V-C aspirants list raises questions

DECEMBER 04, 2017 00:00 IST

Candidates’ credentials should be provided: academicians

The Bharathidasan University, which released the list of applicants for the post of vice-chancellor last Monday, has received as many as 241 applications for the post.

On its website, the university has also listed out the aspirants whose applications were rejected along with the reason for doing so.

While only one person had applied to the convenor of the V-C search committee in violation of the rules, the other applications were received via e-mail after the deadline. Though teachers’ associations have welcomed the change, they have certain reservations. One senior professor felt the committees should also list the applicant’s credentials to enable people to better judge his or her calibre.

Teachers are surprised that the university has received more applications than the Thiruvalluvar University.

But a source in the higher education department said the search committee of the Bharathidasan University had written to many institutions abroad inviting applications.

The Association of University Teachers wants the V-C search committees to recommend persons with “academic credibility and administrative ability”.

The V-C should not be bureaucrats but academicians who are not facing any corruption charges currently, the association has urged.
Recharge hubs are a big draw in blacked-out Kanniyakumari

Powering up:Residents charging their electronic devices in Kanniyakumari .Special Arrangement
Residents of cyclone-hit district throng well-to-do households with UPS facility for help ranging from water supply to charging phones

The saying o or k oodi t her i zhuthal (when the village comes together to pull the temple car) in Tamil aptly describes unity. In Ockhi-hit Kanniyakumari district, people have come together to recharge their devices. As most of the district is still reeling from a power cut and UPS (Uninterrupted Power Supply) back-ups have drained out, people throng houses that can afford a generator to lift water to overhead tanks — the generator also serves as a mode to recharge mobile phones, emergency lamps and torches.

Meanwhile, in Vallankumaravilai near Nagercoil, T. Vaikundamani, a wholesale mango vendor, has set up a hub for recharging mobile batteries . “I have a generator and I have decided to use it for the benefit of the public,” said Mr. Vaikundamani, whose fruit shop has become a stopover of a couple of hours for commuters charging their mobiles. A crowd throngs the shop continuously.

“The shop will remain open between 7 a.m. and 1 p.m., and again between 2 p.m. and 9 p.m.,” he says, telling the waiting people that priority should be given to phones with completely drained-out batteries.

Hotels in most of the district are selling wheat-based food like chappathi, puri and parotta, since flour for making idli, dosai and idiyappam cannot be ground without electricity. Big restaurants that have generators draw huge crowds by selling varieties of food.

“The power cut has also raised the demand for generators. By the time I visited the local dealer for a Honda generator, I was told it would take a couple of days to get a new machine as all stock has been sold,” said H. Rajesh, a local electrician.

Some owners make a killing out of renting out generators. “In the beginning, they charged Rs. 400 per hour, but they increased the rate to Rs. 500 per hour after there was heavy demand. You also have to keep a bottle of kerosene handy as modern generators require kerosene for ignition,” said actor and film director Alagamperumal, who is visiting his village for a family wedding.

The availability of phone recharge facilities spreads word-by-mouth, and people rush to homes having generators, or Mr. Vaikundamani’s shop.

In a nearby residence, Mr. Ravi, who owns a generator, supplies drinking water to people in the morning and evening. Even though there's plenty of water, people depend on tankers in many places, since water cannot be pumped without power.
Syndicate at war with higher education secy.

CHENNAI, DECEMBER 04, 2017 00:00 IST

Sunil Paliwal
Seven members write to Governor

The tug-of-war for power at the Bharathidasan University has taken a vicious turn with members of the syndicate accusing the Higher Education Secretary of violating norms.

Seven syndicate members (past and present) have sent a letter to Governor-chancellor Banwarilal Purohit stating that the Secretary, Sunil Paliwal, had appointed himself the chairman of the convenor committee without the syndicate’s consent and overstepped his position by going ahead with the appointments for the statutory posts of Registrar, Controller of Examination and Director of Distance Education.

The letter further states that Mr. Paliwal had fixed December 12 as the date for interview for the post of Registrar. He had also convened a syndicate meeting on the same evening at 3.30 p.m. to approve the selection to enable the officials to join duty on the same day.

“The whole process – interview, selection and appointment for the three senior positions of the university – appears to be hasty, illegal and erroneous, especially when the vice-chancellor is to be appointed in a month,” the letter states.

Mr. Paliwal, however, said the appointment process was set in motion in May. “It was the first item in all the syndicate meetings of the universities. For Bharathidasan University, the applications were called for on July 20 and the last date to receive applications was August 18.

“The scrutiny was done on September 15. The interview is fixed for December 12, allowing them enough time to travel.”

He further said a selection committee comprising the vice-chancellors of the Tamil Nadu Agricultural University and the Tiruvalluvar University had been constituted. The others in the committee are a syndicate member and two members from the convenor committee. “Being the chairman, I am on the committee and the Director of College Education is also on it. Only academicians will conduct the proceedings,” he said.

“There were litigations in the case of Bharathiar and Tiruvalluvar varsities, which have been resolved now. Are they happy with registrar in-charge or a full-time registrar?” Mr. Paliwal asked.

‘Virudhunagar, Ramnad backward’

DECEMBER 05, 2017 00:00 IST

The Central government has identified Ramanathpuram and Virudhunagar as backward districts of Tamil Nadu.

The identification has been made on four broad parameters – poverty, health, education and infrastructure. All over the country, 115 districts have been chosen.

Ramanathapuram has been ranked 38th under the pararmeter of poverty; 111th both under health and education and 104 under infrastructure, while Virudhunagar has been placed 16th, 100th, 114th and 105th ranks under the four parameters respectively.

The Centre has also appointed Praveen Kumar and S. Gopalakrishnan, both IAS officers of the Tamil Nadu cadre and on Central deputation, ‘prabhari’ officers for Virudhunagar and Ramanathapuram. They will coordinate the efforts of the Centre and State in "achieving rapid transformation" of the identified districts by addressing their specific developmental needs. The initiative is in consonance with Prime Minister Narendra Modi’s vision programme, New India by 2022, according to an order issued by the Union government's Department of Personnel and Training two weeks ago.

At present, Mr. Praveen Kumar is an Additional Secretary in the Union Ministry of New and Renewable Energy and Mr. Gopalakrishnan, Joint Secretary in the Union Ministry of Electronics and Information Technology.

On Tuesday, they will conduct their inaugural visit to the two districts and hold discussions with officials. The State government has posted IAS officers Santhosh Babu and P. Amudha as nodal officers, who will also be there along with those nominated by the Union government.
