Karunya Univ to shut off-campus centres

Coimbatore: Karunya University had lost the deemed university status in 2007, a letter from the University Grants Commission (UGC) shows. The university also does not have permission to expand, thus leaving the future of nearly 700 students at its off-campus centres at Lakshmi Mills and Periyanaickenpalayam at stake.

Karunya Institute of Technology and Sciences, the erstwhile name of the varsity, was granted 'deemed to be university' status in 2004. The UGC had granted the status for three years. However, it had not renewed the status. This does not allow the university to start new courses from 2007.

TOI is in possession of the letter dated October 10, sent by the under secretary of UGC Kundla Mahajan. The letter states, "Institutions deemed to be universities placed under category 'B' by Tandon committee, including Karunya Institute of Technology and Sciences, Karunya Nagar, Coimbatore, cannot expand their activities at present. This expansion includes starting of new centres new departments, new courses, off-campuses etc." "Such expansion can be permitted only after the review exercise presently conducted by the UGC is over and continuation of deemed to be university status is agreed by the UGC expert committee."

The UGC expert committee had visited the university on November 7, 8 and 9. UGC has directed the university to discontinue the centres and courses started without the approval of UGC. "Degrees awarded by the deemed to be university to the students in such centres and courses will not be treated as valid by the IGC for the purpose of higher studies and employment," the letter stated.

Sources in the university said that it has decided to close down the centres at Lakshmi Mills and Periyanaickenpalayam. TOI has also learnt that the university has filed an affidavit in the Madras high court agreeing to close down the centres. "They will soon be submitting their answer on what they intend to do with the nearly 700 students studying in these campuses," a source said.

Arts and science courses conducted at Lakshmi Mills and Periyanaickenpalayam are not offered at Karunya Nagar campus. The only option is to shift the students to Tamil Nadu government-run colleges or universities.

Colombo to be new hub to fly from Chennai to Australia

 CHENNAI: Travellers headed to Australia now have one more hub to transit from Chennai as Sri Lankan Airlines has launched Colombo-Melbourne flights with convenient connection from Chennai, Kochi, Coimbatore, Trichy in south India.

The stopover at Colombo airport is one and a half hours and the total travel time including transit is 13 hours.

As the route from Chennai to Dubai and Abu Dhabi, one of the biggest transit hubs for international travel, is getting saturated, the new hub which has opened up will be convenient for travellers from Chennai as there are no direct flights from Chennai to Australian cities.

People now fly via Singapore, Kuala Lumpur, Hong Kong, Dubai and Abu Dhabi which offers flights to Melbourne and Sydney with travel time ranging between 13 hours to 19 hours including layover at transit airports.

Catering to the demand for travel to Australia from Chennai, Etihad Airways offer a connection to Melbourne via Abu Dhabi with a layover of one and a half hours with a total travel time of 19 hours which is just two hours more than the total travel time of Singapore Airlines via Changi Airport in Singapore.

Sri Lankan also operates one-stop twice-daily services between Sri Lanka and Australia with its code share partners Qantas and Malaysia Airlines.

Metro Travels said, " Though airlines based in the Middle East offer good connection via Abu Dhabi and Dubai, most of the people do not prefer to spend flying four hours to the Middle East to board connecting flights to Australia. People fly this way because options are fewer."

Tamil Nadu govt staff plays rummy in mobile during farmers' grievances day meet, served notice

VILLUPURAM: An engineer of the Tamil Nadu electricity board was spotted playing rummy in his mobile phone when the farmers of the Villupuram district were narrating their woes during the farmers' grievances day meeting chaired by the district colletor, last Friday.

District collector, L Subramanian, swung into action after receiving complaints against the engineer and directed the superintending engineer to serve a notice seeking an explanation from him as to why action cannot be taken against him for his behaviour within 15 days.

"I have asked the SE (superintending engineer) to serve a notice to him (Tamil Nadu electricity board engineer) seeking an explanation within 15 days. We will take further course of action based on his explanation," district collector said.

The TNEB official was identified as executive engineer (Tindivanam) Sadasivam. The farmers have been complaining that the district officials holding the farmers' grievances day meet were not attentive. They charged that the officials either sleep or play games or watch serials in their mobile phones during the meeting when the farmers outlined their woes seeking help from the government.

Chromepet, Pallavaram locals demand more small buses

Chennai: Residents and commuters of Chrompet and Pallavaram have urged MTC authorities to increase the frequency of small buses in the area. Commuters said the frequency of buses on routes S81 and S82 which cover several interior areas such as Pozhichalur has decreased.

Commuters said that as of now the frequency of the small buses operating in interior areas is about 45 minutes a trip. They urged authorities to bring the frequency to 15 minutes and for more buses in the suburbs.

Residents of Sembakkam and Chitlapakkam have also been affected in this regard. Residents and commuters have also urged the authorities to ensure that buses plying between Tambaram and Velachery stop at the Rajakilpakkam bus stand.

"As we do not have our own vehicles we are largely dependent on the MTC buses and these buses were of great help to us. The authorities should ensure that commuters are not stranded due this low frequency of the buses," said M Srinivasan, a resident of Pozhichalur.

S K Gopinath a resident of Sarvamangala Nagar in Sembakkam said MTC should have a meeting with the residents of Sembakkam and Chitlapakkam and listen to their woes about poor bus services. He said, "If one needs to go to Parry's or Central, we have to take a bus to Tambaram or Pallavaram and then another from there as there is no direct bus."

With lesser number of buses plying in the suburbs, there is always a huge crowd even after peak hours. Commuters in the suburbs said authorities should ensure that bus number 51 G plying from Tambaram to Vengaivasal is regular. The small bus service S3 from Chrompet to Madambakkam should also increase its frequency since there is a high demand and the buses are always crowded. Residents of Chrompet who commute to Jothi Nagar requested that the S 10 bus frequency be increased.

CHENNAI:It has been 18 months since Anna University had a vice-chancellor and in a week's time the tenure of the registrar ends too. Two search committees constituted for appointing a VC have come and gone, but the varsity continues to be headless.

There have also been no announcements about the third search committee supposed to have been constituted around November 15. This, even as the varsity looks to bring in new measures like the online counselling for the Tamil Nadu Engineering Admissions, the preparation for which will start in a few months.

Higher education secretary Sunil Paliwal said a search committee would be reconstituted in a week's time. "A syndicate meeting will be held during which the varsity will appoint a nominee," he said.

Sources in the department said there is only one nominee appointed so far. The government's nominee is ex-IAS officer Sundaradevan while the governor's nominee is yet to be decided. Another nominee will be elected during the next syndicate meeting of the varsity, officials said.

Academicians remarked the government should take the matter of appointing a VC much more seriously, provided the university is the nodal centre for engineering admissions to colleges across the state.

Former VC E Balaguruswamy said, "This is not even a matter of months, its extending to years. There is no routine followed, no plan and no development. For efficient running of such campuses and exchange of academic ideas, the incoming V-C should ideally be appointed before the exit of the former one. The new VC should be introduced to the existing issues on campus by the retiring authority ," he said.

Political delays also impact these decisions, said an education department official who wished to remain anonymous.

CHENNAI : The winds of change have been kicking up a storm on the Raj Bhavan campus ever since new governor Banwarilal Purohit took office on October 6.

First came the news that Purohit was learning Tamil with the help of a private tutor. Then came his public appeal that visitors should not present him with shawls and bouquets.

Having endeared himself to the masses with these opening gambits, Purohit unleashed a political uproar by convening a meeting of officers serving in the Coimbatore region during his visit to the textile city which is a BJP stronghold. Sweeping away protests from opposition parties, Purohit wielded the broom at Tirupur in a bid to further publicise Prime Minister Narendra Modi's pet theme of Swachh Bharat.

While all this is in the public domain, little is known about the tempest in the Raj Bhavan itself.

"Neither cooking nor eating of non-vegetarian items is allowed in the bungalows attached to the governor. It has been conveyed that those who wish to eat such food must have it outside," an official told TOI.

Most officials staying put in the Raj Bhavan for long periods are not known to be austere. For them, it was an unusual sight when Purohit chose to visit New Delhi, accompanied by just an ADC, instead of travelling with an entourage of personal staff. In fact, he struck off more than half a dozen names from a list given to him by his office, saying that when the governor is making an official visit to Delhi, there is no need for others to needlessly accompany him.

A former governor, on a visit to Tamil Nadu, had a taste of the refreshingly thrifty approach of the new dispensation, on being informed that visits of guests and their stay in the Raj Bhavan could not be for more than five days. The ex-governor, who was on a seven-day visit, had to cut short the trip and return home after five days.

A few days ago, when a very senior minister in the Tamil Nadu cabinet sought an appointment with Purohit to present a bouquet, it was turned down. Perhaps not wishing to waste the bouquet already purchased, the minister sent his personal secretary to the Raj Bhavan, along with it. On being told about his presence, the governor called the personal secretary and had a photograph with him, flummoxing the minister, who is now wondering whether he had shown any disrespect to the governor.

UIDAI relaxes norms for banks on Aadhaar

NEW DELHI: The UIDAI has provided some "relaxation" to banks in procurement of enrolment machines and hiring private data entry operators for their Aadhaar centres, and hopes that banks will offer such services at stipulated 10% of the branches "at the earliest", its CEO Ajay Bhushan Pandey has said.

The Aadhaar-issuing body, Unique Identification Authority of India (UIDAI), has allowed banks to hire private data entry operators and enrolment machines and expects the relaxation to speed up the opening of Aadhaar enrolment and updation centres at bank premises.

However the banks will have to ensure proper supervision of enrolment and updation process within their premises.

"They (banks) wanted some relaxation so that they could hire operators for data entry, and also hire the enrolment machines. So we have provided them this relaxation. Now using that, they are going ahead and setting up the (enrolment) stations. they have assured that they will do this task as early as possible," the UIDAI CEO said in an interview .

Until now, banks had to procure enrolment machines on their own and place their own employees for the job of data entry, he explained.

The Bank Aadhaar Kendras are being set up to make the Aadhaar verification process of bank accounts convenient for the people and also to have more Aadhaar centres across the country. According to UIDAI stipulation, 43 private and public sector banks have to open Aadhaar enrolment and updation centres in 15,315 branches.

ஆயுர்வேதம் வாழைப்பழங்களை மட்டுமல்ல, எந்த ஒரு பழமுமே காலை வேலையில் வெறும் வயிற்றில் உண்ணத்தக்கது அல்ல என்று வகுத்துள்ளது. ஏனெனில் எல்லாப் பழங்களுமே அமிலத்தன்மை கொண்டவை தான். அது மட்டுமல்ல இன்று நாம் உண்ணக்கூடிய எல்லாப் பழங்களுமே இயற்கையாக விளைந்தவை அல்ல, பல்வேறு விதமான ரசாயண உரங்கள் இட்டு வளர்க்கப் பட்டவை தான். எனவே அவற்றில் முன்னதாகவே ரசாயனங்களால் விளையும் விஷத்தன்மை இருக்கும். அவற்றை வெறும் வயிற்றில் தனித்தனியே சாப்பிட்டு வயிற்றைப் புண்ணாக்கிக் கொள்வதைக் காட்டிலும் பிற சத்தான உணவுகளோடு கலந்து சாப்பிட்டால் கொஞ்சமாவது ஆரோக்யமாக இருக்கும். எனவே வாழைப்பழங்கள் மட்டுமல்ல, எல்லா வகைப் பழங்களையுமே நட்ஸ்களோடு கலந்து உண்பதே சிறந்தது என்கிறது ஆயுர்வேதம்.

ஆகவே இனிமேல் காலையில் அலுவலகமோ, பள்ளியோ எங்கு செல்வதாக இருந்தாலும் வெறும் வயிற்றில் வாழைப்பழம் சாப்பிட விரும்பினீர்கள் என்றால் அவற்றோடு சேர்த்து பாதாம், முந்திரிப்பருப்பு, பிஸ்தா, வால்நட் மற்றும் ஆப்பிள், ஆரஞ்சு, பப்பாளி, அன்னாசி, கொய்யா, திராட்சை, மாதுளை என எல்லாவற்றையும் கலந்து சாப்பிடப் பழகிக் கொள்ளுங்கள்!

பிரசித்தி பெற்ற சபரிமலை ஐய்யப்பன் கோயிலில் ஒலிக்கப்படும் "ஹரிவராசனம்' பாடலில் குறைகள் இருப்பதால், அந்தப் பாடலுக்குப் பதிலாக திருத்தங்களுடன் கூடிய புதிய பாடலைப் பதிவு செய்து பயன்படுத்த அந்தக் கோயில் நிர்வாகம் முடிவு செய்துள்ளது.
பிரபல கர்நாடக இசைக் கலைஞரும், திரைப்படப் பாடகருமான ஜேசுதாஸ் பாடியுள்ள "ஹரிவராசனம்' பாடல், சபரிமலை ஐயப்பன் கோயிலில் மூலவருக்கான தாலாட்டுப் பாடலாக ஒலிக்கப்பட்டு வருகிறது.



1975-ஆம் ஆண்டு வெளியான "சுவாமி ஐயப்பன்' திரைப்படத்துக்காக, மறைந்த ஜி.தேவராஜனால் இசையமைக்கப்பட்டு ஜேசுதாஸால் பாடப்பட்ட அந்தப் பாடல் மிகவும் புகழ் பெற்றதைத் தொடர்ந்து, அந்தப் பாடல் சபரிமலை கோயிலில் வழக்கமாக ஒலிக்கப்பட்டு வருகிறது. கடந்த 1920-ஆம் ஆண்டுகளில் எழுதப்பட்ட இந்த பக்திப் பாடலை ஏராளமானோர் பாடி வெளிவந்திருந்தாலும், ஜேசுதாஸ் பாடிய பாடலே மிகவும் புகழ் பெற்றதாக உள்ளது.

இந்த நிலையில், திரையிசைக்காக "ஹரிவராசனம்' மூலப் பாடலில் மாற்றங்கள் செய்யப்பட்டுள்ளதாலும், பாடலில் தவறான உச்சரிப்பு இருப்பதாலும் ஜேசுதாஸ் பாடியுள்ள அந்தப் பாடலை நிறுத்திவிட்டு, அதற்குப் பதிலாக, மூலப் பாடலை முழுமையாகக் கொண்டுள்ள புதிய பாடலைப் பதிவு செய்து பயன்படுத்த சரிமலை கோயிலை நிர்வகித்து வரும் திருவிதாங்கூர் தேவஸ்வம் வாரியத்தின் தலைவராக அண்மையில் நியமிக்கப்பட்டுள்ள ஏ.பத்மகுமார் முடிவு செய்துள்ளதாக தகவல்கள் தெரிவிக்கின்றன.

"ஹரிவராசனம்' பாடலில், இசையின் நேர்த்திக்காக மூலப் பாடலில் எழுதப்பட்டிருந்த "சுவாமி' என்ற வார்த்தை நீக்கப்பட்டுள்ளதாகவும், அந்தப் பாடலில் வரும் "அரி' மற்றும் "விமர்தனம்' ஆகிய இரு வார்த்தைகள் தவறான முறையில் ஒன்றாகச் சேர்த்து உச்சரிக்கப்படுவதாகவும் கூறப்படுகிறது.

"எதிரி' என்னும் பொருள் கொண்ட "அரி' என்ற வார்த்தையையும், "அழித்தல்' என்னும் பொருள் கொண்ட "விமர்தனம்' என்னும் வார்த்தையையும் தனித் தனியாகத்தான் உச்சரிக்க வேண்டும் என்றும் பாடகர் ஜேசுதாúஸ ஒப்புக் கொண்டுள்ளார்.

இந்த நிலையில், குறைகள் களையப்பட்ட புதிய வடிவில் "ஹரிவராசனம்' பாடலைப் பதிவு செய்து, அதை இனி சபரிமலைக் கோயிலில் ஒலிக்கச் செய்ய முடிவு செய்துள்ளதாக திருவிதாங்கூர் தேவஸ்தம் வாரியத் தலைவர் ஏ.பத்மகுமார் தெரிவித்துள்ளார்.
"ஹரிவராசனம்' பாடலைப் பாடியுள்ள பாடகர் ஜேசுதாஸ், சபரிமலை ஐயப்பனின் அதிதீவிர பக்தர் ஆவார். மேலும், அவர் அந்தக் கோயிலுக்கு அடிக்கடி சென்று வழிபட்டு வருகிறார்.
தற்போது திருவிதாங்கூர் தேவஸ்வம் வாரியத்தின் தலைவராகியுள்ள ஏ. பத்மகுமார், சுமார் 90 ஆண்டுகளுக்கு முன்னர் "ஹரிவராசனம்' பாடலை எழுதியதாகக் கருதப்படும் ஜானகி அம்மாவின் வழித்தோன்றல் என்பது குறிப்பிடத்தக்கது.

வெளியிலிருந்து வரும் எதிராளிகளில் முன்னிலை வகிப்பது செயற்கை அழகுச் சாதனப் பொருட்கள். சோப்பு, சென்ட், குங்குமம், தலைச்சாயம், உதட்டுச்சாயம், நகப்பூச்சு, முகப்பவுடர், கிரீம் போன்றவை உடலுக்கு ஒத்துக்கொள்ளாவிட்டால் அரிப்பை ஏற்படுத்தும். சிலருக்கு கம்பளி, டெர்லின், நைலான், விலங்குத் தோல் போன்ற ஆடைகளை அணிந்தால் உடல் அரிக்க ஆரம்பித்து விடும்.

சிலருக்கு வெயிலும் குளிரும்கூட அரிப்பை ஏற்படுத்தும். வெயில் காலத்தில் சூரிய ஒளியின் புற ஊதாக்கதிர்கள் ஒவ்வாமையாகி அரிப்பு வரும். கடுமையான வியர்க்குரு வந்தாலும் அரிப்பு வரும். குளிர்காலத்தில் பனிக்காற்று பட்டு, தோல் வறட்சி ஏற்பட்டு அரிப்பு உண்டாகும். அடுத்து, செல்லப் பிராணிகளால் வரும் அரிப்பு. இதில் முதன்மையானது பூனை. பூனையின் முடி பட்டால் சிலருக்கு உடம்பெல்லாம் அரிப்பு எடுத்துத் தடிப்புகள் உண்டாகும்.

உடலுக்குள் இருக்கும் எதிரிகள்

இனி, உடலுக்குள் இருக்கிற எதிராளிகளைப் பார்ப்போம். பால், தயிர், முட்டை, இறால், இறைச்சி, கடல் மீன், கருவாடு, தக்காளி, சோயாபீன்ஸ், வேர்க்கடலை, முந்திரி, செர்ரி பழங்கள் போன்றவற்றில் ஏதோ ஒன்று ஒத்துக்கொள்ளாமல் அரிப்பை உண்டாக்கும். உணவைப் போலவே வேறு நோய்களுக்காகச் சாப்பிடும் மருந்துகளும் அரிப்புக்கு ஒரு காரணம் ஆகலாம். குறிப்பாக, ஆஸ்பிரின், பெனிசிலின், சல்ஃபா, மலேரியா மருந்துகளை இதற்கு உதாரணமாகச் சொல்லலாம்.

அரிப்புக்குக் கவலை, பயம், டென்ஷன் போன்ற மனம் சார்ந்த காரணங்களும் இருக்கின்றன. ‘ஹிஸ்டீரியா’ என்ற மனநோய் உள்ளவர்கள் தங்கள் உடலில் எந்நேரமும் ஒரு பூச்சி ஊறுவதுபோல் கற்பனை செய்துகொள்வார்கள். இதனால் உடலைச் சொறிந்துகொண்டே இருப்பார்கள். இவர்களுக்கு மனநோய் குணமானால்தான் அரிப்பும் சரியாகும்.

அரிப்புக்குக் காரணம் தெரிந்து, அதைக் களைந்தால் மட்டுமே அரிப்பிலிருந்து விடுதலை கிடைக்கும். சில வகை அரிப்புகள் ஒரு குறிப்பிட்ட சீசனில் மட்டும் தொல்லை கொடுத்துவிட்டு, அந்த சீசன் முடிந்ததும் தானாகவே விடைபெற்றுவிடும்.

சென்னை தேனாம்பேட்டை டிஎம்எஸ் பேருந்து நிறுத்தம் அருகே அண்ணா சாலையில் திடீர் பள்ளம் ஏற்பட்டுள்ளது. அண்ணா சாலையில் ஏற்பட்ட பள்ளத்தை சீரமைக்கும் பணியில் ஊழியர்கள் ஈடுபட்டுள்ளனர். பள்ளத்தை சுற்றி தடுப்புகள் அமைக்கப்பட்டு வாகனங்கள் செல்ல அனுமதிக்கப்படவில்லை.

இது தொடர்பாக தன் ஃபேஸ்புக் பக்கத்தில் அவர் வெளியிட்ட பதிவில், ''கிழக்குதிசையில் இருந்து வீசும் காற்றின் காரணமாக அடுத்த 3 முதல் 4 நாட்களுக்கு தென் தமிழகம், கடற்கரைப்பகுதிகள், சென்னை உள்ளிட்ட பகுதிகளில் மிதமான மழை பெய்யக்கூடும்.

ஆதலால், வரும் வாரத்தில் வெளியே செல்லும் போது 'குடை' அல்லது 'ரெயின்கோட்' உடன் எடுத்துச் செல்லவும். கொளுத்தும் வெயிலுக்கு இடையே எப்போது மழை பெய்யும் என்று உங்களுக்கு ஒருபோதும் தெரியாது.

திருச்சி, நாமக்கல் மாவட்டங்களிலும் அடுத்த நான்கு நாட்கள் வரை மழை இருக்கும்.மேற்கு மாவட்டங்களான கோவை, ஈரோடு மாவட்டங்களில் ஒரு சில பகுதிகளில் மிதமான மழை இருக்கும்.

காஞ்சிபுரம், திருவள்ளூர், சென்னை மாவட்டங்களில் அவ்வப்போது திடீர் மழை பெய்யும்.வடகடலோர மாவட்டங்களாகன சென்னை, திருவள்ளூர், காஞ்சிபுரம், கடலூர் ஆகிய பகுதிகளிலும் மழை இருக்கும். உள்மாவட்டங்களிலும் ஒரு சில நாட்களுக்கு மிதமான மழை பொழிய வாய்ப்பு உண்டு. வடக்கு உள்மாவட்டங்களான வேலூர், திருவண்ணாமலை, விழுப்புரம் பகுதிகளிலும் ஒரிருமுறை மழை இருக்கும்.

மிதமான மழைமட்டுமே இருக்குமே என்பதால், வெள்ளத்துக்கு வாய்ப்புகள் ஏதும் இல்லை. நன்றாக புரிந்துகொள்ளுங்கள்… இந்த மழை என்பது ஒரே நேரத்தில் தமிழகம் முழுவதும் பெய்யாது. அடுத்த 4 நாட்களில் வெள்ளம் வரும் அளவுக்கும் மழை பெய்யப் போவதில்லை. ஆதலால், மழையை அனுபவியுங்கள்.

54 DMCH girls fined Rs 25,000 each for ragging

DARBHANGA: As many as 54 girl students of the Darbhanga Medical College and Hospital

(DMCH) have been fined Rs 25,000 each in connection with incidents of ragging.

This is the second instance of medical students being fined for ragging in the state within a fortnight.

The fined Darbhanga students include both second-year and first-year students. While the seniors have been fined for their alleged involvement in ragging, the juniors have been financially punished for refusing to identify their tormentors.

DMCH principal Dr R K Sinha on Saturday said a first-year student had sent a complaint to the Medical Council of India (MCI) about the ragging. "The MCI on Friday informed my office and sought action against the culprits," he said and added he immediately convened a meeting of the college's anti- ragging committee on Friday.

The committee members went to the girls' hostel for investigation, but neither the seniors nor the juniors confirmed incidents of ragging.

"As per the MCI rule in such a case, all the girls of the hostel have been fined Rs 25,000 each," the principal said, adding the penalty was to be deposited by November 25 or else further action would be taken.

Earlier this month, the administration of Jawaharlal Nehru Medical College and Hospital in Bhagalpur imposed a fine of Rs 25,000 each on 33 second-year students for ragging juniors.

"லூட் லோ' என்ற பெயரில் பி.எஸ்.என்.எல். போஸ்ட் பெய்டு மொபைல் வாடிக்கையாளர்களுக்கு 60 சதவீத கட்டணச்சலுகை மற்றும் 500 சதவீத டேட்டா சலுகைகள் அறிவிக்கப்பட்டுள்ளன. போஸ்ட் பெய்டு மொபைல் வாடிக்கையாளர்களுக்கு மொபைல் சேவைகளின் கீழ், 60 சதவீதம் வரை சலுகை கொடுக்கப்படுகிறது. இதில், ரூ.225, ரூ.325, ரூ.525, ரூ.725, ரூ.799, ரூ.1125 ஆகிய 7 போஸ்ட் பெய்டு திட்டங்களில் இணைப்பு பெற்றவர்களுக்கு 60 சதவீத கட்டணச் சலுகை அளிக்கப்பட்டுள்ளது.

CHENNAI: Film-maker Kamal Haasan’s decision to return huge cash donations that his fans had pooled in for meeting the financial requirements of his yet-to-be-launched party has become the talk of the town among political circles in the State capital. A few have welcomed the move of the aspiring leader, while some others have sounded sceptical.

“It is a right thing to return the cash,” said Arappor Iyakkam convener Jayaram Venkatesan. “Legally, he can’t keep donations meant for the political party before launching it,” he added.

Kamal, who has been weighing all options before floating a political party with the aim to capitalise on the political vacuum prevailing in TN, made his intentions to return the cash donations offered by his fans known to the public through his weekly column in a Tamil magazine. He advised his fans to keep the amount intact so that they could send it back to him when required.

Jayaram stressed the point that if actors Kamal and Rajinikanth took a plunge into politics, they should adopt a transparent approach to funding and should place before the public all relevant details.

However, a few others sounded sceptical of Kamal’s action, questioning when he had collected huge donations and whether data on the donors was properly compiled and maintained.

NEW DELHI: Former Uttar Pradesh chief minister N D Tiwari today became unresponsive while being given physiotherapy at a private hospital here and was shifted to the ICU, his aide said.

The 92-year-old politician was admitted to the hospital on September 20 after suffering from a brain stroke.

"At 4 pm, Tiwariji became unresponsive while being given physiotherapy. His son Rohit Shekhar Tiwari, who was present, alerted a team of doctors immediately," the aide said.
Tiwari was then shifted to the Intensive Care Unit (ICU).

He said various tests were carried out and the reports would be available by tomorrow.
Tiwari was admitted to the ICU of the Max Super Speciality Hospital in September. Later, he was shifted to ward following improvement in his condition.

Earlier this month, he was again moved to the ICU after fall in his blood pressure and was put on life support but was later shifted to a room on November 15, the aide said.

Chennai: The Syndicate of University of Madras on Thursday has decided to reform the Institute of Distance Education (IDE) and it's exam system following  Deccan Chronicle's report on exam scam.
In an exclusive report on Monday (November 13), DC highlighted how the examination system in IDE was systematically hacked by unscrupulous elements using their nexus with the study centres.

It is learnt that the higher education secretary Sunil Paliwal has brought the issue to the notice of the members.  “The Syndicate is going to take steps for tightening the exam process and plug the loop holes.  IDE will undergo structural changes”, sources said. “Soon there will be no outstation exam centres. All the candidates will write their exams only in Chennai”, they added.
A committee constituting only academic staff is expected to manage the transition. Madras University Vice-Chancellor S.Duraisamy , who chaired the meeting, said, “We are going to adopt UGC norms fully and will convert everything on e-content.”

On the scam he said, “The committee which is enquiring about the exam scam will submit its report in a month. We will take actions based on the report”. Among other issues, syndicate also discussed about the deployment of 14 teaching staff from Annamalai University to Madras University.
The Syndicate members differed on the issue and it was discussed in a length. “They are only going to be appointed for period of three years on agreement. The government is going to pay them. It's just an ad-hoc arrangement and they all are qualified staff”, the V-C said. But some members pointed out that it's against the statutes of the University and staff members from other universities cannot be deployed here.  “University is an autonomous body governed by statutes and there are precedents that it rejected the government orders which is against its rules”, they said.

 The syndicate of the University of Madras has given its consent to redeploying teaching staff from Annamalai University to Madras University.

 

CHENNAI: Many faculty members and professors from Madras University were discontented with the move to redeploy the 14 staff members from Annamalai University to Madras University, citing various reasons including that it will affect the rule of reservation in appointments. The syndicate of the University of Madras has given its consent to redeploying teaching staff from Annamalai University to Madras University after prolonged discussion on Thursday.   As per the move, 14 staff members will be temporarily transferred to various departments including management, zoology, and sociology.
“All the staff members in the university were appointed as per the UGC guidelines. But the same cannot be said of the Annamalai University. It will also affect the rule of the reservation being followed in the university departments,” a senior faculty member of the university said. “University is following the 200 point roster for appointments. Each department is being considered as a separate unit for recruitment. These transfers will distort the reservation structures of the departments,” he added.

A section of professors rejected the claim of university administration that it was only a temporary arrangement. “There is no guarantee that they will return to their parent university after three years,” they argued. “There is no provision in the university statutes for transferring staff from another university to Madras University. There is only one way to become the faculty in the department that is through the open competition,” they stressed.

A teaching faculty has to clear at least four rounds of interview before being promoted to a professor in the university. “We doubt whether these staffs had cleared any interview for the job as there were allegations of rampant corruption in appointments at Annamalai University,” a professor said. “The redeployment was included in the agenda at the last minute as table item. Since it required the lot of clarifications, many members wanted to defer the issue to the next syndicate meeting. But the vice-chancellor and higher education secretary insisted to take a decision immediately. Except for a few members, others have accepted the government order,” sources said.

“University is in a major financial crisis with a debt of Rs.120 crore. Given the financial crisis, the university is highly dependent on the state government to pay the salary to the staff members.  Opposing the government order will risk the university losing its funds and as a consequences university may not be able to pay the staff salary. Keeping this in mind many members have accepted the government order,” a syndicate member explained.

In its letter-cum-legal notice to the Union health secretary, the Federation's secretary S.Annadurai pointed out that the Centre has proposed to set up AIIMS-like hospital in five states including one at Tamil Nadu, but even after more than two years, there is no announcement in setting it up in Tamil Nadu while the project has started in other states.

The Government of Tamil Nadu had forwarded its remarks after studying criteria index for all five places and recommended setting up AIIMS at Sengipatti in Thanjavur district. But, some people of Madurai had vainly cried and some of the influential politicians are now attempting to locate the proposed AIIMS at Madurai. In fact, the existing Government hospital at Madurai, which is now being upgraded under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) is nearing completion, he added.Mr. Annadurai further said that Sengipatti at Tamil Nadu is situated in the central part of the state and within 50-km radius of districts like Thanjavur, Tiruchirappalli, Pudukkottai, Tiruvarur, Nagapattinam and Ariyalur districts. The consumer forum's secretary appealed to the Union Government to select the site for the AIIMS-like institute in Tamil Nadu on merit, as assured by the Prime Minister's office as well as Ministry of Health and Family Welfare, Government of India. He said his client and President of the Federation M.Sekaran was expecting the government's response within seven days .

Tiruchy: The II Additional District Sessions court Judge here, Thiru. N. Logeswaram has upheld an order of the Chief Judicial Magistrate, (CJM) who had sentenced three persons of a private eye hospital in Tiruchy, including its director, administrative officer and a senior ophthalmologist, to undergo one-year imprisonment for negligence, after 66 villagers lost their vision during a free cataract eye surgery camp conducted by the hospital in Perambalur during 2008.

It might be recalled that the 66 victims hailing from various villages in and around Perambalur and Villupuram districts took part in the free eye camp and had then lost their vision. The CBI, which probed the case following directions of the Madras High court, submitted that the Joseph Eye hospital neither followed the established sterilizing procedures while conducting the surgeries, nor maintained the operation theatre properly in their branch at Perambalur. The Judge also upheld the lower court's order that the hospital pay compensation to the tune of Rs 9.85 crore to the victims.

'Tainted' academician tippedto be Law university VC

Shortlisting of University of Mysore (UoM) Law professor C Basavaraju's name for the post of vice-chancellor of Karnataka State Law University (KSLU) by a government-constituted search committee, has kicked up a controversy.

The state government is in serious consideration of finalising the name of Prof Basavaraju, who was suspended by the state government (in the capacity as registrar of UoM) in October 2016 on charges of dereliction of duty, misconduct, insubordination and cheating. The government reinstated him this July this year, pending action.

Also, the government had annulled his very appointment to UoM a few years ago, following the Justice Rangavittalachar Commission recommendations. The High Court of Karnataka had upheld the government's decision.

Interestingly, Prof Basavaraju was appointed to the Law department in 2006-07 by the then UoM vice chancellor J Shashidhar Prasad, who is presently heading the four-member search committee.

Though Prasad too was indicted by the judicial commission, which had recommended penal action against him, the government had failed to initiate any action.

This despite the commission proving all 123 appointments (including Prof Basavaraju's) as illegal, citing violation of several rules such as University Grants Commission regulations, the recruitment rules and reservation policies laid down by the state government.

Basavaraju is one among the four academicians who are vying for the post, which has been lying vacant for the last two years.

Of the 12 applications that were received, the serach panel is learnt to have shortlisted the names of Prof Eshwar Bhat, VC, National Law University, Kolkata; Prof K R Aitaal, retired professor, Karnatak University, Dharwad; Prof C Rajashekar, Dean, Karnatak University, Dharwad; and Prof Basavaraju.

Prof Basavaraju is tipped to be the frontrunner for the VC's post. The search committee report has been forwarded by the Law, Justice and Human Rights department to Chief Minister Siddaramaiah, who is yet to send the same to Governor Vajubhai Vala.

In 2008, Siddaramaiah himself had demanded Prof Basavaraju's annulment after charges of illegalities had surfaced. Interestingly, Prof Basavaraju is also learnt to be vying for the UoM VC's post. The term of the acting VC, Dayanand Mane is said to end on November 22.

Apprehending his appointment to either of the varsities, Karnataka State Universities and Colleges Backward Classes and Minorities Teachers' Association, Mysuru, has written to Siddaramaiah, Law Minister T B Jayachandra and the Governor, appealing that his candidature be rejected.

Academician and former Bangalore University vice chancellor Prof M S Thimmappa said it was shocking that the government had on one hand appointed Prasad as the search committee chairperson, and is considering Prof Basavaraju's candidature on the other.

"Both of them have been convicted and indicted. Instead of taking action action against Prasad, the government has appointed him as the committee chairperson. Now, he gets to select the candidate for the VC post. Prof Basavaraju should not be considered for the post," he added.

Flight suffers bird hit, returns to Delhi airport

A Patna-bound GoAir flight with 174 passengers on board on Saturday returned to New Delhi following a bird strike soon after it took off from the Indira Gandhi International (IGI) airport, the airline said.

The Airbus A320 neo plane suffered the bird hit when it was on the climb, forcing the pilot to discontinue the journey and return to New Delhi for an inspection of the plane, GoAir said in a statement. The incident took place at 10.30 am.

"GoAir Flight G8 140 from Delhi to Patna had a bird hit as the aircraft was climbing after take-off, " the private carrier said.

As a precautionary measure, the pilot decided to return to the Delhi airport for an inspection of the aircraft, it said, adding there were 174 passengers on board.

The stranded passengers were immediately accommodated to another aircraft to Patna, it added.

Karnataka set to make Aadhaar a must

The government is also working on introducing e-sign, an Aadhaar-based electronic signature that will negate the need for citizens to physically sign documents.

Karnataka is quietly building a technology backend to deliver services through Aadhaar and is in the process of framing a law to make the 12-digit unique number compulsory.

The government’s e-governance wing, a portfolio Chief Minister Siddaramaiah handles, is moving to issue certificates and documents virtually through DigiLocker, the Centre’s flagship Aadhaar-based platform for storage, sharing and verification of documents.

The government is also working on introducing e-sign, an Aadhaar-based electronic signature that will negate the need for citizens to physically sign documents.

For starters, services of the Revenue department such as caste and income certificates, and the ration card by the Food and Civil Supplies department, will be issued to citizens’ DigiLocker accounts. A pilot project will be launched soon.

DigiLocker, according to Aadhaar architect Nandan Nilekani, is a key part of the India Stack: presence less, paperless, cashless and consent-driven governance. With documents stored in a cloud, service providers can pull them from DigiLocker with citizens' consent, making physical copies unnecessary.

"Right now, we issue administrative orders on Aadhaar. But, without a legal framework, these orders can be challenged. We are enacting a legislation and a draft has been prepared. This will enable departments to make Aadhaar compulsory," Additional Chief Secretary (e-governance) Rajeev Chawla said. "The draft will be placed before the Cabinet shortly."

The draft is modelled after the ones enacted in Maharashtra, Gujarat and Haryana. It has been vetted by a committee headed by Law Minister TB Jayachandra.

While 6.18 crore citizens have Aadhaar in Karnataka, only 1.41 lakh have DigiLocker accounts. States such as Tamil Nadu, Uttar Pradesh, Andhra Pradesh and Kerala have adopted DigiLocker.

The e-sign facility will be a game-changer, Chawla said. "Citizens are forced to visit government departments because they need to sign on forms. With e-sign, a farmer, for instance, can visit a citizen service centre (where he can apply for a service online), authenticate himself with his fingerprint and digitally sign the document."

While every e-sign costs Rs 5, the government plans to bear the cost initially without burdening the public. "No state has made use of e-sign. We have worked things out with the Centre for Development of Advanced Computing (C-DAC) to roll out the e-sign facility," Chawla said.

At present, Aadhaar is being chiefly used by the Food and Civil Supplies department for the public distribution system, the Education Department for a Student Achievement Tracking System and the Revenue department for Parihara, a direct benefit transfer scheme for farmers.

"The ecosystem will build on its own once we are able to show people value through DigiLocker and e-sign facilities," Chawla said.

HC summons AG on posting of law officers

MADURAI: The state's advocate general has been directed to appear before the Madras high court Madurai bench in a case that alleged that the government is planning to appoint people who have not been recommended by the principal district and sessions judge of Kanyakumari as law officers — government pleader and public prosecutor — in the district,.

When the petition filed by advocate M Ashok Padma Raj of Kanyakumari came up for hearing before justice R Mahadevan, the judge directed the government to ask the advocate general to come to court on November 22.

The petitioner alleged that the government is going to appoint people whose candidature was neither recommended by the district judge of Kanyakumari nor empanelled by the district collector. He further said that he sent representations to the state's chief secretary and home secretary asking them to appoint law officers on merit and not for extraneous considerations, but the officials turned a Nelson's eye to his request.
