Chennai: More than 2,000 staff nurses, recruited through the Medical Recruitment Board Tamil Nadu from across the state, called off their two-day long protest after talks with Health Minister C. Vijayabhaskar who assured that their services will be regularized gradually.

Though the strike continued for the second day, services in the government hospitals and public health centres in the city remained unaffected as the doctors and the staff on duty worked double shifts on Monday and Tuesday to prevent disruptions in the discharge of services.

The nurses also presented the formal notice directed to the Director of Medical Services regarding the protest a month ago after officials alleged that there was no formal communication about the strike.

After two-hour long talks with the minister, the nurses called off their protest a little before 9 pm and announced that they will resume work on Wednesday. “We had placed our demands in front of the authorities more than a month ago regarding the regularization of services with a time-scale pay on an 8-hour shift basis”, S Aishwarya, joint secretary, MRB Nurses’ Empowerment Association, said.

After the protest on Monday, Director of Medical Education Dr A Edwin Joe, Director of Medical Services Dr M R Enbasekaran and Director of Public Health Dr K Kolandaswamy called on the association representative for talks. Around ten members from the association discussed the issue with the directors. Officials said the nurses were appointed based on the same regulations as it is done across the country and nurses would be eligible for a permanent post only after two years of service. “After two years of service, the services of nurses are regularised based on the availability of vacancies and seniority. The sudden demands of all nurses to be given increment in the salary and permanency in the post have been communicated to the government. However, the pay and service regularization is as per the regulations”, said Dr M R Enbasekaran.

Health Secretary J Radhakrishnan also called on around 20 representatives from the association to discuss their demands. The meeting continued till the filing of the report and nurses had not called off the agitation. However, a section of protesting nurses said they would continue with their agitation till their demands are met. They said they don't agree with the other section who have announced that they would call of the protests.

Min assures nurses to consider demands

The Health minister addressed the press on Tuesday regarding the nurses’ protest stating that the State Health Department would regularise them as per procedure. Nurses are being given the pay and regularisation is done according to the regulations set by the Government of India, he said.

The nurses are recruited by the Medical Recruitment Board after an entrance test and based on the consolidated marks, the appointment is decided. The contract based appointment is being done for all the nurses all over the India. All the nurses who were appointed through Medical Recruitment Board are given regularisation after two years of service based on seniority and vacancy available, he said.

Around 6,000 nurses who were recruited in 2015 have been regularised, whereas for the rest 200 of them, the services will be made regular within this week, Health Minister said.

Claiming that government is taking all measures to provide for the demands of all the personnel working under the State Health department, the minister assured the nurses that the demands will be considered and the nurses should see that such actions do not affect the services to the patients at the government hospitals.

Training for poll officers on November 30

CHENNAI: The first phase of training for election officials involved in the Dr Radhakrishnan Nagar constituency bypoll process will take place on November 30 at the Government Polytechnic College in Washermenpet.

In a statement district election officer D Karthikeyan, said 1,638 state and central government employees would be part of the bypoll process. There are 256 polling booths in RK Nagar constituency. "As many as 307 chief polling booth officers and 307 level-I, II and III officers, and 103 level-IV officers, will be in charge of poll process at the booth level," the statement said.

Following the first training session, three more sessions will be organised on December 8, 16 and 20. "The training will impart information on election rules, ballot box, inking electors' index fingers etc," the statement said. All officials are expected to participate and a failure to attend will result in action being initiated under the Representation of People Act.

Teachers seek transfer out of Panapakkam school after students’ suicide

Vellore: Traumatised over the suicide pact of four students of Class XI, several teachers of the government girls' higher secondary school in Panapakkam in Vellore district have appealed to the education department to transfer them out of the school.

Though the school, with a total of 1,300 students, from Classes VI to XII, resumed functioning as usual, uneasy calm prevailed in the premises of the school and the neighbourhood. Officials from police and education department have been camping in the school for the consecutive second day on Tuesday to probe the suicide of the students - R Sankari, B Manisha, K Deepa and K Revathy of class XI (nursing group).

The teachers were shocked over the incident. In a suicide pact, the four girls, who were asked to bring their parents to school to meet the class teacher over their performance, jumped into a well. Their bodies were fished out later.

The chief education officer, however, denied it and said no teacher has sought transfer. He said the services of teachers, Rekha, Meghala, Sivakumari and Lilly, appointed by the Parents Teachers Association have been discontinued. "We have asked the four PTA appointed teachers to stop coming to school from Monday. They have been working in the school for the last one year to four months. They have been paid by the PTA," said an official in the education department

The department has taken the measure following the suicide. It may be recalled that Headmistress J Ramamani and class teacher of nursing group Meenatchi Sundeswari have been placed under suspension following the students' suicide.

A reliable source said four to five teachers have submitted petitions to Chief Education Officer S Mars seeking a transfer.

"We are scared to even ask the students to sit in their respective places. This is the scenario now. We are depressed and under mental agony since Friday. We have no confidence to face the students," said one of the 34 teachers working in the school.

She added that many of the teachers have submitted petitions, seeking transfer out of the school. "A few teachers have also decided to seek transfer to other schools," said another teacher, who has been working for over 10 years in the school.

550 medical students struck off rolls for not paying fees

CHENNAI: More than 550 undergraduate medical students of Raja Muthiah Medical College, which is affiliated to Annamalai University, were removed from the rolls "until further decision" after defaulting on their college fees.

The parents of these students have threatened to go on protest if the government does not reduce the tuition fee and bring the college under the ambit of the Tamil Nadu Dr MGR Medical University. "Facilities in the college are poor, yet it is the most expensive public college. Students don't have adequate attendance because they went on a protest for more than a month. They had to stop it because of a court order. If the government does not hear our plea, we may have to once again go on strike," said B Kamaraj, parent of an MBBS student, at a press meet organised by the Doctors Association for Social Equality (DASE).

DASE general secretary Dr GR Ravindranath said that while the arts and science colleges of the university had revised tuition fees on par with government colleges, the medical and dental colleges continue to charge higher than some self-financing colleges.

Raja Muthiah Medical College was taken over by the state higher education department in 2013. However, the government decided that the college would be run as a self-financing college. The MBBS prospectus mentions the annual fee as Rs5.5 lakh. "Students who joined the course were aware of the fee. The courts too have ruled in favour of the university," said higher education secretary Sunil Paliwal.

University officials said it would not be possible to reduce fees due to heavy expenditure. "MBBS students joined colleges based on counselling. Some who had better scores may not have joined because they couldn't afford the fee. Any changes now will be unfair," an official said.

J Jayalalithaa CHENNAI: Calling into question the 'date of death' of former chief minister J Jayalalithaa, a PIL filed in the Madras high court has said Tamil Nadu government must be restrained from officially observing December 5 as death anniversary of Jayalalithaa, since a judicial inquiry into the issue is yet to come out with
any finding.

In his PIL, advocate R Kumaravel of Villivakkam said the government itself had set terms of reference for Justice A Arumughaswamy commission of inquiry on September 27, 2017 and mandated it "to inquire into the circumstances and situation leading to the hospitalization of late chief minister on September 22, 2016 and subsequent treatment provided till her demise on December 5, 2016".

Pointing out that the commission started its inquiry by issuing notices to various people and examining the first witness on November 22, the PIL said since Jayalalithaa's date of death had been disputed, it could be verified with it material evidence in a scientific manner.

Since the government itself issued terms of reference to the commission, it should desist from observing December 5 as her death anniversary and wait for the commission to declare the date of her death.

Further, the government may also note that Jayalalithaa was not given acquittal nor declared not guilty by the Supreme Court in the disproportionate assets case against her, the PIL said.

In this regard, Kumaravel said he had already raised the issue before the inquiry commission and submitted discrepancies in the thumb impression of Jayalalithaa, found affixed on the nomination papers of three AIADMK candidates who contested in Thanjavur, Aravakurichi and Thirupparankundram byelections last year.

Despite government promise, many nurses stick to their demands

Read More CHENNAI: Nearly 4,000 government nurses who struck work and more than 2,500 of them camping on the directorate of medical services campus in Chennai since Monday will return to work on Wednesday, representatives of Tamil Nadu MRB Nurses' Empowerment Association said at the secretariat on Tuesday.

However, a large section of the nurses decided to continue their strike and stay on the DMS campus as they wanted the promises to be issued in the form of a government order (GO). District representatives from the association held talks with health minister C Vijaya Baskar and senior health officials for nearly three hours on Tuesday. "We will temporarily withdraw strike. The minister has promised to address 90% of our demands. We are satisfied," said nurse Aishwariya, who works with the institute of obstetrics and gynaecology. "We will all return to work from tomorrow," she said.

While the nurses refused to elaborate on the discussions, Vijaya Baskar said: "They have withdrawn the strike. All charges and notices issued for their absence will be withdrawn. They will continue to hold discussions with officials next week," he said.

Senior officials said the department has recommended doubling the salary for nurses and also recommend giving them travel allowances in case they are being deputed to another clinic or hospital. "We told them that their jobs will be made permanent whenever there is a vacancy in the government," a senior official said. Nurses have been on strike since Monday demanding permanent job, higher pay and eight-hour work shifts. The state health department appointed around 10,000 nurses through the medical recruitment board on the basis of a competitive examination under the central government-sponsored National Rural Health Mission scheme. These nurses are being given a consolidated pay of Rs 7, 700 per month. "We work for about 12 hours a day and get just Rs 250 per day, like daily wage labourers. There is no travel allowance even if we are deputed to another PHC for a short while," said H Jaganathan

Cancel TNSCB allotment if houses rented out, says HC

CHENNAI: Allotment of slum clearance board houses should be cancelled if the original beneficiary is found renting out his apartment to third parties, the Madras high court has ruled.

Justice S Vaidyanathan, refusing to interfere with the eviction of slum residents at Karunanidhi Nagar, at present known as Theedir Nagar on Greams Road in Thousand Lights, said: "In case the petitioner is found renting or leasing out the tenement/alternative accommodation to a third person, he shall be immediately evicted and the Slum Clearance Board shall allot such tenement to other allottees. To ascertain whether the allottee is residing in the alternative place or not, the authorities shall conduct a surprise inspection and ask for the details about the person residing there. If the allotted person or his family is not residing there, such allottee shall not be shown any indulgence or mercy."

The judge also held that holding of 'testimonials' like Aadhar card, voter identity card and ration card would not entitle an encroacher to ownership of the land.

He directed officials to hand over the token/key to Thideer Nagar residents, who have been allotted an alternative accommodation at Perumbakkam, within two days and ordered the residents to shift to new within three days. Officials must take necessary steps to accommodate the residents' children in schools, preferably in and around Ambattur or Thirumazhisai, within three days, said Justice Vaidyanathan.

Chennai: Bringing yet another scam to the light, the Institute of Distance Education (IDE) in University of Madras has uncovered a major scam in which candidates and crooks joined hands to cheat the University by manipulating challans.

The racket, which operated for many years, came to light when IDE officials conducted financial reconciliation with bank accounts and IDE records.

So far, IDE has recovered around Rs 2.5 lakh from 50 students found paying less after the accounting process.

Soon after the exam sam at IDE reported by Deccan Chronicle, the details of the challan scam has emerged.

Candidates, who want to enroll in IDE courses used to pay admission and tuition fee through challans at the Indian Bank branch in the university campus.

The agents in connivance with the clerical staff at the bank and IDE, offered the students a ‘new way’ to just pay half of the amount of the original fee to get admissions in courses like MBA and MCA.

As per the instructions the student will leave the some space in the beginning and fill the challans with one digit less.

For example, the course fee for MBA is `8,450. But the students will fill only Rs 450 and pay the amount at the bank counter.

After that, they would give the challan at a particular counter. The agent or the staff then will add another digit in the chalan. Students who just paid half the amount will get study materials and admission slip like the rest of the candidates.
“During the financial reconciliation, the two sets of records showed that figures varied between the amount which was deposited in the bank and the amount mentioned in the challans,” a source said.

The difference shown in the account was so huge that IDE immediately stopped issuing certificates to candidates and has put in place a new mechanism.

“As per the new system, students who get clearance for paying the full amount alone can get course completion certificate and mark sheets,” an official from IDE said.

“We do not have any direct evidence for the scam. So, we could not initiate any action against the staff members of IDE and bank who were involved in the scam,” he said.

IDE has recovered only Rs 2.5 lakh whereas the estimated loss could be run into several lakh rupees.

“We could not do anything about those who have passed out and got their certificates. The current students can get their certificates only after paying their dues. A periodical financial reconciliation or auditing could have prevented it,” the official said.

Learning from the experience, the university has introduced computerized challans and even introduced online payment system.

When enquired about the challan manipulation, S. Duraisamy, Vice-Chancellor, University of Madras, said that no manipulation took place after he took charge.
“We have introduced online payment system to prevent such malpractices. Soon, IDE will undergo a major change to plug in loopholes in the existing system,” he said.

Cycle sharing to kickstart in Chennai

Chennai: Implementation of cycle sharing system under Non-Motorized Transport (NMT) Policy in Chennai is all set to get off the ground soon. Thanks to smart city mission that helped to dust off the scheme files, which was kept laid for years.

The civic body had mandated bi-cycle sharing system in the NMT policy that was drafted in 2014. “Feasibility study on implementing the cycle sharing system has been given to a consultant in 2015. Now the detailed project report (DPR) is drafted and we are going to implement the scheme with the help of a private service provider,” a senior Chennai Corporation official said.

It is learnt that the scheme would be implemented with smart city funds.

Even though 378 cycle parking slots have been identified and a total of 4,976 bicycles have been considered in the feasibility study, it would be left to the service provider to increase the number of cycles and parking slots, the official added.

“Bi-cycles will cost us `5.97 crore and parking slots will cost `1.13 crore. With technology costs adding up, the project will be implemented at a cost of `9.49 crore,” the official explained. The fee to be collected from the users would be worked out after a thorough study, according to the official.

The Chennai Corporation is planned to launch cycle sharing slots near colleges, schools, metro rail stations, bus terminus, parks and other recreational areas, thus providing last mile connectivity.

The official added that the new proposal would be sent to Board of Chennai Smart City Limited and the cycle sharing system would be implemented after the board accords administrative sanction.

Bengaluru: Nursing students don’t want to intern at Nimhans

Bengaluru: The newly-constructed, two-storeyed nurses’ hostel on the National Institute of Mental Health & Neuro Sciences (Nimhans) campus is empty. Close to 70 students passed out of Nimhans’ four-year BSc Nursing, but none of them wanted to intern at the Institute of National Importance even for a year.

After the course, students told authorities that they don’t want to intern at Nimhans. “This came as a rude shock to us as the hostel, which can accommodate 80 nurses, was constructed keeping their needs in mind. We were expecting them to intern at the Institute," said Dr B.N. Gangadhar, Director, Nimhans.

Earlier, the institute had 70 nurses working as interns on one-year contract, but in August, the batch which should have started work, decided not to join. “We tried to sort out their issues, but they decided not to work. We also assured students that based on their marks, they would be placed at a place of their choice," he said.

The institute, which is already suffering from a shortage of nurses has made alternative arrangements. He said, “Despite the short notice, we advertised for nursing graduate freshers and have already received some 135 applications. By Thursday, we will select 70 students, who will get a monthly stipend of Rs 12,000.”

He said, “We don't know what the trigger was, but we had told them that some of their grievances, including accommodation, would be met."

The hostel has security, access-controlled entrance and lift, but is empty. “Had we known that these nursing graduates were not turning up, we would have made arrangements well in advance. Now, we have to make do with those who have applied," he said.

Recently, nurses at the institute protested against a shortage of 197 nurses and increased workload on them.

In a first, Maha MBBS will have a topic about sex-reassignment surgeries

The new addition to the curriculum, under the topic ‘Gender Sensitivity,’ will be introduced in the ongoing academic year itself.

Mumbai: In the wake of woman constable Lalita Salve seeking a sex-reassignment operation, the state department of medical education and research (DMER) will now introduce in the MBBS curriculum a detailed topic on gender sensitivity, which will cover sex-reassignment surgery.

In doing so, Maharashtra will become the first state in India to include the topic in the MBBS curriculum. The new addition to the curriculum, under the topic ‘Gender Sensitivity,’ will be introduced in the ongoing academic year itself.

Ms Salve, 29, attached to Beed city’s Majalgaon police station, has sought permission to undergo sex surgery. She has sought government assistance for the surgery and also that she be allowed to keep her job in the police force.

The joint director of DMER Dr T.P. Lahane, said, “The issues related to gender sensitivity were there but it was not in detail. It was taught but now students will be given proper assignments in addition to being taught about everything that comes under this topic. Maharashtra is the first state to introduce the topic in the MBBS curriculum.”

When asked if the move to introduce the topic was made in the wake of Ms Salve’s plea seeking government permission and assistance for a sex-reassignment surgery at the state-run J.J hospital, Dr Lahane said, “Yes, but we should see to it that the students learn all the aspects related to such issues. They should have deep knowledge about all topics because that is what they’ll be dealing with after completing their course.”

He said, “The doctors should be able to help such people suffering from such ailments.”

Couple ends life after only son dies in road accident

Madurai: A couple from Theni district committed suicide by consuming poison. They took the extreme step after their only son died in a road accident a couple of months back.

The deceased were identified as Selvam, 45, and his wife Danalakshmi, 40, from Nanthanarpuram village near Varushanadu in Theni district. Selvam was a daily wage labourer. The couple's son Vijayakumar, 15, met with a road accident involving a bike and a car that took place in August this year. The police conducted inquiry and registered a case against Vijayakumar as he was riding the bike without driving license or valid insurance documents.

The boy who was rushed to a government hospital was referred to a Madurai government hospital. However, the parents took him to a private hospital in Madurai. Vijayakumar eventually stopped responding to treament and died the next month. By the time, the boy's parents had spent several lakh rupees towards his treatment. They had taken a loan for his treament.

In this backdrop, the couple consumed poison at their house on Sunday. While Selvam died on the same day, Danalakshmi succumbed on Monday. The relatives of the deceased claimed that the couple committed suicide as the police failed to take action against the car driver who killed their son. They also demanded a case to be registered against the car driver under the SC/ST Act and sought compensation.

A police officer said that they took action in the accident case based on the legal merits only. tnn

These nurses should submit their replies in the next three days, director of medical and rural health services Dr M R Enbasekaran said.

On Monday, more than 3,000 nurses gathered outside Enbasekaran's office in Chennai demanding permanent job and better salary and working hours.

Dr Enbasekaran, director of medical education Dr Edwin Joe and director of public health Dr K Kolandaswamy held talks with representatives of nurses association.

Services in several government hospitals, including primary health clinics, were affected following the strike.

"I have sought an explanation. Government hospitals are places where poor people come for treatment. It is unfair on the part of the 4,000 nurses who abstained from work," said Dr Enbasekaran.

Though officials said they had promised to take up the nurses' demands, the latter decided to continue their strike.

The state health department had appointed more than 11,000 nurses on contract basis through the Tamil Nadu Medical Recruitment Board for a monthly salary of Rs 7,000. The nurses said they were selected based on the results of a competitive exam since 2012.

91-year-old library lost in pages of history

The imposing Zion Church in front may dwarf its significance, but the worn-out look of the 91-year-old Goschen Library in Chintadripet best captures the bygone era. Even the 200-year-old fish market in the neighbourhood has lost all touch with the past after its redevelopment.



Located on Arunachalam Street, adjacent to May Day Park, the structure was named after Lady Goschen, wife of then governor of Madras George Goshen. The foundation for the public library was laid in 1926 by T E Moir, who served under the governor "George Goschen's daughter's wedding was celebrated in Madras with great pomp," says historian Ramakrishnan Venkatesh For the locals, Chintadripet resident P Vijayaraghavulu Chetty set up a library. Once frequented by prominent speakers, it gets a handful of visitors now.

The hall was also used for meetings by nationalists. The neighbourhood was planned by the British as a settlement for weavers. The Justice E Padmanabhan Committee Report points out that the British began establishing a settlement in the area as early as 1734. It was to be a 'village of small looms' (china tari pettai), and was founded by Governor George Morton Pitt who brought 230 weaver families to produce cotton for the East India Company. Goschen Library too is listed as a heritage structure under the Justice E Padmanabhan Committee. After Independence, the library was taken over by the government. Today, it is the Chennai District Branch Library, but poor maintenance and patronage has pushed it towards oblivion.

Read More MADURAI: The 35 crew members and guards of US anti-piracy ship Seaman Guard Ohio, jailed under the Arms Act, were on Monday acquitted of all charges by the Madurai bench of the Madras high court.

The ship was impounded and the crew and guards were detained in October 2013 after the vessel allegedly entered Indian waters with "illegal arms without adequate permission." The 'Q' branch of the Tamil Nadu police booked the crew members under various Acts, including the Arms Act, IPC and the Essential Commodities Act.

On January 11 last year, the Tuticorin district and sessions court sentenced all the crew members to five years rigorous imprisonment and fined them 3,000 each. Ruling on an appeal filed by the crew members, including captain Dudnik Valentyn, Justice A M Basheer Ahamed said the prosecution had failed to prove that the Indian Coast Guard

திருவாரூர்: திருவாரூர் அருகே பள்ளி மாணவர் முடியை பிளேடால் அறுத்து அவமதித்த அரசு பள்ளி ஆசிரியை கைது செய்யப்பட்டார். மேலும் துறை ரீதியாக தற்காலிக பணி நீக்கமும் செய்யப்பட்டார். திருவாரூர் அருகே குளிக்கரை கிராமத்தை சேர்ந்த விவசாய கூலி தொழிலாளி சுந்தர் மகன் சுரேந்தர்(13). அங்குள்ள அரசு மேல்நிலை பள்ளியில் 8ம் வகுப்பு படித்து வருகிறான். கடந்த 25ம்தேதி பள்ளிக்கு சென்ற மாணவன் சுரேந்தரிடம் தலை முடியை ஏன் வெட்டவில்லை என்று கேட்ட வகுப்பு ஆசிரியை விஜயா (40) வேறொரு மாணவனை விட்டு பிளேடு வாங்கி வரச்செல்லி சுரேந்தர் தலை முடியினை அரைகுறையாக அறுத்து அவமானப்படுத்தினார். இதனையடுத்து பள்ளி முடிந்து வீட்டிற்கு சென்ற மாணவன் தனக்கு ஏற்பட்ட அவமானத்தை பெற்றோரிடம் கூறி அழுதார். ஆத்திரமடைந்த மாணவனின் தந்தை சுந்தர் இதுகுறித்து கொரடாச்சேரி போலீசில் புகார் அளித்தார்.

இதன்பேரில் போலீசார் நேற்று ஆசிரியர் விஜயா மீது கொடுங்காயம் ஏற்படுத்துதல் மற்றும் சிறுவர்களை கொடுமைப்படுத்துதல் ஆகிய 2 பிரிவுகளின் கீழ் வழக்கு பதிவு செய்து அவரை கைது செய்தனர். நன்னிலம் குற்றவியல் நீதிமன்ற நீதிபதி வெங்கடேசபெருமாள் முன் ஆஜர்படுத்தி திருவாரூர் பெண்கள் கிளை சிறையில் அவரை அடைத்தனர்.இந்த சம்பவம் மட்டுமின்றி ஆசிரியை விஜயா ஏற்கனவே கடந்த ஒரு வாரத்திற்கு முன் இதே மாணவனை தலையில் எண்ணை தடவி வரவில்லை என்ற காரணத்திற்காக சத்துணவு சமையல் அறையில் இருந்த பாமாயில் எண்ணையினை எடுத்து அவனது தலையில் ஊற்றியுள்ளார்.

கடந்த சில மாதங்களுக்கு முன் சத்துணவு சாப்பிடுவதற்காக மாணவர்கள் ஒருவரையொருவர் முந்திக்கொண்டு வரிசையில் நிற்க முயன்றதை கண்ட ஆசிரியை விஜயா அவர்களது சாப்பாட்டு தட்டினை வாங்கி அதில் எச்சிலை துப்பியுள்ளார், அதற்கு முன்னதாக மாணவி ஒருவர் கிழிந்த சீருடையில் ஊக்கை போட்டு வந்ததற்காக அந்த சீருடையை பிடித்து கிழித்துள்ளார் என பெற்றோர்கள் தரப்பில் அடுக்கடுக்கான குற்றச்சாட்டுக்களை கல்வி அதிகாரிகளிடம் தெரிவித்துள்ளனர். இந்த புகார்களை தொடர்ந்து ஆசிரியை விஜயா மீது உடனே விசாரணை நடத்தி துறை ரீதியாக நடவடிக்கை எடுக்குமாறு முதன்மை கல்வி அலுவலர் சுவாமிநாதனுக்கு நேற்று கலெக்டர் நிர்மல்ராஜ் உத்தரவிட்டார். அதன்பேரில் ஆசிரியை விஜயா தற்காலிக பணிநீக்கம் செய்யப்பட்டார்.

வெங்காயம் விலை கிடுகிடு உயர்வு: விரைவில் ரூ.100ஐ தொடும் அபாயம்

மும்பை: வெங்காயம் விலை கடந்த சில நாட்களில் கடுமையாக அதிகரித்துள்ளது. சில்லறை சந்தையில் ஒரு கிலோ பெரிய வெங்காயத்தின் விலை ரூ.65 ஆக அதிகரித்துள்ளது. விரைவில் இந்த விலை ரூ.100 ஆக அதிகரிக்கும் நிலை உருவாகியுள்ளது. வெங்காயம் விலை கடந்த சில நாட்களாக தொடர்ந்து அதிகரித்த வண்ணம் உள்ளது. மகாராஷ்டிரா மாநிலம் வாஷியில் உள்ள ஏ.பி.எம்.சி. மொத்தச்சந்தைக்கு தினமும் 150 லாரிகளில் பெரிய வெங்காயம் வரும். ஆனால் இப்போது வெறும் 90 லாரிகளில் மட்டுமே வெங்காயம் வருகிறது. வெங்காயத்தின் வரத்து குறைவு காரணமாக விலையும் அதிகரித்துள்ளது. இந்த ஆண்டு அக்டோபர் மாதம் வரை பருவ மழை நீடித்ததால் வெங்காய பயிர்கள் மோசமாக பாதிக்கப்பட்டது. புதிய வெங்காயத்தின் வரத்து தொடங்கி விட்டபோதிலும் அது மும்பையின் தேவைக்கு போதுமானதாக இல்லை. இன்னும் 20 நாட்கள் கழித்துதான் முழு அளவில் காரிப் பருவ வெங்காயத்தின் வரத்து இருக்கும் என்று கருதப்படுகிறது.

வாஷி மொத்த சந்தையில் பெரிய வெங்காயம் ஒரு கிலோ 48 ரூபாய் அளவுக்கு விற்பனையாகிறது. சில்லரைச் சந்தையில் 65 ரூபாயாக அதிகரித்துள்ளது. ஏ.பி.எம்.சி. மொத்தச்சந்தையின் முன்னாள் இயக்குனர் அசோக் இதுகுறித்து கூறுகையில், ‘‘இரண்டு வாரமாக வெங்காயத்தின் விலை ஒரே சீராகத்தான் இருந்தது. ஆனால் திடீரென ஒரே நாளில் 25 சதவீதம் அதிகரித்துள்ளது. விவசாயிகளின் முதல்கட்ட பெரிய வெங்காய பயிர்கள் நீடித்த பருவமழை காரணமாக சேதம் அடைந்தது. இதனால் அக்டோபர் மத்தியில் வழக்கமாக வரக்கூடிய வெங்காயம் வரவில்லை. இரண்டாம் கட்ட வெங்காயம் சந்தைக்கு டிசம்பர் மத்தியில்தான் வரும். அதுவரை அடுத்த சில நாட்களுக்கு தொடர்ந்து விலை உயர்வு இருந்துகொண்டுதான் இருக்கும். சில்லறை விலையில் ரூ.100 வரை உயரக்கூடும்’’ என்றார்.

புதிய வெங்காயம் ஒரு கிலோ 42 ரூபாய் வரையும், பழைய வெங்காயம் 48 ரூபாய் வரையும் இரண்டு நாட்களுக்கு முன்பு விற்பனையானது. புதிய வெங்காயத்தில் அதிக அளவு சேதம் அடைந்த வெங்காயம் இருக்கிறது. மொத்த சந்தையில் கடந்த வாரம் 20 முதல் 30 ரூபாய் வரை விற்பனையானது. ஆனால் இப்போது 45 முதல் 50 ரூபாய் வரை விற்பனையாகிறது. கடந்த சில நாட்களாக காலம் தவறிய மழை காரணமாக வெங்காய பயிர்கள் பாதிக்கப்பட்டுள்ளது. ஏற்கனவே முட்டை விலை கடுமையாக அதிகரித்துள்ள நிலையில் வெங்காயம் விலையும் தொடர்ந்து அதிகரித்து வருவது பொதுமக்களை கடுமையாக பாதித்துள்ளது. வெங்காயம் அதிகம் விளையும், மகாராஷ்டிராவிலும், கர்நாடகாவிலும் விலை கடுமையாக உயர்ந்துள்ளதால், அது நாடு முழுவதும் விலை உயர்வை ஏற்படுத்தும் சூழ்நிலை உள்ளது.

'டெபுடேஷன்' எனப்படும், அயல் பணிக்கு செல்லும் மத்திய அரசு ஊழியர்களுக்கு, அதற்கான படி வழங்கப்படுகிறது. உள்ளூரில், அயல் பணியில் ஈடுபடும் ஊழியர்களுக்கு, அவர்களின் மாத அடிப்படை சம்பளத்தில், 5 சதவீதம் அல்லது அதிகபட்சம், 2,000 ரூபாய், டெபுடேஷன் அலவன்சாக வழங்கப்படுகிறது.
வெளியூரில், அயல் பணியாற்றும் ஊழியர்களுக்கு, அவர்களின் மாத அடிப்படை சம்பளத்தில், 10 சதவீதம் அல்லது அதிகபட்சம், 4,000 ரூபாய் வழங்கப்படுகிறது.

தமிழக முதல்வர் உத்தரவின் பேரில், சிங்கப்பூரில் ஆவின் விற்பனை தொடங்கி வைக்கப்பட்டுள்ளது. இதற்காக அமைச்சர் ராஜேந்திர பாலாஜி தலைமையில் அதிகாரிகள் சிங்கப்பூர் சென்று, ஆவின் பால் விற்பனையைத் தொடங்கி வைத்துள்ளனர். அங்கு நடைபெற்ற நிகழ்ச்சியில் அமைச்சர் பேசியது:

ஆவின் நிறுவனம் நாள் ஒன்றுக்கு 33 லட்சம் லிட்டர் பாலை கொள்முதல் செய்கிறது. இதில் 22 லட்சம் லிட்டர் பால் விற்பனை செய்யப்படுகிறது. 

மீதமிருக்கும் பால், பவுடராக மாற்றப்பட்டு வெளி மாநிலங்களுக்கு அனுப்பப்படுகிறது. கேரளத்துக்கு மட்டும் தினமும் 1 லட்சம் லிட்டர் பால் விற்பனை செய்யப்படுகிறது. ஆவின் பால் தரமாக இருப்பதால் பிற மாநில மக்களும் இதைப் பருகி வருகின்றனர்.

அதன் தொடர்ச்சியாக இப்போது சிங்கப்பூரில் ஆவின் பால் விற்பனை தொடங்கப்பட்டுள்ளது. 

அடுத்து மலேசியா, துபாய், கொழும்பு போன்ற நாடுகளிலும் ஆவின் பாலை விற்பனை செய்வதற்கான நடவடிக்கை எடுக்கப்பட்டு வருகிறது என்றார்.

Heated exchanges at AIADMK meeting

Heated arguments broke out at the AIADMK meeting held here on Sunday to discuss the preparations for the observance of former Chief Minister Jayalalithaa’s death anniversary.
A wordy quarrel erupted after M. Shanmugam, a senior party functionary, while giving vote of thanks, pointed out to party’s district secretary and former Minister M. S. M. Anandan, that the latter’s political secretary Shajahan was posting adverse messages on social media against party leaders like Maitreyan and a few others even after the merger of OPS-EPS factions.

Mr. Anandan questioned Mr. Shanmugam on the need for discussing the issue at the meeting. Mr. Shanmugam later told The Hindu that he wanted to point out the allegations against Mr. Shajahan, as such adverse postings on social media could eventually affect the party in the long run. Mr. Shajahan, however, denied the allegations.

Police to soon serve summons on cellphones

Pointing out that serving summons via SMS may not be legally binding on the witnesses, she said the facility was only an advance intimation both to the Investigation Officer and the prosecution witnesses.

Explaining how the SMS would be generated, Ms. Agarwal said once details of summons were entered into the CCTNS at the police-station level, the system would start sending the summons (in Tamil) to the mobile phones of the Investigation Officers and prosecution witnesses.
The serving of summons in person by the police would follow.

The police headquarters has also sent a note to all Commissionerates/districts to impart training to police officials in different ranks on the new system that is ready for launch now. The police would update the registered mobile phone numbers of witnesses in all cases.

Tax can’t be paid in instalments, says HC

Order in favour of distillery reversed

Observing that the law does not permit payment of tax in instalments, a Division Bench of the Madras High Court has reversed an order passed by its single judge permitting Empee Distilleries, which supplies liquor to Tamil Nadu State Marketing Corporation (Tasmac), to pay tax arrears of over Rs. 34 crore to the Commercial Taxes Department in five instalments.

Allowing a writ appeal preferred by the Commissioner of Commercial Taxes, a Division Bench of Justices S. Manikumar and R. Suresh Kumar said: “Statute does not provide payment of tax in instalments, therefore the respondent (Empee Distilleries) has no right to seek for payment of tax in instalments.”

The judges said the distillery, which holds a licence to manufacture 4.19 lakh cases of liquor every month, had suppressed the fact of having collected Value Added Tax from Tasmac, the wholesale purchaser of the liquor, but did not remit the amount to the Commercial Taxes department within the stipulated time.

Pointing out that this was not the first time that a single judge of the High Court had permitted the distillery to remit the tax arrears in instalments, the Division Bench recalled that another single judge of the High Court had given a similar concession to it early this year with a rider that no such indulgence shall be granted in future.

Stating that the distillery had suppressed the text of that order, the Bench led by Mr. Justice Manikumar said: “Remedy under Article 226 (power of the High Courts to issue writs) of the Constitution of India is equitable and not to be extended to a person who has suppressed material facts and approached the court with unclean hands.”

Periyar varsity V-C search panel releases list of aspirants

Bharathidasan University search committee to release the list today

In a move aimed at ushering in transparency in appointment of vice-chancellors to State universities, the Periyar University V-C search committee has released the of list of applicants on its website.
The search committee has T.S. Sridhar, retired IAS officer, as government nominee and convener of the panel; R. Manian, a retired professor of the TNAU, is the Senate nominee, and M.N. Ponnusamy, another retired professor, is the Syndicate nominee.

As many as 194 applications were received by the committee until November 21. The publishing of the names of the aspirants has come as a surprise even to academicians.

When the State government issued new regulations on appointment of V-Cs earlier this year, some academics had pointed out that there was no mention of making the entire process transparent.
A senior academic who has been on earlier V-C search committees said, “It is rare for a search committee to make the list [of applicants] available. It is a good move towards total transparency.”
The notification for the search committees for Periyar University in Salem and Bharathidasan University in Tiruchi were released on October 4. “The Bharathidasan University V-C search committee would release the list of aspirants on Monday evening,” said S. Sivasubramanian, Syndicate nominee in the panel. The committee is expected to meet more frequently in the next few weeks to shortlist candidates, he added.

Thrust on transparency

Among the conditions that candidates are expected to fulfil are that they should not be more than 67 years of age and must satisfy the norms as per the Government Order and the Bharathidasan University Act.

Mr. Sivasubramanian said: “We want to be transparent. We would like people to give us feedback about the candidates. We want an academician of honesty and integrity, someone with communication ability and leadership skills. Honesty and integrity cannot be compromised.”

“The 10 shortlisted candidates would be called for an interview. Candidates would be evaluated on their respect for research and innovation and the ability to not only communicate but also have the felicity to showcase the university at the national and international level and talk to the students,” said Mr. Sivasubramanian.

Wedding called off, 3 of a family commit suicide

TIRUVARUR, MADURAI, VIRUDHUNAGAR: A father, mother and their daughter committed suicide near Thiruthuraipoondi allegedly because of the cancellation of the wedding fixed for the daughter.

Sources said Ganesan (55), a goldsmith of Pillayarkoil North Street in Ammalur and his wife Rajathi (50) had fixed the marriage of their daughter Geetha (25) with a bridegroom from Tiruvarur and the engagement formalities had been completed. The marriage was scheduled for January 24, 2018. The bridegroom’s family abruptly cancelled the wedding a few days ago without citing any reason.

On Sunday morning Ganesan, Rajathi and Geetha were found dead in their house. Rajathi’s second son, Harihara Sudan (20), who found the bodies, informed neighbours. Edayur police rushed to the spot and retrieved the bodies of the deceased and sent them to Thiruthuraipoondi Government Hospital for post-mortem. The police suspect the trio might have consumed poison but said only the postmortem report would reveal the exact cause of death.

The police have registered a case under Section 174 (suspicious death) and are conducting an investigation. If it is confirmed the deaths were due to suicide caused by the wedding cancellation, the case would be altered to one of abetting suicide, police sources added.

In another unrelated incident in Madurai, a woman attempted suicide by hanging herself after she was allegedly forced to do so by usurers. The incident occurred on Saturday, following which the city police registered a case against two women under Tamil Nadu Prohibition of Charging Exorbitant Interest Act, 2003.

According to police sources, the case was registered against D Avvaiyar and M Thangam of Anna Street at Old Vilangudi in Madurai.

Police said that S Marishwari of Old Vilangudi had taken a loan of Rs 25,000 from one Avvaiyar and Rs 20,000 from one Thangam three years ago. However, when she failed to repay the loan amount, the two moneylenders went to her house and allegedly abused and threatened her. As a result of this she went into depression and attempted to kill herself.

The woman was rushed to the Government Rajaji Hospital. She is now undergoing treatment there.
In another case of crime, two Dalits were found dead in an agricultural land in Vachakarapatti Police limits in Virudhunagar.

District Collector A Sivagnanam ordered a magisterial enquiry in connection with the suspicious deaths.

Hyderabad High Court asks government job aspirants to disclose their antecedents

HYDERABAD: In a significant order, a division bench of the Hyderabad High Court has made it clear that the candidates seeking public employment more particularly in police force have to fairly disclose their antecedents, including their involvement in criminal cases. Failure to disclose the facts or found given wrong information, the concerned authorities have got the power to reject their applications or cancel their selection made.

“Assessment of suitability of a candidate to a disciplined force is judged not only with reference to his previous antecedents, but also on the basis of his propensity to remain honest in the service. The candidate, who tells a deliberate lie when specifically asked, cannot be taken even with a pinch of salt and he is wholly unworthy of being drafted into the police department. Furnishing of false statement would even dwarf his earlier conduct of his involvement in a criminal case”, the bench observed.

The bench of Justice CV Nagarjuna Reddy and Justice G Shyam Prasad was upholding the decision of State level police recruitment board of AP state in cancelling the candidature of some of the candidates due to their false representations about their past involvement in criminal cases. The bench was allowing the petitions filed separately by the recruitment board against the order of the Andhra Pradesh Administrative Tribunal which has set aside the board orders cancelling the candidature of respondent selectees due to suppression of their involvement in criminal cases.

The tribunal while referring to the nature of offences, held that they were not heinous like murder, rape, involving moral turpitude and that even if their involvement was disclosed, they would not have been disentitled for appointment. After hearing the case and perusing the case records and various judgments of the Supreme Court, the bench held that non-disclosure or submitting false information would assume significance and that by itself may be ground for employer to cancel candidature or to terminate services.

Meanwhile, quoting the Supreme Court observation in Mehar Singh case, the bench said, “The police force is a disciplined force. It shoulders the great responsibility of maintaining law and order and public order in the society. People repose great faith and confidence in it. It must be worthy of that confidence. A candidate wishing to join the police force must be a person of utmost rectitude. A person having criminal antecedents will not fit in this category.”

VIT student’s presentation on mirror neurons bags world title

VELLORE: A 21-year-old computer science engineering student of the Vellore Institute of Technology (VIT) university clinched the world title of the Institution of Engineering and Technology (IET) Present Around The World (PATW) 2017 contest held in London last week.

For over 15 years now, the PATW global competition is being held by the IET for young professionals and students in the engineering and technology domains.

Following the Vellore Institute of Technology student Shubham Saraff’s technical presentation at the South Asia Final in Bengaluru in August last, which had participants from nine regions of the continent, he was selected for the finals of the Institution of Engineering and Technology in London.

Shubham delivered his technical presentation on ‘Mirror Neurons’ and conceptualised a new technique to treat neurological disorders like stuttering that affects over 300 million people worldwide and currently has no effective cure.

“I will integrate my learning through my understanding of the human brain and my knowledge about computer science,” said Shubham.

His journey to the world title was quite remarkable, starting with a university level round held in March, followed by a zonal round and the local network final in April. Then he took part in the South Asia Final from which he was selected for the last round.

Shubham was the youngest among the global top five contestants who were selected out of thousands of candidates from 150 countries.

He competed against finalists from the American continents, Asia Pacific, UK and Middle East and Africa regions and most of them were doctorate holders.

Shubham has now been invited to present a paper on Artificial Intelligence at the Cambridge University in January 2018.

A licensed scuba diver, he is also a recipient of several International awards for academics including a Merit Scholarship Award and Distinction in Speech from the Trinity College of London.

‘Man fakes’ wife’s death, cheats ICICI of Rs 1 cr

HYDERABAD: A man in Hyderabad faked his wife’s death and cheated ICICI Prudential company to the tune of `1 crore by producing fake death certificates. Banjara Hills police on Saturday arrested the man’s wife, who is also allegedly involved in the case.According to Banjara Hills police, one Syed Shakeel Alam had taken a life insurance on his wife Nazia Shakeel’s name in June 2012 for an amount of `1 crore. In May this year, Shakeel produced certificates in support of his wife’s death and claimed `1 crore in June 2017.

He mentioned that his wife died of chest pain.

After some days, when the documents were being verified, in one of the pages of the attached documents, the name of the deceased was written by striking off another name. On inquiry with the hospital, it was learnt that Shakeel had asked the nurse at the emergency medical department to change the name. The doctor also gave a declaration that he has not seen the dead body and issued certificate based on the documents he produced like death certificate issued by GHMC and the burial ground, said police.

When the officials checked the burial ground, they found the name on the tomb as Mrs Maleka Begum which proved that Shakeel faked his wife’s death to claim money.

Based on the complaint lodged by area manager of the company on September 28, a case was registered against Shakeel and his wife under sections 406, 466, 471 and 420 of IPC.After investigation, Nazia was traced to her relative’s house in Mehdipatnam and was arrested by Banjara Hills police on Saturday. The police are still searching for prime accused Shakeel.

Kuppai Thiruvizha to inspire young minds to become eco-friendly

CHENNAI: What could have been a run-of-the-mill school festival took an interesting colour this weekend, as it focussed on the theme of solid waste management (SWM).

‘Kuppai Thiruvizha’, an initiative by the movement, Kuppai Matters, was a two-day event designed to sensitise and expose students to the idea of ‘reduce, reuse, repair, refuse and recycle’.

Groups of students watched with curiosity as they walked through a large display of used plastic bottles mounted on poles and stretched for metres. It made children understand the magnitude of waste we generate.

The auditorium of a private school in Anna Nagar was the venue for the first of 15 ‘Kuppai Thiruvizhas’ to be held in the city. “We will hold this in every corporation ward, and get at least one lakh people to pledge that they will segregate waste,” said Kripa Ramachandran, a member of Citizen Consumer and Civic Action Group (CAG), which is behind this movement.

The Greater Chennai Corporation recently urged all residents to segregate their degradable and non-degradable waste. Kripa, however, argued that the model might not become successful until and unless the collection, incineration and composting were decentralised. “For this process to be decentralised, citizens have to co-operate by segregating their waste regularly. This programme is a step in that direction,” said Kripa.

Apart from sensitising people to the idea of waste segregation, the festival also sold eco-friendly  everyday objects.

The fete was lined with stalls selling compost pots, recycled decors, degradable accessories and even reusable sanitary napkins. The event was designed to give participants an opportunity to use affordable, eco-friendly fashion accessories and cutlery.

The two-day festival culminated in a public consultation meeting where children brought along their parents too to learn about managing waste at their homes. Parents and children sought help from various experts on SWM to make their home and community ‘zero-waste’.

“I learned about green dustbins and red dustbins from this festival. I brought my mother also today so that we can separate bio-degradable waste at home,” said A Ahmed, an 11-year-old boy who attended the festival. The ‘Thiruvizha’ was conceived by CAG, Vettiver Collective, Arappor Iyakkam, Pennurimai Iyakkam and Poovulagin Nanbargal. It will happen in more wards over the next few months.
