அதிமுக நிர்வாகிகள் ஆலோசனைக் கூட்டம் சென்னை ராயப்பேட்டையில் உள்ள தலைமை அலுவலகத்தில் நேற்று நடைபெற்றது. கூட்டத்தில் கலந்து கொள்ள முதல்வர் பழனிசாமி, ஆர்.கே.நகர் தொகுதியில் தோல்வியடைந்த இ.மதுசூதனன் ஆகியோர் வந்தபோது கதறி அழுத தொண்டர்கள் | படங்கள்: ம.பிரபு

ஆர்.கே.நகர் தொகுதி இடைத்தேர்தலில் தோல்வியடைந்ததைத் தொடர்ந்து அதிமுக நிர்வாகிகளுடன் முதல்வர் பழனிசாமி, துணை முதல்வர் ஓ.பன்னீர்செல்வம் அவசர ஆலோசனை நடத்தினர். கூட்டத்தில் பங்கேற்ற சில அமைச்சர்கள் கண் கலங்கினர். தொண்டர்கள் கதறி அழுதனர்.

ஆர்.கே.நகர் சட்டப்பேரவைத் தொகுதி இடைத்தேர்தலில் சுயேச்சையாக போட்டியிட்ட டிடிவி தினகரன், 40,707 வாக்குகள் வித்தியாசத்தில் அமோக வெற்றி பெற்றார். ஆளும் கட்சி யான அதிமுக, இரட்டை இலை சின்னத்தில் போட்டியிட்டும் 48,306 வாக்குகள் பெற்று இரண்டாம் இடமே பிடித்தது. இதனால், அதிமுகவில் அதிரடி மாற்றங்கள் நிகழுமா என்று பரபரப்பு நிலவியது.

இந்நிலையில், சென்னை ராயப்பேட்டையில் உள்ள அதிமுக தலைமை அலுவலகத்தில் கட்சி நிர்வாகிகள் அவசர ஆலோசனைக் கூட்டம் நேற்று நடந்தது. அதிமுக ஒருங்கிணைப்பாளரும் துணை முதல்வருமான ஓ.பன்னீர்செல்வம், இணை ஒருங்கிணைப்பாளரும் முதல்வருமான கே.பழனிசாமி ஆகியோர் தலைமையில் நடந்த இந்தக் கூட்டத்தில் துணை ஒருங்கிணைப்பாளர்கள் ஆர்.வைத்திலிங்கம், கே.பி.முனுசாமி, அவைத் தலைவர் இ.மதுசூதனன் மற்றும் கே.ஏ.செங்கோட்டையன், டி.ஜெயக்குமார்,எஸ்.பி.வேலுமணி உள்ளிட்ட அமைச்சர்கள் பங்கேற்றனர்.

கூட்டத்தில் பங்கேற்ற அனைவரது முகத்திலும் ஆர்.கே.நகர் தோல்வியால் ஏற்பட்ட சோகத்தை காண முடிந்தது. பழனிசாமியும், ஓ.பன்னீர்செல்வமும் கூட்டத்துக்கு வந்தபோது, அங்கே திரண்டிருந்த அதிமுக தொண்டர்கள் பலர் கதறி அழுதனர். கூட்டத்திலும் சில அமைச்சர்கள் கண் கலங்கியுள்ளனர். நிர்வாகிகள் சிலர் கதறி அழுதனர். அவர்களை ஓ.பன்னீர்செல்வமும், பழனிசாமியும் தேற்றினர்.

ஆர்.கே.நகர் தோல்விக்கான காரணத்தைவிடவும், தோல்விக்கு பிறகு என்னென்ன நடக்கலாம், அதை எப்படி எதிர்கொள்ளலாம் என்றுதான் அதிகமாக விவாதித்துள்ளனர். தினகரன் பக்கம் கட்சியினர் செல்வதைத் தவிர்க்க அவரது ஆதரவாளர்களை கட்சியில் இருந்து நீக்குவது என முடிவு செய்யப்பட்டது. அதன்படி, வெற்றிவேல், தங்க தமிழ்ச்செல்வன் உள்ளிட்ட 9 பேர் மீது நடவடிக்கை எடுக்கப்பட்டது.

கூட்டத்தில் பேசிய பழனிசாமி, ஓபிஎஸ் இருவரும், “மத்திய அரசின் ஆதரவு இல்லாமல் தினகரனால் ஆட்சி அமைக்க முடியாது. பிரதமர் மோடியின் துணையின்றி அவர் ஆட்சி அமைக்க முயன்றால் அது தேர்தலுக்கே வழிவகுக்கும். மத்திய அரசின் துணை இருப்பதால் ஆட்சி கவிழாது” என நிர்வாகிகளுக்கு நம்பிக்கையூட்டினர்.

5 அமைச்சர்கள் புறக்கணிப்பு?

ஆலோசனைக் கூட்டத்தை அமைச்சர்கள் திண்டுக்கல் சீனிவாசன், கே.சி.வீரமணி, கடம்பூர் ராஜூ, ராஜேந்திர பாலாஜி, பாஸ்கர் ஆகியோர் புறக்கணித்தனர். இது அதிமுகவினரிடையே கலக்கத்தை ஏற்படுத்தியது.

திருவில்லிபுத்தூரில் ஒரு நிகழ்ச்சியில் கலந்துகொள்ள வந்த அமைச்சர் ராஜேந்திர பாலாஜியிடம் இதுகுறித்து கேட்டபோது, ‘‘நான் ஊர் திரும்பிய பிறகு கூட்டத்துக்கான அழைப்பு வந்தது. உடனடியாக திரும்ப முடியாது என்பதால், சரி அங்கேயே இருங்கள் என்று கூறிவிட்டனர். தேர்தலில் தோல்வி அடைந்ததால் ஒரு இயக்கம் அழிந்துவிடாது’’ என்றார்.

திண்டுக்கல் வந்திருந்த அமைச்சர் திண்டுக்கல் சீனிவாசன் கூறும்போது, ‘‘ முதல்வர் அனுமதியின்பேரில்தான் நானும், செய்தித்துறை அமைச்சர் கடம் பூர் ராஜுவும் டிசம்பர் 31-ம் தேதி நடக்கவுள்ள எம்ஜிஆர் நூற்றாண்டு விழா ஏற்பாடுகளை பார்வையிட வந்துள்ளோம்’’ என்றார்

வரலாறு தந்த வார்த்தை 15: நம்ம ‘கை’ல என்னப்பா இருக்கு?

ஒரு வழியாக, ஆர்.கே.நகர் இடைத்தேர்தல் நடந்து முடிந்துவிட்டது. ஒருவரை ஒருவர் மிஞ்சும் அளவுக்கு, கட்சிகளுக்கிடையே ‘வாரி வாரி’ நடந்த பிரசாரம் என்ன, ‘வாரி வாரி வழங்கிய’ வாக்குறுதிகள் என்ன?

எந்த ஒரு அசம்பாவிதமும் இல்லாமல் சிறப்பான முறையில் தேர்தல் நடந்து முடிந்திருக்கிறது. யார் ஜெயிப்பார் என்பதை விடவும், ஜெயித்தால் அவர் என்ன செய்வார், தொகுதிக்கு ஏதாவது நல்லது செய்யவிடுவார்களா என்பதே அந்தத் தொகுதி மக்களின் எதிர்பார்ப்பாக இருக்கிறது.

அதே எதிர்பார்ப்பு, போட்டியிட்ட வேட்பாளர்களுக்கும் இருக்கவே செய்யும். ‘நாம் நினைத்ததுபோல எல்லாம் நல்லபடியாக நடக்க வேண்டுமே’ என்ற பதற்றம், பரபரப்பு அவர்களை ஓரிடத்தில் நிலைகொள்ள வைக்காது.

ஆங்கிலத்தில் இப்படியான நிலையை வெளிப்படுத்துவதற்கு ‘Keep one’s fingers crossed’ என்று சொல்வார்கள். நாம் நினைப்பது மட்டுமல்லாமல், ‘உன் மனம் போல் எல்லாம் நல்லபடியாக நடக்கட்டும்’ என்று இன்னொருவரை வாழ்த்தவும் இந்தச் சொற்றொடரைப் பயன்படுத்தலாம்.

இப்படியான வாழ்த்து, கடவுளிடமிருந்து வந்ததாக நம்பப்படுகிறது. அன்றைய இஸ்ரேல் தேசத்தில், வழக்கு ஒன்றில் தீர்ப்பு வழங்குவதற்கு முன்னால், தங்களது சுட்டு விரலுக்கு மேலே, நடு விரலை வைத்து, நீதிபதிகள் ‘க்ராஸ்’ செய்வார்கள். அப்படிச் செய்துகொண்டே, ‘உன் மீது இறைவன் கருணை பொழியட்டும்’ என்று சொல்வார்களாம்.

அதாவது, தங்களது தீர்ப்பைவிடவும் இறைவனது தீர்ப்பே மேலானது என்பதை வலியுறுத்தவே இப்படிச் செய்வார்கள். தான் நல்லபடியாகத் தீர்ப்பு எழுதவும், யாருக்குத் தீர்ப்பு எழுதப்படுகிறதோ அவருக்கு நன்மை உண்டாகவும், இறைவனிடமிருந்து வாழ்த்து பெறும் செயலாக இவ்வாறு விரல்களை ‘க்ராஸ்’ செய்து வந்தார்கள். நாளடைவில், அந்தச் செயலைச் சாமானியர்களும் பின்பற்றத் தொடங்கினார்கள். அதிலிருந்து வந்ததுதான் மேற்கண்ட சொற்றொடர்.

இனி யாராவது உங்களிடம் ‘நம்ம கையில என்னப்பா இருக்கு?’ என்று சோகமாகக் கேட்டால், இந்த வாழ்த்தைச் சொல்லுங்கள். தேர்தலின்போது வாக்கு சேகரிக்க வந்தாலும் இந்த வாழ்த்தைச் சொல்லுங்கள். உங்களுக்கு ‘கை’ மேல் ‘பலன்’ கிடைத்தாலும் கிடைக்கும்!

நான் திருவாரூரில் பள்ளி இறுதி வகுப்பைப் படித்துக் கொண்டிருந்த காலம். திருவாரூர் நகர தட்டு ரிக்‌ஷா சங்கத் தலைவராக பாபு என்பவர் இருந்தார். திருவாரூர் நகர தலைமை ரஜினி ரசிகர் மன்றத் தலைவர். அவரை 'ரஜினி பாபு' என்றால்தான் தெரியும். ரஜினி பாபுவாக நகரத்தில் நடக்கும் அனைத்து நிகழ்ச்சிகளிலும் இடம் பெற்றிருப்பார். ரஜினிக்கு அரசியல் பிரவேச ஆசை துளிர்விட்ட சமயத்தில், 'தலைவா தரணி ஆள வா' என நகரின் அனைத்து பக்க சுவர்களிலும் நீலமும் வெள்ளையுமாக நிறைத்து விட்டார். நகரில் உள்ள அண்ணாமலை, தளபதி உள்ளிட்ட ரசிகர் மன்றங்களுக்கெல்லாம் நகர தலைமை ரசிகர் மன்றத் தலைவர் என்பதால் ஏக மரியாதை அளிப்பார்கள்.

நான் தங்கிப் படித்த இடத்துக்கு அருகில்தான் அவரது வீடு. காட்சிகள் நினைவுகளில் இருந்து மங்கிக் கொண்டிருக்கிறது. ரஜினி பாபுவுக்கு இரண்டு குழந்தைகள். இப்போது அவர்கள் வளர்ந்துவிட்டனர். பள்ளிக்கூடம் செல்லாத பெரியவன் பஸ் ஸ்டாண்டில் இருக்கும் சாந்தி ஓட்டலில் சப்ளையராக இருக்கிறான். பனிரெண்டாவது படிக்கும் பெண் குழந்தையை அடுத்து படிக்க வைப்பதற்கான வசதியோ, வழியோ இல்லை.

ரஜினி பாபுவை நாங்கள் கொண்டாடிய காலம், நடிகர் ரஜினிகாந்த் தனது திரை வாழ்வின் உச்சத்தில் இருந்த நாட்கள். இப்போது ரஜினி அரசியல் ஆசையின் உச்சத்தில் இருக்கிறார். இடைப்பட்ட காலத்தில் 'பாபா', 'கோச்சடையான்', 'லிங்கா' என அவருக்கே திரை வாழ்வில் பல சறுக்கல்கள். ரஜினி பாபுவுக்கு இருக்காதா என்ன… இந்த இருபது ஆண்டுகளில் இருவரையும் இணைக்கும் புள்ளியில் வந்து நான் நிற்கிறேன்.

யாரை நம்பி ரஜினி அரசியலில் இறங்குகிறார்? அரசியலில் இறங்க வேண்டும் என்கிற அவரது ஆசைக்கு 20 ஆண்டுகளாக ஏன் ஒத்திகை பார்க்க வேண்டும்?

ரஜினிக்கு அரசியல் ஆசை இருப்பதில் தப்பில்லை. யாருக்கும் அரசியல் கதவுகள் அடைக்கப்படுவதில்லை. சாதுர்யமானவர்களுக்கு அரசியல் கதவு தானாக திறக்கிறது. சாமர்த்தியமானவர்கள் கதவை உடைத்துக்கொண்டு உள்ளே நுழைகின்றனர். சாமானியருக்குமான வாய்ப்புகளும் அரசியல் அரங்கில் அருளப்பட்டுள்ளது. ஆனால் 20 ஆண்டுகளாக அதை அடைகாக்கும் மர்மம்தான் என்ன…

எதற்காக இந்தக் காத்திருப்பு?

நினைத்த மாத்திரத்தில் குதித்துவிட அரசியல் என்ன குளியல் தொட்டியா… கடலல்லவா.. ஆழம் பார்த்துதான் இறங்க வேண்டும். அவசரப்படக்கூடாது. தருணத்துக்காக காத்திருக்கிறார் என்பவர்களுக்கு….

1995-ம் வருடத்தில் ஒருநாள், ரஜினியின் கார் போயஸ் தோட்டத்தில் அப்போதைய முதல்வர் ஜெயலலிதாவின் பாதுகாவலர்களால் மறிக்கப்பட்டது. நடந்தே வீட்டுக்குச் சென்றார். அவரது பத்தடி தூர நடை, ஆட்சியை மதிப்பிடுவதற்கான உரை கல்லாக அமைந்துவிட்டது. அப்போது வந்த தேர்தலில், 'ஜெயலலிதா மீண்டும் முதல்வரானால் தமிழ்நாட்டை ஆண்டனாலும் காப்பாற்ற முடியாது' என ரஜினி அறிக்கை விட்டார். அதை கப்பென பிடித்துக் கொண்டது திமுக. மூப்பனார் தலைமையில் தமாகா உருவாகி திமுகவுடன் கூட்டணி வைத்தது. பின்னர் 2004-ம் ஆண்டு நடந்த நாடாளுமன்றத் தேர்தலில் 'பாபா' பட பிரச்சினையில் அவருக்கு தலைவலியை கொடுத்த பாட்டாளி மக்கள் கட்சிக்கு எதிராக 6 தொகுதிகளுக்கு மட்டும் அறிக்கை விட்டார். அப்போது பாஜகவுடன் அதிமுக கூட்டணி வைத்திருந்தது. அப்போது வெளியிட்ட அறிக்கையில் தமிழ்நாட்டின் தண்ணீர் பிரச்சினை குறித்தெல்லாம் தொட்டிருந்தார். ரஜினிக்குத் தெரியாததல்ல… அதற்கு முன்னரும், பின்னரும் எந்த அரசியல் கருத்து குத்துகளையும் தமிழக மக்கள் மூஞ்சியில் குத்தியதில்லை. ஆக காத்திருக்கும் காலத்திலும் அவர் அரசியல் பேசியதில்லை…

ரஜினிக்கு அரசியல் ஆசை துளிர்க்கத் தொடங்கிய காலத்தில் நெறியாள்கை செய்வதற்கு ஜி.கே.மூப்பனார் இருந்தார். தவிர அவரது ஆஸ்தான நண்பர் சோ இருந்தார். சொந்த முடிவுகளுக்கே பழக்கப்பட்ட ஜெயலலிதாவுக்கே ஆலோசகராக இருந்தவர் மறைந்த சோ. அவர் இருந்த காலத்தில் ஏன் ரஜினிக்கு ஒரு நல்ல வழியைக் காட்டவில்லை. அல்லது எவ்வளவு காலம் வரை அவரைக் காத்திருக்கச் சொன்னார். அல்லது தமிழருவி மணியனை ரஜினியின் அடுத்த ஆலோசகராக கை காட்டிவிட்டுச் சென்றாரா… தேவைக்கேற்ற நெளிவு சுளிவுகளோடு இயங்கும் தமிழருவி மணியன்தான் ரஜினியின் அரசியல் ஆலோசகர் என்றால், நிச்சயம் தமிழருவி வந்தடைந்த இடம் சரியானது. அல்லது ரஜினியின் தேர்வும் மிகச் சரி.

உங்களில் ஒழுக்க சீலர்கள் யாரோ அவர்மீது கல்லெறியுங்கள் என்கிறார் இயேசு. ஒருவரும் கல்லெறியவில்லை. ஏனென்றால் யாரும் ஒழுக்க சீலர்கள் இல்லை. இதை வேதம் சொல்கிறது. ஆனால் அவர்களில் ஒருவரும் தங்கள் மீது தாங்களே ஏன் கல்லெறிந்து கொள்ளவில்லை. இது வாதம்.

ரஜினி மீது முன் வைக்கப்படும் கேள்வியும் இதுதான். பொது வாழ்வுக்கு வந்து ரஜினி செய்யப்போவது என்ன… சுத்தமான அரசியல், சுகாதாரமான அரசியல், நேர்மையான அரசியல் என்றால் இத்தனை ஆண்டுகாலம் தமிழகத்தின் தலைநகரில் இருந்து கொண்டு கண்ணெதிரே நடக்கும் அவலங்களைக் காணாமல் கண்ணை மூடிக் கொண்டு இருக்கிறாரா?. ஈழத் தமிழர் கொத்து கொத்தாக செத்து மடிந்த போது ஏன் குரல் கொடுக்கவில்லை? பரபரப்பு மிக்க ரயில் நிலையில் சுவாதி துடிக்கத் துடிக்க செத்தபோது ஏன் ரஜினியின் கண்கள் திறக்கவில்லை?

சாதி ஆணவ வெறியர்கள் , கட்டியவள் முன்னே கணவனை வெட்டிக் கொன்றார்களே? சட்டம் ஒழுங்கு சந்தியில் நிற்பது குறித்து உடுமலை சங்கருக்காக ரஜினியின் தொண்டைக் குழியிலிருந்து ஒரு சொல் வெளியேறவில்லையே ஏன்?.

இவையெல்லாம் ரஜினியின் அரசியல் அஜெண்டாவில் இல்லையா. இல்லை இவை தமிழ்நாட்டு அரசியல் இல்லையா... உண்மையில் ரஜினி களமாடப்போகும் களம் எது..?

நேரடியாக முதல்வர்தான் என்றாலும் எல்லாவற்றுக்கும் கருத்து சொல்ல வேண்டுமே. ரஜினி என்ன சொல்லப் போகிறார். ஆற்றில் இறங்கினால்தான் நீந்த முடியும்… அரசியலில் குதித்தால்தான் அதிரடி காட்ட முடியும் என்றால் அவரின் ஸ்கிரிப்டுக்கு வேலை செய்யப் போவது யார்..?



சொந்த வாழ்வில் நேர்மையா?

சொந்த வாழ்வில் நேர்மையா என்று கேட்பது அரசியல் வாழ்க்கைக்கு ஏற்புடைய கேள்வியல்ல… ஆனால் ஊழலற்ற அரசியல் வேண்டும் என்று களமிறங்கும்போது ரஜினி எத்தனை சதவீதம் அதில் சரியாக இருக்கிறார் என்பதை வாக்காளர்கள் தெரிந்து கொள்ள விரும்புவதில் தப்பில்லை. ஒட்டுமொத்த தமிழகமும் ரஜினியின் கை வித்தைக்கு மயங்கும் ரசிகர்கள் இல்லை என்பதால் அவரின் சொந்த வாழ்க்கையின் நேர்மையை சோதனைக்கு உட்படுத்துவதுதான் அரசியல் வாழ்க்கையின் அஸ்திவாரமாக இருக்கும்.

'படையப்பா' திரைப்படம் வந்தபோதே ஏரியா ரைட்ஸ் வாங்கியவர் ரஜினி. 'காலா' படத்துக்கான வரவு செலவு என்ன என்பதையோ, அப்படத்துக்காக பெறும் சம்பளத்தையோ ரஜினி பகிரங்கமாக வெளியிட முடியுமா… அனைத்தும் வெள்ளையாக இருந்தால் ரஜினியின் அரசியல் தூய்மையில் சந்தேகமேயில்லை.

பெருமைப்படுவதா? வருத்தப்படுவதா?

நாடாளுபவர்களே நடிகர்களாக இருக்கையில் நடிகர்கள் நாடாள ஆசைப்படலாமா என்று கேட்கவில்லை. ரஜினியின் ஓய்வு கால அரசியல்தான் கேள்வியாகிறது. ரஜினி தன் பரிசோதனை காலத்தை 40 வயதில் தொடங்கி இருக்கலாம். அல்லது 50 வயது, அல்லது குறைந்தபட்சம் 60 வயதிலாவது தொடங்கி இருக்கலாம். அடுத்த பட புராஜெக்ட் முடிக்கையில் அவர் 70 வயதை நெருங்கிவிடுவார். இந்த வயதில் ரஜினி தமிழகத்தின் தலையெழுத்தை தூக்கி சுமக்க நினைப்பதற்கு பெருமைப்படுவதா? அல்லது ஓய்வு காலத்தில் முதல்வராக ஆசைப்படுகிறார் என வருத்தப்படுவதா?

ரஜினி அடையாளப்படுத்தப்போவது எதை அல்லது யாரை?

அரசியலுக்கு வயது வரம்பு தடையில்லைதான். ஆனால் ஒரு பரந்த மாநில மக்களின் நல்லது கெட்டதுகளை தெரிந்து கொள்ள ஒரு காலம் வேண்டாமா.. தமிழ்நாட்டின் 50 ஆண்டுகால அரசியலை தீர்மானித்தவர்கள் தமிழ் சினிமாவிலிருந்து வந்தவர்கள்தான். ஆனால் அவர்கள் அரசியலுக்கு தங்களை ஒப்படைத்த வயதும் காலமும் முக்கியமானது. கருணாநிதியின் அரசியல் வாழ்க்கை திருவாரூரில் தொடங்கி இருக்கலாம். திரையில் கோலோச்சிய காலத்தில்தான் தேர்தல் அரசியலிலும் தீவிரமாக இருந்தார்.

மூன்று முறை தமிழக முதல்வராக இருந்த எம்.ஜி.ஆர் 30 வயதுகளிலேயே அரசியல் கருத்துகளோடு இருந்தவர். 50 வயதில் தனிக்கட்சி தொடங்கினார். முன்னாள் முதல்வர் ஜெயலலிதா 1948ல் பிறந்து 1981ல் அரசியல் வாழ்க்கையைத் தொடங்கினார். இவர்கள் யாவரும் நேரடியாக முதல்வர் ஆனவர்கள் இல்லை. எம்.எல்.ஏ, எம்.பி. என படிப்படியாக உயர்ந்தவர்களே.

ஆந்திராவின் அரசியல் போக்கை தீர்மானித்த என்.டி.ஆரை எடுத்துக் கொள்ளுங்கள. 60 வயதில் அரசியலுக்கு தன்னை ஒப்படைத்தார். இவையெல்லாம் வரலாற்றில் உள்ளவை. தங்களுக்குப் பிறகான அரசியலை தொடர இவர்களின் கொள்கை இருந்தது. அல்லது குறைந்தபட்சம் வாரிசுகளாகவது இருந்தனர். ரஜினி அடையாளப்படுத்தப்போவது எதை அல்லது யாரை?

Stop inflating marks for Class XII: Central govt advised, 17 states agree

CBSE Boards 2018: Class 10, 12 exams to be conducted in March

AS many as 17 states have responded positively to the Centre’s appeal to end the practice of inflating Class XII Board marks in the garb of “moderation,” The Indian Express has learnt. On October 6, school education secretary Anil Swarup wrote to the heads of all state education boards advising them to completely avoid “bunching of marks” and “their spiking.” The inflation of results have led to unrealistic cut-off marks for admission to Delhi University in the past.

Sources said education boards of Gujarat, Haryana, Himachal Pradesh, Kerala, Madhya Pradesh, Punjab, Uttarakhand, Andhra Pradesh, Rajasthan, Assam, Jammu and Kashmir, Jharkhand, Manipur, Mizoram, Nagaland, Telangana and Goa have replied in agreement to the Centre’s advice.

“They have either clarified that they don’t resort to inflation or are willing to reconsider their moderation policy in light of our letter,” said a senior official who did not wish to be identified.

Uttar Pradesh, West Bengal, Bihar, Maharashtra, Tamil Nadu and Odisha are among states that are yet to respond.

This is the Union HRD Ministry’s second attempt at stopping the practice of “moderation.” Last year, the Delhi High Court intervened and reversed the decision of the Central Board of Secondary Education (CBSE) to not inflate Class XII results on the ground that the move was last-minute. This meant that marks were inflated even this year.
“Moderation” policy refers to a practice in which students get extra marks in subjects regarded “unusually difficult,” or if there have been differences in the sets of question papers.

So, in theory, moderation is meant to level the playing field but the suspicion is that some school boards are allegedly misusing it to inflate Class XII results to give their students a competitive edge in admission to higher education institutions.

Swarup’s fresh plea, dated October 6, advised states that the practice of giving grace marks can continue provided the policy is publicly declared and that weight to extra-curricular activities should be the same across all boards.

Flipkart told to compensate customer for faulty phone

An online shopper who received a faulty phone through Flipkart will get a refund, thanks to the Consumer Grievances Redressal Forum here.

Headed by P V Singri, the forum directed the e-commerce giant to pay Vijay Jain (26) the full cost of the phone with interest.

Jain bought a Lenovo Sisley S90 on April 4, 2015 for Rs 17,680. After about four months of use, it stopped working.

He took it to the Lenovo authorised service centre, but was denied service on the grounds that the invoice issued by Flipkart made no mention of the phone's IMEI (international mobile equipment identity) number.

He emailed and sought help from the online store, but it did not address his concerns for three years and a half, according to his petition. He then approached the consumer forum.

Defence argument

Bharath Babu, advocate for Flipkart, contended it only provides a platform for sellers and buyers, and was not liable for defective products.

Flipkart's services are similar to those offered by a shopping mall. In case a product is defective, the shop owner and seller are held liable and not the owner of the mall, he argued.

The consumer forum, however, ruled that the defective product was delivered by Flipkart, which had also given, by its own admission, a replacement guarantee.

"The act of Flipkart in selling the mobile handset without an IMEI number in the invoice… amounts to deficiency of service and unfair trade practice," the forum observed in its order.

Since Jain has already bought a new phone, the forum asked Flipkart to reimburse the price of the Lenovo phone with 6% interest since February 2016.

It will also have to pay Jain Rs 4,000 towards litigation costs.

Decision expected in next few days

The vice-chancellor search committee for the Bharathidasan University (BDU) has narrowed down on three candidates – P. Manishankar, Professor and Head, Department of Chemistry, Alagappa University; S. Ponnusamy, retired Professor of Mathematics, IIT Madras; and M. Thenmozhi, Professor of Management, IIT Madras – and submitted the list to the Governor and Chancellor, informed sources said.

The three candidates were among the 10 candidates interviewed by the three-member search committee chaired by retired IAS officer Shantha Sheela Nair last week.

The Governor, sources said, will make an announcement over the next few days after ascertaining whether the identified candidates fulfil all the norms.

‘Process unclear’

Incidentally, Prof. Manishankar had completed his doctorate under Prof. Sivasubramanian during the latter’s stint as a professor in the Department of Chemistry, Madurai Kamaraj University. Prof. Manishankar and nine other candidates were identified from among 40 of the 246 aspirants.

There is no clarity, however, on whether the search committee had narrowed down on the final three candidates strictly based on the marks, on the basis of the 14-point criteria, or had deemed it necessary to give representation to candidates from different streams.

Unlike Anna University, where the applicant has to necessarily belong to science or engineering backgrounds, in the case of BDU, anybody with a minimum qualification of Ph.D. and the requisite administrative exposure is eligible to apply.

Academics are learnt to have written to the Chancellor and the Governor to determine if the candidates deemed eligible by the BDU search committee had been rejected by the search committee for the Periyar University, Salem, or vice-versa.

The interview processes of the two universities differ from each other, according to aspirants. For instance, in the Periyar University’s case, the candidates had been informed that they would be asked to make a 10-minute oral presentation about their achievements and vision. However, irrespective of ranking, those considered most qualified among the aspirants for BDU vice-chancellorship did not get that opportunity.

Reinstatement of TNSTC staff set aside

The Madurai Bench of the Madras High Court on Tuesday set aside a single bench order for reinstatement of employees of Tamil Nadu State Transport Corporation (Kumbakonam), who were terminated from service for allegedly producing bogus certificates at the time of appointment.

Hearing a batch of appeals by the employees, a division bench of Justices M. Venugopal and R. Tharani, however, upheld the single bench order with regard to violation of principles of natural justice which resulted in termination and directed the employees to furnish their individual replies to the enquiry officer within two weeks. It asked the enquiry officer to examine the replies and pass appropriate orders within six weeks.

The single bench had earlier ordered the reinstatement of terminated employees as a stop gap arrangement and simultaneous enquiry proceedings.

The court observed that the employees should extend cooperation to the TNSTC enquiry and they should be allowed to raise factual and legal pleas before the enquiry officer.

Counsel for the employees argued that charge memos were issued to them after a lapse of time. The termination orders were issued after 10 years, by which time the services of drivers had been regularised. Their certificates were also verified.

Counsel for the TNSTC argued that at the time of enquiry the employees did not raise a plea for supply of documents relied on by the management. However, it was only after a second show cause notice was sent that they sought the copies. The employees were terminated from service in accordance with law and the direction to reinstate them as a stop gap arrangement ought not to have been passed, the counsel said.

Soon, travel from Central to airport in 45 minutes

Ticket fare likely to be increased when operations begin on stretches from Chennai Central and AG-DMS to the airport

In just a few months, commuters can travel from the Chennai Central and AG-DMS (Gemini) to the airport much quicker when services of the Metro Rail services are launched from the two locations.

Commuters will be able to cover the distance of about 25 km from the Central station to the airport via Koyambedu and Alandur in 45 minutes, and the stretch from AG-DMS to the airport in 35 minutes respectively.

According to officials of the Chennai Metro Rail Limited (CMRL), the fare is likely to be increased when operations begin on these two stretches. “A ride from the Central to the airport may cost Rs. 70 and from the airport to AG-DMS, Rs. 60. But we give 20% discounts to travel card holders.

Travel cards available

“There are also other monthly trip passes which are cheaper. These travel cards are available for any denomination and will always be valid,” an official said.

A train will run every 10 minutes on these two stretches during rush hour and once every 20 minutes during non-rush hours, sources said. The frequency is likely to increase when the number of people travelling goes up substantially.

“There will be a train linking the Central and Alandur every five minutes. But, we can increase the frequency to one every 2.5 minutes if a lot of people travel,” a source said. The linking of the city’s most important railway station and the airport is likely to be of benefit to thousands of commuters. Though there are four entry/exit points to the Central, the ones next to the Park station and the Madras Medical College will be opened initially, sources said.

At present, Metro Rail services are operational on three stretches — Koyambedu to Alandur, Little Mount to Chennai airport and Thirumangalam to Nehru Park. On an average, 22,000 to 25,000 people travel through these three stretches every day. During holidays, the number goes up to 30,000 to 33,000. As many as 13 trains run on these three stretches.

Fourteen more trains will be operational on the two new stretches when services begin.

Jammu and Kashmir government bars employees from airing political views on social media

JAMMU: Airing political views on personal social media accounts could now land Jammu and Kashmir (J&K) government employees in trouble.

The J&K government today barred its employees from using their social media accounts for any political activity by amending the conduct rules for them.

The government has added a sub-rule in the Jammu and Kashmir Government Employees Conduct rules which states that no government employee shall engage in any criminal, dishonest, immoral or notoriously disgraceful conduct on social media which may be prejudicial to the government.

"They shall also not use their personal social media accounts for any political activity or endorse the posts or tweets or blogs of any political figure," the rule states.

The employees shall also not use their accounts in a manner that could reasonably be construed to imply that the government endorses or sanctions their personal activities in any manner whatsoever, it said.

The order said that the employees shall also not post inflammatory, extraneous messages in an online community with the intent of provoking readers into an emotional response.

Gynaecologist summoned after death of woman, infant

Madurai: A gynaecologist employed at Srivilliputhur Government Hospital was on Tuesday summoned by the Madurai bench of the Madras high court for alleged negligence of duty that resulted in the death of a woman and her infant.

A petition was filed by M Raja of Virudhunagar in 2012, against the gynaecologist Meera. The petitioner’s counsel told the court that Raja married Marialilly Paulin in 2001. She gave birth to two boys, one of whom was differently-abled.

In 2011, she became pregnant again. On September 23, 2011, Raja admitted his wife in the hospital. On September 26, she had labour pain at 4pm. But there was no gynaecologist available at that time as Meera was allegedly attending to patients at her private clinic. The patient and the infant died after Paulin’s amniotic sac broke. TNN

Order for student suicide info has teachers upset

Chennai: A recent circular asking for information on student suicides due to teacher harassment over a period of three academic years has irked teachers in the state. While the circular was issued by the chief education officer in Karur, the same questions are also being raised in other districts like Tiruvallur and Kancheepuram, said teachers’ associations.

Teachers felt the topic of suicides has to be handled sensitively and shows teachers in poor light. Some also said the perspectives may differ in each case of suicide and placing the blame on teachers can be done very easily without understanding the repercussions. “A teacher’s entire reputation may be at stake if an accusation is taken for serious consideration,” said Aravind, a teacher of a state board school in the city.

State president of the Tamil Nadu Teachers Association, P K Ilamaran said it is wrong to send out such a circular. Such issues should be discussed at parent-teacher meetings or call for a separate discussion with teachers on handling such instances, he said. “Nowadays, teachers have become wary because children point fingers at them for even reprimanding them. When the department also sends out such circulars, it gives out a wrong message because teachers would feel that the department too is turning against them,” he said.

School education secretary Pradeep Yadav remarked the drafting of the circular was not done in the right manner given the sensitivity of the issue.

Teachers felt that moral and value education as a concept also is not being taught properly to children who don’t treat their peers or teachers with the respect and right attitude.

Incidentally, school education minister K A Sengottaiyan also announced that new areas of value education will be incorporated into the curriculum module.

State Council for Educational Research and Training (SCERT) director Arivoli said that the Value Integrated Teaching and Learning (VITAL) module had been distributed to schools last September but now will involve new areas of focus which will especially be incorporated along with Social Science lessons and language texts.

புதுடில்லி : ரயில்களில், ஜன்னலோர இருக்கைக்கு கூடுதல் கட்டணம் வசூலிக்க, ரயில்வே வாரியம் முடிவு செய்துள்ளது.

கடந்த, 2016 செப்டம்பரில், ரயில்களில், 'பிளக்சி பேர்' எனப்படும், பண்டிகை நாட்கள் மற்றும் கோடை விடுமுறையில், பயணியரின் கூட்டத்திற்கேற்ப கட்டணங்களை உயர்த்தும் திட்டம் அறிமுகப்படுத்தப் பட்டது. இந்த திட்டத்தில், ராஜ்தானி, சதாப்தி, துரந்தோ போன்ற ரயில்களில், முதல், 30 சதவீத இருக்கைகளுக்கு, வழக்கமான கட்டணம் வசூலிக்கப்படும்.அதன்பின், ஒவ்வொரு, 10 சதவீத இருக்கைகளுக்கும், 10 சதவீதம் கட்டணம் உயர்த்தப்படும். பயண நாள் வரையில், 50 சதவீதம் வரை கட்டணம் உயர்த்தப்படும்.

நடிகர் ரஜினிகாந்த் சென்னை கோடம்பாக்கத்தில் உள்ள ராகவேந்திரா திருமண மண்டபத்தில் நேற்று காஞ்சீபுரம், திருவள்ளூர், கிருஷ்ண கிரி, தர்மபுரி, நீலகிரி மாவட்ட ரசிகர்களை சந்தித்தார்.

அவர்களுடன் புகைப்படமும் எடுத்துக்கொண்டார். அடையாள அட்டையுடன் வந்த ரசிகர்கள் மட்டுமே மண்டபத்துக்குள் அனுமதிக்கப்பட்டனர்.

அடையாள அட்டை இல்லாத ரசிகர்களும் திரண்டு வந்தார்கள். அவர்களை உள்ளே விடாமல் போலீசார் தடுத்து நிறுத்தினார்கள். அந்த ரசிகர்கள் மண்டப வாயிலில் நின்று ரஜினிகாந்தை வாழ்த்தியும், அவர் அரசியலுக்கு வரவேண்டும் என்று அழைப்புவிடுத்தும் கோஷம் போட்டபடி இருந்தனர்.

ராகவேந்திரா மண்டபத்தை சுற்றிலும் “வருங் கால முதல்வரே, முடக் கத்துடன் இருக்கும் தமிழகத்தை அடக்கத்துடன் ஆட்சி செய்ய வா, புனித போர் முழக்கத்தால் விடியும் வேளை வரப்போகுது, போருக்கு தயாராகும் மக்கள் சக்தியே” என்றெல்லாம் சுவரொட் டிகள் ஒட்டி இருந்தனர்.

ரசிகர்கள் கூட்டத்தில் ரஜினிகாந்த் பேசியதாவது:-

“என்னை வாழ வைக்கும் தெய்வங்களான ரசிகர்களே உங்களுக்கு என் அன்பான வணக்கம். நான் கடந்த மே மாதம் ரசிகர்களை சந்தித்து புகைப்படம் எடுத்துக்கொண்ட பிறகு மீண்டும் இரண்டு மாதம் கழித்து விடுபட்ட ரசிகர்களை சந்திப்பது என்று முடிவு செய்து இருந்தேன். ஆனால் ‘காலா’ படப்பிடிப்பால் கொஞ்சம் தாமதம் ஏற்பட்டு சந்திக்க முடியாமல் போனது.

அதன் பிறகு மழை வந்தது. தொடர்ந்து மண்டபமும் காலியாக இல்லை. அதனால் அப்படியே தள்ளிப்போய் இப்போது அந்த நல்ல நேரம் வந்து இருக்கிறது. உங்களையெல்லாம் சந்திப்பதில் ரொம்ப சந்தோஷம். உங்களை பார்க்கும்போது எனக்கு புத்துணர்வு ஏற்படுகிறது.

எனது பிறந்த நாளில் 28, 30 வருடமாக நான் வீட்டில் இருப்பது இல்லை. அன்று மட்டும் தனியாக இருக்க ஆசைப்படுவேன்.

அதனால் வெளியூர் போய்விடுவேன். ஆனால் இந்த பிறந்த நாளுக்கு எனது வீட்டுக்கு நிறைய ரசிகர்கள் வந்து ஏமாற்றத்தோடு திரும்பியதாக கேள்விப்பட்டேன். வருத்தமாக இருந்தது. என்னை தவறாக நினைக்க வேண்டாம். நிறையபேர் என்னுடன் புகைப்படம் எடுக்க ஆசைப்படுகிறார்கள். வரும் காலங்களில் அதை பார்க்கலாம்.

அரசியல் விஷயமாக நான் என்ன சொல்லப்போகிறேன். எனது முடிவு என்ன? என்று எதிர்பார்க்கப்படுகிறது. ஜனங்களுக்கு ஆர்வம் இருக்கிறதோ இல்லையோ ஊடகங்களுக்கு ரொம்ப ஆர்வம். போர் வரும்போது பார்க்கலாம் என்று ஏற்கனவே சொல்லி இருக்கிறேன். போர் வந்தால்தான் பார்ப்பீர்களா? போர் வந்து விட்டதா? ஏன் சேருகிறார்கள், இழுக்கிறார்கள். ‘பில்டப்’ கொடுக்கிறார்கள், என்றெல்லாம் பேசப்படுகிறது.

அரசியலுக்கு நான் புதுசு இல்லை. 1996-ல் இருந்தே அரசியலுக்கு நான் வந்து இருப்பதால் அதில் என்ன கஷ்ட நஷ்டங்கள் இருக்கிறது, அதில் இருக்கும் ஆழம் என்ன? என்பதையெல்லாம் தெரிந்து இருக்கிறேன். அதனால்தான் தயங்குகிறேன். தெரியாமல் இருந்திருந்தால் ‘ஓ.கே’ என்று சொல்லி வந்து விடலாம்.

யுத்தத்திற்கு போனால், ஜெயிக்க வேண்டும். ஜெயிப்பதற்கு வீரம் மட்டும் போதாது. வியூகம் வேண்டும்.

அரசியல் விஷயத்தில் நான் இழுப்பதாக சொல்கிறார்கள். வருகிற 31-ந்தேதி எனது அரசியல் நிலைப்பாடு என்ன என்பது பற்றி தெரிவிக்கிறேன். நான் அரசியலுக்கு வருகிறேன் என்று சொல்லவில்லை. 31-ந்தேதி நான் என்ன முடிவு எடுக்கப்போகிறேன் என்பதை சொல்லப்போகிறேன்.

ரசிகர்களுக்கு ஒழுக்கம், கட்டுப்பாடு முக்கியம். குடும்பம், தாய், தந்தை, குழந்தைகளை முதலில் பார்த்துக் கொள்ளுங்கள். பசங்களை நன்றாக படிக்க வையுங்கள். நிறைய ஊடகங்கள் வந்து விட்டன. சமூக ஊடகங்களும் வந்து விட்டன. எதிர்மறை சிந்தனை, எதிர்மறை விஷயங்களை மனதுக்குள் எடுத்துக்கொள்ளாதீர்கள். நேர்மறையாகவே சிந்தியுங்கள்.

அப்பாவை பையன் கொலை செய்தான். பையன் அம்மாவை கொலை செய்தான். என்பதையெல்லாம் நீங்கள் பார்க்காதீர்கள். அது மனதை கண்டிப்பாக பாதிக்கும். வெளியில் போய் வந்து முகத்தை துடைத்தால் அழுக்கு இருப்பது தெரியும். அதே மாதிரி எதிர்மறை சிந்தனைகள் இருந்தால் அவை மனதில் தங்கி விடும்.

அதை எடுக்க வேண்டும் என்றால் தியானம் செய்ய வேண்டும் அல்லது நல்ல கருத்துகளை உள்ளே வைக்க வேண்டும். எனவே எப்போதும் நேர்மறையாகவே சிந்தியுங்கள். அது உங்கள் வாழ்க்கைக்கு நல்லது.”

அதோ அந்தப் பறவைப் போல வாழ வேண்டும்

உலகில் விந்தையான மனிதர்களுக்கு அளவே இல்லை. விலங்குகள் மீதான பாசத்தால், சிலர் விந்தையான விபரீதமான செயல்களைக்கூட செய்பவர்கள் உண்டு. அப்படி விசித்திரமான செய்கையால் உலக அளவில் பிரபலமானவர்களும் இருக்கிறார்கள். இவர்களில் இங்கிலாந்தில் பிரிஸ்டல் நகரில் வசிக்கும் டெட் ரிச்சர்ட்ஸும் ஒருவர்.

இவர் ஒரு பறவைப் பிரியர். பறவையின் மீது அளவற்ற பிரியத்தால், தனது தோற்றத்தையே பறவை போல மாற்ற முடிவு செய்தவர். இதற்காக இவர் முதலில் தனது முகத்திலும் புருவங்களிலும் பறவைகளைப் போல் பச்சை குத்திக்கொண்டார்.


அதோடு விட்டிருந்தால் பரவாயில்லை, ஓரிரு நாட்கள் கழித்து அறுவை சிகிச்சை மூலம் தனது காதுகளையும் அகற்றிக்கொண்டார். அடுத்து தனது மூக்கையும் பறவைகளைப் போல் மாற்றிக்கொள்ள திட்டமிட்டுள்ளார்.

அதுவும் கிளிகள் என்றால், இவருக்கு கொள்ளைப் பிரியம். அதனால், பறவை அலங்காரங்களில் கிளி அலங்காரத்துக்கு இவர் முன்னுரிமை அளிக்கிறார். “பறவைகளுக்காக நான் எதை வேண்டுமானாலும் செய்வேன். என்னுடைய கிளி அலங்காரத்தைப் பார்த்து என்னை பலரும் ‘டெட் பேரட்மேன்’ என்றே அழைக்கிறார்கள்.

எனக்கு உறவினர்கள் இருந்தாலும், என்னுடைய குடும்பம் பறவைகள்தான்” என்று பறவைப் புராணம் பாடுகிறார் 57 வயதான டெட் ரிச்சர்ட்ஸ்.

இதுவரை உடலில் 110 பறவை டாட்டூகளையும், முகத்தில் 56 வித்தியாசமான வளையங்களையும் பொருத்திக்கொண்டு பறவையைப்போலவே காட்சியளிக்கிறார் இந்தப் பறவைப் பிரியர்!

இந்தச் சமூக ஊடக யுகத்தில், ஒருவருடன் காதல் ஏற்பட்டாலே, ‘ரிலேஷன்ஷிப் வித் ... ’ என்று அறிவித்துவிடுகிறார்கள். அந்தக் காதல் இடையிலேயே முறிந்தால், அதற்கான காரணத்தையும் அவர்கள் சமூக ஊடக உலகில் அறிவிக்கிறார்கள். காதல் என்பது இரண்டு தனிப்பட்ட நபர்களின் விஷயம் என்பது இன்றைய சமூக வலைத்தள காலத்தில் மாறிவிட்டது.

மாறும் ஸ்டேட்டஸ்

ஃபேஸ்புக்கில் ‘ரிலெஷன்ஷிப் ஸ்டேட்டஸ்’ மாறுவதில் தொடங்கி படங்கள் பகிர்வது, அதற்கு நட்புவட்டம் லைக்ஸ், கமெண்ட்ஸ் மூலம் ஏகபோக வரவேற்பு அளிப்பது எனச் சமூக வலைத்தளங்களில் காதலுக்கும் காதலர்களுக்கும் மதிப்பு எப்போதும் அதிகம். ஆனால், இந்த வரவேற்பே காதலர்கள் பிரிவதற்கும் அவர்களுக்குள் பிரச்சினையாக உருவாவதற்கும் நூறு சதவீதம் வாய்ப்பிருக்கிறது. முன்பெல்லாம் காதலர்கள் பிரிந்தால், அதுபற்றிய தகவல்களை யாருக்கும் தெரிவிக்க வேண்டியதில்லை. ஆனால், இன்று காதல் பிரேக்-அப் ஆனால், அதை அறிவிக்க வேண்டியிருக்கிறது.

காதல் போன்ற உறவுகளைப் பற்றிய தனிப்பட்ட விஷயங்களைச் சமூக வலைத்தளங்களில் பகிர்வதற்கு முன்பு, ஒருமுறைக்கு பலமுறை யோசியுங்கள். அதற்காக, காதலை சமூக வலைதள நட்புகளிடம் பகிரக் கூடாது என்று அர்த்தம்கொள்ள வேண்டாம். ஃபேஸ்புக்கின் ‘டைம்லைன்’ வருங்காலங்களிலும் நாம் மறக்க நினைக்கும் விஷயங்களைக் நமக்கு நினைவுப்படுத்தும். எனவே அதையும் கணக்கில் எடுத்துக்கொள்ளத்தான் வேண்டும். பொதுவாக பிரேக்-அப்புக்கு பிறகான காலத்தில் காதலர்கள் ‘எமோஷனலாக’ பலவீனமாக இருப்பார்கள். ஒரு வேளை, காதலை வலைத்தளத்தில் பகிர்ந்துகொண்டிருந்தால் பிரேக் அப்புக்கு பிறகு, சில ஆண்டுகள் கழித்துக்கூட ஃபேஸ்புக் நட்புவட்டத்தில் இருக்கும் நண்பர்கள் அதுபற்றி உங்களிடம் கேள்வி எழுப்பலாம். பழைய காதல் உறவை எப்போது, யார் கேட்டாலும் அது நிச்சயம் பாதிக்கவே செய்யும் என்பதையும் கவனத்தில்கொள்ள வேண்டுமல்லவா?

மருத்துவ மாணவர் சேர்க்கையில் வெளிமாநில மாணவர்களுக்கு இரட்டை இருப்பிடச் சான்றிதழ் வழங்கியதாகத் தொடரப்பட்ட வழக்கில் 30 வட்டாட்சியர்கள் உயர்நீதிமன்றத்தில் ஆஜராகினர்.

புதுக்கோட்டையைச் சேர்ந்த விக்நயா உள்ளிட்ட பலர் சென்னை உயர் நீதிமன்றத்தில் தாக்கல் செய்த மனுவில், 'மருத்துவ இடங்களைப் பெற வெளி மாநில மாணவர்கள் இரட்டை இருப்பிடச் சான்றிதழைக் கொடுத்துள்ளனர். எனவே, மருத்துவ மாணவர் சேர்க்கைக்காக வெளியிடப்பட்ட தகுதிப் பட்டியலை ரத்து செய்ய வேண்டும்' எனக் கோரியிருந்தார். இந்த மனுவை விசாரித்த உயர்நீதிமன்றம் இருப்பிடச் சான்று வழங்கிய வட்டாட்சியர்கள் நேரில் ஆஜராக உத்தரவிட்டிருந்தது.

வழங்கியதாக வட்டாட்சியர்கள் தரப்பில் தெரிவித்தனர். இதற்கு மனுதாரர் தரப்பில் எதிர்ப்புத் தெரிவிக்கப்பட்டது. இதனையடுத்து வழக்கின் விசாரணையை வரும் ஜன. 8-ஆம் தேதிக்கு ஒத்திவைத்து நீதிபதி உத்தரவிட்டார்.

NGOs asked to open a/c in designated banks

NGOs, business entities and individuals who have permission to receive foreign funds will have to open accounts in any of the 32 designated banks, including a foreign one, by the third week of January.

The Ministry of Home Affairs (MHA) has asked all those having licence under Foreign Contribution (Regulation) Act 2010 or prior permission to receive foreign donations will have to do so by January 21.

The notice issued by the MHA on December 21 has said that such funds received under FCRA should not be utilised for activities detrimental to the national interest.Early this year, around 9,000 NGOs were asked to open accounts in banks having core banking facilities and furnish details for real-time access to security agencies in case of any discrepancy."The Central government has decided that all banks where the FCRA registered persons/organisations have opened their FC accounts would be integrated with Public Financial Management System (PFMS) for providing a higher level of transparency and hassle-free reporting compliance," it said.

The FCRA 2010 provides for the regulation of acceptance of the foreign funds or foreign hospitality by certain individuals, associations, organisations and companies "to ensure that such contributions or hospitality is not being utilised for the activities detrimental to the national interest", it said.

The NGOs and others will have to provide an intimation to the MHA about the details of the bank accounts under a prescribed form.Some banks have already integrated their systems with the PFMS for compliance of the central government's order, many banks have still not completed the integration of their systems with the PFMS despite repeated letters, directions and meetings, the MHA said.

While Abu Dhabi Commercial Bank is a foreign bank in the list, the other banks include ICICI Bank, Cosmos Co-Operative Bank, Bank of Baroda, State Bank of India, South Indian Bank, IDBI Bank, Central Bank of India, Corporation Bank, Karur Vysya Bank, Tamilnad Mercantile Bank Ltd, The Catholic Syrian Bank Ltd, HDFC Bank, UCO Bank, IndusInd Bank Limited, City Union Bank and Syndicate Bank.

Allahabad Bank, The Jammu and Kashmir Bank Ltd, Punjab National Bank, Allahabad UP Gramin Bank, DCB Bank Ltd, Manipur State Co-op Bank, Vijaya Bank, Bombay Mercantile Co-operative Bank Ltd, Yes Bank, Oriental Bank Of commerce, Dena Bank, Bank of Maharashtra, Canara Bank, Andhra Bank and Axis Bank are also in the list.

Last week, Union Minister of State for Home Kiren Rijiju told Parliament that the registrations of 18,868 NGOs were cancelled between 2011 and 2017 for violating laws. Following the action, foreign funding to Indian NGOs has also come down drastically--from Rs 17,773 crore in 2015-16 to Rs 6,499 crore in 2016-17.

Rijiju had said the quantum of foreign funding received by NGOs in India in the last three years were: Rs 15,299 crore in 2014-15, Rs 17,773 crore in 2015-16 and Rs 6,499 crore in 2016-17.

As per Supreme Court’s order, the All India Council for Technical Education’s Approval Process Handbook 2018-19 has made it mandatory for deemed-to-be universities across the nation offering technical and engineering courses to get approval from the council, even to run the existing courses.

Chennai: No one is aware as to how many students are currently studying in 28 deemed universities in the state and there are allegations that these universities are starting new courses and increasing the intake as per the existing demand without any control. Some engineering colleges allege that B.E., B.Tech students who are struggling to finish their courses under Anna University are joining in some deemed universities to complete their courses and some institutions are awarding PhDs for whoever enrolled with them.

With the exception of few top institutions, a majority of the deemed universities are vary of this new regulation. “If we have to come under AICTE then what is the use of deemed university status? Deemed university status was awarded to come out of the ambit of Anna University and AICTE”, a top administrator of the deemed university in the city said.

He further said deemed universities come under the UGC and their committees are inspecting our campuses for every five years. When asked about the increasing the seats he said, “There are more than one lakh seats vacant in the AICTE affiliated colleges in the state and the fees fixed in the colleges also are very low. Deemed universities are charging high fees. But, why are the students still joining our institutions?” he asked. Another official from the deemed university situated in OMR said some universities in the state are willing to go for the approval.

“We are maintaining the standards in terms of facilities and faculty members. So getting the approval is not an issue”. He also said the approval process may affect some deemed to be institutions. “The engineering seats in the deemed universities where the numbers are exorbitant it will be reduced. At the same time, it will not increase the number of admissions in engineering colleges as most of our students are from other states”, the official noted.

Another academician who works in an engineering institution said, “If these institutions run 20-25 batches in a year, they start 10 to 15 batches in a stream which has demand in that year. They recruit the faculty later and the details of the infrastructures are not known”. Very few deemed universities following the standards and going for accreditation. “AICTE will check the lab facilities, infrastructures and faculty strength before allowing them to add more seats. The artificial increase will not be there. Students will get quality engineering education”, he added.

Already two deemed universities — Amrita Vishwa Vidyapeetham and Avinashilingam Institute for Home Science and Higher Education for Women - are getting the approval from the technical education council. “Deemed universities are so far not required to take the AICTE’s approval as per UGC Act. Now, the Supreme Court has directed we should do it”, AICTE chairman Anil D.Sahasrabudhe told Deccan Chronicle.

“Whatever number of seats they are currently running they will not get more. They will get the approval up to the existing number of seats provided they have facilities to that many students and divisions,” he said. He added that if they lack in infrastructure and staff members the number of seats will be reduced. “The particular institution has facilities like computers, labs, classrooms then it will not have any problem”, he said. The submission of online application to get AICTE’s approval begins on January 1.

New Delhi: Indians have become more open to experimenting with global cuisines but when it comes to ordering online, desi dishes continue to rule the roost, with 'chicken biryani' topping the list, according to a survey.

Masala dosa, butter naan, tandoori roti and paneer butter masala complete the list of the top five most ordered items of 2017, the survey by online food ordering and delivery platform Swiggy said.

Although pizza, a highly sought-after item of the millennials, was the most searched dish on its platform, it did not find a place in the the top five list, according to 'Stateatstics 2017' released by Swiggy.

"In fact, Indians have searched for it over 5 lakh times! The other searched items include Burger, Chicken, Cake and Momos," it added.

According to the survey, over the past couple of years, India has witnessed a growing appetite for both Indian and international cuisine.

"In 2017, while Indians showed an interest in exploring and experimenting with their food choices, most stayed indigenous as desi dishes topped the list of most ordered food items online," the survey said.

It further added: "Chicken Biryani continued to rule the palate. Masala Dosa, Butter Naan, Tandoori Roti and Paneer Butter Masala rounded off the top five most ordered items of 2017."

The findings are derived from Swiggy's order analysis for the last 12 months for Delhi-NCR, Mumbai, Bengaluru, Kolkata, Hyderabad, Chennai and Pune.

For breakfast, southern dishes masala dosa, idli and vada ruled the menu for most Indians, while for "primary meals like lunch and dinner, most people preferred Biryanis (chicken, mutton and veg) followed by Paneer Butter Masala and Masala Dosa, Dal Makhani and Chicken Fried Rice".

While for snacks, Indians munched the most on pav bhaji, French fries, samosas, chicken roll, chicken burger and bhel puri.

In Mumbai, pav bhaji remained on the top, while most cities had chicken biryani as their most ordered food item.

"Delhi and Gurgaon chose to order more of Dal Makhani and Naan, suggesting that local cuisines in each of these regions take precedence," it said, adding "On the other hand, NewDelhi also sees the maximum amount of Pasta being ordered vis-a-vis other cities."

In Kolkata, people preferred to order biryanis and fried rice for their meals and kachoris for breakfast and snacks, while, in Chennai it was pongal and biryanis.

In Pune, people preferred dal khichdi over biryani for lunch and most Bangaloreans preferred South Indian basics for breakfast and chicken biryani for meals.

MHA names 32 select banks for NGOs getting foreign aid

New Delhi: The home ministry has directed all NGOs and entities receiving foreign funding to open accounts in any of the 32 designated banks integrated with the government’s public financial management system (PFMS) within a month. The ministry, in an order issued on December 21, said this would ensure a higher level of transparency in their foreign contribution receipts.

“The central government has decided that all banks where the FCRA registered persons/organisations have opened their FC (foreign contribution) account would be integrated with the PFMS for providing a higher level of transparency and hassle-free reporting compliance,” the order said.

The Foreign Contribution (Regulation) Act, 2010, provides for regulation of acceptance of foreign funds or foreign hospitality by certain individuals, associations, organisations and companies “to ensure that such contributions or hospitality is not being utilised for activities detrimental to the national interest”, the ministry said.

Among the 32 designated banks where individuals, NGOs and other entities can open their accounts are Abu Dhabi Commercial Bank, ICICI Bank, Cosmos Co-Operative Bank, Bank of Baroda, State Bank of India, South Indian Bank, IDBI Bank, Central Bank of India, Corporation Bank, HDFC Bank, UCO Bank and IndusInd Bank.

44 dalits, who were torched alive in 1968, remembered

Trichy: The 49th anniversary of ‘Venmani Martyrs Day’ was observed on Monday, remebering the sacrifice of 44 people from the dalit community, incuding women and children, who were burned alive by their landlord for demanding higher wages.

Members of the general public and political leaders paid floral tributes at the memorial site of the martyrs in Keezhvenmani village, near Nagapattinam.

Paying homage to the deceased, CPM state secretary G Ramakrishnan said that his party would continue to work hard for ensuring the rights of farmers.

The Keezhvenmani massacre took place in the night of December 25, 1968, at Keezhvenmani village in the erstwhile Thanjavur district.

As many as 44 dalit agriculture workers, who were staging a stir demanding higher wages, were forcibly locked in a hut and torched alive by the landlord.

Study from home, earn 20% credits in PG at Madras Univ

Chennai: From the next academic year, postgraduate students of University of Madras will have the option to earn 20% of credits by staying home and taking courses online.

The university’s syndicate on December 15 approved crucial changes in the choicebased credit system (CBCS) regulations to include massive open online courses (MOOCs) on portals like Swayam, National Programme on Technology Enhanced Learning (NPTEL) that the University approves. The university also plans to have a portal of its own. The CBCS regulations are being modified after 10 years.

Core, elective and softskill courses on these portals can be taken to earn credits, university vice-chancellor P Duraisamy said.

“We have asked our departments to come out with detailed guidelines on the online courses and the respective credits. The departments will consider the available MOOCs and choose the courses and credits based on the content and duration,” he said.

The process will first be tested in the university’s departments before being extended to affiliated colleges.

Postgraduate students have to earn 60 credits in core subjects, 21 in elective and 10 in soft-skill courses. Examination and evaluation of online courses will be specified at the beginning of the semester.

Another reform has been brought in the CBCS regulations with respect to core courses.

Departments and schools will have the freedom to prescribe core courses for more than 60 credits, which can be offered by any department across schools.

This means that students will get a choice on the type of specialised courses they want to study in a discipline and will also have the option of skipping some courses. This flexibility was not available till date.

“This would pave way for inter-departmental collaboration. At present, the process of selecting electives is rigid,” Duraisamy said.

An alumnus who passed out of the university recently said that professors often decided on students’ electives.

“There is pressure to choose an elective from within the department. The change in regulations will facilitate students to study subjects in other disciplines as well,” he said.

The modifications are a result of a brainstorming session the vice-chancellor recently had with heads of departments and the university’s centres.

Ragging in TN jumps 30%, Anna university 2nd in nat’l case count

Chennai: The number of ragging cases registered in Tamil Nadu increased by nearly 30% in the last three years.

Besides, Anna University, Asia’s largest technical institution, reported the second highest number of ragging incidents in the country from 2009 to 2017, with 166 cases registered by students from 532 affiliated colleges, according to a University Grants Commission (apex higher education regulator) report.

A ragging-related incident in Tamil Nadu in 1996, in which a Chidambaram medical college student was murdered, led to the passing of the first anti-ragging legislation in the country.

In Tamil Nadu, a state-level committee formed under the chairmanship of the governorchancellor in this regard recently claimed the practice had been completely eradicated.

Plaints mostly from colleges in rural areas

However, UGC records suggest there has been an increase in the number of ragging complaints received and cases registered, with the 43 case registered in 2017 being the highest in the last four years.

Complaints were predominantly from professional colleges affiliated to Anna University and Tamil Nadu Dr MGR Medical University, many of them in tier-II cities and rural areas.

The most recent incident of ragging was reported in Madras Medical College on September 19 and is still pending, say UGC sources.

Of the complainants, nearly 88% were men who were hosteliers.

In most cases, UGC sources say, calls to the college authorities from the helpline do not get prompt response. “This delay gives the perpetrators more time to flee.”

Concurring, the UGC report suggests that of the 3,300 complaints received across the country only 950 cases were registered. And, only 35% of the perpetrators in these cases were suspended or rusticated; others were let off with a warning or fine.

One in every three complaints filed with college authorities has been escalated to higher regulatory authorities since the complainant was not satisfied with the action taken by the colleges, some of whom even refuse minimum cooperation.

On the positive side, the number of affidavits filed by TN students promising to stop ragging is on the rise. A total of 11.57 lakh students from Tamil Nadu have filed affidavits in both online and offline mode in the last eight years.

 இதிலிருந்து ஒன்றை மட்டும் நாம் தெளிவாகப் புரிந்து கொள்ள முடிகிறது. கடன் வாங்கும் முன் இருக்கும் தவிப்பும், விறுவிறுப்பும், வேட்கையும் அக்கடனைத் திரும்பச் செலுத்தும் நிலையில் இருப்பதில்லை என்பதுதான் அது.
 இது, மக்களின் இயலாமை என்பதைவிட முயலாமை என்பதன் விளைவுதான்.

 இந்தியாவில் ஆபரணத் தங்கத்தின் ஆண்டுக்கான தேவை சுமார் 400 டன் எனக் கணக்கிடப்பட்டுள்ளது. இத்தகைய நகையின் தேவை, கடன் தேவையைப் பூர்த்தி செய்யவும் இன்றியமையாததாகி விடுகிறது.
 தாம் அடகு வைத்துள்ள "அந்த நகைகள் மீட்கப்பட முடியாமல் போனாலென்ன? பிறகு எப்படியாவது சம்பாதித்து, வேறு புதிய நகைகளை வாங்கிக் கொள்ளலாம்' என்ற அலட்சிய மனப்பான்மைதான் இதற்குக் காரணம் எனலாம். குடும்பத்திலுள்ள பெரியவர்களின் இந்த மனப்பான்மை, அடுத்த தலைமுறையினருக்கும் வந்துவிடும் என்பதில் நாம் எச்சரிக்கையாக இருக்க வேண்டும்.
 மேற்குறித்த விளம்பரத்தின்படி, அதிக எண்ணிக்கையில் ஏலத்திற்கு வந்துள்ள நிதி நிறுவனக் கிளைகள் அமைந்துள்ள பகுதிகளைப் பார்க்கையில், அவை கல்வியிலும், தொழில் துறையிலும் பின்தங்கிய பகுதியாக இருக்க வேண்டுமென ஊகிக்க முடிகிறது.

 ஒரு கிராம் தங்க நகைக்கு எவ்வளவு ரூபாய் வரையில், எத்தனை சதவிகித வட்டியில் தரப்படுகிறது என்னும் விவரங்கள் வங்கியின் வாசல் மற்றும் பிற இடங்களிலும் விளம்பரப்படுத்தப்படுகின்றன.
 நாட்டுடைமை வங்கிகளில் வேளாண் நோக்கத்திற்கான கடன்களும் வழங்கப்படுகின்றன. கடன் வேண்டுபவரின் நிலம் தொடர்பான "சிட்டா'வின் அடையாளத்துடன் அணுகினால், 3 லட்ச ரூபாய் வரையில் 7% வட்டியில் தனியொருவருக்குத் தங்க நகை ஈட்டின் பேரில் கடன் வழங்கப்படுகிறது. "சிட்டா'வைச் சமர்ப்பிக்க இயலவில்லையெனில், ஒரு லட்ச ரூபாய் வரையில் கடன் பெறலாம்.
 தாம் வாங்கிய வேளாண் கடனை 11 மாதங்களில் எவ்வித நிலுவையுமின்றித் திரும்பச் செலுத்தி முடிப்போர்க்கு அரசால் 3% வட்டி மானியம் தரப்படுகிறது. ஆக, இதன் மூலம் இப்படிக் கடன் பெறுவோர்க்கான ஆண்டு வட்டி என்பது வெறும் 4% மட்டுமே. இதைவிடக் குறைந்த வட்டியில் வேறெங்கும் கடன் பெற இயலாது.
 இத்தகைய வசதிகளைப் பயன்படுத்திக் கொண்டால், தனியார் நிதி நிறுவனங்களில் நகைக் கடன் வாங்கித் தங்களின் நகைகள் ஏலத்தில் மூழ்கி விடுவதைத் தவிர்க்கலாம் என்பதை மக்கள் உணர வேண்டும்.

 நடுத்தர மக்களும், ஏழைகளும் பொருளாதார ரீதியில் துன்புறாதவாறு பார்த்துக் கொள்ள வேண்டியது மாபெரும் வங்கிக் கட்டமைப்பினையுடைய ஒரு நல்ல அரசின் கடமையாகும். இலவசங்களைக் கொடுப்பதைவிட இது நல்ல பலனை அளிக்கும்.
 தனியார் நிதி நிறுவனங்களைவிட, நாட்டுடைமை வங்கிகளின் நம்பகத்தன்மை மிகுதி என்பதை மக்கள் அறிந்தே வைத்துள்ளனர். இதுகுறித்த விழிப்புணர்வு இல்லாதவர்கள்தாம் தனியார் நிதி நிறுவனங்களில் அதிகமான வட்டிக்குத் தங்க நகைக் கடன் மற்றும் இதர கடன்களைப் பெற்றுக் கடனில் மூழ்கும் பரிதாப நிலைக்குத் தள்ளப்படுகிறார்கள்.
 ஏழைகள் பயன்பெறும் வகையில் ஆயிரம், இரண்டாயிரம், ஐயாயிரம் என்ற குறைந்தபட்சத் தொகைகளில் வங்கிகளில் கடன்கள் தரப்படுமானால் இந்தப் பரிதாப நிலை நீங்கும். அதற்கெனத் தனிக் கிளைகள் அல்லது பிரிவு தொடங்கப்பட வேண்டும்.

பிழைகள் எதுவுமே இல்லாமல் எந்தச் செயலையாவது செய்ய முடியுமா? ஒருவர் பல பணிகளைச் செய்யும்போது, ஏதேனும் சில பிழைகள் ஏற்பட வாய்ப்பு உள்ளது. ஆனால், பிழைகளை இழைத்துவிடுவோமோ என அஞ்சி, எந்தச் செயலையும் செய்யாமல் இருப்பதுதான் பெரும் பிழையாக அமையும்.
