NEW DELHI: Inspection of medical colleges, an exercise that was reported to be “opaque and arbitrary” under the now-scrapped Medical Council of India, is set to see a complete overhaul soon. The Board of Governors under Niti Aayog member (health) V K Paul, which was formed to replace the tainted MCI through an Ordinance last month, is planning to ensure that inspection of medical colleges is carried out in a transparent manner, with inspectors selected through a software and the entire process videographed.

“The matter was discussed in detail in the BOG meeting last week and it has been decided that a fair and clean approach for inspection (of medical college) would be adopted--something that Parmacy Council of India has already been doing,” a senior official in the medical education section of the Union Ministry of Health and Family Welfare said.

“It was also decided that the process of inspection will be recorded through videography so that there is least chance of any underhand dealing or extortion, and in case of any discrepancy it can be sorted out later,” the official said.


Another official explained that MCI, over the decades, had developed a system through which only a handful of teachers from government medical colleges were picked to carry out most inspections.

“We had been getting feedback that these assessments were completely arbitrary and did not give the college authorities a chance to explain--even minor issues were blown up and these were later used to extort from the college at the time of renewal,” the official said. “The complaints from new private colleges were particularly glaring,” he added.

A report submitted to the government by the Supreme Court-appointed Oversight Committee, which had eventually led to the medical education regulator’s dissolution, had also said that the Council was “extremely opaque in carrying out inspection of medical colleges, leading to a large number of complaints from most colleges”.

In response to an OC directive asking for the details of assessors, the mechanism of evaluation and their full reports, the MCI declined to share the information, saying it would be “too bulky” and would set a wrong precedent. “It would also be akin to undermining the credibility of MCI assessors who are professors of government medical colleges,” the MCI had replied to the OC.

CHENNAI: A 27-year-old man, who realised he was late to board a train and allegedly called up the city police control room to say a bomb planted in Kovai Express will go off at 6.15 am on Saturday, is now put behind bars.

The caller identified himself as Naveen Kumar and told police that a bomb had been planted on the train and said he had overheard three persons talk about it at Central station.

Police with the assistance of sniffer dogs conducted a thorough search of the train.

“Initially, the caller said his friends played a prank using his mobile phone as it was his birthday,” said police. During enquiry, it was found that his name was Praveen Kumar, a native of Vellore staying at Kodambakkam. He was employed in a private firm in the city.

“On Friday night, he decided to go home for the weekend by Kovai Express from Central at 6.15 am. However, on Saturday he woke up late and wanted to buy time to reach Central. He called the control room and issued the bomb threat so that the train departure may be delayed. He did not have any other intention.” the officer said. Vadapalani police arrested Praveen Kumar. He was later remanded to judicial custody.

Chennai: After four-day holiday, Chennai-Tiruchy National Highway (NH) witnessed heavy traffic, impacting GST road and arterial roads in the city, keeping traffic police on their toes on Monday.

According to police personnel, there was a heavy traffic jam from Chengalpet toll plaza to Perungalathur, giving immense inconvenience to passengers.

Even as huge number of police personnel was deployed to regulate the traffic, it did not augur well with the vehicles moving at snail’s pace.

"Particularly, the stretch between Chengalpet and Tambaram was choked with vehicles, which came to a halt by one to two hours. One can travel on this stretch covering a distance of 27 km and it usually takes only 45 to 50 minutes, but it took three hours to reach Tambaram from Chengalpet," said R Sekar, a passenger, who reached the city. He could not go to office, as he reached his home by around 11 am on Monday, he lamented.

Police said that it all started with Chengalpet toll plaza, Maraimalai Nagar, Urapakkam, Kuduvancherry and Perungalathur.

Further, since some road works are in progress in the stretch, it also added to traffic woes.

Police also pointed that the crew of omni buses would not usually conform to traffic rules and stop the buses in the middle of the road leading to traffic chaos

New routes charted to ease traffic during Deepavali festival season

Chennai: To lessen the pressure of traffic during Deepavali festival in the city, the transport department has prepared a new chart of routes.

According to officials, Perungalathur and Tambaram would usually be overcrowded during festivals and both government and omni buses would pile up.The stretch between Chennai Mofussil Bus Terminus (CMBT) to Perungalathur would be choked with vehicles, all moving at snail’s pace.

“We have received a flurry of complaints regarding this, and we planned to ease traffic this time. Accordingly, all south-bound fully-loaded buses, after picking up passengers, would not pass through Tambaram and Perungalathur, instead would take the Maduravoyal by-pass road and Vandalur Outer Ring Road (ORR) and finally reach Vandalur on October 3, 4 and 5,” said an official. However, those buses that are half filled with passengers, would go to Tambaram and Perungalathur, picking up passengers on the way.



The official also said that passengers who have already booked tickets online to board buses from Tambaram and Perungalathur, should go to the temporary bus stop - Urapakkam (CMDA premises - Kilambakkam) to reach their destination, on these three days.

Another chart issued by the transport department said that Andhra Pradesh buses would leave from Madhavaram Mofusssil Bus Terminus (MMBT), which was recently opened.

“Likewise, buses passing through East Coast Road (ECR) will leave K.K Nagar bus terminus, while buses which go through Tindivanam and Vikkiravandi, will leave from Tambaram Sanatorium Arignar Anna Bus Stand (MEPZ),” the release said.

Even buses approaching northern districts like Vellore and Kanchipuram will leave from Poonamallee bus stand, the release said, adding that more number of buses bound for Tiruchy, Coimbatore, Pudukkottai, Dindigul, Ramanathapuram and Kanyakumari, will leave from Puratchi Thalaivar M.G.R Bus terminus in Koyambedu.

Motorists and activists have welcomed the move. “Officials have at least now prepared a new chart to reduce traffic within the city limits during Deepavali. Because, you cannot ride a bike on the stretch between Koyambedu and Perungalathur during the festival days. Such alternative routes will serve the purpose, as it will reduce the traffic.

The air quality in the city nosedived to ‘very poor’ on Wednesday even before the onset of the winter and just days after stringent measures under the graded response action plan (Grap) came into force in Delhi and the National Capital Region.

The air quality index read 313, primarily due to wind speed dropping to zero. Other factors, including local emissions and stubble burning in neighbouring states, also played a part, say officials from the Central Pollution Control Board (CPCB), who predicted that pollution levels would rise over the next few days.

CPCB is set to hold a task force meeting on Thursday to take stock of measures that need to be implemented to arrest the slide.



The PM10 particulate matter level on Wednesday was recorded at 326.8 micrograms per cubic metre, three times higher than the CPCB-prescribed safe limit of 100.

The smaller PM2.5 level on Wednesday was 138.7 mpcm, more than twice the safe limit of 60 micrograms per cubic metre. PM10 is mainly generated by road dust, while PM2.5 levels usually spike mostly when there is low wind speed and soot and vehicular emissions are high.

“As wind speed dropped to zero, the pollutants could not disperse. Besides that, wind direction has changed to northwest, thereby carrying into Delhi pollutants from stubble burning incidents in Punjab and Haryana. Also, the festive rush on roads is adding to the vehicular emissions,” a senior CPCB official said.

Members of the Supreme Court-mandated Environment Pollution (Prevention and Control) Authority (Epca) said that measures such as a ban on diesel generator (DG) sets, ban on firewood in restaurants/hotels, augmenting public transport, and disseminating information on public platforms are already being implemented.

Grap measures are implemented to combat ‘poor’, ‘very poor’ (AQI above 301) and ‘severe’ (AQI above 401) levels of air pollution. This is the second year that Grap is in force as an emergency plan to counter alarming levels of air pollution post Diwali.

A hike in parking fee by three to four times — a Grap measure listed to tackle ‘very poor’ levels of air — is unlikely to be implemented this year, as the Delhi Parking Policy 2017 is yet to be notified.

Epca chairman Bhure Lal said all agencies have been asked to step up enforcement of Grap and take action against violators. “The chief secretaries of Delhi and NCR cities have been told to closely monitor enforcement and take additional measures if necessary at pollution hotspots,” he said.

A 70-year-old woman’s tongue was chopped off after she was branded a witch in a Bihar village in Rohtas district, police said on Monday.

Rajkali Devi was attacked in Redia village with traditional weapons and a part of her tongue was cut off leaving her seriously injured, Tilauthu police station in-charge Pramod Kumar said.

The Dalit widow was admitted to a hospital and a First Information Report was registered on Sunday on the complaint by her granddaughter.

The granddaughter, who was sleeping with Rajkali Devi, at the time of the attack said three villagers forcibly entered their house late on Saturday and chopped off her grandmother’s tongue accusing her of practicing witchcraft.

A man hunt was underway to nab the culprits. Branding women as witches and torturing them — often to death — continues to prevail in parts of rural Bihar.

The Bihar Human Rights Commission had been asking the government to expedite probes and trials in cases related to offences under the Prevention of Witch Hunting Act, 1999.

Carry mobile, pay for camera at Vandalur zoo

CHENNAI: Arul Thirumurugan had nudged past the crowd with his family when he was stopped at the gates of Vandalur zoo. The man had bought three entry tickets but did not pay the ‘camera fee’ at the counter.

“I don’t have a camera,” he argued, but the gatekeepers told Arul to pay as he was carrying a mobile phone which had an inbuilt camera. Flustered, the visitor from nearby Urappakam relented. “I have an entry-level smartphone and don’t even use it to take photos. Why should I pay camera charges,” Arul asked.

The Arignar Anna Zoological Park collects ₹25, over and above the ₹50 entry fee, from every visitor carrying a camera phone. The zoo authorities do not differentiate between DSLRs and camera phones.

“The zoo management thinks we can click photos of animals that are several metres away with cellphones. But that’s not possible because phones don’t have a zoom lens like DSLRs. We mostly take selfies or group photos. We basically pay for clicking our own photos,” said A Ashwin from Tambaram who had gone to the zoo with his friends.

Zoo director S Yuvaraj said the charge is levied as per a 2012 government order. “It was issued years ago when people carried actual cameras. Nowadays 95% of the people use their mobile cameras. Only professional photographers carry cameras,” he said.

But wildlife photographer Munish Palaniappan said it was “illogical” to treat phones and cameras alike. “What will you click with a mobile phone camera? Visitors who don’t want to pay camera charges have every right to resist,” he said.

Unlike Vandalur zoo, animal parks in Mysuru, Hyderabad and Bhubaneswar do not charge visitors for carrying camera phones. These zoos have separate tariffs for cameras. “Each zoo will have a different revenue-generation model. Mysuru zoo charges ₹80 on weekends and ₹60 on weekdays, but we don’t do that,” Yuvaraj said.

On Friday, 8,502 people visited the zoo and Yuvaraj said the management doesn’t collect camera charges from every member of a group.

“If someone is very specific about not using the mobile phone camera, he or she can deposit it in the cloak room for free and take it back while leaving the premises,” he said.

90% work for party launch over, says Rajinikanth

CHENNAI: Actor Rajinikanth on Saturday said 90% of work for the launch of his political party was over, but said the announcement would be made only at the right time. He was non-committal on when he would make the announcement.

He refuted reports that the name of the party would be announced on his birthday, December 12. Referring to posters that have come up in this regard, he said, “There is no truth in it”.

He was speaking to reporters at Chennai airport after returning from Varanasi, where he was shooting for his next Tamil movie, ‘Petta’. Rajini had announced his plan to enter politics in December last year.

Asked about the Sabarimala imbroglio, he said he welcomed the Supreme Court order, but cautioned that the age-old traditions of the temple should not be meddled with.

“Every temple has its time-honoured rituals, besides traditions being followed for a long time. My humble opinion is that no one should interfere in that,” he said.

On the #MeToo movement that has seen several women levelling sexual harassment charges against men including celebrities and political personalities, Rajini said he was supportive of women coming out in the open against the harassment meted out to them. But the campaign should not be misused, the actor said.

As regards his stand on the Lok Sabha elections, he said he would make it clear once the poll dates were announced. He refused to field questions on corruption charges against the AIADMK government.

Lone bus from Madhavaram terminus puts passengers in a fix

CHENNAI: It’s been 10 days since the state government threw open the Madhavaram Mofussil Bus Terminus (MMBT) for the public, but poor shuttle services towards the southern and western parts of the city is inconveniencing passengers. A lone Metropolitan Transport Corporation (MTC) bus operates between MMBT and Chennai Moffusil Bus Terminus (CMBT) at Koyambedu, while commuters are forced to cross the highway, amid fast approaching speedy vehicles, to board MTC buses.

On Saturday, R Meganathan, of Anna Nagar on his way to Tirupati from MMBT, said inadequate services at Madhavaram causing problems. “Except for route 170A and 121 that passes through Koyambedu, no other MTC buses comes near MMBT. The only other bus from CMBT, route 114, stops on the other side of the Chennai-Tada National Highway and passengers have to risk their lives while crossing the busy junction to access this bus terminus,” he said.

The intercity bus terminus at Madhavaram, built on an area spanning eight acres at a cost ₹95 crore, was inaugurated on October 10. Constructed by the Chennai Metropolitan Development Authority (CMDA), the facility is meant to operate fleets of Tamil Nadu State Transport Corporation (TNSTC) and Andhra Pradesh State Road Transport Corporation (APSRTC). On a daily basis, APSTRC operates 188 services to Tirupati, Nellore, Vijayawada, Kurnool, Puttaparthi, Visakhapatnam, Bhadrachalam and Hyderabad, while TNSTC runs 300 trips to different parts of Tiruvallur besides Nagari and Puthur in the neighbouring state. MTC operates 77 services from MMBT to Tiruvallur district and a lone bus to CMBT.

Commuters rued that they had to pay excess to visit Madhavaram due to non-availability of direct services. Chromepet resident M Anbazhagan, who was visiting Tirupati with his family on Saturday, said he had to take two buses to arrive at MMBT. “We boarded a bus from Chromepet to CMBT and took another to Madhavaram from Koyambedu. For a family of four, we paid ₹148. It would have been cheaper if the MTC ran direct buses,” he said.

When contacted, CMDA sources said the issue has been taken up with the MTC. In the absence of direct services, the official said route 121H from Tambaram is being operated via Madhavaram. “It will be difficult to provide services to different parts of the city from Madhavaram because adequate buses are available at Koyambedu. After reaching CMBT, people can move to any destination in the city,” another MTC official said.

CHENNAI: DMDK leader Vijayakanth will soon roar like a lion, said his wife and party’s newly appointed treasurer, Premalatha Vijayakanth, on Sunday.

“We will be taking Vijayakanth abroad for treatment again in 15 days. After treatment, he will roar like a lion,” Premalatha told reporters here.

Indirectly hinting that an alliance with the BJP is unlikely, Premalatha said the party would explore the possibility of forming a coalition with like-minded secular parties for the forthcoming Lok Sabha elections.

Vijayakanth returned to Tamil Nadu recently after undergoing treatment for renal-related ailments in the US. Except for a late night visit to DMK leader M Karunanidhi’s burial site on Marina Beach on August 20, Vijayakanth has not made any public appearance.

In the first week of September, he was admitted to MIOT International Hospital. He was discharged after a brief stay in the hospital.

‘Girl pregnant’ audio clips voice doctored, not mine: D Jayakumar

CHENNAI: A day after two audio clips, purportedly containing recorded conversations between Tamil Nadu fisheries minister D Jayakumar and a woman, over her daughter’s pregnancy and advice from the ‘male’ voice to abort the fetus, went viral on social media, the minister denied it was his voice. Alleging it was an attempt by his detractors (from the rebel T T V Dhinakaran camp) to discredit him, Jayakumar said he was willing to undergo any test to prove himself.

“For the last two years, a mafia group has been attempting to destroy my reputation. But they could not succeed. Unable to take me on politically and hit by my political statements, which I make on behalf of the AIADMK, these detractors have now stooped so low to create this. Just like we have morphed videos, this is a morphed audio,” Jayakumar told reporters in Chennai on Monday evening.

“I will initiate legal action against those who made these audio clips and everyone responsible for it will be answerable,” the minister said.

‘Not right to blame people based on clips’

Though the audio clips had gone viral since Sunday night, the AIADMK remained silent for most of Monday, except for Lok Sabha deputy speaker, M Thambidurai, who came to Jayakumar’s defence. “It is not right to blame someone just based on audio clips. In the past, even video clips of certain people have turned out to be fake,” Thambidurai told reporters.

Sabarimala: The Sabarimala temple closed on Monday night with the ‘ban’ on entry of women still in place, after six days of tense standoff between protestors and police that had the entire state on the edge. The historic Supreme Court verdict allowing women between the age of 10 and 50 to worship at the hill-top shrine remained unimplemented, despite multiple attempts by women to enter the temple. Amid several tense situations, the state government managed to prevent large-scale violence.

On Monday, five women from Guntur in Andhra Pradesh tried to get a ‘darshan’ but had to turn back. They were part of a group on a pilgrimage of various Kerala temples and had “blundered” into Sabarimala, unaware of the situation here. Four women turned back soon after they began the climb, after some Teleguspeaking male pilgrims warned them of what lay ahead. The fifth woman continued for a while before protesters forced her to go back.

Another woman Bindu, a 43-year-old woman hailing from Kozhikode, sought permission from police to visit the temple but even before she reached Pamba, the bus she was travelling in from Erumely was blocked by protesters and she was forced to alight. A police team rescued her from the mob, and she was taken away in a police jeep after she decided to abandon her plan to climb Sabarimala.

Since last Wednesday, when the temple opened for the monthly pujas, 13 women between the age of 10 and 50 attempted to climb the hill and get darshan but all of them were blocked and forced to turn back by scores of protestors, ranging from devotees to cadres of right wing outfits. The most dramatic incident was on Friday when an activist and a journalist were escorted uphill by police in full riot gear, but just short of the 18 ‘holy steps’ they had to turn back when the chief tanthri (priest) threatened to close the temple if the two young women were allowed darshan.

Travancore Devaswom Board, which manages Sabarimala, is meeting on Tuesday to decide on the final report it plans to submit to SC regarding issues that have cropped up in implementing the verdict, including the law and order aspect. “Whether it will be just a report or if they would seek a prayer in the Supreme Court will be decided after consultations with senior advocate Abhishek Singhvi,” law minister A K Balan said. He also voiced his scepticism on the flurry of review petitions.

Diwali traffic: Buses to skip Tambaram

Government buses departing from Chennai Mofussil Bus Terminus (CMBT) at Koyambedu to the southern and western districts will skip Tambaram and Perungalathur stops between November 3 and 5 to in view of Diwali. These buses will instead pick passengers from a temporary bus stand to be set up near Urapakkam.

The transport department said these buses will avoid the Maduruvoyal-Tambaram-Perungalathur route. “In order to avoid traffic congestion, the buses will reach Vandalur via Nazrathpet and Outer Ring Road,” an official release said.

The pick-up points of buses heading to other districts during the period have also been altered. Government buses plying towards Chidambaram, Cuddalore and Puducherry on East Coast Road (ECR) will depart from the MTC bus stop at KK Nagar. Vellore, Tirupathur and Dharmapuri-bound buses will leave from Poonamallee bus stop. Only buses heading to Vikravandi, Panruti and Tiruvannamalai would depart from Tambaram. All other buses will start from CMBT.

Chennai: Quashing an order, detaining an accused under the Goondas Act, the Madras high court has expressed its hope and trust that the Puducherry government would be more careful in the future so that persons who disrupt the peace and tranquility of the community are effectively prevented from carrying on with their nefarious activities.

A division bench comprising Justices S.Vimala and S.Ramathilagam said, "Before parting with the case, this court would like to point out that this case is yet another instance where this court is reluctantly compelled to set free from detention a person believed to be a threat to the society, and allowed to go scot-free for want of due care, promptness and attention on the part of the state government. This court is left with no choice but to strike down the detention of the petitioner. If only the state government had properly applied its mind to the correct legal position as laid down by various decisions of this court and the apex court and shown greater concern and anxiety while exercising the power of preventive detention, the infirmity vitiating the detention of the petitioner could have been easily avoided".

Allowing a habeas corpus petition from Padmavathi, wife of the detenu Senthil alias Ramesh, the bench said it was no doubt true that the advisory board had given an opinion opining that there was sufficient cause for detention of the detenu, which opinion has been accepted by the government while confirming the order of detention. But, it was to be pointed out that the government, with an independent and open mind, has not considered the representation submitted by the detenu, without reference to the opinion of the advisory board and passed an order on the said representation. However, the materials available on record reveals that the detenu has been informed to place the representation before the advisory board, which was not the intent of Article 22 (5) of the Constitution, the bench added.

The bench said the government has abdicated its power in not considering the representation submitted by the detenu, but had asked the detenu to place the representation before the advisory board, was against the constitutional guarantees as envisaged under Article 22 (4) and (5) of the Constitution.

Further, it was to be pointed out that though the order of detention has been confirmed on the basis of the opinion of the advisory board, no order has been passed on the representation submitted by the detenu till date, thereby, independent application of mind having not shown by the government would definitely vitiate the confirmation of detention.

"For the reasons aforesaid, the constitutional mandate under Article 22 (5) having not been satisfied, there being no consideration of the representation submitted by the petitioner, the non-consideration of the representation vitiates the order of detention and is liable to be quashed", the bench added and quashed the detention order.

Vijayawada-Singapore direct flight to start from October 25

Indigo had come forward to start the first flight for which AP government offered to provide Viability Gap Fund of Rs 18 crore.

VIJAYAWADA: Energy and infrastructure secretary Ajay Jain on Friday said that direct flights from Vijayawada to Singapore will come into operation from October 25.

Mr Jain, who is camping at Srikakulam to oversee the relief and rehabilitation work in the areas affected by Cyclone Titli, on Friday said that in sync with the vision of Chief Minister N. Chandrababu Naidu to create world-class aviation infrastructure in AP and to provide reliable air connectivity to all destinations by 2022, the infrastructure department has reached another milestone by introducing a new international flight service.

He appealed to all international passengers to avail of this service to travel to Singapore from Vijayawada. The infrastructure department has geared up to promote development of aviation infrastructure and reach the goal of making Andhra Pradesh a preferred destination for investment by creating airports as hubs to enhance economic activity in the state, Mr Jain said.

Earlier, Indigo Airlines had come forward to run the Singapore flight from Vijayawada.

சென்னையில் இருந்து ஆந்திரா, தெலங்கானாவுக்குச் செல்லும் புறநகர் பேருந்துகளுக்கு என தனியாக ஒரு பேருந்து நிலையம் அமைக்கும் திட்டத்துக்கு கடந்த 2011-ம் ஆண்டு அக்டோபர் 31-ம் தேதி தமிழக அரசு ஒப்புதல் வழங்கியது. இதன்படி, சென்னையை ஒட்டியுள்ள மாதவரத்தில் 8 ஏக்கர் பரப்பில் 2 லட்சத்து 41 ஆயிரத்து 560 சதுர அடி கட்டுமான பரப்பளவில் புதிய புறநகர் துணை பேருந்து நிலையம் அமைக்க அரசு நடவடிக்கை எடுத்தது. சென்னையில் இருந்து நெல்லூர், திருப்பதி, ஹைதராபாத் உள்ளிட்ட நகரங்களுக்குச் செல்லும் பேருந்துகள் அனைத்தும் இந்தப் பேருந்து நிலையத்தில் இருந்து இயக்கப்படும். இதனால் கோயம்பேடு புறநகர் பேருந்து நிலையத்தில் ஏற்படும் நெரிசல் வெகுவாகக் குறையும்.

இந்தப் பேருந்து நிலையம் தமிழகத்தில் முதல்முறையாக தரைதளத்தில் 42 பேருந்துகளும், மேல் தளத்தில் 50 பேருந்துகளும் ஒரே நேரத்தில் நிறுத்தக்கூடிய இரு அடுக்குகள் கொண்டதாக அமையும்.

மேலும், தாய்மார்கள் பாலூட்டும் அறை, மருந்தகம், ஓட்டுநர் மற்றும் நடத்துநர்களுக்கான ஓய்வறை, பயணிகள் காத்திருக்கும் அறை, குடிநீர், கழிப்பறை வசதிகள் போன்ற அடிப்படை வசதிகளுடனும் இப்பேருந்து நிலையம் அமைக்கப்பட்டது.

95 கோடி ரூபாய் மதிப்பீட்டில் கட்டி முடிக்கப்பட்ட மாதவரம் அடுக்குமாடி புறநகர் பேருந்து நிலையத்தை முதல்வர் எடப்பாடி பழனிசாமி கடந்த 10-ம் தேதி காணொலிக் காட்சி மூலமாக திறந்து வைத்தார்.

இந்நிலையில் இன்று முதல் ஆந்திரா, தெலங்கானா செல்லும் பேருந்துகள் மாதவரம் பேருந்து நிலையத்திலிருந்து இன்று முதல் இயக்கப்படுகின்றன. திருப்பதி, காளஹஸ்தி, நெல்லூர், கடப்பா உள்ளிட்ட ஆந்திர மாநிலத்திற்குச் செல்லும் 143 பேருந்துகளும் அங்கிருந்து புறப்பட்டுச் செல்வது குறிப்பிடத்தக்கது.

அமிர்தசரஸில் நடந்த ரயில் விபத்தின் போது ஒரே நேரத்தில் இரு ரயில்கள் எதிரெதிரே வந்ததால், மக்கள் தப்பிக்க முடியாமல் ரயிலில் அடிபட்டு இறந்தார்களா என்ற கேள்வி எழுந்துள்ளது.

அமிர்தசரஸில் உள்ள சவுரா பஜார் பகுதியில் உள்ள ஜோதா பதக் எனும் இடத்தில் ராவணன் உருவபொம்மைதகன நிகழ்ச்சி இன்று மாலை நடந்தது. அப்போது, ராவணன் உருவபொம்மை எரிக்கும் நிகழ்வு நடக்கும் இடத்துக்கு அருகே ரயில்வே தண்டவாளம் செல்கிறது.

இதனால், ராவணன் பொம்மை எரிப்பு நிகழ்ச்சியைப் பார்ப்பதற்காக ஏராளமான மக்கள் கூடி இருந்தனர். அப்போது, ரயில் தண்டவாளத்தை மறித்து ஏராளமான மக்கள் நின்றிருந்தனர். ராவணன் பொம்மை எரிக்கப்பட்டபோது, பட்டாசு வெடிக்கப்பட்டது.

அப்போது ஜலந்தரில் இருந்து அமிர்தசரஸ் நோக்கி ரயில் ஒன்று வேகமாக வந்தது, பட்டாசு வெடிக்கும் சத்தத்தில் தண்டவாளத்தில் ரயில் வரும் சத்தமும், ரயிலையும் மக்கள் கவனிக்கவில்லை எனக் கூறப்படுகிறது. வேகமாக வந்த ரயில், தண்டவாளத்தில் நின்றிருந்த மக்கள் மீது கண்ணிமைக்கும் வேகத்தில் மோதிவிட்டுச் சென்றது. மேலும் எதிர்த்திசையில் அடுத்த சில நிமிடங்களில் மற்றொரு ரயிலும் வந்ததால் மக்களால் தப்பித்து செல்ல முடியாமல் ரயிலில் அடிபட்டு இறந்ததாகச் செய்திகள் தெரிவிக்கின்றன.

சம்பவம் நடந்த போது, அந்த இடத்தில் 300-க்கும் மேற்பட்ட மக்கள் கூடி இருந்தனர். ரயில் மோதிய விபத்தில் 50-க்கும் மேற்பட்டோர் பலியானதாகத் தெரிவிக்கப்பட்டுள்ளது, 50-க்கும் மேற்பட்டோர் காயமடைந்துள்ளனர்.


மருத்துவமனையில் கூடியிருக்க மக்கள் கூட்டம்

இது குறித்து அமிர்தசரஸ் துணை ஆட்சியர் ராஜேஷ் சர்மா கூறுகையில், விபத்து நடந்த இடத்தில் 50 உடல்கள் கண்டுபிடிக்கப்பட்டுள்ளது, பலி எண்ணிக்கை மேலும் உயருமா எனத் தெரியாது, காயமடைந்த 50-க்கும் மேற்பட்டோர் மருத்துவமனையில் சிகிச்சைக்காக சேர்க்கப்பட்டுள்ளனர் எனத் தெரிவித்தார்.

ரூ.5 லட்சம் நிவாரணம்

இந்த விபத்து நடந்தது குறித்து அறிந்த பஞ்சாப் முதல்வர் அமரிந்தர் சிங் தனது இஸ்ரேல் பயணத்தை ரத்துசெய்து நாளைக் காலை அமிர்தசரஸ் நகருக்கு வருகை தரவுள்ளார் எனச் செய்திகள் தெரிவிக்கின்றன. மேலும், விபத்தில் உயிரிழந்தவர்களின் குடும்பத்தினருக்கு ரூ.5 லட்சம் இழப்பீடு வழங்கப்படும் என மாநில அரசு அறிவித்துள்ளது.

இந்தவிபத்து குறித்து மத்திய உள்துறை அமைச்சர் ராஜ்நாத்சிங் ட்விட்டரில் கூறுகையில், விபத்தில் உயிரிழந்தவர்களுக்கும், அவர்களை இழந்து வாடும் அவரின் குடும்பத்தினருக்கு எனது ஆழ்ந்த இரங்கலையும், வருத்தத்தையும் தெரிவிக்கிறேன். காயமடைந்தவர்கள் விரைவாக குணமடைய வேண்டும். இந்த இக்கட்டான நேரத்தில் மத்திய அரசு அனைத்து விதமான உதவிகளையும் அளிக்கத் தயாராக இருக்கிறது என்று தெரிவித்துள்ளார்.

சபரிமலையில் குடியிருக்கும் அய்யப்பன் ஒரு கடும் பிரம்மச்சாரி. அவருடைய சன்னிதானத்துக்கு 10 வயதுக்குட்பட்ட பெண் குழந்தைகளும், 50 வயதுக்கு மேற்பட்ட பெண்களும் மட்டுமே காலம்காலமாக அனுமதிக்கப்பட்டு வந்தனர். இந்தநிலையில், கடந்த மாதம் 28-ந்தேதி அப்போது சுப்ரீம் கோர்ட்டு தலைமை நீதிபதியாக இருந்த தீபக் மிஸ்ரா பதவியிலிருந்து ஓய்வுபெறும் நிலையில், அவர் தலைமையிலான பெஞ்சு, சபரிமலை அய்யப்பன் கோவிலுக்கு அனைத்து வயது பெண்களும் செல்லலாம் என்று தீர்ப்பளித்தது, சபரிமலை அய்யப்பன் பக்தர்களிடையே கொந்தளிப்பை ஏற்படுத்தியது.

சபரிமலை கோவிலுக்கு அனைத்து வயது பெண்களும் செல்லலாம் என்ற உச்சநீதிமன்றத்தின் தீர்ப்புக்கு கேரளாவில் கடும் கொந்தளிப்பை ஏற்படுத்தி உள்ளது. தீர்ப்பைக் கண்டித்து இந்து அமைப்புகள் சார்பில் தொடர் போராட்டங்கள் நடந்து வந்த நிலையில், சமீபத்தில் சபரிமலையில் நடை திறக்கப்பட்டதை தொடர்ந்து இந்த விவகாரம் பூதாகரமாக வெடித்துள்ளது.

தீர்ப்பை சுட்டிக் காட்டி குறிப்பிட்ட வயது பெண்களும் கோவிலுக்கு செல்வதற்கு முயற்சித்தனர். ஆனால், கோவிலுக்குள் செல்ல முயன்ற பெண்களை போராட்டக்காரர்கள் தடுத்து நிறுத்தி வருகின்றனர். பெண்களின் காலில் விழுந்து முறையிட்டு திருப்பி அனுப்புகின்றனர். செய்தி சேகரிக்க சென்ற பெண் பத்திரிகையாளரும், எதிர்ப்பு காரணமாக தனது பயணத்தை பாதியில் முடித்துக்கொண்டு திரும்பினார்.

இந்த பரபரப்பான சூழ்நிலையில் இன்று ஐதராபாத்தைச் சேர்ந்த பெண் பத்திரிகையாளர், எர்ணாகுளத்தைச் சேர்ந்த ஒரு பெண் ஆகியோர் இன்று பலத்த போலீஸ் பாதுகாப்புடன் பம்பையில் இருந்து சபரிமலைக்கு சென்றனர். பம்பையில் இருந்து நடந்து சென்ற அவர்களை சுற்றி பாதுகாப்பு கவசங்களுடன் சுமார் 200 போலீசார் பாதுகாப்புக்குச் சென்றனர்.

போலீஸ் புடைசூழ சென்ற பெண்கள் இருவரும் இன்று 9 மணியளவில் சன்னிதானத்தை நெருங்கியபோது அவர்களுக்கு எதிர்ப்பு தெரிவித்து ஐயப்ப பக்தர்கள் முழக்கங்கள் எழுப்பினர். சரண கோஷம் எழுப்பிய அவர்கள், பெண்களை உள்ளே செல்ல அனுமதிக்கக் கூடாது என தொடர்ந்து வலியுறுத்தினர். ஆனால், அவர்களின் முழக்கங்களை காதில் வாங்கிக் கொள்ளாத போலீசார், தொடர்ந்து அந்த பெண்களை சன்னிதானம் நோக்கி அழைத்துச் சென்றனர்.



இதையடுத்து சன்னிதானம் அருகே உள்ள நடைபந்தலில் ஐயப்ப பக்தர்கள் அமர்ந்து போராட்டத்தில் ஈடுபட்டனர். அவர்களுடன் போலீசார் பேச்சுவார்த்தை நடத்தினர். பெண்களை உள்ளே செல்ல ஒத்துழைக்குமாறு கேட்டுக்கொண்டனர். ஆனால், தங்கள் பாரம்பரிய நடைமுறைகளை மாற்றக்கூடாது என பக்தர்கள் கையெடுத்து கும்பிட்டு கேட்டுக்கொண்டனர்.

இதையடுத்து போலீஸ் ஐஜி ஸ்ரீஜித், அங்கு வந்து பக்தர்களுடன் பேச்சுவார்த்தை நடத்தினார். போராட்டத்திற்கான காரணம் குறித்து கேட்ட அவர், உச்ச நீதிமன்ற தீர்ப்பை நடைமுறைப்படுத்த வேண்டிய கட்டாயத்தில் இருப்பதாகவும், அதனால் பக்தர்கள் ஒத்துழைப்பு அளிக்குமாறும் கூறினார். எனினும் பக்தர்கள் தங்கள் போராட்டத்தை கைவிட மறுத்தனர். இதையடுத்து மேற்கொண்டு என்ன செய்யலாம்? என காவல்துறை அதிகாரிகள் ஆலோசனை மேற்கொண்டனர். இதனால் கோவில் வளாகத்தில் பரபரப்பான சூழல் நிலவியது.

தொடர்ந்து முன்னேறிச் சென்றால், போராட்டமும் தீவிரமடையும் சூழல் இருந்தது. இதையடுத்து, சன்னிதானத்தை நெருங்கிய இரண்டு பெண்களையும் திருப்பி அனுப்பும்படி கேரள அரசு உத்தரவிட்டது. கேரள சுற்றுலாத்துறை அமைச்சர் கடகம்பள்ளி சுரேந்திரன் இந்த உத்தரவை பிறப்பித்தார். இதையடுத்து அவர்களை வந்தவழியாகவே போலீசார் அழைத்துச் சென்றனர். #Sabarimala #SabarimalaProtests #KeralaGovt

CHENNAI: The UGC has made it mandatory for all entry-level higher education teachers to clear the NET or SET or State Level Eligibility Test. The only exceptions are those with PhD for which enrolment was made prior to July 11, 2009. The UGC on Tuesday issued a notification listing regulations on minimum qualifications for appointment of teachers and other academic staff in universities and colleges. “The National Eligibility Test (NET) or an accredited test (State Level Eligibility Test SLET/SET) shall remain the minimum eligibility for appointment of assistant professor and equivalent positions,” the notification said.


The notification further said candidates recruited directly by the university or college in the disciplines of arts, commerce, humanities, education, law, social sciences, sciences, languages, library sciences, physical education, journalism and mass communication should have cleared the eligibility tests. The candidates are also required to have cleared a Master’s degree with 55 per cent marks.

However, candidates, who have been awarded PhD, will be exempted from having to take the tests provided they fall under two categories. Either, they had registered for their PhD programmes prior to July 11, 2009 or they must have obtained the Ph.D from a foreign university/institution with a ranking among top 500 in the World University Ranking (at any time) by Quacquarelli Symonds (QS) or the Times Higher Education (THE) or the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai).

“NET/SLET/SET shall also not be required for such Master’s programmes in disciplines for which the exam is not conducted by the UGC and CSIR,” the notification said. The notification said candidates recruited to the post of associate professor or professor, must have Ph. D. Associate professors must have a minimum of eight years of teaching and/or research experience with at least seven publications in the peer-reviewed or UGC-listed journals and a total research score of 75. Professors must have a minimum of 10 years of teaching and/or research experience with at least 10 publications in the peer-reviewed or UGC-listed journals and a total research score of 120. Assistant professors recruited to disciplines such as music, performing arts, visual arts and other traditional Indian art forms like sculpture should also have cleared the respective national or state eligibility tests unless they have commendable professional achievement in the subject and have been grade A artists with the All India Radio or Doordarshan.

Justice V Parthiban passed the order on a petition filed in 2014 by S Chellamuthu who had been left jobless as his appointment as a Motor Vehicle Inspector, through a selection conducted by the TNPSC, was set aside by the Bench shortly after he resigned from his previous post.

The judge observed that the petitioner, having served the corporation for more than 26 years, lost entire service benefits not due to his fault, but because of the authorities who had not conducted the selection in a proper way. “This is not a run of the mill case where the relief could be put in a straitjacket formula,” stated the judge and directed the TNSTC to treat the resignation as one of the voluntary retirement.

He further directed them to pay all benefits within eight weeks.

Another Rs 50 lakh pension arrear scam unearthed in sub-treasury

The Treasury department has unearthed another Rs 50-lakh ‘Pension arrears scam’.

VISAKHAPATNAM: The Treasury Department has unearthed another Rs 50-lakh ‘Pension arrears scam’. The scamster was a junior accountant of Seethammadhara divisional Sub Treasury Office (STO). Department higher officials have ordered an inquiry. The authorities are suspecting that the accused junior accountant had done the illegal pension arrear amount credits by hacking the pension portal for user IDs and the passwords.

In this connection, the assistant treasury officer (ATO), divisional sub-treasury, Vizag, requested the Gopalapatnam SBI branch to submit an accounts copy of the amount credited to pensioners’ account. After thoroughly checking, the ATO found that around Rs 50.35 lakh was withdrawn and only Rs 31,820 is available in the pensioners’ account as on October 16, 2018.

According to sources, the new scam surfaced on Tuesday when a senior accountant from Yellamanchili, Ramakrishna, one of the 12 inspecting team members, identified a suspicious recovery amount entry of a family pension beneficiary account (by verifying the pension payment order ID). On further verification of the entire data, he found that a suspicious credit of Rs 16,00,580 additional payment, stated as arrears posting, along with regular pension in May 2018, payable on June 1 and another Rs 34,65,800 as arrears payment posting in August, payable on September 1, totalling Rs 50,66,380 and irregularly credited to Gopalapatnam branch of State Bank of India account.

On further investigation, it was found that the total additional amount transferred to the account belongs to a family pension beneficiary and also the mother of the junior accountant Y Venkata Narasinga Rao at the divisional STO. Further, the officials identified that around Rs 1 lakh was transferred to the saving bank account of the junior accountant and the SBI officials also confirmed the same through the account statement of the above pensioner’s account.

CHENNAI: More than 70,000 students from the University of Madras graduated with various degrees at the 161st Annual Convocation of the varsity on Wednesday. While 434 graduands received their degrees, awards, prizes and medals in person, 70,430 received it in absentia.

Arun Kumar Bhudari, the director of Indira Gandhi Centre of Atomic Research, the chief guest at the convocation appealed to graduating students, urging them to enter research or teaching. “We have been taught by the best teachers but we do not want to come back to teaching,”he said.

Presenting the 2017-18 academic report of the university, ViceChancellor P Duraisamy said that marksheets, consolidated marksheets and provisional certificates have been uploaded in the online system with QR codes immediately after the publication of the results. “Most of our students have downloaded and utilised it for admission and employment. We are working to upload the certificates, in the National Academic Depository,”he said. He stated that the enrollment in distance education programmes has increased by seven per cent in 2017-18. He further added that the university has recorded 1,494 publications in the last three calendar years. “To encourage faculty members and scholars to publish in high-impact journals, the university will reimburse up to `30,000 towards submission fee. Further, a subsidy of `20,000-`30,000 will be given towards publication of books,” he said.

Speaking about developments in the infrastructure of the university, he said that students will soon get a fitness centre at a budget of `2.4 crore. Duraisamy added that the international hostel at Taramani has been renovated and an additional 170 rooms will soon be available for female students. Higher Education Minister KP Anbalagan and Governor Banwarilal Purohit, who is also the Chancellor of the university were also present at the convocation.


The University of Madras has 87 teaching and research departments, spread over six campuses, 135 affiliated colleges and 53 affiliated research institutions with a strength of about 3.51 lakh students.

இந்த நூற்றாண்டின்மிகப் பெரிய பிரச்னையாக முன்வைக்கப்படுவது பெண்கள் மீதான பாலியல் கொடுமைகள், சீண்டல்கள்தான். ஆனால், இது இன்று நேற்று ஏற்பட்ட பிரச்னை அல்ல. புராண இதிகாச காலம் தொடங்கி பெண் மீதான இந்த வன்முறை மற்றும் சீண்டல்கள் தொடர்ந்துகொண்டே இருக்கின்றன.

மகாபாரதத்தில் அஞ்ஞாதவாசத்தின்போது திரெளபதி பணிப்பெண்ணாகப் பணியில் இருக்கும்போது கீசகன், அவளுக்குத் தரும் தொந்தரவுகளில் தொடங்கி காலம் காலமாகத் தொடர்ந்து வந்து கொண்டிருக்கும் பிரச்னை.
இத்தகைய பாலியல் சீண்டல்கள், கொடுமைகள், வன்முறைகள் பெண்களால் சகித்துக் கொள்ளப்பட்டு அல்லது வேறு வழியின்றி ஏற்றுக் கொள்ளப்பட்டு வந்திருக்கின்றன. தங்கள் கல்வியைத் தொடர்வதற்கும் பணியிடத்தில் பணிசெய்வதற்கும் தொடர்ந்து அவர்கள் தங்கள் மீதான இத்தகைய தாக்குதல்களைப் பொறுத்துக் கொள்ள வேண்டிய சூழ்நிலை சில ஆண்டுகள் முன்வரை இருந்தது என்பது மறுக்க முடியாத கசப்பான உண்மை. 

ஆனால், தற்போது சட்டம் பெண்களுக்குப் பாதுகாப்பு வழங்குவதற்காகக் கடுமையாக்கப்பட்டுள்ளது. பணியிடத்தில் பாலியல் தொந்தரவுகள் தவிர்க்கப்பட வேண்டியதன் அவசியத்தை அரசு உணர்ந்து நீதித்துறையின் வழிகாட்டுதலின் பேரில் சட்டங்களை இயற்றியுள்ளது.

ஆனாலும் இந்தச்சட்டங்களும் போதுமானதாக இல்லை என்பது நிஜம். பாதிக்கப்பட்ட பெண் ஒருவர், தன்னுடைய புகாரை காவல் நிலையத்தில் அளிக்க முன்வருவதில் இருந்து பல சிக்கல்களை
அவர்கள் சந்திக்க வேண்டிய நிலை இருக்கிறது. ஆகவே, பெண்களுக்கு சட்டப்படியான பாதுகாப்பு இன்னும் முழுமையான சாத்தியத்தை எட்டவில்லை.

தற்போது சமூக வலைதளங்கள் மிக வேகமாக வளர்ச்சியடைந்து வருகின்றன. இந்த வளர்ச்சி பெண்கள் சார்ந்த பிரச்னைகளுக்காகவும் தற்போது பயன்படுத்தப்படுகிறது. 2007-ஆம் ஆண்டு அமெரிக்காவில் தரனா பார்கெ என்பவர் மீ டூ (நானும் கூட) என்ற ஓர் இயக்கத்தைத் தொடங்கினார். அந்த இயக்கம் நானும் கூட பாதிக்கப்பட்டேன் எனும் கருத்தில் முன்வைக்கப்பட்டது.

இந்த இயக்கம் அங்கு அப்போது பெரும் தாக்கத்தை ஏற்படுத்தவில்லை என்றுதான் சொல்ல வேண்டும். மீண்டும் 2017- ஆம் ஆண்டு பிரபல ஹாலிவுட் நடிகையான அலிஸா மிலானோ இந்த மீ டூ இயக்கத்தைத் தனது சுட்டுரை (டுவிட்டர்) பதிவில் தொடங்கி வைத்தார். இதன் மூலம், தங்கள் மீதான பாலியல் சீண்டல்கள், வன்முறைகள், கொடுமைகள் இவற்றைப் பெண்கள் பொது வெளியில் தங்களுக்குள் பகிர்ந்து கொள்வதற்கான ஒரு வாய்ப்பு ஏற்பட்டது. அமெரிக்காவில் தொடங்கிய இந்த இயக்கம், தற்போது உலகம் முழுவதும் பெரும் பாதிப்பை ஏற்படுத்தியிருக்கிறது. சில காலமாக இந்தியாவிலும் இந்த மீ டூ இயக்கம் பெருவாரியாக பெண்களின் மனக் குமுறல்களை வெளிக்கொண்டு வந்து கொண்டிருக்கிறது.
இந்தியாவிலும் பெண்கள் தங்கள் மீதான பாலியல் கொடுமைகளை முன்வைக்கும்பொழுது அவற்றில் பெரும்பாலும் பிரபலங்களை நோக்கிய பதிவுகளே அதிகமாகக் காணப்படுகின்றன.

சிலநூற்றாண்டுகள் பெண்களின் அடக்கப்பட்டிருந்த, அடைத்து வைக்கப்பட்டிருந்த குமுறலின் குரல் என்றே இந்தப் பதிவுகளை தேசம் ஏற்றுக் கொண்டிருக்கிறது.

பெண்கள் தங்கள் மீதான வன்முறைகளை, கொடுமைகளை சகித்துக் கொண்டே ஆக வேண்டும். ஒருவேளை அவற்றை வெளிப்படுத்தினாலும் அது அந்தப் பெண்ணையே மீண்டும் தாக்கும் ஆயுதமாக மாறிவிடும் சமூகச் சூழல் நிலவிய நிலையிலிருந்து சற்றே மாற்றம் கண்டு, தற்பொழுது அவர்களின் குரலுக்கு மரியாதை கிடைக்கிறது.
அவர்கள் தங்கள் உடலியல் சார்ந்த பிரச்னைகளை, பணியிடங்களில் அவர்களுக்கு ஆண்களால் ஏற்படும் தொந்தரவுகளை, குடும்பத்தில் உறவுகளிடையே அவர்கள்சந்திக்கும் சீண்டல்களைத் துணிந்து பேசுவதற்கான களமாகவும் வாய்ப்பாகவும் இந்த இயக்கம் வாய்த்திருக்கிறது. இன்றைய சமூகச் சூழலும் சற்றே ஆரோக்கியம் அடைந்து அவற்றை செவிமடுக்கும் நிலைக்குப் பண்பட்டிருக்கிறது.
இன்றைய இளம்பெண்கள் மட்டுமே என்றில்லாமல் பல ஆண்டுகளுக்கு முன்பு தங்கள் மீது நிகழ்ந்த தாக்குதல்கள் குறித்தும் பெண்கள் மனம் திறந்து பேசத் தொடங்கியிருக்கிறார்கள்.

இதன் மூலம் பெண்கள் என்ன எதிர்பார்க்கிறார்கள்? இதில் நீதி கிடைக்கும் என நம்புகிறார்களா? அல்லது ஆணின் மீதான தங்கள் வன்மத்தைத் தீர்த்துக் கொள்ள இதனை ஒரு கருவியாகப் பயன்படுத்துகிறார்களா? நானும் கூட என்கிற சமூக வலைதள இயக்கத்தைப் பெண்களின் ஆத்திரத்தின் வெளிப்பாடு என்பதா? இல்லை பழிவாங்கும் வக்கிரம் என்பதா?
எத்தனையோ காலமாக அடிமைப்படுத்தப்பட்டு தங்கள் மீதான தாக்குதல்களை வெளியில் சொல்ல இயலாமல் இருந்த பெண்கள், இப்போதேனும் நிலைமை மாறி தங்கள் மனக்குறைகளை வெளியிடுகிறார்கள் என்றுதான் இதனை பார்க்க வேண்டும் எனும் கருத்து முன் வைக்கப்படுகிறது.

இனி, பெண்கள் மீது இத்தகைய சீண்டல்களை, கொடுமைகளை செய்ய நினைப்போர் தயங்கி விலகிக் கொள்வார்கள் என்ற நம்பிக்கையும் பரவலாகக் காணப்படுகிறது. 

ஆனால், இந்த இயக்கத்தின் போக்கு எதை நோக்கிப் பயணிக்கிறது? சமூகத்தில் இதன் தாக்கம் என்ன? என்பதையும் யோசிக்க வேண்டிய கட்டாயம் இருக்கிறது. தனது அனுபவங்களைப் பகிர்ந்து கொள்ளும் நிலையிலிருந்து, தனக்கு வேண்டாதவர்கள் மீது அவதூறு சொல்லும் வாய்ப்பு இதில் ஏற்பட்டுவிடுகிறது.

ஒருவரைப் பற்றி மற்றொருவர் முன்வைக்கும் கருத்துகளில் உண்மை இருக்கலாம்; உண்மை இல்லாமலும் இருக்கலாம். பெண்கள் சந்திக்கும் பிரச்னைகளுக்கு இது நிரந்தரத் தீர்வைத் தருமா என்றால் நிச்சயம் தராது. சட்ட நடவடிக்கைகள், அதற்கான வழிமுறைகள்ஆகியவையே நிரந்தரமான தீர்வாக இருக்க முடியுமே தவிர, இது ஓர் எச்சரிக்கை என்ற வகையில் மட்டுமே நின்றுவிட வேண்டியதுதான்.

வெறும் அவதூறு என்ற வகையில் செய்யப்படும் பதிவுகள் வாழ்நாள் முழுவதும் ஒரு மனிதர் தன் கடும் உழைப்பால் பெற்ற பெயர், புகழ், அந்தஸ்து இவற்றை மிக எளிதாக ஒட்டுமொத்தமாக உடைத்தெறிந்து விட முடியும். அந்த வகையில் பார்க்கும்பொழுது இத்தகைய சமூக வலைதள இயக்கம் பெரும் அச்சத்தை சமூக அளவில் ஏற்படுத்துகிறது.
ஆண்- பெண் சமத்துவம் நோக்கி நகர்வது மட்டுமே ஆரோக்கியமான வளர்ச்சிக்கான வழியாக இருக்க முடியும். ஆணும் பெண்ணும் ஒருவருக்கொருவர் முரண்பட்டு நிற்பதும், பரஸ்பரம் குற்றம் சுமத்துவதும் இருபாலருக்குமே பெரும் தீங்கான விளைவுகளை ஏற்படுத்திவிடக் கூடிய அபாயம் இருக்கிறது.

தவறு செய்த ஆண்களுக்கு வேண்டுமானால் இத்தகைய அவமானப்படுத்துதல் தண்டனையாக இருக்கலாம். அதே நேரத்தில் உதவி தேவைப்படும் பெண்ணுக்கு உதவுவதற்கு எந்த ஆணும் முன்வராத அச்சத்தை இது தந்துவிடக் கூடும். 

இன்றைய இந்திய சூழலில் ஒரு சதவிகித பெண்கள் கூட உயர்பதவிகளில் இல்லாத நிலையில், பணியிடங்களில் பெண்கள் தங்களோடு பணிபுரியும் ஆண்கள் மீது குற்றம் சுமத்தும் பிரச்னைகள்அதிக அளவில் ஏற்படும்பொழுது, பெண்களை அவர்கள் நிறுவனங்களில் தவிர்த்துவிடும் வாய்ப்பு அதிகம். இதனால் ஆற்றல்மிக்க பெண்களின் வளர்ச்சி தடைபடும்.
ஆண்கள் மீது குற்றச்சாட்டுகளை பெண்கள் முன்வைக்கும் இதே முறையை ஆண்களும் கையில் எடுத்துக்கொண்டால் சமூகக் கட்டமைப்பில் விபரீதம் ஏற்பட்டுவிடும் என்பதையும் சிந்திக்க வேண்டும்.

எதிர் பாலினத்தை எதிரியாகக் கருத வேண்டிய அவசியம் இல்லை எனும் உண்மையை இரு சாராரும் புரிந்து கொண்டு ஒருவருக்கொருவர் புரிதலுடன் முன்னேற்றப் பாதையில் நடப்பதுதான் அடுத்த தலைமுறையின்ஆரோக்கியத்திற்கு உகந்ததாக இருக்க முடியும்.
திரைப் பிரபலங்கள் சின்மயி, ஸ்ரீரெட்டி, சுசித்ரா - இவர்கள் எல்லாரும் சொல்ல விரும்புவது, இந்த நிலைக்கு நாங்கள் வருவதற்கு பல சமரசங்களுக்கு நாங்கள் கட்டாயப்படுத்தப்பட்டோம். அதையும் மீறித்தான் வளர்ந்திருக்கிறோம் என்பது தான். அவர்களின் பதிவுகளுக்குப் பின்னால் கோபம் இருக்கிறது.

இதற்கெல்லாம் என்ன தீர்வு? எல்லாம் சில நாள்களுக்கோ அல்லது வாரங்களுக்கோதான். அப்புறம் அவரவர் வேலையைப் பார்த்துக் கொண்டு நகர்ந்து விடுவார்கள். சாட்சிகள், ஆதாரங்கள் இருந்தாலும் இல்லாவிட்டாலும் ஒரு புகார்கூடப் பதிவு செய்யப்படவில்லை. ஒரு பெண் தன் முயற்சியில், திறமையில் முன்னேறினாலும், இனி இந்தச் சமூகம் அவள் என்னென்ன செய்தாளோ என்ற சந்தேகக் கண்ணோடுதான் பார்க்கும்.
மித்தாலி ராஜ், டாக்டர் சாந்தா, பாடகி சித்ரா என தத்தம் துறைகளில் வெற்றி பெற்ற பெண்களும் இருக்கிறார்கள். அவர்கள் எல்லாம் இத்தகைய அத்துமீறல்களை அனுமதிக்காமல் அதே நேரத்தில் அவற்றைக் கையாளத் தெரிந்தவர்கள். மீ டூ என்ற புலம்பல்களை முன்வைக்கவில்லை. வெற்றியாளராய் தன்னை உயர்த்திக் கொள்ள தன் ஆற்றலை மூலதனமாக்கியவர்கள்.

நானும் கூட என்று பதிவிடும் பெண்கள் எல்லாம் தங்களைத் தாங்களே எப்படிப் புரிந்து கொண்டுள்ளனர்? பெண் என்பவள் ஆணை விட உடல் ரீதியில் வலிமை குறைந்தவளாக கருதப்பட்டாலும், மனரீதியாக மிகப் பெரும் வலிமை படைத்தவள்; ஆற்றலும் மனத்திட்பமும் கொண்டவள்.
பெண்ணின் மன வைராக்கியத்தை மீறி எத்தகைய பலமிக்க ஆணும் அவளை எதுவும் செய்து விட முடியாது என்பதுதானே உண்மை?
இந்தியாவின் குடும்ப அமைப்பில், ஒரு பெண்ணுக்கு அவளுடைய சகோதரர்கள், தகப்பன், கணவன் என குடும்பம் வழங்கும் பாதுகாப்பை விட பெரிய பாதுகாப்பை வேறெதிலும் கண்டுவிட முடியாது.
மீ டூ என்ற வெளிநாட்டு இயக்கம் வந்து இந்தியப் பெண்களின் மீதான பாலியல் துன்புறுத்தல்களுக்கு நீதி செய்ய வேண்டிய அவசியமில்லை!

Cash-strapped Jet to fly fewer flights till March

Jet Airways, which has been grounding planes due to a cash crunch, will see a dip in number of domestic flights this winter. And Air India, which is not inducting more planes, will see only a marginal increase.

The Directorate General of Civil Aviation (DGCA) has approved this year’s winter schedule — in effect from last Sunday of October to last Saturday of March — of domestic flights. There will be a substantial increase in domestic flights, thanks to other airlines except the two troubled full service carriers (FSC).

DGCA has approved 23,117 domestic flights per week. “There is a net increase of 22% over the last winter schedule. AI will have 1.2% more weekly domestic departures this winter over previous one, while Jet will have a 1.2% decline in departures,” said a DGCA official, He added, “Every airline files its schedule requirement based on the fleet size they expect to have that season... Both AI and Jet were asked if they would have the number of planes based on which they filed for domestic flights this winter”.
