CHENNAI: Travel time to Mahabalipuram and Puducherry via Old Mahabalipuram Road (OMR) will soon reduce by 30 minutes with the Tamil Nadu Road Development Company (TNRDC) commencing works for building two six-lane bypass roads at Kelambakkam and Tiruporur. The two bypass roads along OMR will allow motorists heading to Mahabalipuram to skip highly congested Kelambakkam and Tiruporur junctions, besides providing connectivity to ECR - OMR link roads. The TNRDC has taken up the works at a cost of Rs 201 crore.

Even as the Phase II widening of OMR between Siruseri and Poonjeri is delayed owing to issues in land acquisition, TNRDC has commenced the bypass works as Kelambakkam and Tiruporur junctions witness huge traffic congestion during office hours. Particularly, on weekends and festive seasons, vehicles get piled up for about 2 to 3 km at the junctions as OMR has link roads to Grand Southern Trunk (GST) Road and East Coast Road (ECR).

The proposed Kelambakkam bypass road will start at Pudur on OMR and end at Thaiyur village covering 4.67 km without touching Kelambakkam junction, while the 7.45 km long Tiruporur bypass road will connect Kalavakkam village with Thandalam, skipping Tiruporur junction.

“The bypass road from Pudur will pass thorugh Kelambakkam - Kovalam road and Tiruporur bypass will connect with Tiruporur - Nemmeli road. Thus, motorists from Mahabalipuram and Kovalam on ECR can reach OMR without entering Kelambakkam and Tiruporur junctions,” said a senior official from TNRDC.
As part of the road work, soil road has been formed for about 1 km at Kalavakkam and Pudur villages along OMR. With a major bridge and two minor bridges, the road will pass through Padur, Kelambakkam, Thaiyur B, Kalavakkam, Tirupporur and Thandalam villages.

“The 33-metre width six-lane dual carriageway bypass will have 10.5-metre carriageway on both sides, along with 1.5 metres paved shoulder and two metres earthen shoulder for two-wheelers and pedestrians.
For college students and locals of Pudur, a pedestrian underpass will come up at Hindustan Engineering College at Pudur, while vehicular underpass at Kovalam road providing connectivity to East Coast Road,” added the official.

The 4.67 km Kelambakkam bypass will have openings at medians at two locations. The Tiruporur bypass will get openings at the medians at OMR Amla, SARE apartment and salt factory, added sources.

According to official records, the vehicle volume on OMR exceeded 80,000 a day and is expected to reach one lakh by the next three years.

Chennai: The Tamil Nadu Government has ordered screening of all the stocks in the state blood banks following the horrid instance of a 24-year-old pregnant woman in Sattur contracting HIV after being transfused contaminated blood supplied by a blood bank that had failed to conduct proper screening of its stock for the deadly virus.

Meanwhile, the 19-year-old male donor has been admitted to hospital at Sivakasi after he consumed poison to kill himself out of fear he might be questioned by the police.

The services of three lab technicians of the blood bank attached to the government hospital at Sattur, near Virudhunagar, have been terminated for causing the tragedy to the Sattur woman, Health Minister C. Vijayabaskar said Wednesday.

Terming the incident as "disheartening and shocking", he claimed such a thing has never happened in Tamil Nadu so far. A thorough probe was now on into the unfortunate incident, he said, while promising stringent action against those found guilty.

A detailed medical treatment is also underway for the woman to ensure the virus does not affect her foetus, the minister said, adding, the government is also giving all livelihood assistance to the family. Lakhs of people were provided with blood component annually including in the form of blood and "there have been no complaints (of such nature) so far and this is the first time which is shocking," he told reporters here.

The woman and her husband lodged a police complaint at Sattur on Wednesday seeking action against the doctors, nurses and employees of the blood bank. Following this, police said FIR has been registered against doctors and nurses involved in the transfusion of blood, besides the blood bank workers for medical negligence under relevant IPC sections.

The government has claimed efforts were on to prevent the impact of the virus on the victim woman, and stocks in all blood banks would be reviewed to ensure that such incidents did not recur.

Joint Director of Health Services at Virudhunagar, R Manoharan told PTI the woman, who was eight months pregnant with her second child, had gone for a check-up at a private clinic in Sattur where doctors advised her to have a blood transfusion citing haemoglobin deficiency.

She then underwent blood transfusion at the Sattur government hospital and the blood was brought from the blood bank at Sivakasi. It later emerged that the donor was HIV positive, the official said, adding the recipient's blood was also tested, which confirmed that she had been infected by the virus.

Police said the 19-year-old donor, on coming to know about the incident, allegedly attempted to commit suicide by consuming poison. He has been admitted to a hospital.

They said he was employed at a local fireworks unit in Sivakasi. He had donated blood for a girl, his relative, who was seriously ill.

However, the blood-group did not match and it was kept in the blood bank. Subsequently, when he went for a health check at Madurai for an overseas job, he tested HIV positive, officials said.

After the Sattur disaster, the donor apprehended he might be questioned by police for no fault of his and attempted suicide. Preliminary inquiry revealed that the blood bank staff had failed to screen the blood properly before supplying it to the private hospital.

The personnel who tested the donor’s blood had labelled it ‘safe,’ officials said.

Talking to reporters at Sattur, the woman's husband held the government responsible for the incident and demanded that it provide the best treatment to her. He said he does not want any job from the government but only the best treatment for his wife. Health Secretary J Radhakrishnan visited the district and spoke to the woman. If the woman wanted to get treated in a private hospital, she would be provided all help, he said.

Fisheries Minister D Jayakumar said the district collector had expressed ‘regret’ to the family through the revenue divisional officer. DMK president M K Stalin lashed out at the ruling AIADMK over the incident, saying it showed how state-run hospitals function “under this corrupt government”.

Organises meetings to increase awareness about alternatives; its efforts see plastic use drop 30% in six months

The Salem Corporation has already taken some steps, ahead of the State-wide ban from January 2019, to curb the use of plastics.

For instance, it has banned the use of plastic bags in its offices, in government hospitals and primary health centres, as well as educational institutions from July 1. It has also held a slew of programmes to create awareness among city residents.

A month later, it enforced a ban on single-use plastics at the two bus termini in the city. Special teams conducted surprise checks to ensure that plastic bags were not in use in offices and concerns.

“These initiatives of the Corporation have already evoked response and the use of plastic materials in city limits has come down by about 30% in the last six months”, said R. Sadheesh, Corporation Commissioner.

The Corporation, understanding the mood of traders, suggested they use eco-friendly alternatives and also conducted demonstrations with bags made of tapioca starch, which disintegrate on their own within 90 days, jute, cloth, maize bags, among others. They were also informed about banana leaves, arecanut leaf plates, clay plates and glasses.

Demand and supply

Mr. Sadheesh said that the civic body also organised a meeting between entrepreneurs running units manufacturing cloth, jute and tapioca starch bags and traders. This provided a good opportunity to both, as the traders could collect details on the supply of these alternatives, and the entrepreneurs on the demand for their products.

“The response from both the groups is so encouraging that concerns involved in manufacturing non-plastic bags have already landed in Salem city”, he said.

Besides holding regular meetings with major business establishments, the authorities also sought the cooperation of 2,800 street vendors who have been given ID cards under the National Urban Livelihood Mission as well as those running roadside eateries.

Dry waste centres

The civic body dissuaded people from dumping plastic waste in the open.

It set up dry waste collection centres in all four zones in July last year.

The Forest Department in Salem has rolled out a ban on disposable plastic products at eco-tourism spots.

According to A. Periasamy, District Forest Officer, the department declared all the reserve forest areas in the district plastic-free zones in June itself. The Kurumbapatti Zoological Park and all the forest offices in the districts have also been declared plastic-free zones.

The Department has directed people not to carry plastic bags and disposable water bottles in reserve forests. Those carrying plastic articles in forest areas will be booked under the Forest Act, Mr. Periasamy said.

Ex-VCs to be considered for reappointment

The Madras High Court has closed a writ petition filed by Mayilvahanan Natarajan, former Vice-Chancellor of Tamil Nadu Dr. MGR Medical University, after recording a submission on behalf of the State government that former Vice-Chancellors shall also be considered for reappointment for one more term.

Justice S. Vimala recorded the submission by Additional Advocate General Narmadha Sampath that over 40 persons had applied for the post after a notification issued last month and Dr. Natarajan’s application was also under scrutiny.

During the course of arguments, the AAG told the court that the petitioner’s candidature would have to satisfy all other eligibility criteria. However, since Section 10(3) of the Tamil Nadu Dr. MGR Medical University Act of 1987 states that a Vice-Chancellor shall be appointed for three years and would be eligible for re-appointment, the petitioner’s application shall be scrutinised, she said.

In his affidavit, Dr. Natarajan, 64, who was the Vice-Chancellor of the university between 2009 and 2012. expressed the desire to be re-appointed to the same post.

Sabarimala temple revenue from pilgrims declines by ₹55 crore

Revenues at the Sabarimala temple from pilgrims declined by ₹55 crore compared to the corresponding period last year. Travancore Devaswom Board (TDB) president A Padmakumar told reporters on Wednesday that the temple revenues have come down to ₹105 crore during the first 39 days of the festival, as on December 25, while the revenues for the same period last year stood at ₹160 crore. The board president said around 32 lakh pilgrims have so far visited the hill shrine, despite the season being tumultuous this time over the protests against young women seeking entry to the temple as per the Supreme Court order.

“There is no point in sticking to the inflated figures about the total number of pilgrims visiting the temple each year. On any given day, the maximum number of pilgrims reaching the temple would not cross 1.2 lakh. In that case, the maximum number of pilgrims visiting the temple would be 85 lakh during the 60-day season. We would be having more accurate figures this time,” he added. Earlier, there were claims by the devaswom board authorities themselves on the pilgrim footprints stretching to 4 crore to 5 crore.

Scores hit streets to protect custom

Thousands of people lined up with lamps on streets from Kasaragod to Kaliyikkavila on Wednesday evening as part of the ‘Ayyppa Jyothi’ programme organized by the Sabarimala Karma Samithi, in association with various Hindu organizations and the BJP.

The programme, which was held as a counter to the state government-sponsored Women’s Wall on January 1, put a spotlight on a section of the public’s demand for protection of the Sabarimala rituals, especially the restrictions against the entry of women of all ages to the hill shrine. Women outnumbered men at the programme, which started at 6pm and lasted for 15 minutes.

Anaesthesia blunder: Woman in coma for 9 yrs

Shraddha Shah was nursing dreams of motherhood when she was wheeled into the operation theatre for a caesarean section in 2009. She came out in a comatose state, never able to nurse her son and caress her elder daughter.

Nine years later, the Odhav resident lies confined in bed, paralyzed. Never able to come out of the anaesthesia dose, Shraddha’s crippled limbs twist out of exhaustion as her brother feeds her. Her incomprehensible blabber can only be decoded by her caretakers. Gujarat state consumer dispute redressal commission on December 19 acknowledged this life interrupted and fined gynaecologist Dr Nilesh Trivedi and anaesthetist Dr Himanshu Patel ₹32 lakh for their “negligence” and “commercialization of profession” due to which Shraddha became a cripple after incomplete reversal from anaesthesia administered during surgery during child birth.

Shraddha, now 41, has been in a vegetative condition since the surgery. Her brother Kalpesh Shah and mother take care of her while her children live with their father in Mumbai. Shraddha had consulted Dr Trivedi when she was pregnant with her second child in November 2009. The doctor advised a caesarean section and performed the surgery. A baby boy was born, but she never came out of the anaesthesia effect. The incomplete reversal from anaesthesia damaged her brain and she also suffered a cardiac arrest. She was rushed to other hospitals as Dr Trivedi’s hospital lacked intensive care facilities.

When doctors in Ahmedabad and Mumbai concluded that Shraddha, then only 32 years of age, would never recover and remain paralyzed for the rest of her life, an anguished family sued both doctors for deficiency in service. The doctors denied any negligence and deficiency in service, but the court questioned why they decided to perform C-section surgery and the anaesthetist had to administer general anaesthesia after first trying to administer spinal anaesthesia.

“No modern techniques were applied, even ventilator facility was not available… Both doctors failed to take reasonable care and caution before and after the operation. They failed to take effective steps to see that the patient comes back to consciousness after anaesthesia. Oxygen levels were also not properly monitored,” the court observed.

Man recites prayers for 3 hours as doctors operate on his brain

It’s usually relatives who recite religious verses when a patient goes under the knife, but at a private hospital in Jaipur, it was the patient himself who recited the Hanuman Chalisa for three hours while doctors removed a tumour from his brain.

A 30-year-old accountant from Dungargarh of Bikaner district hesitated when doctors told him they’d conduct brain surgery under local anaesthesia, but agreed when they explained that it was the only way they could ensure that his speech would be unaffected.

“He had a tumour in the part of brain that controls speech. We decided to keep him awake and talk to him during surgery to ensure that his ability to speak was not affected. If we noticed even a minor change in his speech during surgery, we would have taken corrective measures. He recited the Hamuman Chalisa all the time, and we operated successfully,” said Dr KK Bansal, senior consultant of neurosurgery at a private hospital.

The surgery was conducted on November 14, but doctors disclosed details of the procedure only a month later after ascertaining that the tumour had been removed and there were no side-effects. Doctors said the man had epileptic seizures for three months. They did a biopsy and diagnosed a grade two brain tumour. Doctors in Jaipur agreed to perform the surgery, known as awake craniotomy.

Last year, a man in Bengaluru who’d lost the use of three fingers played the guitar while undergoing brain surgery to correct the problem. Neurosurgeons conduct awake craniotomy to reach tumours located close to areas of the brain that control vision, speech and movement. Monitoring response in conventional brain surgery is not possible as the patient is sedated, but in awake brain surgery, the patient’s response can be tracked continuously, which helps the surgeon ascertain the exact spot without damaging other areas of the brain.

Tamil Nadu government corrected an anomaly in the eligibility criteria for state medical university vice-chancellor candidature, when it clarified in the Madras high court that a former vice-chancellor of the university is indeed eligible for reappointment.

The state additional advocate-general Narmadha Sampath made a submission in this regard, when a petition filed by renowned orthopaedic surgeon and former vice-chancellor of Tamil Nadu Dr MGR Medical University, Dr Mayilvahanan Natarajan, came up for hearing.

Selection process for appointment of a new VC for the state university, which is set to fall vacant in the next few days, is already on. However, according to state notification, only those with six years of experience in an administrative position would be eligible to apply for the post. It was silent on the eligibility of a former VC such as Dr Natarajan who had held the post for three years.

This prompted him to drag the issue to court, where Narmadha Sampath clarified: “Under section 10(3) of the Act, a VC who held office for a period of three years is also eligible for reappointment for a further period of three years which is entitled to be considered, subject to other eligibility conditions.”

She further added that the application of Dr Natarajan for the post had already been received and included in the list of applicants, which are to be scrutinized by the selection committee. Recording the submissions, Justice S Vimala closed the plea moved by Dr Natarajan.

மத்திய அரசின் இந்த முடிவால், வங்கிகளின் வராக் கடனை மீட்பதில் பிரச்னை ஏற்படும்; ஊழியர்களுக்கு வேலை இழப்பு ஏற்படும் எனக்கூறி, வங்கி ஊழியர் சங்கங்கள் எதிர்ப்பு தெரிவித்து வருகின்றன. வங்கிகள் இணைப்பை எதிர்த்து, இன்று நாடு முழுவதும், வங்கி ஊழியர்கள் மற்றும், அதிகாரிகள் வேலை நிறுத்தத்தில் ஈடுபடுகின்றனர்.

புதுடில்லி : இந்தியாவில் பெரும் கோடீஸ்வரர்கள் வரிசையில், தொழிலதிபர் முகேஷ் அம்பானி, தொடர்ந்து 11வது ஆண்டாக முதலிடத்தில் நீடிக்கிறார். அவரது தற்போதைய சொத்து மதிப்பு ரூ.3.03 லட்சம் கோடி.

போர்ப்ஸ் பத்திரிகை வெளியிட்டுள்ள பட்டியலில், இந்தியாவின் பெரும் கோடீஸ்வரர்கள் பட்டியலில், ரிலையன்ஸ் இன்டஸ்ட்ரீஸ் அதிபர் முகேஷ் அம்பானி, 3 லட்சத்து 31 ஆயிரம் கோடி ரூபாய் சொத்து மதிப்புடன் தொடர்ந்து முதலிடத்தில் நீடிக்கிறார். நடப்பு ஆண்டில் மட்டும் அவரது சொத்து மதிப்பு 65 ஆயிரத்து 100 கோடி ரூபாய் அதிகரித்துள்ளது.

இப்பட்டியலில் விப்ரோ அதிபர் அசிம்பிரேம்ஜி (ஒரு லட்சத்து 47 கோடி ரூபாய்) இரண்டாவது இடத்தையும், ஆர்சலர் மிட்டல் தலைவர், லட்சுமி மிட்டல் (1 லட்சத்து 28 ஆயிரத்து 100 கோடி ரூபாய்) மூன்றாவது இடத்தையும் பிடித்துள்ளனர்.

‘National Medical Council Bill will get lapsed’

It will not be tabled in Parliament during this session: IMA president

Ravi Wankhedkar, national president of Indian Medical Association (IMA), has asserted that the ‘controversial’ National Medical Council (NMC) bill, introduced in Parliament at the beginning of the ongoing winter session, will lapse as it would not be tabled for discussion.

Addressing on ‘Current problems faced by doctors,’ the Bill and Clinical Establishment Act (CEA)’ at the district branch of IMA here on Tuesday, he said the Centre had introduced the Bill, seeking to replace the Medical Council of India (MCI), underestimating the strength of doctor fraternity and after doctors, across the country, demonstrated their strength and unity, the government took a reverse.

It’s three weeks since the Bill was introduced in the ongoing final winter session of Parliament and it had not been tabled for discussion so far. As the Bill would never be tabled in the coming week also, it would automatically lapse, he said amid cheers by medical practitioners.

Pointing that the Bill was not tabled for discussion in the last five Parliamentary sessions, he said “In the current political scenario, I do not think the government will dare to table it for discussion.”

When the term of the Lok Sabha gets over, the Bill would also get lapsed and that would be the greatest victory of doctor fraternity, he said. Dr. Wankhedkar said the government tried to underestimate the strength of the doctors but changed its mind after the nation-wide January 2 strike. Claiming that the strike shook the government, he said if the doctor fraternity remained united, no government could impose rules on them.

Doctors in Maharashtra, Uttarkhand and Haryana had successfully prevented the implementation of CEA, thanks to their unity, he said.

Stating that the medical fraternity was attacked from all sides – the media, law-makers and opinion-makers, he said the healthcare industry was facing a dangerous situation and doctors were not sure that a person who stepped into a clinic or hospital would slap or sue them.

The bureaucrats should not try to implement rules sitting in air-conditioned rooms. On the other hand, they should sea the ground situation and ensure doctors best served the patients. Arvindraj, district IMA president, Kalilur Rahman, honorary secretary, Anand Chokalingam, finance secretary, Joseph Rajan, nursing home secretary, and Chinnadurai Abdullah, State council member, were among others attended the meeting.

Irregularities in utilisation of funds allocated to MKU alleged

Alleging that there were widespread irregularities in the utilisation of funds allocated to Madurai Kamaraj University (MKU) under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA), the MKU Faculty Association (MUFA) has demanded a thorough probe on the issue.

In a representation submitted to the the Registrar and Convenor’s Committee (CC), which is overseeing the administration in the absence of Vice-Chancellor, the association expressed disappointment over inaction by the committee on various long-pending demands.

Apart from probe on utilisation of RUSA funds, the key demands raised by MUFA included the reinstatement of S. Ravikumar, Producer, Educational Multimedia Research Centre (EMMRC), who, according to the association, was suspended without any enquiries five years ago following an anonymous complaint.

The association demanded the implementation of resolutions passed in the Syndicate meeting held on June 4, 2018, which included the approval of Academic Grade Pay increase for Assistant Professors. Refuting the explanation offered by the administration that CC cannot implement policy decisions, the association said that these were not new decisions as they were already approved by the Syndicate.

Stating that a number of vacancies of elected members had been left vacant in decision-making bodies like Academic Council, Senate and Syndicate, the association urged for the swift conduct of elections to fill these vacancies. The demands also included the reinstatement of two administrative staff, who were transferred outside the university premises for speaking to the media on the audio tape scandal that broke out earlier this year, in which university staff were allegedly involved.

CBI court finds them guilty of fraud

The CBI court in Madurai has sentenced five doctors and two others to undergo 10 years of rigorous imprisonment for their involvement in a fraud to the tune of Rs. 1.5 crore.

The Second Additional District Judge for CBI cases S.Ganesan on Monday sentenced the five doctors, a medical equipment supplier and a former bank manager, the key accused in the case, to undergo 10 years of rigorous imprisonment and imposed a fine of Rs. 25,000 each on the accused.

The doctors in 2008 had colluded with a medical equipment supplier and a bank manager to commit the fraud. They had obtained loans from Corporation Bank here under the ‘Corp Meditech Scheme’ to purchase medical equipment. Fake documents, invoices, delivery and installation reports were furnished with the help of suppliers and the bank manager to show procurement of the equipment which were never purchased. The doctors obtained the loan and defaulted in repaying the amount.

The former manager of Corporation Bank’s West Masi Street Branch, Kumar, was named as the key accused in the case.

Doctors Rajavelu, C.R. Subramanian, Jalal Jawahar, Sundararajan and Bhanumathi were sentenced along with medical equipment supplier Shanmugavel in the case. The case was registered based on a complaint by the Deputy General Manager of the Corporation Bank.

Notification cannot have retrospective effect: HC

Dismisses plea filed by 16 medical students

The Madurai Bench of the Madras High Court ruled that relaxation in the break system introduced from 2016 for medical students could not be given a retrospective effect, while dismissing the plea of 16 students who sought a direction to extend relaxation to them.

The medical students governed by a 2012 notification moved the High Court Bench seeking relaxation of the 2016 notification on break rules to benefit them. Under the 2012 notification, students who failed in their first year MBBS would be given a break from classes and only after clearing re-examination they would be allowed to attend the second year classes. However, under the new notification, the break rule applied from the second year, they said.

Justice V. Parthiban observed that the students governed under the old notification could not be allowed to benefit under the new regulation. When the government had taken a policy decision by bringing amendment with prospective effect, the court could not tinker the policy and give effect to the policy retrospectively.

If any relief was granted to the petitioners, it would lead to miscarriage of justice to identically placed students. The petitioners could not be expected to be treated differently in such a situation, the court said.

மதுரை : தமிழக அரசு வழங்கும் இலவச சைக்கிள்களில் சில ஓட்டுவதற்கு உகந்ததாக இல்லை,' என, பெற்றோர், மாணவர்கள் புகார் தெரிவித்தனர்.

இம்மாவட்டத்தில் அரசு மற்றும் உதவி பெறும் பள்ளி பிளஸ் 1 மாணவர்களுக்கு நடப்பாண்டில் 51,800 சைக்கிள்கள் ஒதுக்கப்பட்டுள்ளன. டிச., துவக்கம் முதல் பள்ளிகள் வாரியாக வழங்கப்படுகின்றன. சில பள்ளிகளில் பழைய சைக்கிள் வழங்கப்படுவதால் ஓட்ட முடியவில்லை என சர்ச்சை எழுந்துள்ளது. சைக்கிள்களை பள்ளிகளில் ஒப்படைத்து, புதிய சைக்கிள் கேட்டு தலைமையாசிரியர்களுடன் பெற்றோர் வாக்குவாதம் செய்கின்றனர்.

தலைமையாசிரியர்கள் கூறியதாவது: பள்ளிகளின் 'நாமினல் ரோல்' அடிப்படையில் சைக்கிள் தேவை பட்டியல் தயாரிக்கப்படுகிறது. அதன்படி அவை ஒதுக்கப்படுகின்றன. நீண்ட நாள் 'ஆப்சென்ட்' ஆன மற்றும் இடைநிற்றல் மாணவர் பெயர்கள் சேர்க்கப்படுகின்றன. சூழ்நிலை, தாமதத்தால் சிலர் வாங்காமல் பள்ளியை விட்டு செல்கின்றனர்.

இதனால் எஞ்சிய சைக்கிள்கள் பள்ளியில் இருப்பு வைக்கப்படுகின்றன. பராமரிக்க ஆள் இல்லாததால் இரும்பு பகுதிகள் துருப்பிடித்தும், 'பெல்' உள்ளிட்ட பாகங்கள் மாயமாகியும் விடுகின்றன. அடுத்தாண்டு சைக்கிள் ஒதுக்கும் போது இந்த பழைய சைக்கிளையும் எண்ணிக்கையில் சேர்க்கப்பட்டு வழங்கப்படுவதால் வாங்க மறுக்கின்றனர். இப்பிரச்னைக்கு கல்வி அதிகாரிகள் முற்றுப்புள்ளி வைக்க வேண்டும் என்றனர்.

ஆனால் கப்பலில் வேறு வேலை கிடைத்து செந்தில் வசதியாக இருப்பதைப் பார்க்கும் கவுண்டமணிக்குத் தானும் எப்படியாவது அந்த வேலையில் சேர்ந்து விட வேண்டுமென்று ஆசை வந்து விடும். மாதம் ரூ. 500 சம்பளத்தில் இருக்கும் கவுண்டமணிக்கு புது வேலையில் மாதம் ரூ. 10,000 கிடைக்குமெனத் தெரிந்தவுடன், செந்திலுக்கு உதவியாளராகக் கூட வேலை மாறத் தயாராகி விடுவார்!

சமையல்காரருக்கான சிவப்புச் சட்டையையும் அந்த வேலையையும் படுபந்தாவுடன் உதறி விட்டு வெளியேறுவார்! அடுத்த காட்சிதான் இன்னும் வேடிக்கை! கப்பல் வேலையில் எப்பொழுது சேரலாம் என்று கேட்பதற்கு செந்திலிடம் போவார் கவுண்டமணி.

‘அண்ணே அவசரப்பட்டு வேலையை விட்டுட்டீங்களே' எனச் செந்தில் கேட்டவுடன் சப்த நாடியும் ஒடுங்கி விடும் நம்ம கவுண்டமணிக்கு. அழாத குறையாகக் கெஞ்சிக் கூத்தாடுவார். ஒருவழியாய் வேலை வாங்கிக் கொடுக்க ஒப்புக் கொள்ளும் செந்திலிடம், தான் என்ன வேலை செய்ய வேண்டுமென கவுண்டமணி கேட்க, செந்தில் சொல்வது காட்சியின் உச்சம்!

‘நடுக்கடலில் கப்பல் நின்று போனால், நீங்கள் கடலில் இறங்கிக் கப்பலைத் தள்ளிவிட வேண்டும்' என்பார்! அப்புறம் என்ன? வழக்கப்படி கவுண்டமணியிடம் செந்தில் உதை வாங்குவார்! மீண்டும் ஸ்ரீவித்யா காலில் விழுந்து பழைய வேலையையே கேட்டு வாங்கிக் கொள்வார் கவுண்டமணி!

ஐயா, இதையெல்லாம் திரைப்படத்தில் வேண்டுமானால் பார்த்து ரசிக்கலாம், சிரிக்கலாம். ஆனால், நமது நிகழ் வாழ்வில் ஓட்டுனரோ, வீட்டுப்பணிப்பெண்ணோ, கணக்காளரோ அதிகப் பிரசங்கியாக, வாயாடியாக இருந்து விட்டால் தீராத தொல்லைதானே?

வங்கியில் வாடிக்கையாளர்களை எரிச்சல் மூட்டும் அதிகாரிகளை, எழுத்தர்களைப் போலவே சில கடைநிலை ஊழியர்களும் இருக்கிறார்கள். எனக்குத் தெரிந்த வங்கிக் காவலாளி ஒருவர் இருக்கிறார். வங்கிக் கதவைக் காலையில் திறக்கும் முன்பு, அவர் செய்யும் அடாவடிகள் சொல்லி மாளாது.

வங்கியின் பலகால வாடிக்கையாளர்களைக் கூட, திருடனைப் போலப் பார்ப்பார், நடத்துவார், கேள்விகள் கேட்பார். பிடித்துத் தள்ளாத குறையாக கம்பிக் கதவைச் சாத்துவார்! அவர் தொல்லை தாங்காமல் வங்கியை விட்டுப் போனவர்கள் அநேகம்! அந்த வேலை அவருக்கு அவ்வளவு ஆணவத்தைக் கொடுத்திருக்கிறது!

எனது நண்பர் ஒருவர் டெல்லியில் பணிபுரிகிறார். அங்கு அலுவலக வளாகங்களில் 10, 15 உயரதிகாரிகளின் ஓட்டுனர்கள் கூடிப் பேசுவதைக் கேட்டால் வேதனையாக இருக்கும் என்பார். காரில் வண்டி ஓட்டுனர் இருக்கும் பொழுதுகைபேசியில் பேசும் அலுவலக இரகசியங்கள் எல்லாம் அங்கு அலசப்படுமாம். அத்துடன் காரில் நடக்கும் கணவன் மனைவி சண்டைகளும் அங்கு கேலி பேசப்படுமாம்!

‘Maid in Heaven' எனும் குறும்படம் ஒன்று யூடியூபில் பார்க்கலாம். இந்தி வசனங்கள் என்றாலும், ஆங்கில மொழிபெயர்ப்பை sub title ஆகக் கொடுத்து உள்ளார்கள். மும்பையில் வேலைக்குச் செல்லும் குடும்பப் பெண் ஒருவர், வீட்டு வேலைக்கு ஆள் தேடுகிறாள். அவரது நண்பியும் அவளும் எப்படிப்பட்ட ஆள் வேண்டும் என சுத்தம், நேரம் தவறாமை எனப் பட்டியலிடுவார்கள் பாருங்கள், வெகுவாக ரசிப்பீர்கள்.

ஒரு அம்மையாரைத் தேர்ந்தெடுத்தும் விடுவார்கள். ஆனால் அந்த அம்மா படுத்தும் பாட்டில், தன் கையே தனக்குதவி என ஞானம் பெறுவது நம்மையும் சிந்திக்க வைக்கும்!

ஒரு பணியாளருக்குத் தேவையானவை நேர்மையும் திறமையும் மட்டுமல்ல, கொஞ்சமாவது பணிவும் தேவை அல்லவா? திமிரும் கர்வமும் இருப்பது மட்டுமில்லாமல் அதைத் தமது முதலாளியிடமே காட்டினால் எப்படி? மேலும் மிகத் திறமையானவன் கொஞ்சம் வாயாடியாக இருந்தாலாவது சகித்துக் கொள்ளலாம். வேலையும் தெரியாமல், பணிவில்லாமலும் இருந்தால் யாரால் பொறுத்துக் கொள்ள முடியும்?

‘வாயாடியாகவும், பணிவற்றவனாகவும் உள்ள வேலைக்காரனை வைத்துக் கொண்டிருந்தால் நிம்மதி போய் விடும்' எனச் சாணக்கியர் சொல்வது என்றென்றும் உண்மையல்லவா?

விஜய் சேதுபதினாலே வித்தியாசம்தான்: 'சீதக்காதி' குழுவினருக்கு ரஜினி பாராட்டு

விஜய் சேதுபதினாலே வித்தியாசம்தான் என்று தொலைபேசி வாயிலாக 'சீதக்காதி' படக்குழுவினருக்கு ரஜினி பாராட்டு தெரிவித்துள்ளார்.

பாலாஜி தரணிதரன் இயக்கத்தில், விஜய் சேதுபதி, மெளலி, அர்ச்சனா உள்ளிட்ட பலர் நடிப்பில் வெளியாகியுள்ள படம் 'சீதக்காதி'. விஜய் சேதுபதி நாயகனாக நடித்துள்ள 25-வது படம் இது. பேஷன் ஸ்டுடியோஸ் தயாரித்துள்ள இப்படத்தை, தமிழகமெங்கும் ட்ரைடெண்ட் நிறுவனம் வெளியிட்டுள்ளது.

திரையுலகப் பிரபலங்கள் பலரும் இப்படத்தை வெகுவாகப் பாராட்டியுள்ளனர். விமர்சன ரீதியாகவும் 'சீதக்காதி' படத்துக்கு நல்ல வரவேற்பு கிடைத்துள்ளது. இதனால், படக்குழுவினர் பெரும் மகிழ்ச்சியில் உள்ளனர்.

இந்நிலையில், 'சீதக்காதி' பார்த்துவிட்டு படக்குழுவினரை தொலைபேசி வாயிலாகப் பாராட்டியுள்ளார் ரஜினி. 'பேட்ட' படத்தில் ரஜினிக்கு வில்லனாக விஜய் சேதுபதி நடித்துள்ளது குறிப்பிடத்தக்கது.

விஜய் சேதுபதிக்கும் தயாரிப்பாளருக்கும் தொலைபேசி வாயிலாக வாழ்த்து தெரிவித்துள்ளார் ரஜினி. "விஜய் சேதுபதினாலே வித்தியாசம். வித்தியாசம்னா விஜய் சேதுபதி. ரொம்ப நல்லாயிருந்தது. ரொம்பவே ரசிச்சுப் பார்த்தேன். காமெடி காட்சிகள் அற்புதமாக இருந்தது" என்று தெரிவித்துள்ளார் ரஜினி.

ஐஏஎஸ் அதிகாரிகள் 2 பேரை இடமாற்றம் செய்து தமிழக அரசு உத்தரவிட்டுள்ளது.

தமிழக அரசின் நகர் மற்றும் கிராம ஊரக திட்ட ஆணையராக பதவி வகிக்கும் பியுலா ராஜேஷ் இந்திய மருத்துவம் மற்றும் ஹோமியோபதி ஆணையராக மாற்றப்பட்டார்.

சிஎம்டிஏ முதன்மை செயலாளர் ராஜேஷ் லக்கானிக்கு அடுத்த உத்தரவு வரும்வரை நகர மற்றும் கிராம திட்ட ஆணையராக கூடுதல் பொறுப்பு வழங்கப்பட்டுள்ளது.

இதற்கான உத்தரவை தலைமைச் செயலர் கிரிஜா வைத்தியநாதன் பிறப்பித்துள்ளார்.

சமீபத்தில் நீதிமன்ற அவமதிப்பு வழக்கு ஒன்று உயர் நீதிமன்றத்தில் அதிருப்தி தெரிவித்த நீதிபதி, நீதிமன்ற உத்தரவுகளை மதிக்காத போக்கு சமீப காலமாக அதிகரித்து வருவதாக கண்டனம் தெரிவித்தார்.

மேலும் இந்த விவகாரம் தொடர்பாக நகரமைப்புத் துறை இயக்குனர் பீலா ராஜேஷ் ஜனவரி 21-ம் தேதி நேரில் ஆஜராகி விளக்கம் அளிக்க வேண்டும் என உத்தரவிட்டிருந்தார். இந்நிலையில் இந்த மாற்றம் செய்யப்பட்டுள்ளது குறுப்பிடத்தக்கது.

தேவையா இத்தனை விடுமுறைகள்?

"காலத்தை மதிப்பவர்களே காலத்தால் மதிக்கப்படுவார்கள்'. காலம் உயிர் போன்றது. போனால் வராது. கடமை கண் போன்றது. கடந்த அக்டோபர் 29-ஆம் தேதியன்று 2019-ஆம் ஆண்டுக்கான பொது விடுமுறை நாள்களை தமிழக அரசு அறிவித்துள்ளது. 2019-ஆம் ஆண்டில், அரசு அலுவலகங்கள், நீதிமன்றங்களுக்கு 22 நாள்கள் விடுமுறை. இந்த நாள்களில் சில ஞாயிறுகளும் கலந்துள்ளன.
ஓர் அரசு ஊழியருக்கு ஓர் ஆண்டுக்கு முழு சம்பளத்துடன் கூடிய விடுப்பு நாள்கள் எவ்வளவு என்று தெரியுமா? ஓர் ஆண்டுக்கு 52 வாரங்கள் என்பதால், 52 சனி, ஞாயிற்றுக்கிழமைகள் வருகின்றன. அதாவது 104 நாள்கள் சனி, ஞாயிறு விடுமுறைகள். இத்துடன் முடிந்து விடுவதில்லை.

பொது விடுமுறை நாள்கள் 22, தற்செயல் விடுப்பு 15 நாள்கள், மதச் சார்பு விடுப்பு 3 நாள்கள், ஈட்டிய விடுப்பு 30 நாள்கள், மருத்துவ விடுப்பு 15 நாள்கள். இதற்குமேல் தேர்தல் நாள்கள், முன்னாள் குடியரசுத் தலைவர்,  பிரதமர் மறைவுக்கு 2 நாள்கள். ஆக, மொத்தம் (104+22+15+3+30+15+2) 191 நாள்கள் நமது அரசு ஊழியர்களுக்கு விடுமுறை வழங்கப்படுகிறது. இதில் ஒரு சில விடுப்பு நாள்கள் சனி, ஞாயிறுகளில் வரலாம். அதனால், விடுப்பு குறையலாம்.

அதிகப்படியாக ஆண்டுக்கு 365 நாள்களில் சுமார் 191 நாள்கள் விடுப்பு என்றால் அவர்கள் வேலை செய்யும் நாள்கள் வெறும் 174 நாள்கள் மட்டுமே. ஓர் ஆண்டில் பாதிக்கும் அதிகமான நாள்கள் விடுமுறை என்றால், நமது வரிப்பணம் வீணாகிறது என்றுதானே பொருள்? வேலையில்லாத் திண்டாட்டத்தால் இளைஞர்கள் பலர் வாடும்போது, ஊழியர்கள் இந்த அளவுக்கு விடுமுறை பெறுவது என்ன நியாயம்?

சமூகத்தில் சலுகை பெற்ற பகுதியினர் அரசு ஊழியர்கள். ஒரு நாளைக்கு அரசாங்க விடுமுறை என்றால், அதற்கு சுமார் ஆயிரங்கோடி ரூபாய் விரயமாகிது. அரசும் ஆட்சியாளர்களும் விரயம் செய்வது ஒரு பக்கம் இருக்க விடுமுறையை அனுபவிக்கும் அரசு அதிகாரிகள் பணியாளர்களுக்கும் ஏற்படும் தேவையற்ற செலவுகளும் அப்பாவி மக்களின் தலையில் சுமத்தப்படுகிறது என்பது குறித்து நாம் உணர்வதாகவே தெரியவில்லை.

ஒவ்வொரு பிரஜையும் இவ்வளவு சலுகை அனுபவிக்க முடியுமா? சிறு வியாபாரிகள், தட்டுக் கடை வியாபாரிகள், தள்ளுவண்டி வியாபாரிகள், விவசாயத் தொழிலாளர்கள், மரவேலை செய்பவர்கள், கட்டடங்களுக்குக் கூலி வேலை செய்பவர்கள், தலைச்சுமையாக கீரைகள், காய்கறிகள், பழங்கள் விற்பவர்கள், தெருவோர சிறுகடைக்காரர்கள் இதுபோன்ற சமுதாயத்துக்கு மிகத் தேவையான ஆண், பெண் கூலிகள் போன்றவர்களுக்கு இப்படிப்பட்ட விடுமுறை கிடைக்குமா? விடுமுறை எடுப்பதாக எடுத்துக்கொண்டால் பிழைக்க முடியுமா?
இதில் மேலும், சிறப்புச் சலுகை பெற்றவர்கள் ஆசிரியப் பெருமக்கள். அவர்களது பணி மரியாதைக்குரியது, இன்றியமையாதது என்பதை மறுப்பதற்கில்லை. அதற்காக, சமுதாயத்துக்கு வழிகாட்ட வேண்டிய, முன்னுதாரணமாக இருக்க வேண்டிய ஆசிரியப் பெருந்தகைகள், மற்றவர்களின் ஏளனத்துக்கும் விமர்சனத்துக்கும் ஆளாவது துரதிர்ஷ்டவசமானது. 

தொடக்கப்பள்ளி ஆசிரியர்கள் முதல் கல்லூரிப் பேராசிரியர்கள் வரை - காலாண்டுத் தேர்வு விடுப்பு, அரையாண்டு, முழு ஆண்டுத் தேர்வு விடுமுறைகள் இவர்களுக்கெல்லாம் அதிகப்படியான விடுமுறைகள் கொடுப்பதற்கான காரணம், அவர்கள் விடுமுறை  நாள்களில் பல்வேறு பயனுள்ள நூல்களைப் படித்து செய்திகளைச் சேகரித்துக் கொண்டு தம்மிடம் கல்வி கற்கும் மாணவர்களை எதிர்காலப் போட்டி உலகத்துக்குத் தயார் செய்யும் வகையில், தங்களை வலிவுள்ளவர்களாகத் தயாரித்துக் கொள்வதற்காகத்தான். அவர்கள் அதுவல்லாமல் வட்டித் தொழில் முதல் ரியல் எஸ்டேட் தொழில் வரை மிகச் சிறப்பாகச் செய்கிறார்கள் என்று விமர்சனங்கள் எழும்போது, வேதனையாக இருக்கிறது. அனைவரையும் குற்றப்படுத்த முடியாதுதான். ஆனால், ஒரு சிலரின் செயல்பாடுகள் அனைத்து ஆசிரியர்களையும் அல்லவா பாதிக்கின்றன.

பல ஆயிரங்கோடி  ரூபாய்கள் செலவிட்டு ஒவ்வொரு பல்கலைக்கழகங்களுக்கும் பல நூற்றுக்கணக்கான ஏக்கர் நிலங்களை ஒதுக்கி, பலகோடி ரூபாய்களுக்குக் கட்டடங்களைக் கட்டி விட்டு குளிர்சாதனம் பொருத்தப்பட்ட நூலகங்களை, சோதனைச் சாலைகளை, விலை உயர்ந்த உபகரணங்களையெல்லாம் வாங்கி நிரப்பி, விலை மிகுந்த மேஜை நாற்காலிகளை ஆசிரியர்களுக்கும், டெஸ்க், போர்டு முதலானவற்றை மாணவர்களுக்கும் வாங்கி அவற்றையெல்லாம் தினம் பயன்படுத்தாமல் யாருக்கும் உபயோகமின்றி பூட்டி வைத்து காவலாளிகளைப் போட்டு காவல் காத்துக் கொண்டிருப்பதால் யாருக்கு என்ன லாபம்?

ஜப்பான், சீனா, சிங்கப்பூர் முதலிய நாடுகளில் எல்லாம் விடுமுறை நாள்களில், அதே கட்டடங்களை, மேசை- நாற்காலிகளை, நூலகங்களை சோதனைச் சாலைகளைப் பயன்படுத்தி விடுமுறை காலக் கல்லூரிகளை நடத்துகிறார்கள். அதன் மூலம், 4,000 பேர் தற்போது படிக்கிற கல்லூரியின் உபகரணங்களைக் கொண்டே 8,000 பேரை  படிக்க வைக்கலாம். 500 பேர் வேலை செய்யும் இடத்தில் ஆயிரம் பேர்களுக்கு வேலை கொடுக்கலாம். இவற்றையெல்லாம் நாம் பின்பற்றாமல் இருக்கிறோம்.

இசுலாமிய அரசு ஊழியர்கள் கொண்டாடும் ரம்ஜான், பக்ரீத், மொகரம், மீலாது நபி போன்ற நாள்களில், அந்தப் பண்டிகையை முற்றும் கொண்டாடாத பெரும்பான்மையாக உள்ள இந்து மத ஊழியர்களுக்கும் கிறித்துவ மதத்தைச் சார்ந்தவர்களுக்கும் விடுமுறை கொடுத்து அவர்களை முடக்கிப் போடுவது நியாயம்தானா? அதுபோலவே கிறித்துவ மதப் பண்டிகைகளுக்கு இந்து, இஸ்லாமிய ஊழியர்களுக்கு விடுமுறை கொடுப்பது எந்த வகையில் சரியானது?
கிருஷ்ண ஜெயந்தி, விநாயகர் சதுர்த்தி, ஆயுத பூஜை, விஜயதசமி, மகாவீர் ஜெயந்தி, தெலுங்கு வருடப் பிறப்பு, தமிழ் வருடப் பிறப்பு முதலிய பண்டிகை நாள்களில் அந்தப் பண்டிகையைக் கொண்டாடத் தேவையில்லாத இசுலாமிய, கிறித்துவ ஊழியர்களுக்கு ஏன் விடுப்பு கொடுக்க வேண்டும்? ஏதாவது நியாயம் இருக்கிறதா? அந்த நாள்களில் மற்ற ஊழியர்களைக் கொண்டு அலுவலகத்தைத் திறந்து வைத்திருக்கலாம் அல்லவா?

மேற்சொன்ன வேலை நாள்களுக்கெல்லாம் "வேலையில்லை; ஆகவே, சம்பளம் இல்லை' என்ற கொள்கைப்படி சம்பளத்தைக் குறைத்தால் எல்லாரும் ஒத்துக்கொள்வார்களா? அல்லது அந்த நாள்களை வேலை நாள்களாக்கி வேண்டிய பண்டிகைகளுக்கு அதற்கான சம்பளத்தைத் தியாகம் செய்துதான் பண்டிகை கொண்டாட வேண்டும் என்றால், எத்தனை பேர் சம்பளத்தை விட்டு விட்டு பண்டிகை கொண்டாடுவார்கள்? தீபாவளியன்றுகூட அதிகாலையில் எண்ணெய்க் குளியல் முடித்து, பலகாரங்கள் உண்டு, புத்தாடையுடன் அலுவலகங்களுக்கு வந்து விடுவார்கள். அதுதானே உண்மையான மதச்சார்பின்மையாக இருக்கும்.

நம்மை விடச் சிறிய நாடான சிங்கப்பூரில் புத்தாண்டு, தேசிய விடுமுறை, கிறித்தவர்களுக்கு ஒரு நாள், இசுலாமியர்களுக்கு ஒரு நாள், மலாயக்காரர்களுக்கு ஒரு நாள், சீனர்களுக்கு ஒரு நாள் என்று ஆண்டு விடுமுறை ஆறே நாள்கள். நம்மை விடப் பெரிய நாடான சீனாவில் சீனத்தின் சிற்பி மாசேதுங் மறைந்த நாளன்றுகூட விடுமுறை கிடையாது. மாறாக, ஒவ்வொருவரும் ஒரு மணி நேரம் கூடுதலாக வேலை செய்கிறார்கள்.

இத்தனை அதிகமான நாள்கள் விடுமுறை வழங்கி அலுவலகங்களைப் பூட்டி வைப்பதற்குப் பதிலாக முக்கியமாக தேச விடுமுறை நாளாக சுதந்திர நாள், குடியரசு நாள், அண்ணல் காந்தி பிறந்த நாள் ஆகியவற்றுக்கு மட்டுமே விடுமுறை அளித்துவிட்டு, அரசு ஊழியர்களுக்கு உள்ள தற்செயல் விடுப்பு நாள்களை 25 நாள்களாகவே வைத்து அந்தந்த மதத்தினர் தேவையான விடுமுறை நாள்களை எடுத்துக்கொண்டு பண்டிகையைக் குதூகலமாகக் கொண்டாடலாம். அலுவலகங்களையும், நீதிமன்றங்களையும், பல்கலைக்கழகங்களையும் கல்லூரிகளையும் மூடி வைத்திருப்பதற்குப் பதிலாகத் திறந்து வைக்கலாம். பொது மக்களும் பயன் அடைவார்கள்.

நல்ல அரசாங்கம் அதன் குடிமக்களை அதிகமாக சமூகத்திற்குப் பயன்மிக்கவர்களாக உழைக்கச் செய்ய வேண்டும். உழைப்பவர்களை வளர்க்க வேண்டும். பாதுகாக்க வேண்டும். அவர்களைச் சோம்பேறிகளாக்க அரசு முயலக் கூடாது. விடுமுறைகளை அதிகரித்து அரசு அலுவலகங்களை அதிக நாள் பூட்டி வைக்கக் கூடாது.

நாம் எப்போது உழைப்பை நேசிக்கிறோமோ, அப்போதே புதிய புதிய படைப்பு நுணுக்கங்கள் நம் கண்முன் வந்துவிடும். ஏனென்றால், நேசிப்பின்போது உச்சகட்ட விழிப்புணர்வுக்கு நாம் தானாகப் பயணிக்கிறோம். நம்மையும் நம் தலைமுறையையும் உழைக்கப் பழக்க வேண்டும்.

தான் இறந்தால் அன்று விடுமுறை வழங்கக்கூடாது என்றும், தனது நினைவு நாள் வேலை நாளாக இருக்க வேண்டும் என்றும் விரும்பியவர் அண்ணல் காந்தியடிகள். காந்தியார் வழி நடக்கிறோம் என்று கூறிக் கொண்டு, அவரை "தேசப்பிதா' என்று அழைத்துக் கொண்டு, சோம்பேறிகளாக நாம் காலத்தைக் கழிக்கிறோம். விடுமுறை இல்லாமல் உழைக்கும் மனநிலை ஏற்பட்டால் ஒழிய இந்தியாவின் வல்லரசுக் கனவு, சவாலாகத் தொடருமே அல்லாது 
நனவாகாது!

வங்கிகள் இணைப்பை கைவிட வலியுறுத்தி வங்கி ஊழியர்கள் நாளை வேலைநிறுத்தம்

வங்கிகள் இணைப்பை கைவிட வலியுறுத்தி வங்கி ஊழியர்கள் புதன்கிழமை (டிச. 26) நாடு முழுவதும் ஒருநாள் வேலை நிறுத்தத்தில் ஈடுபடவுள்ளனர். இதில் 85,000 வங்கி கிளைகளைச் சேர்ந்த 10 லட்சம் ஊழியர்கள் பங்கேற்கவுள்ளனர். இதனால், வங்கிச் சேவை பாதிக்கும் சூழல் ஏற்பட்டுள்ளது.
பரோடா வங்கி, விஜயா வங்கி, தேனா வங்கி ஆகியவற்றை இணைக்க மத்திய அரசு முடிவு செய்துள்ளது. இதற்கு வங்கி ஊழியர்கள், அதிகாரிகள் எதிர்ப்பு தெரிவித்து வருகின்றனர். இதை கண்டித்து கடந்த 21-ஆம் தேதி வங்கி அதிகாரிகள் நாடு முழுவதும் ஒருநாள் வேலை நிறுத்த போராட்டத்தில் ஈடுபட்டனர். 
இந்நிலையில், வங்கிகள் இணைப்பை கைவிட வலியுறுத்தி வங்கி ஊழியர்கள், அதிகாரிகள் நாடு முழுவதும் புதன்கிழமை (டிச. 26) ஒருநாள் வேலைநிறுத்தத்தில் ஈடுபடவுள்ளனர். இது குறித்து அகில இந்திய வங்கி ஊழியர் சங்கப் பொதுச் செயலாளர் வெங்கடாச்சலம் கூறியது:
நாட்டில் கோடிக்கணக்கான மக்களுக்கு வங்கி சேவை சென்றடையாதநிலையில், வங்கிகளை விரிவுப்படுத்த வேண்டுமே தவிர, வங்கிகளை சுருக்குவது தேவையற்றது. வங்கிகளை இணைப்பதால், வங்கி கிளைகள் மூடப்பட்டு வருகின்றன. கடந்த ஆண்டு எஸ்.பி.ஐ. வங்கியோடு 6 வங்கி இணைத்தபிறகு, 6,950 கிளைகள் மூடப்பட்டுள்ளன. இதே நிலைமைதான் இந்த இணைப்புக்குப் பிறகும் ஏற்படும். வங்கிகளை மூடுவதால் மக்களுக்கு அளிக்கப்படும் வங்கிச் சேவை குறையும்.
எஸ்.பி.ஐ. வங்கி இணைப்புக்கு முன்னதாக ஆண்டுக்கு சுமார் 75,000 புதிய வேலைவாய்ப்பு அளிக்கப்பட்டது. எஸ்.பி.ஐ. வங்கி இணைப்புக்குப் பிறகு, இந்த ஆண்டு 5,000 புதிய வேலைகளே அளிக்கப்பட்டுள்ளன. எனவே, வங்கிகள் இணைப்புகளால் வேலைவாய்ப்பு குறையும். இதுபோன்ற காரணங்களால், வங்கி இணைப்பை கைவிட வலியுறுத்தி நாடு முழுவதும் 85,000 வங்கி கிளைகளை சேர்ந்த 10 லட்சம் வங்கி ஊழியர்கள், அதிகாரிகள் புதன்கிழமை வேலைநிறுத்தப் போராட்டத்தில் ஈடுபடவுள்ளனர். தமிழகத்தில் 15,000 வங்கிக் கிளைகளைச் சேர்ந்த 80,000 ஊழியர்கள் மற்றும் அதிகாரிகள் இந்த வேலைநிறுத்தத்தில் பங்கேற்க உள்ளனர். இந்த வேலைநிறுத்தம் காரணமாக, வங்கியில் பணம் எடுக்கவோ, வைப்பு வைக்கவோ முடியாது. ஏற்றுமதி, இறக்குமதி கணக்கு, அரசாங்க கருவூல கணக்கு, காசோலை பரிவர்த்தனைகள் உள்பட பல்வேறு வங்கி சேவைகள் பாதிக்கும் என்றார் அவர்.
 

வாஜ்பாய் நினைவாக 100 ரூபாய் நாணயம்: பிரதமர் மோடி வெளியிட்டார்

முன்னாள் பிரதமர் வாஜ்பாய் நினைவு நாணய வெளியீட்டு விழாவில் பிரதமர் நரேந்திர மோடிக்கு வணக்கம் தெரிவித்த பாஜக மூத்த தலைவர் எல்.கே.அத்வானி.

முன்னாள் பிரதமர் வாஜ்பாயின் 94-ஆவது பிறந்ததினத்தை முன்னிட்டு, அவருக்கு மரியாதை செலுத்தும் வகையில் அவரது உருவம் பொறித்த ரூ. 100 நாணயத்தை பிரதமர் நரேந்திர மோடி திங்கள்கிழமை வெளியிட்டார்.
முன்னாள் பிரதமர் அடல் பிஹாரி வாஜ்பாய் கடந்த ஆகஸ்ட் மாதம் உடல்நலக் குறைவால் தில்லி எய்ம்ஸ் மருத்துவமனையில் உயிரிழந்தார். அவரின் 94-ஆவது பிறந்த தினம் செவ்வாய்க்கிழமை(டிச. 25) நாடு முழுவதும் கொண்டாடப்படுகிறது. அதையொட்டி, அவரின் நினைவாக ரூ. 100 நாணயத்தை தில்லியில் பிரதமர் மோடி வெளியிட்டார்.
இந்த நிகழ்ச்சியில் பாஜக மூத்த தலைவர் எல். கே. அத்வானி, பாஜக தேசிய தலைவர் அமித் ஷா, மத்திய நிதியமைச்சர் அருண் ஜேட்லி, மக்களவைத் தலைவர் சுமித்ரா மகாஜன் உள்ளிட்டோர் கலந்து கொண்டனர். அந்த நிகழ்ச்சியில் மோடி பேசியதாவது:

நாட்டில் ஜனநாயகத்துக்குதான் முன்னுரிமை அளிக்கப்பட வேண்டும்; அதுதான் உச்சத்தில் இருக்க வேண்டும் என்று வாஜ்பாய் விரும்பினார். அவரையும், கட்சியையும் முன்னிலைப்படுத்தாமல் தேசத்துக்கே முன்னுரிமை அளித்தார். ஜனசங்கத்தை அவர்தான் உருவாக்கினார். எனினும் ஜனநாயகத்தை காப்பதற்காக அதிலிருந்து விலகி ஜனதா கட்சிக்கு சென்றார். அதேபோல, கொள்கைகளை சமரசம் செய்து கொண்டு அதிகாரத்தில் இருக்கும் சூழல் உருவானபோது, ஜனதா கட்சியை உதறிவிட்டு பாஜகவை தோற்றுவித்தார். பாஜகவை படிப்படியாக தேசிய கட்சியாக உயர்த்திய பெருமை அவரையே சேரும் என்றார்.

சிலருக்கு அதிகாரமும், ஆட்சியும் தான் பிராணவாயு(ஆக்ஸிஜன்) போல இருக்கிறது. அது இல்லாமல் அவர்களால் வாழ முடியவில்லை. 2 ஆண்டுகள் அல்லது 5 ஆண்டுகள் அதிகாரத்தில் இல்லை என்றால் கூட அமைதியை இழந்து விடுகின்றனர். இது தான் தற்போதைய அரசியல் நிலைமை. ஆனால் தனது அரசியல் வாழ்க்கையில் பெரும்பான்மையான காலத்தை எதிர்க்கட்சியில் இருந்துகொண்டு தேசத்தின் நன்மைக்காகவும், மக்களின் நன்மைக்காகவும் வாஜ்பாய் குரல் கொடுத்து வந்தார்.

Indian Railway Catering and Tourism Corporation (IRCTC) has organised five Bharat Darshan tour packages for January.

According to IRCTC, a Shirdi Special train will be operated from Madurai via Dindigul, Tiruchi, Vridhachalam, Villupuram, and Chennai Egmore. It will cover Shirdi, Padharpur and Mantralayam in seven days from January 2 at Rs. 6,615 per person for non-AC travel, accommodation in halls/dormitories and vegetarian food.

Markazhi Special Guru Sthal Yatra from Madurai along the same route will cover Nava Brindavanam, Mantralayam and Ahobilam from January 10 over five days at Rs. 6,160 per person.

A Pongal vacation special from Madurai from January 16 will cover Nanjangud, Melkote, Sri Rangapattinam, Talacauvery, Coorg and Myore for over five days at Rs. 5,635 per person. Both North Kerala and South Kerala special tours for five days from January 2 will be operated from Madurai. Court registry misplaces case bundle, lands advocate in trouble

Fails to list the lawyer’s request for withdrawal multiple times

Coming across a shocking case of the Madras High Court Registry putting an advocate in trouble for a mistake committed by it, the High Court, on its judicial side, directed the registry to henceforth conduct preliminary inquiries on complaints against lawyers without mechanically forwarding them to the Bar Council of Tamil Nadu and Puducherry.

Justice P.T. Asha issued the direction while permitting a group of litigants to withdraw a civil case filed by them in 2014. During the course of hearing of the case, the judge came to know that one of the petitioners had written a letter to their lawyer N. Manokaran on September 28 expressing her unwillingness to prosecute the case any more.

Requests ignored

The counsel submitted a representation to the registry with a request to list the case under the caption ‘For Withdrawal’. However, his request was not acceded to by the registry because the case bundle could not be traced. After waiting for a month, he sent a written reminder to the registry on November 7. Even then the case was not listed. One of the litigants wrote directly to the registry requesting initiation of necessary steps for withdrawal. In the letter, she stated that Mr. Manokaran’s inaction had caused great mental agony to her.

This time,the registry immediately forwarded the litigant’s letter to the Bar Council. Disapproving of such a practice, Justice Asha said the facts of the case would prove that the lawyer was not at fault. She directed the registry to request the Bar Council to desist from taking any action.

He is charged with not arresting an accused in the Gold Quest cheating case

The Madras High Court has directed the State Director-General of Police (DGP) to dispose of within two months an appeal preferred by a suspended Sub Inspector of Police challenging a tribunal’s order to recover from him Rs. 1 crore reportedly received as a bribe for not arresting one of the accused in the multi-crore Gold Quest cheating case.

Justice S. Vimala ordered that the statutory appeal preferred on August 20 should be disposed of as early as possible, and in any event not later than two months, because the writ petitioner, C. Sivasubramanian, was being paid subsistence allowance without any increment ever since he was suspended from service in December 2008.

The cheating case involving Gold Quest International Private Limited had created a furore 10 years ago when a huge number of investors accused the firm of having swindled their money. Then, the firm sold gold coins at exorbitant rates on the false premise that they were of limited edition and had a numismatic value.

Properties attached

Police investigation revealed that the company expanded its business and cheated hundreds of investors by paying huge commissions to those engaged in marketing their products. The case took a serious turn with the Enforcement Directorate attaching properties worth Rs. 150 crore belonging to the firm.

When the case was investigated by the Crime Branch-Criminal Investigation Department in 2008, a team of police officers, including the present petitioner, were suspended from service on the charge of having taken a bribe of Rs. 1 crore from Feroze Khan, one of the prime accused, for not arresting him.

In 2014, departmental proceedings were initiated against the suspended police officers before the disciplinary proceedings tribunal in Chennai. On May 31, 2017, the tribunal held the policemen guilty of the charge and ordered that the bribe money be recovered from them and returned to Feroze Khan.

The petitioner challenged the tribunal’s findings by preferring a statutory appeal before the DGP on August 20 this year. However, since there was a delay in disposing it of, he moved the High Court seeking a direction for early disposal of the appeal in view of the long pending nature of the case.

Relaxing the rules related to granting permission to government servants to undertake foreign trips, the Madras High Court held that, henceforth, heads of department need not deny permission to every other employee against whom a disciplinary proceeding or a vigilance case had been either contemplated or pending.

Justice S. Vimala held the decision to grant permission could be taken on a case-by-case basis. The judgment was passed on a writ petition filed by an Inspector of Police, attached to the modern control room of Greater Chennai police, seeking permission to visit holy places in Israel, Jordan, Jerusalem and Egypt.

Pilgrimage trip

The petitioner contended that following the unnatural death of his wife and daughter recently, he wanted to go on a trip to the holy lands for restoring his peace of mind. However, his higher officials refused to grant a ‘no objection certificate’ citing a vigilance inquiry pending against him.

Since permission was denied in view of a Government Order issued on December 4, 1997 listing the restrictions for grant of NOC, he urged the court to quash the G.O. and issue a consequential direction to Commissioner of Police to grant him permission besides sanctioning 16 days of earned leave for the foreign trip.

The G.O. read: “The heads of department, before granting NOC, shall ensure that no disciplinary proceedings are pending or contemplated, no vigilance case is pending or contemplated against a government servant and there are no grounds to believe that the applicant could figure adversely on the security records of the government.”

Observing that the G.O. need not be struck down in its entirety, Mr. Justice Vimala said it would suffice if the term ‘shall’ used in it was read as ‘may.’ If such an interpretation was given to the executive order, it would be open to heads of department to take a call on case-by-case basis without rejecting even genuine requests.

Conditions for travel

The HoDs, however, would be entitled to impose conditions such as a bar on taking up a job or undergoing a study programme during the stay abroad or making the government liable for the travel expenses. The employees could also be prohibited from canvassing for business or tendering resignation from a foreign country.

In so far as the present case was concerned, Special Government Pleader A.N. Thambidurai insisted that the petitioner submit his entire itinerary. After recording his submission, the judge said it would be open to the Commissioner of Police to impose any reasonable condition for grant of NOC.

Lack of specialist doctors is a major concern, says Vinod K. Paul

A lot of hard work is being made to increase the number of medical seats in the coming years, Dr. Vinod K. Paul, Chairman, Board of Governors, Medical Council of India and NITI Aayog member, said.

“The assessment for the number of seats in academic year 2019-20 is still going on. ICU beds are currently not counted for medical seats. Every speciality has ICU, which can be converted into medical seats. This is under consideration, but nothing official yet,” he told reporters on the sidelines of a conclave of State Health Sciences Universities.

The road ahead

The theme of the conclave was ‘Enhancing Excellence in Health Medical Education: journey so far and the road ahead’, organised by the Tamil Nadu Dr. M.G.R. Medical University, Chennai, in partnership with NITI Aayog. Dr. Paul said one of the major concerns was lack of availability of specialist doctors. “While the country has done well in terms of penetration of generic medical colleges, we need to increase the number of specialist medical colleges,” he said.

He hailed Tamil Nadu for the progress it has made in the healthcare sector and said that the Chief Minister’s Comprehensive Health Insurance Scheme of the State, has been used as a role model in designing the Ayushman Bharat programme.

He also said that revised National Medical Commission Bill has tried to address the concerns of States and other stakeholders and it is up to the Parliament to consider and pass it.

More medical colleges

Delivering his inaugural address at the conclave, Health Minister C. Vijaya Baskar said Tamil Nadu had the largest number of Government Medical Colleges (22 colleges with 2,900 MBBS seats).

Five new collegeshave been established in the last six years and MBBS seats have been increased by 1,000. “A new Government Medical College at Karur with an annual intake of 150 students at a cost of Rs. 229.46 crore is taking shape. Steps are being taken to add 345 MBBS seats in four government colleges,” the minister said.

The government was committed to starting medical colleges in all the districts in a phased manner, he added.
