Salem: In a kind gesture the Salem railway division has honoured an alert ticket checking staff for helping to nab a miscreant robbing train passengers.

K. Mayilsamy, chief travelling ticket checking inspector, Coimbatore of Salem railway division, had manned train no. 12672 Mettupalaiyam to Puratchi Thalaivar Dr M.G. Ramachandran Central Railway station on April 25.

In the early hours of April 26, the train crossed Katpadi junction at 02.14 hrs. After leaving Katpadi, a boarding passenger of B2 coach Berth no12 (Boarding at Katpadi) S. K. Kunchmaidu aged 42 years, was found loitering at A2 Coach,

The coach TTE Mayilsamy, enquired the person and suspected that he was stealing the belongings from other passengers. Immediately CTTI has informed the Police personnel and handed him over to the Government Railway Police/ Chennai along with seized cash of Rs 15,000, besides other valuable items stolen from coach.

On Friday, Deputy IG of Railway Police, Mr. V. Balakrishnan IPS, honoured the K. Mayilsamy with a certificate of appreciation. Mr. U. Subba Rao, divisional railway manager, and commercial officers of Salem Division, appreciated the ticket checking staff for his good work.

Breather for 108 students of defunct medical college

CHENNAI: Coming to the rescue of 108 students of the defunct Ponnaiyah Ramajayam Institute of Medical Sciences (PRIMS) in Kancheepuram district, the Union Health Ministry has granted permission to admit them in six private medical colleges in Tamil Nadu. A communication to this effect was produced by the Centre’s standing counsel before a division bench of Justices M Sathyanarayanan and M Nirmal Kumar when applications from the State government to review an order of a single judge dated February 1 came up last week. By this order, the single judge had directed the government to admit all the 108 students in 22 government medical colleges in the State.


Now, the six colleges that will admit the students are: Raja Muthiah Medical College and Research Institute, Karpagavinayaga Institute of Medical Science and Research Centre, Karpagam Faculty of Medical Science and Research, Tagore Medical College Hospital, Vellammal Medical college Hospital and Adiparasakthi Medical College and Research Institute.

In the light of the development in the form of a communication of the Board of Governors of Medical Council of India, nothing remains for further adjudication in the review applications, the bench said and treated them as closed.

CHENNAI : ‘Deadly’ cyclone ‘Fani’ induced dry wind has triggered a severe heat wave in Tamil Nadu. Chennai recorded its hottest day this year on Thursday recording 41.5 degree Celsius, which is 5.6 degrees above normal. Vellore registered 44.3 degree Celsius and Tiruttani 44 degree Celsius, among the hottest stations in south India.

As the cyclone began to re-curve and move-up away from Tamil Nadu, the land breeze from North West i.e Rayalaseema region in Andhra Pradesh, which is already dry, is being pushed to Tamil Nadu coastal and nearby districts.S Balachandran, Deputy Director-General of Meteorology, Regional Meteorological Centre, said this is a heat wave since the departure is more than five degrees. “Parts of Tamil Nadu, including Chennai, will continue to experience heat wave for another two to three days under the influence of cyclone ‘Fani’. Currently, north-westerly dry winds are too strong. Temperature will subside from May 6.”

Though the city was hazy and cloudy, people felt the heat. The humidity dropped as low as 19 per cent post noon when the temperature was at its peak. Meteorological department said Friday would be another hot day. It has asked people to take precautionary measures and not get exposed to sun directly between 11 am to 3 pm.


Meteorological department records show Chennai recorded its hottest day ever when cyclones had curved away like it is the scenario now. On May 31, 2003, Chennai recorded 45 degree Celsius and on May 30, 1998, it clocked 44.1 degrees Celsius. On both occasions, cyclones had formed in Bay of Bengal and curved away to Burma sucking all the moisture from land and triggering heat waves.

In what could possibly be one of the toughest selection processes for a job in the world, only nine out of the 14,231 candidates who appeared for the three-tier examination for recruitment of junior division civil judge in Haryana have made it past the first two levels.

The Supreme Court took note of the extremely rigorous standards and sought a response from the Punjab and Haryana high court. It also asked retired SC judge A K Sikri to randomly check answer sheets of the 1,195 candidates who took the main examination.

In response to an advertisement issued by the Punjab and Haryana HC in March 2017 inviting candidates to appear in a three-stage screening-cum-examination system — preliminary, main and interview — 34,000 law graduates applied for 109 posts of civil judge (junior division), which is the entry-level post in judiciary. In August 2017, the number of posts was reduced to 107.

Of those who applied, 32,230 were found eligible to take the preliminary examination. The exam was held nine months after the date of advertisement and only 14,231 took the preliminary test. On January 16 this year, the HC shortlisted 1,451 candidates from among those who appeared.

Retd SC judge to randomly check answer sheets

Of the shortlisted ones, 1,282 candidates were found eligible to appear for the main exam conducted by the Haryana Public Service Commission.

On April 11, the results were declared and just nine were picked for the interview. The final stage of the recruitment process is not complete and yet more than 99% of candidates who appeared for the test have been eliminated.

Thus, out of 34,000 who applied, only 0.026% were held eligible for the interview, and out of 14,231 who actually appeared in the preliminary examination, only 0.06% succeeded in getting through the two-tier process and went through to the interview round.

After a petition brought the matter to its notice, the SC sought a response from the Punjab and Haryana HC and asked its registrar general to be present in court.

On Friday, senior advocate Maninder Singh and advocate Prabhas Bajaj appeared for the HC and gave statistical details of the examination to a bench of Chief Justice Ranjan Gogoi and Justice Deepak Gupta. Singh agreed to an independent scrutiny of the evaluation system and the bench asked retired SC judge A K Sikri to randomly check answer sheets of the1,195 candidates who took the main examination.

Newborn girl named Fani in Bhubaneswar

A 32-yearold woman gave birth at the Railway Hospital here at 11.03am and decided to name her Fani.

Both mother and baby are reported to be healthy. The mother is employed as a helper at the coach repair workshop in the Indian Railways.

The baby, when she grows up, will surely have quite a tale to recount of how one of the strongest cyclones in India in 20 years with its gusting winds and heavy rains lashed across the state, uprooting trees and electric poles, blowing away rooftops and causing widespread damage.

While Fani took her name after today’s(Friday) cyclone, 40 years ago another Indian baby made headlines. In 1979 Skylab Singh, belonging to a Sikh family in Patiala, was named after debris from Skylab, a space station after it made landfall. No one exactly knew whether it would fall in the Indian Ocean or in Western Australia.

Similarly, last year several couples decided to name their newborns ‘Titli’ (butterfly) after their births during the destructive cyclone Titli that struck the coastal belt of Andhra and Odisha in September. AGENCIES

Puri suffered massive damage in Cyclone Fani, Odisha chief minister Naveen Patnaik said here on Friday.

Naveen, who reviewed the situation arising out of the cyclone, said, “Puri town and Puri district, where the cyclone made landfall, suffered huge damage. Energy infrastructure has been completely destroyed. Restoration of electricity is a challenging task.” The chief minister said electricity supply in Ganjam would be restored by Saturday while it is being taken up on a war footing in other places.

Naveen said damage assessment would start once the cyclone crossed Odisha. He added that 12 lakh people had been evacuated to safety in the past 24 hours. “Our immediate priorities are taking care of the people evacuated and staying in cyclone shelters and other such places,” he said. TNN

At least six people were killed and hundreds left homeless as Cyclone Fani hit Odisha on Friday morning, making landfall near Puri and unleashing its full force with wind speed going up to 175 kmph. Though various government authorities confirmed six deaths, PTI put the toll at 8.

The cyclone made landfall south of Puri coast around 8am and then got into Khurda district, of which Bhubaneswar is a part, triggering heavy rainfall along its way. Fani entered Bengal after 10.30pm, hitting the Digha coast with a peak wind speed of 115 kmph. It was scheduled to enter Kolkata’s neighbourhood via Kharagpur with a wind speed of up to 80kmph after midnight. It will exit Bengal through Nadia and Murshidabad on Saturday.

Central Water Commission officials said Odisha, Bengal, Andhra Pradesh and Assam face a high risk of “receiving extremely heavy rain” in the wake of Fani. The cyclone lashed Bhubaneswar for five hours, with winds gusting up to 100 kmph damaging power and telecommunication lines.

Most arterial roads in the city were blocked by uprooted trees and many low-lying areas remained inundated. It could take up to three days to restore power supply completely in Bhubaneswar. Telecom network broke down in Puri and Bhubaneswar while it suffered partial damage in other parts.

More than 10,000 villages and 52 towns in nine districts of Odisha were affected as heavy rain pounded the state all through the day.

Canvassing votes for the party’s Thiruparankundram byelection candidate P Saravanan near the Thiruparankundram temple, he walked through the streets and interacted with people promising them that their needs would be looked after when the DMK came to power. People stood on either side of the road and welcomed him with shawls and garlands while some youth clicked photographs with him. Vendors gave him lemons, cucumbers and flowers as a good omen during his visit to their stalls and wished him luck in the elections.

Addressing the gathering at some points, Stalin said that the Thiruparankundram constituency was facing a bypoll not only because of the demise of its former MLA A K Bose, but also because his election in the previous bypoll was set aside by the high court following a legal battle. He said that the AIADMK government was functioning only because Modi was supporting it. Corruption and crime against women were on the rise during the AIADMK regime.

Stalin said the AIADMK had stooped to a level where they misused Jayalalithaa’s name without her knowing it.

HC stops hotel from using ‘Thalappakatti’ trademark

In a reprieve to ‘Dindigul Thalappakatti’ chain of restaurants, the Madras high court has restrained ‘Star Thalappakatti Briyani Hotels’ from using the trademark ‘Thalappalatti’ until further orders.

Justice S Vaidyanathan granted the interim relief on an application moved by Thalappakatti Naidu Anandha Vilas Biriyani Hotel – group that owns the Thalappakatti chain of restaurants – alleging trademark infringement by Star Thalappakatti Briyani Hotels.

According to the petitioner, in 1957, P Nagasamy Naidu alias Thalappakatti Naidu, the grandfather of the applicant, commenced hotel business specialising in biriyani, at Dindigul. Since he sported a thalapa (head gear), he was referred to as Thalappakatti Naidu and the hotel was named after him as “Thalappakatti Naidu Anandha Vilas Biriyani Hotel”. “There is extensive patronage by the public for the products prepared and served in their restaurants and hotels. The trademark and trading style Thalappakatti Biriyani Hotel has acquired the secondary meaning to denote and connote the product of the petitioner, which assures to the public a unique taste and standard in the food preparations,” the petitioner added.

Vijayan Subramanian, petitioner’s counsel, alleged that some unscrupulous traders are now resorting to adopt the trademark and trading style “Thalappakatti” or “Thalapakattu” for their hotels and restaurant business. Claiming that Star Thalappakatti Briyani Hotels is one such infringer, the petitioner has moved the court. TNN

The Union government has informed the Madras high court that 108 students of the now defunct Ponniah Ramajayam Institute of Medical Sciences (PRIMS) will be accommodated in six other private medical colleges in Tamil Nadu.

Counsel for the Union ministry for health and welfare produced a communication to the effect and informed the division bench headed by Justice M Sathyanarayanan that necessary permission had been accorded to increase the respective number of seats to Raja Muthiah Medical College and Research Institute, Chidambaram; Karpagavinayaga Institute of Medical Science and Research Centre, Kancheepuram; Karpagam Faculty of Medical Science and Research, Coimbatore; Tagore Medical College Hospital and Vellammal Medical College Hospital in Madurai, and Adiparasakthi Medical College and Research Institute, Melmaruvathur.

The ministry made the submission on a review application moved by the Tamil Nadu government seeking to review the decision of the court dated February 1, directing the Tamil Nadu government to admit the students in the 22 state-run medical colleges.

As per the directions, the MCI permitted the state to increase seats in the 22 colleges and recommended that 108 students be proportionately adjusted in the colleges through a communication dated March 10. However, expressing various practical difficulties in absorbing the students, the state requested the MCI to accommodate them in the six private colleges.

Considering the request, the MCI permitted the six self-financing medical colleges in the state to accommodate them and issued necessary permission.

Recording the submissions, the bench closed the review application as nothing remains for further adjudication.

The issue pertains to pleas moved by second year students of PRIMS who were denied permission to continue their medical course since MCI refused recognition to the college. Holding the state responsible for their plight, a single judge of the court had initially directed the state to accommodate them in the government medical colleges in the state.

Madras Univ seeks bailout package from state govt

: University of Madras which is facing a huge financial crisis has sought a bailout package from the state government. Post the implementation of seventh pay commission the university’s expenditure has increased and pushed it to a financial crunch.

The university has been unable to pay the retirement benefits to the employees for the last one year.“Our monthly expenditure towards salary and pension is around ₹12 crore. But, now it has increased by ₹3 crore per month,” P Duraisamy, vice-chancellor, said. The university convened its syndicate on Friday and in the meeting syndicate members requested the higher education department to give financial aid for the university’s recovery.

“The state government has promised that it would announce a bailout package soon after the elections are over,” a professor said.

‘Those who try to answer all questions will score poorly’

Those who try to answer all questions will end up getting low marks in NEET, said C Akash, a first year MBBS student, Kilpauk Medical College, Chennai.

The student who got 416 out 720 last year said students need to be smart in answering the questions.

“If we divide the time based on number of questions, a student would get just one minute for a question. So, it is ideal to answer the questions they know. The exam also have negative marking. So, they need to avoid giving wrong answers,” he said.

He also advised to the NEET aspirants to answer biology questions first.

“Usually, physics questions will be tough and time consuming. So, students should answer them at the end. Biology questions are straight and easy to answer,” he added.

Biology section will have 90 questions and each question carries four marks.

Aksh further said students need to check every now and then whether they are grading the correct question. “Once they grade an answer, they cannot change it. Plus, they also should not fold or scribble on the OMR answer sheet,” he warned.

It is important for candidates to have a good night's sleep and reach the exam centre early. Possibly two hours early.

Coastal Odisha on Friday faced the wrath of “extremely severe” cyclonic storm ‘Fani’, but India Meteorological Department’s improved warning system, successful evacuation of lakhs of people, better Centre-state coordination and the highest

ever deployment by NDRF limited casualties. Government authorities confirmed six deaths, though news agencies reported eight.

Areas in Fani’s path were battered. There was extensive damage to kuccha houses in Puri, 160 people were admitted to hospital for treatment, the residence of the SP and DM were badly damaged and there was a serious disruption of power supply.

However, IMD’s new regional hurricane model helped avert a higher toll and showed how accuracy in tracking and forecasting landfall has progressed since the 1999 super cyclone that killed close to 10,000 people.

After success in responding to the more recent Phailin (October 2013) and Hudhud (October 2014) cyclones, central agencies and state governments were able to manage a massive evacuation. Repeated warnings reduced casualties at sea and infrastructure by way of storm bunkers was available, particularly in states like Odisha and Andhra Pradesh that are seen to be more vulnerable.

Local disaster management authorities in Odisha and the National Disaster Response Force (NDRF) were on their toes. The NDRF, in fact, made its highest ever deployment by putting 65 teams on the ground with 38 in Odisha. Over 11.5 lakh people were evacuated in Odisha, Andhra Pradesh and West Bengal in the past three days.

IMD’s systems came in for praise. “It’s a very significant achievement for IMD. I wrote a congratulatory note to its director general (K J Ramesh) today for averting a major crisis. The department has successfully used its regional hurricane model in addition to other existing models,” said Madhavan Rajeevan, ministry of earth sciences’ (MoES) secretary.

Rajeevan told TOI that the new regional model, having ocean components in addition to atmospheric ones in other models, could track the cyclone better. Cyclone ‘Fani’ is only the second storm in the past over 126 years to form over the Bay of Bengal and cross India’s mainland in April. The last severe cyclone Nargis, formed in April over the Bay of Bengal, had devastated Myanmar in 2008.

2001-ஆம் ஆண்டு முதல் 2019-ஆம் ஆண்டு வரை தமிழகம் முழுவதும், 18 ஆண்டுகளாகத் தொடர்ந்து தனியார் விலங்குகள் நல அமைப்புகளோடு புரிந்துணர்வு ஒப்பந்தம் போட்டு அனைத்துத் தெரு நாய்களுக்கும் கருத்தடையும், ரேபீஸ் தடுப்பூசியும் போடும் பணி சரியாக நடந்திருக்குமேயானால், சேலத்தில் எப்படி வெறி நாய் ஒன்று திடீரென்று தோன்றியிருக்க முடியும்?

ஒவ்வொரு தெருவிலும் அப்பாவியாக படுத்துறங்கும் நாய்களை கல்லால் அடிப்பது, குடியிருப்புப் பகுதிகளில் நாய்கள் இருப்பதே அசிங்கம் என்று கருதுகிற மனநிலைக்கு மனிதர்கள் வந்திருக்கின்றனர். புறக்கணிப்பட்ட இந்த தெரு நாய்களுக்கு பிறக்கும் குட்டிகளில் ஒன்றிரண்டு ஆண் நாய்கள் மட்டும் வளர்ப்புக்கும், ஒரு சில ஆண் நாய்கள் ஒரு சில வணிகபுத்தி மனிதர்களால் விற்பனைக்கும் எடுத்துச் செல்லப்படுகின்றன. ஆனால், பெண் குட்டிகளின் கதியோ... பரிதாபமாக இருக்கிறது.

நமக்கு தாயாக, சகோதரியாக, மகளாக, காதலியாக, மனைவியாக எல்லாம் பெண் வேண்டும். ஆனால், நாய் குட்டிகள் மட்டும் பெண்ணாக இருக்கக் கூடாது. வியாபார நோக்கில் வளர்க்கப்படும் அயல்நாட்டு நாய்களில் பெண் நாய்க்கு அமோக வரவேற்பு இருக்கிறது என்பது பணமுரண் சொல்லும் தனிக் கதை.

பள்ளிகளில் முதல் வகுப்பு முதல் பிளஸ் 2 வரை படிக்கும் அனைத்து மாணவர்கள் குறித்து 'எமிஸ்' மூலம் முழுவிபரம், ஆதார் எண்ணுடன் கல்வித்துறை 'சர்வரில்' பதிவு செய்துள்ளனர். கடந்த ஆண்டு வரை கையால் எழுதி 'டிசி' தலைமையாசிரியர் கையெழுத்துடன் வழங்கப்பட்டது.

Medical student ends life after failing in exam

Vadodara: A student at Baroda Medical College was found hanging in her room at Medical College Hostel late on Tuesday night.

A student of third-year surgery, Rachana Desai (27) committed suicide as she had failed in an exam and was also going through a rough phase after a failed relationship. Desai, a native of Mehsana, had left behind a suicide note in which she had stated the reasons for taking the extreme step.

Police said that Desai’s friends found her hanging in her room when they went to call her on Tuesday late evening. “Initially they called the deceased on her mobile phone, but when she did not answer, they went to her room,” said a police official.

When Desai did not open the door, her friends checked through the window only to find her hanging to the ceiling fan. Later, the college officials and police were informed about the incident.

During the investigation, cops had found the suicide note. “She had failed in the recently announced results of final year. She was shocked by the exam result, she wrote in the letter, as she was good at studies,” the police official said.

He added that she was in a romantic relationship with a fellow student. “The deceased has written that her love affair was going through rough phase due to which she was disturbed,” cops said.

The letter and Desai’s mobile phone has been sent to forensic laboratory for ascertaining her handwriting. The postmortem was conducted at SSG Hospital on Wednesday and a case of accidental death was registered at Raopura police station.

CHENNAI: The grandfathers saw water in river. The fathers saw it in well. The present generation is seeing it in tap and the children in bottle. Lets not reduce it to the miniature size of water in ‘capsule’, warned a division bench of the Madras High Court. Unless stringent action or conducive measures are taken, the day is not far off to fix the day zero in our State too, as that of ‘Cape Town’, a bench of Justices M Venugopal (since retired) and S Vaidyanathan cautioned on April 29.


“Though we have all resources in our State, lack of its proper utilisation led us to convert fertile lands into an impotent one by way of encroachment and dumping of solid wastes. Hence, with a view to preserving water bodies and waterways, this court is perforced to issue a set of directions,” the bench said adding that one of which is seeking the help of military personnel to clear encroachments.soumyadip sinha

It directed the State government to constitute a Special Wing in the Public Works department, headed by the Chief Secretary as its chairman. Secretaries of Revenue, PWD, Commissioners of Land Administration, Corporation of Chennai, Chief Engineer of PWD, chairman of Tangedco, MD of TWAD Board and district Collectors, police officials in the cadre of Commissioner/SPs and Tahsildars and VAOs and others should be the members of the wing.

The wing shall deal exclusively with the management of water bodies, waterways, canals, tanks, etc., throughout the State and also for removal of encroachments in association with Chennai River Restoration Trust. On such constitution, the wing chairman shall make working arrangement of the existing staff for this purpose and provide adequate staff support to the concerned officials to achieve this herculean task of removal of encroachments on water bodies.

The chairman shall convene a meeting with other members once in a month to review the action taken. It should conduct land surveys and prepare Form Nos. I and II prescribed under the TN Protection of Tanks Act, 2007 with respect to all water bodies, waterways, water courses and drainage channels by using advanced instruments, like GPS, ETS, etc. The said exercise should be completed within six months.

The wing should scrupulously follow the recommendations of the Comptroller and Auditor- General of India in Report Nos.4 and 8 of 2017 and also follow the “Guidelines on Urban Drainage” issued by Indian Roads Congress. It must periodically inspect the vehicles used by the PWD, Corporations, etc. throughout Tamil Nadu, by which water is distributed to the needy and ensure that there is no leakage of water, as the tankers have to supply water to the people and not to clean the roads with water. It should also ensure there is no further encroachment and illegal constructions on water bodies, waterways, canals, rivers and tanks.

The bench also said that the government is entitled to take suitable disciplinary action against the members of the wing, including the chairman, in case of dereliction of duties and it should review their works. Erring officials may be placed under suspension or even dismissed from service for their misconduct, dereliction of duty, no devotion to work, lack of integrity so as to deprive their entire gratuity and terminal benefits under the head “moral turpitude”. Whenever the officer responsible for removal of natural resources is found to be hand in glove with the violators, then his or her act would automatically come within the purview of moral turpitude, the bench said.

The bench also directed the State Prevention and Control of Water Pollution Board to inspect all the industries situated in the State and ensure that no waste water released from the plant mixes with rivers, ponds, lakes, oceans, etc., and in the event of any such release of contaminated water, the board should at first take photograph of the same and immediately request the electricity board to disconnect the supply. On such request, the electricity board should act thereon.

The board should also take all possible steps to close down such industries till such time proper outlet is fixed by them and the said board should also introduce drone technology to ascertain whether there is any mixture of waste water into rivers, ponds, etc. In addition, a periodic inspection has to be done every year to ensure there is no underneath pipeline connection, laid for the purpose of releasing waste water into rivers, ponds, etc., as it will be highly impossible to identify such connections by using drone technology.

The Meteorological Department said Cyclone Fani is the first cyclonic storm of such severity in April in India's oceanic neighbourhood in 43 years.

The extremely severe cyclonic storm Fani is expected to make its landfall on Friday morning around 9.30 am close to Odisha's Puri, much before the earlier forecast of 3 pm. These districts--Puri, Jagatsinghpur, Kendrapara, Bhadrak, Balasore, Mayurbhanj, Gajapati, Ganjam, Khordha, Cuttack and Jajpur--are likely to bear the brunt of the cyclone. It may hit 10,000 villages and 52 towns in total.

Extremely heavy rainfall is likely in coastal and interior Odisha, north Andhra Pradesh, and West Bengal on Friday. There are huge storm surge and flooding risks for coastal Odisha and West Bengal, and also for Bangladesh.

As Fani heads towards the eastern coast, the Indian Coast Guard has positioned 34 disaster relief teams at different spots and deployed four ships to handle any exigency. The Odisha government Thursday issued instructions to shift women in their advanced stage of pregnancy to nearby hospitals.


Here are ten points to know ahead of Fani's landfall:

ONE OF A KIND: Fani is billed as the most severe cyclonic storm since the super cyclone of 1999 that claimed close to 10,000 lives and left a trail of destruction in vast swathes of Odisha, according to the Joint Typhoon Warning Centre. The Meteorological Department said it is the first cyclonic storm of such severity in April in India's oceanic neighbourhood in 43 years. Formation of such cyclonic storm during summer is very rare as the phenomenon is generally witnessed after monsoon in September-November.

GLOBAL WARMING: Former Director of the Regional Meteorological Centre, Bhubaneswar, Sarat Sahu said Odisha witnessed cyclonic storms during summer in 1893, 1914, 1917, 1982 and 1989, but these brought little trouble for the state as they either fizzled out or changed course towards West Bengal. The cyclone has formed due to warming of the Bay of Bengal basin. "With global warming, we have to be prepared for such occurrences," Sahu said.

WIND SPEED: Fani's wind speed is expected to be between 170 and 180 km an hour, which can even reach up to 200 km when it makes the landfall around 9.30 am. Landfall process is likely to take place over 5 hours.

TO CROSS BENGAL: After crossing Odisha, the cyclone is likely to move towards West Bengal before tapering off. Private weather forecaster Skymet said, after making landfall near Puri district on May 3, Fani will move north-northeast through Gangetic West Bengal. However, by the time Fani will reach West Bengal, it will have weakened into a cyclonic storm.

TRAINS AND FLIGHTS HIT: All flights from Bhubaneswar have been cancelled from Friday midnight. Kolkata airport will close at 9.30 pm on Friday until 6 pm on Saturday. The Railways has cancelled more than 200 trains that pass along the coast. Govt. concentrating more on liquor than water, says court

In a stinging verdict aimed at the failure of the State to protect wetlands, the Madras High Court has criticised the government for concentrating only on “artificial water” [liquor] than natural water. It ordered that the Tamil Nadu State Wetland Authority (TNSWA) chaired by the Minister for Forests should review the status of wetlands every month.

Justices M. Venugopal and S. Vaidyanathan ordered that the Tamil Nadu State Wetland Authority conduct periodic surprise inspections and field surveys besides creating boundary marks with respect to all wetlands in the State.

Monthly report

A report of such inspections should be submitted to the Chief Secretary every month and a compilation should be filed in court once in three months, they added.

The orders were passed on a public interest litigation petition filed against construction of government buildings on wetlands close to the Buckingham canal. Quoting Tamil poet Avvaiyar’s poem on a ruler’s duty to conserve water, the judges said the present rules of the State had misunderstood the poem and were concentrating only on production of artificial water.

“Likewise, the politicians, instead of taking steps to raise the standard of living of subjects, are enriching themselves and ensuring that their wards also become rich,” the judges indicted.

The judges went on to direct the TNSWA to take coercive steps such as disconnecting electricity and water supply to all those who had encroached upon wet lands.

Fixed responsibility

The TNSWA was also directed to ensure that no further encroachment or illegal construction was made on wetlands.

“This court fixes the responsibility on the Chief Secretary and Tamil Nadu State Wetland Authority for survey and removal of encroachments on the wetlands and any negligence/lethargic attitude noticed shall be viewed seriously,” the judges warned.

“The government should review the works prior to three months of the retirement of each official in the team and ensure that they have discharged their works satisfactorily, failing which the officials may be placed under suspension and dismissed from service for their misconduct,” the Bench said.

No lawyer clears district judge recruitment exam

A majority of candidates score negative marks

In a shocking revelation, not a single advocate out of the 3,562 lawyers who applied for direct recruitment to the post of district judge have been able to clear the preliminary examination conducted by the Madras High Court.

What is more, a majority of candidates have scored negative marks, the highest score being 13.5 out of 150.

On January 13, the High Court as well as the State government issued a joint notification calling for applications from practising advocates, pleaders, Assistant Public Prosecutors and civil judges as well as senior civil judges aged between 35 and 48 years, and with a work experience of more than seven years, for direct recruitment of 31 District Judges.

The selection was to be made through three successive stages with the first being a preliminary examination followed by a main examination and then a viva voce. The preliminary examination conducted on April 7 consisted of two papers containing 150 multiple choice questions in each paper. Paper I was related to civil laws and paper II concentrated on criminal laws.

It was made clear that every correct answer would be awarded one mark and that half a mark would be deducted for every wrong answer. Further, the minimum qualifying marks for Scheduled Caste and Scheduled Tribe candidates was fixed at 45 out of 150. While Backward Class candidates had to score 52.5, the qualifying marks for unreserved category was fixed at 60.

However, when the Recruitment Cell of the Madras High Court released the mark list on Tuesday, it was found that most of the candidates had scored negative marking. One of them had scored as low as -43.5 and the highest score of 13.5 marks was followed by a candidate who had scored 11.5.

This made none of them eligible to even attend the main examinations, scheduled to be held on May 25 and 26, and consisting of much tougher requirements of writing judgments, translating texts and writing essays on current developments in law.

CBSE Class 12: Chennai region pass percentage dips

The pass percentage of CBSE Class 12 students in the Chennai region, of which Karnataka is a part, is 92.93 this year. This is a decline of 0.94 percentage points when compared to the region’s performance in the 2018-19 academic year.

The exam results were announced on Thursday.

This year, the Chennai region has retained the second spot in the country in terms of pass percentage like last year. The first spot has been bagged by the Thiruvananthapuram region which secured 98.2 per cent pass.

No student from Karnataka made it to the top three spots, which has been shared by 23 students.

The State toppers are — Jeffin Biju from Sri Chaitanya Techno School and Ananya R. Burli from BGS National Public School. Both secured 493 marks.

HC ends tenure of Kaalikambal temple trustees

The Madras high court has ordered the removal of all the trustees governing the Sri Kaalikambal Kamateswara Devasthanam on Thambu Chetty Street in Parry’s Corner, as the present set of trustees failed to comply with the deadline to conduct election before March 31. The court appointed a ‘fit person’ to administer the affairs of the temple till the next elected board assumes office. New election notification shall be issued on or before the second week of October and election shall be conducted before November 15. The newly elected trust board shall be in a position to take office on or before November 30.

Justice R Suresh Kumar, passing orders on an application filed by devotee JV Mani Achari, held the present trustees could not continue anymore. Pointing out that there is no valid register of worshippers/voters list since the period to enrol the worshippers/voters is available till September 30,he said election for a new trust board can be possible only beyond September. Between now and till the election is completed and new board takes office, the devasthanam shall be administered by a ‘fit person’, said the judge. In accordance with the scheme decree for the board, dated September 25, 1935, Justice Suresh Kumar then named advocate M Baskar ‘fit person’. Along with him, an officer not below the rank of assistant commissioner of HR&CE department, shall be sponsored by the commissioner of HR&CE as the additional ‘fit person’.

According to the decree, there must be five trustees for the board, among them one will be the managing trustee. The board of trustees shall have a tenure of three years (now cut short to two years) and the trustees shall be elected by direct election through ballot. The electoral college will consist of male members having residence in Chennai, aged not less than 25 and not more than 65. Registration of devotees opens between April 1and September 30 of every financial year, and their membership shall expire at the end of financial year.

Since no election was conducted before March 31, the existing voters list has got lapsed. To conduct the new election, a register for worshippers shall be opened between April 1 and September 30. New election process shall start thereafter.

TCS may hold online counselling for admissions to engg courses

In a first, the state government is likely to rope in Tata Consultancy Services (TCS) to conduct online counselling for admissions to engineering courses this year. The counselling, which will be held in two stages, will be monitored by the Directorate of Technical Education.

“The registration of application and certificate verification will be done through inhouse software. But, the government is likely to give the task of conducting online counselling to a vendor. The process is going on,” sources said. Officials from the higher education department said TCS is also under consideration.

As per the schedule, the online counselling will be held from July 3 to 28.

The online registration of applications began on a bright note with more than 15,000 candidates registering on Thursday. “Students continued to register throughout the day. The payment gateways also functioned smoothly,” officials said.

The last date for registering for online counselling is May 31.

“While most students submitted the applications from their own laptops and computers, some approached the facilitation centres put up at 42 places across TN,” officials added.

Officials expect more than 1.5L applicants

After registration, the students would receive confirmation mail and SMS for successful submission of applications. The officials are hoping that the number of applications would cross 1.5 lakh this year.

Anna University, which has conducted engineering counselling for the past 22 years, in 2018 introduced online counselling that passed off without any glitch, said officials.

This year, following differences over reconstitution of Tamil Nadu Engineering Admissions (TNEA) committee, M K Surappa, vice-chancellor of Anna University, resigned from the committee. After that, the government has designated Directorate of Technical Education (DOTE) to conduct the online counselling.
