The Madras High Court on Monday directed the Bharath University (deemed university) to issue hall ticket to a final year MBBS student through WhatsApp on Tuesday so that she could appear for supplementary examinations on Wednesday at an affiliated college in Puducherry using the mobile phone app along with Aadhaar card or passport to prove her identity. Justice S. Vaidyanathan came up with the idea since the examinations were scheduled to begin on Wednesday and there was just one day in the interregnum for the student to pay the requisite fees. He also directed the university to provide its bank details to the student so that the fee could be paid through National Electronic Funds Transfer (NEFT).

The orders were passed on a writ petition filed by D. Sobica, who alleged that she had been deliberately given fail marks in the final year examinations just because her mother had spearheaded an agitation against Puducherry-based Sri Lakshmi Narayana Institute of Medical Sciences affiliated to Bharath University.

After considering the paucity of time, the judge ordered issuance of hall ticket through e-mail as well as WhatsApp.

Must have completed 15 years when they appeared for SSLC exam

In line with an order of the Madras High Court, the State government has issued specific instructions to appointing authorities in the State to verify whether government employees seeking to alter the date of birth had completed the stipulated age when they appeared for the SSLC examination.

According to a recent Government Order, such government employees should have completed 15 years of age when they appeared for the SSLC exams up to 1977 and 14 years for SSLC exams held from 1978 onwards.

Procedure laid down

Section 59 of the Tamil Nadu Government Servants (Conditions of Service) Act, 2016 and an official communication of June 23, 2004 have so far laid down the procedure to be followed for government employees to alter their date of birth.

In a judgment delivered in July last year in R. Santhoshkumar Vs. State of Tamil Nadu, the Madras High Court directed the Chief Secretary to issue a circular to all government departments to ensure that an employee seeking alteration of date of birth is eligible to take up SSLC exam based on his/her correct date of birth. “If action is taken to cancel appointment of employees seeking alteration of date of birth, in case the employee has not attained the minimum age to take up the qualifying examination from the School, there is a possibility of reduction of cases seeking alteration of date of birth,” the judge had observed.

DVAC books three employees, including a branch manager

In what could be the tip of the iceberg, the Directorate of Vigilance and Anti-Corruption (DVAC) has booked three employees of the Tamil Nadu State Transport Corporation, including a branch manager, on charges of depositing the demonetised Rs. 500 and Rs. 1,000 notes in the corporation’s account.

The allegation is that the suspects collected low denomination notes ranging between Rs. 5 and Rs. 100 from passengers towards the cost of tickets but deposited the high value notes in the TNSTC bank account. Acting on a tip-off, the DVAC launched an investigation.

Investigation revealed that during November 14-18, 2016, the manager of Dindigul branch (TNSTC - Madurai Division) Balusamy deposited Rs. 20,80,000 in Rs. 500 and Rs. 1,000 denomination notes in Canara Bank.

While bus conductors collected cash ranging between Rs. 5 and Rs. 100 from passengers and deposited Rs. 25,46,520 to the branch manager, he replaced most of the money with the demonetised notes.

The two others named as accused were K. Alagesan, senior grade conductor, and S. Vellaichamy, senior superintendent in the accounts department, who allegedly facilitated the commission of the offence.

The DVAC, in its First Information Report, said that the Ministry of Finance issued a notification on November 8, 2016, declaring that Rs. 500 and Rs. 1,000 denomination notes would cease to exist as legal tender and certain exemptions for the convenience of the public in certain transactions.

However, the establishments that were authorised to receive the demonetised currency as legal tender were told to maintain complete account of record of such transactions.

The TNSTC was one of the organisations that was given exemption and conductors were authorised to collect demonetised currency from passengers towards the ticket, for a specified period.

False entries

The accused forged vouchers and statements to make false entries in the account book and thereby cheated the State exchequer during the five-day period. Besides invoking the provisions under the Prevention of Corruption Act, 1988, against the accused, the agency booked them on charges of forgery, cheating and criminal breach of trust.

Asked if the DVAC would also probe allegations of similar frauds in other organisations that were authorised to accept demonetised currency as legal tender in the list-demonetisation scenario, an investigator said that the case against the TNSTC staff was based on a specific input given by K. Parasuraman, general secretary, Dindigul Panjaalai Marumalrchi Thozhilalar Munnani.

Three candidates, who got medical seats, have surrendered them in favour of engineering in the first round of the online counselling by the Tamil Nadu Engineering Admission. The students have chosen the PSG, the MIT and the SSN College of Engineering.

Of the 7,136 candidates who had been tentatively allotted seats, only 6,768 had been provisionally allocated seats.

“We asked 14 students why they had not responded. Nine of them said they had joined agriculture and the rest said they were not interested,” said TNEA selection committee secretary Rhymend Uthariaraj.

“As a result, 400 students got an upward movement.”

Mr. Uthariaraj said 600 candidates in the 200-190 cut-off range had matching scores for medical seats. But by delaying the counselling, the Anna University had managed to save 300 seats from going vacant.

A total of 101 seats under the management category in self-financing medical colleges were allotted on Monday as against 432 seats available in the State. Of the 2,607 candidates who were called, only 422 attended the counselling and 321 were wait listed.

Counselling for CMC

Counselling for the rest of the seats would be done on Tuesday. After 2 p.m., counselling would be held for the management category seats in the Christian Medical College, Vellore. An aspirant under the minority category in the college said the easier part was clearing NEET, which is the qualifier for admission to the CMC from this year. “I have a church sponsorship but the competition is tough. From this year the admission is only through NEET but I am hopeful,” said the student who had scored over 470.

On the reason for choosing the CMC, he said, “Competition is tough in Kerala for government colleges. The minimum cut off there is over 600.” All open category seats in the CMC were filled. In the PSG Medical College, 30 seats had been filled. The fee structure in the CMC is lower than in the other self-financing colleges.

Bank puts up stall

The Indian Bank had put up a stall at the counselling venue. Officials said students could avail themselves of loan of up to Rs. 7.5 lakh without collateral and up to a maximum of Rs. 15 lakh with collateral. The annual fee under the management category in a college could be upward of Rs. 12 lakh, according to officials.

The remaining seats would be filled in the next round to be held by the end of this week, said selection committee secretary G. Selvarajan. “It is not the second round but extension of the first round. We had called candidates with higher marks and knew that seats could fall vacant,” he added.

Denial of H-1B visa pleas of Indians on rise: Report

There has been a substantial increase in denial of H-1B visa petitions of Indians by the US immigration authority as compared to people of other nationalities, according to a report by an American non-profit body.

Also, Indian applicants received the most number of ‘request for evidence’ for applications than the people from other countries, said the National Foundation for American Policy report, compiled on the basis of the information received from the US Citizenship and Immigration Service (USCIS).

USCIS makes an inquiry called a ‘request for evidence’, or RFE, when they require additional evidence to make a decision on a H-1B case. Failure to comply with an adjudicator’s RFE will result in the denial of an application.

In the fourth quarter of FY 2017, 72% of H-1B cases for Indians received RFEs, compared to 61% for those from others countries. “Data analysed over the years show USCIS adjudicators deny more applications and issue a higher rate of requests for evidence for Indians on both H-1B and L-1 petitions,” the report said.

Also, there was a 42% increase in the proportion of H-1B petitions denied for India-born professionals from the third to the fourth quarter of FY 2017. In the third quarter, 16.6% of the completed H-1B cases for Indians were denied compared to 23.6% in the fourth quarter.

Similarly, there was a 40% increase in the proportion of H-1B petitions that USCIS adjudicators denied for professionals from countries other than India from the third to fourth quarter, rising from a denial rate of 14% in the third quarter to 19.6% in the fourth quarter.

The report said that H-1B denials and requests for evidence increased significantly in the fourth quarter of FY 2017, likely due to new Trump administration policies. As a percentage of completed cases, the request for evidence rate was approximately 69% in the fourth quarter compared to 23% in the third quarter of FY 2017, the report said.

The proportion of H-1B petitions denied for foreignborn professionals increased by 41% increase from the third to the fourth quarter of FY 2017, rising from a denial rate of 15.9% in the third quarter to 22.4% in the fourth quarter, it said.

The H-1B visa is a non-immigrant visa that allows US companies to employ foreign workers in occupations that require theoretical or technical expertise. An L-1 visa is a visa document used to enter the US for the purpose of work. It is a non-immigrant visa and is valid for a relatively shorter period of time — from three months to five years. PTI

Phone exchange case: Maran bros to face trial

The Supreme Court on Monday dismissed the plea of former Union telecom minister Dayanidhi Maran for quashing of trial against him in the decade-old BSNL telephone exchange case and asked him to face proceedings in the lower court along with other accused, including his elder brother Kalanithi Maran.

A bench headed by Justice Ranjan Gogoi refused to entertain Maran’s plea challenging the Madras high court order which set aside the special CBI court’s order to discharge the Maran brothers and five others in the case.

“Nothing. Go and face the trial. These are the matters which should be decided in trial,” the bench told Maran’s lawyers who pleaded the court to hear the case on merit.

In a setback to the Maran brothers, the Madras high court had on July 25 remitted back the case to the special CBI court and directed it to continue the trial and complete framing of charges within 12 weeks.

On March 14, the special judge said he was discharging all seven accused since there was no prima facie evidence to prove the charges against them.

According to the CBI, Dayanidhi Maran — during June 2004 to December 2006 when he was Union minister for communication and information technology — misused his official position and installed a private telephone exchange at his residences in Chennai and used it for business transactions involving Sun Network, owned by brother Kalanithi.

“It is not one phone connection used by SUN TV. The case of the prosecution is that in violation of the rules, regulations and guidelines... several phone connections and add-on benefits were given to A-3 ( Dayanidhi Maran) and A-7’s (Kalanithi Maran’s) business establishment illegally,” the HC had said.

NEET toppers opt for CMC as mgmt quota counselling begins

: After a long wait, a dozen students from the top 50 NEET rank-holders in the state picked seats in Christian Medical College, Vellore.

This is the first time the century-old college is admitting students through the single window counselling conducted by the state selection committee. As per the seat matrix released by the state government, 12 of the 100 seats in the college will be reserved for open category students, three for SC/ST students, one for MCI and 84 seats for the network of churches that run hospitals in rural areas.

On Monday, counselling for admission to MBBS management seats in self-financing colleges began with admission to students to IRT, Perundurai. The first student to pick CMC was Raj Chendur Abhishek with a NEET score of 656. The last student to get admission in CMC under open category was Nanditha Vinodh S, who had a NEET score of 595.

The selection committee called for 2,607 candidates, but only 422 of them attended. Of these,101students were allotted seats and 321 others were waitlisted. The seat matrix released by the committee showed11colleges with 247 seats under the linguistic minority category and 155 seats in the open category. However, some colleges such as Trichy SRM Medical College which has listed 53 seats in the minority category moved nearly 40 seats to the open category and Sree Mookambika Institute of Medical Sciences in Kanyakumari pushed five seats to open category.

Meanwhile, the New Delhi-based (Directorate General of Health Services) DGHS, which does counselling for the15% All India Quota (AIQ) seats has kept the second round of counselling in abeyance following court cases.

“The second round of counselling to government colleges will begin as soon as the DGHS returns vacant seats in our 22 government colleges,” said selection committee secretary G Selvarajan.

The Directorate of Vigilance and Anti-Corruption (DVAC) on Friday registered its first case pertaining to demonetisation of Rs 500 and Rs 1,000 notes in November 2016. A senior grade conductor an accounts superintendent and a branch manager of Tamil Nadu State Transport Corporation (TNSTC)’s Dindigul branch have been booked for a scam where Rs 25 lakhs collected in lower denominations was changed into Rs 500 and Rs 1000 by the employees during the period.

Ministry of Finance had issued a notification on November 8 that bank notes of Rs 500 and Rs 1,000 would not be legal tender from the next day. Certain establishments handling cash were directed to maintain complete record of stock and sale transactions made with specified bank notes between November 9-11, 2016.

TNSTC had directed that all conductors should make an invoice about the receipt of Rs 500 and Rs 1000 notes till November 11 and get it signed by branch managers.

An enquiry revealed that conductors collected only lower denomination currencies like Rs 5,10, 20, 50 and Rs 100 for cost of tickets and handed over the sum to Alakesan, the senior grade conductor and cashier. He was given a sum of Rs 25.46 lakh in these denominations.

DVAC said he violated the directives and changed it into Rs 500 and Rs 1,000, depositing it in the bank, stating as if it were collected from passengers. Senior superintendent Vellaichamy and branch manager Balusamy also connived with him, DVAC said. Vouchers and other records were forged, DVAC said. மருத்துவ படிப்பில் சேர்வதற்கான நீட், ஐ.ஐ.டி.,யில் பொறியியல்படிப்பில் சேர்வதற்கான, ஜே.இ.இ., நுழைவுதேர்வுகள் ஆண்டுதோறும் நடத்தப்படுகின்றன.இந்த தேர்வுகளை, சி.பி.எஸ்.இ., எனப்படும், மத்திய இடைநிலைகல்வி வாரியம் நடத்தி வந்தது.

சென்னை: வருமான வரிக் கணக்கு தாக்கல் செய்தோர் எண்ணிக்கை இருமடங்காக உயர்ந்துள்ளது. இந்நிலையில் அதிகமாகச் செலுத்திய வரியைத் திரும்ப பெறுவோர் எண்ணிக்கையும் 80 சதவீதம் வரை அதிகரித்துள்ளது.

2017-2018 ஆண்டுக்கான வருமான வரிக்கணக்கு தாக்கல் செய்துள்ளவர்களின் எண்ணிக்கை, கடந்த ஆண்டில் தாக்கல் செய்தவர்களை விட இருமடங்காக அதிகரித்து 3 கோடியாக உள்ளது. இந்நிலையில், வருமான வரிக்கணக்கு தாக்கல் செய்வோரின் வசதிக்காக அதற்கான காலக்கெடு ஆக., 31ம் தேதி வரை மத்திய நிதியமைச்சகம் நீட்டித்துள்ளது.
இந்நிலையில் அதிகமாகச் செலுத்திய வரியைத் திரும்பப் பெறுவதற்கான கோரிக்கையும் கடந்த ஆண்டைவிட 81 சதவீதம் அதிகரித்துள்ளதாக தெரிவிக்கப்பட்டுள்ளது. கடந்த ஆண்டில் அதிகமாகச் செலுத்திய வரி 57,551 கோடி ரூபாயை, வரி செலுத்தியவர்கள் திரும்பப் பெற்றுள்ளனர். கடந்த ஆண்டில் செலுத்தியதில் 77,700 கோடி ரூபாயைத் திரும்பக் கேட்டுக் கோரிக்கைகள் வந்துள்ளது.

Many candidates demand the duplicate certificates at the last minute.

The directorate is issuing duplicate certificates to students in the event of loss of original certificate, for pursuing higher studies or for getting employment.

Chennai: Removing the procedural delays in obtaining the duplicate mark sheets in case of certificates being lost or damaged, the Directorate of Government Examinations (DGE) has enabled the applicants to get the duplicate certificates in just two weeks, which would otherwise take anywhere between six months to one year.

As per the new procedures, they do not need Tahsildar's certificate and the DGE would issue duplicate certificates before the same was notified in the Gazette to avoid the delay. The applications also would be received directly from candidates instead of receiving them through the district educational officer's office.

The directorate is issuing duplicate certificates to students in the event of loss of original certificate, for pursuing higher studies or for getting employment.

The DGE is maintaining over 1.2 crore certificates of the candidates who appeared for class 10 and 12 from 1978 to 2018 in both digital format and hard copy. It has also uploaded the application form to get the duplicated mark sheets on the official website www.dge.tn.gov.in

“On an average, the directorate is receiving 20,000 applications per year seeking duplicate mark sheets. It would take three to six months to even the fast-tracked applications to get the duplicate mark sheets,” sources said.

Due to the delay in getting the duplicate copies, the candidates used to get a certified copy of the mark list (CCM) which is valid for only a short period.
Many government departments and foreign universities are not accepting CCM in place of original certificates. Many candidates demand the duplicate certificates at the last minute.

“We have decided to take the applications directly from the candidates instead of taking them through district educational officer's office to reduce the delay,” said D.Vasundradevi, director of government examinations. The Tahsildar's certificate is also not necessary.

Another point where the delay happens is with the Gazette publications. “At one time, we can notify only limited names in the Gazette. It used to delay the issuance of duplicate certificates. So, we will issue the duplicate mark sheet before the notification and then publish it in the Gazette,” she said.

Digitization of mark sheets also helped the officials. “Earlier, we used to check with the old records. Now, after digitization, the verification process has become a lot simpler. We can safely say that the candidates would receive duplicate mark sheets within two weeks,” D. Vasundradevi observed.

As per the existing procedures, the candidates have to submit their filled in application to the headmaster of the school where they studied and they would forward the application through DEO's office to DGE.

They have also to enclose FIR copy in case they permanently lost the certificate and a certificate from the Tahsildhar also should be enclosed along with the application for the authenticity of loss of original certificate. After verifying the records, the officials from the Directorate of Government Examinations would then send a list for gazette publication of students who lost their certificates. Following the publication in the Gazette, the duplicate certificates would be sent to the schools through DEO's office.

CHENNAI:From August 1, delayed operation of Kanniyakumari- Chennai Express may be a thing of past with Railways deciding to terminate the rake link between the train and Island Express.The move was taken by Railways in response to repeated complaints from a section of rail passengers over frequent delays and poor punctuality of Kanniyakumari Express, it is said.

Official sources said Southern Railway (SR) received one rake from South-Western Railway (SWR) to withdraw the rake link between Kanniyakumari Express and Kanniyakumari-Bengaluru Island Express.

“Now the two rakes have been integrated with Chennai- Thoothukudi Pearl City Express. So, four rakes of two trains will be maintained at Thoothukudi,” said a senior railway official.

Aiming at optimum utilisation of rakes, on July 1, 2014, SR introduced rake link between Island Express and Kanniyakumari Express, with primary maintenance at Bengaluru. The move helped railways to save two rakes.

The Island Express from Bengaluru is scheduled to reach Kanniyakumari at 3.20 pm, while the same rake will depart as Kanniyakumari-Chennai Express at 5.20 pm. In the short span of time, the coaches are being cleaned and taken back to the platform.

Since introduction of the link, Kanniyakumari Express is often delayed by 30 minutes to five hours.

“Due to doubling works in Thiruvananthapuram division, the rake link is being terminated temporarily. One rake of Kanniyakumari Express will be operated bearing the name of SWR,” the official said.

Medical aspirant permitted to attend counselling

CHENNAI: The Madras High Court has directed the Selection Committee to permit a deserving candidate to participate in the counselling for admission to medical courses under the reservation quota.

If he fails to produce the community certificate within the stipulated time, his admission would become invalid, Justice S Vaidyanathan has said.

The judge was disposing of a writ petition from N V Bharadhan, who belonged to Kuruman community. He sought more time to produce the certificate and in the meanwhile to allow him to participate in counselling.

It is not in dispute that the petitioner belongs to Kuruman (ST) community, the judge said and added that to substantiate the same, the student had also filed the community certificates of his parents and his brother.

CHENNAI:Counselling for MBBS and BDS management seats in self-financing colleges will be conducted today and tomorrow (July 30 and 31) .According to the selection committee of the Directorate of Medical Education, the counselling will begin at 9 am at the Government Multi Super Speciality Hospital, Omandurar Estate on Monday.

Meanwhile, the selection committee posted in its official website the vacancy position in self-financing college under management quota, as on July 29, as 247 seats.The committee had postponed the counselling after the Madurai Bench of Madras High Court ordered the CBSE to award grace marks to students who took NEET in Tamil language for errors committed in the question paper. The CBSE moved the Supreme Court against the order and the case is pending in the apex court.

However, the selection committee is yet to announce dates for the second phase of counselling as the second round of the all-India quota counselling by the Medical Counselling Committee (MCC) of the Directorate General of Health Services has been put on hold because of court cases.

CHENNAI:As part of a study to increase the passenger patronage, the Metropolitan Transport Corporation (MTC) has increased cut services on highly congested long-distance routes.About 30 per cent of 5A (T Nagar to Tambaram East) services has been reduced into T Nagar-Madipakkam service, while 99 (Adyar-Tambaram West) has also been reduced and converted into cut services between Adyar and Sholinganallur and between Sholinganallur and Tambaram West.

While the move was dubbed as an effort to cater for more commuters by the MTC, a section of commuters charged that the state transport corporation was minting money indirectly by forcing the commuters to buy two tickets. “The deluxe bus ticket fare from T Nagar to Tambaram East was only `35 in a direct bus. But, we have to spend ` 48 when the cut service gets terminated at Madipakkam as I have to take another bus,” said S Amudhan of T Nagar.

Similarly, A51 (Tambaram East-High Court) and V51 (T Nagar-Tambaram West) routes also have got more cut services from Velachery to Tambaram.“People from Narayanapuram and Medavakkam Colony have only bus services to reach Broadway, Anna Salai and Central railway station. When buses from Tambaram East get terminated at Velachery, we have to wait for another bus to go to Broadway,” said another commuter R Sathish of Narayanapuram.

With the fleet capacity of 3,100 buses, the MTC caters for about 33 lakh commuters in Chennai city and parts of Kancheepuram and Tiruvallur districts. The buses are operated on 833 routes from 33 depots.

Until January 2018, on an average, a MTC bus operated for about 260 km and carried about 1,200 commuters a day. However, the numbers had fallen below 1,000 passengers recently.

P Balakrishnan, president, State Transport Employees Union (CITU), MTC, justified the decision saying that cut services would reduce the waiting time of passengers on en-route bus stops. “When Guduvanchery or Tambaram-bound buses from Broadway reach Saidapet, they get fully crowded and commuters find no space. The cut services will provide seats, besides increasing the revenue for the MTC,” he said. 

A senior official from the MTC said that on an experimental basis, cut services increased in densely-populated areas. “Depending upon the patronage, we will review the services,” said the official.

V Subramaniam, Project Director of Traffic and Transportation Forum in Chennai, said that introducing cut services would control the rush-hour panic. “But, higher ticket fares have forced several lakhs to migrate to trains. For the recent deaths of five rail passengers at St. Thomas Mount, the MTC also should be blamed.”

‘Imran made Pakistan cricket team a cohesive unit. That ability has led to his rise in politics’

International cricket in the 1980s was brimming with superstars. Talk of batsmen and you had Vivian Richards, Javed Miandad, Martin Crowe, et al. The bowling cupboard was replete with the likes of Malcolm Marshall, Michael Holding, Wasim Akram, and Bob Willis. But the players who dominated this era were four fast bowling allrounders — Richard Hadlee, Ian Botham, Kapil Dev, and Imran Khan. Now, as one of that illustrious quartet is all set to assume the highest office in his land, we naturally turn to his Indian rival/counterpart/friend Kapil Dev on what Imran Khan as Prime Minister means for India-Pakistan relations, including the cricketing ties between the two nations.

“It’s a great achievement. Cricket is a tiny thing when compared to the country. Whatever he achieved on the field is dwarfed in front of this achievement,” says Kapil.

There is a lot Kapil has in common with Imran. They were both fast bowling allrounders. Both were World Cup-winning captains and both are widely considered to be among the best cricketers to have emerged from the subcontinent. Having played against Imran in 49 international matches, Kapil knows a thing or two about his former rival. Talking about the attributes that have helped him reach these heights, Kapil says, “He always had passion. You can still see that in him. It took him 25 years to get where he is now in his political career, and he has worked hard for it. I think he is a good leader. He has shown that in cricket, and I hope that he can take Pakistan towards betterment as Prime Minister, too.”

The former India captain says Imran’s leadership skills, which helped him bring several of Pakistan’s mercurial cricketers together, have also worked well in his political career. “His greatest achievement was to make the Pakistan team a cohesive unit. That team contained some very talented but ego-centric players. He got them all to play together and do well together. That ability of his to get such diverse people together is what — I believe — has led him to such heights in the world of politics,” Kapil says.

Of course, as a cricketer, Kapil says that Imran’s victory brings him personal joy, too. He elaborates, “Personally speaking, it feels great that a cricketer who represented his country, and someone whom I know personally, is now the Prime Minister of his country. There have been cricketers who have been MPs and ministers, but this is unprecedented. I hope this inning of Imran is even better than his previous one.”

Many have also posited that with a cricketer now leading Pakistan, the time might soon come when India and Pakistan will play bilateral cricket series again, something they haven’t since 2007. However, Kapil says that cricket might be on Imran’s agenda given that he is a former cricketer himself, but we should not mistake that it will be one of his top priorities. He says, “Imran has already stated that he wants better relations with India, so I’m hopeful that the cricketing ties between the two nations will resume. I’m a firm believer that the two countries should play bilateral series, but I think he would have greater concerns right now. Sports would come later. Imran is a cricketer himself, so I know that will be on his mind as well, but probably not as his top priority.”

The Indian all-rounder is also irked by a lot of news outlets focussing on Imran’s personal life right now. He tells us, “Why bring all that up now? Let’s talk about all the good the man has done. He won his country a World Cup, made them into one of the best teams in the world. Let us hope he can work with the same honesty and zeal as the PM, too.”

Kapil and Imran met several times after they both retired from the game, but Kapil says even though Imran had already floated his party by then, politics was never discussed by the two. “We usually talked cricket only,” says Kapil. However, he remembers one incident when he felt compelled to ask Imran about his fiery brand of politics. He recounts, “I did ask him once that why was he so aggressive in his speeches. I wanted to know if he had thought it through, given the political climate in Pakistan. He just said that he wasn’t afraid to die fighting for the cause he believed in. When someone is so clear in their thinking, one cannot debate them and their politics.”

‘Cancellations hit more than 1L IndiGo flyers till May’

More than 1.08 lakh passengers were affected because of the large-scale flight cancellations by IndiGo, government data has revealed.

During the first five months of the year, up to May, the carrier cancelled 1,824 flights, impacting 1,08,549 passengers, the highest among the domestic carriers.

The figures were shared by minister of state for civil aviation Jayant Sinha in a written reply in the Lok Sabha. TNN

Despite the public posturing of all’s well and claims of bonhomie between chief minister Edappadi K Palaniswami and his deputy O Panneerselvam, the tug-ofwar continues between the party and the government.

It started on July 16, when I-T searches were carried out in the state on the premises of a highway contractor. The same evening, at an internal meeting held at the party headquarters in Chennai, OPS asserted himself for the first time in the open, by raising the issue of the steering committee.

“At the meeting, convened to discuss the party membership drive and strategise for the Lok Sabha polls next year, when several leaders pointed out the large number of vacant party posts lying unfilled for a long time, OPS stood up and raised the issue of the steering committee not being set up,” said an AIADMK leader, who attended the meeting.

“Why talk about other party posts when even the steering committee, which was planned, is yet to be formed and a resolution too was passed at the party’s general council to pave way for collective leadership,” OPS had asked. His speech was received with loud applause, with several leaders in the party even standing up to acknowledge it, the leader said.

While this did not go well with the EPS camp, they were in for a shock a little later, when hardly a few applauded EPS’s speech in the end. Around this time, OPS had also started returning party joint statements unsigned to push his demand for a steering committee further. “The EPS camp had planned to increase the number of party districts and decided to split 2-3 existing ones initially and appoint new district secretaries of their choice. This was turned down by OPS, who refused to sign,” a party insider said.

Simultaneously, OPS stealthily planned his visit to New Delhi on July 23, ostensibly to meet Union defence minister Nirmala Sitharaman the next day. While several party MPs lined up at the airport to receive him, a few others, who could not, met him at Tamil Nadu House. This rattled EPS further.

“As if waiting for an opportunity, EPS told reporters in Chennai that OPS had gone to thank the defence minister for her help in providing an Army chopper to airlift his ailing brother to Chennai. A surprised OPS had to acknowledge the same to reporters in New Delhi, which eventually resulted in his carefully laid plans going awry,” pointed out another leader.

While an embarrassed OPS had to quickly beat a retreat to Chennai and said, “One needs a strong heart to bear everything,” the EPS camp rejoiced. A day later, the state government informed the Madras high court that it has already started preliminary investigations into the assets owned by OPS and his family.

“The investigations may not proceed much, but the mere information to the court was enough to checkmate OPS. There could be a pause now for a few days, before someone makes the next move.,” the leader said.

Rajendran, a member of the Irula tribe, takes a Russel’s viper from a pot by its neck and brings it towards a beaker on a table. Agitated, the snake bares its fangs, and bites instantly at the glass capped with a stretched rubber cloth. Within seconds, the viper drains 2ml of deadly toxins into the beaker.

Every day, Rajendran and his colleagues at the Irula Snake Catcher’s Industrial Cooperative Society functioning from the premises of Crocodile Bank in Vadanemmeli, repeat the act. The facility is the onl government-run snake venom extraction unit in the country which supplies polyvalent venom (contains neutralizing antibodies raised against two or more species of snakes) to Haffkine Institute, Serum Institute of India and other anti-venom serum manufacturers. But the venom supplied from this unit is facing a new problem. Serum made from venom of snakes endemic to south India is not very effective in other regions.

In a recent incident in the Northeast, a snakebite victim died even after administering several vials of antivenom serum that was prepared from polyvalent venom from the south.

Principal scientist from Centre for Cellular and Molecular Biology’s (CCMB) laboratory for conservation of endangered species, Hyderabad, G Umapathy said if anti-venom was prepared from venom sourced from the south, it could be ineffective elsewhere. In the Irula society, four venoms from the ‘big four’ — Indian cobra, common krait, Russell’s viper and saw-scaled viper — are mixed and made into polyvalent venom. Instead of making polyvalent venom, monoclonal venom (obtained from a single species) has to be extracted and it has to be used for making the antivenom serum effective, he said.

Senior principal scientist at CCMB Karthikeyan Vasudevan said snakes from different geographic regions would have different venoms. A snake injects venom to kill its prey and not human beings. “Prey varies across regions and so does the venom. Hence, serum made from venom extracted in the south is not effective for snake bite victims in other regions.

There were cases reported in Rajasthan where the victims required several vials of anti-venom serum during treatment,” he said.

Chennai Snake Park executive director S Paulraj said for extracting venom, snakes are caught only from Chennai, Kancheepuram and Tiruvallur districts. The government should start similar centres in other parts of the country, he said.

Mind your step! These words have taken on a new meaning for globe-trotting individuals who are also active on social media.

Immigration and border security officials across several countries are keeping an eye on your social media trail and looking up your online profiles. This helps throw up inconsistencies in information submitted to immigration authorities, connections to extremist organisations-—if any, and even posts that could be considered hate speech under the host country’s laws. In addition, officials in some countries such as the US have the authority to search your electronic devices—be it your cell phone or laptop.

A white paper issued by Berry Appleman & Leiden (BAL), a global law firm, states that 30,200 searches of electronic devices were conducted by US border officials in fiscal 2017, a spike of 58% from the previous year.

Contrast this with fiscal 2015, where there were only 8,500 cases of searches of electronic device.

This trend of increased searches continues. Up to March 31, which in the US constitutes the first six months of fiscal 2018, nearly15,000 searches were conducted.

Basic Search Of Devices Can Be Conducted Even Without Any Suspicion

Although only a small percentage of travellers are likely to be so searched, those entering or exiting the US should be prepared in the event they are asked to unlock their cell phone or other device at the borders,” states BAL in its white paper ‘Social media and immigration’. A basic search of electronic devices can be conducted even without any suspicion of criminal conduct. An advanced search, which entails confiscating the device and sending it to a forensic lab, is carried out when officers have a reasonable suspicion of criminal violation or concerns of national security.

BAL advises companies to have policies in place to better equip their employees to deal with such scenarios. “When people are prepared,they are more likely to respond to a latenight encounter after a long international flight with a border official in a calm and reasoned manner, making it less likely for a confrontation to escalate,” says Stephanie Lewin, senior counsel in BAL’s San Francisco office. Under current US law, warrantless border searches are only allowed for data stored on the device itself. The border officials are not authorized to search information stored on the cloud through a traveller’s mobile device. Thus, travellers may take precautions such as limiting the number of devices they bring, or moving data on to the cloud and deleting sensitive information before they travel, states BAL. In addition to physical searches of digital equipment, several countries such as Australia, New Zealand, Singapore, South Africa, UK and US are tracking social media footprints. Canadian consular officers assessing applications for permanent residency can take cognizance of any information that is publicly available, and applicants have received rejection letters based on anomalies detected.

“Employees applying for visas, work permits, or residency should expect that any details gathered from their social media platforms can be used as a basis to refuse their application,” says Brendan Kinne, director of global programs in BAL’s Houston office.

New Zealand’s immigration authorities confirmed last September that their officials opened social media accounts using pseudonyms, to verify information relating to visa applicants.

Scrutiny of social media footprint is likely to get tighter and US may be the first mover in this regard. As reported earlier by TOI, in March the US state department, proposed a broader plan to ask nearly all visa applicants for social media identifiers (say Twitter handles or Facebook profiles) used by them over the past five years (this plan does not include asking for passwords).

An advocate specialising in HR laws says that social media policies of India Inc typically debar an employee or a former employee from posting defamatory comments about the company, its employees or clients. Prohibiting posting of views on social media on policies adopted by a country, could trample upon freedom of expression.

Meet Gurmukh Singh, 23, of Hisar district’s Peeranwali village and Kusum, 22, of Hisar city’s Vidyut Nagar. Three days ago, this young couple attempted suicide by consuming an insecticide at a cybercafé in the city as their families were not ready to get them married. But the situation turned on its head by Saturday — Gurmukh and Kusum got hitched during a small function at the hospital they are being treated in.

Parentsof theduosaidthey had a changeof hearton seeing the condition of their children, both of who are being treated in theintensivecareunit(ICU). They are admitted in the ICU, but still dressed up like a bride and a groom for the function. For guests, the duo’s families invited the hospital staff.

A hospital staffer, who did notwanttobe named,saidGurmukh and Kusum studied together at DN College, Hisar. “They started off as friends, but they fell in love by the time they passed out of college nearly two years ago. Their families were not willing to get them married,” said the staffer.

Crestfallen because of their families’ refusal to allow them to marry, the couple met at a cybercafé near Devi Bhawan Temple and swallowed a pesticide. Gurmukh then informed his elder brother about the suicide attempt on the phone, and his family rushed to the spot and admittedthecoupletoBharat Hospital. Though there was an argumentwhen thefamilies of the couple met for the first time, anger gave way to conciliation after the guard of a doctor, Rubi Chauhan, intervened and asked them to think of their children.

High court slams disciplinary proceedings going on for years

Coming down hard on disciplinary committees appointed in various government departments for the delay in their proceedings, the Madurai bench of the Madras high court has directed the authorities to expedite action to prevent losses to the government.

Pointing out that disciplinary proceedings had been kept in cold storage for years together in many cases, the court added that because of the pendency, the government had to pay subsistence allowance to the suspended employees without extracting any work from them.

Justice R Suresh Kumar made these observations while disposing of a petition from a helper of Pathamadai town panchayat in Tirunelveli district who was suspended in 2015. A Varusai Mohaideen moved the court as his suspension for pending disciplinary proceedings had not been reviewed till date. He had joined as a helper under the disabled quota in 2001. However, after 14 years, in 2015, he was issued suspension order claiming that his disability percentage was only 15% and not 50% as mentioned in the certificate produced by him when he joined. As per government directive, only those who have 40% disability and more are eligible to be employed under the quota. The petitioner’s counsel argued that there had been a prolonged suspension since 2015 because of the pending disciplinary proceedings.

The special government pleader told the court that the inquiry officer had submitted a report in April 2017 to the disciplinary authority and all charges against Varusai Mohaideen had been proved and only the final decision by the disciplinary authority was pending. Hearing the submissions, the court expressed surprise as to why the disciplinary authority had neither reviewed the suspension order nor taken any decision to pass a final order in the proceedings despite the inquiry officer submitting the report a year ago.

“Because of this lethargic attitude on the part of the disciplinary authority, the petitioner has unnecessarily suffered a lot, as he had been under prolonged suspension from 2015,” Justice Suresh Kumar said. He observed that apart from the agony faced by the employees, the government had to pay subsistence allowance to them, that too, initially 50% and subsequently 75% of salary. This amount was being paid to every suspended employee without extracting any work, the court said.

வியட்நாமைச் சேர்ந்த 38 வயது ஹாங், தனது கன்னத்தைக் கடித்த கிளியை வீட்டைவிட்டு அனுப்பி விட வேண்டும் என்று கூறியுள்ளார்.
