HC: Bribes for death certificates the worst

Observing that the worst form of corruption is that of village administrative officers (VAO) demanding and accepting bribe for issuance of birth and death certificates, the Madras high court on Wednesday directed higher officials and the directorate of vigilance and anti-corruption (DVAC) to inspect taluk offices and VAO offices to prevent corrupt activities. Justice S M Subramaniam gave the direction in a plea by A Kaleeswari who sought a government job on compassionate ground following the death of her ‘second husband,’ D Ambedkar.
Ambedkar was working as a watchman in a government department. He divorced his first wife and married Kaleeswari. Though Kaleeswari was married already, she did not get divorce from her first husband before marrying Ambedkar.
When Kaleeswari sought for an appointment under compassionate ground, her application was rejected by an order dated May 27, 2014. Hence, the petitioner moved the high court Madurai bench seeking to quash the order.
The petitioner’s counsel stated that Kaleeswari’s claim was rejected merely on the ground that the daughter of the first wife of the deceased employee raised objection and added that the order is liable to be set aside.
The counsel also said though the VAO of A Lakshmiapuram village had issued a certificate for the marriage between Ambedkar and Kaleeswari and mentioned it was their second marriage. It was further recorded in the certificate that the petitioner had got divorce from her first husband.
Justice Subramaniam observed that VAOs are issuing certificates to any person without maintaining a register.
