Passengers want railways to reschedule Madurai-Chennai Duronto Express

MADURAI: Passengers are demanding the railways to reschedule the Chennai Central - Madurai Duronto Biweekly Express trains as it runs with a considerable number of vacant seats and berths.

During the recently concluded Passenger and Customer Facilitation Fortnight events, popular talk show orator and TV personality S Raja pointed out the need to reschedule the train.

The non-stop train leaves Chennai Central at 10.30pm on Mondays and Wednesdays and reaches Madurai at 7.10am on Tuesdays and Thursdays.

In the return direction, it leaves Madurai at 10.45pm on Tuesdays and Thursdays and reaches Chennai Central at 7.15am on Wednesdays and Fridays.

The train fare is Rs 1,030 for AC three-tier, Rs 1,440 for AC two-tier and Rs 2,425 for first class AC travel.

"It is one of the best trains to travel without any disturbance and quite affordable but the vacant berths is the real concern. Last time when I travelled in the 1A coach, I was the lonely passenger. The TTE asked me if I was scared of being alone in the coach and was willing to shift me to another coach," said the orator known for his lighter anecdotes.

Raja said if railway authorities operated the train on weekends, it would benefit several passengers.

Inaugurated in 2012, Duronto hasn't got good patronage from passengers.

Former divisional rail user consultative committee member and president of the Tamil Nadu Foodgrains Merchants Ltd S P Jeyapragasam claimed that many rail users were not even aware about the train.

"There is fear among rail users' forums that Madurai may lose a good train due to lack of patronage. In fact, we suggest operating it on all days especially weekends," he said.

Sources in the commercial department said that the train would attract more passengers if it ran on the Madurai - Chennai Egmore route. At present, it takes the circuitous Karur - Namakkal - Salem route since it has to be operated non-stop and single track in chord line is greater impediment.

"Unfortunately, people from our region people feel more comfortable when trains are operated to Chennai Egmore though Central is close by", a commercial staff said.

Railway officials said that the suggestions collected from passengers during the fortnight drive will be sent to the railway ministry for further perusal.

4,000 toppers from last year join race for 3,000 medical seats

CHENNAI: A blanket of uncertainty shrouds the medical admission process this year for students of the current batch, as 4,679 students, who cleared Class 12 in previous years with high scores have joined the race for MBBS seats. About 70 students from the current batch had moved the Madras high court in this regard last week and won an innocuous order saying participation of previous year students was 'subject to the outcome' of the case.'

Tamil Nadu government has 17 years as minimum age for MBBS counselling, but there is neither upper age limit nor the number of attempts at MBBS counsellings.

In the past few years, the cut-off for MBBS admissions has been increasing by 0.5 to 1 mark, making it tough for students of previous batches. However, this year, the cut-off marks have been dismal following big fall in number of centum-scorers, with students crying that question papers this year were tough and evaluation strict.

While there are only about 2,200 medical seats on offer at counselling, a large number of the 4,679 previous students are set to steal a march over the fresh batch students. "Almost 50% of the seats on offer will go to them, making it difficult for 2014-15 students. This certainly is not a level playing field," said an advocate familiar with the brewing battle.

A unique group of 46 students who were eligible for an MBBS seat last year but were rejected as they were aged below 17 years by a few days/weeks, will also join the rat race this time around. "We have received 31,525 applications that are eligible this year, for 2,257 seats. 4,679 students from the previous batches will be participating in the medical counselling this year," said director of medical education Dr S Geethalakshmi for the record.

CBSE says AIMPT retest not possible in four weeks

NEW DELHI: The Central Board of Secondary Education said on Monday that it will approach the SC to seek more time to conduct AIPMT 2015, saying it is not possible to conduct the retest in four weeks.

The board said that it will move the apex court to explain that the test-preparation for AIPMT takes seven months.

The SC on Monday cancelled the AIPMT 2015 and ordered CBSE to hold the retest within four weeks.

Over 6.3 lakhs took the test conducted by CBSE on May 3, 2015.

Speaking to the Times of India, Satbir Bedi, officiating chairman, CBSE, said: "It is not feasible to conduct such an exam in a month time. We start preparation for the AIMPT from August. A minimum of seven months is needed for preparation."

Earlier, the SC bench had asked Haryana police to file a fresh report indicating the number of beneficiaries of the alleged irregularities in the pre-medical examination following allegations of paper leak.

The CBSE initially denied the incidents of leak. The SC also asked the police to identify as many candidates as possible who had been benefited from the alleged leak.

The board was scheduled to declare the results on June 5, which the SC stayed.

On Monday, the court asked CBSE to hold the retest within four weeks while cancelling the test held on May 3.

According to Bedi, the board will meet and decide the future course of action, while out rightly saying that retest in four weeks is not possible. "The board will explain to the court that more time will be needed to conduct the exam."

According to sources in AIMPT cell in CBSE, the earliest the board can conduct the exam will be in November 2015.

Cheating in exams a national phenomenon

NEW DELHI: Images of parents and friends scaling walls and clinging to windows to help Bihar students taking their Class X exams are still fresh.

These scenes might not have surprised many given the state of education in that region, but this aberration has become a national phenomenon with at least 12 major question paper leaks in as many months affecting lakhs of students across states - be it CBSE AIMPT 2015, or UPPSC or UP combined pre-medical test or the TN Board Class XII maths paper or Jamia Millia's engineering and BDS entrance test paper leaks.

Outwitted, university administrations are seeing this as a menace that must be tackled on a war footing. "It seems this is an organized crime. Universities alone cannot stem this and police will have to investigate. We have tried all checks to the best of our ability," said Talat Ahmad, the Jamia vice-chancellor.

The problem has reached Delhi, Pune or Bangalore, where the best practices were followed. No exam seems safe which has assumed industry-like proportions. Big money is at stake and months of preparation are made to breach examination systems.

Such is the faith in the capacity of fraudster to deliver. It was on show in the recent leak of BCom final year exam papers from the School of Open Learning, Delhi University. The menace continued for four days. "Despite media report on the May 27 leak, we still got the paper on WhatsApp on May 28 and thereafter. We were confident that we'd get the papers," said one student.

The money put on the table is irresistible and people are ready to stake their careers to impersonate for others and take the exams. People who've already cracked the test have been caught impersonating at entrance. Nearly a dozen cases of impersonation were reported from Jamia in 2010 and two this year.

Former CBSE chairman Ashok Ganguly says the reason for the growth of this menace is because technology isn't used effectively and the sloppiness of the exam-conducting bodies. "The bodies conducting examinations are living in the 19th century, but those behind this mischief are using 21st century technology. Those behind the recent AIPMT 2015 leaks used blue-tooth and other communication devices. This speaks a lot about how we are being outwitted."

The computer-based CAT for admission to the IIMs remains one of the most secure tests. Barring some technical glitches during its switch over from pen-paper mode to computers, it remains one of most technically-robust systems.

Rohit Kapoor, convener of CAT 2013 says: "We take a lot of measure which we don't reveal to the public. It's all about systems and process at various levels and there are checks right from preparation of the question papers to creating the test-centres. We've adopted the best global practices."

Tiruchi medical college allowed to admit 50 more students

In a big relief to the government and the Directorate of Medical Education, which has set in motion the process of medical admission, the Medical Council of India (MCI) has renewed its permission to K. A. P. Viswanatham Government Medical College (KAPVGMC) here for admitting 50 more students during the academic year 2015-16.

With this, the decks have been cleared to admit 50 more students in addition to the existing 100 students in MBBS course being offered by the KAPV Government Medical College.

The intake for the course was increased from 100 to 150 in 2013-14.

A letter to this effect has been sent to the DME and M.K. Muralidharan, Dean, KAPV Government Medical College, Tiruchi.

He told The Hindu on Monday that the MCI team that had inspected the college a few months ago was satisfied with the facilities available at the college for offering 50 more seats. Most of the shortcomings and suggestions raised by the team had been taken care of.

Besides increasing the number of class rooms and examination halls, the college had set up audio visual facilities in class rooms as per the MCI norms.

There has been a substantial increase in number of doctors attached to the college and hospital; it had gone up to 216 from 150. Similarly, nine more doctors had taken charge in hospital attached to the college, Dr. Muralidharan added.

He said that the MCI had permitted the Government Mohan Kumaramangalam Medical College in Salem to admit 25 more students in addition to the existing 75 students during the current year. While stating that the college has to apply for renewal for 50 more seats during 2016-17 with MCI, he said it would expedite steps for creating additional facilities at the college.

Engineering courses will have fewer takers this year

Even before counselling for admission to engineering colleges under single window system begins this year, over 24,000 seats are up for grabs.

While 1,78,917 seats are available under single window admission, Anna University has received only 1,54,238 applications as on Monday.

While this is the status of seats under government quota, self-financing colleges have so far surrendered 21,741 seats from the management quota. Anna University officials expect another 5,000 seats under the management quota to be surrendered before general counselling begins on July 1.

With the number of engineering colleges in the State climbing up steadily in the last decade, the engineering admissions hit a plateau in the State in 2013-14 when the number of vacant seats crossed the one-lakh mark. Last year, there were 1.36 lakh vacancies.

“Students apply for engineering but would have taken admission elsewhere. We cannot allow natural death of colleges as this would affect the students. Instead, the government should initiate remedial measures like merging colleges,” says former Anna University VC E. Balagurusamy.

This year the number of first graduate applicants has also fallen. Only 80,446 first-generation learners have applied compared to last year when 92,000 candidates had sought admission. A total of 3,104 applicants will seek admission in the vocational category and 1,51,134 candidates will be admitted through academic counselling. A third of the applicants are girls.

Random numbers

On Monday, the 10-digit random numbers were generated for the 19th counselling session in the presence of Higher Education secretary Apoorva, Vice Chancellor M. Rajaram, registrar S. Ganesan and the media, with each providing two numbers.

V. Rhymend Uthariaraj, secretary, Tamil Nadu Engineering Admission, said a candidate’s score in Mathematics (100), Physics and Chemistry (50 marks each) will determine the cut-off marks. If 300-400 candidates had the same marks, those with a higher score in mathematics would get priority. If marks in mathematics are the same then a student with higher marks in physics would be ranked higher. If here too there is a tie, the fourth optional subject such as computer science or biology would be taken for calculation.

If the students remain tied at this position, their date of birth would be the basis to decide seniority. If a tie persists even after this, a candidate with higher random number would be given priority, Dr. Rhymend explained.

Merit cannot be a casualty, says Supreme Court

In a decision impacting over six lakh students across the country, the Supreme Court on Monday cancelled the All-India Pre-Medical and Pre-Dental Entrance Test held on May 3, 2015 due to exam fraud and ongoing investigation. It directed the Central Board of Secondary Education (CBSE) to hold a fresh examination within four weeks.

Any attempt to save the exam will “leave merit a casualty and generate frustration among genuine students”, the apex court said in its 41-page judgment.

A Bench of Justices R.K. Agrawal and Amitava Roy held that if the court allowed the May 3 exam to survive, a wrong message would be sent that crime pays and students would be encouraged to resort to unfair means.

What’s most important, the court held, is to sustain the public’s faith in the exam system as a fair, transparent and credible method to evaluate the merit and worth of the candidates.

‘Price has to be paid’

“We are aware that the abrogation of the examination would result in some inconvenience to all concerned and that some extra time would be consumed for holding a fresh examination. This, however, is the price the stakeholders would have to suffer in order to maintain the impeccable and irrefutable sanctity and credibility of a process of examination,” Justice Roy wrote in the judgment.

The court exhorted the authorities to consider the conduct of the fresh exams as a “collective challenge.” It said fresh exams should be in compliance with the norms and “mindful” of the fact that the academic session is scheduled to start from August 1.

Plea to ‘segregate’ results rejected

The Court while cancelling the All-India Pre-Medical and Pre-Dental Entrance Test held on May 3, 2015, took into account that there was no guarantee that the police would be able to round up all the illegal beneficiaries of the cheating scandal.

In such a case, those who escape the police net would steal a march over genuine candidates by reaping the benefit of their illegality.

“The examination has become suspect. At present, the examination stands denuded of its sanctity as it is not possible to be cleansed of all the participating beneficiary candidates with certainty,” the judgment said.

The court dismissed the Central Board of Secondary Education’s suggestion to segregate the exam results of genuine students from the 44 candidates presently identified by the police as “beneficiaries” in the scandal. It also disagreed with the Board that a re-examination would see a delay of three to four months.

Police reports said 358 suspected mobile numbers were used and about 300 special vests fitted with SIM cards and Bluetooth devices were sneaked into exam halls. Seven persons, including two doctors and an MBBS student, have been arrested so far.

எனவே முந்தைய அனுபவத்தின் அடிப்படையில் சிபிஎஸ்இ உரிய நடவடிக்கை எடுத்திருக்க வேண்டும்" எனக் குறிப்பிட்டனர்.

Etihad airline misplaces 20 passengers’ luggage

Chennai: Twenty passengers, who had travelled by Etihad airlines from Dublin to Chennai on their trip from the US have been waiting for their baggage since they arrived on Saturday early morning.
Though the airlines had promised to retrieve the luggage of the passengers and deliver them at their houses by Monday morning, the passengers are waiting for the bags with their fingers crossed.

“Only if I get it in my hand, I can say anything about it. They say that they will deliver it at the time they have promised. We are hoping that all the contents will be in good shape when we receive our bags,” said S. Sridhar, a lawyer, one of the passengers who travelled in the airline and landed in Chennai on Saturday.

He had gone to the US to meet his son who is working there. “We reached Dublin from Chicago by Irish airlines on time. But after that it was chaos to catch the Etihad flight to Abu Dhabi and from there to Chennai,” he said.

“The airline claims that they had misplaced our luggage in Abu Dhabi. It is also possible that they had left our baggage behind in Dublin itself because the flight had just 30 minutes to land and take off at that airport,” he recalled. The staff at the airline counter had reportedly told the angry passengers that luggage going missing has become a routine affair with the airlines.

Bangalore University to File FIR in Exam Scam

BENGALURU:Bangalore University (BU) is all set to file an FIR in the cash-for-marks scam that was unearthed in the Distance Education Department in April 2014. Officials have prepared a 53,000-page document related to the case.

Varsity officials told Express they are through with documentation, which would be placed before the syndicate meeting on June 19. Speaking to Express, Vice-Chancellor K N Ninge Gowda said, “We are ready with the necessary documents and will file the FIR soon.”

According to sources, eight employees of the university, including custodians who are working with the Examination section, will be named in the FIR. “Following the internal inquiry report and the documents collected, we are naming eight employees in the FIR,” said an official.

The scam was unearthed after the city police registered a sou motu case on April 20, 2014 and arrested some who were allegedly involved in the cash-for-marks scam. Former syndicate member K B Vedamurthy and some custodians of the distance education examinations were arrested.

Later, the university constituted an internal probe committee headed by professor Jeevan Kumar from the faculty of Arts. Based on the committee’s report, BU had conducted fresh evaluation of all the answer scripts and withheld results of over 1,500 candidates where there was difference in marks.

“We have received a communication from the state government to file an FIR so that CID police can start an inquiry,” said BU officials.

The scam is related to undergraduate course distance education exams conducted in December 2013.

Theft connected to scams

University sources said the recent theft at the Vice-Chancellor’s office is also related to the scam. “The two major ongoing cases are releated to the distance education scam and about an engineering marks card issued to a fake student. We have strong doubt that people associated with these two cases attempted the steal and destroy the files or docu-ments. But, the files were not at the VC’s office,” said a senior BU official.

Errant colleges play smart, pay 25,000 penalty to save lakhs

JAIPUR: The Rajasthan Technical University (RTU) has collected a penalty of Rs 30 lakh from 38 affiliated engineering colleges for ignoring the shortage of faculties.

The RTU has penalised these colleges with Rs 25,000 for each fake faculty shown by them during the inspection.

Strangely, after paying the penalty amount of Rs 25,000, the colleges were allowed to run their session without meeting the required number of faculties.

This came to light in response to an RTI application filed by activists Manoj Kamra and Sandeep Gupta.

Kamra accused the RTU of adopting this faulty policy in which you pay the penalty and enjoy the immunity for a year.

"Most of the colleges which violated the rule had paid the penalty very happily as they were aware that paying Rs 25,000 a year is a better option than paying Rs 25,000 and above to a faculty every month," added Kamra.

Both the activists contended that this practice will encourage other institutes to adopt similar methods as they pay an average package of Rs 3.5 lakh to a fresher (teacher).

They accused that this rule is in gross violation of UGC and AICTE guidelines which say that the affiliation of an institute should not be renewed if it doesn't have required number of faculties.

"Ideally, the RTU should have filed a police complaint against these errant colleges for violating our law. On the contrary, it bent the rules to favour them," said Gupta.

Such a practice is a gross violation of UGC guidelines as these colleges had furnished fake information regarding teachers in affidavits to the RTU while seeking affiliation.

The maximum penalty of Rs 2 lakh was paid by Sikar-based Sobhasaria Engineering College.

மேலும், உறுதி செய்யப்பட்ட ‘தட்கல்’ டிக்கெட்டுகளை ரத்து செய்யும் பயணிகளுக்கு பாதி கட்டணத்தை திருப்பித்தர ரெயில்வே நிர்வாகம் முடிவு செய்துள்ளது. தற்போது, இந்த டிக்கெட் பணம் திருப்பித் தரப்படுவது இல்லை என்பது குறிப்பிடத்தக்கது.

New buildings come up at government hospital, medical college

TRICHY: Four new buildings were inaugurated for the benefit of staff and students at the KAP Viswanatham Government Medical College Hospital (KAPVGMC) and Mahatma Gandhi Memorial Government Hospital (MGMGH) attached to it on Friday. Chief minister J Jayalalithaa inaugurated the buildings through video conferencing.

The medical college, which was established in 1997 with 100 MBBS seats, was sanctioned additional 50 seats in 2013-14. However, the recognition to the seats was put on hold, after officials from the medical council of India (MCI) found that the facilities at the institute did not meet the specifications of the council. To cope up with the demands of the increased number of students in the undergraduate course, the college has had to improve its facilities.

A two-storey new examination hall which has a total area of 1264.60 square metres was inaugurated on Friday. The building, which came up at a revised cost of Rs 1.69 crore, can accommodate 150 students at a time. The old examination hall will continue to function.

Residential quarters for medical professors and non-teaching staff working in both the college and the hospital have also come up. Constructed at the revised cost of Rs 7.53 crore, the quarters can soon house 24 medical professors and 36 non-teaching staff.

In addition, residential quarters for doctors have been constructed at cost of Rs 3.22 crore to accommodate 90 post-graduate doctors and was inaugurated on Friday. The building has four floors including the ground floor, with an office room and dining room on the ground and first floors respectively and bedrooms attached with bathrooms on third and fourth floors.

Sanitary workers at the hospital will also get new accommodation. Residential quarters specifically for sanitary workers was inaugurated on the MGMGH campus. Eighteen sanitary workers are expected to occupy the two-storey building.

All the buildings, except the sanitary workers' quarters, were constructed at revised costs.

Court orders TNSTC to give retirement benefits

MADURAI: The Madras high court Madurai bench on Friday passed an order directing the state-run Tamil Nadu State Transport Corporation (TNSTC) to provide retirement benefits to its retired employees in 12 instalments. The division bench headed by Chief Justice Sanjay Kishan Kaul passed the order on the writ appeals filed by 76 retired employees.

When the cases came up for hearing on Friday, the additional advocate general said the corporation is ready to disburse the benefits in 12 instalments.

Accepting it, the bench ordered the corporation to give the amount at the rate of 6% and said the instalment should commence from July onwards. The bench also said if there is any violation in the instalment, the corporation should give the amount at 18% interest rate.

It may be recalled that when the appeals came up for hearing on Thursday, the court came down heavily on the transport corporation and sought the government side to get instructions from the government regarding the disbursal of benefits.

Accordingly, it was done when the case came up for further hearing on Friday.

The appellants retired from service between 2012 and 2014. However, they were not provided retirement benefits and hence they filed petitions before the court bench praying its intervention in getting benefits. The single judge who had heard the matter passed an order on December 18, 2014 directing the transport corporations to disburse retirement benefits of the appellants at 6% interest in accordance with seniority.

Aggrieved over it, they filed appeals. When the appeals came up for hearing before the division bench headed by the CJ, the appellants' side said that the single judge should have directed the corporation to settle the terminal benefits within the timeframe. tnn

On Thursday, the court came down heavily on the department and sought the government side to get instructions from the government regarding the disbursal of benefits.

MCI permits Government Mohan Kumaramangalam Medical College to raise students intake

SALEM: The Medical Council of India has permitted the Government Mohan Kumaramangalam Medical College in Salem to raise the intake of students -- from 75 to 100 -- starting this academic year.

According to medical college sources, they sent a proposal to the MCI in 2014. "Based on our request, an MCI team visited and inspected the college and the super specialty hospital a few months ago," said hospital sources.

The team submitted its report to the MCI based on which it issued orders on Friday.

As AC fails, Air India flyers force plane to return to Delhi

NEW DELHI: A Goa-bound Air India (AI) flight was on Friday forced to return to Delhi after passengers protested failure of in-flight air conditioner after take off 35,000 feet above the ground.

"There was severe suffocation inside the aircraft, with the rear section being the worst off. Many passengers had trouble breathing and they shifted to the front rows to reduce their suffering," said a passenger.

The cabin crew tried to pacify the agitated passengers, but they demanded to see the commander.

Given the heated situation, the crew called the captain out of the cockpit to prevent things from going out of hand.

The flyers sternly told the commander to immediately turn the plane back to Delhi as they refused to fly all the way to Goa in the sweltering and suffocating aircraft.

The commander then flew back to Delhi and landed under emergency conditions in just over an hour after the plane had taken off.

Security personnel were present at the aerobridge when the plane docked as the flyers were extremely agitated.

"AI 867 took off from Delhi on Friday morning with 168 passengers onboard. The AC of this plane had a snag and it returned to IGI Airport at 7 am,'' said an Air India spokesperson.

"Passengers did complain of some inconvenience during the flight. After returning to Delhi, they were served refreshments and sent to Goa at 9am on another aircraft."

AC failures are among the most common problems AI's fleet of over 25-year-old Airbus A-320s has faced.

Friday's episode reportedly happened in the 1989 made A-320 VT-EPG, which is one of the oldest commercial planes flying in India.

The airline's pilot union has petitioned authorities to ask the airline not to fly old A-320s. But they have not decided so far on their plea.

AI has been trying to replace these old planes with new leased A320s in all-economy seating configuration for a while now.

Several cases of AC failures on old and poorly-maintained aircraft have been reported this summer. Last month, a woman passenger fainted inside a taxing SpiceJet aircraft in Delhi before take off when the AC of this leased aircraft failed.

Mother of twins cannot be denied second maternity leave

The Madras High Court Bench here on Thursday stayed the operation of an order passed by Ramanathapuram Chief Educational Officer on April 9 for recovering salary paid to a government school teacher during her second maternity leave since it came to light that the woman had given birth to twins in her first delivery itself.

Justice S. Vaidyanathan granted the interim stay after observing that the number of babies delivered by a woman during her first pregnancy could not be cited as a reason to deny her paid maternity leave for the second delivery.

He said such leave could be restricted to number of deliveries and not number of babies begotten during those deliveries.

“If the rationale behind not granting paid maternity leave to women government servants, who already have two surviving children, was to promote the concept of a family not having more than two children, then what will you do if the woman had begotten triplets or quadruplets in the first delivery itself?” the judge asked a government counsel during the course of hearing.

He went on to state that the object of giving the benefit of paid maternity leave for first two deliveries was to help the women recover from physical stress and to take care of the new born.

When such was the case, it was not correct on the part of the government officials to contend that those who had begotten twins in first delivery could not be granted paid leave for second delivery.

Centre Told to Make Clear Stand on Medical Seats to Sri Lankan Refugees

CHENNAI: Madras High Court has directed the Centre to make clear its stand on whether it is inclined to make any provisions to allot medical seats for Sri Lankan refugees.

The First Bench comprising Chief Justice Sanjay Kishan Kaul and Justice TS Sivagnanam passed the order on a petition from R Sri Priya, a practising advocate.

T Nandini, daughter of a refugee couple who came to Tamil Nadu in 1990 and settled down in the refugee camp at Arachalur, Erode district, had passed the Plus Two examination, scoring 1170 marks out of 1200.

She applied for admission to the MBBS course in Government Kilpauk Medical College and was called for counselling. But, her candidature was rejected as she was a Lankan refugee.

Based on news reports about her ordeal, the advocate moved the PIL seeking a direction to reserve seats for Sri Lankan refugees.

Responding to the PIL, Additional Solicitor General G Rajagopalan submitted that a communication from the Union Home Ministry about the existing scheme to accommodate candidates from friendly foreign countries including Sri Lanka, would not apply to children of refugees.

Recording the submission, the Bench directed the Central government to clarify its stand on providing medical seats to Sri Lankan refugees, in the context of the present case where the candidate was born and educated in India.

The matter was posted to June 26 for further hearing.

HC raps govt for sacking nurse days before retirement

CHENNAI: M C Gomathi Nayagi, a village health nurse in government service for 28 years, was served her dismissal order just 18 days before her retirement in last year. Reason: She does not possess the minimum required qualification of SSLC pass. Nayagi had failed in her SSLC examination in 1977, but joined service in 1986.

Ridiculing the Tamil Nadu government for having come up with a termination order after 28 years, Justice D Hariparanthaman said: "It is not in dispute that as per the recruitment rules, she should have passed SSLC. It is true that she did not pass SSLC. Having employed her for about 28 years, knowing very well that she did not pass SSLC, now she could not be terminated on the verge of her retirement by an innocuous order saying she did not pass SSLC at the time of appointment."

The judge said the government has been invoking Rule 48 of the Tamil Nadu State and Subordinate Service Rules and issuing many orders relaxing qualification in case the employee concerned did not possess the requisite qualification. "In this case, she rendered 28 years of service. Deputy director of health services in Vellore should have sent a proposal to the government seeking to relax her qualification. But, unfortunately, he sought to pass an order terminating her service," he said.

Holding that the termination order was violative of a person's fundamental right to life and equality, the judge said, "I have no hesitation to quash the order (at the admission stage itself)."

Consequently, Justice Hariparanthaman directed the deputy director of health services to send a proposal to relax the qualification of Gomathi Nayagi within 30 days. He shall also pass orders invoking his powers to relax qualifications of employees. The authorities should take into account the circumstances surrounding the present case, and pass orders within two weeks. Her terminal benefits, including pension, shall be settled within eight weeks thereafter, the judge said.

The termination order was issued to her by the deputy director of health service in Vellore district on June 12, 2014, whereas she was scheduled to attain superannuation on June 30, 2014. She joined as village health nurse on September 24, 1986.

Number of medical, dental seats announced

Chennai: The director of medical education, Dr S. Geethalakshmi, announced the number of MBBS and BDS seats for government colleges for the new academic year on Thursday. The medical officials also explained the new system of ‘random number selection’ to solve the problem of admission if several students get the same rank.

According to the directorate, a total of 2,655 MBBS seats are available across the state’s government colleges, of which 398 seats are allocated to the all India quota and 2,257 seats to the state quota. The government dental college, Chennai, has a total of 100 seats of which 15 are under the all India quota and 85, state quota.

On the matter of several students getting the same rank, the authorities said they will first look at the students’ Biology mark. If that is similar, then their Chemistry marks will be taken into consideration, followed by their Mathematics marks. If all their marks are the same, then the students will be chosen by their date of birth.

If students have the same date of birth then the last resort would be a random selection of students on the list. The officials at the directorate of medical education announced that the merit list for MBBS and BDS courses will be announced on June 15.

Craze for specialisation: Few takers for general medicine

ENT specialist for a sniffle; a cardiologist for a minor breathing problem; a neurologist for a throbbing headache. With doctors being judged by the panoply of degrees suffixed to their names, general practitioners with MBBS degrees have been pushed to work as subordinates till they earn an extra acronym on their name plates.

While more than 5,000 MBBS students in the state fought for 1,200 post-graduate seats, senior doctors say the rat race has taken a toll on the health sector since fewer people are opting to become general practitioners attending to minor ailments.

"Over a decade ago, many MBBS students would go back to their native place to practise medicine and would apply for post-graduation after two to three years," said J Mohanasundaram, former director of medical education. But, now, pursuing a specialisation immediately after under graduation has become an obvious choice for students. "Now, a general practitioner with an MBBS is seen unfit to write out prescriptions.Even for a minor ailment, people head to a specialist," he said, adding that in most countries, patients first approach a general practitioner, who would then refer them to a specialist.

Students who complete their MBBS can practise as physicians and start their own clinics or nursing homes. However, with many struggling to pay off hefty student loans, they choose to work as duty medical officers in the government sector or in private hospitals."However, most of them eye post-graduate seats and prefer to join government sector so they can secure a seat through the state quota," said Dr V Kanagasabai, former dean of Madras Medical College (MMC). Senior doctors say that students often begin preparing for their specialisation during their one-year compulsory house surgency period. "The one year is to train them as physicians and they learn to treat all sorts of ailments. But most of them use this time to prepare for their PG admission. They focus only on the specialisation they are interested in," said Mohanasundaram.

Although age is no bar for applying for postgraduation, MBBS graduates are reluctant to wait for more than a year or two. "I feel I won't be competent enough to crack the entrance compared to those who are fresh out of college," said Pavithra E, a medical officer in a private hospital who plans to appear for the entrance exam next year.

Experts say increasing the number of PG seats would help in a big way . "The thrust on postgraduation is so much that many of them pay hefty capitation fees and join private medical colleges. They don't realise that having an MBBS doesn't make you half a doctor. It is the hands-on experience and the learning that you get that really matter," said Dr K Raghavan, former head of the department of general medicine at the government general hospital.

Non-clinical courses turn less attractive

Big bucks, fewer hours of work and innumerable job opportunities seem to be driving several MBBS doctors to pursue a PG degree in clinical courses. As a result, courses in the non-clinical category like anatomy, pharmacology, physiology, forensics, community medicine, pathology, bio-medicine and microbiology appear to be receiving step-motherly treatment.

The reason for the lukewarm response to non-clinical PG medical courses is the lack of enough opportunities and low pay. Explaining the situation, former Madras Medical College dean Dr V Kanagasabai said, "One of the main reasons why people choose to become a doctor is because they can save lives and treat patients.However, these are the important things that a non-clinical course would lack. While these graduates can excel in teaching and research or even practise general medicine, there is no direct contact with patients." There is little motivation for candidates to go for a nonclinical degree as the pay is much low compared to those in specialised fields and chances of getting promoted early are not great either, he added.

Another reason for graduates shying away from non-clinical courses is the lack of opportunities, said Doctors' Association for Social Equality general secretary Dr G R Ravindranath. "Earlier, the retirement age of medical teachers was 70. Now, MCI has decided to extend it to 75 which will easily rob the job opportunities for any young doctor who wants to teach. Apart from affecting the job and promotions of young doctors, it will lead to depression and frustration among young doctors," he said.

Doctors explained that a couple of decades ago, in an effort to attract talent in the non-clinical side, the MCI and state governments offered high salaries and also offered promotions to them much earlier than doctors in specialized fields. However, nowadays, the scales had been equalized and there was nothing to push candidates to pick non-clinical courses.

Pay and promotion aside, some candidates feel that some non-clinical specialities demand long work hours and involve a lot of stress. "For example, there is a huge shortage of forensic experts in our state. But if I opt to study forensics, I would end up spending the better part of my day cutting up bodies when I can use the same time to treat live people," said a candidate who picked a PG course in dermatology .

Unless, the MCI decides to step in and change matters, the situation for non-clinical courses would remain dismal, said Dr Kanagasabai. "MCI has to understand that these very courses are the building blocks of medical education and they need their due," he said.

Parliamentary committee visits CMCH

A Parliamentary Standing Committee on Health and Family Welfare visited the Coimbatore Medical College as well as the Hospital on Monday. Comprising members from both houses of Parliament, the committee is tasked with examining the functioning of the Medical Council of India (MCI) and the Indian Nursing Council.

Health Secretary J. Radhakrishnan, Director of Medical Education S. Geethalakshmi, District Collector Archana Patnaik, Hospital Dean A. Edwin Joe and Deputy Director of Health Services S. Somasundaram accompanied the committee members.

The members inspected the recently-constructed Comprehensive Emergency Obstetric and Neonatal Care centre .

Committee member M.K. Raghavan, a Congress MP representing Kozhikode, told journalists that they sought to ascertain the grievances of patients and the infrastructure requirements of the doctors. Tamil Nadu was next only to Kerala nationally in terms of healthcare infrastructure and performance.

MBBS merit list may be delayed

The announcement of merit list for admission to MBBS/BDS courses through single-window counselling could get delayed, as revaluation results for the Class XII examination conducted by State Board have not yet been released.

The Directorate of Medical Education had scheduled the release of rank list on Friday, but is still awaiting the revaluation results. “We will know by Wednesday when the results would be out,” an official said.

A selection committee official said, “It would be difficult to release the rank list on Friday. We will need at least a day or two between random number and the rank list. Once we get the re-totalling and revaluation results, we will start the process of generating random numbers. We will also need a day between the announcement of results and the generation of the random number.”

The DME has to follow the Supreme Court orders that the first phase of medical counselling be held between June 19 and 25, the official added.

Speaking on the revaluation, an official from the School Education Department said they were still in the process of compiling the list. “We will do our best to get it done by then, but the results are unlikely to be announced in the next two or three days,” the official said.

For the medical entrance, marks in Physics, Chemistry, Biology, Zoology and Botany are taken into consideration to decide the cut-off marks. Marks in mathematics are used for fixing random numbers.

According to sources, maximum number of students applied for revaluation in Physics and Mathematics this year.

Many students are expecting a large difference in their marks after re-totalling and revaluation. “There is an entire page with seven marks that they have not considered in the totalling of my Physics paper. Many of my friends, too, expect at least three or four marks extra in the subjects they applied for,” a student said.

In the case of engineering, the random number will be generated for all candidates who had applied irrespective of whether they are eligible or not, so the delay in re-totalling or revaluation results will not affect the counselling, an official from Tamil Nadu Engineering Admissions said.

மேகி நூடுல்ஸ் உணவுப் பொருட்களில் அளவுக்கு அதிகமாக காரீயமும், ரசாயன உப்பான மோனோ சோடியம் குளுட்டாமேட்டும் சேர்க்கப்பட்டு இருப்பதாக புகார்கள் எழுந்தன.இதைத் தொடர்ந்து மேகி நூடுல்ஸ் உணவுப் பொருட்கள் மீது பல்வேறு மாநிலங்கள் ஆய்வக சோதனை மேற்கொண்டன. அப்போது அவற்றில் உடலுக்கு தீங்கு விளைவிக்கும் ரசாயன பொருட்கள் அதிகம் சேர்க்கப்பட்டு இருப்பது உறுதி செய்யப்பட்டது.இதனால், நெஸ்லே இந்தியா நிறுவனத்தின் 9 வித மேகி நூடுல்சுகளையும் பாதுகாப்பற்றவை மற்றும் மனிதர்களுக்கு தீங்குவிளைவிப்பவை என்று கூறி மத்திய உணவு பாதுகாப்பு தர நிர்ணய ஆணையம் நாடு முழுவதும் தடை செய்து கடந்த வாரம் உத்தரவு பிறப்பித்தது.


இதன் தொடர்ச்சியாக இந்தியாவில் தயாரிக்கப்படும் மேகி நூடுல்ஸ் வகைகளை இறக்குமதி செய்ய வேண்டாம் என்று சிங்கப்பூர் அரசும் அந்நாட்டு இறக்குமதியாளர்களுக்கு உத்தரவிட்டது.இதையடுத்து, சிங்கப்பூர் கடைகளில் இருந்து மேகி நூடுல்ஸ் அகற்றப்பட்டன. இந்த நிலையில், இந்தியாவில் இருந்து இறக்குமதி செய்யப்படும் மேகி நுடுல்சுகளில் உடல் நலத்துக்கு கேடான எதுவும் கண்டறியப்படவில்லை எனவும் இதனால் விற்பதற்கு எந்த தடையும் இல்லை என்றும் அந்நாட்டு வேளாண் உணவு மற்றும் கால்நடை ஆணையம் (AVA), தெரிவித்துள்ளது.

1963–ம் ஆண்டு பிப்ரவரி மாதம் வெளிவந்த ‘தர்மம் தலைகாக்கும்’ என்ற திரைப்படத்தில் மறைந்த புரட்சித்தலைவர் எம்.ஜி.ஆர்., ‘தர்மம் தலை காக்கும், தக்க சமயத்தில் உயிர்காக்கும்’ என்ற கவிஞர் கண்ணதாசன் பாடலைப் பாடுவதுபோல, ஒரு காட்சி வரும். ஆனால், இப்போது பெருகிவரும் விபத்துக்கள் அதிலும் குறிப்பாக ஸ்கூட்டர், மோட்டார் சைக்கிள் போன்ற இருசக்கர வாகனங்களில் ஏற்படும் விபத்துக்களையும், அதனால் உயிரிழப்பவர்களின் எண்ணிக்கையையும், அவர்கள் மரணத்தால் அவர்களின் குடும்பமே நிர்க்கதியாகி நிற்பதையும் பார்க்கும்போது, இந்த பாடலை ‘ஹெல்மெட்’ ‘தலை காக்கும், தக்க சமயத்தில் உயிர்காக்கும்’ என்று கூறுவதே சாலப்பொருத்தமாக இருக்கும்.

ஆனால், பாராளுமன்றத்தால் முடியாத இந்த நோக்கத்தின் ஒரு பகுதியை, சென்னை ஐகோர்ட்டு நீதிபதி என்.கிருபாகரன், வருகிற ஜூலை மாதம் 1–ந் தேதி முதல் தமிழ்நாட்டில் உள்ள அனைத்து இருசக்கர வாகனங்களையும் ஓட்டுபவர்கள் கண்டிப்பாக ஹெல்மெட் அணியவேண்டும் என்று பிறப்பித்துள்ள தீர்ப்பு மூலம் நிறைவேற்றிவிட்டார். மத்திய அரசாங்கமும், அனைத்து மாநிலங்களும் இவ்வாறு இருசக்கர வாகனங்களை ஓட்டுபவர்கள் கண்டிப்பாக ஹெல்மெட் அணிந்து செல்வதை கண்காணித்து தகுந்த நடவடிக்கை எடுக்க உத்தரவிடவேண்டும் என்றும் கூறியிருக்கிறார். 2006–2007–ம் ஆண்டில் தமிழ்நாட்டில் இருந்த இருசக்கர வாகனங்களின் எண்ணிக்கை 75 லட்சத்து 3 ஆயிரத்து 426 ஆகும். ஆனால், 2013–2014–ல் இந்த எண்ணிக்கை ஒரு கோடியே 55 லட்சத்து 95 ஆயிரத்து 140 ஆக உயர்ந்துவிட்டது. இந்த ஆண்டு நிச்சயமாக இந்த எண்ணிக்கை ஒரு கோடியே 70 லட்சத்தை தாண்டி வேகமாக சென்றிருக்கும். இதுபோல, 2005–ம் ஆண்டு இருசக்கர வாகன விபத்துக்களில் ஹெல்மெட் அணியாததால் உயிரிழந்தவர்களின் எண்ணிக்கை 1,670 பேர் என்று இருந்தநிலை மாறி, 2014–ல் 6,419 பேர் ஹெல்மெட் அணியாததால் உயிரிழந்து இருக்கிறார்கள். ஆக, இனியும் தாமதம் இல்லாமல், இது நீதிபதியின் அதிகாரவரம்புக்கு அப்பாற்பட்டது என்ற விமர்சனங்கள் வந்தாலும், மத்திய சட்டத்தின் தாமதத்தையும், உயிர்காக்கும் தீர்ப்பு இது என்ற வகையிலும், ஹெல்மெட் அணிவதை கட்டாயமாக்கும் நடவடிக்கையில் உடனடியாக மத்திய, மாநில அரசுகள் ஈடுபடவேண்டும். நீதிபதி என்.கிருபாகரன் வழியை திறந்துவிட்டார். அதன் வழியே செல்வது மத்திய, மாநில அரசுகளின் கையில்தான் இருக்கிறது.

முதல் உலக விருது

ஆங்கிலேயர்களின் ஏகாதிபத்தியத்தை எதிர்த்து போரிட்ட மாவீரனின் வரலாறு படமானது. இது படமாகும் முன்பு பலமுறை நாடகமாக போடப்பட்டது. அதிலும் சிவாஜிதான் நடித்திருந்தார். கட்டபொம்மன் என்றதுமே மக்களுக்கு சிவாஜியின் முகம்தான் நினைவுக்கு வரும். அந்த அளவுக¢கு இந்த கேரக்டராகவே சிவாஜியை மக்கள் பார்த¢தனர். படத்தில் நடித்தபடியே இந்த நாடகத்திலும் சிவாஜி நடித்தார். மாலை 5 மணி ஆகிவிட்டால், ஷூட்டிங்கிலிருந்து நேராக நாடக சபாவுக்கு சென்றுவிடுவார். மாலையில் இந்த நாடகத்தில் அவர் நடிப்பார். மாதத்தில் 25 முறை கண்டிப்பாக இந்த நாடகம் நடக்கும். அத்தனையிலும் சிவாஜி ஆஜர் ஆவார். மொத்தம் 100 நாட்களை இந்த நாடகம் கொண்டாடியது. 100வது நாளில்
அண்ணாதுரை பங்கேற்று, சிவாஜிக்கு கேடயம் வழங்கி கவுரவித்தார்.

இப்படியொரு வரலாற்று கதையை படமாக்க பிரமாண்ட நிறுவனமான ஜெமினி திட்டமிட்டது. ஆனால், அதற்கு முன்பே அதை திட்டமிட்டவர் பி.ஆர்.பந்துலு. இந்த படத்துக்கு அதிகம் செலவாகும், படமாக்குவதும் சுலபம் அல்ல என்பதால் பந்துலு இதை எடுக்க மாட்டார் என வாசன் நினைத்தார். ‘வீரபாண்டிய கட்டபொம்மன்’ படத்தை தயாரிக்கப் போவதாக வாசன¢ பத்திரிகையில் விளம்பரமும் தந்தார். அவர் விளம்பரம் தரப்போவதை முன்கூட்டியே அறிந்திருந்தார் பந்துலு. எனவே அதே தினம் இன்னொரு பக்கத்தில் சிவாஜியின் படத்துடன் வீரபாண்டிய கட்டபொம்மன் பட விளம்பரத்தை தந்தார். வாசன் அசந்து போனார். சிவாஜிக்கு நிகராக வேறு யாராலும் நடிக்க முடியாது என்பதை வாசன் உணர்ந்திருந்தார். அதனால் இப்படத்தை பந்துலுவுக்கே விட்டுக் கொடுத்தார்.

பத்மினி பிக்சர்ஸ் சார்பில் பந்துலு தயாரித்து, இயக்கிய இப்படத்தின் தொடக்க விழாவில் ஜெமினி வாசன் கலந்துகொண்டு, பலருக்கு ஆச்சரியத்தை தந்தார். முதல் நாள் ஷூட்டிங்கையும் அவரே தொடங்கி வைத்தார். பந்துலு இந்த படத்தை மிக பிரமாண்டமாக தயாரித்தார். கெவா என்ற உயர்ந்த ரக கலரில் படம் தயாரிக்கப்பட்டது. முழு படத்தையும் பார்த்துவிட்டு, இதை நவீன தொழில்நுட்பத்துடன் கூடிய கலர் பிரிண்ட்டில் வெளியிட திட்டமிட்டார் பந்துலு. இந்த தொழில்நுட்பம், லண்டன் உட்பட வெளிநாடுகளில் மட்டுமே இருந்தது. இதற்காக இப்பட பிரிண்ட்டுகளை லண்டனுக்கு அனுப்பி வைத்தார். அங்கிருந்து வெற்றிகரமாக பிரிண்டுகள் தயாராகி சென்னை வந்தன. இந்த பட ஷூட்டிங்கை குறுகிய காலத்தில் எடுக்க முடியுமா? என்று கூட பலர் சந்தேகம் எழுப்பினர். ஆனால், பெரிய பட்ஜெட்டாக இருந்தாலும் குறுகிய காலத்திலேயே ஷூட்டிங் நடத்தி முடித்ததும் சிறப்பம்சம்.

Vyapam scam: Manhunt on for 34 absconding UP MBBS students

The Special Investigation team probing the Madhya Pradesh Professional Examination Board (MPPEB) or Vyapam scam in Bhopal has declared 34 MBBS students of Kanpur's Ganesh Shankar Vidyarthi Medical College as absconders and has announced a reward of 2,000 for information on them. The SIT has also put up posters across the medical college to nab them for their involvement in the multi-crore scam.

The students are among the 54 medical students from Uttar Pradesh, Madhya Pradesh and Bihar who had taken the PMT (Pre-Medical Test) in Madhya Pradesh while impersonating aspiring candidates. The remaining 20 students have already been arrested and sent to jail.

The scam had rocked the states of Madhya Pradesh and Uttar Pradesh as several big names were found involved in the racket.

Most of these students were linked to a coaching institute in Kakadev area of Kanpur which used to promise weak candidates admissions to medical colleges in Madhya Pradesh.

The Bhopal SIT also visited Jhansi, Saifai and Pratapgarh to nab some of the absconding students but did not succeed in its hunt.

Two students of Kanpur Medical College against whom a cash reward was announced have already completed their MBBS.

தற்போது தமிழகத்தில் இ-சேவை மையம் உருவாக்கப்பட்டு சான்றிதழ்கள் இணையம் மூலம் வழங்கப்படுவதால் அதிலும் சான்றிதழின் உண்மைத் தன்மையை அறிய தனிப் பக்கத்தை உருவாக்குவது கடினமாக இருக்காது.
இணைய வழியிலேயே சான்றிதழ்கள் இருப்பதால் அதனை உடனடியாக சரிபார்த்து விடலாம். தொழில்நுட்ப வளர்ச்சியால் போலிச் சான்றிதழ்களை தயாரிப்பவர்கள் அதையும் இணையதளத்தில் பதிவேற்றம் செய்துவிடுவார்கள்.

  அதனால் அது அசலா, போலியா என்பதை அறிய முடியாது. அதனால், உருவாக்கப்படும் இணையதளம் பாதுகாப்பானதாகவும் இருக்க வேண்டும். 

அரசுத் துறை இணையதளங்களை நிக் எனப்படும் நேஷனல் இன்பர்மேடிக்ஸ் சென்டர் வடிவமைத்துப் பயன்பாட்டுக்கு கொண்டு வருகிறது. அதனால் மத்திய, மாநில அரசுகள் விரைவான, உறுதியான முயற்சி மேற்கொண்டு அரசுத் துறைகளின் இணையதளங்களில் அதற்கான பக்கத்தை உருவாக்க வேண்டும்.

HC makes helmets mandatory from July 1

Concerned over the increasing number of human lives lost in road accidents, the Madras High Court has directed the State government to make wearing of helmet mandatory for two-wheeler riders from July 1. It also directed officials to install CCTVs at junctions and along roads to monitor the implementation of the order.

Passing orders on a civil miscellaneous appeal, which challenged an order of Motor Accidents Claim Tribunal, Justice N. Kirubakaran directed the Home Secretary and the DGP to inform the public through media that wearing of helmet was compulsory for two-wheeler riders from July 1 under Section 129 of the Motor Vehicles Act 1988. Failing to do so would result in the impounding of the rider’s documents, including the driving licence.

Once impounded, the documents would be released only on production of a new ISI-certified helmet with the purchase receipt, the judge said. The authorities should suspend the driving licence of the rider and cancel it after enquiry for violation of the Act after registering a case. The State government should inform the court every two months about the number of cases filed against violators.

However, the court expected the police authorities “not to misuse this order to cause unnecessary hardship to riders and give room for an allegation of corrupt practice.”

Manipal varsity top among private universities in India: survey

Manipal University has found pride of place inThe Week- Hansa Research Survey 2015. .

According to a press release issued by the university here, the university has been ranked first among the top non-government (private and deemed) multidisciplinary universities in India.

“Meaningful research is making the university academically stronger,” said Vice-Chancellor H. Vinod Bhat. “The next five years are going to be eventful even as Manipal University heads for silver jubilee in 2018,” he added.

In the ‘India’s Best Universities’ survey, Manipal University has been ranked 22nd among Top Universities in India, first among top non-government (private and deemed) multidisciplinary universities - south zone, and 10th among top multidisciplinary universities - south zone.

For the survery, information from 500 leading universities was collected. Experts across 20 cities were asked to nominate and rank top universities and in-depth interviews done to validate the data collected.

Miscreants break into BU VC’s office

Sunday was not a holiday for everyone. While officials of Bangalore University (BU) were on a break, some miscreants broke into the office of the Vice-Chancellor (VC) in the densely forested and vast Jnanabharathi (JB) campus on Sunday evening, which came to light on Monday morning. DCP (Bengaluru Central) Sandeep Patil said a case has been registered, but university officials have not said what is missing.

Confirming this, BU Vice-Chancellor B. Thimme Gowda said he was working out of the Central College campus on Monday and had not yet assessed the losses at his JB campus office.

No takers for 24 seats in non-clinical PG specialties

At the end of three rounds of counselling on Sunday, as many as 24 seats in postgraduate courses in non-clinical specialties remained vacant in self-financing medical colleges.

Of the 167 seats in various specialties, 121 were taken. The vacant seats would be returned to the colleges, Medical Education Selection Committee officials said.

Specialties such as anatomy and physiology had the largest number of vacancies with nine and seven unfilled seats. Biochemistry with five seats, pharmacology with two seats and microbiology with one seat followed.

Not lucrative

For several decades now, students have shunned non-clinical courses as they are not as lucrative as clinical courses. Though non-clinical courses form the basis of medical education and a student must study them to qualify as a doctor, little attention is paid to the issue even by the Medical Council of India, say former professors.

Even the fact that self-financing colleges do not demand capitation fee for non-clinical courses does not lure students. “Candidates pay only Rs. 25,000 in government medical colleges. But, in self-financing colleges, the fee is higher, and with no job opportunities students have no interest,” says V. Dekal, a forensic medicine expert attached to Saveetha University.

MCI reduces teachers

Some years ago, realising the dearth of teachers in non-clinical subjects, the MCI altered the norms, reducing the number of teachers required. It also increased the retirement age for teachers from 65 to 70 years, thus blocking job opportunities for youngsters, he says.

“Earlier non-clinical specialists were paid higher salaries. They also were promoted within six years as against clinicians who waited for a dozen years or more. Now, the salary structures and intervals between promotions are the same,” says a former professor of pharmacology with a government medical college. According to him, the government could attract candidates with better perks and travel allowances.

Though teaching happens mostly in tertiary care hospitals, even teacher positions have not come by as no new private college has come up in the State since 2008.

The way forward would be to appoint non-clinical specialists in district headquarters hospitals to run the departments. This will not only improve the speciality but will also provide space for non-clinical specialisations to grow.

இது தொடர்பாக ரயில்வே அதிகாரிகளிடம் கேட்டபோது, ‘‘ரயில் டிக்கெட் முன்பதிவுக்குரிய சர்வர் பிரச்சினையை தீர்க்க, இரண்டு உயர் திறன் சர்வர்களை ஐஆர்சிடிசி சமீபத்தில் நிறுவியுள்ளது. இதன்மூலம் நிமிடத்துக்கு 7,200 டிக்கெட்டுகளாக இருந்த முன்பதிவு திறன், தற்போது 14,000 டிக்கெட்டுகளாக அதிகரித்துள்ளது. சிலர் அதிகளவில் ரயில் டிக்கெட்களை முன்பதிவு செய்வதை தடுக்கவே ‘கேப்சா முறை’ பயன்படுத்தப்படுகிறது. இதில், எந்த குளறுபடிகளும் இல்லை.’’என்றனர்.

கேப்சா முறையை எவ்வாறு எளிமைப்படுத்தலாம் என்பது குறித்து டிஆர்இயு சங்கத்தின் செயல் தலைவர் ஆர்.இளங் கோவனிடம் கேட்டபோது,‘‘தட்கல் டிக்கெட் முன்பதிவில் உள்ள குளறு படிகளை நீக்க ரயில்வே நிர் வாகம் சமீபத்தில் பல்வேறு நடவடிக்கைகளை எடுத்துள்ளது. இருப்பினும் தட்கல் முன்பதிவின் போது, ஆங்கில எழுத்துக்கள் மற்றும் எண்களால் மேல் கோடிட்டு காணப்படும் கேப்சா குறியீடுகளை உடனடியாக பதிவு செய்ய முடியாமல் சாதாரண மற்றும் நடுத்தர பயணிகள் அவதிப் படுகின்றனர். குறிப்பாக k, y, x, z போன்ற ஆங்கில எழுத்துகளை பெரியது, சிறியது என வேறு படுத்துவதில் சிக்கல் இருக்கிறது. எனவே, எழுத்துக்கள், எண்களை இடைவெளி விட்டு காண்பிக்கலாம் அல்லது வேறுபடுத்த கடினமாக இருக்கும் எழுத்துக்களை தவிர்க்கலாம் அல்லது அதிகளவில் எண்களை பயன்படுத்தலாம். இவற்றில் ஏதேனும் ஒன்றை நடைமுறைப்படுத்தினால் பயணிகளுக்கு பயனுள்ளதாக இருக்கும்’’ என்றார்.

Medical professionals should not hesitate to appear before court, says HC judge

TRICHY: Doctors and other medical experts should not hesitate to appear before the court if a need arises and record their answers and confessions, said Justice S Nagamuthu, judge of Madurai bench of Madras high court on Sunday here.

He was speaking at the 105th nursing home board meet organised in the city by the Indian Medical Association, Tamil Nadu state branch (IMA TNSB).

Pointing out that the responsibility of doctors had increased, Justice Nagamuthu said that in cases like suicide, murder and accidents, the reports of the medical experts were crucial. Moreover, doctors should not forget to properly document the details of their prescription during treatment, he added.

Justice Nagamuthu also pointed out that the 2005 judgment by a Supreme Court bench headed by chief justice R C Lahoti had come as a relief to doctors at a time when many cases were being registered against them for medical negligence.

"It provided immunity to doctors from being arrested over complaints of medical negligence. To prosecute a medical professional for negligence under criminal law, it must be shown that the accused did something or failed to do something which, under the given facts and circumstances, no medical professional in his ordinary senses and prudence would have done," he said.

The event was attended by Dr M Damodaran, president of IMA TNSB, Dr L P Thangabalu, national vice president of IMA and Dr CN Raja, secretary of IMA TNSB, among others.

State health insurance scheme: Money flows to private hospitals

MADURAI: The health insurance scheme in Tamil Nadu, which was renamed as Chief Minister's Comprehensive Health Insurance Scheme and launched again in 2012, aimed mostly to benefit government hospitals. But private hospitals earn a major share of the money.

According to information obtained through Right To Information (RTI) Act, out of close to Rs 680 crore that was spent on health insurance in the 2013, government hospitals claimed just Rs 245.46 crores, whereas private hospitals managed to earn about Rs 434.51 crore.

The private hospitals in the state managed to improve their performance in the following year, i.e, 2014, but the government hospitals did not carry the momentum forward. Of the total of Rs 678.05 crore spent in 2014, government hospitals earned Rs 239.40 crore and private hospitals earned a major share of Rs 438.65 crore. Government hospitals in 2014 earned nearly Rs six crore less than what they earned in 2013.

However, the present scheme fared much better than the earlier version introduced during the DMK period, said C Anandaraj, a health rights activist who obtained the information on the money generated by government hospitals through the scheme. Between 2009-10 and 2010-11, government hospitals earned only a fraction of what they earn now. The scheme was first introduced in July, 2009 during the DMK regime.

For example, in the first year, of the allotted Rs 517 crore, just Rs 4.46 crore went to government hospitals, while the figure was a whopping Rs 391 crore for private hospitals.

Under the Chief Minister's Comprehensive Health Insurance Scheme, the state reimburses the amount to the hospitals for specific medical and surgical procedures, for eligible people from poor backgrounds.

Taluk hospitals in districts like Ramanathapuram, Virudhunagar, Vellore, Tiruvallur, Cudaalore, Namakkal, Pudukottai, Tiruvannamalai, Trichy and Nilgiris registered the highest earnings under the scheme in 2014. Taluk hospitals in Ramanathapuram district alone managed to earn Rs 5.08 crores, followed by Virudhunagar with Rs 4.09 crore and Vellore with Rs 3.47 crore. Tiruvallur, Cuddalore and Namakkal districts managed to earn more than Rs two crore each.

Incentive to government colleges with good NAAC grade

BHOPAL: Higher education department has decided to award cash incentives to government colleges who have recently received grades from National Assessment and Accreditation Council (NAAC). For this purpose, department has directed colleges to send their details by June 10.

NAAC is an autonomous body established by the University Grants Commission (UGC) to assess and accredit institutions of higher education in the country. Guided by its vision to improve quality of education, NAAC primarily assesses quality of institutions of higher education that volunteer for process, through an internationally accepted methodology. NAAC gives grades A, B and C according to their status after an inspection.
