ஆவணங்கள் வேண்டாம்’ உயிரிழந்த வீரரின் குடும்பத்துக்கு பணம் வழங்கிய எல்.ஐ.சி

காஷ்மீர் தாக்குதலில் வீரமரணம் அடைந்த வீரரின் குடும்பத்திற்கு உடனடியாக ரூ 3 லட்சம் மதிப்பிலான எல்ஐசி பணத்தை மாண்டியா எல்ஐசி நிறுவனம் அளித்துள்ளது.

காஷ்மீரின் புல்வாமா மாவட்டத்தில் பயங்கரவாதிகள் நடத்திய கொடூரமான தற்கொலைப்படை தாக்குதலில் 40க்கும் அதிகமான சிஆர்பிஎப் வீரர்கள் கொல்லப்பட்டனர். உயிரிழந்தவர்களில் ஒருவர் தான் கர்நாடகா மாநிலம் மத்தூர் அருகில் உள்ள குடிகிரி கிராமத்தை சேர்ந்த குரு.

பொருளாதாரத்தில் மிகவும் பின்தங்கிய குடும்பத்தில் பிறந்த குரு, கடந்த 2011-ஆம் ஆண்டு சிஆர்பிஎஃப் பணியில் சேர்ந்துள்ளார். குருவின் பெற்றோர்களான கொன்னையா- சிக்கோலம்மா தம்பதி, துணிகளை சலவை செய்யும் தொழில் செய்து வருகின்றனர். கடந்த 10 மாதங்களுக்கு முன்னர்தான் கலாவதி என்ற பெண்ணுடன் குருவிற்கு திருமணம் நடைபெற்றுள்ளது. இதுதவிர குருவிற்கு இரண்டு தம்பிகளும் உள்ளனர். இந்த மாதம் தன்னுடைய ஊருக்கு வந்திருந்த அவர், பிப்ரவரி 10ம் தேதிதான் பணிக்கு திரும்பி இருந்தார். பணிக்கு திரும்பிய சில நாட்களிலேயே அவர் பயங்கரவாதிகளின் தாக்குதலில் உயிரிழந்தார். தாக்குதல் நடந்த அன்று மதியம் கூட தன்னுடைய தாயிடம் குரு பேசியுள்ளார்.

குருவின் உடல் சொந்த ஊர் நோக்கி வந்து கொண்டிருக்கும் வேளையில், உடலை அடக்கம் செய்யக் கூட அவரது குடும்பத்தினருக்கு இடம் இல்லை. இதனையடுத்து அரசு அதிகாரிகள் அப்பகுதியில் உள்ள அரசு நிலத்தின் சிறு பகுதியை குருவின் உடலை அடக்கம் செய்ய ஒதுக்கியுள்ளனர். இதனிடையே உயிரிழந்த குருவின் மனைவிக்கு அவரின் கல்வித் தகுதிக்கு ஏற்ப அரசு வேலை வழங்கப்படும் என கர்நாடகா முதலமைச்சர் குமாரசாமி அறிவித்துள்ளார்.

இந்நிலையில், குருவின் குடும்பத்திற்கு மாண்டியா நகரிலுள்ள எல்ஐசி நிறுவனம் உடனடியாக இன்ஸுரன்ஸ் பணத்தை அளித்துள்ளது. குருவின் குடும்பத்திற்கு ரூ 3,82,199 பணத்தையும் அவரது குடும்பத்திடம் கொடுத்துள்ளது.

வழக்கமாக எல்.ஐ.சி நிறுவனம் ஒருவரது இறப்புக்கு பின்னர் அவரது இறப்பு சான்றிதழ், மருத்துவர் சான்றிதழ் உள்ளிட்டவற்றை பெற்றுக் கொண்ட பின்னரே பணத்தை வழங்குவார்கள். வழக்கத்திற்கு மாறான விபத்து போன்ற மரணம் என்றால் காவல்துறையின் எஃப்.ஐ.ஆர் சான்றிதழ் கேட்பார்கள். ஆனால், சிஆர்பிஎப் வீரர் குருவின் இறப்பு செய்தி கேள்விப்பட்டது, எவ்வித ஆவணங்களையும் பெறாமல் உடனடியாக அவரது குடும்பத்திற்கு சேர வேண்டிய தொகையை எல்.ஐ.சி விடுவித்துள்ளது. எல்.ஐ.சியின் மனிதநேயமிக்க இந்த செயலுக்கு பலரும் பாராட்டு தெரிவித்துள்ளனர்.

Delhi’s Karol Bagh hotel fire: Trichy dental surgeon among 17 dead

 Dental surgeon Dr S Sankaranarayanan, 55, from Trichy is one of the 17 people who died in a fire accident at Hotel Arpit Palace in New Delhi in the early hours on Tuesday. His family members confirmed his death on Wednesday.

Sankaranarayanan is said to have died due to suffocation caused by smoke from the fire that enveloped the hotel around 4am on Tuesday. He is survived by his wife, a son and daughter.

The dental surgeon checked in to the hotel on Monday night for a meeting scheduled with some government officials -- regarding a freeze dried plasma project -- in Delhi on Tuesday. He was into stem cell research at his centre in Trichy.

The news of the death of the doctor reached his family after one of his colleagues tried to contact him over phone last morning. Since his cellphone number was unreachable, the colleague managed to contact the hotel and got to know that he was one of the deceased people.

Meanwhile, police contacted his family members and sent them the photo of the body to confirm his identity. On Wednesday, his family members visited the hospital in New Delhi where the body was kept.

Sankaranarayanan and his colleague Dr VR Ravi presented a proposal on freeze dried plasma to defence minister Nirmala Sitharaman during her visit to Trichy in March 2018. They said dried plasma (or powdered plasma) would help arrest blood loss of injured soldiers in battlefields. The clinical trial on the project is pending.

Indore: Homoeopathy council hunts for ghost teachers

Indore: To check presence of ghost faculties in country’s homoeopathy colleges, Central Council of Homeopathy plans to issue Unique Identification Number to every college and Unique Teacher’s Code to every faculty member. Council has taken a clue from Medical Council of India, which has launched measures to keep check on ghost teachers in medical colleges.

“To curb menace of duplicity, all the teachers of homoeopathic colleges upon submission of their details through prescribed online form will be issue with unique teacher’s code,” an order released by Council stated on Monday. The colleges are also directed to upload information of faculty members and principals will be responsible for ensuring that uploaded data is correct.

“The move is aimed to expose ghost faculty that is arranged by certain homoeopathic colleges during the inspection to show that they have required strength of teachers to run their colleges,” scientific advisory committee member of AYUSH Ministry Dr AK Dwivedi said.

Every faculty will be issued a Unique Teachers Code, which can be easily checked by council inspectors anywhere along with information of salary and work status of faculty on a real time basis. “Some private colleges have either ghost medical faculties or guest lecturers to teach students and same faculty members are registered with many colleges simultaneously.

This malpractice will end when details of faculty members get uploaded and linked with a particular code,” he said. “This will improve education level in homoeopathy colleges and also create transparency in teaching. The similar orders will be released by the ministry for Ayurvedic, Unani and other colleges,” Dr Dwivedi added.

Now, NRI doctors can apply for faculty positions at regional AIIMS

The regional All India Institutes of Medical Sciences that have come up in various states have joined the premium Indian Institutes of Technology in the hunt for foreign faculties.

NEW DELHI: The regional All India Institutes of Medical Sciences that have come up in various states have joined the premium Indian Institutes of Technology in the hunt for foreign faculties.

Senior officials in the Union Ministry of Health and Family Welfare said a decision has been taken to allow NRI doctors, including Overseas Citizen of India (OCI) card holders to apply for faculty positions in AIIMS institutions in several states.

There are 6 new AIIMS in Patna, Jodhpur, Bhubaneshwar, Bhopal, Rishikesh and Raipur that came into being in 2012. Four others in Raebareli, Kalyani, Nagpur and Mangalgiri Guntur have started with classes for small batches of MBBS students from 2018 academic session but except AIIMS, Raibareli, other are yet to begin even OPD services.

These AIIMS institutions have been planned with a view to provide quality government tertiary care in states on the lines of AIIMS, Delhi.

“At present, there are less than 60 per cent positions filled in 6 regional AIIMS institutions and recruitment of faculty is a major task,” a senior Ministry official told this newspaper.

“We have therefore now introduced measures like inviting retired professors from top health institutions, visiting faculty from abroad for up to 2 years and NRI doctors to come and join these institutions.”

சின்னத்தம்பி சொல்லும் செய்தி!

தமிழக விவசாயிகள் சங்கத்தின் வெறுப்பையும் ஒட்டுமொத்த தமிழக மக்களின் பேரன்பையும் பெற்றிருக்கிறது சின்னத்தம்பி என்கிற 25 வயது ஆண் யானை. இந்த யானையைப் பழக்கப்படுத்தி கும்கி யானையாக்க முடியாது என்று யானைகள் குறித்த அறிஞர் அஜய் தேசாய் தெரிவித்திருக்கும் நிலையில், தமிழக வனத் துறை அதிகாரிகளின் அடுத்தகட்ட நடவடிக்கை என்னவாக இருக்கும் என்பதை ஒட்டுமொத்த இந்தியாவே எதிர்பார்த்துக் காத்திருக்கிறது.

கடந்த ஏழு ஆண்டுகளாகவே, சின்னத்தம்பி என்கிற இந்த யானை கோவை மாவட்டம் ஆனைகட்டி, மாங்கரை பகுதிகளில் நடமாடி வருகிறது. ஆரம்பத்தில் பெரியதம்பி என்று ஊர் மக்களால் பெயரிடப்பட்ட யானையுடன், சின்னத்தம்பி வனப் பகுதியிலிருந்து ஊருக்குள் வருவதும், இரண்டு யானைகளுமாகப் பயிர்களைச் சேதப்படுத்துவதும் வழக்கமாகி விட்டிருந்தது. ஒருபுறம் பயிர்களைச் சேதப்படுத்தி விவசாயிகளின் வெறுப்புக்கு உள்ளானாலும், இன்னொருபுறம் ஊருக்குள் நுழைந்து பொதுமக்களின் அன்பையும், ஆதரவையும் இந்த யானைகள் பெற்றுக்கொண்டன என்பதுதான் வியப்புக்குரிய திருப்பம்.

இரண்டு யானைகளும் ஆனைகட்டி சாலைப் பகுதியில் சுற்றிவரும்போது, பொதுமக்கள் அவற்றுக்கு வாழைப் பழம் உள்ளிட்ட பொருள்களை வழங்குவது வழக்கமானது. பெரிய தம்பியும், சின்னத்தம்பியும் அந்தப் பகுதி மக்கள் யாரையும் துன்புறுத்தியதே இல்லை. சாலை வழியாகச் செல்லும் வாகனங்களுக்கு வழிவிட்டு ஒதுங்கி நிற்பது வரை சாதுவான மிருகங்களாகவே காட்சியளித்தன. ஆனால், பயிர்களை நாசம் செய்வதையும் வழக்கமாக்கிக் கொண்டிருந்ததுதான், விவசாயிகள் இந்த அளவுக்கு வெறுப்பும் கோபமும் அடைந்திருப்பதற்குக் காரணம்.
ஐந்து ஆண்டுகளுக்கு முன்னால், பெரியதம்பி யானை இறந்துவிட்டது. சின்னத்தம்பிக்குப் புதிய துணையாக விநாயகன் என்கிற யானை அமைந்தது. பெண் யானை ஒன்றுடனும் குட்டிகளுடனும்கூட சின்னத்தம்பியை ஊர் மக்கள் ஒரு சில முறை பார்த்திருக்கிறார்கள். வனத் துறையினரால் விநாயகன் யானை பிடிக்கப்பட்டு, கடந்த டிசம்பர் மாதம் முதுமலை புலிகள் சரணாலயத்தில் கொண்டுவிடப்பட்டது. சின்னத்தம்பியை வனத்துக்குள் அனுப்பும் முயற்சி வெற்றி பெறவில்லை.

இப்போது சின்னத்தம்பியின் நடமாட்டத்தை வனத் துறையினர் கண்காணித்து வருகின்றனர். அதை கும்கியாக பழக்கப்படுத்த முடியாது என்று அஜய் தேசாய் கூறியிருக்கும் நிலையில், சின்னத்தம்பியை என்ன செய்வது என்கிற குழப்பத்தில் ஆழ்ந்திருக்கிறது வனத் துறை. வனத் துறையினர் மீண்டும் விரட்டிவிட்டால், காட்டில் திரியும் ஏனைய யானைகளையும் அழைத்துக் கொண்டு அது மீண்டும் ஊருக்குள் நுழையாது என்பதற்கு என்ன உத்தரவாதம் என்று கேட்கிறார்கள், பயிர் நாசத்தால் பாதிக்கப்பட்டிருக்கும் விவசாயிகள்.

யானைகளுக்கும் மனிதர்களுக்கும் இடையேயான போராட்டம் நாளுக்கு நாள் வலுத்துக் கொண்டு வருகிறது. தமிழகத்தில் 2016-இல் 98 யானைகளும், 2017-இல் 124 யானைகளும், 2018-இல் 84 யானைகளும் கொல்லப்பட்டிருக்கின்றன. கடந்த மூன்று ஆண்டுகளில் மிருகங்களுக்கும் மனிதர்களுக்கும் இடையேயான போராட்டத்தில் 307 யானைகள், 126 மனிதர்கள் என உயிரிழப்பு ஏற்பட்டிருக்கிறது. இதற்கு மிக முக்கியமான காரணம், யானைகளின் வாழ்வாதாரமான வனங்கள் அழிக்கப்படுவதும், அவற்றின் வழித்தடங்கள் மனிதர்களால் ஆக்கிரமிக்கப்படுவதும்தான்.
சர்வதேச இயற்கைப் பாதுகாப்பு நிறுவனத்தின் ஆய்வுப்படி, ஆசிய யானைகளின் எண்ணிக்கை 41,410 முதல் 52,345 வரை என்று கணக்கிடப்பட்டுள்ளது. இதில் இந்தியாவில் மட்டும் 60% ஆசிய யானைகள் காணப்படுகின்றன. 2017-ஆம் ஆண்டு கணக்கெடுப்பின்படி, தென்னிந்தியாவில்தான் மிக அதிகமாக யானைகள் காணப்படுகின்றன. தென்னிந்தியாவில் 11,960, வடகிழக்கு இந்தியாவில் 10,139, மத்திய கிழக்குப் பகுதியில் 3, 128, வட இந்தியாவில் 2,085 யானைகள் இருப்பதாக அந்தக் கணக்கெடுப்பு தெரிவிக்கிறது.

தென்னிந்தியாவில் யானை வழித்தடங்களின் எண்ணிக்கை குறைவு. தமிழகத்தில் உள்ள மொத்த வழித்தடங்கள் 17 மட்டுமே. வட மாநிலங்களில் 150 சதுர கி.மீ.க்கு ஒரு வழித்தடம் காணப்படுவதாலும், எல்லா வழித்தடங்களும் விளைநிலங்கள் வழியாக இருப்பதாலும், மேற்கு வங்கம் போன்ற மாநிலங்களில் மனிதர்களுக்கும் யானைகளுக்கும் இடையேயான மோதல்கள் தினசரி நிகழ்வாகவே மாறியிருக்கின்றன. தமிழகத்தின் நிலைமை அந்த அளவுக்கு மோசமில்லை என்றுதான் கூறவேண்டும்.
தென்னிந்தியாவில்தான் மிகச் சிறந்த யானை சரணாலயங்கள் உள்ளன. பந்திப்பூர், நாகர்ஹோலே, முதுமலை, வயநாடு, பிலிகிரி ரங்கசுவாமி கோவில், காவேரி, பிரம்மகிரி உள்ளிட்ட யானை சரணாலயங்களில் யானைகளுக்கான எல்லாவித உணவும் கிடைக்கிறது. யானைகள் தொடர்ந்து இடம் மாறிக்கொண்டே இருக்கும் இயல்புடையவை. தங்களது உணவுக்காகவும், தண்ணீருக்காகவும் அவை பயணிக்கும் வழித்தடங்கள் அடைக்கப்படும்போதும், ஆக்கிரமிக்கப்படும்போதும்தான் மனிதர்களுடன் மோதலில் ஈடுபடுகின்றன.
கோவை மாவட்டத்தில் மட்டு

ம் கடந்த ஏழு ஆண்டுகளில் 77 பேர் உயிரிழந்திருக்கிறார்கள்; 61 பேர் காயமடைந்திருக்கிறார்கள்; 2,421 முறை விவசாய நிலங்களில் யானைகள் நுழைந்து குறைந்தது 261 முறை பயிர்கள் நாசமடைந்துள்ளன.

யானைகளின் வழித்தடங்களில் உள்ள ஆக்கிரமிப்புகளை அகற்றி, வனப் பகுதிகள் அழிக்கப்படாமல் இருப்பதை உறுதிப்படுத்தாத வரை, காடுகளிலிருந்து யானைகள் ஊருக்குள் வருவதும், பயிர்களை நாசம் செய்வதும் அதிகரிக்குமே தவிர குறையாது. இதுதான் சின்னத்தம்பி நமக்கு உணர்த்தும் பாடம்!
