எம்.ஜி.ஆரை நெகிழ வைத்த சாண்டோ சின்னப்ப தேவர்! ( நூற்றாண்டு விழா சிறப்பு பதிவு)

நடிகர்கள் சம்பளப் பிரச்னை, வெளியீட்டில் தாமதம், நடிகர்கள் ஆதிக்கம் என பற்பல பிரச்னைகளில் திரையுலகம் இன்று தத்தளித்துக்கொண்டிருக்கிறது. ஆனால் தமிழகத்தில் ஒரு தயாரிப்பாளர் 4 முழ வேட்டியுடனும், சட்டை போடாத வெற்று உடம்போடும் இந்திய திரையுலகின் சூப்பர் ஸ்டார்களை வைத்து படம் எடுத்தார் என்பதும், பரபரப்பான அந்த கதாநாயகர்கள் அவருடைய படங்களில் நடிக்கும்போது பெட்டிப்பாம்பாய் நடந்து கொண்டார்கள் என்பதும் இப்போது வியப்புக்குரிய ஒன்றாக உள்ளது.  

அரைகுறை ஆங்கிலத்தோடும் அடித்துவீசும் வார்த்தைகளோடும் அத்தனை நடிகர்களையும் கையாண்ட அவர் -  சாண்டோ சின்னப்ப தேவர். 

கோவையை அடுத்த ராமநாதபுரத்தில் 1915 ஜுன் 28 ஆம் தேதி அன்று அய்யாவுத்தேவர்- ராமாக்காள் தம்பதிக்கு பிறந்த சாண்டோ சின்னப்பா தேவருக்கு நூற்றாண்டு விழா துவக்கம் இன்று. மருதமலை மருதாச்சல மூர்த்தி அய்யாவு சின்னப்பா தேவர் என்பதன் சுருக்கமே எம். எம். ஏ சின்னப்பா தேவர். பெரும் முதலாளிகள் கோலோச்சி வந்த அக்கால திரையுலகில், அரைகுறை ஆங்கிலமும் கொச்சைத் தமிழுமாக திரையுலகில் வெற்றிகரமான தயாரிப்பாளராக விளங்கியவர் சின்னப்பா தேவர். 

ஐந்தாவது வகுப்பு வரை மட்டுமே படித்த தேவர், வறுமையான குடும்ப சூழலால் கோவையில் தனியார் மில் ஒன்றில் வேலைக்கு சேர்ந்தார். தொடர்ந்து "ஸ்டேன்ஸ் மோட்டார் கம்பெனி" யில் தொழிலாளி மற்றும் பால் வியாபாரம், அரிசி வியாபாரம் என அடுத்தடுத்து பல வேலைகளில் ஈடுபட்டும், போதிய வருமானமில்லாத நிலையில் சோடா கம்பெனி ஒன்றையும்  கொஞ்ச காலம் நடத்தினார். 

இயல்பிலேயே வீர தீர விளையாட்டுகளில் ஆர்வமுடைய சின்னப்பா தேவர், தன் நண்பர்கள் சிலருடன் சேர்ந்து "வீரமாருதி தேகப் பயிற்சி சாலை" என்ற உடற்பயிற்சி நிலையத்தையும் தன் இளமைப் பருவத்தில் நடத்தியவர். சின்னப்பா தேவர் வாழ்க்கையில் புதிய திருப்பத்தை ஏற்படுத்தியது இந்த உடற்பயிற்சிக் கூடம்தான். அங்கு ஓய்வு நேரத்தில் மல்யுத்தம், கத்திச்சண்டை, கம்புச்சண்டை ஆகியவற்றில் தேர்ந்தவரானார்.

நாடக உலகிலிருந்து சினிமாவுக்கு நடிகர்கள் ஊர்ந்துகொண்டிருந்த அக்காலத்தில், நாடக உலகில் வரவேற்பு பெற்ற புராண இதிகாச படங்கள், திரைப்படங்களாகி மக்கள் வரவேற்பை பெற்றுக் கொண்டிருந்தன. இதனால் திறமையான உடல்கட்டு மிக்க நடிகர்கள் தயாரிப்பு நிறுவனங்களுக்கு தேவைப்பட்டனர். 

பிரபலமான ’’ஜுபிடர் பிக்சர்ஸ்’’ நிறுவனம் அப்போது வரிசையாக திரைப்படங்களைத் தயாரித்து வந்தன. பிரபலமான கலைஞர்கள் பலர் அந்நாளில் ஜுபிடரில் மாத சம்பள ஊழியர்கள். சின்னப்பா தேவருக்கு அந்த நிறுவனத்தின் படங்களில் சிறுசிறு வேடங்களில் நடிக்க வாய்ப்பு கிடைத்தது. 

ஜுபிடர் படங்களில் சிறுசிறுவேடங்களில் நடித்துக்கொண்டிருந்தபோதுதான் சின்னப்பா தேவருக்கு எம்.ஜி. ஆருடன் தொடர்பு ஏற்பட்டது. எம்.ஜி. ஆருக்கும் அவருக்கும் இருந்த நட்பு திரையுலகில் அலாதியானது. இயல்பிலேயே உடற்பயிற்சி மற்றும் வீர தீர சாகசங்களில் ஆர்வமுடைய எம்.ஜி.ஆருக்கு, அதில் தேர்ச்சி பெற்றவரான சின்னப்பா தேவரை பிடித்துப்போனதில் ஆச்சர்யம் இல்லை.

நடிப்புத்தொழில் கொஞ்சம் பிசிறடிக்கவும் நடிப்புத் தொழிலோடு,  சி.வி.ராமன் என்ற இயக்குநரிடம் தயாரிப்பு நிர்வாகியாகத் தேவர் குறைந்த காலம் பணியாற்றினார். அங்கு சினிமாத் தயாரிப்பு தொடர்பான நுட்பங்களைக் கற்றுக்கொண்டார். அப்போது நண்பர்கள் சிலருடன் இணைந்து படத்தயாரிப்பு முயற்சிகளிலும் ஈடுபட்டார். 

நண்டு கொழுத்தால் வளையில் தங்காது என்பதுபோல, தம்பி திருமுகம் திரைப்படத்துறையில் எடிட்டராக பணியாற்றியது, தனது சினிமா தயாரிப்பு அனுபவம், மனதில் படுவதை செயல்படுத்திக்காட்டும் இயல்பான துணிச்சல் இவை திரைத்துறையை விட்டு விலகியிருந்தாலும், தேவரை கோவையில் சும்மா இருக்கவிட வில்லை. சொந்தமாகத் திரைப்படம் எடுக்க வேண்டும் என்று அவருக்கு ஒரு எண்ணம் ஏற்பட்டது. நண்பர் களின் உதவியுடன் சென்னைக்கு ரயில் ஏறினார். 

முன்பு தயாரிப்பு நிர்வாகியாக பணியாற்றிய காலத்தில் அவரை நன்கு அறிந்திருந்த நாகிரெட்டி, படத் தயாரிப்புக்கு தேவையான பணத்தைக் கொடுக்க முன்வந்தார். படத்தின் கதாநாயகனாக யாரை போடுவது என்ற குழப்பம் வந்தபோது, அவர் கண் முன் சட்டென வந்தது, அவரது பழைய நண்பர் ராம்சந்தர். ஆம் எம்.ஜி. ஆரின் அப்போதைய பெயர் அதுதான். 

திரைத்துறையில் ஓரளவு வளர்ந்திருந்த எம்.ஜி.ஆரை அணுகி, தன் விருப்பத்தை சொல்ல அவரும் சம்மதித் தார். "தேவர் பிலிம்ஸ்" படக் கம்பெனி உருவானது. 4-9-1956-ல் வெளிவந்த "தாய்க்குப்பின் தாரம்" பெரிய வெற்றிப் படமாக அமைந்தது. 

மிகக் குறைந்த பட்ஜெட்டில், பெருவெற்றிபெற்ற அத்திரைப்படம், தேவருக்கு சினிமா மீது இருந்த ஆர்வத்தை துாண்டிவிட, படபடவென படங்களை தயாரித்தார். முதல்பட தயாரிப்பின்போது எம்.ஜி. ஆருக்கும், தேவருக்கும் இடையில் சிறு மனத்தாங் கல் ஏற்பட்டதால், எம்.ஜி.ஆருக்கு அடுத்த இடத்தில் அப்போது புகழ்பெற்றிருந்த ரஞ்சன், உதயகுமார், போன்றோரை வைத்து தன் அடுத்தடுத்த படங்களை தயாரித்தார் தேவர். 

தேவரின் வெற்றிகரமான தயாரிப்பு முறை எம்.ஜி. ஆருக்கு என்னவோ செய்திருக்கலாம். இருவருமே ஒரு சந்திப்பில் ஈகோவின்றி தங்கள் பிரச்னைகளை பேசித் தீர்த்துக்கொண்டனர். விளைவு, பெரிய இடைவெளிக் குப்பின் 'தாய் சொல்லை தட்டாதே' படம் வெளியாகி வெற்றிப்படமானது. இந்த திரைப்படம் ஒரே மாதத்தில் தயாரானது என்பது குறிப்பிடத்தக்கது. அதுதான் தேவர்! 

தொடர்ந்து எம்.ஜி.ஆரை வைத்து குறுகிய காலத்தில் 16 வெற்றிப் படங்களை எடுத்தார். எம்.ஜி. ஆர் கால்ஷீட்டுகளில் சொதப்புவார் என்ற சினிமா உலக கற்பிதத்தை, தேவர் படங்கள் உடைத்தெறிந்தன. தேவர் தயாரிப்பில் எம்.ஜி. ஆர் நடித்த தேர்த்திருவிழா 16 நாட்களில் எடுக்கப்பட்ட தகவல் திரையுலகை ஆச்சர் யத்தின் உச்சிக்கே அழைத்துச்சென்றது. அதனால்தான் அவர் எம்.ஜி.ஆருக்கு மிகவும் பிடித்தமானவரானார். எம்.ஜி. ஆரை தேவர், 'ஆண்டவனே..!' என்றும், எம்.ஜி. ஆர் தேவரை,  'முதலாளி...!' என்றும் அழைத்துக்கொள்வர். 

1967 ல் எம்.ஜி.ஆர் சுடப்பட்டு மருத்துவமனையில் இருந்தபோது அவரது எதிர்காலம் குறித்து திரையுலகில் வெவ்வேறு விதமாக பேசப்பட்டது. அந்த நேரத்தில் தேவர் செய்த ஒரு செயல் எம்.ஜி.ஆர் உட்பட திரையுலகில்  அனைவரையும் ஆச்சரியப்படுத்தியது.

மருத்துவமனையில் எம்.ஜி. ஆரை சந்தித்த தேவர், மருதமலை முருகன் கோவிலில் பூஜை செய்த பிரசாதத்தை தந்து, அவரது நெற்றியில் விபூதி இட்டதோடு, கணிசமான ஒரு தொகையை எம்.ஜி.ஆர் கைகளில் கொடுத்தார். “இது என் அடுத்த படத்திற்கான அட்வான்ஸ் முருகா... சும்மா படுத்துக்கிடக்காம சீக்கிரம் வந்து நடிச்சிக்கொடுங்க!” என்றபோது எம்.ஜி.ஆர் கண்களில் கண்ணீர் வழிந்தது. 

காரணம் அந்த வார்த்தைகள், அவரது மனநிலையில் ஏற்படுத்திய நம்பிக்கை. மீண்டு(ம்) வருவாரா, வந்தா லும் முன்போல இயங்க முடியுமா, வருவார் என்றால் அது எப்போது? என திரையுலகம் பட்டிமன்றம் நடத்திக்கொண்டிருந்த சூழலில் தேவரின் செயல் எம்.ஜி. ஆரை நெகிழ வைத்தது. 

அவரது இறுதிக்காலம் வரை எம்.ஜி.ஆர், அவர் மீது அளவற்ற அன்பு கொள்ள இதுவே காரணமானது. எம்.ஜி. ஆர் - ஜானகி திருமணத்தில் சாட்சி கையெழுத்திட்ட ஒரே நபர், சாண்டோ சின்னப்பா தேவர் என்பதிலிருந்தே இருவருக்குமான நட்பை புரிந்துகொள்ளலாம்.

“சாண்டோ எம்.எம்.ஏ.சின்னப்பா தேவர் உழைப்பால் உயர்ந்து பிறர் வாழ உழைத்து, அந்த கடுமையான உழைப்பினாலேயே நம்மை விட்டு மறைந்து இருக்கிறார். எங்கெங்கு இயலுமோ அங்கெல்லாம் அள்ளி அள்ளிக் கொடுத்த ஒரு நல்லவர். நம்பிக்கைக்கு உரியவர்; நாணயமானவர்; அவருடைய வார்த்தையில் சொல்லப்போனால், அவர் நம்பிய முருகனோடு இரண்டறக் கலந்துவிட்டு இருக்கிறார் என்றே சொல்லலாம். எப்படி இருப்பினும் திரைப்படத்துறையில் ஒரு ஈடு செய்யமுடியாத, இனி எதிர்பார்க்க முடியாத உழைப்பிற்கு சொந்தக்காரரை, தனது உழைப்பால் உயர்ந்தவரை, சின்னப்பா தேவரைப் போல் ஒருவரை இனி காணப்போவதில்லை - கிடைக்கப்போவதும் இல்லை”-சின்னப்பா தேவர் மறைவின்போது எம்.ஜி. ஆர் பதிவு செய்தவை இவை.

தேவர் பிலிம்ஸ் நிறுவனம் தயாரிக்கும் திரைப்படங்கள், படப்பிடிப்பு துவங்கி இத்தனை நாளில் முடியும் என்ற அறிவிப்போடு துவங்கும். இது அன்றைய திரையுலகில் ஆச்சரியமான விஷயம். 

காரணம், திரைத்துறை நம்பகத்தன்மைக்கு அப்பாற்பட்டு இயங்கும் ஒரு துறை. ஆரவாரமாக துவங்கப்படும் எந்தப் படமும் வழக்கமான பல பிரச்னைகளை தாண்டி வெளியாகுமா? என்பதே நிச்சயமில்லாத விஷயம். அதில் விநியோகஸ்தர்களுக்கு முன்கூட்டி வெளியீடு தேதி அறிவிப்பது என்பது, பெரிய நிறுவனங்களே சொல்லத் தயங்கு கிற விஷயம். தேவர் இந்த விஷயத்தில் பெரிய முதலாளிகளை ஆச்சரியத்தில் வாய்பிளக்க வைத்தார். அறிவித்த தேதியில் படம் நிச்சயம் வெளியாகும்.

குறைந்த பட்ஜெட், குறுகிய கால தயாரிப்பு என்பதையும் தாண்டி தேவரிடம் திரையுலகம் வியந்த விஷயம் அவர் கலைஞர்களை மதித்த குணம். நடிகர்- நடிகைகளுக்கு பேசிய பணத்தை, படப்பிடிப்பு தொடங்குவதற்கு முன்பே ஒரே தவணையில் மொத்தமாக கொடுத்துவிடுவார்.  மற்ற கலைஞர்கள், ஊழியர்களுக்கும் குறிப்பிட்ட தேதியில் ஊதியம் கிடைத்தது.  படத்தின் படப்பிடிப்பு ஆரம்பம் ஆகும் அன்றே, அது வெளியாகும் தேதியையும் தேவர் அறிவிக்க இதுவும் ஒரு காரணம். 

திரையுலகில் சிரமப்படும் கலைஞர்களுக்கு உதவி செய்தால், அவர்களிடம் அதை திரும்ப பெறமாட்டார். தன் கதையில் அவருக்கு ஒரு வேடம் அளித்து அதை சரிப்படுத்திக்கொள்வார். கடனை அடைத்தது போலவும் ஆகிவிட்டது, அவர்களுக்கு வேலை கொடுத்ததுபோலவும் ஆகிவிட்டது என திருப்தியடைவார். இப்படி ஒரு மனிதாபிமானியாகவும் விளங்கினார். 

எம்.ஜி.ஆர். முதலமைச்சராகி திரைப்படங்களில் நடிப்பதை நிறுத்திக்கொண்டபின் 'தண்டாயுதபாணி பிலிம்ஸ்' என்ற படநிறுவனத்தைத் துவங்கி படங்கள் தயாரித்தார் தேவர். முருக பக்தரான தேவர், பக்தி கலந்த சமூகப்படங்களை தயாரித்து அவற்றை வெற்றிப்படமாக்கினார். திரைப்படங்களில் நடித்திராத கிருபானந்த வாரியாருக்கு மேக் அப் போட்டவர் தேவர். மொழி தெரியாத போதும் இந்தித் திரையுலகில் நடிகர் ராஜேஷ் கன்னாவை வைத்து ’ஹாத்தி மேரே சாத்தி’’ என்ற படத்தை எடுத்து இந்தி திரையுலகிலும் தேவர் பிரபலமானார். 

முருக பக்தரான தேவர், தன் படங்களில் கிடைக்கும் லாபத்தில் ஒரு பங்கை முருகன் கோவில் திருப்பணி களுக்கு வழங்கினார். காலையில் அலுவலகம் வந்ததும் முருகனை வணங்கி விட்டுத்தான் வேலையை துவக்குவார். உதவி கேட்டு வருகிறவர்களுக்கு 'இல்லை' என்று கூறாமல் உதவி செய்வார். திறமையானவர் களை எப்படியாவது தம் படங்களில் பயன்படுத்திக்கொள்ளவேண்டும் என்பதில் ஆர்வம் காட்டுவார். 

கலைஞர்களுக்கு ஈடாக, தம் பெரும்பாலான படங்களில் முழுக்கதையிலும் வரும் வகையில் விலங்கு களை நடிக்க வைத்த முதல் தயாரிப்பாளர் இவர்தான். படப்பிடிப்புகளில் அவற்றை வெறும் விலங்குகள் போல அலட்சியமாக நடத்தாமல் உணவு, ஓய்வு என்று சக மனிதர்களுக்குண்டான மதிப்புடன் அவற்றை நடத்துவார். படம் முடியும் தருவாயில் அந்த விலங்குகள் தேவருக்கு நெருங்கிய நண்பனாக மாறிவிட்டிருக் கும். 

'ஆட்டுக்கார அலமேலு' படத்திற்கான வெற்றிவிழாவில், மற்ற கலைஞர்களுக்கு  ஈடாக அதில் நடித்த ஆட்டுக்கும் வெற்றிமாலையை சூட்டி அசத்தினார். விலங்குகள் மீது அவருக்கு அப்படி ஒரு அலாதியான பிரியம். தம் வீட்டில் சில விலங்குகளையும் வளர்த்து வந்தார் அவர்.

நாள் முழுவதும் அவர் நாவில் 'முருகா..!' என்ற வார்த்தை எத்தனை ஆயிரம் முறை வந்திருக்கும் என்று சொல்ல முடியாது. பணியாளர்களையும், தெரிந்தவர்களையும் 'முருகா' என்றே அழைப்பார். வார்த்தைக்கு வார்த்தை 'முருகா... முருகா!' என உருகிப்போகும் பக்தனான அவர், அதே முருகனை வசைபாடும்போது அந்த வார்த்தைகளை காதுகொடுத்து கேட்க முடியாது. 

புகழ்பெற்ற முருகன் கோவில்களில், சிறப்பு நாட்களில் முருகனுக்கு கட்டும் கோவணம், பூஜை முடிந்ததும் தேவரை தேடி வரும். லட்ச லட்சமாய் சம்பாதித்தாலும் தேவர் வீட்டு பீரோவை அலங்கரித்தவை அவர் சேமித்த இந்த கோவணங்கள்தான். நாத்திக கொள்கை கொண்ட திமுகவில் இருந்த எம்.ஜி.ஆரை மருதமலைக்கு, தான் அமைத்திருந்த எலக்ட்ரிக் விளக்கு துவக்க விழாவிற்கு வரழைத்ததும் அவரது சாதனைதான்.

ரஜினிகாந்த் நடித்து வெளியான 'தாய் மீது சத்தியம்' படம்தான் தேவர் நேரடி தயாரிப்பில் வெளியான கடைசிப்படம். இந்தப் படத்தின் படப்பிடிப்பு ஊட்டியில் நடந்தபோது மேற்பார்வையிட சென்ற தேவருக்கு நெஞ்சு வலி ஏற்பட்டது. மருத்துவர்கள் சிகிச்சை அளித்தும், ஊட்டி குளிர் காரணமாக சிகிச்சைக்காக கோவை அழைத்துச் செல்லப்பட்டார். தனியார் மருத்துவமனையில் சிகிச்சை அளித்துக்கொண்டிருந்த போதே மறுநாள் 7 -9-1978 அன்று மாரடைப்பு ஏற்பட்டு, சிகிச்சை பலனின்றி, மரணமடைந்தார். 

தேவரின் உடல் வைக்கப்பட்ட கோவை ராமநாதபுரத்தில் ஒட்டுமொத்த திரையுலகமே திரண்டு வந்து கண்ணீர் விட்டது. தேவருக்கு மனைவி மாரிமுத்தம்மாள். இவர்களுக்கு தண்டாயுதபாணி, சுப்புலட்சுமி, ஜெகதீசுவரி என்று 3 பிள்ளைகள். தேவருக்குப்பின் தண்டாயுதபாணி படத்தயாரிப்பினை தொடர்ந்தார். கமல், ரஜினி நடித்து பல வெற்றிப்படங்களை தயாரித்தார் அவர். 

சின்னப்பா தேவர் காலத்திற்குப்பின் சில ஆண்டுகள் வரை படங்கள் தயாரித்த தேவர் பிலிம்ஸ் நிறுவனம்,  கால மாற்றத்தினால் திரையுலகில் தொடர்ந்து செயல்படுவதில் சுணங்கியது. தொடர் தோல்விகளால் சின்னப்பா தேவர் என்ற தனி மனிதரால் உருவான அந்நிறுவனம், படத்தொழிலிலிருந்து முற்றாக விலகி தம் திரைப்படங்களை மட்டும் ஆவணங்களாக்கி ஒதுங்கிக்கொண்டது. 

விடா முயற்சி, கடும் உழைப்பு, மற்றவர்களுக்கு உதவும் குணம் என்ற குணங்களோடு சாதனை மனிதராக திரையுலகில் உலாவந்த சின்னப்பா தேவர் என்ற மனிதரின் புகழ், திரையுலகம் உள்ளவரை நிலைத்திருக்கும்!

சென்னையில் மெட்ரோ ரயில் சேவையை முதல்வர் ஜெயலலிதா தலைமைச் செயலகத்தில் வரும் திங்கள்கிழமை தொடக்கிவைக்க இருப்பதாக செய்திகள் வெளியாகியுள்ளன. ஆர்.கே.நகர் இடைத் தேர்தல் வாக்குப் பதிவு முடிந்து, வாக்கு எண்ணிக்கை ஜூன 30-இல் நடைபெறவுள்ள நிலையில், புதிய திட்டத்தை முதல்வராகவும், தொகுதியின் வேட்பாளராகவும் உள்ள ஜெயலலிதா தொடங்கி வைக்கலாமா என்ற கேள்வி எழுந்தது.

Sack government servants indulging in malpractice, says High Court

Directs a woman employee to pay Rs. 25,000 as costs to an orphanage

Government servants found to have indulged in grave malpractice during departmental examinations, conducted for promotion to higher posts, should be sacked from service, the Madras High Court Bench here has observed.

Disposing of two writ petitions filed by a woman employee whose annual increment was stopped for lifting key answers from the computer of her superior officer, Justice S. Vaidyanathan said: “The punishment imposed is very meagre. The petitioner should have been sent out of employment.”

The judge said that the petitioner was appointed temporarily as a Junior Assistant at the Sub-Treasury in Theni district in 2003. She cleared Group-IV services examination conducted by Tamil Nadu Public Service Commission in 2009 and got appointed as permanent Junior Assistant in 2010.

In December 2010, she sat for an Account Test for Subordinate Officers to get promoted to the post of Accountant and scored centum. This raised a suspicion leading to multiple enquiries which revealed that her answer script contained all key answers prepared by her superior officer.

Even as the enquiries were under way, she sat for the examination conducted in 2011 and cleared it. Subsequently, on November 29, 2012, the Finance Secretary issued a Government Order withholding her annual increment for one year for the malpractice committed in 2010.

The G.O. was followed by an order issued by the TNPSC on January 29, 2013 debarring her from appearing in any examinations conducted by it for five years with effect from August 24, 2012 when the commission took the decision.

The petitioner had challenged the G.O. and TNPSC’s order on the ground that they amounted to double jeopardy. However, the judge held that the punishment imposed by her department had nothing to do with an independent decision taken by the commission. Mr. Justice Vaidyanathan, nevertheless, ordered that the petitioner should be promoted as Accountant since she had cleared the examination in 2011 and the TNPSC had “wrongly worded” its order stating that she was being debarred only from August 24, 2012.

“The wrong wording of the respondent commission reminds me of a Latin maxim Qui non prohibet quod prohibere potest, assentire videtur meaning he who does not prohibit when he is able to prohibit is in fault. It should have been worded that the debarment starts with effect from 2010,” he said.

Holding that the petitioner could not be allowed to go scot-free due to the mistake committed by the commission, the judge directed her to pay Rs. 25,000 to Muslim Orphanage Committee in Tirunelveli and ordered that she should not be posted in sensitive posts as there was every possibility of her tampering with official records.

HC Bench issues notice to two deemed universities for not offering seats to candidates from HK

The Gulbarga Bench of the Karnataka High Court has issued notices to two deemed universities asking them why had have not offered seats to candidates from Hyderabad Karnataka.

Justice H. Billappa issued emergent notice to Nitte University and KLE University asking them to be present in court in five days from the date of receiving the notice. Hand summons were issued to Nitte University on June 25 and KLE on June 26, petitioner Rajrajeshwari Shankareppa Patil told The Hindu.She hails from Atiwal in Bidar taluk.

Ashok Kumar, advocate for the petitioner, said all institutions, be they government, semi-government, aided or private, including deemed universities and those run by NGOs and cooperatives, had to provide regional reservation under Article 371(J) of the Constitution.

Rajrajeshwari got 2277th rank in the test conducted by Nitte University and 2715th rank in KLE University’s examinations.

However, she found that the two deemed universities had not included HK quota in their seat matrix.

Her father Shankareppa Patil, a farmer, had brought this to the notice of Minister of State for Medical Education Sharanprakash Patil.

“Before going to the Minister, we requested the college authorities and they said they were waiting for clarity on the issue, as some people had approached the courts against HK quota, Mr. Shankareppa said. Our lawyer told them the quota was mandatory, but they did not heed to our demands. That is why we had to file a writ petition in the High Court,” he said. The order was issued on June 22.

UGC panel probing plagiarism charge against Pondy VC

PUDUCHERRY: A three-member committee set up by the University Grants Commission is probing allegation of plagiarism against Pondicherry University vice-chancellor Chandra Krishnamurthy following a direction from the Union human resource ministry.

While former vice-chancellor of Central University of Punjab Jai Rup Singh is the chairman of the committee, former director of Indian Law Institute K N Chandersekharan Pillai and former secretary (home ministry) Nita Chowdhary are the members.

According to an RTI reply, the HRD ministry in its note (a copy of which is available with TOI) to the UGC said the Pondicherry University Teachers' Association (Puta) had charged that Chandra plagiarized her book 'Legal Education in India'. The ministry sent a copy of the book with results of a check by Turnitin (a software used for "originality check" of books, PhD and MPhil thesis).

The ministry also said there were charges that Chandra plagiarized her PhD thesis titled, 'Conceptual and interpretative analysis of educational rights in minority in the constitution', submitted to University of Mumbai University.

When contacted, Jai Rup Singh said the committee has begun the probe and has not submitted its final report. "There is a specific issue raised in the complaint. The committee will probe into the issue as per the terms and conditions set by the UGC," Singh said. Chandra was not available for comments despite repeated attempts.

Nursing scam: PoE suspended

KOCHI: Protector of Emigrants (PoE), Kochi, L Adolphus — the first accused in nursing recruitment scam involving four agencies — has been suspended from service. An official order to this effect has been issued by the protector general of emigrants, Delhi, said CBI sources.

Adolphus was arrested by the Central Bureau of Investigation for his role in the multi-crore recruitment scam on June 15. He is currently in judicial custody. "The official was disqualified as PoE after his arrest. He will be in custody for three more days," said CBI sources.

If a government servant is detained in custody for a period exceeding 48 hours, he is deemed to have been placed under suspension by an order of the appointing authority with effect from the date of detention.

After his arrest, a senior official with the Kochi office is handling the post. Officials at the PoE office said they have not received any order regarding the appointment of a new person to head the post. Adolphus' role in the scam was revealed after income tax department raided the office of Al Zarafa Travel and Manpower Consultants run by a Kottayam native M V Varghese alias Uthup.

Income tax officials had seized unaccounted money to the tune of Rs 4.88 core from Al Zarafa's office. The agency had collected Rs 20 lakh each from job aspirants though the permitted service charge was Rs19,000.

A CBI inquiry proved that the firm had illegally collected money from nurses with the knowledge of Adolphus. CBI later arraigned him as the first accused in connection with similar illegal recruitments conducted by three more agencies — Pan Asian Tours and Travels, Mathew International and J K International. Though CBI had found Adolphus guilty, he was allowed to continue in his post. Emigration initiated action to suspend the official only after his arrest.

Madras HC threatens to jail officials for ignoring court orders

CHENNAI: Which is the nearest jail, asked a fuming Madras high court a few days ago, making it clear that it would henceforth send officials found wilfully disobeying court orders to prison. The first bench of Chief Justice Sanjay Kishan Kaul and Justice T S Sivagnanam, miffed at the increasing number of contempt of court petitions being filed nowadays, also observed that unless some officials are punished things would not change for the better.

The bench was hearing a petition by the teacher of a Namakkal-based school, seeking contempt action against the then special officer of Salem Cooperative Sugar Mills, which runs the school, for failing to implement a court order to ensure pay parity between the school staff and their counterparts in other schools.

The judges, pointing out that the teacher was before the court fighting for his rights since 2004, said even a after the high court had upheld his rights and the Supreme Court dismissed the school's appeal, authorities had not implemented the order. During arguments, the judges observed: "All is not well...we will punish the officials. How many contempt petitions are pending before this court? Unless we punish the officials concerned it will not change. We will send them to jail. Tell us which is the nearest jail."

When the next case, which too pertained to non-implementation of a court order, this time by the forest department, came up for hearing, the bench reiterated its warning that it would punish officials who deliberately disobeyed court orders.

A few months ago, another judge of the court raised the same issue and said non-implementation of court rulings would strike at the very root of the rule of law. Giving details of contempt cases pending before the court, Justice N Kirubakaran ticked off the bureaucracy for its "remarkable unwillingness and apathy."

He said the number of contempt of court cases, which was just 421 in 1990, had shot up to more than 2,900 in 2011 and 2,434 in 2012. "Disobedience of orders of courts strikes at the very root of the rule of law on which the judicial system rests," he had observed.

விமானங்களில் ‘லக்கேஜ்’ எடுத்து செல்வதில் பழைய நடைமுறையே தொடரும் மத்திய அரசு அறிவிப்பு

விமான பயணிகள் 15 கிலோ வரை லக்கேஜூகளை கட்டணமின்றி விமானத்தில் எடுத்துச் செல்ல தற்போது அனுமதிக்கப்படுகிறது. இதை ரத்து செய்துவிட்டு பயணிகள் கொண்டு செல்லும் ஒவ்வொரு கிலோவுக்கும் கட்டணம் வசூலிக்கவேண்டும் என்று சில தனியார் விமான நிறுவனங்கள் சிவில் விமான போக்குவரத்து ஒழுங்குமுறை இயக்குனரகத்திடம் கோரிக்கை விடுத்தன. இதுபற்றி பரிசீலித்து முடிவு எடுக்கப்படும் என்று அறிவிக்கப்பட்டது.

இந்த நிலையில் லக்கேஜூகளுக்கு கட்டணம் வசூலிக்கவேண்டும் என்கிற பரிந்துரையை சிவில் விமான போக்குவரத்து ஒழுங்குமுறை இயக்குனரகம் மத்திய அரசின் ஒப்புதலுக்கு கொண்டு சென்றது. ஆனால் இதை ஏற்க மத்திய அரசு மறுத்துவிட்டது.

இது பற்றி சிவில் விமான போக்குவரத்து துறை ராஜாங்க மந்திரி மகேஷ் சர்மா நேற்று நிருபர்களிடம் கூறுகையில், ‘‘விமானங்களில் பயணிகள் ‘லக்கேஜ்’ எடுத்துச் செல்வது தொடர்பாக சிவில் விமான போக்குவரத்து ஒழுங்குமுறை இயக்குனரகம் தெரிவித்த யோசனை ஏற்கப்படவில்லை. விமான பயணிகள் மீது நாங்கள் எந்த சுமையையும் ஏற்ற விரும்பவில்லை. இதில் தற்போதுள்ள நடைமுறையே தொடரும்’’ என்று குறிப்பிட்டார்.

சென்னை மெட்ரோ ரெயில் நாளை முதல் ஓடும் ஜெயலலிதா தொடங்கி வைக்கிறார்

சென்னையில் மெட்ரோ ரெயில் நாளை முதல் ஓடுகிறது. ரெயில் போக்குவரத்தை ஜெயலலிதா தொடங்கி வைக்கிறார்.

நெரிசல் அதிகரிப்பு

சென்னையில் போக்குவரத்து நெரிசல் நாளுக்கு நாள் அதிகரித்து வருகிறது. எதிர்காலத்தில் இதனால் மிகக் கடுமையான பாதிப்புகள் ஏற்படக்கூடும் என்பதை அறிந்து, மெட்ரோ ரெயில் சேவையை சென்னையில் அறிமுகம் செய்ய 2007-ம் ஆண்டில் திட்டம் தீட்டப்பட்டது. மெட்ரோ ரெயில் திட்டத்தின் கட்டுமானப் பணி கடந்த 2009-ம் ஆண்டு தொடங்கியது. இதற்காக ஒதுக்கப்பட்ட தொகை ரூ.14 ஆயிரத்து 600 கோடியாகும்.

இரண்டு வழித்தடங்களில் இந்தத் திட்டத்தை நிறைவேற்ற முடிவு செய்யப்பட்டது. வண்ணாரப்பேட்டை - சென்னை விமான நிலையம் இடையேயும் (23.1 கி.மீ. நீளம்), சென்டிரல் - பரங்கிமலை இடையேயும் (22 கி.மீ. நீளம்) மெட்ரோ ரெயில் வழித்தடம் அமைக்கும் பணி தொடங்கியது.

சாலைக்கு மேலும் கீழும்

இரண்டு வழித்தடங்களிலும் மொத்தம் 32 மெட்ரோ ரெயில் நிலையங்கள் அமைக்கப்படுகின்றன. இவற்றில் 14 ரெயில் நிலையங்கள் மேல்மட்ட பாதையிலும் (சாலைக்கு மேலே), 18 ரெயில் நிலையங்கள் சுரங்கப் பாதையிலும் (சாலைக்கு கீழே) அமைக்கப்பட்டு வருகின்றன.

வண்ணாரப்பேட்டை - சென்னை விமான நிலையம் இடையே உள்ள பாதையில் 11 மெட்ரோ ரெயில் நிலையங்கள் சுரங்கப் பாதையிலும், 6 ரெயில் நிலையங்கள் மேல்மட்ட பாதையிலும் வருகின்றன. அதுபோல் சென்டிரல் - பரங்கிமலை இடையே 8 மேல்மட்ட மெட்ரோ ரெயில் நிலையங்களும், 7 சுரங்கப் பாதை ரெயில் நிலையங்களும் வருகின்றன.

ஜெயலலிதா தொடங்கி வைக்கிறார்

தற்போது சென்டிரல் - பரங்கிமலை வழித்தடத்தில் உள்ள கோயம்பேடு-ஆலந்தூர் இடையேயான (10 கி.மீ. நீளம்) மேல்மட்ட ரெயில் பாதையில் பணிகள் நிறைவடைந்துவிட்டன. இந்தப் பாதையில் கோயம்பேடு, கோயம்பேடு பஸ் நிலையம், அரும்பாக்கம், வடபழனி, அசோக்நகர், ஈக்காட்டுத்தாங்கல், ஆலந்தூர், பரங்கிமலை ஆகிய 8 மெட்ரோ ரெயில் நிலையங்கள் வருகின்றன.

அவற்றில் பரங்கிமலை தவிர மற்ற 7 மெட்ரோ ரெயில் நிலையங்களுக்கு இடையேயான மெட்ரோ ரெயில் போக்குவரத்து நாளை (29-ந்தேதி, திங்கட்கிழமை) தொடங்கி வைக்கப்படுகிறது. இந்த வழித்தடத்தை முதல்-அமைச்சர் ஜெயலலிதா நாளை தொடங்கிவைக்கிறார். தலைமைச் செயலகத்தில் இருந்தபடி காணொலிக் காட்சி மூலம் (வீடியோ கான்பரன்சிங்) அவர் தொடங்கி வைக்க உள்ளார்.

நாளை தொடக்க விழாவில் மத்திய நகர்புற வளர்ச்சிதுறை செயலாளர் மதுசூதனன் பிரசாத் பங்கேற்பார் என்று மத்திய அரசு வட்டாரங்களில் தெரிவிக்கப்பட்டது.

விழாக்கோலம்

சென்னைக்கு முற்றிலும் புதிதான இந்தத் திட்டத்தின் தொடக்க விழாவை பிரமாண்டமாக கொண்டாட சென்னை மெட்ரோ ரெயில் நிறுவனம் (சி.எம்.ஆர்.எல்.) முடிவு செய்துள்ளது. தொடக்க நாளன்று இரண்டு வழித்தடத்திலும் ஓடும் ரெயில்களை அழகாக அலங்கரிக்க சி.எம்.ஆர்.எல். அதிகாரிகள் திட்டமிட்டுள்ளனர் முதலில் 9 ரெயில்கள் ஓடும் என்று கூறப்படுகிறது.

அதுபோல் மெட்ரோ ரெயில் நிலையங்களும் அலங்கரிக்கப்படவுள்ளன. அலங்காரப் பணிகள் அனைத்தும் இன்று (28-ந்தேதி) நிறைவடையும் என்று சி.எம்.ஆர்.எல். அதிகாரி ஒருவர் தெரிவித்தார்.

இந்த வழித்தடத்தில் மெட்ரோ சேவை தொடங்கிய சில வாரங்களுக்கு பயணிகளுக்கு இலவசமாக பயணத்தை வழங்குவது பற்றி சி.எம்.ஆர்.எல். அதிகாரிகள் ஆலோசித்து வருகின்றனர். இதன் மூலம் பலர் தங்கள் தற்போதைய பயண முறையை நிறுத்திவிட்டு, மெட்ரோ ரெயிலுக்கு மாறக்கூடும் என்று நம்பப்படுகிறது.

Assam To Recover Rs 20 lakhs From Doctors Who Skip Govt Service

The govt of Assam is launching legal steps in order to recover Rs 20 lakh each from over 200 doctors of the 2014 postgraduate batch for not serving in the government health sector and skipping the duty for the mandatory period of 10 years after completing their studies at the expense of the state exchequer. The government has termed this as an act of ‘willful neglect of responsibilities.’

As per the rules the Assam Medical Colleges (Regulations of Admission into PG Course), 2006, requires a doctor to serve under the state government for a minimum period of 10 years in any state government service in the health and other allied sectors, including National Health Mission (NHM), after completing their PG course.

In this regard all the doctors have to sign an agreement with the state government at the time of admission to PG course and in case of any breach of terms and conditions, they are liable to pay an amount of Rs 20 lakh as compensation to the state government on account of the expenses borne by the state government for their post-graduate courses. In case of failure to pay the money, the state government can file a money suit and take legal action against them.

According to a source due to this action of doctors Assam is facing a shortage of more than 1,500 doctors at present.The negligence of these doctors has not only deprived thousands of people of proper healthcare but it has also resulted in acute shortage of government doctors specifically in the rural areas.

State health and family welfare department principal secretary Sanjeeva Kumar said “This is the first step against the erring doctors from the 2014 batch. We are collecting the data of doctors from the earlier PG batches who have not served in the government sector.”

Chief minister Tarun Gogoi has taken a serious note of the matter and has directed the health and family welfare department to immediately take legal action against the PG doctors for violation of the terms and conditions of the agreement. “The chief minister further said such cases of violation would also be taken up with the Medical Council of India.”

In a significant ruling, the Madras High Court Bench here on Friday held that it could not compel a school to admit a meritorious student if the institution happened to give paramount importance to discipline than marks and was not satisfied with the student’s character.

Justice S. Vadiyanathan made the observation while dismissing a writ petition filed by the father of a girl who had scored 489 out of 500 marks in her Class X examinations but was not allowed to pursue Class XI in the same school since she was allegedly disobedient and disrespectful. “In this country, parents think that they are the best judges to judge their children but practically it is not so. Teachers are the best judges as students spend most of their time only with teachers and it is easier for them to assess the behaviour of each of the students,” the judge said.

He went on to state: “It is no doubt true that education is the panacea for all the evils in the world but education having no moral values and behaviour will definitely vouchsafe reversal attitude. Knowledge is not given but earned and character is not granted but cultivated.”

“Since the respondent school has stated that their educational institution is known for its integrity, discipline, values and virtues, this court cannot compel them to relax their slogan to suit to a particular student,” the judge said after the management refused to relent from its decision to deny admission.

Recording the statement of the school’s counsel, S. Srinivasa Raghavan, that it could not tolerate indiscipline on its campus, the judge said that the student might not feel comfortable even if she succeeded in getting admitted to the institution through court orders. He said that the petitioner, his daughter and the teachers of the school would always suffer from “some mental block and there will not be a healthy atmosphere” if the student happened to be awarded lesser marks in school level examinations after her admission.

“The principal and correspondent of the school being nuns have sacrificed their lives for the cause of society and student community in particular. Therefore, it cannot be said that they refused to admit the petitioner’s daughter with some ulterior motive,” the judge added.

Abrupt Mail on Expired Membership Irks 3 RGUHS Syndicate Members

BENGALURU: Three syndicate members of the Rajiv Gandhi University of Health Sciences (RGUHS), Bengaluru were told they were no longer members just a few hours before the syndicate was due to meet on Friday. The university informed them of their status through emails, which it described as “thanks-giving letters”.

Questioning the university’s action, the three members said they would fight it legally. Speaking to Express, Dr Ramesh Reddy, a recipient of the mail, said, “On Thursday evening, we got the mail saying our syndicate membership has expired, and we don’t need to attend the meeting scheduled to be held on Friday.”



The email stated that the university has sought legal opinion, and cited a judgement in a similar case of Bangalore University in 1999, he said. “But the Act and Statute of Bangalore University and RGUHS are different. As per the RGUHS Act, the senate, syndicate and academic council have to be reconstituted once in three years. If it is a reconstitution, then this applies to all the nine members, who are nominated by the governor, the senate and the Vice-Chancellor (VC). But only three of us received the communication,” Dr Reddy said. The three members were elected from the senate to the syndicate.

“They mention in the mail the senate has been reconstituted from June 12, 2015. If that is so, what were they doing all these days?” Reddy said.

The members said they got this mail minutes after they met university authorities and inquired why they had not received the agenda for the syndicate meeting on Friday.

The mail, a copy of which is available with Express, says, “The considered opinion of the experts is that the senate of RGUHS shall be reconstituted wef 12.6.2015 for three years. Hence, the term of members of senate and syndicate, except of the ex-officio members, shall come to an end on 11.6.2015 as per Section 31 of RGUHS Act, 1994.”

When contacted, VC of RGUHS Dr K S Ravindranath said, “Most of them knew their term has ended. We had intimated them. One member said he has three-four months’ time as his election was late, following which we took legal advice. We communicated the same to the members through a mail just to clarify it.”

Students of previous years eligible for MBBS seats this year: Madras HC

CHENNAI: It's advantage Class 12 students of previous batches in MBBS admissions this year in Tamil Nadu with the Madras high court on Friday ruling that they cannot be barred from taking up seats. If students fail to secure admission to the professional course of their choice in the first attempt, they cannot be declared ineligible for admission in the subsequent year, the court said, dismissing petitions filed by the students who passed out this year.

The students of the 2014-15 batch had moved the court saying taking advantage of low cutoff marks this year, more than 4,670 students from previous years had applied for MBBS counselling this year. Their counsel V Raghavachari submitted that at least 50% of the available 2,200-odd MBBS seats in government colleges would be garnered by candidates from previous years. The court had restrained the state government from issuing admission cards to Class 12 students selected for MBBS course this year.

Following the verdict, the selection committee started issuing admit cards to the students who were allotted seats in the first phase of counselling held from June 19 to June 25. The directorate of medical education said about 1,653 students from the current batch and 544 from the previous years have secured admission.

"As soon as the verdict came we started issuing admit cards to the selected candidates. Things are proceeding smoothly and the second phase of counselling would begin in the third week of next month," said selection committee secretary Dr Usha Sadasivan.

On Friday, a division bench of Justice Sathish K Agnihotri and Justice M Venugopal said the prospectus for admission and provisions of the Tamil Nadu Admission in Professional Educational Institutions Act did not prevent students from previous years from taking part in counseling. The argument that the students of the latest batch would be prejudiced as there were fewer centum scores in relevant subjects in the Class 12 examination this year as compared to the previous year was not relevant, it said. "Securing marks in exam depended on several factors like question papers and evaluation. If more number of students have secured more marks that by itself cannot be a ground to take a view that the selection on merit would suffer," said the bench.

"The year of clearing the qualifying examination is irrelevant," the bench said. The rules only barred only those students who are already pursuing MBBS/BDS courses from participating in the admission counseling, it said.

The judges said the state had enacted the act for admission in professional institutions to regulate the admission process. As the constitutional validity of the act was not challenged, the court could not direct the authorities to conduct a common entrance test for admission, they said. Presently, students are admitted to medical and engineering colleges affiliated to state universities based on their Class 12 scores.

எம்.பி.பி.எஸ். மற்றும் பிடிஎஸ் படிப்புகளில் சேர்வதற்கான கலந்தாய்வில் பங்கேற்க கடந்த ஆண்டு மாணவர்களுக்கு அனுமதி அளித்து சென்னை உயர் நீதிமன்றம் அதிரடியாக உத்தரவிட்டுள்ளது.

இந்த ஆண்டு நடைபெறும் மருத்துவக் கலந்தாய்வில், கடந்த ஆண்டு தேர்ச்சி பெற்ற மாணவர்களை அனுமதிக்கக் கூடது என்று கோரி, இந்த ஆண்டு பிளஸ் 2 தேர்வில் தேர்ச்சி பெற்ற சுமார் 60 மாணவர்கள் சென்னை உயர் நீதிமன்றத்தில் தாக்கல் செய்த மனுக்கள் தள்ளுபடி செய்யப்பட்டுள்ளது.

இந்த ஆண்டு கட் ஆப் மதிப்பெண் குறைந்திருப்பதால், கடந்தாண்டு மாணவர்களை கலந்தாய்வில் பங்கேற்க அனுமதித்தால், இந்த ஆண்டு படித்த மாணவர்களுக்கான வாய்ப்பு பாதிக்கப்படும் என்று கூறி 63 மாணவர்கள் சென்னை உயர்நீதிமன்றத்தில் வழக்கு தொடர்ந்தனர்.

இந்த வழக்கு விசாரணை நடந்து கொண்டிருக்கும் போதே, மருத்துவக் கலந்தாய்வை நடத்த அனுமதித்த சென்னை உயர்நீதிமன்றம், பழைய மாணவர்களும் கலந்தாய்வில் பங்கேற்க அனுமதித்தது. ஆனால், இட ஒதுக்கீட்டு ஆணையை மட்டும் வழங்க தடை விதித்திருந்தது.

இதற்கிடையே கலந்தாய்வில் கடந்த ஆண்டு தேர்ச்சி பெற்றவர்களில் சுமார் 500க்கும் மேற்பட்ட மாணவர்கள் பங்கேற்று மருத்துவப் படிப்புக்கான சேர்க்கைக்கு தகுதி பெற்றுள்ளனர் என்பது குறிப்பிடத்தக்கது.

மருத்துவ படிப்பு: சேர்க்கைக் கடிதம் எப்போது கிடைக்கும்?

எம்பிபிஎஸ் மற்றும் பிடிஎஸ் மருத்துவப் படிப்புகளுக்கான கலந்தாய்வில் பங்கேற்று சேர்க்கைப் பெற்ற மாணவர்கள், தங்களுக்கான சேர்க்கைக் கடிதத்தை இன்று 11 மணி முதல் கலந்தாய்வு நடைபெற்ற ஓமந்தூரார் அரசு பல்நோக்கு உயர் சிறப்பு மருத்துவமனை அரங்கில் பெற்றுக் கொள்ளலாம் என்று தெரிவிக்கப்பட்டுள்ளது.

மருத்துவக் கலந்தாய்வு குறித்து இந்த ஆண்டு தேர்ச்சி பெற்ற மாணவர்கள் தொடர்ந்த வழக்கில், கலந்தாய்வில் கடந்த ஆண்டு தேர்ச்சி பெற்ற மாணவர்களும் கலந்து கொள்ளலாம் என்று இன்று காலை சென்னை உயர்நீதிமன்றம் அதிரடி தீர்ப்பை வழங்கியது.

இதையடுத்து, இதுவரை கலந்தாய்வில் பங்கேற்ற மாணவர்களுக்கு சேர்க்கைக் கடிதம் வழங்கப்படாமல் இருந்த நிலையில், தீர்ப்பு வெளியானதை அடுத்து, இன்று முற்பகல் 11 மணி முதல், சேர்க்கைக் கடிதம் வழங்குவதற்கான ஏற்பாடுகள் செய்யப்பட்டுள்ளது.

சென்னையில் கடந்த ஒரு வாரமாக நடைபெற்ற மருத்துவப் படிப்புக்கான கலந்தாய்வில் 20 அரசு மருத்துவக் கல்லூரிகளில் தமிழக ஒதுக்கீட்டுக்கு உரிய அனைத்து 2,257 எம்.பி.பி.எஸ். இடங்களுக்கும் மாணவர்கள் தேர்வு செய்யப்பட்டனர்.

இதேபோன்று 8 சுயநிதி மருத்துவக் கல்லூரிகள் சமர்ப்பித்த 597 அரசு ஒதுக்கீட்டு எம்.பி.பி.எஸ். இடங்கள், சென்னை பாரிமுனையில் உள்ள அரசு பல் மருத்துவக் கல்லூரியில் தமிழக ஒதுக்கீட்டுக்கு உரிய 85 பி.டி.எஸ். இடங்களுக்கும் மாணவர்கள் தேர்வு செய்யப்பட்டனர்.

சென்னை ஓமந்தூரார் அரசு பல்நோக்கு உயர் சிறப்பு மருத்துவமனை அரங்கில் கடந்த ஜூன் 19-ஆம் தேதி தொடங்கிய எம்.பி.பி.எஸ், பி.டி.எஸ். படிப்புகளுக்கான முதல் கட்டக் கலந்தாய்வு வியாழக்கிழமை (ஜூன் 25) முடிவுக்கு வந்தது.

இதில் பங்கேற்று சேர்க்கை பெற்றவர்கள், அவர்களுக்கான சேர்க்கைக் கடிதங்களை நேரில் சென்று பெற்றுக் கொள்ளலாம் என்றும், மாலை அல்லது இரவு நேரத்தில் வந்தாலும் சேர்க்கைக் கடிதம் எந்த வித இடைநிறுத்தமும் இல்லாமல் எந்த நேரமும் வழங்குவதற்கு ஏற்பாடு செய்யப்பட்டுள்ளதாகக் கூறப்படுகிறது.

PIO-OCI merger: What aimed to simplify NRIs life has added more to complexity

The merger of Persons of Indian Origin (PIO) and Overseas Citizens of India (OCI) schemes announced by Prime Minister Narendra Modi is turning out to be a confusing exercise at embassies abroad.

A top home ministry official told Economic Times that the ministry has now "advised" the foreign ministry that PIO card holders should get their cards converted to machine friendly OCI cards at a nominal fee as the existing PIO document - which is a paper document - will not be compatible with the card reading machines to be installed soon at Indian airports soon.

"We have advised that PIO cardholders apply and get their cards changed to OCI at the respective embassies so that they do not face any difficulty as authorities in different countries or Indian immigration ports may be confused regarding the PIO-OCI merger," the top ministry official told the financial daily.

As per the Citizenship Amendment Bill, 2015, all PIO card holders "are deemed" to be OCI card holders with effect from January 9, 2015.
But it did not point out that the cards will need to be changed.

The officials in the foreign ministry cite lack of homework on part of the home ministry as one of the reasons has led to the issues, and are thereby creating confusion at Indian embassies abroad.

"We may issue FAQs (frequently asked questions) soon to clear the air," the top home ministry official told ET as the embassies have been inundated with complaints due to lack of clarity on the issue.

The official told the financial daily the home ministry has scrapped its earlier order that said all PIOs must convert their cards to OCI within three months and the deadline of April 9 has been extended indefinitely.

ET reported that the Indian embassy in France first issued an order saying that with effect from April 8 it is mandatory to replace PIO cards with OCI cards. But it has now modified this saying, "it has now been decided by the Ministry of Home Affairs that PIO will be valid beyond April 8 till further instructions, but PIO holders should apply for OCI cards in lieu of PIO cards."

HC upholds Sports Ministry’s circular

Only Indian citizens can be part of national sports teams’

The Madras High Court on Wednesday upheld a circular of the Union Ministry of Youth Affairs and Sports which states that only Indian citizens can be part of national sports teams.

The order was passed by Justice M. Sathya Narayanan on a petition filed by G. Venkatesh, an Overseas Citizen of India (OCI) and a Bridge player and his team mates Padmanabhan Sridharan, Sunderram Srinivasan and Subash Gupta – all part of a team called Texan Aces.

In 2010, Mr. Venkatesh wrote to the Bridge Federation of India, seeking permission to take part in international tournaments. But the president of the federation, in a letter, stated that though he would be entitled to play in national tournaments, he will not be able to represent the country in international championships since he was an OCI.

This was due to the circular issued by the Union Ministry of Youth Affairs and Sports dated December 26,2008 and March 12, 2009 – only players who are Indian citizens will receive support from the government for representing the country in national teams. In the next circular issued in 2009, the government said only sportspersons with Indian citizenship are entitled to walk under the Indian flag.

According to a petition filed by Sunderram Srinivasan, the Federation also stated that the entire team will be disqualified if Mr. Venkatesh was on the team. Subsequently Mr. Venkatesh approached the Madras High Court and got green signal to take part in team selections for international tournaments.

After this the Federation allowed their team to take part in the selection trials for the Bermuda Bowl Bridge Championships, which is slated to be held in Chennai from September 26 to October 10, 2015. The team won the selection trials in August 2014.

The Federation however withdrew its support and instead sent a letter reiterating that the team cannot represent India in the event as only Indian citizens can do so. “This is because, they won trials with a OCI player. So it cannot be accepted,” said N.R. Kirubakaramoorthy, president, Bridge Federation of India.

According to the petitioner, the Federation also issued a publication stating that selection trials will be conducted again in April 2015. “Subsequently, the three team members filed petitions in the Madras High Court seeking to stop the trials and got a stay order,” Mr. Kirubakaramoorthy said.

On Wednesday, the Judge, after referring to the relevant provision of the Constitution, which relate to citizenship of India and provisions of Indian Citizenship Act, finally ruled that the assumption of foreign citizenships amounts to automatic relinquishment of Indian citizenship and upheld the Ministry’s circular.

BDS admissions: HC notices to Punjab, Baba Farid varsity, others

The Punjab and Haryana high court on Wednesday issued notices to the Punjab government, Dental Council of India, Baba Farid University of Health Sciences (BFUHS), Faridkot, Adesh University, Bathinda, and Guru Nanak Dev Dental College and Research Institute, Sunam, on an appeal regarding the denial of registration numbers to BDS students.

The petition has challenged the dismissal of a bunch of petitions by 450-odd Bachelor of Dental Surgery (BDS) students of private unaided dental colleges of Punjab who had challenged the university’s decision not to issue registration numbers to them.

Admitting the appeal, the high court has issued the notices for June 29.

On June 15, the high court bench of justice RK Jain had held that admissions to the course were to be done on the basis of the All India Pre-Medical Entrance Test (AIPMET) or any other test conducted by the state.

These students were admitted by private dental colleges on the basis of their marks in Class 12 (qualifying examination) for the academic session 2014-15. However, in February, the BFUHS had returned their registration numbers to respective colleges directing them to strike off their names.

The university’s decision was challenged by these students before the high court in April.

The high court held that these colleges not only violated the terms of the prospectus issued before the admissions but also the regulations of the Dental Council of India (DCI) and the Medical Council of India (MCI).

The court said Clause 4 of the notification (which talks about filling seats on the basis of the qualifying examination) ran contrary to the revised BDS regulations, 2007, and Graduate Medical Education Regulations, 1997.

The petitioners had pleaded that their admissions be allowed against the large number of vacant seats lying vacant after the counselling conducted by the university for the academic session 2014-15.

They had also argued that in most neighbouring states and in the past in Punjab as well, admissions were done on the basis of the qualifying examination. However, the high court did not accept the argument.

PIOs Advised to Apply for OCI Cards

New Delhi: The Indian government has asked Persons of Indian Origin to apply for registration as Overseas Citizen of India before Sept. 30.

The Home Ministry advisory came after the government announced plans to merge the PIO and OCI schemes.

The OCI, which comes in the form of a “smart card,” grants life-long Indian visas and other benefits not available to PIO card-holders. It is expected to facilitate quicker clearance at immigration check posts, and also help in obtaining consular services from Indian missions. In India, the card-holders will be exempt from police reporting.

The government has created a new online application form to apply for registration as OCI even though PIO card-holders can also apply through Indian missions.

The government said it was informing all immigration check posts and airlines to allow travelers using either of the cards.

A couple of hours before the exam, final year BCom (economics) paper was allegedly leaked through WhatsApp. On June 2, the question paper on Corporate Laws was also allegedly leaked on WhatsApp for the fifth consecutive day and three people were arrested.

State students are the losers

It's a catch-22 situation for students from Karnataka. Usually, toppers prefer to wait for the AIPMT as it gives them a chance to study in some of the country's best colleges. With another round of the test (likely to happen in a month's time), the students hardly have any time as the Karnataka Examinations Authority (KEA) has begun its counselling. Now, the students have no option but to select seats in state medical colleges and then appear for AIPMT. "Now, we don't know whether we will get a seat in all-India quota or not. The only option before us is to get admitted in a state medical college. Even if we attempt the AIPMT a second time and secure a seat, the state medical colleges won't refund the fee. So, we are the losers," said a student.

No facility provided to students

Though the increased security features in the exam hall is aimed at curbing malpractice, many students allege that the universities were not taking the same interest in providing facilities to the students. "During a recent exam, we were asked not to carry anything other than an admission ticket and a pen. Now, the question is how a student can arrive at the exam hall without a wallet or mobile phone. On an average, a student travels at least 10 to 15 kilometres to write an exam in Bengaluru. We need to be in touch with parents and hence mobile phone is essential. Currently, the universities display a board saying no gadgets and wallets are allowed. However, there will be one more board saying the university will not be responsible for the loss of any item. Those carrying them are asked to dump them in a corner. Universities should provide cloak rooms or lockers so that we can safeguard our personal belongings. Unless the university provides facilities for students to safeguard their personal items at exam halls, efforts to curb copying will be met with limited success as students will find newer ways to carry their expensive gadgets," said a student.

Distinctions Land Nursing College In Trouble

BENGALURU: Krishna Rukhmini Nursing College in HRBR Layout, Kalyan Nagar, whose students scored abnormally high marks, is under the scanner.

When its BSc (Nursing) results were out, the university authorities were astonished to find that all students had secured distinction. The issue came up at the Syndicate and Senate meetings of the Rajiv Gandhi University of Health Sciences (RGUHS), which then decided to conduct an inquiry.



A committee comprising Dr Madhumati, Dean of Nursing, and Dr Kasturi, both of RGUHS, was formed, and has submitted its report to the university. According to information available with Express, the inquiry has brought to light many exam irregularities at the college.

The committee has now recommended withdrawal of results. Its report says the students were handed a 32-page answer booklet instead of the regular 52-page one, but still managed to secure distinction. “This is a major finding in the report,” a university source said.

The committee has recommended a detailed inquiry after it found evidence of cheating. “During the convocation, all students were awarded distinction. We raised the issue at a Senate meeting, and the university looked into it,” a member said.

About 70 students had appeared for BSc in nursing from the college. Dr Sachidanand, Registrar (Evaluation), RGUHS, said, “We have received the report, but to take action we will place it before the Syndicate.”

Syndicate Meeting on June 26 S Sumati, principal of the college, said, “We have not received any communication from the university so far. But, when the committee visited we provided all the information they asked. the students have secured distinction because they studied well. While admitting itself, we choose students based on the high percentage.”

RGUHS seems to have taken a cue from Tamil Nadu-based Dr MGR University.

Move in place after students were caught cheating using state-of-the-art technology

For the first time ever, mobile phone jammers will be set up at venues of the MBBS and BDS exams being held by the Rajiv Gandhi University of Health Sciences (RGUHS). Sources said as the students were outsmarting every single move by the university in conducting foolproof exams, they had no option but to go in for the jammers, making RGUHS the first university to do so.

Confirming this to Bangalore Mirror, RGUHS registrar (evaluation) Dr S Sachidanand said, "The MBBS and BDS exams are scheduled to begin from June 30. We will be procuring the jammers on a rental basis. Each exam centre may have one to three jammers based on the number of students taking the exam." The jammers will be helpful in controlling high-tech cheating that has plagued the university for the last few years. As this will be the first major undergraduate exam to use jammers, academic circles are keeping a close eye on the move. Around 12,000 medical students and 7,000 dental students will be writing the exam this month-end.

In June-July 2013 exams, two medical students (a second-year student from Kalburgi and a third-year from Vijayapura) spent Rs 25,000 each on a vest that helped them cheat. They also invested in pens that scanned the text in the question papers.

These were converted into MMSes that was sent to a person outside, who in turn responded with answers over phone. In January 2013, a student was caught for wearing a custom-made shirt fitted with lapel mike that helped exchange information with a respondent in Hyderabad. Sachidanand said that the only way to curb such practices was by installing jammers. He also added that the university was going for 10 to 12 digital evaluation centres across the state for the sake of speedy marking.

RGUHS seems to have taken a cue from Tamil Nadu-based Dr MGR University. A note from the MGR University in its website said that during the February 2012 (final MBBS Part-II theory) examinations held at the one of the medical colleges in Chennai, some students were caught cheating by using Bluetooth earphones and microphones stitched inside their collars connected to the cellphones concealed inside their clothes. Hence, the university had directed its affiliated colleges to have mobile phone jammers fixed at both ends of the examination halls. In fact, the university had gone a step ahead by asking students to be scanned with metal detectors before entering the examination hall.

UGC Seeks V-Cs' Views on Education Policy

NEW DELHI: The University Grants Commission (UGC) has sought views of the Vice-Chancellors of all universities on the new education policy.

The UGC wanted inputs on 20 specific themes identified by the Human Resource Development Ministry.

In a letter to the V-Cs of all universities, the UGC said the Centre has embarked on the exercise of framing a new education policy to meet the changing dynamics of the requirements of population and with the purpose of providing quality education, innovation and research in the field of higher education.

UGC Secretary Jaspal S Sandhu said the HRD Ministry has identified 20 themes, including governance reforms for quality, ranking of institutions and accreditations, pace setting roles of central institutions and engagement with industry to link education to employability.

The University Grants Commission wanted inputs of V-Cs to prepare a comprehensive policy document for the government.

“As this exercise of framing a new education policy is going to affect the young generation, consultations should be started with all stakeholders and themes should be circulated to all the departments in the university and affiliated colleges for proper debate on the themes,” Sandhu said in a letter.

Pension not paid, adalat stops salary of entire dept

BAREILLY: Non-payment of pension to a retired employee proved costly for staff and officials of deputy director, agriculture department, Shahjahanpur as the divisional pension adalat ordered withholding of salary of the entire office for this month as punishment. Besides officials and staff of 10 other departments were also penalized by the adalat for delay in disposing of pension cases of retired employees.

According to reports, the pension adalat was organized on Wednesday at the commissionery under the chairmanship of divisional commissioner to listen and address the grievance of pensioners from Bareily, Badaun, Shahjahanpur and Pilibhit.

During the adalat, a retired employee of the agriculture department, Siya Ram Verma, complained that he has not been paid pension despite retiring from service in 2012. The employees at the office of deputy director, agriculture had made him run from pillar to post but did not release his pension. For a brief period of one year, the department had paid him interim pension but for the last two years, held back his pension due to reasons best known to them, said additional commissioner Prabhat Kumar Sharma.

The additional commissioner said after the matter was brought to his notice, "we ordered withholding payment of salary of the entire office staff for the current month which would only be released after they dispose of the complaint expeditiously".

Besides the presiding officers of the adalat also sought an explanation from chief medical officer (CMO) for delay in payment of pension to a former employee

Similarly, the salary of another official of Meergunj tehsil was stopped for failing to release the family pension of a widow who brought the matter to the notice of officials.

A total of 11 complaints were received out of which eight were disposed of on the spot while in the remaining three cases, orders were issued to officials concerned. The coordinator of the adalat is additional director, treasury.

Divisional commissioner, Pramanshu said "the pension adalat is a pro pensioner initiative aimed at ending red tapism in the government departments and is an effort to settle the outstanding claims of pensioners without making them run from one place to another.It is organised every three months.

Alleged multi-crore scam at Madurai Kamaraj University: Madras HC orders notice to CBI

MADURAI: The Madurai bench of the Madras high court on Thursday ordered notices to CBI's joint director, superintendent of CBI Anti-Corruption Bureau, principal secretary of higher education and registrar of Madurai Kamaraj University (MKU) on a petition seeking a probe into an alleged multi-crore scam at the university.

The division bench of Justices A Selvam and V S Ravi ordered the notice on a petition filed by Save Madurai Kamaraj University Coalition member S Vanchinathan.

In his petition, Vanchinathan said the former vice-chancellor of the MKU Kalyani Mathivanan and syndicate members M Rajarajan, R Kannan, K Pitchumani and P Periyakaruppan, registrar Rajasekharan and finance officer were involved in a multi-crore scam while deciding and notifying the tender for an e-content development programme for university's distance education department.

The petitioner said the audit report for 2013-14 year mentioned that instead of giving tender to a person who quoted Rs 37. 55 lakh, the e-content development programme was given to s SET Infotech which quoted Rs 6 crore. Likewise, another contract was given to SET Infotech Pvt Ltd for Rs 7.80 crore, while Janya IT Company quoted Rs 6.3 crore.

A complaint was lodged with the CBI on April 21 last, but there was no action, the petitioner said. This forced him to approach the high court.

e-tourist visa facility at Tiruchi airport likely by August

Tourism in the central region is set to get a big push with the e-tourist visa facility meant for foreign travellers arriving at the Tiruchi International Airport poised for implementation soon.

Works connected with putting in place the facility were apace at the Tiruchi airport, which witnessed a quantum jump in the movement of overseas travellers’ last fiscal.

The Bureau of Immigration (BoI), coming under the Ministry of Home Affairs, Airports Authority of India (AAI), and the National Informatics Centre (NIC), are actively involved in the implementation of the e-tourist visa, essentially “tourist visa on arrival” at the Tiruchi airport.

The AAI for its part has set up four dedicated counters in the first floor of the new terminal building at the airport which would be manned by immigration personnel to examine the travel documents of overseas travellers landing in Tiruchi.

Cabling works for installing electronic gadgets at the designated counters have been carried out. IT-related infrastructure would be put in place by the NIC which has been steering e-governance applications in government ministries and departments.

Sources said the immigration counters had been established as per the local requirements and designs given by the BoI at the airport.

The counters would be equipped with computers, scanners, electronic passport readers, and cameras.

A senior Bureau of Immigration official said a team of immigration personnel have been trained in Chennai in e-tourist visa formalities prior to launching the facility at Tiruchi airport – a fast-growing one in the country.

The official said works connected with the facility was going on swiftly and expected to be completed by mid-July.

A final round of inspection would be done upon putting in place the required infrastructure followed by dry runs and the facility was likely to be implemented in July end or August, the official said.

Tiruchi is one of the seven non-metro international airports in the country identified by the Centre for implementation of the e-tourist visa facility to promote tourism in the country.

The other airports are Jaipur, Ahmedabad, Amritsar, Lucknow, Varanasi, and Gaya. The official said under the e-tourist visa, foreign tourists would have to apply online prior to their departure.

After receiving approval online, the applicant could travel with the printout of the authorisation.

Upon landing at Tiruchi airport, the tourist would have to submit the authorisation to the immigration personnel and a visa on arrival would be issued to the traveller thereafter.

Once implemented, the e-tourist visa would definitely give a big push to Tiruchi region, says the official and added that the facility was meant for foreigners of 76 countries.

The Tiruchi international airport from where various foreign airlines operate flights to Singapore, Kuala Lumpur, Dubai, and Colombo every day witnessed movement of over 10 lakh overseas’ travellers in 2014-15 fiscal.

வேலைக்கார பெண்ணுக்கு சூடு போட்டு சித்ரவதை: சிங்கப்பூர் வாழ் இந்திய பெண் சிறையில் அடைப்பு

சிங்கப்பூரில் வீட்டு வேலை செய்த பெண்ணுக்கு கரண்டியால் சூடு போட்டும் அடித்து உதைத்தும் கொடுமைப்படுத்திய இந்திய பெண்ணுக்கு சிறைத்தண்டனை விதிக்கப்பட்டுள்ளது.

இந்திய வம்சாவளியைச் சேர்ந்த சுகந்தி ஜெயராமனும் (34), அவரது கணவரும் சிங்கப்பூரில் கடை வைத்துள்ளனர். இவர்களின் வீட்டில் மியான்மரைச் சேர்ந்த நாவ் மு டென் பாவ் என்ற 24 வயது இளம்பெண் வேலைக்கு சேர்ந்துள்ளார். அவரிடம் சுகந்தி கடுமையாக வேலை வாங்கியதுடன், சின்னச்சின்ன விஷயங்களுக்கெல்லாம் கொடூரமாக நடந்துகொண்டுள்ளார்.

கரண்டியை பழுக்க காய்ச்சி சூடு போட்டும், தாக்கியும் 3 மாதங்களுக்கும் மேலாக அந்த இளம்பெண்ணை சித்ரவதை செய்துள்ளார். ரத்தக் காயம் ஏற்பட்டு துடித்தபோதும் உடனடியாக சிகிச்சை அளிக்க ஏற்பாடு செய்யாமல், வேலை வாங்குவதிலேயே குறியாக இருந்ததாக குற்றம் சாட்டப்பட்டது.

“வேலை செய்த பெண்ணும் தன்னைபோன்ற மனித உயிர் என்று நினைக்காமல் ஏதோ நடமாடும் பொருள் போன்று நினைத்து, கொடூரமாகவும் மனிதாபிமானமற்ற வகையிலும் நடந்துகொண்டுள்ளார். காயம் ஏற்படுத்தும் அளவுக்கு அவரை அடிப்பதற்கு நியாயமான எந்த காரணமும் இல்லை” என்று நீதிபதி தெரிவித்ததாக உள்ளூர் ஊடகங்களில் செய்தி வெளியாகி உள்ளது.

இந்தியாவில் கள்ள நோட்டுகளின் புழக்கம் நாளுக்கு நாள் அதிகரித்தவாறு உள்ளது. குறிப்பாக 500, 1,000 ரூபாய் மதிப்பிலான கள்ள நோட்டுகள் அதிகம் புழங்குகின்றன. இந்திய பொருளாதாரத்தை நசுக்க பாகிஸ்தான் போன்ற சில அண்டை நாடுகளும் இந்தியாவுக்குள் கள்ள நோட்டுகளை புழக்கத்தில் விட்டு வருகின்றன.

கடந்த ஆண்டு 13 சுயநிதி மருத்துவக் கல்லூரிகளுக்கு மாணவர் சேர்க்கை நடைபெற இந்திய மருத்துவக் கழகம் அனுமதி மறுத்தது.

இந்த நிலையில், எஸ்ஆர்எம் மருத்துவக் கல்லூரி, திருச்சி, அன்னப்பூர்ணா மருத்துவக் கல்லூரி சேலம், மாதா மருத்துவக் கல்லூரி தண்டலம், மேல்மருவத்தூர் ஆதிபராசக்தி மெடிக்கல் சயின்ஸ் அன்ட் ரிசர்ச், ஸ்ரீ முத்துக்குமரன் மருத்துவக் கல்லூரி, சென்னை ஆகிய 5 கல்லூரிகளும் இந்த ஆண்டும் அனுமதி பெற தவறிவிட்டன.

மீதமுள்ள 8 கல்லூரிகளும் இந்த ஆண்டு மாணவர் சேர்க்கை நடத்த அனுமதி பெற்றுள்ளன.

தமிழகத்தில் ஹெல்மெட் கடும் தட்டுப்பாடு: ஐஎஸ்ஐ தரச்சான்று பெற்றவை விலை ரூ.550 முதல் ரூ.2,700

தமிழகத்தில் கட்டாய ஹெல்மெட் உத்தரவு அமலுக்கு வர இன்னும் ஒருவாரம் மட்டுமே உள்ள நிலையில், ஹெல்மெட் வாங்குவோரின் எண்ணிக்கை அதிகரித்துள்ளது. இதனால் ஹெல்மெட் தட்டுப்பாடு ஏற்பட்டு ள்ளது.

கட்டாய சட்டம்

விபத்துகளால் ஏற்படும் உயிரிழப்பை தடுக்க இருசக்கர வாகன ஓட்டிகள் கட்டாயம் ஹெல்மெட் அணிய வேண்டும் என்று 1985-ம் ஆண்டு தமிழகஅரசு உத்தரவிட்டது. அதன்பின், 1988-ல் வெளியான மத்திய அரசின் புதிய மோட்டார் வாகன சட்டத்திலும் ஹெல்மெட் கட்டாயம் என்று வலியுறுத்தப்பட்டது.

இந்நிலையில், விபத்து இழப்பீடு தொடர்பான வழக்கு ஒன்றை விசாரித்த சென்னை உயர் நீதிமன்றம் தமிழகத்தில் ஜூலை 1 முதல் ஹெல்மெட் அணிவது கட்டாயமாக்கப்பட வேண்டும் என்று உத்தரவிட்டது.

தமிழக அரசு உத்தரவு

அதன் அடிப்படையில் தமிழகத் தில் ஜூலை 1-ம் தேதி முதல் இரு சக்கர வாகனங்களில் செல்வோர் கட்டாயமாக ஹெல் மெட் அணிய வேண்டும். வாகனத்தை ஓட்டுபவர் மட்டு மின்றி, பயணிப்பவரும் ஹெல் மெட் அணிய வேண்டும். தவறும்பட்சத்தில் வாகனத்தின் அனைத்து ஆவணங்கள் மற்றும் ஓட்டுநர் உரிமம் பறிமுதல் செய்யப்படும். ஐஎஸ்ஐ சான்று பெற்ற புதிய ஹெல்மெட் மற்றும் அதை வாங்கியதற்கான ரசீது ஆகியவற்றை காட்டினால் மட்டுமே பறிமுதல் செய்யப்பட்ட ஆவணங்கள் திருப்பித் தரப்படும் என, தமிழக அரசு கடந்த 17-ம் தேதி உத்தரவிட்டுள்ளது.

இதையடுத்து தமிழகம் முழுவதும் ஹெல்மெட் அணி வதன் அவசியத்தை வலியுறுத்தி காவல்துறை மற்றும் பல்வேறு அமைப்புகள் சார்பில் விழிப்புணர்வு நிகழ்ச்சிகள் நடத்தப்பட்டு வருகின்றன.

விற்பனை அதிகரிப்பு

அவகாசம் வேண்டும்

எங்கள் கடையில் தினமும் சரசாரியாக 25 ஹெல்மெட் விற்பனையாகும். தமிழக அரசின் உத்தரவுக்கு பின் தினமும் 500 ஹெல்மெட் வரை விற்பனையாகின்றன. ஆனால், தயாரிப்பு நிறுவனங்கள் போதுமான ஹெல்மெட் சப்ளை செய்வதில்லை.
