MCI must display exam attempts by med students: HC

Chennai: The number of attempts made by medical students to clear the course must be made public, so that it enables patients to take an informed decision based on the academic performance of the doctors, the Madras high court has said.

Justice S Vaidyanathan made the observation while hearing a plea moved by a thirdyear medical student assailing the decision of the college to fail him in community medicine subject without providing internal marks. Refusing to allow the plea, the judge said that when there is a categorical decision taken by the university that no internal assessment marks shall be granted for improvement attempt made by the petitioner, the same cannot be interfered.

Dismissing the plea, the judge said, “Before parting with the case, it has to be observed that some of the doctors have become commercial brokers having nexus with pharmacists. This court has come across number of attempts availed of by the students undergoing medical course, and MCI will have to take a decision and ensure that the number of attempts made by doctors are displayed on the website and also at the hospital/clinic concerned, in order to enable the patients to know the performance of the doctor as a student in his career. This will safeguard the interest of the patients.” TNN

TN med varsity forced to cancel ABVP-linked event

Chennai: The state medical university was forced to cancel an all-India medical and dental conference after it faced severe backlash on social media for co-organising it with the rightwing students’ organisation Akhil Bharatiya Vidyarthi Parishad (ABVP).

The directorate of medical education has sent a notice to the conference committee patron Dr S Subbiah, head of oncology department at Kilpauk Medical College Hospital, who, they found, was also the national president of ABVP.

On Thursday, doctors shared the invitation on social media to rally support for “a signature campaign against saffronisation” of Tamil Nadu Dr MGR Medical University. Some doctors even called the university officials seeking an explanation. “We had allowed them to conduct the event at the auditorium because it was a students’ welfare conference. They misled us and printed the name of the university as co-organisers. We have no affiliation to any political party. We have cancelled the event,” said Dr Geethalakshmi. Director of medical education said he would send a showcause notice to Dr Subbiah. “A government staff member cannot have political affiliation. If doctors want to join a party or contest elections, they have to quit government service. Dr Subbiah should choose between ABVP and government,” he said. His reply will be forwarded to the government for suitable action, he added.

Dr Subbiah, who was elected to the post in December 2017, said ABVP had no political affiliation. “Our ideologies are the same as the BJP or RSS, but that does not affiliate us with them. Our web page clearly mentions that we are not a political party. I need not have government permission to be a part of students’ association,” he said.

Pay 141cr damages in 4 weeks for 2017 oil spill: HC to govt

Chennai: The Madras high court on Thursday directed the Tamil Nadu fisheries department to disburse ₹141 crore compensation to over one lakh fishermen who were affected by the January 2017 oil spill.

On January 28, 2017, cargo ships Dawn Kanchipuram and MT BW Maple collided near Chennai port, resulting in a large oil spill. The high court initiated suo motu proceedings on pleas for compensation from people whose livelihoods were severely hit by the oil spill .

When the plea came up for hearing before a bench of Justices S Manikumar and Bhavani Subbarayan, the department submitted that a six member committee was formed to suggest suitable ways to calculate the compensation for different categories of fishermen affected by spill.

The committee has already submitted its report and the same is presently under scrutiny of the government. Once the process of de-duplication is complete, steps will be taken to disburse the compensation, it said.

Recording the submission, the bench said, “We direct the sscrutiny and approval be granted as expeditiously as possible. Preparation of de-duplication process is completed as expeditiously as possible and disbursement of due compensation to eligible parties will be done within four weeks from today.”

Govt sleeping on 30K court orders like Rip Van Winkle’

Chennai: Pointing out that about 30,840 contempt pleas has been filed in the Madras high court since 2000, seeking action against government authorities who failed to implement various orders of the court, Justice N Kirubakaran has said, “Government officials were sleeping over court orders like Rip Van Winkle.”

On Thursday, it ordered appearance of higher education secretary and member secretary of Teachers Recruitment Board among others in the court on Friday by 2.15pm.

The issue pertains to a plea moved by S Venkatachalam and five others seeking to declare government order dated January 5, 2016 that the B Ed degree course offered by the Vinayaka Missions University, Salem is not equivalent to B Ed of Tamil Nadu Teachers Education University, Chennai from academic year 2015-16 onwsards.

The court on November 30, 2017 held that is not applicable to the degrees obtained from Vinayaka Missions University and the petitioners are entitled to be appointed, whenever the other selected students are appointed, as the petitioners possess valid degrees and they have also qualified in the Teachers Eligibility Test and their names find place in the select list of candidates.

Though the order was passed in November 2017, the petitioners were not given appointments, having been called for certificate verification already. Hence, the matter was mentioned before the court and was called on February 16, 20, 22, March 1, and 14 for compliance and again on March 22, when it was represented that the government took a decision to make appointment of the petitioners. Therefore, based on the representation the plea was adjourned by two weeks.

As the government submitted that it has decided to prefer an appeal over the order after taking so many adjournments, Justice Kirubakaran said, “It is the prerogative of any party to file an appeal, if that party is aggrieved over the order. The order was passed in November, 2017.

Thereafter, the matter was listed many times. Neither the government has taken any steps to file appeal in time nor shown any interest to implement the order.”

திருச்சி - சென்னை இடையே ஜூன் 1-ஆம் தேதி முதல் புதிய விமான சேவை தொடங்கப்படுவதை முன்னிட்டு, விமானக் கட்டணங்கள் அதிரடியாகக் குறைக்கப்பட்டுள்ளன. 

திருச்சி - சென்னை இடையே ஏற்கெனவே காலை 8.40க்கு ஏர் அலையன்ஸ் விமானமும், முற்பகல் 11.15, மாலை 6, இரவு 10.40 மணி ஆகிய 3 நேரங்களில் ஜெட் ஏர்வேஸ் விமானமும் சென்னைக்கு இயக்கப்படுகின்றன.
இந்நிலையில், உள்நாட்டுப் போக்குவரத்தை மேலும் அதிகரிக்கும் வகையில், இண்டிகோ நிறுவனம் ஜூன் 1-ஆம் தேதி முதல் புதிய விமான சேவையைத் தொடங்குவதாக அறிவித்துள்ளது. இந்த விமானப் போக்குவரத்தும் தினமும் 4 முறை இயக்கப்படவுள்ளது.
இந்த புதிய அறிவிப்போடு, இண்டிகோ நிறுவனம் கட்டணச் சலுகையையும் அறிவித்துள்ளது. ஏற்கெனவே குறைந்தபட்ச கட்டணமாக ரூ.3,500 என இருந்தாலும், சில நேரங்களில் ரூ. 12,000 வரையில் திருச்சி-சென்னை இடையிலான விமானக் கட்டணம் இருந்துள்ளது. ஆனால், முன்கூட்டியே பயணச்சீட்டு பதிவு செய்யும் நிலையில், குறைந்தபட்சக் கட்டணமாக ரூ. 2,499 என இண்டிகோ நிறுவனம் அறிவித்துள்ளது. 

இந்த அறிவிப்பைத் தொடர்ந்து ஏற்கெனவே களத்தில் உள்ள ஜெட் ஏர்வேஸ் நிறுவனமும் தனது குறைந்தபட்சக் கட்டணம் ரூ. 2,572 எனவும், ஏர் அலையன்ஸ் 2,754 ஆகவும் நிர்ணயித்துள்ளதாக அறிவித்துள்ளன.
இந்த அதிரடி கட்டணக் குறைப்பால், திருச்சி - சென்னை இடையே விமானப் பயணிகளின் எண்ணிக்கை கணிசமாக உயர வாய்ப்புள்ளது. காரணம் ரயிலில் முதல் வகுப்பு டிக்கெட் ரூ.1400 என உள்ளது. மேலும் ரயில்களில் எப்போதும் இடம் கிடைப்பதில்லை. பயணிகள் ஆம்னி பேருந்துகள் மற்றும் பேருந்துகளை நாடுகின்றனர். 

ஆம்னி பேருந்துகளில் படுக்கை மற்றும் குளிர்சாதன வசதி பேருந்துகள் ரூ. 700 முதல் ,1000 வரை நிர்ணயிக்கப்படுகின்றன. பண்டிகை மற்றும் விடுமுறை காலங்களில் இது மேலும் அதிகரிக்கின்றன. அந்தளவு செலுத்தி 8 மணி நேரம் பயணிக்கும் நிலையில், ரூ.2,500-க்கு விமானப் பயணம் என்பது மிக மிக குறைவானக் கட்டணமே. 

இன்டிகோ விமான நேரம் : காலை 9.35, பகல் 12.25, 2.25, மாலை 5.30, இரவு 7.10 என தினமும் 5 முறை திருச்சியிலிருந்து சென்னைக்கு விமானங்கள் இயக்கப்பட உள்ளன.

கடன் படுத்தும் பாடு

'எங்களுடைய பிள்ளை நன்கு படிக்க வேண்டும்... நல்ல வேலை கிடைக்க வேண்டும். கை நிறைய சம்பாதிக்க வேண்டும். சொந்த வீடு, கார் வசதிகளோடு வாழ வேண்டும்' என்பதுதான் பெற்றோர்களின் தற்போதைய கனவாக உள்ளது. நடைமுறையில் இது எல்லோருக்கும் சாத்தியமாவதில்லை.
வேறு சிலர், 'சின்ன வேலையோ, பெரிய வேலையோ, முதலில் வீட்டைக் கடனில் வாங்கிவிட வேண்டும். வாடகை மிச்சமாகிவிடும். வாடகைப் பணத்துடன் கொஞ்சம் சேர்த்து வீட்டுக் கடனின் மாதத் தவணையைக் கட்டிவிடலாம். வீட்டுக் கடன் முடிந்தவுடன் வீடு சொந்தமாகிவிடும்' என்று மனக்கணக்கு போடுகின்றனர்.

வேலைக்குச் சேர்ந்தவுடனேயே பிள்ளையின் தலையில் கடனைச் சுமத்திவிட்டால், அவனுக்கு வீண் செலவு செய்வதற்கு முடியாது என்று வாதம் செய்பவர்களும் இருக்கின்றனர். ஆக, நடுத்தரவார்க்கம் வீடு வாங்கிவிடுவதில் வெகு முனைப்பாக உள்ளது.

இந்திய குடிமகனின் தலையில் கடனைச் சுமத்த அயராது உழைக்கிறார்கள். கையில் வண்ண வண்ண விளம்பரத் துண்டுச் சீட்டுகளுடன் அலுவலகங்கலில், பொருட்காட்சிகளில், சாலைகளில், வங்கியின் வாசல்களில் என எங்கெங்கும் அலைகின்றனர். கைபேசியில் அழைத்து, கனிவுடன் பேசி கடன் வேண்டுமா என்கிறார்கள். எப்போது நேரில் வந்து பேசலாம் என தேதியும், நேரமும் கேட்டுத் தொணப்புகின்றனர். தினசரிகளில் பக்கம் பக்கமாக விளம்பரங்கள் தந்து ஆட்களை மயக்குகின்றனர். வலையில் சிக்க வைக்கும் உறுதியோடு செயல்படுகின்றனர்.

முன்பெல்லாம் கடன் வாங்குவதற்கு யோசிப்பார்கள். தயங்குவார்கள். அச்சப்படுவார்கள். இப்போது அப்படியில்லை. தொட்டதற்கெல்லாம் கடன். அத்தியாவசியத்திற்கு கடன் வாங்குவதில் தவறில்லை. அடிப்படைச் செலவுகளுக்கே கடன் வாங்கினால் கரையேறுவது எப்படி?
குழந்தைகள் நல்ல ஆங்கிலப் பள்ளியில் படிக்க வேண்டும் என்பதற்காக கடன் வாங்கும் பெற்றோர்களும் இருக்கிறார்கள். அநத்க கடனை ஒருவரிடத்தில் அடைப்பது என்பதே சிரமம். அப்படியே கிடைத்துவிட்டாலும் அடுத்த ஆண்டு படிப்பதற்கு அதைவிட அதிகமான தொகை தேவைப்படும். வகுப்பு ஏற ஏற செலவும் கூடும். கல்லூரி படிப்பு வந்துவிட்டால் கேட்கவே வேண்டாம். குறைந்தது ஐந்தாறு லட்சங்கள் கடன் வாங்க நேரிடும். ஆக மொத்தம் ஒரு பிள்ளை படித்து முடித்து சம்பாதிக்கும் நிலைக்கு வரும்போது அவன் தலையில் பத்து லட்ச ரூபாய்க்கு மேல் கடன் சுமையிருக்கும். நினைத்தபடி வேலை அமையாவிட்டாலும், நல்ல ஊதியம் கிடைக்காவிட்டாலும் பெற்றோர்களுக்கு கடன் பற்றிய கவலை ஆரம்பித்துவிடும்.

கடனோடு சாகக் கூடாது என்பதை நமது முன்னோர்கள் நம்பினார்கள். எனவே கடன் வாங்குவதையே தவிர்த்தார்கள். வரவுக்குள் சிக்கனமாக வாழும் வழியைக் கடைப்பிடித்தனர். 

கடன் வாங்குவது எளிது. அதுவே சிலருக்கு எமனாகிவிடுகிறது. ஒருவன் அளவிற்கு அதிகமாக கடன் வாங்கிவிட்டால் அவன் கடன் கொடுத்தவனிடம் அடிமையாகிவிடுகிறான். வாயில்லாப் பூச்சியாகிவிடுகிறான். தைரியசாலியாக இருந்தவன் கோழையாகிவிடுகிறான். பேச வேண்டியதைக் கூட பேசும் திராணியற்றுப் போகிறான். கடனை எப்படியாவது அடைக்க வேண்டும்; எப்படி அடைப்பது என்கிற கவலைகளோடு வாழ வேண்டி வரும். தினமும் அவர்களுடைய எண்ணம் அதிலேயே சுழலும். எதிர்காலம் எனபது அச்சத்தைத் தரும். மன உளைச்சல் பல வித நோய்களைக் கொண்டு வந்து சேர்க்கும். ஆரோக்கியமாக இருந்தவர்கள் நோயாளியாகிவிடுவார்கள். கடன் வாங்குவது என்பது நடுத்தர வர்க்கத்திற்கு வாழ்க்கையின் ஒரு பகுதியாக மாறிவிட்டதை நினைக்கும்போது வருத்தம் மேலிடுகிறது.
கொஞ்சம் பின்னோக்கி நினைவைத் திருப்பிப் பார்த்தால் புரியும். சுமார் இருபது இருபத்தைந்து ஆண்டுகளுக்கு முன்னால் கடன் வாங்குவதை எல்லோரும் இவ்வளவு சகஜமாக எடுத்துக் கொண்டதில்லை. இப்போது தயக்கமில்லாமல் கடன் வாங்குகிறார்கள். நம் சமூகத்தில் கடன் இவ்வளவு மலிந்துவிட்டதற்குக் காரணம் நவீன பொருளாதாரக் கொள்கையின் ஓர் அம்சம் என்று சில நிதி நிபுணர்கள் சொல்ல முற்படக்கூடும். ஆனால் காரணம் அது மட்டுமல்ல. இந்த மனோபாவத்துக்கு நம்மில் பலர் தள்ளப்பட்டதற்கு முக்கியக் காரணம், நம்மிடம் சரியான வழிகாட்டுதல் இல்லை. ஆசைகளும் பேராசைகளும், போலியான கெளரவங்களும், படாடோபங்களின் மீது அதீதப் பற்றும், பணத்தின் அருமை தெரியாததாலும் நிலை தடுமாறி நிற்கிறார்கள்.
வாழ்க்கையில் கடனில்லாது வாழ்வது எவ்வளவு மகிழ்ச்சிகரமான விஷயம்! அதைத் தொலைத்துவிட்டு வாழ்வோர் ஏராளம். இளைய தலைமுறையினருக்கு சகஜமாக கடன் வாங்கக் கற்றுக் கொடுத்ததுதான் நம்முடைய சாதனையாக உள்ளது.

சிக்கனத்திற்கும் சேமிப்பிற்கும் என்றும் முன்னுரிமை தந்தது நம் பாரத தேசம். கடந்த சில ஆண்டுகளுக்கு முன்பு அமெரிக்க பொருளாதாரம் ஆட்டம் கண்டபோது, இந்தியா சிறு அதிர்வைக்கூட சந்திக்காது பாதுகாத்தது நம்முடைய முன்னோர்களின் சேமிப்புதான் - சேமிப்புப் பழக்கந்தான்.

மாகராஷ்டிராவில் போலி சான்றிதழ் சமர்ப்பித்த 20 மருத்துவர்களை மாநில மருத்துவ கவுன்சில் பணியிடை நீக்கம் செய்துள்ளதாகத் தகவல் தெரிவிக்கப்பட்டுள்ளது.

மாகராஷ்டிரா மாநிலத்தில் உள்ள மாநில மருத்துவ கவுன்சிலில் சுமார் 1 லட்சத்து 40 ஆயிரம் மருத்துவர்கள் பதிவு செய்துள்ளனர். எம்.பி.பி.எஸ். மற்றும் மருத்துவ முதுகலை படிப்பு முடித்த மருத்துவர்கள், மாநிலத்தில் மருத்துவராகப் பணிபுரிவதற்கு மாநில மருத்துவ கவுன்சிலிடம் இருந்து உரிமம் பெற்றிருக்க வேண்டும்.

இந்நிலையில், 100க்கும் மேற்பட்ட மருத்துவர்கள் தங்கள் கூடுதல் தகுதிக்காக மாநில மருத்துவ கவுன்சிலில் போலி சான்றிதழ்களைச் சமர்ப்பித்துள்ளதாக புகார்கள் வெளியாகியுள்ளன. இந்தப் புகார்களையடுத்து, மாநில மருத்துவ கவுன்சில் விசாரணை மேற்கொண்டு சம்பந்தப்பட்ட மருத்துவர்கள் சமர்ப்பித்த சான்றிதழ்களை ஆய்வு செய்தது.

இந்த விசாரணையில், "மருத்துவ கவுன்சிலில், போலி சான்றிதழ்களை சமர்ப்பித்ததாக கண்டறியப்பட்ட மருத்துவர்கள் 20 பேர் உடனடியாக பணியிடை நீக்கம் செய்யப்பட்டுள்ளனர். மும்பையைச் சேர்ந்த மருத்துவர்களும் இதில் பணியிடை நீக்கம் செய்யப்பட்டுள்ளனர். இவர்கள் அனைவரும் இனி மருத்துவர்களாகப் பணிபுரிய முடியாது. வேறு சில காரணங்களுக்காக 4 மருத்துவர்களின் உரிமத்தையும் மாநில மருத்துவ கவுன்சில் திரும்ப பெற்றுள்ளது" என்று மாநில மருத்துவ கவுன்சில் தலைவர் மருத்துவர் சிவகுமார் உட்டுரே தெரிவித்துள்ளார்.
