Thamirabarani Maha Pushkaram to begin today after 144 years; 149 ghats kept ready

The much talked about Thamirabarani Maha Pushkaram is taking place after 144 years along the river course in Tirunelveli and Tuticorin districts from October 11 to 23. While the district administrations claimed that arrangements have been made for the safe conduct of the festival at nearly 30 places, organisers claimed facilities for devotees to take holy dip at 149 bathing ghats (padithurais).

Governor Banwarilal Purohit will inaugurate the events at Papanasam in Tirunelveli district on Thursday. Reaching Tenkasi, he will head to Courtallam and participate in the inaugural at Papanasam around 10.30am. After releasing the souvenir, he will address the gathering and inaugurate the priest’s conference, before taking part in the various Pushkaram-related events in Tirunelveli city, Jadayu Theertham near Thalaiyuthu and at Tirupadaimaruthur.

Lakhs of devotees including priests from across the state and many parts of the country would take part in the event that was last organised in the river in 1864. “The Pushkaram is organised once in every 12 years for the 12 zodiac signs. Each of the 12 signs has a holy river, where the Pushkaram is organised,” said Akila Bharatha Thuravigal Sang secretary Swami Ramanandha.

On the eve of the inaugural of the grand festivities, he said Thamirabarani was the holy river for the Viruchigam Rasi (Scorpio) and the event has been observed for generations. “Pushkaram is celebrated when Guru Peyarchi (transit of Jupiter from one zodiac sign to the other) takes place,” he said.

Student to get compensation to treat mom

The Madurai bench of Madras high court has directed the Kanyakumari district collector to pay a monthly compensation of ₹5,000 to teenaged girl, who had written a letter to the court seeking compensation to treat her mother, who is in coma, or allow her to get euthanized.

A division bench of justice M M Sundresh and justice N Satish Kumar issued the directions to the Kanyakumari district administration after the report submitted by the medical team mentioned that there is less chance of recovery of the woman. The court had earlier initiated suo motu proceedings based on a petition from the 18-year-old, R S Aadharsha. According to the petition, her mother went into coma due to medical negligence by doctors at the district co-operative hospital, Kulasekaram.

I-T case: HC asks Maran to prove his innocence

The Madras high court has dismissed former Union minister Dayanidhi Maran’s petition challenging the income tax department order for reopening his assessments filed for 2008-09 and 2009-10.

Dismissing the plea, Justice S M Subramaniam said that Maran, who was holding high position as Union minister, was duty-bound to respond to the notice to prove his innocence.

Contrarily, the pleas have been filed at the notice stage itself, and the same will hamper all further proceedings of the department and such an idea would never be encouraged by courts.

The issue pertains to notices issued by the department and consequent orders passed on January 13, 2016, and December 8, 2016, reopening the assessment based on the allegations levelled in the charge sheet filed by the CBI in connection with Aircel-Maxis case.

During the course of the hearing, Maran contended that the orders were passed without proper justification and moreover, it cannot sustain as the trial court has discharged him from all the charges through an order dated February 2, 2017.

He further contended that he has no common economic interest in the Sun Direct TV Limited and South Asia FM Limited owned by his brother Kalanithi Maran against which similar proceeding are initiated.

Opposing the plea, additional solicitor general G Rajagopalan submitted that as per section 147 of IT Act, if the assessing officer has reason to believe that any income might escaped assessment, such notice can be issued.

Refusing to concur with the submission of the petitioner the judge said, “When one of the family members or one of the families have dealt with the issues in a particular manner creating an impact in respect of other family members and the transaction appears to be having some interest over the writ petitioner then the department has every reason to believe that the transactions are multi folded.”

State medical council cancels unrecognised PG degrees of 48 docs

Postgraduate degrees of at least 48 doctors in the state will be removed from their licences, barring them from being teaching faculty or specialists in emergency departments across the country. The action came after the state medical council found the degrees were unrecognised by the apex medical body — Medical Council of India.

In three other cases, doctors found guilty of using unrecognised degrees or practising the speciality were fined ₹10,000. While P Shankar, an MBBS doctor from Vellore, purchased a PG certificate from University of Seychelles, American Institute of Medicine, for ₹6 lakh through a broker in Pune, Tuticorin residents Dr Rajesh Tilak and Dr Jasmine Tilak were using qualifications that were not recognised by MCI.

On Wednesday, after the general body meeting, council president Dr K Senthil said the doctors who registered themselves as PGs using unrecognised degrees have been issued a warning for misleading the council.

“Some doctors had sought time to appear before the council. We decided it was not required because their degrees aren’t recognised and their appearance will make no difference. All these doctors will be under the council’s scanner for at least five years,” he said.

The doctors were conferred MD in accident and emergency medicine by Sri Ramachandra Medical College and Research Institute, and Vinayaka Mission Medical College. Both the deemed universities received permission to run the course after 2012, but doctors who passed out in 2009 have registered their degrees.

The Emergency Medicine Association filed a complaint with the state medical council. An investigation found the doctors registered their post-graduate degrees between October and December 2017 when the council was headed by a court-appointed administrator.

The council has also made changes to the registration process to ensure no unrecognised degree is registered. “In the last three months, the council has laid down guidelines for staff to follow. The deputy registrar should verify and sign the application before it is sent to the registrar, who will do the final verification before approving the registration,” Dr Senthil said.

Doctor debarred for 6 months over pregnant woman’s death

The Tamil Nadu Medical Council has debarred a Salem-based gynaecologist for six months, for “negligence and misconduct” that led to the death of a woman in labour in 2016.

After a general body meeting on Wednesday, the council struck off the register the name of Dr Rani Arivukkarasu of Arokya Hospital, as a disciplinary committee that inquired into the case found her guilty.

A complaint against Dr Rani by R Obuli Thilip, husband of the deceased woman, Bhuvaneshwari, was forwarded to the council by the directorate of medical and rural health services after a maternal death audit by an expert panel found her explanations unsatisfactory. The Medical Council of India also forwarded a copy of his complaint to the state council.

Bhuvaneshwari was admitted to the hospital on November 5, 2016 for her second delivery. Although the patient had a c-section for the first delivery, she was counselled into attempting a vaginal delivery. On November 7, doctors induced pain with medication. The next morning, the doctor opted for artificial rupture of membranes to push her to deliver, but the patient developed breathlessness. Despite CPR, she had convulsions and collapsed. “In the initial audit meet, Dr Rani told experts that she did a C-sec after this and the patient died on the table. But after the anaesthetist whom she named denied being part of the surgical team, she said the baby was removed in a deeply-asphyxiated condition in a surgery after the mother’s death. We don’t know if she had given the anaesthesia on her own as no postmortem was done. The disciplinary committee concluded it as misconduct to make false statements in audits,” said council president Dr K Senthil.

The baby survived, but the disciplinary committee found the doctor tried to needlessly wait for a vaginal delivery that lead to complications and death. “She told us she was not aware of the previous C-section. This is nothing but negligence,” he said.

Missing case bundles: HC pulls up police for non-compliance

The Madras high court on Wednesday censured an inspector for failing to comply with the court order in connection with the missing of 56 case bundles from small causes courts located on the high court campus.

The incident was allegedly an outcome of a rivalry between advocates. Justice P N Prakash on July 19 transferred the probe to the CB-CID.

He then directed the investigating officer, M Selvaraj, an inspector attached to the high court police station, to hand over the case diary to the CBCID in two weeks.

When the plea was taken up for hearing recently, the court was informed that Selvaraj was yet to hand over the diary. Taking exception, the judge directed him to appear before the court.

On Wednesday, Selvaraj informed the court that the diary was handed over on October 5. Recording the submission, the judge expressed shock over the missing case bundles, a serious crime.

The judge asked whether case bundles could be stolen from a court due to possible rivalry between advocates. “It is a dangerous trend which needs to be put to an end as quickly as possible,” the court said.

Insurance for 2-wheelers now 10% of price, doubles for cars in 1 month

Two-wheeler buyers have to pay nearly 10% of the vehicle’s price upfront towards insurance premium, while car-buyers are seeing the cost of motor cover double from last month. The premiums have jumped up significantly thanks to two court orders: The first makes purchase of a long-term, thirdparty insurance cover mandatory, while the second forces vehicle owners to buy a ₹15 lakh personal accident cover, which is exorbitantly priced by insurers.

Anyone buying a twowheeler must mandatorily purchase a five-year, thirdparty cover, and an annual personal accident cover. This is in addition to a comprehensive cover that is sold at the time of purchase of the vehicle. As a result, for a 150cc bike costing ₹75,000, the insurance premium itself would work out to ₹7,600.

In the case of cars, the owner must pay premium for three years of third-party insurance and an additional ₹750 towards a personal accident cover, in addition to the comprehensive cover sold by the dealer. For the buyer of a car with engine capacity of over 1000cc, the payout towards insurance has doubled to nearly ₹20,000 from ₹10,000 earlier.

Can’t deny cover to HIV+ patients: IRDA

Telling insurers to stop discriminating against people with HIV/AIDS, the Insurance Regulatory and Development Authority of India has said that HIV-positive individuals cannot be denied insurance cover unless supported by actuarial studies. P 15

‘Co-driver is neither defined in policy nor in MV Act’

Last week, IRDAI clarified that the personal accident cover can be paid in instalments. However, insurance industry sources say the rates are very high. Under the PM Suraksha Bima Yojana, many non-life companies provide a personal accident cover of ₹2 lakh for a premium of ₹12. As against this, the prescribed ₹750 premium for a ₹15-lakh personal accident cover works out to ₹50 per lakh.

“The personal accident cover under the Pradhan Mantri Suraksha Bima Yojana is valid round the clock and provides protection from any form of accidental death. Also, the term codriver is neither defined in the policy nor in the Motor Vehicles Act. “The coverage should be widened to cover any licensed driver if he causes the accident, that is, if he is the tortfeasor (who causes damage).

சேலம் மாநகர பகுதிகளில் நேற்று முன்தினம் இரவு இடியுடன் கூடிய கனமழை பெய்தது. இந்த மழை ஒரு மணி நேரத்திற்கு மேல் பெய்தது. மழையின் காரணமாக தாழ்வான பகுதிகள், சாலைகளில் வெள்ளம் பெருக்கெடுத்து ஓடியது. வீடுகளுக்குள் மழைநீருடன் சாக்கடை நீர் புகுந்தது. சேலம் சங்கர் நகர், அம்மாபேட்டை, அஸ்தம்பட்டி, கிச்சிப்பாளையம் என மாநகரத்தின் பெரும்பாலான இடங்களில் கனமழை பெய்தது.

கிச்சிப்பாளையம் கடம்பூர் முனியப்பன் கோவில் பகுதி மற்றும் தாழ்வான இடங்களில் இருந்த வீடுகளுக்குள் தண்ணீர் சூழ்ந்து கொண்டது. இதனால் வீட்டில் இருந்தவர்கள் விடிய விடிய தவித்தனர். பின்னர் அவர்கள் வீட்டில் இருந்த பொருட்களை பாதுகாப்பாக உயரமான இடங்களுக்குள் தூக்கி வைத்தனர். தண்ணீரையும் பாத்திரங்கள் மூலம் வெளியே அகற்றினர். இதன் காரணமாக பொதுமக்கள் அவதியடைந்தனர். காந்தி விளையாட்டு மைதானத்தில் மழைநீர் தேங்கியதால் நேற்று நடைபயிற்சிக்கு வந்தவர்கள் சிரமம் அடைந்தனர். அங்குள்ள சாய் விடுதி அருகே நின்ற மரம் வேரோடு சாய்ந்து விழுந்தது.

கிச்சிப்பாளையம் வழியாக வரும் ராஜவாய்க்காலில் மழைநீர் பெருக்கெடுத்து ஓடியது. இதனிடையே கடந்த சில மாதங்களுக்கு முன்பு பெய்த மழையில் சினிமா பார்த்து விட்டு வந்த சிறுவன், ராஜவாய்க்காலில் தவறி விழுந்து பலியானான். மறுநாள் தான் அந்த சிறுவன் உடல் மீட்கப்பட்டது. இதையடுத்து ராஜவாய்க்காலை தூர்வார வேண்டும் என கோர்ட்டில் வழக்கும் தொடரப்பட்டது. ஆனால் எந்த நடவடிக்கையும் எடுக்கப்படவில்லை.

இந்தநிலையில் நேற்று முன்தினம் சேலம் ஜோதி டாக்கீஸ் பகுதியை சேர்ந்த பிளஸ்-2 படிக்கும் மாணவர் ஆகாஷ்ராஜ் (வயது 17) மாலை டியூசன் சென்று விட்டு வீட்டிற்கு மோட்டார் சைக்கிளில் திரும்பினார். கிச்சிப்பாளையம் சத்திமூர்த்தி தெருவில் மோட்டார் சைக்கிளில் சென்றபோது திடீரென வந்த மழைநீர் அவரை சாக்கடை பகுதிக்குள் இழுத்து சென்றது. மோட்டார் சைக்கிளுடன் கால்வாயில் விழுந்து அவர் தத்தளித்தார். அங்கிருந்த இளைஞர்கள் ஓடி வந்து மாணவரை மீட்டனர். ஆனால் மோட்டார் சைக்கிள் இழுத்து செல்லப்பட்டது. இதனை நேற்று காலை பொதுமக்கள் மீட்டனர்.

இதுகுறித்து அந்த பகுதியை சேர்ந்த பொதுமக்கள் கூறுகையில், கடந்த சில மாதங்களுக்கு முன்பு ராஜவாய்க்காலில் விழுந்து சிறுவன் பலியானான். இதன்பிறகாவது அதிகாரிகள் ராஜவாய்க்காலை தூர்வாரியிருக்கலாம். ஆனால் அவர்கள் கண்டு கொள்ளவே இல்லை. தற்போது பிளஸ்-2 மாணவர் கால்வாயில் விழுந்து மீட்கப்பட்டு உள்ளார். இனியாவது ராஜவாய்க்காலை விரைந்து தூர்வார நடவடிக்கை எடுக்க வேண்டும். கடந்த சில நாட்களாக பெய்த மழையினால் வீடுகளுக்குள் தண்ணீர் புகுந்து விடுகிறது. பல முறை கலெக்டரிடம் மனு கொடுத்தும் எந்த நடவடிக்கையும் எடுக்கப்படவில்லை. இது குறித்து உடனடியாக அதிகாரிகள் நடவடிக்கை எடுக்க வேண்டும் என்றனர்.

இதுபோன்ற கோரிக்கைகள் பல முதல்–அமைச்சர்களால், பிரதமருக்கு கொடுக்கப்பட்டிருக்கிறது. ஆனால் எல்லா கோரிக்கைகளும் நிறைவேறியதில்லை. ஏராளமான கோரிக்கைகள் ஏட்டளவில்தான் இன்னும் நிறைவேற்றப்படாமல் இருக்கிறது. எனவே, முதல்–அமைச்சர் கொடுத்த கோரிக்கைகளுக்கு சம்பந்தப்பட்ட அமைச்சர்களாலும், துறை செயலாளர்களாலும் தொடர் நடவடிக்கைகள் மேற்கொள்ளப்படவேண்டும். 20 கோரிக்கைகளும் நிறைவேறிவிட்டால் நிச்சயமாக தமிழகத்திற்கு பெரும்நன்மை பயக்கும். அரசியல் ரீதியாக பேசப்பட்ட கருத்துகள் அனைத்தும் அரசியல் நோக்கர்களால் இது 2019–ம் ஆண்டு நாடாளுமன்ற தேர்தலில் அ.தி.மு.க.வும், பா.ஜ.க.வும் கூட்டணி அமைப்பதற்கான பிள்ளையார் சுழி என்று வர்ணிக்கப்படுகிறது. அரசியல் ரீதியாக என்ன பேசினார்கள் என்பது பிரதமருக்கும், முதல்–அமைச்சருக்கும் மட்டுமே தெரியும் என்றாலும், அரசியல் உலகில் பேசப்படுவது நிச்சயமாக பா.ஜ.க.வும், அ.தி.மு.க.வும் கூட்டணி வைக்கப்போகிறது என்பதுதான். முதல்–அமைச்சரிடம் இதுதொடர்பான கேள்வி நிருபர்களால் கேட்டபோது, இல்லை என்று மறுக்கவில்லை. தேர்தலே அறிவிக்கவில்லை. தேர்தல் தேதி அறிவித்தபிறகு, யார்–யாருடன் கூட்டணி என்பதை அதற்கு தக்கவாறு எங்களுடைய கட்சி முடிவுசெய்யும் என்று சாதுர்யமாக சொன்னார் என்பதிலிருந்தே, இதுதான் நடக்கப்போகிறது என்று அரசியல் வட்டாரத்தில் பேசப்படுகிறது.

NEW DELHI: The Delhi High Court today asked the CBI to provide digitised records of the trial court proceedings in the 2G spectrum case to former telecom minister A Raja, DMK MP Kanimozhi and others whose acquittal in the matter has been challenged by the agency.

The same direction was issued by Justice Najmi Waziri in relation to a case arising out of the probe in 2G scam and in which Essar Group promoters Ravi Kant Ruia and Anshuman Ruia and six others were acquitted by the trial court.

The court gave the CBI two weeks' time to provide the digitised records and six weeks to Raja and others to file their replies to the agency's appeals and listed the two matters for further hearing on February 7.

The agency had on March 20 moved the high court against the trial court's December 21, 2017 decision acquitting Raja, Kanimozhi and others in the 2G spectrum case.

Besides Raja and Kanimozhi, the special court had acquitted 15 others, including former Telecom Secretary Siddharth Behura, Raja's erstwhile private secretary R K Chandolia, Swan Telecom promoters Shahid Usman Balwa and Vinod Goenka, Unitech Ltd MD Sanjay Chandra and three top executives of Reliance Anil Dhirubhai Ambani Group (RADAG) -- Gautam Doshi, Surendra Pipara and Hari Nair, in the CBI case.

The CBI had alleged before the special court that there was a loss of Rs 30,984 crore to the exchequer in allocation of licences for the 2G spectrum which were scrapped by the top court on February 2, 2012.

Special Judge O P Saini, however, had held that the prosecution had "miserably failed" to prove the charges.

The special court, which was set up on March 14, 2011 for hearing 2G cases exclusively, had on December 21 also acquitted the Ruias and six others -- promoters of Loop Telecom Ltd I P Khaitan and Kiran Khaitan, Essar Group Director (Strategy and Planning) Vikash Saraf and three telecom firms - Loop Telecom, Loop Mobile India and Essar Tele Holding -- in a separate case arising out of the 2G scam probe.

On April 18, the CBI challenged the acquittal of Ruias and the six others.

The CBI had named them in its charge sheet on December 12, 2011, alleging they had cheated the Department of Telecommunication (DoT) by using Loop Telecom as a "front" to secure 2G licences in 2008 in violation of Clause 8 of the Unified Access Service License (UASL) Guidelines.

In the main 2G case, Raja, Kanimozhi and the 15 others were tried under provisions of the IPC and the Prevention of Corruption Act dealing with offences of criminal conspiracy, cheating, forgery, using as genuine fake documents, abusing official position, criminal misconduct by public servant and taking bribe.

MADURAI: The Madurai Bench of Madras High Court allowed a petition filed by a Madurai-based law graduate seeking direction to a college to issue ‘Persons Studied in Tamil Medium’ (PSTM) certificate within two weeks.

The petitioner A B Jeeva submitted that he had completed five-year integrated law degree course in the year 2017 at the Government Law College, Madurai, under Tamil medium category. However, despite him taking all lectures in Tamil language and also writing the exams in Tamil throughout his course period, he was not issued a PSTM certificate by the college. Even the Transfer Certificate (TC) given to him wrongly stated that he had studied in English medium, Jeeva added.

Following this, Jeeva filed an RTI application on July 11, 2017, seeking a copy of his admission card and had also sent a representation to the college authorities on August 11 seeking PSTM certificate. But it was rejected by the college on grounds that Tamil medium of instruction in the college had already been discontinued during 2012-13.

Aggrieved by the order, Jeeva approached the Court seeking direction to issue the certificate. Hearing the plea, Justice V Parthiban, took note of a previous order passed by a division bench of the same Court in a similar case to a person who also completed the course in the same academic year as the petitioner.

The division bench ruled in favour of the petitioner by observing that the arbitrary withdrawal and reintroduction of Tamil medium could not be at the whim of the college and ought to have been reflected at least in the college prospectus. Considering that the petitioner also suffered from the same issue, the Judge allowed the petition by directing the college to issue the PSTM certificate to the petitioner within two weeks.

Sign at back is there is no space on front side of a season ticket: Southern Railways

The direction came after passengers complained that season ticket holders are treated as a ticketless passenger for not having signed in the season tickets where there was no provision for signature.

CHENNAI: The Chennai division of the Southern Railway has reiterated that season tickets will be valid only if the holder’s signature is affixed in it. If there is no space on the front side of a season ticket, passengers can put their signature at the back of the ticket.

The direction came after a section of rail passengers lodged a complaint that season ticket holders are treated as a ticketless passenger for not having signed in the season tickets where there was no provision for signature.

“A passenger who boarded the suburban train at Tiruvallur just after purchasing the season ticket was charged for ticketless travel as he had not signed in the season ticket. But, there was no space or option available in the season ticket for passengers to sign,” said K Baskar, member, Chennai Divisional Rail Users Consultative Committee (DRUCC), who had lodged a complaint.

Until a few months ago, season tickets had space for passengers’ signature. “After the Tamil language was added in the unreserved ticketing system, the space for passengers signature got occupied. As there was no space, many carried the season tickets without signature,” added Baskar.

The decision of the University Grants Commission (UGC) to withdraw recognition for Karnataka State Open University (KSOU) for three years cost the latter dearly — Rs. 90 crore to be specific.

D. Shivalingaiah, Vice-Chancellor, said earlier this week that a large part of the expenditure went towards paying staff salaries. “The university had no revenue for those years and utilised its corpus fund, which now stands at Rs. 500 crore,” he said. Three years ago, the fund had Rs. 590 crore.

As the university gets no funding for the government, its only source of revenue is admission and examination fees. The Higher Education Department had even advised KSOU to examine the possibility of transferring its funds to other universities or rent out space to institutions. However, the varsity refused to do so.

Uncertainty

The fate of nearly 96,000 students who were admitted for KSOU courses in 2013-2014 and 2014-2015 hangs in the balance as the UGC had withdrawn recognition for KSOU courses with retrospective effect in June 2015.

The university has decided to offer a 50% discount to students who were admitted in those two academic years and want to enrol again for the current year. KSOU has also announced that women from BPL families would also get a discount of 25%.

Colleges seek clarity from MHRD on ‘deemed to be university’ status

‘UGC has made no mention of the continuance of financial support’

Arts and science colleges of long standing in the central region are looking for better clarity from the Ministry of Human Resource Development for becoming deemed-to-be universities.

The University Grants Commission, while encouraging academic, administrative and financial autonomy for colleges seeking deemed-to-be status in pursuit of a knowledge society, has made no mention of the continuance of financial support for existing teaching and non-teaching staff, according to a principal of an autonomous college here. Also, there is no assurance of protection of minority status.

At present, there are three deemed universities in the region: Periyar Maniammai Institute of Science and Technology, Ponniah Ramajayam Institute of Science and Technology, and Shanmuga Arts Science Technology and Research Academy, all in Thanjavur district.

Some of the colleges in Tiruchi district and one in Nagapattinam district that have been in existence for several decades are keen to exercise the autonomy granted by UGC fully to expand knowledge in inter-disciplinary, multidisciplinary, and supradisciplinary areas.

They include the 175-year-old St. Joseph's College, Holy Cross College, Tiruchi (established in 1923), Seethalakshmi Ramaswami College, Tiruchi, (founded in 1951), Jamal Mohamed College, Tiruchi (founded in 1951, National College, Tiruchi, founded in 1919, AVC College at Mayiladuthurai in Nagapattinam district (started in 1955) and Bishop Heber College, Tiruchi (started in 1966). Incidentally, all these institutions figure in the UGC's latest list of Colleges with Potential for Excellence.

So far, St. Joseph's College is the only institution among affiliated colleges in the Central region to have spelt out the plan for transformation into deemed-to-be university, Vice-Chancellor of Bharathidasan University P. Manisankar said.

According to another principal of a long-standing autonomous college, the desired quality infusion in higher education will take place in a desired way if the MHRD gives UGC a free hand for potential institutions to transform into deemed to be universities.

Governor says he didn’t level allegations against anyone

In a statement issued on Tuesday, Governor Banwarilal Purohit has clarified that his reference to corruption in the appointment of Vice-Chancellors to State universities was based on what he had learnt from educationists.

The statement from the Governor’s office has reproduced the speech delivered by Mr. Purohit on October 6 at an event titled ‘Enhancing Quality Education’ organised by the Bharatiya Shikshan Mandal in Raj Bhavan.

The statement quoted the Governor as having said: “I learnt from educationists and others that appointment of Vice-Chancellors was done by exchanging money in crores. I could not believe that. Then I decided that things have to be changed. Till date, nine Vice-Chancellors have been selected by me purely on merit.”

The statement maintained that the Governor had not made any allegations against anybody; nor did he talk about money changing hands. He was only referring to the information provided to him by certain educationists during his interaction with them.

The statement further said that it was a matter of common knowledge that in 2018 alone the people of Tamil Nadu witnessed the arrest of V-Cs appointed prior to 2018. The statement listed the arrest of a V-C by the Directorate of Vigilance and Anti-Corruption in April; raids and registration of cases by the DVAC against V-Cs; and unseating of a V-C by the Madras High Court for irregularities in the appointment process.

In his speech, the Governor had said nobody could suspect his appointment of the V-Cs. “Things are gradually improving. It will take time but it is impoving,” he told his audience.

Thousands of medical students, doctors and patients are in the dark on regulatory issues, with the website of the Medical Council of India shutting down following the disbanding of the council through a presidential ordinance on September 26.

Close to a fortnight after the website with all information related to medical education, minutes of various meetings regarding approval for medical colleges and schedules listing recognised medical qualifications shut down, people were left wondering what was in store as there was no official communication regarding the website or the functioning of the Board of Governors (BoG).

Dr Sanjay Srivastava, the secretary general appointed to help the BoG which has taken over all functions of the council, told TOI that the website should be up within the next two days. Dr Srivastava said that the old and new websites of the council contained several terrabytes of data which had to be backed up and saved before the website could be launched again.

Asked about all the patients or doctors who had cases to be heard by the ethics committee of the former council, he said those with cases before the committee had been informed individually about the progress. “The old committee does not exist as its members belonged to the disbanded medical council. The BoG has to constitute a new committee to hear all the pending cases,” Srivastava said.

There are also cases of approval of new medical colleges or proposals to increase the number of seats in existing colleges and applications filed under the Right to Information. About 180 medical colleges are learnt to be awaiting recognition. “Emergency cases are being dealt with as per provisions of the regulations that were in place already. All the duties of the ministry and the council have been assigned to the BoG,” said Dr Srivastava.

With the only regulatory body for doctors and medical education in limbo, there is concern regarding the fate of many issues that were pending with the now disbanded council.

Swiggy, Zomato and other apps junk 10,500 ‘unsafe’ eateries

Leading e-commerce food delivery platforms like Zomato, Swiggy, UberEats and Food Panda have delisted 10,500 restaurants as they did not have the food safety regulator’s approval.

The move comes after a strict directive issued in July this year by the Food Safety and Standard Authority of India (FSSAI) asking e-commerce sites to remove all unlicensed and non-registered restaurants from their listings by September 30.

In a latest review of its order, FSSAI found that Zomato has delisted 2,500, Swiggy 4,000, Foodpanda 1,800, UberEats 2,000 partner hotels. 200 restaurants on other platforms too have been axed.

“These food aggregators have been directed to share the list of delisted Hotels/Restaurants so that action can be initiated against the defaulters under the Food Act,” FSSAI said. It added, once the list is in place, it can be shared with state enforcement machinery for the action against non-compliant food business operators as per the provisions laid down under the food law.

FSSAI’s order was triggered by a series of complaints received by the regulator about substandard food being supplied by restaurants and vendors listed on these delivery platforms.

The food regulator had shared a checklist of compliance for hotels and restaurants with the e-commerce sites which they can refer for their internal food safety audits. Zomato and Swiggy have conducted internal food safety audits of some of their partner hotels and restaurants accordingly, the regulator said.

Based on the checklist, some of the food delivery aggregators have also come together for training and certification of the supervisors of hotels and restaurants.

According to a FSSAI official, the move is aimed at ensuring that all food operators including the aggregators are under the purview of the law. “It is also the responsibility of the aggregator to ensure that a hotel or a restaurant using its e-commerce platform is compliant to law. Further on in case of non-compliance, the liability is also of the ecommerce platform,” an official said.

He added the measures are part of a drive to ensure compliance with food safety laws by all food operators. FSSAI has notified regulations that bring food aggregators and food e-commerce platforms within the purview of the food safety law.

The Raj Bhavan on Tuesday clarified that governor Banwarilal Purohit had levelled charges of corruption in appointments of vice chancellors in the past based on information provided to him by educationists. A press release from the Raj Bhavan said the governor did not make any specific allegation of corruption against anyone while speaking at a function in the city on Saturday.

Purohit, on Saturday, had said that several crores of rupees used to change hands in the appointments of vicechancellors in the past. The governor said that soon after he took charge, he put an end to corruption and ensured that VCs were appointed only on merit. “The changes in system of appointment of vice-chancellors have been brought about by the governor following a policy of honesty, transparency and strict adherence to the state statutes,” said the release.

Reacting to the Raj Bhavan statement, DMK president M K Stalin said, "The governor must order a probe into all the corruption charges against the CM and other ministers."

Gutka case: Fearing CBI arrest, inspector moves court for bail

Apprehending arrest in connection with the gutka scam, an inspector has moved the Madras high court seeking anticipatory bail.

Justice M Dhandapani, before whom V Sampath’s petition came up for hearing on Tuesday, issued notices to the CBI returnable by October 22.

Sampath, an inspector attached to the Tuticorin SIPCOT police, said in his petition that the CCB raided a warehouse in Red Hills in 2015 and seized banned tobacco products.

After the raid, the seized materials were handed over to the Red Hills police station, where Mannar Mannan was the assistant commissioner and the petitioner the inspector.

After inspection, and as per the instruction of food safety officials, the contraband was destroyed, he said. He was transferred to Arumuganeri in 2016. Suspecting that he too was involved in the alleged crime, the CBI raided his residence in Royapuram and his official residence in the police quarters in Arumuganeri, besides houses of his relatives, Sampath said.

He alleged that the CBI had been treating him poorly and said the probe clearly revealed that he and his relatives were not involved in the crime. Yet, he was summoned thrice.

Claiming that the CBI was trying to arrest him just because he was in charge of the police station during the incident, he wanted the court to grant him anticipatory bail.

Rail passengers advised to sign on flip side of tickets

On Monday, the commercial branch of railways, in reply to a passenger who complained that the signature column was missing in season tickets, stated that all booking clerks had been advised to tell the passengers that signature should be affixed on the flip side of season tickets On September 20, K Baskar, member of Chennai Divisional Rail Users Consultative Committee (DRUCC). complained to Southern Railway that the signature column was missing in season tickets. Under railway rules, a season ticket holder should affix his/her signature in the ticket. If the signature is not found, the travelling ticket examiner is at liberty to declare the season ticket invalid and penalize the passenger for travelling without a ticket.

“Most passengers are unable to sign because of the issue. During checking, they are forced to pay penalty. This leads to arguments between both parties,” he said in a letter to the zonal railway. He requested the railways to allow passengers to print a ‘holders signature’ at the bottom of UTS tickets.

Medico leaps to death off the 7th floor

A 23-year-old NRI medical student jumped to his death from a seventh floor apartment in Porur on Monday.

Police said M Nikesh, a second year student at Sri Ramachandra Medical University, was staying with his grandmother in the city as his parents lived in the US.

On the day, Nikesh reached home at 3.30pm and was speaking over the phone when he suddenly jumped through the window. He suffered a severe head injury and was rushed to the hospital where doctors pronounced him dead.

Police said Nikesh had already attempted to kill himself by consuming poison last month.

Preliminary inquiries revealed that he completely reset his phone before jumping. While his parents are returning from the US, police are questioning his friends to find the reason behind the suicide.

His body was sent to the hospital for postmortem and further investigations are on.

DVAC gives clean chit to EPS in graft case moved by DMK

The anti-corruption wing of state police has given a clean chit to chief minister Edappadi K Palaniswami on alleged corruption charges in awarding highway contracts. The Madras high court was informed that no cognizable offence had been made out against the CM and no irregularities were found in awarding contracts.

Vijay Narayan, Tamil Nadu advocate general, made the submission before Justice A D Jagadish Chandira on behalf of the directorate of vigilance and anti-corruption (DVAC) on Tuesday . Recording the submissions, the judge reserved his orders on the plea moved by the DMK seeking probe by a special investigation team (SIT) into the corruption allegations.

N R Elango, senior counsel representing DMK, contended that the petitioner had lost hope in the DVAC during the course of hearing as it completely batted in favour of the CM from the beginning. "Since we concluded that the DVAC cannot do a fair and impartial investigation, we filed an additional affidavit seeking transfer of the probe to the SIT," he said.

Rejecting the argument, Narayan submitted that the DVAC had conducted the preliminary inquiry as per the procedures and the findings had been forwarded to the vigilance commissioner. In response, Justice Jagadish Chandira asked Narayan why the DVAC did not conduct inquiry with the complainant. Narayan further submitted that as per DVAC Rules, it is not mandatory to question the complainant during preliminary probe. The law mandates compulsory inquiry of the complainant only during detailed inquiry.

He added that the entire correspondence between the World Bank and Tamil Nadu Road Sector Project (TNRSP), the implementing agency, had been provided to the DVAC to ensure complete transparency. To this, Justice Jagadish Chandira sought to know whether the state highways department and the DVAC would come under the administration of the chief minister.

Narayan responded that the highways department came under the CM but the DVAC was an independent authority administered by the vigilance commissioner who was a senior IAS officer of the rank of additional chief secretary.

The editor of Tamil biweekly magazine Nakkheeran, R Gopal, was arrested on Tuesday morning on a complaint filed by the Tamil Nadu governor’s office, only to walk free in the evening after a magistrate court refused to send him to judicial custody.

Acting on a complaint filed by the governor’s deputy secretary, T Sengottaiyan, over a cover story published in April this year, the Zam Bazaar police registered an FIR against 35 journalists associated with the magazine. The cops later intercepted Gopal at Chennai airport and took him into custody triggering an outcry from the media fraternity.

When police produced him in court, the 13th metropolitan magistrate Gopinathan refused to send Gopal to jail after his counsel P T Perumal pointed out that the governor’s staff member has filed a complaint on October 6 over an article published almost six months ago in April. Counsel also argued that the article would in no way attract Section 124 of the IPC that deals with the offence of ‘assaulting’ the governor with an intent to compel or restrain him from exercising his lawful power. N Ram, veteran journalist and chairman of The Hindu Publishing Group, also made a submission in the court saying Section 124 had been invoked without any application of mind.

Earlier, DMK leader M K Stalin met MDMK leader Vaiko who was arrested and kept in a marriage hall for holding a dharna over the issue. The opposition leader also called on Gopal at a Triplicane hospital where he had been taken for medical examination.

அண்மையில் திருச்சி, சமயபுரம் அருகே இரும்பு கம்பிகளுடன் நின்று கொண்டிருந்த லாரி மீது அதிகாலை நேரத்தில் கார் மோதியதில் சென்னையைச் சேர்ந்த, ஒரே குடும்பத்தைச் சேர்ந்த 8 பேர் உயிரிழந்ததுடன், 5 பேர் பலத்த காயமடைந்துள்ளனர். 

இச்சாலை விபத்திற்கு முக்கிய காரணங்களாக சாலையின் ஓரத்தில் லாரியை நிறுத்தாதது, லாரி நிறுத்தப்பட்டுள்ளதற்கான எச்சரிக்கை விளக்குகள் இல்லாதது, கார் ஓட்டுநர் ஓய்வின்றி தொடர்ச்சியாக பயணம் செய்தது என்று சொல்லப்படுகிறது. 

கடந்த 2017-ஆம் ஆண்டில் நாட்டில் மொத்தம் 4.60 லட்சம் சாலை விபத்துகள் ஏற்பட்டுள்ளன. அதில் 1.46 இலட்சம் பேர் பலியாகியுள்ளனர். இதில் இரு சக்கர வாகனத்தில் சென்றவர்கள் 48,746 பேர் விபத்தில் சிக்கி உயிரிழந்துள்ளனர். 2014-ஆம் ஆண்டு இது 40,950-ஆக இருந்தது. 

சாலை விபத்துகளில் பலியானவர்களின் சராசரி வயதைக் கணக்கிட்டால், 18 வயதிலிருந்து 45 வயதிற்கு உட்பட்டவர்கள் தான். இந்த வயதில் உள்ளவர்கள் மட்டும் 68.6 சதவீதம் அதாவது 1,03,409 பேர் பலியாகி இருக்கிறார்கள்.
அதே போல், 2014-ஆம் ஆண்டு சாலைகளில் நடந்து செல்லும் பாதசாரிகள் விபத்தில் சிக்கி உயிரிழப்பது 12,330-லிருந்து இப்போது 20,457-ஆக, 66 சதவீதம் அதிகரித்துள்ளது. இதன்படி தினமும் 56 பாதசாரிகள் வரை சாலை விபத்தில் சிக்கி உயிரிழக்கிறார்கள். 

மிதிவண்டியில் செல்வோர் உயிரிழப்பு 2014-ஆம் ஆண்டில் 4,037 என இருந்தது, அது தற்போது 3,559 என குறைந்துள்ளது. மிதிவண்டியை பயன்படுத்துவோர் அரிதாகி விட்டதால் இந்த உயிரிழப்பு சற்று குறைந்துள்ளது.
இரு சக்கர வாகனங்களில் செல்வோர் உயிரிழப்பு மற்றும் பாதசாரிகள் உயிரிழப்பு என இரண்டிலுமே இந்தியாவில் தமிழகம் முன்னணியில் உள்ளது என சமீபத்திய புள்ளி விவரம் ஒன்று தெரிவிக்கிறது.
அதாவது தமிழ்நாட்டில் கடந்த ஆண்டு மட்டும் 6,329 பேர் இரு சக்கர வாகன விபத்தில் உயிரிழந்திருக்கிறார்கள். இதில் 2-வது இடத்தில் உத்தரப் பிரதேசமும் (5,699 பேர்), 3-வது இடத்தில் மகாராஷ்டிரமும் (4,659 பேர்) உள்ளன.
அதே போல கடந்த ஆண்டு தமிழ்நாட்டில் 3,507 பாதசாரிகள் உயிரிழந்துள்ளனர். இதில் 2-வது இடத்தில் மகாராஷ்டிரமும் (1,831 பேர்), 3-வது இடத்தில் ஆந்திரமும் (1,379 பேர்) உள்ளன. இதற்கு முக்கிய காரணம் தமிழகத்தில் வாகனங்களின் எண்ணிக்கை பல மடங்கு அதிகரித்து வருவது தான்.

சாலைகள் விரிவாக்கம், மேம்பாலங்கள் கட்டுதல் அதிகம் விபத்து நடக்கும் இடங்களைக் கண்டறிந்து சாலை வடிவமைப்புகளை மாற்றினாலும் தொடரும் சாலை விபத்துகளால் ஏற்படும் உயிரிழப்புகளைக் கட்டுப்படுத்த முடியவில்லை 

வாகனங்களின் பெருக்கம் என்பது ஒரு புறம் இருந்தாலும் சாலை விதி மீறல்கள், சாலை நெரிசல், மன உளைச்சல், மற்றவர்களைப் பற்றி கவலைப்படாத மனோபாவம், குறுகலான பாதைகளில் வேகமாக செல்லுதல், கவனக் குறைவாக வாகனங்களை ஓட்டுவது, நீண்ட நேரம் தூங்காமல் இரவு நேரங்களில் வேகமாக வாகனங்களை ஓட்டுவது, மது அருந்திவிட்டு வாகனங்களை ஓட்டுவது, தரமற்ற சாலைகள் ஆகியவையே இத்தகைய சாலை விபத்துகளுக்குக் காரணமாக இருக்கின்றன.
சாலையில் ஓரமாக செல்லும் பாதசாரிகளின் உயிரிழப்புக்கு முக்கிய காரணம் சாலை ஆக்கிரமிப்புதான். அதாவது, கடைகள், வாகனங்கள், சாலையோர நடைபாதை கடைகள் மக்கள் நடக்க வழியில்லாமல் ஆக்கிரமிப்பு செய்துள்ளதால் அவர்கள் சாலையில் இறங்கி ஆபத்தை எதிர்நோக்கி நடந்து தங்கள் இன்னுயிரை இழக்கிறார்கள்.
தமிழ்நாட்டில் இரு சக்கர வாகனங்களில் செல்பவர்களில் 133 பேரும், சைக்கிளில் செல்பவர்களில் 10 பேரும் தினமும் உயிரிழக்கின்றனர்.
அதாவது, இரு சக்கர வாகனங்கள், சைக்கிளில் செல்வோர், பாதசாரிகள் உயிரிழப்பு மொத்த விபத்து உயிரிழப்பில் பாதியாக உள்ளது. எனவே, சாலையோரங்களை விரிவுபடுத்த வேண்டியது இப்போது அவசியமாகி வருகிறது. 

இரு சக்கர வாகனங்களில் பயணிப்போர் அதிகளவில் உயிரிழப்பதற்குக் காரணம் பொது போக்குவரத்தை அலட்சியம் செய்வதுதான். வாகனத் தேவையைக் கட்டுப்படுத்தவும், சாலை நெரிசலைக் குறைக்கவும், பயண நேரத்தை மிச்சப்படுத்தவும் பொது போக்குவரத்து பேருதவியாக இருக்கிறது.
பொது போக்குவரத்து பாதுகாப்பானதாகவும் குறைந்த விலையில் நிறைந்த சேவை உடையதாகவும் இருக்கிறது. எனவே, பொது போக்குவரத்தில் சென்றால் வீணான அச்ச உணர்வு அகற்றப்படுவதோடு, எரிபொருள் செலவும் இல்லை, கட்டணமும் குறைவு என்ற உணர்வை பெற்றோர்கள் தங்கள் பிள்ளைகளின் மனதில் விதைக்க வேண்டும்.

நாம் பொது போக்குவரத்தை பயன்படுத்துவதன் மூலம் அரசுக்கும் வருமானம் கிடைப்பதோடு, அது வளரிளம் பருவத்தினரிடையே ஆளுமை பண்பையும் வளர்க்க உதவுகிறது. 

அதாவது, பேருந்துகளில் பயணிக்கையில் பல்வேறு மனிதர்களுடன் உரையாடுவதன் மூலம் சமூகத்தையும் புரிந்து கொள்ள முடிகிறது.
இந்த அனுபவம் இரு சக்கர வாகன ஓட்டிகளுக்குக் கிடைப்பதில்லை. மேலும், அவர்கள் அச்சவுணர்வுடனேயே தான் வாகனங்களை ஓட்ட வேண்டியுள்ளது.
நாம் பொது போக்குவரத்தைப் பயன்படுத்தப் பழகினால் மட்டுமே சாலை விபத்துகளைத் தவிர்க்க முடியும். 

எரிபொருள் செலவு விண்ணை முட்டும் இவ்வேளையில் பொது போக்குவரத்துகளைப் பயன்படுத்துவோம்; சாலை விபத்துகளைத் தவிர்ப்போம்.

கோவில் பிரகாரத்தில் அமைக்கப்பட்டு இருந்த நவராத்திரி கொலுவில், மேல்மருவத்தூரில் அமைய உள்ள அதிநவீன பன்நோக்கு மருத்துவமனை பற்றிய விவரங்கள் காட்சிக்கு வைக்கப்பட்டு இருந்தது.

5 மாநில சட்டசபை தொகுதிகளிலும் டிசம்பர் 11–ந்தேதி ஓட்டு எண்ணிக்கை தொடங்கி முடிவுகள் அறிவிக்கப்பட்டுவிடும். இதில் ராஜஸ்தான், மத்தியபிரதேசம், சத்தீஷ்கார் ஆகிய மாநிலங்களில் பா.ஜ.க. ஆட்சி செய்துகொண்டிருக்கிறது. மத்தியபிரதேசம், சத்தீஷ்கார் மாநிலங்களில் தொடர்ந்து 3 முறை பா.ஜ.க. வெற்றி பெற்று 4–வது முறையாக ஆட்சியை தக்க வைக்கமுடியுமா? என்ற கேள்விக்கு விடைகாணும் வகையில் தேர்தலை சந்திக்க இருக்கிறது. ராஜஸ்தான் மாநிலத்தைப் பொறுத்தமட்டில் எப்போதும் ஆளும் கட்சி மீண்டும் தேர்தலில் வெற்றி பெற்றதில்லை. வடகிழக்கு மாநிலங்கள் மொத்தம் 8. இதில் 6 மாநிலங்களில் பா.ஜ.க. தான் ஆட்சி செய்துகொண்டிருக்கிறது. மிசோரம் மாநிலத்தில் மட்டும் காங்கிரஸ் இதுவரை 2 முறை வெற்றிபெற்று இப்போது 3–வது முறையும் நாமே வெற்றி பெறுவோமா? என்ற நிலையில் இருக்கிறது.

ஆந்திராவில் இருந்து தெலுங்கானா மாநிலம் தனியாக பிரிக்கப்பட்ட பிறகு இப்போது தான் முதல்முறையாக தேர்தல் நடக்கிறது. எதிர்க்கட்சிகள் பலமாக இல்லை என்ற எண்ணத்தில் தெலுங்கானா மாநில சட்டசபையை கடந்த சில மாதங்களுக்கு முன்பு தெலுங்கானா முதல்–மந்திரி சந்திரசேகரராவ் கலைத்து விட்டு இப்போது தேர்தலை சந்திக்க இருக்கிறார். இந்த 5 மாநிலங்களிலும் 83 மக்களவை தொகுதிகள் இருக்கின்றன. கடந்த 2014–ம் ஆண்டு தேர்தலில் 53 இடங்களில் பா.ஜ.க. வெற்றி பெற்றிருக்கிறது. இந்த தேர்தல் பா.ஜ.க.வுக்கும், காங்கிரசுக்கும் முக்கியமான தேர்தல். ஏனெனில் இருவரில் யார்பக்கம் அலைவீசுகிறது? என்று ஓரளவிற்கு இந்த தேர்தல்முடிவுகள் மூலம் கணித்துவிட முடியும். காங்கிரசை பொறுத்தமட்டில் பா.ஜ.க. அல்லாத எதிர்க்கட்சிகளை ஒன்று சேர்த்து தேர்தலில் போட்டியிட நினைக்கிறது. ஆனால் எதிர்க்கட்சிகள் விரும்பினால் நான் பிரதமராவேன் என்று ராகுல்காந்தி அறிவித்த நிலையிலேயே 2 விக்கெட்டுகள் வீழ்ந்து விட்டது. பகுஜன்சமாஜ் கட்சியும், சமாஜ்வாடி கட்சியும் காங்கிரசுடன் சேர்ந்து போட்டியிடப்போவதில்லை என்று அறிவித்த நிலையில், இன்னும் எத்தனை கட்சிகள் 2019–ம் ஆண்டு பாராளுமன்ற தேர்தலின்போது காங்கிரசோடு நிற்கும் என்பதையும் கணித்துவிட முடியும். ஆக, பா.ஜ.க., காங்கிரஸ் இருகட்சிகளுக்குமே இந்த 5 மாநில சட்டசபை தேர்தல் முடிவுகள் 2019 தேர்தலுக்கு முன்னோட்டமாக அமையும்.

The Governor has stopped the corruption in the appointment of Vice-Chancellors.

Chennai: Tamil Nadu Governor Banwarilal Purohit’s remarks that crores of rupees exchanged hands in the appointment of Vice-Chancellors to state universities before he took over has stirred a debate among academicians.

They are demanding a detailed enquiry and punishment for the persons found to be involved in corruption in the past. While participating in an education-related event on Saturday Mr Purohit had said, “In the appointment of Vice-Chancellors crores of money have exchanged hands. I could not believe that and then I decided that things have to be changed. Till date, I have selected nine Vice-Chancellors purely on merit and nobody can raise a finger against me.”

Though the Governor was stating a well-known fact among academic circles, the Governor himself saying it surprised many and assumed significance. “It was an open secret and everybody knew. One of the previous Governors was involved in the corruption and former higher education ministers were also involved. The fact that the Governor said it assumes very great significance,” said M. Ananthakrishnan, former Vice-Chancellor, Anna University and former chairman, IIT Kanpur.

The Governor has stopped the corruption in the appointment of Vice-Chancellors. “But, what is the guarantee that the old practices will not resume if the Governor changes?” he asked.

“Governor Banwarilal Purohit should ask for an investigation and give exemplary punishment for both who have paid the money and received it. If that has been done, in future people will be afraid of punishment,” he said. “Till that happens, Governor's statement alone will not have the long-term and permanent effect to ensure probity in the appointment of Vice-Chancellors,” he added.

Educationist and former Vice-Chancellor of Manonmaniam Sundaranar University V.Vasanthi Devi also urged the Governor to investigate the corruption.

“If the Governor says that there has been corruption in the appointment of Vice-Chancellors in the past, he should order an investigation into what had happened. A proper investigation can bring the guilty to book,” she urged. “A very deep malice has crept into the higher education system of Tamil Nadu and it should definitely be stopped at the top level,” she said.

Pointing out that a huge amount of money is involved in every appointment and transfer in higher educational institutions, she said, “Once a Vice-Chancellor post itself has become a matter of bargaining and very shady dealing it is very difficult to contain the disease from spreading downwards in the university system.”
Anna University former Vice-Chancellor E.Balagurusamy welcomed the Governor's statement. “It is good that the Governor has raised the issue and the public is aware of it now,” he said.

“In the appointment of Vice-Chancellors, money power, political power and caste power have all been acting in the last decade. Every Vice-Chancellor during this period, was appointed based on one of these factors,” he alleged.

Some of the Vice-Chancellors who paid the bribe to get the post used to say it openly and even urged the colleges to help make their returns on the investment made.

“When the Anna University was bifurcated in 2007, an assistant professor named R. Radhakrishnan was made Vice-Chancellor of Anna University, Coimbatore. Without paying money, how he would have got the post?” he asked. Mr.Radhakrishnan was convicted to 5 years imprisonment in a related graft case.

Chennai: Union Minister of State for Finance and Shipping Pon Radhakrishnan has claimed that Governor Banwarilal Purohit will reveal the names of those involved in corrupt practices in the appointment of vice chancellors to various universities, if the situation warrants.

“The governor has mentioned that there has been corruption in the appointment of vice chancellors. He will disclose the names of those involved in the corrupt practices if the situation warrants,” Mr Radhakrishnan said on Sunday. He was responding to a question from media persons on the governor’s claim that crores of rupees had exchanged hands in the appointment of vice-chancellors to universities, before he took over.

“In the appointment of vice-chancellors...exchanging (of) money in crores, I could not believe that, then I decided that things had to be changed,” Mr. Purohit said at an event on education in the city on Saturday. He added that the people of Tamil Nadu would appreciate that “till date I have selected nine vice-chancellors, purely on merit, nobody can raise a finger (against him)...from vice-chancellors to primary school teachers — all appointments should be clearly on merit.”

Speaking to reporters, Mr. Radhakrishnan took potshots at the predicament in the ruling AIADMK after AMMK leader T.T.V. Dinakaran said the ongoing tussle between the two parties is a fight amongst “partners.”

Fate of additional 345 medical seats uncertain

CHENNAI : The Centre’s move to dissolve the Medical Council of India has caused concerns among the Tamil Nadu Health department officials. The council has recently completed the inspection of the medical colleges in the State for approving additional seats, but is now being dissolved before the final decision has been made on the matter.

Recently, the Centre dissolved the Medical Council of India to replace it with National Medical Commission. But there seems to be no clarity on whether the decision on the additional seats for medical college would be made based on the inspection by the council or a fresh inspection will be conducted by the new medical commission.

The Tamil Nadu government had applied for sanction to additional 345 seats in the Government Madurai Medical College, Coimbatore Medical College, Tirunelveli Medical College and Kanniyakumari Medical College for the academic year 2019-2020.

“The MCI conducted inspection of these colleges and was preparing an inspection report to submit to its committee for increasing the number of seats. But, after inspection, the MCI was dissolved. Now we are not sure about the status of report,” said a Health department official.

Thirteen cell phone snatchers arrested in Chennai in one night

Around 11.30 pm on Saturday, four boys who tried to snatch mobile phones from two police personnel were arrested at Thirumullaivoyal.

CHENNAI: Thirteen mobile phone snatchers were arrested in three different incidents on Saturday night.

Around 9.30 pm on Saturday, L Dinesh (19), a first-year BA student of Nerkundram was on his way to meet his friend at Mettukuppam. Two men on a bike put a knife to his throat and robbed him of Rs 14,000 worth mobile phone. He alerted police and the duo were nabbed at Maduravoyal at around 10.30 pm. The two were on their way after snatching a mobile phone from a vendor.

The men were identified as S Gnanaprakash (20) from Nerkundram and K Manikandan (24) from Maduravoyal. Koyambedu police registered a case and arrested them. “Five men were standing in a suspicious manner near Thiruverkadu police station. During enquiry, it was found that the men were on their way after snatching mobile phones around Thiruverkadu and Ayapakkam. We arrested them and recovered three mobile phones from them,” said a police officer.

The five were identified as M Nandakumar (23) from Koladi, S Manikandan (18), A Pradeep Raj (20), S Babu (19) and R Gokul Bharath (19) from Thiruverkadu. Thiruverkadu police registered a case and further investigation is on. Around 11.30 pm on Saturday, four boys who tried to snatch mobile phones from two police personnel were arrested at Thirumullaivoyal. Police seized two phones from them.

“Based on an information, we arrested two men from Tondiarpet and seized six mobile phones from them. The duo were involved in a series of cell phone snatchings in the area,” said a police officer from Washermenpet police station. The duo were identified as S Surya (20) and R Balaji (20). Police seized six mobile phones from them. The arrested were later remanded to judicial custody.
