CUTTACK: Customary gifts and presents given to the bride or groom during marriage cannot be considered as dowry, Orissa High Court ruled.In a significant judgment, a single judge bench of Justice SK Sahoo observed that the presents given at the time of marriage either to the bride or groom do not come within the definition of dowry as per the Dowry Prohibition Act.

The court further observed that it is the duty of the police officer investigating cases relating to matrimonial disputes involving dowry demands, torture etc, to collect evidence as to which of the articles are gifts and presents received during marriage.

It is an usual practice while giving statement before police to attribute every article received by the groom side as dowry. A careful approach at the time of investigation is very much necessary not only in the interest of the prosecution but also for a fair trial of the accused and to arrive at the truth, the bench added.
The High Court’s observation came while considering a bail application filed by one Firoz Mahammad of Jagatpur in Cuttack who was in custody for alleged dowry death case of his wife.

The court also forwarded a copy of the order to Odisha DGP to instruct the IICs and OICs of all police stations of the State to keep in mind the observations during investigation of the dowry related cases.

CHENNAI:A writ plea to alter the date of birth (DoB) of a Plus Two student in school documents has been rejected by the Madras High Court.If the plea is granted, then the entire qualification acquired by the student would vanish, as she would have had no locus-standi to enter Standard I based on the date of birth as July 17, 1997, Justice S Vaidyanathan said.

The judge was dismissing a writ petition from S Indhumathi praying for a directive to the authorities concerned to alter her DoB.It may be true that the petitioner was born on July 17, 1997, but for the purpose of entry into the school, her parents would have given that DoB. If the actual DoB is taken into account, then the entire qualification obtained by the petitioner will have to go, as she could not have been admitted in Standard I based on the DoB, namely July 17, the judge pointed out. To admit the petitioner into school, the DoB had been corrected as May 17, 1997 and the same continued till her completing Standard XII. The student could not say later that because her parents had given a wrong DoB and that it needs to be altered and that for the fault of her parents she should not be affected.

If such a contention is to be accepted and the DoB changed, her entire qualification itself would vanish, as she would lose the locus-standi to enter Standard I based on the DoB as July 17, the judge said.

“In view of the above, this court cannot decide the issue even based on sympathy. If such contentions are accepted, then it will give a premium for everyone to knock at the doors of the court to alter DoB,” the judge added and dismissed the plea.

CHENNAI:Holding that students cannot ask for migration from one college to another midway of studies as a matter of right on grounds other than the ones stipulated, the Madras High Court has rejected a plea from a student to do so.

A Nisshanthi moved the High Court to quash an order dated November 22, 2017 of the Dental Council of India (DCI) refusing permission to her to migrate from Mahe Institute of Dental Science, Mahe to Sri Venkateswara Dental College in Puducherry, as highly illegal and consequentially direct the council to grant permission to her for migration for the BDS-II year.

The rejection order stated that migration is permitted from a recognised dental college to another which is also recognised by DCI in the beginning of the second year BDS course only on compassionate grounds i.e. death of supporting guardian or disturbed conditions as declared by government in the college area, as per DCI norms.

Petitioner submitted that her mother was unwell and hence, her request ought to have been considered. The college where she was studying and the one were she sought admission had expressed their willingness. Moreover, there are 14 vacancies in Sri Venkateswara college and hence there cannot be any hurdle on the part of DCI to permit the migration, she said.

The judge noted that what is provided in clauses 1 to 5 with regard to migration is the procedure(s) to be followed. But with regard to the migration on compassionate grounds, the petitioner lacked the prescribed criteria. If the petitioner has not fulfilled any other conditions and if her contention is accepted that her mother is unwell, the other students may also knock at the doors of DCI after getting the no objection certificates from the college where they studied to the college they want to join, thereby creating disturbance to the functioning of the colleges and it would be a wrong signal.

As long as the BDS Course Regulations published in the gazette dated September 10, 2017, which were approved by the Centre under the Dentists Act, which are more or less similar to DCI regulations, the petitioner cannot, as a matter of right, seek for migration, the judge said.

Says FIR has only implicated the names of donors and recipients

The Madras High Court has directed the Principal Secretary (Health and Family Welfare Department) and the Directorate of Medical and Rural Health Services to renew M.R. Hospital’s licence to perform renal transplant within four weeks from the date of receipt of a copy of the order.

The hospital, following the suspension of its licence to perform renal transplantation on January 27, 2014, filed a writ petition seeking quashing of the order passed by the Directorate of Medical Services. It filed another writ petition seeking a direction to the State Appropriate Authority to process the renewal application for a period of five years.

Two of its patients, N. Chandra (recipient) and donor J. Saraswathi, and B. Jeyamani (recipient) and donor M. Devi, produced relevant documents stating that they were second degree relative donors. Since their documents were duly signed and attested by one of the relevant authorities, a notary public, the hospital forwarded it for clearance after conducting various tests and examination of medical fitness.

In its order dated July 25, the court observed that the FIR implicated only the names of the donors and recipients under Sections 420, 465, 468 and 471 of the IPC and the name of the petitioner hospital had not been shown.

ராமநாதபுரத்தில் தனது உறவுக்கார பெண்ணின் செல்போனில் ரகசிய செயலியை பதிவேற்றி அதன் மூலம் உறவுப்பெண்ணை கண்காணித்த இளைஞர் அதை வைத்து மிரட்டும்போது போலீஸிடம் சிக்கி கம்பி எண்ணுகிறார்.

ராமநாதபுரம் மாவட்டம் பனைக்குளம் அருகேயுள்ள தாமரை ஊரணியைச் சேர்ந்தவர் தினேஷ்குமார்(30). எம்.சி.ஏ. பட்டதாரி. கம்ப்யூட்டரின், செல்போன்களின் தற்போதைய நிலைத்தகவல்கள் அத்தனையும் அத்துப்படி.

இவர் சமீபத்தில் ஒரு நிகழ்ச்சியில் தனது சகோதரி முறையுள்ள உறவுப்பெண்ணை சந்தித்துள்ளார். அவரது கணவர் வெளிநாட்டில் பணியாற்றுகிறார். மனைவிக்கு புது ஆன்டராய்டு போனை அனுப்பியுள்ளார். அதை எப்படி இயக்குவது என்பது தெரியாததால் தினேஷ்குமாரை பார்த்தவுடன் சகோதரன் என்ற எண்ணத்தில் இந்தா புதுப்போன் வந்துள்ளது, அதில் வாட்ஸ் அப், பேஸ் புக் போன்ற முக்கியமான ஆப்ஸ் எல்லாம் ஏற்றிக்கொடு என்று கூறி போனை கொடுத்துள்ளார்.

போனை வாங்கிய தினேஷ்குமார் அதில் மற்ற ஆப்ஸ்களை ஏற்றும்போதே நைசாக செல்போனை கண்காணிக்கும் ஒரு செயலியையும் ஏற்றியுள்ளார். இதை அறியாத அவரது உறவுக்கார பெண் தனது போனை பயன்படுத்தியுள்ளார். ஆனால் தினேஷ்குமார் அந்த செயலி மூலம் அவரது உறவுப்பெண்ணின் அனைத்து நடவடிக்கைகளையும் ரெக்கார்ட் செய்துள்ளார்.

அவரது கணவருடன் பேசுவது, அவரது அந்தரங்க புகைப்படம், அவரது கணவருக்கு அனுப்பிய வீடியோக்கள் அனைத்தையும் தனது லேப்டாப்பில் ஏற்றிவிட்டு அதை வைத்து அந்த பெண்ணை வேறொரு நபர் போல் மிரட்டியுள்ளார். உனது அந்தரங்க புகைப்படங்கள் வீடியோக்கள் என்னிடம் உள்ளது என்று சில புகைப்படங்களை அனுப்பி தனக்கு இணங்கும்படி மிரட்டியுள்ளார்.

இதனால் மன உளைச்சல் அடைந்த அப்பெண் இதுகுறித்து தனது உறவினர்களிடம் கூற அவர்கள் கூறியபடி நடப்பதுபோல் நடிக்க சொல்லி அலோசனை கூறியுள்ளனர்.அவரும் அதே போல் நடக்க ஒரு குறிப்பிட்ட இடத்துக்கு தினேஷ் வரச்சொல்ல அங்கு அந்தப்பெண் போக பின்னாடியே ரக்சியமாக உறவினர்களும் செல்ல குறிப்பிட்ட இடத்துக்கு வரச்சொல்லிய நபரை சந்தித்த அவர்களுக்கு அதிர்ச்சி ஏற்பட்டுள்ளது.

அடப்பாவி அக்கா முறைவேண்டும், உன் புத்தி ஏன் இப்படி போக வேண்டும் என்று அடித்து தேவிபட்டினம் போலீஸில் ஒப்படைத்துள்ளனர். போலீஸார் தினேஷ்குமாரைப் பிடித்து தீவிரமாக விசாரித்தபோது அவர் திடுக்கிடும் பல தகவல்களை கூறியுள்ளார்.

தினேஷ்குமார் இதுபோன்று செல்போன் செயலிகளை பற்றி தெரிந்துக்கொண்டு அதை தனக்கு தெரிந்த பெண்கள் செல்போனில் அவர்களுக்கு தெரியாமல் ஏற்றிவிடுவார், பின்னர் அவர்களது அத்தனை புகைப்படங்கள், வீடியோக்களை அவரது லாப்டாப்பில் சேகரிப்பார். பின்னர் அவர்களை மிரட்டுவார், தனது ஆசைக்கு பயன்படுத்திக் கொள்வார்.

ஒரு கட்டத்தில் தான் செய்வது தவறு என்ற மனநிலையையும் கடந்து தனது உறவுப் பெண்களிடம் கூட அதே மனநிலையில் பார்க்க ஆரம்பித்துள்ளார். அவர்களையும் மிரட்டி தனது ஆசைக்கு இணங்க வைத்துள்ளார். அவர் வீட்டில் லேப்டாப்கள், செல்போன்கள் உள்ளிட்டவற்றை கைப்பற்றினர்.

தன்னுடைய மிரட்டலுக்கு இணங்காத பெண்களின் வீடியோக்களை ஆன்லைன் மூலம் வெளிநாடுகளில் உள்ள ஆபாச இணையதளங்களுக்கு விற்பனை செய்யும் வேலையையும் செய்துள்ளார்.

தினேஷ்குமாரிடம் அதிகம் இருந்தது உறவினர்கள் தெரிந்த பெண்களின் காட்சிகள், அவர்களது அந்தரங்க உரையாடல்களே இருந்துள்ளது. இது ஒருவகை மன நோய் இவ்வித நோயினால் பாதிக்கப்பட்டவர்கள், அதிகம் கணிணி பயன்படுத்துபவர்களாக இருந்தால் அதில் வரும் ஆபாச பக்கங்களுக்கு இரையாகி அதேபோன்ற மன நிலையில் இருப்பார்கள். இவர்களுக்கு வித்யாசம் தெரியாது என்பதுபோல் அனைத்து பெண்களையும் நெருங்கிய உறவுப்பெண்களையும் தவறான கண்ணோட்டத்துடன் பார்ப்பார்கள்.

இது எவ்வகையான மன நோய், பெண்கள் இதிலிருந்து பாதுகாப்பாக இருக்க என்ன செய்யவேண்டும், எப்படி இப்படிப்பட்ட நபர்களை கண்டறிவது என்பது குறித்த மனநல மருத்துவரின் குறிப்பை அடுத்த பதிவில் பார்ப்போம்.

கோவை கணபதி மாநகரைச் சேர்ந்த ஜெகநாதன்(48), பீளமேடு பாலரங்கநாதபுரம் ஜீவா வீதியில் தர்ஷனா என்ற பெயரில் மகளிர் தங்கும் விடுதி நடத்தி வந்தார். இங்கு பீளமேடு பகுதியைத் சேர்ந்த புனிதா (32) வார்டனாகப் பணியாற்றினார்.

இந்த விடுதியில் 150-க்கும் மேற்பட்டோர் தங்கி இருந்தனர். கடந்த மாதம் ஜெகநாதனுக்குப் பிறந்த நாள் என்று கூறி, விடுதியில் இருந்த 5 மாணவிகளை, நட்சத்திர ஹோட்டலுக்கு வார்டன் புனிதா அழைத்துச் சென்றுள்ளார்.

அங்கு மது அருந்துமாறும், வாட்ஸ்-அப் மூலம் ஜெகநாதனிடம் பேசுமாறும் அந்த மாணவிகளை புனிதா வற்புறுத்தியதாகக் கூறப்படுகிறது. வாட்ஸ்-அப் மூலம் ஜாலி

அவ்வப்போது, ஆங்காங்கே நாம் கண்கூடாக பார்த்து வரும் ஒரு சமூகப் பிரச்சினைக்கு சுமுகமான தீர்வு காண முயன்றுள்ளது அசாம் மாநிலம். இதற்காக ஒரு சட்டம் இயற்றி இருக்கிறது.

முதியவர்கள் முன் இருக்கும் மிகப் பெரிய பிரச்சினையே, ‘சம்பாத்தியம்' இல்லை. தான் சம்பாதித்ததை எல்லாம், பிள்ளைகளின் படிப்பு, ஆரோக்கியம், நல்வாழ்வுக்காகச் செலவு செய்து விட்டு, முதிய வயதில், வருமானத்துக்கு வழியின்றி, தமது அடிப்படைத் தேவைகளுக்குக் கூட பிள்ளைகளை சார்ந்து வாழ வேண்டிய கட்டாயத்தில் உள்ள பெற்றோர்கள் ஏராளம்.

பிள்ளைகளும் ஆதரிக்காதபோது, தள்ளாத வயதில் ஒரு வேளை சாப்பாட்டுக்கும் மருத்துவ செலவுக்கும் என்னதான் செய்வார்கள்? யாரிடம் போய்க் கேட்பது? இந்தச் சிக்கலுக்கு விடை காணும் முயற்சிதான் அசாம் அரசின் ‘பிரணாம்' சட்டம். இரு கரம் கூப்பி, சற்றே குனிந்து, பெரியவர்களுக்கு ‘வணக்கம்' சொல்கிறோம் அல்லவா...? இதுதான் வட மொழியில், ‘பிரணாம்' எனப்படுகிறது. வரும் அக்டோபர் 2-ம் தேதி, மகாத்மா காந்தி பிறந்த நாள் முதல், இச்சட்டம் அமலுக்கு வருகிறது.

மாநில அரசு ஊழியர்களை மட்டுமே கட்டுப்படுத்தும் இந்தச் சட்டம் நாளடைவில், பொதுத்துறை மற்றும் தனியார் துறை ஊழியர்களுக்கும் விரிவுபடுத்தப்படும். ஓய்வூதியம் அல்லது வருமானம் இல்லாத பெற்றோர், தம் பிள்ளை பணிபுரியும் துறையின் உள்ளூர் தலைமை அதிகாரி முன்பு கோரிக்கை வைக்க இந்தச் சட்டம் வழி வகுக்கிறது.

அவர், இரு பக்க நியாயங்களையும் கேட்டறிந்து, இறுதி முடிவு எடுப்பார். பெற்றோரின் கோரிக்கை நியாயமானதாக இருப்பின், பிள்ளைகளின் மாத சம்பளத்தில், 10 முதல் 15 சதவீதத் தொகை பிடித்தம் செய்யப்பட்டு, பெற்றோரின் வங்கிக் கணக்கில் வரவு வைக்கப்படும்.

நாட்டிலேயே முதன் முறையாக அசாம் மாநிலத்தில்தான் இது அறிமுகம் ஆகிறது. இந்த நோக்கத்துக்காக, ‘பிரணாம் ஆணையம்' அமைக்கப்படும். கூடுதல் முதன்மைச் செயலாளர்நிலையில் உள்ள ஒருவர், முதன்மை ஆணையராக நியமிக்கப்படுவார். இவருடன் சமூக சேவகர்கள் (அ) ஆணையர் நிலையில் ஓய்வுபெற்ற அதிகாரிகள் இரண்டு பேரும், ஆணையர்களாக நியமிக்கப்படுவார்கள். இந்த ஆணையம், ஒரு ‘குவாஸி’ நீதிமன்றம் போன்றது. அதாவது, நீதிமன்ற அதிகாரங்களுடன், முழுவதும் தன்னிச்சையாக செயல்படும் நிர்வாக அமைப்பு.

பிள்ளைகள் பணிபுரியும் அலுவலகத்தில், சம்பளம் வழங்கும் அலுவலரிடம் மனு கொடுத்தால் போதுமானது. ஒரு மாதத்துக்குள் அவர் முடிவு எடுக்க வேண்டும். தவறினால், அல்லது சரியான நிவாரணம் கிடைக்கவில்லை என்று கருதினால், அந்தத் துறையின் இயக்குநரிடம் முறையிடலாம். இதன் மீது அவர், 2 மாதங்களுக்குள் முடிவெடுக்க வேண்டும்.

இங்கும் நியாயம் கிடைக்கவில்லை என்றால், ‘பிரணாம்' ஆணையத்திடம் மேல்முறையீடு செய்யலாம். மூன்று மாதங்களுக்குள் ஆணையம், இறுதி முடிவை எடுத்தாக வேண்டும். இந்தச் சட்டத்தின் மூலம், சுமார் 4 லட்சம் பேர் (பெற்றோர்) உடனடியாக பலன் பெறுவார்கள் என்று எதிர்பார்க்கப்படுகிறது.

இந்தத் திட்டம் (சட்டம்) காரணமாக, அரசுக்கு கூடுதல் நிதிச் சுமை எதுவும் இல்லை. சமூக நலத் திட்டங்களை வடிவமைப்போர் இதுபோலதான் சிந்திக்க வேண்டும். தனி நபர்கள் ஆற்ற வேண்டிய கடமைக்கு அவர்களையே பொறுப்பாக்குவதுதான் ஆரோக்கியமான வழிமுறை. இதை தமிழக அரசும் ஏன் இதனைப் பின்பற்றக் கூடாது? என்ற கேள்வி நம் மனதில் எழுகிறது. மிக அதிக எண்ணிக்கையில் அரசு ஊழியர்களைக் கொண்ட மாநிலம் தமிழகம். அதேபோல, பிள்ளைகளால் கைவிடப்படும் முதியோரின் எண்ணிக்கையும் மிகுந்துள்ள மாநிலம்.

சென்னை அண்ணா பல்கலைக்கழக விடைத்தாள் மறுமதிப்பீட்டில் நடந்த முறைகேட்டை விசாரிக்கும் லஞ்ச ஒழிப்புத் துறையினரின் விசாரணையில் பல உண்மைகள் வெளிச்சத்துக்கு வந்துள்ளன.

சென்னை அண்ணா பல்கலைக் கழகத்தின் சார்பில் கடந்த 2017 ஏப்ரல், மே மாதங்களில் பருவத் தேர்வில், 3.02 லட்சம் பேர் விடைத்தாள் மறுமதிப்பீட்டுக்கு விண்ணப்பித்தனர். இவர்களில் 73,733 மாணவர்கள் தேர்ச்சி பெற்றனர். 16,636 பேருக்கு கூடுதல் மதிப்பெண் கிடைத்திருந்தது.

பாதிக்கப்பட்ட மாணவர்கள் புகார்: இந்நிலையில் மறுமதிப்பீடு தொடர்பாக அண்ணா பல்கலைக் கழக நிர்வாகத்துக்கு ஏராளமான புகார்கள் வரத் தொடங்கின.

அதிக மதிப்பெண் பெற தகுதியிருந்தும், குறைந்த மதிப்பெண்கள் வழங்கப்பட்டுள்ளதாகவும், தகுதி இல்லாத மாணவர்கள், அதிக மதிப்பெண் பெற்றிருப்பது குறித்தும் பாதிக்கப்பட்ட மாணவர்கள் தரப்பில் இருந்து இப்புகார்கள் வந்தவண்ணம் இருந்தன.

இதனடிப்படையில், லஞ்ச ஒழிப்புப் பிரிவு போலீஸார், மறுமதிப்பீட்டில், பாதிக்கப்பட்ட மாணவர்களின் விடைத் தாள்களை மீண்டும் ஆய்வுக்குட்படுத்தினர். அதில் அதிக மதிப்பெண்கள் பெற தகுதி இருந்தும் குறைந்த மதிப்பெண்கள் வழங்கப்பட்டிருப்பது தெரியவந்தது.

இதில் முறைகேடு நடந்தது ஏனோ தனோவென்று இல்லாமல் மிகவும் திட்டமிட்டு நடத்தப்பட்டுள்ளது.

அதாவது ஒரு மாணவன் தேர்வில் 10 மதிப்பெண்கள்தான் எடுத்துள்ளான். அதனை 99 மதிப்பெண்களாக எப்படி மாற்ற முடியும். ஒரே சுற்றில் மாற்ற முடியாதல்லவா?

அண்ணா பல்கலைக்கழகத்தின் தேர்வு விதிகளில், மறு மதிப்பீட்டில் ஒரு விடைத்தாளுக்கு 15 மதிப்பெண்களுக்கு மேல் அதிக மதிப்பெண் வழங்கப்பட்டால் இரண்டாவது முறையாக மறுமதிப்பீடு செய்ய வேண்டும். இரண்டாவது முறையிலும் 15 மதிப்பெண்களுக்குக் கூடுதலாக மதிப்பெண்கள் வழங்கப்பட்டால், அது இரண்டிலும் எது அதிக மதிப்பெண்ணோ அதையே வழங்க வேண்டும் என்று உள்ளது.

அதன்படி, ஒரு 10 மதிப்பெண் எடுத்த மாணவனின் விடைத்தாள் மறு மதிப்பீட்டுக்குச் செல்லும் போது அதனை முதல் முறை மறுமதிப்பீடு செய்பவர் 50 மதிப்பெண் வழங்குவார். விதிப்படி இந்த விடைத்தாள் 2வது முறை மறு மதிப்பீட்டுக்குச் செல்ல வேண்டும். அதன்படி 2வது முறை மறுமதிப்பீடு செய்பவர் 99 மதிப்பெண்களை வழங்குவார். விதிப்படி அந்த விடைத்தாளுக்கு 99 மதிப்பெண்கள் கிடைக்கும். இந்த முறையில் மதிப்பெண் வழங்கப்படுவதால் யாராலும் அவ்வளவு எளிதில் முறைகேட்டைக் கண்டுபிடிக்க முடியாது என்று பல்கலையின் நெருங்கிய வட்டாரம் தெரிவிக்கிறது.

இதில் மிகவும் மோசமான விஷயம் என்னவென்றால், அந்த விடைத்தாளை முதல் முறை திருத்தியவர் (10 மதிப்பெண் அளித்தவர்), விடைத்தாள் திருத்தும் பணியில் இருந்து ஒதுக்கி வைக்கப்படுவார். எந்த குற்றமும் செய்யாத ஒருநபர், இந்த முறைகேட்டால் குற்றவாளியாக்கப்படுவார்.

அண்ணா பல்கலைக்கழகத்தில் விடைத்தாள் மறுமதிப்பீட்டில் அதிக மதிப்பெண் பெற்றவர்கள் குறித்த விவரம் சேகரிக்கப்பட்டு அவர்களில் முதல்கட்டமாக 100 பேரின் விடைத்தாள்கள் ஆய்வுக்குட்படுத்தப்பட்டன. அதில் தகுதியற்ற விடைகளுக்கும் அதிக மதிப்பெண் வழங்கப்பட்டிருப்பது தெரியவந்தது.

10 பேர் மீது வழக்கு: அதைத் தொடர்ந்து, லஞ்ச ஒழிப்புப் பிரிவு போலீஸார், முறைகேடு நடைபெறும்போது அண்ணா பல்கலைக் கழக தேர்வு கட்டுப்பாட்டு அலுவலராக இருந்த ஜி.வி.உமா, மண்டல ஒருங்கிணைப்பாளர்களாக இருந்த பேராசிரியர் பி.விஜயகுமார், உதவிப் பேராசிரியர் ஆர்.சிவக்குமார் உள்பட 10 பேர் மீது 8 சட்டப் பிரிவுகளின் கீழ் வழக்குப் பதிவு செய்தனர்.

அவர்களிடம் நடத்தப்பட்ட விசாரணையில், மறுமதிப்பீட்டுக்கு விண்ணப்பித்த மாணவர்களிடம் ஒரு விடைத்தாள் மதிப்பீட்டுக்கு ரூ.10 ஆயிரம் வீதம் லஞ்சமாக பெற்றுக் கொண்டு, கூடுதல் மதிப்பெண் வழங்கியிருப்பது தெரியவந்தது.

வீடுகள், அலுவலகங்களில் சோதனை: அதைத் தொடர்ந்து வழக்குத் தொடர்பான சோதனையில், அண்ணா பல்கலைக் கழகத்தில் உள்ள உமாவின் அறை, கோட்டூர்புரத்தில் உள்ள அவரது வீடு, உதவி பேராசிரியர்கள் விஜயகுமார், சிவகுமார் ஆகியோர் வீடுகளில் லஞ்ச ஒழிப்புத் துறையினர் புதன்கிழமை திடீர் சோதனை செய்தனர்.

இந்த சோதனையில் முறைகேடு தொடர்பான முக்கிய ஆவணங்கள் கைப்பற்றப்பட்டன. மேலும் உமா, வீட்டில் இருந்து சொத்து ஆவணங்களும் கைப்பற்றப்பட்டதாக லஞ்ச ஒழிப்புத் துறை போலீஸார் தெரிவித்தனர்.

தமிழகம் முழுவதும் உள்ள ரேஷன் கடை ஊழியர்கள், தங்களுக்கு சம வேலைக்கு சம ஊதியம் வழங்க கோரி நாளை வேலைநிறுத்த போராட்டத்தில் ஈடுபட உள்ளனர்.

இது குறித்து தமிழ்நாடு கூட்டுறவு நியாயவிலைக்கடை (ரேஷன் கடை) அனைத்து தொழிற்சங்கங்களின் கூட்டமைப்பு சார்பில் வெளியிடப்பட்டுள்ள செய்திக் குறிப்பில் கூறியிருப்பதாவது:-

ரேஷன் கடை ஊழியர்கள் நியாயமான கோரிக்கைகளை வலியுறுத்தி கடந்த 6 மாதத்திற்கும் மேலாக தொடர்ந்து கவன ஈர்ப்பு போராட்டங் களை நடத்தி வருகிறோம்.

கடந்த பிப்ரவரி 24-ந் தேதி கூடிய அனைத்து தொழிற்சங்க கூட்டமைப்பு கூட்டத்தின் தீர்மானத்தின் படி, மார்ச் 9-ந் தேதி சென்னையில் ஆர்ப்பாட்டம் நடத்தப்பட்டது. அந்த ஆர்ப்பாட்டத்தின் இறுதியில் ஒரு நாள் வேலைநிறுத்தம் செய்வது என்றும், அதற்கு முன்னதாக மாநிலம் முழுவதும் வேலைநிறுத்த தயாரிப்பு மண்டல மாநாடுகளை நடத்துவது என்றும் முடிவு செய்யப்பட்டது.

கூட்டுறவுத்துறை அதிகாரிகளுடன் நடத்திய பேச்சுவார்த்தையில், ரேஷன் கடை ஊழியர்களின் பிரதான கோரிக்கைகளாக உள்ள சம வேலைக்கு சம ஊதியம், ஒரே துறை, எடை குறைவு இல்லாமல் பொருட்கள் வழங்குதல், சேதாரக் கழிவு அனுமதித்தல், பணி வரன்முறை, மானியத் தொகை விடுவித்தல் உள்பட பல்வேறு கோரிக்கைகளுக்கு எவ்வித தீர்வும் காணப்படவில்லை.

இந்நிலையில் தமிழ்நாடு முழுவதும் உள்ள கூட்டுறவு நியாய விலைக்கடை ஊழியர்கள் அனைவரும் 6-ந் தேதி(நாளை) வேலைநிறுத்தத்தில் ஈடுபடுகின்றனர். எனவே அன்று ரேஷன் கடைகள் திறக்கப்பட மாட்டாது.

ஈரோடு-திருப்பூர் இடையே உள்ள தண்டவாள பாதையில் பராமரிப்பு பணிகள் நாளை மறுநாள்(செவ்வாய்க்கிழமை) முதல் 22-ந் தேதி வரை நடைபெறுகிறது. இதையொட்டி கோவையில் இருந்து சேலம் செல்லும் பயணிகள் ரெயில்(வண்டி எண் 66602) மற்றும் சேலத்தில் இருந்து ஈரோடு வரை செல்லும் பயணிகள் ரெயில்(வண்டி எண் 66603) 10-ந் தேதி முதல் 22-ந் தேதி வரை 13 நாட்கள் தற்காலிகமாக ரத்து செய்யப்படுகிறது. இதேபோல் நாளை மறுநாள் மற்றும் 8-ந் தேதிகளில் ஆழப்புலா-தன்பாத்(வண்டி எண் 13352) எக்ஸ்பிரஸ் ரெயில் கோவை, திருப்பூர் ரெயில் நிலையங்களிடையே 1¼ மணி நேரம் நின்று தாமதமாக செல்லும். எர்ணாகுளத்தில் இருந்து பெங்களூரு செல்லும்(வண்டி எண் 12678) இன்டர்சிட்டி எக்ஸ்பிரஸ் ரெயில், கோவை-திருப்பூர் ரெயில் நிலையம் இடையே 40 நிமிடம் நின்று செல்லும்.

சென்னையில் சமையல் கியாஸ் சிலிண்டர் விலை ரூ.806 ஆக உயர்ந்துள்ளது. இந்த விலை உயர்வு கடந்த சில மாதங்களை விட அதிகமாகும். 14.2 கிலோ எடை கொண்ட சமையல் கியாஸ் சிலிண்டர் கடந்த ஜூலை மாதம் ரூ.770.50-க்கும், ஜூன் மாதம் ரூ.712.50-க்கும் விலை நிர்ணயம் செய்யப்பட்டிருந்தது.

இந்தநிலையில் இந்த மாதம் (ஆகஸ்டு) கியாஸ் சிலிண்டர் விலை, ஜூலை மாதத்துடன் ஒப்பிடுகையில், ரூ.35.50 உயர்ந்துள்ளது.

தற்போது சிலிண்டர் விலை ரூ.806 ஆக உள்ளது. இதில் ரூ.470 சிலிண்டர் விலையாகும். ரூ.336 மானியமாகும். இந்த தொகை சிலிண்டர் டெலிவரி செய்யப்பட்ட ஒரு சில நாட்களில் அவரவர் வங்கிக்கணக்கில் செலுத்தப்பட்டு விடும்.

கொல்கத்தாவில் கியாஸ் சிலிண்டர் விலை ரூ.817 ஆகவும், மும்பையில் ரூ.764 ஆகவும், டெல்லியில் ரூ.789 ஆகவும் உள்ளது.

8 மாதங்களில் இல்லாத அளவுக்கு...

இந்த ஆண்டின் தொடக்கத்தில் (ஜனவரி மாதம்) கியாஸ் சிலிண்டரின் விலை ரூ.750.50 ஆக இருந்தது. கடந்த 8 மாதங்களில் சிலிண்டர் விலை ரூ.800-யை தொட்டதில்லை. தற்போது சிலிண்டர் விலை ரூ.800-யை கடந்துள்ளது குறிப்பிடத்தக்கது. 2017-ம் ஆண்டு நவம்பரில் ரூ.665.50 ஆகவும், டிசம்பர் இறுதியில் ரூ.750 ஆகவும் இருந்தது.

அதேநேரத்தில், 19 கிலோ எடை கொண்ட வர்த்தக பயன்பாட்டிற்கான கியாஸ் சிலிண்டர்கள் விலை கடந்த மாதம் போலவே அதே விலையில் (ரூ.1,424) நீடிக்கிறது.

கூடுதலாக வசூலிக்கும் ஊழியர்கள்

சென்னையில் வீடுகளில் சிலிண்டர்களை வினியோகம் செய்யும் ஏஜென்சி ஊழியர்கள் சிலிண்டர் விலையுடன் சேர்ந்து ரூ.30 முதல் ரூ.40 வரை கூடுதலாக பெறுகின்றனர். இது குறித்து பொது மக்கள் பல முறை ஏஜென்சிகளுக்கு புகார் தெரிவித்தாலும் ஏனோ அவர்கள் கண்டும் காணாமல் இருந்து வருகின்றனர்.

கடந்த சில ஆண்டுகளாக, ஆடிப்பெருக்கு தினம் தஞ்சைப்படுகை நிலப்பரப்பில் களைகட்டவில்லை. காரணம், காவிரியில் தண்ணீர் இல்லை. இந்தாண்டு, இயற்கையின் கருணையால் காவிரித்தாய் பூரிப்போடு நிறைந்தோடி வருகிறாள். புத்துணர்வோடு மக்கள் கூடி ஆடிப்பெருக்கைக் கொண்டாடினார்கள்.




மேட்டூரில் தொடங்கி பூம்புகார் வரையிலான காவிரிக் கரையில் இன்று ஆடிப்பெருக்கு விழா கோலாகலமாகக் கொண்டாடப்பட்டது. அதிகாலை முதலே புதுமணத் தம்பதிகளும் பொதுமக்களும் குடும்பம் குடும்பமாக காவிரிக்கரையில் கூடினார்கள். படித்துறையில் தலைவாழை இலை போட்டு அரிசி, வெல்லம், எள், பொட்டுக்கடலை சேர்த்து கிளறி செய்யப்பட்ட காப்பரிசி, கண்ணாடி, வளையல், மஞ்சள் கயிறு, தாலி, காதோலை, கருகமணி, மரப்பலகையால் செய்யப்பட்ட சப்பரம் மற்றும் பழங்களைப் படைத்து காவிரித் தாய்க்குச் சமர்ப்பித்தனர்.

சுமங்கலிப் பெண்கள் ஒருவருக்கொருவர் மஞ்சள் கயிற்றைக் கொண்டு வாழ்த்துகளைப் பரிமாறிக்கொண்டார்கள். பெண் குழந்தைகளுக்குக் கழுத்திலும் ஆண்களுக்குக் கையிலும் மஞ்சள் கயிற்றைக் கட்டி மகிழ்ந்தார்கள். புதுமணத் தம்பதிகள், புதிய மஞ்சள் கயிற்றைக் கழுத்தில் கட்டிக்கொண்டு, தாலியைக் கழட்டிவைத்து வணங்கியதோடு புதியத் தாலிச்சரடை மாற்றித் தங்கள் கணவர் கையாலேயே மீண்டும் கழுத்தில் கட்டிக்கொண்டார்கள். புதுமணத் தம்பதிகளின் கேலி கிண்டல், விளையாட்டுகளால் காவிரிக் கரை நெடுக கொண்டாட்டம் களைகட்டியிருந்தது.



இந்தக் கொண்டாட்டத்தில் பெரியவர்களுக்கு இணையாக குழந்தைகளும் பங்கேற்று சப்பரம் இழுத்து மகிழ்ந்தனர். தேர் போல அலங்கரிக்கப்பட்ட சப்பரத்தில் அம்மன் படம் ஒட்டப்பட்டிருக்கும். இந்தச் சப்பரத்தைக் கயிறு கட்டி இழுத்தபடி ஊரையே சுற்றி வலம் வந்து குழந்தைகள் மகிழ்ந்தனர்.

கரைபுரண்டு ஓடிவரும் காவிரித்தாயால் விவசாயிகளின் வாழ்க்கை மட்டுமன்றி சப்பரம், காதோலை, கருகமணி போன்ற ஆடிப்பெருக்குக்கான பொருள்கள் செய்பவர்களின் வாழ்க்கையும் மாறியிருக்கிறது.

கும்பகோணம் மடத்துத்தெரு படித்துறையில் காதோலை, கருகமணி விற்பனை செய்த ராஜேந்திரனிடம் பேசினோம். ``காதோலை, கருகமணி செய்வது ஒரு கைவினைத் தொழில். பனை ஓலையை வெட்டி, வெயிலில் நன்கு காயவைத்து, வண்ணம் கலந்த நீரில் போட்டுக் கொதிக்கவைத்துக் கொள்வோம். பனை ஓலைகள் வண்ணமாகிவிடும். பிறகு, சுருளாகச் சுற்றி, அதன்மேல் கறுப்பு நிற வளையலைப் பொறுத்தினால் கருகமணி ரெடி. இதோடு ஒரு குங்கும பாக்கெட்டையும் சேர்த்து விற்பனை செய்வோம். இதுதான் எங்க குடும்பத் தொழில்..." என்றார் அவர்.



``காதோலை,கருகமணியைக் காவிரித்தாய்க்கு ஏன் படைக்கிறோம்?"

``சிலப்பதிகாரத்தில் பனை ஓலையால் செய்யப்பட்ட தோடுகளைத்தான் பெண்கள் அணிகலனாக அணிந்திருந்தார்கள். இறைவனை நகைகளால் அலங்கரிப்பது நம் தொன்ம மரபு. அதன் தொடர்ச்சிதான் பனை ஓலையில் செய்யப்பட்ட காதோலையை காவிரிக்குப் படைப்பது. காவிரித்தாய் தளும்பிவரும் நாளான ஆடிப்பெருக்கு அன்று, மக்கள் திரண்டு காதோலை, கருகமணியைக் காவிரித்தாய்க்குப் படைத்து மரியாதை செய்து, அதை அந்தத் தண்ணீரிலேயே விட்டு நன்றி கூறுவார்கள்" என்கிறார் ரமேஷ் சிவம் குருக்கள்.

திருவையாறு புஷ்ப மண்டப படித்துறை அருகே சப்பரம் செய்து விற்பனை செய்துகொண்டிருந்த மணிகண்டனிடம் பேசினோம்.

``ஆடிப்பெருக்குப் பெரியவர்களுக்கான விழா மட்டுமல்ல... குழந்தைகளும் கொண்டாடி மகிழும் விழா. கரை புரண்டோடும் காவிரித்தாயைப் பெரியவர்கள் வணங்குவதை குழந்தைகள் காணவேண்டும். தண்ணீரை தெய்வமாக மதித்துப் போற்றுவதன் அவசியத்தைக் குழந்தைகள் உணர வேண்டும். அதற்காகத்தான் குழந்தைகளையும் அழைத்து வந்து கொண்டாடுகிறார்கள் மக்கள். திருவிழாக் காலங்களில் தெய்வங்களை அலங்காரம் செய்து தேரில் வைத்து நகர்வலம் வருவது வழக்கம். இதனால் அந்தத் தெய்வத்தின் மனம் மட்டுமன்றி மக்களின் மனமும் குளிரும்.

அதை உணர்த்தும் வகையில்தான் இந்தச் சப்பரம் இழுக்கும் மரபு தொடங்கியது. பெரியவர்கள் குழந்தைகளுக்குச் சப்பரம் வாங்கித்தந்து, இழுத்து விளையாடவிட்டு, படித்துறையில் வைத்து அவற்றுக்கு பூஜைகளும் செய்வார்கள்..." என்கிறார் அவர்.

`விலையை விசாரித்தால் வாங்கியே தீரணும்!'- பயணிகளைத் தெறிக்கவிடும் மாட்டுத்தாவணி பழ வியாபாரிகள்

'பழங்களின் விலையை விசாரித்தால், கண்டிப்பாக வாங்க வேண்டும்' என பயணிகளை மிரட்டும் மாட்டுத்தாவணி பழ வியாபாரி மீது காவல்துறையினர் நடவடிக்கை எடுக்க வேண்டும்' என சமூக ஆர்வலர்கள் வேண்டுகோள் விடுக்கின்றனர்.




மதுரை மாட்டுத்தாவணி பேருந்து நிலையத்தில் இருந்து திருச்சி , சென்னை , தஞ்சாவூர் உள்ளிட்ட வெளியூர்களுக்குப் பேருந்துகள் இயக்கப்படுகின்றன. இங்கு, மல்லிகைப் பூ, பாப்கான், ஜிகர்தண்டா, புத்தகங்கள் என்று பல்வேறு பொருள்களை வியாபாரிகள் விற்பனை செய்துவருகின்றனர். பேருந்தில் அமர்ந்திருக்கும் பயணிகளுக்கு கூடையில் நேரடியாக கொண்டுசென்று சிலர் பழங்களை விற்பனை செய்கின்றனர். அதில் ஒரு நபர், கைநிறைய பழங்களை அடிக்கிவைத்துக்கொண்டு பயணிகளிடம் பழத்தைக் காட்டுகிறார். பயணிகள் விலையை விசாரித்துவிட்டு பழத்தை வாங்கவில்லை என்றால், அவர்களை மரியாதை இல்லாமல் தரக் குறைவாகவும் , கோபமாகவும் திட்டித்தீர்க்கிறார். இதனால், பயணிகள் அவரின் மிரட்டலுக்குப் பயந்து பழங்களை அதிக விலைகொடுத்து வாங்கிச்செல்வதாக புகார் எழுந்துள்ளது.

பாதிக்கப்பட்ட முதியவர் ஒருவர் கூறுகையில், " நான் திருச்சி செல்வதற்காக 'பாயின்ட் டூ பாயின்ட்' வண்டியில் அமர்ந்திருந்தேன் . பெயர் தெரியாத பழ வியாபாரி ஒருவர், கையில் ஆறு மாதுளைகளுடன் வந்து பழம் இருபது இருபது என்று அந்த பழங்களைக் காண்பித்தார். நான் இருபது ரூபாயைக் கொடுத்து பழங்களைக் கேட்டேன். அதை பிளாஸ்டிக் கவரில் போட்ட அவர், 250 எடு என்றார் . ஏன் என்று கேட்டதற்கு, இவ்வளவு பழத்தை 20 ரூபாய்க்கா கொடுப்பாங்க ஒரு எலுமிச்சம் பழம் விலை என்னானு உனக்குத் தெரியுமா? திருச்சில இருந்து வந்துட்டு 20 ரூபாயை கொண்டுகிட்டு' என்று என்னை பஸ் பயணிகள் நிறையப் பேர் இருக்கும்போது மரியாதை இல்லாம பேசிட்டார். நான் அஞ்சல் துறையில் பணியாற்றி ஓய்வுபெற்றவன் . முதியவர் என்றுகூட பார்க்காமல், தரக் குறைவாகப் பேசியதால் தாங்கமுடியவில்லை. வேறு வழியில்லாமல் அதிக விலைகொடுத்து அந்தப் பழங்களை வாங்கிச் சென்றேன்” என்று வேதனை தெரிவித்தார்.

'இது தற்போது நடைபெறுவதில்லை. மாட்டுத்தாவணி பேருந்து நிலையத்தில் பல நாள்களாக அரங்கேறிவருகிறது . இதில், பெண்களும் பாதிக்கப்படுகின்றனர். இதுபோன்று அடவாடிச் செயல்களில் ஈடுபடும் வியாபாரிகள்மீது காவல்துறையினர் கடுமையான நடவடிக்கைகள் எடுக்க வேண்டும்' என்று பொதுமக்களும் சமூக ஆர்வலர்களும் வேண்டுகோள் விடுக்கின்றனர் .

`திகார் ஜெயலில் என்னைப் போட்டாலும் அவளை திருமணம் செய்துகொள்ள மாட்டேன்' என்று நர்சிங் மாணவியை ஏமாற்றிய காதலன் சிலம்பரசனை போலீஸார் கைதுசெய்து சிறையில் அடைத்தனர்.



திண்டிவனத்தைச் சேர்ந்தவர் சிலம்பரசன். இவர், சென்னையில் தனியார் நிறுவனம் ஒன்றில் விற்பனைப் பிரதிநிதியாக உள்ளார். மணலி பகுதியில் உள்ள உறவினர் வீட்டில் தங்கியிருந்தார். இவரின் உறவினர் வீடு, கிழக்குக் கடற்கரைச்சாலை கொட்டிவாக்கம் பகுதியில் உள்ளது. அங்கு, அடிக்கடி சிலம்பரசன் வருவார். அப்போது, கொட்டிவாக்கத்தைச் சேர்ந்த நர்சிங் மாணவியுடன் சிலம்பரசனுக்குப் பழக்கம் ஏற்பட்டுள்ளது. இருவரும் தனிமையில் சந்தித்துப் பேசியுள்ளனர். இந்த நிலையில் தன்னைத் திருமணம் செய்துகொள்ளுமாறு நர்சிங் மாணவி, சிலம்பரசனிடம் கூறினார். அதற்கு அவரும் சம்மதித்தார். ஆனால், திருமணத்துக்கு முன் சிலம்பரசன் மாயமாகிவிட்டார்.

இதையடுத்து நர்சிங் மாணவி, நீலாங்கரை போலீஸ் நிலையத்தில் புகார் கொடுத்தார். இன்ஸ்பெக்டர் நடராஜன், விசாரணை நடத்தினார். விசாரணையில் நர்சிங் மாணவியைத் திருமணம் செய்துகொள்வதாகக் கூறி சிலம்பரசன் ஏமாற்றியது தெரியவந்தது. இதைத் தொடர்ந்து அவரை போலீஸார் கைது செய்தனர்.

இதுகுறித்து போலீஸார் கூறுகையில், ``சிலம்பரசனும் நர்சிங் மாணவியும் நெருங்கிப் பழகியுள்ளனர். அதில் நர்சிங் மாணவி கர்ப்பம் அடைந்துள்ளார். இந்தத் தகவலை சிலம்பரசனிடம் தெரிவித்ததும், கருவை கலைக்கும்படி அவர் கூறியுள்ளார். அதன்படி நர்சிங் மாணவியும் செய்துள்ளார். மீண்டும் அவர் கர்ப்பம் அடைந்துள்ளார். அப்போதும் கருக்கலைப்பு நடந்துள்ளது. மூன்றாவது முறையாகவும் கர்ப்பம் அடைந்துள்ளார். ஆனால், இந்தமுறை அவர் கருவைக் கலைக்காமல், திருமணம் செய்துகொள்ளுமாறு சிலம்பரசனை வற்புறுத்தியுள்ளார். ஆனால் அவர் மறுத்ததோடு, திண்டிவனத்துக்குச் சென்றுவிட்டார். அங்கு, அவருக்கு இன்னொரு பெண்ணுடன் திருமண ஏற்பாடு நடந்துள்ளது. இதையறிந்த அந்த மாணவி எங்களிடம் புகார் கொடுத்தார். அதன்பேரில், சிலம்பரசனிடம் விசாரித்தோம். அப்போது அவர், 'திகார் ஜெயிலில்கூட போடுங்கள், அவளை மட்டும் நான் திருமணம் செய்துகொள்ள மாட்டேன்' என்று பிடிவாதமாகக் கூறினார். இதையடுத்து, சிலம்பரசனைக் கைதுசெய்து சிறையில் அடைத்துள்ளோம்" என்றனர்.

தேனி மாவட்டம் கோடாங்கிப்பட்டியில் உள்ள தென்றல் நகரில் வசித்துவருகிறார் கண்ணன். பொறியியல் பட்டதாரியான இவர், தன் மனைவி மகாலெட்சுமிக்கு வீட்டிலேயே பிரசவம் பார்த்த சம்பவம் தேனியில் பரபரப்பை ஏற்படுத்தியுள்ளது.



நேற்று இரவு 11.45 மணிக்கு தன் மனைவிக்கு வீட்டிலேயே பிரசவம் பார்த்துள்ளார் கண்ணன். இவர்களுக்குப் பெண் குழந்தை பிறந்துள்ளது. இந்தத் தகவல், அப்பகுதியைச் சேர்ந்த ஆரம்ப சுகாதார ஊழியர்கள் மூலம் வெளியே தெரியவந்துள்ளது. உடனே சம்பவ இடத்துக்கு விரைந்த கிராம நிர்வாக அலுவலர், போடி வட்டாட்சியர், இணை இயக்குநர் மாவட்ட பொது சுகாதாரம் உட்பட மொத்த மருத்துவக் குழுவும் கண்ணனின் வீட்டை முற்றுகையிட்டுள்ளனர்.

மருத்துவர்கள் சொல்வதுபோல, அடிப்படையான பரிசோதனைகள் மட்டும் செய்யலாமே, அதுவும் வீட்டிலேயே பரிசோதிக்க அனுமதிக்கலாமே என்று கண்ணனிடம் கேட்டபோது, ``நீங்கள் பார்த்துக்கொண்டிருக்கிறீர்கள்தானே, என் மனைவியும், குழந்தையும் ஆரோக்கியமாகதானே இருக்கிறார்கள். அப்படி இருக்க எதற்குப் பரிசோதனை?" என்று சொல்லிவிட்டு வீட்டுக்குள் சென்று கதவை தாழிட்டுக்கொண்டார். தாய், சேய் இருவரையும் பரிசோதிக்க அனுமதி கேட்டு, கண்ணனுடன் தொடர்ந்து பேச்சுவார்த்தை நடத்திவருகிறார்கள் சுகாதாரத்துறை மற்றும் வருவாய்த்துறை அதிகாரிகள். இதனால் அப்பகுதியில் பரபரப்பு ஏற்பட்டுள்ளது.

To get the top rank in the university’s ranking, several colleges also allegedly bribed the authorities.

“Some of the faculty members who did not cooperate with the officials were also debarred by the university,” officials added.

Chennai: The revaluation scam unearthed by the Directorate of Vigilance and Anti-Corruption at Anna University was going on for several years and top officials even up to the rank of vice-chancellors were involved in the scam, according to professors from the university.

“Students with as many as 17 arrears have cleared them at one go. Despite several inquiry committees were constituted, the university did not take any fruitful action to check the corruption,” they alleged.

To get the top rank in the university’s ranking, several colleges also allegedly bribed the authorities. DVAC after conducting searches registered a case against former Controller of Examinations of the university G.V. Uma and nine others for allegedly taking the bribe to boost the students’ marks in revaluation.

The FIR revealed that 3,02,380 students have applied for revaluation in April/May 2017 out of which 73,733 students have passed and 16,636 students improved their marks in the process.

Professor G.V. Uma, who was controller of examinations (CoE) post from 2015 to 2018, had conspired with assistant professor P.Vijayakumar (former zone co-ordinator) and R.Sivakumar (former zonal officer) both from University College of Engineering, Tindivanam and demanded Rs.10,000 from each student to boost their marks by altering marks, the FIR alleged.

It further alleged they destroyed maximum answer scripts for whom they awarded the enhanced marks in the revaluation during August 2017 at Tindivanam.

The nexus between the controller of examinations office and affiliated colleges paved way for manipulations in the answer scripts.

“On the previous occasion in 2011-12, three deputy controllers of examinations were suspended in connection with the scam. But, the revaluation racket went unchecked with the knowledge of two previous vice-chancellors of the university,” professors alleged.

In the present case, the controller of examinations herself allegedly involved in the racket. “The entire process of examination from printing the question paper to disposing of the answer scripts was corrupted. Several crores of rupees were swindled by the university officials,” a principal alleged.

Anna University has debarred 1,070 faculty members from valuation following variation in marks in answer scripts of students who appeared for April/May 2017 exams.

“Some of the faculty members who did not cooperate with the officials were also debarred by the university,” officials added. “We have seized several crores of worth documents from the residence of G.V. Uma. It seems previous vice-chancellors of the university were also involved in the scam,” an investigating officer said.

Medicos identify a rare blood group ‘P null’ phenotype

CHENNAI: A team of doctors led by Dr Shamee Shastry from the blood bank of Kasturba Medical College, Manipal, has identified a rare blood group called ‘pp’ or ‘P null’ phenotype recently.

The blood bank at the hospital received samples from a patient who required urgent blood transfusion. The doctors were unable to find a compatible blood unit even after cross matching with more than 80 units.

Extensive immunohematology workup was performed by the blood bank team and further for confirmation, samples were referred to the International Blood group Reference Laboratory (IBGRL), Bristol, UK for serological testing.

With the help of reference laboratory, it was confirmed that the patient’s cells had the rare ‘pp’ phenotype. There are more than 200 minor blood group antigens known besides A, B and Rh. A blood type is considered rare if fewer than 1 in 1,000 people have it. Dr Shamee Shastry, professor and head of the department of immunohematology and blood transfusion said, “The patient had a very rare ‘P’ null blood group and anti PP1Pk antibody in his blood that has a potential to cause acute intravascular hemolytic reaction to incompatible blood transfusion”.

“Rare donor registry will be of great help in managing such cases. Finding compatible unit for such case is a near impossible task without a well-established rare donor panel,” she said. Dr. Kiran Acharya, professor of orthopedics and his team performed blood less surgery once the patient’s hemoglobin was increased to the desired level using other medications.

CHENNAI:A day after marks-for-cash scandal rattled Anna University, G V Uma, former Controller of Examination of the university and prime accused in the case, told Express that it was she who took action against 1,040 examiners after huge deviations were found in the re-evaluated marks last year. The Directorate of Vigilance and Anti-Corruption on Tuesday booked Uma and nine other teaching faculty members of the university and various colleges on charges of awarding marks to students for a bribe of just Rs 10,000 per student.

Uma, now a professor in Information and Science department, said she was surprised by the case against her several months after the issue came to light. “Action was taken against 1,040 examiners, when we observed that there were large deviations in the marks after re-evaluation,” she said. The punishment for the delinquent examiners, who evaluated the answer scripts in August last, was that they would not be allowed to take part in evaluation of the university exam papers in subsequent years. However, even after knowing that there were large discrepancies in the re-evaluated marks, no action was taken by the university except against the 1,040 delinquent examiners. It was not clear if the answer scripts were again evaluated after abnormalities were noticed.

While there were five-six rounds of inquiry by the university, Uma said, the only reasons such as stress, negligence and other personal problems were cited by examiners. “We didn’t stumble on any case of bribery,” she claimed. Enquiries were conducted during her tenure, which ended in March.

When contacted by Express over the issue, MK Surappa, Vice-Chancellor of the university, said, “Administrative decision will be taken, based both on criminal investigation and what we find out (from our internal probe).” According to M Venkatesan, the present Controller of Examinations of the university, the vigilance officers seized old answer scripts from his office and asked for further details related to the case.

While the FIR filed by the DVAC alleged that Uma and other accused had gone to the extent of destroying the answer scripts to bury evidence, Uma claimed that during her tenure, she improved transparency in the system.

‘Made answer keys public for transparency’

“I made sure answer keys were made public so that students would know if they were graded unfairly. The number of students who applied for revaluation dropped significantly after I introduced this system,” she said. She added that University College of Engineering, Tindivanam was removed from the list of evaluation centres for 2018, after she observed that the incidence of marks discrepancy was higher from that centre.

When queried about the charges alleged by the DVAC against her, Uma said, “I did not violate any norms and I discharged my duty honestly.” She has served as the Controller of Exams between March 2015 and March 2018. A total of 3,02,380 students applied for revaluation between April and June, 2017, of whom 73,733 students have passed and 16,636 improved.

Plan for uniform QR-coded answer sheets for TN varsities

COIMBATORE: The Department of Higher Education is taking steps to prevent students from ‘chasing’ examination answer papers, with the aim of influencing evaluation.It plans to introduce a uniform answer scripts with QR codes in all State universities, which is expected to hide the identity of each candidate more effectively than at present.

The new system will be tried out in one or two colleges affiliated to the Alagappa University, Karaikudi, for the November/December semester examinations.Based on the results, it will be adopted in all universities from April/May 2019 semester examinations.

“Different universities have different patterns now to prevent the ‘chasing’ of answer sheets. While Madurai Kamaraj University does not assign dummy numbers, some universities assign up to five bar codes, with different patterns, to the answer sheets. But no university uses QR codes now. We want to introduce a uniform system. A team of officials has studied methods used by different universities,” said a senior official in the Department of Higher Education.

The team is thinking of using QR codes, which can include a lot of information. Once the code is scanned, all the information in a particular answer script will be available.A team headed by Tamil Nadu State Council for Higher Education (TANSCHE) Member-Secretary R Lilly, who is also Joint Secretary (Higher Education) is working on the new script’s format.

“We want to ensure that nobody is able to ‘chase’ answer sheets and influence valuation. Manipulation should not take place. We are designing the entire system with this aim in view,” the official said, adding, “We will discuss it with controllers of examination of various universities before taking a final decision”.

The Department of Higher Education has already shifted the printing of answer scripts, except for universities which have contracts running, to the Directorate of Stationary and Printing, which will print the new answer sheet also, the official added.

CHENNAI : The mention of present-day Velachery conjures visuals of a place that floats during the monsoon, has multiple ice-cream parlours, luxury shopping malls, tech giants, coaching centres and a good amount of traffic. But, little do we know about the rich heritage of this area, which is home to beautiful temples, with inscriptions that date back to the 10th century CE and a plethora of mythologies. Padmapriya Baskaran, writer-historian and founder of the Aalayam Kanden Trust, who will be conducting a walk in Velachery this Sunday, gives us a glimpse of its past.

“Every year, as part of the Madras Day celebrations, I try and choose one particular place or aspect of the city which isn’t getting as much as limelight as the others. Velachery is one place which is soaked in history but not many of us know about it,” she says. Selliamman temple, a small yet one of the oldest temples in the locality, bears an inscription dating back to the 10th century during the reign of Parantaka I. “The inscription identifies the place as ‘Velichery’. There are a minimum of six generations of Chola inscriptions that are currently available in the temples in Velachery,” she explains.

Velachery was within ‘Kottur Naadu’ (present-day Kotturpuram), a part of the ancient territorial subdivision known as ‘Puliyur Kottam’ and thus was also known as ‘Kotturnaatu Velichery’. “Inscriptions also talk about the area being referred to as Dinachanthamani Chaturvedimangalam, named after a Chola queen, the wife of Kulothunga I,” says Padmapriya.

Chaturvedi Mangalm, she says, is a settlement of Brahmins who are skilled in all four Vedas. During the Chola period, the settlement was well-developed and the temples in the locality became a hub for revenue activities. ‘Brahma deyas’, the land taxes, were given to the Brahmins and they became the local administrative heads constituting the ‘Maha Sabha’. “The inscriptions in the Dandeeswarar temple talk about these local administrators, who were known as the ‘Alangu Nattar’. Even today, the Yoga Narasimha temple, which we will be visiting, stands on Nattar street, which is named after them,” she says.

The many aspects of the locality, including the temples in the IIT campus and the story behind the name given to IIT Madras’s back gate, which is currently known as the ‘Appala kulam’ gate, will be discussed. “The area was named after Appaya Deekshithar, a scholar who lived in the 16th century, who visited and stayed in this part of the campus, which was previously a forest. So, ‘Appaya kulam’ became Appala kulam over the years,” she says.

Padmapriya will also be leading the city’s heritage buffs to the ‘Jeeva Samadhi’ of Chidambaram Periya Swamigal, who renovated the Dandeeswarar temple in the locality at the age of 80. “We will discuss why Dhandapani, a name that one would commonly associate with Lord Muruga was given to Shiva in this specific temple,” she adds.(The walk will be conducted on August 5 at 7am. CHENNAI : In what could be another scandal in the Anna University, the vigilance officers are probing whether the university officials caused Rs 60 crore loss to exchequer by printing mark sheets in huge quantum at an inflated price earlier this year.The convenor committee of the University (which was dissolved with the appointment of MK Surappa as Vice Chancellor), had formally lodged a complain with the Directorate of Vigilance and Anti-Corruption. “The university needed only 2 lakh mark sheets. However over 20 lakh mark sheets were printed. We alerted DVAC in March,” said a source privy to the matter. These are empty mark sheets which would be later filled with the marks and distributed to the students.

The DVAC officials said they are investigating the allegations now along with the cash-for-marks scam. But an FIR is yet to be filed in the allegations over the mark sheet irregularities. Sources said that this many mark sheets should not be printed in one stretch as university grading system changes with regulations and these changes will alter the format of the mark sheet. Thus these mark sheets would go waste sooner.

“The cost of mark sheets ranged from `25 to `60, as opposed to single-digit cost usually incurred by other universities,” the source said. The printing company is said to have charged such exorbitant price claiming that reasons of improved security such as logos, hidden foils and other features that will prevent duplication. There are further alleged malpractices in tendering, according to another source in the University. “The tendering process was not transparent and the printing was done in a hushed fashion. Other authorised printed were kept in dark about the tendering process,” the source said.

Aadi Perukku: 1,500kg of abandoned clothes cleared

As devotees visiting Cauvery banks on Aadi Perukku continued their custom of abandoning used clothes along the streams, rag pickers have been making the best use of the situation. On Friday, they managed to net around 1,500kg of clothes from the banks of Amma Mandapam in Srirangam.

Devotees believe that the Cauvery passing through Amma Mandapam ghats is as holy as the Viraja river believed to be flowing in Vaikuntam, the celestial abode of Lord Vishnu. During Aadi Perukku and Aadi Ammavasya (new moon day), ardent devotees follow the custom of abandoning clothes they wear during the dip signifying that they have washed away the sins of their past.

Since the Srirangam island here is known as “Boologa Vaikuntam” (heaven on earth) due to the presence of Sri Ranganathaswamy temple, the foremost of all 108 divya desam temples as per Vaishnavite belief, abandoning cloths in the Cauvery during Aadi Perukku has been a much practised custom for decades. “We believe that leaving our cloths in Cauvery and wearing new outfit will bring us good fortune. It is like starting a new beginning,” R Jayaprakash, a devotee hailing from Kumbakonam, said.

Trichy corporation had placed several bins exclusively for devotees to drop their clothes at Amma mandapam ghats to avoid the abandoned materials clogging the irrigation canals. However, the bins placed were barely used. Sensing an opportunity in the custom, a group of rag pickers had been annually picking the clothes abandoned by devotees as it flowed through the streams. Unlike last year, as water currents are high now, rag-pickers felt that netting the abandoned clothes was a challenging task.

“Last year we collected more than 2,500kg of clothes but this year due to good flow in Cauvery, we managed to get only 1,500kg. Even if you place bins, people find it satisfactory only if they leave clothes in the river,” A Arasan, one of the ragpickers in Amma Mandapam, told TOI. Arasan is accompanied by a team of 10 ragpickers who manned the Amma mandapam and Garuda mandapam ghats to collect the clothes abandoned.

Soon fly to Hosur from city as B’luru airport gives nod

Flying from Chennai to Hosur will soon be possible as Bengaluru airport has agreed to give permission for operating flights from Hosur. The airport handled by a private firm has been included in Udan scheme but flights could not be operated as it needed NoC from nearest airport. BIAL has now agreed with a few conditions. The TN government has been asking the Union government to speed up opening of Hosur airport.

Union minister of state for civil aviation Jayant Sinha told Parliament in response to a question that “Bangalore International Airport Limited (BIAL) has agreed to give permission to Hosur airport to operate under certain conditions, which are yet to be cleared by the Hosur airport authorities”.

Hosur airport, located in Belagondapalli village on Thally Road in Krishnagiri district, is maintained by Pune-based Taneja Aerospace and Aviation Limited (TAAL) and has been includedin the regionalconnectivity scheme Udan. Turbo Aviation was awardedChennai-Hosur-Chennai route under phase one allotment of routes for Udan. The airport would benefit residents in South Bengaluru as it is closer to Electronic City than BIAL, which is two hours away by road.

Hosur is expected to emerge as a second choice for passengersfrom Chennaito reachBengaluru in addition to the Bengaluru international airport as those headed to Electronic City can land at Hosur.

It takes only 30 minutes by road to reach Hosur from Electronic City, while it takes almost two hours to reach Bengaluru airport.

A senior official of Airports Authority of India said that BIAL was trying to put in a condition that only Udan flights should be operated from Hosur. “If only Udan flights, which are operatedby small planes, areoperated, the airport will not pose much of a competition for BIAL on domestic routes as non-Udan flights cannot be operated for the initial two years from Hosur,” he added.

V Umesh, managing director of Hyderabad-based Turbo Aviation, which was selected to operate domestic flights under the Udan scheme from Hosur, said: “We are ready to operate services from Hosur under Udan scheme. We are waiting for an NoCfrom TAALtolaunch the services but we have been toldthatthey are yettocomplete the upgradation work at the airport.”

Salil Taneja, director of TAAL did not respond to messages, emails and calls.

Sources say TAAL needs to invest to upgrade the Hosur airport which requires terminal and air traffic control facilities before commencing the commercial operations. However, it has a 2,168-metre long runway that can handle 70-seater ATR planes and A320 planes.

The NoC from BIAL has delayed the flight operations from both state-owned Hindustan Aeronautics Limited (HAL) which operates Bengaluru’s old airport and TAAL.

BIAL refused to comment on the issue.

Top non-autonomous engineering colleges affiliated to Anna University were hand in glove with people involved in the cash-formarks racket, say former vice-chancellors. The directorate of vigilance and anti-corruption (DVAC) has busted a scam where it alleged that a group of professors took bribe and rigged marks of students during re-evaluation.

Sources at Anna University said results of students from these topranked colleges were ‘managed’ during re-evaluation. Corroborating this, DVAC sources said they received similar inputs while probing the scam.

The chief executive officer (CEO) of a leading private college in Coimbatore said that brokers, mostly relatives of officials at the Anna University Controller of Examinations (CoE) Cell, and lower-level staff at various regional centres, approached colleges in the western region after the central evaluation of the semester exams were complete.

This, he said, was usually a few days before the university published the rank list of affiliated colleges based on the academic performance of its students. Claiming that they were well connected to the CoE’s office, brokers would say the college’s ranking was too low compared to previous years as many students had failed to pass the exams. “Other colleges in the region had managed to put out a better show, the brokers would say,” the CEO said.

Fearing a drop in admissions in the upcoming academic year, some colleges, including those which were ranked in the top 25, would collect money from students for the re-evaluation and hand it over to the brokers after deducting their commission, the CEO told TOI on condition of anonymity.

Since the students applying for the re-evaluation would have to go through the subject experts in their college, the professors concerned would be kept in the loop to recommend for the re-evaluation process after checking the photocopy, sources added.

DVAC sources said that during investigation they got inputs that central evaluation of students from some ‘top ranked affiliated colleges’ might have been manipulated to bring down their pass percentage. The colleges were then quietly told that the pass percentage could be managed during re-evaluation for a price, sources said.

Besides top colleges, the mafia coerced some mediocre colleges, who secured a rank of 250 to 300 among the 500-odd affiliated colleges, to agree to their demand and send more answer scripts for re-evaluation, said Anna University sources.

E Balagurusamy, former Anna University vice-chancellor, said colleges saw this as an opportunity to boost their performance to stay relevant in the market and were definitely part of the racket. “Some also bargain with brokers over their commission,” he said. “This has been happening since 2007. I caught a lecturer evaluating answer scripts from 12 different subject papers who admitted he awarded marks irrationally based on instructions from higher-ups,” Balagurusamy said.

Chairman of a private engineering college in the suburbs of Chennai said some professors from his college who went to the re-evaluation camps, were asked to leave before re-evaluation of all the answer-scripts allotted to the centre was completed and that the remaining 150 to 200 answer scripts were given to hand-picked evaluators.

The chairman of a private engineering college in Trichy said they had complained about a sudden dip in overall academic performance of colleges soon after Uma, the former CoE, took over. “When we cross-checked with evaluators from colleges in the region, there were gross differences in scores, particularly those of toppers pursuing their final year of BE/BTech. This is because, these students, mostly with a campus placement offer in hand, opt for re-evaluation without a second thought so that their offers don’t get quashed because of a ‘bad’ performance in one or two papers at the fag end of their course,” he added.

Despite repeated attempts, Uma could not be reached for comment. In an earlier interview, she had denied being involved in the scam.

U’khand HC strikes down rule which bars maternity leave to govt staff for third child

The Uttarakhand high court has struck down a state government rule denying leave to women employees for the birth of their third child as “unconstitutional”. The court said the guidelines went against the “letter and spirit” of the Constitution.

The order by the single bench of Justice Rajiv Sharma said the second provision of Fundamental Rule 153 of the Uttar Pradesh Fundamental Rules, as adopted by Uttarakhand, goes against a central act as well as Article 42 of the Constitution, which provides for “just and humane conditions of work and maternity relief ”.

The court said the rule was against the Maternity Benefit Act, 1961 which does not prohibit, in any manner, grant of maternity leave to a woman government servant who already has two children.

The Maternity Benefit Act, 1961, is applicable to all private and government establishments, employing 10 or more people. In 2017, an amendment to the Maternity Benefit Act, 1961, increased the duration of paid maternity leave available for women employees from 12 weeks to 26 weeks and in case of women expecting their third child, the duration was fixed at 12 weeks.

The court’s order on July 30, made public on Thursday, came while hearing a petition filed by Urmila Masih, a state government employee, who applied for maternity leave for six months from June 20, 2015 to December 9, 2015. She was denied maternity leave on the grounds that she already had two children.

The court also observed that in 2011the Punjab and Haryana high court had held that the Maternity Benefit Act does not restrict the benefit of maternity leave beyond the birth of two children.

The court directed that Masih be paid the salary for the leave she had availed in 2015 when maternity leave was denied to her.

How Anna univ scam rigged marks, turned 5 to 77

: The cash-for-marks racket at Anna University boosted scores of a student in one paper (in April/May 2017 exam) from 5 to 77 after re-evaluation that seemed perfectly legal but exploited loopholes in rules.

The answer sheet from the April/ May 2017 exam is part of evidence collected by directorate of vigilance and anti-corruption (DVAC), which booked former controller of examinations G V Uma and nine others for taking money to rig the reevaluation process.

Tens of thousands of students may have paid to pass, the investigators suspect.

The university re-evaluation rules state that if the reevaluated total is 15 marks more than the original, a second reevaluation is to be done. The marks obtained in the central evaluation, first re-evaluation and second re-evaluation are compared, and the ‘best’ among the two ‘most consistent marks’ is taken as the ‘true’ score. In this case, the student’s marks changed from 5 to 45 after the first re-evaluation, a change of 40 marks from the original. Since the difference in marks was more than 15, the paper was sent for a second re-evaluation as per rules. After the second reevaluation, the student was given 77 marks.

Now, the difference between marks of the first re-evaluation and the second re-evaluation was 32, which is less than the difference between the primary valuation and the first reevaluation, which was 40. So, 45 and 77, which were nearer to each other than 5 and 45, were considered ‘consistent marks’. Of the two, as per the rule, 77 was considered the ‘true mark’ as it was higher. Similar anomalous increases in marks were found in several papers.



Uma, two more professors suspended

Anna University authorities on Friday suspended former controller of examinations G V Uma and two other professors, and relieved two deans from their posts after an internal probe initiated three months ago by the university found evidence of their involvement in the marks-for-money scam. While DVAC officials said incriminating evidence has been retrieved from Uma’s office, vice-chancellor M K Surappa promised action against all those involved.

Well-planned conspiracy at re-evaluation stage alone

When university officials, suspicious of the great improvement in marks, gave the answer script to a third external examiner. This new examiner gave the student 8 marks. “This means the fraud happened not at the central evaluation, but it was a well-planned conspiracy during re-evaluation,” said a highly-placed source in the university. Officials said many other answer sheets were found to have been similarly tampered with. What’s worse, the central evaluator, who would have given the correct marks, ended up being debarred for no mistake of his, said the source.

DVAC is investigating Uma’s role in influencing examiners at the reevaluation centre in Tindivanam. The other accused in the case include two assistant professors of Government College of Engineering, Tindivanam, the re-evaluation centre and seven other examiners.

Uma did not respond to TOI’s calls on Friday. In a telephonic interview to TOI on Thursday, she denied all charges and said she was being targeted for trying to reform the examination system.
