நடைபயணமாக வரும் தமிழக பக்தர்களுக்கு தங்கும் விடுதி: திருப்பதி தேவஸ்தான அதிகாரி தகவல்

திருமலைக்கு நடைபயணமாக வரும் தமிழக பக்தர்களின் வசதிக்காக தமிழக-ஆந்திர எல்லையில் அனைத்து வசதிகளுடன் கூடிய தங்கும் விடுதி கட்டப்படும் என திருப்பதி தேவஸ்தானம் தெரிவித்துள்ளது. திருமலை-திருப்பதி தேவஸ் தான தலைமை நிர்வாக அதிகாரி சாம்பசிவ ராவ் ‘தி இந்து’ வுக்கு நேற்று அளித்த சிறப்புப் பேட்டியில் கூறியதாவது:

திருப்பதி ஏழுமலையான் கோயிலுக்கு வரும் பக்தர்களின் எண்ணிக்கை நாளுக்கு நாள் அதிகரித்து வருகிறது. இதனால் சாதாரண பக்தர்கள் தரிசனம் செய்ய மிகவும் சிரமப்படுகின்றனர். இதற்கு தீர்வு காண தேவஸ்தானம் நடவடிக்கை எடுக்குமா?

நாடு முழுவதிலும் இருந்து மட்டுமல்லாமல் உலகின் பல்வேறு நாடுகளிலிருந்தும் ஏழுமலையானை தரிசிக்க ஏராளமான பக்தர்கள் இங்கு வருகின்றனர். தினமும் சராசரியாக 65 ஆயிரம் பேர் தரிசனம் செய்கின்றனர். தரிசனத்துக்காக வரிசையில் நிற்கும்போது தள்ளு முள்ளு ஏற்படுவதை தவிர்ப்பதற்காக 3 வரிசை திட்டம் சமீபத்தில் அமல்படுத்தப்பட்டது. இதற்கு பலன் கிடைத்துள்ளது.

மேலும் விஐபி-களுக்கு இரண்டு வேளையும் தரிசனம் செய்ய அனுமதிக்கப்பட்ட நிலையில் இப்போது காலை வேளையில் மட்டுமே அனுமதிக்கப்படுகிறது. இதனால் சாதாரண பக்தர்களின் தரிசன நேரம் அதிகரித்துள்ளது. சமீபத்தில் ஒரே நாளில் ஒரு லட்சத்துக்கும் மேற்பட்ட சாமானிய பக்தர்கள் சுவாமியை தரிசித்தனர் என்பதே இதற்கு சான்று.

திருமலையில் தங்கும் அறை கிடைக்காமல் பக்தர்கள் மிகவும் அல்லல்படுகின்றனர். இதற்கு மாற்று திட்டம் ஏதாவது நடைமுறைபடுத்தப்படுமா?

திருமலையில் தேவஸ் தானத்துக்கு சொந்தமாகஉள்ள தங்கும் விடுதிகளில் 7,000 அறைகள் உள்ளன. இதற்கு நாள் வாடகை ரூ.100 முதல் ரூ.8,500 வரை நிர்ணயிக்கப்பட்டுள்ளது. இதில் விஐபி-களுக்கென 550 அறைகள் மட்டுமே உள்ளன. திங்கள் முதல் வியாழக்கிழமை வரை அறைகள் கிடைப்பதில் சிரமம் இருக்காது. ஆனால் வெள்ளி, சனி, ஞாயிற்றுக்கிழமைகளில் அறைகள் கிடைப்பதில் சிரமம் இருப்பது உண்மை. படிப்படியாக திருமலையில் கூடுதல் அறைகள் கட்டப்படும். மேலும் பக்தர்கள் திருப்பதியில் உள்ள தேவஸ்தான தங்கும் விடுதிகளையும் பயன்படுத்திக் கொள்ள வேண்டும்.

லட்டு பிரசாதத்தின் விலையை அதிகரிக்கப் போவதாக தகவல் வெளியாகி உள்ளதே?

இவர்களின் வசதிக்காக முதல் கட்டமாக சென்னை-திருப்பதி நெடுஞ்சாலையில் ஆந்திர எல்லையில் நகரி அருகே விடுதி கட்டப்படும். இதற்கான இடம் தேர்வு செய்யப்பட்டு டெண்டர் விடப்பட்டுள்ளது. விரைவில் கட்டுமானப் பணிகள் தொடங்கப் படும். இந்த விடுதிகளில் நடைபயணமாக வரும் பக்தர்கள் தங்கி ஓய்வெடுக்க அனைத்து வசதிகளும் செய்து தரப்படும்.

Judge refuses to hear case after petitioner writes to him

MADURAI: A single judge of the Madras high court Madurai bench has refused to hear a case filed by a former CRPF constable as he had received a letter written by the litigant, connecting to the case.

Expressing displeasure, justice S Vaidyanathan, before whom the hearing came up said, though there is no bar either to a party-in-person or a litigant appearing through counsel to move the registry in respect of their grievances, the approach of the litigant in directly writing a letter to the judge is deprecated. "Hence, I am not inclined to take up this matter for hearing," the judge said.

Thus, the judge said the matter should be heard by some other judge, regarding which he also passed order.

The petitioner, K Saravanan from Ramanathapuram was appointed as a constable in 1994. He was removed from service on March 4, 2000 when he was working in Delhi on the ground that he did not join duty after completion of his leave period.

Challenging it, he had filed a case before the Madras high court, but the same was dismissed on November 16, 2010.

Thereafter, he had suffered from illness and took treatment at Erwadi Dargha. After he was cured of the illness, he sent a representation to the special director general, CRPF, Hyderabad on May 3, 2012. But it was rejected on September 16, 2013.

Hence, he filed a case before the high court bench seeking to direct the CRPF authorities to reinstate him in service.

When the judge was about to sign the order admitting the petition, he came to know that the petitioner wrote a letter directly to him. Following it, the judge refused to hear the case.

Now, renew your Aavin card online

CHENNAI: Aavin, the government-owned milk supplier, has called upon its customers to make use of its online payment gateway to renew their milk cards.

The agency has decided to put an end to long queues of customers at its outlets. Aavin card holders can register their names on the agency's website and secure unique customer numbers every month as they pay for the milk supplies.

Though the facility has been in place for some time, not many customers are aware of it, said cooperative minister B V Ramana while distributing monthly cards on the outskirts of Chennai.

Since address of customers is important for obtaining Aavin cards, customers will have to upload address proof as well.

The documents which are accepted as address proof include bank passbook, passport, ration card, aadhaar card, driving license, telephone bill, LPG bill, electricity bill and voter identity card.

"Once the user registers his or her name, a unique number will be allotted and based on this they can renew their monthly cards online and pay through the gateway," said a senior Aavin official.

After payment through credit card or internet banking, the zonal office will get to know which card has been renewed online, and it will deliver the card to the booth and from the booth through the delivery boys at the doorsteps, said the official. Aavin in recent times has been breaching new records in milk procurement and sales in Chennai city and in other districts.

In Chennai and suburbs nearly 11.65 lakh litres are sold daily.

‘Most opt for Chennai medical colleges’

In the first phase of counselling for medical seats, a total of 177 seats from MMC, 133 from Stanley and 52 seats from Kilpauk Medical College were allotted on Saturday.

“A total of 510 candidates were called in today,” said Director of Medical Education, S. Geethalakshmi.

Even though the government quota of seats at the eight self-financing medical colleges were on display, very few were opting for them, said Secretary of the Selection Committee Usha Sadasivan.

“Most students are opting for the Chennai colleges first,” she added. Allotment orders, however, will not be given until after Monday, as per court observations.

Of the 510 students, eight were absent, and at the end of the day, 502 candidates were allotted their seats. Of these, 501 chose government colleges, and one candidate chose a private college – PSG Institute of Medical Sciences and Research, Coimbatore, said Dr. Usha.

Earlier in the morning, Health Minister C. Vijaya Baskar and Health Secretary J. Radhakrishnan visited the venue Of the 2,655 seats, 398 are reserved for the all India quota, the remaining 2,257 being available for Tamil Nadu students across 20 government medical colleges.

A total of 597 seats were available at eight self-financing colleges. With one dental seat going to an ex-serviceman’s child on Friday, there are 84 seats now available at the Government Dental College, with 15 going to the all-India quota. From the 18 self-financing dental colleges, 1,020 seats will be available, said Dr. Usha.

Counselling for the general category is scheduled to go on until June 25. The second phase has tentatively been scheduled from July 22 to 27.

20 கல்லூரிகளில் 2,665 இடங்கள்

தமிழ்நாட்டில் 20 அரசு மருத்துவக்கல்லூரிகள் உள்ளன. இந்த கல்லூரிகளில் எம்.பி.பி.எஸ். படிப்பில் சேர்வதற்கான இடங்கள் 2,655 உள்ளன. இதில் அகில இந்திய ஒதுக்கீட்டு இடங்களாக 398 போய்விடும். மீதம் உள்ள 2,257 இடங்களுக்கு கலந்தாய்வு நடத்தப்படும்.

சென்னை மருத்துவக்கல்லூரி, ஸ்டான்லி மருத்துவக்கல்லூரி ஆகிய கல்லூரிகளில் தலா 250 இடங்களும், மதுரை மருத்துவக்கல்லூரியில் 155 இடங்களும், தஞ்சை, கீழ்ப்பாக்கம், திருநெல்வேலி, கோவை, திருச்சி, தூத்துக்குடி ஆகிய மருத்துவக்கல்லூரிகளில் தலா 150 இடங்களும், சேலம், கன்னியாகுமரி, வேலூர், தர்மபுரி, தேனி, விழுப்புரம், செங்கல்பட்டு, திருவாரூர், சிவகங்கை, திருவண்ணாமலை, ஓமந்தூரார் ஆகிய மருத்துவக்கல்லூரிகளில் தலா 100 இடங்களும் உள்ளன. மொத்தத்தில் 2,665 இடங்கள் இருக்கின்றன.

அரசு பல்மருத்துவக்கல்லூரி சென்னை பிராட்வே அருகே உள்ளது. அந்த கல்லூரியில் 100 இடங்கள் இருக்கின்றன.

சுயநிதி மருத்துவக்கல்லூரிகளில் அரசு ஒதுக்கீட்டு இடங்களாக 863 உள்ளன. சுயநிதி பல்மருத்துவக்கல்லூரிகளில் அரசு ஒதுக்கீட்டு இடங்கள் 1,020 வர உள்ளன.

MCI approves 1,110 more MBBS seats for colleges in north India

In a big bonanza for aspiring doctors in the north, the Medical Council of India has allowed region's medical colleges to increase 1,110 MBBS seats from the current academic session.

The decision will directly benefit aspirants in Punjab, Haryana, Jammu&Kashmir, Himachal Pradesh and Chandigarh.

In a state-wise breakup, Punjab will be able to add 325 MBBS seats. Punjab Institute of Medical Sciences, Jalandhar, has been allowed to admit 150 students. Guru Ram Das Medical College, Amritsar, and government medical colleges in Patiala and Faridkot have been allowed to increase 50 MBBS seats each. Christian Medical College, Ludhiana, will get 25 additional seats. With fresh additions, the total number of MBBS seats in Punjab has reached 995.

Haryana will add 350 MBBS seats to its existing number. While three medical colleges - Shaheed Hasan Khan Mewati Government Medical College, Nalhar, BPS Government Medical College for Women, Sonepat and Shree Guru Gobind Singh Tricentenary Medical College Hospital and Research Centre, Gurgaon - have been allowed to add 100 seats each, Pt BD Sharma Postgraduate Institute of Medical Sciences, Rohtak, will be able to admit 50 more MBBS students.

In J&K, three medical colleges - Sher-I Kashmir Institute of Medical Sciences, Srinagar, Government Medical College, Jammu and Government Medical College, Srinagar - have been allowed to add 50 seats each.

Similarly, two government medical colleges in Himachal Pradesh will be able to admit 85 more students. While Indira Gandhi Medical College, Shimla, has been allowed to admit 35 more students, the seat tally at Dr Rajendra Prasad Government Medical College, Tanda, has gone up by 50. Another private college Maharishi Markandeshwar Medical College & Hospital, Solan, has been allowed to admit 150 MBBS students. The total number of MBBS seats in the state has now touched 350.

Government Medical College and Hospital, Sector-32 (GMCH-32), Chandigarh, has been allowed to increase its seat strength by 50. After the first inspection, the MCI had allowed the college to admit only 50 students instead of 100.

Maha Medical Council cracks down on 'fake' MD physicians

Mumbai, Jun 14 (PTI) Maharashtra Medical Council, the apex body of medical professionals in the state, has launched a crackdown against doctors who pursue post-graduate degrees through distance education and claim to be MD physicians.

"The degrees such doctors pursue are not recognised by the Medical Council of India and Maharashtra Medical Council," MMC president Dr Kishor Taori said.

"As per our data, there are around 600 such doctors. We have sent notices to some of them asking them to stop displaying boards and using stationery to denote they are MD," Taori said.

"With such false claims, there is no level playing field as far as those with such degrees and those who have obtained recognised MD degrees are concerned. Such doctors may work as bogus cardiologists, gynaecologists or run fake ICUs.

Ultimately, it is the patient who suffers," Taori said.

The Council, which heard the complaint of a doctor at Mehkar in Buldhana district of Vidarbha against two such doctors with fake MD degree, warned the latter to burn their letterheads and other stationery materials that mentions them as MD doctors "immediately, failing which stringent action would be taken against them".

The two doctors -- Dr Rajendra Rajguru and Dr Panjab Shejol, both practising at Mehkar -- were warned against claiming to be MD physicians.

"What if an injured child is rushed to a doctor who claims to be a paediatrician but has only undergone a distance post-graduate degree from some foreign institution?" he said.

Taori said the Council has received several complaints about how doctors who have completed a five-and-a-half-year degree courses in universities abroad prefer to label themselves as MD physicians when they return home.

"They are actually equivalent to an MBBS and as such they cannot display boards stating they are MD physicians," another Council member said.

The Council has found that around 600 doctors across Maharashtra have earned the medical degree from universities in Russia, Ukraine, China, etc.

Medical students in India need to complete a four-and -a-half-year MBBS course, followed by one-year internship and another three years for post-graduation, which is around eight-and-a-half years. Hence, a four to five year course in medicine at universities abroad should be equivalent only to an MBBS degree, he said.

The latest crackdown is part of MMC's efforts to weed out unethical practices among medical practitioners in the state.

Delhi government to conduct RTI test for its officials in September

New Delhi, Jun 19 (PTI) To encourage its officials to get acquainted with the provisions of Right to Information Act, the Delhi government has decided to conduct a RTI comprehension test for them in September.

"All officers and staff members, including those from Group D, of various departments of Government of Delhi, its subordinate offices/undertakings and local bodies can participate in the test," a senior official said here today.

Public Information Officers (PIOs) in various departments /organisations have also been asked to take the test.

The official said complaints are being received regularly from RTI applicants and activists that PIOs are not following provisions and instructions issued under the act regarding updating websites and posting information online.

"Therefore, a need has been felt to enhance awareness regarding various provisions of the RTI Act amongst PIOs working in the offices under the GNCT of Delhi.

"It is accordingly, requested to encourage and nominate PIOs working in the departments/offices under your (officers) control to participate in this test which is essentially to enable participants for updating their knowledge about the existing provisions of RTI, Act," the official said, adding, desirous candidates can apply for this test by July 31.

The date of the test is, however, yet to be finalised by the government. The test will contain 100 objective/subjective type of questions.

சென்னை : தென் மண்டல 'இந்திய சார்ட்டட் அக்கவுன்டன்ட்ஸ்' என்ற ஐ.சி.ஏ.ஐ., கல்வி நிறுவனத்தில் படித்த, 412 பேருக்கு, பட்டங்கள் வழங்கப்பட்டன.ஐ.சி.ஏ.ஐ., நிறுவனத்தின் தென்மண்டல கல்வி நிறுவனம், சென்னையில் செயல்படுகிறது. இந்த மண்டலத்தில் தமிழ்நாடு, ஆந்திரா, கர்நாடகா மற்றும் புதுச்சேரி மாநிலங்களின் மாணவர்கள், சி.ஏ., படிக்கின்றனர்.இந்த கல்வி ஆண்டில், சி.ஏ., முடித்தவர்களுக்கான பட்டமளிப்பு விழா, சென்னை ஐ.டி.சி., கிரான்ட் சோழா ஓட்டலில், நேற்று நடந்தது.இதில், சி.ஏ., முடித்த, 412 பேருக்கு, முன்னாள் எம்.பி., ரக்மான்கான் பட்டங்கள் வழங்கினார். ஐ.சி.ஏ.ஐ., துணைத் தலைவர் தேவராஜ ரெட்டி, ஐ.சி.ஏ.ஐ., கல்வி வாரிய தலைவர் முரளி உள்ளிட்டோர் பங்கேற்றனர். இந்நிகழ்ச்சியில், அகில இந்திய அளவில் முதல், 50 இடங்களுக்குள், 'ரேங்க்' பெற்ற ஏழு பேருக்கு, 'ரேங்க்' சான்றிதழ் வழங்கப்பட்டது.

இதை அமல்படுத்தினால் இந்திய தொழில் துறையினர் சுற்றுலா பயணிகள் உள்ளிட்டோர் பாதிக்கப்படுவர் என ஹாங்காங் அரசுக்கு இந்திய துாதரகமும் தொழில் கூட்டமைப்பும் எடுத்துக் கூறின. மேலும் ஹாங்காங்கின் சுற்றுலா வருவாயும் பாதிக்கப்படும் என வலியுறுத்தப்பட்டது.




இதைத் தொடர்ந்து விசா சலுகையை ரத்து செய்யும் திட்டம் கைவிடப்பட்டதாக ஹாங்காங் அரசு அதிகாரிகள் தெரிவித்தனர்.ஹாங்காங்கில் இருந்து வருவோர் விசா இருந்தால் தான் இந்தியாவிற்குள் நுழைய முடியும்.பிரதமர் மோடி தனது சீன பயணத்தின்போது ''சீன சுற்றுலா பயணிகளுக்கு 'இ-விசா' வசதி அறிமுகப்படுத்தப்படும்'' என்று தெரிவித்தார். இதையடுத்து சீனாவின் அங்கமான ஹாங்காங்கிற்கும் 'இ-விசா' வசதி கிடைக்கும் என்பது குறிப்பிடத்தக்கது.

'சம்பளம் வழங்க மறுப்பதுபட்டினியால் இறக்க விடுவதற்கு சமம்'

தொடர்ந்து கலந்தாய்வு: சென்னை ஓமந்தூரார் பல்நோக்கு உயர் சிறப்பு மருத்துவமனை அரங்கில் மாற்றுத் திறனாளிகள் உள்ளிட்ட சிறப்புப் பிரிவினருக்கு எம்.பி.பி.எஸ், பி.டி.எஸ். படிப்புகளுக்கான கலந்தாய்வு வெள்ளிக்கிழமை நடைபெற்றது.

அரசு தலைமை வழக்குரைஞர் உத்தரவாதம்: கடந்த ஆண்டுகளில் பிளஸ் 2 முடித்த மாணவர்களை எம்.பி.பி.எஸ். படிப்பில் சேர்ப்பதற்கு எதிர்ப்புத் தெரிவித்து இந்த ஆண்டு பிளஸ் 2 முடித்த மாணவர்கள் தொடுத்துள்ள வழக்கு சென்னை உயர் நீதிமன்றத்தில் நடைபெற்று வருகிறது.
இந்த வழக்கில் உயர் நீதிமன்றம் தீர்ப்பு வழங்கும் வரை கலந்தாய்வில் பங்கேற்கும் மாணவர்களுக்கு சேர்க்கைக் கடிதம் வழங்கப்பட மாட்டாது என்று சென்னை உயர் நீதிமன்றத்தில் அரசு தலைமை வழக்குரைஞர் சோமையாஜி உத்தரவாதம் அளித்தார்.
பழைய மாணவர்களுக்கு எதிர்ப்பு: சென்னை, நந்தனத்தைச் சேர்ந்த டாக்டர் நல்லி ஆர்.கோபிநாத் உள்பட 60-க்கும் மேற்பட்ட இந்த ஆண்டு பிளஸ் 2 முடித்த மாணவர்கள், கிருஷ்ணகிரியைச் சேர்ந்த இந்த ஆண்டு பிளஸ் 2 முடித்த மாணவர் கபிலன் ஆகியோர் சென்ற ஆண்டு பிளஸ் 2 முடித்த மாணவர்களுக்கு எதிராகத் தொடுத்த வழக்கின் விசாரணை, சென்னை உயர் நீதிமன்ற நீதிபதிகள் சதீஷ்குமார் அக்னிஹோத்ரி, எம்.வேணுகோபால் ஆகியோர் முன்பு வெள்ளிக்கிழமை மீண்டும் நடைபெற்றது.
கடந்த ஆண்டு எம்.பி.பி.எஸ். படிப்புக்கு உரிய உயிரியல்- இயற்பியல்- வேதியியல் ஆகிய முக்கியப் பாடத் தேர்வுகள் எளிதாக இருந்ததாகவும், இந்த ஆண்டு இந்த முக்கியப் பாடத் தேர்வுகள் கடினமாக இருந்ததாகவும் வழக்கு தொடுத்தவர்களின் சார்பில் வாதிடப்பட்டது.
இதனால் இந்த ஆண்டு பிளஸ் 2 முடித்த மாணவர்களின் எம்.பி.பி.எஸ். கட்-ஆஃப் மதிப்பெண் குறைந்து விட்டது. எனவே கடந்த ஆண்டு பிளஸ் 2 முடித்த மாணவர்களை எம்.பி.பி.எஸ். கலந்தாய்வில் பங்கேற்க அனுமதிக்கக் கூடாது என தமிழக அரசுக்கு உத்தரவிட வேண்டும் என்று மனுதாரர்கள் சார்பில் வலியுறுத்தப்பட்டது.
548 பழைய மாணவர்களுக்கு மட்டுமே வாய்ப்பு: இந்த வழக்கில் அரசு தலைமை வழக்குரைஞர் ஏ.எல்.சோமையாஜி ஆஜராகி, ""எம்.பி.பி.எஸ். படிப்பில் சேர நிகழ் கல்வி ஆண்டில் (2015-16) மொத்தம் 31,525 மாணவர்கள் விண்ணப்பித்துள்ளனர்; இவர்களில் 4,679 பேர் கடந்த ஆண்டுகளில் பிளஸ் 2 முடித்த பழைய மாணவர்கள்; கட்-ஆஃப் மதிப்பெண்- சமுதாய ரேங்க் அடிப்படையில், பழைய பிளஸ் 2 மாணவர்களில் 548 மாணவர்களுக்கு மட்டுமே தொடர்ந்து நடைபெற உள்ள கலந்தாய்வில் எம்.பி.பி.எஸ். படிப்பில் சேர வாய்ப்பு கிடைக்கும்.
அடிப்படை ஆதாரமற்றது: எனவே மனுதாரர்கள் கூறுவது போல மொத்த எம்.பி.பி.எஸ். இடங்களில் (2,257 எம்.பி.பி.எஸ். இடங்கள்), 50 சதவீத எம்.பி.பி.எஸ். இடங்களில் (1,000-த்துக்கும் மேற்பட்ட எம்.பி.பி.எஸ். இடங்கள்) பழைய மாணவர்கள் சேரக் கூடும் என்பது அடிப்படை ஆதாரமற்றது. மேலும், கடந்த ஆண்டு பிளஸ் 2 விடைத்தாள்கள் திருத்தம் சுதந்திரமாக நடைபெற்றது என்று கூறுவதையும் ஏற்க முடியாது. அதை நிரூபிக்க அவர்கள் எந்த ஆதாரத்தையும் சமர்ப்பிக்கவில்லை'' என்றார்.
கலந்தாய்வு நடத்தத் தடை இல்லை: அனைத்துத் தரப்பு வாதங்களையும் கேட்ட நீதிபதிகள், எம்.பி.பி.எஸ், பி.டி.எஸ். கலந்தாய்வை தொடர்ந்து நடத்தத் தடை இல்லை என்றும் இந்த வழக்கில் மறு உத்தரவு வரும் வரை சேர்க்கைக் கடிதத்தை அளிக்கக் கூடாது என்றும் கூறினர்.
மாணவர்களுக்கு சேர்க்கைக் கடிதம் வழங்கப்படாது என்று அரசு தலைமை வழக்குரைஞர் சோமையாஜி உத்தரவாதம் அளித்தார். இதையடுத்து வழக்கு விசாரணையை திங்கள்கிழமைக்கு (ஜுன் 22) ஒத்திவைத்து
உத்தரவிட்டனர்.

Married women too entitled to job on compassionate grounds: HC

The Madras High Court Bench here has reiterated that daughters of government employees, who die in harness, cannot be denied job on compassionate grounds just because they were married when no such stipulation was imposed on sons of such employees.

Allowing a writ petition filed by a woman, Justice S. Vaidyanathan quashed an order passed by a Tangedco Superintending Engineer in Sivaganga on March 9 denying compassionate employment to the petitioner since she was married. The judge said that the court had, in a catena of decisions delivered since 2008, categorically held that there could be not any discrimination between sons and daughters on the basis of their marital status when it comes to providing employment to them on compassionate grounds.

Some of the judgments had also stated that such discrimination in providing employment goes against the provisions of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007 which imposes equal responsibility on both sons and daughters with respect to taking care of their parents.

Hence, the judge directed the SE to reconsider his decision within three weeks since the petitioner, A. Rohini, belonged to a downtrodden community and also happened to be the only child of a woman Inspector of Assessment who died on February 23.

SC directs CBSE to declare AIPMT exam results by August 16

The Supreme Court on Friday refused to accede to the Central Board of Secondary Examination (CBSE)'s demand to grant them four months time to conduct the AIPMT entrance exam and directed the latter to conduct the test and declare results by August 16.

"They have allowed CBSE an extension, but the overall extension, including declaration of results is August 16. This includes holding of exams and declaration of results. The CBSE had wanted four months, but that has been disallowed by the Court as the honourable Court has made an observation that they are aware of the new academic session to commence at the right time," the petitioner advocate, Pushp Gupta told mediapersons.

"There is a particular limit for the academic session to begin, they gave three dates for the round of counselling to be done so that the academic session for 2015-16 for the MBBS and BDS students is notdelayed to a stage wherein they are squeezed with less time do their course," she added.

The Supreme Court on June 15 had set aside the AIPMT entrance exam and directed the CBSE to re-conduct the exam in four weeks.

However, CBSE had asked the Supreme Court for more time to reschedule the exam, saying that it was not possible to do so in four weeks as it is in process of conducting seven other exams.

The ruling comes after petitioners sought the re-conducting of the AIPMT following the leak of the question paper and the circulation of answers at examination centres across 10 states. (ANI)

Govt Looks to Rein In Two Deemed Varsities

BENGALURU: The Department of Medical Education is trying to get deemed medical universities surrender 25 per cent of their undergraduate medical seats to the government. This is planned to be distributed to students under the Common Entrance Test quota.

However, the universities have refused to surrender the seats even after a series of meetings. Now the Department has decided to take legal opinion on what action it can take to get the seats.

Department sources said the state government cannot ask for seats from all deemed medical universities but only those that have obtained a No Objection Certificate (NoC) from the State.

“Out of 10 deemed medical universities, two have got NoC from the state and it is mandatory for them to provide seats. But even they are refusing to give the seats,” said an official source from the department. “Following this reaction from the universities, the minister has sent the file for legal opinion on what can be done further,” the source added.

When contacted, Medical Education Minister Dr Sharan Prakash Patil confirmed the development and told Express, “Two deemed medical universities have got NoC from the state government while getting the deemed status. One is K S Hegde Medical Academy, Mangaluru, and the other is Yenepoya Medical University, Mangaluru. As per the norms, those who have got the NoC from the state have to provide 25 per cent of their seats to CET.”

“I have convened meetings with the authorities of the two universities and also written to them. But, they are refusing to provide seats. So, I have written to the Legal Department for opinion on further actions,” said Patil.

The minister said that the then BJP government gave an exemption to the two universities from giving up seats. “The BJP government had given them exemption from providing seats, even though they have got the NoC from us. But, I have withdrawn that exemption and they have to give us seats,” added Patil.

No Action on Other Deemed Varsities

Patil said that he cannot initiate action against the other deemed medical universities which have not got an NoC from the state.

“There are some universities which are giving seats to CET quota every year on their own. But there are some which are not willing to do so despite having got the NoC from us. In the case of those varsities who have not been issued NoC, we are helpless,” he said.

“The universities which have not taken NoC are saying they do not come under us and are under the Ministry of Human Resource Development. However, if their seat strength is increased for that particular year, they have to give 25 per cent out of the increased number of seats to the government,” Patil said.

Harvard, NTRUHS to join hands

NTR University of Health Sciences (NTRUHS) is in the advanced stages of forging a tie-up with Harvard Medical School (HMS) for improving medical education standards in Andhra Pradesh. It will be the first medical university in India to have a tie-up with HMS.

HMS has formally agreed to help medical colleges in the State raise their standards to global levels through team visits and video-conferencing and lend its expertise to upgrade their research component. An HMS delegation will visit the State and sign a Memorandum of Understanding with university.

Meanwhile, NTRUHS has set afloat the process of taking help from New York-based Cornell University for setting up a Human Leukocyte Antigen (HLA) laboratory. The lab will come in handy for the implementation of the Cadaver Transplantation Programme (CTP), also called ‘Jeevandan’, under which tissue-typing and cross-matching are done to ensure compatibility of organs.

NTRUHS Vice-Chancellor Mr. Ravi Raju told The Hindu that both the initiatives (agreements with HMS and Cornell University) were in advanced stages, and that NTRUHS would be one of the few medical universities to strike it big with world renowned institutions.

The HLA laboratory is likely to come up at NTRUHS or at the upcoming Visakha Institute of Medical Sciences.

Loss of affiliation threat to dental hub

Patna Dental College and Hospital has landed itself in a soup again with the Dental Council of India pointing out various anomalies regarding the college in a report sent to the institution last week.

Sources from the hospital said the college might lose its affiliation if the council decides to take action based on the report. At a time when the Medical Council of India's sword is already hanging on the state-run medical colleges because of lack of infrastructure to run MBBS courses, the dental council's report has come as a shocker for the state government.

The council had pointed out anomalies in the college's infrastructure in some of its previous visits too.

Patna Dental College principal S.N. Sinha said: "The council team came for a surprise inspection to the college on May 30. They have sent us a report, in which they have pointed out many deficiencies such as lack of faculty, operating tables, necessary instruments and library books. The team had questioned why our college did not have a full time principal. At present, I am the principal of Patna Medical College with the additional charge the dental college."

He said the college would try to fill in the deficiencies at the earliest.

"The executive body of the council would hold a meeting on June 12, in which the final decision regarding the college would be taken. We have recently hired teachers on the basis of contract. Other deficiencies are also being looked into," he added.

Sources said it would be tough task for the college to convince the council of the problems at the state-run college.

"The X-ray facility is not available for the last two years. The technician, who used to operate it, expired and no one was recruited after that. Patients, who get root-canal treatments, among others, need to get X-rays done. We are forced to ask them to get it done from outside," said a doctor at the college, on condition of anonymity.

Sources said the surgery department of the college lacks anaesthetists because of which hospital avoids major dental surgeries.

Second Phase of Medical Counselling Ends at Saveetha

CHENNAI:The second phase of medical counselling for MBBS courses in Saveetha University/Medical college for the academic year 2015 concluded on Monday. Candidates selected from Uni-GAUGE EMeD 2015 merit list were admitted to medical Seats in Saveetha Medical College. University chancellor NM Veeraiyan, vice-chancellor Mythily Bhaskaran and registrar Prabhavathy and university director of academics Deepak Nallaswamy were present at the session.

“It’s unfortunate that many people have been cheated and lost lakhs of rupees to the agents, in spite of our warning that all admissions to the MBBS course are based only on merit. Beware of these agents. If anyone promises admission on basis other than merit, please inform the admission office,” Veeraiyan said.

பணி நேரம் முடிந்ததால் விமானத்தை இயக்க விமானி மறுப்பு: 10 மணி நேரம் பயணிகள் காத்திருப்பு

கோவையில் பணி நேரம் முடிந்ததாகக் கூறி, புதன்கிழமை இரவு தனியார் விமானத்தின் விமானி, அந்த விமானத்தை இயக்க மறுத்ததால் 10 மணி நேரத்துக்கும் மேலாக காத்திருந்த பயணிகள், அடுத்த நாள் காலை வேறு விமானம் மூலமாக சென்னைக்கு புறப்பட்டுச் சென்றனர்.
பெங்களூரில் இருந்து நாள்தோறும் ஜெட் ஏர்வேஸ் தனியார் விமானம் இரவு 9.45 மணியளவில் கோவை விமான நிலையம் வந்தடையும். பின்னர், இங்கிருந்து இரவு 10.10 மணியளவில் புறப்பட்டு சென்னை சென்றடையும்.
இந்நிலையில், தொழில்நுட்பக் கோளாறு காரணமாக பெங்களூருவில் இருந்து அந்த விமானம் புதன்கிழமை இரவு 10.10 மணியளவில் புறப்பட்டு, இரவு 11.10 மணியளவில் கோவை விமான நிலையம் வந்தடைந்தது. கோவையில் இறங்க வேண்டிய பயணிகள் மட்டும் இறங்கியுள்ளனர். சென்னைக்கு செல்ல வேண்டிய 45 பயணிகள் விமானத்தில் காத்திருந்திருந்தனர்.
அப்போது விமானி, பணி நேரம் முடிந்துவிட்டதாகக் கூறி, விமானத்தை இயக்க மறுத்து, ஓய்வு அறைக்கு சென்றுவிட்டாராம். விமானத்தில் நீண்ட நேரமாகக் காத்திருந்த பயணிகள் விமானம் புறப்படாதது குறித்து விமான ஊழியர்களிடம் கேள்வி எழுப்பினர். விமானத்தை இயக்க விமானி மறுத்து விட்டதாக ஊழியர்கள் பயணிகளிடம் தெரிவித்தனர். இதனால், 15 பயணிகள் தங்களது பயணத்தை ரத்து செய்துவிட்டனர். மீதமுள்ள 30 பயணிகள் கோவையில் உள்ள தனியார் ஹோட்டலில் விமான நிர்வாகம் சார்பில் தங்க வைக்கப்பட்டனர்.

Hold counselling but don't promise medical seats: HC

CHENNAI: Ambiguity over smooth conduct of MBBS counseling this year continued on Thursday, with the Madras high court asking why it should not direct the authorities not to issue admit cards to students selected for the course. The six-day counselling for MBBS admissions in the state begins on Friday. A division bench headed by Justice Satish K Agnihotri also observed that authorities cannot give any assurance to the students participating in the counselling.

As the bench sought to either stay or put a rider to the counselling process, when a petition filed by nearly 70 Class 12 students of the 2015 batch came up for hearing, special government pleader D Krishna Kumar opposed any interim order that would disrupt the counselling. He sought time till Friday to submit the government's views. The petition wanted the court to prevent students of previous batches from taking part in the counseling.

The court proceedings have put a question mark on the counselling process involving more than 31,000 students. Students of the 2015 batch say that taking advantage of low cutoff marks this year, 4,679 students from previous batches have applied for MBBS seats. Expressing apprehensions that nearly 50% of the seats on offer could be garnered by the previous batch candidates, counsel V Raghavachari said it would wreak havoc with the lives of students from the fresh batch.

That the 2014 batch saw 5,055 centum scorers in core subjects of physics, chemistry and biology, and the year 2015 saw only 1,560 centum scorers would give an indication of the magnitude of the cutoff disparity, adversely affecting all categories of students this year.

TOI has been writing about the brewing trouble involving previous and present batches of Class 12 students in securing MBBS seats for about a week now. The issue has reached a boiling point, as though there is no bar on commencing and continuing the counselling, authorities may not be able to issue admission cards on the spot while the case is being argued in court.

In their joint appeal, the latest batch students said allowing candidates from previous years to compete with them would result in treating unequals as equals. Referring to a single judge order saying the participation of previous year students in counselling this year would be subject to the outcome of the writ petition, they said the order failed to quell the controversy. On the other hand, it conferred right on ineligible ones to claim equity, they said.

It cannot be said there is uniformity in setting up of the papers or in its valuation, the petitioners said, adding that the total number of MBBS seats available this year is 2,808. The number of students from previous years is 4,679. "A sizable numbers of students who wrote the examination in 2014-15 are likely to be kept away from the process of selection to the professional course,"their petition said.

Referring to publication of random numbers for MBBS/BDS admission, the students said it showed that a majority of students from previous academic years would topple the 2015 batch students during MBBS counselling. "Proceeding with the counselling without determining the issue on hand would cause hardship to all participants as well as the state,"they said, justifying their appeal against the single judge order.

Singapore Airlines ranked second best in the world

SINGAPORE: The Singapore Airlines (SIA) was named the world's second best at the Paris Airshow on Tuesday (Jun 16). The award was given out by Skytrax, a consultancy and reviews site.

The Airline of the Year award was given to Qatar Airways. SIA gained one spot from last year to be ranked second, coming in ahead of last year's winner, Cathay Pacific Airways.

SIA also clinched other awards. It was voted Best Business Class Airline overall, as well as Best First Class Seats. Additionally, SIA's First and Economy Class categories both made it to the second spot on their respective lists.

The cabins of Singapore's national carrier were rated the second cleanest in the world behind EVA Air, while its cabin staff were named third best behind Garuda Indonesia and Cathay Pacific.

MUHS acts againstMUHS acts against GMCH ex-department head

NAGPUR: The Maharashtra University of Health Sciences (MUHS) has taken action against Prof Arun Humne, former head of the preventive and social medicine or community medicine department at the Government Medical College and Hospital (GMCH). He was found guilty of harassing a post graduate student (Dr Dadasaheb Dhage) in an independent enquiry conducted by the university.

Humne has been barred from being appointed on any examination related administrative or academic body or any other work related to these fields. The university has also prohibited him from taking any post graduate degree or diploma students for next three years (2015-16 to 2017-18). This has been communicated to dean GMCH Dr A Niswade through a letter from MUHS registrar Kashinath D Garkal.

The letter dated June 12, but received by the college on Tuesday, says that since an inquiry was on against Dr Humne at both college and state government level for breach of discipline, the university is taking such action to set an example so that no teacher ever dares to harass his/her students.

Dr Dhage had complained to the university on February 25, 2015. The university had constituted a committee which conducted the investigations. Dr Humne was called to present his side on May 29 in MUHS office. After the submission of the report to the MUHS vice chancellor, the decision to punish Humne was communicated to the GMCH dean.

Dr Humne has been found guilty of same charge of harassing PG students earlier too. At that time, he had been indicted by college inquiry committee consisting of chairman committee and head of pulmonary medicine Prof SV Ghorpade, head of skin department Prof RP Singh and second professor of gynaecology Prof Deshmukh. Dr Humne was removed from the post of professor and head after the committee's report.

The university committee was headed by dean of Indira Gandhi Government Medical College (IGGMC) Dr Prakash Wakode, and included dean of Government Dental College (GDC) and Dr S Gangne, professor and head of pathology at Mahatma Gandhi Institute of Medical College (MGIMS), Sewagram.

The Maharashtra Association of Resident Doctors (MARD) central wing had proposed a state wide stir against Dr Humne. But the association took back the strike following an assurance from medical education minister Vinod Tawde last Friday.

The chief minister is also learnt to have okayed Humne's transfer to Akola. The order is likely to reach the directorate of medical education and research (DMER) on Thursday. GMCH may get it tomorrow or day after.

AIPMT fallout: MCI to revise MBBS admission schedule

The Medical Council of India today said it would have to revise the counselling schedule for admission to AIPMT quota MBBS and BDS seats and will be in a position to revisit the calendar only after the CBSE finalises test dates.

The MCI had previously asked all state government medical colleges, which reserve 15 per cent seats for the central AIMPT quota, to conclude the first round of counselling by June 26 and allocate seats.

“The Supreme Court’s order for a retest is the law of the land. The schedules issued earlier were based on the premise that the AIPMT results would be declared in time and the counselling could be held by June 26. We need not inform the states. It is natural that everything will have to wait till the next AIPMT test date comes out. We will have to reschedule the counselling once results are out,” MCI President Jayshree Mehta said.

The government medical colleges in all states have AIPMT central quota of 15 per cent except Andhra and Jammu and Kashmir. Besides, 10 states and UTs also fill their medical and dental seats on the basis of AIPMT results.

These are Haryana, Himachal Pradesh, Madhya Pradesh, Andaman and Nicobar, Arunachal Pradesh, Manipur, Meghalaya, Odisha, Rajasthan and Chandigarh.

The following institutions from this year consented to use AIPMT merit list for admission to MBBS/BDS seats under their control — University of Delhi Armed Forces Medical College (AFMC), Pune, Banaras Hindu University, Varanasi (UP) and Hamdard University, New Delhi.

Although the Centre has refused to renew Harmdard Institute of Medical Sciences, Delhi’s request to admit MBBS students this session, the rest of the institutes would have to wait for the new MCI schedules to fill seats.

State governments, meanwhile, are unsure of whether the MCI is asking for a blanket ban on counselling or it is only asking them to wait to fill the central quota seats.

“We have planned to go ahead with the counselling to fill the state quota seats of 85 per cent by June 26 as per the previous first round counselling schedule issued by the MCI. If the MCI asks us for a blanket ban in writing, we will stop the counselling altogether. Otherwise we will fill the 85 per cent state quota medical seats and keep the 15 per cent seats vacant for the central pool,” said Husan Lal, in charge of Medical Education, Punjab.

MCI chief Mehta, however, said there was no requirement for written information to states. “It is understood that counseling will have to be kept in abeyance till AIPMT results come out,” she said.

Impossible to Re-Conduct Medical Entrance in 4 Weeks: CBSE Tells Supreme Court

NEW DELHI: CBSE today told the Supreme Court it will be "impossible" for it to re-conduct in four weeks the scrapped All India Pre Medical Test-2015 exam as directed by the top court.

A bench of justices RK Agrawal and AM Sapre decided to take up a petition of Central Board of Secondary Education (CBSE) seeking reconsideration of the Supreme court's June 15 order to hold afresh the AIPMT-2915 in four weeks after Solicitor General Ranjit Kumar mentioned the matter before it.


Mr Kumar told the Supreme court that it is impossible to re-conduct the exam within the time frame decided by the Supreme Court.

He said that the board (CBSE) was overburdened with work of conducting seven exams simultaneously and it needed at least three months time to conduct the exam afresh.

The Supreme Court had on June 15 scrapped the AIPMT-2015 and had ordered re-conduct of the examination within four weeks.

The top court had directed the re-examination in view of large-scale cheating in the test with students getting answers in the examination hall at many places.

Earlier, while reserving its order on June 12, the court had said the examination stands vitiated even if one student is being benefited illegally.

It had said that CBSE could not be held guilty as such but taking into consideration the past incidents, "CBSE ought to have been cognisant of these things".

CBSE, however, had opposed the contentions seeking cancellation of the test, saying, "6.3 lakh students cannot be made to take the exam afresh when only 44 students have been found involved in taking benefits through unfair means."

Earlier, the vacation bench had asked Haryana Police to file a fresh report indicating the number of beneficiaries of the alleged irregularities in the pre-medical examination.

It had also asked police to identify as many candidates as possible who had been benefited from the alleged leak.

CBSE was to declare the results of AIPMT, taken by over six lakh students, on June 5 but it was stayed by the Supreme Court.

The court had said, "The bigger issue is that the sanctity of the examination is under suspicion. We want to be doubly sure that there is no alternative but to order re-conduct of the exam," adding that it did not want to take a decision "in haste".

CMCH seals forged for medical certificates

The seals of doctors at the Coimbatore Medical College Hospital were found to have been forged for getting medical certificates to avail various Government concessions.

According to hospital officials, a person had approached the Ophthalmology Department and sought a certificate stating that he had lost vision in both eyes. However, he was certified to have lost vision only in one eye. He had sought the certificate for availing concessional fare in the railway tickets.

Later, when the certificate came to the hospital for verification, it was found to state that he had lost vision in both eyes.

He was called to the hospital on Wednesday for inquiry during which he allegedly told them that he had purchased the forged seals from a person near the railway junction. Following this, he was handed over to the police outpost at hospital.

Educationists cite flaws in ad for MKU V-C post

A coalition of educationists, academics, retired civil servants and social activists have sent a memorandum to Governor K. Rosaiah on Tuesday citing flaws in the advertisement inviting applications for the post of Vice-Chancellor (V-C) of Madurai Kamaraj University.

The advertisement was issued on the May 31 in certain newspapers inviting applications for the post. In April, the government constituted a search committee to select three names and submit them to Mr. Rosaiah, the Chancellor.

The memorandum states that the advertisement, which is available on the website, does not contain the clause for candidates to declare that no criminal case is pending against them.

It alleges that “there appears to be an agenda to help someone with vested interest to apply and get nominated as Vice-Chancellor.”

The coalition has appealed to the Governor to “pre-empt such vested interests” and ensure only candidates with unquestionable credentials and academic track record are short-listed for new VC’s post.

IIT-Kanpur chairman M. Anandakrishnan, former IAS officers D.K. Oza and M.G. Devasahayam; former V-Cs B. Markandan and Vasanthi Devi; educationist S.S. Rajagopalan; development activist A. ‘Digital India’ initiative to take books, certificates & IDs online

Even scholarship opportunities in India will be on one platform which will ensure easy application process and disbursement, but most importantly no missing out on opportunities.

Come July 1, 2015, Government of India is planning to launch under 'Digital India' a number of ambitious projects like eBasta on which all NCERT text books as well as some State Boards' textbooks will be available online for downloading from an app free of cost. Another initiative for Aadhaar card holders will be digital locker—DigiLocker—facility which will enable Indians to secure their certificates and access them online at the click of a button. Filling up online forms using the e-sign facility and the DigiLocker will ensure elimination of usage of fake documents.

According to highly placed sources in the department of Information Technology, under the ministry of communication and information technology, these are the pet projects of Prime Minister Narendra Modi and his office has been personally monitoring the preparation and implementation of the projects.

Physios prescribe drugs, med council unable to act

CHENNAI: They don the white coats and have a 'Dr' prefixed to their names, but they aren't allowed to practice medicine - a norm that is increasingly being violated by the growing number of physiotherapy centres in the city. With no regulatory body in the state to monitor them, physiotherapists are increasingly prescribing medicines to patients.

V Usha, a 57-year-old homemaker who sought rehabilitation for a frozen shoulder in a physio centre in T- Nagar in Chennai recently, said the therapist there had offered to administer injection to help ease her pain. "He said the medication along with the exercise would help alleviate the pain and stiffness faster. I was skeptical. I asked a doctor who said it was illegal for a physiotherapist to prescribe drugs," she said. Usha lodged a complaint with the Tamil Nadu Medical Council (TNMC).

Painkillers if wrongly prescribed can cause choking, mood swings, decreased cognitive function and interruptions in the menstrual cycle. Some of these medications can also be addictive.

Senior officials in TNMC, however, said the statutory body can't take action against physiotherapists for violations as they are not doctors. "We have been receiving complaints of physiotherapists starting their own centres and administering drugs. Although they are paramedical staff and not authorised to prescribe medicines, we can't initiate action against them as they are not registered in our council," said council president Dr V S Durairaj. The council acts on the complaints they receive by sending a letter of caution to these centres.

Although physiotherapists are mostly attached to hospitals, the city, over the last five years, has seen a spurt in the number of centres that cater exclusively to rehabilitation and improving mobility. V Anand, who is part of the Indian Association of Physiotherapists - a body comprising over 30,000 members - said the trend could be because of the growing occupation-related ailments that include lower back ache and neck pain.

"Physiotherapists are paid poorly at hospitals. Considering the growing need, they feel it's more lucrative to start their own centre," said Anand. "But our form of treatment is based more on physics and not than medicine. If they are found prescribing drugs, then action should be taken," he said.

However, there is no statutory body to act against them as the state has no council for physiotherapists. "At present, only four states have a council. We have been fighting for a council in Tamil Nadu for so long. It will help improve the quality of therapists. At least 70% of those practicing now are under qualified or not qualified at all," said Anand.

Passport applicants get some relief

There is some relaxation in the procedure to be followed while filling up passport applications.

Regional Passport Officer S. Maniswararaja said here on Tuesday that the applicants intending to change their names completely, say for instance, from Manoj to Shyam, had to get it published in newspapers. However, in the case of changes in names, wherein the phonetics remained same, they could directly apply without going in for newspaper publication.

Similarly, those who wanted to add alphabets in the names might also do so directly as they would be considered as minor changes, as in the case of De Souza and D’ Souza. If an applicant wanted to change his name from Parameshwaran Shiv Kumaran to Shiva Parameshwaran Kumaran, he could do so directly by writing the name in the application.

Only in the case of major changes in names, the applicants should get them published in newspapers. If the passport authorities detected at the time of scrutiny any suppression or misleading information, the applicants would be taken to task as per law.

The concession given to genuine applicants should not be misused, the RPO noted. For clarifications, the applicants could approach the authorities concerned on appointment.

Your phone will alert you to cyclones brewing off the coast. In line with its various user services, the India Meteorological Department recently started a service to send mobile-phone alerts on cyclones.

S.P. Thampi, Deputy Director-General of Meteorology, says those wishing to receive the text messages may register their details on the department’s website.

Many people, including many officers involved in disaster management and farmers, are now registering for the free national-level service.

The department’s officials say registered users will get alerts relevant to their region. The department has already been offering Agromet advisory mobile services to over two lakh registered farmers to enable them to plan activities.

The text messages sent twice a week comprise weather forecast and advice on crops and other agricultural aspects.

Several agencies such as the Horticulture Department and Tamil Nadu Agricultural University too provide advisories.

Farmers who have registered on mkisan.gov.in too benefit from the Agromet mobile service. At present, users log in on the website to know the forecast before going on a tour or planning other activities.

The department is considering offering venue-specific forecasts and weather alerts through text messages.

Candidates fear AIPMT may cast shadow on CPMT too

LUCKNOW: The connection between All India Pre-Medical Test (AIPMT) and Combined Pre Medical Test (CPMT) is haunting medical aspirants who feel the latter may also be cancelled like the former. Giving weight to their fear is that the gang of cheaters arrested by the UP STF just before the CPMT exam has admitted to providing 40 solvers in the AIPMT exam.

"The connection between AIPMT and CPMT is quite strong. In fact, the AIPMT case was exposed after racketeers in UPCPMT were caught. How is it possible that one exam is cancelled while the related one remains clear," wondered Ashutosh Gupta, a candidate in Lucknow. Voicing similar sentiments, Radhika Singh said, "I have a strong gut feeling that CPMT may also face a similar fate as the nature of the crime associated with the two exams is more or less the same."

Radhika's perception is a distorted version of the reality. According to officials at UP STF, the AIPMT racket was disclosed after the exam while the one related to UPCPMT was revealed after the exam successfully started. Director general medical education, Dr B N Tripathi said, "The university and STF have both informed us of a copying incident that occurred after the exam had started. As per STF report the candidates involved in cheating were arrested."

Dr Tripathi also informed that medical education directorate would go ahead with its plan for counseling and allotment of seats. "Admission process for 85% of medical seats in the state filled through CPMT will be finalised as per schedule. Admission against the AIPMT quota would take place after result of re-examination is announced," he said.

Candidates, however, questioned the university's certainty stating that a petition regarding UP CPMT is pending in the Lucknow bench of the Allahabad High Court which will be taken up for hearing on July 27. "What if the high court orders cancellation of the UP CPMT as well...the entire effort will go in vain," stated Shraddha Kumari who took the exam from Gorakhpur. To this, DG ME, said, "As of now, the high court has not given any directions to us. But whatever they say would be binding on us."

No ban for Indians to marry foreigners, Kerala HC rules

KOCHI: In a ruling that gives Indians the freedom to marry foreigners without any hassles, the Kerala High Court has held that there is no ban for Indians marrying foreigners under the special law. The concerned law, Special Marriage Act of 1954, doesn't specify that the parties getting married must be Indian citizens, the court pointed out.

The ruling was given by justice K Vinod Chandran after considering a petition filed by a 24-year-old woman from Kottayam in Central Kerala. Sandhu Simon of Keezhoor near Mulakkulam approached the high court through advocate Jacob E Simon after Thalayolaparambu sub registrar decided not to allow registration of her marriage with a foreigner.

In an application filed to the sub registrar's office, the petitioner had sought to register her marriage with a US national of Indian origin named Nitin Joseph as per the provisions of Special Marriage Act. Nitin had produced a certificate issued by the state registrar of Public Health Department of Illinois stating that no record exists there regarding his marriage.

The sub registrar, who is the designated marriage officer, had raised an objection to the application for registering marriage by pointing out that provisions of Special Marriage Act cannot be invoked as the marriage is intended to be entered into with a foreign citizen.

After considering the case, the court pointed out that Special Marriage Act does not contain any prohibition for solemnization of the marriage if one of the parties is a foreigner. A reading of the provisions of Special Marriage Act indicates that it indicates, in section 4, a marriage between "any two persons", the court said. The court found support on a 1993 decision by Himachal Pradesh high court.

Students get a jolt on SC’s AIPMT re-exam order

KANPUR: The Supreme Court's decision to re-conduct All India Pre-Medical Test (AIPMT) has given a jolt to the city's medical aspirants. The order evoked mixed reactions from the students.

While some students feel that re-examination may affect their performance and grades, others welcomed the apex court's judgment whole-heartedly. The Supreme Court (SC) has directed Central Board of Secondary Education (CBSE) to hold the examination again within four weeks.

Just as the news about the court's decision on AIPMT came out, the deserted roads of Kakadeo coaching mandi became abuzz with students pouring in their coaching institutions. It was apparently a perplexed situation for the young medical aspirants. "I gave my 100 per cent in the first attempt that was held recently. That time I was mentally prepared for the exam, but now appearing for the exam again seems to be a painful thing. The moment I heard the news, I felt pressurised. Government should take strict action against the solvers and their gang as a whole. Many of us have to suffer now just because of them," lamented Swarit, a medical aspirant.

Similar words were echoed by another student, who on the condition of anonymity said, "Temperament is required for giving these competitive exams. It is not a easy thing to compete for very few MBBS seats all over the country. As I belong to general category, so I will not get the benefit of reservation. Now, re appearing for the exam would be a bit difficult. We were relaxed after the exam and have already lost the link. There will be a need to build the whole tempo again for the 100 per cent performance. But, yes, I respect the SC's order," the student said.

The exam results, which were to be declared by the CBSE on June 5, were postponed till June 10 at the centre because some irregularities were found in it. Over 6 lakh students from all over the country had appeared for the examination.

Several students from the city welcomed the court's judgment with open arms. "Paper was leaked on a large scale. There could have been thousands of beneficiaries from the same. I am glad that the SC took the decision in favour of innocent aspirants. Re-test is the best solution as genuine candidates will be selected," said Pradeep Verma.

Rupabhra Singh, another medical students said, "Scrapping AIPMT does make sense, as using unfair means in exams can only hamper quality of doctors. The standard of examination process has dropped drastically in the country. Every year Munna Bhai's are caught. Government should take rapid and strict action against culprits. It is a matter of future of lakhs of students," the students said.

Meanwhile, SP Singh, who runs a medical coaching in the city, said that all his students have appreciated the SC's decision to re-conduct the exam. He suggested that a common medical entrance exam should be conducted in the country for all medical colleges.

"Conducting a common entrance exam will not only save time of the students, but also energy and money of the people involved in it. All my students have pledged to prepare themselves better to crack the all India exam. One month's time is sufficient to revise the course. It is a second chance for those who could not perform in the recently held exam," he said

With no rule in place, row over MBBS seats to test all

CHENNAI: The academic calendar in Tamil Nadu is never complete without hard-fought court battles over issues ranging from wrong key answers, to abolition of entrance examination and improvement examination.

This year, the contours of a brewing dispute are set to test the nerves of students, parents, administrators and the government alike. With fears of about 50% of available MBBS seats going to Class 12 students from previous years, top-scoring students of 2014-15 batch have rushed to the Madras high court crying foul.

The legal process may have come a wee bit too late for the fresh batch of Class 12 students, who see themselves as victims of a tough set of question papers and stringent evaluation resulting in a big dip scores including centums.

"Let us face it. It is settled law that a prospectus is a document binding on both sides — students as well as the government. Neither can the government introduce an amendment nor can students demand changes after going through the process. As of now, prospectus for medical education specifies only minimum age — 17 years — for candidates participating in counselling, but there is no upper age limit. So there is no rule stopping previous year students from participating in counselling this year, taking advantage of comparatively lower cut-off mark position," explained a government advocate.

Countering this, advocates being consulted by students of the present batch say it is never too late to stop an injustice. Citing the Supreme Court's Monday order scrapping the all-India pre-medical test, a senior jurist said: "If courts are convinced that treating students from more than one batch as equals and permitting them to take part in counselling will undermine fundamental right to equality, then they can stop it even at the eleventh hour. At the same time, the concept of legitimate expectation would come into play in favour of previous year students."

When there is no rule barring their participation, introducing a new clause now would amount to shifting the goalpost during the game, conceded another lawyer, saying, "there is enough elbow room to correct the anomaly, but the order can be put to effect only prospectively."

In 2005, abolition of common entrance test for all undergraduate programmes including MBBS gave sleepless nights to those supporting and opposing the policy decision. In 2006, a government move doing away with the improvement examination system was source of anxiety to several thousands. This year, till the last MBBS seat is allotted, students coming within the zone of consideration, will have to spend sleepless nights.

Previous year’s high cutoffs puts current batch on edge

CHENNAI: Medical aspirants from the 2014-15 Class 12 batch in the state could well be remembered as the 'unluckiest'. The lower cutoffs for admission to government medical colleges this year are expected to give medical aspirants from previous class 12 batches an edge in the race for the 2,200-odd seats this year.

Cutoff marks for MBBS seats in most categories rose over the three years from 2012 to 2014 with last year recording the highest in all categories. While the cutoff for the open category MBBS seat was 199, that for SCs and STs was 194.50 and 187.50 (see table). In the two years before that, cut-offs in the open category were 198.50 (2012) and 198.25 (2013) Similarly, cut-offs in the SC categoriy were 192 (2012) and 192.25 (2013).

However this year, the scenario changed. "The number of centums (students with 100/100) in 2015 were significantly low compared to last year,"said Doctors Association for Social Equality, general secretary Dr G R Ravindranath. In 2014, 2,710 Class 12 students scored centum in physics in state board examinations, while just 124 got centum this year. Last year, 1,693 got full marks in chemistry and 652 got centum in biology. This year, the numbers are 1,049 and 387. Physics, chemistry and biology marks are considered for MBBS admission.

"The fact that additional seats have been added this year will also have an impact on this year's cutoff," Ravindranath added.

Experts had predicted this year's cutoffs would be low due to tougher questions and stricter assessment. "But this has helped last year's aspirants make a clean sweep," said a parent of a student from the current batch who has moved the Madras high court saying the admission pitch will be skewed if students from last year's batch were allowed to participate in the admission process this time.

A senior Directorate of Medical education official, however, dismissed fears of students from the current batch. "The current year's cutoff is being worked out and we think there will only be a 0.5 difference," he said.

MCI rejects govt proposal for two new medical colleges

MUMBAI: In a major setback for the state government, the Medical Council of India (MCI) has rejected its proposal to start two new medical colleges at Chandrapur and Gondia, while granting permission to two private colleges. It has cited the state's failure to meet requisite educational standards, including adequate teaching faculty and infrastructure, for declining the permissions.

The last state-run medical college was started in Akola 13 years ago. With BMC's medical college at RN Cooper Hospital getting the approval, the MCI's decision has left the state red-faced. The colleges would have added a crucial 200 affordable seats to the state's existing pool of 2710, including 750 in Mumbai. Nearly 1.89 lakh students contested for the handful medical seats in MH-CET this year.

Maharashtra education minister Vinod Tawde blamed the setback on the erstwhile Congress government, which he alleged sent an ill-prepared proposal just to score brownie points with voters. "The proposals were sent without meticulous preparation such as infrastructure, faculty or funds. The announcements to start six new colleges were purely political," he told TOI on Tuesday.

Tawde, however, said they have not lost hope yet as efforts are being made to fill up positions of associate professors and professors. "We have been given more time by the MCI. We are hopeful of starting the colleges in this academic year," he said.

The Directorate of Medical Education and Research said medical teachers from government colleges in Nagpur, Akola and Yevatmal are being promoted and sent to the new colleges.

சிங்கப்பூரில் பணிசெய்துவரும் வெளிநாட்டு ஊழியர்கள் கடந்த ஆண்டு, 4,500 பேர் தங்களுக்கு வேலை வழங்கியவர்களுடன் உள்ள பிரச்சனையை தீர்த்துவைக்க வேண்டும் என்று சிங்கப்பூர் அரசிடம் உதவியை நாடிஉள்ளனர். கடந்த 2013-ம் ஆண்டில் இருந்து ஊழியர்கள் சந்தித்துவரும் பிரச்சனையானது அதிகரித்து உள்ளது.

சிங்கப்பூர் மனிதவள மேம்பாட்டுத்துறை அமைச்சக தகவலின்படி சுமார், 4500 வெளிநாட்டு ஊழியர்கள் தங்களுக்கு உள்ள பிரச்சனையை தீர்த்துவைக்க கோரி புகார் அளித்து உள்ளனர் என்று தெரிவிக்கப்பட்டு உள்ளது. இதுவே கடந்த 2013ம் ஆண்டு சுமார் 3,600 ஊழியர்கள் புகார் தெரிவித்து உள்ளனர் என்று தெரிவிக்கப்பட்டு உள்ளது. இந்த வருடம் மட்டும் வெளிநாட்டு பணியாளர்கள் மையத்திற்கு மட்டும் 2,000 புகார்கள் வந்து உள்ளது. இவையனைத்தும் சம்பள பிரச்சனை மற்றும் நியாயமற்ற பிடித்தங்கள் தொடர்பானவையே என்று தெரிவிக்கப்பட்டு உள்ளது. சுமார் 60-சதவீதம் புகார்கள் நியாயமற்ற பிடித்தங்கள் மற்றும் சம்பளம் பிடித்து வைத்திருப்பது தொடர்பானவையே என்று தெரிவிக்கப்பட்டு உள்ளது.

சம்பளம் விவகாரத்தில் வெளிநாட்டு ஊழியர்கள் சந்தித்துவரும் பிரச்சனையை தீர்க்க அமைச்சகம் நடவடிக்கை எடுக்க தொடங்கிஉள்ளது. அதிகமான புகார்கள் வந்து உள்ளதையடுத்து வெளிநாட்டவர்கள் சந்தித்துவரும் பிரச்சனைகளை தீர்க்க அவர்களுக்கு இடையே விழிப்புணர்வை ஏற்படுத்த முயற்சி செய்து வருகிறது. கடந்த வருடம் ஆகஸ்ட் மாதம் வரையிலான தகவல்களின்படி, சிங்கப்பூரில் 1.32 மில்லியன் வெளிநாட்டவர்கள் பணிசெய்து வருகின்றனர் என்று தெரியவந்து உள்ளது. இவர்களில் பெரும்பாலானோர் இந்தியா, வங்காளதேசம், சீனா மற்றும் தென்கிழக்கு ஆசியா நாடுகளை சேர்ந்தவர்களே, அவர்கள் கட்டிடம் மற்றும் சுரங்கத்துறைகளில் பணியாற்றி வருகின்றனர் என்று தெரிவிக்கப்பட்டு உள்ளது.

இப்பிரச்சனையை தீர்க்க நடவடிக்கை எடுத்து வருவதாக தெரிவித்து உள்ள சிங்கப்பூர் அமைச்சகம், அடுத்தவருடத்தில் இருந்து இப்பிரச்சனைக்கு முற்றுப்புள்ளி வைக்க வேலைக்கு ஆட்கள் எடுக்கும் நிறுவனங்கள் ஊழியர்களுக்கு வழங்கப்படும் சம்பளம் தொகை மற்றும் விதிமுறைகளை எழுத்துப்பூர்வமாக வழங்க வேண்டும் என்ற நிலையை கொண்டுவர உள்ளதாக தெரிவித்து உள்ளது.

ரெயில்வேயில் சீர்திருத்தம்

மக்களுடைய போக்குவரத்தின் முதுகெலும்பாக திகழ்வது ரெயில்வேதான். காஷ்மீரில் இருந்து கன்னியாகுமரி வரையில் 12,617 பயணிகள் ரெயில்களும், 7,421 சரக்கு ரெயில்களும் ஓடிக்கொண்டிருக்கின்றன. 7,172 ரெயில் நிலையங்கள் மூலம், 2 கோடியே 30 லட்சம் மக்கள் தினமும் பயணம் செய்கிறார்கள். இந்தியாவில் உள்ள மொத்த ரெயில்பாதையின் நீளம் ஒரு லட்சத்து 16 ஆயிரம் கிலோ மீட்டராகும். 13 லட்சம் ஊழியர்கள் பணிபுரிகிறார்கள். இந்திய பொருளாதாரத்தில் முக்கிய பங்கு வகிக்கும் ரெயில்வேத்துறை எதிர்பார்த்த முன்னேற்றத்தைக் காணவில்லை. இவ்வளவுக்கும் பொதுபட்ஜெட்தவிர, பாராளுமன்றத்தில் ரெயில்வேக்கு மட்டும் என தனி பட்ஜெட் தாக்கல் செய்யப்படுகிறது. சுதந்திரம் அடைந்த ஆரம்பகாலங்களில் இந்திய ரெயில்வே ஒரு ரோல்மாடலாகவே இருந்தது. 1956–ம் ஆண்டு பெரம்பூர் ரெயில் பெட்டி தொழிற்சாலைக்கு வந்த சீன பிரதமர் சூ என் லாய், இது ஒரு நவீனமான ரெயில்பெட்டி தொழிற்சாலை, சீனர்கள் இங்கு வந்து அறிந்துகொள்வது மிகவும் தகுதியானது. கிழக்கத்திய நாடுகளெல்லாம் இந்த ரெயில் பெட்டி தொழிற்சாலை குறித்து பெருமைகொள்ளவேண்டும் என்று எழுதிவைத்தது, இன்றும் அழியாத சாட்சியாக இருக்கிறது.

ஆனால், இன்று இந்திய ரெயில்வே, சீனாவைவிட மிகவும் பின்தங்கிவிட்டது. பின்தங்கிய நிலையில் இருக்கும் இந்திய ரெயில்வேயை சீர்திருத்தவும், வருமானத்தைப்பெருக்கவும் ரெயில்வேயை சரியான பாதையில் கொண்டுசெல்லவும் ஏற்ற வழிவகைகளை ஆராய்ந்து அறிக்கை தர, நிதி ஆயோக் உறுப்பினர் விவேக் தேவ்ராய் தலைமையிலான 8 பேர் கொண்ட கமிட்டியை மத்திய அரசாங்கம் நியமித்து, அந்த கமிட்டியும் அறிக்கை தாக்கல் செய்துள்ளது. தற்போதைய நிலையில், ரெயில்வேயில் ஒரு ரூபாய் வருமானம் வந்தால், அதில் 94 காசுகள் ஊழியர்கள் சம்பளம், பென்ஷன், இயக்க செலவு போன்ற நிர்வாக செலவுகளுக்கே போய்விடும் நிலையில், இந்த அறிக்கையில் வருவாயை பெருக்கும், நிர்வாகத்தை சீர்திருத்தும் பல பரிந்துரைகள் உள்ளன. ரெயில்வேயை முழுக்க முழுக்க தனியார் மயமாக்காவிட்டாலும், அதற்கு முன்னோடியாக வாசலைத் திறந்துவைக்கும் வகையில், பாசஞ்சர் ரெயில்களை தனியார் ஓட்டும் பரிந்துரை இருக்கிறது. புறநகர்களில் ஓடும் மின்சார ரெயில்களை ரெயில்வே நிர்வாகமும், மாநில அரசும் இணைந்து நடத்தவும், எந்த திட்டம் என்றாலும் வணிகரீதியான பொறுப்பேற்பது, நிர்வாகத்தில் அதிகாரப்பகிர்வு, எல்லாவற்றையும் மேற்பார்வையிட ஒரு சுயேச்சையான ஒழுங்குமுறை அமைப்பு, ரெயில்வே நிர்வாகம் தன் முக்கிய பணியைவிட்டுவிட்டு, பள்ளிக்கூடங்கள், மருத்துவமனைகள், விளையாட்டு மைதானங்கள், உணவு வழங்குதல் போன்ற பணிகளில் ஈடுபடுவதை கைவிடுதல், பாதுகாப்பு பணியை ரெயில்வே பாதுகாப்பு படையில் இருந்து மாநில ரெயில்வே போலீசிடம் ஒப்படைத்தல் போன்ற பல பரிந்துரைகளை செய்துள்ளது.

வருமானத்தைப்பெருக்க பல பரிந்துரைகளை செய்த இந்த கமிட்டி, ரெயில்களில் பெரும்பாலும் இலவச பாஸ்கள், சலுகை கட்டணத்தில் பயணம் செய்பவர்களின் எண்ணிக்கையை குறைக்க எந்த வழியையும் சொல்லவில்லை. ரெயில் நிர்வாகத்தில் இழப்பு என்றால் அது மக்களின் வரிப்பணம்தான். தனியார் பங்களிப்போடு வருவாய் ஈட்டுவதில் தவறு எதுவும் இல்லை. அந்த முயற்சியையும் செய்துபார்ப்பதில் தவறேயில்லை. பாலும் தண்ணீரும் கலந்து இருந்தால், அன்னப்பறவை அதில் பாலை மட்டும் தனியாக பிரித்து குடிக்கும் என்பதுபோல, ரெயில்வே நிர்வாகத்தை சீரமைக்க உடனடியாக மத்திய அரசாங்கம் இந்த கமிட்டியின் பரிந்துரைகளில் சாத்தியமானவற்றையெல்லாம் ஏற்று நடைமுறைக்கு கொண்டுவந்து ரெயில்வே நிர்வாகத்தை வேகப்படுத்த வேண்டும்.

விபத்தில்லா பயணத்துக்கு...

இந்தியாவில் 2001-இல் 3 கோடியே 85,50,026 இரு சக்கர வாகனங்கள் இருந்ததாம். 2012-இல் அதன் எண்ணிக்கை 11 கோடியே 54,19,175-ஆக உயர்ந்ததாம். 10 ஆண்டுகளுக்குப் பிறகு கூடுதலாக 8 கோடி இரு சக்கர வாகனங்கள் பயணிப்பதற்கு உகந்தவாறு சாலைகள் உள்ளனவா?
தமிழகத்தைப் பொருத்தவரை, 2014 மார்ச் நிலவரப்படி 1 கோடியே 88 லட்சம் வாகனங்கள் பயன்பாட்டில் உள்ளன. அவற்றுள் 1 கோடியே 55 லட்சம் வாகனங்கள் இரு சக்கர வாகனங்களாகும். அதாவது, இரு சக்கர வாகனங்கள் தவிர்த்து இதர வாகனங்களின் எண்ணிக்கை வெறும் 33 லட்சம்தான்.
இந்த 33 லட்சம் வாகனங்கள் பயணிப்பதற்காக பல ஆயிரம் கோடி ரூபாய் செலவில் நாற்கரச் சாலை, ஆறுகரச் சாலை, தங்கச் சாலை என்று செலவிடும் அரசு, இரு சக்கர வாகனங்களின் வழித்தடங்கள் குறித்து ஏதாவது விசேஷ கவனம் செலுத்தியதா என்பது தெரியவில்லை.
பெருவழிச் சாலைகளை விட்டு நீங்கி நகருக்குள் வந்துவிட்டால் ஒவ்வொரு போக்குவரத்து சிக்னலிலும் இரு சக்கர வாகனத்தைத் தவிர்த்து பிற வாகனக்காரர்கள் எல்லாம் அவரவர் வழியில் பிரிந்து செல்வதற்காக சாலை முழுவதையும் அடைத்ததுபோல் நின்றுகொண்டு அவர் அவருக்கான சிக்னல் கிடைத்ததும் சீறிப் பாய்ந்து செல்வதற்கு இடையில் இரு சக்கர வாகன ஓட்டிகள் வேண்டாத, அழையாத விருந்தாளியைப்போல் "ஆடி', "ஹூண்டாய்', "டொயட்டோ', "பென்ஸ்'க்களுக்கு இடையில் வளைந்தும், நெளிந்தும், கூனியும், குறுகியும் செல்ல வேண்டியிருக்கிறது.
இரு சக்கர வாகனம் என்பது அதை ஓட்டுபவரின் தலைக்கவசத்தையும் சேர்த்துதான் என்று மோட்டார் வாகனச் சட்டத்தில் திருத்தத்தைக் கொண்டு வருவதை யார் தடுக்கிறார்கள் என்பது புரியவில்லை.
இரு சக்கர வாகனத்தைத் தயாரிப்பவர்கள், பின்னால் வரும் பிற வாகனங்கள் தெரிவதற்காகக் கண்ணாடிகள், ஒலிப்பான்கள் வைத்திருக்கிறார்கள். இதேபோல, அவர்கள் வாகன ஓட்டியின் உயிரைக் காக்கும் தலைக்கவசத்தை வண்டியுடன் சேர்த்து விற்பதை அரசு கட்டாயமாக்கலாமே!
மேலும், வாகன சக்கரத்தில் சேலை மாட்டிக் கொள்ளாமல் இருக்க "சாரி கார்டு' வைப்பதுபோல், இரண்டு தலைக்கவசங்கள் வைப்பதற்கும் வாகனத்தில் இடம் வைத்திருக்க வேண்டும்.
வாகனப் பதிவுக்காக வட்டாரப் போக்குவரத்து அலுவலகத்துக்குச் செல்லும்போது, வண்டியுடன் வாங்கிய தலைக்கவசம் மட்டுமல்லாமல், பின் இருக்கையில் அமருபவர்க்காக கூடுதலாக ஒரு தலைக்கவசமும் வாங்கிய ரசீதுடன் சமர்ப்பித்தால் மட்டுமே பதிவு செய்ய முடியும் என்று சட்டம் கொண்டுவர வேண்டும்.

பெருவழிச் சாலைகளில் கனரக வாகனங்களுக்கு இரண்டு தடங்கள், மகிழுந்து எனப்படும் கார்களுக்கு இரண்டு தடங்கள், இரு சக்கர வாகனங்களுக்கு இரண்டு தடங்கள் வீதம் வருவதற்கும், செல்வதற்கும் ஏற்படுத்த வேண்டும்.
நகரங்களில் இரு சக்கர வாகனங்களுக்கு என இரண்டு வழித்தடங்கள் வருவதற்கும், செல்வதற்கும் என்பதோடு போக்குவரத்து சிக்னலில் இரு சக்கர வாகனங்களுக்குத் தனி வரிசையையும் ஏற்படுத்த வேண்டும்.
இதற்கான ஏற்பாடுகளை சட்டம் இயற்றுவதன் மூலம் தொடங்காமல் டாஸ்மாக்கை போல் அரசின் கொள்கை முடிவாக அறிவித்துத் தொடங்க வேண்டும். அப்படியானால்தான், யாரும் நீதிமன்றத்தை நாடி தடை பெற்றுவிட முடியாது.
இந்தியாவில் ஓராண்டில் சாலை விபத்துகளால் இழப்பீடு போன்ற பல வகைகளில் ஒரு லட்சம் கோடி ரூபாயைக் காப்பீட்டுக் கழகங்கள் வழங்குகின்றன என்று ஒரு புள்ளிவிவரம் தெரிவிக்கிறது.
பொதுமக்களாகிய நாமும் குறைந்தது 5 ஆண்டுகளுக்கு எந்த விபத்தையும் ஏற்படுத்த மாட்டோம் என்றும், அப்படியே எதிர்பாராத விபத்து நடந்துவிட்டாலும் இழப்பீடு கேட்க மாட்டோம் என்றும் உறுதி ஏற்போம்.
இதன் மூலம், ஆண்டுக்கு ஒரு லட்சம் கோடி வீதம் 5 ஆண்டுகளுக்கு மீதமாகும் 5 லட்சம் கோடி ரூபாயைக் கொண்டு பாதுகாப்பான சாலை, போக்குவரத்து அமைப்புகளை அரசு ஏற்படுத்த வேண்டும்.
காப்பீடு செய்யப்பட்ட வாகனங்கள் 10 - 15 ஆண்டுகள் விபத்தே உண்டாக்காமல் இயக்கப்பட்டால், கட்டிய காப்பீட்டுத் தொகையை காப்பீட்டுக் கழகங்கள் திருப்பி அளிக்க வேண்டும். இதனால், விபத்தில்லாமல் வாகனம் ஓட்டுவதில் கவனம் கூடும். தரமான சாலை, தலைக்கவசம் அணிதல், வாகனம் ஓட்டுபவரின் விழிப்புணர்வு போன்ற பல செயல்களின் மூலம் விபத்தில்லா சமூகத்தை உருவாக்குவோம்.
