AICTE to conduct test for students whose engg degrees were suspended by SC

The All India Council for Technical Education (AICTE) has opened registration of the students of four deemed-to-be-universities for a test whose engineering degrees and diplomas obtained through distance education mode were suspended by the Supreme Court in a recent verdict last month.

"The last date for online registration of the students, willing to appear in the test to get their qualifications redeemed, is January 15, 2018, till 5 pm," the AICTE said issuing a notification for the test.

Lakhs of students are expected to take the test who obtained their engineering degree and diplomas through correspondence course from the JRN Rajasthan Vidyapeeth, Rajasthan; Institute of Advanced Studies in Education, Rajasthan; Allahabad Agriculture Research Institute, Allahabad; and Vinayaka Mission's Research Foundation, Tamil Nadu between 2001-2005.

In a hard-hitting judgement on November 3, the Supreme Court suspended the engineering degrees and diplomas granted by these four deemed-to-be-universities to their students between 2001-2005.

The court also directed the AICTE to conduct a test, both written and practical, for these students, holding that the engineering degrees and diplomas of those failing to clear the examinations will stand cancelled .

The apex court also ordered for "a thorough investigation" into the case by the CBI, holding that the grant of ex-post-facto approval to the four institutions correspondence course in engineering and technology by the University Grants Commission (UGC) was "incorrect and illegal."

"The students who obtained their degrees, diplomas or any other certificate from these institutions in engineering and technology can register online for appearing in the test likely to be conducted in May-June 2018. As per the apex court order, degrees of the students will remain valid only if they pass the examinations," an AICTE official said.

"These four institutions have awarded engineering degrees to lakhs of students enrolled in their correspondence courses. At least 4.5 lakh engineering degrees and diplomas were issued by these institutions after 2014," official sources told DH.

The Supreme Court has cancelled the validity of all the engineering degrees, diploma and certificates awarded by these four institutions to their students enrolled in their correspondence courses after 2005.

CHENNAI: Good news for rail passengers plying between Chennai and Bengaluru, the commuters may soon save their journey time by an hour from next April, if the Integral coach factory (ICF), successfully rolls out its first of its kind EMU module named Train-18. According to highly placed officials at ICF, the manufacturing unit has got the clearance from the railway board to make the advanced electrical multiple unit train (Train-18), with plying velocity of 160 km per hour. When compared to the conventional EMU trains, the new train equipped with a self-propellant engine will be slightly smaller in width. A pair of Train-18 is planned and the composition would have 16 coaches each.

“The electric train now in usage takes minutes to gain full velocity or to stop. Trains should be slowed down well ahead of two kilometres before the stoppage. If a train has 10 stoppages, the total travel time will increase approximately by an hour. But EMU trains need a few seconds to stop and gain momentum” said ICF sources. A common electrical train takes nearly 7.30 to 8 hours to reach Coimbatore from Chennai and almost 7 hours to reach Bengaluru and this new train will reduce the journey time, sources added.

However, officials also expressed doubts whether the new trains will run from Chennai. To operate the Train-18, the tracks ought to be upgraded. At present, southern railway does not have tracks to accommodate trains running at a speed of 160km per hour. But the zonal railway management is working on upgrading tracks. “Southern Railway is on its feet to upgrade Chennai – Bengaluru and Chennai – Coimbatore routes. If the work is finished in time, the Train-18 will run in any one of these routes” opined an informed official.

Also, the officials expressed apprehensions that the Train-18 likely to go to Northern Railway. “The designing of the Train-18 is finished and procurement of spares is going on. We are trying to finish manufacturing by March 2018 and hope the train will be on tracks by April. The Northern railway has already upgraded Delhi- Agra route and a few trains are plying at a speed of 160 km per hour on that route. The railway board will have the final say on who will boast the new train,” another official said.

The ICF also on the verge of producing India’s first train made with lightweight aluminium. “Train-20 is also planned by ICF, which will be rolled out in 2020. The aluminium body will make the train lighter and faster,” said a source in ICF.

Rs 3.21 lakh seized from AIADMK man

Chennai: Adding drama to the high profile R K Nagar by-election, a case has been registered against dissident AIADMK candidate TTV Dinakaran and his supporters for violating the model code of conduct on Saturday.

The apoll officials also seized money from an AIADMK functionary in a separate incident.

A police source said that the election flying squad officials engaged in vehicle checking at a checkpoint in C.B. road, Hari Narayanapuram near Ambetkar nagar. They checked a car, which bore AIADMK flag in its bonnet and found Rs 3.21 lakh in possession of party functiona-ries.

When inquired, the party men told the money has been carried for a marriage function, though police seized the money and handed over to tahsildar, the source said.

A case under section 171 (B), 171 (E) of IPC was booked on functionaries.

A case for displaying party flag in the car, violating election model code of conduct also registered.

Madras High Court imposes fine on DCP for issuing false memo to SI

Chennai: The Madras High Court imposed a cost of Rs 10,000 on Deputy Commissioner of Police, Armed Reserve, Chennai for issuing a wrong and false charge memo to a Sub-Inspector of Police, due to which he was denied even his pension and that ruined his family with irreparable loss, including that of his ailing wife.

“After issuing the charge memo, as he reached superannuation on May 31, 2017, he was not permitted to retire from service. He was not even paid pension and retirement benefits causing a huge problem to him even to maintain his family. His ailing wife also died on November 24, 2017 for want of money for her treatment. In view of the wrong and false charge memo, he was denied even his pension and that has ruined his life. Considering the facts and circumstances, this court is of the view that it is a clear case where a huge cost has to be imposed. However, in view of the repeated requests made by the Special government pleader, this court restricts the cost at Rs 10,000 to be paid by the Deputy Commissioner of Police to the petitioner”, said Justice T. Raja.

Allowing a petition from the Sub-Inspector of Police V. Muthuveerappan, the judge quashed the charge memo and directed the authorities to permit the petitioner to retire from service on his superannuation. He should be paid all consequential benefits, the judge added.

The allegation against the petitioner in the charge memo was that to gain more marks in the Promotion Board, bogus Annual Confidential Records with the grading for overall performance as “Outstanding” was prepared by him and submitted to the Board.

Denying the allegation, the petitioner contended that when the personal files of the police personnel were all confidential in nature and they were maintained and kept in personal safe custody of the officers, there was no chance for the petitioner to have access of the ADR.

Therefore, the allegation made against the petitioner in the charge memo that he has tampered with the personal files was beyond the scope of any imagination.
In his counter affidavit, the DCP submitted that after issuing the charge memo, now the authorities have come to the conclusion that the petitioner had not committed any tampering of ACR.

The judge said, “This court is stunned to see how such a charge memo has been issued against the petitioner by the authorities, when they themselves admit in the counter affidavit that there is no tampering. In view of the admission made by the authorities, the petition deserves to be allowed”.

WhatsApp's new feature to give more power to group admins

WhatsApp has reportedly submitted the ‘Restricted Groups’ setting via Google Play Programme in version 2.17.430.

Earlier, WhatsApp launched the picture-in-picture mode (PiP), where users can now play YouTube videos directly within the app.

Facebook owned messaging service WhatsApp is likely to add a new feature to its mobile app. The app will now offer the group administrators more power where they will be allowed to restrict all the members in the group from sending text messages or sharing pictures, videos, documents, GIFs etc.

According to WABetInfo, WhatsApp has submitted the ‘Restricted Groups’ setting via Google Play Programme in version 2.17.430. The new setting can only be activated by the group admins, and once restricted, other members will only be able to read admin’s message. However, the can use the ‘Message Admin’ button to message or share a file on the group. The admin will then approve the message before everyone else on the group can see the message.

"A group can be restricted once every 72 hours but thanks to the 2.17.430 beta, we discovered that WhatsApp will be finally able to change this value from the server," the website said.

Earlier, WhatsApp launched the picture-in-picture mode (PiP), where users can now play YouTube videos directly within the app. Now when you receive a YouTube link and click on it, the video will open within the app itself and float on the window. You can also navigate to another chat while watching the video.

Govt to give 3-6 month window for Aadhaar-PAN linking post-SC approval

The government has indicated to the Supreme Court that it is willing to extend this deadline to March 31, 2018.

New Delhi: The government will give 3-6 months to link the biometric identifier Aadhaar with PAN in case the apex court rules in its favour, after which it may cancel all PANs that have not been linked, a senior official has said.

The cancellation will weed out all duplicate PANs and make benami transactions void, the official said.

The current deadline for linking the 10-digit alphanumeric PAN (Permanent Account Number), issued by the Income Tax Department, with Aadhaar is December 31.

The government has indicated to the Supreme Court that it is willing to extend this deadline to March 31, 2018.

The official said that in the event of the apex court upholding the government position of making linking of PAN with Aadhaar mandatory and agreeing with the proposed deadline, a 3-6 month grace period would be given to allow all taxpayers to do the linking.

As of November, 13.28 crore out of 33 crore PANs have been linked to the 12-digit Aadhaar, he said.

"The linking exercise is aimed at eliminating duplicate PAN cards which are being used by unscrupulous elements to avoid paying due taxes," the official said.

Not linking PAN with Aadhaar even after the grace period will render the PAN invalid, he said.

"We can give 3 to 6-month window after December 31 for the linking," he said.

Last month, the government had told the court, which is hearing petitions against making Aadhaar linking to bank accounts, mobile phone numbers and others mandatory, that it is willing to extend the deadline to March 31, 2018.

This year, the government made the quoting of Aadhaar mandatory for filing income tax returns (ITRs) as well as obtaining a new PAN.

"The duplicate PAN cards are the ones which are creating a major danger to the economy. They are the ones who are using this duplicate PAN for opening bank accounts and then they are transacting and they are not filing returns. So we need to worry about them," the official said.

Section 139 AA (2) of the Income Tax Act says that every person having PAN as on July 1, 2017 and eligible to obtain Aadhaar, must intimate his Aadhaar number to the tax authorities.

The government had in August extended by four months the deadline for linking PAN with Aadhaar till December 31, pending the Supreme Court verdict. As the case is pending in the Supreme Court, the government is not enforcing the provision, the official said.

"There will be a time when, once Supreme Court clears it, we would like to give a date by which all have to link with Aadhaar and remaining will be cancelled.

"We will give a 3-6 month window... But after that the PAN, if it is not linked, will be cancelled. Our purpose is, all duplicate PANs should be eliminated which are not linked to Aadhaar card. So, all the Benami transactions will go," the official said.

The Supreme Court is hearing petitions challenging the government's decision on Aadhaar and has said it may consider setting up a constitution bench to hear pleas challenging the Centre's move to make Aadhaar card mandatory for availing various services and benefits of welfare schemes.

Kanyakumari limps back to normal

Kanyakumari: The cyclone-battered district is limping back to normal with power supply showing signs of returning in a phased manner. District collector Sajjan Singh R Chavan told TOI that close to 4,000 electric poles were damaged and that they have got close to 3,000 poles by Saturday morning. "By Friday night we restored power supply to a part of Nagercoil town and major parts of Kulithurai, Kaliyakavilai and Aralvaimozhi. We are hopeful of restoring supply at 60 to 70 per cent areas by Saturday night," he said.

According to the collector, the priority was to provide drinking water across the district. "We are securing generators from nearby districts to restore power in seven schemes. At areas not covered by these schemes we are using generators to pump borewell water to overhead water tanks", he added. Chavan said that they had arranged 58 tankers to supply drinking water to areas not covered. In all, 3,500 government staff from health, highways and Tangedco were working in Kanyakumari to help the district come back to normal. With dams overflowing the low lying areas had been warned of to be alert.

Though 3,000 cusecs of water was released from Perunchani dam, there was no chance of flooding as Thamirabarani could hold 60,000 cusecs without flooding, he added. On Saturday evening ministers R.B. Udhayakumar (Revenue and Disaster Management), P. Thangamani (Electricity) and D. Jayakumar (Fisheries) conducted a review meeting with the officials of various departments to assess the situation and discussed various works to be carried out. They also visited a few affected places and interacted with the people. Meanwhile, flooded channels and water flowing on roads from damaged tank bunds were a common sight.

Chennai: In a small consolation to sub-inspector of police V Muthuveerappan, who was slapped a charge memo by a deputy commissioner of police (armed reserve) in Chennai on charges of tampering with annual confidential report (ACR), Madras high court has slammed the DCP and imposed Rs 10,000 cost on him.

"This court is stunned to see how such a charge memo has been issued against the petitioner by the authorities, when they themselves admit in the counter-affidavit that there is no tampering. In view of the admission made by the authorities, the petition deserves to be allowed", said Justice T Raja in his order.

Quashing the memo, Justice Raja said: "This court is of the view that it is a clear case where a huge cost has to be imposed. However, in view of the repeated request made by the special government pleader, this court restricts the cost at Rs 10,000 to be paid by the deputy commissioner of police to the petitioner."

The allegation against Muthuveerappan was that in order get more marks in the promotion board, he created a bogus ACR grading his overall performance as "outstanding." It was violation of Rule 24 of Tamil Nadu Police Subordinate Officer's Conduct Rules, 1964, the charge said.

In his petition in the high court, Muthuveerappan denied the allegation and said the personal files of police personnel were all confidential in nature and kept in personal safe custody of officers, so there was no chance for anyone to access the ADRs. In his response, the deputy commissioner said that after issuing the charge memo, the authorities had come to the conclusion that the SI had not committed any tampering of ADR.

But the damage had already been done to Muthuveerappan -- He was not allowed to retire from service on May 31, 2017, and his ailing wife died on November 24, 2017. Blaming the tragedy to the non-disbursal of retirement benefits to Muthuveerappan, his counsel said the SI's family had suffered a lot because of the charge memo.

CHENNAI: While there have been examples in the past of residential communities uniting for a civic cause, residents ofChitlapakkam on the outskirts of Chennai have pushed the bar higher for others to emulate.

After tasting success in getting the state government to remove encroachments built on the Chitlapakkam lake recently, a group of 30-40 residents on Sunday joined hands to paint a railway border wall near the Tambaram Sanatorium station's pedestrian subway.

In four hours, residents re-painted the wall, which had been defaced by posters earlier, with messages advocating cleanliness and environment conservation. "The paint will sustain for at least three to four months. We have asked auto drivers from the nearby stand to discourage people from sticking posters," said Udaya Kumar, a Chitlapakkam resident.

Kumar is a member of Chitlapakkam Rising, a volunteer collective of local residents which organised the wall painting event. Chitlapakkam Rising shot to prominence a few years ago when the group's volunteers repainted walls of grade separators near Pallavaram.

The group's members have been instrumental in the fight against lake encroachments in Chitlapakkam, a process which led to its volunteers being branded activists, said Kumar. "This (wall painting) was us getting back to our basics. We will be repainting the dining room area of a government home for the mentally ill near (Tambaram) Sanatorium and a middle school in Chitlapakkam," Kumar added.

But the job is not without its problems. "Whenever we paint, cops approach us and ask what we are doing. It is interesting that they never ask the same question to the ones sticking posters on the walls," said Sunil Jayaram, a Chitlapakkam resident.

The guts to stand up to authority and fight for things they want is not new to Chitlapakkam. One of the area's early settlers, S Chandrasekaran, who moved into the locality in the 1980s, told TOI that the previous generation HAD fought hard to get buses, power connection and streetlights to the locality. "In those days, we used to pester the government officials with post cards and inland letters," he said.

"In my experience, I have never known a local body that volunteered to provide residents with civic amenities," Chandrasekaran said, adding that persistence was key.

"United, a civic community can achieve a lot," he said.

கடந்த, 2013 முதல், 2017 வரை, ஒவ்வொரு ஆண்டும் நடத்தப்பட்ட ஆய்வு முடிவுகளில், நிறுவனங்களில் பெண்கள் மீதான பாலியல் வன்முறைகள் அதிகரித்து உள்ளன. கடந்த, 2013ல், ஒரு லட்சம்பேரில், 76 பெண்கள் பாலியல் தொல்லைக்கு ஆளான நிலையில், இந்த எண்ணிக்கை படிப்படியாக உயர்ந்து, 2017ல், 445 என்ற எண்ணிக்கையை அடைந்து உள்ளது.
இது குறித்து, அமெரிக்காவின் பிரவுன் பல்கலையைச் சேர்ந்த ஆய்வாளர், கிரிஜாபோர்க்கர் கூறியதாவது:இந்தியாவில், பணிக்கு செல்லும் பெண்கள், பாலியல் தொல்லைக்கு ஆளாவது அதிகரித்துள்ளது. இதனால், நன்கு படித்த பெண்கள் பலர், பணிக்கு செல்ல தயக்கம் காட்ட துவங்கியுள்ளனர்.

இந்த நிலை தொடர்ந்தால், காலப்போக்கில், இந்தியாவில், பெண் பணியாளர்களின் எண்ணிக்கை குறைந்து, உற்பத்தி மற்றும் சேவை துறையில் மிகப் பெரிய தாக்கத்தை ஏற்படுத்தும்.இது, பொருளாதார ரீதியில் நாட்டிற்கு பெரும் பின்னடைவை ஏற்படுத்தவும் வாய்ப்புள்ளது. பணியிடங்கள் தவிர, சாலைகள், பேருந்து, ரயில் பயணங்களிலும், பெண்கள் பாலியல் தொல்லைக்கு ஆளாகின்றனர். கல்லுாரிகள், பல்கலைகளிலும் இந்த கொடுமைகள் அதிகரித்துள்ளன.இவ்வாறு அவர் கூறினார்.

தினம் காலை எழுந்து வாக்கிங் போய், பத்தாததற்கு உடற்பயிற்சி செய்கிறீர்கள். உப்பு, காரம், எண்ணெய் முதலியவற்றை குறைத்து மில்லட், பச்சை காய்கறிகள் மட்டும் சாப்பிடுகிறீர்கள். காபி, டீயை அறவே ஒதுக்குகிறீர்கள். சிகரெட், ஜர்தா, சரக்கு போன்ற லாகிரி வஸ்துக்களை தொடுவதில்லை. ஹெல்தி லைஃப்ஸ்டைல், சிக்ஸ் பேக் உடம்பு என்று சிக்கென்று இருக்கிறீர்கள். இத்தனை செய்துவிட்டு ஏன் தினம் ஸ்லோ பாய்சன் குடிக்கிறீர்கள்? ஆரோக்கியமாக அல்பாயுசில் போக அத்தனை ஆசையா?

விற்பனையை வளர்க்கவேண்டியதுதான். அதற்கு வழி பிராண்ட் பயன்களை வளர்த்து அதை வாடிக்கையாளர்களுக்கு விளக்குவது தானே தவிர வாடிக்கையாளரிடம் ‘ஐயா தர்மபிரபு, என் பிராண்டை வாங்குய்யா, விலையில தள்ளுபடி பண்றேன்யா, கிஃப்ட் தரேன்யா’ என்று காலில் விழுந்து கெஞ்சுவதல்ல. அடிக்கடி இப்படி செய்வதால்தான் மக்கள் மனதில் பிராண்ட் சீப்பாகி சீக்கு பிடித்து சின்னாபின்னமாகி சீரழிகிறது.

ஏன் இப்படி செய்கிறீர்கள் என்று கேட்டால் தொழிலதிபர் கூறும் பதில்: மாத டார்கெட் முடிக்க ஆஃபர் அளித்தோம். போட்டியாளர் ஃப்ரீ தராங்கன்னு நாங்களும் தந்தோம். கடைக்காரங்க இலவசம் கேட்டாங்க, கொடுத்தோம். ஆடி மாச ஆஃபர் இல்லேன்னா எப்படின்னு சேல்ஸ்மேன் கேட்டாங்க, தந்தோம். வாடிக்கையாளர்கள் விரும்பிக் கேட்டாங்க, வழங்கினோம். ஆக அனைவரும் கேட்டார்கள். நீங்களும் ஆசையாக ஸ்லோ பாய்சன் குடிக்கிறீர்களாக்கும்.

பிராண்ட் விலையைக் குறைத்துத் தருகிறேன் என்று கூறும்போது வாடிக்கையாளரிடம் உண்மையில் என்ன கூறுகிறீர்கள்? என் பிராண்ட் மீது எனக்கு நம்பிக்கையில்லை. உள்ளபடி அந்த விலையில் விற்கமுடியாது என்று குறைத்து விற்கிறேன் என்று நீங்களே மக்கள் மனதில் நம்பிக்கை இல்லா தீர்மானம் நிறைவேற்றுகிறீர்கள். இப்படி சொன்ன பிறகு யாருக்கு உங்கள் பிராண்ட் மீது நம்பிக்கை வரும்? தப்பித் தவறி ஒரு முறை வாங்கினால் கூட அடுத்த முறை போட்டி பிராண்டிற்குத் தான் மாறுவார்கள்.

குறைவான விலை என்றால் குறைவான தரம் என்று நீங்கள் நினைப்பது போல் தானே மற்றவர்களும் நினைப்பார்கள். எல்லா மினரல் வாட்டர் பாட்டில்களும் ஒன்று போல் இருந்தாலும் ‘அக்வா ஃபீனா’ பெட்டர் என்று நினைக்கிறோம். அதனால் அதை பெயர் சொல்லி கேட்டு வாங்குகிறோம். ஏன்? அக்வா ஃபீனா மற்றதை விட விலை அதிகம் என்பதால் அதுவே பெட்டர் என்று நினைக்கிறோம். அப்படியென்றால் உங்கள் பிராண்ட் விலையைக் குறைத்து விற்க முயலும்போது அது மற்றவைகளைப் போல் தரமில்லாதது என்றுதானே அர்த்தமாகிறது. அப்புறம் அதை வாடிக்கையாளருக்கு எப்படி வாங்கத் தோன்றும்? ஒன்றும் வேண்டாம், ‘அம்மா’ மினரல் வாட்டர் வெறும் பத்து ரூபாய் தான். அதை ஒரு முறையாவது வாங்கியிருக்கிறீர்களா? ஆனால் உங்கள் பிராண்ட் விலையைக் குறைத்தால் மட்டும் மக்கள் நம்பி வாங்கவேண்டுமாக்கும்!

விலைக் குறைப்பு வைபவங்களின் இன்னொரு பிராப்ளம் அது உங்கள் மற்ற பிராண்டுகளை பாதிக்கும் விதம். நீங்கள் பல பிராண்டுகள் விற்கும்போது ஒரு பிராண்ட் விலையைக் குறைப்பது, இலவசம் அளிப்பது என்று துவங்கினால் கடைக்காரர் முதல் உங்கள் கம்பெனி சேல்ஸ்மென் வரை அதே சலுகையை மற்ற பிராண்டுகளுக்கும் தரச் சொல்லி படுத்துவார்கள். நீங்களும் வேறு வழியில்லாமல் அடுத்த பிராண்டுக்கும் ஆஃபர் தரவேண்டியிருக்கும். பாதத்தில் ஏற்பட்ட அரிப்பு பாதாதிகேசமும் பரவும். பிறகென்ன, சதா சர்வ காலமும் வரிந்து கட்டிக்கொண்டு சொரிந்து கொண்டிருக்கவேண்டியதுதான்.

டெல்லி..சில மோசமான புள்ளிவிவரங்கள்:

1. இந்தியாவில் அதிக வன்முறைக் குற்றங்கள் நடைபெறும் மெட்ரோ நகரம் டெல்லிதான். மொத்த மெட்ரோ குற்றங்களில் 48.3 சதவிகிதம் டெல்லியில் நடக்கிறது.

2. மொத்த மெட்ரோ நகர கொலைகளில் 21.8 சதவிகித கொலைகள் டெல்லியில் நடக்கிறது.

3. பெண்களுக்கு எதிரான குற்றம் அதிகம் நடைபெறும் நகரம் டெல்லிதான். மொத்த மெட்ரோ நகர பெண்களுக்கு எதிரான வன்முறையில் 21.8 சதவிகிதம் டெல்லியில் நடக்கிறது.

4. இந்திய மெட்ரோக்களில் 19.3 சதவிகித பொருளாதார குற்றங்கள் டெல்லியில் நடக்கிறது.

5. சொத்துகள் தொடர்பான குற்றங்கள் அதிகம் டெல்லியில் நடைபெறுகிறது. 2016ம் ஆண்டு மட்டும் இதுதொடர்பாக 1,30,928 வழக்குகள் பதிவாகியுள்ளன.

6. இந்தியாவில் 38.3 சதவிகித மெட்ரோ குற்றங்களுக்கு டெல்லி தான் காரணம்.

7. சிறப்புப் பிரிவு குற்றங்களில் மட்டும் சென்னை முதலிடத்தை பிடித்துள்ளது. மற்ற விஷயங்களில் டெல்லி தான் டாப்.

செல்போனின் வைஃபை சிக்னல் கிளப்பிய பீதி.. பயந்து கொண்டு பாதியில் தரையிறக்கப்பட்ட விமானம்

இஸ்தான்புல்: செல்போன் வைஃபை சிக்னல் ஒன்றின் காரணமாக துருக்கி விமானம் ஒன்று பாதியில் தரையிறக்கப்பட்டு இருக்கிறது. அந்த வைஃபை சிக்னலின் பெயர் மூலம் விமானத்திற்கு குண்டு வெடிப்பு மிரட்டல் விடப்பட்டு இருக்கிறது என்பது குறிப்பிடத்தக்கது.

இதன் காரணமாக அந்த விமானம் பாதியில் இறக்கப்பட்டு அனைவரும் சோதனை செய்யப்பட்டனர். ஒவ்வொருவரின் மொபைல் போனும் சோதனை செய்யப்பட்டது.

திருவாரூரில் கனமழையால் இயல்பு வாழ்க்கை பாதிப்பு





திருவாரூர் மாவட்டத்தில் சனிக்கிழமை பெய்த கனமழையால் மக்களின் இயல்பு வாழ்க்கை பாதிக்கப்பட்டது.

தமிழகத்தில் வடகிழக்குப் பருவமழை பெய்து வருகிறது. இதையொட்டி, திருவாரூர் மாவட்டத்தில் சில வாரங்களுக்கு முன்பு தொடர்ச்சியாக மழை பெய்தது. பின்னர் சில வார இடைவெளிக்குப் பிறகு மீண்டும் கடந்த 5 தினங்களுக்கு முன்பு மழை தொடங்கியது. இரு தினங்களாக இரவு நேரங்களில் மழை பெய்தது.

இந்நிலையில், வெள்ளிக்கிழமை இரவு தொடங்கிய மழை சனிக்கிழமை காலை வரை சீராக பெய்தபடி இருந்தது. பின்னர், சனிக்கிழமை பகல் முழுவதும் மழை தொடர்ந்தது. 

குளிர்ந்த வானிலை நிலவியதுடன் பகல் முழுவதும் சற்று குறைவான வெளிச்சத்துடன் இருள் சூழ்ந்து காணப்பட்டது. இதனால் பகல் நேரத்திலும் வாகன ஓட்டிகள் முகப்பு விளக்கை எரிய விட்டபடியே வாகனங்களை ஓட்டிச் சென்றனர். சீரான மழை என்பதால் பெரிய அளவிலான பாதிப்புகள் இல்லை. எனினும் நீர்நிலைகள், விளைநிலங்கள் ஆகியவற்றில் நீரின் அளவு உயர்ந்து வருகிறது.

திருக்கார்த்திகை என்பதால் மழை பெய்தபோதிலும் கடைகள் திறந்திருந்தன. கடைவீதிகளில் குடைகளுடனும், மழைகோட் அணிந்தபடியும் மக்கள் சென்றனர். சனிக்கிழமை காலை 8.30 மணி நிலவரப்படி குடவாசலில் 93.2 மி.மீ மழை பெய்துள்ளது.

Debunking rumours that Cyclone Ockhi could trigger a tsunami formation in the Bay of Bengal region bordering Kanyakumari and Nagapattinam districts in Tamil Nadu and adjoining Kerala, the Indian Meteorological Department (IMD) told the media that there was no likelihood of a tsunami. Adding to the chaos surrounding the fake messages, some media outlets too have put out false tsunami alerts.

The IMD today said that the deep depression which had formed in the Bay of Bengal region on Wednesday had now intensified into a cyclonic storm named Ockhi. Heavy rains have been lashing districts in Kerala and coastal Tamil Nadu since yesterday. Kanyakumari reported four deaths today while one person died in Kerala's Kollam. More rainfall is expected in the next 24 hours as the cyclone is likely to get become severe. Chennai will get intermittent spells of rain.

A fake message in Malayalam that was doing the rounds of Whatsapp groups translates thus: "Tsunami Warning: Neyyar dam to be opened; heavy winds gush through Idukki In the southern regions; heavy rains and cold weather with winds in the surrounding areas of Kochi; everyone advised to stay indoors; fishermen return from sea. Try and avoid going out for work and if in a vehicle, try to keep moving; Listen to news and news channels"

Another of the fake messages in Malayalam said news alerts had been received that sea had moved back by 8 km at Velankanni in Nagapattinam district. Nagapattinam, located almost at the mid point of the Tamil Nadu coast and juts out like a nose into the Bay of Bengal, was the worst affected district in India with over 600 confirmed deaths during the devastating tsunami which hit southern India and the Andaman and Nicobar Islands on December 26, 2004.

The hoax messages on WhatsApp and other social media platforms, therefore spread panic by referring to the same places in these so-called alerts.

Thirumullaivasal, Nagapattinam, Velankanni and Thopputhurai are important small ports in the region.

Can a tsunami be caused by a Cyclone? Myths debunked

A tsunami is a series of large waves generated by an abrupt movement on the ocean floor that can result from an earthquake, an underwater landslide, a volcanic eruption or - very rarely - a large meteorite strike. Powerful undersea earthquakes are responsible for most tsunamis.

On the other hand, a system of winds rotating inwards to an area of low atmospheric pressure or a violent tropical storm is what we call a cyclone. A cyclone is formed over water and develops by the wind whereas a tsunami is formed over the water and develops if there is an earthquake under the surface, that is below the water.

Cyclones can cause rainfall, strong winds and thunderstorms whereas tsunamis can cause an abnormal rise in sea level. To put it simply, a wave caused by an earthquake is a tsunami and a violent tropical storm is a cyclone.

CHENNAI: Bribing of voters in the December 21 RK Nagar bypolls may not be as easy this time around, as anti-corruption activists intend to act as force multipliers for the Election Commission of India (ECI) that is pulling out all stops to check the flow of black money into the constituency.

Volunteers of Arappor Iyakkam will be secretly watching parties and their candidates employing illegal methods to woo the voters and expose them before the electorate. “We will dispatch our observers to closely monitor the situation in RK Nagar so that we record and document irregularities indulged in by parties and candidates,” convener of Arappor Iyakkam Jayaram Venkatesan told Express.

He said his organisation had documented poll code violations during the polls in April before it was cancelled. Jayaram said, “We had exposed the asset undervaluation in the poll affidavits filed by T T V Dhinakaran, Marudhu Ganesh and E Madhusudanan and submitted our findings to the ECI. It is still pending before them.”

The April bypoll was countermanded due to large-scale voter bribing. The ECI has already announced a series of stringent measures to check the influence of money power in the constituency. “We are going to install CCTVs at about 200 vital points across the constituency. This will help us keep a close watch on the situation on the ground and check distribution of cash or gifts to voters,” said Rajesh Lakhoni, Chief Electoral Officer, TN.

A contingent of 30 officials from the Income Tax department will also be deployed in RK Nagar to track movement of cash and subsequent action. Restricting movement of outside vehicles is another step to arrest the free flow of cash and materials meant for alluring the voters. A survey held by the authorities revealed that the constituency has a vehicle population of 10,200 two-wheelers and 5,078 cars.

Lakhoni said, “All these vehicles will be issued duly attested passes so that they can move freely in the constituency. Other vehicles will be subjected to checks and may have to obtain permission.” This will serve twin purposes: to decongest the roads and check unhindered entry of outsiders.

 'வியாபம்' முறைகேடு வழக்கில் மத்தியப் புலனாய்வு அமைப்பு 592 பேர் மீது குற்றப்பத்திரிகை தாக்கல் செய்திருக்கிறது. இவ்வளவு பெரிய ஊழல், அரசு மற்றும் நிர்வாகத் தலைமைகளின் ஆசியுடனோ, தொடர்புடனோ அல்லாமல் நடந்திருக்கவே முடியாது என்பது அனைவருக்குமே தெரியும். ஐந்தாண்டுகளாக நடத்தப்படும் விசாரணையின் முடிவில், மத்தியப் புலனாய்வு அமைப்பினரால் குற்றம் சாட்டப்பட்டிருப்பவர்கள் யாரென்று பார்த்தால், இந்த ஊழலில் வெளிப்படையாகக் கையும் களவுமாகப் பிடிபட்ட சாதாரணமானவர்களே தவிர, பின்னணியில் இருந்தவர்கள் ஒருவர்கூடக் கிடையாது.

மத்தியப் பிரதேசத்தில் உயர்கல்வி நிறுவனங்களில் மாணவர் சேர்க்கையிலும், அரசுப் பணியிடங்களை நிரப்புவதிலும் நடந்த முறைகேடுதான் 'வியாபம்' முறைகேடு என்று பரவலாக அறியப்படுகிறது. 'வ்யவசாயிக் பரிக்ஷô மண்டல்' என்கிற ஹிந்தி வார்த்தையின் சுருக்கம்தான் 'வியாபம்'. தமிழகத்தில் பணியாளர் தேர்வு ஆணையம் இருப்பதுபோல, மத்தியப் பிரதேச மாநிலத்தில் இருந்த அமைப்பு இது. இப்போது இதற்குத் 'தொழில்முறைத் தேர்வு ஆணையம்' என்று பெயர் மாற்றம் செய்திருக்கிறார்கள்.

ஐந்து ஆண்டுகளுக்கு முன்னர், 'வியாபம்' ஆணையம் நடத்திய போட்டித் தேர்வுகளில், முறைகேடான வழியில் தகுதியற்றவர்கள் பணம் கொடுத்து, குறுக்கு வழியில் அரசுப் பணி, பொறியாளர் பணி, மருத்துவப் பணிகளில் சேர்ந்ததாகக் குற்றச்சாட்டு எழுந்தது. மருத்துவக் கல்லூரிச் சேர்க்கையிலும் இதுபோல முறைகேடு நடந்திருப்பதாகக் குற்றச்சாட்டுகள் எழுந்தன. மத்தியப் பிரதேச நீதிமன்றம், சிறப்பு விசாரணைக் குழு ஒன்றை அமைத்து விசாரிக்கும்படி மாநில அரசுக்கு உத்தரவிட்டது.

2007 முதல் 2013 வரையிலான காலகட்டத்தில் நடந்திருக்கும் இந்த முறைகேடு குறித்த விசாரணை தொடங்கியது முதல், இந்த முறைகேட்டில் தொடர்புடையவர்கள் மர்மமான முறையில் மரணமடைவது ஊடகங்களின் மூலம் வெளிச்சத்துக்கு வந்தது. பெரும்பாலானவர்கள் வாகன விபத்திலும், ஏனையோர் சிலர் தற்கொலை செய்து கொண்டும் இறந்திருக்கிறார்கள். மரணமடைந்தவர்களில் 32 பேர், 25-க்கும் 30-க்கும் இடையிலான வயதுடையவர்கள் என்று சிறப்பு விசாரணைக் குழு தனது அறிக்கையில் குறிப்பிடுகிறது.
தனியார் கல்வி நிறுவனங்களில் உள்ள அரசு ஒதுக்கீட்டு இடங்களுக்கு நுழைவுத் தேர்வு எழுதாமலேயே, எழுதியதாகப் பதிவு செய்யப்பட்டு மாணவர்கள் சேர்க்கப்பட்டிருக்கிறார்கள். 
மத்தியப் புலனாய்வு அமைப்பின் விசாரணை, மாநில அரசின் சிறப்பு விசாரணைக் குழுவின் விசாரணையைவிட விரிவாகவும், முறையாகவும் நடந்திருக்கிறது என்றாலும்கூட, இந்த விசாரணை முடிவுகள் நம்பிக்கை ஏற்படுத்துவதாக அமையவில்லை என்பதுதான் உண்மை.

மத்தியப் புலனாய்வு அமைப்பின் வளையத்துக்குள் 'வியாபம்' ஆணையத்தின் நிர்வாகப் பொறுப்பில் இருந்த மூத்த இந்திய அரசுப்பணி அதிகாரிகளோ, அவர்களை வழிநடத்தும் துறைசார்ந்த அமைச்சர்களோ ஏன் வரவில்லை என்று புரியவில்லை. இது குறித்துத் தங்களுக்கு எதுவுமே தெரியாது என்று அரசியல் தலைமை பதில் சொல்லித் தப்பிக்க முடியாது, கூடாது.
'வியாபம்' முறைகேட்டில் மாநில ஆளுநர் ராம் நரேஷ் யாதவ், மாநில முதல்வர் சிவராஜ் சிங் சௌஹான், அவரது மனைவி சாதனா, மத்திய அமைச்சர் உமாபாரதி உள்ளிட்டோர் தொடர்புடையவர்கள் என்று இடித்துரைப்பாளர்கள் குற்றம்சாட்டுகிறார்கள். இவர்களது மனுவை ஏற்றுத்தான், 'வியாபம்' தொடர்பான அனைத்து வழக்குகளையும் மத்தியப் புலனாய்வு அமைப்பிடம் ஒப்படைக்கும்படியும், தனது நேரடி மேற்பார்வையில் விசாரணை தொடரும் என்பதால் போபால் உயர்நீதிமன்றம் தொடர்ந்து விசாரணை நடத்த வேண்டிய அவசியமில்லை என்றும் உச்சநீதிமன்றம் இரண்டாண்டுகளுக்கு முன்பு உத்தரவிட்டது.

பதவியின் கௌரவத்தைக் காப்பாற்ற வேண்டும் என்பதால், மாநில ஆளுநர் விசாரணை வளையத்திலிருந்து அகற்றி நிறுத்தப்பட்டார். மற்றவர்கள், மத்தியப் புலனாய்வு அமைப்பின் விசாரணையில் எந்தவிதத் தொடர்பும் இல்லை என்று அகற்றி நிறுத்தப்பட்டனரா, இல்லை அவர்கள் வசதியாக விசாரணையிலிருந்து தவிர்க்கப்பட்டிருக்கிறார்களா என்பது தெரியவில்லை.

ஏறத்தாழ ரூ.2,000 கோடிக்கும் அதிகமாக முறைகேடு நடந்திருப்பதாகக் கூறப்படும் 'வியாபம்' முறைகேடு குறித்த விசாரணையிலும்கூட முறைகேடு நடக்கிறதோ என்கிற சந்தேகத்தை ஏற்படுத்துகிறது, மத்தியப் புலனாய்வு அமைப்பின் செயல்பாடு.
'வியாபம்' முறைகேடு தொடர்பாகக் கைது செய்யப்பட்ட சுமார் 2,000 பேரில் முன்னாள் மாநிலக் கல்வி அமைச்சர் லட்சுமிகாந்த் சர்மா, இந்தியக் காவல் பணி அதிகாரி ஆர்.கே. ஷிவாரே, மருத்துவர் வினோத் பண்டாரி, சுரங்க அதிபர் சுதீர் சர்மா என்று பல பெருந்தலைகள் இருந்தனர். அவர்கள் குறித்து மத்தியப் புலனாய்வு அமைப்பின் இப்போதைய குற்றப்பத்திரிகையில் எதுவும் கூறப்படவில்லையே ஏன்?

சென்னை, ஆர்.கே.நகர் இடைத்தேர்தல் பணிகளில் ஈடுபடும் ஓட்டுச்சாவடி அலுவலர்களுக்கான முதற்கட்ட பயிற்சி வகுப்புகள், தண்டையார்பேட்டையில் உள்ள, அரசு பாலிடெக்னிக் கல்லுாரியில், நேற்று நடந்தது. இதில், தேர்தல் பணிகளில் ஈடுபடும், மத்திய, மாநில அரசுத் துறை ஊழியர்கள், 1,700 பேர் பங்கேற்க வேண்டும். ஆனால், 1,200 பேர் மட்டுமே பங்கேற்றனர்;500 பேர் பங்கேற்கவில்லை. இதனால், தேர்தல் அதிகாரிகள் அதிர்ச்சி அடைந்தனர்.

பயிற்சி வகுப்புகளை பார்வையிட, மாவட்ட தேர்தல் அதிகாரி, கார்த்திகேயன் வந்தபோது, பெண் அலுவலர் ஒருவர் தாமதமாக வந்தார். அவரின் அடையாள அட்டை ஆய்வு செய்து விட்டு, 'இனி, பயிற்சி வகுப்புக்கு முன் கூட்டியேவரவேண்டும்' என, அறிவுறுத்தினார்.

பின், கார்த்திகேயன் கூறுகையில், ''பயிற்சி வகுப்புகளுக்கு வராத ஊழியர்கள் மீது, நடவடிக்கை எடுக்கப்படும்,'' என்றார். இந்த பயிற்சி, நான்கு கட்டங்களாக நடக்க உள்ளது.

மொபைல் ஆப் : அதன் ஒரு பகுதியாக, குளிர்சாதனப்பெட்டியில் வைத்தாலும், ஆறுமாதம் வரை கெட்டுப் போகாத, உயர் வெப்ப நிலையில் பதப்படுத்தப்பட்ட பால், சிங்கப்பூரில் விற்பனை செய்வதற்கான ஒப்பந்தம், ஆவின் நிறுவனத்தால் மேற்கொள்ளப்பட்டது.
இன்னும் இரு தினங்களில், 'கன்டெய்னர்' மூலம், பதப்படுத்தப்பட்ட பால் சிங்கப்பூருக்கு விற்பனைக்காக அனுப்பப்படவுள்ளது.

சபரிமலையில் பலத்த மழை; பக்தர்கள் சிரமம்

சபரிமலை: சபரிமலையில் தொடர் மழை பெய்து வருவதால் பக்தர்கள் சிரமத்துக்குள்ளாகியுள்ளனர்.

சபரிமலையில் தற்போது மண்டல கால பூஜை நடைபெற்று வருகிறது. நடை திறந்தது முதல் பக்தர்கள் கூட்டம் அதிகமாக இருந்தது. இந்த சீசனில் அவ்வளவாக மழை இல்லை. ஆனால் நேற்று முன்தினம் இரவு தொடங்கிய மழை தொடர்ந்து பெய்து வருகிறது. மழை காரணமாக பம்பையில் இருந்து அப்பாச்சிமேடு வரை பாதை வழுக்கியதால், மெதுவாகதான் மலையேற முடிந்தது. இதனால் ஆன்லைனில் முன்பதிவு செய்த பக்தர்கள் குறிப்பிட்ட நேரத்துக்கு வரமுடியாமல் சிரமப்பட்டனர். சன்னிதானத்தில் தங்குவதற்கும், நிற்பதற்கும் கூட இடமில்லாமல் சிரமப்பட்டனர். மழையால் நேற்று கூட்டம் குறைவாகவே காணப்பட்டதால் நேற்று வந்த பக்தர்களுக்கு நல்ல தரிசனம் கிடைத்தது.

Two leaves versus rising sun versus hat set for intense competition.

Chennai: R.K. Nagar will see a triangular contest amongst the same candidates who had fought the aborted April byelection. And they will be carrying the burden of their respective parties out to prove a point.

While the DMK will be attempting to upset a record of ruling party victories in bypolls, AIADMK veteran E. Madhusudhanan will be striving to establish his party's supremacy in this constituency and retain the seat held twice by Puratchi Thalaivi Amma. Snapping at his heel will be TTV. Dhinakaran, who is trying to protect the influence of the Sasikala family and destabilise the EPS government.

Fisheries minister D. Jayakumar might have bravely proclaimed that their only rival was the DMK and not TTV. But the AIADMK cannot afford to ignore Dhinakaran's game plan as he is aware of every trick in their election bag and would either copy them or counter them. His game plan is not to win the election but to deny victory to Madhusudhanan and discredit the party of squandering the goodwill that Jayalalithaa had com-manded.

For the ruling AIADMK it is a prestigious battle it cannot afford to lose. As the ruling party it has to maintain the winning streak ruling dispensations have had for the last two decades. A win will help stabilise its precarious position when it is short of a majority and also justify the Election Commission ruling recognising it as the official AIADMK. It will also in one stroke derail Dhinakaran's challenge and M.K. Stalin's dream of a midterm election.

The AIADMK's winning chances may also be hobbled by bitter infighting within its own camp. But for the insistence of O. Pannnerseelvam, the dominant EPS faction would have picked someone else as the party's candidate instead of Madhusudhanan. Now OPS has to ensure that the internal politics of the AIADMK does not trip his candidate. It is an open secret that the OPS faction has felt shortchanged after its merger with the bigger EPS group.

With the AIADMK engaged in its own internal war and also faced with a rebel in TTV, the DMK appears to be sitting pretty. A divided AIADMK has always helped the DMK win, though such a scenario last happened way back in 1989. The DMK will also be helped by the anti-incumbency of the present government and the absence of a charismatic vote catcher like Jayalalithaa. Winning the byelection will also help M.K. Stalin consolidate his hold in the party.

Unlike in April when Dhinakaran was faced with persistent anger against Sasikala and was unable to even feature her photos in his campaign material, this time he has not been dragged down by such negativity. Instead he will be seen as challenging the AIADMK's popular 'Two Leaves' symbol which may not go down well with AIADMK voters. In fact the ruling party will go to town about the fact that Amma's symbol was being opposed as much by TTV as the DMK, and thus paint him as a lackey of the DMK. For an electorate so used to a contest between the DMK's 'Rising Sun' and the AIADMK's 'Two Leaves', Dhinakaran's 'Hat' might prove to be a nonstarter.

The other imponderable will be the use of money power that the parties might resort to this time too. The EC had cancelled the April 12 byelection on that count once and is keen to prevent a repeat of Tamil Nadu's shameful practice of 'cash for vote'. So this time the contestants might be wary of resorting to flexing their monetary muscle.

The EC has also strictly warned everyone that the play of money would only result in one more cancellation. If it happens it would definitely not be in honour of Jayalalithaa's memory.

ED confirms seizure of Rs 1.59crore from Chennai-based businessman

CHENNAI: The Enforcement Directorate on Thursday confirmed seizure of Rs 1.59crore movable properties of Chennai-based businessman Pradip D Kothari under the newly introduced provisions of Section 37 of the Foreign Exchange Management Act (FEMA) for holding foreign assets without proper approvals.

Kothari had US$3,52,258 held in account number 5091365665 of Xenios Foundation in HSBC Bank, Geneva, without RBI permission and without declaring it to income tax Authorities.

 
Further, he could not produce any evidence to show that the amount was repatriated to India. As it is a violation under Section 4 of the FEMA read with regulation 3 of Foreign Exchange Management (foreign currency accounts by a person resident in India) Regulations 2000, the Enforcement Directorate, Chennai, seized Rs 1.59 crore of Pradeep D Kothari, held in his demat account number DP ID: IN300484 with Axis Bank Ltd, Mylapore branch, under the provisions of Section 37A of the FEMA on June 27 this year. .

Holding assets outside India without proper permissions amounts to contravention of the provisions of Section 4 of the FEMA. As per the provisions of newly introduced Section 37A of the FEMA, equivalent value of the foreign assets abroad can be seized in India by the Enforcement Directorate and a petition to be filed before the competent authority to confirm the seizure within 180 days.

HIV pulled them down, love gave hope

An infected needle turned Arun's* life upside down. In another part of the country, a blood transfusion brought Radhika's* dreams crashing down. But instead of letting their HIV+ve diagnoses fill their lives with negativity, they decided to stay positive. Brought together by a twist of fate and the late Dr Suniti Solomon, the pioneer of AIDS research in India, the couple is now proud parents to a 16-year-old, and productive members of society.

"When I was first diagnosed with HIV, I was terrified," says Chennai-based Arun, who was referred to Dr Solomon of YRG CARE. "She reassured me that I could still lead a normal life as long as I took medication, and adopted a healthy lifestyle. Getting to know other people living with HIV helped me overcome my fears," says Arun, who gave up smoking and drinking.

Two years later, when Dr Solomon asked him if he was looking for a life partner, Arun was ready to take the next step forward. "I hadn't told my parents or siblings that I am HIV+ve so they were keen to see me married. I wanted a companion but didn't want to spoil the life of another person, so I decided to marry a woman who was also HIV+ve," says Arun, an engineer.

Dr Solomon, who documented the first cases of HIV in India in 1986 among sex workers, took voluntary retirement in 1993 to establish YRG Care. In the latter part of her career — as people began living longer with generic anti-retroviral medications and faced the same pressure at home to get married — she began helping healthy patients find life partners. Though the centre has played 'matchmaker' for 30 couples so far, Arun and Radhika's was the first success story.

With Dr Solomon's encouragement, Arun decided to meet prospective brides. That's when Dr Solomon heard about Radhika, a young woman from Maharashtra. And once Arun met her and her family, he was quick to make up his mind.

Radhika, who takes tuitions at home, was also willing to take the plunge. "I didn't want to be alone for the rest of my life, and wanted the emotional support a partner can give," she says. The next hurdle was convincing his parents who were still unaware that he is HIV+ve. Arun's family was quick to come around and the only barrier was language.

But there was another, bigger challenge ahead. The couple, who got married in July 2001, discovered that Radhika was pregnant in September. "We were scared but both of us were on medication and our son, born in 2002, is HIV-ve," says Arun.

Till today, they have not disclosed their HIV+ve identity to friends, Arun's family, or their son.

"There is still some stigma attached to the disease as people have misconceptions about it," says Radhika. "But there is nothing to fear. We take our medicines every day, eat healthy and go to the hospital every six months to check our CD4 (white blood cell counts) and viral loads," says Radhika.

Arun says getting married and having a child has given direction to his life. "If you live on your own, you can get depressed. My outlook to life changed after marriage, and now I have a son to live and work for, which gives purpose to my life," he says.

He has just one word of advice for people. "If you are in the high-risk group, do go to the doctor and get an HIV test done. With timely and regular treatment, you can lead a normal life."

KK Nagar road caves in for the third time 10 days

Chennai: A busy stretch in K K Nagar used mostly by school students has caved in for a third time in the last 10 days due to a leaking Metrowater sewer line. The situation has induced worry in locals' minds who fear the road strength has been compromised, especially as another spell of rain is expected to hit the city.

A portion of the road in Alagirisamy Salai in K K Nagar caved in late on Wednesday night with Metrowater officials, at the time of writing, yet to ascertain the cause behind the incident. The cave in happened barely inches away from the last crater which developed on the stretch last week.

"The (Metrowater) workers had been repairing a damaged sewer pipeline for the last 10 days," said a shopkeeper in the vicinity, who didn't want to be named. Metrowater had replaced a pipe crossing over at the junction of Lakshmanaswamy Salai and Alagirisamy Salai. The damaged pipeline, placed on a footpath nearby, appeared rusted and broken.

A third cave in was reported around a week earlier near the Padma Sheshadri Bala Bhavan school premises. "The caved in portion has been covered but it has become a hassle to drop children because of the large barricade placed in the middle," said a parent.

Corporation officials told TOI that the Metrowater's leaking sewer lines were causing problems not only on Alagirisamy Salai but also on Anna Main Road nearby. "There is no problem with our roads. Opposite the Nesapakkam sewage treatment plant, multiple road cave-ins have happened in last two months," the corporation official said.

Education institutions to remain closed

TIRUNELVELI: Heavy winds and rain hit normal life in Tirunelveli and Tuticorin districts from Wednesday night damaging 18 houses, uprooting 87 trees and also pulling down 278 electricity poles.

Since the meteorology department had warned of heavy winds two days in advance, the fishermen in the coastal hamlets did not venture into the sea from Wednesday night.

Heavy rains, winds batter Kanyakumari district

 KANYAKUMARI : Torrential overnight rains accompanied by squally winds lashed this district, uprooting scores of trees and affecting normal life. The district administration asked people not to venture out following the heavy rains and squally winds. Many parts suffered power cuts even as educational institutions remained closed in this district.

A couple of trains, originating and passing through this district suffered partial to full cancellation, even as some of them were rescheduled, Southern Railway officials said. Local administration employed personnel to remove uprooted trees even as movement of vehicular traffic was affected.

Meanwhile, rains accompanied with strong winds lashed many parts of south Tamil Nadu such as Tirunelveli and Tuticorin among others. Fishermen stayed off the sea in Tuticorin even as boats anchored on the shore suffered damage following strong winds. Educational institutions remained closed in southern districts such as Tirunelveli, Tuticorin, Viruthunagar and Thanjavur.
