A CBI court convicted a Southern Railways senior section engineer on graft charges and sentenced him to two years of rigorous imprisonment and fined him ₹15, 000.

A special CBI team arrested Thota T Shivakumar for demanding ₹15,000 from a railway contractor to record data of projects the contractor executed in 2014.

The railways in December 2012 awarded L G Ravi a tender, estimated at ₹97 lakh, for work on the Chennai-Gudur section. The project involved the laying of points and crossings between Ennore and Athipattu Pudhunagar.

Under the agreement, the railways would provide raw material and Ravi would hire and pay the workers for the project, which was to be completed by February 2013. But the railways extended the contract till May 2014 due to delays in procuring raw material. Ravi approached the deputy chief engineer requesting to release the payment for work done and to close the agreement. Ravi met officials, including T Shivakumar, at Athipattu station on March 4, 2014.

The CBI said the deputy chief engineer directed Shivakumar to record the measurements of work Ravi had done. When Ravi met Shivakumar at his office two days later, the engineer demanded a bribe of ₹15,000. Ravi filed a complaint and the CBI set a trap to catch the engineer.

On March 7, Ravi met Shivakumar at My Lady Park near Park Town and handed over the bribe. A CBI team caught Shivakumar in the act and booked him under the Prevention of Corruption Act, 1988.

Principal special judge for CBI cases A Thiruneelaprasad pronounced Shivakumar guilty after hearing the arguments and going through the evidence. He sentenced the engineer to two years of rigorous imprisonment.

State handed a raw deal by CBSE again

Tamil Nadu has always been given a raw deal by the CBSE as far as the NEET examinations are concerned. The board has only accentuated its callousness by allotting exam centres at other states for examinees from Tamil Nadu.

NEET-PG 2015 scheduled from December 1 to 6 was affected due to the Chennai floods. Those who were supposed to take the exam on December 2 were asked to take it at Nagpur, Pune and other cities outside the state even before the candidates could recover from the damage caused by the floods.

Many candidates, particularly those working in government hospitals, were unable to attend the exam as leave was not granted to them post floods.

Only six centres were set up in Chennai for candidates across the state and despite protests to create additional centres at Madurai, Trichy and Tirunelveli, there was no response from the government.

In 2016, candidates from the state wanted CBSE to postpone NEET-PG as there was a cyclone alert. However, CBSE refused and when applicants managed to reach the exam centre despite difficulties caused by Cyclone Vardah, the board cancelled the exams at the last moment. The exam was postponed to the very next day and that too got cancelled due to power failure.

Candidates again were asked to write the tests at centres set up outside the state.

G R Ravindran from Doctors’ Association for Social Equality (DASE) said it is not incidental but intentional. “This (NEET-UG 2018) is a written test and not a computer-based exam. So, CBSE did not create additional centres despite knowing that there has been an increase in enrolment from the state,” he said

Woman falls asleep with headphones, electrocuted

A 46-year-old woman, hooked up to headphones, was electrocuted in Kanathur on Sunday after falling asleep while listening to music.

The police identified the woman as Fathima.

“Fathima’s husband Abdul Kalam saw her in bed and tried to wake her up but in vain,” a police officer said. “He was alarmed when she showed no sign of life and rushed her to a nearby hospital, where doctors pronounced her dead on arrival.”

Hospital officials informed the Kanathur police, who sent the body to Government Royapettah Hospital for autopsy.

The Kanathur police registered a case under CrPC Section 174 (unnatural death).

Doctors at the hospital confirmed that electrocution was the cause of death .

“The woman had gone to sleep while wearing the headphones on Saturday night,” the officer said, adding that a short-circuit may have caused the electrocution.

Student gets ₹34K compensation for faulty ₹8k mobile

A tardy response to acustomer’s complaint about a faulty cellphone and his refund request has cost e-commerce website Amazon nearly four times the initial expense. District Consumer Disputes Redressal Forum (Chennai north) has directed Amazon and Delhi-based Cloudtail India to pay ₹34,000 to a chartered accountancy student for delivering a faulty mobile phone.

In 2015, V Mohit of Korattur had ordered a cellphone costing ₹8,999 through the website in 2015. But the handset delivered on June 7, 2015, was a defective one. When Mohit sought a refund, though the phone was collected a week later, the company failed to refund the money. Following this, he approached the consumer forum. While an Amazon customer executive informed Mohit that the cost of the mobile would be credited to his account, no money was credited until the end of July.

The complainant contended that the acts of the website and the seller were tantamount to unfair trade practice and deficiency in service. Further, he had purchased the cellphone for day to day activities and could not use it till after two months, when he purchased another handset at a cost of ₹14,999. The complainant stated that he was put through mental agony.

Both the opposite parties had contended that the customer could seek refund of money only through a civil court and that the forum had no jurisdiction to entertain the complaint.

However,the consumer forum bench comprising president K Jayabalan and member M Uyiroli Kannan ruled in favour of the Mohit recently and asked the website and seller to refund the cost of the phone and pay extra as compensation. The companies were directed to refund the cost of the mobile phone and an additional sum of ₹20,000 for mental agony and ₹5,000 for litigation expenses.

Aspirants, parents must pass first test: Comply with hard rules

As a parent scurried around asking for a glue stick to paste his daughter’s photo on her admit card, another grabbed a pair of scissors to cut sacred threads on her daughter’s wrist. A student rushed out of the hall to get her parent sign the hall ticket, while a group of people frantically searched for a candidate’s gold stud that fell to the ground while being removed. Sunday’s NEET seemed to be a test not just for students but also for their parents as they tried to comply with CBSE’s rules.

Amidst the sweltering heat, girls let their hair loose as they removed their rubber bands and clips. Jewellery, shoes, hijab and burkha, belts, all were barred, sacred threads on hands cut and handkerchiefs grabbed even if it meant runny noses. With many students forgetting to get a passport size photo, several schools arranged for photographers inside the premises, some of them charging ₹30 to ₹50.

Snega Priya, a candidate, said: “I was devastated that I hadn’t brought an extra photograph and asked my mother to get a copy from my hall ticket. I had to wait till she returned by 9.20am and so it was a rushed entry,” she said.

As students wrote the three-hour test, scores of parents waited outside or in the adjacent streets, and not unprepared – armed with lunch boxes, newspapers and coffee flasks, parents spread out on pavements and apartment entrances ready to sit out in the sun. Heavy police security was deployed around exam centres and special parking allowance was also given.

Azhagappan, a parent, felt that the dress code was “too much” for an exam. “Agreed they are taking precautions against malpractices, but the way they do it only causes chaos. Students become anxious and over-stressed right before the exam. What if they go blank during the exam after so much hard work. A systematic and calm checking process benefits all,” he said.

Experts see higher cutoff, increased competition

Competition for MBBS and BDS admissions is set to get tougher this year as experts predict a rise in overall qualifying scores or the minimum cut-off score.

With many CBSE students finding the test easy, as many of the test questions were from NCERT books, it is going to be difficult for their state board counterparts when it comes to the 15% all India quota seats.

Every year, CBSE, along with results, also releases cutoff scores in the form of percentile for different categories. For example, in 2017, 50th percentile was declared to be the qualifying percentile for the unreserved category. The corresponding cut-off score for the 50th percentile was 131. Only those who had scored 131 or above were declared eligible, and an all India rank was given to those candidates.

“After analysing available data, we noted that there has been an increase in overall enrolment and many found the paper easy,” said Jayaprakah Gandhi, educational consultant.

“We estimate the cut-off for unreserved category to increase from 131 to 135-140 this year,” said educational consultant Moorthy Selvakumaran. “The qualifying score for securing an admission under the all-India quota might also increase from 585 to 610. Students from Tamil Nadu may find it difficult to get MBBS/BDS seats under this quota and CBSE students would continue to dominate this counselling,” he added.

D Devaraj, a physics teacher from a private coaching centre in Chennai, said, “For admissions to TN colleges, cut-offs for the open category is expected to increase as students were better prepared this time. Many had joined coaching classes much earlier.”

Buttons ripped off, sacred threads cut, burkhas removed, shoes taken off and ear drums screened as if to clean wax — no, these are not stringent checks by airport customs to catch drug and gold smugglers, but frisking of students at NEET centres across the state in broad daylight, minutes before they were to write an exam.

No other prominent all-India examination puts aspirants through such a tedious process on the pretext of ‘taking precautions’. Such measures are unheard of in the civil services examinations that the Union Public Service Commission conducts or the Joint Entrance Examination (JEE) Main that CBSE holds. 

Last year, a trainee IPS officer sneaked in high-end gadgets for the CSE mains examination at a centre in Chennai. Contrastingly, the same year, a NEET aspirant in Kerala was asked to remove her brassiere at an examination centre.

While the lax in security that allowed the trainee police officer to indulge in malpractice was a wake-up call, aspirants and experts said the way in which NEET exams were conducted was unwarranted.

CBSE officials said they were only playing by the book. “All instructions were clear in the hall tickets issued to students. Only those students who don’t adhere to it were dealt with stringent measures,” an official from the Chennai regional office of CBSE told TOI.

Anything which could cause a hindrance in the way of frisking is removed, said K Srinivasan, regional officer of Chennai region. “The intention is that no students should gain any kind of unfair advantage over the other,” he said.

But K Devarajan, former director of government examinations, Tamil Nadu, said the authorities had gone overboard. “It only shows the CBSE’s inability to conduct such exams,” Devarajan said.

The problem is CBSE does not coordinate with state governments to conduct examinations unlike the UPSC or SSC, he said. “The UPSC conducts exams every other week and we do not hear of any such ridiculous measures adopted at those centres,” Devarajan said.

Aspirants of civil services examinations said they had never faced anything of the sort. “There is no dress code. Even frisking and stringent checks are rare. Only last year, students were frisked at some centres,” P Vimal Sankar who appeared for the exams thrice told TOI.

But in JEE the measures are not as stringent. “Authorities have been very gentle with the candidates. Except for a few select centres, frisking is not done mostly,” said Pavan Kumar, deputy director of FIIT JEE, a training centre.

Paranoia. That best explains the inefficiency of authorities who were too eager on Sunday to make NEET candidates remove earrings, footwear and even sacred threads in the name of preventing malpractice. Yes, Bluetooth devices have been used by some candidates to cheat in competitive examinations, but technology must be met with technology, not by crass body search and intimidation. There are gadgets to trace copying devices and jam communication, if you will.

Making children remove nose rings and dupattas is sheer humiliation. If these excesses were in the name of CBSE guidelines, the central board is not the right agency to handle this exercise. It is time another body specialised in handling such responsibility is created. Service commissions conduct exams for 10 times the number of NEET students, but humiliates no candidate. Learn.

Of the 1.07 lakh candidates registered for the National-Eligibility-cum-Entrance-Test for admission to medical courses in TN, nearly 5,000 students skipped the exam on Sunday marked by stringent checks and tough dress code to avoid malpractices.

“In Chennai, just 5 % of the total 33,800 candidates failed to turn up,” K Srinivasan, CBSE Regional Officer, Chennai, said. “Turnout was positive with absenteeism in single digits in most of the 49 city exam centres,” he said.

Candidates had a tough time at the exam centres due to the stringent frisking, including metal detector checks, done by the authorities. Some students even complained that their sacred threads were cut and they were asked to untie their hair.

While most students found biology part to be easy, chemistry and physics sections were tougher as most questions were from Class 11NCERT portion. In one Madurai centre, 120 candidates were issued Hindi version of the paper and were made to wait till afternoon.

Most questions based on NCERT textbooks

They were given photocopies of the Tamil question paper but were asked to answer in the OMR sheet of the Hindi question paper. Rattled by the turn of events, many students said their MBBS dreams were as good as over. Exams were again conducted for these candidates. CBSE attributed the confusion to ‘administrative reasons’.

The goof-up happened at Noyes Matriculation School at Narimedu which had a total of 568 students sitting for the examination. When the first batch of students came out after the exam around 1pm, many parents couldn’t spot their wards. C Shanmugam of Theni found that his son Mahendran had come out, but not his elder son. After waiting for about half an hour, the parents gheraoed the school principal who told them that their children had been given Hindi question papers. They were waiting for the Tamil question papers to be sent from New Delhi. “Nearly 15 to 20 physics questions involved complex derivations and we had to use multiple formulae to solve every question,” said M Deepak who wrote the test in Sholinganallur. Many students said that they avoided answering the toughies to escape negative marks.

Most of the questions were based on NCERT books, widely used by CBSE schools, said Mohammed Askar, a Theni student. Uday Nath Mishra, chief academic officer at training institute BasicFirst, said, “NEET 2018 was easy to moderate with 170 questions based on NCERT. Ten questions were tricky as they interlinked two topics.”

This indicated that CBSE students might have an edge over their TN state board peers when it came to admissions under the 15 % All India Quota, say experts. However, unlike the previous year, there were no translation-related goof-ups.

Many government school students found the test very difficult and the TN school education department admitted as much, promising to improve its coaching methodologies.

'நீட்' தேர்வு மாணவிக்கு உதவிய டிரைவர்

  மதுரை : மதுரையில் நீட் தேர்வு ஹால் டிக்கெட்டை மறந்த மாணவிக்கு உதவிய கார் டிரைவருக்கு, பெற்றோர் கண்ணீர் மல்க நன்றி தெரிவித்தனர்.

மேலுார் சூரக்குண்டை சேர்ந்த அழகர்சாமி மகள் டயானா. இவர் பசுமலையில் உள்ள சவுராஷ்டிரா கல்லுாரிக்கு நீட் தேர்வு எழுத வந்தார். ஹால் டிக்கெட்டை மறந்துவிட்டார். கல்லுாரி வளாகத்தில் அழுதார்.

இதை பார்த்த மதுரை கார் டிரைவர் மணி, டயானாவை தனது காரில் 35 கி.மீ., துாரத்தில் உள்ள வீட்டிற்கு அழைத்து சென்று ஹால் டிக்கெட்டை எடுத்துக்கொண்டு 35 நிமிடத்தில் வந்தார். இதற்காக மாணவியின் பெற்றோரிடம் பணம் வாங்கவில்லை. அவர்கள் மணிக்கு கண்ணீர் மல்க நன்றிதெரிவித்தனர்.

புதுடில்லி : நாடு முழுவதும் ரூபாய் நோட்டு பற்றாக்குறை, மக்களை அலைக்கழித்து வரும் நிலையில், அழுக்கான, 100 ரூபாய் நோட்டுகள் அதிகரித்திருப்பது, பிரச்னையை மேலும் சிக்கலாக்கும் சூழ்நிலையை உருவாக்கியுள்ளது.

‘நீட்’ தேர்வு நேற்று காலை 10 மணி முதல் மதியம் 1 மணி வரை நடைபெற்றது. காலை 7.30 மணி முதல் மாணவர்கள் வரலாம் என்றும் 9.30 மணிக்குள் வந்துவிட வேண்டும் என்றும் அதன்பிறகு வரும் மாணவர்கள் தேர்வு மையத்துக்குள் அனுமதிக்கப்படமாட்டார்கள் என்றும் ஏற்கனவே அறிவிக்கப்பட்டு இருந்தது.

ஆனால் சென்னை நகரில் உள்ள பல தேர்வு மையங்களுக்கு மாணவ-மாணவிகள் சிலர் தாமதமாக வந்தனர். தேர்வு மையத்தின் நுழைவு வாயில் 9.30 மணிக்கு பூட்டப்பட்டு விட்டதால் அதன்பிறகு வந்த மாணவ-மாணவிகள் தேர்வு மையத்துக்குள் அனுமதிக்கப்படவில்லை. போலீசார் காலை 9.20 மணி முதல் 9.30 மணி வரை ஒலிபெருக்கி மூலம் மாணவ-மாணவிகளே விரைவாக வாருங்கள் என்று அறிவித்துக் கொண்டே இருந்தனர்.

சென்னை கோபாலபுரம் டி.ஏ.வி.பள்ளியில் நீட் தேர்வு மையம் அமைக்கப்பட்டு இருந்தது. இந்த மையத்திற்கு கேரளாவை சேர்ந்த மாணவி அஹியா தாமதமாக வந்தார். இதனால் அவரை தேர்வு எழுத அனுமதிக்கவில்லை. ஆனால், “காலை 10 மணிக்கு தானே தேர்வு தொடங்குகிறது. அனுமதியுங்கள்” என்று அங்கிருந்த பெற்றோர்கள் தெரிவித்தனர். 9.30 மணிக்கு தேர்வு மையத்தின் கேட் பூட்டப்பட்டு விட்டது.

இதனால் மாணவி அஹியா தேர்வு எழுத முடியால் கண் கலங்கினார். அங்கிருந்த போலீஸ் அதிகாரி உள்ளிட்ட போலீசாரும், பொதுமக்களும் அந்த மாணவிக்கு ஆறுதல் கூறினார்கள். “அடுத்த வருடம் நீட் தேர்வை எழுதலாம். ஏதாவது உதவி தேவை என்றால் தெரிவியுங்கள்” என்று போலீஸ் அதிகாரி அந்த மாணவியிடம் கூறி அனுப்பி வைத்தார். தேர்வு எழுத முடியாமல் தவித்த மாணவி அஹியாவின் தந்தை சாஜி கூறியதாவது.

நான் கேரளா மாநிலம் மலப்புரம் மாவட்டம், தெரினல் மன்னா என்ற கிராமத்தை சேர்ந்தவன். 5-ந்தேதி மாலை 5 மணிக்கு மங்களூர் எக்ஸ்பிரஸ் ரெயிலில் சொர்ணூர் ரெயில் நிலையத்தில் என்மகளுடன் ஏறினேன். சென்னை சென்டிரல் ரெயில் நிலையத்திற்கு இன்று(நேற்று) அதிகாலை 5.25 மணிக்கு வந்து சேர வேண்டும். ஆனால் காலை 9.30 மணிக்கு தான் வந்தது.

ரெயில் தாமதமாக வந்ததன் காரணமாக கோபாலபுரம் நீட் தேர்வு மையத்திற்கு சற்று கால தாமதமாகத்தான் வந்தோம். தாமதமாக வந்ததாக கூறி அஹியாவை நீட் தேர்வு எழுத அனுமதிக்கவில்லை. எனது மகளின் கனவு எல்லாம் போய்விட்டது. எனது மகளுக்கு போலீஸ் அதிகாரி ஆறுதல் கூறினார். அவருக்கு நன்றியை தெரிவித்துக் கொள்கிறேன்.
இவ்வாறு அவர் கூறினார்.

சென்னை அடையாறைச் சேர்ந்த அர்ஷத் அகமது என்ற மாணவர் அண்ணாநகரில் உள்ள எஸ்.பி.ஓ.ஏ. பள்ளி மையத்துக்கு தேர்வு எழுத சற்று தாமதமாக காலை 9.40-க்கு வந்தார். இதனால் அவர் தேர்வு எழுத அனுமதிக்கப்படவில்லை. அங்கு கூடி இருந்த பெற்றோரும், போலீசாரும் தேர்வு மையத்துக்குள் செல்ல அவரை அனுமதிக்கும்படி கூறியும், விதிமுறைகளை காரணம் காட்டி அவருக்கு அனுமதி வழங்க மறுத்துவிட்டனர்.

தமிழக பா.ஜ.க. தலைவர் டாக்டர் தமிழிசை சவுந்தரராஜன் வெளியிட்டுள்ள அறிக்கையில் கூறியிருப்பதாவது:-

‘நீட்’ தேர்வு எழுதுவதற்காக தன்னுடைய மகனை கேரளாவுக்கு அழைத்துச் சென்ற கிருஷ்ணசாமி எர்ணாகுளத்தில் மரணம் அடைந்தது வருத்தம் அளிக்கிறது. அந்த குடும்பத்தின் துயரத்தில் பங்கெடுத்துக்கொள்கிறோம். அதேவேளை இதை வைத்து தமிழக எதிர்க்கட்சி தலைவர் மு.க.ஸ்டாலின் ‘நீட்’ தேர்வு ஆண்டுதோறும் நரபலி கேட்கிறது என்று நாக்கு கூசாமல் பழி சொல்வது அந்த தேர்வை எதிர்கொண்ட மாணவர்களின் தன்னம்பிக்கையை சீர்குலைக்கும் என்பதை உணரவேண்டும்.

கடந்த ஆண்டு ‘நீட்’ தேர்வில் அனிதாவின் மரணம் நரபலி என குறிப்பிடும் மு.க. ஸ்டாலின் தி.மு.க. ஆட்சியில் மீண்டும் மதுவை கொண்டுவந்ததால் இன்றும் தமிழகத்தில் ஓடிக்கொண்டிருக்கும் சாராயத்தினால் தினம் தினம் பல உயிர்கள் இழந்து இளம் தாய்மார்கள் விதவைகளாக நிற்பதற்கு யார் காரணம்? இதற்கு சமீபத்திய உதாரணம் நெல்லை தினேஷ் மரணம்.

சென்ற ஆண்டு ‘நீட்’ தேர்வால் தமிழகத்தில் 6,510 ஏழை, எளிய மாணவர்களுக்கு மருத்துவம் படிக்க வாய்ப்பு கிடைத்தது என்பது நிதர்சனம். தமிழகத்தில் 5 முறை முதல்-அமைச்சராக இருந்த கருணாநிதியின் சொந்த ஊரான திருவாரூர் மாவட்டத்தில் ‘நீட்’ வருவதற்கு முன்பு 2 பேருக்கு மட்டுமே மருத்துவம் படிக்க வாய்ப்பு கிடைத்தது. ஆனால் கடந்த ஆண்டு ‘நீட்’ தேர்வு வந்ததற்கு பிறகு திருவாரூர் மாவட்டத்தில் மட்டும் 28 கிராமப்புற ஏழை, எளிய மாணவர்களுக்கு மருத்துவம் படிக்க வாய்ப்பு கிடைத்துள்ளது.

இதை ஒரு முன் உதாரணமாக எடுத்துக்கொண்டு தான் கஸ்தூரி மகாலிங்கம் போன்றவர்கள் இன்று நம்பிக்கையோடு ‘நீட்’ தேர்வு எழுதினார்கள். ஆக மிக துயரமான இந்த நேரத்தில் இந்த மரணத்தையும் வைத்து அரசியல் செய்ய வேண்டாம் என தமிழக எதிர்க்கட்சிகளை நான் கேட்டுக்கொள்கிறேன்.

கேரள மாநிலத்தை சேர்ந்த நந்தகுமார் (வயது 20) என்ற வாலிபரும், துஷாரா (20) என்ற பெண்ணும் திருமணம் செய்து கொண்டனர். துஷாராவுக்கு திருமண வயதான 18 வயது ஆகிவிட்டது. ஆனால், நந்தகுமாருக்கு திருமண வயதான 21 வயது ஆகவில்லை.

அதனால், இந்த திருமணத்தை எதிர்த்து துஷாராவின் தந்தை கேரள ஐகோர்ட்டில் வழக்கு தொடர்ந்தார். அதில், இந்த திருமணம் செல்லாது என்றும், துஷாரா தனது தந்தையுடன் செல்ல வேண்டும் என்றும் கேரள ஐகோர்ட்டு உத்தரவிட்டது.

இந்த உத்தரவை எதிர்த்து, நந்தகுமார், சுப்ரீம் கோர்ட்டில் மேல்முறையீடு செய்தார். நீதிபதிகள் ஏ.கே.சிக்ரி, அசோக் பூஷண் ஆகியோர் அடங்கிய அமர்வு முன்பு இம்மனு விசாரணைக்கு வந்தது.

வயது வந்த ஆணும், பெண்ணும் திருமணம் செய்து கொள்ளாமலேயே சேர்ந்து வாழ உரிமை உள்ளது. இதை சட்டம் இயற்றும் சபைகளும் அங்கீகரித்துள்ளன. குடும்ப வன்முறையில் இருந்து பெண்களை பாதுகாக்கும் சட்டத்தில் இதுபற்றிய சட்டப்பிரிவு இடம்பெற்றுள்ளது.

இந்த வழக்கை பொறுத்தவரை, நந்தகுமாரும், துஷாராவும் ‘மேஜர்’ வயதை எட்டியவர்கள். அவர்கள் திருமணம் செய்துகொள்வதற்கான தகுதியை எட்டாவிட்டாலும் கூட திருமணம் செய்து கொள்ளாமல் சேர்ந்து வாழ உரிமை உள்ளது.

துஷாரா, தனது தந்தையுடன் செல்ல வேண்டும் என்ற கேரள ஐகோர்ட்டு உத்தரவு ரத்து செய்யப்படுகிறது. தான் யாருடன் சேர்ந்து வாழ்வது என்று முடிவு செய்யும் உரிமை, துஷாராவுக்கு இருக்கிறது.

கேரள மாநிலத்தை சேர்ந்த, மதம் மாறி திருமணம் செய்து கொண்ட ஹாதியா-ஷபின் ஜகான் திருமண வழக்கிலும், அவர்கள் பரஸ்பர சம்மதத்துடன் திருமணம் செய்தவர்கள் என்பதால், அவர்களின் திருமணத்தை உறுதி செய்தோம்.

நான் சென்னைக்கு வந்து ஆறு ஆண்டுகள் ஆகின்றன. சென்ட்ரல் செல்லும்போதெல்லாம், சென்னை மருத்துவக் கல்லூரிக்குச் சென்று வருவது வழக்கம். அங்கிருக்கும் மரங்கள், படிப்படியாக மேஜைகள் அடுக்கப்பட்டிருக்கும் வகுப்பறைகள், வெள்ளை கோட்டும் ஸ்டெதஸ்கோப்புமாக அங்குமிங்கும் நடந்துகொண்டிருக்கும் மருத்துவர்கள், மருத்துவ மாணவர்கள்... இந்தக் காட்சிகளை எல்லாம் பார்க்கப் பார்க்க, இனம் புரியாத சோகம் இதயத்தை மெல்ல அழுத்தும்.

‘இந்த இடத்தில்தானே ஹீராவுக்காக முரளி காத்திருப்பார்’, ‘இந்த வகுப்பறையில்தான் ஹீராவைப் பார்க்க, முரளி சிவப்பு கலர் இங்க் பாட்டிலைக் கீழே போட்டாரோ?’, ‘இதோ இந்த லிஃப்டில்தானே அவர்கள் இருவரும் பயணம் செய்திருப்பார்கள்?’ என்று பல கேள்விகளை எனக்குள்ளேயே கேட்டுக்கொண்டு சில நிமிடங்கள் சிலாகித்திருப்பேன்.

இன்று முரளி நம்மிடையே இல்லை. ஆனால் அவர் நடித்த சிறந்த படங்களுள் ஒன்றான ‘இதயம்’ இன்றும் நம்மிடையே இருக்கிறது. 1991-ம் ஆண்டு செப்டம்பர் 6-ம் தேதி வெளியான அந்தப் படத்துக்கு இந்த ஆண்டு 25 வயது!

தமிழ் சினிமாவில் ஒவ்வொரு பத்தாண்டுக்கும் நான்கைந்து புதிய இயக்குநர்கள் வந்து சுணங்கிக் கிடக்கும் சினிமாவைக் கொஞ்சம் நிமிர வைப்பார்கள். அப்படி 90-களில் வந்த மிக முக்கியமான இயக்குநர் கதிர். ஓவியக் கல்லூரியில் முதுநிலை படித்துவிட்டு, டைட்டில் டிசைனராகப் பணியாற்றிய அவரின் இயக்கத்தில் வெளிவந்தது ‘இதயம்’.

கதை இதுதான். கிராமத்திலிருந்து சென்னைக்கு மருத்துவம் படிக்க வரும் ஒருவன், தன் காதலைச் சொல்ல முடியாமல், இதய நோயாளியாகிறான். அவன் நோயாளியான சமயத்தில்தான் நாயகிக்கு அவன் மேல் காதல் வருகிறது. ஆனால், அவன் குணமாகி வரும்வரை அவள் காத்திருக்க வேண்டும். மிகவும் எளிமையான இந்தக் கதையை, கவித்துவமான திரைக்கதையின் மூலம் நகர்த்திச் சென்றதில் கதிர் கவனம் ஈர்த்தார்.

கல்லூரியின் முதல் நாள், வகுப்பறையில் ஹீராவின் கவனத்தைத் திருப்புவதற்காக இங்க் பாட்டிலைக் கீழே போடுவது, பேருந்தில் பயணம் செய்யும்போது தன் பாக்கெட்டிலிருந்து ஹீராவின் காலடியில் விழும் சில்லறைகளை எடுக்க யோசிப்பது, ஹீராவின் கூந்தலிலிருந்து விழுந்த பூவை ‘டைரி’யில் சேகரித்து வைப்பது எனக் காதலில் கசிந்துருகிய ‘ராஜா’வாகவே முரளி மாறியிருந்திருந்தார். ‘இந்தப் பாதங்கள் மண்மீது நடக்க வேண்டியவை இல்லை... மலர்கள் மீது’ என்று அவர் சொல்லும்போது ரசிகர்களும் கூடவே ‘கோரஸ்’ பாடினார்கள்..!

படத்தின் இன்னொரு மிகப் பெரிய பலம் இளையராஜாவின் இசை. அன்றைக்கொல்லாம் இளைஞர்களிடம் கைபேசி இருந்திருந்தால், படத்தின் ‘டைட்டில்’ இசைதான் பலரின் ‘ரிங் டோன்’ ஆகியிருக்கும் என்பதில் சந்தேகமில்லை.

சின்ன‌ ப்ளாஸ்டிக் பொட்டும், காட்டன் புடவையும், போனிடெய்ல் கூந்தலும், ஒற்றை ரோஜாவுமாக வரும் ஹீரா, ஆர்ப்பாட்டமில்லாத அழகு! தான் ஓவியக் கல்லூரியில் படிக்கும்போது அங்கு படித்த ஒரு பெண்ணை மனதில் வைத்துத்தான் இந்த கேரக்டரை உருவாக்கியதாக கதிர் ஏதோ ஒரு பேட்டியில் சொன்னதாக நினைவு.

இந்தப் படத்தைக் கொஞ்சம் உன்னிப்பாகப் பார்த்தால், முரளிக்கும் ஹீராவுக்கும் இடையில் நடக்கும் உரையாடல்களை ஒரு ஏ4 பக்கத் தாளின் ஒரு பக்கத்தில் எழுதிவிட முடியும். அவ்வளவு குறைவான வசனங்கள். ஆனால் காட்சியமைப்பில் அந்த வசனங்களுக்குக் கனம் ஏற்றியிருந்தார் கதிர்.

ஹீராவிடம் தன் காதலைச் சொல்ல முடியாமல் முரளி தவித்து உருகும்போது நமக்கே கொஞ்சம் இதயம் வலிப்பது போன்ற உணர்வு ஏற்பட்டுவிடும். மார்க்ஸுக்கு ஜென்னி, லெனினுக்கு க்ரூப்ஸ்கயா, பாரதிக்குச் செல்லம்மா போன்று அந்த ராஜாவுக்கும் கீதா கிடைத்திருந்தால் அவனும் ஒரு கீட்ஸ், ஒரு ஷெல்லி ஆகியிருப்பான் இல்லையா?

‘மறுக்கப்படலாம்’என்கிற பயத்தில் ஊசலாடும் காதல்கள்தான் எத்தனை? காதலின் அழகு புரிந்துகொள்ளப்படுவதில் உள்ளது. அந்தப் புரிதலுக்கு மவுனம் சில நேரம் பயன்படும். சில நேரம் உரையாடல் உதவி செய்யும். சொல்லிய பிறகு நிராகரிக்கப்படும் காதல்களின் வலியை விட, சொல்லாத காதல்கள் தரும் சுமை மிகவும் அதிகம். தங்கள் காதலைச் சொல்லாமல் விட்ட அனைத்து ஆண்களுக்குள்ளும் ஒரு ‘ராஜா’இருக்கவே செய்கிறான். நிலைமை கைமீறிய பின் ஒருவர் மீது அன்பு பிறக்கிற பெண்களுக்குள் ஒரு ‘கீதா’வும் இருக்கவே செய்கிறாள். கொஞ்சம் தேடிப் பாருங்கள்... உங்களுக்குள்ளும் ராஜாவோ கீதாவோ இருக்கலாம்!

நீட் தேர்வுக்கு நெடிய பயணம்; உதவிக்கரம் நீட்டும் தன்னார்வலர்கள்

திருநெல்வேலியில் இருந்து நீட் தேர்வு எழுதுவதற்காக சிறப்பு பேருந்து மூலம் எர்ணாகுளம் சென்ற மாணவ, மாணவியரை, மாவட்ட ஆட்சியர் சந்தீப் நந்தூரி வழியனுப்பினார்.

மருத்துவ கல்விக்கான 'நீட்' நுழைவுத் தேர்வு நாடு முழுவதும் இன்று நடைபெறுகிறது. தமிழகத்திலிருந்து இந்த நுழைவுத் தேர்வை ஒரு லட்சத்துக்கும் மேற்பட்ட மாணவ, மாணவியர் எழுதுகின்றனர். இவர்களில் சிலருக்கு தமிழகத்தில் தாங்கள் விண்ணப்பித்த ஊர்களில் தேர்வு மையங்கள் கிடைக்காமல் வெளி மாநிலங்களில் தேர்வு எழுத ஒதுக்கீடு செய்யப்பட்டுள்ளனர்.

கேரளா, ஆந்திரா, ராஜஸ்தான், கர்நாடகாவில் பெங்களூரு என்று பல வெளி மாநிலங்களில் தேர்வு மையங்கள் ஒதுக்கீடு செய்யப்பட்டுள்ளன.


இந்த திடீர் அறிவிப்பால் மாணவர்கள் பலரும் குழப்பத்துக்கு ஆளாகினர். புது இடங்களுக்குச் சென்று தேர்வு எழுதுவதில் உள்ள சிரமம் குறித்து அவர்கள் தங்கள் ஆதங்கத்தை வெளிப்படுத்தினர்.

இவ்வாறு வெளிமாநிலங்களுக்கு செல்லும் மாணவர்களுக்கும் அவர்களது பெற்றோர்களுக்கும் உதவ தமிழக அரசு சில சலுகைகளை அறிவித்தது. அதேசமயம் பெரும் பங்களிப்பாக தன்னார்வலர்கள் பலர் தங்களால் ஆன உதவிகளை மாணவர்களுக்கு செய்துள்ளனர்.

வாகன ஏற்பாடு, வெளி ஊர்களில் தங்குவதற்கு வசதி என தங்களால் முடிந்த உதவிகளை செய்துள்ளனர். இந்த உதவி வெளியூர் செல்லும் தமிழக மாணவர்களுக்கு பெரிய ஆறுதலைத் தந்துள்ளது.

சிறப்பு பேருந்துகளில் மாணவர்கள் கேரளா பயணம்

கேரள மாநிலம் எர்ணாகுளத்தில் உள்ள தேர்வு மையங்களில் நீட் தேர்வு எழுதும் , தூத்துக்குடி, கோவில்பட்டி மாணவ, மாணவியர் தங்கள் பெற்றோருடன் சிறப்பு பேருந்துகளில் நேற்று புறப்பட்டு சென்றனர்.

திருநெல்வேலி, கன்னியாகுமரி, தூத்துக்குடி மாவட்டங்களில் இருந்து 800 முதல் ஆயிரம் மாணவ, மாணவியருக்கு கேரள மாநிலத்தில் எர்ணாகுளம் உள்ளிட்ட பல்வேறு இடங்களில் தேர்வு மையங்கள் ஒதுக்கப்பட்டுள்ளன.

சிறப்பு பேருந்துகள் இயக்கம்

திருநெல்வேலி மாவட்ட நிர்வாகம் சார்பில் எர்ணாகுளம் செல்வதற்கு சிறப்பு பேருந்து வசதிகள் செய்யப்பட்டிருந்தன. திருநெல்வேலி புதிய பேருந்து நிலையத்திலிருந்து நேற்று காலை 7.30, 8.30, 9 மணிக்கும், இரவு 8.05, 8.30, 8.45, 9, 10.05 மணிக்கும் சிறப்பு பேருந்துகள் அரசு விரைவு போக்குவரத்து கழகத்தால் இயக்கப்பட்டன. மேலும், திருநெல்வேலி மாவட்டத்தில் இருந்து ஆலப்புழா செல்லும் பேருந்துகளும் எர்ணாகுளம் வரை செல்ல ஏற்பாடு செய்யப்பட்டிருந்தது.

திருநெல்வேலியில் இருந்து சிறப்பு பேருந்துகளில் நீட் தேர்வுக்கு சென்ற மாணவ, மாணவியருக்கு மாவட்ட ஆட்சியர் சந்தீப் நந்தூரி வாழ்த்து தெரிவித்து வழியனுப்பி வைத்தார். ராதாபுரம் சட்டப்பேரவை உறுப்பினர் ஐ.எஸ்.இன்பதுரை, மாவட்ட முதன்மை கல்வி அலுவலர் பாலா, அரசு போக்குவரத்து கழக நிர் வாக இயக்குநர் மோனி உள்ளிட்டோர் உடனிருந்தனர்.

மனஉளைச்சல் ஏற்பட்டுள்ளது

சிறப்பு பேருந்தில் பயணம் செய்த மாணவி நர்மதா கூறும்போது, “தமிழ்நாட்டுக்கு உள்ளேயே தேர்வு மையத்தை ஒதுக்கியிருந்தால் இவ்வளவு சிரமப்பட வேண்டியிருக்காது. அரசு உதவித் தொகை கொடுத்தாலும், தேர்வு மையங்களை இங்கேயே ஒதுக்க நடவடிக்கை எடுத்திருக்க வேண்டும். எங்களுக்கு மட்டுமல்ல, எங்களது பெற்றோருக்கும் பெரும் அலைச்சல். வெளிமாநிலத்துக்கு செல்வதால் மனஉளைச்சல் ஏற்பட்டிருக்கிறது. மொழிப்பிரச்சினையும் இருக்கிறது” என்று தெரிவித்தார்.

சொந்த செலவில் சென்றனர்

திருநெல்வேலியில் இருந்து நேற்று காலை எர்ணாகுளத்துக்கு புறப்பட்டு சென்ற பேருந்துகளில் திருநெல்வேலி, தூத்துக்குடி, கோவில்பட்டி பகுதிகளைச் சேர்ந்த 110 மாணவ, மாணவியரும், அவர்களது பெற்றோரும் புறப்பட்டுச் சென்றனர்.

இதுபோல் இரவில் சென்ற பேருந்துகள், திருநெல்வேலியில் இருந்து சென்ற குருவாயூர் எக்ஸ்பிரஸ் ரயில், நாகர்கோவிலில் இருந்து சென்ற எர்ணாகுளம் எக்ஸ்பிரஸ் ரயில் ஆகியவற்றிலும் மாணவ, மாணவிகள் சென்றனர். பலர் நேற்று முன்தினமே ரயில்களிலும், பேருந்துகளிலும் தங்கள் சொந்த செலவில் எர்ணாகுளத்துக்கு புறப்பட்டுச் சென்றனர். இதுபோல் திருநெல்வேலி மாவட்டத்தில் இருந்து ராஜஸ்தான் மாநிலத்தில் தேர்வு மையம் ஒதுக்கீடு செய்யப்பட்டிருந்தவர்களில் ஒருசிலர் கடந்த சில நாட்களுக்கு முன்னரே ஜெய்பூருக்கு விமானத்தில் சென்றதாகத் தெரிகிறது.

எர்ணாகுளத்தில் உதவி மையம்

கன்னியாகுமரி மாவட்டத்திலிருந்து கேரளத்தில் திருவனந்தபுரம், எர்ணாகுளம் போன்ற பல்வேறு இடங்களில் அமைக்கப்பட்டுள்ள தேர்வு மையங்களுக்கு 66 மாணவ, மாணவியர் பேருந்துகள், ரயில்களில் அவர்களாகவே நேற்று அதிகாலையிலேயே புறப்பட்டுச் சென்ற னர். எர்ணாகுளத்தில் அங்குள்ள மாவட்ட நிர்வாகம் சார்பில் ரயில் மற்றும் பேருந்து நிலையங்களில் உதவி மையங்கள் அமைக்கப்பட்டுள்ளன. தேர்வு மையம் மற்றும் தங்குமிடம், போக்குவரத்து வசதிகள் குறித்து உதவி வேண்டுவோருக்கு இந்த மையங்களில் உள்ளவர்கள் உதவிகள் செய்தனர்.

‘அனிதாவின் கனவை நனவாக்குவோம்’

புதுக்கோட்டை, ஆலங்குடி, கல்லாலங்குடி, அறந்தாங்கி உள்ளிட்ட பகுதிகளைச் சேர்ந்த 21 மாணவர்கள் உட்பட 25 பேர் புதுக்கோட்டை பொது அலுவலக வளாகத்தில் இருந்து சமூக ஆர்வலர்கள் ஏற்பாடு செய்த வேனில் எர்ணாகுளம் தேர்வு மையத்துக்கு அழைத்துச் செல்லப்பட்டனர். இவர்கள் 'அனிதாவின் கனவை நனவாக்குவோகும்' என்ற பேனரை ஏந்தியவாறு புறப்பட்டனர்.

இது குறித்து ராயவரத்தைச் சேர்ந்த கணேசன் கூறியபோது, 'ராயவரத்தில் படித்த எனது மகள் அபிநயாவுக்கு தமிழகத்தில் உள்ள திருச்சி, மதுரை, கோயம்புத்தூர் ஆகிய தேர்வு மையங்களில் ஏதாவது ஒன்றை ஒதுக்கித் தருமாறு கேட்டிருந்தோம். ஆனால், கேரளா மாநிலம் எர்ணாகுளத்தில் தேர்வு மையம் ஒதுக்கப்பட்டது. தமிழகத்துக்கு மாற்றித் தருமாறு ஆட்சியர் சு.கணேஷிடம் கோரிக்கை மனு அளித்தேன். அவர் மனுவை நிராகரித்துவிட்டார்' என்றார்.

வறுமை காரணமாக நீட் தேர்வு எழுத எர்ணாகுளத்துக்கு செல்ல வழியின்றி தவித்த 2 மாணவிகள் உட்பட 3 பேர், ஸ்ரீரங்கம் பூ வியாபாரி மற்றும் சமூக ஆர்வலர் அளித்த உதவியால் நேற்று காலை எர்ணாகுளத்துக்கு புறப்பட்டுச் சென்றனர்.

திருச்சியில் தொண்டு நிறுவனம் மூலம் பல்வேறு சமூக பணிகளில் ஈடுபட்டு வருபவர் மோகன். அதேபோல், ஸ்ரீரங்கத்தில் பூ மற்றும் நெய் வியாபாரம் செய்து வருபவர் கனகராஜ் (56).

இந்நிலையில், மேல சிந்தாமணி பகுதியைச் சேர்ந்த சண்முகம் மகன் சக்தி முருகன், நேற்று காலை மோகனைத் தொடர்பு கொண்டு எர்ணாகுளம் செல்ல உதவி கோரினார். இதையடுத்து, மோகன் அங்கு சென்று சக்தி முருகனுக்கு ரூ.2,500 கொடுத்து உதவினார். அந்த நேரத்தில் பெல் பகுதியைச் சேர்ந்த பிலவேந்திரன் மகள் ஜெஸ்லின், மோகனைத் தொடர்பு கொண்டார். அதற்கு, மேல சிந்தாமணி பகுதிக்கு வருமாறு மோகன் கூற, ஜெஸ்லினோ, தனது தோழியும், புதுக்கோட்டையைச் சேர்ந்த முருகேசனின் மகளுமான மித்ரஜோதியையும் உடன் அழைத்துக் கொண்டு அங்கு வந்து சேர்ந்தார்.

அருவி என்றால், என் போன்ற ‘இளசுகளுக்கு’ இப்போதெல்லாம் ‘அருவி’ ஹீரோயின் அதிதிதான் ஞாபகத்துக்கு வருகிறார். டூர் பார்ட்டிகளுக்கு என்றால் சாய்ஸே இல்லை; குற்றாலம்தான். ‘பப்பரபப்பப்பப்பேங்..’ என்று ‘அருவி’ பட தீம் மியூசிக் பேக்ரவுண்டோடு குற்றாலத்துக்குப் போனால், வெயிலுக்கு எல்லோரும் எண்ணெய்க் குளியல் போட்டு அருவியை அதகளம் பண்ணிக்கொண்டிருந்தார்கள். ‘கூட்டம் என்றால் அலர்ஜி’ என்று நினைப்பவர்களுக்கு, குற்றாலத்தை விட்டால் இன்னொரு ஆப்ஷன் இருக்கிறது. அது, குண்டாறு.

குண்டாறு அணையின் ஆழம் 36.6 அடி என்றார்கள். நெல்லை மாவட்டத்திலேயே குறைந்த அளவு அடி கொண்ட, ஒல்லியான அணை இதுதானாம். மதிய வெயிலுடன் இதமான தென்றல் காற்று போட்டி போட்டுக்கொண்டிருந்தது. வெயில் அவ்வளவாகத் தெரியவில்லை. குண்டாற்றில் இப்போதுதான் படகுச் சவாரி ஆரம்பித்திருக்கிறார்கள். ஆனால், டாஸ்மாக்கைப்போல இதை தமிழக அரசு நடத்தவில்லை. ‘‘தனியார் போட்டிங் சார்.. எத்தனை பேரா இருந்தாலும் 300 ரூபாய்தான்’’ என்றார் படகோட்டி ஒருவர். கூட்டமும் அவ்வளவாக இல்லை. ‘300 ரூபாய் போனாப் போகுது’ என்று படகு சவாரி செய்தால், அற்புதமான அனுபவம் கிடைக்கும்.



‘‘அருவின்னாங்களே... காணுமே’’ என்று தேடினால், ஜீப் டிரைவர் ஒருவர் அப்ரோச் செய்தார். ‘‘குண்டாறு அருவிக்கு மேல போகணும் சார்... ஒரு ட்ரிப்புக்கு 2,000 ரூபாய் சார்... இருந்து கூட்டிட்டு வந்துடுவோம்’’ என்றார். இங்கேயும் எத்தனை பேர் என்றாலும் அதே கட்டணம்தான். அதனால், குண்டாறுக்கு நண்பர்கள் குழுவுடன் 8 பேர் பேக்கேஜா வந்தால், நமக்குத்தான் செமத்தியான லாபம். இப்போது சீஸன் டைம் என்பதால், பேரம் பேச யாருமே முன் வரவில்லை. குண்டாற்றின் ஸ்பெஷல் என்னவென்றால், நீங்கள் எப்போது வேண்டுமானாலும் ஜீப் சவாரிசெய்து அருவியை அடையலாம். ‘‘நைட் 2 மணிக்கு கூப்பிட்டாக்கூட நாங்க ரெடியா இருப்போம்’’ என்றார் ஜீப் டிரைவர். நாலரை கி.மீ கடுமையான காட்டுப் பாதை வழியாகத்தான் ஜீப் போனது. திடும்மென பாறைகள்... சலசலக்கும் ஓடைகள்... காலைப் புதைக்கும் மணல்திட்டுகள் வழியாக ஜீப் சவாரி செம த்ரில்லிங். ஜீப்பைத் தவிர இங்கே வேறு வாகனங்களை நினைத்தே பார்க்க முடியாது. 1.3 கி.மீ தாண்டி வருவது நெய்யருவி. ‘‘ஜீப் கட்டணம் அதிகமா இருக்கே’’ என்று ஃபீல் செய்பவர்கள், 1. கி.மீ தூரம் நடந்து வந்து நெய்யருவிக்கு வரலாம். நெய்யருவிக்கு இன்னொரு பெயர் ‘பப்ளிக் ஃபால்ஸ்’. அதாவது, பொதுமக்கள் யார் வேண்டுமானாலும் நெய்யருவிக்கு நடந்து வந்து குளிக்கலாம். தனிக்குடித்தனம் புகுந்த கப்புள்ஸ் மாதிரி, கூட்டம் ரொம்ப சிக்கென இருந்தது. ஆள் அரவம் அவ்வளவாக இல்லை. அருவித் தண்ணீர் செம ஜில்..! நெய்யருவியில், ஒகேனக்கல் மாதிரி ஆயில் மசாஜெல்லாம் செய்து விடுகிறார்கள். ‘‘இப்போதாண்ணே எங்களுக்கு டைம்... அதான் 150 ரூபாய்’’ என்று கொழுக் மொழுக்கென ஆயில் மசாஜ் நடந்துகொண்டிருந்தது. நெய்யருவிக்குப் பக்கத்தில் ஒரு மளிகைக் கடை உண்டு. சாப்பாடுகூட இங்கேயே சிம்பிளா சாப்பிட்டுக்கொள்ளலாம். செம ஜில்லென்ற குளியல், வெயிலுக்கு ஆனந்தமாக இருந்தது.



நெய்யருவியைத் தாண்டி ஜீப் பயணத்துக்கு மட்டும்தான் அனுமதி. பொதுமக்களுக்கு அனுமதி இல்லை. அடுத்து வருவது எல்லாமே தனியார் அருவிகளாம். 1 கி.மீ தூரத்தில், தன்னந்தனியாக ஓர் அருவி விழுந்துகொண்டிருந்தது. ‘அருண்பாண்டியன் அருவி’ என்கிறார்கள் இதை. இங்கே தங்கும் வசதியும் உண்டு. ஒரு நாள் வாடகை, ரூ.2,000. சமைத்துச் சாப்பிடவும் ஆப்ஷன் உண்டாம். மேலே போகப்போக, போன் நெட்வொர்க்கெல்லாம் காலியானது. ஆனால், மனசு நிறைவாக இருந்தது. ‘‘BSNL மட்டும் கிடைக்கும் சார்’’ என்றார் ஜீப் டிரைவர் விஷ்ணு. மனித நடமாட்டமே இல்லை. ஜீப் பயணம் மேலும் த்ரில்லிங்கைக் கூட்டியது.



மாலை 6.30 மணிக்கு மேல் விலங்குகளைப் பார்க்கலாம் என்றார் டிரைவர். ‘‘யானை, சிறுத்தை, காட்டெருமை எல்லாமே இருக்கு. கரடியும் இருக்குங்கிறாங்க... ஆனா, நான் இதுவரை பார்த்ததே இல்லை’’ என்றார். நடுநடுவே குட்டிக் குட்டியாய் அருவிகள். எங்கு வேண்டுமானாலும் ஜீப்பை நிறுத்தி குளிக்கலாம். மேலே போகப் போக, குண்டாறு அருவி வந்தது. பெரிதாகக் கூட்டம் இல்லை. ஒரே ஒரு குடும்பம் மட்டும் என்ஜாய் பண்ணிக்கொண்டிருந்தது. அருவி அமைந்திருந்த இடமே அதகளமாய் இருந்தது.



‘இசை’ பட ஹீரோயின் மாதிரி தன்னந்தனியாய் அருவியில் ஃப்ரீடம் பாத் எடுத்துவிட்டு, கொண்டுவந்த கட்டுச்சோற்றைப் பிரித்துச் சாப்பிட்டால்... வெயிலை நினைத்து சிரிப்புத்தான் வந்தது. குற்றாலத்துக்குக் கிளம்புபவர்கள், அப்படியே குண்டாறு பக்கமும் வண்டியைத் திருப்பினால், ஓர் அற்புதமான அனுபவம் கிடைக்க வாய்ப்புண்டு.

லண்டன் ஹித்ரு விமான நிலையத்துக்கு மலேசியாவில் இருந்து ஓர் சரக்கு விமானம் சென்றது. அந்த விமானம் லண்டன் ஹித்ரு விமான நிலையத்தில் தரை இறங்கியதும், அங்கு வழக்கம்போல சுங்கத்துறை அதிகாரிகள் அந்த விமானத்தில் இருந்த சரக்கு பெட்டிகளை ஆய்வு செய்து விமானநிலையத்தில் உள்ள குடோனுக்கு அனுப்பிக் கொண்டு இருந்தனர். இந்நிலையில், அங்கிருந்த மரத்தாலான ஐந்து பெட்டிகளுக்குள் இருந்து வித்தியாசமான சத்தம் வந்தது. அதனால், சந்தேகம் அடைந்த அதிகாரிகள், அந்தப் பெட்டியை உடைத்து ஆய்வு செய்ய மேலதிகாரிகளிடம் உத்தரவு பெற்றனர். அதன்பின்னர், அந்தப் பெட்டிகள் உடைக்கப்பட்டது. அப்போது அவர்கள் அதிர்ச்சி அடைந்தனர். ஒவ்வொரு பெட்டிக்குள்ளும் தலா 10 வீதம் 49 முதலைக்குட்டிகள் உயிருடன் இருந்தன. ஒரு முதலைக்குட்டி இறந்த நிலையில் கிடந்தது.



இதுகுறித்து விமான நிலையத்தின் அதிகாரிகள் கூறுகையில், ''இந்த முதலைகளுக்கு ஒரு வயது இருக்கும். இது கடல் நீர் முதலைகள். சிறிய பெட்டி என்பதாலும் நீண்ட தூர பயணத்தினாலும் பசி எடுத்து அவை அங்கும் இங்கும் செல்ல முயன்றிருக்கும்; குரல் எழுப்பி இருக்கும். அவைகளுக்குள் சண்டை போட்டதாலும் அதன் கோபக் குரல் அதிகமாகி வெளியே கேட்டிருக்கலாம். முதலைக் குட்டிகள் உயிரோடு விமானத்தில் கடத்தி வரப்பட்டது ஹித்ரு விமான நிலைய அதிகாரிகளை அதிர்ச்சியில் ஆழ்த்தி உள்ளது. இது மிகவும் கவலை அளிக்கிறது'' என்றார்கள்.

ஏ-பிரிவு மாணவர்கள் காலை 7.30 மணி முதல் தேர்வு அறைக்கு அனுமதிக்கப்பட்டுவருகின்றனர். காதணிகள், கொலுசுகள் அணிந்திருந்த மாணவிகள், அவற்றை கழற்றிய பின்னரே தேர்வு அறைக்குள் அனுமதிக்கப்பட்டனர். மாணவர்களுக்கான சோதனைகள் கடுமையாக நடைபெற்றுவருகிறது.

Chennai: Senior minister D. Jayakumar on Saturday blamed the CBSE for the Neet fiasco that forced almost 5000 candidates of Tamil Nadu to take the exams in other states, some of them as far away as Rajasthan.

“It’s all the fault and shortcoming of the CBSE. They did not inform Tamil Nadu Government of their requirement of exam centres in proper time for us to make the arrangements”, the minister told reporters even as the Opposition parties, educationists and the student community slammed his government for the misery caused to the candidates made to take their test on Sunday outside TN.

CBSE officials however maintained that the state government did not fulfil its obligation towards the students by taking measures to have its education department coordinate with the Central Board to ensure all the Tamil Nadu candidates found centres within the state.

One CBSE official, however, said it is not uncommon for candidates from one state to take the exam in another state since not all states have enough centres to accommodate all their candidates.

“Both the CBSE and the state government are villains in this tragedy”, said a senior official of a CBSE school, wishing anonymity.

The Madras high court has observed that the dismissal of an accident claim plea by a tribunal in Namakkal citing lack of territorial jurisdiction to award compensation, was more shocking than the mishap itself and ordered Rs 10.25 lakh be paid to the family of the victim, a retired teacher.

Justice S. Vimala made the observation while allowing an appeal by the family of the victim against the dismissal of the petition by the principal district judge in Namakkal. “It is clear that the claims tribunal at Namakkal ought not to have dismissed the claim petition even though a specific defence has been taken by the insurance company with regard to the lack of territorial jurisdiction,” the high court judge said.

HYDERABAD: In a novel method to block medical seats, students are being offered Rs 8 to Rs 10 lakh by agents or middlemen to opt for seats and give them up later. The current medical PG seat aspirants have many such stories to tell.

They told how they and their friends were offered ‘incentives’ for blocking and giving up seats in private medical colleges. But some students rejected the offers and noted down phone numbers and names of the consultancies.

“We did receive calls from people who offered us Rs 8 lakh or more for blocking seats. And usually, it is people below 6000-9000 ranks who are approached with these ‘incentives’. The aspirants are asked to block a seat in first round of counselling and opt out,” said a PG aspirant who requested anonymity.

When some such aspirants asked what they are supposed to do if they opt out of seats, agents asked them not to worry as the rank holders would get a seat based on merit in the second round of counselling.

The agents are on constant look-out for people who have decided to take NEET exam again to get a seat in their chosen specialisation. Such youngsters too are asked to block seats and opt out. “The consultancy employees ask us if we have already opted for a seat. If the answer is no, the second question is if we are interested to opt for a seat in any category.

The candidates who have no plans to join any college this year are ideal for the agents,” said another PG aspirant. The youngsters said that they get to know about people who have rejected such offers but they might never get to know about the people who have accepted the proposals. “Whoever opts for these proposals are effectively killing the dreams of many youngsters who are yearning for a seat,” the aspirant said.

Medical seat aspirants make list of suspected ‘blockers’

Hyderabad: Medical seat aspirants who anticipated that some students will block seats, have been keeping a close watch on all aspirants and red flagged if there is any unusual preference of seat such as a student from Rajasthan whose rank can get a good seat in the State, but opted for management quota seat in Telangana.

In fact, they have made list of some aspirants from Jharkhand, Bihar, Rajasthan, Bihar, West Bengal, their names, ranks they hold, the seats and medical colleges they have opted for. Aspirants from AP and TS have formed groups in social media platforms where they share if they are offered money for blocking seats. “We observe if they will hold on to the seats or will not opt out.

There might be genuine cases where students from other States want to study here because their family has shifted to TS, or they might be some other reason. We know we cannot do anything about the cases. But there will be some obvious unusual choice like a student who will get seat of his choice in home State opts for management quota seat here,” a PG aspirant said.

Agents offering 'incentives' to PG medical seat aspirants for blocking seats

HYDERABAD: Ahead of the second round of counseling for Post Graduate NEET seats is scheduled, aspirants fear that their chances of getting any good seats will be marred by the clandestine attempts to manipulate PG medical seat allotments.

The practice, in common parlance termed as seat-blocking, prevents deserving candidates from gaining admission to good colleges. The seat-blockers opt for seats during the centralised counselling process but relinquish the seat at the last moment.

With the first round of counselling for management quota seats over on May 2, and the second round happening on May 8, aspirants suspect, candidates with high ranks from other states in collusion with agents, block seats under management quota in private medical colleges and post the second round leave them. Often, the seat blocking is a part of undercover financial deals.

As per the rulebook, since there are only two rounds of counselling in the management quota, the seats that are not taken the post the second round of counselling get converted into NRI quota. These seats can be sold to any candidate at a price decided by the private college managements which often runs into crores.

Junior doctors also alleged the role of the private institution in such scams, which eventually stand to make big bucks from the conversion of seats. "In the absence of a mop-up round, all seats that not taken are converted into NRI quota and deserving candidates lose out on seats that they otherwise would have got. On each NRI seat private colleges make three times the money on each seat they otherwise make under management quota," explained Dr K Srinivas, member, Telangana Junior Doctors Joint Action Committee.

A candidate, who wished to remain anonymous said, "Such cartels between agents, students and private colleges not only take a toll on the genuine claims for seats of their choice, in worst cases, force some aspirants have to wait for another year to score a seat."

Another aspirant said that while some seats genuinely are left vacant, the agents and colleges plan it in a way that it is not very visible. "Why would an 8,000 or 9,000 ranker want to take a seat in lower grade college and in not so popular stream when they can get better? Students can often make out which seat are not going taken by genuine candidates but we don't have proof," said the aspirant.

As per rules, a total of 50 per-cent of seats are earmarked for all India quota and the remaining for the State quota.

Mahesh Kumar, president, Healthcare Reforms Doctors Associations (HRDA) told Express that a PG aspirant from Delhi who has secured 9,098 rank has been found to be blocking seats in both AP and Telangana. While he submitted his certificates for verification to Dr. NTR University of Health Sciences by 30 April, he also participated in first round counselling by KNRUHS.

"When his name did not feature in the list of candidates who did not report to NTRUHS, it was confirmed. The same person can not submit original certificates at both places. Either college authorities colluded with him or he fooled the universities with fake certificates. In either case, a formal complaint will be sent to KNRUHS and MCI," said Dr Kumar.

If found guilty, as per the MCI rules, the candidates would be barred from counselling for three years and may also be booked for criminal cases amounting to cheating.

NEW DELHI: The Union government, on Saturday, issued a clarification over controversy of NEET aspirants from Tamil Nadu being allocated examination centres outside the state, saying that some students had to face inconvenience due to “remarkable rise” in number of candidates this year.

“Tamil Nadu has registered a 31 per cent increase in candidates for NEET 2018 over that of 2017. The CBSE, which conducts the test, has therefore increased exam centres from 149 in 2017, to 170 this year in light of this surge,” said a Union Human Resources Development ministry statement.

It added that 1,07,288 candidates of the state were allocated to 170 centers within Tamil Nadu which meant that an additional 25206 candidates were accommodated in the state itself, as compared to 2017.

“Despite best efforts to accommodate the increased numbers of NEET aspirants this year, exam centres fell short for few candidates not only in Tamil Nadu, but in other states too,” the statement said.

“Therefore, 3,685 Tamil Nadu aspirants from Madurai, Tiruchirapalli, Tirunelvelli were allocated centres in nearest centers of Ernakulum, which are closer than centers in Chennai. Similarly several aspirants from other states also allocated nearest centers in neighbouring states, as was done in previous years”.

No NEET 2018 aspirants from Tamil Nadu are allocated centers in Rajasthan, Karnataka, Sikkim etc, unless themselves asked for these centres, the ministry said.

All 24, 720 NEET 2018 aspirants from the state who have opted for Tamil as medium have been allocated centers within the state, it further added.

CHENNAI: Faijul Hidhayath, a medical aspirant writing NEET at Ernakulam, left her village near Tirunelveli on Saturday morning. After a seven hour car journey, she was on her last leg of revisions in a hotel room.The State government on Saturday announced that free transport, via bus or train, will be sponsored by the government for the candidate and his or her accompanying parent. “We didn’t take the bus that government organised. Neither did we get the subsidy. We only had time to pack up and leave. Revising and staying concentrated was more important on the last day before exams,” she said.

Over 13 lakh students are writing NEET on Sunday morning and only a handful will qualify to make it to the available seats. At least 1.1 lakh students from Tamil Nadu are writing the exam this year. As a result of the Supreme Court’s last minute stay on Madras High Court’s directive to set-up extra NEET exam centres, over 1,500 students from the State are travelling outside.

However, students writing their papers in other states will not get a Tamil question paper. Priyanka Mani*, a government school student from a village near Thoothukudi, told Express that she and her friends are not comfortable with English when compared with CBSE and private school kids. “I’m sure this will make the exam a lot tougher for me. I should be able to manage. I don’t have a choice,” she said.

A CBSE official clarified that the students will have to make-do with English. NEET examination papers will be available in English and regional languages, but regional papers will be available only in the respective States.While Makkal Needhi Maiam chief Kamal Haasan and DMK working president MK Stalin demanded government intervention and action, many in the State criticised the State government.
“Tamil Nadu is one of the biggest States with maximum medical colleges and why should our students go to other States to write their exams?” criticised PMK leader and MP Anbumani Ramadoss.

“No senior lawyer was sent by the Tamil Nadu government when NEET centre issue was argued in the apex court yesterday,” tweeted DMK MP Kanimozhi. Meanwhile, Kerala Chief Minister Pinarayi Vijayan on Friday, ordered all police and district heads to make arrangements for students coming from faraway places to Kerala for NEET exams.

TNSTC told to pay terminal benefits

The Madurai Bench of Madras High Court, hearing the plea of retired Tamil Nadu State Transport Corporation employees, has directed the TNSTC (Kumbakonam region) authorities to pay their retirement benefits.

Justice R. Suresh Kumar directed the TNSTC not to withhold salary or retirement benefits of its employees. If withheld, those benefits should be paid at 6% interest from the date of due till the date of payment. The payments shall be made in 12 equal monthly instalments, the court said.

A batch of petitions were filed by retired employees seeking retirement benefits.

They claimed that TNSTC was withholding their terminal leave salary which was arbitrary in nature.

The Madras High Court had earlier directed the TNSTC to settle retirement benefit dues to its employees.

Accompanied by L. Nirmal Raj, Collector, Mr. Kamaraj inspected the work on the preparation of the majestic, ‘Azhi Ther, ’ which stands 96 feet in height and weighs 350 tonnes.

In all, five cars including the Azhi Ther and those of Vinayagar, Subramaniar, Ambal and Chandikeswarar, would be pulled on the day.

Student held for land grab attempt

A college student was taken into custody by the police for attempting to usurp a piece of land belonging to a retired government official.

A retired RBI employee, Balasubbu, 66, who went to inspect his land in Santoshapuram near Vengaivasal, was shocked to see workers trying to build a compound wall around his plot. When he questioned the supervisory staff, one Senthilkumar replied that he was doing the job for one Mohanraj. Mr. Balasubbu grew suspicious and urged Senthilkumar to summon Mohanraj to immediately. With no response from the claimant owners, Mr. Balasubbu approached the Selaiyur police, which apprehended Senthilkumar.

According to the police, Senthilkumar claimed to be studying law in Andhra Pradesh and four more persons were involved in the land grab bid. The police have launched a hunt for them.

After sitting till midnight recently to hear matters, Justice Shahrukh Kathawalla of the Bombay high court topped his own record on the HC’s last working day before summer vacation by rising only at 3.30am. The rush of mattersfor interim relief isusually high before the break, and his board had 134. He capped it at 122for theday anddidn’t risetill hehadheardthem all.

When JusticeKathawalla finally called it a day, it was the wee hours, when the only other place buzzing with similar energy in Mumbai is T2 of the international airport. He sat for

over 10 hours beyond the regular court closing time of 5pm, making it three court days in oneto prevent a backlog pile-up. The judicial hours in HC are from 11am to 5pm, with a onehour lunch break at 2pm. TOI hadon April27 reportedhowhe had been sitting till midnight for somedaystoclear backlog.

Not all lawyers support such late working hours, however. The court administration had then issued a notice that matters after 5pm would heardby consentin hiscourt.

Some said that the nearly 25 judges’ vacancies needed to be filled to aid in tackling backlog. Former Maharashtra advocate General S G Aney told TOI, “This incident will go down as part of fascinating HC lore. There is no doubt about his remarkable dedication and ability.Theunderlying tragedy,however, is of the persistent refusal of the legal fraternity to work all year round. We still like to follow dated traditions of shutting courtsfor three vacations.”

Former HC judge Justice V M Kanade said “with rise in pendency, there is a need for more speedy disposal, but the disposal has to be done within court hours. Though admirable,sitting lateis not a sustainablesolution in thelong termfor an institution.”

Illegal to withhold medico’s result citing case: Court

The Madurai bench of the Madras high court has directed Sri Balaji Medical College and Hospital to publish the result of a final year student, which was withheld after police registered a case against him.

Justice M S Ramesh gave this direction to the college on a petition filed by Monish Rajer. The petitioner wanted a direction to the college to publish his exam results for MBBS final year Part-II degree examination, February 2018 and consequently direct the college to permit him to continue his further course of studies, namely compulsory rotary residential internship (CRRI).

The petitioner was allegedly involved in a road accident, thereby a criminal case was registered against him by a traffic intelligence wing, Tirunelveli city. Seeking to quash the case, the student filed a case before the high court bench which granted a stay over the investigation. The case is pending now. In view of the case, the college first refused to issue him hall ticket. When he came to the court, it ordered the college to issue hall ticket. Later, it withheld the results.

After hearing it, the judge said, “It is rather unfortunate that the college had for the second time quoted the pendency of the criminal proceedings as a bar to withhold the hall ticket and the results. In the absence of any legal provision, withholding of results is not only improper but also illegal.” The judge also said no stretch of imagination would empower the college to quote the proceedings and create inconvenience to by withholding his results or any other academic benefits.

Zoo to be open through May, stress on animals may increase, say veterinarians

The animals at the Vandalur zoo will have no respite this month as the authorities have decided the facility will in May remain open on all the four Tuesdays that were until now holidays.

The decision has not gone down wellwithwildlife veterinarians with one of them saying the very idea of closing the zoo for a day was aimed at giving them rest and to relieve them from the stress they weresubjectedto. Nowthat there will be no holidays, the stress could lead to health problems and even affect their reproductive behaviour, he said.

Others said that that cleaning of enclosures, moats and surrounding areas and clearing of the tonnes of garbage left over by visitors, taken up on closed on holidays in a practice followed internationally, will no longer pe possible A wildlife official said that the reptiles, especially snakes, would be the worst affected as they move according to vibrations on land. The huge crowds that are now set to throng their enclosures, some of them resorting to uncalled for gestures like tappin gon the windows, will subject them to severe stress that could have a negative impact, he said.

Such warnings do not, however, seem to have been heeded by the zoo who appear only thrilled that in April the revenue was ₹1 crore and is expected to go up further. On an average, about 8,000 visitors including children make a beeline to the zoo on weekdays and this number is doubled on weekends, said officials.

They said that as part of the effort to bring down incidence of vandalism by visitors they had formed a cycle squad this year.

Each four-mebr team will move around the vast facility, educating those trying to create problem or throwing waste into the enclosures. The squad members will also carry first aid kit that could come in handy in an emergency, an official said.

Port engineer in hot water over MBA degree

A Chennai port official has found himself in troubled waters days before his retirement. A departmental inquiry has found that the official, now a deputy chief mechanical engineer, had pursued a full-time MBA course at the University of Madras, 30 years ago, when he was an employee of the Chennai Port Trust, drawing full salary and all other monetary benefits. He was also promoted during this period, according to sources.

When a departmental inquiry was initiated , Dy CME KDorairaj had contended that the allegations against him were false. However, signature samples analysed by the Central Forensic Science Laboratory, Hyderabad, confirmed that the present signature of Dorairaj has tallied with the signature found in the records of the University of Madras, a disciplinary order by the Chennai Port Trust chairman dated January 31 stated.

Dorairaj is due for retirement on May 31. The University of Madras is located about 2km from the port trust office.

The chairman’s order also noted that the university’s controller of examinations, in three letters, had stated that Dorairaj had taken the MBA classes during 1985-1987. “He had appeared for final examination in April 1987. However, he got the MBA degree only in April 1989 as he had some arrears,” the order noted.

But, despite the allegations against him proved, the said official was handed only a minor punishment, according to port & dock labour union members.

“Just ₹1,500 was reduced from his basic pay from January 1 to the date of his retirement,” R Santhanam, general secretary of the BMS port and dock labour union, said.

The union on Thursday filed a police complaint seeking criminal action against Dorairaj and has also written to the shipping ministry and central vigilance commission seeking suspension of the official for cheating the organisation.
