அவன் ராகம் போட்டு வாதம் செய்வதைக் கேட்டு, நீதிமன்ற அரங்கமே சிரிப்பில் மூழ்குகிறது. டோலு திகைத்துப் போக ஒரு வாய்ஸ் ஓவர் "எது மாறினாலும், இவன் மாற மாட்டான், ஆனால் இது (டோரிமான் Flip card) மாறும்". அதாவது என்னதான் கல்வி கற்றாலும் காய்கறிக்காரன் காய்கறிக்காரன் என்பது இதன் சாரம்.

இதில் வருத்தம் என்னவென்றால், இந்த விளம்பரம் வரும்போதெல்லாம் என் மகள் (வயது 9) டோலுவைப் பார்த்துச் சிரிப்பதும், டோலுவைப்போல் ”சாட்சி இருக்கு...ஆதாரம் இருக்கு” என சொல்லிப் பார்ப்பதுமாக இருந்தாள். அது தவறு என எடுத்துக்கூறிய பின்னர் அவள் நிறுத்திக் கொண்டாள். ஏன் அப்படி சொல்லக்கூடாது என்று புரிந்ததா என்று தெரியவில்லை.

அனைவரும் கல்வி கற்க வேண்டும், கல்வி கற்ற சமுதாயம்தான் மேம்படும் என அறிஞர்கள் வலியுறுத்துவதும். அடிப்படைக் கல்வி உரிமைச் சட்டம் என அரசாங்கம் பல்வேறு திட்டங்களை உருவாக்குவதும் சமூக மேம்பாட்டிற்காகத்தான். கல்வி வாய்ப்பில்லாத குடும்பத்தில் இருந்து வரும் எவராயினும் கல்வி கற்றால் நிச்சயமாக அவர்கள் வாழ்வு மட்டுமல்லாமல் அவர்களது அடுத்த தலைமுறைகளும் முன்னேறும் என்பதே உண்மை.

முன்பதிவு செய்த ரயில் டிக்கெட்டை சம்பந்தப்பட்டவர்கள் பயன்படுத்தாவிட்டாலும், அவர்களின் உறவினர்கள் அதை வைத்து பயணம் செய்யலாம். இந்த வசதியை பொதுமக்கள் பயன்படுத்திக் கொள்ள வேண்டும் என்று தெற்கு ரயில்வே தெரிவித்துள்ளது.

இந்தியாவில் பொதுமக்கள் அதிகம் விரும்பும் போக்குவரத்து வாகனமாக ரயில்கள் உள்ளன. நாள்தோறும் லட்சக்கணக்கான மக்கள் ரயில்களில் பயணம் செய்து வருகின்றனர். பண்டிகை நாட்களில் தெற்கு ரயில்வே சிறப்பு ரயில்களை அறிவிக்கும் போது, அதன் டிக்கெட்டுகள் சில நிமிடங்களில் விற்று தீர்ந்து விடுகின்றன. இதனால் கடைசி நேர நெருக்கடியை தவிர்க்க 2 மாதங்களுக்கு முன்பே பலரும் டிக்கெட்டுகளை முன்பதிவு செய்துகொள்கின்றனர்.

அப்படி முன்பதிவு செய்துகொண்டவர்கள் கடைசி நேரத்தில் பயணம் செய்ய முடியாமல் போனால் அவர்களின் உறவினர்கள் அந்த டிக்கெட்டை வைத்து பயணம் செய்துகொள்ளலாம் என்ற வசதி உள்ளது. ஆனால் இதுபற்றிய விழிப்புணர்வு இல்லாததால் பலரும் இதை பயன்படுத்துவதில்லை. இந்நிலையில் பொதுமக்கள் இந்த வசதியை பயன்படுத்திக்கொள்ள வேண்டும் என்று தெற்கு ரயில்வே தெரிவித்துள்ளது.

இது தொடர்பாக தெற்கு ரயில்வே அதிகாரிகள் கூறும்போது, “‘விரைவு ரயில்களில் பயணம் செய்ய டிக்கெட் முன்பதிவு செய்தவர்கள் குறிப்பிட்ட நாளில் செல்ல முடியாவிட்டால் அந்த டிக்கெட்டில் அவர்களின் உறவினர்கள், அதாவது அவரின் குடும்ப அட்டையில் பெயர் உள்ளவர்கள் பயணம் செய்யலாம். அதற்கு சம்பந்தப்பட்ட ரயில்வே நிலைய அதிகாரிகளிடம் உரிய ஆவணம் காண்பித்து ஒருநாள் முன்பாக கையொப்பத்தை பெற்றிருக்க வேண்டும்” என்றார்.

The Embassy of India in Washington, DC, has issued an OCI (Overseas Citizen of India) travel advisory and some frequently-asked question to clarify confusion among OCI card holders. Here is what Indian Embassy is saying:

• For an applicant who is 20 years of age or younger, OCI documents must be re-issued each time a new passport is issued.

• For an applicant who is 50 years of age or older, OCI documents must be re-issued once after the issuance of a new passport. If the OCI card is issued for the first time after the age of 50 years, then there is no need for re-issuance of OCI.

• For an applicant who is 21 to 49 years of age, there is no need to re-issue OCI documents each time a new passport is issued. However, if the applicant desires, he/she can request that the OCI documents be re-issued so that the OCI documents reflect the correct passport number.

Frequently Asked Questions (FAQs) on OCI Card:

QUESTION: What are the Benefits for an OCI card holder?

ANSWER: An OCI card holder gets the following benefits:
i. A multiple entry, multi-purpose life-long visa for visiting India.
ii. Exemption from registration with local police authority for any length of stay in India.
iii. Parity with Non-resident Indians (NRIs) in respect of economic, financial and educational fields, except in relation to acquisition of agricultural or plantation properties.
iv. OCI can be used as identity proof for application of PAN Card and driving licence as well as for opening a bank account if the OCI card holder is residing in India.

Q: What benefits an OCI Card holder is not entitled to?
A: The OCI Card holder is not entitled:

It is important for the OCI card holder to carry the OCI booklet along with the passport having U visa sticker. Both these documents should always be in the possession of the OCI card holder while travelling to India.

Q: Can foreign nationals, who are not otherwise eligible for OCI, get OCI if they are married to persons who are eligible for OCI?
A: The spouse of foreign origin of a citizen of India or spouse of foreign origin of an Overseas Citizen of India cardholder registered under section 7A and whose marriage has been registered and subsisted for a continuous period of not less than two years immediately preceding the presentation of the application.

Q: Are Minor children eligible for OCI Card?
A: Minor children whose both parents are citizens of India or one of the parents is a citizen of India are eligible for OCI Card.

Q: Is an applicant who had held nationality of Pakistan or Bangladesh, eligible for OCI?
A: No, If the applicant has ever been a citizen of Pakistan or Bangladesh, he / she will not be eligible for OCI.

Q: Can a person renounce OCI?
A: Yes. He/she has to declare their intention of renunciation in Form XXII to the Indian Mission/Post where OCI registration was granted. After receipt of the declaration, the Indian Mission/Post shall issue an acknowledgement in Form XXII A. A separate application form is available for this purpose.

AU turns to retired teachers to ride over staff criss

Battling acute shortage of teaching staff, the Allahabad University has now turned towards its retired teachers. The varsity has decided to re-employ superannuated teachers below 70 years. However, these teachers would not be allocated any administrative work. Their services would continue till the appointment of a regular teacher against the post.

The decision was taken on UGC's instruction issued way back in 2010, wherein the apex funding body had decided to re-employ retired teachers for three years which could be further extended to two more years. However, the varsity kept on sitting the instruction till acting vice-chancellor Prof N R Farooqi asked various departments to forward the names of retired teachers for teaching as per requirement.

The varsity said that the decision was taken on the recommendation of an expert panel constituted, as per the UGC norms, on the issue that was cleared by Executive Council on January 27. However, the re-appointment comes with clear cut instructions that adequate work be allocated to these teachers to justify their appointment. Around 11 retired teachers have already been re-employed.

The re-appointed teachers would get a consolidated amount equivalent to the last pay drawn, sans pension. This amount would remain the same throughout the tenure of re-employment. These teachers would be entitled for casual/special/duty leave at par with regular teacher.

However, a re-employed superannuated teacher would not be eligible for administrative or financial responsibilities at the University or elsewhere.

Although many more teachers have retired in the past, but only a few have been given the benefit. While some of the retired teachers refused to accept the offer, various departments too did not forward their wish list to V-C's office in this regard.
