, the NTA was contemplating the possibility of obtaining finger prints of the candidates to avoid such impersonations in the future.

The Division Bench directed the Crime Branch-Criminal Investigation Department (CB-CID) probing the NEET impersonation cases in the State to submit by October 15 a detailed report on the probe conducted so far.

The judges wanted to know the number of students and parents involved in the issue, the amount of money that had been transacted for such impersonation, the details of the agents as well as government and college officials involved in the offence.

The interim order was passed after impleading the CB-CID too as one of the respondents to a writ appeal relating to alleged irregularities in filling up non-resident Indian (NRI) quota seats in private medical colleges.

Single med entrance to be held from next year

Medical aspirants will have to face just a single entrance test for admission to any medical college across the country, including AIIMS and JIPMER (Puducherry) and PGI from next year.

The common National Eligibility-cum Entrance Test (NEET) for admission to under graduate medical courses from the 2020-21session will be conducted as per the National Medical Commission Act 2019, health ministry said on Friday.

While the ministry has already started notifying rules to implement the new law, members of the National Medical Commission — which will replace the Medical Council of India (MCI) — will be chosen through a draw of lots on October 14. “The efforts of the government are to constitute the NMC at the earliest so that some of the major reforms can be implemented from the coming academic year 2020-21,” health minister Harsh Vardhan said.

Vardhan said the government is also working to implement fee regulations from 2020-21session.

Earlier in September, the ministry notified five rules under the NMC Act, 2019.

With the objective to reform medical education and end corruption, the new Act was passed by the Parliament during the last session replacing the Indian Medical Council (IMC) Act.

The government has received nominations from 23 vice chancellors and 22 nominations from state medical councils for constitution of NMC. “The ministry has already invited applications for the posts of chairperson of the commission, presidents and members of four autonomous boards, members and secretary of the commission and the last date for submission of the applications is October 18,” Vardhan said.

Women’s welfare officers without pay for 8 months

For the last eight to nine months, women protection officers and their junior assistants have not received salaries due to an oversight in paperwork. They include a total of 64 staff members, a woman officer and one junior assistant for each of the 32 districts, appointed under the provisions of the Protection of Women from Domestic Violence Act 2005.

An official source said the state social welfare department had failed to include their salary component in the annual budget allocation report for the fiscal year 2019-2020 submitted to the government. The monthly salary of the protection officer is ₹30,000 and that of the junior assistant is ₹12,000. Senior officials made several pleas to set right the anomaly. But, all the 64, hired on contractual basis, have gone without pay from February 2019.

When contacted, Chennai district social welfare officer Sandiya Maheshwari denied such a complaint. Commissioner of social welfare department T Abraham, however, said, “A few of the protection officers represented the issue to me after I assumed charge (two months ago). They will receive their salaries with arrears within two weeks. An order will be passed soon,” he said.

Abraham attributed it to a lack of communication between the finance and social welfare departments. As per the provision of the act that came into effect in 2006, the posts of protection officer and a junior assistant were created in the year 2008 after a directive from the Centre.

While ₹15,000 was fixed as monthly pay for the protection officers, it was ₹6,000 for the junior assistant. The salaries were doubled in November 2017. They, however, stopped getting their salaries from February 2019.

“We have been spending from our pockets. Since we are appointed on contract basis, many of us are scared to raise the issue as the officials indicated that we will be sacked,” said an officer, seeking anonymity.

The protection officers are entrusted with the task of assisting the victims of domestic violence, right from receiving complaints to executing the orders of the court besides ensuring they receive compensation. They receive 30 to 50 cases a month.

Madras high court has impleaded the central government in the ongoing NEET impersonation scam, saying the issue is not confined to Tamil Nadu alone. Asserting that NEET impersonation could not have been possible without the involvement of officials, the court directed the CB-CID to provide details as to the involvement of government or college officials in the scam.

“Prima facie, it is clear that without the cooperation of any person, it is impossible for a student to make another person write his exam. Therefore, the CB-CID shall give details of the number of students who gained admission by fraudulent methods, how many persons helped them during malpractice, and whether government officials or the college administration is also involved in this fraud,” a division bench of Justice N Kirubakaran and Justice P Velmurugan said.

The bench passed the interim order on the plea moved by S Dheeran of Coimbatore seeking direction to the state government to undertake proper counselling and mop-up procedure to fill up 207 management quota seats that have become available owing to non-filling of NRI quota seats.

In a recent order, the court directed 10 private medical colleges in Tamil Nadu to submit details of admissions made under the non-resident Indian (NRI) quota.

When the plea came up for further hearing on Friday, the court was informed that three more private colleges — KMCH Medical College, Coimbatore, Muthukumaran Medical College, Chennai, and Madha Medical College & Hospital, Chennai – have to be impleaded.

Recording the same, the bench suo motu impleaded the three colleges and directed them to file details of students admitted under the NRI quota and the procedure followed by October 15.

This apart, counsel Abdul Saleem representing the selection committee informed the court that two more students have been found to be impersonated and got admission in government medical college and three others had got admission in deemed universities and that CB-CID is investigating the cases.

To this, the bench noted that the fraud should have spread all over India and more students should have got seats by impersonation or duplication by playing fraud throughout the country.

The court then suo motu impleaded Union ministry of human resource development, national testing agency, Tamil Nadu’s health department and the DGP as party respondents and directed them to file details as to the procedures followed while allowing the students to enter into the examination hall and the procedures followed by the selection committee while admitting the students into the hall and whether any communication takes place in the exam hall.

MBBS students S Praveen and Raghul Davis, who were arrested by the Tamil Nadu CB-CID last week on charges of impersonation, forgery and conspiracy in NEET 2019 and MBBS admission had used dual applications and imposters, a TOI investigation has found.

Praveen from Arumbakkam wrote NEET 2019 from St Peter’s Institute of Higher Education and Research at Avadi in Chennai, while his imposter took the test at Bal Bharati Public School in Pitampura, Delhi. Praveen scored 130 marks (134 needed to clear the exam) out of 720, while the imposter scored 348. Raghul Davis, who wrote his NEET from Tamil Nadu College of Engineering in Karumathampatti in Coimbatore got 125 out of 720 marks, while his imposter, who wrote the entrance from Swarnim Public School, Rajajipuram, Lucknow, got 306.

Documents in TOI’s possession show that both the students appeared for NEET under the unreserved category, while their imposters appeared as OBC candidates. With the imposters’ scores, they applied to the New Delhibased Medical Counselling Committee for seats in deemed universities.

At least four students had used different methods to cheat the system to get into medical colleges.

Fraud began at application stage

Praveen, who was ranked 1,88,837, was allotted a seat in SRM Medical College and Hospital in Kattankulathur and Raghul, ranked 2,48,832, was placed in Sree Balaji Medical College and Hospital in Chromepet (TOI has copies of their NEET hall tickets, score cards and admission details). Praveen and Raghul joined the respective colleges on July 19. Last week, Praveen and his father A K S Saravanan, and Raghul and his father C A David were arrested by the CB-CID police.

In the past month, the Tamil Nadu police have arrested at least four students who used different methods to cheat the system to get into medical colleges. Inquiries by the Directorate of Medical Education and police revealed that while K V Udit Surya admitted to Theni Government Medical College never took NEET, Mohammed Irfan from Dharmapuri Government Medical College had changed his scores from 207 to 407.

In case of Raghul and Praveen, documents reveal that the fraud began at the application stage. For instance, admit cards issued by the National Testing Agency to S Praveen born on July 27, 1998 shows his father’s name as S Saravanan, while his imposter who wrote the exam with the same name and date of birth declared his father’s name as A K S Saravanan. The NEET score card shows his mother’s name as ShobaSaravanan (no space between names) for one candidate and S Shoba for the other. While one address was given as 61/46 Arumbakkam, Razack Garden Main Road, Chennai, Tamil Nadu – 106, another read 46, SR Raza Garden, Arumbakkam (Near Vasanthi Hospital), Chennai, Tamil Nadu-106.

Raghul too used similar tricks to cheat the system. While his name and date of birth remain the same in the NEET admit cards, his father’s name was entered as C A Davis and Davis CA. While one score card shows Nancy Davis as his mother’s name, there was no space between the given name and surname in the next card.

திருச்சி சத்திரம் பேருந்து நிலையம் அருகே உள்ள லலிதா ஜூவல்லரி நகைக்கடை கொள்ளை தமிழகத்தையே அதிரவைத்தது. கல்லூரிக்கு அருகே உள்ள மைதானம் வழியாக வந்த கொள்ளையர்கள் கடையின் சுவரில் துளையிட்டு தரைதளத்தில் இருந்த நகைகளைக் கொள்ளையடித்துச் சென்றனர்.

இதுகுறித்து ஊடகங்களிடம் பேசிய அக்கடையின் உரிமையாளர் கிரண்குமார், 28 கிலோ தங்க நகைகளும் 1.5 கிலோவுக்கும் மேற்பட்ட வைரம், வைடூரியங்கள் உள்ளிட்டவை கொள்ளை போனதாகத் தெரிவித்தார். இந்த நகைகளின் மதிப்பு ரூ.13 கோடி என்றும் அவர் கூறியிருந்தார்.


கொள்ளையர்களைப் பிடிக்க போலீஸார் 7 தனிப்படைகளை அமைத்தனர். திருச்சி மட்டுமல்லாது, நாகை, திருவாரூர் உள்ளிட்ட அண்டை மாவட்டங்களிலும் போலீஸார் விசாரணையைத் தீவிரப்படுத்தினர். சந்தேகத்தின் பேரில் புதுக்கோட்டையில் வடமாநிலத்தைச் சேர்ந்த 6 பேரைக் கைது செய்த போலீஸார் அவர்களை திருச்சி அழைத்துவந்து விசாரித்தனர்.

இந்தநிலையில், திருவாரூர் விளமல் அருகே வாகன தணிக்கையில் போலீஸார் ஈடுபட்டினருந்தனர். அப்போது இருசக்கர வாகனத்தில் அட்டைப் பெட்டியுடன் வந்த இருவரிடம் போலீஸார் விசாரித்தனர். போலீஸாரைக் கண்டதும் பின்னால் அமர்ந்திருந்த நபர் வாகனத்தில் இருந்து குதித்து தப்பியோடியிருக்கிறார். இதனால், சந்தேகமடைந்த போலீஸார் வாகனத்தை ஓட்டிவந்தவரை மடக்கிப் பிடித்து அட்டைப் பெட்டியில் என்ன இருக்கிறது என்று விசாரித்திருக்கிறார்கள். அந்த பெட்டியில் புத்தம்புதிய தங்க நகைகள் இருப்பதை அறிந்து போலீஸார், திருச்சி நகைக்கடையில் கொள்ளைபோன நகைகளாக இருக்குமோ என சந்தேகித்திருக்கிறார்கள்.

கைது செய்யப்பட்டவர் திருவாரூர் மடப்புரம் பகுதியைச் சேர்ந்த மணிகண்டன் என்பதும் தப்பியோடியவர் சுரேஷ் என்பதும் போலீஸார் விசாரணையில் தெரியவந்திருக்கிறது. கைது செய்யப்பட்ட மணிகண்டனிமிருந்து சுமார் 4.5 கிலோ தங்க நகைகள் கைப்பற்றப்பட்டிருப்பதாகத் தெரிகிறது. அந்த நகைகளில் இருந்த பார் கோடுகள் திருச்சி நகைக்கடையில் கொள்ளைபோன நகைகளுடனான பார் கோடுடன் ஒத்துப்போவதால் அந்த நகைகள் கொள்ளைபோன நகைகள்தான் என்பதை போலீஸார் உறுதி செய்திருப்பதாக முதற்கட்டத் தகவல்கள் தெரிவிக்கின்றன.

The Delhi Cabinet on Thursday approved a Bill to set up “India’s first” sports university in Delhi, which will offer graduation, post graduation and doctorate degrees in cricket, football, and hockey among other sports.

Making the announcement, Chief Minister Arvind Kejriwal said that the university will come up in 90 acres of land in Mundka and there will also be sports schools.

He said that the Bill has to be now approved by Lt. Governor Anil Baijal and if approved soon, then it will be passed in the winter session of the Assembly.

“Earlier, a sportsperson used to be uncertain about his future, just for the fact that if he is not able to establish a career in sports, he will just be called a school pass out. He would not get a job because every job requires at least a graduation degree to get through. This sports university will grant you a degree in sports such as cricket, and hockey. A passionate sportsperson can now devote all his time to playing and excelling in sports,” Mr. Kejriwal said.

Affiliated to CBSE

The Delhi Sports University (DSU) is proposed to be set up as a State university and it will have a full-fledged Delhi Sports School, affiliated to the CBSE, for imparting education with emphasis on sports and to groom the students for a career in sports.

‘The Delhi Sports University Bill’ approved by the Cabinet, grants the university the right to establish constituent schools and colleges.

“It is a matter of disappointment that many students who have played sports at the national-level are nowhere on the same platform as students who can give their IAS examinations because they have a graduation degree. The share of jobs under sports quota is also limited. We are hoping to eradicate that uncertainty from the minds of sportspersons,” said Deputy Chief Minister Manish Sisodia.

“To ensure that such sportspersons are also equipped in educational and literary skills, the Centre shall besides the training towards sporting excellence, have provisions and facilities for liberal academics to ensure that the trainees and sportspersons also obtain formal academic degrees from Delhi Sports University depending on their sporting talents,” an official statement said.

In ideation process

But the Chief Minister said that the curriculum of the university and the subjects are in the ideation process and will be developed after deliberations with experts. He also did not give a timeline for establishing the university.

The Chancellor of the Delhi Sports University will be the Lt. Governor. The Vice-Chancellor would be a sportsperson of inter-national eminence with administrative experience in a national-level institution.

Chidambaram moves SC for bail

Former Union Finance Minister P. Chidambaram on Thursday moved the Supreme Court challenging the Delhi High Court’s rejection of his plea for regular bail in the INX Media case on September 30.

The appeal in the Supreme Court was filed on a day the trial court extended his judicial custody till October 17 in the case. The lower court, however, allowed Mr. Chidambaram to have home-cooked food.

In his petition before the Supreme Court, Mr. Chidambaram said he had suffered over 40 days of incarceration, including the maximum permissible period of 15 days of CBI remand.

The plea was listed before a Bench of Justices R. Banumathi and Hrishikesh Roy on October 4.

A day after the sensational heist at the Lalithaa Jewellery in Tiruchi, the police detained one of the suspects in Tiruvarur district on Thursday evening.

According to police sources, the suspect, identified as Manikandan, was detained during vehicle checks by a police team. He was allegedly in possession of some jewellery, the barcode of which is said to have matched those stolen from the showroom on Wednesday. An accomplice of Manikandan managed to escape from the spot, the police said.

Senior police officers, however, said the suspect was being interrogated to establish if he was a member of the gang that broke into the showroom wearing masks.

Five nabbed

Late on Wednesday, the police picked up five persons hailing from Jharkhand, who were staying at a lodge in Pudukottai, for questioning, to ascertain if they had any role in the heist.

The five men were brought to Tiruchi and subjected to intensive questioning by the police.

Another man, who was staying with them, allegedly jumped out on seeing the police team and sustained an injury on his head, and is undergoing treatment in Pudukottai.

The police are guarding him.

The men claimed that they had come to Pudukottai a few days ago to sell clothing.

The police said that while their role in the case was yet to be established, they were suspected to have committed other offences, using a similar modus operandi.

Seven special teams are probing the case. The teams also continued to sift through footage from CCTV cameras installed in the outlet and its vicinity.

Police baffled

The police are baffled as to how the four security guards, deployed at the outlet’s entrance, failed to hear the sound of a large hole being drilled by the burglars in the wall of the building, and how they decamped with the booty after remaining inside for two full hours. The culprits had drilled the hole close to the spot where the outlet’s manager usually sits, to gain quick and immediate access to the chain of showcases, where jewellery was placed in rows.

The culprits sprinkled chilli powder at the spot, apparently believing that this would prevent police detective dogs following their scents. A few empty packets of chilli powder were found near the crime scene.

BSNL launches 4G service in city

Bharat Sanchar Nigam Limited on Thursday launched its 4G mobile service in the city. A total of 137 base tower stations in the city have been upgraded from 3G service to 4G service.

Madurai MP Su. Venkatesan formally launched the new service that offered higher data download speed, in the presence of Chief General Manager, BSNL, Tamil Nadu Circle, V. Raju, and Madurai BSNL General Manager S.E. Rajam.

Speaking on the occasion, Mr. Venkatesan said the first Prime Minister of India had created various temples of development in the form of public sector units.

However, the PSUs, especially the BSNL and railways, were facing a lot of stress now. He said it was high time for employees and customers of the PSUs to strive to safeguard the public sector organisations.

The development seen in the last 10 years on telecommunication front had been much higher than the overall development seen in the last several centuries.

Mr. Raju said the 4G service was available in Coimbatore, Salem, Tiruchi and Nagercoil. The service would be expanded to other areas of Tamil Nadu in a phased manner.

Stating that the 4G service offered higher download speed, he said it would help people save time in downloading content from social media.

Even videos could be played live without any interruption, he added.

Justice S. Mani Kumar of the Madras High Court has been appointed as the Chief Justice in Kerala HC in place of Justice Hrishikesh Roy.

Justice Lingappa Narayana Swamy from the Karnataka High Court has been appointed as Chief Justice of the Himachal Pradesh High Court in place of Justice Ramasubramanian.

Justice Ravi Shanker Jha, Acting Chief Justice of the Madhya Pradesh High Court, has been appointed as Chief Justice in Punjab and Haryana HC. Justice J.K. Maheshwari of the Madhya Pradesh High Court has been appointed as the Andhra Pradesh High Court Chief Justice.

Justice Indrajit Mohanty of the Bombay High Court will take over as the Chief Justice in Rajasthan from Justice Bhat.

Govt. doctors to decide on indefinite strike on October 9

Five weeks have gone by since the Health department assured hundreds of protesting doctors of a review of their long-pending demand for pay-band 4 at the end of 13 years of service, and its consideration in six weeks.

But the Federation of Government Doctors Association (FOGDA) is unhappy as they say that the department has made little or no headway till now.

On Wednesday, members of FOGDA met Health Minister C. Vijayabaskar and Health Secretary along with department directors to discuss the progress made to address their demands. However, they felt that nothing has been done since the last round of talks on August 27.

In August, six government doctors launched an indefinite fast to draw the attention of the State government to their demands — implementation of Dynamic Assured Career Progression (DACP) with pay band-4 at the end of 13 years of service instead of the present 20 years, modify a government order to post doctors as per patient load and not to reduce existing number of doctors as per MCI norms. The other demands were to conduct counselling for service post graduates postings and 50% service quota in PG and super specialty programmes.

On August 27, the Health department assured the doctors to look into their demands following which the doctors ended their protests. It was agreed to review government order 354 along with the prospective clause for DACP and take it forward for consideration in six weeks.

“There seems to be no progression. We hope that the government will fulfil our demands. On October 9, a day after the six week time-frame comes to an end, our executive committee meeting will be held to decide on indefinite strike if the government does not come up with any announcement,” A. Ramalingam, convenor of FOGDA, said. Health Minister Dr. Vijayabaskar said it was a “routine” meeting with a team of two government doctors’ associations. “We are planning what best we can do for them, and this was discussed,” he said.

North Chennai in the grip of dengue

Cases on the rise in areas like Tondiarpet, Royapuram; expected to peak this month

North Chennai is awash with fever cases, with areas like Tondiarpet and Royapuram reporting many cases of dengue.

“This year, over 350 dengue cases have been reported in September. Initially, dengue cases were reported in south Chennai but now there are more cases in north Chennai,” a civic official said.

“In fact, over 70% of the cases have been reported in wards of north Chennai. We are studying the reasons and are expecting the number to peak in October,” he said, sounding caution.

Harbour MLA P.K. Sekar Babu said the inadequate garbage clearance and faulty civic infrastructure have led to a rise in mosquito breeding sources in many areas of north Chennai.

“There are around 600 people with fever in the government hospital. But the government claims that more than 500 cases are of unknown origin. This is a disgrace for the government to say that they are unable to diagnose a fever. The government machinery has failed in this key aspect of public health,” said Mr. Sekar Babu.

‘Feigning ignorance’

“The government refuses to admit that the poor civic conditions have led to the rise in the number of fever cases. The officials continue to under report dengue cases. They are not certifying dengue cases as dengue. This is affecting dengue prevention and mosquito control operations,” he added.

According to Corporation sources, the official number of dengue cases in Tondiarpet was 25, the highest in the city in September. They said 80% of the 200 wards in the city have reported dengue cases.

“The intermittent rain in thickly populated areas of north Chennai has led to an increase in the incidence of dengue,” an official said.

Proactive steps

“We will take proactive steps. We have mapped suspected hotspots, collecting 25 female mosquitoes for checking the virus load. We will start fogging and source reduction this week. Any ward with more than two cases will get fogging operations in the morning, especially in the vicinity of schools, orphanages and hostels,” an official said.

Expecting the dengue cases to peak in October, the civic body is studying the trends. In previous years, southern zones such as Adyar reported many cases but not this year.

“Adyar did not report any dengue case this September,” an official said.

City railway stations fail cleanliness test  04.10.2019

Three of the biggest railway stations in the city — MGR Central, Egmore and Tambaram — have plunged new depths in the ‘Swachh Rail, Swachh Bharat 2019’ report on cleanliness released on Wednesday.

None of them figures in the top 50 in the rankings. Central is ranked at 58 (36 in 2018), Egmore is at 149 (27) and Tambaram 321 (62). Southern Railway zone has slipped to 12 in overall cleanliness ratings from its position of seven last year.

This is despite the fact that crores of money have been spent on sanitation contracts to keep these stations clean.

Official estimates suggest Southern Railway spent ₹80lakh a month at Central and ₹35 to 40 lakh a month at Egmore for cleanliness. A good part of the cleaning has been mechanised.

“The Railways clean these stations efficiently only during Swachh campaigns done annually,” said a passenger. The three railway stations look spick and span at present as the Swachh campaign is on, he said.

The 2019 report studied 720 railway stations across India. While Jaipur emerged as the overall leader in the category, the three stations of Chennai are laggards when compared to stations such as Yeshwanthpur, Pune, Secunderabad, Dadar and Surat, all of which were classified in the same category in terms passenger footfall.

Railway officials said these three stations were compared last year with A1 category stations, while this year, they have been clubbed together with big and small stations based on passenger footfall and revenue.

“It is unfair to compare rankings of small and big stations together. Chennai is doing better than other metros in the country. This is an achievement considering that the cleanliness expectation in Tamil Nadu and Chennai is higher than other states,” said a senior official.

DRM P Mahesh claimed that MGR Central has done better than last year if rankings of only the big stations are compared. Another senior railway official said all departments have been advised to study the rankings and its parameters and act on it.

Southern Railway general manager John Thomas said, “The feedback on perception of cleanliness is a reason for the low rating. The general cleanliness is better here. Once a place is already clean, the improvement level can be less. If it’s not clean, the improvement level will be high. In the north in the last one year, there was a significant improvement in cleanliness. We will look at station-level to find out where it has come down and will improve”

There, however, is a saving grace. Railway stations in southern zone have fared better in terms of Green initiatives. MGR Central has been ranked at 66, while Egmore is at 61.

About 71% men and 48% women also said they were turned on by exposure to explicit sexual material.

“People tend to think that once you cross 50 you become asexual but that it not true. I decided to do the study as I wanted to tell people that age has got nothing to do with sexual functioning, only the pace slows down,” says Dr Reddy, who did the study from 2005 to 2015, interviewing people aged 50 to 91. The study covered 2,071 individuals — 72.91% men and 27.09% women — all from Chennai though from different linguistic groups. “Since all the interviews were done faceto-face, the sample population is small,” says Dr Reddy, who presented the findings of his study recently at the mid-term conference of the Indian Psychiatric Society.

It’s important to address the sexual needs and behaviour of the elderly in India, believes Dr Reddy. “With increasing lifespan and better healthcare, more elderly people are healthy and sexually active,” he says.

30% men and 17% women admit having had extra marital sex

The life expectancy of Indians was 40 for men and 38 for women in 1950. In 2018, according to WHO, it became 67.4 for men and 70.3 for women. As per the 2011 Population Census, there are 51 million men and 53 million women who are aged 60 and above in India.

The study also throws light on the sexual behavioural pattern among the elderly. For instance, 22.65% husbands and 24.06% wives said they had initiated sex. More than 68% men and 87% women said their spouses actively participated in sex. “In the initial days of marriage, especially if it is an arranged one, the woman may be shy and not very responsive as she doesn’t know her husband. But once she has lived with him for years, she loses her inhibition and participates actively.”

In men, the main reasons for reduced or lack of coital frequency was erectile dysfunction (29.47%), followed by associated illnesses (16.63%), and lack of privacy (12.59%). In women, the reasons for it was sexual problems of the husband (23.52%), followed by associated illnesses (18.89%) and lack of partner (18.18%).

Interestingly, 29.87% men and 16.76% women admitted to having had extra marital sex. And, 45.01% men said it was due to a lack of privacy, while 23.95% said it was due to nonavailability of wife. About 4% women said they had affairs to get even while 6.38% did it for sexual satisfaction.

“The sexual needs of the elderly are often not taken into consideration. Children should also understand that their parents are not asexual,” says Dr Reddy. “In our society, once the daughter is of marriageable age, usually the parents don’t even sleep in the same room. And once grandchildren arrive, the grandparents are separated as they are roped in for babysitting. Situations like these are now being shown in movies such as the Amitabh Bachan-Hema Malini starrer ‘Bhagban’.”

Ageing does have an impact on the way the body responds. “As you age, your body responds slowly and it may take longer to get aroused. But elderly people who approach me for help often don’t understand that,” says Dr Reddy. The study shows that geriatric sexual problems in men include erectile dysfunction (41.52%), decreased libido (12.38%), and dyspareunia or painful sexual intercourse (10.53%). In women, it includes orgasmic dysfunction (34.76%), reduced/ lack of desire (16.22%) and dyspareunia (11.05%).

However, these problems can be addressed. “Management of geriatric sexuality can be done through periodic medical check-ups, attention to physical illness, treatment of associated illness, hormone replacement therapy, pharmaco therapy, and surgical management,” says Dr Reddy. “You also need to change negative attitudes, have sex, marital counselling, and/ or family counselling, supportive psychotherapy, and sex therapy.”

Flying to Europe on a holiday in New Year or during one of those extended holidays next year may cost 20% to 30 % more as hundreds of travellers are forced to rebook after Cox & Kings cancelled its ‘enchanting Europe tour’ after the company has run into financial trouble.

Travel and tour operators said though Cox & Kings is offering refunds, it might be tough to rebook as flight tickets and hotels rooms would be expensive. Closer to the holiday season, international trips are often booked at least six months in advance. Hospitality sector is going through a crisis in major tourist destinations abroad after Thomas Cook hit a crisis abroad.

Basheer Ahmed of Metro Travels said air fare was already high on most of the routes. “It will be tough to rebook. But many people are looking to rebook because they want to go on vacations. But several people may not travel this time.”

In a letter to customers, Cox & Kings says “unavoidable banking constraints” as the reason for cancellation of enchanting Europe tour.

The firm’s offices in Chennai have already stopped taking bookings. Inquiries with its main office and franchise offices in the city revealed that they were not taking bookings for international tours for about a month. “We are told by Cox and Kings that booking amount would be refunded to customers in 90 days. No more bookings are entertained for any trip,” a company franchise representative said. While Cox and Kings city office on Spur Tank Road in Chetpet remained open, bookings were not taken.

Meanwhile, the crisis in Cox and Kings has opened a window of opportunity for local tour operators.

Sriharan Balan, chairman, tourism sub-committee of Travel Agents Association of India, southern region, said trusted neighbourhood tour operators, who have sustained in the business for more than two decades, are witnessing conversions from multinational operators. “For instance, we have operated premium group tour for 300 passengers to Hong Kong recently. This group was traditional customers of leading international tour operators including Cox and Kings,” he said. According to him, protection for money has become a vital issue for travellers after international tour operators went bankrupt. “Trust has become a selling point in the tourism sector during such crisis. Local operators are all set for windfall gains as people have started approaching us for long destinations such as Australia, New Zealand and US,” he added.

Public safety-wise, are hoardings erected by government any different from those put up by political parties? While jurists insist both are as bad and it would be ‘logically unsound’ to try and distinguish between political party and government, the Madras high court has a different take.

On Thursday, the court did not stop Tamil Nadu government’s proposal to install hoardings and, instead, said curbs on hoardings were for political parties alone.

So here it is: With court ‘nod’, even as public outrage over the death of techie R Subashree simmers, the Tamil Nadu government will erect hoardings and digital banners at specified locations for more than 40km, between Chennai airport and Mamallapuram, from October 9 to 13 to mark Prime Minister Narendra Modi’s summit with Chinese President Xi Jinping.

“The state government filing an application for putting up hoardings is an ingenious method to make an illegality into a legality. Government and political parties do not stand on a different footing, and what we here have is a political government,” said Justice K Chandru, former judge, Madras high court.

When it comes to regulation, government and a private person are equal, he said, adding, “in a no-parking zone, can they park government vehicles alone?”

“Isn’t law equal to all? If there could be a blanket ban on hoardings by political parties, why should a government be allowed to erect political party, he asked. This round of litigation has set a bad precedent, said senior advocate and Rajya Sabha member P Wilson, who also argued the case before the division bench of the Madras high court on Thursday.

When a foreign dignitary is on visit, the protocol is a matter of convention and tradition, said Justice Chandru, adding, “only if they want to go on public procession would barricades be put up and public line up. There is nothing like erecting hoardings.”

Anyway government or anyone cannot put up hoardings on Kathipara-Pallavaram as there is a Supreme Court order upholding a ban, and digging up or erecting something in Mamallapuram itself is prohibited as it is a heritage site, he said.

The state government won the Union government’s best state award for implementing Maintenance and Welfare of Parents and Senior Citizens Act, 2007 and providing services and facilities to help senior citizens.

President Ram Nath Kovind conferred “Vayoshreshtha Samman 2019” the annual national award of the Union ministry of social justice and empowerment, upon Tamil Nadu government in recognition of its programmes to senior citizens through various programmes. Social welfare minister V Saroja received it at a function in Delhi. The state introduced social security pension schemes way back in 1962, before Union government. Separate geriatric wards are functioning in all district hospitals and medical officers visit old age homes every month.

Honking is an obsessive compulsive disorder for many motorists on Indian roads; and many of them on Chennai roads are making a loud statement of this using banned air horns.

Penal action by government enforcement agencies doesn’t seem to be a deterrent from motorists retrofitting their vehicles with these banned noise makers. Last year, 23,800 cases were booked against vehicle users for using illegal air horns, according to official data.

Most of the violation was committed by trucks (11,000) and omni buses (9,700). A large number of private cars and two-wheelers were also culprits. Many among these horns were multi-toned and pressure-triggered, emanating noise levels up to 110-120 decibels (dB), said a state transport department official. Norms suggest horns have to be of less than 80dB. Long exposure to noise levels above this can cause hearing loss.

“If the government is really interested in reducing noise pollution, then it should ban manufacturing of these horns and book shops that sell them. Without this, mass inspections and destroying air horns will not fetch any result,” said K Kathirmathiyon, an activist working on roads and transport.

These horns are available from ₹300to₹2,500in thelocal market,Pudupet being oneof the favourite places where motorists go to purchase them. Instead of removing air horns and destroying them, enforcement agencies should book violators under the Pollution Control Act and not under the Motor Vehicle Act, under which only ₹300-₹1,000 is collected as fine, Kathirmathiyon said.

“Pedestrians are the worst affected because of such horns. Impatient motorists keep honking until other road users clear the way for them. Nowadays, people use musical horns which are deafening,” said R Vasanthi, a retired government school teacher from Nanganallur. Some motorists fond of fruquent honking said road conditions in our cities force them to change default (low-decibel) horns and honk at every road junction to avoid accidents.

Fake news more dangerous than paid news: Javadekar

Fake news is more dangerous than paid news and there is need for the government and the media to combat it jointly, information and broadcasting minister Prakash Javadekar said on Thursday.

The government will not take any step that may curb media freedom, the minister said and suggested there should be some kind of regulation on over-the-top platforms (OTT), as there is for the print and electronic media as well as films.

OTT platforms include news portals and also ‘streamers’ such as Hotstar, Netflix and Amazon Prime Video, which are accessible over the internet or ride on an operator’s network.

In an interaction with PTI journalists at the news agency’s headquarters here, Javadekar said several mainstream media outlets have conveyed to the government that that there was no levelplaying field with OTT platforms being completely unregulated.

“I have sought suggestions on how to deal with this because there are regular feature films coming on OTT — good, bad and ugly. So how to deal with this, who should monitor, who should regulate. There is no certification body for OTT platforms and likewise news portals also,” he said.

At the same time, he said the government has not taken any decision on the matter.

The Press Council of India takes care of the print media, the News Broadcasters Association (NBA) monitors news channels, the Advertising Standards Council of India is for advertising while the Central Board of Film Certification (CBFC) takes care of films, he said.

“However, there is nothing for the OTT platforms,” the I&B minister said.

There has been a spurt in news portals in India with several of them seeing a rise in the number of online subscribers.

Javadekar also expressed concern over fake news, saying it is “more dangerous than paid news”.

“Fake news has to be stopped and that is our joint work. It is not just the government’s job, it is everybody’s job. Those who are in the business of genuine news, they all must strive hard (to combat it),” the minister said.

He said several media channels are tackling the menace by showing the truth with programmes such as “Viral Sach”, and added that the print media should also carry columns on similar lines uncovering the truth of fake news.

“We have seen in the last few months that fake news on social media and gossip, rumours on child lifting have resulted in the deaths of more than 20-30 people in mob violence,” he said.

Javadekar said the government is doing its bit to combat the menace and has run programmes on Doordarshan News such as ‘Kashmir ka Sach’ to tackle fake news about Kashmir, where Article 370 provisions were abrogated on August 5. PTI

Former Union Minister Loses 4Kg; Court Allows Home-Cooked Food In Jail

On a day when a Delhi court extended his judicial custody until October 17, former finance minister P Chidambaram moved the Supreme Court seeking bail in the INX Media case, alleging that the CBI was trying to prolong his judicial custody to humiliate him and urged that the principle ‘bail is the rule, jail is the exception’ be followed in his case.

The Congress veteran also said the Delhi high court had erred in denying him bail on the basis of unsubstantiated allegations.

Appearing for Chidambaram, senior advocates Kapil Sibal and Abhishek Manu Singhvi urged a bench of Justices N V Ramana, Sanjiv Khanna and Krishna Murari to list the plea for urgent hearing as the former FM had been in custody for 42 days and the apex court would be heading for Durga Puja vacation from next week.

The matter has been listed for hearing before an SC bench of Justices R Banumathi and Hrishikesh Roy on Friday. On September 5, a bench headed by Justice Banumathi had denied anticipatory bail to Chidambaram in the INX Media money-laundering case lodged by the Enforcement Directorate.

On Thursday, a Delhi court extended the former Union minister’s incarceration in Tihar Jail until October 17, while accepting his plea to allow him home-cooked food in jail. The former FM’s lawyers, Sibal and Singhvi, listed out a series of ailments that required him to consumer home-cooked food.

“He is 74 years of age... is suffering from inflammation of his digestive tract. In these circumstances, it may be conducive to his health condition that he is provided homecooked food once a day to avoid any further deterioration in his health condition,” special judge Ajay Kumar Kuhar said.

The court, however, clarified that the order could not to be taken as a precedent as the concession for home food was given in the specific facts and circumstances and keeping Chidambaram’s medical condition in mind.

In the SC, Sibal and Singhvi argued that Delhi HC had erred by relying upon “anonymous and unverified allegations” while rejecting Chidambaram’s bail plea on September 30. The HC had dismissed his bail plea saying investigation was at an advanced stage and the possibility of his influencing witnesses could not be ruled out.

“Bail is the rule, jail is the exception. Arrest and custody are a humiliation and social stigma. The prosecution seems to think that prolonged judicial custody is a punishment they can impose on the petitioner. Court should frown upon the attempt of the prosecution to use judicial custody as kind of pre-trial punishment,” Chidambaram said.

He also cited his frail health and said he was agreeable to any condition imposed by the court for granting him bail. “The petitioner is 74 years old. His health is frail. He has been kept in a cell and given food that he is not accustomed to. He has already lost four kg weight in the period of his judicial custody,” the petition said.

D K Suresh quizzed by ED for three hours

Bengaluru: Congress leader and Bengaluru rural MP D K Suresh was questioned for over three hours on Thursday by Enforcement Directorate sleuths in connection with his brother DK Shivakumar’s money laundering case.

Sources say Suresh was grilled on the alleged meteoric rise of the family’s wealth. This is second time he is being questioned by ED officials.

In his affidavit prior to this year’s Lok Sabha elections, Suresh had declared his assets had grown close to four times in the last five years. While his assets were valued at over Rs 85 crore in 2014, his affidavit for the elections stated his wealth had increased to ₹338 crore.

Meanwhile, the special court which denied Shivakumar bail on October 1, extending his stay in Tihar jail to October 15, also granted the ED permission to interrogate him across Thursday and Friday. TNN

Ola in trouble, driver arrested for offloading woman at night

Police on Thursday arrested the Ola driver who allegedly abandoned a woman passenger on an isolated stretch of Begur Road on Monday after she insisted he take the tolled Ballari Road on her way back from Kempegowda International Airport.

The swift action comes hours after TOI reported the incident in its Thursday’s edition. Police will book the cab aggregator on charges of endangering the life of a passenger, said DCP (northeast) Bheemashankar S Guled.

Earlier in the day, Bengaluru city police commissioner Bhaskar Rao warned cab aggregators against ignoring commuter safety. He told reporters, “We will initiate action against Ola for ignoring passengers’ security despite repeated directives. The aggregator has been told to ensure its vehicles don’t take Begur Road from Kempegowda International Airport at night as the stretch lacks streetlights. Despite sensitisation, Ola authorities haven’t taken any measures.”

18-month-old killed in fight over urinating in the open

Just 10 days after two dalit children were beaten to death for open defecation in Shivpuri district, an 18-month-old baby was killed in a fight between two families over a child urinating in the open in a Sagar village.

Thursday’s fight began after the seven-year-old child of Umesh Singh, a resident of Bhangarh village, urinated in a common pathway of the locality. Mohar Singh, one of

Umesh’s neighbours, objected and asked him to ensure that his son never defecates in the open. This enraged Umesh and his father Ram Singh, say police. Ram and Umesh returned after a while, armed with sticks, and started attacking Mohar. During the violence, Mohar’s 18- month-old baby Bhagwan toddled out of the house and was hit on the head by a lathi blow, police said. The baby died on the spot.

Villagers informed police and Ram and Umesh were arrested and booked for murder and causing grievous hurt (as Mohar is injured), Sagar SP Amit Sanghi said. Both families are tribals. “It’s not a case of open defecation, as mentioned by a section of the media, but a dispute between two families,” the SP added.

‘3 students, impersonators wrote NEET in different cities’

The police team investigating the NEET impersonation scam has found that at least three students suspected of being involved in the scam appeared for NEET 2019 in Tamil Nadu on May 5, while their impersonators wrote the test on the same day in different cities.

One of the three students, a woman, was let off after it was found that she scored higher marks than her impersonator, who appeared for the test in Mumbai, and that she had submitted her original marksheet to obtain admission in a private deemed university.

Preliminary inquiries revealed another of the students, who has been detained and is being questioned, and the man who also appeared for the exam in a different city, had used the same names, but with minor changes in parents’ names and address details.

The CB-CID police have taken into custody the student and his father

for engaging an impersonator to write the examination.

While the TN resident appeared for the examination at the centre at the Tamil Nadu College of Engineering in Karumathampatti near Coimbatore, his impersonator appeared for the test at the centre in Swarim Public School in Lucknow.

For both candidates, the father’s initials were used as suffix in one application and prefix in the other.

The third student, police say, appeared for the exam at a Chennai centre, while his impersonator wrote it in New Delhi. CBCID chief Jaffer Sait said the investigating team had asked the National Testing Agency (NTA) to provide details of NEET candidates who had given similar names and addresses for verification.

On the Madras high court decision to allow the state government to put up hoardings and banners to welcome Prime Minister Narendra Modi and Chinese president Xi-Jinping, who are visiting Mamallapuram on Octobber 11, 12 and 13.

Ravi said, “The Prime Minister and the Chinese President may not even look at any of these hoardings as their cars speed by. There are lots of traditional ways to welcome any chief guest according to Tamil culture.

“They can engage musicians and dancers to perform traditional folk arts to welcome our guests. Why should they want to put up hoardings, which are not even found in any other countries. PM Modi has visited many countries and witnessed the warm welcome by native people.

“This Madras high court permission to the state government to install banners and hoardings without hindering public will led to others citing this exception to knock at the doors of the high court.”

இந்நிலையில், முகமது ஷபி வாக்குமூலத்தின் அடிப்படையில் நேற்று முன்தினம் வேலூர் மாவட் டம் திருப்பத்தூரைச் சேர்ந்த கோவிந்தராஜ் என்பவரை சிபிசிஐடி போலீஸார் அழைத்து வந்து விசாரித்தனர். திருப்பத்தூர் அரசு மருத்துவமனையில் மருந்தாளுந ராக பணிபுரியும் அவர், "நீட் தேர்வு ஆள்மாறாட்டத்துக்கு உதவிய தர கர்கள் ரஷீத், வேதாசலத்தை நான் யாருக்கும் அறிமுகப்படுத்த வில்லை. சில ஆண்டுகளுக்கு முன்பு திருப்பத்தூரில் உள்ள ஜெயராமன் என்பவரிடம் தரகர் குறித்த தகவல்களைத் தெரிவித் தேன்" என்று தெரிவித்துள்ளார்.

பின்னர் கோவிந்தராஜ் நேற்று விடுவிக்கப்பட்டார். விசாரணையில் ஜெயராமன் ஓய்வு பெற்ற மருத் துவ அலுவலர் என்பது தெரியவந்து உள்ளது. அவரை பிடிப்பதற்கான முயற்சியில் சிபிசிஐடி போலீஸார் ஈடுபட்டுள்ளனர்.

2 விதங்களில் நடந்த தவறு

இதுகுறித்து சிபிசிஐடி போலீ ஸார் கூறியதாவது: கர்நாடகாவைச் சேர்ந்த தரகர் ரஷீத் என்பவர்தான் இதில் முக்கிய குற்றவாளி. நீட் தேர்வு ஆள்மாறாட்டம் 2 விதங்களில் நடந்துள்ளது. ஒருவருக்குப் பதி லாக இன்னொருவர் நீட் தேர்வை எழுதுவது அல்லது உண்மையான மாணவரும், போலியான நபரும் ஒரே பெயரில் எழுதி அதில் அதிக மதிப்பெண் அடிப்படையில் கல் லூரியில் சேர்வது என்று இந்தத் தவறுகள் நடந்துள்ளன.

மாணவர்களை நேரில் வர வழைத்து அவர்கள் முன்னிலையில் கல்வி, நீட் தேர்வு சான்றிதழ்களை மீண்டும் சரிபார்க்க மருத்துவக் கல்வி இயக்குநரகத்துக்குத் தகவல் தெரிவித்துள்ளோம். இதனால், 20-க் கும் மேற்பட்ட மாணவர்கள் சிக்க லாம். இவ்வாறு சிபிசிஐடி போலீஸார் கூறினர்.

இதற்கிடையே மாணவர் இர்பான் தருமபுரி மருத்துவக் கல்லூரியில் இருந்து இடைநீக்கம் செய்யப்பட்டுள்ளார்.

திருச்சி: சுவரில் உள்ள அந்த ஓட்டையை பார்த்தால் அவ்வளவு பெரிசாக இருக்கிறது. ஒரு ஆள் உள்ளே புகுந்து வெளியே வரும் அளவுக்கு கனகச்சிதமாக ஓட்டைய போட்டு.. லலிதா ஜுவல்லரியில் 50 கோடி ரூபாய் மதிப்பிலான நகைகளை ஆட்டைய போட்டுள்ளனர் கொள்ளையர்கள்!

திருச்சி சத்திரம் பஸ் ஸ்டாண்ட் அருகே லலிதா ஜூவல்லரி நகைக் கடை உள்ளது. 5 வருஷமாக இங்குதான் செயல்பட்டு வருகிறது.

நேத்து ராத்திரி வழக்கம்போல, கடை ஊழியர்கள் வேலையை முடித்து வீட்டுக்கு சென்றுவிட்டார்கள். எப்பவுமே 6 வாட்ச்மேன்கள் இந்த கடைக்கு வெளியே நைட் டியூட்டியில் இருப்பார்களாம். அப்படிதான், கடைக்கு வெளியே இரவெல்லாம் காவல் இருந்துள்ளனர்.

குழந்தைகள் மாஸ்க் போட்டுக் கொண்டு.. சாவகாசமாக உள்ளே புகுந்த 2 பேர்.. லலிதா ஜுவல்லரி பயங்கரம்!




அதிர்ச்சி

ஆனால் இன்று காலை கடையை திறந்து பார்த்தால், நகைகள் அனைத்தும் மாயமாகி இருப்பது கண்டு ஊழியர்கள் அதிர்ச்சி அடைந்தனர். இது 3 மாடி கட்டிடம்.. இங்குள்ள முதல் தளத்தில்தான் கொள்ளை நடந்துள்ளது. ஷோ-கேஸில் அடுக்கி வைக்கப்பட்டிருந்த நகைகள் எல்லாமே அபேஸ் ஆகி இருந்தது. இதையடுத்து, உடனடியாக போலீசாருக்கு தகவல் அளிக்கப்பட்டது.



விசாரணை

விஷயத்தை கேள்விப்பட்டு, திருச்சி மாநகர கமிஷனர் அமல்ராஜே நேரடியாக கடைக்கு வந்துவிட்டார். பிறகு போலீஸ் அதிகாரிகள் கடையை ஆய்வு செய்தனர். அப்போது, கடையின் மேற்கு பகுதியில் உள்ள சுவரில் ஒரு பெரிய துளை இருப்பதை பார்த்தனர். ஒரு ஆள் உள்ளே நுழைந்து வெளியே ஈஸியாக வந்துவிடும் அளவுக்கு அந்த ஓட்டை இருந்தது. அந்த துளை வழியாகத்தான் கொள்ளையர்கள் உள்ளே வந்திருக்க கூடும் என்று போலீசார் தெரிவித்துள்ளனர்.




ரூ.50 கோடி

ஆனால் கொள்ளையர்கள் யார் என உறுதியாக தெரியவில்லை. அநேகமாக வடமாநில கொள்ளைக் கும்பலை சேர்ந்தவர்களாக இருக்கலாம் என்று போலீசார் சந்தேகிக்கிறார்கள். எப்படியோ கொள்ளை போன வைரம், தங்க நகைகளின் மதிப்பு 50 கோடி ரூபாய் வரை இருக்கலாம் என தெரிகிறது. இதையடுத்து விசாரணை நடந்து வருகிறது.




மோப்ப நாய்

நைட் டியூட்டி வாட்ச்மேன்களையும் போலீசார் விசாரித்து வருவதுடன், கடைக்கு உள்ளே, கடைக்கு வெளியே உள்ள சிசிடிவி கேமராக்களையும் ஆராய்ந்து வருகிறார்கள். இதில் 2 பேர் கடைக்கு உள்ளே வருவது தெரிகிறது. ஆனால் அவர்கள் முகமூடி அணிந்துள்ளனர். இன்னொரு பக்கம் மோப்பநாய், வரவழைக்கப்பட்டுள்ளது. அத்துடன், கொள்ளையர்களை பிடிக்க 7 தனிப்படைகள் அமைக்கப்பட்டு உள்ளன. 100 கிலோ நகைகளுடன் மாயமான அந்த கொள்ளையர்களை 7 தனிப்படை போலீஸார் தீவிரமாக தேடி வருகிறார்கள்.




அதிர்ச்சி

ஆனால் கொள்ளையர்கள் உஷாராக, கொள்ளையடித்து சென்ற வழி வரைக்கும் மிளகாய் பொடியை தூவி விட்டு சென்றுள்ளனர். கிட்டத்தட்ட ஒன்றே முக்கால்மணி நேரம் வரை கடைக்குள் பொறுமையாக இருந்து நகைகளை கொள்ளை அடித்து சென்றுள்ளனர். திருச்சி நகரின் மையப்பகுதியில், அதுவும் கடையை சுற்றி இவ்வளவு கேமராக்கள் இருப்பது தெரிந்தும்.. துணிகரமாக இந்த கொள்ளை சம்பவம் நடந்துள்ளது சாமான்ய மக்களை மிகவும் அதிர்ச்சிக்கு உள்ளாக்கி உள்ளது.

நம் வாழ்க்கையை மாற்ற நம் எண்ணங்களை மாற்ற வேண்டும். எதிர்மறை எண்ணங்கள் நேர்பட வேண்டும். அதற்குத்தான் இந்த நேர்மறை சுய வாக்கியங்கள் தேவைப்படுகின்றன. உங்களுக்கே தெரியாமல் உங்கள் பழுதுபட்ட எண்ணங்களைச் சீர்படுத்த இவை உதவும். அஃபர்மேஷன் மந்திர வாக்கியம்போல் உங்கள் ஆழ்மனத்தில் செயல்படுபவை. முறையாகப் பயன்படுத்தும்போது இவை நம்ப முடியாத பலன்களைத் தரும்.

இதை இடக்கையால் எழுதுவது மிகுந்த பலன் தரும் என்று எழுதி இருந்தேன். அஃபர்மேஷனுக்கு, ஏன் இந்த மாற்றுக் கைப் பழக்கம் தேவைப்படுகிறது? மாற்றுக் கையால் எழுதுதல் உங்களை ஆழ்மனத்துக்கு இட்டுச்செல்லும். அது நம்பிக்கை சார்ந்த விஷயத்தை முழுதாக உள்வாங்கிப் படமாக எடுத்துப் பத்திரப்படுத்தி வைத்துக்கொள்ளும். மனத்தின் மேற்பரப்பு தர்க்க அறிவு சார்ந்தது. தவிர அதிகமாகக் கவனம் சிதறக்கூடியது. இரைச்சல்கள் நிரம்பியது. எழுதிப் பழக்கப்பட்ட கையால் அஃபர்மேஷன் எழுதினால் மனம் ஆயிரம் திசைகளில் பாயும். கேள்வி கேட்கும். எழுதும் சுகமோ நிறைவோ தெரியாது.

ஆனால், மாற்றுக் கையால் எழுதுவது கடினமாக இருந்தாலும் குழந்தைக்கு ஏற்படும் குதூகலம் உண்டாகும். எழுத்துகளுக்கு வடிவம் கொடுக்கவே நிறையக் கவனமும் உழைப்பும் தேவைப்படும். கோண லாகப் போகையில்கூட உதடு புன்முறுவல் பூக்கும். எழுதி முடித்த பின் ஒரு சாதனை படைத்த உணர்வு வரும். நான் சொல்வதைப் பரிசோதிக்க ஒரு சின்ன வேலை செய்யுங்கள். உங்கள் பெயரைத் தமிழில் மாற்றுக் கையால் எழுதுங்கள். பள்ளியில் முதன்முதலில் சேர்க்கப்பட்ட குழந்தைபோல உணர்ந்தீர்களா? பக்கத்தில் உள்ளவர்கள் கிண்டல் பேசினார்களா? எழுதி முடித்த பின் ஒரு செயற்கரிய செயலைச் செய்ததுபோல உணர்ந்தீர்களா? அதுதான் மாற்றுக் கையால் எழுதுதலின் மகிமை.

நொடிப்பொழுதில் மாற்றம்

கலையை ஆதாரமாகக்கொண்டு இயங்கும் மனச் சிகிச்சை முறைகளில் இந்த மாற்றுக் கை பழக்கத்தைப் பரிந்துரைப்பார்கள். குறிப்பாக சிறுவர், சிறுமியருக்கு. மனக் காயங்களினால் பேசாத குழந்தைகளுக்குச் சிகிச்சை அளிக்கும்போது ஒரு பயிற்சி கொடுப்பார்கள். பிரச்சினையை ஏதுவான கையில் எழுதச் சொல்ல வேண்டும். அதற்குப் பதில் அளிக்கையில் மாற்றுக் கையால் எழுத வேண்டும்.

இப்படி வலக்கையும் இடக்கையுமாக அவர்களே தங்கள் பிரச்சினைகளை எழுத வேண்டும். வலக்கை உதவி பெறுபவராகவும், இடக்கை உதவி தருபவராகவும் மாறும். இடக்கை பழக்கக்காரர்கள் இதை மாற்றிச் செய்ய வேண்டும். இப்படி ஒருவரே தன்னுடைய பிரச்சினையை ஒரு கையால் எழுதி இன்னொரு கையால் ஆலோசனை பெறச் செய்வதை ‘Other Hand Technique’ என்பார்கள்.

இருபது வருடங்களுக்கு முன்னால் ‘Art Therapy’ படித்த காலத்தில் இந்தச் சிகிச்சைமுறையைப் பெரிதாகப் பயன்படுத்தியதில்லை. ஆனால், லூயி ஹேயின் தாக்கமும் அஃபர்மேஷன் முறையை நிறைய உடல் உபாதைகளுக்குப் பயன்படுத்த ஆரம்பித்த பின்தான் மாற்றுக் கைப் பழக்கம் பற்றிய தீவிர அனுபவம் வந்தது. இன்று ஒரு எண்ணம் ஸ்திரப்பட வேண்டும் என்றால், அதை முழு வாக்கியமாகக்கூட நான் எழுதுவதில்லை. அதன் ஆதாரச் சொல்லை இடது கையால் சில முறைகள் எழுதுவேன். அதுவே எனக்குப் போதுமானது. எந்தப் பிரச்சினைக்கு எப்படி அஃபர்மேஷன் எழுதுவது என்று அறியப் பயிற்சியும் தேர்ச்சியும் அனுபவமும் அவசியம். என்றாலும், ஒரு நல்ல சொல்லை மாற்றுக் கையால் தொடர்ந்து எழுதி வந்தாலே பலன் கிட்டும். இது என் அனுபவப் பாடம்.

2004-ல் சாண்டி கார்டன் என்ற ஆஸ்திரேலியக் கிரிக்கெட் உளவியல் ஆலோசகர் எம்.ஆர்.எப். பேஸ் பவுண்டேஷனுக்கு வந்து பயிற்சி அளித்தார். அவருடன் பணியாற்றும் வாய்ப்பு கிடைத்தது. சாந்த், வெங்கடேஷ் பிரசாத் போன்றவர்கள் அணியில் சேராத பாலகர்கள். விளையாட்டு வீரர்களுக்குக் குறுகிய கால உளவியல் ஆலோசனை தருவது எப்படி என்று கிரிக்கெட் பயிற்சியாளர்களுக்குக் கற்றுத்தந்தார். நொடிப்பொழுதில் தோன்றும் எண்ணத்தை மாற்றினால் விளையாட்டின் போக்கு மாறும் என்று வகுப்பெடுத்தார். அவர் சொல்லிக் கொடுத்த முக்கிய விஷயம் என்ன தெரியுமா? அஃபர்மேஷன்தான்!

கே: அலைபேசி என்பதே ஒரு சாபக்கேடாகிவிட்டது. படிக்க முடியவில்லை. வெளியே போகப் பிடிக்கவில்லை. நண்பர்களிடம்கூட சாட்டிங்தான் செய்கிறேன். சதா இன்ஸ்டாகிராமில்தான் இருக்கிறேன். அல்லது வாட்ஸ் அப், யூடியூப் வீடியோக்களைப் பார்க்கிறேன். தனியே வசித்துப் படிப்பதால் நிறைய நேரம் உள்ளது. எல்லாம் தெரிந்தும் கட்டுப்படுத்த முடியவில்லை. இது பிரச்சினையா அல்லது நான் அப்படி நினைக்கிறேனா?

ப: உங்கள் கட்டில் நீங்கள் இல்லை என்று நீங்கள் உணர்ந்தது பாராட்டுக் குரியது. மொபைலை வைத்துக்கொண்டு அதைப் பயன்படுத்தாமல் இருப்பது மிகக் கடினம்தான். இதுவும் போதைதான். வெளி நடமாட்டத்தை அதிகரியுங்கள். உடற்பயிற்சி, யோகா, விளையாட்டு என்று மொபைல் வைத்துக்கொள்ள முடியாத காரியங்களில் முதலில் தொடங்குங்கள். இரவில் தூங்கும்போது மொபைலை அருகில் வைக்காதீர்கள். அடுத்த அறையில் வைத்துவிடுங்கள். 90 சதவீத வாட்ஸ் அப் குழுக்களிலிருந்து வெளியேறுங்கள். பெரும்பாலும், அலைபேசியை ம்யூட்டில் வையுங்கள். சில உயர்ந்த நோக்கங்கள் வைத்து உங்கள் நேரத்தை அதற்குச் செலவழியுங்கள்.
