கேரள மாநிலத்தில் 13 ஆண்டுகளுக்கு முன்பு போலீஸார் சித்ரவதை செய்ததால் ஒருவர் இறந்த வழக்கில் இரண்டு போலீஸாருக்கு சி.பி.ஐ நீதிமன்றம் தூக்குத்தண்டனை விதித்துள்ளது.



கேரள மாநிலம் திருவனந்தபுரத்தைச் சேர்ந்த பிரபாவதியின் ஒரே மகன் உதயகுமார். உதயகுமாருக்கு ஒரு வயது இருக்கும்போது அவரின் தந்தை மரணமடைந்துவிட்டார். இந்த நிலையில் வீட்டு வேலைகள் செய்து மகனை வளர்த்து வந்தார் பிரபாவதி. உதயகுமார் வளர்ந்ததும் கிள்ளிப்பாலம் பகுதியில் ஆக்கர் கடையில் சுமைதூக்கும் தொழிலாளியாகப் பணிபுரிந்து வந்தார். 2005-ம் ஆண்டு ஓணம் பண்டிகையின்போது போனஸ் தொகையை வாங்கிக்கொண்டு அம்மாவுக்கு புது ஆடை எடுப்பதற்காகச் சென்றார். அப்போது சந்தேக வழக்கில் உதயகுமாரை போலீஸார் காவல் நிலையத்துக்கு அழைத்து சென்றனர். அப்போது உதயகுமாரிடம் இருந்த 4,000 ரூபாயை போலீஸார் எடுத்ததாகவும் அந்தப் பணத்தை உதயகுமார் திருப்பிக் கேட்டபோது காவல்துறையினர் அவரை சித்ரவதை செய்ததால் இறந்ததாகவும் கூறப்பட்டது. இதையடுத்து காவல்துறையினர் அவரை மருத்துவமனையில் சேர்த்திருக்கிறார்கள். அவர் திடீரென உடல்நிலை சரியில்லாமல் விழுந்ததாகப் போலீஸார் தெரிவித்திருக்கிறார்கள்.



ஆனால், பிரேத பரிசோதனை அறிக்கையில் உதயகுமாரின் தொடைப்பகுதியில் உலக்கை போன்ற உருளையால் உருட்டியதில் ரத்த நாளங்கள் உடைந்து அவர் இறந்ததாகத் தெரிவிக்கப்பட்டது. இதையடுத்து உதயகுமாரின் தாய் போலீஸார் மீது வழக்கு தொடர்ந்தார். 13 ஆண்டுகள் சட்டப் போராட்டத்துக்குப் பிறகு, உதயகுமாரை கொலை செய்த வழக்கில் காவல்துறை அதிகாரிகள் ஐந்து பேருக்கு தண்டனை வழங்கியுள்ளது சி.பி.ஐ நீதிமன்றம். போலீஸ் அதிகாரிகள் ஜிதகுமார், ஸ்ரீகுமார் ஆகியோருக்கு தூக்குத்தண்டனை விதித்து தீர்ப்பளித்துள்ளது. போலீஸ் அதிகாரி அஜித்குமார் மற்றும் முன்னாள் எஸ்.பி-க்கள் ஷாபு, ஹரிதாஸ் ஆகியோருக்கு மூன்று ஆண்டு சிறைத்தண்டனை மற்றும் ரூ.5,000 அபராதமும் விதிக்கப்பட்டுள்ளது. கேரளத்தில் போலீஸ் அதிகாரிகளுக்கு தூக்குத்தண்டனை விதிப்பது இதுவே முதல்முறை எனக் கூறப்படுகிறது.

  இதுகுறித்து உதயகுமாரின் தாய் பிரபாவதி கூறுகையில், "இந்த உலகத்தில் இதுபோன்று எந்த ஒரு மகனுக்கும் காவல்துறையினரால் துன்பம் ஏற்படக் கூடாது. குற்றம் செய்யாதவர்கள் மீது காவல்துறையினர் தாக்குதல் நடத்தக் கூடாது. ஒரு ஓணம் பண்டிகையின்போது என் மகனை பிடித்துக்கொண்டு போனார்கள். ஒரு தாய் தன்னுடைய போராட்டத்துக்கு வெற்றி கிடைத்திருக்கிறது. தவறு செய்த காவல் துறையினருக்கு மரண தண்டனை கிடைக்கும் என்று நான் நினைத்தேன். அதுபோன்றே தண்டனை கிடைத்துள்ளது. என் கண்ணீருக்கு விடை கிடைத்துள்ளது. இனி நான் அழமாட்டேன்" என்றார்.

சென்னையில் இருந்து காஞ்சிபுரம் நோக்கி சென்ற மின்சார ரயிலில் இருந்து தவறி விழுந்து நான்குபேர் பலியான சம்பவம் தமிழகத்தில் பரபரப்பை ஏற்படுத்தியுள்ளது. `ரயில்வே நிர்வாகத்தின் அலட்சியம் தான் இந்த விபத்துக்கு காரணம் என சமூக ஆர்வலர்கள் பட்டியலிடுகின்றனர்'.



சென்னையில் இருந்து திருமால்பூர் நோக்கி சென்ற மின்சார ரயில் பரங்கிமலையை கடக்கும் போது நேற்று காலை விபத்துக்குள்ளானது. இதில் ரயிலில் இருந்து தவறி விழுந்த நான்கு பேர் பலியாகினர். விபத்து குறித்து ரயில்வே போலீஸார் தீவிரமாக விசாரித்து வருகின்றனர். சம்பவம் குறித்து ரயில்வே பாதுகாப்புக்குழு ஆணையர் மனோகரன் விபத்து நடந்த பகுதியில் இன்று ஆய்வு மேற்கொண்டார். அப்போது, `மாற்றுப்பாதையில் மின்சார ரயிலை இயக்கியபோதே விபத்து ஏற்பட்டுள்ளது. படியில் தொங்கியபடி பயணிப்பதை பொதுமக்கள் தவிர்க்க வேண்டும்" என விளக்கம் அளித்தார்.

இந்த கோரவிபத்து குறித்து சூழலியலுக்கான மருத்துவர்கள் சங்கத்தைச் சேர்ந்த புகழேந்தியிடம் பேசினோம். அப்போது, ``சில வாரங்களுக்கு முன் தமிழ் நாளிதழ் ஒன்றில் தமிழக ரயில்வே துறையின் கூடுதல் டிஜிபி சைலேந்திர பாபு “குற்றங்கள்” பற்றி கட்டுரை ஒன்று எழுதி இருந்தார். அதில் தனிநபர் காரணங்கள் தவிர்த்து சமூக காரணங்களையும் விரிவாக அலசியிருந்தது எனக்கு மகிழ்ச்சியை கொடுத்தது. ஆனால் கூட்ட நெரிசலும் படிக்கட்டு பயணமும்தான் இந்த விபத்துக்கு காரணம் என அவர் கூறியது மிகுந்த மன வேதனையை கொடுத்தது. ஏனெனில் குற்றங்களுக்கு சமூக காரணங்களை ஆராயத்தெரிந்த அவருக்கு கூட்ட நெரிசல், படிக்கட்டு பயணத்திற்கான காரணங்களை எழுதாமல் விட்டது ஏனோ?" என்று கூறியவர், கூட்ட நெரிசல், படிக்கட்டு பயணத்திற்கான காரணமும், அரசின் கடமைகள் குறித்து, சில கேள்விகளை முன் வைத்தார்.
  *கோடம்பாக்கம் ரயில் நிலையத்தில் நேற்று மின் பழுது ஏற்பட்டதால் ஏறத்தாழ 45 நிமிடம் ரயில் சேவை பாதிக்கப்பட்டு தாமதம் ஏற்பட்டது. மின் பழுது ஏற்பட காரணம் என்ன? பராமரிப்பு பணிகள் முறையாக மேற்கொள்ளப்படாததால் மின்பழுது ஏற்பட்டதா? அதற்கு மக்கள் எப்படி பொறுப்பாக முடியும்? அதிகாரிகள் மின்பழுதை சரிசெய்யும் கடமையிலிருந்து தவறிவிட்டனரா?

*கூட்ட நெரிசல் அதிகம் உள்ள நேரத்தில் இச்சம்பவம் நடந்துள்ளது. காலை 7.05 க்கு புறப்பட வேண்டிய இரயில் 35 நிமிடம் தாமதமாக புறப்பட்டதால் தானே கூட்டநெரிசல் ஏற்பட்டது. ரயில் சேவை தடைப்பட்டதற்கு அரசுதானே காரணம். இரண்டாவது நடைமேடைக்கு வரவேண்டிய ரயில், எந்த விதமான முன்னறிவிப்பும் இல்லாமல் கடைசி நேரத்தில் எக்ஸ்பிரஸ் வழித்தடமான நடைமேடை நான்கிற்கு மாற்றப்பட்டது. பயணிகளைப் பொருத்தவரை இரண்டாவது நடைமேடைக்கு வரும் என்று எண்ணியே, அதில் வலப்புறமாக தான் இறங்க வேண்டும் என்பதால் அந்தப்பக்கம் சென்றுள்ளனர். ஆனால் நான்காவது நடைமேடையில் இறங்குமிடம் இடப்பக்கமாக இருந்துள்ளது. முன்னறிவிப்பு இருந்திருந்தால் பயணிகள் வலப்பக்கமாக இறங்குவதை நிச்சயம் தவிர்த்திருக்க முடியும்.

*தற்சமயம் கடற்கரையில் இருந்து தாம்பரம் வரை மின்சார ரயிலுக்கென மட்டுமே இரண்டுவழிப் பாதைகள் உள்ளது. ஆனால் தாம்பரத்திலிருந்து செங்கல்பட்டிற்கு செல்லும் இருவழிப்பாதையில் மின்சார ரயில், விரைவு ரயில், சரக்கு ரயில் என அனைத்துமே பயணிக்க வேண்டியுள்ளது. இரயில்வே நிர்வாகம் 2015-ல் தாம்பரம் - செங்கல்பட்டு இடையில் மூன்றாவது பாதை ஏற்படுத்த அனுமதியளித்த பின்னும் அது நடைமுறைப் படுத்தப்படவில்லை. இதற்கு அரசு காரணமாகாதா?

திருப்போரூர்,

காஞ்சீபுரம் மாவட்டம் கேளம்பாக்கத்தை அடுத்த கண்டிகை அருகே உள்ள நெடுங்குன்றத்தை சேர்ந்த குட்டி மகன் உதயா என்ற உதயராஜ் (வயது 28). ரவுடி. இவரது நண்பர் பிரகாஷ். இவர் சென்னை எம்.ஜி.ஆர். நகர் பகுதியை சேர்ந்தவர்.

இவர்கள் இருவரும் நேற்று காலையில் மோட்டார் சைக்கிளில், வண்டலூர்–கேளம்பாக்கம் சாலையில் கொளப்பாக்கத்தில் இருந்து கண்டிகையை நோக்கி சென்றுகொண்டு இருந்தனர்.

அப்போது 3 மோட்டார் சைக்கிளில் 5 பேர் கொண்ட ரவுடி கும்பல், அரிவாள், கத்தியுடன் அவர்களை பின் தொடர்ந்து வந்தனர். ரத்தினமங்கலம் அருகே உள்ள ஏரி முட்புதர் பகுதியில் அந்த கும்பல் மோட்டார் சைக்கிளை சுற்றி வளைத்தது. உதயராஜ், பிரகாஷ் ஆகியோரை அந்த கும்பல் தாக்கத் தொடங்கியது.

இது குறித்து தகவல் அறிந்த தாழம்பூர் போலீசார் சம்பவ இடத்துக்கு விரைந்து வந்தனர். உயிருக்கு போராடிக்கொண்டு இருந்த உதயராஜை மீட்டு சிகிச்சைக்காக ஆஸ்பத்திரிக்கு அனுப்பிவைத்தனர். ஆனால் வழியிலேயே அவர் பரிதாபமாக உயிரிழந்தார்.

கோவை சேரன்மாநகர் அருகே உள்ள வி.ஐ.பி. நகரை சேர்ந்தவர் ஜெகநாதன் (வயது 48). தொழில் அதிபரான இவர் கோவை பாலரங்கநாதபுரம் ஜீவா வீதியில் தர்ஷனா என்ற பெயரில் மகளிர் விடுதி நடத்தி வந்துள்ளார். 4 மாடிகளை கொண்ட இந்த விடுதியில் கல்லூரி மாணவிகள், ஐ.டி. மற்றும் தனியார் நிறுவனங்களில் பணிபுரியும் இளம்பெண்கள் என 180 பேர் தங்கி இருந்துள்ளனர்.

இந்த விடுதியில் கோவை தண்ணீர்பந்தல் ரோட்டை சேர்ந்த புனிதா (32) என்பவர் வார்டனாக இருந்துள்ளார்.

இந்த நிலையில் கடந்த சில நாட்களுக்கு முன் விடுதி உரிமையாளரின் பிறந்தநாள் விழா நிகழ்ச்சி ஆர்.எஸ்.புரத்தில் உள்ள ஒரு ஓட்டலில் நடப்பதாகவும், அங்கு சென்று உணவு சாப்பிட்டு விட்டு வரலாம் என்றும் விடுதியில் தங்கி இருந்த 5 மாணவிகளிடம் வார்டன் புனிதா கூறி உள்ளார். அதை நம்பிய அந்த மாணவிகள் புனிதாவுடன் அந்த ஓட்டலுக்கு சென்றனர்.

அங்கு சென்றதும், மாணவிகளுக்கு சாப்பிட தேவையான அனைத்தையும் புனிதா வாங்கிக்கொடுத்தார். சாப்பிட்டு முடித்த பின்னர், மது அருந்துகிறீர்களா? என்று கேட்டு உள்ளார். உடனே மாணவிகள் அந்த பழக்கம் எங்களுக்கு இல்லை, வேண்டாம் என்று கூறி உள்ளனர்.

இதனால் அதிர்ச்சி அடைந்த மாணவிகள், அதற்கு சம்மதிக்காமல், அந்த ஓட்டலில் இருந்து வெளியேறி, விடுதிக்கு திரும்பினர். பின்னர் அங்கு இருந்த சக மாணவிகளிடம் தெரிவித்தனர். இதை கேட்ட அனைவரும் அதிர்ச்சி அடைந்தனர். இதற்கிடையே அன்று இரவு விடுதிக்கு வந்த வார்டன் புனிதா, அந்த மாணவிகள் 5 பேரையும் சந்தித்து இந்த சம்பவம் குறித்து வெளியே தெரிவித்தால் கொலை செய்து விடுவதாக மிரட்டல் விடுத்துள்ளார்.

இருந்த போதிலும் அங்கு தங்கி இருக்கும் மாணவிகள் தங்கள் பெற்றோருக்கு தகவல் தெரிவித்தனர். இதையடுத்து அவர்கள் அடுத்த நாள் மதியம் அந்த விடுதி முன்பு திரண்டனர். இதை அறிந்த அந்த பகுதியை சேர்ந்த பொதுமக்களும் அங்கு திரண்டனர். இதனால் அங்கு பரபரப்பு ஏற்பட்டது.

இந்த சம்பவம் குறித்து தகவல் அறிந்த பீளமேடு போலீஸ் இன்ஸ்பெக்டர் செல்வராஜ் மற்றும் போலீசார் சம்பவ இடத்துக்கு விரைந்து சென்றனர். பின்னர் அவர்கள் அங்கு திரண்டிருந்த பெற்றோரிடம் விசாரணை நடத்தினார்கள். அப்போது அவர்கள் இதுபோன்ற விடுதியில் எங்கள் குழந்தைகளை தங்க வைத்தால் அவர்களுக்கு பாதுகாப்பு இல்லை. எனவே எங்கள் குழந்தைகளை அழைத்துச்செல்ல அனுமதிக்க வேண்டும் என்று கூறினார்கள்.

CHENNAI: In an unexpected development, Deputy Chief Minister O Panneerselvam was denied an audience by Defence Minister Nirmala Sitharaman at her office in New Delhi, on grounds that he had no appointment. However, Panneerselvam’s confidante, Rajya Sabha MP V Maitreyan, met the Minister.

The development has upset AIADMK functionaries, more so as it comes days after the party supported the BJP-led central government during the no-confidence motion. On returning from Delhi, Panneerselvam reacted, saying “Arignar Anna has taught us ‘edhayum thaangum idhayam vendum’ (we should possess a heart that withstands everything),” indicating Sitharaman’s act had hurt him but he was taking it in his stride.

Earlier in the day, when mediapersons asked about Panneerselvam’s sudden visit to New Delhi, Chief Minister Edappadi K Palaniswami said, “It is not a sudden visit. He has gone to thank the Defence Minister for providing air ambulance to bring his brother from Madurai to Chennai for emergency medical treatment recently.” Later, that afternoon, Panneerselvam, at New Delhi, said the same. “My visit is neither political nor official, but personal. It is to thank the Defence Minister,” he told mediapersons.

Panneerselvam, accompanied by Maitreyan, went to Sitharaman’s office in South Block. However, only Maitreyan was allowed to meet the Union Minister. This was revealed when her office tweeted that the appointment was only for Maitreyan and she did not meet Panneerselvam.

However, high-level sources revealed that Maitreyan had, a week ago, fixed an appointment with Sitharaman on Panneerselvam’s behalf. He is said to have requested that the meeting, ostensibly to thank the Minister, be kept confidential. In this context, sources said Sitharaman was irked to find Panneerselvam revealing details of their ‘confidential’ meeting to media. When Panneerselvam and Maitreyan reached her office, only the latter was ushered in. In the short meeting, Sitharaman is learnt to have asked the MP why a meeting that was to be kept confidential — at his request — was revealed to media. Maitreyan could not be reached for comment.

Interestingly, Municipal Administration Minister SP Velumani, ahead of boarding a New Delhi flight on Tuesday, denied that Panneerselvam’s Delhi trip was a result of a rift between the Deputy CM and Palaniswami. Velumani was scheduled to meet a few Union ministers, including Sitharaman, in New Delhi on Wednesday. However, it is learnt that the Defence Minister has cancelled his appointment.

Meanwhile, a key AIADMK functionary expressed dismay at Tuesday’s developments. “India is a federal polity. The Defence Minister could have met the top representative of a State at least for a few minutes as he had come to her office. Just imagine if this happens to Union ministers coming to Tamil Nadu,” the functionary told Express.Political observers read much more into the matter and are waiting to see how things unfold in coming days.

Defence craft given on payment basis 

It is learnt that it was RS MP V Maitreyan who called Sitharaman, a few weeks ago, and put Panneerselvam on the line with her. Panneerselvam asked her if a defence aircraft from Sulur air base could be arranged to transport his ailing brother after the private aircraft hired had developed technical issues. Sitharaman said she would see what could be done. The defence aircraft was finally arranged on a payment basis.

CHENNAI:THE Madras High Court on Wednesday set aside an order of a Special Court for CBI cases discharging former Union Minister of Communication and Information Technology Dayanidhi Maran, his brother Kalanidhi Maran of SUN TV network and seven others in the alleged multi-crore BSNL telephone exchange scam case.

The HC held that the Central Bureau of Investigation (CBI) probe had established a prima facie case that Dayanidhi Maran, while functioning as a public servant in the capacity of Union Minister from May 2004 to May 2007, had conspired with the other accused and obtained 764 telephone numbers at his Chennai and Delhi residences under service category without being entitled to it and by violating all procedures and norms. Thereby he had caused an undue loss of `1.79 crore to the government exchequer and undue gain to him, if all the material submitted by CBI were proved, Justice G Jayachandran said.

The judge was allowing a revision petition from the CBI challenging the order dated March 14 last of the XIV Additional Special Judge for CBI cases.The other accused Kalanidhi Maran, (owner of SUN TV), K B Brahmadathan and M P Velusamy, the then Chief General Managers of BSNL, Vedagiri Gowthaman, K S Ravi and S Kannan were also alleged to be part of the criminal conspiracy and to have played crucial roles in obtaining and maintaining these illegal telephone connections. Velusamy also allegedly generated an ante-dated false reply to help Dayanidhi Maran claim that no dues were recoverable from him towards telephone charges, the judge pointed out.

Considering the police report and the documents, the only opinion any judicial mind could form was that there were grounds to presume all the seven accused had committed offences and not otherwise, the judge said, allowing the revision petition and directing the trial court to frame charges and complete the trial within 12 months.

‘Can’t Maran have exchange if DefMin can use flight?’

During closing remarks of their submissions, a senior counsel for the accused said the man who had brought the broadband facility to every corner of the country was now being hunted by CBI for political reasons. The judge pointed out that the records indicated otherwise. “Dayanidhi Maran, by virtue of the office, might have been instrumental for popularising broadband facility. It does not mean that he can claim the privilege of unlimited usage of that facility for him, his brother and his business establishment free of costs,” the judge said.

Another argument of the senior counsel was that while the defence minister was permitted to enjoy exclusive Air Force aircraft for her journey and the Railway minster exclusive saloon for his travel in the train, why could the Telecom Minister not have an exclusive exchange. “To this argument the logical answer could be, “Yes, If law permits.” The corollary will be, if law does not permit, they are liable for prosecution. It is amply shown in this case that law does not permit to have the facilities enjoyed by the accused under service category, hence they are liable for prosecution,” the judge said.

Excerpts from the HC order

The CBI in its chargesheet had said, the facilities given to Dayanidhi Maran were excessive, without authority and not in consonance to the rules and entitlement of a Minister or MP
Error, illegality and perversity all could be pointed out in the impugned order of the trial Court. First of all, the crux of the prosecution case as recorded by the trial Court is factually wrong. It is not one phone connection malafidely used by SUN TV. The case of the prosecution is that in violation of Rules/Regulation/Guidelines as seen from the Salary allowance and pension of the Member of Parliament Act, 1954 and the rules made there under several phone connections and add on benefits were given to A-3 and A-7 business establishment illegally
As far as A3 [Dayanidhi Maran] is concerned, he has abused his official position to obtain advantage of having telephone connections over and above he is entitled to. He has conspired with the other accused and had obtained excess telephone lines under Service Category at his residence at Delhi, residence at Gopalapuram and residence at Boat Club, Chennai. While conversion of personal number into service category, the approval of Department of Telecommunication (DoT) is required
As far as A3 is concerned, he as a Member of Parliament and Minister for Communication and Information Technology was entitled to have 3 landlines and four mobile phones only. Whereas, the material placed before the court indicates that more than three pilot lines were provided to A3. By procuring high end equipment and engaging private operators to lay exclusively lease line to premises of SUN TV, the facility availed from BSNL under the garb of service category had been diverted to SUN TV to exploit commercially

Trial court while holding so failed to consider the violations alleged are not procedural to take departmental action. When illegal act which attracts penal action is alleged, departmental action can be in addition to penal action and not a substitute to penal action
The trial court had extracted very few portions of the statements and documents selectively and had arbitrarily arrived at a conclusion that the violations pointed out are only matter for departmental enquiry and rest of the material does not disclose any criminality against the accused persons
It is also very saddening to note that the trial court, even without canvassing, has discharged A3 on the ground that the prosecution agency has not obtained sanction under Section 197 CrPC to prosecute Maran. The provisions under Section 197 of CrPC is to protect public servants from criminal prosecution for any act done by them in discharge of his official duty which may otherwise attract criminal prosecution. Permitting A3 to have over 3 landlines under Service Category and reserving 10 mobile SIM numbers with fancy numbers for the use of SUN TV without collecting fancy number charge and allotting the same under Service Category is nothing to do with the public duty on the part of A1 and A2 or on the part of A3

In respect of including A3, he was not in office while taking cognisance of the offence and the specific charge against him is for abuse of his official position conspiring with other accused and making pecuniary advantage of availing free telephone connections and mobile facility which attract penal provisions
This court is fully satisfied that heaps and heaps of material are available to frame charges against all the accused. None of the reasons given by the court to discharge them is sustainable under law. The trial Court had treated petitions for discharge as a case for appreciating evidence with the decree of proof beyond reasonable doubt. He had totally forgotten the fact that he should only weigh the probability of the case for framing charges

CHENNAI: The Madras High Court has appointed C Raghavan, a former Principal District Judge of Madurai, as Chief Election Officer (CEO) to conduct elections to Annamalai University Employees Association for 2018.

Justice T Raja gave the directive while passing orders on a petition from P Manoharan, association president, who sought to quash an order dated June 18 last of the Chidambaram Tahsildar and consequently appoint a retired district judge as CEO to hold the polls to the association.

According to advocate S Sithirai Anandam, by the June 18 order, the local Tahsildar had directed the association not to conduct the election citing law and order problem. In the absence of any law and order problem, the Tahsildar had erroneously passed the order, Anandam said and prayed the court to appoint a CEO to hold the election in a free and fair manner.

The CEO is at liberty to approach the university authorities for any assistance on the administrative side and the authorities should co-operate with him in all aspects, the judge said.

THIRUVANANTHAPURAM: July 25 will go down in the annals of Kerala Police as its darkest day. For the first time in independent India’s history, police officers have been sentenced to death in a custodial murder case, in a state which claims to be highly progressive.

The CBI Special Court judgement awarding death sentence to two police officers for the custodial murder of Udayakumar in 2005 has come at a time when two more similar cases — of Varapuzha Sreejith and Puthenveettil Sreejiv — are hanging like the Sword of Damocles over the state police’s head.

K Jithakumar and S V Sreekumar, the first and second accused respectively, were handed out the capital punishment by judge J Nazer. The pair was also awarded a fine of `2 lakh each.

Former cops T K Haridas and E K Sabu and Crime Branch DYSP T Ajith Kumar were given three-year jail term for conspiracy and destroying evidence.

Jithakumar, now additional sub-inspector with the District Crime Records Bureau, and Sreekumar, a senior civil police officer with the Narcotic Cell, took Udayakumar into the Fort Police station custody on September 27, 2005.

Udayakumar was apprehended when he was sitting in a park at Sreekandeswaram along with another person Suresh Kumar, who had several petty cases against him. The police suspected them to be thieves when they found `4,500 that was in Udayakumar’s possession.

CHENNAI:A 46-year-old Japanese woman, who had come to the city to learn the Vedas, will have many other lessons to remember. Personal safety being one of them. On Tuesday afternoon, while travelling in a MTC bus near Mylapore temple tank, she was robbed of her cash.

Yukhai Odo had come to the city last week to study the Vedas at a school in Chetpet. “She rented a flat at Mylapore. On Tuesday, she had gone to Chetpet and boarded MTC bus route number 29C and got off at Mylapore tank. It was only after she got off the bus when she realised that her purse was stolen from her bag,” said a police source.

The victim mentioned in her complaint that a woman was seated close to her on the bus, and was talking to her. Police suspect the woman on the bus to have taken the purse. “Since the bus was crowded the victim was not aware that she was pickpocketed. We have registered a complaint and investigations are on to trace the suspect,” said the investigation officer.

Meanwhile, in a snatching incident, a class 12 student was riding pillion with her father at Shanthi Nagar in Kolathur when two men snatched her mobile phone. Police said, S Reshma, was attending chartered accountancy classes. “On Tuesday evening, her father picked her up from her class and the duo was heading home. Two unidentified men on a motorbike, who were not wearing helmets, came close to them and snatched her phone and sped away,” said a police source.The mobile phone was worth `30,000. A case has been registered and further investigations are on.

CHENNAI:It is a matter of great pride that Tamil Nadu has 70% child deliveries in government hospitals as opposed to other States, like Kerala where the number is 30%,” said the Minister of Health and Family Welfare, Dr C Vijaya Baskar on Wednesday while inaugurating the 175th year celebrations of the Institute of Obstetrics & Gynaecology (IOG) at the Women and Children Hospital in Egmore.

The Minister also inaugurated the Video Colposcopy, Fertility Centre, Radio Frequency Identification and Breast Clinic at the hospital. In his speech, he emphasised the late Chief Minister, J Jayalalithaa’s ideal to make Tamil Nadu’s healthcare on par with developed nations.

He added that a sum of Rs 2.5 crore was being allotted for CT scan, I2 crore for fire safety equipment and I2.8 crore for cobalt treatment in addition to the inception of a fellowship course in urology. Further, he said the human milk banks would be extended to 15 district headquarters hospitals at the cost of I1.5 crore.
“Amma (J Jayalalithaa) would always ask us not to compare ourselves with neighbouring States but rather to compare ourselves to the developed nations and IOG is a world-class institution,” he said. “I have great respect for Obstetricians, Gynaecologists, Paediatricians and anestheticians because it is a profession that requires one to be dedicated and alert 24×7.”

A number of doctors were felicitated in addition to patients speaking of their fulfilling experience in the hospital. Further, staff nurses, admin staff, hospital workers, sanitary workers, lab technicians and a host of other people were recognised for their work. Some of those who were born at the hospital and had ‘made it big’ were also felicitated.

“I am very happy to see that there is an artificial insemination facility here,” said the Health Secretary, Dr J Radhakrishnan. “I only urge the doctors to treat patients with concern and care. Apart from this doctors must look at contributing towards research.”

‘Ready for probe against OPS’

When Senior Counsel N.R. Elango, representing Mr. Bharathi, wanted a specific direction to the DVAC to complete the inquiry within seven days, the judge said:

“Now that they have set the law in motion, wait for some time. Let them take up the investigation and do it in the right sense.”

“You shall also be given an opportunity to participate in it. If they do not proceed properly or delay the proceedings, you may approach the court once again.”

Questions to agency

In so far the NGO’s petition seeking a direction to the DVAC to register a case on the basis of a complaint lodged by it on December 12 last year was concerned, the judge said: “I can dismiss your writ petition straight away.”

“I’ll tell you why. In your petition, you are quoting some case registered [against Mr. Panneerselvam and his family members] in 2006 and closed in 2012. What were you doing all these years?”

Nevertheless, since the issues raised by the NGO as well as the DMK Member of Parliament were the same, the judge ordered that the information in the former’s complaint should also be taken into consideration while conducting the preliminary enquiry.

Undue delay

He gave liberty to the petitioners to approach the court once again if they were aggrieved that there was an undue delay in completing the enquiry or that it did not culminate in the registration of an FIR.

In his petition, Mr. Bharathi had accused Mr. Panneerselvam of having amassed wealth by abusing his official positions and investing the money in the names of his wife, three sons, brothers, other relatives and business associates. He also alleged that the Deputy CM had made false declaration of assets during the elections contested by him since 2006.

Similarly, the NGO alleged that the Deputy Chief Minister had invested crores of rupees in various businesses.

She was made to work in 15 houses for six months

A 44-year-old woman from Karikalampakkam near Puducherry, who was stranded in Kuwait for the last six months without salary, returned home following the intervention of the Ministry of External Affairs.

Speaking to The Hindu , the eldest son of of Meena Karthikeyan, a widow who went to Kuwait to work as a housemaid in December last year, thanked the Ministry of External Affairs, Lieutenant Governor Kiran Bedi and Chief Minister V. Narayanasamy for taking up the case with the Centre.

The family had submitted a petition to Ms. Bedi in the Open House at Raj Nivas on May 6 and June 15 and met the Chief Minister seeking his assistance.

“My mother wanted to work as a housemaid in Kuwait. She approached an agent named Shahul in Sultanpet near here who arranged for her travel to Kuwait.”

“However, when she reached there she was asked to meet the representative of another agency who confined her to an apartment. She was forced to work for more than 15 hours and was not given any salary,” Puratchi Desan said.

Distress call

“When I asked the agent to help me return to India, he demanded Rs. 3 lakh in cash,” she said. Mr. Desan said his mother was asked to reach the Indian Embassy in Kuwait who helped her return to India on June 26, thanks to the intervention of the Ministry of External Affairs.

Court order to attach office properties

For failing to honour the order of a sub-court even after seven years, the court in a fresh order directed attachment of all movable properties at the office of the Adi Dravida Welfare here on Wednesday.

When a land measuring 1.20 acres, belonging to Periasamy of Alavalasu near here, was acquired for construction of housing for Adi-Dravidars, the government had given a settlement cheque for Rs. 10,300. Not satisfied with the compensation, the land owner approached the court seeking relief. In 1998, he was offered Rs. 72,000. Again, aggrieved, the petitioner appealed.

The case, which was heard at the sub-court here, finally ordered a compensation of Rs. 1,32,112 in 2011 and disposed. However, even after seven years, when the government did not respond, the petitioner approached the court, which had ordered to pay 15 % interest per annum as additional compensation.

As there was no sign of relief or obeying the order, Periasamy, armed with an order to attach the movable properties of the AD welfare office, arrived with the court staff. However, the staff at the AD welfare office, sensing embarrassment, locked the office and fled. The court staff waited till 6 p.m. and as no one turned up, they left the spot.

Salary hiked for nurses

12,000 nurses will benefit

The State government has increased the monthly pay for contract nurses from Rs. 7,700 to Rs. 14,000. This would benefit 12,000 nurses receiving consolidated pay.

According to a press release, the State government appointed nurses on contract basis to work in primary health centres, government hospitals and government medical college hospitals on a consolidated pay of Rs. 7,700 a month. They were absorbed into regular service depending on vacancies.

In the release, Health Minister C. Vijaya Baskar said the hike would be implemented with retrospective effect from April 1, 2018.

Court refuses to allow girl to write Class XI public examination

The Madras High Court has refused to allow a girl, who was nine days short of completing 15-and-a-half years, as on April 1 this year, to write the Class XI public examination. The court held that granting exemption to the girl would open a Pandora’s box of similar requests and therefore she could not be allowed to write the examination.

Dismissing her writ petition, Justice S. Vaidyanathan said the State government had decided to allow only those who had completed 15-and-a-half years to appear for Class XI examination and those who had crossed 16-and-a-half years to write Class XII examinations. The decision was taken to avoid unnecessary pressure on younger children.

‘Circumstances of case’

“The petitioner might be a bright student but the totality of circumstances will have to be taken into account for the purpose of allowing the student to take up the examination. In this case, the shortage of nine days cannot be waived... Students who face pressure not only from schools, but also from parents, will have to be safeguarded,” the judge observed.

In her affidavit, the petitioner had claimed to have completed her Class X through regular schooling and scored 461 out of 500 marks in the public examinations held in March 2017.

Accident fallout: Railways says EMUs will be detained till tracks get cleared

Stung by the tragic accident that left four passengers dead and a few others critically injured, the Southern Railway on Wednesday suspended suburban train operations on express lines.

There are two exclusive lines for operating Electrical Multiple Units (EMUs) or suburban trains between Chennai Beach and Tambaram railway stations. In times of exigency such as power failure, EMUs are operated on express lines. The train that met with the accident at St. Thomas Mount railway station on Tuesday had been diverted to an express line after a power failure on the suburban line.

“The express lines on which long-distance trains are operated, pass through stations that have a concrete fencing. In the incident on Tuesday, the victims carrying heavy bags on their shoulders and hanging out from footboards hit the concrete fence. We have now decided not to operate suburban trains on express lines to prevent recurrence of such incidents,” a senior railway official said.

In the event of power failure, obstruction on tracks and run-over cases, suburban trains will be detained till the tracks get cleared for traffic.

The operation of suburban trains between Tambaram and Chengalpet would continue on express lines since there is no exclusive suburban corridor on that stretch.

The official said that more than half of Chennai’s population lives in the suburbs and at least 12 lakh people use suburban trains daily. The Chennai Beach-Tambaram-Chengalpet section sees the heaviest use.

"The stretch between Tambaram and Chengalpet has witnessed enormous growth. While there is heavy demand for increasing the frequency of suburban trains, we are unable to operate more EMUs since they would affect the operation of regular trains. Creating an exclusive two-line corridor for suburban trains between Tambaram and Chengalpet is the only option,” he also said.

Infrastructure constraint

The infrastructure constraint has resulted in the frequency of trains between the two stations dropping to once every 20 minutes during rush hour and once every 40 minutes during non-peak hours. Though the Ministry of Railways has cleared construction of a third line between Tambaram and Chengalpet, it will not serve any purpose unless a fourth line is also in place.

The cost of laying a fourth line would be around Rs. 500 crore. If the Tamil Nadu Government came forward to share the cost with the Railways, the project could be completed in two years. Once the two exclusive lines for suburban trains get commissioned, EMUs originating from Chennai Beach would be operated up to Chengalpet and vice versa.

“This will not only eliminate the issue of overcrowding but make operation of suburban trains safe and effective...we will leave no stone unturned to ensure that the trust is never let down,” the official said.

Arrest based on misinformation, unjustifiable, says a parent

The Peerkankaranai police arrested the managing trustee and the correspondent of Srimathi Sundaravalli Memorial School, K. Santhanam, and four other trustees Selvakumar, 45, Karthikeyan, 53, Raghavan, 69, and Ranganathan, 23, on charges of demanding additional caution deposit of Rs. 2 lakh per child from April 2019.

This led to protests by a section parents at their schools in Alapakkam and Chromepet, who staged a demonstration in front of the police station and school campuses. He was charged under section 9 (i) of the Tamil Nadu Schools (Regulation of Collection of Fee) Act 2009 and sections 147, 294-B, 341, 342, 353, 384, 504, 506 (1), 507 of Indian Penal Code.

On Wednesday morning, several parents gathered in front of the schools supporting the management. One of the parents said the school had provided children quality education for more than three decades. It was unjustifiable to arrest a septuagenerian on the basis of some misinformation spread by a section of parents.

She said the management had withdrawn all three circulars issued earlier and agreed to negotiate with the parents who cannot afford to pay the additional amount. In the circular issued on Monday, the school management justified its stand in demanding ‘refundable caution deposit.’

“This announcement created a sense of insecurity in the minds of the parents, who form more than 80 per cent,” a parent of two children from Chromepet said.

The news of the arrest led to the announcement by the school management that the schools would be closed indefinitely, but the circular was withdrawn at the intervention of officials from School Education Department.

Questions how a defence helicopter was put to personal use

Following Deputy Chief Minister O. Panneerselvam’s revelation that a military air ambulance was used to airlift his brother from a hospital in Madurai, the Leader of the Opposition and DMK’s working president M.K. Stalin has demanded the resignation of Mr. Panneerselvam and Union Home Minister Nirmala Sitharaman.

“It is a mystery how a defence helicopter was sent for an individual’s personal requirement. In my opinion, Mr. Panneerselvam, who misused the defence aircraft, and Ms. Sitharaman who sent it, should both resign,” he told reporters when asked about the Deputy Chief Minister’s statement that he was in New Delhi to thank the Minister for her help.

Pointing out that the High Court had already been informed about the DVAC’s decision to conduct a preliminary enquiry against Mr. Panneerselvam, Mr. Stalin said that Chief Minister Edappadi K. Palaniswami would also face a similar situation.

“We have submitted a memorandum to the Governor listing the irregularities and corrupt practices committed by them in the last seven years. Our party’s organisation secretary R.S. Bharathi handed over a petition with similar charges to the DVAC and it was recorded in the court,” he said, adding that soon the both would be removed from power and sent to jail. “Their Cabinet colleagues also would not be spared,” he further said.

Asked what the DMK had planned to do if the Governor failed to act on its petition, Mr. Stalin said the party would move the court.

On whether the DMK would accept Congress leader Rahul Gandhi as the Prime Ministerial candidate, he said an answer for the question would be found during election time.

Why fish may soon lose their sense of smell

Just as humans rely on their sense of smell to detect suitable food and habitats, avoid danger, and find potential mates, so do fish — only instead of sniffing scent molecules floating through the air, they use their nostrils to sense chemicals suspended in water.

But fish will start losing their ability to detect different smells by the end of the century if atmospheric carbon dioxide levels keep rising, scientists warned in a recent study published in ‘Nature Climate Change’.

For fish, smell is “particularly important when visibility is not great,” said Cosima Porteus, from the University of Exeter and lead author of the study, which examined elevated carbon dioxide levels and their effects on olfactory sensitivity, gene expression and behaviour in European sea bass.

Porteus and her colleagues exposed juvenile sea bass to the amount of carbon dioxide that is predicted by the Intergovernmental Panel on Climate Change to be in seawater by 2100, which is more than double of today’s levels of carbon dioxide. When exposed to the elevated levels, the fish had to be about 42% closer to an odour source to detect it, the researchers found, making it harder for them to notice food or predators.

The fish began behaving differently as they didn’t swim as much.Although the study focused on sea bass, it is applicable to other fish, Porteus said, “because all fish use similar mechanisms to smell their surroundings.” NYT

Stillborn found in lavatory of AirAsia flight

In a shocking incident, a fetus was found in the lavatory of an AirAsia flight, which landed at Delhi’s IGI airport from Imphal on Wednesday. It was the cabin crew which came across the fetus while preparing to land. A medical examination revealed that it was delivered on board. Officials say after 30 minutes of questioning, a 19-year-old sportswoman was identified and has been taken for further tests.

The flight had arrived in Delhi in the afternoon from Imphal via Guwahati. Police said they were alerted about the incident by the AirAsia flight manager and passengers were asked not to deboard until an investigation was carried out.

“After questioning, the 19-year-old admitted that she had delivered a premature baby. We will be conducting a postmortem soon. No case has been registered yet and we will carry out further inquiries,” said Sanjay Bhatia, DCP (IGI).

The chairman of the Assam Tourism Development Corporation (ATDC), Jayanta Malla Baruah, who also travelled in the flight that departed Guwahati around 12.50pm told TOI that none of the passengers was allowed to leave the flight as the crew members first intimated the passengers about the incident.

“Though male passengers were allowed to leave the flight after about 40 minutes from the time of landing, the women were confined inside the aircraft for an inquiry. The crew members told them that it will be possible for allowing the female passengers to leave the aircraft only after the police inquiry was conducted in the presence of doctors,” said Baruah.

“The matter has been reported to the DGCA and the airline’s staff are attending to other guests and cooperating with the Delhi police. We will be assisting in the investigation and cooperating with all agencies concerned. AirAsia India would like to apologize to all guests experiencing disruptions in their flight schedule,” an AirAsia spokesman said.

Law graduate wins his own case; to be enrolled as advocate

A law graduate from Tirunelveli won his first case, incidentally to enrol as an advocate with the Bar council of Tamil Nadu and Puducherry, which had stalled his enrolment for more than two years after him completing a law degree.

Muthuvijayan had passed Class X through regular schooling in 2003 and then completed Class XII privately in 2008 after which he pursued a bachelor of law degree from the Government Law College, Tirunelveli.

His enrolment to the bar was stalled as Muthuvijayan finishing Class XII privately did not concur with bar council rules. Several petitions in this regard were pending before the Madras high court and two days ago, a full bench ruled that there is no bar on law graduates who had cleared their Class X and Class XII exams as private candidates to be enrolled as advocates.

In this particular case, which came before the first bench of justice C T Selvam and justice A M Basheer Ahmed, the bench directed the bar council to enrol the petitioner as an advocate. The bench also cited its observation it made when it ordered 196 grace marks to be awarded to Tamil medium students who took NEET examinations this year.

“We have tens of thousands of children, having to support a mother, siblings, ailing parents and elders and sometimes a deserving father, by eking out a living by earning that extra rupee which keeps the home fire burning and yet in real earnest pursue private study simply because they want to be educated. They want to lift themselves out of the squalor their lives are. Why are such children being deprived? Is it because they do not put in ‘n’ number of fixed hours of study?” the bench said in its order.

HC won’t stop TN from running buses without conductors

The Madras high court on Wednesday dismissed the plea moved by the CITU challenging the decision of the state government to operate conductor-less buses.

Justice S M Subramanian passed the order noting that he did not find any serious infirmity, warranting interference of the court under the writ jurisdiction.

According to the petitioner, the Tamil Nadu Motor Vehicles Rules make it mandatory for posting and presence of a conductor in a stage carriage, in addition to the driver. Conductors should be employed to ensure the safe operation of the buses, safety of the passengers and public and to avoid any accident and ensure free, safe, alert and attentive driving work of the driver, without any disturbance or distraction and without any additional burden, other than his driving work, the petitioner said.

Refusing to accept the submissions, the judge said: “A conjoined reading of the provisions of the Rules, the vision set out in the Motor Vehicles Act, reveals that there is no prohibition in appointing a driver-cum-conductor in certain specified circumstances.”

In view of the developing technology and the needs of the nation, the facilities to be provided for the public at large are certainly to be improved and efficient transport facilities are imminent. Providing such advanced facilities for the welfare and convenience of the passengers at large, in the field of transport is certainly a constitutional perspective, he added.

Convict to make jail return two months after amnesty

A prisoner, who was released under the state government’s premature release scheme, is set to return to Puzhal Central Prison, barely two months after his release. He was beaten up and admitted to hospital with fracture and contusions.

The family of S Venkatesan, 41, alleged that police foisted a case on him and detained him to meet their monthly targets. The government had released him along with 65 other inmates of Puzhal Central Prison on June 6. Venkatesan has now been remanded and will be lodged in prison after his discharge from hospital.

Venkatesan, father of two, was beaten up while he was in police custody, alleged his relatives. He suffered fracture and contusions and has been admitted to the convicts’ ward at Stanley Medical College Hospital.

Police booked Venkatesan on July 19 under Sections 341 (punishment for wrongful restraint), 294 (b) (using obscene words), 323 (punishment for voluntarily causing hurt), 392 (punishment for robbery), 397 (robbery or dacoity with attempt to cause death or grievous hurt) and 506 (2) (criminal intimidation) of the IPC.

Dubbing the arrest of the released prisoner as an act of “police excess”, an official in the correction administration dismissed the charges against Venkatesan.

“He has been released based on his good conduct during his incarceration for 12 years in a murder case. Venkatesan is a soft-spoken person and not likely to indulge in criminal activities like extortion,” said the officer, seeking anonymity. Inspector of police at the Mylapore station Kannan is the investigating officer (IO).

After his release, the convict was summoned to appear before the inspector on various occasions. Venkatesan’s wife said a policeman knocked at their door at 5.15am on July 19.

The policeman took Venkatesan to the station, stating that the inspector wanted to see him. She came to know about his arrest only through friends.

“When I went to see him in the hospital, his hand was heavily bandaged right up to his elbow. Police did not allow me to talk to him,” said Anitha. They have a daughter and a son. The investigating officer was not available for comment.

Mylapore deputy commissioner of police Saravanan, when contacted, said Venkatesan, along with another convict, S Saravanan alias Kava Saravanan, 38, released on bail by the Supreme Court a few days before Venkatesan’s release, had accosted several people at Teynampet and neighbouring areas and extorted money. They started extortion soon after their release. “They extorted money from one of the friends of a senior police officer. Based on information from the locals and repeated complaints, we booked and arrested them,” he said.

“We are planning to write to higher authorities to cancel Venkatesan’s premature release. To counter this, family members are cooking up such stories,” he said.



18 prisoners freed to mark MGR anniv

At least 18 life convicts were released on Wednesday under the state government’s premature release scheme to mark the birth centenary of former chief minister M G Ramachandran.

While 10 prisoners were released from Puzhal prison, seven were released from the Vellore central prison for men and one from the central prison in Madurai.

So far, the government had released over 300 prisoners from nine central prisons for men and four special prisons for women. Of them, more than 70% of the prisoners were from the central prison in Puzhal. They were released since June 6 this year in a phased manner.

Prison department officials said 1,100 more prisoners would be released. TNN

Nurses’ salary raised from ₹7,700 to ₹14K per month

Nearly nine months after more than 3,000 contract nurses struck work demanding higher pay scale, the state on Tuesday cleared the decks to nearly double their salary from a consolidated pay of ₹7,700 per month to a take-home salary of ₹14,000 per month.

Health minister C Vijayabaskar said salary revision was cleared by chief minister Edappadi Palaniswami and the payment will be with effect from April 2018.

“In addition to take-home pay, nurses will get benefits such as ESIC. They will also get a yearly hike of ₹500,” he said. The hike will benefit more than 12,000 nurses, he said.

In 2017, more than 3,000 government nurses struck work and gathered at the office of the directorate of medical and rural health services demanding better salary, working hours and permanent employment. Services at several government hospitals were affected for nearly a week.

Until 2015, the state hired nurses with a diploma in nursing from government hospitals on contract before being moved into regular government employment. In 2015, for the first time, the Tamil Nadu Medical Services Recruitment Board conducted a competitive exam to recruit nurses. The exam was open to nurses trained in private colleges and hospitals.

The state had appointed more than 11,000 nurses, mostly nursing graduates, on a contract basis through the recruitment board under the National Health Mission programme for a consolidated pay. Senior officials in the health department made a formal request for immediate pay hike, but said these nurses will be eligible for permanent employment only after two years of service. “They will be absorbed on the basis of seniority whenever vacancy arises,” a senior official said.

The 175-year-old Government Maternity Hospital in Egmore will soon offer comprehensive women healthcare facilities, including cancer screening, and offer high-end fertility treatment such as IVF, health minister C Vijayabaskar said on Wednesday.

The small hospital, built on the banks of the Cooum near Egmore Railway Station in 1844 for English women, moved to a building shaped like a woman’s pelvis on Pantheon Road. It is now known as Government Hospital for Women and Children.

The hospital has rehistered a rise in cases of infertility. “While some women who can afford treatment at private hospitals spend nearly ₹1 lakh for one attempt, many other couples can’t afford it. We have asked for high-end facilities, including equipment to bank eggs, sperms and oocytes,” said superintendent Dr Shanthi Gunasingh, also director, Institute of Obstetrics and Gynaecology, who was elated when the health department agreed to consider the hospital’s demands.

The hospital, which started a teaching centre with postgraduate and diploma courses in 1930 under Madras Medical College, counts renowned doctors among its alumni.

“I am proud to have studied here,” said senior oncologist Dr V Shanta, who heads the Cancer Institute in Adyar. “My role model, Dr Muthulakshmi Reddy, is also from here. I am happy now that her dreams are coming true,” she added, insisting on the need for states to intensify cancer screening. The hospital also honoured assistant professor of biochemistry Dr Chelladurai and assistant professors of obstetrics-gynaecology Dr Rekha and Dr Tirupurasundari, all of who were born in the hospital.

With nearly 25,000 deliveries, the hospital serves as a referral and tertiary care centre. “More than 60% of deliveries in the state are in government hospitals. Tamil Nadu has to kept out-of-pocket expenditure lowest in the government sector across the country,” said health secretary J Radhakrishnan.

In 2018, the state recorded a maternal mortality ratio of 62, the biggest drop since 2004-06, and retained its position at third lowest in the country.

Engg counselling: Computer science top choice on day 1

Computer science and core engineering courses like electronics and communication and mechanical engineering continue to remain top choices of candidates who attended the dayone of the counselling to fill seats in engineering colleges affiliated to Anna University.

Most of them, including those from Trichy and Madurai, opted for colleges in and around Chennai, particularly College of Engineering, Guindy, Alagappa College of Technology and Madras Institute of Technology, Chrompet.

Unlike the previous years, this year the entire counselling process was conducted online. Candidates need not travel to Chennai. They can submit their choices at 42 Tamil Nadu Engineering Admissions (TNEA) facilitation centres (TFCs) set up across the state.

A total of 10,000 candidates with a cutoff score of 190 or above were invited for the first round counselling which will end on Friday. Coordinators were appointed at TFCs to assist candidates. As there is no cap on number of choices, many gave 10-15 options on average.

Provisions were made in the portal to make corrections till Friday. A day later, tentative allotment orders will be sent to candidates which they can accept or reject. If vacancy arises, next person on the rank list is allotted that seat within 24 hours. This indicates that the final list of seats allocated in the first round will be out only on the sixth day and candidates will have to wait till then.

“Most core companies kept away from campus placements even in top engineering colleges and it was only IT that came to the rescue. Even those belonging to core engineering streams got placed in software firms,” said Thanigai Rajan, a student from Trichy who opted for computer science.

While the students can take part in counselling from the comforts of their homes, many prefer the facilitation centres as this is the first time since admissions have gone online, said A Gnanavel Babu, Anna University representative at a facilitation centre in Madurai.

55-year-old man arrested for raping daughter over 6 years

Police on Wednesday arrested a 55-year-old coolie for allegedly sexually assaulting his daughter, now 22, for the past six years. The woman revealed the trauma to a colleague after she recently visited a private hospital for an abortion. Later, she approached police.

Police said the woman has eight siblings. Her ailing mother is mentally ill and her father is the sole breadwinner of the family.

Recently, the woman got a job at a private firm. There she confided her plight to her colleague and later lodged a police complaint.

Her ordeal started in Pune where her father had moved to work as a housekeeper six years ago. According to the woman’s complaint, on the first occasion, after sexually assaulting her while drunk he pleaded guilty and asked her not to reveal it to anyone. As the woman stayed silent, her father continued to abuse her.

He would take her to private hospitals for abortion and also give her contraceptive pills. Five years ago, they came to a village near Sriperumbudur and settled.

The woman told police she kept it a secret for so long as she feared her father might also harass her sisters. Police have registered a case. They arrested the man and a court sent him to prison.
