On December 27, the commission’s counsel, Mohammed Jafarullah Khan, filed a petition alleging Radhakrishnan of collusion and conspiracy with ApolloHospitals and alludedto medical negligence in Jayalalithaa’s treatment. “On December 19, Devagourou appeared before the commission. Why wasn’t the same question posed to him? Is the commission trying to allege a conspiracy by theCentral governmentin Jayalalithaa’s treatment?” Pandian said during the proceedings.Helater confirmeditin a press briefing.

Radhakrishnan based his entire deposition on Friday on reports given by AIIMS, who said the treatment given was satisfactory. He also categorically denied allegations made by Khan in his petition including thatof being Apollo’sspokesperson. Sources said at one point he broke down after whichthejudgeexcused him for a few minutes.

Khan had alleged that Radhakrishnan had not filed any report with any cabinet minister regarding Jayalalithaa’s treatment.Pandian quotedchief secretary Girija Vaidyanathan’s letters to the commission on October 29 and 30,whereshe said Radhakrishnan and her predecessor Rama Mohan Rao had briefed ministers and top officials about Jayalalithaa’s health on a daily basis during her hospitalisation, and there was no needfor them tofile a separate report.

During the hearing, sources said the commission quoted from former chief secretary Rama Mohan Rao’s deposition where he expressed shock on Apollo “washing its hands off ” the medical bulletins issued during Jayalalithaa’s hospitalisation (Apollo has held that the government had vetted the bulletins issued on the hospital letterhead). The commission asked Radhakrishnan why Apollo didn’t move a petition earlier, but was trying to ‘protect’ him, alleging that he was its spokesperson. At this juncture, Apollo counsel Maimoona Badsha objected, saying that another person’s deposition was being thrust on Radhakrishnan, sources said.

Final inspection of last stretch of metro on Jan 10, 11

In less than three weeks, commuters can travel from Washermenpet to Airport in less than 50 minutes. The commissioner of metro rail safety (CMRS) will inspect the last leg of the 45km phase-1 between Washermenpet and AG-DMS on January 10 and 11 to give approval for opening the line.

Ahead of the inspection, Chennai Metro Rail Limited (CMRL) officials conducted a trial with an inspection carriage across the ballast-less tracks on Friday. CMRS inspection is the last round of inspections before the line becomes operational.

“Our officials have submitted all the documents related to the line to CMRS. We are expecting to open the line before the end of this month,” an official said. CMRL had earlier opened other lines in phase-1 within ten days of CMRS inspections.

The line from Washermenpet to AG-DMS covers 9.6km and is linked by eight underground stations. It includes the lower deck of Central Metro, the underground transit hub, at a depth of 28m. The stretch also covers four stations between Government Estate and AG-DMS, which is a portion of Anna Salai where work was stalled for more than a year after a Russian contractor abandoned work citing financial crisis.

CMRL began trial runs with metro trains along the stretch in early December 2018, while workers were giving final touches to the stations. At present, commute from Central Metro to Airport takes one hour as the train takes a circuitous route via Poonamallee High Road, Shenoy Nagar,Anna Nagar and100Feet Road before reaching GST Road at Alandur.

CMRS and his team will inspect all the facilities required for passenger safety including cross-passage in tunnels, fire safety, ventilation and airconditioning systems. It will also inspect passenger amenities such as ticket vending machines, customer care, entry and exit points, elevators and escalators.

Besides checking the structural aspects of the tunnels and the stations, the commissioner will survey several critical systems. CMRS will submit a report with its recommendations to CMRL before opening the line.

9 Gian Sagar students move tribunal over pending dues

CHANDIGARH: Nine students, who were pursuing postgraduate (PG) medical course at Gian Sagar Institute, have moved the education tribunal praying that directions should be issued to the institute authorities to clear outstanding dues of the petitioners i.e. stipends for the session 2016-2017. The institute had stopped stipends of Rs. 45,990 per month to them, which is against Medical Council of India (MCI) rules. The matter would come up for hearing on January 3 The petition was filed under the Punjab Affiliated Colleges (Security of Service of Employees) Act, 1974, for issuance of directions to the respondents concerned to clear of the petitioners’ all outstanding dues i.e. stipends for the session 2016-17.



Counsel of the petitioners advocate Pardhuman Garg stated that the petitioners were primarily aggrieved by the action of the institute whereby the stipend of Rs 45,990 per month, which was being paid to them as they were undergoing PG medical course, was stopped by the institute without having any justified reason. The claim of the petitioners is that since they were doing PG course at the institute, they were entitled to receive stipends as per the MCI regulations.

According to the Postgraduate Medical Education Regulations, 2000, issued by the MCI with regards to stipends payable to PG students stated that the students undergoing PG course shall be paid stipend on par with the PG students of the state government medical institutions.

For session 2016-17, the institute had agreed to pay Rs 45,990 per month as stipend to the petitioners. It was stated that the petitioners, who were undergoing PG medical courses, had already paid their fees for the said session.

Further it was stated that the institute was shut down due to some financial crises and some of the students had approached the Punjab and Haryana high court.

After appreciating the factual condition, the high court had passed a notice of motion order on April 12, 2017, and even the state government had withdrawn the essentiality certificate of the institute. later, the government had vide its order dated May 19, 2017, directed shifting the students to different government/private colleges of Punjab. The petitioners were shifted to a medical college in Faridkot.

Chennai: Buses off road after students assault staff

According to sources, a student of the law college in Pudupakkam boarded bus no. 102 at Tidal park bus stop on Wednesday morning.

Kelambakkam police registered a case and began efforts to identify the students with the help of CCTV footages. The buses began running again at around 3.30 p.m.

Chennai: MTC bus drivers and conductors reportedly went on a strike for over three hours on Old Mahabalipuram Road (OMR) after four MTC employees were allegedly attacked by a group of law college students near Sipcot on Wednesday.

Depot time keeper Ezhumalai (70), a retired government staffer, conductor Moorthy (53), Selvam and driver Ramesh were reportedly injured and admitted to a private hospital following the assault by students.

According to sources, a student of the law college in Pudupakkam boarded bus no. 102 at Tidal park bus stop on Wednesday morning. Conductor Moorthy asked him to buy a ticket and he replied that he had a bus pass. When Moorthy asked to see the pass, the boy reportedly took out his smartphone and showed him a picture of the pass. Moorthy said that he could not accept this and thus began an argument.

At one point, the conductor asked him to buy a ticket or discontinue his journey, and the boy bought the ticket.

Later at around 11.30 pm, a group of law college students went to the Sipcot bus stop and began a quarrel with time keeper Ezhumalai. Moorthy, Selvam, and Ramesh, who were at the depot at the time tried to pacify them. The students refused to listen to them, assaulted all four and left the depot.

As the news spread among drivers on OMR route, all buses on OMR, in Kovalam, Kelambakkam and Siruseri were stopped and the staff began a strike near the Sipcot depot. Kelakbakkam police arrived at the spot and talked to the protesters, but the MTC staff demanded action, saying that law college students were creating problems often.

Kelambakkam police registered a case and began efforts to identify the students with the help of CCTV footages. The buses began running again at around 3.30 p.m.

People on the OMR suffered for three hours with public transport failing. R. Meenaa, an IT professional working at Sipcot,, said, “After our shift, we weren't able to reach home as there were no buses. Other modes of transport were also affected due to traffic.”

Osmania University ex-students told to vacate hostels

Hyderabad: Osmania University Vice-Chancellor Prof. S. Ramachandram has warned former students who have completed their courses against overstaying in hostels and ordered to vacate immediately to avoid police action.

The university plans to seek the help of the police to evacuate “non-boarders”, and cautioned them that the authorities would not intervene in case of police raids. The university said, “Such measures have been warranted as there have been a series of representations from students and scholars who have been admitted recently.”

Some former students overstay as they prepare for competitive examinations, occupying accommodation meant for fresh students hailing from districts. Stating that the university infrastructure had come under severe strain, Prof. Ramachandram said the administration would relentlessly pursue this issue and warned overstayers of action.

Welcoming this decision, a chairman of a private engineering college said that it would help utilise the resources that now remain idle given the poor patronage for engineering courses.

COIMBATORE: The All India Council for Technical Education (AICTE) has decided to allow engineering colleges run arts and science courses in parallelly on the same campus.

Confirming the decision, AICTE chairman Anil D Sahasrabudhe told Express, "If other programmes are to be run, the requirement of each programme should be available separately except playground, parking, canteen, etc." In Tamil Nadu, engineering colleges come under the control of Anna University, whereas arts and science colleges are covered by arts and science universities like University of Madras, Bharathiar University, Madurai Kamaraj University, etc.

When asked if engineering colleges will be allowed to get affiliation for arts and science colleges from other arts and science universities, he said, "It depends on having independent facilities for each of the programmes separately."


Welcoming this decision, a chairman of a private engineering college said that it would help utilise the resources that now remain idle given the poor patronage for engineering courses. The classrooms built for such courses can now be used for arts and science programmes.

Engineering colleges equipped with faculty members for physics, chemistry, and mathematics, and also laboratories for these subjects; these can be used effectively, the chairman suggested. He also recalled how engineering colleges were allowed to run courses like BSc and MSc in Computer Science and Information Technology till the year 2002.

However, the chairman opined that starting the courses for the academic year 2019-20 would be impossible. The last date to apply to the Directorate of Collegiate Education for permission for these arts and science courses ended on December 31. Colleges could ask for the deadline to be extended, the chairman suggested. Meanwhile, Association of Self Financing Arts, Science and Management Colleges of Tamil Nadu president Ajeet Kumar Lal Mohan opined that the AICTE did not have the power to allow engineering colleges to run arts and science courses. The management would need a GO from the Tamil Nadu government. Besides, common land cannot be used for running engineering and arts courses, he claimed.

CHENNAI: The Union Home Ministry has suspended the registration of five Tamil Nadu-based non-governmental organisations (NGOs) under the Foreign Contributions Regulation Act (FCRA), 2010. The action was taken because the NGOs allegedly failed to open accounts in banks linked to Public Financial Management System (PFMS).

The organisations include Thanjavur-based All women’s Welfare and Rural Development Society, Dindigul-based Society For Litigation Awareness And Aid For The Public (Slaap), Villupuram district-based Village Development Society, Rural Education And Economic Development Trust at Aranthangi in Pudukottai district and Centre for Rural Women’s development at Ramanathapuram.


These NGOs were served a show-cause notice on June 29 last year for not complying with a Central government notice of December 2017 asking FCRA-registered NGOs to open accounts, as mandated under Section 17 of FCRA, in one or more banks integrated with PFMS.

Since they had failed to file a response within the prescribed 15-day time limit, action was taken. “The registrations granted to these organisations have been suspended for a period of 180 days,” the Home Ministry said. It is learnt that a total of 156 NGOs across India did not open accounts with PFMS-integrated banks.

CHENNAI: The State Human Rights Commission (SHRC) on Wednesday recommended to the State Government to pay a compensation of Rs 25000 to a professor who was humiliated by an SI in connection with a matter relating to a property boundary dispute.

According to the complaint by P Anna Roselin, professor in a college in Tirunelveli and her brother P Robin, on January 6, 2014, they were in the house when Jebastin Gracies, SI, Marthandam, barged into the house and began shouting at them.

The petitioner said the policeman used foul language and began to swear at them in the presence of the public without even mentioning the reason.

In his counter-affidavit, the cop denied the allegations and said he stopped his vehicle to enquire the neighbours in connection with the dispute and also advised them not to have any quarrel and they can approach civil court.


The commission headed by D Jayachandran, after perusing the documents, held that the humiliation meted out to the complainants by the SI had been proved. The member recommended the government to pay compensation of Rs 25000 and recover it from the SI.

More lower berths to be saved for elderly and women travelling alone

Elderly passengers and women travelling alone will now have a better chance of getting lower berths, thanks to the Indian Railways’ initiative of increasing the quota.

CHENNAI: Elderly passengers and women travelling alone will now have a better chance of getting lower berths, thanks to the Indian Railways’ initiative of increasing the quota. The number of lower berths earmarked for the elderly and women travelling alone has been increased from four to seven per coach in sleeper class.

In AC three-tier and two-tier compartments, the number has gone up from two to four berths per coach. The move is expected to reduce the hassle caused to elderly citizens of having to negotiate with other passengers or seek the intervention of onboard staff to secure a lower berth.


The quota in lower berths for the elderly was introduced in 2016 as many were finding it difficult to climb up to the upper berth. Initially, two lower berths were earmarked per coach in sleeper class, which subsequently was increased to six in December 2018 and now seven in 2019. The quota increase was updated on the e-ticket booking system as recently as in the third week of December.

“The order to further increase it to seven was issued recently by the Railway Board and will be implemented soon,” said an IRCTC official. As far as Rajdhani/Duronto and fully AC trains are concerned, five lower berths in 3rd AC and four lower berths in 2nd AC class will be allotted per coach for senior citizen and single women passengers. The quota will be applicable only when an elderly person travels alone or two passengers travel on a single ticket (same PNR).

CHENNAI: The Madras High Court on Thursday gave green signal for a CB-CID to probe the sexual harassment complaint against S Murugan, joint director of the Directorate of Vigilance and Anti-Corruption (DVAC).

The complaint was filed by a woman officer in the rank of Superintendent of Police in April 2018. A single-member bench of the High Court had issued an interim stay for CB-CID probe in September on a petition by Murugan. A two-member bench consisting of Justices Vineet Kothari and Anita Sumanth set aside the interim order.

“The interim orders dated September 10 have been obtained in a writ petition and miscellaneous petitions that were yet unnumbered as on that date and upon an erroneous representation of the petitioner about the category of cases,” said the bench in its order on Thursday.

CHENNAI: Four top restaurant chains in Chennai were raided by the Income Tax department for alleged tax evasion on Thursday morning. Searches were conducted in 32 locations, according to a top Income Tax department official.

The official told Express that searches took place at the offices and residences of the directors of Saravana Bhavan, Anjappar, Grand Sweets and Hot Breads. All four are popular restaurant chains in the city and some have branches abroad too.

"The raids at many locations in Chennai began at 8 a.m. and continued till late evening," a senior IT official told IANS. "Only after the searches end, the tax evasion can be quantified."

At some places, IT officials examined the records till late in the evening. Roughly, there were over 30 locations where the hundred-strong team of officials descended early in the morning.


The investigation is aimed at finding out if the hotel chains and eateries had suppressed income.

Of the four groups, Saravana Bhavan, established by P Rajagopal in 1981, is the most famous.

"He brought prestige to the vegetarian business," Manoharan, a competitor running another famous chain Murugan Idli said of Rajagopal to New York Times in an interview. "He made a revolution."

Anjappar was established in 1964 and offers traditional Chettinad cuisine at more than 70 outlets.

The Grand Sweets and Snacks was established in 1982 by G Natarajan. Among the most famous customers of the original Grand Sweets is the film director Mani Ratnam.

The occasion also came in handy for the protesters to criticise what they said the failure of Lok Sabha member Nalin Kumar Kateel in preventing the merger.

The Samana Manaskaru Okkoota staged a demonstration in front of the Deputy Commissioner's office here on Thursday evening decrying the government decision. One placard read Shetru Bank Kattidru, Modi Bank Muchchisidru [Mulki Sundar Ram Shetty established Vijaya Bank while Narendra Modi closed it]. Another said: It is not merger, but murder of Vijaya Bank and a black-mark on the pride of Tulu Nadu.

Launching the protest, Democratic Youth Federation of India (DYFI) district secretary B.K. Imtiyaz chanted a few slogans which indicated that despite the reservation shown by the people of Dakshina Kannada against the merger, the MP did not raise his voice. DYFI State president Muneer Katipalla, bank union activist B.M. Madhava, activist M.G. Hegde and others were present.

Mr. Madhava told The Hindu that the government had earlier proposed the merger of all three banks to retain their identities. However, what has now been decided is the merger of two small banks with Bank of Baroda, which is detrimental to the interests of people, depositors and employees. Among the three, only Vijaya Bank was under profit with negligible non-performing assets, he said.

Vijaya Bank has a deposit of Rs. 1,57,328 crore, advances of Rs. 1,22,348 crore, 16,000 staff and 2,129 branches, he said.

Speaking on the occasion, the former media advisor to the then Chief Minister Siddaramaiah Dinesh Amin Mattu said that the coastal districts gave birth to five banks and none has become bankrupt. All the five had been functioning with professionalism.

High Court directive to RGUHS on evaluation

Send answer papers for next level of evaluation if thereis 15% difference in marks in first level, varsity told

The High Court of Karnataka has directed the Rajiv Gandhi University of Health Sciences (RGUHS) to send the answer papers of the undergraduate medical and dental courses students, who have approached the court, for third evaluation if the percentage difference of the marks awarded inthe two evaluations is equal or more than 15% as per the university’s Ordinance Governing Multiple Valuations–2012.

Similarly, the court also directed the RGUHS to send the answer papers for the fifth evaluation if the difference in award of marks in the four evaluations is equal or more than 15% as per the 2012 Ordinance.

While narrating the manner in which the difference of marks awarded has to be calculated as per the 2012 Ordinance both for PG and UG medical and dental courses, the court made it clear that answer papers of only the petitioner-students will have to be sent for either third and fifth evaluation.

Justice Krishna S. Dixit passed the order while partly allowing the petitions filed by Menaka Mohan and others. The petitioners had failed in the exams conducted for PG medical and dental courses during May–June 2018 and UG medical and dental courses during June–July 2018.

The RGUHS had rejected the petitioner-students’ plea for third and fifth evaluation while claiming that their plea cannot be acceded to as the difference of marks is “less than 15% of the maximum marks prescribed for the papers concerned in the respective examinations” as per the Ordinance of 2017.

RGUHS’s contention

Rejecting the RGUHS’s contention that difference of marks is linked the maximum marks prescribed for the paper concerned in terms of the 2017 Ordinance, the court said “there is absolutely no material to prima facie show that these ordinances were ever published to the section of the people concerned i.e., the community of the students, if not to others as well.”

Comparing the ordinances of the RGUHS, the court said that the language of the 2012 Ordinance is different to that of the ordinances of 1999 and 2010 and pointed out that the expression “15% or more of the maximum marks prescribed for the paper” existed in the 1999 and 2010 ordinances is conspicuously left out in the 2012 Ordinance.

“The expressions — ‘the difference in award of marks between two valuations is 15%’, and ‘the difference in award of marks between four valuations is 15%’ are consciously employed in this Ordinance 2012. Therefore, the percentage difference is not as against the maximum marks prescribed for the paper unlike in 1999 and 2010 ordinances, but it is only the percentage difference of the two evaluations/four evaluations, as the case may be, inter se,” the court held.

Declining the petitioner-students’ plea against Digital Valuation System and to direct the RGUSH to provide model key answers to all question papers, the court asked the university to look into individual grievances about discrepancies in the DVS.

While expectations are high, interactions with a cross-section of staff members from the university highlighted that the new VC will have an uphill task in launching the university back on a growth trajectory.

Of the number of issues that will require special focus of the VC, some of the key areas will be the dwindling number of students enrolling for many courses and the flailing research output. Addressing the media after assuming office, the VC himself acknowledged the issue. “There was a time when it was easy to get funds from government agencies if you just said you were from MKU. That has changed now,” he said.

The university was rated relatively low by the National Assessment and Accreditation Council (NAAC) with a score of 3.08, which is less than the mandatory 3.25 required for offering distance education courses.

A senior faculty member stressed the need for reviewing the functioning of the Directorate of Distance Education (DDE). “The centres outside the State were closed as per regulations. There are roughly 260 centres functioning in Tamil Nadu, which are run on a revenue-sharing model. This number can be rationalised and revenue model changed so that MKU gets more income instead of private players while at the same time improving transparency,” he said. The university recently received a grant of Rs. 50 crore under Rashtriya Uchchatar Shiksha Abhiyan (RUSA), but concerns have been raised over transparency and effectiveness in its utilisation. For instance, faculty members pointed out that while a senior faculty member was usually appointed as RUSA coordinator, a junior person was appointed by the last VC.

Irregularities

The VC will also have to act on a number of complaints of irregularities, which include appointments made during the tenure of last VC, issues in the functioning of evening colleges and constituent colleges, and allegations of corruption at different levels.

A humongous task of rectifying the audit objections kept pending for several years that run into a few hundred crores also awaits the new VC.

‘95% of our students go there’

Prime Minister Narendra Modi said on Thursday that it was time for research to expand beyond the Central institutes of national importance — such as the IITs and the IISERs — and branch out into the numerous State universities.

Observing that “95% of our students go to State universities and colleges,” he said: “We must have a strong research ecosystem in these places.”

Mr. Modi, who was addressing an audience of students, researchers and Nobel laureates at the 106th edition of the Indian Science Congress here, called on the Prime Minister’s Science, Technology and Innovation Advisory Council to formulate a plan to implement such a scheme.

The Prime Minister, whose arrival was delayed by two hours owing to fog, urged scientists to work on ways to boost productivity for small farmers, most of whom had inadequate-sized landholdings. “The majority of farmers possess less than 2 hectares of land, we need more technology to improve their productivity,” he added.

The Prime Minister said 2018 had been a “good year” for science in India. “We are among the top 5 countries in terms of research publications, according to SCOPUS [an international database of research papers],” he said.

“Building on Lal Bahadur Shastri’s motto of ‘Jai Jawan, Jai Kisan’ the late PM A.B. Vajpayee added ‘Jai Vigyan.’ Today, we can add ‘Jai Anusandhan’ [research],” Mr. Modi remarked.

India must also focus on innovation and start-ups, the Prime Minister said. Noting that the government had introduced the Atal Innovation Mission to promote innovation among the country’s scientists, he asserted that more technology business incubators had been established in the last four years than in the preceding 40 years.

The PM also urged the scientists to work towards improving the ‘ease of living’ for the common public.

Differently abled should get insurance benefit during lifetime of guardians: SC

The Supreme Court on Thursday said any insurance policy taken by parents or guardians for a differently abled child should be allowed to mature after the proposer attains the age of 55 years against the present practice of giving a lump sum payment to the disabled dependent only in the event of death of the guardian.

A bench of Justices A K Sikri, Ashok Bhushan and Abdul Nazeer said there could be “harsh cases” where disabled dependents may need payment on annuity or lump sum even during the lifetime of their parents/guardians and asked the Centre to examine the issue.

The court also asked the legislature to consider amendments in Section 80DD of the Income Tax Act where exemption is given only to those investments made by a guardian for insurance policy, which provides payment to disabled persons only after the death of the proposer. The court said the judiciary cannot taken upon itself the task to amend the law and it is for Parliament to examine it.

“For example, where guardian has become very old but is still alive, though he is not able to earn any longer or he may be a person who was in service and has retired from the said service and is not having any source of income. In such cases, it may be difficult for such a parent/guardian to take care of the medical needs of his/her disabled child. Even when he/she has paid full premium, the handicapped person is not able to receive any annuity only because the parent/guardian of such handicapped person is still alive. There may be many other such situations. However, it is for the legislature to take care of these aspects and to provide suitable provision by making necessary amendments in Section 80DD of the Act,” the court said.

The court passed the order on a plea filed by differently abled petitioner, Ravi Agrawal, who sought its direction to the Centre and Life Insurance Corporation to allow the beneficiary of insurance policy to withdraw amount during the lifetime of parents who had taken Jeevan Aadhar policy from LIC for the livelihood of their children.

Even the chief commissioner for persons with disabilities also came in support of the petitioner and had said that like other policy-holders, Jeevan Aadhar policy should also be allowed to mature after 55 years of age of the proposer and the annuity amount should be disbursed.

Chaining mentally-ill patients against human dignity, says Supreme Court

The Supreme Court on Thursday expressed concern over the practice followed in some mental asylums to keep patients chained and said it must stop as it is against human dignity.

A bench of Justices A K Sikri and S Abdul Nazeer said that people suffering from mental illness are also human beings and keeping them handcuffed or chained is violation of their human rights. It said patients could be kept in isolation in case they are violent and the remedy is not in keeping them chained.

The court took cognizance of a mental asylum in Badayun district in Uttar Pradesh where patients are kept shackled and agreed to hear a PIL filed by lawyer Gaurav Bansal on the issue. The court said the issue is of serious concern and the patients need to be unchained forthwith. It issued notice to Centre and UP government seeking their response.

Solicitor general Tushar Mehta assured the court that he will look into the issue and take instruction and brief the court on Monday.

“How can it be done? The issue is of serious concern. People suffering from mental illness are also human beings and their dignity cannot be compromised. It is atrocious and something has to be done immediately ,” the bench said.

The petitioner alleged that keeping person with mental illness in chains amounts to cruelty and inhuman treatment received by the poor. He said it is against the provision of Mental Healthcare Act 2017 which says that every person with mental illness shall be treated as equal to persons with physical illness in all healthcare. -Amit Anand Choudhary TNN

The state government has announced the formation of search panels to shortlist candidates for the posts of vice-chancellor to TN Open University and TN Teachers Education University in Chennai, Manonmaniam Sundaranar University (MSU) in Tirunelveli and Thiruvalluvar University in Vellore.

Justice (retd) K Kannan, chairman of Railway Claims Tribunal (RCT), principal bench New Delhi, and a retiree of the Punjab and Haryana high court, was named the convenor of the TNOU VC search committee. The other members are K Skandan IAS (retd), former additional chief secretary and former director of Anna Institute of Management and Srikanth Mohapatra, vicechancellor of Odisha state open university.

For Thiruvallur University, S C Sharma, director of National Assessment and Accreditation Council (NAAC) in Bengaluru, was appointed the convenor of the search committee. He is joined on the panel by Vishwanath Shegaonkar IAS (retd), former principal secretary to the government, labour and employment department and Sudhindra Nath Panda, director of National Institute of Technical Teachers Training and Research, Chennai.

For MSU, S P Elangovan IAS (retd), former chairman and managing director of TN Transport development finance corporation, was named the convenor of the search committee. Padmashri M Anandakrishnan, former vice-chancellor of Anna University and Ved Prakash, former chairman of University Grants Commission, will join Elangovan on the search panel. The governor-chancellor does not have a nominee only on MSU’s panel. As per the official gazette notification dated December 19, 2018, the convenor is the government’s nominee.

For TN Teachers Teachers Education University, M Jagadesh Kumar, vicechancellor of Jawaharlal Nehru University, was appointed the convenor of the search committee and will be joined on the panel by Ramesh Kumar Khanna IAS (retd), former additional chief secretary and former vice-chairman and CEO, TN Maritime Board and T Balakrishnan, former vicechancellor Periyar University, Salem.

Modi to lay foundation for AIIMS on January 27

Prime minister Narendra Modi will lay the foundation stone for the construction of AIIMS (All India Institutes of Medical Sciences) in Madurai on January 27, Tamil Nadu health minster C Vijayabaskar said on Thursday.

Union health minister J P Nadda would participate in the event, he said. In December, the Union cabinet gave approval for establishing AIIMS at a cost of ₹1,264 crore in Thoppur near Madurai under the Prathan Manthri Swasthya Suraksha Yojana. The hospital is expected to start functioning in two years.

The announcement for a 200-acre AIIMS facility in Tamil Nadu at ₹2000 crore was made in the Union budget 2015-16. and the Centre picked Thoppur in Madurai for the facility. The 750-bed hospital will have up to 20 super specialty departments. Besides, it will have 100 MBBS and 60 BSc nursing seats. Modi is also expected to inaugurate multispecialty hospitals in Madurai, Thanjavur and Tirunelveli built at a cost of ₹175 crore each using funds from the Centre.

KMC to provide ₹1L worth cancer screening for ₹29k

Senior oncologist Dr V Shanta on Thursday inaugurated the onestop clinic for breast screening at Kilpauk Medical College and Hospital in the presence of at least five ministers including health minister C Vijayabaskar. The clinic built at a cost of ₹4.50crore will offer free digonistic services to women below poverty line to encourage them to get early diagnosis and screening.

“For women from other income groups, we offer it at a subsidised cost that is half the price for simple diagnosis and about a quarter for high-end services,” said KMCH chief radiologist Dr Devi Meenal.

For high-end services such as stereo guided VAB extraction of micro calcification, KMCH will charge ₹29,500 against ₹1 lakh by private hospitals and scan centres. While screening mammogram at the hospital will cost ₹1,000 against up to ₹4,000 at private hospitals, core needle biopsies will cost ₹3,030 against ₹10,000 in the private sector.

As per the National Institute of Cancer Prevention Research breast cancer accounts for 14% of all cancers in women. “In the last 10 years, it is the most common cancer among women,” Vijayabaskar said.

Four women ministers — V Saroja (social welfare), Nilofer Kafeel (labour), V M Rajalakshmi (Adi Dravida welfare) and S Valarmathi (backward classes) — were also present.

The clinic is equipped with state-of-the-art devices, including 3D digital mammogram and contrast mammogram for screening and diagnosing lesions as small as 4mm.“We will be able to pick up lesions at a very early stage,” said Dr Vasanthamani.

Fog hits over 300 flights in Delhi, brace for more today

PM Narendra Modi’s flight to Jalandhar was among more than 300 flights delayed as dense fog prevented departures from IGI Airport for over two hours on Thursday morning. Ten incoming flights had to be diverted to other airports and six were cancelled.

No flight took off between 7.30am to 9.30am, leading to cascading delays that saw some flights stuck on the runway for two to three hours. BJP general secretary Ram Madhav was among those stuck. “CAT3 etc notwithstanding, stuck in the aircraft for last 3 hrs with absolutely no info. ATC too unable to tell

when the flight will get clearance. Fog in Delhi can cripple air movement at12noon. No technology can conquer nature,” Madhav tweeted.

From Chennai, 17 flights were delayed. Delays and cancellations also led to an increase in airfare by 28% from Delhi. “Last-minute fares for flights from Delhi to key routes including Chennai, Pune, Mumbai, Kolkata and Hyderabad have seen an average spike of 28%. This is primarily due to delays and cancellations caused by fog and low visibility. We have also witnessed a 20% increase in flight cancellations by travellers, to and from Delhi, between January 1and 3,” said Aloke Bajpai, CEO, co-founder, Ixigo.

Flights headed to Delhi delayed due to congestion at airport

The Met office said dense fog is likely on Friday as well, with high moisture in the air due to an active western disturbance. It said the Runway Visual Range (RVR) was between 75-100 metres for a two-hour period when no flights took off. However, CAT-IIIB compliant flights could land.

A minimum visibility of 125 metres is required for flights to take off, while it should be at least 50 metres if flights have to land. Flights headed to the capital too were delayed due to heavy congestion over the airport, resulting in late arrivals. While visibility was around 200 metres in the morning at Safdarjung, it fell to 25 metres at Palam, according to the regional met office.

“A total of 10 flights were diverted. These diversions are very less as compared to fog days of similar intensity last season. There was shallow to moderate fog in Delhi in the last few days of December with the RVR being above 500-800 metres due to which aviation operations went on smoothly,” said a senior Met official at IGI airport.

IGI’s Met department had earlier forecast at least threefour spells of dense fog during January when flight operations could be impacted for several hours.

A DIAL spokesperson said low visibility procedures (LVP) lasted for around 10 hours. According to sources, flights were diverted mainly to Jaipur and Lucknow.

Several airlines also took to Twitter to inform passengers about possible flight delays and diversions, also asking them to check their flight status through apps and websites.

Spicejet tweeted, “#WeatherUpdate: Due to bad weather at Delhi (DEL), all departures/arrivals and their consequential flights might get affected. The passengers are requested to keep a check on their flight status via spicejet.com.”

பைட்டு பைட்டாகக் குறையும் ஞாபகம்!

சில நாட்களுக்கு முன்பு மருத்துவ மாணவர்கள் சிலரிடம், அவர்களது செல்போன் எண்ணைத் தவிர எத்தனை பேரின் எண்களை எதையும் பார்க்காமல் மனப்பாடமாகக் கூறமுடியும் என்று கேட்டேன். ஆச்சரியம் என்னவென்றால், நான்கில் மூன்று பகுதியினரால் சராசரியாக ஐந்து செல்போன் எண்களுக்கு மேல் சொல்ல முடியவில்லை, அவர்களது பெற்றோர்களின் எண்கள் உட்பட!

டிஜிட்டல் காலத்துக்கு முன்பு நாம் சிலரைப் பற்றி ‘விரல் நுனியில் தகவல்களை வைத்திருப்பார்’ என்று சொல்லக் கேட்டிருப்போம். ஆனால் இப்போது விரல் நுனியைக்கொண்டு தொடுதிரையைத் தொடாமல் பலரால் பல தகவல்களை நினைவுகூர முடிவதில்லை. வாங்க வேண்டிய மளிகைப் பொருட்கள், நெருக்கமானவர்களின் பிறந்த நாட்கள், இரண்டும் இரண்டும் நான்கு என்பது போன்ற சிறிய கணக்குகள், நம் வாழ்க்கையின் இனிய தருணங்கள் போன்ற பலவற்றை ‘வாட்ஸ் ஆப்’, மொபைல் கேமரா, செல்போன் கால்குலேட்டர் போன்ற டிஜிட்டல் சாதனங்கள், ஃபேஸ்புக், ட்விட்டர் போன்ற சமூக வலைதளங்கள் மூலமாகத்தான் இன்று பெரும்பாலானவர்களால் நினைவில் வைத்துக்கொள்ள முடிகிறது.



குறையும் நினைவாற்றல்

இப்படி நம் மூளை கொண்டிருந்த ஞாபகசக்தி, கவனம் கொள்ளல், உணர்வுபூர்வமான நினைவுகள் போன்ற பெரும்பாலான வேலைகளுக்கு இன்று நாம் ஸ்மார்ட்போன்களையே சார்ந்திருக்கிறோம். இதைத்தான் ஜெர்மானிய மனநல மருத்துவரான மான்பிரட் ஸ்பிட்சர், ‘வயதானவர்களுக்கு மூளைநரம்பு தேய்மானத்தால் ஏற்படும் டிமென்ஷியா (Dementia) என்ற ஞாபக மறதி நோய்க்கு ஒப்பாக, அதிக அளவில் ஸ்மார்ட்போன்கள், இணையதளங்களைப் பயன்படுத்தும் இளம் வயதினர் கவனக்குறைவு, எளிதில் உணர்ச்சிவசப்படுதல், ஞாபகசக்திக் குறைபாடு போன்றவற்றால் பாதிக்கப்படும் ஆபத்து உள்ளது’ என தனது ஆய்வுக்கட்டுரையில் தெளிவுபடுத்தியுள்ளார். இதற்கு அவர் ‘டிஜிட்டல் டிமென்ஷியா’ (Digital Dementia) என்று பெயரிட்டிருப்பது சர்ச்சைகளை ஏற்படுத்தியிருந்தாலும், அவர் குறிப்பிட்டிருக்கும் ஆபத்து ஸ்மார்ட்போன் பயன்பாட்டில் விழிப்புணர்வுடன் இருக்கவேண்டிய அவசியத்தை உணர்த்தியுள்ளது.


இணையதளம், ஸ்மார்ட்போன்களைச் சார்ந்துள்ளதால், விவரங்களை மனப்பாடம் செய்வதைவிட, கூகுள் போன்றவற்றில் தேடித் தெரிந்துகொள்ளவே நாம் விரும்புகிறோம். எது எளிதானதோ அதையே நம் மனமும் விரும்புவதில், ஆச்சரியம் இல்லை. இதனால் மூளை நரம்புகளின் தேடிப் பார்க்க உதவும் திறன் மேம்படும். ஆனால் நினைவாற்றலில் வைத்துக்கொள்ளும் திறன் குறைய வாய்ப்புள்ளது. வகுப்பில் சொல்லிக்கொடுக்கப்படும் ஒரு பாடத்தை ஒரு மாணவனால் ஞாபகம் வைத்துக்கொள்ள முடியவில்லை என்றால், அவனுக்கு ஞாபக மறதி என்று சொல்லிவிட முடியாது. அவன் கவனம் இல்லாமல் இருந்தால் அந்தப் பாடம் நினைவாற்றலை அடையக்கூட முடியாது.

அன்றாட வேலைகள், கல்வித் தேவைகளுக்காக ஸ்மார்ட்போன்களை அதிகம் சார்ந்திருப்பதால் கவனக்குறைவு ஏற்பட்டு, கருத்துகளை ஞாபகத்தில் பதியவைக்கும் திறன் பாதிக்கப்படும். யாரேனும் ஒருவர் ஒரு தகவலைக் கேட்டால், ‘இருங்கள் தேடிப் பார்த்துச் சொல்கிறேன்’ என்று நம் கைகள் தானாகவே கூகுளைப் புரட்டிப் பார்ப்பது நமது நினைவாற்றலில் இருந்து பதிவுகளை மீட்டெடுக்கும் திறனைப் பாதிக்கிறது.


இளையோருக்கான பிரச்சினை

இதில் அதிக ஆபத்தைச் சந்திப்பது குழந்தைகள்தான். கவனம், தகவல்களைப் பதிவேற்றம் செய்தல், மீட்டெடுத்தல் போன்றவற்றில் மூளைக்கு வேலை கொடுப்பதைப் பொறுத்தே குழந்தைகளின் மூளையின் உயர் அறிவாற்றல் (Cognition) வளர்ச்சி சீராக இருக்கும். அதிலும் சமூகப் பழக்கவழக்கங்கள், துரிதமாகச் செயல்பட உதவும் நினைவாற்றல் ஆகியவை வளரக் காரணமான ‘ஃபிராண்டல்’ பகுதி என்ற மூளையின் முன்பகுதியின் வளர்ச்சி மிக முக்கியமானது. ஸ்மார்ட்போன்களைச் சார்ந்திருப்பது குழந்தைகளின் இந்த வளர்ச்சியைப் பாதிக்கும்.

இந்தப் பருவத்தில் அடையவேண்டிய அறிவாற்றல் வளர்ச்சியை, காலம் கடந்தபின் எவ்வளவு முயற்சித்தாலும் மீட்டெடுப்பது கடினம். ஸ்மார்ட்போனைச் சார்ந்து வளர்வதால் ஏற்படும் ‘டிஜிட்டல் டிமென்ஷியா’ என்பது முழுக்க முழுக்க இளவயதினரின் பிரச்சினையாகவே மாறும் சூழல் வெகு தூரத்தில் இல்லை. வருங்காலத் தலைமுறையினர் எல்லா விஷயங்களையும் தெரிந்தவர்கள்போல் தோன்றினாலும், மின்னணுக் கருவிகள் இல்லாவிட்டால் எதுவும் தெரியாதவர்களாகவே தோன்றும் நிலை உருவாகும்.

தென் கொரியா, சீனா போன்ற நாடுகள் ஸ்மார்ட்போன்கள், இணையதளப் பயன்பாட்டால் வளரிளம் பருவத்தினருக்கு ஏற்படும் தாக்கங்களை ஆராய்ந்தது மட்டுமல்லாமல், பல ஆண்டுகளுக்கு முன்பாகவே தடுப்பு நடவடிக்கைகளை பள்ளிப் பருவத்திலிருந்தே எடுக்க ஆரம்பித்து விட்டன. ஆனால், இந்தியா இன்னும் கண்டுகொள்ளாமல் இருக்கிறது.



பாரம்பரியம் பாதுகாக்கும்!

மேற்கத்திய உணவுப் பழக்கங்களால் ஏற்பட்ட உடல் பருமன், நீரிழிவு நோய் போன்றவற்றிலிருந்து நம்மைக் காப்பாற்றிக்கொள்ள எப்படி பாரம்பரிய உணவு வகைகளுக்கு மாறி வருகிறோமோ, அதுபோல மின்னணுக் கருவிகளைச் சார்ந்து வாழ்வதால் மூளையில் ஏற்படும் மாற்றங்களில் இருந்து நம்மையும் நம் தலைமுறையினரையும் காப்பாற்றிக்கொள்வதற்குப் பாராம்பரியமாக நாம் கைகொண்ட வாசிப்பு, மனனம் செய்தல், நினைவுபடுத்திக்கொள்ளுதல் போன்ற மூளை சார்ந்த நடவடிக்கைகளை ஊக்குவிப்பது அவசியம்.

ஸ்மார்ட்போன், இணையதளத்தை முற்றிலும் சார்ந்திருப்பதை மாற்றிக்கொள்ளாதபட்சத்தில், ‘ஒருநாள் ஸ்மார்ட்போன் இல்லாவிட்டாலும்கூட உயிர்வாழ முடியாது’ என்ற அளவுக்கு ‘ஸ்மார்ட்போன் அற்ற மாற்றுத் திறனாளி’களாக நாம் மாறிவிடக்கூடும்.

ஒவ்வொரு தொழில் முனைவோரும் அவசியம் தெரிந்திருக்க வேண்டியது ஒன்றுதான். தாம் ஏன் இந்தத் தொழிலைச் செய்ய வேண்டும் என்பதை அறிய வேண்டும். தொழிலின் நோக்கம் புரிய வேண்டும். “இதென்ன பிரமாதம், இது தெரியாமலா, நான் இத்தனை நாட்கள் தொழில் செய்கிறேன்?” என்று என்னிடம் கோபிக்க வேண்டாம்!

தரமும் மனநிறைவும்

ஒரு பழைய கதை உண்டு. உங்களில் பலருக்குத் தெரிந்திருக்கும். ஒரு கட்டுமானப் பணி நடந்து கொண்டிருக்கும் இடத்தில் மூவர் ஒரே வேலையைச் செய்துகொண்டிருந்தனர். கல் உடைக்கும் வேலை கடும் வெயிலில் நடந்துகொண்டிருந்தது. அங்கு வந்த பெரியவர் முதலாவது ஆளிடம் கேட்டார்: “என்ன செய்து கொண்டிருக்கிறாய்?”

“வயித்துப் பொழப்பு சார். அதான் இந்தக் கல் உடைக்கிற வேலையில இருக்கேன், தினம் இதே வேலைதான்”

இரண்டாவது ஆளிடம் அதே கேள்வியைக் கேட்டாராம். “கோயில் கட்டற வேலை சார். நடைபாதை செய்யக் கல்லைச் செதுக்கிட்டு இருக்கேன்!” என்று பதில் வந்தது.

மூன்றாவது ஆளிடம் அதே கேள்வியைக் கேட்டாராம். “இறைவன் திருப்பணியில் இருக்கிறேன். பக்தர்களின் ஆன்மிகச் சேவைக்கு என்னால் ஆன சிறு பணி இது. நான் செதுக்கும் கல் கோயிலை உருவாக்குவதால் அதைப் பக்தி சிரத்தையுடன் செய்கிறேன்!” என்றாராம்.

ஒரே வேலையைச் செய்யும் மூவர் மூன்று விதக் கற்பிதங்கள் வைத்திருக்கிறார்கள். அவர்கள் கட்டமைத்த நோக்கம்தான் அவர்கள் வேலையின் தரத்தையும் அவர்களின் மனநிலையையும் உருவாக்குகிறது. இது பணியில் இருப்பவர்களைவிடத் தொழில் செய்பவர்களுக்கு அதிகமாகப் பொருந்தும்.

காணாமல் போவதும் புதுபித்துக்கொள்வதும்

நீங்கள் உங்களுடைய தொழிலின் நோக்கம் என்ன என்பதை அடிக்கடி யோசியுங்கள். அதுதான் உங்கள் இலக்கை நிர்ணயிக்கும். வழிமுறைகளைத் தீர்மானிக்கும். உங்களையும் உங்கள் தொழிலையும் புதிய திசைகளுக்கு இட்டுச் செல்லும்.

சந்தை மாறுதல்களிலும் வீழ்ச்சியடையாமல் புதிய உயரங்களை நோக்கிப் போகும் நிறுவனங்கள் வித்தியாசமாக என்ன செய்கின்றன? முதலாவதாக, தங்களுடைய நோக்கத்தில் தெளிவாக இருக்கின்றன. பிறகுதான் புதிய சிந்தனைகள் எல்லாம்.

புரியவில்லையா? ஓர் உதாரணத்துடன் இதை விளக்குகிறேன்.

சென்னையைப் போன்ற பெரு நகரங்களில் பழைய தியேட்டர்கள் ஒவ்வொன்றாகக் காணாமல் போவதைத் தொடர்ந்து கவனிக்கிறோம். ரியல் எஸ்டேட் தாறுமாறாய் ஏறுகிறது ஒருபுறம். இன்னொரு புறம் வீட்டில் சி.டி., ஆன்லைன் என மக்கள் திருட்டுத்தனமாகப் படம் பார்க்க ஆரம்பிக்கிறார்கள். தியேட்டர் பராமரிப்பும் கடினமாகிறது. படங்களும் சில்வர் ஜுபிளியெல்லாம் போவதில்லை. இதனால் கல்யாண மண்டபங்களாகவும், ஷாப்பிங் மால்களாகவும், அடுக்குமாடி குடியிருப்பாகவும் ஆயின தியேட்டர்கள். நான் சிறுவயதில் வசித்த இடத்தின் அருகில் இருந்த பாரகன், சித்ரா, கெயிட்டி, வெலிங்டன், பிளாசா, அலங்கார், இப்போது ‘சாந்தி’வரை அனைத்துத் தியேட்டர்களும் வடிவமாற்றம் பெற்றுவிட்டன. ஆனால், சத்யம் காம்ப்ளக்ஸ் தன்னைப் புதுப்பித்துக்கொண்டு இன்றும் இளைஞர்களின் ஆதரவுடன் வெற்றிகரமாக இயங்கிவருகிறது. அபிராமி காம்ப்ளக்ஸையும் உதாரணமாகக் காட்டலாம்.

என்ன நோக்கம் அது?

“தியேட்டர் டிக்கெட்டைவிட ஆன்லைனுக்கு எக்ஸ்ட்ரா, கார் பார்க்கிங்க் காசு, பாப்கார்ன் விலை, படத்துக்கு முன்னோ பின்னோ அமர்ந்து உண்ண உணவகம், விளையாட்டுக் கூடங்கள், கிரஷ் எனச் சகல வழிகளும் காசு பண்ணினால் வெற்றிகரமாக இயங்க முடியாதா என்ன?” என்று நீங்கள் கேட்கலாம். அவர்களுக்கு அதிக வசதியும் செல்வாக்கும் இருப்பதாகக்கூட நீங்கள் நிரூபிக்கலாம். ஆனால், எல்லா தியேட்டர்களும் மூடும் நிலையில் இவர்களை நிலைத்திருக்கச் செய்வது எது? அவர்கள் தங்கள் தொழிலின் நோக்கத்தைப் புரிந்துகொண்டதால்தான். என்ன நோக்கம் அது?

தரமான தியேட்டரில் நல்ல படம் காட்டுவதுதான் தங்களுடைய நோக்கம் என மற்றவர்கள் இருந்தார்கள். அதனால் அவர்கள் கவனம் தியேட்டர் பராமரிப்பிலும் நல்ல படத்தை எடுப்பதில் மட்டுமே இருந்தது. ஆனால், இவர்கள் தங்கள் நோக்கத்தைச் சற்று விசாலமாகப் பார்த்தார்கள்: படம் பார்ப்பவர்களை போஷிப்பது என்பதுதான் அது. அப்படி என்றால் படம் மட்டும் நன்றாக இருந்தால் போதாது. கழிவிடங்களின் சுத்தம், வாகன நிறுத்தம், பணியாளர்களின் இதமான வாடிக்கையாளர் சேவை, பார்வையாளர்களின் இதர தேவைகளைப் பூர்த்திசெய்வது எனப் புதிய திசைகளில் சிந்தித்தார்கள். ஒரு பொழுதுபோக்குப் பூங்கா போலத் தங்களைக் கற்பனை செய்ய ஆரம்பித்தார்கள். படம் பார்க்க மட்டும் மக்கள் கிளம்பி வர மாட்டார்கள். ஒரு மாலை நேரத்தைக் குடும்பத்துடன் கழிக்க வந்தால் அதற்கு எல்லா வசதிகளும் ஒரே இடத்தில் இருக்க வேண்டும். பல கேளிக்கைகளில் படம் பார்த்தலும் ஒன்று. இதைச் செய்தவர்கள் புதிய உயரத்தைத் தொட்டார்கள்.

புதிய காரணம் கண்டுபிடியுங்கள்!

சில மாதங்களுக்கு முன்னால், சென்னையில் ஒரு புதிய படம் பார்க்க ஒரு பழைய காம்ப்ளெக்ஸுக்குப் போயிருந்தேன். சற்று முன்னதாகச் சென்றதால் வெளியே வரிசையில் நிற்க வைத்தார்கள். குச்சி வைத்த காவல்காரர் உள்ளே சீட்டு கிழித்து அனுப்பினார். முப்பது வருடத்துக்கு முன்பு இது சகஜம். இன்னமும் அதே மனோபாவத்துடன் இருந்தால்? சுற்றிப் பார்த்தேன். குடும்பங்கள் அதிகமாக இல்லை. நல்ல படம். நியாயமான கட்டணம்தான். ஆனால், இடைவேளையில் நம்பி ஒன்றை வாங்கிச் சாப்பிட முடியவில்லை. கழிவறையின் துர்நாற்றத்தில் மயக்கமே வந்தது.

உங்கள் தொழிலின் நோக்கத்தைத் தொடர்ந்து ஆராயுங்கள். உங்கள் வாடிக்கையாளரைத் தக்கவைக்க, உங்களிடம் மட்டுமே அவர்கள் வருவதற்கான புதிய காரணங்களைக் கண்டுபிடியுங்கள்.

சென்னை: தமிழக சட்டப்பேரவை இன்று காலை 10 மணிக்கு கூடியது. முதல் நாள் கூட்டம் என்பதால் ஆளுனர் கவர்னர் பன்வாரிலால் புரோகித் உரையாற்றினார்.

சரியாக 10. 04 மணிக்கு, கவர்னர் உரையை வாசிக்க தொடங்கினார். அந்த உரையில் கூறியிருப்பதாவது: மத்திய அரசு வழங்க வேண்டிய இழப்பீட்டு தொகையும் தாமதமாக கிடைத்து வருவதால் மாநிலத்தின் நிதிநிலை பாதிக்கப்பட்டுள்ளது.

பொருட்கள் மற்றும் சேவைகள் வரி வருவாயில் 14 சதவீத வருவாய் வளர்ச்சியை மாநிலங்கள் பெறும் வகையில் இழப்பீட்டு தொகையும் மற்றும் சேவைகள் வரி வருவாயில் மாநிலத்தின் பங்கையும் மத்திய அரசு உடனுக்குடன் வழங்குவதில் தாமதம் ஏற்பட்டு வருகிறது. இதனால் 2017-18ம் நிதியாண்டுக்கு தமிழகத்துக்கு கிடைக்க வேண்டிய ரூ. 5454 கோடி வருவாயினையும், பொருட்கள் மற்றும் சேவைகள் வரியில் ரூ. 455 கோடி இழப்பீடு தொகையையும், 2018 ஏப்ரல் முதல் செப்.

வரையிலான ரூ. 1305 கோடி இழப்பீடு தொகைையயும் மத்திய அரசு இதுவரை வழங்க வேண்டியுள்ளது. இதனால் மாநிலத்தில் பாதிப்புகளை ஏற்படுத்தி வருகிறது.

இந்த நிலுவை தொகையினை மாநில அரசுக்கு வழங்க வேண்டும்.

தமிழகத்தின் உரிமையை பாதிக்கும் வகையில், அணை பாதுகாப்பு சட்டத்தை நாடாளுமன்றத்தில் மத்திய அரசு அறிமுகப்படுத்தியுள்ளது. வரும் காலங்களில் இதுபோன்ற சட்ட முன்மொழிவுகளில் தமிழகத்தின் கருத்துக்களை மத்திய அரசு கேட்டு எடுக்க வேண்டும்.

சுற்றுச்சூழல் விதிமுறைகளை மீறியதால் தூத்துக்குடியில் உள்ள ஸ்டெர்லைட் காப்பர் ஆலையை இந்த அரசு மூட உத்தரவிட்டது. ஆனால் தற்போது இந்த ஆலையை திறக்க தேசிய பசுமை தீர்ப்பாயம் உத்தரவிட்டுள்ளது.

எனினும் சென்னை உயர்நீதிமன்ற மதுரை கிளை, இந்த ஆலையை திறக்க தற்காலிகமாக நிறுத்தி வைத்துள்ளது. தேசிய பசுமை தீர்ப்பாயத்தின் ஆணையை எதிர்த்து தமிழக அரசு மேல்முறையீடு செய்யும்.

கஜா புயல் காரணமாக காவிரி பகுதிகள் அதிக பாதிப்புகளை ஏற்படுத்தியது.

இதுவரை தமிழக அரசு மீட்பு நடவடிக்கைக்கு ரூ. 2335. 48 கோடியை உடனடி நிவாரண உதவியாக வழங்கியுள்ளது.

மாநில பேரிடர் நிவாரண நிதியாக ரூ. 353. 70 ேகாடியை விடுவித்த மத்திய அரசுக்கு நன்றி. அங்கு உடனடி நிவாரண பணிகளுக்காக ரூ. 2709 கோடியையும் நிரந்தர மறுசீரமைப்பு பணிகளுக்காக ரூ. 15,190 கோடியை மத்திய அரசிடம் தமிழக அரசு நிதியுதவி கோரியுள்ளது.

கர்நாடகாவில் உள்ள மேகதாதுவில் புதிய அணை கட்ட மத்திய நீர் ஆணையம் ஒப்புதல் அளித்துள்ளது.

இதை இந்த அரசு கடுமையாக எதிர்க்கிறது. இந்த திட்டத்தை உடனடியாக கைவிட மத்திய அரசு வலியுறுத்த வேண்டும்.

பெண்களின் பாதுகாப்புக்காக சமீபத்தில் உருவாக்கப்பட்ட 181 உதவி எண் மற்றும் காவலன் செயலி ஆப் ஆகியவை தமிழக மக்களின் பாதுகாப்பை குறிப்பாக பெண்களின் பாதுகாப்பை இந்த அரசு உறுதி செய்கிறது. சுற்றுச்சூழலை பாதுகாப்பதில் இந்த அரசு உறுதியாக உள்ளதால் 2019 ஜனவரி 1ம் தேதி முதல் ஒரு முறை மட்டும் பயன்படுத்தி எரியக்கூடிய சில பிளாஸ்டிக் பொருட்களை தடை செய்துள்ளது.

காவிரி வடிநில பகுதிகளில் கஜா புயலிலால் ஏற்பட்ட தாக்கத்ைதயும் வட மாவட்டங்களில் பரவலாக ஏற்பட்டுள் வறட்சியின் தாக்கத்தையும் கருத்தில் கொண்டு பொங்கல் பண்டிகையை சிறப்பாக கொண்டாடும் வகையில், அனைத்து குடும்ப அட்டைதாரர்களுக்கு பச்சரிசி, சர்க்கரை உள்ளிட்ட பொருட்கள் அடங்கிய சிறப்பு தொகுப்பை இந்த அரசு வழங்க உள்ளது.

இது தவிர திருவாரூர் சட்டமன்ற தொகுதிக்கு இடைத்தேர்தல் நடைபெற உள்ளதால், தேர்தல் நடத்தை விதிமுறைகளுக்குட்பட்டு திருவாரூர் மாவட்டம் தவிர, மாநிலத்தின் மற்ற மாவட்டங்களில் உள்ள ஒவ்வொரு குடும்பத்திற்கும் பொங்கல் விழாவை சிறப்பாக கொண்டாட ரூ. 1000 இந்த அரசால் வழங்கப்படும்.
