A Bill to establish greenfield universities was tabled in the Assembly on Wednesday.

Presented by Higher Education Minister K.P. Anbalagan, the Bill has laid conditions for establishing self-financing universities.

As per the Bill, such institutions shall be sponsored by trusts or societies or not-for-profit companies and comply with the standards laid down by the University Grants Commission for infrastructure, equipment and teachers.

The sponsoring body shall establish a permanent endowment fund of at least Rs. 50 crore. The university shall establish a general fund, to which all fees to be charged from the students will be paid. Similarly, every private university shall also establish a development fund, to which all the money received to develop the university, charged from students as development fees and contributions from sponsoring bodies/organisations will be deposited.

Pilot shortage: 30 IndiGo flights to be cancelled daily till March-end

Faced with acute pilot shortage, low-cost airline IndiGo cancelled nearly 50 flights across the country on Wednesday. The country’s largest airline for domestic operations has now announced a curtailed schedule for February and March, with about 30 flights cancellations planned per day. The cancellations, which will hit over 2.3 lakh , began last week and are the worst ever operational disruptions that the 12-year old carrier has ever faced. “These 30 flights represent 2% of IndiGo’s flights,” the airline said.

On Wednesday, flights to/ from Bengaluru, Hyderabad, Chennai and Kolkata accounted for nearly half of all cancellations. Mumbai cancellations included 6E 236 to Bengaluru,6E 3834 to Chennai and in the arrivals category, 6E 831 from Guwahati, 6E 654 from Chennai and 6E 318 from Kolkata.

Those hit from Delhi were 6E 774 to Nagpur, 6E 2131to Bengaluru and in the arrivals category, 6E 766 from Hyderabad, 6E 2652 and 6E 2622 from Chennai.

Sources said that the airline is currently in the process of recruiting foreign pilots on contract to close the gap. “IndiGo has been putting in applications to the Directorate General of Civil Aviation (DGCA) to bring in foreign pilots under FATA (Foreign Aircrew Temporary Authorization),” said a DGCA source. Pilots who hold a licence issued by a foreign regulatory authority have to obtain DGCA authorization under FATA to fly in India. It’s not a speedy process. “Every Wednesday, a number of foreign pilots chosen by IndiGo have been coming to the DGCA office to give viva exams,” he added.

An IndiGo spokesperson said the airline had informed DGCA that it has cancelled 49 flights on Wednesday. “All these flights were cancelled with one to two days prior notice in order to re-accommodate passengers on flights at a similar time as booked,” the spokesperson said.

Shot twice, man drops off daughter at exam centre, then visits hosp

Ram Kripal Singh, 45, a former mukhiya of Birpur East panchayat in Begusarai district, was taking his 18-year-old daughter to her intermediate examination centre on Wednesday morning on his motorbike, when he was accosted by bike-borne criminals and shot twice in the chest. Such is a father’s love, that despite his condition, he rode for at least 7km and first dropped her off to the examination centre before getting himself admitted to a private hospital.

“My father was taking me to the examination centre near Begusarai railway station, when six assailants on two motorbikes intercepted us. They first tried to tie his hands. When I protested, the attackers pumped two bullets into his chest from a very close range and fled,” Singh’s daughter Damini said. “I asked him to stop and wait for some help, but my father continued riding with the gunshot injuries for another 7km to drop me off at the examination centre before getting himself hospitalized,” she added. Begusarai SP Awakash Kumar said, “The victim is under treatment and not in a condition to talk. Once he regains consciousness, we will record his statement.” He added, “As per preliminary investigation, the attack may have been the fallout of some previous enmity. We have identified a few suspects and are carrying out raids to arrest them.”

Dental surgeon from Trichy among Delhi fire victims

Dr S Sankaranarayanan, a dental surgeon of Trichy, is one of the 17 people who died in a fire that devastated New Delhi’s Hotel Arpit Palace on Tuesday, his family members have confirmed. The 55-year-old, who suffocated in the smoke from the fire, is survived by his wife, a son and daughter.

The dental surgeon checked into the hotel on Monday night for a meeting scheduled with the drug controller general of India (DCGI) in New Delhi on Tuesday regarding his ‘freeze dried plasma’ project under Mothercell Regenerative Centre in Trichy.

“He had an appointment with the drug controller general in New Delhi for a meeting to discuss our ongoing project. But, tragedy struck him,” said his colleague and orthopaedic surgeon Dr V R Ravi in Trichy.

The news of the death reached his family after one of his colleagues tried to contact him over phone on Tuesday morning. Since his mobile phone number was unreachable, the colleague managed to contact the hotel and got to know that he was one of the deceased people.

Police soon contacted Sankaranarayanan’s family members and sent them the photo of the body to confirm his identity. On Wednesday, his family members visited the hospital in New Delhi where the body was kept. The funeral is scheduled to be held in Chennai’s Velachery area.

According to scientific co-ordinator D Avinash Gandi of the centre, two employees of Maharashtra-based private pharmaceutical companies who stayed with Sankaranarayanan also died in the accident.

Med univ appeal: HC stays order on re-evaluation

A single judge order permitting re-evaluation of the theory papers of a first year MBBS student who had failed twice in two subjects, was stayed by a division bench of the Madras high court on Tuesday.

Hearing an appeal filed by Tamil Nadu Dr MGR Medical University, the bench of Justice T S Sivagnanam and Justice V Bhavani Subbaroyan granted an interim stay to the order of the single judge till February 19.

The case related to a petition filed by Priyanka Venkatesh, who joined MBBS at Government Medical College in Villupuram. She had failed to obtain pass marks in Anatomy theory papers I and II and Biochemistry theory papers I and II in August 2018 and the supplementary exams conducted in September 2018. After a single judge directed the college to form a panel to re-evaluate the papers, the university filed the present appeal.

Univ hands over luxury SUV to min, pays fuel bills

: As Tamil Nadu Dr MGR Medical University vice-chancellor, Dr S Geethalakshmi gave away her official vehicle, an 11-month-old Toyota Altis, and bought a ₹29.26 lakh luxury SUV six months into office. While a vigilance inquiry is pending on how she overshot the budget by nearly ₹14 lakh, the university has quietly handed over the vehicle to health minister C Vijayabaskar, who is also pro-chancellor of the university.

Evidence to this is a handwritten note signed by a driver, D Kumar, kept in the university file on the vehicle. The note says, “After the second service of the vehicle bearing registration no TN-09-CD 9595 ster on “oral orders”. “It is not illegal for the minister to hold the vehicle because he is the pro-chancellor. But it was not officially handed over to him. No one from this University signed any paper. Kumar is not our driver. What you see in the file is a receipt from the minister’s office,” said a senior officer. But the university continues to sanction 50 litres of fuel, he said.

University registrar Parameshwari Srijayanth did not respond to calls, but sources in the university said the vehicle was given to the mini-The minister and his office did not respond to messages or calls. In 2017, the university in an RTI response said the purchase was approved by the governing council on June 30, 2016, nearly four weeks after it was done. There were no questions raised on why the Altis, which was less than a year old, had to be replaced.

The home department fixes price ceilings for purchase of vehicles by government departments. In 2017, the university had gone ahead with the purchase despite objections raised by the finance committee. The vehicle cost overshot the ceiling by nearly ₹14 lakh, making it costlier than those allotted to ministers, judges, chief secretary and officers of equivalent rank. The file was moved to directorate of vigilance and anti-corruption for investigation.

However, university officials claimed these government rules don’t apply to a statutory body like the university. Former university registrar Dr T Balasubramanian said the university got only ₹20 lakh approval from the finance committee for a Toyota Innova Crysta, but before they could make the purchase the cost of the vehicle went up. They then bought a Toyota Fortuner, which was later ratified by the governing council.

“It was bought for the former VC, but she never actually used it. It was parked on our campus. Later, we handed it over to the minister’s office,” said a senior administrator.

சிறையில் 2 ஆண்டுகளைக் கழித்துவிட்டார் சசிகலா: ஆனால் இன்னும் ஒன்று மட்டும் நடக்கவில்லை?!

சென்னை: சொத்துக் குவிப்பு வழக்கில் சிறைத் தண்டனை பெற்ற வி.கே. சசிகலா, பரப்பன அக்ரஹாரா மத்திய சிறைச்சாலையில் அடைக்கப்பட்டு இன்னும் ஒரு சில நாட்களில் 2 ஆண்டுகள் நிறைவடைய உள்ளது.

சிறையில் அடைக்கப்பட்ட நாள் முதல், அவர் எந்த விதிமீறலிலும் ஈடுபடாமல், அவர் மீது வேறு எந்தக் குற்றங்களும் இல்லை எனும் பட்சத்தில், கர்நாடக பரோல் விதிகளின் அடிப்படையில், சசிகலா அடுத்த ஆண்டு இதே தேதியில் சிறையில் இருந்தே விடுதலையாக வாய்ப்பு உள்ளது.


அதாவது சொத்துக் குவிப்பு வழக்கில் அவருக்கு 4 ஆண்டுகள் சிறைத் தண்டனை விதிக்கப்பட்டிருந்தாலும், சிறை விதிகளின் படி, நீண்ட கால மற்றும் குறுகிய கால சிறைத் தண்டனை பெற்ற கைதிகளை, நன்னடத்தையைக் காரணம் காட்டி தண்டனையில் 4ல் 3 பங்கு காலத்தை பூர்த்தி செய்துவிட்டாலே, அவரை விடுவிக்கலாம்.

எனவே, 2017ம் ஆண்டு பிப்ரவரி மாதம் 15ம் தேதி சிறையில் அடைக்கப்பட்ட சசிகலா, 2021ம் ஆண்டுக்கு பதிலாக 2020ம் ஆண்டு பிப்ரவரி மாதத்திலேயே விடுதலையாக அதிக வாய்ப்புகள் உள்ளன.

சரி, அவர் சிறையில் அடைக்கப்பட்டுவிட்டார், முன்கூட்டியே விடுதலையாவார் என்பது தெரிந்துவிட்டது. அப்படி இருந்தும், நீதிமன்றம் பிறப்பித்த ஒரு உத்தரவு மட்டும் இதுவரை நிறைவேற்றப்படவில்லை. அதுதான் அபராதம்.

அதாவது, ரூ.66.65 கோடி அளவுக்கு வருமானத்துக்கு அதிகமாக சொத்து சேர்த்ததாகத் தொடரப்பட்ட வழக்கில், சசிகலா, இளவரசி, சுதாகரன் ஆகியோருக்கு தலா 4 ஆண்டுகள் சிறைத் தண்டனையும், தலா ரூ.10 கோடி அபராதமும் விதிக்கப்பட்டது.

சிறைத் தண்டனை நிறைவேற்றப்பட்டுவிட்டது, ஆனால், குற்றவாளிகளிடம் இருந்து இதுவரை அபராதத் தொகையை வசூலிக்கவோ, சட்டவிரோதமாக சேமித்த சொத்துக்களை முடக்கவோ எந்த தீவிர நடவடிக்கையும் முன்னெடுக்கப்படவில்லை.

இந்த 4 ஆண்டு சிறைத் தண்டனை, ஊழல் தடுப்புச் சட்டத்தின் கீழ் வழங்கப்பட்டுள்ளது. இந்த வழக்கை நடத்திய கர்நாடக அரசு தான், நீதிமன்றத்தின் உத்தரவுப்படி குற்றவாளிகளிடம் இருந்து அபராதத் தொகையை வசூலிக்கும் முக்கியப் பொறுப்பை வகிக்கிறது. அதே சமயம், சட்டவிரோதமாக சேர்த்த சொத்துக்களை பறிமுதல் செய்ய தமிழக அரசு லஞ்ச ஒழிப்புத் துறை மற்றும் வருவாய்த் துறைக்கு உத்தரவிட்டு சொத்துக்களை முடக்க வேண்டும்.

அதே போல, சட்டவிரோதமாக சேர்த்த சொத்துக்களை முடக்க அமலாக்கத் துறைக்கும் உரிமை உள்ளது. நடவடிக்கை எடுக்க இத்தனை துறைகளுக்கு அதிகாரம் இருந்தும் இதுவரை யாருமே அந்தப் பணிக்கான துரும்பைக் கூட கிள்ளி வைக்கவில்லை.

இதில்லாமல், 2007ம் ஆண்டு முதல் நிலுவையில் இருக்கும் ரூ.16 கோடி வரிக்காக, சொத்துக்களை முடக்கி அதன் மூலம் பணத்தை வசூலிக்க வருமான வரித் துறைக்கும் அதிகாரம் உள்ளது. ஆனால், கடந்த சில ஆண்டுகளாக இந்த விஷயத்தில் வருமான வரித்துறை மௌனமாகவே உள்ளது.

கடந்த 2014ம் ஆண்டு செப்டம்பர் மாதம் கர்நாடகா சிறப்பு நீதிமன்றம் முன்னாள் முதல்வர் ஜெயலலிதா உட்பட 4 பேருக்கும் தலா 4 ஆண்டுகள் சிறைத் தண்டனையும், ஜெயலலிதாவுக்கு ரூ.100 கோடி அபராதமும், மற்ற 3 பேருக்கும் தலா ரூ.10 கோடியும் அபராதம் விதித்தது.

இதை எதிர்த்து கர்நாடகா உயர் நீதிமன்றத்தில் தொடரப்பட்ட வழக்கில், 2015ம் ஆண்டு மே 11ம் தேதி விசாரணை நீதிமன்றம் அளித்த தீர்ப்பை ரத்து செய்து, 4 பேரும் விடுதலை செய்யப்பட்டனர்.

இதை எதிர்த்து உச்ச நீதிமன்றத்தில் கர்நாடக அரசு தொடர்ந்த மேல்முறையீட்டு மனுவில், சிறப்பு நீதிமன்றம் அளித்த தீர்ப்பை உறுதி செய்ததோடு, முன்னாள் முதல்வர் ஜெயலலிதா இறந்துவிட்டதால், அவர் மீதான தண்டனை ரத்து செய்யப்படுவதாகவும் அறிவிக்கப்பட்டது.

சிறைத் தண்டனையே பாதி கழிந்துவிட்ட நிலையில், அபராதத் தொகையை வசூலிப்பதிலும், சொத்துக்களை முடக்குவதிலும் யாருக்கு அப்படி என்னதான் தயக்கம் இருக்கிறது என்று கண்டுபிடிக்க முடியாவிட்டாலும், இனியாவது தங்களுக்கு இருக்கும் அதிகாரத்தை எந்தவொரு துறையாவது மேற்கொள்ளும் என்று நம்புவோம்.

நம்பிக்கை அதானே எல்லாம்..
