PG medicos stage ‘blindfold protest’

On the third day of their protest, over 70 postgraduate medical students blindfolded themselves with black ribbon to demonstrate their dissent against the recent recruitment of non-service doctors through Medical Recruitment Board (MRB).

The doctors, who staged a demonstration at Government Rajaji Hospital here, said they were disappointed about not being able to serve the public.

G. Kamalesh, one of the protesters, said that it was unfair that non-government doctors directly became assistant professors in government medical colleges and district headquarters hospitals.

The State recently recruited over 500 candidates through the MRB for positions in government hospitals.

The protesters claimed there would be no vacancy in medical college hospitals by the time they finished their courses in another three months.

“None of the 69% communal reservation seats has been filled. The vacancies available are not transparent,” he said.

He said that the protest would continue in full swing. About 200 members would send individual petitions to the Chief Minister and Governor listing their demands. On Thursday, the doctors would take out a procession from Panagal Road to Tamukkam Grounds through Collector’s office.

A human chain would be formed on Friday, Dr. Kamalesh said.

Killed in Mannady while returning from court

A 24-year-old rowdy, who was returning after appearing in the George Town Court, was hacked to death in broad daylight in Mannady on Wednesday evening.

The police identified the deceased as Vijayakumar alias Viji of Pallavan Nagar Street in Washermanpet. He worked as a mechanic in Kasimedu and had several assault cases against him.
Police said that Viji took up odd jobs as a boat mechanic in the Kasimedu fishing harbour.
He also had several criminal cases, including an attempt to murder case against him. Senior police officers claimed that he had appeared in court in connection with a pending case against him.
“When he was walking on Pavalakaran Street, a six-member gang intercepted him. Seeing them, Viji took to his heels. However, the gang caught up with him and hacked him with sharp weapons. He tried to enter a lorry shed, but was badly injured at the entrance itself. The gang then fled the spot,” said a senior police officer. Residents in the area were shocked after the incident.

The police have collected CCTV footage, which shows the gang chasing Viji and attacking him. “We suspect the gang to be from Kasimedu as Viji had enmity with a group there,” said the officer.

16-year-old girl quits studies to take care of bed-ridden mother

The accident near Kathipara Junction here on the fateful night of August 28 last year, had turned the lives of R. Murugesan and his family members upside down. The native of Kallal in Sivaganga district was riding his bike with his wife A. Padheswari in the pillion when a low-hanging ‘internet cable’, presumably invisible in the mid-night light, pulled them down.

“I survived with a neck injury as I was wearing a helmet but my wife hit her head against the ground. After all the treatment given to her for a year and four months, she is still bed-ridden and not able to recognise anyone,” recalls Murugesan residing at an informal settlement in Radhakrishnapuram off Greenways Road.

Swelling in brain

Padheswari was rushed to a nearby hospital and then shifted to a reputed private hospital on Greams Road the same night, where she was treated for 14 days.

“They told us that her brain swelled and they operated open her skull to make space for the swelled brain. For those 14 days, the bill came up to Rs. 13 lakh and it was paid by the cable contractor,” says Murugesan.

However, the contractor said he could not pay anymore and took a signature from Murugesan that he was not associated with the accident.

“Though some people urged us to file a police complaint against him, how can I do that when he had spent over Rs. 13 lakh for my wife’s treatment?” asks Murugesan.

Padheswari was shifted to Government Multi-Super-Speciality Hospital but that did not last for long, as he was worried about the treatment given there. “The nurses did not even clean the patient!” he rues.

Costly treatment

He shifted the patient again to another private hospital. “But, since I was not able to pay, I moved her to a care-taking home and since I could not meet the expenses there too, I had no other option but to shift her home.” But, even at home, medicine, electricity for the air-conditioner for the patient to avoid infection, amenities cost about Rs. 35,000 to Rs. 40,000 every month.

As he was told that a home nurse would cost him about Rs. 15,000 a month, their daughter M. Shalini was asked to quit studies, who was Class 12 student in Lady Sivaswamy Ayyar Girls Higher Secondary School in Mylapore. Her 11-year old brother M. Sanjay goes to school.

“My teachers told me I can still write my Class XII board exams as a private candidate. But, I have to take care of my mother,” says the girl. From feeding liquid food to her mother through a pipe and washing her clothes to cutting fruits for her juice, Shalini’s responsibilities keeps her busy all through the day.

The family, which already has outstanding debt up to Rs. 8 lakh, is staring at an uncertain future, even as they hope to see Padheswari get back on her feet someday.

UGC tells deemed varsities to change name

The University Grants Commission (UGC) has given an ultimatum to five deemed-to-be-universities in Karnataka including Bengaluru-based Christ University and Jain University, as well as Yenepoya University in Mangalore to "immediately" discontinue the word 'university' with their name.

Issuing a stern directive on Wednesday, it has asked the Christ University, Jain University and Yenepoya University to apply for an alternative name by 4 pm on Thursday, threatening that it will recommend for withdrawal of their deemed-to-be-university status if they fail to do so.

These three institutions have been given an option to change their names as the Central government had notified grant of deemed-to-be-university status to them with the word "university" with their names.

The higher education regulator has also sought the KLE Academy of Higher Education and Research, JN Medical College Campus, Belagavi and Manipal Academy of Higher Education, Udupi, Manipal to "immediately" stop using the word 'University' with their names and "revert back" to their original name as notified by the Central Government after granting deemed-to-be-status to them.

The UGC has issued similar ultimatum to 24 other deemed-to-be-universities including the National University of Educational Planning and Administration, which functions under the Human Resource Development (HRD) Ministry.

The move comes days after the UGC sought a total of 123 deemed-to-be-universities, which included 14 from Karnataka, to stop using the word 'University' with their name and apply for an alternative title of their institutions in wake of a Supreme Court verdict in this connection.

A total of 29 deemed-to-be-universities including five from Karnataka are yet to respond to the UGC directive issued on November 10.

"It has been decided to give a last chance to the institution deemed-to-be-university to immediately discontinue with the name of the deemed-to-be-university using the word 'University' and submit an alternative proposal as requested by the commission (earlier this month)," the UGC said in its directive to all 29 institutions.

Failure to comply with these directions would amount to violation of the UGC (institutions deemed to be universities) Regulations, 2016.

"Necessary action would be initiated against such institutions in accordance with the Clause 22.0 of the Regulations which may include recommending withdrawal of the declaration notifying the institution as an Institution Deemed to be University to the Central Government," UGC secretary P K Thakur said.

As per UGC's latest directive, the SYMBIOSIS International University, Pune; Gurukul Kangri Vishwavidyalaya, Haridwar; Maharishi Markandeshwar University, Haryana; and the Lingaya's University, Faridabad will have to apply for an alternative name of their institution, either with the HRD Ministry or with the UGC, by 4 pm on Thursday to avoid initiation of action.

"These deemed-to-be-universities were notified with the word 'University' by the Central Government. Since the Supreme Court in its verdict has restrained all deemed-to-be universities from using the word 'University with them, there is no way out. They have to change their names or face consequences," a UGC official said.

Chennai: The Madras high court directed the authorities to allow only 2,500 devotees atop the Annamalai Hill in Tiruvannamalai during the Karthigai deepam festival, scheduled to be held on December 2. Justice K.Ravichandrabaabu gave the direction following a suggestion from advocate general Vijay Narayan to allow 2,000 devotees and then revising the same to 2,500.

The judge was passing orders on a petition filed by a devotee, assailing the decision of the district collector not to permit any devotee to climb atop the holy hill this year. The previous festivals had seen loss of lives, accumulation of garbage, waste materials and spoiling of flora and fauna atop the hill, thereby causing pollution and a threat to ecology, the collector said.

The judge said that passes for devotees will be distributed at special counters on a first come first serve basis from 6 am on December 2. He also laid down conditions for the pass holders undertaking the uphill trek during the deepam festival.

The 2,500 passes will not include VIP passes. The district administration should open special counters to distribute passes to devotees who must come in a queue. Devotees will have to furnish proof of identity for obtaining passes, the judge added.

The judge said that devotees should use only the designated pathway to climb the hill, that too only through the designated entry point near the Pey Gopuram.

They should return within the prescribed time and only carry plastic drinking water bottles. They should not carry camphor, crackers and other inflammable materials. They should not light deepam in any place atop the bill, and only pour ghee at the designated kopparai where the Karthigai deepam was lit, the judge added.

The judge directed the authorities to deploy adequate number of police personnel atop the hill to see that no untoward incident takes place during the festival. All suitable arrangements must be made without giving room for any complaint from any quarters, the judge added.

Family of car driver get compensation after 6 years.



The Small Causes Court-VI, Judge, D. Sivakumar said that the tribunal holds that the accident took place due to the rash and negligent act of the car driver.

Chennai: The Motor Accidents Claims Tribunal, Chennai, has ordered a compensation of Rs 19.41 lakh to family members of a car driver crushed to death in an accident six years ago.

In the petition, S. Eswari of Burrah Sahib Street, Anna Salai, claimed her husband Sivakumar, 37, was working as a car driver and earning Rs 10,000 per month. On May 8, 2011, at 11.30 pm, he was riding a motorcycle on Bharathi Salai and proceeding to Kamaraj Salai. A car driven in a rash and negligent manner dashed against the two-wheeler. At the impact Shivakumar fell down and sustained fatal injuries.

She said the car driver was responsible for the accident. Hence, Dr.Rohit K.Bharadwaj, Ambattur, owner of the vehicle, and ICICI Lombard General Insurance Co. Ltd, Park Town, insurer of the vehicle, were liable to pay a compensation of Rs 20 lakh to the family members since they lost the head of the family. And, they depended on his income.

The insurance firm submitted that the accident occurred due to the negligence of Shivakumar and contributory negligence must be fixed on Shivakumar and owner and insurance company of motorcycle had to be impleaded as parties.

The Small Causes Court-VI, Judge, D. Sivakumar said that the tribunal holds that the accident took place due to the rash and negligent act of the car driver. The victim lost his life due to the mishap. The judge ordered a compensation of compensation of Rs 19.41 lakh to family members of Shivakumar.

Chennai: Declaring the strike by nurses as illegal, the Madras high court on Wednesday restrained the Tamil Nadu MRB Nurses Empowerment Association and MRB Nurses Welfare Association from taking recourse to strike.

"Strike called by persons who are engaged in providing essential services calls for stern action. We thus deem it appropriate to declare the strike as illegal. We pass an interim order restraining the Tamil Nadu MRB Nurses Empowerment Association and MRB Nurses Welfare Association from taking recourse to strike", said the First Bench comprising Chief Justice Indira Banerjee and Justice M.Sundar.

Passing interim orders on a petition from N.Ganesh of Avadi, the bench made it clear that any member of these two associations refrain from attending to work or performing duty should do so at his/her risk of consequences thereof including termination of their employment and/or penalisation for gross contempt of court.

Once the members of these two associations resume their work, the state health and family welfare department or its representatives shall immediately start and resume negotiations for immediate improvement of the service conditions and in particular enhancement of remuneration paid to the nurses appointed under a scheme, the bench added.

Posting to January 2 further hearing of the case the bench said status report relating to the outcome of the negotiation should be filed. In his petition, Ganesh sought a direction to the members of the Tamil Nadu MRB Nurses Empowerment Association and MRB Nurses Welfare Association and the contract nurses employed with the government hospitals in the state from resorting to any kind of agitations, strike or refusal to work or abstaining from discharging their duty and obligation attached to their employment.

Governor nominates Justice Sirpurkar as AU’s VC search panel chief.

Chennai: After dissolving the high profile vice-chancellor search panel of Anna University, the Tamil Nadu Governor Banwarilal Purohit has nominated Justice V.S. Sirpurkar, the former judge, Supreme Court of India, as the chairperson of the new VC search panel, according to sources.

Justice Sirpurkar has served as judge of the Madras High Court and later as Chief Justice of the Calcutta High Court. In his four year tenure as a Supreme Court judge, he was part of the bench that rendered several landmark judgments including confirming a death sentence on Pakistani national Mohammed Arif in the Delhi Red Fort attack case in 2000.

The state government has retained its nominee N. Sundaradevan, a retired IAS officer. The syndicate of Anna University has selected IIT Madras professor R. Gnanamoorthy, as its nominee for the new vice-chancellor search panel.

Former Chief Justice of India R.M. Lodha resigned as the chairman of the search panel following a litigation alleging violations of norms against the appointment of search panel member K. Anantha Padmanabhan. The case was dismissed.

But, after the resignations of both Justice R.M. Lodha and K. Anantha Padmanabhan, the committee was dissolved. “As per the procedure, the new search committee has to call for fresh applications and scrutinize them. Since the committee headed by a former judge of Supreme Court we can expect applications from all over India” a source said.

The premier technical university is functioning without a vice-chancellor for over year and a half following the end of the tenure of Professor M. Rajaram on May 26. The previous Governor CH.Vidyasagar Rao has rejected all the three shortlisted candidates as he was not convinced of their qualifications. After rejecting the names, he formed a new search committee headed by Justice R.M. Lodha.

Bee attack in Madurai forces kin to abandon dead body at burial ground

Madurai: In a bizzare incident, the body of an 80-year old dead woman was briefly abandoned at a burial ground near here as her relatives ran for cover following a attack by bees.

The kith and kin were preparing for the burial yesterday when the swarm of bees appeared from nowhere and stung, prompting them to leave the body and run for cover, police said.

Police said they suspect smoke emanating from incense sticks brought by the relatives could have 'irritated' the bees that swarmed the place and started attacking the gathering.

A police team from local Thirumangalam station and Fire and Rescue services personnel immediately reached the spot, with the latter using fire torches to drive the insects away.

Later, the deceased was buried, they said. A couple of persons sustained injuries in the incident and were treated at a local hospital, police added.

An inspection of the nearby trees revealed that there were no beehives but it was suspected that the bees could have been possibly hiding in holes in tree trunks, police said.

Maggi trouble in UP again, Rs 62 lakh fine after it fails laboratory test

Report confirms presence of ash higher than permissible limit.



Four samples of Maggi Masala, two samples of Maggi Pazzta and a sample of Maggi Atta noodles failed the lab test.

Lucknow: A district court in Shahjahanpur has imposed a fine of Rs 62 lakh on consumer goods giant Nestle and its distributors and sellers after a laboratory report confirmed presence of ash content, higher than the permissible limit, in samples of Maggi noodles.

It may be noted that seven samples were collected and sent for testing at a laboratory in Lucknow in 2015 and the report was received in 2016, following which seven cases were lodged at the additional district magistrate’s court.

Of the total fine, the court has levied Rs 45 lakh on Nestle India, Rs 15 lakh on distributors and Rs 2 lakh each on two sellers.

The court order comes after alleged excessive lead content in Maggi created a major controversy in 2015, and the popular noodles brand was banned for five months in the country.

However, in a statement to a news agency, a Nestle India spokesperson said, “We strongly reiterate that Maggi noodles are 100 per cent safe for consumption. While we have not received the orders passed by the adjudication officer, we have been informed that the samples are of 2015 and the issue pertains to ‘ash content’ in noodles.

This appears to be a case of application of incorrect standards, and we will file an appeal urgently once we receive the order.

In 2015, Nestle India and other companies had represented to the relevant authorities, via industry associations, to set standards specific to instant noodles to avoid confusion amongst enforcement officers and consumers.

The standards have since been introduced and the product complies with these standards. We regret the confusion it may cause to consumers”.

ADM J.K. Sharma, while levying the fines, said that “Ash content in Maggi samples exceeded the prescribed limit of 1 per cent.”

Bag-lifting continues unchecked at Madurai MGR bus terminal

Madurai: What's in a name? So seem to ask the thieves at the city's famous Mattuthavani bus terminal which was rechristened MGR bus stand some months ago. For, there has been no end to the bag lifting menace that continues to haunt passengers frequenting the bus stand with the thieves targeting mostly the laptops being carried by them. Seven cases were registered by Anna Nagar police in connection with laptop thefts at the terminal between April and September.

City corporation sources said that on an average, up to 2.5 lakh passengers and 3,000 buses passed through the bus terminal a day. Although the terminal could boast of CCTV facility, it did not cover all parts. Among those who lost their laptops was the zonal deputy tahsildar of Ottapidaram in Tuticorin district. Police said he was travelling on a government bus bound for Tirunelveli on May 29 when an yet-to-be-identified thief entered and made away with the bag kept on the luggage wrack. Similarly, many employees working in private firms including software professionals have lost their laptops to the thieves.

This government teacher spends own money for students' welfare

Jayakumar, a government school teacher from Bodinayakkanpatti, has been spending Rs 30,000 from his monthly salary for the development of students.

After the completion of school he helps them in getting admission to ITI, so that they can have a good future. He also helps students who are interested in higher education.

He has built a hostel for scheduled caste students. Almost 45 students are staying in the hostel including 10 girls.

Jayakumar never asks for help. He and his wife Catherine Lima, who is also a teacher, mostly spend their own money. Sometime their friends and other college principals also help them in supporting students.

Gaekwad was in Dharmapuri to participate in the wedding of Rajinikanth fan club district secretary Gandhi's son.

  He told reporters that Rajinikanth would organise a photo shoot with his fans in Chennai in January. "At that time, he will make the announcement about his political entry and his party," he said.

  He said Rajinikanth would not make the announcement on his birthday on December 12. There were speculations that the superstar would announce his political entry on his birthday.

Direct train services between Arakkonam and Velachery to end

CHENNAI: There's some good news and bad news for commuters of the Chennai-Arakkonam suburban trains. Southern Railway will soon operate 12-car EMU trains on the section, replacing the ninecar rakes currently in operation. This will ease peak hour congestion in the hugely patronised trains on this route.

So what's the bad news? Once this happens, the 51 services operated as cross sectoral services from this section to Velachery on the MRTS section will have to be stopped.

This is because platforms on the Chennai Beach-Velachery MRTS section long enough only to support a nine-car EMU rake.

Cross-sectoral services were introduced by the Chennai division in July last year. Earlier, commuters from western suburbs like Avadi, Pattabiram and Arakkonam, who had to travel on the MRTS section had to get down at Chennai Beach station and board a connecting train. This was particularly difficult for office-goers and senior citizens.

Cross-sectoral services simplified this by ensuring that the same train from the western suburbs ran till Velachery, eliminating the need to get down at Beach. Around 15,000 commuters use the cross-sectoral services everyday, railway officials said.

Top sources in Southern Railway said the closure of cross-sectoral services was inevitable given that they needed to maintain operational consistency. The zone operates 12-car rakes on the Chennai Beach-Tambaram-Chengalpet section.

Sources said one 12-car rake had reached the Annanur shed on October 30. The EMU rakes currently use alternating current (AC) and convert it into direct current to power the motors. However, the new rakes will take single phase AC and convert it into three phase AC.

Five more 12-car rakes will be shortly received by the shed, sources said. Totally, the Arakkonam section has 36 nine-car rakes which will be converted to 12-car rakes, sources added. Induction of the 12-car rakes is delayed because four platforms on the section are yet to be lengthened. However, only patch-work is remaining and it would be completed soon, a senior official said.

Tamil not must for Class X students from other states

CHENNAI: Tamil will no longer be compulsory in Tamil Nadu schools for Class X students from other states.

The state government recently amended the Tamil Compulsory Learning Act 2006 to ensure non-Tamil speaking students from other states do not 'suffer'. An order was issued allowing these students to study a language of their choice for the SSLC board exams.

The amendment comes as a relief for wards of central government employees.

'Students can learn any language made available by school'

The said Act was enacted in June 2006 making Tamil compulsory for Class I students in all schools regardless of the board they were affiliated to. It was extended to higher classes later.

In 2015-16, after Tamil became compulsory for Class X students, a few schools moved the Supreme Court which dismissed their petition. A section of students, mostly from minority institutions, then sought an exemption from the Madras High Court.

A temporary relief was given to these students for a year based on the court's direction. Private matriculation schools and CBSE schools continued their protest seeking a permanent exemption.

A headmaster from a CBSE school in Chennai said expecting students who join a school through an academic year to learn a new language overnight is unfair. "Unlike middle school, performance of students in Class X plays a crucial role during course selection and admission later."

"The state should create adequate infrastructure to teach a langauge in a short span. Until then, it is better to leave the choice of learning a language to students," said S Mani, parent of a CBSE student.

NEW DELHI: Thirty-two of India's top universities and institutions of higher learning, including IITs, IIMs, Jawaharlal Nehru University and Delhi University, have together filled up barely 16% of the minimum quota for people with disabilities, a survey has revealed.

Exposing the appalling failure of the government in implementing the 1995 Disability Act — which fixed a minimum 3% quota — the National Centre for Promotion of Employment for Disabled People (NCPEDP) found that these institutions had just 1,614 disabled people out of a student population of 3.33 lakh, which is just 0.48% of the total.

Worse, women with disabilities constituted a mere 28% of the disabled students in these institutions, the survey found. Laws and policies are meaningless if colleges and universities are not accessible to persons with disabilities, said Javed Abidi, honorary director of NCPEDP.

These are the top 50 national institutions. Imagine what it would be like in other colleges and universities across India," he said.

Abidi said since the state of education was so bad, "obviously the employment rate of people with disabilities gets affected. There is hardly any supply chain."

NCPEDP conducted the survey from August to November 2017, beginning with attempts to source data on representation of students with disabilities in India's campuses. Some the of other institutions covered were University of Hyderabad, Benaras Hindu University, Aligarh Muslim University, Punjab University and Goa University.

NCPEDP has been pointing out for a long time that girls with disabilities were doubly disadvantaged. "When I look at this ratio, I wonder what the HRD and women and child development ministries are doing about girls with disabilities. The study found that of the 1,614 disabled students studying in various universities, 613 have orthopedic disabilities while 311 have visual disabilities. Another 31 have speech and/or hearing impairments. For the survey, conducted by the National Centre for Promotion of Employment for Disabled People, the, top 50 universities were sent the questionnaire.

தற்போது அரசு விழாவாக நடத்தப்பட்டு வரும் எம்.ஜி.ஆர். நூற்றாண்டு விழா கூட்டங்களில் 10, 11, 12–ம் வகுப்பு மாணவர்கள் இவ்வாறு அழைத்துக் கொண்டு வரப்படுகிறார்கள் என்ற புகாரை எதிர்க்கட்சிகள் கூறின. இதற்கு சிலர், மாணவர்களுக்கு எம்.ஜி.ஆர். பற்றி தெரியவேண்டும். அது அவர்களது பொதுஅறிவை வளர்க்கும். இதுபோல கூட்டங்களில் நேரடியாக கலந்து கொள்வது நல்லது என்று கூட கருத்து தெரிவித்தனர். அரசு நிர்வாகம் எடுக்கவேண்டிய பல நடவடிக்கைகளை அவர்கள் எடுக்காமல், உயர்நீதிமன்றம் தான் எடுக்கவேண்டும் என்ற கட்டாயநிலை தற்போது நிலவிவருவதால், இந்த பிரச்சினைக்கும் நீதிமன்ற தீர்ப்பு ஒரு வழியைகாட்டிவிட்டது. இதுதொடர்பாக அரசு இப்போது சில விதிமுறைகளை வகுத்து உத்தரவாக வெளியிட்டுள்ளது. இதன்படி, அரசு நிகழ்ச்சிகளில் கலந்து கொள்ள பள்ளிக்கூடங்கள் அவர்களாகவே மாணவர்களை கட்டாயப்படுத்தக்கூடாது. இதுபோன்ற அரசு நிகழ்ச்சிகளில் மாணவர்கள் கலந்து கொள்ள வேண்டுமென்றால் அவர்கள் தானாக முன்வந்து அவர்களின் சுயவிருப்பத்தின்படியே கலந்து கொள்ளவேண்டும்.

இதுதொடர்பாக மாவட்ட கலெக்டரிடமும், முதன்மைக்கல்வி அதிகாரியிடமும் முன்கூட்டியே அனுமதி வாங்க வேண்டும். மாணவர்களின் உடல்நிலையை கருத்தில் எடுத்துக்கொள்ளப்படவேண்டும். வலிப்பு நோய் போன்ற நோய் உள்ளவர்கள் இதுபோன்ற மனிதசங்கிலியிலோ, பேரணியிலோ கலந்து கொள்ள அனுமதிக்கக்கூடாது. இந்த நிகழ்ச்சிகளுக்கு செல்லும்போது பள்ளிக்கூட நிர்வாகம், குடிநீர், உணவு போன்றவற்றை வழங்கவேண்டும். பள்ளிக்கூட குழந்தைகள் எங்குபோகிறார்கள் என்பதை அவர்களது பெற்றோர்களுக்கு தெரிவிக்கவேண்டும். பெற்றோர் விருப்பப்பட்டால் அவர்களையும் கூட வர அனுமதிக்க வேண்டும். மாணவிகள் அழைத்துச் செல்லப்பட்டால் 20 மாணவிக்கு, ஒரு ஆசிரியை வீதம் உடன் செல்ல வேண்டும், உடல் ஊனமுற்ற குழந்தைகளுடன் சிறப்பு ஆசிரியரும் செல்ல வேண்டும். பள்ளிக்கூடத்திற்கு வெளியே நடக்கும் எந்த அரசியல் நிகழ்ச்சிகளுக்கும் மாணவர்களை அழைத்துச் செல்ல அனுமதிக்கக்கூடாது. எந்த நிகழ்ச்சியென்றாலும் ஒரு மணி நேரத்திற்கு முன்னதாகவே மாணவர்களை அழைத்துச் செல்லக்கூடாது. விடுமுறை நாட்களிலும் மாணவர்களை அழைத்துச் செல்லக்கூடாது என்பதுபோன்ற பல விதிமுறைகள் கூறப்பட்டுள்ளன. நிச்சயமாக இது வரவேற்கத்தக்கது என்றாலும், பள்ளிக்கூடத்தில் நடக்கும் நிகழ்ச்சிகளில் மட்டுமே மாணவர்கள் கலந்து கொள்ள செய்யலாமே தவிர, இப்படி பள்ளிக்கூடத்தைவிட்டு வெளியே வந்து சாலையில் நிற்க வைப்பதும், வெளிநிகழ்ச்சிகளில் கலந்து கொள்ள செய்வதும் தேவையில்லாதது. மொத்தத்தில், மாணவர்களின் கல்வி மேம்பாட்டில்தான் அரசும், பள்ளிக்கூடங்களும் அக்கறை காட்ட வேண்டுமே தவிர, இப்படி அவர்களின் கவனத்தை திசைதிருப்பும் வகையில் வெளிநிகழ்ச்சிகளில் கலந்து கொள்ள அனுமதிக்கக்கூடாது.

அச்சுறுத்தும் ஆன்டிபயாடிக்ஸ்!

எவ்வளவுதான் நாம் சொல்லாமை பேசினாலும் உயிரைக் கொல்லாமல் நாம் வாழ முடியாது. தப்பாகப் புரிந்து கொள்ள வேண்டாம். பயங்கரவாதிகளின் துப்பாக்கிக் கலாசாரம் என்பதுகூடக் கிருமிதான். அந்தக் கிருமிகளைக் கொல்லும் இந்திய ராணுவம் கிருமிநாசினிகள் என்றாலும் கிருமிகளை அழிக்க முடியவில்லை. 

அதுபோலவே மனிதநல வாழ்வில் உயிர்களைக் கொல்லும் பாக்டீரியக் கிருமிகள் வலுத்துவிட்டன. கிருமிநாசினிகளாயுள்ள ஆன்டிபயாடிக் மருந்துகள் வலுவிழந்துவிட்டன.
மனிதனை மனிதன் கொல்வதற்கு மூளையைச் செலவிட்டு அவன் கண்டுபிடித்த ஆயுதங்களைப் பார்த்தால் பிரமிப்பூட்டும். கேட்டால் தற்காப்பு என்பார்கள். யார் மீது எந்த குண்டு, எப்போது பாயுமோ? யாருக்குத் தெரியும்? 

மனிதனே மிருகமாகும்போது மிருகங்கள் என்ன செய்யும்? பாம்புக்குப் பல்லில் விஷம், தேளுக்குக் கொடுக்கில் விஷம், புலிக்கு நகம், யானைக்கு தும்பிக்கை, மாட்டுக்குக் கொம்பு. எல்லாம் பாதுகாப்புக்குத்தான். தாக்குவதற்கு அல்ல.

ஏ.கே.47 இயந்திரத் துப்பாக்கி கொண்டு மனிதனால் டெங்குக் கொசுவைக் கொல்ல முடியுமா? சிக்குன் குனியா, புற்றுநோய், செல் எலும்புருக்கி, மஞ்சள்காமாலை இவ்வாறெல்லாம் நோய்களை ஏற்படுத்தும் கிருமிகள் பலவற்றை எப்படிக் கொல்வது? அதற்கும் மருந்து கண்டுபிடித்தார்கள். அந்த மருந்துக்கு ஆன்டிபயாடிக் என்று பெயர் கொடுத்தார்கள். நாம் கிருமிநாசினி என்கிறோம்.

திடீரென்று காய்ச்சல் வருகிறது. கை, கால் குடைச்சல்; வாய் கசக்கிறது; ஆகாரம் செல்ல மறுக்கிறது; இன்னும் பற்பல கோளாறுகள். டாக்டரிடம் செல்கிறோம். கிருமிநாசினிகளுடன் பல வண்ணங்களில் மாத்திரைகளை வழங்கி, இடைவெளி தவறாமல் தொடர்ந்து சாப்பிடச் சொல்வார்கள் மருத்துவர்கள். 

வாந்தி வரும், வயிற்றுப்போக்கு ஏற்படும். சரி சரி அதை நிறுத்திவிடுங்கள். வேறு மருந்து தருகிறேன் என்பார். மாற்றி மாற்றி என்னென்னவோ தருவார்கள். கூகுளுக்குள் சென்று மருந்துகள் குறித்து குறிப்புகளைப் படித்தால் ஆடிப்போய்விடுவோம். பக்க விளைவுகள் அதிர்ச்சியில் ஆழ்த்தும்.

சுமார் 20 ஆண்டுகளுக்கு முன்பு டெட்ராசைக்ளின் என்கிற ஆன்டிபயாடிக் 250 மி.கி. அளவு எழுதப்பட்டது. இப்போது அது பயனற்றுப் போய் கோழிகளுக்கும், தேனீக்களுக்கும் வழங்கப்படுகிறது. கூட்டப்பட்ட எடை அளவில், பின்னர் ஆம்பிசிலின். அதுவும் 250 மி.கி. பரிந்துரைக்கப்பட்டது. இப்போது அமாக்ளீன் 500 மி.கி. என்கிற கலவை பரிந்துரைக்கப்படுகிறது.
இவ்வளவு அதிசக்தியுள்ள மருந்து தேவைதானா என்று கூகுளைப் பார்த்து பயந்துபோன நோயாளி ஒருவர் மருந்துக் கடைக்காரரிடம் கேட்டால், அவர் சிரிப்பார். '250 மி.கி. கிருமிநாசினி கேக்காது சார்' என்று பதில் வரும்.

நமது உடலைத் தாக்கும் கிருமிகள் அதாவது தீய பாக்டீரியா போன்ற நோய்க்கிருமிகள், கிருமி நாசினிகளை வென்று பழகிவிட்டன. ஆகவே, கூடுதல் வீரியமுள்ள கிருமி நாசினிகள் பரிந்துரைக்கப்படுகின்றன.

அண்மையில் பிரிட்டனில் நிகழ்ந்த கிருமிநாசினி எதிர்ப்புச் சக்தி குறித்த கருத்தரங்கின் ஒரு பதிவை 'பிரிட்டிஷ் மெடிக்கல் ஜர்னல்' வெளியிட்டுள்ளது. 'நோயுற்றவர்களுக்குத் தொடக்கத்திலேயே கிருமிநாசினி மருந்துகள் வழங்குவதால் நோய் எதிர்ப்புச் சக்தி ஏற்படும் என்று கருதிவிடலாகாது. 


தேவைக்கு மேல் நீண்ட நாள்கள் தொடருமானால், நோய் எதிர்ப்பு சக்தி மழுங்கிவிடும். கிருமிகள் வென்றுவிடும்...' என்கிறது அந்தப் பதிவு.

கிருமிநாசினிகளின் வீரிய இழப்பு ANTI MICROBIAL RESISTANCE) அச்சம் தருவதாயுள்ளது. பிரிட்டிஷ் மருத்துவ ஆய்வு அறிக்கையின்படி, ஆன்டிபயாடிக் வீரிய இழப்பால் 2050-ஐ நாம் நெருங்கும்போது ஐரோப்பாவில் 3,90,000 பேரும், அமெரிக்காவில் 3,17,000 பேரும், ஆப்பிரிக்க - ஆசியா கண்டங்களில் 40,00,000 பேரும் ஆன்டிபயாடிக் மருந்துகளின் வீரிய இழப்பு காரணமாக நோய்க்கிருமிகளால் இறப்பார்கள் என்கிறது இன்னோர் ஆய்வு.
பலதரப்பட்ட அறுவைச் சிகிச்சைகள், மாற்று இதயம், சிறுநீரகம், கல்லீரல் பொருத்தல், கர்ப்பப்பைக் கட்டிகள், சுவாச கோசம், எலும்புருக்கி நோய்கள் எல்லாம் காலப்போக்கில் பிரச்னைகளாகும் என்று மருத்துவ உலகமே மரண பயத்தில் ஆழ்ந்துள்ளது.
ஏனெனில், கடந்த டிசம்பர் மாதம், 'சூப்பர் பக்' எனப்படும் பன்னோய்க் கிருமிகளை அழிக்கும் தன்மை உடையது என்று கருதப்பட்ட கோலிஸ்டின் (COLISTIN) என்ற ஆன்டிபயாடிக் கிருமிநாசினி வேலை செய்யாமல், அதனால் ஒரு நோயாளி இறக்க நேர்ந்ததுதான் இந்த அச்சத்திற்குக் காரணம்.

அதிக அளவில் கிருமிநாசினிகளை உட்கொள்வதில் இந்தியா உயர்ந்த நாடு மட்டுமல்ல, முதலிடத்தைப் பெற்றுள்ளது. உலக அளவில் அண்மையில் 'லான்ஸெட்' (LANCET) என்ற மருத்துவ இதழ் வழங்கியுள்ள புள்ளிவிவரப்படி, அதிக அளவில் ஆன்டிபயாடிக் மருந்துகள் எடுத்துக் கொள்வதில் முதலிடம் பெற்றுள்ள இந்தியா ஆண்டொன்றுக்கு பயன்படுத்துவது 13 பில்லியன் யூனிட். 

இரண்டாவது இடத்தில் இருக்கும் சீனா 10 பில்லியன் யூனிட்டும், மூன்றாவது இடத்தில் உள்ள அமெரிக்கா 7 பில்லியன் யூனிட்டும் ஆன்டிபயாடிக் மருந்துகளைப் பயன்படுத்துகின்றன.
இந்தியாவுக்கு முதலிடம் என்றால் இந்தியாவுக்குள் முதலிடம் தமிழ்நாடு என்பதை சொல்லியா தெரியவேண்டும்?

இந்த விஷயம் மனிதனோடு நின்றபாடில்லை. மாடு, ஆடு, கோழி, பன்றி என்று மனிதன் உண்ணும் ஜீவன்களும் கிருமிகளால் தாக்கப்பட்டால் கிருமிநாசினிகளை ஊசிகளால் ஏற்றுகிறார்கள். இந்த விஷயத்தில் அமெரிக்காவும் சீனாவுமே முன்வரிசையில் நிற்கின்றன.
அமெரிக்காவில் மட்டும் பன்றி, மாடு போன்ற கால்நடைகளைக் கொழுக்க வைப்பதற்கென்றே உற்பத்தியாகும் ஆன்டிபயாடிக் கிருமிநாசினிகளில் 90 சதவீதம் செலவாகின்றன. அமெரிக்கப் பன்றிகளைக் காட்டிலும் சீனப் பன்றிகள் அதிக மோசம். 

அதாவது சீனாவில் உள்ள பன்றிப் பண்ணைகளில் மிக அதிக அளவில் கோலிஸ்டின் வழங்கப்பட்டும்கூட, பன்றிகளின் மரணங்களைத் தவிர்க்க முடியவில்லை. கிருமிநாசினிகளைக் கிருமிகள் வென்று விடுவதால் கிருமிகளின் தாக்கம் பன்மடங்கு பெருகிவிடுகிறது.
நாம் உண்ணும் உணவுகளில் கிருமிநாசினிகள் உள்ளன. முட்டை, கோழி இறைச்சி, ஆட்டிறைச்சி, பன்றி இறைச்சி, மாட்டிறைச்சி, தேன், பால் ஆகியவற்றில் கிருமிநாசினிகள் கலந்திருக்கின்றன. மிருக வைத்தியத்தில் சகல ஆன்டிபயாடிக் ஊசிகளும் போடப்படுகின்றன. கேப்ஸ்யூல் மாத்திரை வடிவிலும் வழங்கப்படுகின்றன. 

உண்ணும் உணவில் இப்படி ரசாயனக் கிருமிநாசினிகள் கலக்கப்படுவதால், அந்த விலங்கினங்களின் தசைகளில் அவை கலந்து விடுகின்றன. அவற்றை உட்கொள்ளும்போது மனித ரத்தத்திலும் அவை கலந்து, அந்த ஆன்டிபயாடிக்குகளுக்கான எதிர்ப்பு சக்தியைக் கிருமிகள் பெற்று விடுகின்றன. மனிதன் நோயால் தாக்கப்படும்போது, ஆன்டிபயாடிக் கிருமிநாசினி மருந்துகள் அந்த நபருக்குப் பயனளிப்பதில்லை.

19, 20-ஆம் நூற்றாண்டுகளை நினைவில் கொண்டு பார்த்தால் முதலாவதாக லூயிபாஸ்டர். கண்ணுக்குப் புலப்படாத பாக்டீரியக் கிருமிகளை ஆராய்ந்து நாய்க்கடிக்கு மருந்து கண்டுபிடித்தார். கறந்த பாலை கெட்டுப் போகாமல் பாதுகாக்கும் உத்தி இவர் பெயரால் பாஸ்ச்சுரேஷன் எனப்படுகிறது. பாலை உச்ச நிலையில் கொதிக்க வைத்து பின் உச்சநிலையில் குளிரூட்டுதல்.

அடுத்து அலெக்சாண்டர் ஃபிளமிங், பெனிசிலின் மருந்து கண்டுபிடித்தார். பின்னர் ஆல்பர்ட் ஷாட்ஸ், ஸ்ட்ரப்டோ மைசின் கண்டுபிடித்தார். அது எலும்புருக்கி (டி.பி.) மருந்து. பென்சிலினும், ஸ்ட்ரப்டோமைசினும் கோடிக்கணக்கான உயிர்களைக் காப்பாற்றின.
அதன்பின்னர் டெர்ரா மைசின், டெட்ராசைக்ளின், ஆம்பிசிலின், அமாக்ளின், சிப்ரோ ஃப்ளாக்ஸசின்... வரிசையில் 'சின்' என்றும் 'க்ளின்' என்றும் முடியும் கிருமிநாசினி மருந்துகள் பல நூற்றுக்கணக்கில் இருக்கலாம். 

ஆனால், நோய்க்கிருமிகளோ இலியத் என்ற கிரேக்கக் கதையில் வரும் ட்ரோஜன் குதிரைபோல் ரகசியமாக மனித உடலில் புகுந்து வெற்றிக்களிப்பில் ஆட்டம் போடுகின்றன.
டார்வின் கணிப்புப்படி கிருமிகளுக்கும் கிருமிநாசினிகளுக்கும் நடக்கும் போரில் வல்லவர் வெல்வர். வல்லவர் யார் கிருமியா? கிருமிநாசினியா? உடலில் கிருமிநாசினிகளைச் செலுத்திக் கிருமிகளை சக்தியுள்ளவைகளாக மாற்றி வருகிறோம். 

சுற்றுச்சூழல் பாதிப்பால் புவி மேன் மேலும் வெப்பமாகி, மாசு மிகுந்து உலகம் அழியுமா? இல்லை, கண்ணுக்குத் தெரியாத நுண்கிருமிகளால் அழியுமா என்பதுதான் இனி வரும் தலைமுறையினருக்கு முன்பு இருக்கும் சவால்.

  அரக்கோணம் அருகே உள்ள பனப்பாக்கம் அரசு பெண்கள் மேல்நிலைப்பள்ளியில், பிளஸ் 1 வகுப்பில் படித்து வந்த 16 வயதே ஆன நான்கு மாணவிகள் கடந்த வெள்ளிக்கிழமை ராமாபுரம் கிராமத்தில் உள்ள விவசாயக் கிணற்றில் குதித்துத் தற்கொலை செய்து கொண்டிருக்கிறார்கள். இதைத் தொடர்ந்து, மாணவிகளின் தற்கொலைக்கான காரணங்களை அறிய, மாவட்ட ஆட்சியரால் விசாரணைக்கு உத்தரவிடப்பட்டுள்ளது.

பள்ளியின் தலைமை ஆசிரியை, வகுப்பு ஆசிரியை, இன்னொரு பள்ளி ஆசிரியை ஆகிய மூவரையும் பள்ளிக் கல்வித்துறை பணியிடை நீக்கம் செய்து உத்தரவிட்ட பிறகுதான், மாணவிகளின் சடலங்கள் பிரேதப் பரிசோதனைக்கு பொதுமக்களால் அனுமதிக்கப்பட்டிருக்கின்றன. பணியிடை நீக்கம் செய்யப்பட்ட ஆசிரியைகள் மீது குற்ற நடவடிக்கை வேண்டும் என்றும்; இறந்த மாணவிகளின் குடும்பத்திற்கு தலா ரூ.25 லட்சம் வழங்க வேண்டுமென்றும்; அவர்களது குடும்பத்திற்கு இரண்டு ஏக்கர் நிலமும், குடும்பத்திலுள்ள ஒருவருக்கு அரசுப் பணியும் வழங்க வேண்டும் என்றும் கோரிக்கைகள் வைக்கப்படுகின்றன.
மாணவிகளின் தற்கொலை வேதனைக்குரியது என்பதில் மாற்றுக்கருத்து இல்லை. ஆனால், அவர்களது தற்கொலையைத் தொடர்ந்து எழுப்பப்படும் கோரிக்கைகள்தான் விசித்திரமாக இருக்கின்றன. இந்தப் பிரச்னையின் அடிப்படை காரணம், தற்கொலை செய்துகொண்ட மாணவிகள் சரியாகப் படிக்காததால் வகுப்பு ஆசிரியை அவர்களைக் கடிந்துகொண்டார் என்பதுதான். சரியாகப் படிக்காத மாணவ, மாணவிகளை ஆசிரியர்கள் கடிந்து கொள்ளாமல் பாராட்டவா செய்வார்கள்? இல்லை, அவர்கள் எக்கேடும்கெட்டுப் போகட்டும் என்று பாராமுகமாக இருந்துவிடத்தான் முடியுமா?

கடந்த சில ஆண்டுகளாகவே மிகவும் சாதாரணமான பிரச்னைகளுக்காக மாணவ, மாணவியர் தற்கொலை செய்துகொள்ளும் போக்கு அதிகரித்து வருகிறது. தேர்வில் தோல்வி அடைந்தாலோ, போதிய மதிப்பெண் பெறாமல் போனாலோ, தாங்கள் விரும்பியதுபோல மேற்படிப்புக்கான வாய்ப்புக் கிடைக்காமல் போனாலோ, பெற்றோரோ, ஆசிரியர்களோ கண்டிக்கவோ, தண்டிக்கவோ செய்தாலோ அதன் எதிர்வினையாகத் தற்கொலை செய்துகொள்வது என்பது அதிகரித்து வருவது ஆபத்தான அறிகுறி. 

வாழ்க்கையை எதிர்கொள்ளவும், எப்படிப்பட்ட சூழலிலும் போராடி வெற்றி அடையவும், அடுத்து வரும் தலைமுறைக்குத் தன்னம்பிக்கையும் துணிவும் இல்லாமல் இருக்கிறது என்பதன் அடையாளம்தான், அதிகரித்து வரும் இதுபோன்ற தற்கொலைகள். ஒருபுறம் தற்கொலைகள் அதிகரித்து வரும் அதேவேளையில், இன்னொருபுறம் மாணவர் சமுதாயத்தில் வன்முறை உணர்வும் அதிகரித்து வருவதை நாம் கவனித்தாக வேண்டும். சக மாணவர்களையும், ஏன் ஆசிரியர், ஆசிரியைகளையேகூடத் தாக்கவும் கொலை செய்யவும் சிலர் தயங்காத சம்பவங்கள் அரங்கேறிக் கொண்டிருக்கின்றன.

ஆசிரியர்கள் மனிதாபிமானத்துடன் நடந்துகொள்ளவில்லை என்றும், கடுமையான வார்த்தைகளைப் பயன்படுத்துகிறார்கள் என்றும், கண்டிப்பதுடன் நின்றுவிடாமல் தண்டிக்கவும் தலைப்படுகிறார்கள் என்றும் அவர்கள் மீது குற்றச்சாட்டு முன்வைக்கப்படுகிறது. ஐந்தாம் வகுப்புக்குக் கீழே படிக்கும் குழந்தைகளைக் கண்டிக்கவோ, தண்டிக்கவோ செய்யாமல் அன்புடன் வழிநடத்திக் கற்பிக்க வேண்டும் என்பது சரி. அதேநேரத்தில், ஆறாம் வகுப்புக்கு மேல் படிக்கும் சிறுவர், சிறுமியர்களிடம் கண்டிப்பாக இருந்து ஒழுக்கத்தைக் கற்றுக்கொடுப்பதும் அவர்களது கவனம் திசை திரும்பாமல் கல்வியில் நாட்டத்தை ஏற்படுத்துவதும் ஆசிரியர்களின் கடமை என்பதையும் நாம் உணர வேண்டும். 

ஆசிரியர்களின் தரம் குறைந்துவருகிறது என்கிற குற்றச்சாட்டு பரவலாகவே இருக்கிறது. அவர்களில் சிலர் ஈடுபாட்டுடன் கல்வி கற்பிப்பதில்லை என்பதிலும் உண்மை இல்லாமல் இல்லை. இப்படிப்பட்ட சூழலில், மாணவ, மாணவியர் மீதும், அவர்களது வருங்காலத்தின் மீதும், அக்கறையுள்ள ஆசிரிய, ஆசிரியைகள்தான் மாணவ, மாணவியரை கண்டிக்கவும், தண்டிக்கவும் முற்படுகிறார்கள். ஓர் அரசு அதிகாரி தவறான முடிவை எடுத்தாலும்கூட, அவர் நல்லெண்ணம் கருதி அந்த முடிவை எடுத்திருந்தால், அது குற்றமல்ல என்று நிர்வாகச் சட்டம் கூறும்போது, ஓர் ஆசிரியரோ, ஆசிரியையோ மாணவ, மாணவியரின் மீதான அக்கறையின் பேரில் அவர்களை கண்டிக்கவோ, தண்டிக்கவோ முற்பட்டால் அதை மட்டும் குற்றமாகக் கருதுவது சரியல்ல.

இரண்டு தலைமுறைகளுக்கு முன்னால் இருந்த ஆசிரியர்கள், மாணவர்களைக் கண்டித்ததையும், தண்டித்ததையும் ஒப்பிடும்போது, இன்றைய ஆசிரியர்கள் மிகவும் மென்மையானவர்களாகவே காணப்படுகிறார்கள். அரைநூற்றாண்டு காலத்திற்கு முன்னால் வரை, ஆசிரியரின் பிரம்படிக்குப் பயந்து படித்த மாணவர்கள், மிரளவும் இல்லை, வெகுளவும் இல்லை, அந்த ஆசிரியர்களை வெறுக்கவும் இல்லை. தங்கள் இறுதிக்காலம் வரை, தங்களை செப்பனிட்ட செம்மல்கள் என்று அந்த ஆசிரியர்களை இறைவனுக்கு ஒப்பாக வணங்கி வழிபட்டவர்கள்தான் அன்றைய தலைமுறையினர் அத்தனை பேரும். அதற்குக் காரணம், அன்றையத் தலைமுறைக் குழந்தைகளிடம் காணப்பட்ட தன்னம்பிக்கையும், அன்றைய பெற்றோர் ஆசிரியர்கள் மீது வைத்திருந்த நம்பிக்கையும்தான்.

இன்றைய மாணவ சமுதாயத்திடம் பிரச்னைகளை எதிர்கொள்ளும் தன்னம்பிக்கையோ, வாழ்க்கையை எதிர்கொண்டு போராடும் துணிவோ இல்லாத நிலை காணப்படுகிறது. இந்தப் பிரச்னைக்குத் தீர்வு ஆசிரியர்களைத் தண்டிப்பதல்ல. பெற்றோர்களும் பள்ளிகளும் பள்ளி மாணவ - மாணவியர்களுக்குத் தன்னம்பிக்கையை ஊட்டுவதுதான். மதிப்பெண்கள் பெறுவது மட்டும்தான் கல்வி என்கிற எண்ணம் மாற்றப்பட்டு, நல்லொழுக்கம்தான் கல்வியின் குறிக்கோள் என்பதை அவர்களுக்குப் புரியவைக்க வேண்டும்.

சென்டாக் முதுநிலை மருத்துவ சீட் முறைகேடு தொடர்பாக சி.பி.ஐ தொடர்ந்த வழக்கில் குற்றம் சாட்டப்பட்ட 5 அரசு அதிகாரிகளும், புதுச்சேரி நீதிமன்றத்தில் சரணடைந்தனர்.



புதுச்சேரியில், மொத்தம் உள்ள 7 தனியார் மருத்துவக் கல்லூரிகளில் 318 முதுநிலை மருத்துவ இடங்கள் இருக்கின்றன. அதில், 156 இடங்கள் நிர்வாக ஒதுக்கீட்டுக்கும் 162 இடங்கள் அரசுக்கும் ஒதுக்கப்பட்டன. அரசு ஒதுக்கீட்டு இடங்கள், சென்டாக் கலந்தாய்வுமூலம் நிரப்பப்பட்டது. அப்படி நிரப்பும்போது, அதில் பல்வேறு முறைகேடுகள் நடைபெற்றதாக மாணவர்கள்-பெற்றோர் சங்கங்கள் குற்றம் சுமத்தின. அதையடுத்து, சென்டாக் அலுவலகத்தில் அதிரடி ஆய்வு மேற்கொண்ட புதுச்சேரி ஆளுநர் கிரண்பேடி, முறைகேடுகள் தொடர்பான ஆதாரங்களை சி.பி.ஐ-க்கு அனுப்பிவைத்ததோடு, ‘முறைகேடுகள் தொடர்பான ஆதாரங்கள் அழிக்கப்படும் முன், சி.பி.ஐ அதிரடி ஆய்வை நடத்த வேண்டும்’ என்று அழைப்பு விடுத்தார்.

உடனே சென்டாக் அலுவலகத்தில் ஆய்வுசெய்த சி.பி.ஐ, ஐ.ஏ.எஸ் அதிகாரிகளான சென்டாக் சேர்மன் நரேந்திரகுமார், அப்போது சுகாதாரத்துறை செயலாளராக இருந்த பி.ஆர்.பாபு ஆகியோர் மீதும் சுகாதாரத்துறை இயக்குநர் ராமன், சென்டாக் கன்வீனர் கோவிந்தராஜ், இணை கன்வீனர் பழனிராஜா, ஒருங்கிணைப்பாளர் ஜோநாதன் டேனியல் மற்றும் மருத்துவக் கல்லூரி நிர்வாகத்தைச் சேர்ந்த நிர்வாகிகள் என 13 பேர்மீது வழக்குப்பதிவு செய்தது.

இதற்கிடையே, தங்களுக்கு முன்ஜாமீன் வழங்கக் கோரி, சுகாதாரத் துறை இயக்குநர் ராமன், முன்னாள் ஐ.ஏ.எஸ் அதிகாரி பாபு, சென்டாக் அமைப்பாளர் கோவிந்தராஜ், இணை அமைப்பாளர் பழனிராஜா, ஒருங்கிணைப்பாளர் ஜோனாதன் டேனியல் உள்ளிட்டோர் சென்னை உயர் நீதிமன்றத்தில் மனுத்தாக்கல் செய்தனர். அதன் அடிப்படையில் அந்த 5 பேருக்கும் ஜாமீன் வழங்கிய நீதிமன்றம், புதுச்சேரி அமர்வு நீதிமன்றத்தில் சரணடையுமாறு உத்தரவிட்டிருந்தது. அதன்படி புதுச்சேரி தலைமை நீதிபதி தனபால் முன்னிலையில் 5 பேரும் சரண் அடைந்தனர். உயர் நீதிமன்ற உத்தரவின்படி 5 பேரும் பிரமாணப் பத்திரங்களைத் தாக்கல்செய்ததையடுத்து விடுவிக்கப்பட்டனர்.

  சென்னை: தமிழ்நாடு திறந்தநிலை பல்கலை பட்டமளிப்பு விழாவில், 67 வயது மூதாட்டி, எம்.ஏ.,
வரலாறு பட்டம் பெற்றார். கணவனை இழந்த தன்னை, மகள்கள் கைவிட்ட நிலையில்,
சட்டம் படிக்க உள்ளதாக, அவர் சூளுரைத்தார்.

திறந்தநிலை பல்கலையின், 10வது பட்டமளிப்பு விழா, சென்னையில், நேற்று நடந்தது. கவர்னர்,
பன்வாரிலால் புரோஹித், பட்டங்களை வழங்கினார். 16 ஆயிரத்து, 879 பேர், பட்டம் மற்றும்
பட்டயங்கள் பெற்றனர். இந்திய வேளாண் ஆராய்ச்சி கவுன்சில், துணை இயக்குனர் ஜெனரல், கே.அழகுசுந்தரம், சிறப்பு விருந்தினராக பங்கேற்றார்.

கவர்னர் பாராட்டு

பல்கலை துணைவேந்தர் பாஸ்கரன், வரவேற்புரை யாற்றினார். உயர் கல்வித் துறை அமைச்சர்,

விருதுநகர் மாவட்டம், சாத்துாரில் பிறந்த செல்லத்தாய், துாத்துக்குடி மாவட்டம், கடம்பூரை சேர்ந்த பவுன்ராஜ் என்பவரை, திருமணம் செய்துள்ளார். தங்களின், மூன்று பெண் பிள்ளைகளை, முதுநிலை படிப்பு வரை படிக்க வைத்து, திருமணம் செய்து வைத்துள்ளனர்.'சிவில் சப்ளைஸ் கார்ப்பரேஷன்' நிறுவனத்தில், கோபாலபுரம் அலுவலக கண்காணிப்பாளராக பணிபுரிந்த செல்லத்தாய், 2009ல், ஓய்வு பெற்றார்.

கணவர் எதிர்ப்பு

அப்போது, திறந்தநிலை பல்கலையில், பி.ஏ., ஆங்கிலம் படிப்பில் சேர்ந்தார். இதற்கு, கணவரும்,

தேஜாஸ் போர் விமானத்தை புகழ்ந்த சிங்கப்பூர் அமைச்சர்

  கோல்கட்டா: ‛தேஜாஸ் போர் விமானத்தில் பறந்தது காரில் பயணிப்பது போல இலகுவாக இருந்தது' என சிங்கப்பூர் பாதுகாப்புத் துறை அமைச்சர் எங் ஹென் தெரிவித்தார்.

இந்தியா, சிங்கப்பூர் இடையே கப்பல் போக்குவரத்து தொடர்பான ஒப்பந்த பேச்சுவார்த்தை டில்லியில் இன்று நடைபெற இருக்கிறது. இதற்காக இந்தியா வந்துள்ள சிங்கப்பூர் பாதுகாப்புத் துறை அமைச்சர் எங் ஹென், மேற்கு வங்கத்தில் உள்ள கலைகொண்டா விமானப்படை தளத்துக்கு சென்று நேற்று பார்வையிட்டார். பின் இந்திய தயாரிப்பான தேஜாஸ் போர் விமானத்தில் பயணித்தார். சுமார் ஒரு மணி நேரம் அவரது பயணம் நீடித்தது.

பின் ‛தேஜாஸ்' குறித்து அவர் தெரிவிக்கையில், ‛தேஜாஸ் விமானத்தில் பயணிப்பது போர் விமானத்தில் பயணிப்பது போல் தெரியவில்லை. காரில் பயணிப்பது போல் இலகுவாக உள்ளது. இதனை சிங்கப்பூருக்காக வாங்க விரும்புகிறோம்' என்றார்.

Time for self-financing institutions to do some reflection: Sunil Paliwal

It was time for self-financing higher education institutions to do some reflection and see if they are on the right path, Principal Secretary, Higher Education, Sunil Paliwal said here recently.

Addressing participants at the Association of Self-Financing Arts, Science and Management College of Tamil Nadu’s Avanteach 2017, he said self-financing colleges had no doubt helped in proving the gross enrolment ration in the State - 44.3 %, which was one of the highest in the State.

From 20-odd universities, 200 colleges and two lakh students a year in 1947, the country now had 800-plus universities, 40,000 colleges and over 3.50 crore students. Tamil Nadu played a major role in this as it had around 750 self-financing or private arts college institutions, as many colleges of education and over 500 engineering colleges.

But there was a social factor to the development as well. Many students, after Plus Two, parked themselves in colleges because they could not get employment. The reason was that though five to six million students passed out of colleges, only two million of those got employment, Mr. Paliwal said.

B.S. Ponmudiraj, Deputy Advisor and Coordinator, Northern Region, NAAC, urged colleges to participate more by way of sending feedback to formulate new assessment methods. Private colleges should also encourage faculty to undergo orientation programme or refresher courses.

The Association president A.M.M. Khallel wanted the State Government to ensure parity between arts and science colleges and engineering colleges in faculty qualification. While engineering colleges admitted candidates with post graduation - M.R. or M.Tech. or the former had to ensure that they recruited candidates with Ph.D. or NET/SLET or both.

He sought Central and State government to give research grants to private institutions.

Activists cite untreated sewage as reason

For the past two days, thousands of dead fish have been washed ashore along the coast at Besant Nagar or found floating in the estuary of the Adyar near the broken bridge. Fishermen of Urur Kuppam, who have been removing fish from the water and throwing them on the shore, wonder whether the deaths are due to lack of dissolved oxygen in water.

“This is the breeding season for fish and they enter the estuary in large numbers. As the rainwater has pushed a lot of sludge towards the sea, the water at that point is polluted leading to these deaths. It happens almost every year. But this year, it looks like thousands of fish are dead. Some of them have turned black. Some are quite big in size, which is a sad thing,” said Karunakaran of Urur Kuppam.

Fishermen have collected some of them and salted them to be used as dry fish ( Karuvaadu ).

G. Sundarrajan of NGO Poovulagu Nanbargal said the loss of fish at this time would mean a reduction in production in the area next year.

“Already fish production is on a downward trend due to acidification of the oceans. The government needs to ensure that sewage treatment plants function well even during rains. Untreated sewage might have caused the deaths,” he said.

Veteran ophthalmologist E.T. Selvam no more

He is credited with conducting the most number of eye camps during his tenure at Dr. MGR varsity

Eminent ophthalmologist E.T. Selvam died on Tuesday at the age of 93.

Dr. Selvam, former superintendent of the Government Ophthalmic Hospital and Regional Institute of Ophthalmology, Egmore, is regarded by his students as a surgeon who transformed the hospital.

Dr. Selvam, who was awarded the Doctor of Science by the Tamil Nadu Dr. MGR Medical University, is credited with conducting the most number of eye camps during his tenure.

His students’ memories are laced with respect and admiration for his skill.

“Dr. Selvam was my teacher when I was doing my MBBS in Madras Medical College. He had the passion to not only be a great clinician but also superb teacher. He was also heading Dr. Agarwal’s Eye Hospital once he retired from the government hospital. A great man whom all will miss,” said Amar Agarwal, chairman of the hospital.

Mohan Rajan, chairman of Rajan Eye Care Hospital, recalled his association from his younger days when his father was deputy superintendent of the Government Eye Hospital. “He was the icon of ophthalmology. He held the post of superintendent and my father N. Rajan was the deputy superintendent. The years 1977 to 1982 were a golden period for the hospital as they brought in lots of reforms. He was a specialist in the older technique of cataract surgery,” Dr. Mohan said.

Former director of the Government Eye Hospital K. Vasantha was not only his student but also his assistant for three years. “At that time there were no sub-specialities. He was an expert in glaucoma, cataract and retinal surgeries,” she said. “We heard that actor Sivaji Ganesan had imitated him in a movie where he played an eye doctor. We all watched the movie,” she recalled.

“One could learn a lot just by watching him perform surgeries. I am proud to say I was his student,” she added. Son of Sir A.T. Pannirselvam of the Justice Party, Dr. Selvam was the recipient of many oration awards.

The Tamil Nadu Opthalmic Association has instituted an annual quiz programme in his name. The All India Opthalmic Association has instituted the best poster award in his name. His students and family have created an annual endowment lecture in his name at his alma mater for the last 15 years.

M.K. Stalin, working president of the Dravida Munnetra Kazhagam, termed Dr. Selvam’s death a great loss.

74 flights delayed, 5 divertedas fog envelops B'luru airport

Five flights were diverted to Chennai and 74 took off late as dense fog affected visibility early on Tuesday morning.

This is the first time so many flights were disrupted this winter, an official at the Kempegowda International Airport said.

According to the India Meteorological Department, visibility dropped to 150 metres, making it difficult for aircraft to take off and land.

Five international flights were diverted to Chennai. Cars and taxis lined up to pick up and drop passengers, causing a traffic jam.

Passengers had to wait at least an additional hour to board their flights.

Fog is common during winter, and poor visibility in the early morning hours may continue for two or three days, according to Sunder M Metri, director in charge, IMD

Tamil Nadu: After talks, government nurses decide to call off protest

Chennai: More than 2,000 staff nurses, recruited through the Medical Recruitment Board Tamil Nadu from across the state, called off their two-day long protest after talks with Health Minister C. Vijayabhaskar who assured that their services will be regularized gradually.

Though the strike continued for the second day, services in the government hospitals and public health centres in the city remained unaffected as the doctors and the staff on duty worked double shifts on Monday and Tuesday to prevent disruptions in the discharge of services.

The nurses also presented the formal notice directed to the Director of Medical Services regarding the protest a month ago after officials alleged that there was no formal communication about the strike.

After two-hour long talks with the minister, the nurses called off their protest a little before 9 pm and announced that they will resume work on Wednesday. “We had placed our demands in front of the authorities more than a month ago regarding the regularization of services with a time-scale pay on an 8-hour shift basis”, S Aishwarya, joint secretary, MRB Nurses’ Empowerment Association, said.

After the protest on Monday, Director of Medical Education Dr A Edwin Joe, Director of Medical Services Dr M R Enbasekaran and Director of Public Health Dr K Kolandaswamy called on the association representative for talks. Around ten members from the association discussed the issue with the directors. Officials said the nurses were appointed based on the same regulations as it is done across the country and nurses would be eligible for a permanent post only after two years of service. “After two years of service, the services of nurses are regularised based on the availability of vacancies and seniority. The sudden demands of all nurses to be given increment in the salary and permanency in the post have been communicated to the government. However, the pay and service regularization is as per the regulations”, said Dr M R Enbasekaran.

Health Secretary J Radhakrishnan also called on around 20 representatives from the association to discuss their demands. The meeting continued till the filing of the report and nurses had not called off the agitation. However, a section of protesting nurses said they would continue with their agitation till their demands are met. They said they don't agree with the other section who have announced that they would call of the protests.

Min assures nurses to consider demands

The Health minister addressed the press on Tuesday regarding the nurses’ protest stating that the State Health Department would regularise them as per procedure. Nurses are being given the pay and regularisation is done according to the regulations set by the Government of India, he said.

The nurses are recruited by the Medical Recruitment Board after an entrance test and based on the consolidated marks, the appointment is decided. The contract based appointment is being done for all the nurses all over the India. All the nurses who were appointed through Medical Recruitment Board are given regularisation after two years of service based on seniority and vacancy available, he said.

Around 6,000 nurses who were recruited in 2015 have been regularised, whereas for the rest 200 of them, the services will be made regular within this week, Health Minister said.

Claiming that government is taking all measures to provide for the demands of all the personnel working under the State Health department, the minister assured the nurses that the demands will be considered and the nurses should see that such actions do not affect the services to the patients at the government hospitals.

Training for poll officers on November 30

CHENNAI: The first phase of training for election officials involved in the Dr Radhakrishnan Nagar constituency bypoll process will take place on November 30 at the Government Polytechnic College in Washermenpet.

In a statement district election officer D Karthikeyan, said 1,638 state and central government employees would be part of the bypoll process. There are 256 polling booths in RK Nagar constituency. "As many as 307 chief polling booth officers and 307 level-I, II and III officers, and 103 level-IV officers, will be in charge of poll process at the booth level," the statement said.

Following the first training session, three more sessions will be organised on December 8, 16 and 20. "The training will impart information on election rules, ballot box, inking electors' index fingers etc," the statement said. All officials are expected to participate and a failure to attend will result in action being initiated under the Representation of People Act.
