College students stage protest

Students of Rathinam Technical Campus (Institute of Technology) staged a protest against the institution alleging harassment of students from the Scheduled Castes and Scheduled Tribes communities.

A few of the 100-odd students, who protested first inside the campus and later on the road, said that that the college management had asked a few of the SC and ST students having arrears of over 10 papers to vacate the hostel.

The students said the management had prepared a list of 45 students with arrears of over 15 papers and asked them to report with their parents on Friday. When the parents were present, a senior faculty asked a few of those students to look at exploring the possibility of joining a government-run college and hostel.

Now the management was in the process of preparing a list of students with arrears of over 10 papers and had planned to ask them to leave the hostel and also college, the students alleged.

The students said they were also protesting against the college principal entering the women's hostel a month ago.

The students claimed that in their talks with the police and management, the latter had agreed to their demand for replacing the principal within 10 days.

Chief Executive Officer of Rathinam Group of Institutions R. Manickam said the SC and ST students who were on government scholarship for education and the institution’s support for hostel and food misused the facilities by staying in the hostel but working outside.

The college had identified only such students and decided to pull them up and that too only in their academic interest because they had more than 50% arrears.

The college had 545 students from the two communities but only around 10% of those students had the problem of poor attendance and academic track record. It was these students that the college wanted to engage. Mr. Manickam also denied allegations that the principal had entered the women’s hostel at night. He said the principal was a part of the team of academic and administrative officers who entered the hostel to undertake infrastructure development works.

As for the students' demand for removing the principal, he clarified that the college had only promised to explore the possibility.

Cars parked on footpaths to be fined Rs. 80 an hour

Parking management system from next week

The Chennai Corporation has decided to levy a fine of Rs. 80 per hour for cars parked on footpaths. The fine amount for motorcycles will be Rs. 20 per hour.

Beginning next week, the parking management system will start operations in areas such as Anna Nagar, Besant Nagar, Purasawalkam and Marina Beach, covering 4,200 parking slots. The system will be expanded to cover 12,000 parking spaces in various parts of the city in the first phase.

The civic body will also collect fines from those who park in no-parking zones. “The fines will be Rs. 160 per hour for parking on a footpath along a road in premium parking areas. The parking management system will identify the violators and the total time of parking in the no-parking areas. Violators cannot escape without paying fine,” said an official.

The civic body has started installation of cameras in all the localities to identify violators. Ahead of the launch of the system, the civic body has started identifying premium parking spaces along roads in posh residential and commercial neighbourhoods.

Premium parking fee

After the system becomesfunctional, commuters who park vehicles along such roads would have to pay 100% higher charges. The premium parking charges will be Rs. 40 per hour in such areas. Normal parking charges is Rs. 20 per hour.

"Khadher Nawaz Khan Road will be the first road to have premium parking slots," said an official. Other roads that are likely to get premium parking slots are Avvai Shanmugham Salai, St.Mary’s Road and Besant Nagar Second Main Road.

How OnePlus gained edge in India

When OnePlus launched its first mobile phone nearly five years ago, its main target market was the US and Europe. India was nowhere in its radar. The Chinese company wanted to be an online brand and operate in the premium smartphone market. But in India at the time, e-commerce was in a nascent stage, and the premium phone pie was small.

What happened soon after surprised company executives. “Within five months we noticed that a lot of users from India were buying the phone on Amazon’s global website using an US address, and then auto forwarding it to India through Aramex, a Dubai-based logistics company. They were undeterred by the customs duty, which could increase the cost by ₹5,000,” recalls Vikas Agarwal, general manager for One-Plus in India.

A closer monitoring of website traffic trends showed that India was among the top seven countries in sales, though the company was not selling in India. “That’s when we decided to launch here,” says Agarwal, who was the first employee for OnePlus in India when he joined in October 2014. The first set of phones were introduced in December that year. Four years hence, India is OnePlus’s single largest market, accounting for 33%, or $466 million, of the company’s total revenue of $1.4 billion in 2017. China is the second biggest market, while Europe and America make up the rest. In the last few quarters, OnePlus has also become the biggest premium smartphone (those above ₹30,000) player in India, overtaking Samsung and Apple. And all of this has come from just one new product that it launches every year. “What has clicked is the positioning, the focus on the premium segment. They were at the right place at the right time. When they entered, the premium market was just 1-2%, which has now grown to 5-6%.

With their strategy of one device per year, and attractive pricing, they positioned the brand really well,” Tarun Pathak, associate director at Counterpoint Research, said.

What has worked most for the company is the pricing. In this extremely price-sensitive market, OnePlus is seen as great value for money.

Its 6T model sells for about ₹38,000 on Amazon, significantly lower than Samsung’s Galaxy S9 at ₹61,000 and Apple’s iPhone X at about ₹85,000.

Pathak says the features in premium segment smartphones such as full-screen displays, biometric security, dual-cameras, faster processors and support for artificial intelligence, have acted as catalysts for consumers looking to upgrade from mid-segment smartphones. Another strategy that has worked well for the Shenzen-based company is the word of mouth it gets, and its social media strategy to target a new consumer base.

Not only are loyal OnePlus consumers upgrading, but the company is also attracting customers who previously used an Apple or a Samsung phone.

No TA/DA for Army officers sparks uproar

In a notification that led to an uproar in the armed forces on Monday, the principal controller of defence accounts (PCDA) has declared it will no longer process claims by Army officers going on courses, assignments and postings due to lack of funds.

“Due to insufficient funds available under temporary duty and permanent duty heads of Army officers, no TA/DA (travelling allowance), advances and claims can be processed till receipt of sufficient funds under the relevant heads. However, the facility for LTC (leave travel concession) will continue,” said the PCDA (officers). Under the defence ministry, the PCDA is entrusted with pre-audit and payment of pay and allowances and all claims of Army officers.

The notification predictably led to outrage in the Army, which has around 42,000 officers and almost 12 lakh soldiers. “It can potentially disrupt the Army’s day-to-day functioning. For instance, over 50% of officers on temporary duty at any given time have been tasked to attend courses, which are less than 180 days in duration, at different places,” said an officer.

The overall transportation and other expenses for all officers, JCOs (junior commissioned officers) and jawans are said to cost around ₹4,000 crore per year. But PCDA was apparently given only ₹3,200 crore, which has been exhausted in the run-up to the ongoing fiscal coming to an end on March 31.

The owner of a ₹1 crore-worth Porsche 718 Boxster spending an additional ₹31 lakh to get a fancy vehicle registration number is nothing unusual. K S Balagopal, a resident of Kowdiar, Thiruvananthapuram, won the registration number ‘KL-01-CK-1’, for his brand new Miami Blue colour sports car by paying ₹30 lakh at the auction held at the regional transport office (RTO), Thiruvananthapuram, on Monday. This was in addition to the ₹1 lakh he had paid as reservation fees for the fancy number.

Proprietor of Devi Pharma, a leading pharmaceuticals distribution company, Balagopal, who owns a fleet of luxury cars, has set a new record in auction of fancy vehicle registration numbers in the state by engaging in a fiery bid against NRI businessman Shine Yousef. Yousef quit after quoting ₹25,00,500 as Balagopal hiked the next call to ₹30 lakh. The previous record was also in the name of Balagopal, who won the number KL-01-CB-1 at ₹19 lakh for his Land Cruiser in 2017.

Another bidder R K Anand Ganesh, also an NRI, was in the race in the initial phase but dropped out after quoting ₹10,50,000.

“The new series in vehicle registration number was released when I bought the sports car. So, I decided to reserve the first number for my car. Sensing that other bidders will not withdraw, I quoted a higher amount to win it at any cost. Only when the officials at RTO informed me, I came to know that it was a record,” said Balagopal.

50 students enrolled with sham varsity in US return

At least 50 students enrolled with the sham University of Farmington, Michigan, have returned home over the last two days. While most of them are from Telangana and Andhra Pradesh, some are also from neighbouring Karnataka, said US-based organizations assisting these students.

“About 25 to 30 of them landed at the Rajiv Gandhi International Airport (RGIA) late on Sunday night, while another batch of 25 to 28 reached the city on Monday. These are students that we know of. There could be some more who have returned without informing us,” said Phani Bobba, an Atlanta-based legal consultant in the know of things. He added: “As these students had not been arrested, we advised them to go back to India as soon as possible. We are simultaneously working on expediting the release of those under detention.”

Though relieved to be back home, there’s a new challenge facing them here – the burden of hefty loans. Considering most of them had availed of student loans, amounting to anywhere between ₹20 and ₹30 lakh, they are now worried about repaying them. “These loans also attract high interest rates of 15%-16%, which significantly increases the total amount. It is going to be a challenge for them and their families to close these loans,” said Jalagam sharing how most students who’ve returned unscathed aren’t willing travel to the US again.

50% wage cut for prisoners is unconstitutional, says HC

The provision in the Tamil Nadu prison rules, which allows for deduction of 50% of wages earned by the prisoners for their upkeep is unconstitutional, the Madurai bench of the Madras high court held and asked the state government to provide for a lesser and reasonable percentage of deduction.

A division bench of Justice K K Sasidharan and Justice G R Swaminathan pointed out that Article 23 of the Constitution prohibits ‘Begar’ — a labour or service which a person is forced to give without receiving any remuneration.

“Taking work without paying adequate remuneration is also begar. Likewise, making a substantial deduction from wages without any justifiable reason would also constitute begar and a violation of Article 23 of the Constitution,” the court said and noted that the prisoners in Tamil Nadu are not paid the wages as prescribed in the Minimum Wages Act. It is unconstitutional besides being unreasonable, the court noted.

The court made the observations in response to a petition filed by activist K R Raja, who sought court intervention to strike down the provision in TN Prison rules and also asked to set aside the 20% deduction of wages credited to the victim compensation fund.

The government, in response, opposed the petition and submitted that average cost of food, clothing and other amenities provided to workers comes to ₹153 per day per prisoner. Even though 50% of wages is deducted for the upkeep of the prisoners — the deducted amount being ₹100, ₹90 and ₹80 from the skilled, semi-skilled and unskilled respectively, is not sufficient to meet the costs, the state submitted.

After perusing the submissions made, the court held that the provision for deduction from prisoners’ wages for the purpose of compensating the victims cannot be questioned since it was made only pursuant to and in terms of directions given by the apex court. “We are of the view that apportioning 1/5th of the prisoners’ wages for crediting to the victims’ compensation fund cannot be said to be unreasonable,” the court said. However, the court held that deduction of 50% of prisoners’ wages is unconstitutional.

HCL founder meets school mates after gap of 56 years

Shiv Nadar, HCL founder and chairman, met nine of his classmates of St Joseph’s college higher secondary school at a city hotel on Sunday many of whom were meeting after a gap of 56 years. He was adamant on meeting them during his visit here this time.

However, age had its natural impact on their memory and some of them could not recollect the fond memories of their school days. “We did manage to regain some of our memories by discussing about our teachers Rayappar, Arockiasamy and particularly Sundaram who was our Tamil teacher,” said A Antoine, 74, a retired school teacher.

S Arputharaj, another classmate who retired as secondary grade teacher from St Joseph’s school, was the teacher, Sundaram’s son, who seemed to have a slightly better memory . “I remember Shiv as leader of our Class 4th form (Class IX) section C. At that time, our classes used to be in Lawley hall, which is presently at St Joseph’s College,” said Arputharaj. “It is indeed a proud moment to see one of us in such a high position,” said Arputharaj who gifted Shiv a book — a collection of stories by Satyajit Ray — and wished him good health.

While Shiv Nadar chose engineering after school, A K Arif, one of his competitors in the class, went on to become a doctor. Even though Shiv was busy with business, he was keeping track of Arif. When Shiv came down to Trichy in 2011, Arif was one of the few he contacted. “It was nice of Shiv to take time out to organize such a get-together after so many years. It was indeed historic,” said Arif.

“Shiv Nadar had made special arrangements for all his classmates to be picked up from home, and interacted with them for over a couple of hours and promised to meet them again for a longer time,” said A K Hussain who coordinated the event on behalf of Shiv Nadar.

Sale deeds of property deals go missing

Sale deeds of property deals registered in the 1960s and 1980s are missing from the record rooms of the registration department across the state, though no one yet knows how many. Officials stumbled upon this while digitizing land documents of more than 140 years, from 1865.

Till a decade ago, sub registrar offices maintained a hardcopy of every registered property deed; the practice was stopped with the introduction of electronic scanning of documents in 2009.

Officials said they expected to get a count of the missing documents once the digitization is completed. As part of digitization, each page of every document needs to be scanned. That is when some documents were found missing. For instance, said a registration official, who is privy to the developments, in a volume containing details of 100 sale or mortgage deeds that are running in a series, two documents could not be found. “Such missing deeds belong to the periods of 1960s and 1980s,” the official said. The missing documents are not confined to a particular zone in the state either.

“Once the digitization process is completed, we would be asking all the sub registrar offices to send the list of missing documents,” a senior registration department official said, adding that the digitization was scheduled to be completed.

Once the missing documents are listed, sources said, steps would be taken to track the original documents using the details in the index book separately maintained by the sub registrar offices.

“There could be multiple sale transactions pertaining to the property from the year the documents went missing. We are exploring whether some details could be traced from the subsequent registrations,” the official added.

According to registration sources, documents are pilfered from sub registrar offices to forge property deeds. “Original owners can be cheated as name transfers in land pattas can be easily done with forged land deeds,” another official said.

Last year, the registration department embarked on a massive mission to digitize 59 crore papers pertaining to old property documents in 575 sub registrar offices across Tamil Nadu. The documents were registered from 1865 to 2008. So far, two crore pages have been digitized with the government looking at making available to the public all the scanned documents online.

Schools wrap up NEET coaching as board exams near

As the Class XII board exams near, government schools have wrapped up special coaching classes to train students on National Eligibility Cum Admission Test (NEET), Joint Entrance Examination (JEE) and other competitive exams. Focus has now shifted to board exam preparation.

Compensation classes are conducted on weekends, before and after regular working hours as many schools were shut last week due to teachers’ protest. “Since we can’t have a fixed timing across the state, we have instructed schools to decide a convenient time,” said school education director Rameshwara Murugan.

The government also plans to broadcast exam tips on the television channel it is likely to launch for school children next week. In private matriculation schools, practical exams and revision tests are under way. But teachers are having a tough time in preparing questions papers as pattern was changed at the last minute, said R Vishalakshi of TN Private Matriculation Schools Association.

The question paper will have ‘fill ups’, logical reasoning questions and ‘match the following’ in the objective section instead of only multiple choice questions. Despite opposition, government is keen on sticking to the new exam pattern.

Last year, 9,000 students from government-funded schools registered for NEET training classes conducted at 412 centres across Tamil Nadu. This year, there has been a 120% increase in registrations. More than 20,000 attended classes that were conducted in between August and January fourth week.

In order to make training sessions more effective, 320 higher secondary science teachers were trained by experts in top private institutions. These teachers in turn trained 4,130 teachers across the state before the students’ training started.

Also, last year 3,000 odd students were shortlisted for an intense training at nine residential centres. “This year, too, there will be such short training courses after the board exams get over,” said a senior state school education department official.

Talks are on with subject experts to ensure that more number of government school students clear NEET this year. More than 1,300 students from these centres cleared NEET last year compared to a double-digit figure in the previous years.

நாடுமுழுவதும் உள்ள அரசு மற்றும் தனியார் மருத்துவக் கல்லூரிகளில் எம்டி, எம்எஸ் பட்டமேற்படிப்பு மற்றும் பட்டய மேற்படிப்புக்கு (டிப்ளமோ) 26,000-க்கும் மேற்பட்ட இடங்கள் உள்ளன. தமிழகத்தில் மட்டும் சுமார் 2,500 இடங்கள் இருக்கின்றன. இந்த இடங்களில் 2019-20 கல்வி ஆண்டு மாணவர் சேர்க்கைக்கான தேசிய தகுதி மற்றும் நுழைவுத் தேர்வு, தமிழகத்தில் சென்னை, கோவை உட்பட நாடு முழுவதும் 167 நகரங்களில் கடந்த 6-ம் தேதி நடந்தது. இந்த நீட் தேர்வு முடிவுகள் கடந்த 31-ம் தேதி வெளியிடப்பட்டது.

இதுதொடர்பாக தேசிய தேர்வுகள் வாரியம் வெளியிட்ட செய்திக்குறிப்பில், “மருத்துவப் பட்டமேற்படிப்புகளுக்கான நீட் தேர்வு 1,200 மதிப்பெண்களுக்கு நடத்தப்பட்டது. இந்த நீட் தேர்வில் பொதுப் பிரிவினர்களுக்கு 340 மதிப்பெண்ணும், எஸ்சி, எஸ்டி, ஓபிசி பிரிவினர்களுக்கு (மாற்றுத்திறனாளிகள் உட்பட) 295 மதிப்பெண்ணும், பொதுப் பிரிவு மாற்றுத்திறனாளிகளுக்கு 317 மதிப்பெண்ணும் தகுதி பெறுவதற்கான மதிப்பெண்ணாக நிர்ணயிக்கப்பட்டுள்ளது.

நாடுமுழுவதும் நீட் தேர்வு எழுதிய 1,43,148 பேரில் 79,633 பேர் தகுதி பெற்றுள்ளனர். தமிழகத்தில் மட்டும் நீட் தேர்வு எழுதிய 17,067 பேரில் 11,121 பேர் தகுதி பெற்றுள்ளனர். நாடுமுழுவதும் நீட் தேர்வில் வெற்றி பெற்றவர்களில் 7-ல் ஒருவர் தமிழராக உள்ளார். ஆந்திராவில் 6,323, கேரளாவில் 6,441, கர்நாடகத்தில் 9,219, தெலங்கானாவில் 4,344, குஜராத்தில் 3,646, மகாராஷ்டிராவில் 7,441, உத்திரபிரதேசத்தில் 4,173 பேர் தகுதி பெற்றுள்ளனர்” என்று தெரிவிக்கப்பட்டுள்ளது.

திருப்பூர் மாவட்டம் அவிநாசி அருகேயுள்ள தேவராயன்பாளையம் கிராமத்தைச் சேர்ந்தவர் எம்.ரவிக்குமார். இவர் பின்னலாடை மொத்த வியாபாரத் தொழில் செய்து வருகிறார். இவருக்கு நீண்ட நாட்களாக மாறுபட்ட ஆசை ஒன்று இருந்துள்ளது. அது என்னவென்றால், தனது கிராமத்தில் வசிக்கும் வசதியற்ற ஏழைக் குடும்பங்களைச் சேர்ந்த முதியவர்களை விமானத்தில் ஏற்றிப் பயணம் செய்ய வைத்து, அவர்களை மகிழ்விக்க வேண்டும் என விரும்பியிருக்கிறார்.

நினைத்ததோடு அதை செயல்படுத்தவும் முனைந்தவர், அதற்காக தனது நெருங்கிய நண்பர்கள் சிலரது உதவியை நாடியுள்ளார். நண்பர்கள் உதவியுடன் தனது கனவை நனவாக்கியுள்ளார். தனது கிராமத்தைச் சேர்ந்த 90 பாட்டிகள், 20 தாத்தாக்கள் என 110 முதியோர் மற்றும் அவர்களது பாதுகாப்புக்கு 10 பேர் என 120 பேரை கடந்த 2-ம் தேதி விமானப் பயணம் செய்ய வைத்து மகிழ்ந்துள்ளார்.

கோவையில் இருந்து சென்னைக்கு அவர்கள் அனைவரும் விமானத்தில் பயணம் மேற்கொண்டனர். பிப்.2-ம் தேதி பகல், 120 பேரையும் தனது கிராமத்தில் இருந்து வேன் மூலம் கோவை விமானநிலையத்துக்கு அழைத்துச் சென்ற ரவிக்குமார், அங்கிருந்து 2 குழுக்களாக விமானத்தில் ஏற்றி சென்னைக்கு அழைத்துச் சென்றிருக்கிறார். சென்னையில் வேன் ஏற்பாடு செய்து, அதன் மூலமாக மெரினா சென்று சுற்றிப் பார்த்த அவர்கள், நேற்று திருவண்ணாமலை சென்றனர். நிறைவாக இன்று தங்களது சொந்த கிராமமான தேவராயன்பாளையத்துக்கு திரும்பவுள்ளனர்.

கடந்த 5 ஆண்டுகளுக்கு முன்பு தோன்றிய எண்ணம் இது. அதைப் பற்றி தொடர்ந்து யோசித்து வந்தேன். தற்போது அந்தக் கனவு நிறைவேறியுள்ளது. இதற்காக, கடந்த சில மாதங்களுக்கு முன்னரே விமானத்தில் பயணிக்க விரும்பும் எங்கள் ஊர் முதியவர்களின் பட்டியலை தயாரித்தேன். என்னுடைய நண்பர்கள் அதற்கு முழுமையாக உதவினார்கள். 2 மாதங்களுக்கு முன்பு அனைவருக்கும் கோவையில் இருந்து சென்னை செல்லும் விமானத்தில் பயணச்சீட்டுகளை முன்பதிவு செய்தேன். முதியோர்கள் அனைவரையும் விமானத்தில் ஏற்றி இருக்கைகளில் அமர வைத்தபோது எனக்கு ஏற்பட்ட சந்தோஷம் சொல்ல முடியாதது. இந்த நாளுக்காகவே காத்திருந்தேன்.

கடந்த சனிக்கிழமை மத்தியப்பிரதேச மாநிலம் போபாலில் இருந்து மும்பை சென்ற ஏர் இந்தியா விமானத்தில் ரோகித் ராஜ் சிங் சவுகான் என்பவர் பயணித்தார். அப்போது அவருக்கு காலை உணவாக சாம்பாருடன் கூடிய இட்லி வடை விநியோகிக்கப்பட்டுள்ளது. சாப்பிடுவதற்காக இட்லியில் சாம்பாரை ஊற்றியபோது அதில் கரப்பான்பூச்சி இறந்து கிடப்பதைக் கண்டு பயணி அதிர்ச்சி அடைந்துள்ளார்.


இது குறித்து மற்ற பயணிகளுக்கு விநியோகிப்பதற்கு முன்பாக உணவக ஊழியர்களிடம் புகார் செய்துள்ளார். அதை அவர்கள் காதுகொடுத்து கேட்க மறுத்துவிட்டனர். வேறு வழியின்றி சமூக ஊடகங்களின் அதிகாரத்தை பயன்படுத்த முடிவு செய்த சவுகான், இட்லி, வடைக்கு அடுத்ததாக இருந்த கரப்பான் பூச்சியை புகைப்படம் எடுத்து, பின்னர் அதனை சமூக வலைத்தளங்களில் வெளியிட்டுள்ளார். இத்தகைய செயலுக்கு ஏர் இந்தியா நிர்வாகம் எந்தவித நடவடிக்கை எடுக்க முன்வரவில்லை என்றும், விமானநிலைய அதிகாரிகளிடம் புகார் அளித்தும் பயனில்லை என்று பதிவிட்டுள்ளார்.

Seventh Pay Commission brought a bouquet of delightful news for 30,000 teachers and staff of central universities and 5,500 in deemed to be universities, while it will also make the lives of retired professors relevant. The government announced revision of allowances and special allowances for teachers and equivalent academic cadre, registrars, finance officers and controller of examinations in central universities.

Besides increasing the allowance for academicians, the UGC has enhanced honorarium for guest faculty to Rs1500 per lecture subject to a maximum of Rs 50,000 per month. Guest faculties are not entitled for benefit of allowances, pension, gratuity and leave etc as admissible to regular teachers.

“Announcement of allowances, HRA, and the 100% honorarium hike for guest faculties in universities and colleges has come as morale booster for teachers. Such kind of hike is an effort to maintain dignity of a university teacher,” said VS Negi, associate professor, SBS College (evening), Delhi University.

Apart from allowance for academicians, central government has also enhanced the fellowship of PhD students and other research personnel enrolled in any area of science and technology, effective January 1, 2019.

“Hike in research stipend is a commendable move as it will help to retain young talent to focus on research, which is largely ignored in India,” said Vinod Kumar Jain, vice-chancellor of Tezpur University, Assam.

Increased in Junior Research Fellowship (JRF) and Senior Research Fellowship (SRF) is yet another welcome step. “Earlier, the hike in fellowship would take place only after 3-4 years of announcement of pay commission,” says Negi.

Fellowship increase will directly benefit more than 60,000 research fellows and will also provide a template to the state government to consider increase in their fellowship rates. Fellowship for the JRFs in the first two years of PhD has increased from Rs25,000 to Rs31,000 per month. Similarly, in the remaining tenure of PhD, SRF will get Rs35,000 a month as against Rs28,000, offered earlier.

This might come as a relief to researchers who recently staged a protest against the MHRD in December 2018, demanding a hike in the stipend.

Centre allocates Rs 93,847.64 to provide quality education for all

Budget announces Rs 37,461.01 crore for higher education, Rs 56,386.63 crore for school education, and National Education Mission increased to Rs 38,572 crore

The Budget 2019 has put maximum emphasis on quality improvement programmes and has allocated funds to boost the setting up of new IIMs, IITs and research.

There has also been 245% increase in the allocation for quality improvement programmes in Technical Education (TEQIP-III).

Budget allocations have also been increased for setting up new IIMs and new Schools of Planning and Architecture.

For research programmes such as IMPRESS, Rs 130 crore has been allotted marking an increase of 37% compared to the previous year.

The IITs have been allocated Rs 6,223 crore in the interim budget apart from projects valued at Rs12,028 crore which have been sanctioned from Higher Education Financing Agency (HEFA). More projects under HEFA will be announced in the coming year. The Central Universities have been provided Rs 6,484 crore while UGC has been allocated Rs 4900 crore.

In order to improve the skill levels among students, allocation for skill-centric programmes has been raised from Rs 40 crore to Rs 125 crore.

Overall, the HRD ministry received a budget allocation of Rs 93,847.64 crore in order to provide quality education for all in the interim Budget 2019-20 which is more than Rs 10,000 crore from the previous year’s budget allocation.

The government has increased budget allocation to the higher education sector by Rs 2,450 crore and has also made available more than Rs 17,000 crore using the HEFA funding mechanism. Total fund availability for the higher education sector for 2019-20 would be Rs 69,193.68 crore in 2019-20 which is almost double as compared to the last year.

The government has also provided an additional equity of Rs 2,100 crore to HEFA to help mobilise funds for building superior infrastructure in higher educational institutions. An increase of 70% has been allocated for the Unnat Bharat Abhiyan, under which 10,000 villages have been adopted by the higher educational institutions.

Commenting on the budget, D A Prasanna, director, The National Institute of Engineering College, Mysore said, “Compared to last year’s budget, the significance given to education sector is really not up to the sectoral expectation. However, the positive side of it is that, the outlay for premier engineering institutions including the IITs and IIMs has increased. Also the allocation for research and higher education has increased. Aspiration of institutes to rank high in the country and the world, will take a longer period to realise.”

Chennai techie abducted for 8hrs, robbed of ₹45k

A 25-year-old software engineer from Chennai was abducted in a minivan, blindfolded, assaulted and robbed of ₹45,000 — all in a span of eight hours — before being abandoned by a four-member gang in Bengaluru in the wee hours of Friday.

Anurag Sharma, who works with Infosys in Chennai as a senior systems manager, was returning home after attending official work and a family event in Bengaluru.

Anurag was to leave for Chennai in a bus operated by SRS Travels around 11.50pm on January 31. “My bus was scheduled to arrive at the Bommasandra stop around 11.50pm but it didn’t. As I kept waiting, a Maruti Omni car pulled over near the Audi service centre in Electronic City phase-2. I approached the van to find out if they ferried people. There were two passengers and one of them told me that they were heading to Hosur. The next moment, the duo pulled me into the car, and two other strangers waiting at the bus stop too rushed in. They sped away immediately,” Anurag Sharma told TOI.

What followed next was eight hours of horror and inexplicable trauma. As soon as Anurag was dragged in, the miscreants began raining blows on him in the moving car. “One punched me with his fist, while the other hit me on my leg with an iron rod. They snatched my wallet and my mobile phone. They pinned me down to the car’s floor and then blindfolded me and made me immobile by wrapping a thick blanket around,” he said.

When they asked him for the debit card PIN, Anurag initially refused. He was then threatened at knifepoint, and fearing for his life, Anruag shared the PIN. “They may have driven me around the city as I remember being taken to at least four ATM kiosks. They had withdrawn ₹45,000 from my account using my debit card,” he said.

Every time Anurag tried to plead for his life, the gang members assaulted him. The horrifying episode played out until 8.30am on Friday, when he was finally thrown out of the van to a deserted stretch near Chandapura. An injured Anurag then managed to get himself admitted to Narayana Multi-Specialty Hospital. He later filed a complaint at Parappana Agrahara police station.

Anurag was working with the Mysuru Infosys before shifting to his hometown in Chennai. “I vividly remember two names — Rahul and Umesh — being used repeatedly by the gangsters,” he said.

DCP (south east) Boralingaiah said a hunt is on to arrest the gangsters. “We’ll arrest them in a day or two. We have got crucial clues and have identified the accused,” he added.

Satna district court has issued the “death warrant” against a schoolteacher convicted of raping a four-year-old child.

The child had to spend months in AIIMS-Delhi to recover after the attack, enduring multiple surgeries to get her intestines realigned.

The execution date for Mahendra Singh Gond has been fixed for March 2 in Jabalpur jail. Officials say he will be hanged unless SC orders a stay. From crime to confirmation of death sentence, it took only seven months. If he is executed, it would be the first under the new law to hang child rapists.

Gond had abducted the child on June 30, 2018, raped her in the jungles and dumped her there. Family members found her in the wee hours, barely alive, and took her to hospital. The state government immediately had her airlifted to Delhi. Police acted swiftly and arrested Gond within hours.

The conviction was unique since the survivor’s statement was taken via videoconferencing and was vital in proving him guilty. A division bench of MP high court confirmed the death sentence on January 25, 2019, holding his crime to be “rarest of rare”.

Justice P K Jaiswal and Justice Anjuli Palo said: “Courts cannot evade their duty to be tough with hardcore criminals so that there is some deterrent against indulging in such gruesome crimes, particularly because such crimes are on the rise. The incident assumes greater significance because the person involved is a teacher, who is supposed to teach lessons in morality to his students.”

BDU among 7 TN varsities to have career hub for entrepreneurs

Bharathidasan University has become one of the seven varsities in Tamil Nadu which will have entrepreneurship and innovation career hub at a cost of ₹15 crore. Prime Minister Narendra Modi digitally announced the launch of these hubs from Sher-e-Kashmir international convention centre (SKICC), Srinagar, on Sunday.

The hub will function as a separate entity in the university which will be registered under the companies act. The university will invite innovative ideas from students and develop them into a business model.

“We have been orienting students and faculty members on application-based research which will benefit society. Similarly, we are pushing for improving the rate of patent filing from the university. This funding is timely and we will make optimal use of it to give shape to innovative ideas from students,” he said. “We will rope in valuable resources and services to assist the students apart from providing career awareness, career information, and career planning,” vice-chancellor P Manisankar said.

“Under this programme, about 2.36 lakh students of Bharathidasan University, including those from 151 affiliated colleges, will benefit,” the vicechancellor said. The hub will be realized using a part of ₹50 crore given to university by ministry of human resource department under Rashtriya Utchar Shiksha Abhiyan (RUSA) Phase – II which includes funding for research projects.

Six dead, 37 hurt as train to Delhi derails in Bihar

At least six passengers died and 37 were injured when 11 coaches of the Delhi-bound Jogbani-Anand Vihar Seemanchal Express derailed at Sahadai Buzurg railway station near Hajipur, in Bihar’s Vaishali district, at 3.58 am on Sunday.

The accident site, around 50km from Patna, is a single-line section on the Barauni-Bachhwara-Hajipur route under Sonepur division of East Central Railway (ECR).

ECR officials said the coaches appeared to have derailed due to fractured rails. ECR chief PRO Rajesh Kumar said, “Rail fracture is common during winter. It is caused due to low temperature which damages tracks. The exact cause will be known after a probe by the commissioner of railway safety.”

The DM said eight injured passengers were discharged from Sahadai Buzurg primary health centre while 29 others were admitted to the district Sadar hospital. “Seven of the 29 injured passengers were referred to Patna Medical College and Hospital (PMCH) and one was in the ICU as his condition was serious,” Raushan said.

ECR general manager L C Trivedi said the reason behind the accident would be ascertained only after a probe by the commissioner of railway safety (CRS). “The CRS has been directed to start the probe tomorrow. It will take 15 to 20 hours to restore traffic on this section as nearly 300 metres of track have been badly damaged due to the derailment. We have to first remove the damaged coaches from the tracks. The electric wires will then be repaired to run the trains,” the GM told TOI from the accident site.

The CPRO said 12 unaffected coaches of the ill-fated train, with 1,500 passengers, were brought to Danapur from where they were sent to Anand Vihar Terminal by a special train. “The railways is providing all facilities to affected passengers, including ticket refunds for those who did not wish to travel further,” he said.

“Railways, the district administration and six NDRF teams carried out the search and rescue operations. Several ambulances and medical teams were pressed into action to move the injured passengers,” he said.

Surprisingly, antisocial elements pelted stones at the police, officials, rescue workers and others at the accident site in the afternoon without provocation. One person sustained head injuries in the incident.

New English guidance video for kids launched

Cambridge Assessment English (part of the University of Cambridge) has launched a new guidance video to help parents and teachers understand what children’s Cambridge English qualification results mean in practice.

The video is aimed at candidates who have taken Pre A1 Starters, A1 Movers and A2 Flyers, which are Cambridge English qualifications aimed at building the confidence and motivation of young children learning English. The video brings to life the supporting information found on the back of the certificate, what it means in practice and how it will help young children on the next step of their language learning journey.

Guy Chapman, Head of Schools at Cambridge Assessment English said, “Our exams are designed to make the exam experience for young learners motivating and rewarding. A big part of this is offering the right levels of support to young children and their parents and this has been the driving force behind the video. Despite TNSIC order, corpn refuses information under RTI

Despite directions from Tamil Nadu state information commission (TNSIC), Greater Chennai Corporation has refused to provide information under the Right to Information (RTI) Act to an applicant who sought files related to tenders floated for bus route roads.

The corporation’s public information officer (PIO) and executive engineer of bus route road department denied information to the applicant citing a writ petition filed with the Madras high court. However, the injunction obtained in the court pertained only to a specific applicant and directed the corporation not to furnish information which was private, under section 8(1) of RTI Act.

RTI activist Ramiah Arya had sought details pertaining to tenders floated for bus route roads such as checklist for submission of bid, instructions for bidders, e-tender notification and list of roads. These are not private information as it is the same for all participants and not particular to any one bidder.

The issue comes in the wake of tenders worth around ₹185 crore being cancelled by the civic body after tender-fixing was alleged by a host of contractors and activists.

Ramiah had filed the RTI in January 2018 after conducting file inspections and asked for a host of information pertaining to the tenders. Since the information was not provided, he filed a first appeal under the RTI Act with the appellate authority. Since the information was rejected again, he approached the TNSIC.

Jayaram Venkatesan, of Arappor Iyakkam which has brought out many alleged irregularities in the tenders floated by the corporation, said the local body was working hard to stall RTI petitions after the expose. “Any RTI application filed with Chennai coporation or Coimbatore corporation is stalled citing these high court orders,” he said. The assistant PIO concerned did not respond to questions from TOI.

Boy, 18, falls through elevator shaft in college hostel, injured

In a birthday celebration gone wrong, an 18-year-old student sustained grievous injuries on Saturday after he fell from the fourth floor into the under-construction elevator shaft in a college hostel in Ramapuram.

Police said S Deepvaya, of Nagpur in Maharashtra, is pursuing a degree in computer science engineering in a private college in Ramapuram. A group of friends in the college hostel had planned to celebrate the birthday of a student named Shenat from the same department. Deepvaya, who stayed in a different hostel, had come along to surprise his friend.

“The boys had cut cake and were dancing. They also had some alcohol in their room,” said an investigating officer.

Police said authorities planned on constructing a lift and had simply placed a grill gate against the wall where a hollow space was left for the elevator. The boys had assumed that the gate was properly fixed to the wall.

Around 12.15am on Sunday, Shenat had chased Deepvaya in fun when the boy leaned against the gate. The gate gave away and Deepvaya fell into the shaft, landing in the basement.

Hearing his cries, other students took him to a hospital in Manapakkam. Police were also informed.

Doctors said the boy did not sustain any injuries to the head but added that his spinal cord had been damaged in the fall and the bones in his shoulders had been displaced. In addition to these, he had sustained multiple fractures and was in the intensive care unit, police said quoting doctors. He is said to be in a critical condition.

“He fell from a height of more than 45ft,” said the investigating officer. Those residing in the hostel knew that the space was deep but since the victim came from another hostel, he did not know about the space. Police said Deepvaya thought the space was an entrance to another room. Students had told police that they avoided going near the gate. “Since most of them were asleep at the time, they did not see the boys going there,” said the officer.

Police said hostel authorities did not place any warning sign there as they thought blocking the space with the gate would suffice.

The Royala Nagar police registered a case under IPC 338 (causing grievous hurt by act endangering life or personal safety of others) and are questioning Deepvaya’s friends.

A man, who tried to escape from a bank on Anna Salai by spraying a chemical on the bank manager who caught his forgery of a cheque, has been arrested. His accomplice escaped.

Police said manager Rajavelu, 56 was at the bank on Saturday around 12.30pm, when Venkatesh, 30, a native of Bengaluru, and his friend Rajiv Shetty came with a bearer cheque for ₹96,500. It was signed on behalf of LIC, which has been issuing such cheques for a courier company.

“Usually the cheques are for a smaller amount. The manager turned suspicious seeing the big amount and took a close look at it,” said an investigating officer.

When the manager questioned the men, Venkatesh pulled out a chemical from his pocket and sprayed it on Rajavelu’s face. Rajavelu couldn’t open his eyes, but he raised the alarm, attracting the attention of some bank employees and customers.

Chased by a group, Venkatesh and Rajiv ran out and got on to their scooter and tried to escape. In a panic, they collided with another biker and fell. While Rajiv took to his heels, the bank employees and customers caught Venkatesh and handed him over to police.

தமிழக அரசுத் துறைகளில் நேரடி நியமன உதவியாளர்களாக நியமிக்கப்படுவோருக்கும் கட்டாய அடிப்படை பயிற்சியில் இருந்து விலக்கு அளிக்கப்படும் என்று தமிழக அரசு உத்தரவிட்டுள்ளது. இதற்கான உத்தரவை பணியாளர் மற்றும் நிர்வாகச் சீர்திருத்தத் துறை செயலாளர் சீ.ஸ்வர்ணா அண்மையில் பிறப்பித்தார். அந்த உத்தரவு விவரம்:-

தமிழக அரசுத் துறைகளில் உதவியாளர், இளநிலை உதவியாளர், சுருக்கெழுத்து தட்டச்சர் உள்ளிட்ட பணியிடங்கள் நடைமுறையில் உள்ளன. இதில், நேரடி நியமனங்கள் மூலமும், பதவி உயர்வின் அடிப்படையிலும் பணி நியமனங்கள் செய்யப்பட்டு வருகின்றன. அரசுப் பணியில் இருந்து ஓய்வு பெறும் வயதான 58 வயது வரையிலும் பலருக்கு நேரடி நியமனங்கள் மூலமாக பணிகள் வழங்கப்பட்டு வருகின்றன. வேலைவாய்ப்பு அலுவலகப் பதிவு மூப்பு போன்றவற்றின் மூலம் இந்த பணி நியமனங்கள் செய்யப்படுகின்றன.

கட்டாயப் பயிற்சி: அரசுத் துறைகளில் புதிதாக பணியில் சேருவோருக்கென தனியாக பவானிசாகரில் பயிற்சி மையம் உள்ளது. இந்தப் பயிற்சி மையத்தில் சுமார் ஆறு மாதங்கள் வரை பயிற்சி அளிக்கப்படுவது வழக்கம். இந்த நிலையில், சில பிரிவினருக்கு கட்டாய பயிற்சியில் இருந்து விலக்கு அளித்து தமிழக அரசு உத்தரவிட்டுள்ளது.

Hyderabad: The eight recruiters from the two Telugu states, whom the US Immigration and Customs Enforcement (ICE) has charged with conspiracy in aiding at least 600 foreign citizens to illegally stay in the US, will be produced before a US criminal court on February 4.

The eight reportedly earned $3,00,000 (around Rs 2.1 crore) through enrolment, a source based in the US told this newspaper.

They face imprisonment. The US Homeland Security, in an undercover operation, created a fake university in Farmington Hills to lure foreign students who were trying to stay in the US illegally.

The eight, Barath Kakireddy of Florida, Suresh Kandala of Virginia, Phanideep Karnati of Kentucky, Prem Rampeesa of North Carolina, Santosh Sama of Califor-nia, Avinash Thakkalla-pally of Pennsylvania, Aswanth Nune of Georgia and Naveen Prathipati of Texas, worked like recruiters and helped portray the foreign citizens as students and got them enrolled into the fake university.

“Along with the attorneys and consulate diplomats, representatives of TANA visited the students who are currently lodged in 121 detention centres across the US,” said Mr Ashok Kolla, joint treasurer of Telugu Association of North America.

“Those detained are placed for deportation. The respective attorneys will be approaching the immigration judge for their voluntary departure notice on Monday. While they are lodged in different prisons, the attorneys have rendered legal advice. The messages from these students were conveyed to the Indian Ambassador to the US and an emergency message has been sent out, asking attorneys to come forward and help the detained,” Mr Kolla said.

He added: “Out of the eight students charged by ICE and facing criminal charges, one is lodged in the Tailor Municipality – Detroit, while the others are in different prisons. Out of the eight, five are from Telangana and three from Andhra Pradesh. They will be produced before the criminal court at 1 clock eastern time on Monday. Initially, the eight will be provided a public prosecutor. Also, the Indian Consulate general of Chicago will be meeting them on February 4.”

The Indian Consulate in Houston staff, along with an attorney and representatives of the North American Telugu Association, visited the detention centre at Dallas. Eight Indian students are currently lodged in Dallas prison. Seven of them are male and all from Hyderabad and Khammam in Telangana state and a few from Andhra Pradesh. “For now, the attorneys have sought details of students and will be seeking voluntary departure from the Immigration Judge. Several students have already been served notices to appear before the immigration judge. Of the total detained, 80 per cent are Telugu,” said a source.

Monkey that injured over a dozen people in Nagapattinam tranquillised

On the third day of the operation, the officials tranquillised the monkey after it entered an under-construction house on Kanni Kovil Street.

NAGAPATTINAM: The monkey that had terrorised Thennalakudi, near Sirkazhi, for almost a month was tranquillised in a joint-operation on Saturday.

“At least 30 people, including forest officials from Nagapattinam and Tiruvarur; officials from Veterinary College and Research Institute (VCRI) in Orathanadu, Thanjavur; and villagers, took part in the three-day hunt for the monkey, which is no longer a threat to public,” said District Forest Officer Naga Sathish Gidijala.

On the third day of the operation, the officials tranquillised the monkey after it entered an under-construction house on Kanni Kovil Street.

The villagers who had fled their houses and taken refuge in temples heaved a sigh of relief.
At least 20 people were attacked by the monkey.

TV Kaliyamurthy, the village head, requested officials to catch the dogs bitten by the monkey as there are chances of their spreading rabies and requested treatment for the injured.
