Students who don’t clear Class XII exams not eligible to get free laptops

At least 70,000 students are unlikely to get the TamilNadu government’s freelaptops this year, as the state has decided not to distribute laptops to those who have failed to clear Class XII board examinations. An order to this effect was issued by the state government on November 1.

The disqualification, however, has an exemption clause. If students who failed to clear Class XII have enrolled themselvesin a polytechnic course,they would be eligible to get the free laptops.

According to Tamil Nadu Directorate of Government Examinations (TNDGE), more than 1.2 lakh students had failed Class XII in the past two batches alone. But there is no data available on how many among them have enrolled in polytechnic colleges. “Close to 70,000 might be affected,” said a source from the education department.

The scheme to distribute cost-free laptops to students from government and aided schools, colleges and polytechnic institutes was launched in 2011by former chief minister M Karunanidhi.

Every year, morethan 8lakh students have been benefiting from the scheme as the government was sanctioning more than ₹1,000 crore for the scheme depending on the number ofstudents on roll that year. However, asthesubsidy wasburning a hole in the exchequer’s pocket, fund allocation has seen a gradual decline in the past three years. From ₹1,100 crore in 2015-16, allocation dropped to₹511crorethe next year.

The 2019-20 batch of Class XII and XI students are given top preference for free laptops, while those from 2018-19 and 2017-18 batches stand third and fourth in priority.

The order to disqualify Class XII fail students was issued following a suggestion from the state school education departmentthatthe very purpose of providing laptops was for students to use it to further their studies. The ineligible names will now be removed and a fresh indent will be submitted to Electronics Corporation of India (ELCOT), the state agency which procures these laptops.

உலகளவில் 2019-ம் ஆண்டில் அதிக வசூல் செய்த தமிழ்ப் படம் என்ற மாபெரும் இலக்கையும் அடைந்துள்ளது. இதனால் பெரும் மகிழ்ச்சியில் இருக்கிறது படக்குழு. இதனிடையே தேவி பாரடைஸ் திரையரங்கில் கூட்டம் குறைவாக இருந்ததால் காட்சி ரத்து செய்யப்பட்டது. இந்த செய்தி வைரலாக பரவியது. மேலும், இந்தத் தகவல் விஜய் - அஜித் ரசிகர்களுக்கு இடையே சண்டையாகவும் உருவெடுத்தது.

அகந்தையும் ஆணவமும் மண்டிக்கிடக்கிறவர்களைச் சந்திக்க நேரிடும் போதெல்லாம் அவர்களை ஒரு நாளாவது புற்றுநோய் மருத்துவமனைக்கோ அரசு மருத்துவமனையின் அவசர சிகிச்சைப் பிரிவுக்கோ அழைத்துச் சென்று அமரவைத்துவிடத் தோன்றும். வாழ்க்கையின் மகத்துவத்தை அந்த ஒரு நாள் அவர்களுக்கு உணர்த்திவிடக்கூடும். நாங்களும் அப்படித்தான் அதை உணர்ந்தோம். வாழ்தல் என்பது சுவாசிப்பது மட்டுமல்ல என்ற பாடத்தையும் பயின்றோம்.

ஆறு ஆண்டுகளுக்கு முந்தைய கோடை விடுமுறை. மகளுடன் அம்மா வீட்டுக்குச் சென்றிருந்தேன். கோடைக்காலத்தில் அம்மாவுக்கு ஒவ்வாமையால் உடலில் தடிப்பு ஏற்படும். அந்த ஆண்டு அரிப்பும் தடிப்பும் அதிகமாக இருந்ததாகச் சொன்னார். அப்போது நாங்கள் வீடு கட்டிக்கொண்டிருந்தோம். வெயிலில் நீண்ட நேரம் நின்றதால் அப்படி இருக்கும் என அவரே சமாதானம் சொல்லிக்கொண்டார்.

ஆனால், மார்பில் அரிப்புடன் வலியும் இருக்கிறது என அம்மா சொன்னபோது ஏதோ நெருடலாகப் பட்டது. மருத்துவரைப் பார்க்கலாம் என்று சொன்னபோது கூச்சத்தின் காரணமாக மறுத்துவிட்டார். அவரை வற்புறுத்தி மறுநாளே மருத்துவரிடம் அழைத்துச் சென்றோம். மருத்துவர், அறுவை சிகிச்சை நிபுணர் என்பதால் மார்பைத் தொட்டதுமே கட்டி இருப்பதாகவும் அது புற்றுநோய்க் கட்டியாக இருக்கலாம் எனவும் சொல்லிவிட்டார். பயாப்ஸி எடுத்துவிட்டு வரச் சொன்னார்.

உறுதிசெய்த பரிசோதனை

மருத்துவர் பயாப்ஸி எடுக்கச் சொன்னதுமே காஞ்சிபுரம் அறிஞர் அண்ணா புற்றுநோய் ஆராய்ச்சி மையத்துக்குச் சென்றுவிடலாம் என்று அம்மா சொன்னார். காரணம், எங்களுக்குத் தெரிந்த ஒருவர் மார்பகப் புற்றுநோய்க்கு அங்கேதான் சிகிச்சை எடுத்துக்கொண்டார். இரண்டு மார்பையும் நீக்கிவிட்டு நலமுடன் இருக்கிறார். அம்மாவும் மறுநாளே மருத்துவமனைக்குச் சென்று பரிசோதனைகளை முடித்துக்கொண்டு வந்தார். அவருக்கு மார்பகப் புற்றுநோய் இருப்பது உறுதிசெய்யப்பட்டது. அதுவரை நாங்கள் பார்த்த அம்மாவுக்கும் புற்றுநோய் பாதிப்பு இருப்பது தெரியவந்த பிறகு நாங்கள் பார்த்த அம்மாவுக்கும் அப்படியொரு வேறுபாடு.

கீமோவின் பாதிப்புகள்

அம்மாவின் இடத்தில் வேறு யார் இருந்திருந்தாலும் நோயைவிடக் கவலையிலும் பயத்திலுமே உயிரை விட்டிருப்பார்கள். ஆனால், என் அம்மா உறுதியோடு இருந்தார்; எதையும் மோதிப் பார்த்துவிடும் திடத்துடன் இருந்தார். வரிசையாகப் போடப்பட்டிருந்த படுக்கைகளில் ஒரு படுக்கையின் மீது எங்கோ வெறித்துப் பார்த்தபடி அம்மா அமர்ந்துகொண்டிருந்த தோற்றம் உயிரை அறுப்பதாக இருந்தது.

கட்டி பெரிதாக இருப்பதால் முதலில் மூன்று முறை கீமோதெரபி கொடுத்துவிட்டுப் பிறகு அறுவைசிகிச்சை செய்யலாம் என மருத்துவர்கள் சொன்னார்கள். முதல் கீமோவுக்கே முடிகொட்டத் தொடங்கியது. தலைசுற்றலும் வாந்தியுமாக அவதிப்பட்டார். மூன்று கீமோவும் முடிந்த நிலையில் அம்மாவின் உடலிலிருந்த சக்தியெல்லாம் வெளியேறியதுபோல் இருந்தது. தலையில் கை வைத்தால் முடி கொத்து கொத்தாகக் கையோடு வந்தது. மொட்டையடித்துவிடும்படி அம்மா சொன்னார். தன்னுடன் சேர்த்து எங்கள் வீட்டின் மகிழ்ச்சி அனைத்தையும் மருத்துவமனைக்குக் கொண்டுசென்றுவிட்டாரோ எனத் தோன்றியது. வீட்டில் ஒருவர் முகத்திலும் மலர்ச்சி இல்லை.

நம்பிக்கையளித்த அம்மா

ஆறு ஆண்டுகளுக்கு முந்தைய எங்கள் தீபாவளி மருத்துவமனையில்தான் கழிந்தது. அம்மாவுக்கு அறுவை சிகிச்சை செய்து இடப்பக்க மார்பை அகற்றினார்கள். நோயுற்றவரின் பொழுதுகள் எவ்வளவு நெடியவை என அதை அனுபவிப்பவருக்குத்தான் தெரியும். ஆனால், அனைத்தையும் எந்தவிதப் புகாரும் இல்லாமல் என் அம்மா எதிர்கொண்டார்.

அம்மாவுக்கு எழுதப் படிக்கத் தெரியாது. பாடலும் கேட்க மாட்டார். மனத்தை மடை மாற்றும் எந்த வழியுமின்றி நாளெல்லாம் படுக்கையில் இருப்பது எவ்வளவு கொடுமை. ஆனால், அதை அம்மா வெளிக்காட்டிக்கொண்டதே இல்லை. தன்னைப் பார்க்க வரும் உறவினர்களை அவர்தான் ஆற்றுப்படுத்துவார். சுற்றியிருப்பவர்களிடம் பேசுவார்; அவர்களுக்கு நம்பிக்கையும் ஆறுதலும் சொல்வார்.

அம்மாவைப் பார்க்க வாரம் ஒரு முறை மருத்துவமனைக்குச் செல்வேன். ஒவ்வொரு வாரமும் அம்மாவைச் சுற்றி ஒரு படுக்கை காலியாக இருக்கும். அந்தப் படுக்கையிலிருந்தவர் இறந்திருப்பார். தன்னைச் சுற்றி ஒவ்வொருவராக மரணத்தைத் தழுவுவதைப் பார்த்த பிறகும் அம்மாவின் கண்களில் ஒளி குறையவில்லை.

வாழ்வா, சாவா எனப் போராடிக்கொண்டிருக்கும் நிலையிலும் வாழ்க்கை மீது பிடிப்புகொண்ட அம்மா எங்களுக்குப் பலவற்றை உணர்த்தினார். ‘காயமே இது பொய்யடா’ என அவர் புலம்பவில்லை; இருக்கும்வரை யாரையும் பகைத்துக்கொள்ளாமல் புகார் கூறாமல் ஒவ்வொரு நொடியையும் அனுபவித்து வாழக் கற்றுத்தந்தார். அம்மாவின் உறுதிதான் புற்றுநோயிலிருந்து அவரை மீட்டெடுத்தது. சிகிச்சை முடிந்து தற்போது ஏழாம் ஆண்டில் வெற்றிகரமாக நடைபோட்டுக்கொண்டிருக்கிறார் மற்றவர்களுக்கு முன்னுதாரணமாக.

மருத்துவரின் மனிதாபிமானம்

அந்த மருத்துவமனையில் நான் பார்த்த ஒவ்வொன்றும் ஒவ்வொரு கோணத்தில் வாழ்க்கையின் தரிசனத்தைத் துலக்கமாகக் காட்டின. பெண் மருத்துவர் ஒருவர் ஒட்ட வெட்டிய தலைமுடியுடன் இருப்பார். ஏன் அவர் அடிக்கடி மொட்டை அடித்துக்கொள்கிறார் என அம்மாவிடம் கேட்டேன். புற்றுநோய் மருத்துவமனையில் நோயாளிகள் அனைவரும் மொட்டைத்தலையுடன் இருக்கும்போது, தான் மட்டும் முடியுடன் இருப்பது நோயாளிகளுக்கு வேதனையாக இருக்கக்கூடும் என்பதால் அந்த மருத்துவர் எப்போதும் முடியைச் சிறியதாகக் கத்தரித்துக்கொள்வாராம்.

அம்மாவுக்காக எங்கள் வீட்டில் நாங்கள் யாருமே அப்படி யோசிக்கவில்லை. ஆனால், மருத்துவர் ஒருவர் தன் நோயாளிகளுக்காக மனிதநேயத்துடன் யோசித்தது ஆச்சரியப்படுத்தியது. அவருடைய கணவரும் அதே மருத்துவமனையில் அறுவை சிகிச்சை நிபுணர். இருவரும் ஒருவருடைய சம்பளப் பணத்தை மட்டும்தான் வீட்டுக்கு எடுத்துச் செல்வார்களாம். மற்றவருடைய சம்பளத்தை மருத்துவமனையில் இருக்கும் நோயாளிகளுக்கு ஏதாவது வாங்குவதற்குத் தந்துவிடுவார்களாம். அதைக் கேட்டதும் பேச்சற்று நின்றுவிட்டேன்.

வாழ்வின் நிதர்சனம்

அம்மாவுக்குக் கதிரியக்க சிகிச்சை என்பதால் அன்று நான் வெளியே காத்திருந்தேன். அப்போது அங்கே இருந்த தாத்தாவும் பாட்டியும் சண்டை போட்டபடி இருந்தனர். தாத்தா ஒன்று சொல்ல, பாட்டி இரண்டாகச் சொல்லச் சண்டை தொடர்ந்தபடி இருந்தது. பிறகு தாத்தா தந்த மஞ்சள் பையை உள்ளே வைத்துவிட்டு வருவதற்காகச் சென்றார் பாட்டி. அப்போது அங்கே அமர்ந்திருந்த பெண் ஒருவர், “ஏன் இப்படி அந்தம்மாவைத் திட்டுற. அதுவே ஆபரேசன் முடிஞ்சு கஷ்டப்பட்டுட்டு இருக்குதுதானே?” எனத் தாத்தாவிடம் கேட்டார்.

தாத்தாவோ, “அதை ஏம்மா கேக்கறே. இந்த அம்மா இல்லாம வூடு வூடாவே இல்லை. ஒரு வாய் தண்ணிகூடக் குடிக்கப் பிடிக்கல. பழம் கிழம்னு நல்லா சாப்பிட்டு உடம்பைத் தேத்திக்கிட்டு சீக்கிரம் வூட்டுக்கு வந்தாதானே. அதை வுட்டுட்டு காசு இல்லைன்னு எதையும் சாப்பிடாம இருக்குதும்மா” என்று சொல்லும்போதே குரல் உடைந்து அழுதுவிட்டார். அவ்வளவு நேரம் நடந்தது அன்புச் சண்டை! தாத்தாவைச் சாப்பிடச் சொல்லி பாட்டியும் பாட்டியைச் சாப்பிடச் சொல்லி தாத்தாவும் சண்டையிட்டுக்கொண்டிருந்தனர் போல.

இப்படி எத்தனையோ நிகழ்வுகளின் மூலம் அம்மாவும் அந்த மருத்துவமனையும் அது சார்ந்த மனிதர்களும் வாழ்வின் நிதர்சனத்தை உணர்த்தியிருக்கிறார்கள். அதனால்தானோ என்னவோ எதையுமே ஓரளவுக்காவது தள்ளி நின்று அணுக முடிகிறது. வாழ்க்கை ஒவ்வொரு நாளும் ஒளிகூடித் தெரிகிறது.

தமிழகத்தைச் சேர்ந்த பலருக்கும் இந்த ஆண்டின் தீபாவளி துயரம் நிறைந்ததாகக் கழிந்திருக்கும். ஆழ்துளைக் கிணற்றுக்குள் ஆதரவு வேண்டி மேல் நோக்கி நீண்டிருந்த கைகளும் அழுகையொலியுமாகவே பலரது நெஞ்சங்களில் நிலைகொண்டுவிட்டான் இரண்டு வயது மழலை சுஜித்.


திருச்சி மாவட்டம் நடுக்காட்டுப் பட்டியைச் சேர்ந்த சுஜித் வில்சன், கைவிடப்பட்ட ஆழ்துளைக் கிணற்றுக் குள் தவறி விழுந்ததும் அவனை மீட்பதற்காக நடந்த மீட்புப் பணிகளும் ஓர் உயிரின் மரணப் போராட்டத்தை நேரலையில் காட்சிப்படுத்திய ஊடகங்களும் அவற்றைத் தொடர்ந்த சமூக வலைத்தள பதிவுகளும் பலவற்றை உணர்த்தியிருக்கின்றன.

அன்றே சொல்ல நினைத்தோம்; ஆனால், அப்படியொரு சூழலில் அதைச் சொல்ல வேண்டுமா எனத் தவிர்த்தோம் என அந்தக் குழந்தையின் பெற்றோருடைய குழந்தை வளர்ப்பு குறித்து சிலர் மேட்டிமைத்தனத்தோடு கருத்துச் சொல்ல, இன்னும் சிலரோ அவர்களுக்குக் குழந்தை வளர்ப்பு வகுப்பெடுத்தனர். சுஜித்தின் பெற்றோருக்கு இழப்பீடு வழங்கப்பட்டது குறித்து சிலர் மோசமாகப் பதிவிட்டனர்.


‘புள்ளையே போச்சு. அந்தப் பணத்தை வாங்க உனக்கு எப்படி மனசு வந்தது?’ என்ற கருத்தை மையமாக வைத்து மிக நாகரிகமான வார்த்தைகளில் வசைமாரி பொழிந்தவர்களும் தமிழகத்தைச் சேர்ந்த நல்லிதயக்காரர்களே. இவை அனைத்துக்கும் மகுடம் சூட்டியதுபோல் அந்தக் குழந்தையின் மதத்தைச் சுட்டிக்காட்டி, தீபாவளிக் கொண்டாட்டங்களை மழுங்கடிக்கத் தான் இப்படியொரு நாடகம் என்ற பொன்னேட்டில் பொறிக்கப்பட வேண்டிய கருத்தை உதிர்த்தனர்் இந்து சொந்தங்கள் சிலர். இவ்வளவு கேவலங்களுக்கு நடுவே மகனைத் தொலைத்த அந்தத் தாயின் கதறல் யாருடைய செவியையும் எட்டவில்லை.

எது தவறு?

இதற்கிடையே சுஜித்தின் மீட்புப் பணிகளை நேரலையில் பார்த்துக் கொண்டிருந்த தம்பதியரின் குழந்தை நீர்த்தொட்டிக்குள் விழுந்து மரணிக்க, இது போதாதா கருத்துச் சொல்பவர்களுக்குத் தூபம் போட. பிள்ளையைப் பெற்றால் மட்டும் போதுமா; அதைப் பொறுப்புடன் பார்த்துக்கொள்ள வேண்டாமா என மீண்டும் காவியம் பாடத் தொடங்கினர். எல்லாம் சரிதான்.

ஆனால், எந்தப் பெற்றோரும் தங்கள் பிள்ளைகளைப் புதைக்க தங்கள் தோட்டத்திலேயே கல்லறை சமைப்பதில்லை என்பதை அந்த மேட்டிமைவாதிகளுக்கு யார் சொல்வது? அனைவரும் அவரவர் சூழலுக்கும் பொருளாதார வலுவுக்கும் ஏற்ற வகையில் பிள்ளைகளை வளர்ப்பார்களே தவிர அவர்களைச் சாகக் கொடுப்பதற்கான வழிகளை உருவாக்கிவைக்க மாட்டார்கள்.


விபத்துக்கும் எதிர்பாராத விபரீதத்துக்கும் பொருள் தெரியாதவர்களே இப்படியெல்லாம் பிதற்றித் திரிவார்கள்.
சாதி, மதம், இனம், வர்க்கம், பொருளாதாரம் என அனைத்திலும் ஏற்றத்தாழ்வுகள் நிறைந்த இந்தியா போன்ற நாடுகளில் அனைத்தையும் ஒரே தராசில் வைத்துத் தீர்ப்பு வழங்குவதைவிடக் கேவலம் வேறில்லை. எதிர்பாராத விபரீதம் நிகழும்போது பெற்றோரைக் குற்றவாளியாக்குவது நியாயமா? கைவிடப்பட்ட ஆழ்துளைக் கிணறை மூடாதது அவர்களுடைய தவறுதான். அதற்காக அவர்களைக் கொலைகாரர்கள் போன்று சித்தரிப்பது அதைவிடத் தவறல்லவா?

அரசுக்குப் பொறுப்பு இல்லையா?

இந்தச் சமூகத்தில் குழந்தை என்பது ஒரு குடும்பத்தின் சொத்தல்ல. அதன் வளர்ச்சியில் சமூகத்துக்கும் அரசுக்கும் பங்கு இருக்கிறது. அந்த வகையில் சுஜித்தின் மரணத்துக்கு சமூகமும் அரசும் சேர்ந்து பொறுப்பேற்க வேண்டுமல்லவா? கைவிடப்பட்ட ஆழ்துளைக் கிணறுகளை மூட வேண்டியது தனி மனித பொறுப்பு என்றால், அவற்றைக் கணக்கெடுத்து கண்காணிப்பது அரசின் பொறுப்புக்குள் வராதா? மக்களிடம் தனி மனித பொறுப்பு இல்லை; அதனால் நாங்களும் எதுவும் செய்ய மாட்டோம் என்று சொன்னால், அது மக்கள் நல அரசாங்கமா?

சட்டப்படி பார்த்தால் அந்தப் பெற்றோரைக் கைது செய்திருக்க வேண்டும்; இதே போன்ற சம்பவம் வெளிநாட்டில் நடந்தால் முதலில் பெற்றோரைத் தண்டித்துவிட்டுத்தான் குழந்தையைக் காப்பாற்றியிருப்பார்கள் என்ற உலகத்தரம் வாய்ந்த கருத்துகளையும் சிலர் சிதறவிட்டிருந்தனர். அவர்கள் குறிப்பிடும் நாடுகளும் நடுகாட்டுப்பட்டியும் ஒன்றா? அந்த நாடுகளின் அரசு செயல்படும் விதமும் இந்திய – தமிழக அரசுகள் செயல்படும் விதமும் ஒன்றா என்பதைப் பகுத்தறிய தெரிந்தவர்கள் இப்படியான கருத்து முத்துகளை வீணடித்திருக்க மாட்டார்கள்.


உயிர்ப்பலி வேண்டுமா?

மீட்புப் பணிகளுக்காக 11 கோடி ரூபாயைச் செலவிட்டதாகப் பட்டியல் வெளியிட்டிருக்கும் அரசு, மீட்புக் கருவியை வடிவமைப்பதற்கென அதில் சிறு தொகையையாவது ஒதுக்கியிருக் கிறதா? அங்கொன்றும் இங்கொன்றுமாகத்தானே குழந்தைகள் குழிக்குள் விழுகிறார்கள்; இறப்பு எண்ணிக்கை அதிகரித்த பிறகு பார்த்துக் கொள்ளலாம்; அதுவரை கயிற்றை வைத்தே மக்களைச் சமாளித்துவிடலாம் எனக் காத்திருக்கிறதா?

கவிதா கடந்த 2 வருடமாக தனது வீட்டில் சீசர் என்ற நாயை வளர்த்து வந்தார். சில தினங்களுக்கு முன்பு பெய்த கனமழையால் சீசர் பயந்து வீட்டு வாசலில் பயங்கரமாக சத்தம் போட்டுள்ளது. இதனால் கடுப்பான கவிதாவின் பெற்றோர்கள் அக்கம் பக்கத்தினர் சீசர் இரவு நேரத்தில் தொந்தரவு செய்வதாக சத்தம் போடுகிறார்கள். இனிமேல் சீசர் வேண்டாம் எங்கயாவது கொண்டு போய் விடலாம் என்று கவிதாவிடம் கூறியுள்ளனர். இதற்கு மறுப்பு தெரிவித்த கவிதாவை லேசாக திட்டியுள்ளனர்.

இதனால் மனம் உடைந்த கவிதா வீட்டில் உள்ள ஒரு அறையில் தூக்கு போட்டு தற்கொலை செய்துள்ளார். தற்கொலை செய்துகொள்ளும் முன் கடிதம் எழுதி வைத்துள்ளார். அதில் அப்பா, அம்மா, பாட்டி மற்றும் தனது தம்பியிடம் சீசரை நன்றாக பார்த்துக்கொள்ளும் படி எழுதியுள்ளார். கவிதாவின் இந்த தற்கொலை பெரும் பரபரப்பை ஏற்படுத்தியுள்ளது. அதுமட்டுமில்லை தற்கொலை செய்துக் கொள்வதால் என்னை மன்னித்து விடுங்கள் என்றும் கவிதா அந்த கடிதத்தில் குறிப்பிட்டுள்ளார்.

தகவல் அறிந்து சம்பவ இடத்திற்கு விரைந்த காவல்துறையினர் கவிதாவின் உடலை மீட்டு கோவை அரசு மருத்துவமனையில் பிரேத பரிசோதனைக்காக அனுப்பி வைத்தனர். வளர்ப்பு நாயை பிரிய மனமில்லாமல் இளம்பெண் தற்கொலை செய்த சம்பவம் சமூகவலைத்தளங்களில் விவாத பொருளாகவும் மாறியுள்ளது. இந்த அதிர்ச்சியில் இருந்து கவிதாவின் பெற்றோர்கள் இப்போது வரை வெளிவரவில்லை.

நீட் ஆள்மாறாட்டம் தொடர்பான வழக்கு சென்னை உயர்நீதிமன்றத்தில் இன்று மீண்டும் விசாரணைக்கு வந்தது. அப்போது வழக்கை விசாரித்த நீதிபதிகள் கிருபாகரன், வேல்முருகன் ஆகியோர் நீட் தேர்வு தொடர்பான பல்வேறு கேள்விகளை முன்வைத்து அதற்கு விளக்கம் கேட்டுள்ளனர்.

‘நீட் தேர்வு கொணடு வந்தபிறகு பயிற்சி மையங்கள் மூலம் அதிக கட்டணம் வசூலிக்கப்படுகிறது. சுமார் 5 லட்சம் ரூபாய் வரை பணம் செலுத்தி பயிற்சி மையங்களில் படித்த மாணவர்களே அதிக மருத்துவ இடங்களை பெற்றுள்ளனர் என்பதை அறிவதில் வேதனையாக உள்ளது.

இது பணம் செலுத்தி படிக்க முடியாத ஏழை மாணவர்களை வேறுபடுத்தும் செயலாகும். பயிற்சி மையங்களால் ஏழை மாணவர்களுக்கு மருத்துவக் கல்லூரிகளின் கதவுகள் திறப்பதில்லை. எனவே, முந்தைய காங்கிரஸ்-திமுக அரசு கொண்டு வந்த நீட் தேர்வை ஏன் இந்த அரசு திரும்பப்பெறக்கூடாது?’ என நீதிபதிகள் கேள்வி எழுப்பினர்.

முறைகேடுகளைத் தடுக்க தோ்வு மையங்களில் ‘ஜாமா்’களை (செல்லிடப்பேசி சமிக்ஞைகளை முடக்கும் கருவி) நிறுவுவது கட்டாயமாக்கப்பட்டுள்ள நிலையில், இதுதொடா்பான அரசின் கொள்கை முடிவுகளை கண்டிப்பாகப் பின்பற்ற வேண்டும் என பல்கலைக்கழகங்களுக்கு, பல்கலைக்கழக மானியக்குழு (யுஜிசி) உத்தரவிட்டுள்ளது.

ரேடியோ அதிா்வெண் அடிப்படையிலான சாதனங்கள் மூலம் தோ்வுகளில் முறைகேடு நடப்பதைத் தடுக்கும் வகையில், சோதனை முறையில் குறைந்த ஆற்றல் கொண்ட ‘ஜாமா்’களை தோ்வு மையங்களில் பொருத்த வேண்டும் என 2016-ஆம் ஆண்டில் அரசு கொள்கை முடிவெடுத்தது.

பல்கலைக்கழகம் மற்றும் கல்லூரிகளில் ஜாமா்கள் குறித்த அரசின் உத்தரவு பின்பற்றுவதை உறுதிப்படுத்த வேண்டும் என யுஜிசி சாா்பில் பல்கலைக்கழக துணைவேந்தா்களுக்கும், கல்லூரி தாளாளா்களுக்கும் ஏற்கெனவே எழுதிய கடிதத்தில் தெரிவிக்கப்பட்டிருந்தது.

Courier firm fined Rs 45,000 for not delivering Deepavali gifts

Chennai: The District Consumer Disputes Redressal Forum, Chennai (South) slapped a fine of Rs 45,000 on an international express courier firm for not delivering Deepavali gifts, including sweets, snacks and sarees to a woman in Texas, USA. Her father from the city sent the gift prior to Deepavali three years ago.

In the petition, K. Sambandam of Adyar submitted that he sent a parcel containing silk saree, blouses, tops, petticoat, sweet and snacks to his daughter, who was living in an apartment at Houston, Texas, U.S.A, as Deepawali gift. He purchased a silk saree for a price of Rs 11,850.

He sent the parcel through M/s. Queens International Express, Mylapore for Rs 4,500 on October 24, 2016. However, the courier company had not delivered the consignment. The purpose of sending the articles to celebrate Deepvali was totally defeated, which caused great mental agony and hardship, he said.

Even after repeated requests there was no proper response from Queens International Express. In its reply, the company, in an email, admitted that the shipment was wrongly delivered and they were taking steps to retrieve it and deliver it to his daughter. But so far, neither the consignment was delivered to either to the consignee nor returned to the consignor.

He issued notice on November 9, 2016. As there was no response, he filed the complaint seeking direction to K.M. Gani Proprietor of M/s. Queens International Express to pay him compensation for causing mental agony.

In his reply, K.M. Gani denied the averments made in the petition. The consignment was duly shipped to Houston Texas and it was wrongly delivered because of the address mentioned in proforma invoice. It was handed over to the transporter M/s. FedEx Express, Egmore. He sought dismissal of the petition.

The bench comprising its president M. Mony and member R. Baskarkumaravel said M/s. Queens International Express committed deficiency in service.

Considering the facts and circumstances of the case, the Forum ordered M/s. Queens International Express to pay the petitioner Rs 25,000 towards the cost of consignment and a compensation of Rs 10,000 for causing mental agony and a cost of Rs 10,000.

A Dubai-based dentist couple had created another world record by collecting 25,000 teeth in the year 2016.

Pudukkottai: A Pudukkottai-based dentist Dr Rajesh Kannan has created a new record in India books of records, Asia book of records and also hopes to enter the Guinness book of records in collecting the largest number of 64,800 extracted human teeth, beating two previous records recently.

According to Dr Rajesh Kannan, the previous record in this category of having collected 11,500 teeth by an Indian dentist Dr Jibreel of Madurai Meenakshi Mission Hospital, had made it to both India book of records and Asian book of records in 2011. A Dubai-based dentist couple had created another world record by collecting 25,000 teeth in the year 2016. But this one exceeds both those records.

He said he had collected these teeth over 15 years of his clinical practice as well as organised more than 120 dental camps and also with the help of his fellow dentists who have been collecting teeth for the last ten years for achieving his record.

The object of his record was to create awareness among the general public about oral hygiene and the importance of teeth for their overall health, Dr Rajesh Kannan told DC.

He said he got the spot approval and certificate from Asia book of records judge Dr Harisha for both Asia book of Records and India book of records.

He has also applied to Guinness book of world records with all documentary evidence and will get his certificate from them shortly, he added.

Dr Rajesh said on February 2 this year he also created the World's largest tooth model measuring 35-ft and broke the previous record set by Sensodyne, New Zealand, which created 32-ft tooth model. A juries' panel from Guinness book of world records, London, came to Pudukkottai and after their spot verification, they handed over the certificate for that feat to him, he added.

CHENNAI: Every morning D Arul Raj wakes up with one goal — to rescue at least one homeless person and put a roof over his/her head. He drives his autorickshaw, picking up savaaris for four hours each in the morning and evening, and the rest of the day he goes around the city to look out for homeless people who need help. Arul founded the Karunai Ullangal Trust two years ago to help abandoned people. So far, he has rescued more than 320 people.

On Tuesday, when we were waiting to talk to Arul, he gets a call telling there is someone in Perambur who needs his help. The 34-year-old autorickshaw driver doesn’t think twice before getting into his vehicle, asking us to hop on and zooming past the city.

How it all began

“I have a wife and two children. Till 2015, I had no intention of doing social service. During the floods that year, my wife received an emergency call from one of her friends at Saidapet. He told her that they were starving and were unable to get out of the locality due to stagnation. I brought food to their place only to realise there were hundreds who needed help,” he says.

Using a pushcart, Arul ferried people out of the area. That’s when he first felt the need to help a fellow human being. “It was the amount of trust they had on me that shook me. I then joined a Facebook page and a WhatsApp group called Makkal Ku Udhavalam, created especially to help people during floods. Requests for help kept pouring in and I did what I could,” he says.

Arul was then working in the collection department of a private bank. He would go from house to house to collect bank dues. However, when the office management realised he was busy with social service for the most part of the day, they fired him in 2016. Arul was jobless for six months. “We worked for six months after the floods on cleaning and providing relief materials. After six months, when the admin of Makkal Ku Udhavalam decided to delete the page, I decided to manage it and changed the name to Karunai Ullangal. Simultaneously, that was when I lost my job,” he says.

Goal-oriented

From helping cancer patients to poor children getting scholarships, Arul did everything he could. One day, towards the end of 2016, a woman on the roadside in Saidapet asked him if he could help her join a shelter home.

“I did not even know what a shelter home was until then. Earlier too, during floods, a woman had asked me the same, but I could not help her. But this request made me take the step to rescue the homeless and this changed my life forever,” says Arul. In January 2017, he received a call saying an injured homeless man was lying by the roadside and that he might die if they don’t help him soon. “This time, I took help from different NGOs and enrolled him in a private shelter home at Porur at 1.30 am. When that sense of satisfaction kicked in, I decided this is what Karunai Ullangal Trust will do from then on — rescue homeless and enrol them in a home.”

Daily routine

For each rescue, the fuel costs alone comes up to Rs 500. When Arul did not have a job, his friends and volunteers stepped up. “Each month, we were doing about 10 rescues and I did not want to depend on them forever. So, I bought an autorickshaw in 2017. A dear friend of mine gave me Rs 90,000 and the rest of the amount, I am paying through installments every month,” says Arul.

From then till now, Arul’s daily schedule has been the same. Ride the autorickshaw from 6 am to 10 am, carry out rescues from 10 am to 6 pm and again ride the autorickshaw from 6 pm to 10 pm before he heads home to spend time with his family. Of the people they have rescued, 120 have been reunited with their family, while others are in different shelter homes across the city. Now, Arul funds most of the rescues himself.

Alarming stories

While carrying out the rescues, Arul says he found some incidents alarming. “One day in 2018, I saw a distressed man on the roadside in Tambaram with a shabby long beard, torn clothes and his face covered in a thick layer of dirt. Talking to him, I found out that he was a film director who took to the roads after his wife divorced him and kids did not support him,” says Arul.

It is often common issues that lead to situations like this, he says. “Next time you find a distressed person, talk to them. Most of them have homes, but they don’t go because there are no loving people inside that house,” says Arul, as he swipes through the pictures of rescued people on his phone. Learning first-aid Pointing to a huge first aid box attached to his seat, Arul says that he is also trained in first-aid. Often, when they head out for a rescue, the notice that the victim’s legs and hands are infested by maggots due to living in unhygienic conditions and with diabetes. The 34-year-old learned first-aid, so he could clean their wounds before taking them to shelter homes.

As he shares his story, we reach the place of rescue. Outside Perambur loco station, we see an old man lying in his own feces, and his feet were half eaten by worms and maggots. Arul gets down and quickly takes the mask, gloves and other necessary equipment out of the first-aid box and runs to the man. He talks softly to him, consoles him as he cleans the wounds. Within an hour, he convinces him to go to a home, and four hours later, he was admitted. Arul looks at us and says, “This is the best part of my day.”

‘App’solutely helpful

Arul also introduced the Karunai Ullangal Trust mobile application on Google PlayStore in September. The app lets the public upload pictures of the abandoned people and assigns volunteers for the rescue.

HYDERABAD: The city of Hyderabad has been adjudged as 'Creative City' in gastronomy category by the UNESCO on the occasion of World Cities Day on Thursday.

Hyderabad is one of the two cities from India, among the total 66 smart cities selected by the UNESCO across the globe. The other city from India, Mumbai has been selected as a smart city in the film category.

Municipal administration and industries minister KT Rama Rao expressed happiness over Hyderabad's ranking. "It is a great effort by principal secretary municipal administration Arvind Kumar and his  team," Rama Rao said.

It may be mentioned here that Hyderabad has a number of starred restaurants and known for the delicious "Hyderabad Biryani". The city of pearls is also famous for its rich food culture and heritage.

CUDDALORE: Officials of the district crime branch on Saturday arrested a 46-year-old man for illegally printing documents such as voter ID, Aadhaar and ration cards.

According to official sources, Jagadeeshwaran recently submitted a complaint to Superintendent of Police (SP) M Sree Abhinav, Revenue Divisional Officer P Jagadeeshwaran and Electoral Registration. Based on the complaint, Cuddalore Deputy Superintendent of Police (Crime Branch) Sundaram and inspector Tharageshwari took the accused -- A Sheik Bharid (46) -- under custody for inquiry.

Bharid, who runs a computer centre at Pudupettai village near Panruti, was found to have illegally printed various government documents and forged the signature of Electoral Registration Officer for printing voter IDs.

The police seized as many as 25 voter IDs, eight Aadhaar cards and nearly 300 empty PVC cards from Bharid. More documents and a hard disk were also seized.

Police have registered a case and are investigating to find out the exact number of documents printed by the accused.

DHARMAPURI: Eleven years on, Dharmapuri Medical College Hospital (DMCH) has been quenching the thirst of its visitors with water from five-odd taps, in working condition, attached to a purified drinking water supply station constructed near its entrance.

This has been a cause of concern for both the patients and their relatives, who come to this health facility even from neighbouring districts for quality treatment. However, DMCH dean claimed that all patients are being supplied with water and a plan has been recently proposed by the collector to set up water vending machines in every ward.

DMCH has over 23 departments and 15 wards and over 3,000 out-patients avail of treatment here every day. Urging the hospital administration to set up more drinking water stations, Tamilarasi (35), whose sister is admitted to DMCH for delivery, said that shuttling from the pregnancy ward to the entrance for water has been very tiring.

"The hospital has been established on a vast campus. As only a couple of relatives are allowed to accompany a patient, it gets very difficult to leave them alone for a long time in the ward. Besides, we have to make a beeline to get our turn to fetch water as the water station is mostly crowded," she said.

The plight of patients in the fever wards is no different, said Panchampalli resident Krishnan, whose child is receiving treatment for fever at DMCH. "Over 217 patients are currently availing of treatment for fever in this hospital. However, no ward has a drinking water facility, which is very essential. When we ask the nurses, they either give a careless response or get enraged on the request. Hence, setting up more water vending machines is the way out of this issue," he said.

Speaking to TNIE, DMCH dean said that patients are given clean drinking water in all wards and it is only their kin who have to use the water station. "Recently, the collector has proposed a plan to set up water vending machines in each ward. The water station is directly connected to the Hogenakkal drinking water pipelines. Hence, there is no shortage of water as of now and quality is ensured as it is treated in the RO unit," he said.

Explaining the issues that come up with fixing water filtration machines in every ward, he said that there were chances for spreading of water-borne diseases if case any damage or leakage from the machine.

While Collector Malarvizhi was unavailable for comments, senior officials in the district administration confirmed that they are planning to soon set up more filtration units in the hospital.

Film shooting on Thiruvanmiyur station platform irks MRTS commuters

A crowd thronged the Thiruvanmiyur railway station on the Mass Rapid Transit System (MRTS) not to take a train, but to catch a glimpse of a film shoot that was taking place there on Sunday.

A huge crowd gathered on platform 1 of the station to watch the shooting for a Tamil movie.

The shooting was taking place on platform 2.

The shoot in the midst of regular operations of the suburban train services did not go down well with a section of commuters.

Some of them complained of the unsafe manner in which the shooting was being done on the aisle of the platform, which was causing hindrance to the movement of commuters.

Safety issues

Some commuters also faulted the Railway authorities for allowing a film shoot on the platform as it raised serious safety issues.

N. Raman, a resident of Thiruvanmiyur, said the film crew were seen on both platforms of the railway station and the equipment was lying all over the place, causing inconvenience to commuters.

A senior Southern Railway official said permission to shoot the movie was given for Saturday night.

The crew should have wound up their work on Sunday morning.

Due to certain issues, it was prolonged for a few hours, he added.

Over 1 lakh buildings could be on ‘objectionable lands’ in the city

Enumeration by Revenue officials was resisted by residents at many places; the absence of public consultation has led to a lack of clarity and widespread fear

Over 60,000 buildings in the city are located on ‘objectionable lands’. This number could double when the Chennai Collectorate completes its enumeration in a fortnight.

The enumeration of ‘objectionable land’ and ‘unobjectionable land’ in the city should have been over in October itself. As the survey has created a scare among residents in many localities, leading to their non-cooperation with the Revenue officials, there has been a delay in completing it.

The enumeration has twin objectives. First, it is intended to help residents get patta for the property developed on ‘unobjectionable lands’ such as natham poromboke.

Second, the government plans to demolish all buildings which have been constructed in ‘objectionable lands’ such as marshland, rivers, lakes and ponds.

Ecologically sensitive

So far, the Revenue officials in each of the 16 taluks in the city have identified at least 4,000 buildings standing on ‘objectionable lands’. For example, the Pallikaranai marshland has at least 1,025 buildings developed in ‘objectionable lands’ near the ecologically sensitive area.

“The Forest Department alone has enumerated over 600 buildings, all of which have to be demolished,” said an official. Residents and former councillors have pointed to the need for more manpower to complete the enumeration and help people understand the process.

Former Corporation Councillor of Madipakkam M. R. Nareshkumar said that many residents in areas such as Indira Nagar, New Colony Main Road and Sundaramurthy Street are worried because their houses have been constructed on the Adambakkam lake. “Officials have not yet surveyed the lake area. They are unable to complete the enumeration because of lack of manpower,” he said.

P. Jagatha, a resident of Madipakkam, said the officials should explain the impact of the enumeration to all the residents to prevent the spread of misleading information.

“The former councillors are unable to help us. We are unable to talk to the MLAs. There is no public consultation. Revenue officials visiting households also refuse to explain about the enumeration when we ask them. We just give them Aadhaar and other information. We are yet to have any clarity. We are scared,” she said.

Revenue Department officials said they had not conducted public consultations to explain the enumeration to all residents as it could lead to law and order problems in many areas.

“We just have to complete the enumeration on time. We will submit the data on buildings on ‘objectionable lands and unobjectionable lands’,” said an official. Revenue officials said that after the completion of the enumeration, the number of buildings likely to be demolished in the city could well be over 1 lakh. “The government will take a decision on the demolition of buildings,” the official pointed out.

Better development

Similarly, more than 1 lakh residents in lands such as natham poromboke are expected to get patta, improving the prospect of better urban development in the area.

For example, the issuance of patta for residents with “temporary patta” issued for saleable natham poromboke lands may offer them the scope to build more than ground plus one floor in the land, officials said. Former Corporation Councillor P. Govindaraj of Mugalivakkam said most of the village in erstwhile Mugalivakkam was natham poromboke.

“The enumeration will help many residents who have purchased land in the area,” he said.

Meanwhile, the Revenue officials in many areas of the city are trying to complete the work despite resistance from residents. “We will complete the work in 15 days. The enumeration has been delayed because of rain,” said a Revenue official.

Invest or repay? This is a question that never has an off-season. Here’s a typical example. A reader mailed me, saying that he has a housing loan on which he is paying an interest of 11% a year. There’s no problemhe is able to pay the EMI comfortably out of his income. However, he now finds that he also has some cash accumulated which he can invest. He wanted to know what was the better option: Repay some of his housing loan before schedule, or invest the money in an equity mutual fund for the long-term.

This is not an uncommon dilemma. In fact, it’s possible that practically every salary earner who takes a housing loan faces it at some point. You take a loan at an EMI you can afford. Eventually, your income increases and you find that can pay back more of the loan than you had originally planned. If you were to ask this question of a financial planner, the chances are that he would tell you to repay the loan first. That advice is based on what is a first principle of personal financial planning—clear your debts before you save. That principle is a sound one and should almost always be followed. I said ‘almost’ always. If the choice were between clearing expensive credit card debt and saving, then clearly, one should do that. The same probably holds for most consumer loans, including big ticket ones like cars and such. This principle is most relevant to people who try to borrow and invest.

However, there are some caveats to the standard advice. On the face of it, long-term investments in an equity fund will possibly fetch higher returns than the interest that savers are paying on housing loans. In the past, SIP returns have been higher for most 10-year periods. This situation is roughly true for everyone who is trying to save while servicing a housing loan.

In the case of a housing loan, the effective trade-off is even more in favour of not repaying the loan early because of the tax breaks one gets on the interest paid. If you compensate for that and calculate the real effective interest rate, then you’ll find that your savings have to cross an even lower bar. The actual advantage you get from having taken the loan would also include the fact that you no longer have to pay rent. It’s only when someone has built up a large enough financial saving that is liquid and accessible, and is in a situation where no great expense is anticipated that it would be justifiable to retire the loan instead of saving.

On top of that there’s another side to this, which is human psychology. If someone has little or no savings at all, then no matter what the situation, no matter what the interest rates, he or she would prefer to carry the loan but have some savings. In such a situation, it would make sense to have access to the savings if they are needed, even if the savings are fetching the same or less returns than the one is paying on the debt one has taken. In other words, the rules for the first bit of saving you do—emergency money, so to speak—are different. Having instant access to an emergency fund is worth any kind of disadvantage that an interest rate differential brings.

Auditors suspect fraud in 8K Miles

Deloitte Haskins & Sells, auditors of 8K Miles Software, said on Saturday it has informed the central government about suspected fraud in the affairs of the cloud computing company.

Also, in a sudden exit, two directors, promoter director R S Ramani, (who has been indicted by the auditors) and Gurumurthy Jayaraman resigned from the company’s board with immediate effect on Saturday. Though the resignations were accepted, reasons for their exit could not be known.

8K Miles is a cloud computing company and has been under regulatory radar and legal knots as the company claimed a broker forged promoter’s signature to offload pledged shares triggering a police complaint and cases in various judicial fora.

Transactions between 8K Miles Media, in which Ramani holds 80% stake, and 8K Miles Software have also been rebuked by the auditors.

As it faced suspension from trading in bourses from today, for non-completion of audit for FY19, the company’s board met on Saturday to approve the previous fiscal’s accounts.

In a filing to the BSE after the board meeting, the company said its auditors have qualified several transactions, right from inconsistencies between initial and subsequent bank statements provided for subsidiaries, inadequate details on receivables and payables balances, existence of probable related parties not disclosed previously, and lack of access to books of some subsidiaries.

However, auditors were unable to conclude on the validity of around ₹378 crore of revenue recognised during the fiscal year, and could not check for the veracity of a consultancy charge of ₹17 crore paid to a vendor.

8K Miles has also not assessed and paid GST on such services. Further, during the year, the group capitalised around ₹323 crore in costs towards intangible assets, for which no appropriate documentation was provided. “The management has not provided us with their assessment of any impairment to the carrying value of such goodwill and other intangible assets,” Deloitte added.

Queries sent to Suresh Venkatachari, founder and CEO of 8K Miles, Software for comments did not elicit response till the time of going to press.

Responding to Deloitte’s qualifications in the audit report, 8K Miles Software said it has provided all information and resolutions to auditors with respect to the financial statements. “The management has made full inquiry into affairs of the business as a result of which, they firmly believe that there is a going concern assumption as there are requisite business, operations, customers, and employees,” the management noted.

The company’s scrip has crashed almost 90% in value in the past two years. From trading at almost 1,000 in December 2017, the shares were valued at 43.50 on Sunday.

The 8K Miles stock has been in focus for all the wrong reasons in the past year. 8K Miles Media Private Limited, a privately held company where 8K Miles Software’s former CFO R S Ramani holds over 80% stake, has been accused of forgery by its audit firm.

The management clarified that a forensic audit has cleared all allegations and there is no relationship between 8K Miles Media and itself, except for common promoter.

Breast cancer may be detected 5 yrs before clinical signs appear

A blood test that may be able to detect breast cancer up to five years before symptoms develop could be available by 2025 if development is fully funded, UK researchers said.

Doctors at the Centre of Excellence for Autoimmunity in Cancer at the University of Nottingham compared blood samples from 90 patients being treated for breast cancer with the same number from a control group without the disease to measure the body’s immune response to substances produced by tumour cells. They’re now testing samples from 800 patients for nine markers and they expect the accuracy of the test to improve.

“A blood test for early breast cancer detection would be cost effective, which would be of particular value in low and middle income countries,” Daniyah Alfattani, a PhD student at the University of Nottingham said in a statement. “It would also be an easier screening method to implement compared to current methods, such as mammography.”

About 2.1 million women are diagnosed with breast cancer annually, according to the World Health Organization. It killed an estimated 6,27,000 women last year, accounting for 15% of all cancer deaths among women.

“We need to develop and further validate this test,” Alfattani said. “However, these results are encouraging and indicate that it’s possible to detect a signal for early breast cancer. Once we have improved the accuracy of the test, then it opens the possibility of using a simple blood test to improve early detection of the disease.”

The researchers estimate that, with a fully funded development programme, the test might become available in about four to five years. The research was presented at the UK National Cancer Research Institute cancer conference in Glasgow. BLOOMBERG

Nagpur to get India’s 1st 4-deck transport bridge

The country’s first-ofits-kind four-deck transport structure has been planned as part of Nagpur Metro near Kamptee Road. The National Highways Authority of India (NHAI) has sanctioned ₹535 crore for the 5.3 kilometre flyover project, which includes the four-deck structure, to be built below the Metro viaduct.

In this four-deck structure, the first level is the Kamptee Road, second is Nagpur-Bhopal railway line, third is the flyover, and fourth is the Metro viaduct. In other places, Metro viaducts and flyovers exist above roads but not above railway lines.

The details on the structure’s funding and construction are still be clarified. The NHAI has asked MahaMetro to talk to the state government to recover the cost of the flyover. Metro has, however, written to NHAI pointing out that it is merely the implementing agency and hence ways to recover the cost should be discussed directly with the state government by NHAI officials.

NHAI’s attitude has enraged Union transport minister Nitin Gadkari. He convened a meeting of NHAI and MahaMetro officials on Sunday and told the highway officials to remove the cost recovery condition.

In six months, 10 bikers dead after hitting dogs in Madurai

Stray dogs have claimed the lives of at least 10 bikers in Madurai district in the last six months, which include three deaths on a single day on October 27. Though accidents due to dog hits are rampant in the city and rural areas of Madurai, deaths mostly happen in rural areas. This is because the vehicles involved in the accidents were at high speed as roads are comparatively traffic free in the rural areas.

The number of people injured in the accidents caused by dogs is also high. However, only a few non-fatal accidents were recorded by police as people don’t lodge complaints. A police officer said that only a few people tend to lodge complaints in case of accidents caused by dogs, since there was no opponent involved. Complaints are received only when the injuries are serious or the two-wheelers are severely damaged.

As per police records, at least 15 non-fatal accidents have taken place in Madurai district police limits in the last six months. But police officials said that there could be around 100 accidents on an average caused by dogs in a year.

Additional deputy superintendent of police V P Ganesan said that accidents turn fatal only when riders involve in rash driving. Three were three fatal accidents on Diwali day due to dog hits. In all the cases, victims were young and were driving at high speed.

HC upholds conviction of murder accused

The Madras high court has upheld the conviction and sentence awarded by a lower court to an accused who had murdered his wife at Tuticorin in 2008.

According to the prosecution, the appellant Manthiramoorthy was married in 2007 and used to frequently pick fights with his wife (the deceased) after getting drunk. On April 5, 2008, he strangulated his wife with her saree and attacked her with a kitchen knife, causing her death.

Following this, police registered a murder case and arrested him. The Tuticorin additional sessions court/ fast track court I in an order on May 7, 2009, convicted the appellant and sentenced him to undergo life imprisonment.

The appellant then moved the Madurai bench of Madras high court in 2017, seeking relief from the order of the lower court.

His counsel submitted that the prosecution’s case is based on circumstantial evidence and the chain of circumstances has not been proved.

While confirming and upholding the order of the lower court, a division bench of Justices S Vaidyanathan and N Anand Venkatesh observed,“The appellant attacked the deceased in a grotesque manner. The conduct of the appellant... does not give any ground to modify his sentence.”

HC: FIR no bar for grant of passport

Observing that pendency of FIR is not a bar for grant of passport, Madras high court directed the authorities concerned to consider the application submitted by a person and pass appropriate orders.

Madurai resident Prabakaran, the petitioner, had applied for a passport from the regional passport officer (RPO) at Madurai. After police verification, the regional passport officer sought clarification with regard to pendency of a case registered against him under IPC section 379 and section 21(1) of the Mines and Minerals (Development and Regulation) Act, 1957, at Kottampatti police station.

The petitioner appeared before the RPO in person and submitted his explanation on September  27. However, the passport officer did not issue a passport to the petitioner on the ground that a criminal case was pending against him.

The petitioner then moved the Madurai bench of Madras high court seeking a direction to the RPO, Madurai to issue him a passport.

According to the petitioner, the case is still in the FIR stage and a charge sheet has not been filed.

The special government pleader submitted that the case is still pending at the FIR stage and no further action has been taken.

Taking note of the submission, Justice M Govindaraj observed that pendency of FIR is not a bar for grant of passport. Hence, the judge directed the authorities concerned to consider the application submitted by the petitioner and pass appropriate orders within two months.

Move Aimed At Boosting Employment Opportunities For Drivers

The Tamil Nadu government has removed the minimum educational qualification required for drivers while signing up for driving licences. The move, officials said, is meant to boost employment opportunities.

The change, effected on October 29, was made based on an order issued by the Union road transport ministry last month.

Earlier, a pass in Class VIII was deemed as the minimum education qualification needed for operating commercial vehicles like trucks, buses and taxis in Tamil Nadu. The rule was made a part of the original TN Motor Vehicles Rule, 1989, to ensure that drivers, travelling to other states on long routes, were able to read the names of places and warning messages on route/sign boards and record details on consignments or travel log sheets.

However, transport and commercial vehicle operators wanted this rule to be scrapped because of a shortage of drivers. Several members of lorry and bus owners' associations have submitted petitions in this regard.

There are over 6 lakh goods carriages and buses in Tamil Nadu but only 4 lakh regular drivers for these vehicles are available, according to official data.

“We hope the new rule will bridge this huge gap,” said C Dhanraj, secretary of TN Lorry Owners' Federation.

Seconding him, Ganesh from the All India Inter State Lorry Owners’ Association said that there was no need to look at the issue from the literacy angle as ability to read road signs and understand safe driving practices was more than enough to drive across the country.

Transport experts told TOI that there is no evidence to prove that people who have had a formal education drive safer.

Official data actually states that less than 11% accidents in TN (7,700) were caused by drivers with educational qualification up to Class VIII, while the accidents caused by those who were educated stood at 60,000.

Transport activist K Kathirmathiyon said drivers were misusing the shortage in their numbers as private bus operators do not take penal action against drivers if they are at fault.

However, the shortage of drivers didn’t translate into a rise in the salaries drawn by drivers. At present, their average pay is around ₹10,000-12,000 a month.

With better paying options like app-based cab aggregators available, there have been several instances where many truck drivers have presented fake stories about police demanding bribes on highways. The stigma around the job doesn’t attract many and shortage will be there, Ganesh added.

Responding to this, an official from the state transport department said that it was important to train drivers in not only basic driving and repair skills, but also on dealing with their irregular work conditions in order to retain quality drivers for a longer duration.

Anna Univ can follow 69% reservation even as Institute of Eminence: Centre

Clearing a major road block in Anna University getting the Institute of Eminence (IoE) status, the Union HRD ministry has clarified that there won’t be any change in the reservation policy. This would mean the premier engineering university can follow 69% reservation in admissions even after getting the IoE tag. After a notification issued by the Centre said public institutions with IoE status would be allowed to follow 49.5% reservation, the state sought a clarification from the Centre whether the university would be allowed to continue with its 69% admission quota.

The MHRD letter, received last week, came in response to the state government’s query.

“With this letter, all doubts of the state government with regards to IoE status to Anna University have been clarified. The state government has to give its letter of commitment to provide the grant required under IoE,” a source from Anna University said.

The university has submitted all the financial requirement to the government. As per the proposal, the university would need ₹2,570 crore for the next five years to attain the Institute of Eminence status.

“It is high time the government gave its commitment to move forward. If we don’t move, we will fall behind,” the source added.

The higher education department made a presentation to chief minister Edappadi K Palaniswami six weeks ago about the status.

When asked about whether the largest technical university in the country can affiliate engineering colleges after getting the IoE status, a university official said, “MHRD doesn’t speak about the affiliation under IoE. If the university and government want, they can continue with it.”

“Though an IoE institute would receive up to ₹1,000 crore funding and greater autonomy, it would remain a state university,” the official added.

“Reservation is the major political issue. If this is sorted out, then the government should not hesitate to approve it. All other issues can be sorted out,” said E Balagurusamy, former vice-chancellor, Anna University.

“Any further delay would cause loss to Tamil Nadu and the university. The coveted position of IoE should not be lost,” he said.

Boarding from Tambaram? Keep two hours in hand

With railways considering moving more trains to Tambaram railway station to decongest Egmore, people who live in the northern and western suburbs may have start from home several hours before departure time and brave traffic to reach the station in the far south.

It will take more than an hour for passengers to reach Tambaram from Ambattur or Ennore in peak-hour traffic cutting across core areas of the city to reach the southern suburb 37km away.

Southern Railways is already operating Chennai-Tirunelveli Nellai Express and Chennai-Madurai Pothigai Express from Tambaram. And passengers from the northern and western ends need almost two hours to reach the station.

S Murugaiyyan, general secretary of Rail Passengers Welfare Association of Thiruninravur, said, “If railways is looking at shifting more trains to Tambaram, it should increase the number of direct suburban trains from Tiruvallur via Beach to Tambaram. This will help passengers to reach the station.”

Railways wants to start trains to eastern destinations and northern destinations from Tambaram. The authorities have tried out special trains from Central via Beach and Egmore to the southern towns, and also from Egmore via Beach to the northern destinations. Though this may inconvenience passengers and lead to some resistance if made regular, this is the only way to decongest major stations and start more trains from Chennai as expansion is not possible at Egmore, said a railway official. “Many major stations in other cities have a second smaller station identified to decongest the main stations,” he said.

அந்தப்பேப்பரை கேட்கிறீர்களா அதுகுறித்து எங்களுக்குள் பேசிவிட்டு கலக்ட் பண்ணிக்கொண்டு வருகிறோம் என்று கூறி வெளியே வந்துள்ளனர். பின்னர் நேராக சங்கத்தினர் அனைவரும் லஞ்ச ஒழிப்பு போலீஸாரிடம் விஜயகுமாரி கேட்ட ரூ.1 லட்சம் லஞ்சம் குறித்து புகார் அளித்துள்ளனர்.

புகாரை பெற்றுக் கொண்ட போலீஸார் நாங்கள் சொல்வதுபோன்று பேசுங்கள். நாங்கள் தருகிற ரூபாய்த்தாளை கொண்டுபொய் கொடுங்கள் என்று கூறி அனுப்பியுள்ளனர்.

அதேபோன்று குடியிருப்பு சங்க நிர்வாகிகள் கண்காணிப்பு அதிகாரி விஜயகுமாரியிடம் பேசி ஒரு லட்சத்தில் ஏதும் குறைக்க முடியுமா என கேட்க ஒரு ரூபாய் கூட குறைக்கமாட்டேன் என்று கூறியுள்ளார். அப்படியானால் முதலில் முன்பணமாக ரூ.50000 தருகிறோம், வேலை முடிந்தப்பின் மீதிபணத்தை தருகிறோம் என்று கூறியுள்ளனர்.

அதற்கு ஒப்புக்கொண்ட விஜயகுமாரி வேலை முடியும்முன் மீதிப்பணத்தைக்கொடுத்தால்தான் இணைப்பு கிடைக்கும் என்று கூறி பணத்தை மாலை 5 மணி அளவில் சிந்தாதிரிப்பேட்டையில் உள்ள தனது அலுவலகத்திற்கு வந்து தரும்படி கூறியுள்ளார். அதன்படி லஞ்ச ஒழிப்புத்துறையினர் கொடுத்த ரசாயனம் தடவிய ரூ.50,000 பணத்தை எடுத்துச் சென்றுள்ளனர்.

அவரது அறையில் அவர் கையில் 50 ஆயிரம் ரூபாயை கொடுக்க அவர் அதை வாங்கி எண்ணும்போது ஏற்கெனவே தயாராக இருந்த லஞ்ச ஒழிப்பு போலீஸார் உள்ளே நுழைந்து அவரை கையும் களவுமாக பிடித்தனர். பின்னர் அவரை கைது செய்த போலீஸார் அவரது அலுவலகத்தில் வைத்து விசாரணை நடத்தி வருகின்றனர்.

அவரது அலுவலகமும் சோதனையிடப்பட்டது. போலீஸாரின் விசாரணைக்கு பிறகு தான் விஜயகுமாரியிடம் இருந்து பறிமுதல் செய்யப்பட்ட மொத்த தொகை எவ்வளவு என்பது தெரிய வரும்.

முதல் தலைமுறை மாணவா்களுக்கு கல்விக் கட்டணத்தை ரத்து செய்வது தொடா்பாக தொழில்நுட்பக் கல்வி இயக்குநரகம் விளக்கம் அளித்துள்ளது.

தமிழகத்தில் அனைத்து பொறியியல் கல்லூரிகளிலும் அரசு ஒதுக்கீட்டு இடங்களில் சேரும் முதல் தலைமுறை மாணவர்களுக்கு கல்விக் கட்டணத்தை ரத்து செய்யும் திட்டம் 2010-ம் ஆண்டு அமலுக்கு வந்தது. இதனால் பொறியியல் கல்லூரிகளில் சேரும் முதல் தலைமுறை மாணவர்களுக்கு ஆண்டு கல்விக் கட்டணம் ரூ.20 ஆயிரம் ரத்து செய்யப்பட்டது. இதற்கிடையே தனியார் பொறியியல் கல்லூரிகளுக்கான கல்விக் கட்டணம் 2017-ம் ஆண்டு ரூ.25 ஆயிரமாக உயர்த்தப்பட்டது.

இதையடுத்து உயா்த்தப்பட்ட கல்விக் கட்டணத்தை முதல் தலைமுறை மாணவர்களுக்கு ரத்து செய்வதில் கல்லூரிகளிடம் குழப்பம் நீடித்தது. இந்நிலையில் இந்த விவகாரம் தொடர்பாக தொழில்நுட்பக் கல்வி இயக்குநரகம், தனியார் கல்லூரிகளுக்கு அனுப்பிய சுற்றறிக்கையில், ‘‘தமிழக அரசின் கட்டண நிா்ணயக்குழு 3 ஆண்டுகளுக்கு ஒருமுறை கல்விக் கட்டணத்தை மாற்றிய அமைத்து வருகிறது. அதன்படி தற்போது கட்டணக்குழு உயர்த்திய கல்விக் கட்டணத்தை முதல் தலைமுறை மாணவா்களுக்கு தொடர்ந்து ரத்து செய்ய வேண்டும்’’என்று கூறப்பட்டுள்ளது.

மலிவுவிலை மருந்தகங்கள்: கண்டறிய செல்போன் செயலி

மக்களுக்கு குறைவான விலையில் மருந்துகள் கிடைக்க வேண்டும் என்பதை நோக்கமாகக் கொண்டு, நாடு முழுவதும் 'மக்கள் நல மருந்தகங்கள்' எனும் மலிவு விலை மருந்தகங்களை மத்திய அரசு திறந்துள்ளது.

இந்த மருந்தகங்களில் கிடைக்கும் 800-க்கும் மேற்பட்ட மருந்துகள் பிரபல நிறுவனங்களின் விலையைவிட 50 முதல் 90 சதவீதம் வரை குறைவாக இருக்கின்றன. தமிழகம் முழுவதும் 500-க்கும் மேற்பட்ட மருந்தகங்கள் செயல்பட்டு வருகின்றன. கோவையில் 56, ஈரோட்டில் 29, சேலத்தில் 27, திருப்பூரில் 13, நாமக்கல்லில் 13, நீலகிரியில் 8 'மக்கள் நல மருந்தகங்கள்' செயல்படுகின்றன.

'ஜெனரிக்' மருந்துகள்

எந்த பிராண்ட் பெயரில் மருத்துவர் மருந்து எழுதிக்கொடுத்தாரோ அதே பெயரில் மருந்து வாங்க வேண்டும் என நோயாளிகள் நினைக்கின்றனர். இன்னும் பெரும்பாலானோருக்கு 'ஜெனரிக்' மருந்துகள் குறித்த புரிதல் இல்லை. விலை அதிகமான மாத்திரைதான் அதிக பலன் அளிக்கும் என்ற எண்ணம் மக்களிடம் உள்ளது.

'ஜெனரிக்' மருந்துகள் பிராண்டட் மருந்துகளைவிட எந்த வகையிலும் தரத்தில் குறைவானவை அல்ல. பிராண்டட் மருந்துகளில் உள்ள அதே மூலக்கூறுகள்தான் ஜெனரிக் மருந்துகளிலும் இருக்கும். உதாரணமாக, 'குரோசின்', 'கால்பால்' போன்றவை காய்ச்சலுக்கான பிராண்டட் மாத்திரைகள். அதே மாத்திரையை, அதன் மூலப்பொருளாக விளங்கும் 'பாராசிடமால்' என்ற பொதுவான (ஜெனரிக்) பெயரில் மருந்தகங்களில் பெறலாம்.
